MOST GOVERNMENTS FROM 28 MEETING YOUR COMMENTS, QUESTIONS, COLLECTIONS I KNOW WITHOUT THE MINUTES ARE APPROVED TIME FOR CITIZEN COMMENTS ANYBODY ON THE SIDELINES AND I LIKE TO MAKE A COMMENT HERE NOT FORWARD WITH OUR BUSINESS ARE SUBJECTIVE I[5. BJWSA UPDATE – CHARLIE STONE, DIRECTOR OF GOVERNMENT AFFAIRS, PUBLIC AFFAIRS, BJWSA]
DON'T RECOGNIZE A DIFFERENT WARREN SHARP UPDATE CHARLIE STONE DIRECTOR OF GOVERNMENT AFFAIRS PUBLIC AFFAIRS WELCOME. THANK THERE'S NOT A CLEAR PERFORMANCE IS BOUNCE AND I LOVE HOW YOU FEEL THAT WORK IN THE ENGINEERING DEPARTMENT WELL I WOULDN'T SAY THERE'S A HOLE IS THERE ANYTHING UP THERE TO KEEP WORKING ON THAT OR CAN YOU GET THE NEXT LEVEL.YEAH I CAN COME FROM BACK HERE CHARLIE I HAVEN'T FLOWN AGAIN AND RIGHT NOW THAT'S FINE AND I'M SORRY. I'M SO SORRY YOU DON'T HIRE ME. I THINK I I'LL JUST SAY NEXT SLIDE. YEAH, LET ME SCOTCH. OKAY SO YOU CAN AT SLIDE SO CHARLIE STONE, DIRECTOR OF GOVERNMENT AFFAIRS AT NUCOR JASPER WATER HUBER APPRECIATE THE OPPORTUNITY TO SUPPLEMENT THIS MORNING. I DO WANT TO GIVE JUST A LITTLE BIT OF AN AGENDA AND TIME TODAY I'M GOING TO TRY TO MOVE TO A LOT OF SLIDES AND TOUCH ON OUR MISSION OUR VISION THIS YEAR FOR JASPER I DIDN'T DO THAT. MR. BOSS WAS GOING TO BE IN THE ROOM YESTERDAY. CHECK ME ON MY RATIONALE NO PRESSURE OR PRESENT REALITIES SOME REGIONAL PROJECTS THAT I THINK ARE REALLY EXCITING AND THEN WHERE WE'RE AT WITH RATES, WHERE WE'RE AT WITH OUR CAPACITY PROCESS AND THEN SOMETHING VERY PASSIONATE ABOUT THE INITIATIVE THAT WE HAVE AROUND ON SEWARD AREAS JUST ACROSS THE REGION JUST BEFORE I DIE THEN I DIDN'T WANT TO START WITH A COUPLE OF JUST ONE ITEMS I WANTED TO RECOGNIZE SOME OF OUR EMPLOYEES OF YOUR FOR JASPER WATER THAT ARE DOING SOME REMARKABLE THINGS IN AND OUTSIDE OF OUR COMMUNITY BUT OUR FIELD OPS TEAM THERE WERE ACTUALLY OUT IN DENVER AT THE ANNUAL AMERICAN WATER WORKS ASSOCIATION CONFERENCE AND THEY GOT SECOND PLACE IN THE NATION FOR THE HYDRANT CHALLENGE THE BEST PLACE IN THE NATION FOR THE PIPE TAPPING CHALLENGE.
SO WHAT IS RECOGNIZED AND I ASKED YOU ABOUT VIDEO I DON'T KNOW IF IT WILL PLAY BUT THIS IS FROM THE PIPE TAPPING CHALLENGE ON THE NEXT SLIDE HERE LET'S CLICK IT IT CLICKED IN ACTION JUST CLICK THE SCREEN IT SHOULD COME ON RIGHT YEAH. SO A PDF TOO I THINK IT MIGHT NOT WORK WAS WORKING ON MY LEVEL THAT'S FINE BUT APPARENTLY THESE GUYS ACTUALLY WON THE RAFT RACE FOR THE PROOF OF WATER DISPLAY AN ELEMENT OUT OF STATE JUST WINNING EVERY COMPETITION THEY CAN BUT THE SLIDE SO MISS MEGHAN MORRIS IS ACTUALLY THE AUTHOR OF THIS ARTICLE SHE'S IN THE ROOM BUT THIS IS MR. DEREK. MR. WASHINGTON HAS BEEN A TECHNICAL MAINTENANCE SPECIALIST AT OUR PERRYSBURG PLANT FOR 27 YEARS AND IT'S MY HONOR TO RECOGNIZE HIM TODAY BECAUSE HE TRULY EMBODIES EVERYTHING THAT'S GREAT ABOUT THE EVERYTHING THAT'S GREAT ABOUT OUR REGION. HE WAS APPOINTED AS GRAND MARSHAL OF THE BEAUTIFUL WATER FEST PARADE AND HE'S ALSO BEEN A YEAR FOR PORT ROYAL VOLUNTEER FOR 20 YEARS. SO HE'S SOMEBODY THAT'S JUST GREAT MEMBER OF OUR TEAM AT THE
[00:05:05]
RIVER JASPER AND THEN A GREAT MEMBER OF THE COMMUNITY SO THIS IS OUR OUR MISSION AND OUR VISION PROVIDE QUALITY WATER AND WASTEWATER TO CURRENT AND FUTURE CUSTOMERS IN THE LOWCOUNTRY AND THEN OUR VISION TO BE A LEADING WATER AND WASTEWATER PROVIDER RECOGNIZED BY OUR CUSTOMERS RELIABLE SERVICE DEDICATION TO OUR EMPLOYEES, OUR COMMUNITY, THE ENVIRONMENT AND I HIGHLIGHTED A FEW GENERAL THEMES THAT ARE GOING TO COME UP THROUGHOUT THE PRESENTATION TODAY. ALL RIGHT. SO THIS IS NOT AN ISLAND ARTICLE FROM A FEW WEEKS AGO. THIS IS ACTUALLY FROM A BOOKLET THAT MR. RICK OF FOX AND MARSHALL LAW FIRM GAVE ME. MR. MARSHALL IS A FRIEND OF MINE BUT THIS IS A BOOKLET THAT OUR BOARD OF DIRECTORS PUT TOGETHER. IN THE 1960S I BELIEVE RIGHT AROUND 1960 AND SO IT SAYS WATER EVERYWHERE BUT NOT A DROP TO DRINK.AND SO I WANTED TO CHAT A LITTLE BIT ABOUT THE HISTORY OF BEFORE JASPER WATER BECAUSE I KNOW SOME OF THE PARALLELS ARE REALLY FASCINATING TO ME BUT IN THE 1950S WE WERE REALLY A COMMUNITY THAT WAS CHALLENGED BY GROWTH. YOU'LL SEE ON THE SCREEN BETWEEN 1950 AND 1960 DUVAL COUNTY ACTUALLY THE HIGHEST AMOUNT OF POPULATION INCREASE ON THE ATLANTIC SEABOARD AT 63% AND AT THAT TIME A LOT OF THAT WAS DIRECTLY RELATED TO MILITARY CIVILIANS BEING EMPLOYED BY THE MILITARY BASE AS WELL AS MILITARY AND IT WAS A TIME OF GREAT GROWTH AND WITH THAT GROWTH OF FORM IN THE EARLY 1900S WE WERE REALLY RELIANT WEALTH SYSTEM AND SO YOU HAD THE TOWN OF PORT ROYAL ,THE CITY OF BEAUFORT AND THE MILITARY BASES ALL WORKING OFF OF A WELL SYSTEM THAT'S SHOWN ON THE NEXT SLIDE HERE.
BUT WITH THE WITH THE SYSTEM WITH THE AMOUNT OF GROWTH THAT SAW WE RAN INTO A SITUATION WHERE THE WEALTH SYSTEM WAS THREATENED BY THE INTRUSION OF SALTWATER INTO THE WATER BEARING STRATA AND THERE WAS A SITUATION WHERE WE CAME TOGETHER AS A COMMUNITY AND THE LEGISLATURE ACTUALLY THE LEGISLATURE WORKED WITH THE MUNICIPALITIES, WORKED WITH THE MILITARY BASES AND THEY SUPPORTED THE SAVANNAH RIVER PROJECT WHICH IS ACTUALLY WHERE WE GET OUR WATER FROM TODAY. SO THIS IS JUST SOME GRAPHS OF THE POPULATION INCREASE AND THEN THE NEXT ACTUALLY I FOUND THIS INTERESTING FROM MY TIME IN ECONOMIC DEVELOPMENT BUT IT TALKS ABOUT THE IMPORTANCE OF WATER TO INDUSTRY OBVIOUSLY ARE THE INDUSTRIES THAT WE LOOK TO ATTRACT CERTAINLY CHANGED BUT STILL PREVALENT THROUGH OUR MESSAGE TO THAT AND THIS SHOWS THE DESIGN OF THE CANAL AND SO YOU KNOW WE FAST FORWARD 65 YEARS RIGHT LIKE WHERE ARE WE AT TODAY? ONE OF THE LARGEST UTILITIES IN THE STATE WE HAVE 67,000 WATER CONNECTIONS, 48,000 SEWER CONNECTIONS, 750 SQUARE MILES OF SERVICE TERRITORY OF FOUR MUNICIPALITIES. BLUFFTON ROYAL, BEAUFORT, HARTVILLE AND YOU CAN CHANGE SLIDE AND OUR REALITIES THAT WE FACE ARE VERY SIMILAR WE HAVE OUR TRADITIONAL INFRASTRUCTURE TIMELINES ARE BEING OUTPACED BY GROWTH WE'RE ALWAYS NAMED ONE OF THE FASTEST GROWING COMMUNITIES IN THE US. WE ACTUALLY I'M SURE EVERYBODY SAW IT BUT A FEW WEEKS AGO JUNE 21ST THERE WAS A PRESS RELEASE THAT WENT OUT THAT WE'VE REACHED AN ALL HIGH ON WATER CONSUMPTION THAT 35.6 MILLION GALLONS OF OUR 39 MILLION GALLON WATER CAPACITY FOR OUR PLANTS AND WE PROJECT APPROXIMATELY 3000 NEW CONNECTIONS ON AN ANNUAL BASIS ON TOP OF THE AMOUNT OF GROWTH THAT WE'VE HAD. UTILITY CONSTRUCTION CONTINUES BE MUCH MORE EXPENSIVE FROM 2019 TO 2024 WE SAW A 250% INCREASE IN THE COST OF WASTEWATER TREATMENT PLANT CAPACITY. ADDITIONALLY, WE HAVE REGULATORY MANDATES THAT ARE MAKING IT HARDER FOR US TO KEEP UP WITH COMPLIANCE AND IN A SITUATION WHERE FEES FOR CAPACITY AS WELL AS NEED TO KEEP PACE WITH THE GROWTH AND WITH THE COST INCREASE ACROSS THE REGION. CHARLIE, DO YOU THINK THAT THE TRANSITION AFTER COHORTS WITH MORE PEOPLE WORKING HOME HAS ADDED TO THE CAPACITY AS YOU'RE USING THE UTILITY FOR MY RESIDENTIAL AREA VERSUS OH I'M REALLY NOT CERTAIN I I WOULDN'T
[00:10:02]
I WOULDN'T SAY THAT THERE'S BEEN A DIRECT CORRELATION TO THAT NEXT SLIDE.SO WHAT IS OUR CURRENT WATER SYSTEM LOOK RIGHT NOW AS I MENTIONED EARLIER, WE PULL ALL OF OUR WATER FROM SAVANNAH RIVER. WE HAVE A 18 MILE CANAL THAT FROM SAVANNAH RIVER TO OUR TWO WATER TREATMENT PLANTS. MOST PEOPLE ASSOCIATE YOU FOR JASPER WITH OUR CHELSEA PLANT WHICH IS THE PLANT THAT'S RIGHT OFF THE SNAKE RIGHT ON 170 THAT CHELSEA WATER TREATMENT PLANT HAS MAX CAPACITY OF 24 MILLION GALLONS PER DAY.
WE HAVE A SECOND WATER PLANT AT PERRYSBURG AND THAT WATER PLANT MAXED OUT AT 15 MILLION GALLONS PER DAY OVER 1500 MILES OF WATER MAIN 87 UNDER FIRE HYDRANTS 20 TO 25000 BARRELS.
AND THEN WE ALSO HAVE SOME ELEVATED STORAGE TANKS ACROSS REGION THAT AT CAPACITY OF 6 MILLION GALLONS PER DAY SO WE QUICKLY I'VE ALWAYS SEEN A OFFER FOR 62 AND MY QUESTION IS IS IT CAN IT BE THREATENED FOR CONTAMINATION? THAT IS A GREAT QUESTION, MR. GARBER. WE ACTUALLY WORKING RIGHT NOW TO LOOK AT THE RESILIENCY OF THE CANAL AT RISK MITIGATION AND DO A WHOLE VULNERABILITY ASSESSMENT OF OUR OUR SYSTEM.
IT'S A CONVERSATION THAT WE'VE HAD WITH OUR MILITARY INSTALLATIONS AS WELL.
I HAD A REALLY NICE MEETING WITH MARY RYAN AND MR. DAVID TRAILL AND COLONEL PORTMAN OUT OF THEIR STATION NOT TOO LONG AGO. AND YOU KNOW OBVIOUSLY WE'RE A MILITARY AND SO WE WANT TO BE MINDFUL OF MAKING SURE THAT THE MILITARY THRIVES HERE AND THAT WE MITIGATE RISK AS BEST WE CAN. AND SO THAT'S ONE OF THE ITEMS THAT WE'RE LOOKING AT. WE'RE ACTUALLY INCLUDING THE OPEN LAND TRUST IN THAT CONVERSATION AS WELL AND IT OBVIOUSLY THEY HAVE A VESTED INTEREST IN CONSERVING LAND BUT WE THINK IT MAKES ALL SENSE IN THE WORLD TO LOOK AT CONSERVATION ALONG THE CANAL BECAUSE THE LAST THING WE WANT IS, YOU KNOW, SOME SORT DEVELOPMENT THAT YOU KNOW, THREATENS THE CANAL OR THAT COULD CAUSE SOME SORT OF RISK. YEAH.
THANK YOU. SO OUR WASTEWATER TREATMENT SYSTEM RIGHT NOW WE HAVE THREE MECHANICAL PLANTS. WE HAVE A PLANT INSURANCE WHEN WHERE WE HAVE SEVEN AND A HALF MILLION GALLONS PER DAY THAT'S PERMITTED AT PORT ROYAL. WE ALSO HAVE SEVEN AND A HALF MILLION GALLONS PER DAY AND THEN WE HAVE A HARD TO BUILD WASTEWATER TREATMENT PLANT THAT'S 2.7 MILLION GALLONS PER DAY. SO I TALKED A LITTLE BIT ABOUT THE GROWTH YOU KNOW SOME OF THE CHALLENGES WITH JUST THE AMOUNT OF WATER THAT IS BEING CONSUMED WITH OUR ALL TIME HIGH WATER CONSUMPTION THAT WE HIT ON JUNE 21ST.
AND SO WHAT ARE WE DOING TO ADDRESS THESE CHALLENGES AND IT REALLY IS STARTS WITH OUR CITY OUR CAPITAL IMPROVEMENT BUDGET AND IT WITH INVESTING IN OUR INFRASTRUCTURE.
AND SO WE WE WERE REALLY TEAM OF ENGINEERS OUR CHP TEAM IS LED BY OUR CHIEF OF ENGINEERING MR. PAUL BENSON AS WELL AS OUR DIRECTOR OF ENGINEERING MR. MICHAEL HANSON AND THEN ALSO OUR CAPITAL PROJECT TEAM LEADER JENNIFER RAY AND OUR TEAM THEY'VE WORKED OVER THE PAST YEAR VERY HARD CONDUCT TRIPLE BOTTOM LINE ANALYSIS ON ALL PROJECTS THAT THEY THINK ARE NECESSARY FOR YOU FOR JASPER WATER AS WE MOVE FORWARD AND WE'VE CRAFTED A BUDGET NOW THAT'S JUST AT $600 MILLION OVER THE NEXT THREE YEARS AND THAT'S FOR FISCAL YEAR 2025 TO 2027 AND THAT WAS ACTUALLY APPROVED BY OUR BOARD YESTERDAY THAT SHIP LIST APPROVED AND SO ABOUT 65% OF THAT IS RELATED TO SO LOOKING AT SOME PLAN EXPANSIONS ACROSS THE REGION THAT, I'M GOING TO GET INTO ALL THESE NEXT SLIDES. 17% IS REHAB AND REPLACEMENT AND THEN 16% FOR IMPROVING EXISTING INFRASTRUCTURE. SO THIS A PROJECT THAT REALLY EVERYBODY ACROSS THE REGION SHOULD BE VERY EXCITED ABOUT. IT'S A VERY CRITICAL PROJECT FOR US. IT'S THE EXPANSION OF OUR PERRYSBURG WATER TREATMENT PLANT. WE ARE GOING TO BE TAKING THAT PLANT FROM 15 MILLION GALLONS PER DAY TO 30 MILLION GALLONS PER DAY. THAT IS UNDER CONSTRUCTION CURRENTLY AND IT WILL BE COMPLETED NEXT JULY IS THE TIMELINE THAT WE ARE AIMING FOR AND IT IS A PROJECT THAT'S GOING TO ADDRESS A LOT OF THE THAT WE'VE SEEN WITH WATER CONSUMPTION WITH THE PEAK USAGE THROUGHOUT SUMMER MONTHS. OFTENTIMES WHENEVER WE HAVE THAT HIGH LEVEL OF USAGE WHEN WE HIT THAT 35 BILLION GALLONS OF OUR 39 MILLION GO AND WATER PLANT CAPACITY, WE SEE ISSUES WITH DISCOLORATION, WE SEE ISSUES WITH WATER PRESSURE AND
[00:15:04]
. SO THIS PROJECT WILL CERTAINLY ADDRESS SOME OF THOSE CHALLENGES AND THEN ALSO ALLOW US TO GROW INTO THE FUTURE. WE DO HAVE SEVERAL WASTEWATER PLANT EXPANSIONS THAT WE ARE ONE IS IN PROCESS THEN WE HAVE TWO OTHERS THAT ARE KIND OF IN THE PLANNING STAGE AT THIS POINT. BUT WE'RE IN PROCESS WITH THE CHERRY POINT WASTEWATER TREATMENT PLANT EXPANSION. THAT PLAN IS CURRENTLY AT 90% CAPACITY AND SO WE ARE IN THE PERMITTING PHASE TO TAKE THAT PLANT TO 11.25 MILLION GALLONS AND THEN WE'RE ALSO LOOKING AT EXPANDING OUR HARTSVILLE WASTEWATER TREATMENT PLANT AND HAVE BEEN IN CONVERSATIONS OUR ENGINEERING TEAM HAS BEEN IN CONVERSATIONS ON DO WE NEED AN ADDITIONAL PLANT ELSEWHERE IN THE COUNTY THAT'S REALLY KIND OF A PRELIMINARY CONVERSATION AT THIS POINT. THIS IS ANOTHER GREAT PROJECT FOR THE WATER CAPACITY.WE'RE ACTUALLY BUILDING A AN ADDITIONAL STORAGE TANK AT WALTER THAT'LL BE 1.5 MILLION GALLONS THAT IS EXPECTED TO BE COMPLETE AND IN OUR KITCHEN ACCURATE DATE HERE APRIL OF 2025 SO THIS IS A HEAT MAP OF ALL OF OUR PROJECTS ACROSS THE REGION.
SO WE HAVE ABOUT 600 MILLION WE HAVE HUNDRED AND TWO PROJECTS IN OUR RCP.
THEY'RE REALLY SCATTERED NORTH AMERICA SOUTHERN FACILITY I KNOW I WENT THROUGH ALL LARGE GROWTH PROJECTS THAT CAPACITY RELATED PROJECTS BUT THERE'S A LOT PROJECTS THAT ARE RELATED TO UPGRADING EXISTING INFRASTRUCTURE. WE ALSO HAVE ABOUT $45 MILLION AT RCP THAT'S DIRECTLY RELATED TO THE MILITARY INSTALLATION. SO IMPROVING INFRASTRUCTURE THAT WAS BUILT IN THE 1950S MAKING SURE THAT THAT INFRASTRUCTURE IS UP TO DATE AND CAN CAN SERVE OUR MILITARY PARTNERS. NEXT SLIDE QUESTIONS ABOUT HOW MANY POINTS A CAUSAL ORAL PLANT SO THAT'S ACTUALLY ONE OF OUR PROJECTS THAT WE'RE LOOKING AT SO WE'RE GOING TO A LAUREL BAY WASTEWATER TREATMENT PLANT RIGHT NOW IT'S PERMITTED AT POINT THREE 5 MILLION GALLONS. I MEAN IT'S LIKE FULLY AT CAPACITY AND I BELIEVE IT WAS BUILT IN LIKE 1953 AND SO A PROJECT THAT IS IN OUR CITY THAT WE'RE WORKING WITH THE MILITARY ON RIGHT NOW IS WE ARE GOING TO BUILD A PUMP STATION THAT TAKE ALL THEIR EFFLUENT THROUGH THE PORT ROYAL PLANT INSTEAD. YEAH SO THAT'S THAT'S A GREAT EXAMPLE OF A PROJECT THAT'S BUILT AROUND RESILIENCY AND JUST MAKING SURE THAT WE'RE INVESTING IN OUR INFRASTRUCTURE SO ALL RIGHT. SO HOW DO WE FUND THESE PROJECTS? SO WE HAVE WE HAVE TWO MECHANISMS TO FUND PROJECTS AND THAT IS RATES AND CAPACITY FEES. WE HAVE INCREASED AS OF JULY 1ST OF THIS YEAR AND ACROSS BOARD RATES HAVE INCREASED APPROXIMATELY 10%.
AND SO FOR EXAMPLE IF YOU WERE TO TAKE A 3000 GALLON WATER AND SEWER USER LAST YEAR, THEY WOULD PAY $60 AND 30 $0.01 ON THEIR WATER AND SEWER THIS YEAR THAT SAME USER WOULD PAY $66.30 . THE SECOND MECHANISM IS CAPACITY FEES AND THE NEXT SLIDE AND SO WHAT IS A CAPACITY FEE? A CAPACITY IT'S A FEE THAT'S ASSESSED FOR NEW DEVELOPMENTS AND CUSTOMERS RECOVER THE COST OF INFRASTRUCTURE THAT'S CONSTRUCTED BY BEFORE CASPER TO ACCOMMODATE THOSE ADDITIONAL CUSTOMERS.
AND SO AS I WENT THROUGH OUR CFP THAT $600 MILLION CAPACITY FEES CAN ONLY PAY FOR THOSE GROSS PROJECTS SO THEY CAN'T PAY FOR EXISTING INFRASTRUCTURE THAT IS BEING REHAB REPLACED.
THEY HAVE PAY FOR CAPACITY. SO WE'VE GONE THROUGH A VERY LENGTHY PROCESS OUR CAPACITY FEES AND AS WE LOOKED AT WHERE WE TO GET TO FUND SOME OF OUR PROJECTS THROUGHOUT THE REGION AND, OUR NUMBER ONE PRIORITY AND THROUGHOUT THIS PROCESS HAS BEEN TO THE DEVELOPMENT COMMUNITY TO BE AS TRANSPARENT AS POSSIBLE MY CHIEF OF ENGINEERING PAUL BENSON HE HAD WORKING GROUPS OR INPUT SESSIONS THROUGHOUT THE OF MAY AND JUNE WHERE WE BROUGHT THE DEVELOPMENT COMMUNITY. WE WANT TO MAKE SURE THAT THEY KNOW THIS IS COMING.
THEY UNDERSTAND WHY DOING THIS AND THE NEED FOR THESE PROJECTS ACROSS THE REGION AND WE HEARD KIND OF THREE GENERAL THEMES THE FIRST THE FIRST ITEM WE HEARD WAS NOBODY SAID DON'T BUILD CAPACITY. EVERYBODY TOLD US, YOU KNOW, PLEASE CONTINUE INVESTING IN YOUR CITY. THE DEVELOPERS UNDERSTAND THE GROWTH IS COMING AND THEY WANT TO SURE THAT OUR SYSTEM IS READY FOR THEM. THE SECOND ITEM WE HEARD WAS DON'T SPOIL MY DEAL. WE HAVE DEVELOPERS WHO ARE IN PROCESS WITH PROJECT AND SO IF
[00:20:05]
WE WERE TO RAISE CAPACITY FEES AND NOT GIVE A TIMELY NOTICE THEN THAT COULD BE SOMETHING THAT COULD JEOPARDIZE WHAT THEIR WHAT THEY'RE MOVING FORWARD WITH.AND SO ARE THERE WAYS THAT WE CAN PHASE THIS IN? ARE THERE WAYS THAT WE CAN STAGGER PAYMENTS TO MITIGATE SOME OF THE CARRYING COSTS FOR THE DEVELOPMENT AND THEN REALLY GIVE THEM CERTAINTY AND THEN COMMUNICATE THAT DECISION ONCE IT'S ONCE IT'S MADE.
AND SO THAT WAS KIND OF ONE OF OUR FIRST STEPS IN OUR PROCESS.
WE THEN WE GOT OUR RESULTS BACK FROM OUR CAPACITY FEE STUDY WAS DONE BY A CONSULTING FIRM AND THEN ACTUALLY WE HAD A BOARD MEETING AND YOU CAN CHANGE THE SLIDE AND SEE YOU'RE ACTUALLY ONE OF THE FIRST GROUPS TO SEE THIS UNLESS YOU WERE IN OUR PUBLIC SESSION OF OUR BOARD YESTERDAY BUT WITH THE INPUT OF THE DEVELOPMENT COMMUNITY WITH COMPLETION OF OUR CONSULTANT'S STUDY OUR BOARD RECOMMENDED TO TAKE THIS TO A PUBLIC HEARING AUGUST 20TH AS OUR PATH FORWARD. AND SO RIGHT NOW WE'RE AT JUST ABOUT 7000 FOR WATER AND SEWER CAPACITY. WE'RE GOING TO ESSENTIALLY REMAIN AT 7000 BUT WE'RE WHERE WE NEED TO GET IS GOING TO BE TACKED ON TO THE BACK END WHENEVER THEY'RE AT METERS RIGHT NOW EVERYTHING'S PAID AT PRE AND SO INITIALLY WE WERE THINKING THAT THIS WOULD BE PAID IT FOR THOUGHT BUT FROM THE FEEDBACK OF THE DEVELOPMENT COMMUNITY AND THE CONCERN OVER THE CARRYING COST WE'RE MOVING THAT TO METERS AND SO THIS IS A MULTIPLE YEAR PHASING PROCESS AND IT'S GOING TO BE TAKING THE PUBLIC HEARING ON THE 20TH SURPRISE NO QUESTIONS THAT SO WELL ALL RIGHT SO I DID WANT TO TOUCH ON THE STONEY CREEK. IT'S A PROJECT THAT I'M PASSIONATE ABOUT UNDER TOWN OF BLUFFTON IS PASSIONATE ABOUT IT AND COUNTY AS WELL.
BUT IT'S A PROJECT THAT WAS REALLY BUILT AROUND AN ADVERSE IMPACT TO OUR ENVIRONMENT AND REALLY THE TOWN OF BLUFFTON SHOULD BE COMMENDED FOR THEIR LEADERSHIP ON.
IT I KNOW THAT THEY WERE THE ONES THAT WERE THE DRIVING FORCE BUT ESSENTIALLY IN THE CREEK COMMUNITY YOU HAD ISSUES WITH SEPTIC SYSTEMS THAT WERE FAILING SEPTIC SYSTEMS THAT WERE LEACHING INTO THE MAIN RIVER AND REALLY THREATENING THE WATER QUALITY OF THE RIVER.
AND SO WITH COUNTY AND THE TOWN OF BLUFFTON COMING TO THE TABLE WE APPLIED FOR A SKIP GRANT AND RECEIVED FUNDING AND SO WE ARE TRANSITIONING THE STONY CREEK COMMUNITY FROM SEPTIC TO SEWER AND THAT'S PROCESS NOW WITH THE STONY CREEK PROJECT THAT'S I KIND OF DESCRIBE IT AS LIKE OUR OUR FIRST WIN IN THAT ARENA BUT WE HAVE AN UNDERSERVED COMMITTEE, AN AD HOC COMMITTEE I'VE BEEN HELPING LEAD AND IT IS FOCUSED ON COMMUNITY ISSUES THAT HAVE THOSE ISSUES WITH THE ENVIRONMENT OR ALSO SOCIAL CHALLENGES AND A LOT OF IT IS DUE TO ESSENTIALLY WE HAVE DONUT HOLES ACROSS OUR REGION WHERE WE HAVE DENSELY POPULATED AREAS BUT THEY DON'T HAVE TO SEWER INFRASTRUCTURE AND SO WITH ISSUE WE SEE SEPTIC SYSTEMS THAT ARE CHALLENGED AND WE'VE BEEN WORKING WITH THE SEA GRANT CONSORTIUM WHO DID A VERY INTERESTING STUDY ON HOW SEA LEVEL RISE IS GOING TO IMPACT SEPTIC SYSTEMS AND MAKE SEPTIC SYSTEMS WITHIN CERTAIN COMMUNITIES INOPERABLE. WE'VE ALSO BEEN WORKING WITH USB SOME VERY INTERESTING STUDIES ON THE DIMINISHING WATER QUALITY, THE MAIN RIVER AND HOW THAT'S BEEN ATTRIBUTED TO SOME OF THESE SEPTIC SYSTEMS .
THE WATERWAY OBVIOUSLY THIS IS A VERY COMPREHENSIVE ISSUE AND IT'S ALL JUST DUE TO SEPTIC, YOU KNOW. SO SOME OF THESE COMMUNITIES HAVE CHALLENGES WITH DRAINAGE THEY HAVE CHALLENGES WITH OVERDEVELOPMENT ON THE WATERWAYS BUT WE'RE LOOKING AT OUR PIECE OF THE PUZZLE AND SO RIGHT NOW WE'RE IN A REAL PRELIMINARY PHASE BUT.
WE'VE IDENTIFIED FOUR COMMUNITIES ACROSS THE REGION ALL JOINED COMMUNITY, THE SHELL POINT COMMUNITY, OLD AND LEVY AND JASPER COUNTY AND WE'RE WORKING TO FORM MULTI-JURISDICTIONAL PARTNERSHIPS AND FIND A SOLUTION THESE PEOPLE I ALSO KNOW THAT OUR PROCESS HAS BEEN CENTERED AROUND THE RESIDENTS I THINK THAT THE ONLY WAY THAT THESE PROJECTS ARE SUCCESSFUL IS IF WE ACTUALLY GET INTO THOSE COMMUNITIES AND LEARN WHAT THE PEOPLE WANT, YOU KNOW THE LAST THING I WANT IS A LOT OF GOVERNMENTAL BUREAUCRATS AROUND A TABLE AND THINKING THAT YOU KNOW WE SHOULD BRING SEWER INTO THE COMMUNITY.
THAT'S NOT WHAT THE RESIDENTS ARE EMBRACING. AND SO OUR PROCESS WITH ALL THE ALTERNATE COMMUNITY HAS BEEN VERY VOCAL AROUND DEMANDING A SOLUTION FOR THEIR CHALLENGES
[00:25:05]
THAT THEY SEE THEY HAVE A LAUNDRY LIST OF PROBLEMS DOWN THERE.YOU KNOW, SOME OF IT'S RELATED TO DRAINAGE AND I THINK THE SEPTIC AND THE DRAINAGE KIND OF PERPETUATE EACH OTHER RIGHT NOW WE'RE LOOKING AT WAYS THAT WE CAN IDENTIFY SOME STATE FUNDING EVEN FEDERAL FUNDING AND CAN BRING A SOLUTION TO THAT.
SO HOW CAN YOUR HELP? I WOULD SAY JUST UNDERSTANDING THE GROWTH, HOW THAT'S CHALLENGING OUR INFRASTRUCTURE ,YOU KNOW, EDUCATING YOUR CONSTITUENTS ON YOU KNOW, WHERE WE'RE AT AS REGION WITH THE AMOUNT OF GROWTH THE NEED FOR THESE REGIONAL PROJECTS AND THEN FINDING WAYS TO PARTNER WHETHER IT'S PARTNERSHIP FOR WATER AND SEWER PROJECTS OR PARTNERSHIPS WITH JUST EDUCATION. YOU KNOW, I TOLD STORY ABOUT HOW IN THE 1950S WE GOT A TEAM TOGETHER AS A COMMUNITY THE MILITARY, THE TOWN OF PORT ROYAL, THE CITY OF BEAUFORT AND WE HAD TO IDENTIFY A SOLUTION FOR THE WATER CHALLENGES 65 YEARS AGO. AND SO I THINK A LOT OF THE THE PARALLEL THERE IS THAT YOU KNOW, WE'RE IN THIS TOGETHER BEFORE, JASPER. WE'RE HERE TO SERVE THE MUNICIPALITIES OF THE COUNTY SO YOU KNOW, WE APPRECIATE YOUR SUPPORT SO YOU'RE TAKING QUESTIONS NOW FROM TAKING QUESTIONS I'M GOING TO LET ME ASK YOU A DO YOU THINK THE KEY FIGURES FOR EVER SAY NO TO AN AREA DO YOU SAY IT'S UP TO THE DEVELOPER IF PAY FOR IT WE'LL TAKE IT TO THE BANK. OH ESPECIALLY WHEN IT COMES TO SOMEONE I'M SPEAKING OF SO AND ONE OF THE COMMENTS I MADE TO MS. HULL BECAUSE SHE'S ON THE COMMUNITY SERVICE COMMITTEE IS THAT WE TO TALK ABOUT SEPTIC SYSTEMS PARTICULARLY IN CALENDAR AND THAT WE'RE LOOKING FOR SEWER BUT THERE ARE AREAS SHOULD NEVER HAVE GOTTEN SEPTIC APPROVAL BECAUSE OF THE LOW LYING AREAS JUST OFF AND I DON'T KNOW WHETHER THAT WILL LEAD TO TAX DEDUCTION ETC.
BECAUSE THERE'S JUST SOME PROPERTY THAT SHOULD NEVER BE A HOUSE AND THAT WE'RE GO THERE BUT PEOPLE NEED TO GET SOME KIND OF TAX BENEFIT FROM STUFF THAT'S ULTIMATELY I'M GOING WITH IT BUT WE NEED TALK ABOUT SEPTIC TANK SYSTEM BUT MY QUESTION WASN'T REALLY DO Y'ALL EVER SAY NO TO THE DEVELOPERS? SO IN TERMS IN TERMS OF THE SEPTIC SYSTEMS, THOSE ARE APPROVED THROUGH DIRECT I KNOW CERTAIN GROUPS HAVE PUSHED YOU TO HAVE MORE RESTRICTIVE STANDARDS AROUND THAT IN TERMS OF LIKE WE SAY NOW WITHIN UNINCORPORATED BEAUFORT COUNTY IN JASPER COUNTY WE HAVE AN OBLIGATION TO SERVE. WE HAVE TO BE MINDFUL OF THE COMPREHENSIVE PLAN AND KNOW IT WOULD BE REALLY A CASE BY CASE BASIS.
YOU KNOW, THERE'S A LOT OF VARIABLES AT PLAY WE'VE HAD CERTAIN DEVELOPERS APPROACH US AND ASK US TO SERVE COMMUNITIES THAT WE DON'T EVEN HAVE AGREEMENTS WITH.
AND SO IN THAT CASE YOU KNOW THAT'S A ADDED COMPLICATION. SO THANK YOU.
WE JUST CONVERTED FOR PROBABLY 50 TO 75 SEPTIC SERVER INTO SEWER WHERE WE'RE TEMPORARILY WC SO WE'VE JUST COME THROUGH THAT PROJECT WE'RE REAL HAPPY ABOUT THAT.
WE'RE PROUD OF THAT THAT IT TOOK A WHILE WAS ONE OF MY FIRST INITIATIVES WHEN I FIRST GOT ELECTED ON THE COUNCIL. SO IT TOOK A WHILE BUT IT JUST WENT THROUGH THE PROCESS AND WE WERE SUCCESSFUL THIS YEAR YOU KNOW IT'S SAFE TO SAY THAT SO OUR RESTRICTED TO RESIDENTIAL ONLY I MEAN A DEVELOPER DIDN'T MAKE COULDN'T HAVE THAT'S BEEN SEPTIC SKEPTICS RESTRICTED INDIVIDUAL RESIDENT PROPERTIES ONLY AND DEVELOPER COULDN'T PUT IN THE DEVELOPMENT WITH MULTIPLE HOMES AND AND THEY BUILT SEPTIC AND DEVELOPER TO PUT IN SO AGAIN THAT'S SOMETHING THAT THE EC REGULATES SO I DON'T KNOW THE EXACT STANDARDS I DO KNOW THAT THEY COULD I DEAL WITH THE FINANCIAL IMPACT WHERE AS AN EXAMPLE SHOAL POINT WHERE RESIDENTIAL SECTIONS HAVE BEEN BUILT FOR A LONG TIME AND YOU GOT A LOT OF PROBLEMS THERE SO IF YOU PUT A SEPTIC SYSTEM IN OUR I'M SORRY IF YOU PUT IN STORES THERE HOW DOES THE COST OF THAT GET OFFSET DOES SOME OF THAT COME BACK TO THE RESIDENTS AND THE COMMUNITY? HOW HOW DO YOU OFFSET THE FINANCIAL IMPACT? YOU KNOW, SO SO I USE STONEY CREEK PROJECT AS AN EXAMPLE BECAUSE I THINK IT'S A REALLY GREAT AND IT'S SOMETHING THAT I WOULD LOVE TO SEE REPLICATED IN OTHER COMMUNITIES BUT THEY RECEIVED SKIP FUNDING BEFORE PUT IN FUNDING I BELIEVE THE TOWN OF BLUFFTON PUT IN FUNDING WELL AND ESSENTIALLY THERE IS
[00:30:01]
NO COST TO THE TO THE RESIDENT SO GENERALLY SPEAKING THERE IS A PRIVATE PEACE THAT THE RESIDENT WOULD FUND AND SO EVERYBODY LOVES THE IDEA OF SEWER UNTIL YOU HAVE TO PAY A MONTHLY BILL OR YOU HAVE TO PAY IT THE PRIVATE CONNECTION FEE WITH THE STONEY CREEK PROJECT BECAUSE OF THE GRANT DOLLARS AND THE PUBLIC DOLLARS THAT WERE AT THE TABLE THAT WAS MITIGATED WITH OUR AD HOC UNDERSERVED COMMUNITIES. WE'RE IN A REAL ELEMENTARY PHASE RIGHT NOW. WE'VE GONE THROUGH THE IDENTIFICATION OF COMMUNITIES THAT WE THINK THERE SHOULD BE A SENSE OF URGENCY BEHIND. BUT MY GOAL IS TO ACTUALLY GET IN THOSE COMMUNITIES, LEARN A LITTLE BIT ABOUT THE RESIDENTS, YOU KNOW, FIND OUT WHAT THEY WANT WITH ALL JOY. THAT'S BEEN A REALLY SIMPLE PROCESS BECAUSE THEY HAVE BEEN SO VOCAL AND WE HAVE A LOT OF DATA TO SUPPORT A PROJECT WITH THE DATA FROM THE SEA GRANT CONSORTIUM, WITH THE DATA FROM UCB AND THE DIMINISHING WATER QUALITY OF THE MAIN RIVER THERE'S BEEN A LOT GROUNDSWELL FROM THE COMMUNITY AND THEN ALSO FROM STAKEHOLDER GROUPS.WE HAVEN'T SEEN THAT SAME GROUNDSWELL WITHIN SHOT POINT THE LEVY COMMUNITY BUT WE'RE TRYING TO EDUCATE AND JUST FIND A PATH FORWARD. LOOK AT FEDERAL FUNDING, AT STATE FUNDING, TRY TO TURN OVER AS MANY STATES AS WE CAN. BUT AGAIN, I MEAN WE'RE EARLY IN OUR PROCESS. IT'S NOT LIKE THESE ARE PROJECTS ARE GOING TO HAPPEN THIS YEAR OR NEXT YEAR OR ANYTHING OF THAT NATURE. SO AN INTERESTING POINT I'M SORRY I WAS JUST GOING TO ASK FOR THE STUDY CREEK PROJECT. YOU'RE SAYING NO RESIDENTS NEED TO HAVE THE OKAY. SO IF THEY SIGN ON BEFORE I DON'T KNOW THE DATE BUT IT'S IN AUGUST THEN THERE'S THEIR FEES ARE WAIVED AND SHOW POINT IN 2015 IN 2016 WE HAD A SERIES OF COMMUNITY MEETINGS AND THE TAP FEE WAS A MAJOR CONCERN. THERE WERE NO NO GUARANTEES OF ANY GRANTS AT THAT TIME AND THE POPULATION AT SOME POINT MEET THE CRITERIA INCOME LEVELS FOR COMMUNITY DEVELOPMENT BLOCK GRANTS LIKE THE AREA FOR OIL. SO BUT I THINK SHELL POINT IS THEY KNEW THERE WAS WAY TO GET THERE. NOW THEY'RE RIGHT WE'RE GOING TO HAVE SOME COMMUNITY MEETINGS ABOUT IT AND SHE'LL POINT TO SAYING OH THEY JUST COULD I FEEL LIKE THEY COULD AFFORD THE TAXES AT THAT TIME. I KNOW THE COMMUNITY AFTER HAVING IT BEING INTERACTIVE WITH THEM FOR DIFFERENT DEVELOPMENTS YEARS AGO COMMUNITY IS VERY VOCAL ABOUT THAT BECAUSE DURING HIGH TIDES THEY'RE JUST COMPLETELY AND YOU KNOW THAT THEIR SEPTIC SYSTEMS ARE PRETTY MUCH NONFUNCTIONAL. IT'S JUST GOING IN AND ALWAYS OF COURSE WE'RE WORKING ON STORMWATER SPENCER OR A LOT OF WORKED ON STORMWATER SO IN YOUR CONTRACTS WITH THE MILITARY DO THEY HAVE TO PAY FOR IMPROVEMENTS LIKE LAUREL PAY YOU KNOW CONSTRUCTION TYPE OF THINGS THE CFP PROJECTS YEAH THEY DO NOT THEY THEY PAY US I BELIEVE AN ANNUAL FEE BUT IT'S NOT FOR CITY PROJECTS IT'S JUST FOR SERVICE AND THEN FOR THE PROJECTS THE $45 MILLION THAT I REFERENCED THAT'S JUST WITHIN THAT $600 MILLION BUDGET.
THERE ARE PROGRAMS FOR THE MILITARY WHERE THEY CAN YOU CAN APPLY FOR FUNDING FOR INFRASTRUCTURE OR PROJECTS AND SO WE'RE IN PROCESS WITH THAT. WE'RE WORKING WITH MARY RYAN AND DAVID ON THAT SORT OF INITIATIVE BUT THOSE ARE TRADITIONALLY SPEAKING THOSE HAVE JUST BEEN THINGS THAT HAVE BEEN THROUGH RCP. SO IN THE OIL AND LIKE SAID WE DIDN'T WE DIDN'T CHARGE THE RESIDENTS THE TAB FOR YOU KNOW THAT I THOUGHT WAS REALLY OF AT THE END THERE WAS A SLIGHT INCREASE TO THEIR ALTHOUGH IT WASN'T MUCH BUT IT WAS AN ELEMENT AREA SO A LOT OF PEOPLE KIND OF GRUMBLED ABOUT THE ADDITIONAL 5 TO $10 I THINK COMMUNICATION IS DEFINITELY KEY ON THE FRONT END PAGE AND THEN FROM AN OPERATIONS STANDPOINT THERE WERE SOME TWEAKS THAT PROBABLY OUGHT TO BE MADE BECAUSE I THINK WE TALKED ABOUT IT BEFORE WE WE COULDN'T GET A TAP INTO A PLACE AND WE PAID THE ROADS AND TWO WEEKS LATER IT CAME BACK AND CUT A ROAD UP AND TAPPED IT AND JUST LIKE WE JUST DIDN'T PLAN THAT RIGHT GUESS. YEAH. SO YOU WROTE IT THE INTEGRITY, THE BRAND NEW ROAD LIKE WE GET IT BETTER NOW BUT I KNOW WE WILL SO BUT YEAH WE'VE BEEN A LOT OF PEOPLE ROYAL OTHER DON'T I WAS OAK VILLAGE WHICH IS UNINCORPORATED COUNTY SO ANY PLANS ON MY DISTRICT BUT I'M JUST ASKING SO THIS IS YOUR HISTORY I THOUGHT IT WAS YOUR BOTH US. YEAH YEAH. SO I THINK THE LOGO ACTUALLY EARLIER THIS WEEK COUNCILMAN FRED HAMILTON BROUGHT UP YOUR BILL AND SO WE'RE WE'RE KIND OF IN THIS PHASE WHERE WE'RE SEARCHING FOR SIGNS JUST TO GET ON OUR RADAR AND START THAT CONVERSATION. YOU KNOW, WE DON'T HAVE FUNDING RIGHT NOW SO THAT'S THE BIGGEST PIECE. BUT WE CAN CERTAINLY ADD THAT TO OUR LIST OF SITES THAT WE'RE TO PRIORITIZE IN THE FUTURE. YEAH AND AGAIN I WOULD LOVE TO IF YOU'LL HAVE CONTACTS IN THESE COMMUNITIES I WOULD LOVE TO CHAT WITH RESIDENTS AND AT LEAST INTRODUCE MYSELF AND TALK A LITTLE BIT ABOUT WHERE WE'RE WHERE WE'RE ABLE TO GO. AND CHARLIE, I KNOW WE'VE
[00:35:05]
TALKED IN THE PAST ABOUT THIS. I'M STILL RECEIVING COMMUNICATION ACTUALLY NOT REALLY IN MY DISTRICT WITHIN THE COUNTY PEOPLE HAVING DISCOLORED WATER ACTUALLY A LADY SENT ME A PICTURE OF A BATHTUB FILLED WITH THE GROUNDWATER.IS THAT DUE TO CAPACITY? IS THAT DUE TO OLD INFRASTRUCTURE? IS THERE A PLAN TO FIX THAT? SO IT'S IT'S MAINLY DUE FROM INDIVIDUALS DRAWING FROM THE SYSTEM AT THE SAME TIME AND. SO IT'S SOMEWHAT A CAPACITY CHALLENGE WHATEVER YOU HAVE.
SO WHEN WE DID AN ALL TIME HIGH ON JUNE 21ST AT 35 MILLION GALLONS OF THE 39 MILLION GALLON WATER TREATMENT CAPACITY THEN THAT WAS A TIME WHERE YOU HAVE BASICALLY A HIGH PRESSURE COMING THROUGH THROUGH OUR OUR MAINS AND SO THAT'S WHAT CAUSES THE DISCOLORATION WE'RE LOOKING AT DOING SOME DIRECTIONAL FLUSHING THAT SHOULD SOLVE THAT AND THEN ALSO VALVE MAINTENANCE LATER IN THE SUMMER WE FOUND IT SEEMS LIKE IT'S VERY CENTRALIZED AND SO WE EXPECT SOME OF THAT JUST ROUTINE MAINTENANCE WITH THE VALVE MAINTENANCE AND THEN FLUSHING SHOULD BE ABLE TO HELP OUT AS WELL. WE GET A LOT OF CALLS FROM LIKE SUN CITY AREA, MARGARITA HILL AREA BUT THEN IT IS SOMETHING THAT'S PERPETUATED BY THE CAPACITY AND THE AMOUNT OF WATER COMING THROUGH THE SYSTEM AND SO WE EXPECT THE EXPANSION HELP COPE WITH THAT ISSUE AS WELL. IS THERE ANY SAFETY CONCERN OF THE DISCOLORATION OR IS IT JUST NO. AND WE HAD OUR TEAM WILL COME OUT AND IF RESIDENTS ARE CONCERNED WE CAN TEST THE WATER, GIVE THEM THE LAB RESULTS. YOU KNOW, WE WANT EVERYBODY TO FEEL COMFORTABLE BUT NOW THERE'S THERE'S NO SAFETY CONCERNS YET AND WE GIVETH FOLKS NOT TO KNOW WHAT ARE THEIR LINES AND SO FORTH OR MINIMIZED USE OF WATER BETWEEN I THINK 3 TO 3 M AND 9 P.M.
YES, SIR. IS THERE ANY WAY TO MONITOR WHO MAY WHICH RESIDENTS MAY BE COMPLYING WITH THAT AND TRY TO USE A LITTLE MORE PRESSURE ON THEM? BECAUSE WHAT I'VE NOTICED IS THERE I HAVEN'T NOTICED ANY CHANGE IN YOU KNOW WHAT I'M LEAVING THE NEIGHBORHOOD EARLY IN THE MORNING. THERE'S STILL A LOT OF WATER GOING OUT DURING THAT PERIOD. SO SO SINCE WE GET THAT HIGH ON JUNE 21ST WE HAVE SEEN SINCE WE SENT OUT A PRESS RELEASES AND NOTICES TO THE COMMUNITY WE'VE SEEN A DECREASE IN WATER CONSUMPTION. WE'RE BACK AROUND LIKE 26 BILLION GALLONS PER DAY NOW WHICH IS A 9 MILLION GALLON INCREASE. SOME OF THAT MAY BE DUE TO JUST THE AMOUNT OF RAINFALL THAT WE'VE HAD IN THE PAST COUPLE OF WEEKS.
AND SO PEOPLE ARE IRRIGATING BUT YOU KNOW, SOME OF IT'S PROBABLY HIT THE PAVEMENT AND COMMUNICATIONS AS WELL IN THOSE AREAS WHERE IS ARE NOT WORKING RIGHT LIKE IN THE BOSTON AREA HAVE Y'ALL THINK ABOUT RUNNING THERE IS NOT ON OUR LIST RIGHT NOW BUT WE'RE NOT CERTAINLY ADDED TO OUR LIST IF THERE'S A CERTAIN POCKET I'LL GIVE YOU MY CARD AND IF THERE IS CERTAIN POCKET WITHIN BURTON THAT WE SHOULD BE LOOKING AT WE CAN DO THAT BECAUSE DO YOU HAVE A PROBLEM THROUGH THE ALTERNATIVE SYSTEM THAT YOU USE BECAUSE FIVE OR 6000 GALLONS OF WATER BEFORE I DO CHARLIE OVER THE LAST COUPLE OF YEARS THE COUNTY WITH SOME PARTNERS HAS DONE SOME GROUNDWATER RESEARCH AND SO WATER INTRUSION IMPACTS THAT YOU'RE BEGINNING TO SEE OR ANTICIPATING SOME WATER INTRUSION AS A RESULT OF SEA LEVEL RISE AND OTHER THINGS.
SO THE THAT'S THE MAIN CONCERN WITH THE SEPTIC SYSTEMS. THAT'S REALLY WHAT THE SEA GRANT CONSORTIUM STUDY IS THAT SEA LEVEL RISE AND HOW IT'S GOING TO IMPACT SEPTIC SYSTEMS ABILITY TO OPERATE IN OUR SYSTEM. WE DON'T HAVE ANY CONCERNS WITH BUT SEPTIC SYSTEMS ABSOLUTELY THINK OTHER QUESTIONS THANK YOU CHARLIE VERY VERY INFORMATIVE MACHINE TIME DREW WE'LL HAVE YOU BACK FOR FURTHER DEVELOPMENTS AS THEY OCCUR.
[6. EDUCATIONAL EFFORTS RE TRANSPORTATION SALES TAX REFERENDUM – DEAN MOSS, CHAIRMAN, SALES TAX ADVISORY COMMITTEE]
OKAY. ALL RIGHT. OUR SECOND SPEAKER AS EDUCATORS IDENTIFICATION EFFORTS FOR TRANSPORTATION IN THE CERTIFICATION SALES TAX REFERENDUM IN MY WHICH HAS BEEN THE CHAIRMAN OF THE SALES TAX ADVISORY IS HERE TO SPEAK WITH US. THANK YOU, MR. CHAIRMAN. AND THANK YOU EVERYONE.I AM NOT GOING TO BE TERRIBLY LONG BUT WHAT I DO WANT TO DO IS JUST IS TO START IS FOCUSING ON HOW WE'RE GOING TO THE DAY BEFORE GET STARTED YOUR INTRODUCTION I THINK CHARLIE DID CHARLIE DID I'M EXCITED. I TRIED A LITTLE DETAILS. I THINK I'M HISTORY THAT I MIGHT MIGHT HAVE GOTTEN A LITTLE MORE EXCITED ABOUT BUT EVERYTHING HE SAID EVERYTHING
[00:40:04]
HE IS COMPLETELY CORRECT AND THESE ARE ISSUES THAT HAVE STARTED TO BUILD, BUILD AND BUILD OVER THE LAST 15 YEARS OF AND I'M VERY, VERY CONFIDENT ABOUT THE CURRENT OF THAT TO BE FOR JASPER JOHNS, THE GENERAL MANAGER THERE IS EXCELLENT STAFF DOING A GREAT AND I'M OPTIMISTIC THAT WE'RE GOING TO GET THROUGH THIS. WE'RE GOING TO GET IT.IT'S GOING TO GET STRAIGHTENED UP BUT IT AIN'T GOING TO GET CHEAPER.
THAT'S ALL I CAN SAY. I DON'T KNOW I DON'T KNOW IF THERE ARE ANY FEDERAL GRANTS MAJOR FEDERAL GRANTS OUT THERE THAT WOULD GIVE US AN OPPORTUNITY TO GET AT SOME OF THIS YOU KNOW, SOME OF THE CAPITAL INVESTMENT HAS TO BE MADE OVER THE NEXT OVER THE NEXT TEN YEARS. IT'S JUST IT'S PHENOMENAL AMOUNT OF MONEY THAT HAS TO BE HAS TO BE RAISED. AND RIGHT NOW THE WAY WE'RE STRUCTURING IT, WE'RE GETTING GETTING IT ALL FROM THE PEOPLE THAT ARE BUYING OR COMING HERE AND PARTICULARLY IF WE CAN TIE THE SOURCING TO SOME SIGNIFICANT ENVIRONMENTAL PROTECTIONS, I THINK THERE MAY BE DOLLARS OUT THERE THAT CAN BE TARGETED TO PICK UP SOME OF THE COST, PARTICULARLY ON SOME OF THE SEPTIC TANK STUFF I MEAN I THINK I THINK THERE ARE OPPORTUNITIES OUT THERE FOR THAT BUT I'M NOT GOING TO GET INTO THAT A LOT THAT OUT OF THAT BUSINESS AND COUNTY COUNCILS APPROVED OF ANY SALES TAX FOR TRANSPORTATION TO GO INTO EFFECT TO BE VOTED ON IN NOVEMBER TEN YEARS $950 MILLION WHILE I WAS CHAIR OF THE FIRST COMMITTEE A COUPLE OF YEARS AGO THAT PUT TOGETHER THE FIRST PROPOSAL AND WE HAD A FIRST READING OF THAT PROPOSAL AND THEN OUR GOOD FRIEND TOM DAVIS WALKED IN THE DOOR WITH THE GREEN PATTY AND THE TRANSPORTATION TAX WENT OUT THE WINDOW. BUT AT THIS POINT THERE IS A PENNY IN EFFECT IN DO COUNTIES RIGHT NOW. SO IF YOU WERE THAT'S BUYING ANYTHING OTHER THAN THOSE THINGS THAT ARE NOT NOT NOT SUBJECT TO IT ARE JUST PAYING A PENNY RIGHT NOW. I CAME IN AND GOT A CALL FROM THE CHAIRMAN COUNTY COUNCIL AND SAID WELL YOU YOU DO THIS AGAIN AND WE PULL TOGETHER A SMALLER COMMITTEE FIVE PEOPLE FROM AROUND THE COUNTY AND. WE PUT TOGETHER A PROPOSAL FOR COUNTY COUNCIL AND IT WAS MUCH BIGGER THAN THE ONE THAT WAS ENACTED. WE ACTUALLY THINK IT WAS 1,500,000,015 YEARS RATHER A LOT OF THAT MONEY WOULD HAVE BEEN RAISED AND KEPT LOOKING WAY INTO THE FUTURE FOR THINGS WE CAN'T EVEN THINK ABOUT NOW OR THAT WE HAVEN'T THOUGHT ABOUT OR WE'RE NOT THINKING ABOUT THE THIRD BRIDGE. HOW ABOUT THAT? LET'S THINK ABOUT WHAT'S IT GOING TAKE TO GET ANOTHER BRIDGE ACROSS AND THE LEVEES ARE ALL EVENTUALLY WE'RE GOING TO HAVE TO DEAL WITH IT. WE CAN'T NOT DEAL WITH IT BUT WE CAME WE CAME FORWARD WITH IT AND COUNTY COUNCIL STAFF REVIEWED OUR PROPOSAL, MADE THE DECISION AS TO WHAT TO DO AND THIS IS WE HAVE A SERIES OF SIGNIFICANT SERIES OF PROJECTS UP TO ABOUT $4 BILLION AND AGAIN IT'S A PAY TO AND IT WILL NOT PEOPLE'S LIVES WILL NOT CHANGE AS A RESULT OF THIS TAX I JUST PASSED ON BY THIS COMMUNITY ALL OF YOU FOR COUNTY HAS GOT TO COME UP WITH A STRATEGY EFFECTIVELY TO SELL THIS IS IT IS A IT'S GOING TO BE PERCEIVED IT'S ALREADY BEEN CRAZY WE ALL KNOW HILTON HEAD RIGHT NOW ON THE ISSUES THAT HAVE BEEN GOING AROUND ABOUT THE BRIDGE ALL THE FIGHTING OVER WHAT'S GOING TO HAPPEN ON TOP OF IT THERE'S A WHOLE BUNCH OF PEOPLE DOWN THERE THAT ARE ANGRY BECAUSE THEY DIDN'T GET THEIR WAY ON THE BRIDGE AND SO THEY'RE GOING TO THEY'RE GOING TO PUSH ON ANYTHING BUT YOU KNOW, ANYBODY ELSE WANTS DO BUT IT'S GOING TO TAKE A GROUP OF PEOPLE TO PROVIDE THE LEADERSHIP AND IT'S GOING TO TAKE MONEY. GOVERNMENT CAN'T DO IT.
YOU GUYS CAN'T DO IT. YOUR JOB DONE. YOU HAVE TO SIT BACK IN THEORY YOU CAN'T ADVOCATE FOR YOUR ELECTED OFFICIALS APPOINTED OFFICIALS WORKING FOR COUNTY AND MUNICIPAL GOVERNMENTS CANNOT ADVOCATE THIS. YOU CAN DO THAT.
THERE ARE SOME THINGS YOU CAN DO AND I'M GOING TO I'M GOING TO TOUCH ON THOSE.
SO IF THE BROAD IS UNDERWAY, THERE'S A GROUP PEOPLE NOW WORKING IN THE SOUTH OF THE BRIDGE DO RODMAN IS PART OF THAT I KNOW THAT WAS A SUBJECT OF A DISCUSSION THE CHAIRMAN WAS AT THE END OF LAST WEEK AND THINGS ARE STARTING COME TOGETHER DOWN THERE WE HAVEN'T DONE ANYTHING UP HERE YOU KIND OF START TO ORGANIZE AND THIS IS WHAT I'M CONCERNED ABOUT JASPER COUNTY IS ALSO DOING THIS. THEY HAVE A SIMILAR COUNTY
[00:45:05]
SALES TAX THAT WAS APPROVED LAST NIGHT BUT THE NIGHT BEFORE LAST TO GO ON THE ON THE BALLOT IN JASPER COUNTY AND THAT A LOT OF WHAT JASPER COUNTY IS DOING CONNECTS WITH WHAT BEAUFORT COUNTY IS DOING ON THE 278 CORRIDOR THE TRIANGLE DOWN IN SOUTHERN COUNTY.SO THERE'S A LOT OF COORDINATION THERE. I'M GOING TO BE MEETING WITH THE JASPER COUNTY ADMINISTRATOR AT THE STAFF TO TALK A LITTLE BIT ABOUT SO WHAT WE'VE GOT TO DO SOMETHING. SO THE FIRST QUESTION IS WHAT HAPPENS? WHAT HAPPENED TO THE 18 PACKAGE BECAUSE THAT'S CLEARLY AN ISSUE THAT'S OUT THERE FLOATING AROUND IN 18 WE APPROVED A PENNY SALES AND THERE WERE REALLY THREE BIG PIECES OF IT.
ONE WAS HILTON HEAD 278 CORRIDOR WORK, ANOTHER WAS LADY'S ISLAND AND ALL THE WORK ON LADY'S ISLAND AND ANOTHER WAS ESSENTIALLY TRAILS. WHAT HAPPENED TO IT? WELL, I MEAN SOME STUFF GOT DONE. SOME STUFF DIDN'T GET DONE PARTICULARLY ON LADY'S ISLAND. A COUPLE OF THINGS GET DONE. WE GOT THE TURN OF THE GUN THEY JUST FINISHED A PROJECT OVER BY WAL-MART WAS PAID FOR BY THAT MONEY STILL THERE MONEY IS NOT GONE IT'S NOT BEEN SPENT FOR ANYTHING ELSE. IT'S STILL IN THE BANK WAITING TO BE SPENT FOR THOSE PROJECTS. BUT WHAT HAPPENED? WELL, THE FIRST THING THAT HAPPENED I THINK WAS UP WE PASSED THAT IN 18 BY THE TIME THE COUNTY GOT TO THE OF STARTING TO WORK ON IT WE WERE WORKING IN THE SUMMER COVID 19 AND WORK OUR WAY AROUND AND ALL OF A SUDDEN WE'VE GOT COVID 19 TWICE AND ALL EVERYTHING MENTAL HEALTH WE ALL KNOW THAT. THE SECOND THING IS THAT THE DISAGREEMENT OVER WHAT TO WHAT TO DO ABOUT THE BRIDGE ON THAT CONSUMED I THINK AN AWFUL LOT OF THE ENGINEERING STAFF CONSUMED LOTS OF PEOPLE COUNTY GOVERNMENT FIGHTING WITH ON THAT ABOUT THIS LANE OR THAT LANE THREE THREE BRIDGES TWO BRIDGES WHATEVER IT WAS JUST A BATTLE DIDN'T GET THAT BATTLE RESOLVED UNTIL ABOUT THREE WEEKS AGO. IT'S FINALLY RESOLVED FINALLY.
WE'RE GOING TO MOVE FORWARD. THAT WAS AN 18 WE STARTED THAT PROCESS CHANGE AND THEN THE OTHER PIECE WAS AND I'M GOING TO BE FRANK ABOUT THIS I THINK COUNTY COUNCIL BASICALLY WAS IN CHAOS. I'M NOT IN THE COUNCIL NECESSARILY BUT COUNTY GOVERNMENT WAS IN CHAOS. WE LOST COUNTY ADMINISTRATOR JUST BEFORE THAT.
IT WAS VERY COMPETENT AND WE'VE BEEN THROUGH NOW A SERIES COUNTY ADMINISTRATORS OVER THE LAST FIVE OR SIX YEARS WHO ARE IN THEN THEY'RE NOT IN. WE HIRE SOMEONE THAT PERSON GOES IT'S JUST BEEN CHAOTIC AND I THINK THAT HAD A LOT TO DO WITH IT.
BUT WE'RE CHANGING OR FIXING ORGANIZED. WHAT'S DIFFERENT NOW? YOU GOT A NEW COUNTY MINISTER. I HAVE NOT MET HIM. MY WIFE HAS.
SHE'S SAT DOWN WITH HIM AND DISCUSSED HER PROJECTS. I'M SUPPOSED TO MEET WITH HIM.
ALICE SET US UP TO MEET WITH HIM AFTER IN MID-AUGUST AND EVERYTHING I UNDERSTAND ABOUT HIM IS HE'S VERY COMPETENT AND DIRECTED INTELLIGENT GUY. HE'S GOING TO GET STUFF DONE.
YOU'VE ALSO GOT A VERY COMPETENT ENGINEERING STAFF NOW WORKING WITH HIM ON A NUMBER OF THINGS AND THE COUNTY ENGINEER IS IS HIS BEST FRIEND BUT HE'S GOT A GOOD TEAM AND HE'S GOT GREAT IDEAS. HE WAS INSTRUMENTAL IN THE WORK WE DID IN PUTTING OUR PROJECTS TOGETHER. SO I YOU'RE IN GOOD SHAPE. THE OTHER THING THAT'S DIFFERENT IS TRAFFIC PROBLEMS ARE NOW EXPONENTIALLY WORSE THAN THEY WERE.
THEY WERE FIVE YEARS AGO. ANYBODY THAT GOES TO HELP IN THAT PRICE ARE GOING TO GO NET THE MORNING IN A VICE WILL TAKE A LUNCH WITH YOU BECAUSE YOU'RE GOING TO SIT IN TRAFFIC STARTING RIGHT AROUND YOU KNOW JUST JUST BEYOND WHERE THE WHERE THE BOAT BOATHOUSE IS ON ON THE HIGHWAY AND YOU'RE TO JUST STOP AND GO AND STOP STOP. SO THERE ARE SOME REAL ISSUES THERE THAT ARE THAT ARE DIFFERENT THAN THEY WERE TRAFFIC ON LADY'S ISLAND HAS BECOME MUCH WORSE THAN IT WAS IN 18. YEAH SO MY ATTITUDE THE TAX ITSELF IT'S NOT THE ISSUE AGAIN WE'RE PAYING THE PENNY NOW AND NOTHING WOULD CHANGE BECAUSE WE WANT TO GO INTO EFFECT CONTROLLED COMPANIES NOT. WHAT DO WE NEED TO GET IT PASSED? WE'VE GOT TO HAVE PRIVATE SECTOR LEADERSHIP BECAUSE THAT'S WHO'S GOT TO DO THE GOT TO DO FUNDED IT'S GOT TO LEAD IT.
WE'VE GOT TO MONEY BUT WHAT WE'VE GOT TO DO THAT THE COUNTY CAN'T DO AND MUNICIPALITIES CAN DO WORKING COOPERATIVELY WE NEED MORE DETAIL THE PROJECTS TO MEET ALL THAT'S WHAT WE HAVE RIGHT THERE AND THERE NEEDS TO BE A CLEAR CHART THAT SHOWS EACH PROJECT AND WHAT THE PLAN
[00:50:09]
IS WHEN IT'S TO GET STARTED ETC. ETC. ETC. AND AND THE AND THE IMPLEMENTATION PLAN COUNTY ENGINEERING CAN PREPARE IMPLEMENTATION PLAN THAT WILL TAKE WILL TAKE AND SAY IF THIS PASSES I CAN'T ADVOCATE FOR IT BUT THEY CAN SAY IF THIS PROJECT IF THIS PASSES HERE'S WHAT'S GOING TO HAPPEN FIRST. HERE'S WHAT'S GOING TO HAPPEN SECOND HERE'S WHAT'S GOING TO HAPPEN. SIR, THOSE THINGS HAVE GOT TO GET DONE AND IF WE CAN DO THAT ,WE'RE GOING TO WE'RE GOING TO GET THERE. I THINK WE NEED COOPERATION WITH JASPER COUNTY SO. I'M GOING TO BE TALKING WITH THE COUNTY ADMINISTRATOR.THE TWO COUNTIES NEED TO BE TALKING ABOUT THEIR STRATEGY PARTICULARLY DO 78 CORPS.
I THINK I THINK A LOT THIS IS GOING TO SELL DOWN SOUTH MAYBE BETTER THAN IT SELLS HERE JUST BECAUSE OF THE OF THE ISSUES ON TRAFFIC DOWN THERE BUT I AGAIN I'M I'M WORKING WITH INDIVIDUALS AND GROUPS TO SOUND THEM OUT TRY TO TRY TO ENCOURAGE THEM TO GET INVOLVED.
I CAN'T LEAVE THIS EFFORT. I CAN'T BE THE PERSON TO DO IT. I'VE GOT TOO MUCH GOING ON RIGHT NOW, TOO OLD AND I'M GOING TO BE TRAVELING THIS SUMMER SO I'M NOT GOING TO BE HERE WHEN A LOT OF THIS HAS TO BE DONE BUT IT DOES NEED TO BE DONE.
SO I'M ASKING EVERYBODY HERE TO HELP FIND SOME PERSON OR GROUP THAT IS WILLING TO STAND UP AND START ORGANIZING THINGS HERE NORTH OF THE BROAD I THINK SOUTH OF THE BROADS.
OKAY NOT TO WORRY ABOUT SOUTH WE CAN COOPERATE TO GET THINGS DONE DOWN THERE.
WE NEED SOMEBODY UP HERE TO FOCUS ON THIS. WE NEED TO GET A CONDUCTED PUBLIC EDUCATION PLAN SALES PROGRAM SO WE CAN GET THIS THING PASSED.
THAT'S MY PRESENTATION AND I'M HAPPY TO ANSWER ANY QUESTIONS AGAIN, I HAVE BEEN THROUGH AND COMPARED THE VARIOUS FUNDING LEVELS A LOT OF THESE PROJECTS WITH WHAT COUNTY DECIDED VERSUS WHAT WE PROPOSED THEY'RE NOT SIGNIFICANTLY DIFFERENT THERE'S THERE'S PLENTY OF MONEY THERE TO DO WHAT TO BE DONE AND IF IF WE CAN GET THIS DONE WE'RE GOING TO MAKE A MAJOR MAJOR CONTRIBUTION TO THINGS GOING FORWARD. SECONDLY, I THINK ONE OF THE THE HUGE COMPONENTS OF THE EDUCATIONAL ASPECT NEEDS TO BE THE CITIZENS OVERSIGHT COMMITTEE AND HOW THAT PROCESS HAS PLAY OUT. YES, BECAUSE AS YOU WELL AWARE WE HAVE SOME TRUST ISSUES RIGHT NOW ACCOUNTABILITY ISSUES WORKING ON CORRECTING THOSE.
BUT THAT'S GOING TO COME THROUGH, YOU KNOW, CONTINUED ACTION ON COUNTIES ON THE COUNCIL'S PART BUT THAT EVERY TIME I TELL PEOPLE ABOUT THE CITIZENS OVERSIGHT COMMITTEE IT CHANGES THEIR PERSPECTIVE ON IT. I THINK I THINK YOU'RE EXACTLY RIGHT. SO THE MY IS CAN THAT BE YOU GUYS CREATE THAT BEFORE REFERENDUM I DON'T KNOW IF WE PUT THAT TOGETHER FOR OR NOT I THINK THE OTHER MAJOR FACTORS EDUCATION ABOUT RIBAUT ROAD IMPROVEMENTS BECAUSE WE GET A LOT OF PUBLIC INPUT PARTICULARLY FROM THE CITY OF YEAH I THE HOSPITAL IS OUT THERE NOW HASN'T CHANGED SO I WANT TO TOUCH RIGHT SO THAT'S PART OF THE EDUCATION LIKE JUST LIKE YOU PROMISED SO HOW'S IT GOING TO BE DONE THOSE YEARS? THERE ARE THREE THINGS YOU KNOW, THREE THINGS THAT GET IN THE WAY AND ONE OF THOSE IS IS THE PRECEDING COMMENTS AND THE OTHER IS THAT ALL THE DEBATE OVER EBOLA WHAT SHOULD WE IN TRAFFIC CIRCLE NOW WHY DO PEOPLE WANT SOME PEOPLE WANT THEM MOST PEOPLE DON'T WANT TO AS FAR AS I CAN GO YOU KNOW WHAT WE DON'T KNOW WE LIVE IN PORT ROYAL. I WOULDN'T SO IF I WANT TO GO TO LADY'S FROM PORT ROYAL AFTER 3:00 IN THE AFTERNOON I CAN'T GET OUT I CAN'T ABOUT THE BRIDGE I CAN'T I CAN'T EVEN GET OUT I CAN'T EVEN GET OUT OF THE HOUSE BECAUSE OF TRAFFIC BACK ALL THE WAY DON'T GUYS THOSE PROBLEMS ARE THERE AND THEN FINALLY LADY'S ISLAND AND HOW HOW ARE WE GET THE FOLKS ON LADY'S ISLAND WHO WHO ARE CONVINCED THIS IS YOU KNOW THIS WAS ALL A JOKE AND IT WAS NEVER GOING TO HAPPEN ANYWAY. WE'VE GOT TO GET TO THEM. WE'VE GOT TO WE'VE GOT TO COMMUNICATE THEM AND WORK AND THAT'S WHY TO ME A STRATEGY DOCUMENT THAT'S VERY CLEAR AND VERY DIRECT IS A IS CRITICAL CAN BE PUT OUT DISTRIBUTED TO EVERYBODY AND EVERYBODY CAN SEE IN THE PAPER IT COULD BE THICK STACKS OF IT LAYING AROUND IN THE STORE SO PEOPLE CAN PICK IT UP AND SEE IT SO THAT THAT PEOPLE YES, THEY THEY KNOW WHAT THEY'RE DOING.
THEY'RE COMMITTED TO DO IT RIGHT THIS TIME AND IT'S GOING TO WORK IF WE KIND OF GET TO THAT POINT I THINK I THINK WE CAN BE SUCCESSFUL THEN HOW MANY PROJECTS IN 2018 REFERENDUM SHOVEL READY BECAUSE I THINK IN ALL THAT PART OF THAT TRUST LIKE THEY DON'T SEE ANY ACTION
[00:55:05]
OTHER THAN THE RIGHT TURN AND THINK ABOUT IT SO WE HAVE SORRY I'M GOING TO LET ME PUNCH IT OVER TO ME SO YES A LOT OF THE PROJECTS ARE THEY HAVE ALL BEEN IN DEVELOPMENT.WE'VE GOT MANY PROJECTS ARE NOW ENTERING RIGHT OF WAY ACQUISITION LADY'S ISLAND MIDDLE SCHOOL REALIGNMENT IS THE ONE THAT'S CURRENTLY IN RIGHT AWAY ACQUISITION NEXT IS GOING TO BE THE AIRPORT FINANCIAL PHASE TWO WE ALSO AFTER THAT WILL HAVE HAZEL FARM AND GAY WE'VE BEEN COORDINATING ALSO WITH PUBLIC DEVELOPMENT SUCH AS ON K AND THE REALIGNMENT ALL MIDDLE SCHOOL THERE WAS A STARBUCKS IN THAT AREA THEY'LL BE A FULL PRESENTING PORTION OF ALL OF THE PROJECT STATUSES ALONG WITH OUR EXPENDITURE ORDERS TO PUBLIC FACILITIES AND SAFETY COMMITTEE ON AUGUST 19TH. SO PLEASE TUNE IN AND THERE'S NOT ENOUGH MONEY FROM 2018 TO DO ANYTHING SO. THE WAY THAT WE HAVE ARRANGED THAT PROGRAM IS WAS $30 MILLION FOR LADIES ISLAND AND THE NINE PROJECTS THAT CAME OUT OF IT THREE OF THE PROJECTS HAVE BEEN PUT ON HOLD WOULD BE MAJOR COURT OF THE HIGH SCHOOL REALIGNMENT PROJECT WHICH IS GOING TO BE TAKING A LOOK AT IN THE LADY'S ISLAND VILLAGE CENTER MASTER PLAN. WE CAN WORK WITH THE CITY TO MAKE SURE THAT THAT GETS PUBLISHED AND FUNDED AND THEN THE LAST ONE WAS MEADOWBROOK DRIVE SO THE REST OF THE PROJECTS HAVE BEEN IN DESIGN THE WHOLE ENTIRE TIME. LIKE I SAID A LOT OF THEM ARE STARTING TO COME UP HOPEFULLY OUT FOR BID WITHIN THE NEXT YEAR RIGHT AWAY ACQUISITION OF PARCELS IT'S GOING TO TAKE SOME TIME THERE'S A THERE'S A LOT OF PEOPLE YEAH SO YEAH PRESENTATION WILL BE MADE FROM FROM THE PROGRAM MANAGEMENT ON APRIL 19TH AT PUBLIC FACILITIES AND SAFETY COMMITTEE TO INCLUDE EXPENDITURES. I KNOW THAT'S BEEN A HOT TOPIC FOR A LOT OF IS WHAT MONEY WE STILL HAVE A LOT OF MONEY WE ARE SPENDING A LOT OF MONEY FOR DESIGN AND RIGHT OF WAY SO IT IS ACTIVE WE'RE VERY ACTIVE AND THEN ALL THE INFORMATION WE ARE CONSTANTLY UPDATING AND TRYING TO IMPROVE OUR WEBSITE SO PEOPLE ARE COUNTING KENNY DOT COM IS THE WEBSITE TO TAKE A LOOK TO MAKE SURE THAT YOU'RE GETTING THE MOST UP TO DATE INFORMATION AND THAT INCLUDE ALL OF THE TRANSPORTATION SALES TAXES FROM OUR HISTORY UP UNTIL THAT NEW ONE THAT IS PROPOSED FOR 2024 ALL THE INFORMATION IS THERE INCLUDING THIS SPREADSHEET. MR. GERRY I SAW THAT YOU ARE TAKING A TAKE IT A SNAPSHOT OVER THERE OF THE ALL OF THIS IS LOCATED YES ON COUNTY. WELL NOW NOW THAT YOU MENTION IT ON THE MUNICIPAL PROJECTS I KNOW OUR MAYOR WENT TO THE THE COUNCIL MEETING AND WANT TO SEPARATE YOU FROM THE BOARD AND THAT NEEDS TO BE IT A DRASTIC MEASURE WE CAN UPDATE.
YES. SO IT IS IT IS ADDRESSED INSIDE THE ACTUAL ORDINANCE BUT WE CAN WORK TO UPDATE JUST THIS HANDOUT TO REFLECT THAT. LET ME GOOD DISCUSSION.
ABSOLUTELY. THANKS IN THANK YOU. THAT'S QUESTIONS THAT TO PUT IT UP TO THE UNIVERSE WHAT THE REFERENDUM DOESN'T GET PASSED IS THERE ANYBODY THINKING ABOUT A PLAN B OR WHAT DO WE DO IF THESE ISSUES ARE GOING TO GO? I GET WORRIED.
I DEFER TO COUNTY COUNTY COUNCIL FOLKS ON THAT. I THINK THAT NEEDS TO BE AN EDUCATION FOR STUDENTS I DON'T KNOW A PLAN B IS RIGHT NOW BUT I NEED TO COME UP WITH A STATEMENT ON IS PLAN B CLARIFICATION YEAH PRETTY OLD BOARD JUST THE NOW ON SEX AND GIRLS OTHER TECH YEAH THERE'S THERE'S MANY WAYS TO FUND TRANSPORTATION PROJECTS SO AS MANY YOU KNOW WE HAVE A ROAD USE FEE THAT IS INCREASED TO $20 AS OF THIS NEW FISCAL CYCLE IMPACT FEES IS SOMETHING ELSE THAT WE COLLECT THOSE ARE DICTATED BY A SKIP LIST WE CAN ONLY SIMILAR TO A SALES TAX CAN ONLY EXPEND FUNDS ON THE C UP LIST AND NOTHING ELSE.
THERE'S ALSO GEO BONDS AS MR. CLOVER MENTIONED THERE ARE MILLAGE INCREASES.
THERE'S ONLY A HANDFUL OF WAYS THAT WE CAN GET THINGS FUNDED AND THE SALES TAX IS A GREAT SOURCE FOR TRANSPORTATION NEEDS SO IF IT DOESN'T PASS GOING TO HAVE TO LOOK AT ADDITIONAL ALTERNATIVES SUCH AS INCREASING FEES, TAXES AND OR GO INTO OUR DEBT WITH GEO BONDS AND WHEN WE GO THAT ROUTE IT'S GOING TO BE PIECEMEAL. PICK IT UP.
WHICH ONE WILL GO FIRST? ALL RIGHT. I WASN'T THAT IT'S EACH ONE OF OUR FUNDING SOURCES ARE DICTATED BY A C AND I THINK YOU'RE RIGHT AS FAR AS GETTING THAT INFORMATION UP HERE BECAUSE IF IT DOESN'T HAPPEN I DON'T KNOW WE'LL GO YOU KNOW SO I JUST THINK ABOUT ONE THING I THINK OF AS AN EXAMPLE I USED WHEN I TALK TO PEOPLE IS WAR STYLE AND YES I THINK IT'S NOT IT'S NOT A LISTED PROJECT. IT'S NOT LISTED BUT WHEN YOU START LOOKING FOR SOMETHING EMERGENCY PROJECTS RIGHT NOW ON A SERIOUS HIGH WATCH ISLAND
[01:00:01]
ROAD IS COVERED WITH SOLAR. YEAH SO IF YOU LIVE ON WARSAW ISLAND AND YOU'VE GOT TO DRIVE ON AND OFF THAT ISLAND FOR WORK YOU'RE SPLASHING SALT WATER UP ONTO BOTTOM OF YOUR CAR EVERY TIME YOU HAVE TO GO THROUGH THERE. SO THAT PROJECT THAT'S NOT JUST WARSAW ISLAND. THERE ARE OTHER PLACES IN NORTHERN WHERE THAT PROBLEM EXISTS AND THERE'S LOTS OF STUFF LIKE THAT THAT WE DON'T REALLY RECOGNIZE BUT IT'S IT'S THERE IT'S IT'S THE PATHWAY PROJECTS. YOU KNOW I'M A TRAIL GUY EVERYBODY KNOWS THAT AND I CERTAINLY WOULD SUPPORT AND USE IT FOR ALL COMMUNITIES MAKE A COMMENT ON THE ISLAND FOUR YEARS AGO THE STATE ACTUALLY PAVED THAT AND ACTUALLY ADDED FOUR INCHES AND THAT'S STILL UNDER WATER STILL TO TERRIBLE I WAS JUST YOU KNOW FOR THE EDUCATION PIECE HOWEVER WE DO THAT CITIZEN OVERSIGHT COMMITTEE ARE COMMITTED THAT THE KIDS WHILE I LIVE IN THE CITY AND I HAVE AN ELECTED OFFICIAL IN THE CITY I GREW UP IN THE NORTHERN WAS POINTED OUT IN THE SHELDON AND I CAN TELL YOU THAT THERE IS A LOT OF SUSPECT WHEN IT COMES TO THESE THINGS BUT THE FOLKS LIVING THERE THAT THAT THEY PAY FOR THESE THINGS BUT THEY DON'T GET AN EQUAL AND IN TERMS OF IMPROVEMENT OF THINGS OUT THAT RURAL AREA SO I KNOW I'VE TALKED TO CASTLEDAWSON ABOUT THIS HIS EYE IS ON IT BUT SINCE HE'S NOT HERE I JUST WANT TO PUT THAT UP ON THE RADAR THAT THAT IS VERY RURAL OUT THERE A LARGE LAND AREA BUT NOT WELL POPULATED BUT IT MIGHT BE THE AREA THAT THAT SWINGS WHETHER THIS THING PASSES ON SORRY GIVE IT SOME ATTENTION. YEAH THAT'S TO ME THE IDEA OF PRODUCING THAT CLEAR LIST STRUCTURAL APPROACH AS PART OF THE ADVERTISED PART OF PART OF WHAT THE COUNTY PUTS OUT SAYING IF WE'RE GOING TO DO THIS WE'RE GOING TO DO THIS IS GOING TO BE WE DO THIS, THIS, THIS AND THIS AND WE'RE GOING TO DO IT IN THIS ORDER AND WE'RE GOING TO TRY TO DO IT THIS WAY IN A MORE INFORMATION THAT WE CAN GET OUT OF IT.IF YOU PUT IT OUT YOU'VE, GOT TO GO WITH IT. YOU KNOW, IF IF THE GUY PUTS OUT A DOCUMENT THAT SAYS THIS IS HOW THINGS ARE GOING TO WORK AND THAT'S THE WAY THINGS ARE GOING TO HAPPEN IN THE WORLD OTHERWISE WE'RE STEPPING ON OURSELVES AGAIN.
BJORK OR BRITNEY DO YOU REMEMBER HOW MUCH IT COST PER MILE TO PAY DIRT ROADS 1,000,001 MILE ABOVE ME AND SO THIS WE WON'T GET THE DIRT ROADS PAVED AND WE ONLY HAVE LIKE SO 8 HOURS OF DIRT ROADS AND THE ONLY SYDNEY BUT YOU GOT $80 MILLION BUT IF WE DON'T DO THIS I GETS A LOT IT DONE BUT YEAH SO CURRENT CURRENTLY THE DIRT ROAD PAVING PROGRAM IS FUNDED OUT OF OUR TAG FEE THEN OUR CTSI THE COUNTY TRANSPORTATION COMMITTEE FOR OUR GAS TAX WE ONLY GET ABOUT 2.86% AS IT'S DIVIDED WITH ALL THE OTHER 46 COUNTIES IN THE STATE. THEY ARE THE ONES THAT ARE FOCUSING ON OUR ROAD RESURFACING, PRESERVATION AND REJUVENATION EFFORTS. ARE YOU? YES, SIR. SO MY QUESTION ABOUT THE WHOLE CYCLE THROUGH MY QUESTION IS WHY WHY WASN'T IT DISCUSSED WHEN YOU WERE TALKING ABOUT THE PLAN THAT'S WE DID WHEN WE TALKED ABOUT REFERENDA FOR SCHOOL DISTRICTS WE HAD A GENTLEMAN GOVERNOR AND PUBLIC AND TOGETHER BEFORE, YOU KNOW WELL WE WE WE DID THIS BROUGHT THIS FORWARD TO THE COUNTY BACK IN I THINK INITIALLY IN MARCH AS A AS OUR PROPOSAL AND WE DIDN'T TALK ABOUT WE DIDN'T NECESSARILY ABOUT GETTING IT PASSED. WE TALKED ABOUT ABOUT THE THE OVERSIGHT COMMITTEE WE PUT THAT OVERSIGHT COMMITTEE WAS IN THERE AND ANOTHER ANOTHER NUMBER OF OTHER THINGS BUT I'LL BE FRANK, WE JUST DIDN'T I DIDN'T THINK THE WHOLE PROCESS OF GETTING THINGS STARTED, YOU KNOW, WITH BECAUSE I KNOW THE SCHOOL DISTRICT DID IT AND IT WAS VERY SUCCESSFUL AS IT WAS THAT'S THAT'S THE BASIS FOR WHAT WE'RE TRYING TO DO IS MODEL IT I THE THANK YOU THANK YOU IT'S A VERY IMPORTANT ALL RIGHT WE'RE WE'RE ON THE LAST
[7. REVIEW OF NEXT MEETING AGENDA]
ITEM HERE OF THAT TIME OUR NEXT MEETING WILL BE ON AUGUST 30TH. IT'S NOT THAT WE HAD A REQUEST FOR TWO TOPICS ONE LOW COUNTRY SETTING THE LANDSCAPE PARTNERSHIP.DANA BOWER I THINK IS THE COORDINATOR. SHE'S CURRENTLY FUNDED BY THE DEPARTMENT OF FINANCE, IS WORKING WITH THE OPEN LAND TRUST ON PROPERTIES INVOLVING LOW COUNTRIES AND THEIR OWN LANDSCAPE CLEANUP. AS YOU PROBABLY KNOW, GREGORY KNAPP WAS ONE OF THOSE AND IT WAS DUE TO CLOSE YESTERDAY TO IT CLOSED OKAY SO AT CLOSE A
[01:05:04]
GREAT ADDITION TO THE CONSERVATION PROGRAM AND THE OTHER UPDATE WOULD BE FROM T&-PL CONSERVATION LAKE ON A PLASTIC BAG WORKED SO THAT'S THE AGENDA FOR AUGUST 30TH HOPE TO SEE ALL THEIR THANK YOU VERY MUCH FOR TIME TO
