AND TONIGHT WE'RE CELEBRATING THE CHARACTER ED STUDENTS OF THE MONTH EXHIBITING THE CHARACTER TRAITS OF COMPASSION AND PERSEVERANCE. DECEMBER'S CHARACTER TRAIT WAS COMPASSION, AND COMPASSION IS DEFINED AS A FEELING OF WANTING TO HELP SOMEONE WHO IS SICK, HUNGRY, AND TROUBLE, ET CETERA. YOUR COMMITMENT TO EXCELLENCE HAS NOT GONE UNNOTICED, AND I WANT YOU TO TAKE A MOMENT TO RECOGNIZE AND CELEBRATE YOUR ACHIEVEMENTS. COLEY, THROUGHOUT THE TIME YOU'VE BEEN AT ROBERT SMALLS, I HAVE BEEN CONSISTENTLY IMPRESSED BY YOUR ENTHUSIASM FOR LEARNING YOUR INTELLECTUAL CURIOSITY AND YOUR HUMBLENESS TO GO ABOVE AND BEYOND IN YOUR ACADEMIC PURSUITS, YOUR ACTIVE PARTICIPATION IN CLASS DISCUSSIONS, INSIGHTFUL QUESTIONS AND THOUGHTFUL CONTRIBUTIONS HAVE ENRICHED OUR ENTIRE LEARNING ENVIRONMENT AND INSPIRES YOUR PEERS. MOREOVER, YOUR PERSEVERANCE AND DETERMINATION AND TO TACKLING CHALLENGING CONCEPTS HAVE BEEN TRULY COMMENDABLE. YOU HAVE DEMONSTRATED A REMARKABLE ABILITY TO OVERCOME OBSTACLES IN THE CLASSROOM AND ON THE FOOTBALL FIELD, UNDEFEATED FOOTBALL TEAM, AND INVEST LEARNING OPPORTUNITIES WITH A POSITIVE ATTITUDE, WHICH IS A TESTAMENT TO YOUR RESILIENCE, YOUR GROWTH MINDSET, AND HOW YOU'VE BEEN RAISED. THE QUALITIES THAT TRULY SETS SHORT APART IS YOUR EXCEPTIONAL COMPASSION. OUR KINDNESS, EMPATHY, AND WILLINGNESS OF OUR OTHERS HAVE MADE A PROFOUND IMPACT ON OUR CLASSROOM AND OUR COMMUNITY. WHETHER IT'S OFFERING A HEALTHY HAND OR A STRUGGLING CLASSMATE, OR SHOWING UNDERSTANDING AND SUPPORTING TO THOSE IN NEED, YOUR COMPASSIONATE NURTURE SHINES THROUGH IN EVERYTHING THAT YOU DO. YOUR DEDICATION TO YOUR STUDIES AND YOUR EXEMPLARY BEHAVIOR, COPING WITH YOUR COMPASSION, SERVE AS AN INSPIRATION TO YOUR CLASSMATES AND A TESTAMENT TO YOUR CHARACTER. I'M CONFIDENT THAT YOU WILL CONTINUE TO ACHIEVE GREAT THINGS IN YOUR ACADEMIC JOURNEY AND BEYOND. OKAY, EVERYBODY LET'S YOU. NEXT IS THE CHARACTER EDUCATION STUDENT OF THE MONTH OF JANUARY AND CONTINUING CELEBRATING THE CHARACTER ED STUDENT OF THE MONTH. WE'RE ALSO CELEBRATING THE CHARACTER TRAIT OF PERSEVERANCE. PERSEVERANCE IS DEFINED AS PURSUING WORTHY OBJECTIVES WITH DETERMINATION AND PATIENCE WHILE EXHIBITING FORTITUDE WHEN CONFRONTED WITH FAILURE. WE'RE HAPPY TO ANNOUNCE THAT OUR CHARACTER EDUCATION STUDENT OF THE MONTH FOR JANUARY IN NORTHERN BEAUFORD COUNTY WAS CLARA HATFIELD, A SEVENTH GRADE STUDENT AT LADIES ISLAND MIDDLE SCHOOL. HERE WITH US TONIGHT TO INTRODUCE CLARA IS SCHOOL COUNSELOR LORI HOWELL. GOOD EVENING EVERYONE. UM, GOOD EVENING. SORRY, I DON'T LIKE HAVING MY BACK PEOPLE. THERE WE GO. GOOD EVENING. AS DR. RODRIGUEZ SAID, I'M LORI HOWELL, SCHOOL COUNSELOR AT LADIES ISLAND MIDDLE SCHOOL. AND THIS IS CLARA HATFIELD, ONE OF OUR SEVENTH GRADE STUDENTS THAT WE ARE SO PROUD OF FOR HAVING BEEN SELECTED THE STUDENT OF THE MONTH FOR PERSEVERANCE. AS I WAS WALKING OUT OF THE SCHOOL BUILDING TONIGHT ON MY WAY HERE, I PASSED A POSTER THAT HAD TO HAVE BEEN JUST NEWLY HUNG NEAR OUR FRONT OFFICE. IT CAUGHT MY EYE BECAUSE IT'S, IT'S NOT USUALLY THERE. AND I STOPPED A MINUTE TO LOOK AT IT AND IT SAID, WE MAY ENCOUNTER MANY DEFEATS, BUT WE MUST [00:20:01] NOT BE DEFEATED. AND IT WAS A QUOTE BY MAYA ANGEL AND I JUST THOUGHT, WOW, HERE I AM WALKING OUT OF MY BUILDING TO COME RECOGNIZE ONE OF MY STUDENTS WHO CONSISTENTLY PERSEVERES IN HER DAILY LIFE AND AT SCHOOL. AND SO I JUST KNEW I HAD TO SHARE THAT QUOTE WITH YOU TONIGHT BECAUSE IT'S SUCH A GOOD REPRESENTATION OF WHAT CLARA DOES. SHE WAS NOMINATED, UM, FOR OUR STUDENT OF THE MONTH BY HER LANGUAGE ARTS TEACHER, DR. KAREN PARKER. UM, JUST WANNA READ A FEW WORDS ABOUT WHAT DR. PARKER, UM, WROTE IN REGARDS TO CLARA. SHE SAID, UM, CLARA, DESPITE SEVERAL CONS, UM, LIKE EMOTIONAL AND MENTAL HEALTH STRUGGLES THAT SHE HAD DURING THE FIRST SEMESTER OF THIS SCHOOL YEAR, CLARA CONTINUES TO COME TO SCHOOL. AND WHEN SHE IS HERE, SHE DOES HER VERY BEST TO COMPLETE ALL OF HER MAKEUP ASSIGNMENTS. SHE ACTIVELY PARTICIPATES IN THE LESSONS. SHE DOESN'T SHOW FRUSTRATION, EVEN THOUGH DR. PARKER SAYS SHE KNOWS THAT IT MUST BE OVERWHELMING FOR HER AT TIMES, TRYING TO PLAY CATCH UP FROM THE DAYS THAT SHE'S MISSED OF SCHOOL. SHE SAID, CLARA HAS A STRONG DEGREE OF PERSEVERANCE, DOES NOT GIVE UP NO MATTER WHAT SHE IS GOING THROUGH. SHE MAINTAINS A BEAUTIFUL SMILE AT ALL TIMES AND REMAINS POSITIVE DESPITE ANY OUTSIDE CIRCUMSTANCES. SHE'S AN EXTRAORDINARY YOUNG LADY AND ONE THAT DESERVES TO BE RECOGNIZED FOR THE CHARACTER EDUCATION TRAIT OF PERSEVERANCE. CLARA ALSO REGULARLY SEEKS HELP. SHE IS OPEN TO, TO TALKING, TO COMING AND MEETING WITH ME WITH OUR SCHOOL SOCIAL WORKER. UM, SHE, SHE KNOWS AND RECOGNIZES WHEN SHE NEEDS TO REACH OUT AND SAY, I'M NOT OKAY. AND THAT'S WHAT WE'RE THERE FOR EVERY DAY IN THAT SCHOOL BUILDING IS TO SUPPORT STUDENTS WHEN THEY'RE NOT. OKAY. UM, SO CLARA, I'M SO PROUD OF YOU. UM, I'M SO PROUD THAT WE CAN BE STANDING HERE TOGETHER TONIGHT WITH YOUR FAMILY HERE BEHIND YOU AND SUPPORTING YOU. AND WE ARE ALL ROOTING FOR YOU EVERY DAY AND PROUD THAT YOU CONTINUE TO GET BACK UP ANYTIME YOU MIGHT GET KNOCKED DOWN. YEAH. MM-HMM. YOU WANT ME TO TAKE? IF YOU DON'T MIND? FOR SURE. . IT'S PRETTY STRAIGHTFORWARD. . HOW DO WE, UH, WE FACE THIS. DO YOU WANNA HOLD HER? CERTIFICATE? CONGRATULATIONS. NEXT ITEM TONIGHT IS WRESTLING STATE CHAMPIONS. BEAUFORT COUNTY SCHOOL DISTRICT AS WELL. REPRESENTED AT THE, WAS WELL REPRESENTED AT THE SOUTH CAROLINA HIGH SCHOOL LEAGUE STATE WRESTLING TOURNAMENT WITH THE CHAMPIONSHIP WIN FROM BATTERY CREEK HIGH SCHOOL WITH BATTERY CREEK HIGH SCHOOL'S HEAD WRESTLING COACH JOHN RUTHERFORD. COME FORWARD AND INTRODUCE THE CHAMPIONSHIP WINNER. THANK YOU. UM, MY NAME IS ALEX RUTHFORD. I'VE BEEN THE HEAD COACH AT BATTERY CREEK FOR ABOUT FIVE YEARS NOW. AND IT IS MY HONOR TO RECOGNIZE GUNNER TONIGHT. UM, YOU DON'T GET A LOT OF GUNNERS THROUGH A PROGRAM. I'VE HAD THE HONOR OF COACHING HIM FOR FIVE YEARS NOW THROUGH ROBERT SMALLS UP INTO THE HIGH SCHOOL. AND I JUST WANTED TO RECOGNIZE A COUPLE OF HIS ACHIEVEMENTS. UH, GUNNER WAS A THREE TIME REGION CHAMP, THREE TIME LOWER STATE CHAMP, THREE TIME ALLSTATE WRESTLER, THREE TIME ALL REGION, TWO TIME STATE FINALIST. UH, HE HAS BACK TO BACK STATE CHAMPS IN TWO DIFFERENT WEIGHT CLASSES THIS YEAR. UM, 1 52 AND 1 75. NOW THIS YEAR, UH, HE WAS BEEN A THREE YEAR CAPTAIN. A NORTH, SOUTH, NORTH-SOUTH, ALL-STAR SELECTION AND A FINALIST FOR THREE, A WRESTLER OF THE YEAR. IN HIS CAREER, HE ACCUMULATED 83 WINS AND EIGHT LOSSES, MEANING THAT, AND 59 OF THEM BY PINS. SO 71% OF HIS WINS WERE ALL BY PINS. UH, IT'S A PRETTY BIG, PRETTY BIG FEAT. YEAH. THIS YEAR, GUNNER WENT 48 AND ONE, UH, 47 WINS BY BONUS. 41 OF THOSE BY PIN, WHICH IS NOW, UH, HE IS UP IN A STATE RECORD. HE'S TOP 20 ALL TIME FOR MOST PINS IN A SEASON. UH, NOT ONLY IS HE A GREAT WRESTLER, HE ALSO HAS OVER A 4.0 WEIGHTED GPA, UH, HE'S INVOLVED IN THE FFA AND [00:25:01] NUMEROUS OTHER ORGANIZATIONS. AND HE'S LOOKING NEXT YEAR TO, UH, PURSUE A DEGREE IN EITHER CONSTRUCTION MANAGEMENT OR ENGINEERING. UH, WITH LOOKS RIGHT NOW FROM A COUPLE SCHOOLS TO POSSIBLY WRESTLE AT THE NEXT LEVEL. UM, SO CONGRATULATIONS TO OUR TWO TIME STATE CHAMP GUNNER TO GROW. OKAY, NEXT POINT OF CELEBRATION IS THE NATIONAL CAREER DEVELOPMENT ASSOCIATION POETRY AND ART CONTEST. 23 20 23. 2024. EVERY NOVEMBER, THE NATIONAL CAREER DEVELOPMENT ASSOCIATION ENCOURAGES CAREER DEVELOPMENT PROFESSIONALS TO CELEBRATE WITH CAREER RELATED ACTIVITIES BY SPONSORING AN ANNUAL POETRY AND ART CONTEST. THIS YEAR'S THEME WAS ART OF THE MIND, THE CONNECTION BETWEEN WELLNESS AND CAREER SUCCESS. ONE OF OUR CAREER AND TECHNICAL EDUCATION TEACHERS, MS. KA KAIA WRIGHT WON FIRST PLACE FOR HER ENTRY. HERE TO INTRODUCE MRS. WRIGHT IS BATTERY CREEK HIGH SCHOOL PRINCIPAL, MS. DENISE SAG. WONDERFUL. THANK YOU EVERYONE. UM, I COULD TALK ALL NIGHT ABOUT THIS AMAZING EDUCATOR BEHIND ME. UM, I'VE HAD THE PRIVILEGE OF WORKING WITH MS. WRIGHT SINCE I JOINED BATTERY CREEK IN 2016. UM, AND HER PARTICIPATION IN THIS PARTICULAR EVENT DATES BACK TO 2008. UM, ONE OF THE THINGS I LOVE ABOUT HER AS AN EDUCATOR, NOT ONLY DOES SHE LEAD BY EXAMPLE AND HAVE THE HIGHEST EXPECTATIONS FOR HERSELF AND OUR STUDENTS, BUT SHE GETS THEM ACTIVELY INVOLVED IN THESE TYPES OF THINGS. UM, ANYTIME THERE'S A CONTEST AT THE STATE LEVEL, THE LOCAL LEVEL, I KNOW THAT IF I SEND IT TO HER, THERE'S GONNA BE ENTRIES. UM, NOT ONLY THAT, BUT SHE DOES A LOT OF THINGS INTERNALLY IN THE SCHOOL. UM, SHE'S OUR YEARBOOK ADVISOR FOR THE SECOND YEAR IN A ROW. AND THE SECOND TIME IN MY TENURE, WE'VE TURNED A PROFIT, A HEFTY PROFIT FOR OUR YEARBOOK. UM, AND THAT'S THROUGH HER HARD WORK, THROUGH HER BUSINESS CLASSES, INNOVATIVE IDEAS, UM, JUST DIFFERENT CONTESTS BETWEEN DIFFERENT, UM, LEADERSHIP GROUPS. AND SO SHE'S CONSTANTLY TRYING TO BRING US TO THE NEXT LEVEL AND EXPOSE STUDENTS TO OPPORTUNITIES BEYOND BATTERY CREEK. NOT ONLY THAT, BUT KAREN GILBERT CAN BACK ME UP ON THIS, BUT SHE WORKS TIRELESSLY TO HELP GET OUR STUDENTS CAREER READY THROUGH HER COURSE COMPLETIONS, AS WELL AS, UM, THEIR INDUSTRY CERTIFICATIONS THROUGH OUR CTE BUSINESS COURSES. SO WE DID MAKE COPIES, UM, OF HER WINNING POSTER, UM, THAT WE'RE GONNA HANG OUTSIDE OF HER CLASSROOM. UM, EDUCATOR WELLNESS IS A KEY THING, UM, THAT WE ALL HAVE TO FOCUS ON IN ORDER TO NOT ONLY RECRUIT, BUT RETAIN THE TEACHERS THAT WE GET. NOT JUST IN COUNTY, BUT NATION. YEAH. GO MICROPHONE. OH, SORRY. UM, EDUCATOR WELLNESS. YOU KNOW, JUST GETTING, NOT ONLY RECRUITING TEACHERS, BUT KEEPING THE ONES THAT WE RECRUIT. UM, FOCUSING ON THAT IMPORTANCE OF TAKING CARE OF THEMSELVES. AND THEN SHE ALSO, I'M GONNA HANG HER STUDENT THAT PLACED THIS YEAR. I WILL HANG THEIR POSTER AS WELL OUTSIDE OF HER CLASSROOM SO THAT STUDENTS START TO SEE THAT WHEN THEY PARTICIPATE IN THESE EVENTS, THAT THEY CAN EARN SOME RECOGNITION, UM, AND START TO GET SOME EXPOSURE AND SOME DIFFERENT ACTIVITIES. SO, THANK YOU MS. WRIGHT, FOR ALL OF YOUR HARD WORK. I BELIEVE HER SISTER IS WITH HER. COME ON UP. ALL RIGHT. ALL RIGHT. THANK YOU EVERYONE VERY MUCH FOR RECOGNIZING HER. THANK YOU. THEN SOUTH CAROLINA INDUCTION TEACHER OF THE YEAR. IN AN EFFORT TO CELEBRATE AND RECOGNIZE NEW TEACHERS IN THE PROFESSION, BEAUFORD COUNTY SCHOOL DISTRICT INITIATED THE INDUCTION TEACHER OF THE YEAR PROGRAM LAST YEAR, MS. MARIANA SUYO, A TEACHER AT PRICHARD ELEMENTARY, WAS NOMINATED AND WON THE INDUCTION TEACHER OF THE YEAR AWARD FOR BEAUFORT COUNTY SCHOOL DISTRICT. HER NAME WAS THEN SUBMITTED TO THE SOUTH CAROLINA ASSOCIATION FOR SUPERVISION AND CURRICULUM DEVELOPMENT. AND LAST FRIDAY MORNING, SHE WAS ANNOUNCED AS A 20 22, 20 23 SOUTH CAROLINA INDUCTION TEACHER OF THE YEAR. CONGRATULATIONS. CAN YOU COME FORWARD PLEASE? MS. BLUE, WILL YOU COME FORWARD? [00:30:01] LOOK, THIS IS SUCH A GOOD EVENING. FIRST OF ALL, PARDON MY MANNERS. THIS IS SUCH A GREAT STORY ON SO MANY LEVELS. 'CAUSE HERE WE HAVE THIS VERY TALENTED TEACHER STARTING HER CAREER. SHE LEAVES HER HER HOME WHERE SHE LIVES. SHE COMES TO BEAUFORT COUNTY. OUR HR DEPARTMENT PUTS THIS SUPPORT IN PLACE AT THE DISTRICT LEVEL. AND THEN WE HAVE THE HONOR OF CREATING THE SUPPORT NETWORK AT THE SCHOOL SO THAT MS. CHULO CAN CONTINUE TO THRIVE AND GROW AS AN EDUCATOR. I MEAN, WE'RE JUST SO PROUD. BUT IT'S IMPORTANT FOR YOU TO KNOW THAT WE HAVE SUPPORTS FOR OUR TEACHERS. SO, WITHOUT FURTHER ADO, LET'S HEAR FROM MS. ULLO . I JUST WANTED TO TAKE THE OPPORTUNITY TO THANK, UM, MS. BLUE AND MS. RALSTON FOR BELIEVING IN ME AND SUPPORTING ME THESE PAST TWO YEARS, BEING AN INDUCTION TEACHER. AND ALSO JUST TO, UM, COMMENT ON THE WONDERFUL INDUCTION PROGRAM THAT WE HAVE HERE IN BEAUFORT COUNTY. I'M SO LUCKY TO HAVE A WONDERFUL DISTRICT MENTOR, UH, KYRA HARTLEY AND MY TWO OTHER BUILDING MENTORS, UH, DANIELLE SHEP AND ESTHER ROBBINS HERE, WHO SUPPORTED ME THESE PAST TWO YEARS. AND MY WONDERFUL THIRD GRADE TEAM WHO'S REALLY GUIDED ME THROUGH MY INDUCTION YEARS AT BUFORT COUNTY. AND I'M LOOKING FORWARD TO MANY MORE WONDERFUL YEARS. THANK YOU. THANK YOU. THANK YOU. NOW, THE NATIONAL SOCIAL WORKER WEEK CELEBRATION AND TO CELEBRATE AND HONOR SCHOOL SOCIAL WORKERS ACROSS SOUTH CAROLINA, GOVERNOR MCMASTER HAS PROCLAIMED MARCH 3RD THROUGH THE NINTH AS SCHOOL SOCIAL WORK WEEK. WE ARE FORTUNATE IN BEAUFORT COUNTY SCHOOL DISTRICT TO HAVE SUCH A DEDICATED GROUP OF PROFESSIONALS TO WORK WITH OUR STUDENTS. AND IF YOU WATCH THE SCREENS, YOU'LL BE ABLE TO LEARN MORE ABOUT WHAT SOCIAL WORKERS DO AND WHY THERE'S SUCH VITAL COMPONENTS IN SCHOOL SUCCESS. IS THAT COMING UP? WELL, I'LL JUST ADD, UH, YOU HEARD THIS EVENING FROM A, UH, SCHOOL GUIDANCE COUNSELOR WHO TALKED ABOUT THE SIGNIFICANT IMPACT ALSO THAT, UH, SCHOOL SOCIAL WORKERS HAVE. THEY DO THIS EVERY DAY IN EVERY ONE OF OUR BUILDINGS ACROSS, UM, UH, BEAUFORT COUNTY. AND SO WE'RE VERY PROUD OF THEIR WORK AND WE'RE PROUD TO HAVE 'EM ON OUR TEAM HERE IN BEAUFORT COUNTY. AND SO I HAVE THE GOV GOVERNOR'S PROCLAMATION THAT I WILL READ QUICKLY INTO THE RECORD, AND IT SAYS, WHEREAS SCHOOL SOCIAL WORKERS ARE TRAINED PROFESSIONALS WHO WORK WITH ADMINISTRATORS, TEACHERS, COUNSELORS, PSYCHOLOGISTS, NURSES, SPEECH AND LANGUAGE PATHOLOGISTS AND OTHER STAFF TO IDENTIFY AND ADDRESS PROBLEM AREAS AND HELP MAKE SCHOOL A POSITIVE AND SUCCESSFUL EXPERIENCE FOR ALL STUDENTS. AND WHEREAS SERVING AS A VITAL LINK BETWEEN THE SCHOOL, HOME AND COMMUNITY SCHOOL, SOCIAL WORKERS HELP PARENTS UNDERSTAND AND MEET THEIR CHILDREN'S SOCIAL, EMOTIONAL, PHYSICAL AND MENTAL HEALTH NEEDS, ASSIST SCHOOLS AND TEACHERS WITH STUDENT ASSESSMENTS AND BEHAVIOR MANAGEMENT, AND COORDINATE COMMUNITY RESOURCES TO HELP IMPROVE THE QUALITY OF LIFE FOR STUDENTS AND THEIR FAMILIES. AND WHEREAS SCHOOL SOCIAL WORK WEEK HONORS SCHOOL SOCIAL WORKERS IN SOUTH CAROLINA FOR THEIR COMMITMENT TO ENSURING THAT OUR YOUNG PEOPLE GET THE MOST OUT OF THEIR EDUCATIONAL OPPORTUNITIES BY OVERCOMING BARRIERS TO LEARNING. NOW, THEREFORE, I HENRY MCMASTER, GOVERNOR OF THE GREAT STATE OF SOUTH CAROLINA, DO HEREBY PROCLAIM MARCH 3RD THROUGH THE NINTH, 2024 AS SCHOOL SOCIAL WORK WEEK THROUGHOUT THE STATE, AND ENCOURAGE ALL SOUTH CAROLINIANS TO SHOW APPRECIATION TO SCHOOL SOCIAL WORKERS FOR THEIR DEDICATION TO THE WELLBEING OF OUR CHILDREN. [00:35:01] THANK YOU. AND THAT CONCLUDES, UH, POINTS OF CELEBRATION THIS EVENING. THANK YOU. I WAS JUST INFORMED WE DO NOT HAVE ANY, UM, UH, FIRST PUBLIC, UH, COMMENTERS TONIGHT. SO NEXT [CLOC Update] ON OUR AGENDA IS THE CITIZENS LED OVERSIGHT COMMITTEE UPDATE, AND THAT WILL BE GIVEN BY THE CHAIR TED BARBER. WELL, GOOD EVENING. UM, THANK YOU FOR ALLOWING THE CITIZEN LED OVERSIGHT COMMITTEE TO BE HERE THIS EVENING. UH, WE CAN PULL UP THE PRESENTATION SO YOU CAN FOLLOW ALONG. UM, ON FEBRUARY THE 21ST, THE CITIZEN LED OVERSIGHT COMMITTEE CONDUCTED ITS 49TH MEETING, NINTH. THAT WAS OUR KICKOFF MEETING FOR THIS YEAR, 2024, WHERE WE BEGAN TO ORGANIZE NOT ONLY FOR THE UPCOMING 2023 BOND REFERENDUM THAT WAS PASSED, BUT ALSO CONTINUING TO MONITOR THE 2019 A REFERENDUM AS WELL. SO ON PAGE TWO, I JUST WANNA REMIND THOSE ONLINE AS WELL AS THOSE OF YOU IN THE ROOM THAT THE CLOCK IS AN INDEPENDENT GROUP OF VOLUNTEERS, AND WE ARE HERE TO MONITOR THE PROJECTS FROM A SCHEDULED BUDGET PERSPECTIVE AND PROVIDE UPDATES TO THIS AUGUST GROUP THIS EVENING. AS WELL AS OUR MINUTES AND PRESENTATIONS ARE POSTED ON THE DISTRICT'S WEBSITE, WE ALSO HAVE A WIDE VARIETY OF THOSE FOLKS WHO SERVE ON THE COMMITTEE, UH, BRINGING THEIR EXPERTISE. WE ARE AN INDEPENDENT GROUP AND WE MONITOR THE PROJECTS AND WE SPEND TIME REPORTING ACCORDINGLY AND SENDING THAT INFORMATION TO THE PUBLIC. SO ON PAGE THREE, WE INDEPENDENTLY, OUR MISSION IS TO TO MONITOR ALL BUILDING PROJECTS, SCHEDULES AND BUDGETS AND EXPENDITURES OF THE MUSIC COUNTY SCHOOL DISTRICTS 2019 REFERENDUM, THEREBY ENSURING THE PROPER USE OF COUNTY TAXPAYER FUNDS AND SUPERIOR FACILITIES FOR BEAUFORD COUNTY. SO WHAT I'D LIKE TO DO NOW IS KIND OF TAKE A WALK AROUND A FEW OF THE PROJECTS, UH, NORTH AND SOUTH OF THE BROAD IN BEAUFORD COUNTY, JUST TO GIVE YOU A SAMPLING OF SOME THINGS. FIRST UP IS THE NEW REPLACEMENT SCHOOL FOR HILTON HEAD HIGH. HILTON HEAD HIGH SCHOOL. THIS IS THE ADVANCED DESIGN BEING DONE BY THE LITTLE DIVERSIFIED ARCHITECTURAL. YOU CAN SEE THERE'S SOME RENDERINGS OF WHAT THE NEW SCHOOL WILL ACTUALLY LOOK LIKE, AND WE'VE SHARED THAT BEFORE ON PAGE SIX. JUST A FEW COMMENTS HERE IS THAT, UH, OSF IS REVIEWING THE PHASE ONE CONSTRUCTION, UH, AND LOOKING THROUGH THAT FOR APPROVAL. YOU GUYS HAVE APPROVED AND REVIEWED YOUR COMMENTS AS WELL. AND AS YOU VOTED THIS EVENING, MB CONN HAS NOW BEEN GIVEN THE PHASE ONE WORK FOR THE SITE WORK, AND THERE WILL BE ADDITIONAL WORK COMING IN, UH, FOR YOU TO REVIEW AS WE MOVE THROUGH THAT PROJECT. ONE THING THAT WE DID LEARN FROM ROBERT SMALLS ACADEMY IS THAT THEY'RE DOING ADDITIONAL DESTRUCTIVE TESTING TO CHECK FOR OUR FRIENDLY ASBESTOS TO MAKE SURE THERE'S NONE IN THAT BUILDING. SO, LEARNING FROM THAT. LET'S GO TO SLIDE SEVEN, WHICH IS THE ORIGINAL SCOPE FOR HILTON HEAD HIGH SCHOOL. THIS ARE THE ATHLETIC FACILITIES. WE'RE REPORTING THIS AS GREEN AS WELL. UH, WE DID RECEIVE ALL OF THE PERMITTING THROUGH DEC FOUR, THE NEW FIELD HOUSE, AND ALL THE FIELD HOUSE AND ATHLETICS WORK IN THAT FIRST PHASE. SO THAT'S GOING WELL. ALRIGHT, LET'S MOVE OVER TO ROBERT SMALLS. ROBERT SMALLS, UH, ACADEMY, UH, THAT WAS FUNDED AT 70 MILLION, UH, ENCUMBERED AND PAID DATE IS 69. UH, ENCUMBERED IS 69 AND PAID DATE IS 62 MILLION. SO THAT PROJECT IS GOING VERY WELL ON PAGE NINE, EXCEPT FOR ONE AREA AND WORKING ON THE ATHLETIC FIELDS AFTER THE DEMOLITION, UH, OF THE OLD BUILDING AND DEALING WITH THE ASBESTOS ISSUE, THE, WE'VE HAD SOME ISSUES WITH SITE PREP DELAYS FROM THE SUBCONTRACTOR DOING THE SITE WORK, BUT JE DUNN IS WORKING WITH THEM TO RECOVER THE SCHEDULE FOR THE ATHLETIC PORTION OF ROBERT SMALLS. ON PAGE 10, LET'S LOOK AT MAY RIVER HIGH SCHOOL. THIS IS, UH, THE CONTINUED WORK THERE. OF COURSE, THE MAJOR EXPANSION IS COMPLETE. THIS IS THE PA INTERCOM SYSTEMS AND SOME OF THE RESTROOMS AND ATHLETIC FACILITIES, UH, FOR THIRD PARTY INSPECTION ARE TO BE SCHEDULED. AND THEY WERE IN FEBRUARY. AND ALSO THEY'RE WORKING ON THE, THE, THE, THE CTE EXPANSION, UH, WORKING ON THAT DESIGN FOR THE NEW PHASE, UH, OF THE REFEREND AS WELL. BUT THAT'S ALL GREEN. WE'RE DOING WELL AT MAY RIVER. LET'S LOOK AT BLUFFTON MIDDLE SCHOOL. THIS IS A SAFETY SECURITY UPDATE FOR THAT. UH, MAINLY WITH [00:40:01] THE CAMERAS, UH, REPLACING EXISTING, UM, CABLING, WORKING ON THE BI-DIRECTIONAL AMPLIFIER, AND ALSO INSTALLING THE GENERATOR. YOU'RE GONNA HEAR THAT A LITTLE BIT MORE ABOUT THE GENERATORS. I'M GONNA BRING THAT UP AT THE END. LET'S GO TO BEAUFORT HIGH. PAGE 12. UH, THAT'S GOING WELL. PUNCH LIST IS ALL DONE. THE PRACTICE FIELD RESTROOM CONSTRUCTION. IT WILL BE COMPLETED IN Q3 OF 24. UM, THEY WERE ABLE TO BRING THESE, UH, UP ON THE TIMELINE A LITTLE BIT BECAUSE THEY CAME UP WITH AN INNOVATIVE WAY TO USE PREFAB STRUCTURES AND SAVED A LITTLE MONEY THERE AS WELL. SO THAT'S GOING WELL OVER, OVER AT BEAUFORD HIGH LADIES ISLAND. UH, ELEMENTARY, UH, CAMERA AND SECURITY INSTALLATION IS 99% COMPLETE. WE'RE AWAITING THE ARRIVAL OF THE GENERATOR. WE EXPECT TO HAVE THAT PROBABLY AT THE END OF Q2. UH, THEY'RE WORKING ON SPOT CHECKS ON THE INTERCOM IN THERE. AND OF COURSE, THE GYMNASIUM UPDATE HAS BEEN DONE. THERE'S, UH, I MEAN, THE, THE OTHER UPDATES ARE COMPLETED. ST. HELEN HELENA ELEMENTARY. UH, THE CAMERA INSTALLATION IS 99% COMPLETE. WE EXPECT THE GENERATOR TO BE DELIVERED IN LATE MARCH. OF COURSE, THE GYMNASIUM AND THE TRANSPORTATION SUITE, IT UPDATES THE CARD READERS ARE BEEN INSTALLED AND BRIDGE TECH HAS WORKED TO WORK ON THE PA SYSTEM. SO THAT ONE IS GREEN AS WELL. SO, LOOKING AT ALL OF THE TOTAL PROJECTS, THERE'S 92 TOTAL PROJECTS. YOU CAN SEE WHERE WE ARE. UH, WE HAVE 38 COMPLETE, 22 IN CLOSEOUT, 29 IN CONSTRUCTION PHASE. WE HAVE NONE TO AWARD AND TWO IN DESIGN. THAT'S MAINLY THE CATE ADVANCED DESIGN IN HILTON HEAD HIGH SCHOOL. THAT'S ALL GREEN. UH, LONG LEAD ITEMS STILL CONTINUE TO BE AN ISSUE, AND WE EXPECT THAT TO RUN ALL THE WAY THROUGH Q4 OF THIS YEAR, UH, TO Q4 23 INTO 24 THIS YEAR AS WELL. NOW, THE ISSUE IS THAT THE PMS CONTINUE TO MONITOR THIS, BUT I MENTIONED GENERATORS. THAT IS THE BIGGEST ISSUE WE'RE DEALING WITH, IS WAITING ON THE GENERATORS AS STANDBY GENERATORS FOR SAFETY, SECURITY, AND COMMUNICATIONS FOR EACH ONE OF THE SCHOOLS. IT'S A VITAL PIECE OF EQUIPMENT, BUT WE CONTINUE TO WAIT ON THOSE, WHICH IS A BIG ISSUE. SO LET'S LOOK AT THE, LET'S LOOK AT WHAT WE HAVE TO CLOSE OUT. THIS IS A LIST OF ALL THE CLOSEOUTS. WE'RE STILL MONITORING. UH, THERE ARE EXAMPLES AND COMMENTS OF WHY THOSE ARE THERE. FOR EXAMPLE, ADULT ED, THAT ONE IS ACTUALLY ON HOLD, THAT'S ON HOLD AT THE DIRECTION OF THE SUPERINTENDENT AS YOU DISCUSS WHAT YOU'RE GONNA DO WITH THE ADULT ED PROGRAM, THE REMAINDER, THESE ARE ALL BEING MAINLY HELD UP BY THE GENERATOR ISSUES. SO WE STILL HAVE 35 PROJECTS ON PAGE 19 THAT WE NEED TO CLOSE OUT FROM 2019. AND AS I MENTIONED, THE GENERATORS SEEMED TO BE THE BIG ISSUE THAT WE'RE DEALING WITH. LET'S TALK ABOUT WHERE WE'RE FINANCIALLY. ON PAGE 21, THE ORIGINAL AMOUNT WAS 3 4 4 6, 10 31 100 WAS THE ACTUAL PREMIUMS. SO 375,000,007 10 PAID AND COMMITTED THROUGH JANUARY IS 99.43% OF THOSE FUNDS, THERE IS STILL 2.1 MILLION OR LESS THAN HALF A PERCENT TO COMMIT. AND YOU CAN SEE WE'RE GONNA, WE'RE GONNA HAVE A SMALL AMOUNT AND CONTINGENCY REMAINING AT THE END AT ESTIMATED TO 393,000. OUR PROJECT MANAGEMENT PROGRAM MANAGEMENT COMPANY HERE CONTINUES TO SAY THAT THERE WILL BE A SOFT LANDING AND WE'LL BRING THIS IN RIGHT AT OR A LITTLE BIT UNDER BUDGET. SO ALL THE INDIVIDUAL BUDGETS ON PAGE 22 HAVE BEEN ADJUSTED AND TRACKED USING THE CONTINGENCY AND USING THE, AND ALL THAT IS SHOWN IN THE CONTINGENCY LAW. THE DOLLAR SPENT AND ENCUMBERED HAVE NOT EXCEEDED THE PROJECT TOTALS UNDER BUDGET. THE DOLLAR SPENT ON PROJECTS DID NOT EXCEED THE ESTIMATED PERCENT. THE ONLY ISSUE THAT WE DEALT WITH THAT WAS A BIG ISSUE WAS THE ROBERT SMALLS DEMOLITION ABATEMENT FOR ASBESTOS. AND THAT WA THAT COST IMPACT WAS ADDRESSED THROUGH CONTINGENCY. AND AS I SAID, TURNER TOWN AND TURNER TOWNSEND HUY CONTINUES TO REPORT US OFF LANDING ON THE 2019 BOND REFERENDUM PROGRAM. SO, WITH THAT, UH, I WANT TO THANK YOU FOR THIS. OUR NEXT CLOCK MEETING WILL BE HELD ON MARCH THE 13TH. WE'LL CONTINUE TO MONITOR THE 2019 AND BEGIN THE KICKOFF OF THE 2023 AND START TO MONITORING THOSE ON A PERSONAL NOTE. MARCH 13TH WILL BE MY LAST MEETING IS THE CHAIRMAN OF THE CLOCK. AND THIS WILL BE MY LAST UPDATE TO THIS AUGUST GROUP OF BOARD MEMBERS. UH, I HAVE SOLD MY HOME IN BEAUFORT COUNTY, AND WE'LL BE RELOCATING TO SEMINOLE COUNTY, FLORIDA, WHICH IS THE CITY OF LAKE MARY, FLORIDA. I HAVE THREE GRANDCHILDREN, 12, NINE, AND FIVE. AND I WANNA BE CLOSER TO THEM, ESPECIALLY THEIR GRANDMOTHER WHO WISHES TO BE A LOT CLOSER . SO, I WANNA THANK YOU FOR ALLOWING ME TO SERVE YOU, [00:45:01] AND I WANNA WISH ALL THE CLOCK MEMBERS THE BEST OF LUCK. AND I KNOW YOU'LL BE IN GOOD HANDS. I WILL CONDUCT THE MARCH 13TH MEETING, AND THAT WILL BE MY LAST MEETING. AND YOU'LL SEE A NEW CHAIRPERSON AT YOUR NEXT QUARTERLY UPDATE. SO THANK YOU ALL AS WELL WITH WHAT'S HAPPENING WITH THE BOND REFERENDUM FOR 2019. MR. BARBARA, I WANNA, UH, YEAH, THANK YOU, MS. BARBER. UH, WHEN THE 2019 BOND REFERENDUM PASSED, OKAY. UH, I HAD SHARED WITH THE COMMUNITY, UH, PRIOR TO THAT MM-HMM, THAT, UH, IF IT PASSED THAT WE WOULD BE ESTABLISHING A CITIZEN LED OVERSIGHT COMMITTEE. AND THAT, UM, UH, THEY WOULD LOOK AT HOW WE MONITORED, UH, UH, THEY WOULD MONITOR, UH, HOW WE WERE EXECUTING ON THE PROJECTS AND SPENDING THE DOLLARS OF THE REFERENDUM. UH, WE INITIATED THE CITIZEN LED OVERSIGHT COMMITTEE. UH, I SELECTED MEMBERS FROM ACROSS OUR COMMUNITY, UH, IDENTIFYING THEIR PERSONAL SKILL SETS AND CONTRIBUTIONS TO, TO THE EFFORT. UM, I PERSONALLY, UH, WANNA THANK YOU. I THINK REALLY ON BEHALF OF NOT JUST OUR SCHOOL DISTRICT, UH, CERTAINLY OUR BOARD MEMBERS ARE HERE, UH, BUT OUR ENTIRE COMMUNITY, BECAUSE THIS EFFORT AS A CITIZEN LED OVERSIGHT COMMITTEE WAS THE FIRST TIME TO MY KNOWLEDGE, UH, THAT ANYTHING LIKE THAT HAD BEEN DONE HERE IN BEAUFORT COUNTY. AND, AND THIS IS, UH, UH, YOU HAVE DONE, YOU ALL HAVE DONE INCREDIBLE WORK. AND I JUST WANNA THANK YOU PERSONALLY AND PUBLICLY FOR YOUR LEADERSHIP ON THAT COMMITTEE, UH, TO, TO EXECUTE ON, UH, THE MISSION OF A CITIZEN LED OVERSIGHT COMMITTEE. DR. RODRIGUEZ. THANK YOU. UM, IT WAS A PLEASURE TO SERVE THE, THE CITIZENS OF BEAUFORT COUNTY, AND I ENJOYED IT, BUT I HAD A LOT OF CAPABLE PEOPLE THAT HELPED ME AS WELL. UM, OUR SUBCOMMITTEES DID A LOT OF GREAT WORK, UH, TO REVIEW THINGS TO MAKE SURE THAT WHEN I STAND IN FRONT OF THIS GROUP, THAT WHAT WE ARE REPORTING ON IS ACCURATE. SO I APPRECIATE ALL THE MEMBERS OF THE CLOCK. AND WHO KNOWS, WE MAY SEE A CITIZEN LED OVERSIGHT COMMITTEE IN SEMINOLE COUNTY, FLORIDA AS THEY TRY TO PASS BOND REFERENCE. SO, THANK YOU VERY MUCH. YEAH, GO AHEAD. YEAH. UH, CHAIRMAN, BARBARA, BEFORE YOU ACTUALLY TAKE YOUR SEAT, SIR, UH, IF I COULD BE SO, UH, APPRECIATIVE AS TO SAY I APPRECIATE YOU TAKING ME UNDER YOUR ARM, YOUR ARM, YOUR WING, AND, UH, HELPING ME LEARN A LOT ABOUT CONSTRUCTION, UH, THAT I DIDN'T KNOW BEFORE, ACRONYMS AND WHAT HAVE YOU, WHICH YOU QUEERED ME IN THIS PARTICULAR VENUE BEFORE . UM, BUT YOUR LEADERSHIP WAS STELLAR AND YOU BROUGHT PEOPLE TOGETHER WITH DISPARATE BACKGROUNDS AND WHAT HAVE YOU, AND, AND TURNED THEM AND SUPPORTED THEIR GROWTH INTO A COHESIVE, EFFECTIVE, ON TIME DISCIPLINE TEAMS. AND I JUST WANNA SAY, I PERSONALLY WANNA THANK YOU FOR THAT. THANK YOU. AND AT LEAST, YOU KNOW WHAT, A NUMBER SIX VERSUS A NUMBER EIGHT REBAR IS NOW. CORRECT. I KNOW NOW, . BUT THANK YOU. AND AGAIN, IT, IT, IT REQUIRES A COLLECTIVE TO MAKE THIS HAPPEN. IT'S A WHOLE HOST OF PEOPLE THAT MADE IT WORK. AND I THINK THAT'S IMPORTANT TO MAKE SURE THAT YOU HAVE A DIVERSE BACKGROUND OF FOLKS WHO CAN CONTRIBUTE TO THIS. I LEARNED A LONG TIME AGO FROM MY GRANDMOTHER THAT TWO HEADS ARE BETTER THAN ONE, EVEN IF THE OTHER HEAD YOU'RE TALKING TO IS A CABBAGE HEAD . SO REMEMBER THAT IT'S BETTER FOR ALL OF US COLLECTIVELY TO WORK TOGETHER AND PUT OUR COLLECTIVE MINDS TOGETHER, AND GREAT THINGS CAN HAPPEN. SO THANK YOU. SO THANK YOU, THE BOARD, THANKS YOU FOR YOUR FINE SERVICE TO THE COMMUNITY AND, UH, ALSO TO YOUR MEMBERS, UH, THAT I SEE. SEVERAL OF THEM ARE BEHIND YOU. AND COULD YOU PLEASE STAND? SO YOU CAN ALSO BE RECOGNIZED TONIGHT. GO AHEAD. THANK YOU. UM, MY, MY QUESTION WAS, UH, ABOUT ROBERT SMALL INTERNATIONAL, UH, HOW MUCH WORK, ABOUT HOW MANY, HOW MUCH WORK DO WE HAVE LEFT OUT THERE? THERE'S THE FINISH OF THE ATHLETIC FIELDS, WHAT THEY'RE DOING. THEY'VE GOT ALSO REDO THE, UH, PART OF THE PARKING LOT AS WELL. THERE WAS SOME INFERIOR PAVING FROM WHAT I REMEMBER AS WELL. SO IT'S MAINLY SOME SITE WORK AND A LITTLE BIT OF CLEANUP ON THE ATHLETIC FIELD WORK THAT CAME AFTER THE DEMOLITION. AND HOW WILL THAT, UM, HOW WILL THAT INCORPORATE? AND ALSO IN TERMS OF, THERE WERE A COUPLE THINGS THAT, UM, HAD TO BE, UH, I BELIEVE THAT IN TERMS OF THE, UM, THE LITTLE LEAKAGE IN THE BUILDING AT ONE POINT IN TIME, AND THEN AS WELL AS THE DARK PARKING LOTS. HOW, HOW, HOW, HOW ARE WE LOOKING ON THOSE TWO THINGS? YOU TALKING ABOUT THE REPLACEMENT OF THE [00:50:01] PARKING LOT? UH, THE, THE LIGHT, THE LIGHTS IN THE PARKING LOT. 'CAUSE IT'S PRETTY DARK WHEN, WHEN WE COME, I CAN'T ANSWER SPECIFIC QUESTION. ROBERT WOULD BE ABLE TO ANSWER YOUR QUESTION SPECIFICALLY ABOUT THE, UH, PARKING LOT LIGHTS. I'M NOT FAMILIAR WITH WHERE THAT IS IN THE PROJECT RIGHT NOW. OKAY. I'LL LET ROBERT ANSWER THAT QUESTION. I CAN TELL YOU THAT, UH, YES. DOMINION WILL BE INSTALLING LIGHTS AS THE PARKING LOTS GO IN. THOSE ARE NOT THERE AT THIS TIME. SO, SO AS WE CONSTRUCT THE PARKING LOTS, THE LIGHTS WILL BE BROUGHT IN AS WELL. OKAY. WELL THAT'S JUST, THAT'S JUST CONCERN. AND ALSO, UH, YOU SAID WE HAD A TOTAL OF 35 PROJECTS. UM, HOW, HOW, HOW ABOUT WHAT, IS THERE A TIMING? IS THERE A TIMEFRAME ON THE CLOSEOUTS OF THOSE PROJECTS? YES. ON THAT PROJECT CLOSEOUT LIST, IF YOU LOOK THERE, THERE IS AN ACTUAL TARGET DATE IN THE QUARTER IN WHICH IT WOULD BE ADDRESSED, AS WELL AS COMMENTS ABOUT WHY THAT IS NOT ON TARGET AT THIS POINT, IF THERE IS AN ISSUE WITH THAT PARTICULAR PROJECT. THANK YOU. AND I APPRECIATE YOU. YOU'RE WELCOME. THANK YOU. OKAY. NEXT ON OUR AGENDA IS THE CHAIR [Chair’s Report] REPORT. AND I WOULD JUST, UH, LIKE TO REMIND, UH, THE BOARD MEMBERS THAT THE SOUTH CAROLINA ETHICS COMMISSION REQUIRES ALL PUBLIC OFFICIALS, IE ALL OF THE SCHOOL BOARD MEMBERS HERE TO FILE ANNUAL STATEMENTS OF ECONOMIC INTERESTS AT THE BEGINNING OF EACH, UH, CALENDAR YEAR. AND THOSE REPORTS ARE DUE, UM, NO LATER THAN NOON ON MARCH 30. AND THEY MUST BE FILED ELECTRONICALLY, NOT A PAPER VERSION. IF YOU HAVE ANY CONCERNS OR QUESTIONS ABOUT FILING YOUR, UM, YOUR FORMS, UH, GOOD RESOURCES, UH, WOULD BE ROBIN BERRY. I'M HAPPY TO HELP ANYBODY THAT HAS DIFFICULTY WITH IT. AND ALSO YOU CAN CALL THE COMMISSION. I HAVE PERSONALLY DONE THAT WHEN I FIRST STARTED ON THE BOARD. AND THEY'RE VERY GOOD ABOUT, UM, HELPING YOU WITH QUESTIONS. THE DIRECTIONS KIND OF ARE NOT, UM, ALL THAT, UH, ALL THAT CLEAR ABOUT WHAT YOU SHOULD BE DOING. SO, UH, IF YOU DO NEED TO CALL THEM, JUST DON'T WAIT UNTIL, YOU KNOW, MARCH 30 AT 11:00 AM BECAUSE YOU WON'T HAVE ENOUGH TIME TO DO IT. UM, YOU'VE GOTTA DO IT A, YOU KNOW, IT MAY TAKE 'EM A FEW DAYS TO CALL YOU BACK. IN ADDITION, IF THERE ARE ANY BOARD MEMBERS THAT STILL HAVE CAMPAIGN FUNDS AND ACCOUNT WITH CAP CAMPAIGN FUNDS, YOU MUST ALSO, UH, FILE QUARTERLY REPORTS, UH, TO THE COMMISSION AS WELL. NEXT [Committee Reports] WE HAVE, UH, OUR COMMITTEE REPORTS AND OUR FIRST, UH, COMMITTEE REPORTING IS THE NAMING COMMITTEE FOR THE NEW ELEMENTARY SCHOOL ON THE MAY RIVER CAMPUS. SO FREDDIE LAWTON AND ONE OF THE COMMITTEE MEMBERS, PASTOR, AND I'M SORRY, I FORGOT YOUR, OUR OLSON LAST NAME, , PASTOR SEAN OLSON. ALL GOOD EVENING, EVERYONE. I BELIEVE IT WAS ON JANUARY 26TH. UH, WE WERE APPOINTED TO, UH, HEAD UP THE COMMITTEE FOR, CAN YOU SPEAK INTO THE MICROPHONE? CAN'T HEAR YOU. I BELIEVE IT WAS JANUARY 26TH THAT WE WERE, UM, APPOINTED TO HEAD THE COMMITTEE FOR THE, UM, SCHOOL NAMING, UH, COMMITTEE OVER AT MAY RIVER. AND, UM, SO IF WE GO TO THE NEXT SLIDE, MS. BERRY, UM, AS YOU CAN SEE, THE BOARD POLICIES ARE ALL LISTED UP. AND, UM, I CAN ASSURE YOU THAT WE FOLLOWED EVERY RULE AS WE HAD, UH, CHAIRPERSON WATS WITH US. . UM, THANK YOU. YOU CAN GO TO THE NEXT SLIDE, IF YOU DON'T MIND. UM, WE FOLLOWED THE REGULATIONS AS FAR AS LOCATION, AREA, IDENTITY FOR THE SCHOOL. UM, HAD A VERY ROBUST CONVERSATION. UH, I WON'T TAKE MUCH OF YOUR TIME. I'D LIKE, UH, MR. PASTOR OLSON TO COME FORWARD AND GIVE ALL THE DETAILED INFORMATION THAT YOU ARE WAITING FOR. DETAILED INFORMATION. UH, WELL, THANK YOU. UH, THANK YOU TO MR. LOT AND MS. CRUTCHFIELD, THOSE THAT WERE ON THE COMMITTEE AND LET US THROUGH IT. UH, SAY IT WAS DONE WITH EXCELLENCE AND CLARITY. I'D ALSO SPEAK TO THE PROCESS AS A MEMBER OF THE COMMUNITY, THAT THE ENTIRE PROCESS, I BELIEVE, REPRESENTS THE VALUES OF THIS SCHOOL DISTRICT, WHICH I PERSONALLY FOUND VALUABLE. I HAVE TWO SONS IN THE SCHOOL DISTRICT, AND I THOUGHT IT WAS COMMENDABLE THAT WE'RE REACHING BACK INTO THE COMMUNITY FOR THE NAMING OF A SCHOOL. SO ON BEHALF OF THE COMMUNITY, THANK YOU FOR THAT. UH, AS HE SAID, THE, THE PROCESS BEGAN ON JANUARY 26TH. UH, WE RAN THROUGH, WE HAD OUR FIRST MEETING ON JANUARY THE 30TH, AND THE CONVERSATION WAS FUN, WHERE WE WERE BROUGHT UP TO SPEED ON WHAT THE GUIDELINES WERE. WITH THOSE GUIDELINES. WE CREATED SOME SUGGESTIONS IN HOW WE WOULD GET FEEDBACK FROM THE COMMUNITY. THEN WE WENT FOR TWO WEEKS, UH, INTO THE SCHOOLS WITH THE STUDENTS AND THE TEACHERS. AND THEY HAD FUN GATHERING THEIR FEEDBACK FROM THE SCHOOLS AND THE TEACHERS, OR THE STUDENTS AND THE TEACHERS. WE MET BACK TOGETHER ON FEBRUARY THE 13TH, UH, TO REVIEW THAT FEEDBACK AND THE RESULTS OF OUR SURVEY. AND HERE WE ARE TONIGHT TO PRESENT THE INFORMATION. UH, THE COMMITTEE GATHERED TWO OPTIONS AS IT PERTAINS TO THE SCHOOL NAME. THE FIRST WAS NEW RIVER, NEW RIVERSIDE [00:55:01] ELEMENTARY, UH, AND THE OTHER WAS MAY RIVER ELEMENTARY. OBVIOUSLY, AS YOU SEE ON THE CHART, UH, WE HAD OVERWHELMING SUPPORT FOR MAY RIVER ELEMENTARY. IN ADDITION TO THE NAME, WE HAVE FOUR OPTIONS AS IT PERTAINS TO THE MASCOT AND COLOR COMBO. UH, WE OFFERED A HERON WITH LIGHT BLUE, GRAY AND BLACK, A MANATEE WITH BLUE, BLACK AND SILVER, A BLUE CRAB WITH ORANGE, BLUE AND GRAY, AND A DUCK WITH YELLOW, BLUE AND GREEN. AND IF THERE WAS A MOMENT OF DISAGREEMENT, IT WAS OVER THIS PART. AS A PASTOR, I JUST HAD TO FEEL UNCOMFORTABLE IN THE ROOM. THERE WAS SO MUCH CONFLICT AND CONVERSATION. I'M JUST KIDDING. AND IT IS, UH, MY HONOR TO PRESENT THE RECOMMENDATIONS OF THE COMMITTEE THAT WE WOULD NAME THE SCHOOL, MAY RIVER ELEMENTARY SCHOOL, AND THE MASCOT WOULD BE THE MANATEE. THE COLORS WOULD BE BLUE, BLACK, AND SILVER. THANK YOU AGAIN FOR ALLOWING ME TO SERVE ON THE COMMITTEE. THANK YOU FOR THE LEADERSHIP AND THE GUIDANCE OF THIS, THIS TEAM. AND I WANT TO THANK YOU FOR YOUR EXCELLENT PRESENTATION. IT WAS A GREAT, UH, TWO MEETING, UH, COMMITTEE AND, UH, VERY EFFICIENT AND, AND WONDERFUL INPO INPUT FROM EVERYBODY. SO THE BOARD, AS PART OF THE, UM, POLICY OE EIGHT FACILITIES, THE FINAL APPROVAL OF THE SCHOOL NAMES MASCOTS AND COLORS IS THE SOLE RESPONSIBILITY OF THE BEAUFORT COUNTY BOARD OF EDUCATION. SO WE NEED A MOTION. DR. WISNESKI, WELL, CAN I GET A POINT OF CLARIFICATION FIRST? YEAH. OKAY. SURE. UM, ON THE BC THREE, IT DOES SAY, BEFORE A FINAL VOTE, THE BOARD WILL CONTACT LOCAL COMMUNITY LEADERS THROUGH A PUBLIC NOTICE OF PUBLIC HEARING. IS THIS THE PUBLIC HEARING? I JUST WANNA MAKE SURE THAT I'M BEING CLEAR FOLLOWING THE RULES, I THOUGHT AS, YEAH, NO, THAT'S FINE. UM, THE, THE, UM, COMMITTEE WAS DEVELOPED, UH, BY GETTING INPUT FROM THE, THE SCHOOLS THAT WILL ULTIMATELY SEND STUDENTS TO THE NEW ELEMENTARY SCHOOL. YOU KNOW, THEY'LL BE RE REASSIGNED THERE AND, UH, TO CHOOSE COMMUNITY LEADERS. SO THE MEETINGS THAT WE HELD, WE HELD TWO, WERE BOTH PUBLIC AND BOTH, UH, CONDUCTED AS, UH, REQUIRED BY THE SOUTH CAROLINA FREEDOM OF INFORMATION ACT. OKAY. SO THEY WERE POSTED AND EVERYTHING. JUST MAKING SURE WE MET ALL REQUIREMENTS. BEFORE I MAKE THE MOTION, SO MADAM CHAIR, I MOVE THAT THE BOARD OF EDUCATION APPROVES THE NAME ON THE YEP. OF THE NEW, UH, ELEMENTARY SCHOOL IN BLUFFTON AS MAY RIVER ELEMENTARY SCHOOL, WITH THE MASCOT OF THE MANATEE AND THE COLORS OF BLUE, BLACK, AND SILVER SLASH GRAY. DO WE HAVE A SECOND? CHLOE GORDON. ALRIGHT, MR. SMITH, UH, YES, I HAVE A QUESTION ABOUT, ABOUT WHAT MRS. DR. KY JUST, UH, MENTIONED. UM, IN TERMS OF THE COMMITTEE MEETINGS, WAS THE, THE, THE SITUATION I SEE THERE IS THAT THE QUESTION BECOMES WHETHER, WAS THAT JUST A MEETING FOR THE COMMITTEE AND WAS THOSE MEETING PUBLICIZED TO THE PUBLIC? OR, OR WAS, WAS IT JUST THE COMMITTEE MEMBERS WHO WERE TOLD THAT THEY COULD COME THERE? BECAUSE THAT'S A, THAT THAT COULD, COULD BE A LITTLE GRAY AREA, BUT I WANNA MAKE SURE THAT IT WAS ADVERTISED PUBLICLY THAT, THAT THOSE MEETINGS WERE TAKING PLACE AND THAT THE PUBLIC COULD COME IN. IT WAS JUST NOT, UH, OPEN TO, UH, THE COMMITTEE MEMBERS. YES. THAT'S WHAT I'VE ALREADY SAID. MAYBE THERE WAS A MISUNDERSTANDING. IT WAS PUBLISHED PUBLICLY JUST AS ALL OF OUR, LIKE TONIGHT'S MEETING WAS. SO YES, IT WAS, AND WE HAVE TO ABIDE BY, UH, SOUTH CAROLINA FREEDOM OF INFORMATION ACT. SO THE AGENDA WAS POSTED NO LESS THAN 24 HOURS ANYBODY COULD ATTEND. YES. THERE WAS NO RESTRICTIONS THAT WERE DIFFERENT WITH THIS COMMITTEE THAN A PUBLIC MEETING. OKAY. WELL, WELL, WELL, WELL, I JUST WANTED UNDER GET, UNDER UNDER CLARIFICATION FOR MYSELF BEFORE I, UH, TAKE A VOTE ON THIS SO THAT I HAVE A CLEAR UNDERSTANDING ON, ON EXACTLY WHAT TO WHAT TOOK PLACE THE WAY YOU SAID IT. MAYBE I DIDN'T, I DIDN'T GET IT, BUT, OKAY. THAT'S, THAT'S WHY, THAT'S WHY THAT'S FINE. WHY YOU HAVE THE OPPORTUNITY TO, UH, ASK QUESTIONS. YEP. THANK YOU. OKAY. SO, UM, THERE BEING NO FURTHER HANDS UP. SO ALL THOSE IN FAVOR OF, UH, THE, UM, MOTION MADE BY DR. OSKY AND SECOND BY CHLOE GORDON TO GO WITH THE RECOMMENDATIONS FROM THE SCHOOL NAMING COMMITTEE, PLEASE SAY, AYE. AYE. ONLINE, MIDDLE, MIDDLE TO IYE. MIDDLE TO NINE. OKAY. AYE. ALL RIGHT. SO THE MOTION CARRIES, UH, WITH UNANIMOUSLY CORRECT. THAT'S 11 11 0 0. I DON'T THINK WE HAD ANY NOS OR ABSTENTIONS. GREAT. AND ONCE AGAIN, UM, THANK YOU PASTOR OLSON AND THE COMMITTEE MEMBERS. UH, IT WAS A PLEASURE WORKING WITH YOU GUYS. YOU WERE, YOU WERE VERY, UH, EFFICIENT AND, UH, [01:00:01] VERY, UH, GOOD AT DISCUSSING THE, THE, AND STAYING ON TOPIC OF THE, WHAT WE WERE DOING. THANK YOU. ALL RIGHT. SO NEXT UP WE HAVE OUR OPERATIONS COMMITTEE, OUR REPORTING WITH CHAIR CARLTON DALLAS. THANK YOU, MADAM CHAIR. UM, WE WILL, WE, WE WILL GIVE A BRIEF OVERVIEW OF THE MEETING THAT WE'VE HAD, UM, FEBRUARY THE 29TH, I BELIEVE IT WAS, AND WOULD LIKE TO APPLAUD, UH, THE TWO CO-LEADERS OF THIS EFFORT, WHO ARE MR. OTTING AND CFO CROSBY. UH, THEY'VE HAD EXPERIENCE IN DOING THIS BEFORE. UM, AND SO WE'VE RELIED HEAVILY ON THEIR EXPERTISE AND THEIR EXPERIENCE. WE ALSO HAVE SOME NEW MEMBERS OF THE COMMITTEE, AND THEY BRING SOME PERSPECTIVES OF ENSURING THAT WE HAVE AN EXTERNAL OVERSIGHT. SEE, SUCH AS YOU'VE SEEN WITH THE CLOCK COMMITTEE, SUCH AS YOU'VE SEEN WITH THE, UH, NAMING COMMITTEE, SO THAT THE EXTERNAL MEMBERS OF THE COMMUNITY FEEL VERY COMFORTABLE THAT IT'S NOT JUST INTERNALLY DRIVEN, THAT THERE ARE PEOPLE OUTSIDE WHO HAVE NO OTHER, YOU KNOW, INTEREST IN THE, THAN TRYING TO MAKE SURE AND SOLIDIFY THE, UH, THE WAY THE METHODOLOGIES. VERY HAPPY TO SAY THAT WHAT WE ARE GOING TO DO IS WE'RE GONNA HAVE ANOTHER MEETING ON FEBRUARY THE 12TH AT OUR MEETING ON FE UH, ON MARCH 12TH. ON FEBRUARY THE, UH, 29TH. WE, UH, ASKED THE, UH, LEADERS TO GO BACK AND, AND CONFER WITH SOME EXTERNAL SOURCES. UH, THEY'VE, THEY'VE BEEN IN THE PROCESS OF DOING THAT. UH, THESE PEOPLE ARE EXPERTS IN THE AREA OF, UH, UH, ANALYZING IN VERSUS OUT DECISION MAKING AND THE, THE POINT WHERE YOU ARE MOST LIKELY TO BE CHALLENGED OUR ON YOUR ASSUMPTIONS. SO WE WANTED TO MAKE SURE THAT WE HAD EXTERNAL PARTIES THAT COULD SAY YES, THE ASSUMPTIONS OF ARE, ARE VERY FIRM AND THAT WILL HELP US BE EVEN MORE EFFECTIVE IN THE MESSAGING. SO WE'RE GOING TO BE ABLE TO COME BACK TO THE BOARD AFTER THE FEBRUARY 12TH, I'M SORRY, MARCH 12TH MEETING. AND WE THINK WE'LL HAVE A PRODUCT THAT IS VERY, VERY READY FOR, UH, CONSIDERATION BY THE BOARD ZEKI. SURE. I'M UNDERSTANDING WHAT YOU'RE PUTTING DOWN ON THE, SO WE'RE TALKING ABOUT THE SELF-OPERATED VERSUS CONTRACTED CUSTODIAL SERVICES. MM-HMM. WE'VE ALREADY DONE A COST ANALYSIS INTERNALLY WITH OUR STAFF, BUT YOU'VE GOT SOME, UM, MAYBE SOME THIRD PARTIES OR WHATNOT THAT ARE VERIFYING WHAT WE'VE COME TO THE CONCLUSION THAT WE'VE KIND OF COME TO, TO MAKE SURE THAT THAT'S, WE'RE SEEING IT ACCURATELY. YEAH, THAT'S BASICALLY IT. SO WHAT WE ARE DOING IS INSTEAD OF IT BEING COMPLETELY INTERNAL, WE'RE ASKING TO CONFER WITH PLACES SUCH AS PURCHASING MANAGERS ASSOCIATION. THEY'RE THE ONES THAT DO THE ECONOMIC FORECAST OF ECONOMIC, OF HOW THE ECONOMY IS GOING TO BE FORWARD. SO THEY SEE A LOT OF PRO FORMA THAT THEY CAN COMPARE AND CONTRAST. AND HAVING THAT VALIDATION IS VERY IMPORTANT. THE OTHER ONE THAT WE'VE ALSO SUGGESTED IS ACTUALLY HAVING THE SOCIETY FOR HUMAN RESOURCE MANAGERS, BECAUSE SO MUCH OF THE ANALYSIS IS A COMPARISON OF CURRENT WAGES, SALARIES VERSUS WHAT MAY BE OUT THERE. UH, THE TEAM HAS DONE A SUPERB JOB OF CANVASSING EXISTING, UH, SCHOOL DISTRICTS IN NORTH CAROLINA, SOUTH CAROLINA, GEORGIA, FLORIDA. SO WE HAVE THAT. BUT A LOT OF TIMES INNOVATION COMES FROM PEOPLE WHO ARE OUTSIDE YOUR NORMAL PURVIEW. AND THAT'S WHAT WE WANNA MAKE SURE HAPPENS, UH, DURING THIS PARTICULAR TIME IN OUR COUNTRY. UH, YOU KNOW, THERE WILL BE A LOT OF, POTENTIALLY A LOT OF PEOPLE WHO WILL QUESTION OUR METHODOLOGY. SO WE'RE TRYING TO HELICOPTER ABOVE THAT WITHOUT BEING, YOU KNOW, DRIVEN BY THOSE FIRM, UH, QUESTIONS SO THAT WE CAN HAVE A VERY GOOD FINAL ANSWER AND MOVE THIS THING FORWARD. THE ONE, THE OTHER THING I'D LIKE TO, UH, NOTE IS THIS IS, THIS IS IN RESPONSE TO, UH, SURVEYING MEMBERS OF OUR, UH, TEAM PRINCIPALS IN PARTICULAR, AND LOOKING AT HOW THE CUSTODIAL SERVICE WAS VIEWED. AND SO I, I APPLAUD THE TEAM FOR BEING RESPONSIVE. UH, THE OTHER THING IS THE, UM, PRIOR EXPERIENCE OF THE PEOPLE WHO ARE DOING IT. SO WE FEEL VERY COMFORTABLE ABOUT WHERE WE ARE AND WHERE WHAT WE'LL BE ABLE TO DELIVER. MR. SMITH. AND IS THAT, IS THAT YOUR FULL, UH, HR, UH, BUT THAT'S YOUR FULL HR, UM, REPORT. OPERATIONS, YEAH. YES. OPERATIONS. YEAH. I'M EXCUSE THAT'S YOUR FULL OPERATIONS REPORT? MM-HMM. . WELL, I JUST WANT WANTED TO ADD, ADD, ADD TO THAT, UH, ALSO, UM, AND IN, IN REGARDS TO GETTING INFORMATION, UM, I, I, I ALSO THINK THAT, UH, ALSO I JUST WANNA OUT THAT TOO, ALSO THEY'RE THEIR COMMUNITY MEMBERS WHO DO HAVE SOME, SOME DIFFERENT [01:05:01] ASPECTS OR DIFFERENT, UH, UM, INPUTS ABOUT HOW THIS PROCESS LOOKS, WHEN IT, WHEN IT TAKES PLACE. AND I THINK THAT THEY ALSO, THAT TIME WOULD NEED THEM TO COME FORWARD AS WELL AND SPEAK, BECAUSE I KNOW I'VE HAD THAT DEFINITELY, UH, SEVERAL CONSTITUENTS THAT HAVE SPOKEN IN SAYING THAT THERE ARE TAXPAYERS AND THAT ALSO THAT THEY KNOW THEY WOULD LIKE TO BE, UM, TO BE, UH, LOOKED AT AS, AS WELL AS A EMPLOYEE AND NOT A, UM, NOT AN OUTSIDE EMPLOYEE. SO I THINK THAT THAT WILL BE TIME FOR THEM TOO TO, UH, COME IN, WEIGH INTO, IN TERMS OF US MAKING THAT DECISION SO THAT WE CAN UNDERSTAND ALL PARTS OF, UH, THE RAMIFICATION OF THE DECISIONS THAT, THAT WE DO MAKE IN THIS, IN THIS, UH, IN THIS DISTRICT. AND, UH, I JUST ADD, UH, ONE ANOTHER THING OFF SUBJECT, UM, NOT REALLY OFF SUBJECT, BUT IN TERMS OF OPERATIONS, I THINK IT WOULD BE, WOULD BE REMISSIVE. UH, ALSO TONIGHT THERE WAS A COMMENT, UH, MENTIONED. I DIDN'T TAKE IT LIGHTLY, UH, ABOUT, UPON HR, ABOUT THE, UH, RECRUITING, RE RECRUITING NET. AND I THOUGHT THAT THAT WAS VERY INTERESTING. IT WAS, IT WAS A, A AWESOME TO HAVE THE, THE LADY FROM BAT CREEK TO COME AND SPEAK ABOUT HOW THAT SHE FELT SUPPORTED AND SHE HAD A NET OF PEOPLE WHO WERE SUPPORTING HER AND JUST, UH, I THOUGHT THAT THAT WAS GOOD IN TERMS OF THE HR LOOKING TO HEAR FROM THE MAN OF LAST TIME THEY CAME, THEY BROUGHT A WHOLE MOB. AND THAT GOES TO SHOW THAT WHAT THE MOB IS DOING IS, IS, IS WORKING. SO I JUST WANTED TO, UH, I I I JUST WANTED TO, UH, PUT THAT POINT THAT OUT TONIGHT, BECAUSE THAT WAS GOOD TO HEAR. YOU KNOW, SOMETIMES YOU GET THE GOOD AND THE BAD TONIGHT. THAT WAS DEFINITELY A POSITIVE THING THAT WE HEARD. MM-HMM. , THANK YOU. THANK YOU, MS. SMITH. OKAY. MS. BOATRIGHT. YES. THAT'S 'CAUSE YOU'RE SO TALL. I THINK IT'S A PUNISHMENT CHAIR FOR BEING LATE. SO THE PD CHAIR , UM, ONE OF THE, ONE OF MY QUESTIONS I, I, I KNOW AND I BELIEVE I WATCHED THE, UM, OPERATIONS COMMITTEE MEETING. I THINK YOU TASKED OPERATIONS, UM, STAFF WITH BRINGING BACK SOME ADDITIONAL INFORMATION AT SOME POINT. MM-HMM, . UM, SO I'LL BE INTERESTED IN THAT. ONE THING THAT CAUGHT MY ATTENTION WAS WHEN WE LOOK AT THE COST BREAKDOWN, WE HAVE IT BROKEN DOWN. WE HAVE, UH, A SPACE FOR AREA SUPERVISORS. UM, AND WITHOUT GETTING INTO WHETHER OR NOT I THINK WE NEED ALL THESE AREA SUPERVISORS, I WOULD LIKE TO POINT OUT THAT WE DO IT BY CLUSTER. SO WE HAVE ALLOCATED BUDGET MONEY, AND I THINK WE DO A LOT OF THINGS IN THIS DISTRICT BY CLUSTER. SO, UM, THERE'S THE BATTERY CREEK CLUSTER, THE BEAUFORT CLUSTER, THE WHALE BRANCH, BLUFFTON, HILTON HEAD CLUSTERS, HILTON HEAD AND BEAUFORT COUNTY REPRESENT ROUGHLY 20% A PIECE OF OUR STUDENT POPULATION. I DON'T HAVE THE SCHOOL COUNTS 'CAUSE HILTON ED HAS BIG SCHOOLS. UM, AND BEAUFORT HAS SOME SMALLER OLDER SCHOOLS. SO I DON'T KNOW ABOUT SQUARE FOOTAGE. WHAT I DO KNOW IS THAT, UM, WHALE BRANCH CLUSTER REPRESENTS ABOUT 7% OF OUR STUDENTS IN THREE SCHOOLS. UM, ALSO WITH ECC, UM, BATTERY CREEK REPRESENTS ABOUT 30% OF OUR CONSTITUENTS. AND, UM, A SMALL NUMBER OF SCHOOLS. BLUFFTON CLUSTERS, 45% OF OUR STUDENTS. AND ENCOMPASSES WHAT? 20 OF OUR SCHOOL? 17 OF OUR SCHOOLS. WHY ARE WE STILL DOING THINGS BY CLUSTER WHEN THERE'S THAT KIND OF A DISPARITY? WHY WOULD WE HAVE ONE SUPERVISOR BUDGETED FOR WHALE BRANCH AND ONE FOR ALL OF BLUFFTON? THAT I, I WOULD LIKE TO HAVE THAT DISCUSSION. 'CAUSE IT SEEMS TO ME THAT OUR CLUSTERS HAVE TRADITIONALLY BEEN BASED ON HIGH SCHOOLS AND THEN THE FEEDER SCHOOLS INTO THE HIGH SCHOOLS. SO COULD WE NOT HAVE A MAY RIVER CLUSTER TO MAKE IT A LITTLE MORE EQUITABLE? SO MAYBE THE SUPERINTENDENT WOULD LIKE TO RESPOND, ROBERT JUMPING TO HIS FEET. YEAH, I THINK, I MEAN, WE CAN LOOK AT, UH, AT DIFFERENT ORGANIZATIONAL STRUCTURES IN TERMS OF, UH, IN TERMS OF DOING THAT, YOU KNOW, UH, THE ONE THING YOU ALWAYS WANNA MAKE SURE IS, IS THAT YOU ARE TAKING CARE OF, OF ALL SCHOOLS IN ALL AREAS, RIGHT? THAT, UH, THAT EVEN IF SOMEBODY IS 3%, YOU KNOW, THAT THEY, THEY'RE, THEY'RE GETTING, UH, THE ATTENTION THAT THOSE SCHOOLS NEED AS WELL. AND SO I THINK THAT'S KIND OF WHERE YOU'RE GOING TO IS, IS THE LARGER THE SIZE, UH, MAYBE, MAYBE EITHER, EITHER SPLIT THOSE CLUSTERS OR, UH, OR HAVE ADDITIONAL PERSONNEL RELATED TO THAT. SO ROB, WELL WHAT I WILL SAY IS WE'RE GONNA BE BRINGING TO THE OPERATIONS COMMITTEE NEXT WEEK KIND OF OUR FORMAT, WHETHER IT'S IN-HOUSE OR CONTRACT. AND EITHER WAY, WE'RE ACTUALLY LOOKING AT SIX SUPERVISORS, DIVI, AND EACH ONE OF THOSE WOULD HAVE A HIGH SCHOOL AND THEN SCHOOLS UNDER 'EM. SO WE'RE PLANNING ON BREAKING IT UP AS YOU'RE SUGGESTING MR. SMITH, UM, JUST TO, UH, SPEAK, SPEAK TO, SPEAK TO THAT QUESTION. ALSO, YOU KNOW, UM, IN THE PAST, I THINK THIS, THE QUESTION COMES WITH THAT QUESTION OF WHO, WHERE, WHAT, WHEN, WHY, AND HOW AND THE HISTORY OF OF WHY, OF WHY IT WAS THE WAY IT WAS AT THE, AT THE TIME OF WHEN IT WAS ALL ORIGINATED. I DON'T THINK THAT WE HAD THIS MUCH MAY RIVER SCHOOLS IF, IF, IF I'M CORRECT, WE DIDN'T LIKE HOW WE WERE LOOKING AT A MAY RIVER ELEMENTARY SCHOOL. SO THEREFORE, YOU, YOU PUT PEOPLE UPON NEED VERSUS WANTS, SO THEREFORE THE, THE NEEDS WASN'T GREATER THAN, SO I THINK AS TIME PROGRESSES AND THIS DISTRICT PROGRESSES TO MOVE [01:10:01] FORWARD TO HAVE MORE PEOPLE, THEN I THINK THAT THAT WOULD BE THE LOGIC OF THINKING. I CAN'T SPEAK FOR THE SUPERINTENDENT AND HIS STAFF, BUT AS A BOARD MEMBER, FROM WHERE I SIT, FROM WHERE I SIT, UH, THAT'S JUST SOMETHING I'M JUST LOOKING FORWARD TO, UH, HEAR FROM IT. FROM THE, UH, SUPERINTENDENT AND BEING ON OPERATIONS COMMITTEE. THAT'S SOMETHING THAT I'VE ALWAYS SEEN IN THIS DISTRICT. DO THEY, UH, NORMALLY ADJUST AS AS, AS AS WE GROW? SO I JUST WANNA PUT THAT OUT THERE. THANK YOU, EARL CAMPBELL. UM, I DON'T THINK WE NEED SIX ADVISORS. I MEAN, SUPERVISORS, YOU CAN HAVE THREE. THEY KNOW WHAT THE, THE JOB IS. YEAH. AS FAR AS CLEANING SCHOOLS, CLEANING BUILDINGS, YOU CAN DO HAVE THREE. AND THEY, THEY CAN DO A SUPER JOB AND THEY DON'T STAY IN THEIR OFFICE. THEY GET OUT THERE AND AT THE, AND VISIT EACH SCHOOL AND THREE AREA SUPERVISORS THAT, THAT KNOWS ABOUT CUSTODIAL WORK. GO AHEAD, MR. DALLAS. EXCUSE ME. SO, UH, IN DOING, UH, CREATING A STRUCTURE, EXCUSE ME. IF YOU REALLY WANNA KNOW HOW MANY SUPERVISORS YOU NEED, YOU BUILD FROM THE GROUND UP. YOU DECONSTRUCT A JOB, LOOK AT PROCESS ANALYSIS, WORKFLOW, TIME AND MOTION STUDIES, AND YOU SAY, TO COVER THIS PARTICULAR JOB, WE NEED A PERSON FOR HOW MUCH SPACE, FEET, WHATEVER THEY'RE DOING. AND THEN YOU HELICOPTER UP TO THE NEXT LEVEL AND YOU SAY, TO EFFECTIVELY MANAGE THAT JOB FUNCTION IN ONE INDIVIDUAL, HOW MANY INDIVIDUALS CAN A SUPERVISOR HANDLE? AND WHAT IS THE SPECIFIC TASK THAT THAT SUPERVISOR HAS TO PERFORM? SO IT'S A VERY METHODICAL WAY OF COMING UP WITH A STRUCTURE. WHAT THE TEAM HAS DONE IS GIVE US NOTIONALLY ON THAT FIRST PASS, WHAT TOP OF MIND COMPARED TO WHAT WE'RE SEEING FROM THAT FIRST INPUT OF INFORMATION, WHAT IT COULD BE. THAT WAS WHY WE ASKED THEM TO GO BACK AND GET A LOT MORE SPECIFICITY. SO I CAN TELL YOU IN MY HISTORY, I'VE HAD A SPAN OF CONTROL OF 24 DIRECT REPORTS. AND IT ALL DEPENDS ON HOW WELL PAID YOUR PEOPLE ARE AND HOW WELL TREATED THEY ARE. THE BETTER YOU DO THOSE TWO THINGS, THE MORE PEOPLE YOU CAN MANAGE. AND SO WE ARE ABSOLUTELY WITH YOU, MRS. SMITH, WITH YOU, MR. CAMPBELL, WITH YOU, MS. BOATRIGHT, AND WE'RE TRYING TO MAKE SURE WE CAN ANSWER THOSE QUESTIONS IN A VERY METHODICAL WAY WHEN WE MAKE THE PRESENTATION. BUT ALL YOUR COMMENTS ARE HEARD. YES, GO AHEAD. JUST TO CLARIFY, I I AGREE WITH YOU MR. CAMPBELL, ON THE THREE SUPERVISORS. MY QUESTION IS MORE, ESPECIALLY AS WE APPROACH BUDGET SEASON, WE DO DO, AND I, I WAS TRYING TO FIND IN THIS NEW BOOK, I KNOW IN PAST BOOKS, WE DO BASE A LOT OF STUFF OFF OF CLUSTERS. SO WHEN I SAW THAT OUT THERE, I WANTED TO TAKE THE OPPORTUNITY TO SAY, WE NEED TO BE COGNIZANT OF THE FACT THAT, I MEAN, RIGHT NOW I'M LOOKING AT JUST, WE'VE COLOR CODED IT BY CLUSTER, AND THAT'S USEFUL. BUT I DO THINK IT'S TIME TO GIVE MAY RIVER ITS OWN CLUSTER. OKAY. OKAY. ALL RIGHT. THAT'S IT. DOES THAT CONCLUDE YOUR REPORT? THAT DOES. THANK YOU. THANK YOU, MADAM CHAIR. THANKS EVERYBODY. SO, NEXT ON [Superintendent’s Report] OUR, UM, AGENDA, WE HAVE THE SUPERINTENDENT'S REPORT, DR. RODRIGUEZ, UM, DR. STRADDLES IS COMING FORWARD. WE HAVE A CAREER AND TECHNICAL EDUCATION UPDATE FOR THE BOARD THIS EVENING AS PART OF THE SUPERINTENDENT'S REPORT. GOOD EVENING, MADAM CHAIR AND BOARD MEMBERS. THIS EVENING. I HAVE OUR DIRECTOR OF CAREER TECHNICAL EDUCATION, MS. KAREN GILBERT, PRESENTING ON CAREER TECHNICAL ED. SHE'LL GIVE YOU CURRENT WHERE WE ARE GOING AND ACTUALLY SOME INFORMATION REGARDING HOW PROGRAMS ARE SELECTED. SO, WITH THAT, I'M GONNA TAKE THIS OPPORTUNITY TO TURN THE FLOOR OVER TO KAREN GILBERT. MA'AM, THANKS. GOOD EVENING. THANK YOU, DR. STRASS. DR. RODRIGUEZ, MADAM CHAIR, BOARD MEMBERS. I APPRECIATE THE OPPORTUNITY TONIGHT TO SHARE WITH YOU SOME, UH, KEY UPDATES. UH, AND AGAIN, AS DR. STRASS SAID, WHERE, WHERE WE'RE GOING. UM, IF YOU LOOK ON THIS SLIDE, UH, THE SOUTH CAROLINA STATE ASSOCIATION HAS A GREAT MANTRA THAT THEY'RE USING THIS YEAR. IT'S CALLED CT IS GOOD, IT'S GOOD FOR STUDENTS, GOOD FOR BUSINESSES, AND GOOD FOR COMMUNITIES. AND SO I HOPE THESE NEXT FEW SLIDES WILL SHOW HOW WE'RE DOING THAT HERE IN BEAUFORT COUNTY. AND IF YOU DIDN'T HAVE A CHANCE, WE WON'T SHOW THE THE VIDEO, UH, NOW. BUT, UM, THANK YOU SO MUCH FOR THOSE WHO ATTENDED THAT CT FALL EXPO. IF YOU HAVEN'T HAD A CHANCE, UH, TO VIEW IT, PLEASE DO. BECAUSE THE STUDENTS THAT ARE INTERVIEWED IN THE VIDEO REALLY SPEAK TO THE, UH, SPIRIT OF WHAT THEY'RE LEARNING IN THEIR CTE COURSE CONTENT. SO, UM, THERE'S A LOT OF RESEARCH OUT THERE NOW, UH, AS TO HOW CAREER AND TECH ED COURSES AND PROGRAMS ARE MAKING A DIFFERENCE. THIS PARTICULAR ONE FROM THE NATIONAL [01:15:01] RESEARCH CENTER CAUGHT MY EYE. IT SAID, STUDENTS ENROLLED IN CTE COURSES ARE SIGNIFICANTLY MORE LIKELY TO DEVELOP PROBLEM SOLVING, PROJECT COMPLETION RESEARCH, COMMUNICATION TIME MANAGEMENT, AS WELL AS CRITICAL THINKING SKILLS. SO WE KNOW THAT THIS IS GOOD FOR STUDENTS BECAUSE IT'S BUILDING THAT FOUNDATION TO HELP THEM BE SUCCESSFUL IN MANY AREAS ONCE THEY GRADUATE. ALSO, IT'S GOOD FOR EMPLOYERS BECAUSE THEY'RE WANTING THOSE TYPE OF EMPLOYABILITY SKILLS. SO SOME OF THE WAYS THAT WE ARE, ARE DEPLOYING THAT IS THROUGH THESE SEVEN COMPONENTS. YOU'VE HEARD US TALK ABOUT THESE BEFORE. WE HAVE OVER A HUNDRED CAREER AND TAKE ED COURSES NOW THAT WE'RE OFFERING ACROSS OUR DISTRICT AT THE MIDDLE AND HIGH SCHOOLS. BUT WHAT CONSTITUTES A PROGRAM AS WE MOVE INTO HOW DO WE SELECT PROGRAMS, THESE SEVEN, UM, OPPORTUNITIES OR EXPERIENCES CAN HELP WITH TRUE PROGRAMMATIC, UH, CHOICE OR EXPERIENCE. UM, SO PLEASE KEEP THESE IN MIND AS WE MOVE FORWARD. AND AGAIN, I'LL, I'LL REITERATE IS FOR ALL STUDENTS, WE SERVE ALL STUDENTS, MAYBE NOT AT THE SAME TIME, MILITARY, STRAIGHT TO WORK ONTO COLLEGE, UH, SPECIAL NEEDS, ADVANCED LEARNERS. UH, WE ARE ABOUT SERVING ALL THROUGH THESE COMPONENTS. SO THIS IS AN IMPORTANT TOOL. UH, IT WAS ASKED, HOW DO WE GO ABOUT SELECTING PROGRAMS? SO IT'S NOT AN ISOLATION. WE HAVE MANY STAKEHOLDERS THAT WE WORK WITH FROM OUR INTERNAL DEPARTMENTS THROUGH FINANCE, UH, MR AUDIENCE TEAM, UH, WITHIN OUR OWN ISD. UH, WE HAVE COMMUNITY AND BUSINESS PARTNERS THROUGH OUR ADVISORY THAT WE, UH, WERE REQUIRED TO MEET WITH, BUT WOULD GLADLY DO SO FOR THEIR FEEDBACK. SO WHEN YOU LOOK AT THIS TRIANGLE, THIS IS A LENS THAT WE DEPLOY FOR REALLY ALL OF OUR PROGRAMS FOR EXISTING OF HOW THEY'RE DOING, AS WELL AS IN SELECTING FOR POTENTIAL NEW. SO FOR LABOR MARKET DEMAND, PART OF MY ROLE IS I SUBMIT FOR OUR DISTRICT AS WELL AS DR. LUO FOR THE ACE, OUR CAREER CENTER, A A ANNUAL STATE APPLICATION GRANT, AND, UH, PLAN THAT MUST SHOW HOW WE ALIGN WITH LABOR MARKET DEMAND, BOTH CURRENT AND EMERGING, NOT ONLY WITHIN OUR REGION, BUT UH, BEYOND THAT. SO IF, IF WE'RE LOOKING AT SUSTAINABILITY AND BRING IN FEDERAL AND STATE DOLLARS INTO OUR DISTRICT, THEN WE MUST SHOW THAT WHAT WE OFFER HAS OUTCOMES. THE SECOND THING THAT'S HUGE IS WE WANNA GET OUR PRINCIPALS AND OUR SCHOOL LEADERS INPUT. THEY KNOW THEIR SCHOOL POPULATION, THEIR STUDENT POPULATION. IT'S VERY IMPORTANT THAT WE HAVE THEIR BUY-IN AND FEEDBACK AND SUPPORT. SO THERE'S CONSTANT COMMUNICATION THERE, PARTICULARLY AT THIS TIME OF YEAR AS WE MOVE INTO OFFERINGS FOR NEXT YEAR. STUDENT INTEREST IS IMPORTANT. WE USE VARIOUS FORMATS TO GAUGE STUDENT INTEREST. WE DID A SURVEY LAST YEAR OF OVER A THOUSAND STUDENTS IN CURRENT CTE COURSES IN PREPARATION FOR THE REFERENDUM. IF WE CAN BUILD A VERY NICE WING, WE CAN BUILD A VERY MODERN BUILDING. BUT IF WE DON'T OFFER SOMETHING THAT ENGAGES STUDENTS, THEN WE'RE NOT GONNA FILL THAT BUILDING OR, OR THAT WING. SO THAT'S A IMPORTANT COMPONENT. AND THEN THE THIRD ONE IS, WHAT SYSTEMS DO WE HAVE IN PLACE THAT'S GONNA RECRUIT AND RETAIN, RETAIN HIGH QUALITY CTE TEACHERS? AND THAT IS HUGE. SO I APPLAUD OUR HR AND FINANCE AND THIS BOARD FOR, UM, MAKING SURE THAT, UH, OUR, OUR TEACHER SALARIES ARE COMPETITIVE. ONE THING I WANNA PUT OUT TO YOU THAT THE STATE LEGISLATURE HAS, IT'S CALLED, UH, THE SENATE 3 0 5. UH, THAT'S, UH, IN THE WORKS ABOUT GIVING TEACHERS OCCUPATIONAL EXPERIENCE IF THEY WANT TO COME INTO THE CLASSROOM. SO WHILE WE MAY NOT HAVE LOCAL CONTROL OVER THAT, IF YOU, IF YOU, UH, HEAR ABOUT IT AND HAVE ANY CONTACTS, IT'LL BE VERY HELPFUL. SO THAT IF I AM A, UM, IF I'M IN HEALTHCARE, IF I'M IN THE INFORMATION TECH BUSINESS, I DON'T NECESSARILY HAVE TEACHING EXPERIENCE, BUT I HAVE 15 TO 20 YEARS OF RELATED WORK EXPERIENCE, THEN THEY AT LEAST COULD START AT A LITTLE HIGHER, UH, TEACHING SALARY. SO WE, WE WE'RE GONNA CONTINUE TO MONITOR THAT, AND WE HOPE THAT DOES WELL. NEXT SLIDE, PLEASE. ANOTHER, UH, CONSIDERATION, I CALL IT THE, YOU'VE HEARD OF THE DIGITAL FOOTPRINT IS THE GEOGRAPHICAL FOOTPRINT, UH, RIGHT, WRONG OR INDIFFERENT. AND IT AS INTERESTING, MR. BOATWRIGHT THAT YOU MENTIONED ABOUT CLUSTERS. WE ARE A LARGE COUNTY AND WE'RE SEPARATED BY BEAUTIFUL WATERWAYS. SO IN ORDER TO THINK ABOUT WHERE DO WE PLACE PROGRAMS THAT'S GONNA HAVE ACCESS FOR STUDENTS, UH, IF YOU LOOK TO THE RIGHT, THOSE ARE THE KEY AREAS [01:20:01] THAT OUR LOCAL REGIONAL TEAM OF CT ADMINISTRATORS FROM HAMPTON, COLTON, JASPER, AND BEAUFORT COUNTY, AND OUR CAREER CENTERS IN COLLETON, AND WITH BEAUFORT, JASPER, ACE, WHEN WE COLLABORATE, WE'RE LOOKING AT, OKAY, WHERE, WHAT ARE WE OFFERING REGIONALLY THAT'S HELPING TO MEET LABOR MARKET DEMAND AND THAT PIPELINE? SO ONE OF THE WAYS WE, WE, WE RECOMMEND THAT WE DO THIS, IF YOU GO TO THE NEXT SLIDE, PLEASE, IS, IS ACTUALLY DUPLICATION. THERE ARE BENEFITS TO DUPLICATING PATHWAYS HERE IN BEAUFORT COUNTY. UH, WHEN YOU HAVE ONE TEACHER PROGRAM VERSUS TWO TEACHER PROGRAMS, THEN OBVIOUSLY THERE'S LESS STUDENTS THAT THAT MATRICULATE THROUGH. SO, EXAMPLE, BUILDING CONSTRUCTION. IF I HAVE ONE, I'M A ONE TEACHER AND I TEACH SIX SECTIONS. UH, I HAVE A PLANNING PERIOD. I CAN'T PUT 30 TO 35 STUDENTS AROUND POWER TOOLS, UH, POWER EQUIPMENT, BAND SAWS, ET CETERA, OR AUTOMOTIVE WITH LIFTS. THERE ARE OSHA REGULATIONS. SO IF WE LOOK AT STRATEGICALLY PLACING SOME OF THESE SPECIALTY PROGRAMS WHERE WE CAN INCREASE THE NUMBER OF STUDENTS WHO GRADUATE WITH THESE, UH, PARTICULAR SKILL SETS, THEN WE CAN, CAN MAKE A BIGGER DIFFERENCE. FOR EXAMPLE, WE HAVE A GREAT MODEL GOING ON RIGHT NOW. OUR WELDING PROGRAM. WE HAVE A WELDING PROGRAM, BARRY CREEK, MAY RIVER, AND IN THE MIDDLE AT, AT, AT ACE. SO WE'RE CURRENTLY CHURNING OUT ABOUT 50 TO 60 STUDENTS WHO HAVE THOSE PARTICULAR SKILL SETS. AND IT'S WORKING. THAT, UH, GRAPHIC THAT YOU SEE THERE IS SMALL, BUT THAT IS W INTERNATIONAL. THAT'S JUST ONE HUGE COMPANY. THEY'RE LOCATED IN GOOSE CREEK, SOUTH CAROLINA, AND THEY HAVE A LARGE DEPARTMENT OF DEFENSE CONTRACTS. THEY SERVE DEFENSE ENERGY AND THE AEROSPACE, UM, INDUSTRY. AND THEY'RE A VERY PRECISION WELDING COMPANY. ME, METAL FABRICATION. THEY HAVE BEEN TO OUR SCHOOLS SEVERAL TIMES. OUR TEACHERS TAKE THEM UP, UH, FOR TOURS. THEY HAVE A ROBUST TRAINING PROGRAM THAT THEY'LL PUT OUR STUDENTS THROUGH. UH, IF, IF THEY ARE SUCCESSFUL IN OUR PROGRAM, THEY'LL ACTUALLY BYPASS THE STARTING SALARY AND THEY CAN START AT $21 AN HOUR AND MOVING FORWARD. AND THAT'S JUST ONE EXAMPLE. TYCO IS ANOTHER ONE THAT WE PARTNER WITH. SO IT'S, IT HELPS US AS A DISTRICT TO LOOK AT FOR THESE SPECIALTY AREAS OF WHERE WE'RE PLACING SOME OF THESE HIGHER END PROGRAMS THAT DO DEPEND UPON FACILITIES. NEXT SLIDE, PLEASE. SO, UH, AGAIN, I'M GLAD THE CLOCK PRESENTED TONIGHT BECAUSE I WANNA THANK AGAIN, THE THEM AS WELL AS, UH, I GUESS VERSION 2.0. DR. RODRIGUEZ, I KNOW THEY'RE PROBABLY CALLED SOMETHING DIFFERENT IN THE FUTURE, BUT IN HAVING THE OPPORTUNITY TO SPEAK IN FRONT OF THEM, THEY WERE VERY, UH, UH, DETAILED IN THE EXCELLENT QUESTIONS THAT THEY ASKED WHEN THEY WERE WORKING ON PRIORITIZING THOSE PROJECTS. AS WELL AS, THANK YOU, DR. RODRIGUEZ, FOR INCLUDING CTE WITHIN THE REFERENDUM THAT WAS, UH, UH, PASSED. SO THIS IS WHAT WE'VE LANDED ON, AND YOU HAVE HAD SOME INFORMATION IN A PRIOR PRESENTATION AS TO THE SPECIFICS. BUT AS WE MOVE OVER THE NEXT FIVE TO 10 YEARS, WE'LL BE LOOKING AT ADVANCED MEDICAL AND HEALTHCARE LEARNING SPACES, AS WELL AS, UH, IT MODERNIZING SOME OF THE EXISTING ONES THAT WE HAVE. INFORMATION TECH WILL BE, UH, A HUGE AS TO WHAT THAT LOOKS LIKE WITHIN OUR CLASSROOMS AND SO ON. WILL CONTINUE TO LOOK AT, UH, SUPPORTING OUR LOCAL INDUSTRY DRIVEN, SUCH AS OUR HOSPITALITY AND TOURISM. SO HOW ARE WE, HOW HAVE WE BEEN DOING WITH THE, WITH THE CURRENT PROGRAMS THAT WE HAVE? UH, NEXT SLIDE, PLEASE. MS. CUSH BERRY. I WANNA GIVE YOU A COUPLE OF SNAPSHOTS. I THOUGHT CAPTURE OF THE CURRENT PATHWAYS, TEACHERS, STUDENTS, OUR PRINCIPALS, THIS IS STATEWIDE. LAST YEAR THEY HAD CLOSE TO 150,000 STUDENTS TAKING ONE OR MORE COURSES ACROSS STATE OF SOUTH CAROLINA. OF THOSE, ABOUT 20,000 STUDENTS TOOK A COURSE, A PATHWAY, THREE TO FOUR COURSES, AND THEY GRADUATED AS A CTE COMPLETER. OF THOSE THAT GRADUATED, UH, 20% EARNED AT LEAST ONE INDUSTRY CERTIFICATION. SO LET'S DRILL THAT DOWN TO BEAUFORT COUNTY. UH, NEXT SLIDE, PLEASE. SO, IN BEAUFORT COUNTY, WE ARE TRENDING UPWARD IN OUR ENROLLMENT. UH, WE HAD 48 53 LAST YEAR TAKING ONE OR MORE COURSES. THAT'S UNDUPLICATED COUNT OF HIGH SCHOOL. THAT'S NOT EVEN, THAT'S NOT EVEN INCLUDING, WE'RE AVERAGING AROUND 2000 FOR OUR MIDDLE GRADES. UH, LAST COUNT I DID, IT LOOKS LIKE WE'RE GONNA BE OVER 5,100 FOR THIS SCHOOL YEAR. WE HAD 877 [01:25:01] COMPLETERS LAST YEAR. AGAIN, TRENDING UPWARD. AND THEN THIS POINT I'M VERY PROUD OF. IF YOU'LL NOTE OF THE STUDENTS WHO GRADUATED LAST YEAR WITH AN INDUSTRY CERTIFICATION, CTE, WE WERE ALMOST AT 40%. THAT'S DOUBLE THE STATE PERCENTAGE. SO WE'RE, WE'RE DOING SOMETHING RIGHT HERE IN BEAUFORT COUNTY. AND THEN THESE NEXT TWO DATA POINTS ON THE NEXT SLIDE IS, IS HUGE. I THINK BECAUSE WE, BY THE OPTIONS THAT WE HAVE THAT YOU SUPPORT AND OUR COMMUNITIES COMMUNITY SUPPORTS, WE'RE HELPING THE OVERALL OUTCOME OF GRADUATION. UH, FOR LAST YEAR, OUT OF 842 STUDENTS WHO WERE CAREER AND TECH ED COMPLETERS 835 STARTED WITH THEIR COHORT AND FINISHED WITH THEIR COHORT. WHAT THAT TELLS US IS THAT THEY LIKE WHAT THEY'RE TAKING, WHAT THEY'RE TAKING IS ALSO EQUIVALENT OR EQUATING TO THEIR ACADEMICS. BECAUSE IN ORDER TO GRADUATE, YOU ALSO HAVE TO PASS YOUR MATH, SCIENCE, SOCIAL STUDIES, ENGLISH, AND SO ON. SO THAT IS A 99.2% GRADUATION RATE FOR CAREER AND TECH ED STUDENTS. SO I THINK THAT'S A SHOUT OUT TO OUR SCHOOLS AND, AND WHAT THEY'RE DOING. AND EVEN MORE SO LOOK AT THE POST PROGRAM PLACEMENT RATE. SO THESE ARE STUDENTS IN TWENTY ONE, TWENTY TWO, EIGHT, FIVE HUNDRED AND TEN THAT WERE SURVEYED SIX MONTHS AFTER THEY GRADUATED. WERE REQUIRED TO DO THAT AND TO GET A POSITIVE PLACEMENT THAT WE REPORT TO THE STATE, THEY HAVE TO BE IN COLLEGE, EITHER A TECH COLLEGE OR, OR UNIVERSITY. THEY HAVE TO, OR THEY HAVE TO BE GAINFULLY EMPLOYED IN THE PATHWAY THAT THEY TRAINED ON IN HIGH SCHOOL, OR THEY HAVE TO BE IN THE MILITARY. SO, I'M PROUD TO SAY WHEN WE SURVEYED THAT MANY STUDENTS, 505 MET ONE OR MORE OF THOSE CATEGORIES FOR A 99% PLACEMENT RATE. SO AGAIN, SHOUT OUT TO OUR TEACHERS AS TO WHAT THEY'RE DOING IN THE CLASSROOMS WITH THEIR STUDENT. 'CAUSE IT'S, IT'S MAKING A DIFFERENCE. AND WE'RE BEING ABLE TO SHOW, UM, NOT ONLY AN ACADEMIC RETURN ON INVESTMENT, I SAY A TECHNICAL RETURN ON INVESTMENT AS TO THE OPTIONS THAT WE'RE OFFERING. AND THEN LASTLY, I JUST WANNA PUT A FEW THINGS ON YOUR RADAR THAT YOU MIGHT FIND INTERESTING, UM, FOR THE FUTURE. THE STATE OF SOUTH CAROLINA IS REQUIRING NEW PLANNING TEMPLATES FOR PARENTS AND STUDENTS. I KNOW SEVERAL OF YOU, I KNOW MR. DALLAS, UH, YOU'VE BEEN, YOU'VE BEEN A ADVOCATING FOR A ROADMAP OF, OF SORTS. UH, THE CURRENT ONE THAT THE STATE HAS BEEN USING IS OVER 20 YEARS OLD. SO IT DOESN'T ACCURATELY REFLECT SOME OF THE EMERGING OCCUPATIONS. SO THE, UH, STATE OF SOUTH CAROLINA DEPARTMENT OF ED, CTE DIVISION IS PARTNERING WITH ADVANCED CTE AND THEY'RE UPDATING THIS FRAMEWORK. SO HOW DOES THAT, UH, IMPACT US? WELL, IT'S GONNA BE, UH, A BETTER WAY, A MORE EFFICIENT WAY, KIND OF A ONE STOP SHOP, IF YOU WILL, TO HAVE A FORMAT WHERE PARENTS CAN GO TO, TO FIND ALL THE INFORMATION. SO IF YOU GO TO THE NEXT SLIDE, THESE ARE A FEW OF THE COMPONENTS IT WILL HAVE. AND THAT LITTLE, UM, SAMPLE IS NOT MEANT FOR YOU TO BE ABLE TO READ. YOU ALL WILL GET ACCESS TO ALL THE DIGITAL, UH, PATHWAYS AND FORMATS ONCE THEY'RE COMPLETED. BUT WE'RE GONNA HAVE TO HAVE ON THIS HIGH WAGE, HIGH DEMAND WAGE SALARIES, UM, EXAMPLES SO THAT THEY DON'T HAVE TO GO AND LOOK. IT'S GONNA BE IN THIS DOCUMENT, WE HAVE TO INCLUDE THE HIGH SCHOOL COURSE TITLES AND RECOMMENDED SEQUENCING, DUAL CREDIT OPTIONS THAT'LL BE AVAILABLE TO THE STUDENTS, THE AVAILABLE CERTIFICATIONS FOR THE WORK-BASED LEARNING, I'M EXCITED ABOUT THAT. WE'RE GONNA INCLUDE HYPERLINKS SO THAT THE COMPANIES THAT ARE OUT IN THE, IN HERE, IN IN BEAUFORT COUNTY THAT WANT TO HAVE INTERNS TO COME IN, FOR EXAMPLE, UM, OUR CAREER DEVELOPMENT FACILITATOR HAVE BEEN PARTNERING WITH THE HILTON HEAD BLUFFTON CHAMBER, AND THEY'RE ABOUT TO GO LIVE WITH THEIR WEBSITE ON, UH, INTERNSHIPS THAT INCLUDE HIGH SCHOOLS, HIGH, UH, HIGH SCHOOL PLACEMENTS. ANOTHER IMPORTANT COMPONENT THE STATE WANTS ON THIS, THIS TEMPLATE, UH, BOTH PRINTED AND DIGITAL, IS THE POST-SECONDARY OPTIONS. WE'LL HAVE TO INCLUDE THE TCL, WHAT THEY'RE OFFERING THERE FOR THE CERTIFICATES ASSOCIATES, AS WELL AS AT USCB. THEN WE'LL HAVE LINKS TO CONTINUE FOR PARENTS TO SELECT IF, OBVIOUSLY, IF THEY WANNA GO TO A DIFFERENT COLLEGE OR UNIVERSITY, THAT THAT WILL CONTINUE TO USE SUCH AS KOAS AND PATH. AND THEN PER THIS BOARD'S FEEDBACK, THANK YOU SO MUCH. WE'RE GONNA ADD, UH, ONE THAT'S NOT REQUIRED BY THE STATE, AND THAT'S GONNA BE, UH, A RECOMMENDED MATH, SCIENCE AND ELA COURSES THAT WOULD HELP THEM TO BE SUCCESSFUL AS THEY SELECT COURSES THROUGHOUT THEIR HIGH SCHOOL CAREER, AS WELL AS A HYPERLINK TO THE COURSE DESCRIPTIONS. SO I [01:30:01] THINK, UH, THE TIMING OF THIS IS VERY WELL, AND WE'LL MAKE IT LOOK NICE. TH THERE'LL BE A FORMAT THAT GOES TO THE STATE, OBVIOUSLY, BUT WE'RE, WE'LL WORK WITH DR. BRUDER AND HER TEAM AND, UM, UH, WE WANT IT TO LOOK LIKE A ROADMAP O OF, OF SORTS. DR. VECCHIO AND I HAVE ALREADY BEEN WORKING WITH OUR TE TEACHERS. WE'VE HAD TWO PROFESSIONAL DEVELOPMENTS THAT THEY'VE PROVIDED INPUT AS TO WHAT, WHAT THEY WANT, UH, FOR THE LOOK AND FEEL OF IT, AS WELL AS THE CERTIFICATIONS THAT GO WITH IT. WE'VE ALREADY MET WITH OUR PRINCIPALS, OUR SCHOOL COUNSELORS. OUR NEXT STEP IS WE'RE WORKING WITH OUR BUSINESS PARTNERS TO GET THEIR FEEDBACK AS TO WHAT'S IMPORTANT TO MARRY UP. AND THEN WE WILL SUBMIT IN MAY. AND THEN OUR GOAL IS TO HAVE THIS GO DIGITIZED TO SHARE WITH EVERYONE, INCLUDING YOU, THIS BOARD IN THE FALL. AND THEN ON THE STACKABLE CREDENTIALS, I WANTED TO PUT THIS ON YOUR RADAR. THIS IS, THIS IS PRETTY BIG. CURRENTLY WE RECEIVE FUNDING, UM, FOR STUDENTS TO TAKE AT LEAST ONE CERTIFICATION. WE HAVE, WE HAVE STUDENTS THAT TAKE MORE, BUT IT'S ONLY REQUIRED TO TAKE ONE. UM, 62% OF THE, THE CREDENTIALS ALSO COUNT TO THE SOUTH CAROLINA REPORT CARD. THE, THE, THE PROBLEM IS THEY'RE ALL OF EQUAL VALUE. SO THE STATE WANTS TO MOVE TO A TIERED SYSTEM, MEANING THAT THEY'LL, IT'LL BE ABLE TO COMMUNICATE THE VALUE OF ADVANCED CREDENTIALS. UM, SO WE HAVE A YEAR TO PUT THIS INTO PLACE. WE WILL ACTUALLY BE, UH, SOME MAJOR TEACHER TRAINING. SO FOR EXAMPLE, ADOBE, I MIGHT, UM, DO WELL IN ADOBE PHOTOSHOP, BUT IF I WANNA TRY THE ADOBE, UH, ANIMATE OR THE ADOBE, UH, ASSOCIATE CERTIFICATION, UH, TEACHERS WILL HAVE AN OPPORTUNITY TO TRAIN ON THIS FOR THIS UPCOMING YEAR. AND IT GOES INTO FULL IMPLEMENTATION PER THE STATE FOR 25 26. AND THEN LASTLY, SOME TRENDING STATE IT INITIATIVES. YOU MAY HAVE HEARD OF THIS, BUT THERE IS A PROVISO THAT HAS BEEN PUT OUT BY THE DEPARTMENT OF ED. IT'S ON TO DEVELOP, PILOT, AND IMPLEMENT A HIGH SCHOOL PATHWAY CURRICULUM FOR ARTIFICIAL INTELLIGENCE. AND IT'S REALLY GONNA, FROM WHAT I'VE BEEN FOLLOWING, IT'S GONNA GO ACROSS MANY CONTENT AREAS OF PARTICULARLY AUTOMOTIVE, BECAUSE AS WE KNOW, THE AUTOMOTIVE INDUSTRY IS, IS GREATLY EVOLVING. AND THEN GOVERNMENT MASTER AND THE SECRETARY OF COMMERCE, THEY ARE DOING A NEW INITIATIVE TO FOCUS ON CYBER EDUCATION AND HOW IT'S IMPACTING OUR STATE. UM, SO THEY HAVE INVITED THE CTE DIVISION AT THE STATE LEVEL TO BE A PART OF THAT. SO THAT'S GOOD FOR US BECAUSE WE'LL BE IN THE LOOP ON THAT. AND THEN LASTLY, WE'RE VERY FORTUNATE HERE IN BEAUFORT COUNTY BECAUSE WE HAVE THE SOUTH COAST CYBER ORGANIZATION. UH, 'CAUSE THEY ARE WORKING DILIGENTLY TO MAKE BEAUFORT COUNTY A HUB. UM, THE PAST TWO YEARS I'VE BEEN TO THEIR CYBER SUMMIT. VERY, I KNOW MR. SMITH, YOU, YOU'VE ATTENDED VERY INFORMATIVE. I ALWAYS LEARN A LOT. SO JUST WANNA PUT THOSE TWO ON YOUR RADAR. AND THEN LASTLY TO, TO WRAP UP, UH, SHOUT OUT TO DR. BRUDER AND HER TEAM, KRISTIN CASPER, UH, HAS BEEN WORKING WITH US TO DO CTE SPOTLIGHTS. AND THESE ARE GONNA BE HIGHLIGHTED OF A CT STUDENT AND OR TEACHER THROUGHOUT THE, THE YEAR. SO OUR FIRST TWO, I THOUGHT, GREATLY CAPTURED THE SPIRIT OF WHAT WE'RE ABOUT. SO THE FIRST YOUNG LADY, HER NAME IS GRACE BEASLEY. SHE'S A SENIOR AT WELL BRANCH EARLY COLLEGE HIGH SCHOOL. SHE HAS SUCCESSFULLY COMPLETED THE INFORMATION TECH FOUR COURSES IN A PATHWAY. SHE'S BEEN VERY ACTIVE IN THE CYBER PATRIOT COMPETITION, AND SHE HAS ALREADY BEEN ACCEPTED TO GO TO THE UNIVERSITY OF SOUTH CAROLINA, AND SHE'S GONNA MAJOR IN CYBERSECURITY. THE OTHER, UH, YOUNG MAN ON THE RIGHT, HIS NAME IS COLE DEVANEY. HE IS A SENIOR AT MAY RIVER HIGH SCHOOL. HE IS A AUTOMOTIVE TECH COMPLETER. HE'S COMPLETED ALL FOUR OF HIS COURSES AND HIS CERTIFICATIONS. HE SUCCESSFULLY COMPLETED AN INTERNSHIP AS A JUNIOR, HIS SE HIS SPRING OF LAST YEAR. THEY THOUGHT HE DID SUCH A GREAT JOB. LEXUS, UH, OF HILTON HEAD. THE DEALERSHIP HIRED HIM. HE HAS BEEN WORKING WITH THEM THIS YEAR AS A SENIOR PART-TIME. UH, WHEN HE GRADUATES, HE, THEY WANT HIM TO STAY WITH THEM. THEY'RE GONNA PAY FOR HIS ADVANCED TRAINING SO THAT HE'LL BE ABLE TO CONTINUE ON. SO JUST THESE TWO STUDENTS ALONE, IF THEY STAY ON THEIR JOURNEY, THEY, THEY STAY ON THEIR PATH. WOW. THEY'RE GONNA COME OUT WITH HIGH WAGE, HIGH DEMAND OCCUPATIONS, AND HOPEFULLY BE ABLE TO LIVE AND WORK IN OUR COMMUNITY AND GIVE BACK. SO AGAIN, I WANNA THANK YOU FOR YOUR SERVICE AND YOUR SUPPORT AND DR. RODRIGUEZ OF, OF CT OPTIONS. UM, GOOD FOR KIDS, GOOD FOR BUSINESS, GOOD FOR THE COMMUNITY. ANY QUESTIONS? THANK YOU, MS. GILBERT. DO WE HAVE ANY QUESTIONS? MR. SMITH? FIRST, I WOULD LIKE TO JUST THANK YOU FOR YOUR INFORMATION, A A WEALTH OF INFORMATION [01:35:01] IN, IN TERMS OF, UM, THE, UH, INFORMATION YOU JUST PROVIDED US. UM, ONE, ONE OF MY QUESTIONS IS, I KNOW LIKE IN LIKE IN, IN HIGH SCHOOL, UH, IN TERMS OF GRADUATION RATES AND HOW WE TRACK OUR STUDENTS, AND FORGIVE ME IF I, IF I MISSED IT, UH, BLAME IT ON MY MIND AND NOT MY HEART. UM, WHAT'S, WHAT DOES THAT LOOK LIKE IN TERMS OF HOW ARE WE TRACKING THE STUDENTS THAT GO THROUGH OUR PROGRAM AND WHERE THEY'RE WORKING AND ARE THEY ACTUALLY UTILIZING THESE CERTIFICATES THAT THEY HAVE, UH, IN, IN, IN TERMS OF THAT? YES, SIR. GREAT QUESTION. IN ORDER FOR THE STATE TO CAPTURE THE INFORMATION, UH, PER STUDENT, WE HAVE A, A REPORTING MECHANISM IN PLACE THAT THE SCHOOLS PROVIDE TO THE DISTRICT. EVERY CERTIFICATION A STUDENT EARNS, AND WE KEY IT INTO NOT ONLY THOSE WHO PASS, BUT THOSE WHO ATTEMPTED. THAT'S PART OF HOW WE GET OUR FUNDING. SO I'M GLAD YOU ASKED THAT. SO THAT GETS CAPTURED IN POWERSCHOOL PER SCHOOL, PER STUDENT, AND THAT GETS UPLOADED TO THE STATE ANNUALLY, UH, IN, IN, UH, END OF MAY. UH, AND THAT, THEN THAT GOES TO DIFFERENT REPORTING FUNCTIONS. WE CAPTURE WHAT COURSES STUDENTS WERE TAKEN TIED TO, UH, IT'S CALLED A ZIP CODE IN POWERSCHOOL. SO POWERSCHOOL'S PRETTY IMPORTANT, AND I'M PROUD OF OUR SCHOOLS THAT WE'VE PUT SYSTEMS IN PLACE, UH, THAT MUCH APPROVED, IMPROVED UPON TO, TO CAPTURE THAT INFORMATION SO THAT WE KNOW IT'S ACCURATE AS TO WHAT'S GOING UP TO THE STATE. SO THEN TO YOUR POINT, WHEN WE CALL OR GET ON FACEBOOK OR CALL MAMA, DADDY, GRANDMA, GRANDPA TO SIX MONTHS LATER, AND WE HAVE A LITTLE SCRIPT THAT OUR TEACHERS OR OUR COUNSELORS ASK, UM, HOW'S SO AND SO DOING? THEY WERE IN OUR, OUR PROGRAM FOR HEALTHCARE, UH, IF YOU DON'T MIND, WE'RE DOING A SURVEY, HOW ARE THEY DOING? AND SO THAT'S WHEN THEY TELL US HOW THEY'RE DOING. AND THEN WE TAKE THAT INFORMATION, WE HAVE IT IN A SPREADSHEET BECAUSE WE HAVE TO KEEP THINGS ON RECORD. AND THEN WE PUT THAT IN POWER SCHOOLS. SO IF WE'RE EVER AUDITED, WE, WE WOULD BE ABLE TO SHARE, YOU KNOW, THIS, THIS IS HOW WE RECEIVE THIS INFORMATION. DOES THAT HELP? UH, YEAH. YEAH. UH, YES MA'AM. BUT GENERALLY, MY QUESTION JUST IS IN THE SAME WAY HOW THE SCHOOLS CAPTURE THAT INFORMATION, HOW THEY MONITOR THAT INFORMATION AND, AND, AND IS, AND I'M, I'M LOOKING FOR A, I'M NOT SURE ON WHAT THAT PROCEDURE LOOKS LIKE AND HOW THAT LOOKS. MM-HMM. . BUT I'M JUST LOOKING FOR A PROCEDURE WHERE WE CAN SEE THE BANG THAT WE'RE GETTING FOR OUR BUCKS IN TERMS OF HOW MANY STUDENTS ARE ACTIVELY ENGAGING THE, UH, ACTIVELY ENGAGED USING THEIR ACTUAL CERTIFICATES AND THESE DIFFERENT DEGREES THAT THEIR PROGRAMS THAT THEY'RE GETTING IN, IN OUR CTE PROGRAMS AND HOW, AND HOW MANY STUDENTS ARE BENEFIT BENEFITING IN, IN THIS GENERAL POPULATION IN, IN THIS AREA, IN BEAUFORT COUNTY AND THE WAY IN THE SURROUNDING COUNTY, IN THE SURROUNDING COUNTIES AS WELL. THAT'S MORE WHAT I'M LOOKING FOR, THAT CUT OUT DRIVE, THAT'S KIND OF WHAT I'M LOOKING FOR AS, AS, AS WELL AS, UM, ALSO, UM, MR. SMITH, JUST A CLARIFYING QUESTION. YOU'RE LOOKING FOR SOMETHING AFTER THEY LEAVE US? YES, SIR. YES, SIR. CORRECT. YES, SIR. AND SO WE, WE DO THROUGH THAT SIX MONTH SURVEY, WE DO HAVE THOSE LISTS OF STUDENTS BY THEIR PATHWAY. SO YES, SIR. WE COULD DO A BREAKDOWN OF THAT, AND THAT WOULDN'T BE A PROBLEM. THAT'D BE GOOD INFORMATION TO SHARE. THANK YOU. YES, MA'AM. IT DEFINITELY, DEFINITELY WILL. THANK YOU, DR. RODRIGUEZ. YEAH. THANK YOU. APPRECIATE THAT AL AL ALSO THE, UM, ALSO, AND IN TERMS OF JUST THINKING AS, THINKING BACK IN TERMS OF WHEN YOU SAY THAT EARLY IN, IN YOUR, EARLIER IN, IN YOUR PRESENTATION, YOU WERE SAYING THAT YOU ALSO GO TO STAKEHOLDERS AND STUDENT AND STUDENTS. MM-HMM. MICRO STERN IS DEFINITELY THE STUDENTS BECAUSE, AND WHEN YOU SAID THAT WE HAVE A, UH, WE, WE, WE HAVE, UM, SURVEYS. MM-HMM, MO. UH, A LOT OF STUDENTS, EVEN WHEN I WAS IN SCHOOL, SOME, SOME STUDENTS WHO WE WANT UNFORTUNATELY TO BE IN THESE PROGRAMS ARE NOT GOING TO PAY ATTENTION TO SURVEYS. YOU KNOW, I'M LOOKING FOR A MORE LIKE, UH, HOW THE, SOME SCHOOLS, UH, WHEN THE MIDDLE SCHOOL PRINCIPALS GO OUT AND, AND THEY RECRUIT TO, UH, I MEAN THE HIGH, EXCUSE ME, THE HIGH SCHOOL PRINCIPALS GO OUT AND THEY RECRUIT TO, TO THE, UH, I'M NOT SAYING THAT THEY'RE RECRUITING TO THE, UH, MIDDLE SCHOOL, UH, UH, KIDS, STUDENTS TO COME TO THEIR SCHOOLS. I'M LOOKING FOR A MORE HANDS-ON APPROACH BECAUSE WE HAVE TO REACH THOSE STUDENTS WHO ARE NOT SOMETIMES TECH. SO TECH SAVVY MM-HMM. AND WHO ARE GOING TO SIT THERE OR, OR, OR, OR WHO ARE MAY, THEY MAY NOT, MAY, MAY NECESSARY, MAY NOT WANNA ASK FOR HELP TO DO THAT SURVEY OR TO GET TO THAT SURVEY. I'M LOOKING FOR A MORE HANDS-ON APPROACH TO THEM SO THAT WE CAN GET THEM REGISTERED IN OUR PROGRAM SO THAT WE CAN GET THEM A, UH, A A CAREER, A CAREER PATH AND, AND, AND, UH, FROM THIS DISTRICT. SO THAT, THAT'S JUST, AND I DO, AND I DO APPRECIATE A SURVEY, A THOUSAND SURVEYS. THAT'S, THAT'S NOTHING SHY TO BE, UM, [01:40:01] TO, TO, TO, TO MISINTERPRET THAT, THAT THAT'S A LOT THAT'S, THAT'S GRACEFUL, BUT IT'S JUST THE STUDENTS THAT WHO WE ARE MISSING THAT, WHO MAY BENEFIT FROM THAT. AND I JUST WANNA BRING A, ANOTHER METHOD, ORANO, ANOTHER VEHICLE FOR US TO USE J JUST JUST FROM MY PERSPECTIVE. YES, SIR. SO I GOT A QUESTION FOR YOU. I KNOW THIS HAS COME UP BEFORE. YOUR MEDTECH SEVEN PROGRAMS ARE ALL NORTH OF THE BROAD. WE NEED THOSE SOUTH OF THE BROAD. WE GOT TONS OF, UH, HEALTHCARE FACILITIES SOUTH OF THE BROAD. WE HAVE, UH, HILTON HEAD HOSPITAL, WE HAVE COASTAL CAROLINA HOSPITAL THAT'S JUST BARELY IN HARDY. UM, WHEN, UH, WHEN ARE THEY COMING SOUTH OF THE BROAD, BECAUSE I CAN TELL YOU AS A HEALTHCARE PROVIDER, UH, WE NEED, UH, UH, ESPECIALLY YOUNG PEOPLE WHO ARE ENTERING THE FIELD FOR THIS TO BE THEIR CAREER, TO HAVE APPROPRIATE TRAINING BEFORE THEY STEP INTO THE OFFICE OR THE HOSPITAL OR WHERE, OR THE CLINIC, WHEREVER THEY'RE GONNA WORK. YES. BEFORE, BEFORE JUST ONE, UH, ONE THOUGHT BEFORE THEY FINISH AND, AND RESPOND TO, TO YOUR QUESTION. WHEN YOU TALK ABOUT, UH, MED TECH SEVEN, UH, UM, LET'S REMEMBER MEDTECH SEVEN STARTED AT AS AN MSAP GRANT GOT THAT WE GOT FROM THE FEDERAL GOVERNMENT THAT HAD REQUIREMENTS AND STIPULATIONS THAT SORT OF DICTATED WHERE THOSE PROGRAMS LANDED. RIGHT. UH, YOU KNOW, WE CAN, UH, THEN LOOK AT POSSIBILITIES OF DUPLICATION AFTERWARDS. BUT, BUT THAT, THAT PROBABLY COMES OR POTENTIALLY COMES WITHOUT FUNDING FROM THE FEDERAL GOVERNMENT. UH, ON, ON, ON OUR LOCAL DIME, UH, IS PROBABLY THE CASE. AND, AND IF, IF I MAY, FOR DR. STRATAS, UH, I MAY BE ABLE TO ANSWER. UM, SO THROUGH CAREER AND TECHNICAL EDUCATION OVERALL, MM-HMM. , I'VE BEEN VERY APPRECIATIVE OF THE MED TECH FOR THE ADDED ENRICHMENT RESOURCES FOR THOSE SCHOOLS IN THE NORTHERN PART OF THE COUNTY. BUT PLEASE NOTE MAYE RIVER HIGH SCHOOL, WE, WE HAVE A ROBUST MEDICAL PROGRAM, BLUFFTON HIGH SCHOOL. WE HAVE A ROBUST SPORTS MEDICINE PROGRAM FOR THE REFERENDUM. WE'RE EXCITED THAT WE'LL HAVE A VERY NICE HEALTHCARE WING AT HILTON HEAD ISLAND HIGH SCHOOL. SO THAT'S WHERE I GO BACK TO THE TRIANGLE. AS LONG AS WE DO WHAT WE'RE SUPPOSED TO DO WITH FIDELITY, INTEGRITY, TRANSPARENCY, WE'LL HAVE FEDERAL AND STATE CAREER AND TECH ED DOLLARS THAT WILL CONTINUE TO COME IN IS PERKINS FUNDING HAS BEEN AROUND A LONG TIME. I'VE BEEN IN THIS 25 YEARS. I DON'T SEE IT GOING AWAY. IF ANYTHING, I SEE IT INCREASING BECAUSE OF THE, THE, THE NEED. BUT MED TECH HAS BEEN WONDERFUL TO HELP US IN ENRICHMENT TO CTE AS DR. RODRIGUEZ NOTED, UH, FOR THOSE SCHOOLS. BUT WE WILL, WE WILL HAVE IT, WE HAVE CYBERSECURITY THAT WE'RE BUILDING UPON AT HILTON HEAD HIGH SCHOOL AS WELL. SO I'M SO GLAD YOU BROUGHT THAT UP, BECAUSE WE HAVE EMBARKED ON A PARTNERSHIP WITH TENANT HEALTH AND ENCOMPASS HEALTH AND THE SOUTHERN PARTS. AND THEY'RE, THEY'RE, THEY'RE READY TO, TO, WE, THEY'VE BEEN DOING INTERNSHIPS WITH US, BUT THEY'RE READY TO DO EVEN MORE. DR. STRATAS ACTUALLY GONNA HAVE YOU SHARE TCL HERE. UM, DR. STRATAS, UH, YEAH. SO ACTUALLY TCL PARTNERSHIP AS WELL THAT WE'RE BUILDING OUT AT THE NEW RIVER CAMPUS. FOCUS AREAS WILL BE TECHNOLOGY AND MEDICAL STUDENTS WILL HAVE THAT OPPORTUNITY AS WELL, AS WELL AS, UM, AT THE MATHERS CAMPUS HERE IN BUFORD COUNTY. MA'AM, UM, INGRID BOATWRIGHT, I HAVE A QUESTION OF MY OWN, BUT I WANNA FOLLOW UP ON FIRST. YEAH. BECAUSE I THINK IT'S HER POINT. IT'S NOT ABOUT BRINGING THE MSAP PROGRAMS, IT'S ABOUT BRINGING A STRUCTURED, AS YOU SAID, WE'RE DOING HEALTHCARE CYBERSECURITY PROGRAMS. 'CAUSE WHEN WE TALKED ABOUT INITIALLY IT WAS GONNA BE A PILOT PROGRAM WE WOULD DEVELOP, AND THEN WE WOULD REPLICATE IT ON OUR OWN DIME, I GUESS. UM, ALSO, JUST AS A QUICK NOTE, TENANT NO LONGER IS IN THE AREA, SO IF WE HAVE A COM, IT'S GONNA BE NOVANT. AND I THINK NOVANT MUCH MORE COMMITTED YES, MA'AM. UM, TO INVESTING IN THE COMMUNITY. SO THERE MAY BE DOLLARS THERE AS WELL. UM, MY QUESTION IS ABOUT THE CHAMBER OF COMMERCE PROGRAM. YOU SAID WE'RE ABOUT TO GO LIVE. WHAT ARE THE DATES AND IF PEOPLE ARE INTERESTED IN PARTICIPATING STUDENTS, ET CETERA, HOW DO WE MARK AND ADVERTISE THAT? YES, MA'AM. SO TOM HINES HAS BEEN LEADING THAT ALONG. UH, OUR CAREER DEVELOPMENT FACILITATORS HAVE BEEN PART OF THAT. SO IF I MAY, UH, I WILL CONFIRM THOSE DATES OF WHEN THEIR SITE GOES LIVE. AND IF I MAY SEND IT TO MR. CUSHEN BERRY AND SHE'LL SHARE IT OUT. I DON'T WANNA, UH, GIVE THE, THE, IN INCORRECT INFORMATION, BUT THEY'RE, THEY'RE ALMOST THERE. I WAS ABLE TO SEE THEIR SITE. THAT'S HASN'T GONE LIVE YET. AND SO I'M EXCITED ABOUT IT. IS IT GOING TO BE LINKED TO OUR SITE? WILL IT BE LIKE, I'LL A CHAMBER, JUST GIMME A IDEA. THAT'S A GREAT IDEA. I'LL, I'LL WORK WITH DR. BRUTER AND HER, HER TEAM TO, TO MAKE SURE THAT THERE'S EASY ACCESS FOR EVERYONE. AND IF YOU DON'T MIND, I HAVE ONE MORE QUICK THING. SO, AND I THINK THIS TIES INTO THE MAGNET SCHOOL OF THE, THE GRANT. HOW ARE WE GONNA HANDLE SCHOOL CHOICE FOR CTE? BECAUSE WE CANNOT REPLICATE EVERY PROGRAM AT EVERY SCHOOL. SO [01:45:01] ARE WE GOING TO MAKE ALLOWANCES IF WE BUILD A BEAUTIFUL HEALTHCARE WING AT HILTON HEAD HIGH? AND I KNOW, I THINK WE'RE ALSO LOOKING AT HILTON HEAD HIGH WITH A NEW REBUILD. UM, MARINE ENGINES. I DON'T THINK WE NEED A MARINE ENGINE IN EVERY HIGH SCHOOL, BUT IF YOU'VE GOT SOMEONE IN MAY RIVER WHO WANTS TO STUDY, HOW ARE WE GONNA HANDLE THAT? I WILL SHARE WITH YOU FROM THE CHOICE OPPORTUNITY OF OPEN PROGRAMS AS WE HAD HAD OUR PRIOR PRESENTATION. RIGHT. THAT FALLS WITHIN OUR DIVISION. SO OPENING PROGRAMMATIC CHOICE IS SOMETHING THAT WE HAVE DONE THROUGH THE DIVISION AND WORKING WITH THE PRINCIPALS AND SCHOOLS AND WORKING WITH OPERATION WITH REGARD TO IDENTIFYING WHERE WE HAVE SEATS AVAILABLE. AS WE LOOK AT BUILDING GREATER PROGRAMS OR LARGER FACILITIES, WE COULD PROVIDE GREATER SEATING BECAUSE WE HAVE SCHOOL CHOICE, BUT I DON'T KNOW IF WE HAVE PROGRAMMATIC, WE ARE DOING PROGRAMMATIC CHOICE. THAT'S ACTUALLY THE LANGUAGE. OKAY. THAT I, YEAH. YES, MA'AM. FOR CT, THAT WAS SOMETHING, UH, I TASKED THEM WITH YES. UH, THIS YEAR TO FIND A SOLUTION FOR. YEAH. AND THEY HAVE WORKED ON THAT. AND I'LL FAIR TO SAY, YOU HAVE A LIMITED SOLUTION AT THIS POINT. I HAVE A LIMITED SOLUTION AT THIS TIME. UM, SO WE WERE ABLE TO LOOK AT MATHEMATICALLY WHERE WE HAVE SPACE YEP. PROGRAMMATICALLY WITH REGARD TO ALSO WHAT OUR ADMINISTRATIVE REGULATION ALLOWS US. AND THEN WORKING WITH THE SCHOOL PRINCIPALS, WE'VE BEEN ABLE TO IDENTIFY SEATS FOR AVAILABILITY. SO WE'RE, I, I'LL USE HILTON HEAD FOR EXAMPLE. SOME OF HIS SEATS ARE BEING UTILIZED, I WANNA SAY FOR COMPUTATIONAL SCIENCE. HE DID COMPUTATIONAL SCIENCE AND FOR HIS IB PROGRAM AT HILTON HEAD ISLAND HIGH SCHOOL. AND HE, THE PRINCIPAL, IDENTIFIED HOW MANY SEATS THAT HE WANTS AVAILABLE. I THINK WE HAD PART OF HIS AS AN EARLIER CONVERSATION AT OUR LAST PRESENTATION. AND SO IT'LL BE PROGRAMMATIC CHOICE FOR STUDENTS TO ENTER INTO PROGRAMS. HILTON HEAD ISLAND WAS PROVIDED 25 PROGRAMMATIC SEATS WHERE WE HAD AVAILABILITY. THEY WERE SPLIT BETWEEN TWO PROGRAMS. AND I THINK THE, AND I THINK THIS IS, YOU KNOW, LOOKING AT THIS, LIKE I KNOW FIREFIGHTERS ONE THAT COMES UP THAT BLUFFTON HAS, THAT NOW APPEARS TO BE AVAILABLE FOR CHOICE. BUT I'M THINKING ABOUT THE BAYS AND THE AUTOMOTIVE. YOU KNOW, THOSE ARE JUST THINGS LIKE COMPUTER SCIENCE. IT'S A NUMBER OF SEATS, I GUESS WITH BAYS AND WHATNOT. THERE'S A LIMITATION SUBJECT TO, UM, OSHA AS WELL AS I, I'LL BE VERY DIRECT. IT'S VERY DIFFICULT TO PUT TWO STUDENTS IN A WELL IN A WELDING AREA. SO WE ARE LIMITED TO THE AMOUNT OF BAYS AS YOU'RE PUTTING FORWARDS. AND IF THERE ARE HIGH INTEREST AREA FOR THE LOCALIZED SITE, WE TRY TO HAVE OUR STUDENTS LOOK AT ACE AS AN OPPORTUNITY FOR SOME OF THE PROGRAMS THEY PROVIDE THERE AS WELL. SOME, SOME OF THOSE PROGRAMS, LIKE YOU JUST POINTED OUT, ARE, UM, NOT ONLY, NOT ONLY FACILITY BASED, RIGHT, IN TERMS OF, OF WHAT'S AVAILABLE WITHIN THAT FACILITY, BUT ALSO, UH, STAFFING, UH, BASED AS WELL. RIGHT? I THINK AS MS. GILBERT WAS POINTING OUT EARLIER, THE ADVANTAGE OF TWO VERSUS ONE IN THE CAREER AND TECHNICAL EDUCATION STAFF MEMBERS ON A PARTICULAR FIELD OR A PARTICULAR AREA, RIGHT? AND YOU CAN DOUBLE, YOU KNOW, THE, THE NUMBER OF STUDENTS THAT YOU SERVE, BUT YOU, YOU KNOW, YOU GOTTA GO BACK TO YOUR FACILITY AND YOUR STAFFING PIECE. IT'S ALSO A GOOD PRACTICE TOO, IF POSSIBLE, BECAUSE, UM, WHEN, WHEN THERE'S ATTRITION OR RETIREMENT OR FOR WHATEVER, WHATEVER REASON, RIGHT? UM, UM, THOSE ARE SOME OF THE MOST DIFFICULT ONES TO FILL, RIGHT? AND, AND IT CAN AFFECT A, A, A, A PROGRAM, A CAREER IN TECHNICAL EDUCATION PROGRAM, UM, IF, IF YOU DON'T HAVE THAT DUPLICATION OR, UM, UH, ABILITY TO SERVE. AND SO IT'S CHALLENGING, UH, UH, TO, TO BE ALL AND EVERYTHING TO EVERYONE AND EVERYTHING, YOU KNOW. BUT THOSE ARE, UM, UH, THOSE ARE THINGS THAT WE DO THINK ABOUT AND LOOK AT. UH, IT'S NOT THE FACILITY AVAILABILITY, BUT ALSO, UH, STAFFING AVAILABILITY IS A BIG PIECE. I THINK MY, MY QUESTION IS MORE, AS WE WE'RE PUTTING 40 SOME MILLION DOLLARS INTO CTE, WE DON'T WANNA BUILD PROGRAMS THAT WE CAN'T STAFF. AND IF WE BUILD POPULAR ONES, SAY WE NEED, WE NEED 10 WELDERS FROM A BUSINESS ANALYSIS, WE'RE GONNA PUT 10 WELDERS OUT. IF WE ONLY HAVE THAT AT BLUFF AND HIGH, I THINK WE NEED TO MAKE SURE THAT WE FIND SOME WAY TO PROVIDE, BECAUSE WE'RE NOT GOING TO, IT'S NOT GONNA BE LIKE SCHOOL CHOICE FOR COMPUTER SCIENCE. IT'S GONNA BE A WHOLE DIFFERENT BALLGAME. SO I LIKE THE WAY YOU THINK . UH, SO, UH, PER, PER THE REFERENDUM, UH, WITH THE ADDED BUILDING ADDITIONS, AND IT'S NOT ALWAYS ABOUT ADDING FOR BLUFFTON HIGH SCHOOL, THE FIREFIGHTER PROGRAM THERE WILL BE ABLE TO GO OUT INTO A MORE EFFICIENT SHOP AREA, UH, FOR THAT AS WELL. SOME OTHER EXISTING PROGRAMS TO FREE UP CAPACITY WITHIN THE MAIN BUILDING FOR HILTON HEAD, THE PRINCIPAL, UH, CDF COUNCIL, WE'VE ALREADY MET WITH THE HILTON HEAD FIRE DEPARTMENT. THEY'RE, THEY ARE VERY, VERY MUCH ON. THEY DO IT. YEAH, THEY'RE VERY, THEY, THEY WOULD WANT TO DO IT TOMORROW. UH, AND THEY ALSO HAVE A ROBUST EMT PROGRAM. SO THEY, UH, SO YES, AGAIN, GOING BACK [01:50:01] TO THAT TRIANGLE AND DUPLICATION, BECAUSE WE'RE SPREAD OUT COUNTY, I THINK WE'RE LARGE ENOUGH. AGAIN, WE'RE NOT CONSTANTLY ADDING, BUT MODERNIZING WHAT WE HAVE THAT FITS LABOR MARKET DEMAND, LOOKING AT SOME DUPLICATION ACROSS THE AREA. AND THEN, LIKE YOU SAID, MISS BOATWRIGHT OPENING UP SOME SYSTEMS FOR PROGRAMMATIC CHOICE AND SAVING SOME SLOTS AND DOING IT FAIRLY AND CONSISTENTLY WITH LOTTERY, UH, PROCESS. UM, THEN I THINK, YOU KNOW, WE WILL BE WELL ON THE WAY TO, TO WHAT OTHER COUNTIES ARE NOT DOING. SO THANK YOU FOR THAT. YOU GET A, A MULTIPLIER EFFECT IF YOU CAN WHEN YOU, WHEN YOU DO THAT. BUT YES, HILTON HEAD, UH, FIRE DEPARTMENT, UH, THEY ARE CHOMPING AT THE RIGHT. I MEAN, I HAVE, I, I HAVE TALKED, AND YOU'VE GOT A COUPLE OF, HONESTLY, REALLY, REALLY YOUNG FIREFIGHTERS. TWO OF THEM IN PARTICULAR THAT I'M THINKING OF THAT I'VE MET WITH. VERY DYNAMIC, VERY ENERGETIC, AND CAN'T, THEY'RE JUST LIKE, THEY WANNA GET GOING YESTERDAY. WELL, THEY WANNA GET GOING BECAUSE WE DON'T HAVE ENOUGH FIREFIGHTERS. LIKE THAT'S THE ISSUE TOO, IS LOOKING AT. BUT THEY'RE TRULY EXCITED TO WORK WITH KIDS AND, AND, AND, AND SORT OUT A WAY, UH, TO DEVELOP 'EM IN THAT FIELD. SO, ALL RIGHT, MR. SMITH. YES, DR. RODRIGUEZ, YOU ARE ACTUALLY RIGHT. 'CAUSE, UH, THEY'VE EVEN CAME, BROUGHT TO MY ATTENTION WHEN THEY SAW ME IN PUBLIC, UM, MRS. UM, GILBERT, MS. GILBERT. UM, ALSO, I JUST WANT TO ALSO THANK YOU FOR YOUR HARD WORK. AND ALSO JUST ASKING YOU FOR THAT INFORMATION IS A VITAL PART OF HOW WE, OF, OF HOW WE, HOW WE PUT THE TEETH IN. WHY WE'RE ASKING MONEY FROM, WHY WE'RE ASKING FOR MONEY FOR CTE. AND CTE IS A VERY CRITICAL PART, JUST AS WELL AS THE ARCHES AND, AND, AND HERE, AND HERE'S WHY. QUICKLY IS BECAUSE THE MORE PROGRAMS THAT YOU HAVE THAT YOUNGER FOLKS CAN BE SUCCESSFUL AND PRODUCTIVE, WEIGHING THE BALANCE NEED VERSUS WANT, THEN THAT'S GONNA ALSO BRING SOMETHING DOWN IN OUR COMMUNITY CALLED CRIME RATE. BECAUSE IF WE HAVE MORE YOUNG CITIZENS BEING PRODUCTIVE AND ACTUALLY BEING ABLE TO MAKE A, A LIVING FOR THEIR FAMILY, THEN THEY'RE GOING TO INTEND TO DO DIFFERENT THINGS, AND THEY'RE GONNA TEND TO THINK DIFFERENTLY, AND THEY'RE GONNA TREAT PEOPLE DIFFERENTLY. SO THAT'S WHY IT'S VERY, WHEN YOU LOOK AT THE CRIME RATE AND YOU LOOK FROM WHERE PEOPLE WAS AT YEARS AGO INTO WHERE IT'S COMING AT NOW, IT'S VERY CRITICAL. I REMEMBER GOING YEARS AGO AND GOING INTO THE POST OFFICE AND REMEMBER SEEING MR. MR. CAMPBELL, MR. MR. CAMPBELL AT THE POST OFFICE AS A, AS A, AS A YOUNG KID. SO, I MEAN, IT, IT IS JUST DIFFERENT THAT, THAT WHERE YOU CAN SEE, ACTUALLY SEE PEOPLE AND SEE, REMEMBER, SEE WHERE THE KIDS CAN ACTUALLY BE PROSPEROUS AND WHERE THEY'RE AT. THEY WILL ACTUALLY BE ONE OF THOSE TAXPAYERS, ONE THAT WILL WANT TO PUT INTO CT BECAUSE CT DID SOMETHING TO SAVE ONE, SAVE ONE OF THEIR LIVES. SO I THINK THAT CT IS A VERY PROSPEROUS THING. I JUST WANNA MAKE SURE THAT WE'RE GOING ABOUT IT AND THAT WE'RE MONITORING, AND THAT WE ARE ALSO ABLE TO SELL IT THE SAME WAY WE SELL OTHER THINGS IN THIS DISTRICT. AND I APPRECIATE YOU BECAUSE I SEE YOU EVERYWHERE. I HAVE A TON OF PEOPLE ALWAYS ASKING ME ABOUT, ABOUT MS. GILBERT, AND SO THEY JUST TALKED TO YOU. SO I KNOW YOU'RE WORKING HARD, BUT I, I JUST WANNA HELP, HELP ME MAKE SURE THAT WE CAN ADD THE FEEL TO THE FIRE ONE TIME TO FIRE OFF. THANK YOU FOR WHAT YOU DO. IT'S A TEAM EFFORT. WE HAVE SOME INCREDIBLE TEACHERS THAT MAKE A DIFFERENCE EVERY DAY. AS YOU'VE STEP ASIDE, I THINK, I DON'T KNOW, I DON'T SEE ANY MORE QUESTIONS. UM, JUST WANNA THANK YOU. NOT MM-HMM. EXCELLENT PRESENTATION TONIGHT. BUT SHE AND MR. RALPH LATA, UH, UH, ALONG WITH OUR ROTC INSTRUCTORS, UM, THIS PAST WEEK COMPLETED THE SUPERINTENDENT'S CUP COMPETITION. UH, THEY DID THE FIRST HALF IN THE FALL, THE SECOND HALF IN THE SPRING. UH, THEY JUST COMPLETED. IT TAKES A LOT OF WORK TO PUT TOGETHER, BUT, UH, THEY DID, IT WAS AN OUTSTANDING PIECE. THEY FINISHED, UH, THE LAST SEGMENT WAS AT BEAUFORT HIGH SCHOOL, AND I BELIEVE IT WAS BLUFFING HIGH SCHOOL WHO WON A SUPERINTENDENT'S CUP THIS YEAR. SO, , CONGRATULATIONS TO THEM. THANK YOU. THAT'S THE ARMY COLONEL CHAIR. [Consent Agenda] ADAM CHAIR. I MOVE THAT WE APPROVE THE CONSENT AGENDA. THANK YOU. ALL RIGHT. THE SECOND WAS BY DR. WISNESKI. ALL THOSE IN FAVOR, PLEASE SAY AYE. AYE. MIDDLETON AYE. AYE. A AYE. ALL RIGHT. THAT'S EVERYBODY APPROVE THE, UM, CONSENT AGENDA. ANY FUTURE AGENDA TOPICS. UH, OKAY. UH, DR. RODRIGUEZ, [Announcements] DO YOU HAVE ANY ANNOUNCEMENTS? YES, I DO. UM, IN FEBRUARY, UM, THE, UM, HR DEPARTMENT HELD A SPECIFIC JOB FAIR FOR, UH, SPECIAL ED TARGETING, SPECIAL ED, UH, EDUCATORS. UM, I BELIEVE, UH, IN THAT FOCUS AREA, THERE WERE APPROXIMATELY, [01:55:02] UH, 12, UH, UH, INDIVIDUALS WHO, WHO HAD ASPIRED, UH, TO LAND A POSITION IN BEAUFORT COUNTY. I BELIEVE THEY OFFERED NINE TO 10 CONTRACTS, UH, 10 CONTRACTS FOR SPECIAL ED, UH, ON THAT DAY. UH, THEN THEY HELD, UH, A VIRTUAL JOB FAIR. AND THIS PAST WEEKEND, UH, THEY HELD A FACE-TO-FACE JOB FAIR AT BLUFFTON HIGH SCHOOL ON SATURDAY, THAT THE RECRUITERS HAVE BEEN WORKING HARD. THE HR TEAM HAS BEEN WORKING HARD AT THIS PARTICULAR JOB FAIR. UH, ON SATURDAY, IT IS, UH, PROBABLY ONE OF THE BEST I'VE EVER SEEN, UH, IN MY CAREER. THEY HAD IN THE GYMNASIUM, UH, EACH SCHOOL HAD PUT UP, UM, UH, UH, A DISPLAY ABOUT THEIR PARTICULAR SCHOOLS. THEY HAD, UH, TEACHERS OR EDUCATORS FROM THEIR SCHOOL SITES THERE TO TALK ABOUT, UH, THEIR SCHOOL. UH, THE PARTICIPANTS COULD ROAM AROUND AND LOOK AT THE DIFFERENT SCHOOLS. UH, THEN THEY HAD, UH, UH, TEAMS OF ADMINISTRATORS, UH, AND STAFF FROM ALL OF THE SCHOOLS, UH, PRESENT IN INDIVIDUAL CLASSROOMS WHERE THEY CONDUCTED THEIR, UH, INTERVIEWS IN THOSE CLASSROOMS, WHICH IS AN EXCELLENT TOUCH BECAUSE THE, THE TEACHERS CAN SEE THEMSELVES IN THOSE CLASSROOMS, RIGHT? SO IT'S REALLY, UH, AN INTERESTING PIECE. UM, BUT IT WENT VERY WELL. AND I BELIEVE, UH, THEY ENDED WITH ABOUT, UH, SOMEWHERE BETWEEN 50 TO 60 CONTRACTS. OH, SHE'S COMING UP. SHE'LL GIVE YOU SOME MORE SPECIFIC DATA. AND THEY'RE STILL, THEY'RE STILL WORKING. 'CAUSE SOME, SOME CANDIDATES WANTED TO GO BACK. I CAN ONLY TELL YOU THAT WHEN I WALKED IN, UH, TO THE MEDIA CENTER PART WHERE CANDIDATES WOULD COME TO FINALIZE THEIR DAY AND, UH, AND, AND, AND THEIR EXPERIENCE AND, UH, LAND A CONTRACT WITH THE BEAUFORT COUNTY SCHOOL DISTRICT, I WALKED IN AND ONE CANDIDATE WAS, UH, SEQUESTERED BY, UH, MR. DS AND MS. WALTON . I DON'T THINK THEY WERE GETTING OUTTA THERE WITHOUT A CONTRACT, RIGHT? SO, UH, THEY DID, UH, REALLY, I'M JOKING. BUT THEY DID AN OUTSTANDING JOB. AND I BELIEVE THAT PARTICULAR CANDIDATE STARTS MONDAY. MONDAY. WOW. GO AHEAD. SO WE SAW ABOUT 83 POSSIBLE CANDIDATES ON SATURDAY. WE ISSUED 71 CONTRACTS. WELL DONE . AND AS OF THIS AFTERNOON, 65 OF THEM HAVE RETURNED THOSE CONTRACTS. IN FACT, I'VE JUST GOT ONE GREAT JOB WHILE WE WERE SITTING HERE. SO IT WAS VERY SUCCESSFUL. I NOTICED YOU HAD REALLY GOOD VISIBILITY THERE JUST FROM THE STREET. UM, 'CAUSE I, DR. DROVE FASTER THERE A FEW TIMES ON SATURDAY. IT WAS EXCELLENT IN TERMS OF, UH, YOU KNOW, DIRECTING, UH, WHERE TO GO FOR THE, FOR THE CANDIDATES. AND I THINK THAT'S REAL HELPFUL. IF SOMEBODY'S LIKE, OH, I CAN'T FIND THE PLACE, I'M NOT GONNA BOTHER. YOU KNOW, THAT'S NOT, NOT WHAT WE WANT. , IT WAS A PERFECT SITE. YEAH. I THINK THEY EVEN HAD WALK-INS THAT DAY. 10 OR 12 WALK-INS THAT CAME IN. DIDN'T ACTUALLY 22 WALK-INS. THERE YOU GO. YEAH. THAT WAS BECAUSE OF YOUR GREAT SIZE . AND WE DID GEOFENCING. AND THERE WAS ONE LADY THERE FROM PENNSYLVANIA THAT SAID, I WAS VISITING MY SISTER AND ON MY PHONE, IT POPPED UP BEAUFORT COUNTY SCHOOL DISTRICT LOOKING FOR TEACHERS ON FRIDAY. AND SHE CAME IN ON SATURDAY TO INTERVIEW FOR THE JOB. AWESOME. , MR. SMITH. AND I WAS GONNA SAY, ACTUALLY, I WAS COMING TO HER OFFICE AFTERNOON TO TELL HER THAT, UM, I DID ACTUALLY BUMP INTO ONE OF THE, ONE OF, ONE OF THE CANDIDATES THAT, UH, WHO WERE HERE ON SATURDAY. AND SHE FELL. SHE DEFINITELY FELL, FELL IN LOVE. AND SHE, SHE, SHE THOUGHT ABOUT, TALKED ABOUT BASICALLY HOW EVERYONE WAS VERY NICE. AND SHE LOVED IT. SO THAT WAS, THAT WAS, THAT WAS, THAT WAS AWESOME. THAT'S WHY I GAVE YOU COOLS EARLIER BECAUSE YOU, YOU, YOU'RE WORKING. THANK YOU. APPRECIATE IT. ALL RIGHT. NEXT ON OUR AGENDA ARE OUR SECOND PUBLIC COMMENT. I HAVE ANNOUNCEMENTS. OH, EXCUSE ME. I'M JUST, UM, ALSO, UM, AT THE LAST BOARD MEETING, UM, THERE WAS, IT WAS NATIONAL SRO DAYS. AND ONE OF THE SROS ASKED ME, UM, SHE, SHE SAID, UH, WELL, YOU KNOW, WE'D BE WORKING Y'ALL MEETINGS AND, UM, I AIN'T HEARD YOU MET NATIONAL. YOU DIDN'T MENTION NATIONAL SRO DAY. I SAID, I SAID, I WILL DO AT THE NEXT BOARD MEETING. SO WE JUST WANT TO ALSO THANK OUR SCHOOL RESOURCE OFFICERS TOO, FOR HELPING AND SUPPORTING AN AIDEN AS MUCH AS THEY DO IN THE SCHOOL. SO WE JUST WANNA THANK THEM AS WELL. ALL RIGHT. NOW [Second Public Comments] WE HAVE OUR SECOND PUBLIC COMMENTS AND WE HAVE TWO PEOPLE, I THINK VIA PHONE. [02:00:43] HI, IS THIS IVY? I'M CALLING YOU FOR PUBLIC COMMENTS. YOU'LL HAVE, UH, THREE MINUTES, UH, IF YOU GIVE YOUR FIRST, YOUR LAST NAME AND YOUR TOPIC, AND I'M GOING TO PUT YOU ON SPEAKER. ARE YOU READY? GO AHEAD. GOOD EVENING. MY NAME IS, AND MY TOPIC IS, THANK YOU FOR THE OPPORTUNITY TO SPEAK TO YOU TONIGHT. IT'S BEEN QUITE A WHILE SINCE I'VE SPOKEN BEFORE YOU, BUT I FELT COMPELLED AFTER THE BLATANT HIT PIECE AIRED BY 60 MINUTES ON SUNDAY NIGHT. I HONESTLY HAD HOPED THAT BOTH SIDES WOULD BE EQUALLY REPRESENTED. BUT AFTER WATCHING, IT WAS OBVIOUS THE DIRECTION THAT THE PRODUCER WANTED TO TAKE. HE USED OUR EFFORT HERE IN BEAUFORT TO PRODUCE A ONE-SIDED, EXTREMELY BIASED PIECE ON MOMS FOR LIBERTY. THE PRODUCER KNEW FROM THE VERY BEGINNING THAT MY EFFORTS WERE NOT ON BEHALF OF MOMS FOR LIBERTY, NOR DID THEY COACH OR HELP ME IN ANY WAY. I'M SURE EIGHT OF YOU WERE THRILLED WITH HOW THIS PORTRAYED THE ISSUE, BUT WHY IS IT THAT THE SEGMENT DIDN'T INCLUDE THAT WE ARE WELL ON OUR WAY TO A STATEWIDE REGULATION THAT WILL REMOVE THESE BOOKS FROM THE SCHOOL? IS THERE ANOTHER STORY PLANNED, OR DID THAT NOT FIT THEIR NARRATIVE? OVER THE NEXT FEW WEEKS, I WILL BE DIVULGING UNTRUTH THAT VICE CHAIRMAN DYER SAID FIRST, AND I QUOTE FROM HIM ON THE SHOW. WE GOT AN EMAIL FROM THE CITIZEN SAYING THAT THESE 97 BOOKS THAT WE'VE HEARD ABOUT ONLINE THAT SHOULD BE BANNED IN THE SCHOOL. HOW MANY OF THOSE BOOKS DO YOU HAVE IN YOUR SCHOOL END QUOTE? OR, I'M SORRY, NOT END QUOTE. SO WE CHECKED, WE HAD VIRTUALLY ALL THESE BOOKS IN THE SCHOOL END QUOTE TO CLARIFY. THE FIRST EMAIL I SENT TO THE BOARD AND THE SUPERINTENDENT INCLUDED, QUOTE, I HAVE DONE THE RESEARCH. AND ACCORDING TO THE DESTINY DISCOVERY WEBSITE, WHICH THE DISTRICT USES TO CATALOG ITS BOOKS, THESE BOOKS ARE CURRENTLY IN OUR SCHOOLS NO MATTER WHAT DISTRICT STAFF TELLS YOU, END QUOTE. SO MY QUESTION IS, DID COLONEL GUYER EVEN READ THE EMAIL OR DID HE JUST TRUST SOME OTHER SOURCE WHO SAID THAT'S WHAT I DID? I ALSO QUESTION THE 60 MINUTES TEAM EVEN TRIED TO VERIFY THE STATEMENTS THAT HE ANNOUNCED ON THE NATIONAL STATE. MORE TO COME. THANK YOU. THANK YOU. HELLO, DAVID. I'M, I'M CALLING YOU FOR PUBLIC COMMENTS. YOU'LL HAVE THREE MINUTES. IF YOU COULD STATE YOUR FIRST AND LAST NAME AND YOUR TOPIC. UM, AND GARY PUT YOU ON SPEAKER PHONE. ARE YOU READY? GO AHEAD. THIS IS DAVID COOK AND I'M GONNA SPEAK ABOUT 60 MINUTES AND A COUPLE OF OTHER ITEMS REGARDING CELEBRATION OF, UH, OR REGARDING HEALTH EDUCATION ADVISORY COMMITTEE AND CELEBRATION OF INTERNATIONAL WOMEN'S DAY AND WOMEN'S HISTORY MONTH. GOOD EVENING, MADAM CHAIR BOARD MEMBERS, DR. RODRIGUEZ AND STAFF, THANKS FOR GIVING ME A CHANCE TO SPEAK. RECENTLY, I WENT UP TO COLUMBIA TO SUPPORT THE NEW POLICY REGARDING CHALLENGING LIBRARY AND INSTRUCTIONAL MATERIALS. WELL WORTH THE DRIVE. GREAT RESULTS. FIRST, I WANNA THANK EVERYONE IN HILTON HEAD ISLAND ELEMENTARY SCHOOL FOR A WONDERFUL TIME, AGAIN ON INTERNATIONAL NIGHT LAST WEEK, THE STAFF AND TEACHERS IN THAT SCHOOL TO BE PROUD OF WHAT THEY DID. IT'S NICE TO SEE THE SCHOOL LIVELY THE WAY IT WAS THAT EVENING. THE NEXT UP THE 60 MINUTES SEGMENT ON SUNDAY NIGHT DID NOT DISAPPOINT AS I PREDICTED IN JUNE. IT CAST A DARK SHADOW ON OUR COMMUNITY AND OUR SCHOOL DISTRICT WHO IN THEIR RIGHT MIND BELIEVES CHILDREN SHOULD READ ABOUT FORCED SEXUAL ENCOUNTERS BETWEEN ADULTS AND CHILDREN WITH A BOARD MEMBER LYING ON AIR ABOUT NUMEROUS ISSUES LIKE LYING ABOUT BEING ABLE TO OPT OR STUDENT OUT OF ANYTHING THAT'S CATEGORICALLY FALSE. BASED ON, BASED ON MY EXPERIENCE AND OF OTHERS IN THE COMMUNITY, I WHOLEHEARTEDLY LOOK FORWARD [02:05:01] TO SERVING ON THE HEALTH EDUCATION ADVISORY COMMITTEE DESIGNATED TO REVIEW AND APPROVE HEALTH EDUCATION MATERIALS. NO ONE KNOWS THIS, BUT OUR DISTRICT IS CURRENTLY OUT OF COMPLIANCE BY CHOICE AND HAS BEEN SINCE BEFORE DR. RODRIGUEZ TOOK OVER OUR DISTRICT. THE MONTH OF FEBRUARY WAS GREAT CELEBRATING BLACK HISTORY MONTH. THANK YOU ALL FOR DOING THAT. EVERY YEAR I LEARN MORE AND MORE WITH MY KIDS. MY KIDS GOT SOME GREAT LESSONS IN SCHOOL THAT WE SPOKE OF AT HOME EVERY WEEK. AND EVERY CHANCE I GOT, I TAUGHT THEM ABOUT THE GREAT CONSERVATIVE AND REPUBLICAN PERSONALITIES SUCH AS SENATOR TIM SCOTT, CONDO RICE COLIN POWELL, ROBERT SMALLS, DR. BEN CARSON, AND SUPREME COURT JUSTICE CLARENCE THOMAS, JUST TO NAME A FEW. NOW THAT IT'S MARCH, IT'S WOMEN'S HISTORY MONTH, CAN WE PLEASE ENCOURAGE OUR SCHOOLS TO EMBRACE WOMEN'S HISTORY MONTH WITH THE SAME ENTHUSIASM AS BLACK HISTORY MONTH AND AN EFFORT TO BE EQUITABLE? SCHOOLS HAVE ALREADY AVOIDED THREE SCHOOL DAYS TO CELEBRATE THE HISTORY OF BIOLOGICAL WOMEN. THIS FRIDAY, MARCH 8TH MARKS THE CELEBRATION OF INTERNATIONAL WOMEN'S DAY. LET'S MAKE IT A BIG DAY FOR ALL THE BIOLOGICAL WOMEN AND GIRLS IN OUR DISTRICT. THANK YOU FOR SERVING ON OUR BOARD. GOD BLESS YOU, AND GOD BLESS AMERICA. THANK YOU, ROBIN. HAVE A GOOD NIGHT. HAVE A GOOD ONE. ALL RIGHT, THAT SEEMS TO BE THE END OF OUR AGENDA. SO IF THERE ARE NO OBJECTIONS, WE'LL ADJOURN BY UNANIMOUS CONSENT. GOODNIGHT AND THANK YOU TO ALL THAT, UH, ENGAGED TONIGHT.
