UM, WHAT, UH, WE, JARED AND I TALKED ABOUT IS PROVIDING YOU ALL A FEW UPDATES, UH, ONE OF WHICH WAS ON, UM, HURRICANE HELENE RECOVERY, UM, STATUS.
SO THE THINGS WE WANNA UPDATE YOU ON ARE DEBRIS MANAGEMENT, INDIVIDUAL ASSISTANCE, THE DISASTER RECOVERY CENTER, AND SNAP BENEFITS, UM, REPLACEMENT.
SO FIRST ON THE DEBRIS REMOVAL, UM, IT, THE DEBRIS EXPERIENCED BY THE COUNTY DID NOT WARRANT ACTIVATION OF THE, UH, DEBRIS MANAGEMENT, UM, CONTRACT OR MONITORING CONTRACT.
UH, THE ESTIMATED COST FROM ONE TIME PICKUP WAS ABOUT $2.5 MILLION.
INSTEAD, THE COUNTY IS PARTNERED WITH DOT PROVIDED AS NEEDED DEBRIS PICKUP, WHICH HAS BEEN, UM, PUBLISHED.
AND, UM, AND THE PUBLIC HAS MADE, MADE AWARE OF THAT, UM, AND THE FOCUS ON LARGER DEBRIS THAT RESIDENTS WOULD STRUGGLE TO TAKE TO THE CONVENIENCE CENTERS ON THEIR OWN.
AND THEN WE ALSO AUTHORIZED SEVERAL WAIVERS, UH, TO ALLOW COUNTY RESIDENTS AS MANY VISITS AS THEY NEEDED TO CLEAN UP THEIR YARD DEBRIS.
SO, UM, THAT'S WHERE WE'RE AT ON DEBRIS MANAGEMENT.
ON THE INDIVIDUAL ASSISTANCE WE HAD NOTIFIED YOU PREVIOUSLY THAT, UH, IT HAS BEEN GRANTED BY, UH, FEMA THROUGH THE, UM, MAJOR DISASTER DECLARATION.
UM, THIS OPENS THE DOOR FOR FEMA ASSISTANCE AND OTHER FEDERAL AGENCY ASSISTANCE FOR THOSE RESIDENTS AND BUSINESSES WHO SUFFERED UNINSURED DAMAGE AND LOSSES BECAUSE OF HURRICANE HELENE.
UM, AND RESIDENTS OF BUSINESS CAN APPLY, UM, FOR DISASTER ASSISTANCE AT, UH, WWW.DISASTERASSISTANCE.GOV OR BY CALLING THE FEMA HELPLINE AT 1 806 2 1 3 3 6 2 OR DOWNLOADING THE FEMA APP.
THIS INFORMATION'S ALSO AVAILABLE ONLINE.
UM, THE COUNTY'S WORKING WITH, UM, SOUTH CAROLINA EMERGENCY MANAGEMENT DIVISION IN FEMA TO OPEN A FULLY STAFFED ASSISTANCE CENTER CALLED A DISASTER RECOVERY CENTER.
THIS WILL HELP RESIDENTS AND BUSINESSES TO REGISTER FOR ASSISTANCE IF THEY'VE HAD DIFFICULTY APPLYING ONLINE OR ON THE PHONE.
ONCE THE DATES HAVE BEEN CONFIRMED, INFORMATION ON DDRC WILL BE SHARED WITH THE PUBLIC.
AND THEN, UH, LASTLY, SNAP RECIPIENT, UH, BENEFITS REPLACEMENT.
UH, SO SNAP, UM, RECIPIENTS HAVE UNTIL 20 OCTOBER 26TH TO APPLY FOR SNAP BENEFITS REPLACEMENT DUE TO FOOD THAT WAS LOST AS A RESULT OF THE POWER OUTAGES EXPERIENCED DURING HURRICANE HELENE.
UH, PROOF THAT A RESIDENT WAS AFFECTED BY A POWER OUTAGE WILL NEED TO BE PROVIDED TO DSS IN THE FORM OF AN OUTAGE VERIFICATION LETTER.
UH, SNAP RECIPIENTS CAN OBTAIN THESE LETTERS BY CONTRACTING OR CONTACTING THEIR ELECTRIC PROVIDER.

THAT WAS FROM NATIONAL WEATHER SERVICE.
I KNOW IT WAS ONE OF THOSE SITUATIONS THAT TURNED OUT TO NOT BE AS BAD AS PREDICTED, WHICH IS, UH, KIND OF THE CATCH 22 OF CLOSING VERSUS NOT CLOSING EVEN AT THE COUNTY.
BUT THAT WAS DONE IN ACCORDANCE AND IN COORDINATION WITH US.

SO WE WERE IN CONTACT WITH DOMINION ENERGY AND AS SOON AS POWER WAS RESTORED, WE WORKED WITH THE CONTRACTOR TO ALLOW FOR THE NEXT FIVE DAYS.
NOT ONE PER PERSON BUT PER RUN YOU COULD BRING UP TO 200 POUNDS OF SUPPLY SO THAT PEOPLE WOULDN'T BE PAYING EXORBITANT FREIGHT FEES IN ORDER TO MOVE WATER AND FOOD STUFFS, ET CETERA, BACK INTO THE REFRIGERATORS ON THE ISLAND.
UH, BRADLEY TOUCHED ON IT A LITTLE BIT EARLIER.
AS SOON AS WE HEARD OF THIS TERRIBLE INCIDENT, UH, IN GEORGIA, WE IMMEDIATELY BEGAN TO INSPECT AND CHECK ON OUR PROCESSES THAT ARE IN PLACE OF HOW WE INSPECT AND REINSPECT THE DOCKS, ESPECIALLY THE ONES THAT CARRY MORE INDIVIDUALS THAN A NORMAL RECREATIONAL DAY, SUCH AS PAINT THE ISLAND.
AND SO THE GOOD NEWS IS THEY DO HAVE A VERY REGULAR ROTATING SCHEDULE OF INSPECTION TO INCLUDE EVERY OTHER YEAR PRIVATE CONTRACTORS DIVING AND CHECKING THE UNDERSIDES OF THESE.
BUT THAT DOESN'T MEAN WE'RE NOT GONNA REDOUBLE EFFORTS.
SO WE'RE WORKING EVEN WITH THE CONTRACTOR AND INTERNALLY TO RECHECK THESE ITEMS, UH, BECAUSE OF THE OBVIOUS REASONS.
UM, ON THE DUSKY SIDE, WE ARE WORKING WITH THE CONTRACTOR TO MAKE SURE THAT THE ADDITIONAL SAFETY INSPECTIONS ARE IN PLACE.
THE LEASE FOR THAT DOCK IS BETWEEN OUR CONTRACTOR AND MELROSE.
HOWEVER, WE HAVE OBTAINED A COPY OF THAT JUST TO MAKE SURE THAT WE CAN PROPERLY INFORM, PUT ON NOTICE AND HELP COORDINATE REPAIRS IF NECESSARY TO ENSURE THE SAFETY ON THAT, ON THAT SIDE.

UM, AND SO GOING THROUGH THAT, IT'S BEEN BROKEN DOWN INTO PROJECTS AND PROGRAMS. UM, SO FIRST THING IS HOW DO WE GET HERE? SO THESE PROJECTS AND PROGRAMS WERE DETERMINED BY TWO CITIZEN LED, UH, SALES TAX COMMITTEES THAT CAME FORTH WITH RECOMMENDATIONS.
UM, FIRST ONE ALL THE WAY BACK IN, UH, 2021.
AND THEN THE SECOND ONE STARTED IN 2023.
THOSE RECOMMENDATIONS WERE BROUGHT TO COUNCIL AND VOTED ON AND THEN WENT TO FIVE DIFFERENT, UH, PUBLIC HEARINGS AND WERE REFINED AGAIN.
SO THAT LED US TO THE CURRENT PROGRAM, WHICH IS A 10 YEAR PROGRAM WORTH $950 MILLION THAT'LL BE ON THE BALLOT IN NOVEMBER.
UM, SO JUST GO THROUGH REAL QUICK, AGAIN, THAT'S PROJECTS AND PROGRAMS. THE PROJECTS ARE GOING TO INCLUDE THE TRIANGLE PROJECT, WHICH IS 1 72 78 AND ARGENT ROAD, UH, REBO ROAD IMPROVEMENTS, AND THEN ALSO SC 46 IMPROVEMENTS YOU HAVE TO DO.
THE SYSTEM'S NOT WORKING, SO TELL HER OKAY, NEXT, IF YOU CAN JUMP TWO SLIDES.
IT SHOULD BE A SLIDE THAT SAYS PROJECTS RIGHT THERE.
AND THEN THE COMPLETION OF THE 2018 SALES TAX PROGRAMS. AND THEN WE HAVE A BUCKET IN THERE FOR MUNICIPALITIES.
30 MILLION TO HILL AND HEAD, 30 MILLION FOR BLUFFTON, 10 FOR PORT ROYAL, 10 MILLION FOR CITY OF BUFORT, AND THEN ANOTHER 10 FOR NORTHERN BEAUFORT COUNTY.
AND THAT LEADS US TO WHAT WE WANNA TALK ABOUT TODAY, WHICH IS THE PROGRAMS. SO THESE ARE GONNA BE BUCKETS WHERE IT'S SET ASIDE.
GENERAL FUNDING FOR GREEN BELTS IS 50 MILLION, MASS TRANSIT IS 80, SAFETY AND TRAFFIC FLOW IS 100 MILLION.
DIRT ROAD PAVS, 80 MILLION RESURFACING IS 50 MILLION.
ANOTHER 20 MILLION FOR PATHWAYS.
AND THEN 55 MILLION FOR RESILIENCY EMERGENCY EVACUATION ROUTES.
SO GREEN BELTS IS THE FIRST BUCKET HERE.
AND THIS IS INITIATIVES TO REDUCE CONGESTION, PROMOTE RECREATION AND PRESERVE LANDSCAPE.
SO, AND THIS IS GOING INCLUDE THE SET ASIDE OR PURCHASE OF REAL PROPERTY FOR CONSERVATION, PROTECTING NATURAL RESOURCES, LAND SWAPS TO BUY DOWN DENSITY, UM, CREATING ACTIVE AND PASSIVE GREEN SPACE.
AND THEN, UM, SO THIS WILL BE SIMILAR TO OUR GREEN SPACE PROGRAM THAT'S GOING ON NOW.
UM, AND SO THAT'S PRIORITIES COULD BE BASED ON, YOU KNOW, FUNDING, AVAILABILITY AND MATCHES, STAKEHOLDER SUPPORT AND PLANNING DOCUMENTS THAT ARE OUT THERE.
THE NEXT BUCKET IS MASS TRANSIT.
SO THIS IS GONNA BE, UH, FOR THE MOVEMENT OF CITIZENS AROUND THE COUNTY THROUGH PUBLIC TRANSPORTATION, WHICH COULD INCLUDE, UH, BUSES, WHICH IS PALMETTO BREEZE AIRPORT OR FERRY SERVICE.
UM, SO A PORTION OF THIS IS GONNA GO TO OPERATIONAL EXPENSES FOR PALMETTO BREEZE AND UM, OTHERS.
AND THEN THE REST COULD BE INCLUDED FOR CAPITAL IMPROVEMENTS, UH, EXPANSION, ADDITIONAL ROUTES OR TERMINALS, UM, FERRY, EMBARKATION AND, UH, SOME PRIORITIZATION METHODS FOR THIS COULD BE THINGS THAT ARE ON APPROVED CIP LIST, UH, THINGS THAT PROVIDE ADDITIONAL, UH, CAPACITY TO WORKFORCE TO GET PEOPLE BACK AND FORTH.
NEXT BUCKET IS SAFETY AND TRAFFIC FLOW.
SO THIS IS GOING TO AIM TO DECREASE CONGESTION, IMPROVE THE SAFETY OF THE TRAVELING PUBLIC.
SO THIS COULD INCLUDE THINGS LIKE IMPROVEMENTS, INTERSECTIONS, TRAFFIC SIGNALS, RETIMING, THE ADDITION OF ADDITIONAL TURN PHASES, UM, TURN LANE OR OTHER INTERSECTION IMPROVEMENTS, CORRIDOR IMPROVEMENTS.
OR IT COULD BE SOMETHING AS SIMPLE AS RES STRIPING, A ROAD TO MAKE, YOU KNOW, A LITTLE BIT SAFER FOR PEDESTRIANS OR OUR MOTORISTS.

AND SO SOME PLAN PROJECTS THAT WE HAVE ARE, UH, INTERSECTION IMPROVEMENTS INCLUDING TURN LANE AT US 21 AND LAUREL BAY, UM, BUCK WALTER PARKWAY AND PARKSIDE DRIVE, UH, SIGNAL IMPROVEMENTS, UM, INTERSECTION LAYS ON DRIVE AND REVO ROAD, THAT'S A BIG ONE.
UM, IS WE HAVE AN INTERMEDIATE PROGRAM PLANNED FOR THAT TO INCLUDE A FREE FLOW SLIP LANE.
UM, AND THEN SOME TRAFFIC IMPROVEMENTS ON SC 46.
SO THAT'S KIND OF WHERE THOSE ARE LOOKING AT SOME SHORT TERM PROJECTS.
SO THIS IS HERE TO ACCELERATE THE COUNTY'S GOAL OF IMPROVING ALL COUNTY.
UH, AND MUNICIPALLY OWNED DIRT, MAINTAIN DIRT ROADS.
UM, THIS FUNDING COULD BE USED FOR RIGHT OF WAY ACQUISITION, DESIGN AND PERMITTING AND CONSTRUCTION.
UM, SO THE BIG THINGS HERE IS WE CURRENTLY HAVE A FIVE YEAR PLAN FOR DIRT ROAD PAVING.
WE'RE FINISHING UP THE FIFTH YEAR, OR WE'RE STARTING THE FIFTH YEAR OF OUR CURRENT PROGRAM.
AND WE HAVE ANOTHER FIVE YEAR PROGRAM ALREADY ESTABLISHED.
UM, AND WITH THAT WE ONLY PROGRAMMED OUT FIVE YEARS, BUT THEY HAVE RANKED ALL THE ROADS IN THE COUNTY, UM, THAT ARE DIRT ROADS, COUNTY, COUNTY MAINTAINED.
SO WE CAN GO THROUGH, IF WE GET THROUGH THAT FIVE YEARS, WE CAN EITHER DO ANOTHER EVALUATION OR WE CAN GO THROUGH THAT LIST THAT'S ALREADY THERE AND UM, JUST KEEP GOING DOWN THE LIST OR REEVALUATE YEARLY BASED ON UM, RIGHT OF WAY ACQUISITIONS AND THINGS LIKE THAT.
SAME THING WITH RESURFACING AND PRESERVATION.
THIS IS GOING TO BE GOING AND PUTTING NEW ASPHALT OR OTHER SURFACE TREATMENTS ON EXISTING ROADS, UM, WITH THE GOAL OF INCREASING THE COUNTYWIDE NETWORKS, STATE, COUNTY MUNICIPAL ROADS TO A HIGHER LEVEL.
SO AGAIN, WITH THIS ONE, WE HAVE A CURRENT FIVE YEAR PLAN THAT WE'RE WORKING ON WITH PLANS TO DO ANOTHER EVALUATION NEXT YEAR.
AND, AND AGAIN, WITH THE DIRT ROADS, WE'RE WORKING WITH DOT ON THIS ONE, BUT WE HAVE, UH, WHEN THEY DO THESE EVALUATIONS, THEY GO THROUGH AND THEY RANK AND EVALUATE EVERY ROAD IN THE COUNTY.
UM, GENERALLY COUNTY MAINTAIN ROADS, BUT WE CAN ALSO DO THIS ON STATE ROADS AND MUNICIPAL ROADS AND COME UP.
SO WE'LL HAVE A FIVE YEAR PLAN OUT OF IT, BUT WE'LL ALSO HAVE THE RANKINGS FOR THE REST OF THE ROADS THAT WE COULD LOOK AT.
AND THIS IS, UM, ADDITIONAL TO THE PATHWAYS IN THE 2018 SALES TAX, BUT THIS IS THE DISH STUDY DESIGN CONSTRUCTION OF NEW SIDEWALKS, MULTI-USE PATHWAYS, OTHER PEDESTRIAN ACCOMMODATIONS.
UM, THESE WILL BE PRIORITIZED, UH, BASED ON CURRENT PLANS THAT HAVE BEEN ADOPTED.
AND THEN ALSO SAFE ACCESS TO SCHOOLS AND PARKS AND IMPROVING CONNECTIVITY FOR PEDESTRIANS.
UH, LAST ONE IS GONNA BE RESILIENCY, EMERGENCY EVACUATION.
AND THIS IS BASICALLY GOING TO BE LOOKING AT, WE KNOW THERE'S AREAS THAT FLOOD, THERE'S CAUSEWAYS, THERE'S DIRT ROADS, AND THIS IS GONNA BE LOOKING AT THAT AND TRYING TO IMPROVE THESE SITUATIONS SO WE CAN BEST GET CITIZENS IN AND OUT OF THE COUNTY, UH, IN THE EVENT OF A STORM OR ANOTHER NATURAL DISASTER.
UM, SOME OF THESE THINGS WE'D LOOK TO DO IS MAKE A FLOODING, FLOODING, UH, IMPROVING CAUSEWAYS, UM, STRENGTHENING CAUSEWAYS TO PREVENT EROSION MOVING FORWARD.
UM, AND HARDENING OF EVACUATION ROUTES.
UM, FOR THIS ONE THINGS WE COULD LOOK AT TO PRIORITIZE IS ONES WHERE WE KNOW OUR FLOODING.
WE'RE DOING A VULNERABILITY ASSESSMENT OF OUR ROADWAYS NOW, SO THAT COULD COME INTO IT.
AND THEN POINTS WHERE, YOU KNOW, HAVE ONE WAY IN AND OUT, UM, SUCH AS A CAUSEWAY OR A ROADWAY THAT JUST GOES IN NO OTHER WAY OUT IF THAT FLOODS, THOSE PEOPLE ARE TRAPPED.
SO THAT COULD BE A PRIORITY THERE.
AND THEN THE BIG THING IS, YOU KNOW, IF IT'S APPROVED, THERE'S GONNA BE ASSISTANCE LED OVERSIGHT COMMITTEE THAT WILL, THESE PROJECTS WILL GO THROUGH, THEY'LL GET THE, OVERSEE THE BUDGET, THE COST AND THINGS LIKE THAT, THE TIME THE SCHEDULE.
SO WHEN THESE COME UP, THE ASSISTANCE LED OVERSIGHT COMMITTEE WILL HAVE A, A CHANCE TO WEIGH IN ON THE PRIORITIES AND HOW THESE PROJECTS ARE SELECTED AND RANKED AND HAVE THE, YOU KNOW, SAY ON WHAT MOVES FORWARD.
