UM, I DO NOT HAVE ANY UP HERE. IS THERE ANYBODY THAT DID NOT SIGN UP THAT WISHES TO MAKE A COMMENT FOR THIS COMMITTEE? SEEING NONE, WE WILL CLOSE THE CITIZEN'S COMMENT AND MOVE [7. ASSISTANT COUNTY ADMINISTRATOR REPORT- Jared Fralix] ON TO THE ASSISTANT COUNTY ADMINISTRATOR'S REPORT. UM, I BELIEVE JARED IS OUT TODAY. MR. MOORE, ARE YOU GONNA BE TAKING THAT FOR HIM? I WILL BE. HOW ARE YOU TODAY? UM, I'M DOING GREAT. GOOD. UM, GOOD AFTERNOON. UM, WHAT, UH, WE, JARED AND I TALKED ABOUT IS PROVIDING YOU ALL A FEW UPDATES, UH, ONE OF WHICH WAS ON, UM, HURRICANE HELENE RECOVERY, UM, STATUS. SO THE THINGS WE WANNA UPDATE YOU ON ARE DEBRIS MANAGEMENT, INDIVIDUAL ASSISTANCE, THE DISASTER RECOVERY CENTER, AND SNAP BENEFITS, UM, REPLACEMENT. SO FIRST ON THE DEBRIS REMOVAL, UM, IT, THE DEBRIS EXPERIENCED BY THE COUNTY DID NOT WARRANT ACTIVATION OF THE, UH, DEBRIS MANAGEMENT, UM, CONTRACT OR MONITORING CONTRACT. UH, THE ESTIMATED COST FROM ONE TIME PICKUP WAS ABOUT $2.5 MILLION. INSTEAD, THE COUNTY IS PARTNERED WITH DOT PROVIDED AS NEEDED DEBRIS PICKUP, WHICH HAS BEEN, UM, PUBLISHED. AND, UM, AND THE PUBLIC HAS MADE, MADE AWARE OF THAT, UM, AND THE FOCUS ON LARGER DEBRIS THAT RESIDENTS WOULD STRUGGLE TO TAKE TO THE CONVENIENCE CENTERS ON THEIR OWN. AND THEN WE ALSO AUTHORIZED SEVERAL WAIVERS, UH, TO ALLOW COUNTY RESIDENTS AS MANY VISITS AS THEY NEEDED TO CLEAN UP THEIR YARD DEBRIS. SO, UM, THAT'S WHERE WE'RE AT ON DEBRIS MANAGEMENT. ON THE INDIVIDUAL ASSISTANCE WE HAD NOTIFIED YOU PREVIOUSLY THAT, UH, IT HAS BEEN GRANTED BY, UH, FEMA THROUGH THE, UM, MAJOR DISASTER DECLARATION. UM, THIS OPENS THE DOOR FOR FEMA ASSISTANCE AND OTHER FEDERAL AGENCY ASSISTANCE FOR THOSE RESIDENTS AND BUSINESSES WHO SUFFERED UNINSURED DAMAGE AND LOSSES BECAUSE OF HURRICANE HELENE. UM, AND RESIDENTS OF BUSINESS CAN APPLY, UM, FOR DISASTER ASSISTANCE AT, UH, WWW.DISASTERASSISTANCE.GOV OR BY CALLING THE FEMA HELPLINE AT 1 806 2 1 3 3 6 2 OR DOWNLOADING THE FEMA APP. THIS INFORMATION'S ALSO AVAILABLE ONLINE. UM, DISASTER RECOVERY CENTER. UM, THE COUNTY'S WORKING WITH, UM, SOUTH CAROLINA EMERGENCY MANAGEMENT DIVISION IN FEMA TO OPEN A FULLY STAFFED ASSISTANCE CENTER CALLED A DISASTER RECOVERY CENTER. THIS WILL HELP RESIDENTS AND BUSINESSES TO REGISTER FOR ASSISTANCE IF THEY'VE HAD DIFFICULTY APPLYING ONLINE OR ON THE PHONE. ONCE THE DATES HAVE BEEN CONFIRMED, INFORMATION ON DDRC WILL BE SHARED WITH THE PUBLIC. AND THEN, UH, LASTLY, SNAP RECIPIENT, UH, BENEFITS REPLACEMENT. UH, SO SNAP, UM, RECIPIENTS HAVE UNTIL 20 OCTOBER 26TH TO APPLY FOR SNAP BENEFITS REPLACEMENT DUE TO FOOD THAT WAS LOST AS A RESULT OF THE POWER OUTAGES EXPERIENCED DURING HURRICANE HELENE. UH, PROOF THAT A RESIDENT WAS AFFECTED BY A POWER OUTAGE WILL NEED TO BE PROVIDED TO DSS IN THE FORM OF AN OUTAGE VERIFICATION LETTER. UH, SNAP RECIPIENTS CAN OBTAIN THESE LETTERS BY CONTRACTING OR CONTACTING THEIR ELECTRIC PROVIDER. UH, DOMINION ENERGY HAS SAID THAT, UH, LETTERS CAN BE REQUESTED BY CALLING 1 802 5 1 7 2 3 4 OR THROUGH A CUSTOMER'S ONLINE ACCOUNT. AND SNAP RECIPIENTS CAN VISIT THE LOCAL DSS TO APPLY FOR BENEFIT REPLACEMENT. IT'S A LOT OF GOOD UPDATES THERE. HOPEFULLY, IF YOU FEEL ANY QUESTIONS, PLEASE LET US KNOW. STAFF, I HAVE A QUESTION. I THINK I KNOW THE ANSWER. I'VE GOTTEN SEVERAL QUESTIONS ABOUT THE BOAT LANDINGS. OKAY. THAT WERE PRETTY MUCH DESTROYED. OH, REALLY? WELL, NOT DESTROYED, THAT'S [00:05:01] THE WRONG WORD. DAMAGED. NO. YES. UM, WE ARE, I BELIEVE, ASSESSING ALL THE, ALL THE, UH, BOAT RAMPS, I BELIEVE. LET'S SEE. YOU GOT AN UPDATE? YES. ALRIGHT. AND BEFORE I DO THIS, I WANT TO JUST UP UPDATE YOU ALL THAT, UH, BRADLEY IS NOW OUR PUBLIC WORKS DIRECTOR, SO THAT WAS ONE OF MY OTHER UPDATES. SO HAVE SAID THAT. THANK YOU. PLEASE STEP TO THE MIC. THANK Y'ALL. THANK Y'ALL. IF Y'ALL DON'T KNOW ME THERE AGAIN, BRADLEY HARRIET, UM, NEW POLAR WORKS DIRECTOR. SO GLAD TO BE IN THE POSITION. HOPE TO, YOU KNOW, KEEP DOING GREAT THINGS HERE IN BEAUFORT COUNTY. UM, SO JUST A QUICK UPDATE ON BOAT LANDINGS. UM, OBVIOUSLY THE SANDS BOAT LANDING IS STILL CLOSED DOWN. MM-HMM. . UM, I ACTUALLY HAD AN INTERVIEW WITH WSAV THIS MORNING, KIND OF OFF LIMB. THEY WANTED TO TALK TO US MORE OR LESS ABOUT OUR, UM, THEY WERE TALKING ABOUT THE, THE SLO ISLAND, UM, EVENT THAT HAPPENED THIS PAST WEEKEND. SO VERY TRAGIC. UM, THEY WERE BASICALLY LOOKING FOR US TO HAVE, HOW DO WE KEEP THE, HOW DO WE KEEP OUR BOAT LANDINGS AND DOCKS SAFE? SO THAT'S KIND OF WHAT THEY WERE DOING. SO IT WAS KIND OF A GOOD PLUG FOR US. WE WERE ABLE TO GET IN AND TELL 'EM HOW WE KEEP OUR, UM, DOCKS SAFE, HOW WE KEEP OUR RAMP SAFE, AND KIND OF GIVE 'EM A LITTLE PLUG ON THAT. SO THEY DID DO A LITTLE PRESS RELEASE ON THAT THIS AFTERNOON WITH WSAV. AS FAR AS THE BOAT LANDS, THE ONLY ONE THAT'S PHYSICALLY CLOSED AS FAR AS THE RAMP GOES IS THE SANDS. UM, OH, IS THAT, YEAH. WIMPY FISHING PIER. MM-HMM. IS CLOSED AT THIS TIME. UM, AND IT'LL STAY CLOSED UNTIL FURTHER NOTICE. IT'S IN PRETTY BAD SHAPE. OKAY. UM, I THINK THOSE ARE ONLY TWO CLOSURES AT THIS TIME. OKAY. UM, BUDDY AND ZOO, WHICH IS STATION CREEK, UM, THAT ONE'S GOT SOME DAMAGE. WE'RE HANGING ON THERE. WE KEEP A CLOSE EYE ON IT, BUT IT'S, IT'S IN NEED OF SOME REPAIRS, BUT IT'S, IT'S SAFE TO USE. I THINK THAT'S ALL I HAVE ON THE END, BRADLEY. YES SIR. WHILE YOU'RE MR. CHAIRMAN, UH, BRADLEY, WHILE YOU'RE STILL UP HERE, I KNOW WE SPOKE BRIEFLY. UM, YOU KNOW, I KNOW I HAVE SOME CONSTITUENTS THAT STILL HAVE UH, STORM DEBRIS UP DOWN THERE YARDS. UM, MY UNDERSTANDING IS THAT WE'RE HELPING S-E-D-O-T IS HELPING DOWN IN FLORIDA A LITTLE BIT. SO THERE MAYBE A DELAY GETTING THAT. YEAH, SO WHAT WE'RE TRYING TO DO NOW, WE, AS FAR AS A COUNTY STANDPOINT, WE KINDA HAD TO GET BACK TO SOME OF OUR BASE NORMAL MAINTENANCE. UM, WE WERE JUST GETTING A LITTLE BACKED UP FROM DOING THE STORM CLEANUP, UM, THAT WE'RE ALREADY BACKED UP FORTH. SO WE ARE STILL PARTNERING WITH S-C-D-O-T, BUT, UH, S-C-O-D-T LET ME KNOW THIS MORNING, UM, THAT THEY'VE KIND OF PULLED SOME OF THEIR CREWS, I DON'T KNOW TO WHAT EXTENT OUT OF HERE TO SEND DOWN TO FLORIDA TO ASSIST IN FLORIDA. SO THEY'VE ASKED US IF WE CAN, THEY'VE ASKED FOR MORE HELP TO CLEAN UP ON S-C-D-O-T ROADS, SO THAT'S GONNA BE A LITTLE SLOW. SO IF YOU STILL HAVE SOME CLEANUP AND SOME DOT ROADS, UM, IT'S GONNA BE A LITTLE SLOW. SO WE'LL GET TO 'EM AS WE CAN. AND THAT'S BIGGER STUFF LIKE, YOU KNOW, MR. MORRIS SAID EARLIER, THAT'S SOME BIGGER STUFF, BIGGER TREE LIMBS, YOU KNOW, STUFF THAT YOU CAN'T PHYSICALLY PICK UP AND TAKE TO THE CONVENIENCE CENTERS. BUT WE ARE CONTINUING TO WORK ON 'EM AS WE CAN GET TO 'EM. WE'LL GET TO 'EM AND I APPRECIATE, I JUST WANNA MAKE SURE THE PUBLIC HEARD THAT. YEP. SO I APPRECIATE IT. SURE. MR. CHAIRMAN, ONE THING PLEASE. MM-HMM. OF COURSE. MR. HARRIET? YES SIR. TOM REITS NICE TO MEET YOU. NICE TO MEET YOU SIR. I UNDERSTAND YOU AND MR. MOORE AND OTHERS ARE GONNA BE WITH ME TOMORROW NIGHT AT BAY PINES. YES, SIR. IS THAT CORRECT? GOOD. IT. WELL I APPRECIATE IT. ARE WE ALL READY FOR THAT? YES SIR. WE GOT, I THINK EVERY FAMILY MEMBER'S GONNA BE THERE. SHOULD BE A GOOD CROWD. WELL LISTEN, YOU GUYS WANTED TO MAKE IT A COMMUNITY MEETING AND I WANNA THANK YOU FOR THAT. I APPRECIATE IT. YEP. UM, DO YOU HAVE ANYTHING YOU WANT ME TO SEND THEM AHEAD OF TIME WHERE I WAS LOOKING? MAYBE I THINK MS. TAYLOR BREWER UPDATED LATE THIS AFTERNOON, MS. CARROLL, SO YOU SHOULD HAVE THAT UPDATED LITTLE OKAY. STATEMENT. SORRY WE DIDN'T GET OUT TO YOU ON FRIDAY. UM, TYPICALLY IT GETS OUT, BUT JARED WAS OUT AND WE HAD SOME OTHER STUFF GOING ON, BUT, UM, IT WAS JUST A FEW STATEMENTS, NOT ANY HUGE UPDATES, BUT, UM OKAY. NOTHING, NOTHING MAJOR. I APPRECIATE YOUR EFFORTS AND I KNOW THEY'RE GONNA DO THAT AS WELL ABOUT 30 YEARS IN THE MAKING AND THIS IS FANTASTIC AND WE WANT TO THANK YOU VERY MUCH. YOU'RE WELCOME. APPRECIATE IT. ANY OTHER QUESTIONS? YES, SIR. YES. THANK YOU MR. CHAIRMAN. UM, FIRST CONGRATULATIONS MR. HARRIET. THANK YOU SIR. UM, RUST POINT LANDING, UH, JUST GIMME YOUR COMMENT ON WHERE THINGS ARE. I KNOW THEY MADE THE IMPROVEMENT. HOW IS IT HOLDING UP? SO I KNOW THAT THE STATE SHUT RUST POINT BOAT LANDING BACK DOWN AGAIN, UM, DUE TO SAND, UM, BEING ON THE RAMP. UM, I TALKED TO ZAO, WHICH IS THE PARK MANAGER OUT THERE. UM, HE THANKED US FOR OUR HELP. LAST TIME COUNTY ACTUALLY WENT OUT AND HELPED HIM GET THE SAND OFF OF THEIR RAMP. SO HELPED HIM DO THAT. HE'S NOT REACHED OUT FOR HELP THIS TIME, SO I'M NOT SURE. I KNOW THAT THEIR FLOATER WAS DAMAGED, UM, PRETTY SEVERELY. UM, THE FIRST FLOATER SECTION WAS DAMAGED PRETTY SEVERELY. I DON'T KNOW THE EXTENT OF IT, UM, BUT I KNOW THAT IT WAS DAMAGED AND THEY'RE WORKING ON IT. LAST I HEARD IT WAS STILL CLOSED. OKAY, THANK YOU. AND THAT IS, REMEMBER THAT'S THE STATE OWNED AND WE DO HELP OUT, BUT THAT'S THE STATE OWNED BOAT RAMP, RIGHT? I KNOW. YES SIR. THANK YOU. YES SIR. MR. MOORE, ANYTHING ELSE FOR TODAY? SO WE HAD ONE OTHER UPDATE. SO WE, WE'VE NOTED THAT UH, BRADLEY IS THE NEW PUBLIC WORKS DIRECTOR. WE ALSO WANTED TO NOTE THAT, UH, BRIAN BAUER IS NOW THE DIRECTOR OF ENGINEERING. I BELIEVE BRIAN HERE HE IS RIGHT HERE. SO, UM, WANNA MAKE THOSE TWO ANNOUNCEMENTS AND SUB ANY QUESTIONS. THAT CONCLUDES MY PORTION. WE'RE ALSO GONNA HAVE HANK COME UP AND PROVIDE AN UPDATE. UM, WE [00:10:01] HAD DISCUSSED HAVING, UM, YOU KNOW, AN ITEM ON DUSKY FERRY, SO HE'S GONNA PROVIDE SOME UPDATES ON THAT. OKAY. THANK YOU. GOOD AFTERNOON. GOOD AFTERNOON. NICE. SEE YOU. UM, I'LL ADDRESS STORM RESPONSES IN THE TERRIBLE GEORGIA OCCURRENCES. LAST, I JUST WANNA GIVE YOU AN OPERATIONAL UPDATE FIRST. UM, CONTRACTORS CURRENTLY RUNNING ON SCHEDULE. THERE WERE A LOT OF EMAILS AND COMMUNICATIONS ABOUT THE MANATEE TWO BEING OUT OF SERVICE. IT, UH, WILL BE BACK IN THIS WEEK, BUT THAT WILL BE THE BACKUP BOAT. THE PRI PRIMARY VESSEL GOING FORWARD WILL BE THE QUEEN GENE DUE TO LARGER CAPACITY, FASTER, MORE CARGO, UH, AND EASIER TO ACCESS FROM BOTH DOCKS. UM, BOAT REPAIR AND MAINTENANCE IS EXPECTED PROCESS. THAT'S WHY THERE'S TWO BOATS REQUIRED. 'CAUSE YOU HAVE TO IN ORDER TO SERVICE JUST, IT'S EVEN OBVIOUS. MOST, A LOT OF PEOPLE IN THE AREA HAVE BOATS AND THEY STAY IN THE WATER. YOU HAVE TO BE ABLE TO PERIODICALLY TAKE 'EM OUT AND CONTINUE TO OPERATE AND THAT WHAT HAS GONE ON. UM, MANATEE TWO IS THE BACKUP OF BEING NEEDED, USED AS NEEDED TO CONDUCT REPAIRS ON THE QUEEN GENE, WHICH DOES HAVE FUNCTIONAL BATHROOM WITHIN THE DEADLINE THAT WE PROVIDED TO THEM. UM, THE QUEEN GENE WILL BE BACK IN SERVICE THIS WEEK WHILE THEY DO REGULAR MAINTENANCE ON THE QUEEN GENE. BUT IT WILL COME BACK AS SOON AS SERVICE IS DONE. IT'S GONNA COME BACK AND REMAIN THE PRIMARY VESSEL. UM, HELENE STORM RESPONSE. THERE WAS ONE DAY OF CLOSURE THAT WAS COORDINATED WITH US THAT WE DID PUT OUT NOTICE BETWEEN 36 AND 24 HOURS AHEAD OF TIME DUE TO PROJECTED MARINE CONDITIONS. THAT WAS FROM NATIONAL WEATHER SERVICE. I KNOW IT WAS ONE OF THOSE SITUATIONS THAT TURNED OUT TO NOT BE AS BAD AS PREDICTED, WHICH IS, UH, KIND OF THE CATCH 22 OF CLOSING VERSUS NOT CLOSING EVEN AT THE COUNTY. BUT THAT WAS DONE IN ACCORDANCE AND IN COORDINATION WITH US. AND HANNAH HELPED PUT OUT EMAILS TO EVERYBODY WHO OWNS A PASS TO THE FERRY AGAIN, WELL AHEAD OF TIME. UH, WE ALSO WORKED WITH THE CONTRACTOR TO ALLOW FOR UP TO 200 POUNDS OF CARGO TO RESUPPLY. JUST I HEARD WE WERE TALKING ABOUT REAPPLYING FOR SNAP SERVICES TO RESUPPLY. WE ALSO KNEW THAT A LOT OF PEOPLE HAD POWER OUTAGES FOR EXTENDED PERIODS. SO WE WERE IN CONTACT WITH DOMINION ENERGY AND AS SOON AS POWER WAS RESTORED, WE WORKED WITH THE CONTRACTOR TO ALLOW FOR THE NEXT FIVE DAYS. NOT ONE PER PERSON BUT PER RUN YOU COULD BRING UP TO 200 POUNDS OF SUPPLY SO THAT PEOPLE WOULDN'T BE PAYING EXORBITANT FREIGHT FEES IN ORDER TO MOVE WATER AND FOOD STUFFS, ET CETERA, BACK INTO THE REFRIGERATORS ON THE ISLAND. UH, BRADLEY TOUCHED ON IT A LITTLE BIT EARLIER. AS SOON AS WE HEARD OF THIS TERRIBLE INCIDENT, UH, IN GEORGIA, WE IMMEDIATELY BEGAN TO INSPECT AND CHECK ON OUR PROCESSES THAT ARE IN PLACE OF HOW WE INSPECT AND REINSPECT THE DOCKS, ESPECIALLY THE ONES THAT CARRY MORE INDIVIDUALS THAN A NORMAL RECREATIONAL DAY, SUCH AS PAINT THE ISLAND. AND SO THE GOOD NEWS IS THEY DO HAVE A VERY REGULAR ROTATING SCHEDULE OF INSPECTION TO INCLUDE EVERY OTHER YEAR PRIVATE CONTRACTORS DIVING AND CHECKING THE UNDERSIDES OF THESE. BUT THAT DOESN'T MEAN WE'RE NOT GONNA REDOUBLE EFFORTS. SO WE'RE WORKING EVEN WITH THE CONTRACTOR AND INTERNALLY TO RECHECK THESE ITEMS, UH, BECAUSE OF THE OBVIOUS REASONS. UM, ON THE DUSKY SIDE, WE ARE WORKING WITH THE CONTRACTOR TO MAKE SURE THAT THE ADDITIONAL SAFETY INSPECTIONS ARE IN PLACE. THE LEASE FOR THAT DOCK IS BETWEEN OUR CONTRACTOR AND MELROSE. HOWEVER, WE HAVE OBTAINED A COPY OF THAT JUST TO MAKE SURE THAT WE CAN PROPERLY INFORM, PUT ON NOTICE AND HELP COORDINATE REPAIRS IF NECESSARY TO ENSURE THE SAFETY ON THAT, ON THAT SIDE. UH, IF YOU HAVE ANY OTHER QUESTIONS, YOU CAN GO AHEAD. YES, MA'AM. UM, HANK ON THE, ON THE DUSKY SIDE, DOESN'T MELROSE LANDON OWN THE DOCK? YES MA'AM. THAT'S, AND THAT'S WHERE WE ASKED FOR AND WE CONTRACT WITH IT. WE DO NOT DIRECTLY, SO THAT'S GOOD. I'M GLAD YOU ASKED BECAUSE WE DO NOT DIRECTLY CONTRACT WITH THEM. WE HAVE NEVER DIRECTLY CONTRACTED WITH THEM. PREVIOUSLY HAGUE POINT MAINTAINED A CONTRACT FOR THE TEMPORARY USE. 'CAUSE REMEMBER WE HAVE CONDEMNATION PROCEEDINGS IN PLACE AND ONGOING ON THAT DOCK FOR US TO OWN IT. OH, I DIDN'T KNOW. OKAY. I THOUGHT THAT WAS IN THE INTERIM. WE HAVE SAID TO USE THAT AND WE REIMBURSE FOR THE LEAST EXPENSES TO UTILIZE THAT DOCK. BUT THAT MEANS THAT THE CONTRACTUAL RELATIONSHIP IS BETWEEN THE FERRY COMPANY AND MELROSE. WE HAVE COMMUNICATED WITH MELROSE THROUGHOUT THE, OKAY. LAST YEAR OR MORE. BUT REALLY IN THE LAST YEAR SINCE THIS NEW CONTRACT'S BEEN IN PLACE FOR EVERYTHING FROM BROKEN CLEATS TO ANY OBVIOUS ISSUES THERE ARE, I MEAN THE ONE THING THAT WE WOULD LIKE TO IMPROVE IMMEDIATELY WOULD BE SMOOTH DECKING, BUT THAT WOULD BE FIRST STEP IF AND WHEN WE OWN THAT DOCK, UH, WE CONTINUE TO PUSH AND THAT'S WHY WE WANTED TO OBTAIN A COPY OF THAT LEASE SO THAT WE COULD PROPERLY MONITOR THAT RELATIONSHIP. ALRIGHT, THANK YOU. ANY OTHER QUESTIONS, FRANK? THANK YOU SIR. ALRIGHT, WE WILL MOVE ON. GO AHEAD AND CLOSE THE COUNTY ADMINISTRATOR'S REPORT AND GO ON TO [8. 2024 SALES TAX UPDATE PRESENTATION (FOR INFORMATION ONLY)] NUMBER EIGHT, THE 2024 SALES TAX UPDATE PRESENTATION. [00:15:02] UM, THIS CURRENTLY IS JUST FOR INFORMATION PURPOSES. UM, ALL OF US ON COUNCIL JUST GOT, UM, SOME OF THE OTHER PAMPHLETS TO BE ABLE TO HAND OUT TO, UM, YOUR RESIDENTS, PEOPLE IN YOUR AREA. UM, WITH THAT SAID, ONE THING I WILL ADDRESS REAL QUICK BEFORE YOU START, IF I COULD, IS THERE'S A LOT OF MISINFORMATION GOING AROUND IN THE BLUFFTON AREA THAT PEOPLE ARE SAYING THAT THE REFERENDUM FUNDS FIVE B, IT SPECIFICALLY SAYS IN THE REFERENDUM THAT THE MONEY CANNOT BE USED FOR FIVE B. SO I JUST WANNA MAKE THAT CLEAR FOR THE PUBLIC. UM, AND HOPEFULLY PEOPLE IN BLUFFTON AS WELL. I'LL BE PUTTING THIS UP ONLINE, I'M SURE OTHERS WILL, UM, TO DECIDE WHICHEVER ONE IN THE VOTE FOR AGAINST IS FINE EITHER WAY. BUT THE QUESTION IS JUST MAKE SURE YOU HAVE THE CORRECT INFORMATION AND THAT'S THE INFORMATION WE SHOULD BE PUTTING OUT TO THE PUBLIC. UM, LET'S GET STARTED. YOU AND I ARE GONNA HAVE A FUN DAY. ALRIGHT. HOPEFULLY. WELL, I APPRECIATE THE OPPORTUNITY TO COME UP TODAY AND, UH, PROVIDE A LITTLE BIT OF ADDITIONAL EDUCATION ON THE SALES TAX PROGRAM. SO I THINK WE HAVE A PRESENTATION. YEAH, IT'S OKAY. OH, NO PROBLEM. SO GOING THROUGH IT. SO ON NOVEMBER 5TH, THE, UH, 2024 SALES TAX REFERENDUM IS GONNA BE ON THE BALLOT. UM, AND SO GOING THROUGH THAT, IT'S BEEN BROKEN DOWN INTO PROJECTS AND PROGRAMS. UM, SO FIRST THING IS HOW DO WE GET HERE? SO THESE PROJECTS AND PROGRAMS WERE DETERMINED BY TWO CITIZEN LED, UH, SALES TAX COMMITTEES THAT CAME FORTH WITH RECOMMENDATIONS. UM, FIRST ONE ALL THE WAY BACK IN, UH, 2021. AND THEN THE SECOND ONE STARTED IN 2023. THOSE RECOMMENDATIONS WERE BROUGHT TO COUNCIL AND VOTED ON AND THEN WENT TO FIVE DIFFERENT, UH, PUBLIC HEARINGS AND WERE REFINED AGAIN. SO THAT LED US TO THE CURRENT PROGRAM, WHICH IS A 10 YEAR PROGRAM WORTH $950 MILLION THAT'LL BE ON THE BALLOT IN NOVEMBER. OKAY. UM, SO JUST GO THROUGH REAL QUICK, AGAIN, THAT'S PROJECTS AND PROGRAMS. THE PROJECTS ARE GOING TO INCLUDE THE TRIANGLE PROJECT, WHICH IS 1 72 78 AND ARGENT ROAD, UH, REBO ROAD IMPROVEMENTS, AND THEN ALSO SC 46 IMPROVEMENTS YOU HAVE TO DO. THE SYSTEM'S NOT WORKING, SO TELL HER OKAY, NEXT, IF YOU CAN JUMP TWO SLIDES. OKAY. OH, SORRY, . NOPE, KEEP GOING. IT SHOULD BE A SLIDE THAT SAYS PROJECTS RIGHT THERE. SO LAST ONE. AND THEN THE COMPLETION OF THE 2018 SALES TAX PROGRAMS. AND THEN WE HAVE A BUCKET IN THERE FOR MUNICIPALITIES. 30 MILLION TO HILL AND HEAD, 30 MILLION FOR BLUFFTON, 10 FOR PORT ROYAL, 10 MILLION FOR CITY OF BUFORT, AND THEN ANOTHER 10 FOR NORTHERN BEAUFORT COUNTY. AND THAT LEADS US TO WHAT WE WANNA TALK ABOUT TODAY, WHICH IS THE PROGRAMS. SO THESE ARE GONNA BE BUCKETS WHERE IT'S SET ASIDE. GENERAL FUNDING FOR GREEN BELTS IS 50 MILLION, MASS TRANSIT IS 80, SAFETY AND TRAFFIC FLOW IS 100 MILLION. DIRT ROAD PAVS, 80 MILLION RESURFACING IS 50 MILLION. ANOTHER 20 MILLION FOR PATHWAYS. AND THEN 55 MILLION FOR RESILIENCY EMERGENCY EVACUATION ROUTES. SO GREEN BELTS IS THE FIRST BUCKET HERE. AND THIS IS INITIATIVES TO REDUCE CONGESTION, PROMOTE RECREATION AND PRESERVE LANDSCAPE. SO, AND THIS IS GOING INCLUDE THE SET ASIDE OR PURCHASE OF REAL PROPERTY FOR CONSERVATION, PROTECTING NATURAL RESOURCES, LAND SWAPS TO BUY DOWN DENSITY, UM, CREATING ACTIVE AND PASSIVE GREEN SPACE. AND THEN, UM, SO THIS WILL BE SIMILAR TO OUR GREEN SPACE PROGRAM THAT'S GOING ON NOW. UM, AND SO THAT'S PRIORITIES COULD BE BASED ON, YOU KNOW, FUNDING, AVAILABILITY AND MATCHES, STAKEHOLDER SUPPORT AND PLANNING DOCUMENTS THAT ARE OUT THERE. THE NEXT BUCKET IS MASS TRANSIT. SO THIS IS GONNA BE, UH, FOR THE MOVEMENT OF CITIZENS AROUND THE COUNTY THROUGH PUBLIC TRANSPORTATION, WHICH COULD INCLUDE, UH, BUSES, WHICH IS PALMETTO BREEZE AIRPORT OR FERRY SERVICE. UM, SO A PORTION OF THIS IS GONNA GO TO OPERATIONAL EXPENSES FOR PALMETTO BREEZE AND UM, OTHERS. AND THEN THE REST COULD BE INCLUDED FOR CAPITAL IMPROVEMENTS, UH, EXPANSION, ADDITIONAL ROUTES OR TERMINALS, UM, FERRY, EMBARKATION AND, UH, SOME PRIORITIZATION METHODS FOR THIS COULD BE THINGS THAT ARE ON APPROVED CIP LIST, UH, THINGS THAT PROVIDE ADDITIONAL, UH, CAPACITY TO WORKFORCE TO GET PEOPLE BACK AND FORTH. NEXT BUCKET IS SAFETY AND TRAFFIC FLOW. AND THIS IS AN IMPORTANT ONE. SO THIS IS GOING TO AIM TO DECREASE CONGESTION, IMPROVE THE SAFETY OF THE TRAVELING PUBLIC. SO THIS COULD INCLUDE THINGS LIKE IMPROVEMENTS, INTERSECTIONS, TRAFFIC SIGNALS, RETIMING, THE ADDITION OF ADDITIONAL TURN PHASES, UM, TURN LANE OR OTHER INTERSECTION IMPROVEMENTS, CORRIDOR IMPROVEMENTS. OR IT COULD BE SOMETHING AS SIMPLE AS RES STRIPING, A ROAD TO MAKE, YOU KNOW, A LITTLE BIT SAFER FOR PEDESTRIANS OR OUR MOTORISTS. UM, SO SOME OF THE PRIORITIES [00:20:01] THAT COULD GO TO THIS ARE PROJECTS THAT ARE ON CURRENT PLANS. UM, ONES THAT HAVE GRANTS OR ADDITIONAL FUNDING SOURCES AVAILABLE. AND SO SOME PLAN PROJECTS THAT WE HAVE ARE, UH, INTERSECTION IMPROVEMENTS INCLUDING TURN LANE AT US 21 AND LAUREL BAY, UM, BUCK WALTER PARKWAY AND PARKSIDE DRIVE, UH, SIGNAL IMPROVEMENTS, UM, INTERSECTION LAYS ON DRIVE AND REVO ROAD, THAT'S A BIG ONE. UM, IS WE HAVE AN INTERMEDIATE PROGRAM PLANNED FOR THAT TO INCLUDE A FREE FLOW SLIP LANE. UM, AND THEN SOME TRAFFIC IMPROVEMENTS ON SC 46. SO THAT'S KIND OF WHERE THOSE ARE LOOKING AT SOME SHORT TERM PROJECTS. UM, DIRT ROADS. SO THIS IS HERE TO ACCELERATE THE COUNTY'S GOAL OF IMPROVING ALL COUNTY. UH, AND MUNICIPALLY OWNED DIRT, MAINTAIN DIRT ROADS. UM, THIS FUNDING COULD BE USED FOR RIGHT OF WAY ACQUISITION, DESIGN AND PERMITTING AND CONSTRUCTION. UM, SO THE BIG THINGS HERE IS WE CURRENTLY HAVE A FIVE YEAR PLAN FOR DIRT ROAD PAVING. WE'RE FINISHING UP THE FIFTH YEAR, OR WE'RE STARTING THE FIFTH YEAR OF OUR CURRENT PROGRAM. AND WE HAVE ANOTHER FIVE YEAR PROGRAM ALREADY ESTABLISHED. UM, AND WITH THAT WE ONLY PROGRAMMED OUT FIVE YEARS, BUT THEY HAVE RANKED ALL THE ROADS IN THE COUNTY, UM, THAT ARE DIRT ROADS, COUNTY, COUNTY MAINTAINED. SO WE CAN GO THROUGH, IF WE GET THROUGH THAT FIVE YEARS, WE CAN EITHER DO ANOTHER EVALUATION OR WE CAN GO THROUGH THAT LIST THAT'S ALREADY THERE AND UM, JUST KEEP GOING DOWN THE LIST OR REEVALUATE YEARLY BASED ON UM, RIGHT OF WAY ACQUISITIONS AND THINGS LIKE THAT. SAME THING WITH RESURFACING AND PRESERVATION. THIS IS GOING TO BE GOING AND PUTTING NEW ASPHALT OR OTHER SURFACE TREATMENTS ON EXISTING ROADS, UM, WITH THE GOAL OF INCREASING THE COUNTYWIDE NETWORKS, STATE, COUNTY MUNICIPAL ROADS TO A HIGHER LEVEL. SO AGAIN, WITH THIS ONE, WE HAVE A CURRENT FIVE YEAR PLAN THAT WE'RE WORKING ON WITH PLANS TO DO ANOTHER EVALUATION NEXT YEAR. AND, AND AGAIN, WITH THE DIRT ROADS, WE'RE WORKING WITH DOT ON THIS ONE, BUT WE HAVE, UH, WHEN THEY DO THESE EVALUATIONS, THEY GO THROUGH AND THEY RANK AND EVALUATE EVERY ROAD IN THE COUNTY. UM, GENERALLY COUNTY MAINTAIN ROADS, BUT WE CAN ALSO DO THIS ON STATE ROADS AND MUNICIPAL ROADS AND COME UP. SO WE'LL HAVE A FIVE YEAR PLAN OUT OF IT, BUT WE'LL ALSO HAVE THE RANKINGS FOR THE REST OF THE ROADS THAT WE COULD LOOK AT. UM, NEXT IS PATHWAYS. AND THIS IS, UM, ADDITIONAL TO THE PATHWAYS IN THE 2018 SALES TAX, BUT THIS IS THE DISH STUDY DESIGN CONSTRUCTION OF NEW SIDEWALKS, MULTI-USE PATHWAYS, OTHER PEDESTRIAN ACCOMMODATIONS. UM, THESE WILL BE PRIORITIZED, UH, BASED ON CURRENT PLANS THAT HAVE BEEN ADOPTED. AND THEN ALSO SAFE ACCESS TO SCHOOLS AND PARKS AND IMPROVING CONNECTIVITY FOR PEDESTRIANS. UH, LAST ONE IS GONNA BE RESILIENCY, EMERGENCY EVACUATION. AND THIS IS BASICALLY GOING TO BE LOOKING AT, WE KNOW THERE'S AREAS THAT FLOOD, THERE'S CAUSEWAYS, THERE'S DIRT ROADS, AND THIS IS GONNA BE LOOKING AT THAT AND TRYING TO IMPROVE THESE SITUATIONS SO WE CAN BEST GET CITIZENS IN AND OUT OF THE COUNTY, UH, IN THE EVENT OF A STORM OR ANOTHER NATURAL DISASTER. UM, SOME OF THESE THINGS WE'D LOOK TO DO IS MAKE A FLOODING, FLOODING, UH, IMPROVING CAUSEWAYS, UM, STRENGTHENING CAUSEWAYS TO PREVENT EROSION MOVING FORWARD. UM, AND HARDENING OF EVACUATION ROUTES. UM, FOR THIS ONE THINGS WE COULD LOOK AT TO PRIORITIZE IS ONES WHERE WE KNOW OUR FLOODING. WE'RE DOING A VULNERABILITY ASSESSMENT OF OUR ROADWAYS NOW, SO THAT COULD COME INTO IT. AND THEN POINTS WHERE, YOU KNOW, HAVE ONE WAY IN AND OUT, UM, SUCH AS A CAUSEWAY OR A ROADWAY THAT JUST GOES IN NO OTHER WAY OUT IF THAT FLOODS, THOSE PEOPLE ARE TRAPPED. SO THAT COULD BE A PRIORITY THERE. AND THEN THE BIG THING IS, YOU KNOW, IF IT'S APPROVED, THERE'S GONNA BE ASSISTANCE LED OVERSIGHT COMMITTEE THAT WILL, THESE PROJECTS WILL GO THROUGH, THEY'LL GET THE, OVERSEE THE BUDGET, THE COST AND THINGS LIKE THAT, THE TIME THE SCHEDULE. SO WHEN THESE COME UP, THE ASSISTANCE LED OVERSIGHT COMMITTEE WILL HAVE A, A CHANCE TO WEIGH IN ON THE PRIORITIES AND HOW THESE PROJECTS ARE SELECTED AND RANKED AND HAVE THE, YOU KNOW, SAY ON WHAT MOVES FORWARD. SO WITH THAT, I WILL TAKE ANY QUESTIONS. ANY QUESTIONS TO START IT OFF? NO, BUT I DO HAVE A MOTION I'D LIKE TO MAKE. OH YEAH. CAN I ASK MY QUESTION FOR YEAH, ABSOLUTELY. YOU CAN ASK A QUESTION. GO AHEAD. THANK YOU. UM, I LIKE YOUR LAST SLIDE. YOU SAID IF APPROVED. YES, SIR. SO MY QUESTION IS THE REVERSE MM-HMM. IF IT'S NOT APPROVED. MM-HMM. . IS THERE A PLAN? B, C, D? YEAH, UH, FOR US, I MEAN RIGHT NOW THERE'S KIND OF THREE ALTERNATIVES THAT WE SEE. ONE IS TO DO NOTHING. UM, AND THAT'S, THAT'S NOT AN OPTION THOUGH, BUT GO AHEAD, OPTION TWO IS, UH, PROPERTY TAXES. UM, AND THEN OPTION THREE IS SALES TAXES CAN BE PUT ON GENERAL ELECTION YEARS. SO COMING BACK, UH, DOWN THE ROAD AND GOING FOR ANOTHER SALES TAX. THOSE ARE KIND OF THE OPTIONS, UM, IF IT DOESN'T PASS. SO, [00:25:02] MR. CHAIRMAN? YES MA'AM. YOU MENTIONED 46 CIRCLE WILL IMPROVE THAT CIRCLE. CIRCLE. YES MA'AM. DO YOU KNOW HOW IS IT GONNA BE LIKE THE C LINE CIRCLE? UH, I MEAN SHORT TERM RIGHT NOW WE HAVE COMING FROM JASPER COUNTY ACCUSED UP THERE, SO WE HAVE SOME IMPROVEMENTS THERE, KIND OF REDOING THE MEDIAN AND LOOKING AT STRIPING THERE. BUT WE'RE DOING, THERE'S A LONG TERM STUDY WE'RE DOING ONE AND LATS IS DOING ONE THAT WILL DETERMINE WHAT THOSE LONG TERM EFFECTS WILL. OH, LA IS DOING ONE AS WELL? YES MA'AM. OKAY. SO THAT'LL DETERMINE WHAT THE LONG TERM, BESIDES THE WAY THAT CIRCLE AT ALL GOES. I GO ALL THE WAY AROUND. YES MA'AM. BUT YEAH, LONG TERM, I DON'T KNOW IF WE EXACTLY KNOW WHAT THAT WOULD LOOK LIKE, BUT IT'S BEING STUDIED NOW. SO, BUT THE SEA PINE CIRCLES, I WAS JUST ON THAT ON SATURDAY AND IT'S NICE HOW YOU GET IN ONE LANE, YOU'RE GONNA GO EXACTLY WHERE YOU NEED TO GO. YES MA'AM. RIGHT. IT LIKE THAT. SO THERE'S A COUPLE DIFFERENT ALTERNATIVES THAT HAVE BEEN LOOKED AT. I THINK RIGHT NOW THEY'RE GOING THROUGH A PROCESS OF TAKING COUNTY STUDY AND LAT STUDY AND KIND OF MAKING 'EM, UH, WORK TOGETHER. BUT, SO THAT'S WHERE THAT IS. DON'T KNOW WHAT THOSE LONG TERM IMPROVEMENTS WILL LOOK LIKE JUST YET, BUT THANK YOU. YES SIR. UM, BEFORE TAB GOES, I WOULD JUST LIKE TO SAY, YOU KNOW, A LOT WENT INTO GETTING THIS TO MAKE SURE THAT IT BENEFITS ALL OF BEAUFORT COUNTY. UM, YOU SEE NONSTOP PEOPLE TALK ABOUT ANYTHING FROM LIGHTS, TRAFFIC LIGHTS, SMART SIGNALIZATION, STORM WATER. UM, AND THEN ALSO ONE OF THE BIG THINGS TOO, I WANT PEOPLE TO REALIZE, AND CORRECT ME IF I'M WRONG, BUT WHEN WE TALK ABOUT MASS TRANSIT, THAT CAN BE USED FOR THE FERRY SERVICE OR EMBARKATION. SO IF WE HAVE TO BUILD, BUILD SOMEWHERE, WHETHER IT'S PINNEY OR SOMEWHERE ELSE, WHATEVER THAT MIGHT BE, THIS IS AN OPPORTUNITY TO GET US THAT FUNDING SO WE'RE NOT WAITING FOR FUNDING FOR YEARS AND PUSHING SOMETHING EVEN FARTHER DOWN THE ROAD. UM, IN MY AREA, WOODBRIDGE HAS BEEN ASKING FOR A LIGHT FOREVER. THIS IS SOMETHING THAT GETS FUNDING FOR THAT. UM, STORMWATER OBVIOUSLY HITS ALL ACROSS BEAUFORD COUNTY AND THIS GIVES US THE ABILITY TO HAVE ACCESS TO THAT WITHOUT HAVING TO WAIT ON THE FEDERAL GOVERNMENT. BUT MAYBE THAT'S SOMETHING THAT WE CAN GET IN GRANTS TO GET THAT MONEY BACK AND REUSE IT AGAIN. AND THIS IS WHAT GIVES US THE OPPORTUNITY TO DO THAT. UM, WITH THAT SAID, I'LL LEAVE IT UP TO TAB, BUT I WILL LET EVERYBODY KNOW TOO I BEAUFORT COUNTY PENNY.COM. UM, THAT'S WHERE YOU CAN GO TO FIND MORE INFORMATION IF YOU HAVEN'T SEEN THE PAMPHLET. IT GIVES ALL THE BREAKDOWNS, UH, MAKES EVERYTHING CLEAR OF WHERE, WHAT THE QUESTIONS ARE. UM, JUST SO YOU'RE EDUCATED 'CAUSE THAT'S HALF THE BATTLE RIGHT THERE. SO THANK YOU MR. CHAIR. BEFORE I MAKE MY MOTION, I DO WANNA POINT OUT IT'S IN THE BROCHURE SO THAT EVERYONE KNOWS THERE ARE TWO PARTS TO THE QUESTION. THERE'S QUESTION ONE, QUESTION TWO. YES. AND THE SECOND QUESTION IS APPROVAL TO BOND $515 MILLION OF THE FUNDS FROM QUESTION ONE TO POTENTIALLY BUILD SOME PROJECT SOONER. SOME RESIDENTS HAVE SAID THEY WEREN'T AWARE OF THAT. IT'S IN OUR PACKET EVERY MONTH. I MEAN EVERY MEETING, BUT NOT EVERYBODY GOES THROUGH THE 500 PAGES OF THE PACKET. SO I JUST WANNA POINT IT OUT. IT ISN'T HERE. SO I'D LIKE TO MAKE A MOTION. I MOVE THAT WE RECOMMEND TO FULL COUNSEL, THAT THE COUNCIL AUTHORIZE OUR CHAIRMAN TO CREATE A SUBCOMMITTEE FOR THE PURPOSE OF REVIEWING APPLICATIONS AND MAKING RECOMMENDATIONS TO COUNCIL FOR THE APPOINTMENT OF THREE COUNTY MEMBERS FOR THE CITIZEN OVERSIGHT COMMITTEE THAT WILL PROVIDE THE OVERSIGHT OF PROJECTS. UM, AND THAT THEY WOULD BE SEATED IF THE REFERENDUM IS APPROVED BY THE VOTERS. THAT, AND ALSO THAT COUNCIL WILL ASK STAFF TO CREATE A WEB PORTAL AND AN APPLICATION FOR RESIDENTS TO EASILY APPLY TO SERVE ON THIS OVERSIGHT COMMITTEE. AND ADDITIONALLY, I WOULD REALLY RECOMMEND THAT ALL OF US ON COUNCIL ENCOURAGE INTERESTING CONSTITUENTS IN OUR DISTRICTS TO APPLY TO SERVE ON THIS COMMITTEE BECAUSE THE CITIZEN OVERSIGHT IS EXTREMELY IMPORTANT. IT'S BEEN VERY SUCCESSFUL FOR THE SCHOOLS. SO THAT'S MY MOTION. ALL RIGHT. WE HAVE A MOTION. DO WE HAVE A SECOND? I'D LIKE TO SECOND THE MOTION. MR. CHAIRMAN QUESTIONS. HOWARD HAS THE SECOND ABSOLUTELY. QUESTIONS. HOW MANY, HOW MANY, UM, HOW MANY MEMBERS ARE GONNA SERVE ON THIS OVERSIGHT? IT'S SEVEN. THERE'S SEVEN TOTAL. THREE ARE THREE ARE APPOINTED BY US AND THE OTHER FOUR ARE MUNICIPALITIES. OKAY. AND I WOULD LIKE TO SAY ALSO TO IT IS NO ELECTED OFFICIALS ALLOWED. WE MAKE SURE THAT WE PUT THAT IN THERE SO IT IS DONE BY THE CITIZENS AND NOT BY PEOPLE THAT ARE ALREADY HOLDING AN OFFICE. RIGHT. UM, THIS IS BEING STRUCTURED THE SAME WAY THAT WE, UM, STRUCTURED THE RECRUITING PROCESS OR INTERVIEW PROCESS THAT WE DID FOR GREEN SPACE COMMITTEE, WHICH SO FAR HAS BEEN VERY SUCCESSFUL. WE'RE ALREADY ON OUR FOURTH PROJECT AND WE'RE A YEAR INTO THAT. UM, AND I HEAR WE HAVE TWO MORE THAT ARE COMING IN THE NEXT COUPLE MONTHS. SO, SO FAR THE COMMITTEES THAT WE'VE SET UP HAVE BEEN SUCCESSFUL. THAT'S A BIG DIFFERENCE. PEOPLE ASK OF FROM THE OTHER REFERENDUM TO NOW. AND YOU KNOW, THAT'S, THAT'S THE DIFFERENCE BETWEEN THIS COUNCIL MAKING CHANGES SO WE CAN ACTUALLY GET SOME OF THESE PROJECTS ROLLING THE WAY THEY'RE SUPPOSED TO. ANY OTHER QUESTIONS, COMMENTS ON THAT BEFORE WE TAKE A VOTE? CAN THIS BE DONE WITHOUT OBJECTION? MM-HMM. THIS WILL MOVE FORWARD TO COUNTY COUNCIL AND I SEE NO OBJECTION. ALRIGHT. THANK YOU TAB. THANK YOU. ALRIGHT, WE'LL MOVE ON FROM NUMBER EIGHT AND GO [00:30:01] INTO NUMBER NINE, [9. RECOMMEND APPROVAL TO COUNCIL OF AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR THE ACCEPTANCE OF A DRAINAGE EASEMENT LOCATED AT 1 FLAMINGO COVE ON PARCEL R200 005 00A 0040 0000 - Jared Fralix, Assistant County Administrator - Infrastructure] RECOMMEND APPROVAL OF COUNSEL OF AN ORDINANCE AUTHORIZING THE COUNTY ADMINISTRATOR TO EXECUTE ALL NECESSARY DOCUMENTS FOR THE ACCEPTANCE OF A DRAINAGE EASEMENT LOCATED AT ONE FLAMINGO COVE ON PARCEL R 200 0 0 5 0 0 A 0 0 4 0 0 0 0 0. UM, JARED IS NOT HERE TODAY. I BELIEVE. BRIAN, WE'RE GONNA BE . OH, YOU'RE MY BAD. MY APOLOGIES. THERE'S A COUPLE OF THESE THAT ARE GONNA BE POPPED UP. UM, AND YOU KNOW, A LOT OF PEOPLE ASK QUESTIONS. WHY DO SOME OF THESE PROJECTS TAKE SO LONG? 'CAUSE YOU HAVE TO HAVE THE EASEMENTS FOR EVERY SINGLE PARCEL. IT'S THE RIGHT WAY TO DO GOVERNMENT AND SOMETIMES THAT TAKES TIME TO DO FLOOR IS YOURS. YEAH. SO, UH, NUMBER NINE. UH, FIRST ONE THERE, THAT'S JUST A VERY SMALL SECTION OF INFRASTRUCTURE THAT ALREADY EXISTED THAT A COUNTY OWNED AND WE JUST DID NOT HAVE A, THAT LITTLE SHORT EASEMENT THERE. WE JUST, IN ALL OF THAT COUNTY DRAINAGE THAT CONVEYS DOWN FLAMINGO COVE, WHICH IS THE CAN ROAD GOES OUT THROUGH THAT OUTFALL THERE. SO WE JUST NEEDED THAT LITTLE SHORT PIECE OF, TO BE ABLE TO MAINTAIN IT. AND, AND ACTUALLY THAT'S A, A PIPE THAT GOES THROUGH THERE. SO THERE'S REALLY NOT EVEN ABOVE GROUND, IT'S JUST ALL PIPE MAINTENANCE. SO WE CAN DO FROM, YOU KNOW, FROM EACH BOX. SO IT'S ALL INTERNAL MAINTENANCE. PERFECT. WE HAVE A MOTION. SO MOVED. SECOND. I'LL SECOND IT TAB WITH THE SECOND. ANY OBJECTION? I HAVE NO OBJECTION. YES, SIR. UM, I GUESS IT'S, WE HAVE DONE EASEMENTS IN THE PAST AND UM, I'VE NOT KNOWN IT TO COME BEFORE US AS AN ORDINANCE. WHY THE CHANGE IN DIRECTION AT THIS TIME IS, IS SOMETHING WRONG WITH WHAT IT, HOW IT'S BEEN DONE IN THE PAST? I'M NOT SURE OTHER THAN I THINK LEGAL. YEAH. YEAH. I WANT YOU TO ANSWER THAT. YES SIR. IT'S A LEGAL ANSWER. NOT WRONG. IT'S A LEGAL REQUIREMENT PURSUANT TO THE, UH, SOUTH CAROLINA STATE STATUTE. ANYTIME YOU CONVEY PROPERTY RIGHTS OR RECEIVE PROPERTY RIGHTS, IT HAS TO BE DONE BY ORDINANCE. AND IF IT WAS NOT DONE THAT WAY IN THE PAST, IT'S BEEN CORRECTED TO WHERE THAT IS THE WAY THAT WE, UH, CONVEY PROPERTY. SO YOU'RE TELL ME THAT ALL STORM WATER EASEMENT, EVEN FOR DRAINAGE DITCHES THAT'S IN THE COUNTY RIGHT NOW HAS TO COME THROUGH HERE FOR APPROVAL IF WE ARE ACQUIRING PROPERTY RIGHTS VIA, UH, INTO THE COUNTY. AND AN EASEMENT IS A PROPERTY, RIGHT? IT HAS TO BE DONE BY ORDINANCE, THAT'S BY SOUTH CAROLINA STATUTE. SO ALL THE EASEMENTS THAT WE CURRENTLY HAVE RECORDED, UH, HAS TO BE REDONE OR RE NO, I'M NOT SAYING THAT AT ALL. BUT, UH, WE ARE CORRECTING AND CHANGING TO WHERE WHEN WE RECEIVE THEM NOW WE ARE GOING TO SELL OR PURCHASE OR ACQUIRE LAND RIGHTS BY ORDINANCE IS WHAT WE'RE DOING. UH, IN THE PAST, IF THEY WERE CONVEYED BY A RESOLUTION AND NOBODY OBJECTED WITHIN THOSE 60 DAYS, I THINK WE'RE OKAY. UH, WE'LL ADDRESS THOSE AS COMPLAINTS COME UP IF THEY EVER COME UP. YEAH. SEE ONE, ONE OF THE PROBLEMS I DO HAVE AND UH, I I SEE IN YOUR, UM, LANGUAGE, UM, YOU'RE DEALING WITH PROPERTY OWNERS THAT YOU CAN PUT YOUR HAND ON. IN MY CASE, AND I WOULD THINK IN GERALD'S CASE TOO, MR. DAWSON'S CASE, UM, THERE ARE A LOT OF EASEMENTS THAT'S REQUIRED, UM, BEFORE THE COUNTY WOULD GO ON FOR STORM WATER THAT ARE IN HEIRS PROPERTY THAT PROBABLY GO BACK YEARS AND YEARS. AND I'M JUST WONDERING HOW DO YOU PLAN TO ADDRESS HEIRS PROPERTY AS IT RELATES TO STORMWATER EASEMENT? JUST FOR DRAINAGE DITCHES, THAT'S ALL I'M LOOKING FOR. DRAINAGE DITCHES, REGARDLESS OF THE PURPOSE, IF WE'RE ACQUIRING A PROPERTY RIGHT, WE HAVE TO ACCEPT THAT BY ORDINANCE, UH, IS WHAT WE HAVE TO DO. AND IF IT'S HES PROPERTY, SOMEONE FROM THE, UH, HEIRS PROPERTY WILL HAVE THE AUTHORITY TO CONVEY THAT EASEMENT. THEY'LL GET THAT AUTHORITY, HOWEVER THEY COME TOGETHER TO DO THAT, WE'LL HAVE TO LOOK AT IT ON A CASE BY CASE BASIS TO ACQUIRE THAT. RIGHT. AND THEN YOU WOULD HAVE, WE HAVE, WE, WE WOULD HAVE TO GO THROUGH ORDINANCE TO GET IT APPROVED, WHETHER IT'S BY ORDINANCE RESOLUTION, YOU'VE GOT THE SAME PROBLEM. YOU HAVE TO HAVE THE PROPER PEOPLE IDENTIFIED WHO HAVE THE AUTHORITY TO CONVEY THAT PROPERTY. I DON'T CARE IF IT'S, UH, BY A RESOLUTION OR AN ORDINANCE. YOU HAVE THAT SAME ISSUE. NO, THE IN THE PAST, UM, THE, YOU'VE BASICALLY THE LEGAL DEPARTMENT JUST RECORDED THAT IN THE DEED BOOK. NOW YOU BRINGING IT BEFORE COUNSEL AS AN ORDINANCE, THAT'S ALL, WHICH WILL REQUIRE THREE READINGS, ET CETERA, ET CETERA AND STUFF. YEAH, I CAN'T SPEAK FOR THE PAST. I CAN JUST TELL YOU THAT WHEN I GOT HERE, I SAW THE PROBLEM, UH, SOUGHT AN ATTORNEY GENERAL OPINION TO CONVEY TO, UH, CONFIRM MY CONCERNS. AND THE ATTORNEY GENERAL CONFIRMED AND AGREED WITH ME THAT, UH, TO ACQUIRE OR SELL PROPERTY, JUST MAKING IT HARDER FOR ME. THAT'S ALL. I'M JUST MAKING SURE WE'RE [00:35:01] COMPLYING WITH THE LAW, SIR. YEAH, THAT'S ALL I WANNA DO. OKAY. , I APPRECIATE IT. YES SIR. ANY OTHER QUESTIONS? CAN THIS BE DONE WITH NO OBJECTION MR. CHAIRMAN? I'M GONNA OBJECT TO IT. YES, SIR. UH, JUST ON PRINCIPLE, NOT NECESSARILY BECAUSE OF WHAT IS BEING DONE BECAUSE OF THE METHODOLOGY AT THIS TIME AND I'M NOT TOO COMFORTABLE WITH IT, SO I'M GONNA OBJECT TO, OKAY. OKAY. IT'S ONE OBJECTION AND THAT WILL PASS. IS THAT NINE TO UH, NINE TO ONE. ALRIGHT, WE'LL MOVE ON. THAT IS APPROVED MOVE. MOVING ON TO NUMBER [10. RECOMMEND APPROVAL TO COUNCIL OF AN ORDINANCE AUTHORIZING THE ACCEPTANCE OF A DRAINAGE EASEMENT LOCATED AT 10 QUAIL RIDGE CIRCLE SOUTH ON PARCEL R100 030 000 0268 0000 - Jared Fralix, Assistant County Administrator - Infrastructure] 10. RECOMMEND APPROVAL OF, TO COUNSEL OF AN ORDINANCE AUTHORIZING THE ACCEPTANCE OF A DRAINAGE EASEMENT LOCATED AT 10 QUAIL RIDGE. CIRCLE SOUTH ON PARCEL R 100 0 3 0 0 0 0 2 6 8 0 0 0 0. WE'RE GONNA HAVE A LOT OF THESE SO LET'S DO IT. . YEAH. SO NO, UH, SAME INSTANCE HERE. WE HAVE, UH, COUNTY ROAD THERE THAT CONVEYS, UH, COUNTY DRAINAGE AND IT GOES BETWEEN TWO PARCELS AND, UH, THAT PARCEL, THOSE BETWEEN THOSE TWO PARCELS NEVER BEEN, IT'S NOT BEEN MAINTAINED FOR SINCE THE PROJECT WAS DONE, PROBABLY 20 PLUS YEARS. OKAY. SO WHAT'S HAPPENED, EVERYTHING IS SILTED IN OVER THE YEARS FROM WHEN THE PROJECT WAS ORIGINALLY BUILT. UM, AND THERE WAS NEVER AN EASEMENT THERE. SO, AND OBVIOUSLY FOR US TO GO IN AND DO WORK ON THAT PROPERTY, WE HAD TO REQUIRE AN EASEMENT TO BE ABLE TO CONVEY THE COUNTY DRAINAGE WATER OUT OFF THE ROAD AND THEN BACK IT ACTUALLY ENDS UP ON DOT'S EASEMENT THE RIGHT OF WAY THERE. SO SAME INSTANCE, IF THAT, UH, PROPERTY, BOTH OF THOSE PROPERTIES ACTUALLY FLOOD DURING A VERY HEAVY RAIN EVENT. BOTH PROPERTIES ACTUALLY FLOOD AND IT KIND OF GETS CLOSE TO, TO BOTH HOUSES ON A VERY HEAVY RAIN EVENT BECAUSE THE WATER JUST CAN'T CONVEY FAST ENOUGH OUT OF IT. YEP, FAST ENOUGH. OKAY, SO DO WE HAVE A MOTION? I, I'LL MAKE A MOTION. MS. HOWARD MAKES IT IN A SECOND. I'LL SECOND. ALRIGHT, DO WE HAVE ANY DISCUSSION? ANY, ACTUALLY IF I MAY INTERJECT FOR, CAN I, GOING BACK TO THIS POINT? THAT'S FINE. MR. GLOVER'S POINT IS, SO WHEN THEY, WHEN THESE GOT RECORDED, EVEN THOUGH WE'RE DOING AN ORDINANCE NOW, WHEN THEY'RE, THE PREVIOUS EASEMENTS WERE RECORDED, THEY'RE DEEMED VALID, RIGHT? IS THAT WHERE WE'RE YES SIR. THEY'RE RECORDED. I WOULD SAY THAT THEY'RE BEING VALID. OKAY. AND I HAVE HEARD OF INDIVIDUALS HAVING, UM, BASICALLY A HANDSHAKE AGREEMENT WITH THE COUNTY A LONG TIME AGO. IS, IS ANY OF THAT STILL OUT THERE? DO YOU KNOW? NO, I I'VE, ONE OF THE LAST MEETINGS WE WENT TO, PEOPLE WERE TALKING ABOUT IT, SO OH YEAH, THAT'S HOW IT WAS DONE BACK IN THE DAYS. YEAH, BACK IN THE DAYS. OKAY. BUT WE'RE NOT DOING THAT ANYMORE , BUT IT MAKES IT VERY DIFFICULT FOR HEIRS PROPERTY AND THAT'S ALL MY POINT IS RIGHT NOW IS THAT IT MAKES IT VERY DIFFICULT FOR HEIRS PROPERTY, PARTICULARLY WHEN THE HEIRS GO BACK, MAY GO BACK AS FAR AS THE CIVIL WAR AND HOWEVER, AFTER THE CIVIL WAR, HOWEVER, WE CAN HELP 'EM OUT. WE'RE WILLING TO HELP THEM OUT, BUT WE JUST WANT TO COMPLY WITH THE LAW TO MAKE SURE WE'RE DOING THINGS AS THE STATUTE REQUIRES, IS ALL WE'RE TRYING TO DO. SIR, I DO WANNA POINT OUT ON THIS PARTICULAR PROPERTY THAT YOU'LL SEE STEPHANIE , UH, HER NAME CONVEYING AN EASEMENT, UH, TO THE COUNTY. SHE'S THE OWNER OF THE PROPERTY. SHE'S DOING THAT IN HER INDIVIDUAL PERSONAL CAPACITY. SHE'S A PROVIDED A CONFLICT OF INTEREST FORM. SHE HAS NO PLAY IN THE COUNTY, NOT INVOLVED IN ANYTHING. SHE'S JUST THE PROPERTY OWNER AND THE EASEMENT GOES ACROSS SO THE COUNTY CAN HAVE THE STORM DRAINAGE CROSSED THROUGH THERE. SO I JUST WANNA PUT THAT OUT SO EVERYBODY KNOWS OF THAT. BUT SHE'S HAD NO INVOLVEMENT OTHER THAN CONVEYING THAT EASEMENT TO US. SHE'S NOT NO FINANCIAL GAIN, NO FINANCIAL INTEREST OR ANYTHING, IT'S JUST, UH, IT HAPPENS TO BE HER PROPERTY AS THE RESIDENT WITHIN THE COUNTY, NOT IN HER CAPACITY AS AN EMPLOYEE. OKAY. UM, JUST TOUCH ON MR. GLOVER'S POINT. I I, I COULD SEE HOW IT COULD MAKE IT MORE DIFFICULT, BUT I ALSO SEE IT AS A METHOD OF PROTECTION AS WELL THAT STOPS US FROM GOING ON PROPERTY WITHOUT PERMISSION. NO, I AGREE WITH THAT. SO THAT'S, AND WHETHER IT'S STORM WATER OR ELECTRICAL LINES OR WHATEVER IT MIGHT BE, STILL HAVE TO HAVE APPROVAL TO DO IT OR EXTENDING A ROAD OR WIDENING A ROAD OR A RIDE AWAY FOR TURNING OR A SIDEWALK. I MEAN, SO I UNDERSTAND IT DEFINITELY CAN MAKE IT MORE DIFFICULT, BUT IT'S THAT CATCH 22, IT'S ALSO A PROTECTION FOR HOMEOWNERS OR PROPERTY OWNERS FOR WHAT THEY'VE PURCHASED, YOU KNOW, OR INHERITED WHATEVER IT MIGHT BE. SO IT, IT IS THAT CATCH 22, I CAN UNDERSTAND THE FRUSTRATION AND, AND THE PROBLEM IS THAT YOU GOT STORM WATER, UM, IN, IN RURAL COMMUNITY AND UM, IT'S BACKED UP AND FOLKS ARE SAYING I'M PAYING STORM WATER FEES AND I CAN'T GET NO RESULTS. MM-HMM. . UM, SO HOW DO WE RESOLVE THAT? EVEN FOR THE SMALL COMMUNITY THAT HAVE PROBLEMS BUT YOU KNOW, IT'S WATER'S BACKING UP, IT CAN'T BE MOVED. AND I'M JUST SAYING I GOT THAT ISSUE. IT'S A PROBLEM FOR ME AND I JUST NEED SOME GOOD SONG ADVICE THAT SOMETIMES MAY NOT BE QUOTE UNQUOTE BY LAW . AND I GOT, I GOT THE SAME ISSUE IN MY, AND I KNOW LADIES ISLAND TOO WITH WATER BACKING UP, SO IT'S [00:40:01] A PROBLEM FOR ME. THAT'S ALL. DO WE HAVE ANY OBJECTION? I'M STILL GONNA VOTE RIGHT NOW UNTIL I FEEL BETTER. SO I, THIS WILL HAVE ONE OBJECTION AND NINE YESES. THIS WILL ALSO BE APPROVED MOVING. UH, LARRY, DO YOU NEED LARRY TO SAY SOMETHING WE'RE MISSING? JOE MARK THAT PUTS US AT NINE. OH YES, YOU'RE RIGHT. I'M SORRY. THANK YOU. EIGHT TO ONE . I WAS LIKE, I KNOW I CAN COUNT. WELL LARRY'S RIGHT THERE ON THE SCREEN. HE'S QUIET TODAY, BUT, YOU KNOW. ALRIGHT, MOVING ON TO NUMBER 11. [11. RECOMMEND APPROVAL TO COUNCIL OF AN ORDINANCE AUTHORIZING THE COUNTY ADMINISTRATOR TO EXECUTE ANY AND ALL DOCUMENTS NECESSARY TO ACCEPT RIGHT OF WAY ON FISH HAUL ROAD - Jared Fralix, Assistant County Administrator - Infrastructure] RECOMMEND APPROVAL OF THE COUNCIL OF AN ORDINANCE AUTHORIZED IN THE COUNTY ADMINISTRATOR TO EXECUTE ANY AND ALL DOCUMENTS NECESSARY TO ACCEPT THE RIGHT OF WAY OF FISH HULL ROAD. UM, DO WE HAVE A MOTION FOR THAT? A MOTION NOW AND A SECOND? I'LL SECOND MS. HOWARD WITH THE SECOND. AND DO WE HAVE THAT PULLED UP ON THE SCREEN AS WELL FOR OKAY. AND THIS WAS ONE, UH, FISH HALL ROAD WAS PAVED BACK IN 2013, WAS 2014 TIMEFRAME. UH, AT THE TIME THEY GOT RIGHT OF AWAY EASEMENTS ON ALL OF IT. THIS IS THE ONLY PARCEL THAT WE DO NOT HAVE, UH, TRUE INSTRUMENTS OF OWNERSHIP ON. SO THEY ARE DONATING A 50 FOOT RIGHT AWAY. SO NO FISCAL IMPACT. OKAY. YOU HAVE ANY QUESTIONS? ANY OBJECTION? CAN I ASK A QUESTION? I'M SORRY. UM, SO IF WE ACCEPT THIS THEN SOMEBODY TELLS THE CTC, THIS IS NOW IN THE ROAD INVENTORY. IT WAS ALREADY IN THE ROAD INVENTORY. IT WAS, IT'S A COUNTY MAINTAINED ROAD. WE'RE JUST DOING THE RIGHT OF WAY. YEAH, IT, WE, THEY GOT EASEMENTS WHEN THEY PAVED IT AND NOT TRUE, UH, DEED. OKAY. SO IT IS DEEDING THE RIGHT OF WAY TO US. OKAY. AND THIS BE DONE WITH NO OBJECTION. YEP. THIS ONE. GO AHEAD. YOU'RE GOOD ON THIS ONE. OH, YOU'RE ON THIS ONE TOO? YEAH, I WANNA BE CONSISTENT AND UM, I WOULD PROBABLY SUPPORT IT, UM, IN THE REGULAR MEETING. DIFFERENT, UM, THIS ONE WILL BE EIGHT TO ONE AS WELL. YEAH. MOVING ON TO NUMBER 12. [12. RECOMMEND APPROVAL TO COUNCIL OF AN ORDINANCE AUTHORIZING THE COUNTY ADMINISTRATOR TO EXECUTE ANY AND ALL NECESSARY DOCUMENTS FOR THE ACCEPTANCE OF RIGHT OF WAY PROPERTIES ON PARCEL R200 011 000 0007 0000 ASSOCIATED WITH SHEPPARD ROAD, CAUSEY WAY AND DOCK BUILDERS DRIVE ON LADY’S ISLAND (Fiscal Impact $10,000 from 1000-30-1301-54400 with a balance of $10,000) - Jared Fralix, Assistant County Administrator - Infrastructure] RECOMMEND APPROVAL TO COUNCIL OF AN ORDINANCE AUTHORIZING THE COUNTY ADMINISTRATOR TO EXECUTE ALL, ANY AND ALL NECESSARY DOCUMENTS FOR THE ACCEPTANCE OF RIGHT OF WAY PROPERTIES ON PARCEL R 200 0 1 1 0 0 0 0 0 0 7 4 ZEROS ASSOCIATED WITH SHEPHERD ROAD CAUSEWAY AND DOCK BUILDERS DRIVE ON LADIES ISLAND. AND THIS IS, I MOVE MR. CHAIRMAN. SO MOVED. YEAH, I WOULD SECOND, I'LL SECOND IT TAB WITH THE SECOND. THANK YOU. YES SIR. AND THIS ONE CAME THROUGH A FEW WEEKS AGO FOR CONDEMNATION. IT WAS APPROVED AFTERWARDS. THE PROPERTY OWNER DECIDED HE WAS WILLING TO SELL FOR THE, UH, APPRAISED VALUE. SO THAT'S, UH, $10,000. OKAY. I REMEMBER THIS ONE. THAT WAS IT LAST MEETING, THE MEETING BEFORE WE HAVE THIS. YEAH, IT'S BEEN IN THE LAST ONE OR TWO. YES SIR. DO WE HAVE ANY OBJECTION? NO, BUT I HAVEN'T DONE REUSE MYSELF FROM THE VOTE. YEP. I THINK YOU DID THAT LAST TIME AS WELL. SO, YES. ALRIGHT, WELL THAT WILL PASS EIGHT WITH ONE RECUSAL. MOVING ON TO NUMBER [13. RECOMMEND APPROVAL TO COUNCIL OF A RESOLUTION TO ACCEPT THE MILITARY ENHANCEMENT PLAN FUND GRANT FROM THE SOUTH CAROLINA DEPARTMENT OF VETERANS AFFAIRS FOR THE AMOUNT OF $1,600,000 FOR THE PORT ROYAL RECLAMATION FACILITY PROJECT. (FISCAL IMPACT: The grant is a 50/50 match: 50% from SCDVA and 50% Local Match. The local match is being provided by BJWSA. There is no funding contribution by Beaufort County) - Jared Fralix, Assistant County Administrator - Infrastructure] 13, RECOMMEND APPROVAL OF COUNSEL OF A RESOLUTION TO ACCEPT THE MILITARY ENHANCEMENT PLAN FUND GRANT FROM THE SOUTH CAROLINA DEPARTMENT OF VETERAN AFFAIRS FOR THE AMOUNT OF 1.6 MILLION FOR THE PORT ROYAL REC RECLAMATION FACILITY PROJECT RECLAMATION FACILITY PROJECT. THIS IS A 50 50 MATCH IT LOOKS LIKE. YES, SIR. BUT BUFORD JASPER WILL PAY THE LOCAL BATCH PORTION SO THERE'S NO IMPACT TO THE COUNTY. OKAY. SO MOVED OF MOTION BY MR. BAR. YOU AND A SECOND. I SECOND. I SECOND. OH, OKAY. NO, GO AHEAD MR. DAWSON. FIRST. ANY OBJECTION. THIS WILL BE APPROVED WITHOUT OBJECTION. MOVING ON TO NUMBER 14, [14. RECOMMEND APPROVAL TO COUNCIL OF A RESOLUTION TO ACCEPT THE MILITARY ENHANCEMENT PLAN FUND GRANT FROM THE SOUTH CAROLINA DEPARTMENT OF VETERANS AFFAIRS FOR THE AMOUNT OF $3,000,000 FOR THE LAUREL BAY TREATMENT PLANT PROJECT (FISCAL IMPACT: The grant is a 30/70 match: 30% from SCDVA and 70% Local Match. The local match is being provided by BJWSA. There is no funding contribution by Beaufort County) - Jared Fralix, Assistant County Administrator - Infrastructure] RECOMMEND APPROVAL OF THE COUNSEL OF A RESOLUTION TO ACCEPT THE MILITARY ENHANCEMENT PLAN FUND GRANT FOR THE SOUTH CAROLINA DEPARTMENT OF VETERAN AFFAIRS FOR THE AMOUNT OF $3 MILLION FOR LAUREL BAY TREATMENT PLAN PROJECT. DO WE HAVE A MOTION? I'LL MAKE THE MOTION MR. CHAIRMAN, SECOND MOTION BY MS. HOWARD, SECOND BY MR. DAWSON. DO WE HAVE ANY DISCUSSION? JUST, JUST ONE QUICK QUESTION. UM, WHERE IS THE PORT ROYAL TREATMENT PLANT AT THIS, UM, EFFLUENT WILL BE PUMPED TO HANK. DO YOU KNOW EXACTLY WHERE IT IS? NO, IT'S, I THINK, I KNOW IT SERVES ALL THREE BASES. ARE YOU TALKING ABOUT ROYAL BAY OR THE REC? IS THAT THE ONE, DOES IT SAY THAT IT'S GONNA BE PUMPING TO THAT STATION? YEAH, THIS IS THE ONE THAT LAUREL BAY PUMPS TO. RIGHT. SO THE YEAH, THEY'RE, WHAT WHAT THEY'RE DOING IS THERE'S, THE OLD LAUREL BAY HAD THEIR OWN TREATMENT PLAN THAT IS COMPLETELY DILAPIDATED AND OUTDATED. AND SO WHAT THEY'RE DOING IS CONVERTING THAT INTO A PUMP STATION TO PUT IT INTO THE REGULAR SYSTEM, WHICH WILL GO TO THE PORT ROYALS, UH, TREATMENT PLANT. TO MY UNDERSTANDING, HOWEVER, I DON'T KNOW THE SPECIFIC LOCATION. I KNOW THAT WHENEVER THEY CONSOLIDATED EVERYTHING, I'M SURE MS. HOWARD CAN, IT'S WASTEWATER AWAY NEXT TO DSN, IT'S BEHIND D-S-D-S-M. THAT'S RIGHT THERE. IT'S, THAT'S JUST ONE OF THOSE THAT WHENEVER THEY CONSOLIDATED THE SYSTEM, THEY STILL REFER TO IT AS THE PORT ROYAL. I GOT YOU. OKAY. SO WE TRY, DO WE HAVE ANY OBJECTION? I SEE THIS ALSO HAS NO FISCAL IMPACT ON THE COUNTY. [00:45:01] UM, ANY OBJECTION ON THIS? THIS WILL ALSO BE APPROVED WITH NO OBJECTION. MOVING ON TO 15. [15. RECOMMEND APPROVAL TO COUNCIL OF A RESOLUTION TO ENTER INTO A LOCAL PUBLIC AGENCY (LPA) AGREEMENT BETWEEN THE SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION AND BEAUFORT COUNTY FOR THE ITS MASTER PLAN FOR VARIOUS CORRIDORS IN BEAUFORT AND JASPER COUNTY (FISCAL IMPACT: $55,000) - Jared Fralix, Assistant County Administrator - Infrastructure] RECOMMEND APPROVAL TO COUNCIL RESOLUTION, ENTER INTO AN LPA AGREEMENT BETWEEN THE SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION AND BEAUFORT COUNTY FOR ITS MATTER PLAN FOR VARIOUS CORRIDORS IN BEAUFORT AND JASPER COUNTY. YEAH. AND THIS, UH, LPA AGREEMENT, THE ACTUAL AGREEMENT ITSELF CAME THROUGH A FEW WEEKS AGO ALSO WITH TWO OTHER ONES. I BELIEVE IT'S ONE 70 AND 2 78. ALL THREE WERE APPROVED. THIS ONE ACTUALLY HAS A MATCH ASSOCIATED WITH IT THAT WAS NOT INCLUDED. SO THAT'S A 55,000 THAT WOULD BE THE COUNTY'S, UH, PORTION OF IT. WE'RE MATCHING IT FOR WITH 55,000. YES. YEAH. OKAY. YES SIR. RESTO WILL BECOME THE, UM, STATE. DO WE HAVE A MOTION? I'LL MAKE THE MOTION THAT'S TAB SECOND NOW. SECOND IT DON'T BE SO EXCITED. IT REALLY ALL RIGHT. ANY DISCUSSION ON THIS? I HAVE A COMMENT FOR THE PUBLIC WHO WATCHES THIS. I DON'T KNOW HOW MANY DO. COULD YOU TELL THEM WHAT LPA IS? ITS IS AND YEAH, SO 'CAUSE THOSE ARE JUST ACRONYMS, THEY DON'T KNOW WHAT THEY NEED. YEAH. SO LPA IS THE LOCAL PLANNING AGENCY. SO IT MEANS WE'RE ENTERING INTO AGREEMENT WITH S-C-D-O-T TO BE THE, UH, ORGANIZATION THAT'S GONNA MANAGE THESE PROJECTS. MM-HMM. , UM, ITS IS AN INTELLIGENT TRANSPORTATION SYSTEM. SO WHEN YOU'RE GOING DOWN THE HIGHWAY AND YOU SEE, YOU KNOW, 12 MINUTES TO EXIT THREE, THAT COUNTS AS THAT ROADSIDE MESSAGE BOARDS FALLS INTO IT. UM, AND THEN THE THIRD ONE WAS LA LATS IS LATZ IS OUR LOCAL AREA TRANSIT STUDY. UM, SO THEY ARE OUR TRANSPORTATION PLANNING LO LOCALLY AS PART OF THE, UM, LOW COUNTRY COUNCIL OF GOVERNMENT. SO THANK YOU JUST FOR THE PUBLIC TO KNOW. YES, SIR. YES. UM, I, I REALLY HELP ME, UH, UNDERSTAND BETTER, UM, IN MY MIND I'M THINKING FOR THE PRICE PARTICULARLY, BUT 'CAUSE OF THE PRICE OR THE COST FOR THE PROJECT AND STUFF. MM-HMM. YOU'RE DOING MORE OF A CONCEPTUAL PLANNING THAN A MASTER PLAN OR YOU DOING A MASTER PLAN. AND MY DEFINITION OF A MASTER PLAN IS A LITTLE DIFFERENT FROM THE COST. YEAH. THIS COULD BE A STUDY AND MASTER PLAN. IT'S NOT GONNA BE, UH, FULL DESIGN PLANS. THIS IS GONNA SAY, YOU KNOW, LOOK AT THE COUNTY, LOOK AT THE CORRIDOR AND SAY WHAT COULD BE PUT OUT HERE AND HOW TO IMPLEMENT THAT. SO, AND YOU WILL BE GETTING, UH, INPUTS FROM THE VARIOUS COMMUNITIES ON THIS OR IS SOMETHING DONE IN-HOUSE AND THEN YEAH, IT WOULD BE, UH, THERE'D BE A STAKEHOLDER PROCESS WITH IT, BUT, UM, IT'S ALL DOT CORRIDOR. SO THERE AT LEAST BE COORDINATION WITH LATS AND UM, DOT ON IT. BUT YEAH, WE CAN GET IN INPUT FROM THE STAKEHOLDERS AS WELL. OKAY. AND, AND, AND WHAT I SAW ON HERE IS, UM, PARTICULARLY ON MY, IN MY AREA, HIGHWAY 21, UM, ALL THE WAY TO THE HARBOR ISLAND BRIDGE. MM-HMM. . UM, SO IT'S REALLY EXTENDING A PLAN FOR THAT PORTION OF THE 21 GOING ALL THE WAY TO HARBOR ISLAND BRIDGE. YEAH. SO THAT PORTION THERE, I MEAN THIS WILL BE WHAT THE MASTER PLAN WILL TELL US WOULD PROBABLY BE, I WOULD IMAGINE MAINLY FOR, YOU KNOW, TIME TO GET THERE, BUT ALSO EVACUATION ROUTE INFORMATION. UM, 'CAUSE THAT'S ANOTHER THING YOU CAN DO WITH ITS IS EVACUATION ROUTES DETOUR THIS WAY, THINGS LIKE THAT. SO I'D IMAGINE THAT WOULD PROBABLY BE MAINLY WHAT THAT WOULD BE FOR. AND UPDATES ON STORM INFORMATION. I, I WAS AT A FORUM, UM, CANDIDATE FORUM RECENTLY AND, UM, UH, LAST WEEK TO BE TRUTHFUL. MM-HMM. , UM, A QUESTION WAS ASKED OF ME AND UM, I SAID TO THE PERSON THAT I DON'T FORESEE THAT AND I HAVE NOT HEARD THAT CONVERSATION HAPPENING. MM-HMM. AND HE WENT BACK 10 YEARS OR SO, BUT THE QUESTION CAME UP OF, UM, A THIRD BRIDGE, UM, ONTO THE SEA ISLANDS. MM-HMM. . UM, THIS DOESN'T EVEN TALK ABOUT THAT AT ALL, SO, NO. YEAH. SO THIS IS JUST GONNA BE THE ITS UM, THE COUNTY DOES NOT HAVE ANY PLANS FOR A THIRD BRIDGE, BUT IT IS SOMETHING THAT LATS HAS SAID THAT THEY'RE GONNA LOOK AT. SO, SO THEY DON'T, THEY'RE GONNA LOOK AT IT. YES. OKAY. THANK YOU. ALRIGHT. DO WE HAVE ANY OBJECTION ON THIS? I SEE NO OBJECTION. WE'LL MOVE ON TO NUMBER 16. [16. RECOMMEND APPROVAL TO COUNCIL OF CONTRACT AWARD FOR A DESIGN CONTRACT TO KIMLEY HORN FOR THE REALIGNMENT OF SC 462 AT SC 170 (FISCAL IMPACT: $1,031,682.25- The contract fee is $897.115. Staff recommends a 15% contingency of $134,567.25, bringing the project budget to $1,031,682.25. The funding for the project is Capital Funds approved in the FY 2025 budget - account 4000-80-1243-54500 with a balance of $2,963,992.) Jared Fralix, Assistant County Administrator - Infrastructure] THIS WILL BE APPROVED RECOMMEND APPROVAL, THE COUNSEL OF A CONTRACT AWARD FOR DESIGN CONTRACT TO KIMLEY HORN FOR THE REALIGNMENT OF SC 4 62 AT SC ONE 70. UH, AND THIS IS GONNA LOOK AT, UM, RIGHT THERE WHERE 4 62 COMES INTO ONE 70. IT'S KIND OF IN A CURVE ON ONE 70 MM-HMM. AND IT'S A AWKWARD INTERSECTION THERE, UH, IN THE MORNING. THERE'S A LOT OF TRAFFIC CONGESTION THERE. SO THIS IS GONNA LOOK AT REALIGNING IT, MOVING IT FURTHER BACK TOWARDS BEAUFORT AND, UH, IT WILL HAVE A TRAFFIC CIRCLE FURTHER UP. AND THIS IS GONNA ALLOW FOR BETTER TRAFFIC FLOW AND ALSO, UM, YOU KNOW, POSSIBLY GIVE, UH, FUTURE PLANS, UH, AS FAR AS LIKE THE COOLER TRACK THERE AND BETTER ACCESS TO ALL THESE AREAS. [00:50:01] UM, CONTRACT FEE IS $897,115. STAFF RECOMMENDS A 15% CONTINGENCY OF 134,000 567 25, WHICH WOULD BRING THE TOTAL TO 1,031,000 682 25. AND PART OF THE REASON FOR THE CONTINGENCY IS FOR THESE LARGE TRANSPORTATION PROJECTS, UM, DOT REQUIRES A PRELIMINARY AND A FINAL GEOTECHNICAL EXPLANATION. UM, AND THEY'VE INCLUDED THE PRELIMINARY GEOTECHNICAL, THEY DON'T KNOW WHAT THE FINAL WILL LOOK LIKE. IT'S GONNA BE BASED ON RECOMMENDATIONS FROM THE, UH, FINAL ALIGNMENT AND CORRIDOR. UM, BUT THEY ESTIMATE THAT THIS PRELIMINARY WILL BE 80 TO 90% OF THE TOTAL COST FOR THAT GEOTECH. SO, SARAH, CAN YOU SCROLL DOWN THAT PICTURE? JUST, UH, HERE FOR ME OR BRANDON, WHOEVER HAS IT. SORRY. THANK YOU. ALRIGHT. DO WE HAVE A MOTION FOR DISCUSSION? I'LL MAKE THE MOTION. RIGHT. AND A SECOND. I, I'LL SECOND THAT QUESTION. MR. D, THE SECOND TAB. YOU MOTION? FIRST, FIRST QUESTION? YES, MA'AM. OKAY. SO WHEN IS THE, WHAT'S THE TIMELINE FOR THIS PROJECT? BECAUSE THIS IS A NIGHTMARE I EXPERIENCE ROUTINELY. MM-HMM. . YEP. WHEN IS THE TIMELINE FOR THIS? I BELIEVE IT'S A TWO YEAR CONTRACT TIME TIMELINE ON IT. SO, UH, OKAY. THEN I'M LOOKING AT PAGE ONE 30, UH, 1 38 IN THE PACKET. MM-HMM. . UM, I WAS HAPPY TO KNOW. THERE'S PUBLIC INFORMATION MEETINGS. MM-HMM. THAT GOES TO SOMETHING MR. GLOVER BROUGHT UP. SO THERE WILL BE MEETINGS, HANDOUTS AND SO ON, BECAUSE THIS IS A CONCERN FOR A LOT OF PEOPLE. I DREAD DRIVING HOME ON ONE 70 PAST THAT 4 62. YES. BUT, SO THAT WAS GOOD. THEY'RE GOING TO DO PUBLIC MEETINGS AND I THINK IT SAID THEY HAVE FOUR YEARS TO DO IT, BUT YOU'RE SAYING IT, IT IS A TWO YEAR PROJECT. I THINK IT'S TWO YEARS FOR DESIGN. UM, AND PERMITTING. I'D HAVE TO GO BACK AND LOOK. I THINK THEY HAVE RIGHT OF WAY IN THERE AS WELL. SO THAT MIGHT EXTEND IT OUT SOME. BUT I THINK THE ACTUAL DESIGN AND PERMITTING PORTION IS TWO YEARS. BUT COULD WE SPEED UP THE DESIGN? NO, I'M ONLY KIDDING. , COULD THEY LIKE, TAKE EXTRA DRUGS AND STAY AWAKE AND SPEED IT UP BECAUSE THIS IS A PROBLEM AND SHOULD WE HAVE A HURRICANE, IT'S A BIGGER PROBLEM. YEP. SO I DO APPRECIATE EVERYTHING IN HERE THAT THEY'RE GOING TO DO. 'CAUSE I THINK IT HELPS US UNDERSTAND, AND I WOULD RECOMMEND THE PUBLIC READ THROUGH THE PACKET. THERE'S A LOT IN HERE THEY HAVE TO DO BEFORE SHOVELS IN THE GROUND. YEP. YEAH. AND I THINK THAT'S ONE OF THE MISCONCEPTIONS WE HAVE. BUT IF YOU LOOK, I MEAN, I'M, I'M ROLLING THROUGH THESE PAGES WHERE I MAKE CONTRACT, UH, COMMENTS AND IT GOES ON AND ON AND ON. SO THERE'S A LOT IN HERE THEY HAVE TO DO. THEY DON'T JUST DIG UP DIRT. YEAH. AND WHEN YOU START GETTING INTO PROJECTS OF THIS SIZE AND ESPECIALLY ALONG THESE MAIN CORRIDORS, UM, RIGHT AWAY IS AN ISSUE. AS YOU ADDRESSED EARLIER, UTILITIES IS AN ISSUE. UM, AND SO THERE'S A LOT THAT GOES INTO THESE AND IT LEADS TO SOME OF THE TIME, TIMEFRAME THAT YOU'RE TALKING ABOUT. BUT YEAH, IT'S DEFINITELY A SEVERAL, OR AT LEAST A SEVERAL YEAR PROJECT, GET THROUGH DESIGN PERMITTING RIGHT AWAY AND THINGS LIKE THAT. AND IT SAYS THEY ASSUME RIGHT AWAY ACQUISITION WILL TAKE NO LONGER THAN 12 MONTHS. SO GOOD LUCK ON THAT. YEAH. YEAH. HOPEFULLY. I MEAN, THE BIGGEST THING IS GONNA BE, I MEAN, YOU'RE REALIGNING, SO YOU'RE GONNA HAVE TO GET A LOT OF NEW RIGHT AWAY, BUT I THINK IT'S ALL ON ONE OR TWO LARGER PARCELS, SO THAT CAN MAKE THINGS A LITTLE EASIER SOMETIMES. SO. OKAY. THANK YOU. MR. DAWSON. YOU BELIEVE YOU HAD ONE? YEAH. THE QUESTION I HAD IS, WE HAVE THE, THE CONGESTION ON ONE 70 AS IT IS, BUT I'M LOOKING AT THE TRAFFIC CIRCLE ON 4 62 NOW. HOW DOES THAT, UH, SUPPLEMENT OR ENHANCE THE TRAFFIC FLOW COME IN FROM THE CIRCLE DOWN TO, UH, ONE 70. YEAH, I THINK YOU'RE LOOKING AT THAT IT'S GONNA BE FOR FUTURE VOLUME THAT'S GONNA BE THERE. UM, AND YOU'RE ALSO WHERE WE'RE CUTTING OFF ACCESS AT ONE 70. WE STILL GOTTA GIVE AWAY FOR PEOPLE TO GET OVER THERE. UM, AND THEN SO THAT'S GONNA BE THE BIG THING IS IT'S GONNA ALLOW PEOPLE TO CONTINUALLY MOVE AND NOT HAVE TO STOP IT AT INTERSECTION FOR THOSE SIDE STREETS AND FOR THE FUTURE GROWTH. 'CAUSE WE'RE STARTING TO SEE JUST LIKE 4 62 BACKS UP NOW. UM, CONTINUED GROWTH IS GOING TO MAKE THAT 4 62 EVEN MORE HIGHLY TRAFFICKED. SO THE ROUNDABOUT GIVES AN OPTION TO KEEP TRAFFIC FLOWING INSTEAD OF STOPPING 'EM AT A LIGHT OR INTERSECTION. OKAY. GOOD. COULD I JUST SAY 4 62 IS NO PICNIC TO DRIVE ON WITH THE HOLES? THE, UH, WELL, DOT SEPARATELY IS GOING THROUGH AND HAS A RESURFACING CONTRACT ON IT. UM, THAT IF THEY HAVEN'T BEGAN WORKING ON IT, WE'LL BE WORKING ON SOON. SO, WELL THEY WEREN'T WORKING ON IT THURSDAY, BUT MY CAR WILL APPRECIATE IF SOME OF THOSE HOLES ARE KICKING. BUT YEAH, I BELIEVE THEY HAVE THEIR OWN RESURFACING PROJECT ON IT. SO HIGH 95? YES. I, I HAVE TWO QUESTIONS MYSELF. UM, ONE OF 'EM IS, BOTH OF THESE ARE SCHOOLS. IF I'M READING THIS MAP CORRECTLY, THE ONE ON THE LEFT I THINK IS ACE. THE ONE ON THE RIGHT IS UM, UM, JOHN PAUL I BELIEVE. MM-HMM. . SO BEFORE WE GET TO THIS PART OF, YOU KNOW, GETTING PEOPLE OFF OF ONE 70 OR EASIER TRAFFIC FLOW, ARE WE GONNA MEET WITH THEM ABOUT SEEING IF THEY WANT ACCESS AHEAD OF TIME SO THEY DON'T HAVE TO PULL ONTO [00:55:01] ONE 70 TO BEGIN WITH? YEAH, I MEAN THERE, ESPECIALLY THE SCHOOL WITH, I ALREADY KNOW THAT THAT'S A SCHOOL ZONE WHICH SLOWS THAT DOWN ANYWAYS AND MOST PEOPLE DON'T SLOW DOWN, UM, OVER THE YES. THAT ONE ON THE RIGHT THERE. YEAH. AND IT LOOKS LIKE THEIR EASEMENT, IF I'M READING THIS CORRECTLY, THE PROPERTY LINE OF THEIRS GOES ALL THE WAY TO THAT ROAD. SO YEAH, NO THERE DEFINITELY HAVE TO BE SOME COMMUNICATION THERE. UM OKAY. TO MAKE SURE THAT THEY HAVE PROPER ACCESS. SO, AND THEN WILL WE BE CUTTING OFF THE INTERSECTION? IT'S ON THE BOTTOM LEFT, YOU CAN'T REALLY SEE IT IN THIS PICTURE, BUT THE EXISTING LIGHT DOWN THERE ON THE BOTTOM LEFT AT 4 62, IS THAT GONNA BE CLOSED OFF? YEAH, THAT, THAT'S GONNA BE GONE. THAT LIGHT'S GONNA COME OUT AND SHIFT DOWN TO WHERE IT IS, WHERE IT'S SHOWN HERE, SO. OKAY. AND THEN WILL THAT ROAD ITSELF BE CUT OFF AS WELL OR WILL IT ALLOW FOR PEOPLE TO TURN IN IF THEY'D LIKE THAT ONE? DON'T WANNA WAIT AT THE LIGHT. I MEAN I THINK THAT ROAD STILL SERVES A COUPLE PROPERTIES SO THAT'S WHAT ONE THING WHERE THAT, OR COME OFF THE TRAFFIC SERVER IS GOING TO STILL PROVIDE ACCESS THERE, BUT IT'S GONNA BE CUT OFF FROM ONE 70. THAT WOULD BE MY ONLY QUESTIONS. ANYBODY ELSE CAN I FOLLOW UP ON YOU TO MAKE SURE I UNDERSTAND? SURE. UH, IF I'M COMING FROM RIDGELAND ON 4 62 MM-HMM. UH, COMING ON ONE 70 AND I MERGE INTO ONE 70, UH, YOU TOLD ME THAT ROAD WHERE I CAN MERGE ON IS GONNA BE CLOSED. YES. CORRECT. WHY DON'T YOU ALLOW THAT TO HAVE CONTINUE TO HAPPEN? NOT NECESSARILY A TURN TO GO ON THERE. I THINK YOU SHOULD, IF YOU'RE LEAVING HILTON HEAD AND YOU WANT TO GO ON 4 62, YOU COME UP TO THE LIGHT. BUT IT SEEMS TO ME THAT THAT TRAFFIC, YOU ALLEVIATE SOME OF THAT TRAFFIC JUST ALLOW JUST A ONE WAY TO FLOW AND MERGE. RIGHT ON ONE 70 IS NATURALLY HAPPENING NOW. MM-HMM. IT JUST SEEMS SENSIBLE TO ME AS WE GROW. YEAH. BUT I THINK PART OF THE PROBLEM IS THAT IT'S NOT MERGING THE WAY IT'S SUPPOSED TO NOW AND IT'S CAUSING BACKUPS RIGHT THERE, UM, AND TRYING TO REDIRECT EVERYONE TO THE TRAFFIC SIGNAL. BUT THAT'S DEFINITELY SOMETHING THAT WE CAN GET WITH THE DESIGN TEAM ABOUT AND UM, SEE IF THAT'S AN OPTION. THE ONLY PROBLEM, WELL, YOU KNOW, I'M JUST SAYING IF YOU'RE COMING FROM BRIDGELAND, UM, IT'LL MAKE IT A ONE WAY INTO A 4 62 MERGING RIGHT INTO ONE 70. IT MAKES SENSE TO ME. MM-HMM. , UM, I CAN'T GO BACK THAT ROUTE, BUT UM, IF I'M LEAVING ORLAND I CAN JUST FLOW IN THIS MERGE, UH, AND CONTINUE ON ONE 70 AND STUFF. IT JUST MAKES SENSE TO ME. YEAH, BUT THAT'S ME. JUST, I'M NOT AN ENGINEER. YEAH. I DON'T RECALL THE WHOLE ALIGNMENT BUT JUST LOOKING AT HERE, IT LOOKS LIKE THEY MAY STILL HAVE SOME MERGE LANES IN THERE BUILT INTO THE INTERSECTION. THAT'D BE, BUT WE'D HAVE TO. WHAT? WE CAN DEFINITELY LOOK AT THAT, SIR. OKAY. CAN THIS BE DONE WITH NO OBJECTION? MM-HMM? ? NO OBJECTION. ALRIGHT, I SEE NO OBJECTION. WE WILL MOVE [17. RECOMMEND APPROVAL TO COUNCIL OF A RESOLUTION AUTHORIZING THE COUNTY ADMINISTRATOR TO APPROVE A PARKING SPACE RENTAL AGREEMENT BETWEEN BEAUFORT COUNTY AND UNITED PARCEL SERVICE, INC., AN OHIO CORPORATION (FISCAL IMPACT: Beaufort County/Hilton Head Island Airport will receive a rate of $1,000.00 per month and $1,500.00 per month for the UPS Peak Spaces. This ag] ON TO NUMBER 17. UH, JOHN, I THINK WE GOT A COUPLE AIRPORT THINGS. OH, HAND IT OFF. ALRIGHT, HAND IT OFF TODAY. JOHN. I'M STEVE. SO , SORRY. SAME DIFFERENCE. UH, LEMME GO AHEAD AND READ THE FIRST ONE REAL QUICK THEN. UM, RECOMMEND APPROVAL TO COUNSEL OF A RESOLUTION AUTHORIZED THE COUNTY ADMINISTRATOR TO APPROVE A PARKING SPACE RENTAL AGREEMENT BETWEEN BEFOR COUNTY AND UNITED PARCEL SERVICE INCORPORATED IN OHIO CORPORATION. SO MOVE, SURE. WE'LL TAKE THE MOTION AND OPEN IT UP. UH, THAT'S THE FIRST. DO WE HAVE A SECOND? I'LL SECOND. AND THE SECOND, UH, JUST FOR INFORMATION. THIS IS, WE CURRENTLY HAVE AN AGREEMENT WITH THEM TO USE PARKING SPACES SO THEY'RE NOT PARKING ON THE ROAD BY THE AIRPORT. AND WE'RE JUST CONTINUING THE AGREEMENT ON EXTENDING IT FOR ANOTHER YEAR. OKAY. DO WE HAVE ANY QUESTIONS? OKAY. ANY OBJECTION? I SEE NO OBJECTION. AND THIS WILL BE APPROVED AS WELL. MOVING ON TO 18. [18. RECOMMEND APPROVAL TO COUNCIL OF A RESOLUTION AUTHORIZING THE COUNTY ADMINISTRATOR TO APPROVE A COOPERATIVE SERVICE AGREEMENT BETWEEN BEAUFORT COUNTY AND UNITED STATES DEPARTMENT OF AGRICULTURE ANIMAL AND PLANT HEALTH INSPECTION SERVICE (APHIS) WILDLIFE SERVICES (WS) - Jon Rembold, Airports Director] RECOMMEND APPROVAL OF THE COUNCIL RESOLUTION AUTHORIZING THE COUNTY ADMINISTRATOR APPROVE OR COOPERATIVE SERVICE AGREEMENT BETWEEN BEAUFORT COUNTY, UNITED STATES DEPARTMENT OF AGRICULTURAL ANIMAL AND PLANT HEALTH INSPECTION SERVICES. WILDLIFE AND WILDLIFE SERVICES. I MAKE THE MOTION MR. CHAIRMAN. MOTION. I'LL SECOND THAT. SECOND BY MS. BROWN. ALL RIGHTY. DO WE NEED ANY UPDATES ABOUT THIS ONE? DO ANYBODY HAVE ANY QUESTIONS? I'D JUST LIKE TO MAKE A COMMENT. THIS IS, YOU KNOW, FOR THE SAFETY OF EVERYONE TO HAVE THIS HAPPEN AT THE AIRPORT AND FOR THEM TO BE TRAINED TO HANDLE SITUATIONS 'CAUSE GEESE AND PLANES DON'T MIX VERY WELL. SOMETIMES , NOT ONLY ANY, ANY ANIMALS DON'T MIX WELL WITH THERE ANIMALS. OH YEAH, THAT'S RIGHT. THIS COVERS ALL ANIMALS. DOMESTIC, WILD, EVERYTHING. YEAH. MR. CHAIR, SO JUST FOR THE PUBLIC EDIFICATION, IT TALKS ABOUT A WILDLIFE DAMAGE MANAGEMENT AS OUTLINED IN THE WORK PLAN. SO COULD YOU JUST TALK A LITTLE BIT ABOUT THAT? I MEAN, S JUST ASKED ABOUT IT, BUT WHAT'S THAT MEAN TO THE PEOPLE OF THE PUBLIC? UM, SO FOR EXAMPLE, WE HAVE FENCES AROUND THE AIRPORT, SECURITY FENCES. SOMETIMES DEER AND OTHER ANIMALS MIGHT GET IN AND COULD CAUSE AN ACCIDENT, AN INCIDENT OR DAMAGE. AND THIS STUDY HELPS MITIGATE THOSE PROCESSES IF THEY HAPPEN. AND FOR THE PUBLIC'S [01:00:01] NOTICE, DO YOU UM, REMOVE ANIMAL COULD BE CAUSE DAMAGE THAT THERE IS A PROCESS FOR THE REMOVAL IF THERE IS ANIMALS AS SUCH ON THE AIRPORT. UH, USDA GETS INVOLVED AND COMES DOWN ALONG WITH BEAUFORT COUNTY SHERIFF'S DEPARTMENT, THEY'LL BE CALLED TO ASSESS THE SITUATION, UM, AND HELP GET IT UNDER CONTROL. SO I WOULD RECOMMEND THE PUBLIC LOOK AT PAGE 180 6 WHEN THEY HAVE NOTHING TO DO. UM, THAT TALKS ABOUT YOUR PLAN OF ACTION, WHY LIFE RELATED THREATS TO AVIATION PROPERTY, HUMAN HEALTH AND SAFETY AS MS. HOWARD SAID. AND IT TALKS ABOUT, UM, SHOOTING TRAPPING ALING. I DO NOT KNOW WHAT AD LING IS. I COULD HAVE LOOKED IT UP AND I FORGOT. I WOULD HAVE TO CALL THE WILDLIFE GUY TO FIND OUT EXACTLY WHAT AD LING MEANS. OKAY. SORRY. AND I WAS GONNA LOOK IT UP AND I FORGOT. YEP. UM, BUT IT SAYS HAZARDOUS WILDLIFE SPECIES INCLUDE BUT ARE NOT LIMITED TO CANADA. GOOSE, DEER, COYOTE FOXES, A ROCK DOVE, WHICH IS A PIGEON AND OTHER MIGRATORY BIRDS. I FOUND THAT INTERESTING. SO I WILL LOOK UP ALENE FOR MY OWN KNOWLEDGE 'CAUSE I DON'T HAVE A CLUE. ANY OTHER QUESTIONS OR STATEMENTS? I KNOW YOU'RE LAUGHING. NO, THOSE ARE GOOD QUESTIONS. AND YOU KNOW, SOMETIMES IT'S A MATTER OF HARASSMENT TOO. UM, BUT IT HAS TO BE DONE IN THE RIGHT MANNER. THAT'S RIGHT TO, AND THAT'S OUR FIRST APPROACH ON THE AIRFIELD. YEAH. THIS BE DONE WITH NO OBJECTION AND I SEE NO OBJECTION ON THAT ONE. [Items 19 & 20 ] UM, I WOULD ASK FOR A MOTION TO TAKE 19 AND 20 TOGETHER. I WILL READ THEM. UM, RECOMMEND APPROVAL TO COUNSEL OF A RESOLUTION TO ACCEPT SCAC GRANT 20 DASH OH TWO SIX IN THE AMOUNT OF $140,405 FOR HXD AIR TRAFFIC CONTROL TOWER RADIO SUITE EQUIPMENT REPLACEMENT. AND NUMBER 20 IS RECORD APPROVAL OF THE COUNCIL OF RESOLUTION TO ACCEPT SEA GRANT 20 DASH OH 27 AND THE AMOUNT OF FI $157,006 FOR A RW RUNWAY OH SEVEN SLASH 25 REHABILITATION PROJECT. WE HAVE A MOTION TO TAKE THOSE TWO TOGETHER. SO MOVED. ALL RIGHT. AND A SECOND. I SECOND THAT. SECOND BY MS. BROWN. UM, THESE LOOK LIKE BOTH GRANTS THAT WERE GETTING ACCEPTED TO THE AIRPORT. THAT'S CORRECT. ALRIGHT, DO WE HAVE ANY, DO WE HAVE ANY QUESTIONS? I JUST HAVE A COMMENT OF COURSE. ON NUM ON ITEM 19. IF YOU LOOK AT THE BACKGROUND, I WAS SURPRISED THE COMMUNICATION RADIO SUITE IS 20 YEARS OLD. YES MA'AM. THAT REALLY TOOK ME BACK AT AN AIRPORT 20 YEARS OLD AND TWO OF THE FOUR RADIOS HAVE FAILED AND MUST BE REPLACED. SO THIS'LL BE A GREAT THING TO TAKE CARE OF. DO WE HAVE ANY OBJECTION FOR THE ACCEPTANCE OF THESE GRANTS? I SEE NO OBJECTION. NUMBER 19 AND 20 WILL BOTH BE APPROVED. RIGHT [21. RECOMMEND APPROVAL TO COUNCIL FOR A TALBERT, BRIGHT AND ELLINGTON (TBE) WORK AUTHORIZATION 2119-2401 FOR ARW RUNWAY 07/25 REHABILITATION PROJECT (FISCAL IMPACT: The total value of this Work Authorization shall not exceed $214,730.00. This amount is included in the project total listed below and has been substantiated by way of an FAA-required Independent Fee Estimate performed by a third-party design professional. Total Project Cost ($3,140,118.00). Project Funding Sources include: - (90%) FAA BIL Grant $2,826,106.00 - (5%) SCAC Grant 24-027 $157,006.00 - (5%) Sponsor Share $157,006.00 GL Code 5102-90-0000-57130 | Current Balance: $3,175,592.00) - Jon Rembold, Airports Director] ONTO NUMBER 21, RECOMMEND APPROVAL OF THE COUNSEL FOR A TALBERT BRIGHT AND ELLINGTON WORK AUTHORIZATION 2119 DASH 24 0 1 FOR A RW RUNWAY OH SEVEN SLASH 25 REHABILITATION PROJECT. SO MOVED. I'LL SECOND AND SECOND BY MR. BARTHOLOMEW. UM, IF YOU COULD JUST GO OVER IT A LITTLE BIT FOR US WITH THE, UH, NUMBERS AND BREAK THAT DOWN, THAT WOULD BE MUCH APPRECIATED BY ME AT LEAST. ABSOLUTELY. SO THIS, UM, THIS IS THE WORK AUTHORIZATION SIMPLY TO ALLOW, UM, OUR CONSULTANTS TO COME IN AND PROVIDE QUALITY ASSURANCE. ANY SPECIFIC OR, UH, REQUESTED TESTING AND INSPECTIONS TO GO ON DURING THE PROJECT? UM, THE NUMBER HAS IS INCLUDED IN THE TOTAL COST OF THE CONSTRUCTION. DESI, ALL OF THE TOTAL COST OF THE CONSTRUCTION IS INCLUDED IN THAT TO INCLUDE FAA IN SOUTH CAROLINA AND LOCAL MATCH. OKAY. SO THE EXACT, THAT'S WHAT I WAS TRYING TO BREAK DOWN. THE EXACT COST TO US IS THE, THE, WELL THE 5% IS WHAT I'M LOOKING AT. THE 5% THAT'S OF THE TOTAL COST OF THE ENTIRE CONSTRUCTION COST. OKAY. OUT OF THAT, THE WORK AUTHORIZATION IS 200 AMOUNT IS 200 AND, UH, 14 SEVEN. YES SIR. FOR THE TALBERT AND BRIGHT PORTION TO DO THE INSPECTION AND QUALITY ASSURANCE. OKAY. WE HAVE ANY OTHER QUESTIONS? UM, IF I'M CORRECT, THIS, WOULD YOU RECEIVED TWO BIDS FOR THIS FOR THE RUNWAY PROJECT? YES MA'AM. YEAH, NOT THREE, TWO BIDS THAT WERE QUALIFIED. SO THERE WERE MORE THAT WERE BID BUT ONLY TWO QUALIFIED. I THINK THERE WAS THREE BUT THE THIRD DIDN'T HAVE THE QUALIFICATION BECAUSE THERE'S NO BID SHEET ATTACHED. THAT'S WHY I'M ASKING YOU QUESTION YOUR OTHER ONE. THIS IS THE WORK AUTHORIZATION. SO WE'LL HAVE TO GO TO UH, I BELIEVE IT'S ON HERE, NUMBER 22. THAT ONE WILL HAVE THE BID SHEET FOR THE CONTRACTOR HAS A BID SHEET FOR, SO THIS IS JUST THE WORK AUTHORIZATION WHEN THE CONTRACTOR COMES IN. I THINK THAT'S NEXT. OKAY. SO WE GOTTA GET TO IT. ALRIGHT. THIS [01:05:01] CAN 21 BE DONE WITH NO OBJECTION. MM-HMM, AND I ALSO SEE NO OBJECTION THERE. THAT WILL ALSO BE APPROVED. [22. RECOMMEND APPROVAL TO COUNCIL OF CONTRACT AWARD TO QUALITY ENTERPRISES USA FOR IFB # 070924 ARW RUNWAY REHABILITATION CONSTRUCTION PROJECT (FISCAL IMPACT: Total Project Cost including a 5% contingency: $3,066,406.70. Project Funding Sources include: (90%) FAA BIL/AIP Grant, $2,826,106.00 (5%) SCAC Grant24-027, $157,006.00 (5%) Sponsor Share $157,006.00 - Total Available Funding $3,140,118.00 GL Code 5102-90-0000-57130 | Current Balance: $3,175,592.00) - Jon Rembold, Airports Director] NUMBER 22, RECOMMEND APPROVAL OF THE COUNCIL OF A CONTRACT AWARD TO QUALITY ENTERPRISES USA FOR IFB NUMBER OH 7 0 9 2 4 RW RUNWAY REHABILITATION CONSTRUCTION PROJECT. DO WE HAVE A MOTION? I'LL MAKE THE MOTION. I'LL SECOND THEN THE SECOND. MR. REESE, ANY OTHER DISCUSSION? I THINK THIS IS THE SECOND PART OF YOUR QUESTION. YOU WERE JUST ASKING AND I THINK I GET IT. LAST TIME MR. BLE SAID THERE ARE ONLY TWO REALLY COMPANIES THAT COULD DO IT, APAC AND QUALITY ENTERPRISE. I JUST WANTED TO DOUBLE CHECK AGAIN. HE DID TELL US THE LAST TIME. YES MA'AM. DO WE HAVE ANY OBJECTION? NO. ALRIGHT. THIS WILL ALSO BE APPROVED WITH NO OBJECTION. NUMBER 23, [23. RECOMMEND APPROVAL TO COUNCIL OF A RESOLUTION AUTHORIZING THE COUNTY ADMINISTRATOR TO ENTER INTO A LETTER OF AGREEMENT FOR SHUTTLE SERVICE BETWEEN BEAUFORT COUNTY AND THE BEST OF HILTON HEAD - Jon Rembold, C.M. Airports Director] RECOMMEND APPROVAL OF THE COUNCIL RESOLUTION AUTHORIZING COUNTY ADMINISTRATOR TO ENTER INTO A LETTER OF AGREEMENT FOR SHUTTLE SERVICE BETWEEN BEAUFORT COUNTY AND THE BEST OF HILTON HEAD. WE HAVE A MOTION. SO MOVED. AND A SECOND. I SECOND THAT. ALL RIGHT. I GUESS MY ONLY QUESTION WOULD BE, UM, IS THERE ANY IMPACT, POSITIVE OR NEGATIVE FOR US AT BEAUFORT COUNTY? THIS IS A REVENUE, REVENUE GENERATING, UH, SHUTTLE SERVICE. UH, SO AS YOU CAN SEE ON THERE, IT'S A DOLLAR PER PASSENGER. THEY HAVE A 15 PASSENGER VAN. SO WE, IF THEY DON'T MEET THE, THE $5 MINIMUM NO MATTER WHAT, IF IT'S ONE PASSENGER, IT'S $5, IT'S $5. SO THIS COULD FLUCTUATE DEPENDING ON THE TIME OF THE YEAR AND EVERYTHING. OBVIOUSLY IT'S GONNA BE BETTER DURING THE SUMMER THAN THE WINTER, SO ON. SO THAT'S RIGHT. OKAY. AND DIDN'T WE APPROVE OTHERS TO DO THIS TOO? I THINK LIKE FOUR OR FIVE. YOU, YOU APPROVED THE SAME ONE PREVIOUSLY AND THAT WAS ON AN INTERIM BASIS. THEY WANTED TO GET IN AND SEE IF IT WOULD WORK AND BE VIABLE. IT IS. SO NOW WE'RE ENTERING INTO A, A CONTRACT ON THAT. GOOD. I BELIEVE WE ENTERED IN WITH A COUPLE OTHER, LIKE LIMOUSINE COMPANIES. THAT'S WHAT, RIGHT. YEAH. TAXI COMPANIES AS WELL. UM, I KNOW YOU, YOU, YOU AND JOHN HAVE BEEN CLEANING UP A LOT OF THESE, SO IT'S BEEN A, A BUSY SUMMER WITH THEM, BUT I WE'RE HAPPY YOU GUYS ARE DOING IT AND WE'RE GETTING DONE THE RIGHT WAY. YEP. UM, ANY OBJECTION AND I SEE NO OBJECTION ON THAT EITHER. THAT WILL ALSO BE APPROVED. NUMBER [24. RECOMMEND APPROVAL TO COUNCIL OF A RESOLUTION AUTHORIZING THE COUNTY ADMINISTRATOR TO ACCEPT A GRANT IN AID FROM THE SOUTH CAROLINA DEPARTMENT OF PUBLIC HEALTH (FISCAL IMPACT: Fiscal Impact is $873.45 from account 2555-20-1210-57130 balance of $17,298.35) - John Robinson, ACA Public Safety] 24, RECOMMEND APPROVAL TO COUNSEL OF A RESOLUTION AUTHORIZING THE COUNTY ADMINISTRATOR TO ACCEPT A GRANT AND AID FORM FROM THE SOUTH CAROLINA DEPARTMENT OF PUBLIC HEALTH. DO WE HAVE A MOTION? OH, MR. DAWSON. MR. DAWSON, THE MOTION. SECOND TO HAVE WITH A SECOND. IT'S A GOOD ONE. UM, DO WE HAVE ANY DISCUSSION? AND I SEE NO DISCUSSION. THIS WILL ALSO BE APPROVED WITH NO OBJECTION. THAT IS APPROVED WITH NO OBJECTION. [25. RECOMMEND APPROVAL TO COUNCIL OF AN ORDINANCE AUTHORIZING THE COUNTY ADMINISTRATOR TO EXECUTE THE NECESSARY DOCUMENTS TO PURCHASE AND TO FUND THE PURCHASE OF THE REAL PROPERTY LOCATED AT 247 ROBERT SMALLS PARKWAY (Fair Market Value to be added) - Hank Amundson, Special Assistant to the County Administrator] MOVING ON TO NUMBER 25. RECOMMEND APPROVAL TO COUNSEL OF AN ORDINANCE AUTHORIZED AND COUNTY ADMINISTRATOR TO EXECUTE THE NECESSARY DOCUMENTS TO PURCHASE AND TO FUND THE PURCHASE OF THE REAL PROPERTY LOCATED AT 2 47 ROBERT SMALLS PARKWAY. UM, IT LOOKS LIKE THE IMPACT IS FAIR MARKET VALUE, WHICH WILL BE ADDED AFTER, I'M ASSUMING AN APPRAISAL. I GOT THE APPRAISAL TODAY. PERFECT. OH, OKAY. WHAT ARE WE LOOKING AT? SO AS, UH, AS YOU READ IN THE EXHAUSTIVE A IS THIS IS THE, UH, OUR THIRD SWING AT THIS PITCH. AND, UH, WE, WE DO FEEL LIKE THIS IS A GOOD BUILDING. THE, UH, APPRAISAL CONFIRMED IT WAS, UH, ASKING PRICE WAS TWO SEVEN 2,790,000 AND THE APPRAISAL WAS 2,720,000. UM, IT IS IN, IT'S IN GOOD SHAPE. WHAT IT HAS THAT WE NEEDED, AND IT WAS EVEN TIGHT IN THE LAST ONE, IS A LITTLE BIT OF EXTRA LAND FOR PARKING AND STAGING OF STATE VEHICLES FOR THE HEALTH DEPARTMENT. AND IT, WHILE IT'S TIGHT THE FRONT THAT'S WOULD BE PUBLIC ACCESS. WE'RE JUST ASKING FOR YOUR APPROVAL TO MOVE THIS FORWARD TO COUNCIL AND I'M VERY GLAD THAT THE APPRAISAL CAME IN TODAY SO WE COULD POTENTIALLY MOVE FORWARD. IF YOU HAVE ANY QUESTIONS YOU CAN GO FORWARD, BUT THERE WILL BE SOME. ONE I WANT TO ANTICIPATE IS THERE WILL BE SOME UPFIT NECESSARY THAT WE WOULD HAVE TO PUT INTO A CIP BUDGET IN THE FUTURE. WE CURRENTLY ARE IN THE PROCESS OF MOVING THE HEALTH DEPARTMENT OUT OF THE KING STREET PROPERTIES. THAT WILL BE DONE THE FIRST WEEK OF NOVEMBER ON AN INTERIM BASIS TO OUR DUKE STREET BUILDING AND UPSTAIRS. BUT THAT'S NOT A LONG-TERM SOLUTION. THAT'S WHY WE WERE TRYING TO GET THIS SOLVED. DO WE HAVE ANY IDEA OF, I MEAN OBVIOUSLY NOT AS SPECIFIC AS YOU HAD TO PUT OUT THE BID OF HOW MUCH THAT UP COULD COST. THE PREVIOUS UP, PREVIOUS UPFIT TO THE BUILDING ON REBO ROAD WAS AROUND A MILLION DOLLARS. UM, THIS BUILDING IS BETTER AND MORE FINISHED. WE ANTICIPATE WE'VE ACTUALLY PURCHASED SOME CUBICLE SYSTEMS FOR THE INTERIM MOVE THAT CAN BE REUSED INTO THE NEW MOVE. AND THAT WAS STRATEGIC AND WHY WE BOUGHT 'EM THE WAY THAT WE DID AT THE CHOICE OF, I WANT KEEP WANTING TO SAY DHC BUT IT'S NOW CALLED THE SOUTH CAROLINA DEPARTMENT OF HEALTH. UM, BUT IT WOULD BE IN THAT, PROBABLY IN THAT BALLPARK. THE HOPE WOULD BE A LITTLE BIT LESS, BUT I WOULD HATE TO PROMISE THAT I HAD A QUESTION. YES MA'AM. CAN WE, CAN YOU TELL I DON'T HOW MANY SQUARE FEET THIS IS IT ABOUT, IT'S ACTUALLY NORTH OF 13,000. IT'S ALMOST 14,000. AND HOW BIG WAS THE OTHER ONE THAT WAS ON REBEL ROAD? ABOUT NINE, UH, 9,800 TO 10,100 DEPENDING ON WHICH DOCUMENT YOU LOOKED AT. YEAH. OKAY. AND THE ONE, THE ONE TIGHT POINT THERE WAS WHEN DISCUSSION WITH DEPARTMENT OF HEALTH WAS IT [01:10:01] WAS GONNA BE TIGHT PARKING, WE'D HAVE TO ADD SOME SPOTS. THAT'S WHY THIS BACK TRIANGULAR LOT IS VERY HELPFUL AND THIS WILL BE BIG ENOUGH FOR THE FUTURE GROWTH THAT WE'RE GONNA NEED AS WELL. YES, THAT'S THAT WE COULD FIT IT VERY TIGHT INTO THE 10 BUT THE 13 MAKES IT A LOT MORE DOABLE. AND HANK UH, CORRECT ME IF I'M WRONG, BUT I THINK WE HAD THE OTHER PARCELS OR PROPERTIES IN EXECUTIVE SESSION. UH, THIS IS OUT IN THE PUBLIC, WHICH I'M GLAD IT IS, BUT IS THERE ANY THREAT OF COMMERCIAL DEVELOPMENT ON THIS ONE OR OR ANOTHER BUYER COMING IN? WELL WE FIGURED AFTER UH, SWINGING HIM, THIS IS ON TWO PITCHES, WE'D TRY A DIFFERENT APPROACH. OKAY, . I GET IT. I GET IT. THAT'S FAIR. YEAH, BUT THERE'S ALWAYS THAT CHANCE AND IT HAPPENED BEFORE, DESPITE WE FIGURED WE'D SAY IT, WE'VE BEEN IN CONTACT WITH THE REALTOR AND IF IT HAPPENS. OKAY, THANK YOU. I WAS JUST LOOKING FOR THE LOCATION. I APPRECIATE THAT. UM, ALRIGHT, ANY OTHER QUESTIONS? THIS BE APPROVED WITH NO OBJECTION. MOVE ON TO COUNTY COUNCIL. YES. AND THAT'LL BE THREE READINGS AT COUNTY I'M ASSUMING 'CAUSE OF THE PRICE. YES. YES. YEAH. ALRIGHT, THIS WILL BE APPROVED TO GO FORWARD TO COUNTY COUNCIL. I, I WANT TO CON CONGRATULATE HANK, UM, ON WORKING ON THIS HERE BECAUSE THIS HAS BEEN, YOU KNOW, LONG OVERVIEW YEARS. YEAH. AND I THINK AT LEAST TWO, THREE YEARS WE'VE BEEN TALKING ABOUT SOMETHING AND HOPEFULLY THIS WILL GO FORWARD WITH US THIS TIME. IF THIS WAS WOOD, I WOULD KNOCK ON IT. YEAH, , I MEAN I REMEMBER THIS CONVERSATION WHEN I FIRST GOT ON ABOUT HAVING TO TAKE THE STEPS TO FIGURE OUT WHAT WE'RE GONNA DO AND THEN WORKFORCE HOUSING AND THE OTHER BUILDING AND SO ON AND SO ON AND SO ON. ALL THAT STUFF. SO THAT'S THE UH, THE BUILDING? YES. OKAY. ALRIGHT, THANK YOU. THIS WILL BE APPROVED. [26. RECOMMEND APPROVAL TO COUNCIL OF AN ORDINANCE AUTHORIZING THE COUNTY ADMINISTRATOR TO EXECUTE THE NECESSARY DOCUMENTS TO ACCEPT CONVEYANCE OF A PORTION OF PROPERTY OWNED BY THE TOWN OF BLUFFTON LOCATED AT 140 BUCK ISLAND ROAD WITH TMS NO. R610-031-000- 00003-0000 (FISCAL IMPACT: No funding impact) - Brittany Ward] MOVING ON TO 26, RECOMMEND APPROVAL TO COUNCIL, AN ORDINANCE AUTHORIZED IN THE COUNTY ADMINISTRATOR TO EXECUTE THE NECESSARY DOCUMENTS TO ACCEPT CONVEYANCE OF A PORTION OF PROPERTY OWNED BY THE TOWN OF BLUFFTON, LOCATED AT ONE 40 BUCK ISLAND ROAD WITH TMS NUMBER R SIX 10 DASH OH THREE ONE DASH 0 0 0 0 0 0 3 DASH 0 0 0. UM, DO WE HAVE A MOTION? MOTION THIS AND A SECOND? I'LL SECOND IT. ALRIGHT. AND DO WE KNOW WHERE THIS PROPERTY'S AT? LOOKS LIKE IS BRITTANY, BRITTANY GONNA SPEAK SO I'M NOT REALLY CLEAR. SHE'S READY FOR IT. FISCAL IMPACT, NO FUNDING IMPACT. THIS IS A PIECE OF PROPERTY THAT'S LOCATED AT BUCK ISLAND AT THE CORNER OF 2 78. THE COUNTY PURCHASED THE PROPERTY THAT WE OWN, UM, WHEN CONSTRUCTING THE, UM, BLUFFTON, OR EXCUSE ME, BLUFFTON PARKWAY, NOT 2 78. UM, THERE YOU GO. SO BLUFFTON PARKWAY'S ON THE NORTH BUCK ISLAND ROAD IS ON THE EAST SIDE. THE COUNTY CURRENTLY OWNS THE POND THERE. THE TOWN OF BLUFFTON ACTUALLY PURCHASED THE PROPERTY TO THE SOUTH WHEN THEY HAD A SURVEY COMPLETED. YOU'LL SEE THE CURRENT PROPERTY LINE IS THE INSIDE DASH LINE IN WHICH THE STORMWATER POND IS ACTUALLY LOCATED ON. SO IN AN EFFORT FOR THE COUNTY TO BE MAINTAINING THE STORMWATER POND, UM, AND ITS ENTIRETY, THE TOWN IS ASKING FOR THE COUNTY TO TAKE IT'S APPROXIMATELY 10 TO 12 FEET, UM, OF THEIR PROPERTY AND ACCEPT IT SO THAT WE ARE TAKING CARE OF, UH, THE STORM WATER POND IN ITS ENTIRETY ON OUR PROPERTY. SO TO THE RIGHT OF THIS, IS THAT EAGLE'S FIELD? THAT IS CORRECT. ACROSS STRAIGHT, ACROSS ACROSS BUCK ISLAND ROAD IS THE EAGLES FIELD. SO DIAGONAL THEN IS WHERE THEY'RE BUILDING THOSE NEW TOWN HOMES? IF THOSE ARE TOWN HOMES GOING IN? YES, I IT UNDER CONSTRUC. I HAVE NO IDEA WHAT'S GOING ON THERE, BUT YES, ADJACENT, UM, PROPERTY IS UNDER DEVELOPMENT AND THEN OVER WHERE EAGLES FIELD IS, IS WHERE WE LOOKED AT ALL THOSE WETLANDS AND EVERYTHING. CORRECT. OKAY, SO IT'S THE TOWN OF BLUFFTON PROPERTY AND THEY'RE CONVEYING IT TO US FOR NOTHING. CORRECT. OKAY. WELL NOT FOR NOTHING FOR US TO PAY FOR THE MAINTENANCE. SO THE UPKEEP OF STORMWATER, WELL AGAIN, IT'S 10 FEET. SO WE, WE MAINTAIN THE STORMWATER POND EITHER WAY. YEAH, FOR SURE. OH THAT MAKES SENSE. UM, ARE ANY UPGRADES GONNA HAVE TO BE DONE WITH THAT WITH THE BUILDING THAT THEY'RE DOING ACROSS THE STREET? I'M UNAWARE THAT THIS HAS, THIS PROJECT HAS, AND THE SURVEY'S BEEN UM, REVIEWED BY THE STORMWATER DEPARTMENT. THEY SAID THEY HAD NO ISSUE 'CAUSE THEY'RE ALREADY MAINTAINING THE PROPERTY AS IS. PERFECT. SOUNDS GOOD. SO ONE MORE QUESTION ACROSS THE STREET WHERE THEY'RE BUILDING THOSE APARTMENTS OR WHATEVER THEY'RE BUILDING NEAR, THAT'S THE TOWN OF TON, CORRECT? I'M NOT SURE WHERE THE JURISDICTION LINE GOES. I'M NOT SURE IF IT'S, IT'S NOT THE COUNTY BUILDING BUILDING IS IT? NO, I BELIEVE THEY JUST PURCHASED THAT PROPERTY, DIDN'T THEY? THE TOWN LEFT IT, I'M UNAWARE BELIEVE SO THEY WERE OR THEY HAD AN AGREEMENT FOR WORKFORCE HOUSING THERE. YEAH, EXACTLY. THAT'S WHY THAT'S THE REZONING THAT I BELIEVE SOMETHING ALONG THOSE LINES. THAT'S MY UNDERSTANDING. OKAY, BUT YOU DON'T KNOW. NO MA'AM. I'M NOT A HUNDRED PERCENT SURE THERE. THAT'S JUST WHAT I'VE READ A COUPLE TIMES. I DON'T KNOW HOW EXACTLY HOW IT WAS APPROVED AT THERE, BUT I WAS JUST TRYING TO GET THE LOCATION DOWN. MM-HMM? YEAH, EXACTLY WHERE IT'S AT. ME TOO. ALRIGHT, ANY OBJECTION TO THIS? THANK YOU MR. CHAIRMAN. THIS WILL BE APPROVED WITH NO OBJECTION. ALL RIGHT. [27. RECOMMEND APPROVAL TO COUNCIL OF AN INTERGOVERNMENTAL AGREEMENT WITH THE CITY OF BEAUFORT AND THE APPROVAL OF A CHANGE ORDER TO EUROVIA ATLANTIC DBA BLYTHE FOR IFB #011224E YEAR 7 RESURFACING PROJECT FOR THE PAVING OF CITY-OWNED ROADS IN BATTERY SHORE NEIGHBORHOOD (FISCAL IMPACT: The change order request of $497,589.30 plus a contingency request of $74,638.40 bringing the total increase to $572,227.70. The funding for this is the City of Beaufort ARPA funds that will be administered through an IGA with City of Beaufort. There is no Beaufort County funding required for the change order) - Bryan Bauer, Director of Engineering] [01:15:01] UH, FINAL ONE, NUMBER 27 RECOMMEND APPROVAL OF THE COUNCIL OF AN INTERGOVERNMENTAL AGREEMENT WITH THE CITY OF BUFORT AND THE APPROVAL OF A CHANGE ORDER TO ROIA ATLANTIC DBA BLYTHE FOR IFB 0 1 1 2 2 4 E YEAR SEVEN RESURFACING PROJECT FOR PAVING OF CITY OWNED ROADS IN BATTERY SHORE NEIGHBORHOOD. YEAH, SO THE COUNTY HAS A ANNUAL RESURFACING PROGRAM THIS YEAR. BLYTHE WAS AWARDED FOR YEAR SEVEN. UM, THAT CONTRACT IS STILL ONGOING. THE CITY HAS LEFT OR HAS ARPA FUNDS THEY STILL NEED TO SPEND. SO THEY REACHED OUT ABOUT PAVING 2.5 MILES OF ROADWAY IN THE BATTERY SHORES NEIGHBORHOOD. UM, SO THAT WOULD BE A CHANGE ORDER TO OUR CONTRACT. UH, 4 9 7 5 8 9 30 PLUS A CONTINGENCY OF ALMOST 75,000. AND THEN, UM, THERE'D BE NO IMPACT THE CITY WOULD BE PAYING WITH THAT THROUGH THEIR ARPA FUNDS. THEY'RE JUST HAVING US DO THE WORK FOR THEM. YES. YEAH. AND JUST ON OUR CONTRACT? YES SIR. I'LL MAKE THE MOTION. MR. CHAIRMAN? YES MA'AM. I'LL SECOND IT WITH A SECOND. AND MR. CHAIRMAN, IF I MAY, I DO SEE THE ASSISTANT CITY MANAGER BACK THERE. UH, DO YOU WANNA MAKE ANY COMMENTS ABOUT THIS OR YOU, YOU GOOD? JUST WANT TO THANK YOU FOR ALLOWING US THIS OPPORTUNITY. THANK YOU. LOOKING US BUILDING NURSE RELATIONSHIPS WITH MUNICIPALITIES. I LOVE IT. DO WE HAVE ANY OBJECTION? NO, NO. IF YOU'RE NOT HAVING FUN WITH IT GUYS, THEN WHAT ARE WE REALLY DOING HERE? I AT AND I SEE NO OBJECTION WITH THIS. AND WITH THAT, THAT FINISHES OUR AGENDA AND AT FOUR 16 WE ARE ADJOURNED. OH WOW. THANK YOU. * This transcript was created by voice-to-text technology.
