AS I WAS WALKING OUT OF THE SCHOOL BUILDING TONIGHT ON MY WAY HERE, I PASSED A POSTER THAT HAD TO HAVE BEEN JUST NEWLY HUNG NEAR OUR FRONT OFFICE.

IT CAUGHT MY EYE BECAUSE IT'S, IT'S NOT USUALLY THERE.

AND I STOPPED A MINUTE TO LOOK AT IT AND IT SAID, WE MAY ENCOUNTER MANY DEFEATS, BUT WE MUST

AND IT WAS A QUOTE BY MAYA ANGEL AND I JUST THOUGHT, WOW, HERE I AM WALKING OUT OF MY BUILDING TO COME RECOGNIZE ONE OF MY STUDENTS WHO CONSISTENTLY PERSEVERES IN HER DAILY LIFE AND AT SCHOOL.

AND SO I JUST KNEW I HAD TO SHARE THAT QUOTE WITH YOU TONIGHT BECAUSE IT'S SUCH A GOOD REPRESENTATION OF WHAT CLARA DOES.

SHE WAS NOMINATED, UM, FOR OUR STUDENT OF THE MONTH BY HER LANGUAGE ARTS TEACHER, DR. KAREN PARKER.

UM, JUST WANNA READ A FEW WORDS ABOUT WHAT DR. PARKER, UM, WROTE IN REGARDS TO CLARA.

SHE SAID, UM, CLARA, DESPITE SEVERAL CONS, UM, LIKE EMOTIONAL AND MENTAL HEALTH STRUGGLES THAT SHE HAD DURING THE FIRST SEMESTER OF THIS SCHOOL YEAR, CLARA CONTINUES TO COME TO SCHOOL.

AND WHEN SHE IS HERE, SHE DOES HER VERY BEST TO COMPLETE ALL OF HER MAKEUP ASSIGNMENTS.

SHE ACTIVELY PARTICIPATES IN THE LESSONS.

SHE DOESN'T SHOW FRUSTRATION, EVEN THOUGH DR. PARKER SAYS SHE KNOWS THAT IT MUST BE OVERWHELMING FOR HER AT TIMES, TRYING TO PLAY CATCH UP FROM THE DAYS THAT SHE'S MISSED OF SCHOOL.

SHE SAID, CLARA HAS A STRONG DEGREE OF PERSEVERANCE, DOES NOT GIVE UP NO MATTER WHAT SHE IS GOING THROUGH.

SHE MAINTAINS A BEAUTIFUL SMILE AT ALL TIMES AND REMAINS POSITIVE DESPITE ANY OUTSIDE CIRCUMSTANCES.

SHE'S AN EXTRAORDINARY YOUNG LADY AND ONE THAT DESERVES TO BE RECOGNIZED FOR THE CHARACTER EDUCATION TRAIT OF PERSEVERANCE.

UH, HE HAS BACK TO BACK STATE CHAMPS IN TWO DIFFERENT WEIGHT CLASSES THIS YEAR.

UM, 1 52 AND 1 75.

NOW THIS YEAR, UH, HE WAS BEEN A THREE YEAR CAPTAIN.

A NORTH, SOUTH, NORTH-SOUTH, ALL-STAR SELECTION AND A FINALIST FOR THREE, A WRESTLER OF THE YEAR.

IN HIS CAREER, HE ACCUMULATED 83 WINS AND EIGHT LOSSES, MEANING THAT, AND 59 OF THEM BY PINS.

SO 71% OF HIS WINS WERE ALL BY PINS.

NOW, THE ISSUE IS THAT THE PMS CONTINUE TO MONITOR THIS, BUT I MENTIONED GENERATORS.

THAT IS THE BIGGEST ISSUE WE'RE DEALING WITH, IS WAITING ON THE GENERATORS AS STANDBY GENERATORS FOR SAFETY, SECURITY, AND COMMUNICATIONS FOR EACH ONE OF THE SCHOOLS.

IT'S A VITAL PIECE OF EQUIPMENT, BUT WE CONTINUE TO WAIT ON THOSE, WHICH IS A BIG ISSUE.

SO LET'S LOOK AT THE, LET'S LOOK AT WHAT WE HAVE TO CLOSE OUT.

THIS IS A LIST OF ALL THE CLOSEOUTS.

WE'RE STILL MONITORING.

UH, THERE ARE EXAMPLES AND COMMENTS OF WHY THOSE ARE THERE.

FOR EXAMPLE, ADULT ED, THAT ONE IS ACTUALLY ON HOLD, THAT'S ON HOLD AT THE DIRECTION OF THE SUPERINTENDENT AS YOU DISCUSS WHAT YOU'RE GONNA DO WITH THE ADULT ED PROGRAM, THE REMAINDER, THESE ARE ALL BEING MAINLY HELD UP BY THE GENERATOR ISSUES.

SO WE STILL HAVE 35 PROJECTS ON PAGE 19 THAT WE NEED TO CLOSE OUT FROM 2019.

AND AS I MENTIONED, THE GENERATORS SEEMED TO BE THE BIG ISSUE THAT WE'RE DEALING WITH.

LET'S TALK ABOUT WHERE WE'RE FINANCIALLY.

ON PAGE 21, THE ORIGINAL AMOUNT WAS 3 4 4 6, 10 31 100 WAS THE ACTUAL PREMIUMS. SO 375,000,007 10 PAID AND COMMITTED THROUGH JANUARY IS 99.43% OF THOSE FUNDS, THERE IS STILL 2.1 MILLION OR LESS THAN HALF A PERCENT TO COMMIT.

AND YOU CAN SEE WE'RE GONNA, WE'RE GONNA HAVE A SMALL AMOUNT AND CONTINGENCY REMAINING AT THE END AT ESTIMATED TO 393,000.

OUR PROJECT MANAGEMENT PROGRAM MANAGEMENT COMPANY HERE CONTINUES TO SAY THAT THERE WILL BE A SOFT LANDING AND WE'LL BRING THIS IN RIGHT AT OR A LITTLE BIT UNDER BUDGET.

SO ALL THE INDIVIDUAL BUDGETS ON PAGE 22 HAVE BEEN ADJUSTED AND TRACKED USING THE CONTINGENCY AND USING THE, AND ALL THAT IS SHOWN IN THE CONTINGENCY LAW.

THE DOLLAR SPENT AND ENCUMBERED HAVE NOT EXCEEDED THE PROJECT TOTALS UNDER BUDGET.

THE DOLLAR SPENT ON PROJECTS DID NOT EXCEED THE ESTIMATED PERCENT.

THE ONLY ISSUE THAT WE DEALT WITH THAT WAS A BIG ISSUE WAS THE ROBERT SMALLS DEMOLITION ABATEMENT FOR ASBESTOS.

AND THAT WA THAT COST IMPACT WAS ADDRESSED THROUGH CONTINGENCY.

AND AS I SAID, TURNER TOWN AND TURNER TOWNSEND HUY CONTINUES TO REPORT US OFF LANDING ON THE 2019 BOND REFERENDUM PROGRAM.

SO, WITH THAT, UH, I WANT TO THANK YOU FOR THIS.

WE MET BACK TOGETHER ON FEBRUARY THE 13TH, UH, TO REVIEW THAT FEEDBACK AND THE RESULTS OF OUR SURVEY.

AND IF THERE WAS A MOMENT OF DISAGREEMENT, IT WAS OVER THIS PART.

WHY ARE WE STILL DOING THINGS BY CLUSTER WHEN THERE'S THAT KIND OF A DISPARITY? WHY WOULD WE HAVE ONE SUPERVISOR BUDGETED FOR WHALE BRANCH AND ONE FOR ALL OF BLUFFTON? THAT I, I WOULD LIKE TO HAVE THAT DISCUSSION.

'CAUSE IT SEEMS TO ME THAT OUR CLUSTERS HAVE TRADITIONALLY BEEN BASED ON HIGH SCHOOLS AND THEN THE FEEDER SCHOOLS INTO THE HIGH SCHOOLS.

SO COULD WE NOT HAVE A MAY RIVER CLUSTER TO MAKE IT A LITTLE MORE EQUITABLE? SO MAYBE THE SUPERINTENDENT WOULD LIKE TO RESPOND, ROBERT JUMPING TO HIS FEET.

YEAH, I THINK, I MEAN, WE CAN LOOK AT, UH, AT DIFFERENT ORGANIZATIONAL STRUCTURES IN TERMS OF, UH, IN TERMS OF DOING THAT, YOU KNOW, UH, THE ONE THING YOU ALWAYS WANNA MAKE SURE IS, IS THAT YOU ARE TAKING CARE OF, OF ALL SCHOOLS IN ALL AREAS, RIGHT? IT SAID, STUDENTS ENROLLED IN CTE COURSES ARE SIGNIFICANTLY MORE LIKELY TO DEVELOP PROBLEM SOLVING, PROJECT COMPLETION RESEARCH, COMMUNICATION TIME MANAGEMENT, AS WELL AS CRITICAL THINKING SKILLS.

SO WE KNOW THAT THIS IS GOOD FOR STUDENTS BECAUSE IT'S BUILDING THAT FOUNDATION TO HELP THEM BE SUCCESSFUL IN MANY AREAS ONCE THEY GRADUATE.

ALSO, IT'S GOOD FOR EMPLOYERS BECAUSE THEY'RE WANTING THOSE TYPE OF EMPLOYABILITY SKILLS.

SO SOME OF THE WAYS THAT WE ARE, ARE DEPLOYING THAT IS THROUGH THESE SEVEN COMPONENTS.

YOU'VE HEARD US TALK ABOUT THESE BEFORE.

WE HAVE OVER A HUNDRED CAREER AND TAKE ED COURSES NOW THAT WE'RE OFFERING ACROSS OUR DISTRICT AT THE MIDDLE AND HIGH SCHOOLS.

BUT WHAT CONSTITUTES A PROGRAM AS WE MOVE INTO HOW DO WE SELECT PROGRAMS, THESE SEVEN, UM, OPPORTUNITIES OR EXPERIENCES CAN HELP WITH TRUE PROGRAMMATIC, UH, CHOICE OR EXPERIENCE.

UM, SO PLEASE KEEP THESE IN MIND AS WE MOVE FORWARD.

SO FOR LABOR MARKET DEMAND, PART OF MY ROLE IS I SUBMIT FOR OUR DISTRICT AS WELL AS DR.

LUO FOR THE ACE, OUR CAREER CENTER, A A ANNUAL STATE APPLICATION GRANT, AND, UH, PLAN THAT MUST SHOW HOW WE ALIGN WITH LABOR MARKET DEMAND, BOTH CURRENT AND EMERGING, NOT ONLY WITHIN OUR REGION, BUT UH, BEYOND THAT.

SO IF, IF WE'RE LOOKING AT SUSTAINABILITY AND BRING IN FEDERAL AND STATE DOLLARS INTO OUR DISTRICT, THEN WE MUST SHOW THAT WHAT WE OFFER HAS OUTCOMES.

THE SECOND THING THAT'S HUGE IS WE WANNA GET OUR PRINCIPALS AND OUR SCHOOL LEADERS INPUT.

THEY KNOW THEIR SCHOOL POPULATION, THEIR STUDENT POPULATION.

IT'S VERY IMPORTANT THAT WE HAVE THEIR BUY-IN AND FEEDBACK AND SUPPORT.

SO THERE'S CONSTANT COMMUNICATION THERE, PARTICULARLY AT THIS TIME OF YEAR AS WE MOVE INTO OFFERINGS FOR NEXT YEAR.

STUDENT INTEREST IS IMPORTANT.

WE USE VARIOUS FORMATS TO GAUGE STUDENT INTEREST.

WE DID A SURVEY LAST YEAR OF OVER A THOUSAND STUDENTS IN CURRENT CTE COURSES IN PREPARATION FOR THE REFERENDUM.

IF WE CAN BUILD A VERY NICE WING, WE CAN BUILD A VERY MODERN BUILDING.

BUT IF WE DON'T OFFER SOMETHING THAT ENGAGES STUDENTS, THEN WE'RE NOT GONNA FILL THAT BUILDING OR, OR THAT WING.

SO THAT'S A IMPORTANT COMPONENT.

AND THEN THE THIRD ONE IS, WHAT SYSTEMS DO WE HAVE IN PLACE THAT'S GONNA RECRUIT AND RETAIN, RETAIN HIGH QUALITY CTE TEACHERS? AND THAT IS HUGE.

SO I APPLAUD OUR HR AND FINANCE AND THIS BOARD FOR, UM, MAKING SURE THAT, UH, OUR, OUR TEACHER SALARIES ARE COMPETITIVE.

ONE THING I WANNA PUT OUT TO YOU THAT THE STATE LEGISLATURE HAS, IT'S CALLED, UH, THE SENATE 3 0 5.

UH, THAT'S, UH, IN THE WORKS ABOUT GIVING TEACHERS OCCUPATIONAL EXPERIENCE IF THEY WANT TO COME INTO THE CLASSROOM.

SO WHILE WE MAY NOT HAVE LOCAL CONTROL OVER THAT, IF YOU, IF YOU, UH, HEAR ABOUT IT AND HAVE ANY CONTACTS, IT'LL BE VERY HELPFUL.

THERE ARE OSHA REGULATIONS.

SO IF WE LOOK AT STRATEGICALLY PLACING SOME OF THESE SPECIALTY PROGRAMS WHERE WE CAN INCREASE THE NUMBER OF STUDENTS WHO GRADUATE WITH THESE, UH, PARTICULAR SKILL SETS, THEN WE CAN, CAN MAKE A BIGGER DIFFERENCE.

FOR EXAMPLE, WE HAVE A GREAT MODEL GOING ON RIGHT NOW.

OUR WELDING PROGRAM.

WE HAVE A WELDING PROGRAM, BARRY CREEK, MAY RIVER, AND IN THE MIDDLE AT, AT, AT ACE.

SO WE'RE CURRENTLY CHURNING OUT ABOUT 50 TO 60 STUDENTS WHO HAVE THOSE PARTICULAR SKILL SETS.

AND IT'S WORKING.

THAT, UH, GRAPHIC THAT YOU SEE THERE IS SMALL, BUT THAT IS W INTERNATIONAL.

THAT'S JUST ONE HUGE COMPANY.

THEY'RE LOCATED IN GOOSE CREEK, SOUTH CAROLINA, AND THEY HAVE A LARGE DEPARTMENT OF DEFENSE CONTRACTS.

THEY SERVE DEFENSE ENERGY AND THE AEROSPACE, UM, INDUSTRY.

AND THEY'RE A VERY PRECISION WELDING COMPANY.

ME, METAL FABRICATION.

THEY HAVE BEEN TO OUR SCHOOLS SEVERAL TIMES.

OUR TEACHERS TAKE THEM UP, UH, FOR TOURS.

THEY HAVE A ROBUST TRAINING PROGRAM THAT THEY'LL PUT OUR STUDENTS THROUGH.

UH, IF, IF THEY ARE SUCCESSFUL IN OUR PROGRAM, THEY'LL ACTUALLY BYPASS THE STARTING SALARY AND THEY CAN START AT $21 AN HOUR AND MOVING FORWARD.

AND THAT'S JUST ONE EXAMPLE.

TYCO IS ANOTHER ONE THAT WE PARTNER WITH.

SO IT'S, IT HELPS US AS A DISTRICT TO LOOK AT FOR THESE SPECIALTY AREAS OF WHERE WE'RE PLACING SOME OF THESE HIGHER END PROGRAMS THAT DO DEPEND UPON FACILITIES.

WHAT THAT TELLS US IS THAT THEY LIKE WHAT THEY'RE TAKING, WHAT THEY'RE TAKING IS ALSO EQUIVALENT OR EQUATING TO THEIR ACADEMICS.

BECAUSE IN ORDER TO GRADUATE, YOU ALSO HAVE TO PASS YOUR MATH, SCIENCE, SOCIAL STUDIES, ENGLISH, AND SO ON.

SO THAT IS A 99.2% GRADUATION RATE FOR CAREER AND TECH ED STUDENTS.

SO I THINK THAT'S A SHOUT OUT TO OUR SCHOOLS AND, AND WHAT THEY'RE DOING.

AND EVEN MORE SO LOOK AT THE POST PROGRAM PLACEMENT RATE.

SO THESE ARE STUDENTS IN TWENTY ONE, TWENTY TWO, EIGHT, FIVE HUNDRED AND TEN THAT WERE SURVEYED SIX MONTHS AFTER THEY GRADUATED.

WERE REQUIRED TO DO THAT AND TO GET A POSITIVE PLACEMENT THAT WE REPORT TO THE STATE, THEY HAVE TO BE IN COLLEGE, EITHER A TECH COLLEGE OR, OR UNIVERSITY.

THEY HAVE TO, OR THEY HAVE TO BE GAINFULLY EMPLOYED IN THE PATHWAY THAT THEY TRAINED ON IN HIGH SCHOOL, OR THEY HAVE TO BE IN THE MILITARY.

SO, I'M PROUD TO SAY WHEN WE SURVEYED THAT MANY STUDENTS, 505 MET ONE OR MORE OF THOSE CATEGORIES FOR A 99% PLACEMENT RATE.

SO AGAIN, SHOUT OUT TO OUR TEACHERS AS TO WHAT THEY'RE DOING IN THE CLASSROOMS WITH THEIR STUDENT.

'CAUSE IT'S, IT'S MAKING A DIFFERENCE.

AND WE'RE BEING ABLE TO SHOW, UM, NOT ONLY AN ACADEMIC RETURN ON INVESTMENT, I SAY A TECHNICAL RETURN ON INVESTMENT AS TO THE OPTIONS THAT WE'RE OFFERING.

SO THE, UH, STATE OF SOUTH CAROLINA DEPARTMENT OF ED, CTE DIVISION IS PARTNERING WITH ADVANCED CTE AND THEY'RE UPDATING THIS FRAMEWORK.

SO HOW DOES THAT, UH, IMPACT US? WELL, IT'S GONNA BE, UH, A BETTER WAY, A MORE EFFICIENT WAY, KIND OF A ONE STOP SHOP, IF YOU WILL, TO HAVE A FORMAT WHERE PARENTS CAN GO TO, TO FIND ALL THE INFORMATION.

RIGHT? I THINK AS MS. GILBERT WAS POINTING OUT EARLIER, THE ADVANTAGE OF TWO VERSUS ONE IN THE CAREER AND TECHNICAL EDUCATION STAFF MEMBERS ON A PARTICULAR FIELD OR A PARTICULAR AREA, RIGHT? THE FIRST EMAIL I SENT TO THE BOARD AND THE SUPERINTENDENT INCLUDED, QUOTE, I HAVE DONE THE RESEARCH.

AND ACCORDING TO THE DESTINY DISCOVERY WEBSITE, WHICH THE DISTRICT USES TO CATALOG ITS BOOKS, THESE BOOKS ARE CURRENTLY IN OUR SCHOOLS NO MATTER WHAT DISTRICT STAFF TELLS YOU, END QUOTE.

GREAT RESULTS.

FIRST, I WANNA THANK EVERYONE IN HILTON HEAD ISLAND ELEMENTARY SCHOOL FOR A WONDERFUL TIME, AGAIN ON INTERNATIONAL NIGHT LAST WEEK, THE STAFF AND TEACHERS IN THAT SCHOOL TO BE PROUD OF WHAT THEY DID.
