THIS YEAR OUR PLAN IS FOCUS ON FOUR BILLS PARTNERSHIP AND COLLABORATION INCREASE ACCESS RESOURCES AND SERVICES THROUGH THE USE OF TECHNOLOGY THE IMPACT OF CODING 19 ON LOCAL AREAS WORKFORCE AND STRATEGIES TO FACILITATE RAPID EMPLOYMENT AND INNOVATION AND COST EFFICIENCIES SECTION OF THIS PLAN THAT WE'RE HAVING TO ADDRESS AND HAD TO ANSWER

I THINK WE'VE SEEN THE MAJORITY OF THE FURLOUGHS AND LAYOFFS IN OUR HOSPITALITY HOTEL INDUSTRY WHERE WE'RE SEEING SOME OF THAT BOUNCE BACK AS FAR AS TRAFFIC INTO OUR CENTERS WE THOUGHT CERTAINLY BY NOW THAT WE WOULD HAVE A LOT MORE FOOT TRAFFIC ESPECIALLY WITH THE PUC BEING DISCONTINUED AS THE END OF JULY 30TH. BUT THE TRAFFIC HAS NOT COME BACK INTO THE CENTERS AS WE EXPECTED. SO I GUESS FOLKS ARE POSSIBLY WAITING ON THE ADDITIONAL 400 HOURS THAT SHIP BECOMING AS A RESULT OF GOVERNOR MACMASTER APPLYING FOR THE ADDITIONAL WAIVER FOR SOUTH CAROLINA. SO WE'RE THAT OUR WORKFORCE CENTERS WE ARE DOING EVERYTHING THAT WE CAN TO DRAW IN CUSTOMERS.

WE'RE DOING HIRING EVENTS WHERE WE'RE PLANNING JOB FAIRS EVENTS.

AND AS YOU MIGHT IMAGINE THAT WAS A LITTLE BIT DIFFICULT TO MANAGE. SO IN COOPERATE WITH THE HUMAN SERVICES DEPARTMENT AND COUNTY ADMINISTRATION AT THE DIRECTION OF COUNTY COUNCIL, THE PROGRAM

THAT I'M ABOUT TO OUTLINE FOR YOU WAS IMPLEMENTED. >> SO EVERY YEAR APPLICANTS HAVE AN OPPORTUNITY TO SUBMIT THEIR APPLICATION TO THE HUMAN SERVICES DEPARTMENT THIS YEAR THE APPLICATION WINDOW CLOSED LAST FRIDAY WE RECEIVED A TOTAL OF 41 APPLICATIONS AND THEY'RE ALL VYING FOR A PIECE OF A THREE HUNDRED AND NINETY EIGHT THOUSAND DOLLAR SPOT.

AND WHAT AM I TO DO NOW? WHAT'S ON YOUR SCREEN THAT THE SLIDE SORT OF GOES STEP BY STEP THROUGH THE PROCESS. SO ALL OF THESE REQUIREMENTS THAT I'M A REFER TO CAME OUT OF THE COLLABORATION WITH COUNTY ADMINISTRATION COUNTY COUNCIL AND THE HUMAN SERVICES BACK.

SO IF THERE IS AN APPLICANT THAT IS ALREADY RECEIVING FUNDS FROM THE COUNTY FOR A PROGRAM THEY DON'T WANT TO HAVE FUNDS COME FROM THE COUNTY AND THEN HAVE THEM APPLY FOR THE GRANT PROGRAM. THEY WANT TO COME FROM A SINGULAR SOURCE. SO THAT'S THE PURPOSE OF THAT. AND THEN AFTER THAT AN INDEPENDENT PANEL OF REVIEWERS INDIVIDUALLY READ AND SCORE APPLICATIONS USING A MATRIX THAT CONSIDERS ORGANIZATIONAL STABILITY STRENGTH OF COMMUNITY IMPACT COMMUNITY COLLABORATION ,POPULATION SERVED AND THE OVERALL OUTCOMES. NOW THE INDIVIDUALS ARE THEY.

THE HUMAN SERVICES STAFF IDENTIFY AND BRING THESE INDIVIDUALS.

THEY REMAIN ANONYMOUS AND THEY ROTATE EVERY TWO YEARS. >> THEY HAVE A POOL OF FOLKS THAT THEY USE TO DO THIS AND THEY ROTATE THEM OUT AND THEY ARE THEY ARE NEUTRAL PARTIES.

SO ONCE THEY DO THAT, THE PANELIST WILL GATHER ONE TIME TO DISCUSS THE MERITS OF EACH APPLICATION AND DECIDE HOW MUCH FUNDING TO RECOMMEND FOR EACH. AND THIS IS THIS IS A DIFFICULT THING FOR THEM TO DO TO GIVE YOU AN IDEA. I ASKED MR. LEITER TO PROVIDE ME WITH THE TOTAL AMOUNT THAT WAS REQUESTED IN THE 41 APPLICATIONS THAT WE RECEIVED THIS YEAR. THE TOTAL REQUESTED WAS SEVEN HUNDRED AND FIFTY THOUSAND DOLLARS AND THEY'RE GOING TO GO THROUGH AND DETERMINE HOW MUCH OF THE THREE HUNDRED AND NINETY EIGHT THOUSAND EACH APPLICANT WHO WHO MAKES THE CUT WILL GET. SO IT'S IT'S A DIFFICULT

ONCE THAT IS COMPLETE THEN THE PANELIST RECOMMENDATIONS ARE PRESENTED TO THE COMMUNITY SERVICES COMMITTEE AND THEN JOHNNY COUNCIL APPROVES A FINAL AWARD IN THE FORM OF A RESOLUTION OVER THE NEXT COUPLE OF WEEKS WE'RE GONNA BE RUNNING THROUGH THIS PROCESS. THE OCTOBER 5TH MEETING OF COMMUNITY SERVICES IS WHEN MR. FRED LIGHT, HUMAN SERVICES DIRECTOR WILL MAKE A FULL PRESENTATION OF THE RECOMMENDATIONS THAT ARE COMING OUT OF THIS COMMITTEE. THE ONCE THAT IS DONE, ONCE THE EVERYTHING IS APPROVED, THE FUNDS ARE DISBURSED TWICE THE THERE'S A ONE THE FIRST HALF IS

IN NOVEMBER. >> THE SECOND HALF IS IN MAY AND IN ORDER TO TRACK AND ENSURE THAT THE FOLKS WHO ARE GETTING THIS MONEY ARE DOING WHAT THEY SAY THEY'RE GOING TO DO WITH IT. THERE IS AN INTERIM REPORT AT ABOUT THE 90 TO 120 DAY MARK AND A FINAL REPORT. NOW UNFORTUNATELY AS I TOLD YOU PRIVATELY, A LOT OF THE ELEMENTARY AND MIDDLE SCHOOLS CHILDREN DON'T HAVE ACCESS TO THE INTERNET AND MAY NOT HAVE ACCESS TO A COMPUTER OR A TABLET BUT THAT THERE WERE SOME COMMUNITY GROUPS THERE IN OUR COUNTY WHO WERE INTERESTED IN ENGAGING IN DISTANCE LEARNING SO THEY COULD HAVE THE KIDS COME TO THEIR FACILITIES WHEN THEY WERE NOT IN THE SCHOOL BUILDING WHERE THEY WOULD RECEIVE SUPERVISION BY STAFF WITH THE DISTANCE LEARNING PROGRAMS THAT THEY HAD AND THEY WOULD PROVIDE SUPERVISION AND ASSISTANCE TO THEM SO THAT THEY DIDN'T FALL BEHIND BECAUSE THEY COULD COME THERE AND BE SUPERVISED BY STAFF. CONSIDERING THE FACT THAT THEIR PARENTS MIGHT BE WORKING THAT WOULD COME THERE AND ALSO HAVE ACCESS TO THE INTERNET, THEY WOULD ALSO HAVE ACCESS IF THEY DIDN'T BRING A COMMUNICATION DEVICE THEY WOULD HAVE SOME AVAILABLE THAT WERE ALREADY ON PREMISES.
