THIS IS ANOTHER PLEA ON BEHALF OF MORE THAN 50 RETIRED BEAUFORT COUNTY EMPLOYEES WHO REQUEST WERE NOT ACTED UPON IN THE OUT OF COURT LAWSUIT SETTLEMENT FASHION TO REMEDY THE COUNCIL. THE COUNTIES DENIAL OF HEALTH BENEFITS COVERAGE FOR ABOUT 40 RETIRED ONLY EMPLOYEES MONTHS HAVE NOW PASSED SINCE WE HAVE INDIVIDUAL AND COLLECTIVELY ATTEMPTED TO GAIN DISCUSSION ON MORAL AND ETHICAL FAIRNESS IN YOUR ACTION NOT TO INCLUDE ALL RETIRED EMPLOYEES IN YOUR DECISION TO REMEDY WHAT WAS CONSIDERED A WRONG THAT IMPACTED ALL OF US. THIS IS NOT WHAT WE HAVE COLLECTIVELY GIVEN HUNDREDS OF YEARS OF PUBLIC SERVICE EXPECTED FROM OUR ELECTED OFFICIALS.

AGAIN THIS PROJECT APPEARS TO BE HIJACKED BY A INSIDERS. MR. RODMAN IS NOT LISTENING TO HIS CONSTITUENTS, IS NOT REFLECTING OUR REQUEST OF AUGUST 14TH 2020.

IN FACT, NO ONE ON COUNTY COUNCIL HAS RESPOND TO OUR REQUEST.

THERE ARE MANY THINGS WRONG WITH HIS PROPOSAL AND WE ONLY HAVE A FEW HOURS TO PREPARE A RESPONSE. BELOW IS AN INITIAL BULLET LIST OF OUR CONCERNS.

MR. RODMAN CALLS FOR DISCUSSION AT THE CAUCUS IN FULL COUNTY COUNCIL THIS AFTERNOON.

THIS ITEM AND ESPECIALLY HIS PLAN WERE NOT ON THE AGENDA AND NOT IN ANY AVAILABLE HANDOUTS TO THE PUBLIC. IT WOULD THEREFORE BE OUT OF ORDER TO MAKE ANY DECISIONS OR VOTE FOR APPROVAL AT THE MEETING TODAY. MR. RODMAN TRUNCATED COMMUNITY CONCERNS INTO THREE QUESTIONS FOR HIS OWN PURPOSES. SIMILARLY, MR RODMAN ATTRIBUTES THOUGHTS TO PEOPLE FOR HIS OWN PURPOSES WITHOUT THEIR CONCURRENCE.

MR. RODMAN BARELY MENTIONS THE GRAVE CONCERNS FOR THE STONY COMMUNITY.

MR. RODMAN NEGLECTS TO DEFINE THE SCOPE AS FROM MOSS CREEK TO THE CROSS ISLAND PARKWAY.

THE SCOPE OF WORK CONTAINS NO PROVISION FOR OBJECTIVE MEASUREMENTS OF ANY OF THE PLANS FOR EXAMPLE AND END TRAFFIC THROUGHPUT. TOTAL COST ENVIRONMENTAL AND COMMUNITY IMPACTS. WE ARE CONCERNED THAT THE INDEPENDENT REVIEW REMAIN TRULY INDEPENDENT AND IS NOT BIASED BY HAVING A CONTRACTOR BEING PART OF OR RELATED TO THE SVOD SC DOJ TEAM OR INFLUENCED BY X PARTY COMMUNICATION WITHIN FLUENT ANNUAL COUNTY COUNCIL MEMBERS.

IT'S IMPORTANT THEREFORE TO CRAFT A FAIR AND USEFUL SCOPE OF WORK AND GET STARTED IMMEDIATELY. BUT COMMUNITY CONCERNS MUST BE HONORED IN THAT SCOPE OF WORK. YOU SEE THE IMPACT THAT'S HAD ON MITCHELL BILL. YOU'VE SEEN THE IMPACT IT HAD ON ST. JAMES BAPTIST CHURCH WHICH HAD TO BE MOVED FROM THIS HISTORIC LOCATION TO ACCOMMODATE THAT GROWTH.

YOU'RE SEEING IT NOW. I PARTICIPATED IN A PUBLIC HEARING THE OTHER NIGHT ABOUT A PROPOSED NEW TRANSFER STATION THAT IS PROPOSED FOR, YOU KNOW, NEAR THE BIG HILL COMMUNITY.

WE'RE GETTING ROADS, IMPROVED ROADS AND AS A GROUP OF PEOPLE THAT ACTUALLY LIVE TO THE NORTH, WE KNOW THAT THEY'LL PROBABLY BE DEVELOPMENT THERE AT SOME POINT IN TIME THAT WE'LL USE THE ROAD AND MAYBE THERE'LL BE A BACKDOOR TO BERKELEY. ALL WE GOT OUT OF THE DEAL WAS THAT WE WOULD WE WOULD BE ABLE TO RECOVER THE COSTS OF THE PARK AND THE ROADS OVER USING A RIP AN IMPROVEMENT DISTRICT. SO SOMEHOW OR OTHER OUR BEING ABLE TO RECOVER FOUR POINT EIGHT MILLION DOLLARS USING IT AN IMPROVEMENT DISTRICT HAS BEEN CHANGED NOW UNDER MR GARDNER'S PROPOSAL TO INSTEAD OF GETTING ALL OUR MONEY BACK WE PUT OUT WE END UP PUTTING IN TWO POINT FOUR MILLION DOLLARS ONE POINT THREE MILLION DOLLARS FOR THE ROADS AND A ONE POINT ONE MILLION DOLLARS FOR THE PARK.
