WE HAVE THE LATEST REPORT FROM DEEPAK IS THAT WE HAVE A LITTLE OVER 10000 HOSPITAL BEDS ACROSS THE STATE AND THOUSAND THREE HUNDRED AND FORTY FIVE OF THOSE ARE IN USE WHICH IS AN 83 PERCENT UTILIZATION RATE WITH ABOUT 10 PERCENT OF THOSE BEDS BEING TAKEN UP BY KOBE 19 PATIENTS. AND I HAD A COUPLE OF E-MAILS

WITH RUSSELL BAXLEY BEFORE MEMORIAL HOSPITAL. >> ONE.

YEAH. WE STILL HAVE A PRETTY FRAGILE HEALTH CARE SYSTEM.

THE HOSPITALS ARE OPERATING ON PRETTY THIN MARGINS RIGHT NOW. THEY'RE STILL LIMITED CAPACITY FOR TESTING. SO WE DO HAVE A BIT OF A BROKEN SUPPLY CHAIN AS WE'VE SEEN.

AND SO THE PUBLIC WILL HAVE THAT OPPORTUNITY. WE'LL HAVE TO FIND THE RIGHT VENUE AND UNFORTUNATELY THE RIGHT VENUE FOR US IS NOT THE COUNTY OFFICE.

THE LAST TIME THAT WE WERE QUOTE UNQUOTE SOCIALLY DISTANCE AT THE COUNTY OFFICE IT WAS A DIFFICULT MEETING BECAUSE SIX OF US WERE AT THAT DAY AND ON THE DAIS AND FIVE WERE BELOW.

AND YOU KNOW, WHEN YOU WANT TO SPEAK YOU HAVE TO TURN AROUND TO SEE THE CHAIR.

ITEM NUMBER ELEVEN THERE IS AN ATTACHMENT TO HERE WHICH IS THE FLOW CHART OF AN ORDINANCE PASSAGE. NOW THIS IS THE WAY THE ORDINANCE IS SUPPOSED TO WORK.

OBVIOUSLY THE PUBLIC WEIGHS IN BEFORE THE FINAL ORDINANCE AND ORDINANCE HAS TO HAVE THREE READINGS AND A PUBLIC HEARING IN THE PAST. IT WAS ALWAYS DONE THAT THE HEARING WAS AT THE THIRD RANKING BOARD HAS BEEN CHANGED BY A PRIOR COUNCIL SO THAT WE HAD IT DONE AT THE SECOND READING. THERE IS A 15 DAY NOTICE IN BETWEEN THE TIME AND PLACE OF THE PUBLIC HEARING IN THE NEWSPAPER AND THEREFORE ON TONIGHT'S COUNCIL AGENDA. YOU WILL SEE THAT SIR ITEMS HAD TO BE MOVED TO A THIRD MEETING AND PUBLIC HEARING AT THE THIRD MEETING NOT THE SECOND MEETING BECAUSE WE JUST DIDN'T MAKE THE TIMELINE. SO THAT CONCERN WE HAVE IS WHAT IS COUNCIL'S PLEASURE ABOUT HAVING THE PUBLIC HEARING AT THE SECOND MEETING RATHER THAN THE THIRD? OR SHOULD WE JUST DO IT ALWAYS AT THE THIRD? SO I'D LIKE PEOPLE TO WEIGH IN

SO YOU REPRESENT BEAUFORT COUNTY COUNCIL WHEREVER YOU ARE, WHATEVER MEETING YOU'RE IN, WHATEVER SIGNAGE YOU HAVE ON THERE THAT HAS YOU AS A MEMBER OF COUNTY COUNCIL.

YOU REPRESENT COUNTY COUNCIL AND YOUR DISTRICT THEN YOU REPRESENT EVERY RESIDENT IN BEAUFORT COUNTY, NOT JUST THE DISTRICT YOU LIVE IN. EVERY RESIDENT OF BEAUFORT COUNTY. DECISIONS YOU MAKE HAVEN'T IMPACT ACROSS THE LINE.

AND THEN FINALLY YOU AS A COUNCIL PERSON REPRESENT YOURSELF WHAT YOU SAY, WHAT YOU DO, HOW YOU SAY IT REFLECTS ON YOU AND I WANT US TO BE THE BEST COUNCIL WE CAN BE.

I THINK ALL OF YOU ARE QUITE INTELLIGENT. I RESPECT YOU.
