YOU'LL SEE ON THE SCREEN BETWEEN 1950 AND 1960 DUVAL COUNTY ACTUALLY THE HIGHEST AMOUNT OF POPULATION INCREASE ON THE ATLANTIC SEABOARD AT 63% AND AT THAT TIME A LOT OF THAT WAS DIRECTLY RELATED TO MILITARY CIVILIANS BEING EMPLOYED BY THE MILITARY BASE AS WELL AS MILITARY AND IT WAS A TIME OF GREAT GROWTH AND WITH THAT GROWTH OF FORM IN THE EARLY 1900S WE WERE REALLY RELIANT WEALTH SYSTEM AND SO YOU HAD THE TOWN OF PORT ROYAL ,THE CITY OF BEAUFORT AND THE MILITARY BASES ALL WORKING OFF OF A WELL SYSTEM THAT'S SHOWN ON THE NEXT SLIDE HERE. BUT WITH THE WITH THE SYSTEM WITH THE AMOUNT OF GROWTH THAT SAW WE RAN INTO A SITUATION WHERE THE WEALTH SYSTEM WAS THREATENED BY THE INTRUSION OF SALTWATER INTO THE WATER BEARING STRATA AND THERE WAS A SITUATION WHERE WE CAME TOGETHER AS A COMMUNITY AND THE LEGISLATURE ACTUALLY THE LEGISLATURE WORKED WITH THE MUNICIPALITIES, WORKED WITH THE MILITARY BASES AND THEY SUPPORTED THE SAVANNAH RIVER PROJECT WHICH IS ACTUALLY WHERE WE GET OUR WATER FROM TODAY. SO THIS IS JUST SOME GRAPHS OF THE POPULATION INCREASE AND THEN THE NEXT ACTUALLY I FOUND THIS INTERESTING FROM MY TIME IN ECONOMIC DEVELOPMENT BUT IT TALKS ABOUT THE IMPORTANCE OF WATER TO INDUSTRY OBVIOUSLY ARE THE INDUSTRIES THAT WE LOOK TO ATTRACT CERTAINLY CHANGED BUT STILL PREVALENT THROUGH OUR MESSAGE TO THAT AND THIS SHOWS THE DESIGN OF THE CANAL AND SO YOU KNOW WE FAST FORWARD 65 YEARS RIGHT LIKE WHERE ARE WE AT TODAY? ONE OF THE LARGEST UTILITIES IN THE STATE WE HAVE 67,000 WATER CONNECTIONS, 48,000 SEWER CONNECTIONS, 750 SQUARE MILES OF SERVICE TERRITORY OF FOUR MUNICIPALITIES. BLUFFTON ROYAL, BEAUFORT, HARTVILLE AND YOU CAN CHANGE SLIDE AND OUR REALITIES THAT WE FACE ARE VERY SIMILAR WE HAVE OUR TRADITIONAL INFRASTRUCTURE TIMELINES ARE BEING OUTPACED BY GROWTH WE'RE ALWAYS NAMED ONE OF THE FASTEST GROWING COMMUNITIES IN THE US. WE ACTUALLY I'M SURE EVERYBODY SAW IT BUT A FEW WEEKS AGO JUNE 21ST THERE WAS A PRESS RELEASE THAT WENT OUT THAT WE'VE REACHED AN ALL HIGH ON WATER CONSUMPTION THAT 35.6 MILLION GALLONS OF OUR 39 MILLION GALLON WATER CAPACITY FOR OUR PLANTS AND WE PROJECT APPROXIMATELY 3000 NEW CONNECTIONS ON AN ANNUAL BASIS ON TOP OF THE AMOUNT OF GROWTH THAT WE'VE HAD. UTILITY CONSTRUCTION CONTINUES BE MUCH MORE EXPENSIVE FROM 2019 TO 2024 WE SAW A 250% INCREASE IN THE COST OF WASTEWATER TREATMENT PLANT CAPACITY. ADDITIONALLY, WE HAVE REGULATORY MANDATES THAT ARE MAKING IT HARDER FOR US TO KEEP UP WITH COMPLIANCE AND IN A SITUATION WHERE FEES FOR CAPACITY AS WELL AS NEED TO KEEP PACE WITH THE GROWTH AND WITH THE COST INCREASE ACROSS THE REGION. CHARLIE, DO YOU THINK THAT THE TRANSITION AFTER COHORTS WITH MORE PEOPLE WORKING HOME HAS ADDED TO THE CAPACITY AS YOU'RE USING THE UTILITY FOR MY RESIDENTIAL AREA VERSUS OH I'M REALLY NOT CERTAIN I I WOULDN'T [00:10:02] I WOULDN'T SAY THAT THERE'S BEEN A DIRECT CORRELATION TO THAT NEXT SLIDE. SO WHAT IS OUR CURRENT WATER SYSTEM LOOK RIGHT NOW AS I MENTIONED EARLIER, WE PULL ALL OF OUR WATER FROM SAVANNAH RIVER. WE HAVE A 18 MILE CANAL THAT FROM SAVANNAH RIVER TO OUR TWO WATER TREATMENT PLANTS. MOST PEOPLE ASSOCIATE YOU FOR JASPER WITH OUR CHELSEA PLANT WHICH IS THE PLANT THAT'S RIGHT OFF THE SNAKE RIGHT ON 170 THAT CHELSEA WATER TREATMENT PLANT HAS MAX CAPACITY OF 24 MILLION GALLONS PER DAY. WE HAVE A SECOND WATER PLANT AT PERRYSBURG AND THAT WATER PLANT MAXED OUT AT 15 MILLION GALLONS PER DAY OVER 1500 MILES OF WATER MAIN 87 UNDER FIRE HYDRANTS 20 TO 25000 BARRELS. AND THEN WE ALSO HAVE SOME ELEVATED STORAGE TANKS ACROSS REGION THAT AT CAPACITY OF 6 MILLION GALLONS PER DAY SO WE QUICKLY I'VE ALWAYS SEEN A OFFER FOR 62 AND MY QUESTION IS IS IT CAN IT BE THREATENED FOR CONTAMINATION? THAT IS A GREAT QUESTION, MR. GARBER. WE ACTUALLY WORKING RIGHT NOW TO LOOK AT THE RESILIENCY OF THE CANAL AT RISK MITIGATION AND DO A WHOLE VULNERABILITY ASSESSMENT OF OUR OUR SYSTEM. IT'S A CONVERSATION THAT WE'VE HAD WITH OUR MILITARY INSTALLATIONS AS WELL. I HAD A REALLY NICE MEETING WITH MARY RYAN AND MR. DAVID TRAILL AND COLONEL PORTMAN OUT OF THEIR STATION NOT TOO LONG AGO. AND YOU KNOW OBVIOUSLY WE'RE A MILITARY AND SO WE WANT TO BE MINDFUL OF MAKING SURE THAT THE MILITARY THRIVES HERE AND THAT WE MITIGATE RISK AS BEST WE CAN. AND SO THAT'S ONE OF THE ITEMS THAT WE'RE LOOKING AT. WE'RE ACTUALLY INCLUDING THE OPEN LAND TRUST IN THAT CONVERSATION AS WELL AND IT OBVIOUSLY THEY HAVE A VESTED INTEREST IN CONSERVING LAND BUT WE THINK IT MAKES ALL SENSE IN THE WORLD TO LOOK AT CONSERVATION ALONG THE CANAL BECAUSE THE LAST THING WE WANT IS, YOU KNOW, SOME SORT DEVELOPMENT THAT YOU KNOW, THREATENS THE CANAL OR THAT COULD CAUSE SOME SORT OF RISK. YEAH. THANK YOU. SO OUR WASTEWATER TREATMENT SYSTEM RIGHT NOW WE HAVE THREE MECHANICAL PLANTS. WE HAVE A PLANT INSURANCE WHEN WHERE WE HAVE SEVEN AND A HALF MILLION GALLONS PER DAY THAT'S PERMITTED AT PORT ROYAL. WE ALSO HAVE SEVEN AND A HALF MILLION GALLONS PER DAY AND THEN WE HAVE A HARD TO BUILD WASTEWATER TREATMENT PLANT THAT'S 2.7 MILLION GALLONS PER DAY. SO I TALKED A LITTLE BIT ABOUT THE GROWTH YOU KNOW SOME OF THE CHALLENGES WITH JUST THE AMOUNT OF WATER THAT IS BEING CONSUMED WITH OUR ALL TIME HIGH WATER CONSUMPTION THAT WE HIT ON JUNE 21ST. AND SO WHAT ARE WE DOING TO ADDRESS THESE CHALLENGES AND IT REALLY IS STARTS WITH OUR CITY OUR CAPITAL IMPROVEMENT BUDGET AND IT WITH INVESTING IN OUR INFRASTRUCTURE. AND SO WE WE WERE REALLY TEAM OF ENGINEERS OUR CHP TEAM IS LED BY OUR CHIEF OF ENGINEERING MR. PAUL BENSON AS WELL AS OUR DIRECTOR OF ENGINEERING MR. MICHAEL HANSON AND THEN ALSO OUR CAPITAL PROJECT TEAM LEADER JENNIFER RAY AND OUR TEAM THEY'VE WORKED OVER THE PAST YEAR VERY HARD CONDUCT TRIPLE BOTTOM LINE ANALYSIS ON ALL PROJECTS THAT THEY THINK ARE NECESSARY FOR YOU FOR JASPER WATER AS WE MOVE FORWARD AND WE'VE CRAFTED A BUDGET NOW THAT'S JUST AT $600 MILLION OVER THE NEXT THREE YEARS AND THAT'S FOR FISCAL YEAR 2025 TO 2027 AND THAT WAS ACTUALLY APPROVED BY OUR BOARD YESTERDAY THAT SHIP LIST APPROVED AND SO ABOUT 65% OF THAT IS RELATED TO SO LOOKING AT SOME PLAN EXPANSIONS ACROSS THE REGION THAT, I'M GOING TO GET INTO ALL THESE NEXT SLIDES. 17% IS REHAB AND REPLACEMENT AND THEN 16% FOR IMPROVING EXISTING INFRASTRUCTURE. SO THIS A PROJECT THAT REALLY EVERYBODY ACROSS THE REGION SHOULD BE VERY EXCITED ABOUT. IT'S A VERY CRITICAL PROJECT FOR US. IT'S THE EXPANSION OF OUR PERRYSBURG WATER TREATMENT PLANT. WE ARE GOING TO BE TAKING THAT PLANT FROM 15 MILLION GALLONS PER DAY TO 30 MILLION GALLONS PER DAY. THAT IS UNDER CONSTRUCTION CURRENTLY AND IT WILL BE COMPLETED NEXT JULY IS THE TIMELINE THAT WE ARE AIMING FOR AND IT IS A PROJECT THAT'S GOING TO ADDRESS A LOT OF THE THAT WE'VE SEEN WITH WATER CONSUMPTION WITH THE PEAK USAGE THROUGHOUT SUMMER MONTHS. OFTENTIMES WHENEVER WE HAVE THAT HIGH LEVEL OF USAGE WHEN WE HIT THAT 35 BILLION GALLONS OF OUR 39 MILLION GO AND WATER PLANT CAPACITY, WE SEE ISSUES WITH DISCOLORATION, WE SEE ISSUES WITH WATER PRESSURE AND [00:15:04] . SO THIS PROJECT WILL CERTAINLY ADDRESS SOME OF THOSE CHALLENGES AND THEN ALSO ALLOW US TO GROW INTO THE FUTURE. WE DO HAVE SEVERAL WASTEWATER PLANT EXPANSIONS THAT WE ARE ONE IS IN PROCESS THEN WE HAVE TWO OTHERS THAT ARE KIND OF IN THE PLANNING STAGE AT THIS POINT. BUT WE'RE IN PROCESS WITH THE CHERRY POINT WASTEWATER TREATMENT PLANT EXPANSION. THAT PLAN IS CURRENTLY AT 90% CAPACITY AND SO WE ARE IN THE PERMITTING PHASE TO TAKE THAT PLANT TO 11.25 MILLION GALLONS AND THEN WE'RE ALSO LOOKING AT EXPANDING OUR HARTSVILLE WASTEWATER TREATMENT PLANT AND HAVE BEEN IN CONVERSATIONS OUR ENGINEERING TEAM HAS BEEN IN CONVERSATIONS ON DO WE NEED AN ADDITIONAL PLANT ELSEWHERE IN THE COUNTY THAT'S REALLY KIND OF A PRELIMINARY CONVERSATION AT THIS POINT. THIS IS ANOTHER GREAT PROJECT FOR THE WATER CAPACITY. WE'RE ACTUALLY BUILDING A AN ADDITIONAL STORAGE TANK AT WALTER THAT'LL BE 1.5 MILLION GALLONS THAT IS EXPECTED TO BE COMPLETE AND IN OUR KITCHEN ACCURATE DATE HERE APRIL OF 2025 SO THIS IS A HEAT MAP OF ALL OF OUR PROJECTS ACROSS THE REGION. SO WE HAVE ABOUT 600 MILLION WE HAVE HUNDRED AND TWO PROJECTS IN OUR RCP. THEY'RE REALLY SCATTERED NORTH AMERICA SOUTHERN FACILITY I KNOW I WENT THROUGH ALL LARGE GROWTH PROJECTS THAT CAPACITY RELATED PROJECTS BUT THERE'S A LOT PROJECTS THAT ARE RELATED TO UPGRADING EXISTING INFRASTRUCTURE. WE ALSO HAVE ABOUT $45 MILLION AT RCP THAT'S DIRECTLY RELATED TO THE MILITARY INSTALLATION. SO IMPROVING INFRASTRUCTURE THAT WAS BUILT IN THE 1950S MAKING SURE THAT THAT INFRASTRUCTURE IS UP TO DATE AND CAN CAN SERVE OUR MILITARY PARTNERS. NEXT SLIDE QUESTIONS ABOUT HOW MANY POINTS A CAUSAL ORAL PLANT SO THAT'S ACTUALLY ONE OF OUR PROJECTS THAT WE'RE LOOKING AT SO WE'RE GOING TO A LAUREL BAY WASTEWATER TREATMENT PLANT RIGHT NOW IT'S PERMITTED AT POINT THREE 5 MILLION GALLONS. I MEAN IT'S LIKE FULLY AT CAPACITY AND I BELIEVE IT WAS BUILT IN LIKE 1953 AND SO A PROJECT THAT IS IN OUR CITY THAT WE'RE WORKING WITH THE MILITARY ON RIGHT NOW IS WE ARE GOING TO BUILD A PUMP STATION THAT TAKE ALL THEIR EFFLUENT THROUGH THE PORT ROYAL PLANT INSTEAD. YEAH SO THAT'S THAT'S A GREAT EXAMPLE OF A PROJECT THAT'S BUILT AROUND RESILIENCY AND JUST MAKING SURE THAT WE'RE INVESTING IN OUR INFRASTRUCTURE SO ALL RIGHT. SO HOW DO WE FUND THESE PROJECTS? SO WE HAVE WE HAVE TWO MECHANISMS TO FUND PROJECTS AND THAT IS RATES AND CAPACITY FEES. WE HAVE INCREASED AS OF JULY 1ST OF THIS YEAR AND ACROSS BOARD RATES HAVE INCREASED APPROXIMATELY 10%. AND SO FOR EXAMPLE IF YOU WERE TO TAKE A 3000 GALLON WATER AND SEWER USER LAST YEAR, THEY WOULD PAY $60 AND 30 $0.01 ON THEIR WATER AND SEWER THIS YEAR THAT SAME USER WOULD PAY $66.30 . THE SECOND MECHANISM IS CAPACITY FEES AND THE NEXT SLIDE AND SO WHAT IS A CAPACITY FEE? A CAPACITY IT'S A FEE THAT'S ASSESSED FOR NEW DEVELOPMENTS AND CUSTOMERS RECOVER THE COST OF INFRASTRUCTURE THAT'S CONSTRUCTED BY BEFORE CASPER TO ACCOMMODATE THOSE ADDITIONAL CUSTOMERS. AND SO AS I WENT THROUGH OUR CFP THAT $600 MILLION CAPACITY FEES CAN ONLY PAY FOR THOSE GROSS PROJECTS SO THEY CAN'T PAY FOR EXISTING INFRASTRUCTURE THAT IS BEING REHAB REPLACED. THEY HAVE PAY FOR CAPACITY. SO WE'VE GONE THROUGH A VERY LENGTHY PROCESS OUR CAPACITY FEES AND AS WE LOOKED AT WHERE WE TO GET TO FUND SOME OF OUR PROJECTS THROUGHOUT THE REGION AND, OUR NUMBER ONE PRIORITY AND THROUGHOUT THIS PROCESS HAS BEEN TO THE DEVELOPMENT COMMUNITY TO BE AS TRANSPARENT AS POSSIBLE MY CHIEF OF ENGINEERING PAUL BENSON HE HAD WORKING GROUPS OR INPUT SESSIONS THROUGHOUT THE OF MAY AND JUNE WHERE WE BROUGHT THE DEVELOPMENT COMMUNITY. WE WANT TO MAKE SURE THAT THEY KNOW THIS IS COMING. THEY UNDERSTAND WHY DOING THIS AND THE NEED FOR THESE PROJECTS ACROSS THE REGION AND WE HEARD KIND OF THREE GENERAL THEMES THE FIRST THE FIRST ITEM WE HEARD WAS NOBODY SAID DON'T BUILD CAPACITY. IT I KNOW THAT THEY WERE THE ONES THAT WERE THE DRIVING FORCE BUT ESSENTIALLY IN THE CREEK COMMUNITY YOU HAD ISSUES WITH SEPTIC SYSTEMS THAT WERE FAILING SEPTIC SYSTEMS THAT WERE LEACHING INTO THE MAIN RIVER AND REALLY THREATENING THE WATER QUALITY OF THE RIVER. AND SO WITH COUNTY AND THE TOWN OF BLUFFTON COMING TO THE TABLE WE APPLIED FOR A SKIP GRANT AND RECEIVED FUNDING AND SO WE ARE TRANSITIONING THE STONY CREEK COMMUNITY FROM SEPTIC TO SEWER AND THAT'S PROCESS NOW WITH THE STONY CREEK PROJECT THAT'S I KIND OF DESCRIBE IT AS LIKE OUR OUR FIRST WIN IN THAT ARENA BUT WE HAVE AN UNDERSERVED COMMITTEE, AN AD HOC COMMITTEE I'VE BEEN HELPING LEAD AND IT IS FOCUSED ON COMMUNITY ISSUES THAT HAVE THOSE ISSUES WITH THE ENVIRONMENT OR ALSO SOCIAL CHALLENGES AND A LOT OF IT IS DUE TO ESSENTIALLY WE HAVE DONUT HOLES ACROSS OUR REGION WHERE WE HAVE DENSELY POPULATED AREAS BUT THEY DON'T HAVE TO SEWER INFRASTRUCTURE AND SO WITH ISSUE WE SEE SEPTIC SYSTEMS THAT ARE CHALLENGED AND WE'VE BEEN WORKING WITH THE SEA GRANT CONSORTIUM WHO DID A VERY INTERESTING STUDY ON HOW SEA LEVEL RISE IS GOING TO IMPACT SEPTIC SYSTEMS AND MAKE SEPTIC SYSTEMS WITHIN CERTAIN COMMUNITIES INOPERABLE. WE'VE ALSO BEEN WORKING WITH USB SOME VERY INTERESTING STUDIES ON THE DIMINISHING WATER QUALITY, THE MAIN RIVER AND HOW THAT'S BEEN ATTRIBUTED TO SOME OF THESE SEPTIC SYSTEMS . THE WATERWAY OBVIOUSLY THIS IS A VERY COMPREHENSIVE ISSUE AND IT'S ALL JUST DUE TO SEPTIC, YOU KNOW. SO SOME OF THESE COMMUNITIES HAVE CHALLENGES WITH DRAINAGE THEY HAVE CHALLENGES WITH OVERDEVELOPMENT ON THE WATERWAYS BUT WE'RE LOOKING AT OUR PIECE OF THE PUZZLE AND SO RIGHT NOW WE'RE IN A REAL PRELIMINARY PHASE BUT. WE'VE IDENTIFIED FOUR COMMUNITIES ACROSS THE REGION ALL JOINED COMMUNITY, THE SHELL POINT COMMUNITY, OLD AND LEVY AND JASPER COUNTY AND WE'RE WORKING TO FORM MULTI-JURISDICTIONAL PARTNERSHIPS AND FIND A SOLUTION THESE PEOPLE I ALSO KNOW THAT OUR PROCESS HAS BEEN CENTERED AROUND THE RESIDENTS I THINK THAT THE ONLY WAY THAT THESE PROJECTS ARE SUCCESSFUL IS IF WE ACTUALLY GET INTO THOSE COMMUNITIES AND LEARN WHAT THE PEOPLE WANT, YOU KNOW THE LAST THING I WANT IS A LOT OF GOVERNMENTAL BUREAUCRATS AROUND A TABLE AND THINKING THAT YOU KNOW WE SHOULD BRING SEWER INTO THE COMMUNITY. THAT'S NOT WHAT THE RESIDENTS ARE EMBRACING. AND SO OUR PROCESS WITH ALL THE ALTERNATE COMMUNITY HAS BEEN VERY VOCAL AROUND DEMANDING A SOLUTION FOR THEIR CHALLENGES [00:25:05] THAT THEY SEE THEY HAVE A LAUNDRY LIST OF PROBLEMS DOWN THERE. YOU KNOW, SOME OF IT'S RELATED TO DRAINAGE AND I THINK THE SEPTIC AND THE DRAINAGE KIND OF PERPETUATE EACH OTHER RIGHT NOW WE'RE LOOKING AT WAYS THAT WE CAN IDENTIFY SOME STATE FUNDING EVEN FEDERAL FUNDING AND CAN BRING A SOLUTION TO THAT. SO HOW CAN YOUR HELP? I WOULD SAY JUST UNDERSTANDING THE GROWTH, HOW THAT'S CHALLENGING OUR INFRASTRUCTURE ,YOU KNOW, EDUCATING YOUR CONSTITUENTS ON YOU KNOW, WHERE WE'RE AT AS REGION WITH THE AMOUNT OF GROWTH THE NEED FOR THESE REGIONAL PROJECTS AND THEN FINDING WAYS TO PARTNER WHETHER IT'S PARTNERSHIP FOR WATER AND SEWER PROJECTS OR PARTNERSHIPS WITH JUST EDUCATION. WE HAVEN'T SEEN THAT SAME GROUNDSWELL WITHIN SHOT POINT THE LEVY COMMUNITY BUT WE'RE TRYING TO EDUCATE AND JUST FIND A PATH FORWARD. LOOK AT FEDERAL FUNDING, AT STATE FUNDING, TRY TO TURN OVER AS MANY STATES AS WE CAN. BUT AGAIN, I MEAN WE'RE EARLY IN OUR PROCESS. WE ACTUALLY THINK IT WAS 1,500,000,015 YEARS RATHER A LOT OF THAT MONEY WOULD HAVE BEEN RAISED AND KEPT LOOKING WAY INTO THE FUTURE FOR THINGS WE CAN'T EVEN THINK ABOUT NOW OR THAT WE HAVEN'T THOUGHT ABOUT OR WE'RE NOT THINKING ABOUT THE THIRD BRIDGE.
