PUBLIC NOTIFICATION OF THIS MEETING HAS BEEN PUBLISHED, POSTED, AND DISTRIBUTED IN COMPLIANCE WITH THE SOUTH CAROLINA FREEDOM OF INFORMATION ACT] SARA, THIS PUBLIC NOTIFICATION HAS BEEN PUBLISHED AND POSTED IN COMPACT WITH THE ECHO. [4. APPROVAL OF AGENDA] >> YES, SIR IT HAS. I'M NOT GOING TO ASK FOR APPROVAL OF THE AGENDA JUST YET. >> IT GOES TO OUR AGENDA MEETING. I HAVE REQUESTED THAT THE WITH THE FUNKY FERRY BE INCLUDED IN TODAY'S MEETING. I SEE IT'S NOT ON THE AGENDA SO I'M GOING TO MAKE A MOTION THAT IT BE PLACED ON THE AGENDA AND I'LL SECOND DOWN A VOTE ON THAT LIST. I'LL SECOND SIR. ANY DISCUSSION? ALL THOSE IN FAVOR WITHOUT OBJECTION. UNANIMOUS. SO WE WILL PUT THAT ON THE CUT ON THE AGENDA FOR TODAY WHICH IS A DISCUSSION OF THE STATUS OF THE FUSTY ISLAND FERRY CONTRACT. >> WE CAN DO LARRY, IF IF YOU WILL I'LL MAKE A MOTION TO APPROVE THE AGENDA AS AMENDED. >> OK, THANK YOU VERY MUCH. AND YOU SECOND CYCLE. >> THIS IS BRIAN FLINT, OUR SECOND. THANK YOU. >> I WILL TAKE A VOTE WITHOUT OBJECTION. NO OBJECTION. THE APPROVAL OF THE MINUTES FOR JUNE 1ST IS APPROVED. THIRD, WE HAVE ANY CITIZEN COMMENTS FOR ITEM NUMBER SIX? >> NO, SIR, I HAVEN'T RECEIVED ANY. >> ANYBODY MONITORING FACEBOOK IN THAT REGARD? NONE ON FACEBOOK. [7. LOWCOUNTRY COUNCIL OF GOVERNMENTS WORKFORCE PLAN - Informational Purposes only] THANK YOU, MR. COLBERT. APPRECIATE THAT. WE HAVE AN INFORMATION ITEM WHICH IS ITEM NUMBER SEVEN A PRESENTATION THE COUNTRY COUNCIL OF GOVERNMENTS WORKFORCE. AND I KNOW THAT SOMEBODY FROM THE LOW COUNTRY COUNCIL OF GOVERNMENTS HAS JOINED US. I I DON'T SEE THEM ON THE SCREEN THOUGH. THEY'RE SHE'S HERE AS MR. BROOKS. >> OK, OK. >> WELCOME AND THANK YOU FOR JOINING US. AND WE ARE PREPARED FOR YOUR PRESENTATION. ALL RIGHT. THANK YOU, SIR. THANK YOU, MR. CHAIRMAN. AND A FELLOW COMMITTEE MEMBERS. THANK YOU FOR THE OPPORTUNITY JUST TO SPEAK WITH YOU. I WON'T BE LONG AND YOU HAVE A HEFTY AGENDA EVERY FOUR YEARS THE DEPARTMENT OF LABOR REQUIRES THAT THE STATES SUBMIT A UNIFIED STATE WORKFORCE PLAN EVERY FOUR YEARS AND ALONG WITH THE STATE THE LOCAL WORKFORCE AREAS HAVE TO DO THE SAME THING. SO EVERY FOUR YEARS WE'RE PRESENTING OUR REGIONAL AND LOCAL PLANS WHICH WORK IN CONJUNCTION WITH ONE ANOTHER. OF COURSE OUR PARTNERS IN OUR WHAT WE CALL THE SOUTH COAST REGION WILL BE OUR CHARLESTON AREA PARTNERS. THIS YEAR OUR PLAN IS FOCUS ON FOUR BILLS PARTNERSHIP AND COLLABORATION INCREASE ACCESS RESOURCES AND SERVICES THROUGH THE USE OF TECHNOLOGY THE IMPACT OF CODING 19 ON LOCAL AREAS WORKFORCE AND STRATEGIES TO FACILITATE RAPID EMPLOYMENT AND INNOVATION AND COST EFFICIENCIES SECTION OF THIS PLAN THAT WE'RE HAVING TO ADDRESS AND HAD TO ANSWER QUESTIONS TOO. >> AND THE PLAN ITSELF WAS A COLLABORATION OF ALL OF OUR SC WORK SYSTEM PARTNERS FROM ADULT EDUCATION FROM SC SC WORDS OUR DEW PARTNERS LOCAL ECONOMIC DEVELOPMENT OFFICIALS, OUR TECH SCHOOL OFFICIALS ALL HAD OPPORTUNITIES TO INPUT INTO OUR OUR PLAN THAT YOU HAVE BEFORE BOTH REGIONALLY AND LOCALLY SECTION OF THE PLANS AS I MENTIONED PREVIOUSLY THAT WE HAD TO GIVE DETAILED INFORMATION FOR WAS WORKFORCE AND ECONOMIC ANALYSIS TO STAGE VISION AND GOALS. LOCAL PARTNERSHIPS AND INVESTMENT STRATEGIES PROGRAM DESIGN AND EVALUATION. AND LASTLY COMPLIANCE. SO WE THE STATE HAS ACTS THEN WE JUST SIMPLY INTRODUCE AND TO PRESENT A PLAN TO ALL FOR ALL OF OUR COUNCILS. IN OUR AREAS SOME HAVE MORE, SOME HAVE LESS ON THAT IS WHAT I'M HERE TO DO TODAY. IF THERE IS ANY DETAIL QUESTIONS FEEL FREE TO CONTACT ME HERE AT THE CALL. MY INFORMATION IS IN THE IN THE PLAN. IF THERE IS A SMALL QUESTION I'LL CERTAINLY BE MORE THAN HAPPY TO ANSWER. BUT IF YOU HAVE DETAILED QUESTIONS I'M ALWAYS AVAILABLE TO ANSWER THOSE QUESTIONS AND [00:05:03] THAT LADIES AND GENTLEMEN IS THE CONCLUSION OF MY PRESENTATION. WELL, THANK YOU VERY MUCH, MR. BUTLER. >> ARE THERE ANY QUESTION MR. BUTLER IN THE ABSENCE OF QUESTIONS, MR. BUTLER, I'LL ASK YOU ONE WITH REGARD TO SECTION 1 THROUGH 5. >> IS THERE ANYTHING THERE? IN PARTICULAR THAT YOU WOULD LIKE TO ADDRESS WITH THE REMAINING MINUTES THAT YOU HAVE OK. CERTAINLY WHEN WE LOOKED AT THE WE'LL TAKE THE WORKFORCE AND ECONOMIC ANALYSIS PORTION WHICH IS PROBABLY THE MORE THE MOST DETAILED PART OF OUR PLAN WHERE WE TOOK DATA FROM SOUTH CAROLINA WORKFORCE DOT COM AND ALSO THE BUREAU OF LABOR STATISTICS. >> WE KIND OF LOOKED THAT WHERE WE ARE AS FOR IS WHAT WHAT INDUSTRIES HAVE LOST A LOT OF BUSINESS DUE TO THE CULVERT OUTBREAK WE LOOKED AT WHICH CAREER CLUSTERS ARE STILL THE TOP FOUR OR FIVE IN OUR LOCAL AREA NOW FOR COUNTY AREAS WE LOOKED AT THE EMPLOYMENT UNEMPLOYMENT TRENDS, THE REEMPLOYMENT TRENDS, WHAT WE'RE WE'RE EXPECTING WHAT WE'RE HEARING FROM EMPLOYERS. FORTUNATELY FOR OUR MANUFACTURING COMMUNITY THROUGHOUT OUR LOCAL AREA THEY HAVE NOT WE HAVE NOT EXPERIENCED REALLY ANY SHUTDOWNS OR CLOSED DOWN. WE WE'VE HAD A COUPLE THAT THERE'S SOME FURLOUGHS AND SOME LAYOFFS. SO WE'RE PRETTY FORTUNATE THERE. I THINK WE'VE SEEN THE MAJORITY OF THE FURLOUGHS AND LAYOFFS IN OUR HOSPITALITY HOTEL INDUSTRY WHERE WE'RE SEEING SOME OF THAT BOUNCE BACK AS FAR AS TRAFFIC INTO OUR CENTERS WE THOUGHT CERTAINLY BY NOW THAT WE WOULD HAVE A LOT MORE FOOT TRAFFIC ESPECIALLY WITH THE PUC BEING DISCONTINUED AS THE END OF JULY 30TH. BUT THE TRAFFIC HAS NOT COME BACK INTO THE CENTERS AS WE EXPECTED. SO I GUESS FOLKS ARE POSSIBLY WAITING ON THE ADDITIONAL 400 HOURS THAT SHIP BECOMING AS A RESULT OF GOVERNOR MACMASTER APPLYING FOR THE ADDITIONAL WAIVER FOR SOUTH CAROLINA. SO WE'RE THAT OUR WORKFORCE CENTERS WE ARE DOING EVERYTHING THAT WE CAN TO DRAW IN CUSTOMERS. WE'RE DOING HIRING EVENTS WHERE WE'RE PLANNING JOB FAIRS EVENTS. SO THEREFORE THOSE WHO ARE IN NEED WILL HAVE THE OPPORTUNITY TO APPLY FOR AN EMPLOYMENT AND TALK TO EMPLOYEES FACE TO FACE EVEN DURING THIS PANDEMIC. WE'RE TAKING PRECAUTIONS THERE . MR. BUTLER ON ON THAT TOPIC WITH THE GOVERNOR'S SAVILLE SHORT OF THE NUMBER AT FOUR HUNDRED IS THAT THE STATE UNEMPLOYMENT COMPENSATION THAT WOULD BE PAID OR IS THAT THE FEDERAL MONEY THAT THE PRESIDENT HAS AUTHORIZED AND I NEED ADDITION TO THE STATE UNEMPLOYMENT IS IT 400 PLUS OR IS IT A TOTAL OF FOUR HUNDRED? IT'S A TOTAL OF FOUR HUNDRED. I BELIEVE IT'S ONE HUNDRED THAT THE STATE PUTS IN AND THAT THREE HUNDRED FROM FEDERAL GOVERNMENT OR THE TOTAL PEOPLE WHO WERE WHO WERE GETTING SIX PLUS THREE ARE NOW PROBABLY GOING TO JUST GET A TOTAL FOUR . >> YES. OR BASED ON THEIR CURRENT STATUS BASED ON IF THEY'VE REAPPLIED. EXACTLY. SURE HOW THAT WORKS I DON'T DEAL WITH YOU ON A DAILY BASIS BUT I'M SURE THERE'S PROBABLY SOME RECERTIFICATION THAT COMES ALONG WITH THAT TO MAKE SURE THAT THEY ARE ELIGIBLE FOR OK. BUT THAT'S THE MAGIC NUMBER IS FOUR HUNDRED. YES, SIR. ABSOLUTELY. >> OK. THANK YOU. ANYONE ELSE HAVE ANY QUESTIONS FROM MR. BUTLER? MR. CHAIRMAN, THIS YOGA CLASS. SURE. GO AHEAD WITH THE GLOVER. YES, MR. BUTLER, IN YOUR REPORT YOU TALK ABOUT THE EX OFFENDERS . >> WHAT IS HAPPENING HERE AND IS THERE ANYTHING THAT AS A COUNCIL THAT WE COULD DO? WITH EX OFFENDERS AT THIS TIME AS FAR AS THE JOB MARKET IS CONCERNED? THANK YOU ALL FOR YOUR REPORT. OH, YES. YES, SIR. AN EXCELLENT QUESTION. YES, BEFORE THE PANDEMIC. OUR STAFF AND PARTNERS OF STAFF WERE VERY INVOLVED WITH THE LOCAL PENAL SYSTEM AS FAR AS VISITING THE DIFFERENT CORRECTIONAL FACILITIES IN OUR AREA AND PROVIDING JOB WORKSHOPS, RESUMÉ INFORMATION FOR THOSE THAT WERE IN THE PROCESS OF TRANSITIONING. AND ALSO JUST IDENTIFYING EMPLOYERS WHO WERE WILLING TO TAKE A CHANCE ON WHAT WE CALL A SECOND CHANCE OFFENDERS. SO THAT WASN'T THAT'S BEEN REALLY GOOD. UNFORTUNATELY WHAT WHAT WHAT WHAT WE SEE A LOT OF TIMES IS THAT A LOT OF THESE FOLKS DO NOT STAY IN OUR AREA. THEY GO BACK TO THEIR AREAS THAT THEY MIGRATE FROM. [00:10:02] AND OBVIOUSLY UTILIZE THE SERVICES THERE. SO BUT YES, WE DO DO THAT. I GUESS THE BIGGEST THING IS JUST REALLY JUST EDUCATING JUST THE LOCAL BUSINESSES THAT IT IS SAFE. I KNOW THE DEPARTMENT EMPLOYMENT, PLUMBING THE WORKFORCE. THEY OFFER A SUIT. BOND THAT PROTECTS THE BUSINESS IN CASE THEY HIRE SOMEONE WHO IS AN OFFENDER THAT MAYBE I'LL JUST SAY JUST TAKE PROPERTY OR SOMETHING. SO THERE IS AN INSURANCE BOND AT THE DEPARTMENT. EMPLOYMENT AND WORKFORCE PROVIDES AS A SURETY TO HIRE THOSE INDIVIDUALS BECAUSE OKATIE MR. GLOVER. >> YEAH I THE QUESTION LIKE A REAL BOTTOM LINE IS HOW IS IT WORKING AS FAR AS EMPLOYMENT? >> ARE WE LOOKING AT 50 PERCENT OF THESE GENTLEMEN AS BEING RE INCARCERATED BECAUSE THEY CAN'T FIND EMPLOYMENT OR ARE THEY REALLY BEING SUCCESSFUL AT ANY JOB MARKET? THAT'S ALL. KNOW I DON'T KNOW WHETHER YOU HAD THOSE DOUBTERS OR NOT BUT THAT'S BASICALLY HOW EFFECTIVE IS IT? AS AS RELATES TO THEIR EMPLOYMENT AND GETTING BACK ON WITH THEIR LIVES. >> YEAH. I DON'T HAVE THOSE EXACT FIGURES FOR THE PERCENTAGE. OBVIOUSLY WE DO KNOW THAT THERE THERE GOING TO BE THOSE THAT ARE NOT SUCCESSFUL BUT I BELIEVE I WOULD I WOULD SAY THAT WE WOULD SEE MORE SUCCESS THAN WE HAVE IN THE PAST DUE TO THE FACT THERE'S MORE AND MORE BUSINESSES THAT ARE THAT ARE BEING MORE WILLING TO ACCEPT EX OFFENDERS AND THAT WE'RE WORKING WITH THOSE CLOSELY AND JUST CONSTANTLY IDENTIFYING THOSE ON A ON A DAILY BASIS HAVING LIKE I SAID HIS JOB FAIR VENTURE AND GUIDING THOSE INDIVIDUALS TO THEM SO THEY CAN TAKE ADVANTAGE OF THINGS MORE OPPORTUNITIES CARE. >> THANK YOU. IT'S COVERED. YES. THANK YOU, MR. BUTLER. THANK YOU FOR THIS PRESENTATION. AND THE DOCTOR MAY TAKE A LOOK AT IT. IT'S VERY IMPORTANT. AND MY QUESTION IS IS SIMILAR ACTUALLY TO HOARDING WATER WHEN YOU TALK ABOUT X OFFENDER'S TO THE GROUP OF FOLKS WITH DISABILITIES. I THINK IF I'M WRONG BUT THESE ARE GROUPS THAT HAVE BARRIERS TO EMPLOYMENT, EXOSKELETONS, HOMELESS DISABILITIES MAYBE BOTH THE ENGLISH AND THAT SINGLE PARENTS THAT IS DATING THAT CORRECTLY. >> ABSOLUTELY. AS A MATTER OF FACT, I'M SORRY I DON'T I MEAN THE CULTURE OF THE GENTLEMAN TO PERSON. LET ME TELL YOU JUST A LITTLE BIT FURTHER AND I HOPE I'M NOT DIGGING TOO FAR IN THE WEEDS BUT WHEN YOU LOOK AT A 30 FOOT LEVEL IS THAT ALL THAT ALL THOSE INDIVIDUALS? WHAT IS THE BIGGEST BARRIER A LACK OF EDUCATION OR IS IT TRANSPORTATION, YOU KNOW, JUST TO GET NARROW, YOU KNOW, BRING IT BACK ONE STEP WHAT IS POSSIBLE THAT WE COULD DO AS THE LOCAL GOVERNMENT TO TO TAKE THOSE BARRIERS AWAY? WELL, I THINK WHEN WE LOOK AT BARRIERS AND YOU MENTIONED EVERY JUST ABOUT EVERY BARRIER THAT WE'RE LOOKING FOR AND WHAT OUR PROGRAM IS ALL ABOUT AS FAR AS IDENTIFYING THOSE INDIVIDUALS WITH THOSE BARRIERS. >> BUT WHAT WE FIND PROBABLY THE MOST COMMON BARRIER IS THE. JUST THE GENERAL LACK OF TRANSPORTATION. I THINK YOU JUST SEE THAT ACROSS THE BOARD, ISN'T IT? AND IT'S JUST NOT FROM THIS AREA HERE. WE SEE THAT ACROSS THE STATE. HOW WE ADDRESS THAT TRANSPORTATION ISSUE AND I KNOW WE HAVE OUR LOCAL TRANSPORTATION AUTHORITY THAT DOES QUITE WELL. AND IN A LOT OF AREAS IN THE LOW COUNTRY. BUT THE KEY IS HOW DO WE FIND A WAY TO CONSISTENTLY EXPAND THAT FOR THOSE INDIVIDUALS THAT MAY NOT BE IN THE DIRECT PATH OF THE LRT? VERY EXCELLENT POINT. >> THAT'S WHERE I WAS. WELL, WOULD YOU AGREE WITH ME THAT THIS IS NOTHING AGAINST THE IRAQI MILITARY? THEY DO A GREAT, GREAT JOB. WHAT WOULD YOU AGREE THAT YOU KNOW THE REGION BEAUFORT COUNTY SPECIFICALLY IS ROME TO THE POINT WHERE WE NEED TO INCREASE THE THE TYPE OF PUBLIC TRANSPORTATION IF WE CAN GO IN THERE WE EVERYTHING. OH, ABSOLUTELY. ABSOLUTELY. YOU CAN YOU CAN NEVER HAVE ENOUGH OF GOOD TRANSPORT TO GET FOLKS TO AND FROM WHERE THEY NEED TO BE, ESPECIALLY IF IT'S [00:15:02] TO A TRAINING CENTER, IF IT'S TO AN WORK CENTER, IF IT'S TO THEIR PLACE OF EMPLOYMENT. YES, DEFINITELY TRANSPORTATION SOLVE A LOT OF A LOT OF DEALS THAT WE HAVE RIGHT NOW. >> THANK YOU, JAMES. THANK YOU, MR. CHAIRMAN. >> THIS IS SHOW PASSIONATE RADIO. >> SORRY. YES, MR. BUTLER, TO FOLLOW UP ON WHAT MR. KOVAC SAID ABOUT TRANSPORTATION. YOU KNOW, SINCE WE'RE COVERING FOUR COUNTIES, DO WE HAVE SPECIFIC SITES IN EACH OF THE COUNTIES WHERE FOR WORKFORCE TRAINING TAKES PLACE? >> WE WE ARE PHYSICALLY LOCATED IN BEAUFORT CLINTON AND HAMPTON COUNTIES, JACKSON COUNTY. WE ARE NOT PHYSICALLY LOCATED THERE. WE PROVIDE REMOTE SERVICES WHEN WE'RE AVAILABLE TO DO THAT. YEARS AGO WE WERE IN ALL FOUR COUNTIES BUT WE ARE WE DO HAVE PHYSICAL LOCATIONS IN THE THREE I JUST MENTIONED. >> OK, THANK YOU. AND ONE OTHER POINT WHEN THE WORK FORCE TRAINING TAKES PLACE, HOW LONG DOES THAT USUALLY TAKE FOR A PARTICULAR DISCIPLINE? PRETTY MUCH IT REALLY JUST DEPENDS IF IT'S CDL. THAT'S PROBABLY YOU'RE LOOKING AT MAYBE FOUR WEEKS TO SIX WEEKS JUST DEPENDING ON IF THE PERSON IS OUT OR MAYBE EVEN LONGER DEPENDING IF THEY'RE JUST GOING MONDAY THROUGH FRIDAY OR THERE HAVE BEEN SOME WEEK CLASSES FOR SOME OF THE TRAINING PROVIDERS. OBVIOUSLY IT TAKES A PERSON MUCH LONGER WHEN THEY'RE JUST DOING IT TWICE ON WEEKENDS OR ONE DAY A WEEK. BUT MOSTLY ON AVERAGE MOST TRAININGS ARE ANYWHERE FROM I WOULD SAY COULD BE ANYWHERE FROM TWO MUCH TO FOUR MONTHS IF HIS MEDICAL OFFICES WON'T BE A LITTLE LONGER FOR FOLKS THAT ARE INTERESTED IN PATIENT CARE ATTACK OR EMT OBVIOUSLY THOSE MAY BE JUST A LITTLE BIT LONGER. BUT FOR THE MOST PART I WOULD SAY ANYWHERE BETWEEN TWO AND FOUR MONTHS BEFORE SOMEONE CAN FINISH TRAIN AND BE CERTIFIED IF THEY'RE GOING OCCUPATIONAL SKILLS TRAINING COURSE WE ALSO PROVIDE ON THE JOB TRAINING FOR EMPLOYEES AS WELL IF ITS EMPLOYEES ARE LOOKING TO TRY INDIVIDUALS AND AS LONG AS THOSE EMPLOYERS ARE IN MANUFACTURING TRANSPORTATION, DISTRIBUTION, LOGISTICS, HEALTH CARE, I.T. TECHNICAL AND CULINARY ARTS, WE'RE ABLE TO PROVIDE FUNDING FOR THOSE EMPLOYERS TO HIRE INDIVIDUALS THAT ARE IN OUR PROGRAM OR INDIVIDUALS THAT THEY MAY REFER TO US AND WE CAN SEE IF ARE ELIGIBLE AND WE'RE ABLE TO PROVIDE THOSE EMPLOYERS WITH FUNDING. >> WE MOST RECENTLY BEEN INVOLVED WITH SEVERAL EMPLOYERS AND FOR PROVIDING ON THE JOB TRAINING FUNDING PARIS PILLOW COMES TO MIND GUYS MORE MODERN TRACK MACHINERY WE WORK WITH THEM WHEN THEY FIRST CAME PROVIDING ON THE JOB TRAINING FUNDING FOR THOSE INDIVIDUALS. ALL RIGHT. NOW WE'RE WE'RE WORKING RIGHT ALONGSIDE GLASS WORKS AND HOPEFULLY WE'LL BE HELPING FUNDING SOME INDIVIDUALS FOR THEM AS WELL. SO WE'RE QUITE BUSY SAID WE. IF IT'S NOT CLASSROOM TRAINING THAT WE'RE PROVIDING FOR INDIVIDUALS ON THE JOB TRAINING, GETTING THEM A LEG IN THE DOOR. >> THANK YOU. APPRECIATE THAT. >> BUT I'M JUST TO WRAP THIS UP WITH THE FINAL QUESTION I SEE IN YOUR DOCUMENT THE EMPLOYMENT BY INDUSTRY YOU LIST THE ACCOMMODATION AND FOOD SERVICES AS FIRST RETAIL TRADE IS SECOND AND HEALTH CARE AND SOCIAL ASSISTANCE AS NUMBER THREE AS FAR AS NUMBERS OF PEOPLE EMPLOYED. TWO QUESTIONS. WHAT? WHICH OF THOSE THREE WERE HIT THE HARDEST THROUGH THIS KOBE 19 AND WHAT DO YOU PROJECTIONS THROUGH THE END OF THE YEAR WITH REGARD TO RECOVERY OF THAT AREA THAT WAS HIT THE HARDEST BY THE HARDEST HIT AREAS I THINK I'VE MENTIONED EARLIER WAS PROBABLY THE THE HOSPITALITY THE ACCOMMODATION INDUSTRY THEY WERE OBVIOUSLY RESTAURANT ALL THOSE KIND OF TIE IN TOGETHER WERE HIT THE HARDEST AND OF COURSE WE WERE WE'VE SEEN THAT AS YOU GO AROUND THE DIFFERENT AREAS AND YOU'LL SEE A LOT OF PLACES THAT ARE CLOSING UP OR HAVE CLOSED UP FOR THE TIME BEING OUR TEMPORARY AND IT'S REALLY KIND OF HARD TO SAY BECAUSE WE THOUGHT FOR CERTAIN WHEN THAT SIX HUNDRED DOLLARS WAS ELIMINATED THAT WE WOULD SEE A LOT OF FOLKS COMING BACK IN AND LOOKING TO GO BACK INTO THE WORKFORCE. >> BUT ONCE WE ONCE THAT 400 DOLLAR KICKS BACK IN, SOME INDIVIDUALS WHO WERE NOT MAKING NEARLY THAT AMOUNT PRIOR TO COVE, IT WON'T HAVE A REASON TO GET BACK INTO THE WORKFORCE IF THEY'RE MAKING TWO HUNDRED DOLLARS AND MORE SITTING AT HOME. SO IT'S THE PROJECTION THAT PROBABLY FOR THOSE INDUSTRIES ARE PROBABLY NOT GOING TO BE REALLY GOOD IF THAT DOES GO THROUGH FORCE. >> OK. OK. THANK YOU VERY MUCH. ANY OTHER QUESTIONS ABOUT THE QUESTION THERE? WHO'S THAT? ONE QUICK QUESTION, SIR. YES, GO AHEAD, MIKE. [00:20:03] MR. BUTLER, COULD YOU GET A CONTACT NUMBER PLEASE? >> WE WANTED TO REACH YOU. YES, ABSOLUTELY. A 4 3 6 9 4 ELEVEN FORTY. THAT IS MY MOBILE CELL. BECAUSE I'M MOVING AROUND A LOT . THE DESK NUMBER MY OFFICE NUMBER WOULD BE 8 4 3 4 7 3 3 9 6 9. THESE ARE OK. >> THANK YOU, MR. BUTLER. WE APPRECIATE YOU TAKING THE TIME TO MAKE THIS PRESENTATION. THANK YOU ALL FOR FOR THE QUESTIONS AND I'D REALLY APPRECIATE IT. [8. DISCUSSION OF COMMUNITY SERVICE GRANTS - CHUCK ATKINSON, ASSISTANT COUNTY ADMINISTRATOR] >> THANK YOU. >> WE'RE GOING TO MOVE ON TO ITEM NUMBER 8 WHICH IS A DISCUSSION ITEM AND I'VE ASKED THE INTERIM ASSISTANT COUNTY ADMINISTRATOR TO GIVE US A PRESENTATION ON THE STATUS OF THE COMMUNITY SERVICE GRANTS. AND I HAD LISTED A NUMBER OF REQUESTS WITH REGARD TO HOW THAT PROGRAM WAS OPERATING AND I'M SURE MR. ATKINSON HAS EVERY ANSWER EVERY QUESTION I CAN TRACK IT. TAKE IT AWAY. >> THANK YOU, MR. CHAIRMAN. GOOD AFTERNOON TO EVERYONE. SO BEFORE I GET INTO THE STEPS OF THE PROGRAM, I WANT TO GIVE A LITTLE BACKGROUND. OUR CURRENT GRANT APPLICATION PROCESS WAS EMPLOYED. IMPLEMENTED ABOUT EIGHT YEARS AGO. GRANT FUNDING HAS BEEN AROUND MUCH LONGER THAN THAT. BUT PRIOR TO THIS PARTICULAR PROGRAM, INDIVIDUALS WHO WERE LOOKING TO GET GRANT FUNDS FROM THE COUNTY WERE THEY WOULD LOBBY INDIVIDUAL COUNTY COUNCILMEN BIRDS AND THEN THAT WOULD GO THROUGH COMMITTEE AND THEN TO THE COUNTY COUNCIL FOR FUNDING. AND AS YOU MIGHT IMAGINE THAT WAS A LITTLE BIT DIFFICULT TO MANAGE. SO IN COOPERATE WITH THE HUMAN SERVICES DEPARTMENT AND COUNTY ADMINISTRATION AT THE DIRECTION OF COUNTY COUNCIL, THE PROGRAM THAT I'M ABOUT TO OUTLINE FOR YOU WAS IMPLEMENTED. >> SO EVERY YEAR APPLICANTS HAVE AN OPPORTUNITY TO SUBMIT THEIR APPLICATION TO THE HUMAN SERVICES DEPARTMENT THIS YEAR THE APPLICATION WINDOW CLOSED LAST FRIDAY WE RECEIVED A TOTAL OF 41 APPLICATIONS AND THEY'RE ALL VYING FOR A PIECE OF A THREE HUNDRED AND NINETY EIGHT THOUSAND DOLLAR SPOT. AND WHAT AM I TO DO NOW? WHAT'S ON YOUR SCREEN THAT THE SLIDE SORT OF GOES STEP BY STEP THROUGH THE PROCESS. SO AFTER THE GRANT APPLICATION WINDOW CLOSES, GRANT REQUEST ARE REVIEWED FIRST BY HUMAN SERVICES DEPARTMENT TO ENSURE THAT ALL OF THE MINIMUM REQUIREMENTS HAVE BEEN MET. SO ALL OF THESE REQUIREMENTS THAT I'M A REFER TO CAME OUT OF THE COLLABORATION WITH COUNTY ADMINISTRATION COUNTY COUNCIL AND THE HUMAN SERVICES BACK. IT STARTED AROUND 2000 NINE THE DISCUSSION AND THEN IT WAS IMPLEMENTED TWO THOUSAND TWELVE . SO THAT'S WHERE THESE THE THE QUALIFICATIONS AND THE CRITERIA CAME FROM. SO FIRST THE APPLICATION IS THEY LOOK AT IT SEE IF IT'S COMPLETE THEN THEY WANT TO ENSURE THAT THE APPLICANT IS A PROPERLY DOCUMENT NONPROFIT ORGANIZATION AND THAT THEY ARE A VERIFIED MEMBER IN THE HUMAN SERVICE ALLIANCE. >> SO AFTER THEY GO THROUGH AND MAKE THAT FIRST CUT, COUNTY ADMINISTRATOR AND THEN REVIEWS THE RESULTING LIST OF APPLICATIONS TO IDENTIFY GROUPS THAT ARE ALREADY RECEIVING PUBLIC FUNDS ONE BIG PUSH OF THE HUMAN SERVICE ALLIANCE IS THAT THEY THEY WANT TO ELIMINATE DUPLICATE EFFORTS. SO IF THERE IS AN APPLICANT THAT IS ALREADY RECEIVING FUNDS FROM THE COUNTY FOR A PROGRAM THEY DON'T WANT TO HAVE FUNDS COME FROM THE COUNTY AND THEN HAVE THEM APPLY FOR THE GRANT PROGRAM. THEY WANT TO COME FROM A SINGULAR SOURCE. SO THAT'S THE PURPOSE OF THAT. AND THEN AFTER THAT AN INDEPENDENT PANEL OF REVIEWERS INDIVIDUALLY READ AND SCORE APPLICATIONS USING A MATRIX THAT CONSIDERS ORGANIZATIONAL STABILITY STRENGTH OF COMMUNITY IMPACT COMMUNITY COLLABORATION ,POPULATION SERVED AND THE OVERALL OUTCOMES. NOW THE INDIVIDUALS ARE THEY. THE HUMAN SERVICES STAFF IDENTIFY AND BRING THESE INDIVIDUALS. THEY REMAIN ANONYMOUS AND THEY ROTATE EVERY TWO YEARS. >> THEY HAVE A POOL OF FOLKS THAT THEY USE TO DO THIS AND THEY ROTATE THEM OUT AND THEY ARE THEY ARE NEUTRAL PARTIES. SO ONCE THEY DO THAT, THE PANELIST WILL GATHER ONE TIME TO DISCUSS THE MERITS OF EACH APPLICATION AND DECIDE HOW MUCH FUNDING TO RECOMMEND FOR EACH. AND THIS IS THIS IS A DIFFICULT THING FOR THEM TO DO TO GIVE YOU AN IDEA. I ASKED MR. LEITER TO PROVIDE ME WITH THE TOTAL AMOUNT THAT WAS REQUESTED IN THE 41 APPLICATIONS THAT WE RECEIVED THIS YEAR. THE TOTAL REQUESTED WAS SEVEN HUNDRED AND FIFTY THOUSAND DOLLARS AND THEY'RE GOING TO GO THROUGH AND DETERMINE HOW MUCH OF THE THREE HUNDRED AND NINETY EIGHT THOUSAND EACH APPLICANT WHO WHO MAKES THE CUT WILL GET. SO IT'S IT'S A DIFFICULT [00:25:06] PROCESS FOR THEM. ONCE THAT IS COMPLETE THEN THE PANELIST RECOMMENDATIONS ARE PRESENTED TO THE COMMUNITY SERVICES COMMITTEE AND THEN JOHNNY COUNCIL APPROVES A FINAL AWARD IN THE FORM OF A RESOLUTION OVER THE NEXT COUPLE OF WEEKS WE'RE GONNA BE RUNNING THROUGH THIS PROCESS. THE OCTOBER 5TH MEETING OF COMMUNITY SERVICES IS WHEN MR. FRED LIGHT, HUMAN SERVICES DIRECTOR WILL MAKE A FULL PRESENTATION OF THE RECOMMENDATIONS THAT ARE COMING OUT OF THIS COMMITTEE. THE ONCE THAT IS DONE, ONCE THE EVERYTHING IS APPROVED, THE FUNDS ARE DISBURSED TWICE THE THERE'S A ONE THE FIRST HALF IS IN NOVEMBER. >> THE SECOND HALF IS IN MAY AND IN ORDER TO TRACK AND ENSURE THAT THE FOLKS WHO ARE GETTING THIS MONEY ARE DOING WHAT THEY SAY THEY'RE GOING TO DO WITH IT. THERE IS AN INTERIM REPORT AT ABOUT THE 90 TO 120 DAY MARK AND A FINAL REPORT. SO THE FINAL REPORT AND THE INTERIM REPORT ARE DUE BY MAY AND NO ONE GETS A FINAL DRAW OR GETS THE FINAL PAYMENT UNTIL ALL OF THOSE REPORTS ARE PUT IN PLACE AND IT'S BEEN PROVEN TO HUMAN SERVICES STAFF THAT THEY'RE DOING WHAT THEY SAID THEY WOULD DO WITH THE FUNDS. I HAVE PERSONALLY CHECKED WITH FINANCE AND THE FUNDS ARE AVAILABLE IN THE TOGETHER FOR YEAR FOR COUNTY PUBLIC WELFARE SUBSIDIES A LINE ITEM IN THE AMOUNT OF 398 THOUSAND DOLLARS. THAT WAS THE FIRST ITEM I CHECKED. SO WITH THAT I'LL BE HAPPY TO ANSWER ANY QUESTIONS. >> I HAVE A FEW QUESTIONS TO ANSWER. FORTY ONE PEOPLE WHO HAVE REQUESTED FUNDS CAN QUALIFY TO REPEAT THE SO THEY ARE GUIDED. >> WE DON'T KNOW THAT YET. THAT'S THE PUBLIC SEE AND THEY WILL START THE VETTING PROCESS AT FORTY ONE. SO A NO I DON'T KNOW HOW MANY AND FOR WHAT REASON THEY WOULD NOT BE QUALIFIED. >> AND WITH REGARD TO THE INTERIM REPORT THEY ALSO FILE AT THE END OF THE GRANT PERIOD A FINAL REPORT IS THAT RIGHT BEFORE THEY GET THE FINAL DISTRIBUTION FUNDS YES OR NO? >> NO. AFTER THEY GET THE FINAL DISTRIBUTION OF FUNDS AND THEN USE THEM, DO THEY FILE A FINAL REPORT OF THEIR PROGRAM ACCOMPLISHMENTS VERSUS WHAT THEY SAID THEY WOULD DO? IS THERE AN INTERIM REPORT AND A FINAL REPORT? >> I DON'T THINK THERE'S A THIRD REPORT, SIR, BUT I'LL CHECK WITH FRED WHEN I TALKED TO THEM THIS MORNING ABOUT IT, IT WAS MY UNDERSTANDING THAT THEY GET A PAYMENT THEN EARLY SPRING THEY GIVE A REPORT AND THEN TOWARD THE END THEY DON'T THEY DON'T GET THE FILE IN DISTRIBUTION UNTIL MAY WHICH IS REAL LATE. SO THAT FINAL REPORT IS GONNA GIVE A TRACKING OF WHAT THEY HAVE SPENT AND THEN THE REST OF IT'S GOING TO GO. BUT I'M NOT I'M NOT SURE THAT THERE'S A THIRD REPORT IN THERE. NO, I DIDN'T ASK FOR A THIRD. >> I ASKED IF THERE WAS AN INTERIM OR FINAL REPORT THE END OF THE FISCAL YEAR TO SHOW WHAT THEY'VE ACCOMPLISHED WITH THE MONEY. >> SO I DON'T THINK THE FINAL REPORT IN THE END OF THE FISCAL YEAR WOULD EXACTLY LINE UP. SO MAY WOULD BE WHEN THEY DO THE FINAL REPORT AND WHEN THEY GET THE LAST ONE AND THEN THE FISCAL REPORT WOULD RUN THROUGH JUNE. >> RIGHT. IF I MY INTERJECT A QUICK THESE DARK REPETITIVE RECIPE AND SO WHEN THEY MAKE APPLICATION FOR THE NEXT YEAR THEIR PREVIOUS RECORD TRACK RECORD OF HOW THEY'VE SPENT THE MONEY THAT WE'VE GIVEN THEM AND THE OUTCOMES THAT THEY'VE RECEIVED ARE ALL INCLUDED IN THAT PACKAGE FOR A NEW AMOUNT TO BE BROUGHT FORWARD. AND SO SO REALLY THEY'RE GETTING TO A YEAR. ONE OF THEM IS BOTH THE FINAL REPORT FOR THE PREVIOUS YEAR AND THE APPLICATION FOR THE NEW YEAR. AND THEN THE INTERIM REPORT. I THOUGHT IT WAS MARCH BUT HE SAYS MAY I BELIEVE IT? SO WE YOU KNOW, WE SEEM A GOOD HANDLE ON WHO'S GETTING THE MONEY AND WHAT THEY'RE DOING WITH AND THE OUTCOMES THAT WE'RE RECEIVING. >> OKAY. A LENGTHY DISCUSSION WITH THE SUPERINTENDENT OF THE BOARD OF EDUCATION DEPARTMENT OF EDUCATION AND WE TALKED ABOUT HIS PLANS FOR SCHOOL OPENING AND HE INDICATED TO ME THAT WHEN I HAD THE CONVERSATION LAST WEEK THAT IT WAS GOING TO BE OPENING ITS EARLY SEPTEMBER AND THAT HE WAS THINKING THAT IT WOULD BE A MONDAY TUESDAY THREE DAYS OFF MY MONDAY, TUESDAY, WEDNESDAY OFF THURSDAY, FRIDAY ON HALF THE STUDENTS AND THE OTHER HALF OF THE STUDENTS AND FOR THE DAYS THAT THEY WEREN'T IN SCHOOL [00:30:04] THAT THEY WOULD BE ENCOURAGED TO ENGAGE IN DISTANT DISTANCE LEARNING. SO THEY COULD STAY CURRENT WITH THE CURRICULUM THAT THEY WERE DEVELOPING FOR THE CURRENT TERM. NOW UNFORTUNATELY AS I TOLD YOU PRIVATELY, A LOT OF THE ELEMENTARY AND MIDDLE SCHOOLS CHILDREN DON'T HAVE ACCESS TO THE INTERNET AND MAY NOT HAVE ACCESS TO A COMPUTER OR A TABLET BUT THAT THERE WERE SOME COMMUNITY GROUPS THERE IN OUR COUNTY WHO WERE INTERESTED IN ENGAGING IN DISTANCE LEARNING SO THEY COULD HAVE THE KIDS COME TO THEIR FACILITIES WHEN THEY WERE NOT IN THE SCHOOL BUILDING WHERE THEY WOULD RECEIVE SUPERVISION BY STAFF WITH THE DISTANCE LEARNING PROGRAMS THAT THEY HAD AND THEY WOULD PROVIDE SUPERVISION AND ASSISTANCE TO THEM SO THAT THEY DIDN'T FALL BEHIND BECAUSE THEY COULD COME THERE AND BE SUPERVISED BY STAFF. CONSIDERING THE FACT THAT THEIR PARENTS MIGHT BE WORKING THAT WOULD COME THERE AND ALSO HAVE ACCESS TO THE INTERNET, THEY WOULD ALSO HAVE ACCESS IF THEY DIDN'T BRING A COMMUNICATION DEVICE THEY WOULD HAVE SOME AVAILABLE THAT WERE ALREADY ON PREMISES. SO MY QUESTION IS AND I DON'T KNOW IF YOU'VE REVIEWED ANY OF THESE YOURSELF PERSONALLY IF ANY OF THE 41 GROUPS THAT HAVE ASKED FOR ASSISTANCE MADE ANY REQUESTS TO PARTICIPATE IN DISTANCE LEARNING. YES, SIR. I DON'T HAVE THE APPLICATIONS BUT I DID ASK MR. LIGHT SPECIFICALLY ABOUT THIS BECAUSE I WAS QUITE CERTAIN THIS WAS GOING TO COME UP. THERE ARE TWO THAT THE QUESTION IS GOING TO BE WHEN THEY GO THROUGH THE REVIEW PROCESS, DO THOSE ENTITIES ALREADY RECEIVE FUNDING OR ARE THEY UNDER CONTRACT FOR CERTAIN SERVICES BEING PROVIDED UNDER ALTERNATE FUNDING SOURCES? AND THAT'S THE QUESTION. I DON'T KNOW BUT IF IF THEY MEET ALL OF THE CRITERIA THAT I'VE ALREADY LAID OUT THEN THEY WOULD BE ELIGIBLE FOR FUNDS IF THEY'RE ALREADY RECEIVING FUNDING FROM THE COUNTY FOR THAT. YOU KNOW FOR WHAT THEY'RE DOING OR WHAT THEY'RE UNDER CONTRACT WHICH WOULD INCLUDE SOME OF THAT DISTANCE LEARNING THEN THEY MAY OR MAY NOT BE ABLE TO GET THIS MONEY. HOWEVER, FACTS ARE SARA, I UNDERSTAND. >> I GET YOU THEY ALREADY HAVE COUNTY FUNDS COMING IN TO SUPPORT OTHER OF THEIR PROGRAMS. THEY MAY NOT GET ADDITIONAL COUNTY FUNDS BUT THE DISTANCE LEARNING PROGRAM WHICH MAY BE A NEW PROGRAM BUT WOULDN'T MATTER BECAUSE THEY'RE ALREADY DISQUALIFIED BECAUSE THEY GET OTHER COUNTY FUNDS. >> POTENTIALLY, YES. BUT I WILL SAY THERE ARE ENTITIES THAT WE ARE TALKING TO RIGHT NOW ABOUT FACILITY USE LONGER HOURS SPECIFICALLY TAILORED TO DISTANCE LEARNING AND WE'RE IN THAT NEGOTIATION PHASE NOW WITH WITH WHAT? WELL, NOT NEGOTIATION WHERE WE'RE GATHERING INFORMATION TRYING TO FIGURE OUT WHAT FACILITIES THEY WANT TO USE, YOU KNOW WHAT THEY WOULD NEED AS FAR AS INTERNET ACCESS THINGS OF THAT NATURE AND WHAT THEIR HOURS ARE GOING BE. AND IT WOULD BE FAR MORE EXPANDED THAN WHAT THOSE GROUPS HAVE USED THE FACILITIES FOR IN THE PAST. SO WE'RE ACTIVELY GOING IN THAT DIRECTION AND UNDERSTAND THE URGENCY OF THAT. YEAH. >> SO THE P.A. OUR PARKS AND MEDIA SERVICES GROUP MADE FACILITIES AVAILABLE WHERE MEMBERS OF THE COMMUNITY WITHOUT ACCESS TO EQUIPMENT OR INTERNET COULD USE THOSE FACILITIES. BUT MY FOCUS IS MY QUESTION IS FOCUSED ON THOSE NONPROFIT COMMUNITY GROUPS THAT ARE OPERATING IN BEAUFORT COUNTY AND THERE AREN'T VERY MANY OF THEM. AND THEY MAY NOT HAVE THE ABILITY TO TAKE A GREAT MANY KIDS. I THINK MAYBE THE MOST THEY DO ABOUT 75 ELEMENTARY SCHOOL. I DO KNOW THAT THERE'S A PRIVATE ENTERPRISE OPERATING IN THE COUNTY FOR HIGH SCHOOL STUDENTS. >> THERE ARE 30 STUDENTS ENROLLED IN THE PERSON RUNNING IT AS A PRIVATE VENTURE IS CHARGING FIVE THOUSAND DOLLARS CHILD TO RECEIVE THIS SUPERVISION FOR THEIR DISTANCE LEARNING PLATFORMS. I THINK THAT FRANK RODRIGUEZ IS CONCERNED THAT SOME OF THE MIDDLE AND ELEMENTARY SCHOOL CHILDREN WHO ATTEND A LOT OF THESE COMMUNITY NONPROFITS WOULD BENEFIT FROM ALLOWING THE COMMUNITY NONPROFITS TO ENGAGE IN THIS DISTANCE LEARNING BUT THAT THEY DON'T HAVE THE FUNDS FOR IT. AND MR. RODRIGUEZ HAS INDICATED THAT HE WOULD APPEAR AT A COUNCIL MEETING AT OUR NEXT COUNCIL MEETING IN SEPTEMBER TO TALK ABOUT HIS CONCERNS ABOUT THIS AND INFORM THE LARGER COUNCIL. WHAT HE THINKS ABOUT THE OFFER BY THESE NONPROFIT TO ASSIST IN THIS VERY IMPORTANT LEARNING PROCESS. NOW THIS IS SOMETHING WE HAVE NEVER DONE BEFORE. BUT IT'S ALSO SOMETHING THAT'S RESULTING FROM A FLU OUTBREAK OR VIRUS OUTBREAK THAT WE'VE NEVER HAD BEFORE. SO IN MY ESTIMATION I THINK THIS IS A VERY IMPORTANT THING [00:35:06] TO CONSIDER. SO I'LL WRAP THIS UP WITH A QUESTION MY FINAL QUESTION. DO WE HAVE THE ABILITY TO TELL THE HUMAN SERVICES ALLIANCE WHAT WE THINK MAY BE OUR PRIORITIES WITH REGARD TO THE DISTRIBUTION OF OUR COUNTY FUNDS OR ARE WE OUTSIDE THE BOUNDARIES IN MAKING THAT KIND OF A STATEMENT? >> SO I GUESS REALLY THE WAY I CAN ANSWER THAT IS TO SAY THIS EXISTS AT COUNTY COUNCIL'S DIRECTION. >> IF COUNTY COUNCIL GAVE DIRECTION IN ANY WAY, SHAPE OR FORM TO GUIDE THIS PROGRAM THEN THAT WOULD CERTAINLY BE ACCEPTABLE AND HUMAN SERVICES DEPARTMENT WOULD DO THAT. AS FAR AS COUNTY COUNCIL BEING PART OF THE SELECTION OF APPLICANTS, THAT'S NOT PART OF THE PROGRAM NOW. BUT AGAIN IF COUNTY COUNCIL WANTED TO ADDRESS THAT AND CHANGE THE CURRENT FORMAT OR CHANGE THE CRITERIA, I SEE NO REASON WHY COUNTY COUNCIL COULD NOT DO THAT. I WASN'T SUGGESTING THAT WE DO THAT. >> I WAS JUST SUGGESTING THAT WE MAY REACH A POINT WHERE WE MAY WANT TO DELIVER SOME INFORMATION BASED UPON THE EMERGENCY SITUATION WE'RE IN WHAT WE WOULD CONSIDER TO BE A PRIORITY WITH DISTRICT DISTRIBUTION. AND IF THERE ARE ONLY TWO COURTING, ONE ENGAGED I DON'T SEE THE NURSERY AND PRESENT REPORTS THAT WOULD BE A TOPIC FOR FURTHER DISCUSSION AFTER MEETING SUPERINTENDENT OF EDUCATION. I SAW AN OPPORTUNITY SINCE SEPTEMBER AT AT OUR MEETING. THANK YOU. I'LL OPEN IT UP FOR FURTHER QUESTIONING. MR. MCGILL. THIS IS ASHLEY. I JUST WANTED TO MAKE YOU AWARE OF TOM HARGRAVE HAS APPLIED FOR A GRANT WITH THE SOUTH COURT OF BROADBAND INFRASTRUCTURE PROGRAM AND THEY INTEND TO PROVIDE BROADBAND ACCESS TO FOURTEEN HUNDRED HOMES ACROSS BEAUFORT COUNTY WITH THESE FUNDS. SO I THINK THAT WE ARE MOVING IN THE RIGHT DIRECTION IN TERMS OF BROADBAND ACCESS AND WE ARE WORKING VERY CLOSELY WITH OUR LOBBYIST LYNN STOKES AND MURRAY TO PURSUE THOSE FUNDS FOR OTHER OPPORTUNITIES. AND I'M ALSO WORKING WITH DR. RODRIGUEZ IN THAT. >> YEAH, I THINK THAT WE'RE ALL PULLING TOGETHER VERY NICELY ON THIS AND I THINK THE EXPANDED INTERNET NETWORK IS EXCELLENT. I THINK THE THE WORK THAT THE HSA IS DOING IS TERRIFIC. I'M I'M HOPEFUL THAT WE WILL BE ABLE TO ASSIST THE GROUPS, THE NON-PROFITS WHO ARE ASKING FOR FUNDS OUT OF THE THREE HUNDRED NINETY EIGHT THOUSAND. BUT IF WE DON'T, I'M PREPARED TO COME BACK IN AND ASK US TO MOVE SOME OF OUR RESERVE FUNDS IN A SMALL AMOUNT INTO A FUND THAT WE CAN USE TO ALLOW WE SAID THESE COMMUNITY GROUPS THAT ARE ENGAGED IN DISTANCE LEARNING ACTUALLY FUND THEM UNTIL WE CAN GET THROUGH ALL THIS. I ALSO WANT TO CONGRATULATE THE POWELLS PEOPLE WERE ENGAGING IN DISCUSSION ABOUT MAKING SOME OF OUR PROPERTIES AVAILABLE FOR THE ELEMENTARY AND MIDDLE SCHOOL CHILDREN TO COME TO USE THOSE FACILITIES IN THE ABSENCE OF ANY OTHER ACCEPTABLE PLACE WHERE THEY CAN ACCESS BOTH EQUIPMENT AND INTERNET SERVICES. SO EVERYBODY IS CERTAINLY BE CONGRATULATED AND WE'RE ALL MOVING IN A GOOD DIRECTION IN THIS EMERGENCY SITUATION. AND I JUST WANT TO REINFORCE FOR THE WHOLE COUNCIL BY HAVING THE PROTECTIVE APPEAR BEFORE US JUST HOW IMPORTANT THIS IS BECAUSE THE REPORTS IN FROM THE DISRUPTION OF EDUCATION IN CURRENT OR THE SUMMER ARE NOT ENCOURAGING BECAUSE OF PEOPLE WHO ARE BEING LEFT BEHIND. >> AND I'M VERY CONCERNED ABOUT THAT AND I HOPE THAT WE CAN RESPOND APPROPRIATELY TO TRY AND LESS THAN ANY DAMAGE THAT'S BEING NOT ANYBODY ELSE. HAVE ANY QUESTIONS? >> I DO, LARRY. IF YOU DON'T MIND YOUR IT'S NOT REALLY A QUESTION. IT'S IT'S HOPEFULLY A REQUEST FOR INFORMATION. CHUCK, I'D BE INTERESTED TO KNOW IF THERE ARE ANY OF THE GRANT WORKS IN THAT WE RECEIVE WHOSE SERVICES HAVE BEEN NECESSARILY CURTAILED BY THE IMPACT OF COVE AT 19. IN OTHER WORDS, A POTENTIAL RECIPIENT SUPPLY THING AFTER SCHOOL CARE THAT ISN'T THERE ANYMORE. THERE'S NO NEED FOR AFTER SCHOOL CARE IN THAT CATEGORY WHICH WOULD ALLOW US TO POTENTIALLY REDIRECT SOME OF THOSE FUNDS TOWARDS THE EXACT TYPE TYPE OF PROGRAM THAT LARRY IS DESCRIBING BECAUSE LARRY, ONE OF THE THINGS I'M WORRIED ABOUT IS THAT I THINK THAT THE THREE HUNDRED AND NINETY EIGHT THOUSAND THAT WE PUT INTO THIS [00:40:01] FUND LAST YEAR THAT WAS USED WAS USED TO GOOD ADVANTAGE FOR THE COUNTY AND IT WAS WELL DONE. AND I MY GRATITUDE TO FRED THAT THEY DO AND THE WHOLE HUMAN SERVICES ALLIANCE THEY DO A GREAT JOB IN OUR COMMUNITY. I WOULD HATE TO SEE THEIR NORMAL COURSE OF FUNDING BE DISRUPTED BECAUSE OF THIS WITHOUT SOME KIND OF ALLEVIATION OF OTHER SERVICES THAT THEY NEED TO PROVIDE. AND THE ALTERNATIVE I WILL SUPPORT YOU, LARRY, IN HAVING SOME AMOUNT OF MONEY GEARED TOWARDS THE THE EFFORT THAT YOU'RE TALKING ABOUT. I WANT TO MAKE SURE THAT WHERE THAT YOU UNDERSTAND I'M WHOLEHEARTEDLY IN FAVOR OF PICKING UP THE PIECES AS MUCH AS WE CAN TO GET THESE KIDS EDUCATED. AND THANK YOU FOR BRINGING THIS TO OUR ATTENTION. I AGREE WITH YOU. I'M NOT TRYING TO REDUCE ANY OF THE GRANTS THAT MAY BE MADE BY THE ALLIANCE TO THE TO THE ORGANIZATIONS THAT I'VE BEEN RELYING ON THAT FOR SO MANY YEARS BECAUSE OF THE GOOD WORK THEY'RE DOING. I'M SIMPLY SAYING WE NOW HAVE ANOTHER FOCUS THAT'S VITALLY IMPORTANT AND IF WE RUN OUT OF MONEY WE MAY JUST HAVE TO TAP INTO AND WE WON'T NEED A LOT. BY THE WAY, I THINK THESE COMMUNITY ORGANIZER STUDENTS COULD PROBABLY GET THIS DONE FOR SOMEWHERE BETWEEN 25 AND 50 THOUSAND DOLLARS AND THERE AREN'T THAT MANY WHO CAN DO IT. SO WE HAD TO GO INTO THE RESERVE FUND FOR TWO HUNDRED THOUSAND DOLLARS. WE MAY BE ABLE TO RECONVENE AND DECIDE THAT WE COULD ASSIST THEM PERHAPS A LITTLE MORE THAN WITH THE AVAILABLE FUNDS WE HAVE AT THE MOMENT. BUT THAT WOULD BE A DISCUSSION OR ANOTHER TIME IN THE FUTURE AND PARTICULARLY AFTER THE SUPERINTENDENT HAS A OPPORTUNITY TO MAKE HIS PRESENTATION ON JUST HOW IMPORTANT THIS IS BECAUSE I THINK EVERY MEMBER OF COUNCIL HAS TO HEAR IT FROM HIM BECAUSE WHEN I HEARD IT I WAS VERY MOVED BY HIS BY HIS PRESENTATION AND I HAVE TO ALSO TELL YOU HE WAS KIND OF SURPRISE THAT WE WERE INTERESTED WHICH WAS I TOOK SOME VERY GOOD SIGN BECAUSE I THINK THIS PARTNERSHIP GOING FORWARD WILL WILL PAY OFF FOR EVERYONE IN THE COMMUNITY AND IN PARTICULAR WITH THE KIDS, PARTICULARLY THOSE WHO ARE STRUGGLING TO STAY UP BECAUSE OF A LACK OF ACCESS TO TECHNOLOGY. SO THAT'S ALL I HAVE TO SAY. ANYBODY ELSE THAT'S PARTICIPATING THIS MEETING HAVE ANY QUESTIONS FROM MR. ATKINSON IN THAT REGARD? >> JUST ANOTHER LITTLE CAVEAT IF I WOULD ASK OR SUGGEST TO YOU THAT TIME WILL BE OF THE ESSENCE WHEN WE HEAR FROM DR. AT. RYAN. SO I WOULD I WOULD HOPE THAT STAFF WOULD HAVE POTENTIAL OPTIONS FOR US. SOME DETAILS READY FOR US TO MOVE FORWARD. >> OK, BRIAN, THANKS VERY MUCH CHRIS. GORDON YEAH. I APPRECIATE, MR. CHAIRMAN. JUST A QUICK COMMENT. THE FUNDING FOR THESE PROGRAMS I BELIEVE IS A FUNCTION OF THE EXERCISE WHEN WE BUILD THE BUDGET. IS THAT CORRECT? YES, IT'S THERE. YES. >> I DO UNDERSTAND THAT. IS THIS THE SAME AMOUNT OF OBVIOUSLY IT IS BECAUSE OF THE NATURE OF THE PANDEMIC THAT WE HAD THE SAME AMOUNT OF MONEY AS LAST YEAR. BUT IS THERE A FACTOR THAT WE PUT IN EACH AND EVERY YEAR BASED UPON THE AMOUNT OF APPLICATIONS THAT WE'VE HAD IN THE PAST TO DETERMINE THE AMOUNT OF MONEY THAT WE BUDGETED BACK AND THEN I'LL LEAVE THAT. I ACTUALLY YEAR A LESS THAN WE HAVE THIS YEAR BUT I MAY BE WRONG ABOUT THAT. CHUCK YES. >> THERE'S A POINT HERE IT'S THE SAME AS LAST YEAR. THREE HUNDRED AND NINETY EIGHT THOUSAND AND I CAN BACK BEFORE THAT RESEARCH IF YOU'D LIKE. THERE'S NO DEFINITELY NO. I THINK WHEN WE APPROVED THAT BUDGET WHEN WE WERE WORKING THROUGH IT, I DON'T THINK ANYBODY ANTICIPATED IT WOULD BE. YES, WE'RE AT THE MOMENT. SO I THINK THAT THE ANY RELATE TO THIS CONFLICT IS COMING. IT'S KIND OF A SURPRISE AND A LAST MINUTE REQUEST WHICH IS YOU MAY NOT BE JUST SOME KIND OF READJUSTMENT GOING FORWARD. I'D LIKE YOU KNOW, AS RIOTS. I EXPECT TO GET THIS IN FRONT POINT AS THE FIRST STEP. COUNCIL MEET GOING TO GET TO INVITE HIM OVER. >> I MEAN TO PARTICIPATE. HE SAID HE'D GO ANYWHERE ANY TIME AND I DON'T KNOW WHAT HE COULD DO IT OUT TO YOU. WELL, IT SHOULD BE PRETTY SIMPLE TO DO. >> QUESTION PROFESSOR, I'M CONCERNED ABOUT THIS PARTICULAR ISSUE THIS TO SAY IF I MAY REAL QUICK. YES, THERE'S THREE HUNDRED NINETY NINETY EIGHT IN 2019 AND BUDGETED FOR TWENTY ONE. SO IT HASN'T CHANGED IN THE BEST FEW YEARS. [00:45:05] OKAY. THANK YOU. I APPRECIATE THAT. YOU'RE WELCOME. >> ANY PARTICIPANTS WITH ANY QUESTIONS IF NOT WE'LL JUST MOVE ON. I DON'T SEE ANY MORE ON MY SCREEN. >> WHO IS PARTICIPATING. SO IF YOU RAISE YOUR HAND I REALLY CAN'T SEE THAT. I DON'T KNOW WHERE EVERYBODY'S GONE. OH, THERE WE GO. THAT'S BETTER. OKAY. >> SO THANK YOU, CHUCK, FOR THAT. IT WAS SO VERY THOROUGH AND EXACTLY WHAT I WAS LOOKING FOR. SO THANKS VERY MUCH, SIR. THANK YOU. BEFORE WE GO. ITEM NUMBER 9 I WOULD LIKE TO INSERT MY REQUEST FOR THE AGENDA. ADJUSTMENT AND GET A REPORT FROM MR. ATKINSON WITH REGARD TO THE STATUS ON THE FERRY. THE FIRST FERRY POLICE SERVICE . >> MR. CHAIRMAN, THIS IS ROBERT . THAT ONE FOR ACTION. CHUCK CHUCK'S GOT NO REAL PLAY ON THIS PARTICULAR ITEM. >> I THOUGHT THAT COMMUNITY SERVICES HANDLED THAT THE FSB FERRY IS THAT NOT CORRECT? WELL, I WAS I'M PRESENTING THIS I'M WORKING THIS IS A SPECIAL PROJECT WITH WITH SOME OTHER MEMBERS OF OUR STAFF. SO AS FAR AS THE PRESENT FOR THE CONTRACT HERE. OK. AND WHAT WE HAVE SIR AT THIS POINT IN TIME IT'S A ONE MONTH EXTENSION OF THE CONTRACT. WE'RE AUTHORIZED TO DO THAT OUT UNTIL JULY 30. FIRST OF THIS OR OF NEXT YEAR. AND AGAIN MONTH LONG OUR CURRENT CONTRACT ENDS SEPTEMBER 30TH. AND WE WILL CONTINUE TO DO THAT UNTIL WE DEVELOP AN ENDURING SOLUTION TO THE ENTIRETY OF THE THE ISLAND. THIS YOU SHOW THAT WE ANTICIPATE IN THE ABSENCE OF A FINAL DECISION THAT WE WILL EXTEND THIS CONTRACT ON A MONTHLY BASIS. >> YES, SIR. AND THE ORIGINAL CONTRACT DATED. IT WAS AUGUST 1ST OF 2016 ALLOWS US FIVE YEARS OF DOING THAT AND THAT'S WHAT THAT'S WHAT PUTS US TO OUR LAST EXTENSION OF JULY 1ST. SO WE INTEND TO DO SO. AND YOUR RIGHTS ARE UNTIL THE END UNTIL AN ENDURING SOLUTION IS OKAY AND OPERATIONAL AND IN ANTICIPATION OVER RENEWAL FOR OCTOBER 1ST. WHEN DO WE HAVE TO TAKE ACTION ON THAT TO ENSURE THE CONTRACT DOESN'T LAPSE? WELL, WE HAVE IT. >> I MEAN WE AND OUR CONTRACTING DEPARTMENT ALREADY HAVE IT IN THE HOPPER BY THE 15TH OF THIS FOLLOWING MONTH WE'LL HAVE IT SIGNED AND DELIVERED. YOU'LL HAVE IT DONE BY THE 15TH OF OCTOBER FOR THE OCTOBER 1 RENEWAL. RIGHT. OCTOBER 1 TO OCTOBER 30 FIRST AND THE COMPANY HAS NO PROBLEM WITH THE TWO WEEK DELAY. NO, THEY'VE BEEN I MEAN THEY'VE BEEN AWESOME WORKING WITH US AND NOW NO ISSUES. >> WELL, IF THAT'S THE ONLY WAY OF DOING BUSINESS THEN I CERTAINLY HAVE NO QUESTIONS. STRIKES ME AS ODD THAT WE WOULD WAIT TILL THE MIDDLE OF A MONTH TO RENEW SOMETHING THAT WAS DUE OCTOBER 1. I DON'T I DON'T DISAGREE WITH YOU. IT'S IT'S A BIT OF AN ODD SITUATION. WE I'M NOT SURE HOW THIS FELL THROUGH THE CRACKS THAT IT DID AND WE DID NOT KNOW THAT IT WAS IT EXPIRED UNTIL AFTER THAT POINT. SO OBVIOUSLY WE HAVE A LOT OF WORK TO DO IN TERMS OF COORDINATING CONTRACTS AND MAKING SURE THAT WE'RE FOLLOWING UP ON THOSE AND AND RENEWING THEM WHEN WHEN NECESSARY AHEAD OF SCHEDULE. >> YEAH, I HAVE I HAVE NO DOUBT THAT IT'S VERY ANNOYING TO HAVE TO RENEW SOMETHING EVERY MONTH . >> BUT IT WOULD SEEM TO ME IF WE'RE GOING TO RENEW SOMETHING THAT WE SHOULD PROBABLY RENEW IT IN THE THIRD WEEK OF SEPTEMBER FOR OCTOBER 1ST RATHER THAN OCTOBER 15TH FOR OCTOBER 1ST. OH NO SIR. MAYBE I MISSED THAT'S THAT'S THE WAY TO DO BUSINESS NOW. SO MAYBE MAYBE I MISSPOKE THERE . NO, THAT'S WHAT I MEANT WAS THE 15TH OF OCTOBER. WE ARE WE ALREADY GOOD TILL THE END OF SEPTEMBER AND WHEN I MAYBE I MISSPOKE 15 SEPTEMBER. THAT WAS MY NO LATER THAN TO GET THE CONTRACT EXTENDED FOR THE MONTH OF OCTOBER AT NAPLES. I MISSPOKE A MONTH SO THAT THE OCTOBER 1 DEADLINE WILL BE THE ACTIVITY TO RENEW THE CONTRACT WILL BEGIN SEPTEMBER 15TH ROCOCO I'M NOT OCTOBER 15TH CORRECT. >> I BELIEVE I SAID THE WRONG MONTH THERE. OKAY. OKAY. IT CLEARS IT UP FOR ME. ANYBODY HAVE ANY QUESTIONS FOR MR. BECKEL? >> THEN I HAVE NO FURTHER QUESTIONS. >> THANK YOU VERY MUCH FOR THAT. I APPRECIATE IT. WE'RE MOVING CHAIRMAN. [00:50:02] MR. CHAIRMAN, I HAVE A QUESTION. THE 15TH OF OCTOBER WILL THAT BE FOR 12:00 YOUR CONTRACT OR A FIVE YEAR CONTRACT? NO OVERDOING IS IS RENEWING MONTH BY MONTH UNTIL WE UNTIL WE GET A DECISION ON AN ENDURING CONTRACT. THIS WILL WORK. WE WE ARE ABLE TO DO THIS ONE MONTH AT A TIME UNTIL JULY UNTIL JULY 21. BUT THE MONTH OF MONTH IT'S DOING NOTHING MORE FOR US THAN KEEPING US COVERED UNTIL THAT ENDURING SOLUTION IS DISCOVERED. OK. THANK YOU. >> WELL NOW THAT JUST MAKES ME WANT I'VE NEVER HEARD OF A CONTRACTUAL TERM BEING AN ENDURING SOLUTION. NO, I DON'T. I DON'T REALLY KNOW WHAT IT IS WE'RE TRYING TO ACHIEVE HERE TO MAKE IT DURING THIS. >> ANYBODY? CAN ANYBODY ENLIGHTEN ME? >> I'M NOT SURE THAT I UNDERSTAND THE QUESTION. >> WELL, I'M TRYING TO FIGURE OUT WHAT THE ENDURING SOLUTION IS THAT WOULD ALLOW TO GET OUT OF THE MONTH TO MONTH RENEWAL OF THE CONTRACT. >> BUT I THINK WE WOULD LOOK AT THE TERMS AND SEE IF WE COULD DO BETTER IF WE COULD NEGOTIATE SOME KIND OF BETTER ARRANGEMENT FOR THIS CONTRACT. >> SO WE AMONG THE STAFF WE WE SEEM TO FEEL THAT WE CAN DO BETTER. SO THAT'S WHAT WE MEAN THAT BY AN ENDURING SOLUTION. >> SO THE COMPANY HAS NO PROBLEM RENEWING THE CONTRACT EVERY MONTH AT THE SAME RATE? >> CORRECT. OK. OKAY. THANK YOU VERY MUCH. ANYBODY HAVE QUESTIONS WITH REGARD TO THAT OR THIS CLOSES MATTER OUT? [9. APPOINTMENT OF GEORGE RAFFERTY TO THE DAUFUSKIE ISLAND FIRE DISTRICT TO FILL VACANCY FROM COMMISSIONER CRABTREE’S RESIGNATION] NO, NO. OKAY. WE'VE GONE TO ITEM NUMBER NINE. THE APPOINTMENT OF GEORGE RAFFERTY THROUGH THE FUSCA ISLAND FIRE DISTRICT TO FILL THE VACANCY FROM COMMISSIONER CRABTREE RESIGNATION. I HAVE A MOTION TO DO THAT. >> MR CHAIRMAN, IS YOUR CAR A MOVE THAT WE APPROVE THE APPLICANT WITH GEORGE RAFFERTY? >> I MAY HAVE A SECOND PLEASE. OUR SECOND SIR. THANK YOU. I WILL TAKE THIS VOTE WITHOUT OBJECTION. ARE THERE ANY OBJECTIONS TO THAT APPOINTMENT? >> OH, HEARING NONE. WE CAN CONFIRM THAT GEORGE RAFFERTY HAS BEEN APPOINTED TO THE PESKY ISLAND FIRED DISTRICT TO FILL THE VACANCY FROM COMMISSIONER CRABTREE RESIGNATION. ARE THERE ANY OTHER MATTERS ANYONE WOULD LIKE TO BRING UP BEFORE WE ADJOURN THIS MEETING? >> YES, SIR. A FEW OF MY YOU WOULD ALLOW ME TO JUST RAISE THE ISSUE YOU WE JUST TALKED ABOUT THE FUNKY FERRY AND ASK WOULD BRYAN SPEAK TO THAT AS FAR AS IT WAS THE PUBLIC FACILITY AND THE PLANS BEING MADE AT THIS TIME OR BEING PROPOSED AT THIS TIME WITH A PERMANENT LOCATION FOR THE FACILITY? IF BRIAN CAN SPEAK TO THAT MR VERY BRIEFLY, WE'RE CONTEMPLATING MOVING THAT DEPARTURE POINT FROM THE CURRENT PLACE THAT BUCKINGHAM FERRY TO OVER AT I BELIEVE ITS MEANING AREA CURRENT. THE ISLAND JUST OFF WINDMILL HARBOR JUST BEFORE WINDMILL HARBOR BETWEEN THE TWO BRIDGES AND THAT WHOLE PROCESS REALLY IS THE DEPENDENT ON THE COMMENCEMENT OF WORK FOR IMPROVEMENT OF 278 AND THE BRIDGE'S REPLACEMENT OF THE TWO BRIDGES. RIGHT NOW IT LOOKS LIKE THERE WILL BE AT LEAST A WRITE RIGHT OUT ONTO 78 WHICH MAYBE NOT A LONG TERM SOLUTION BUT IT'S CERTAINLY A WORKABLE TEMPORARY SOLUTION AND WE'LL HAVE TO SEE HOW THINGS GO AS WE MOVE FORWARD IN THE REDESIGN THE STRUCTURES THE STATE IS AWARE OF OUR NEED AND OUR OUR IDEA OF BUILDING OUR TERMINAL FERRY OUR FERRY TERMINAL RATHER AND THAT LOCATION AND WE'RE JUST GOING TO PROCEED AND SEE WHERE OUR THAT GOOD ENOUGH FOR YOU. >> YORKE THAT'S PERFECT. THANKS. >> ANYTHING FURTHER FOR THIS COMMITTEE? >> I'VE GOT ONE MR CHAIRMAN. YEAH. MR. CHRIS GO AHEAD. YEAH. SO RELATED TO THAT ACTUALLY I WAS UNDER THE IMPRESSION THAT THE FERRY WAS MOVING SOMETIME THIS FALL. >> SO WE'VE BEEN TALKING ABOUT AN INTERIM SOLUTION THERE. TWO DIFFERENT PROJECTS HERE. THERE'S A LONG TERM AND AN INTERIM SHORT TERM. WE DO NEED TO MEET WITH YOU AND MR LAWSON TO TALK ABOUT THE SHORT TERM THIS INTERIM SOLUTION BECAUSE WE WE'RE HEARING FROM THE DEFENSE KEY RESIDENTS THAT THEY ARE NOT HAPPY WITH IT. SO WE NEED TO HAVE A TALK ABOUT WHAT WE'RE GOING TO DO GOING FORWARD. [00:55:03] I WOULD BE HAPPY TO DO THAT ANY TIME. OKAY. WE'LL SET IT UP. THANK YOU. THANK YOU. ACTUALLY, IF THE KIM IS THE FIRST CARLTON FERRY ISSUE GOING TO REMAIN WITH COMMUNITY SERVICES OR ACCEPT BEING SENT TO MR BECK TILL THE FUTURE. >> SO THE FUTURE THAT THE CONSTRUCTION OF THE INTERIM AND THE CONSTRUCTION OF THE PERMANENT SOLUTIONS I WOULD THINK WOULD GO WITH PUBLIC FACILITIES BECAUSE MY UNDERSTANDING IS THAT THE FERRY SERVICE THIS CONTRACT WITH THE FERRY PROVIDER IS WHAT STAYS WITH COMMUNITY SERVICES. >> YEAH. YES SIR. THEY WERE COMMUNITY SERVICES. OK, THANK YOU. THAT MAKES SENSE TO YOU BRIAN TO HAVE THE CONTRACT WITH COMMUNITY SERVICES AND HAVE THE PUBLIC FACILITIES DO THE PHYSICAL PLANT. >> YES, THAT'S ABSOLUTELY CORRECT. AND THAT SEEMS LIKE A VERY WORKABLE SOLUTION. WE'LL FIND A HOME FOR YOU. JUST BE AND THE GUYS SHOW UP. >> ALL RIGHT. SO IF ANYTHING FURTHER I'M HAPPY TO REPORT THAT WE WILL CONCLUDE THIS 57 MINUTE MEETING A * This transcript was compiled from uncorrected Closed Captioning.
