UH, MYSELF AND A FEW ACAS WILL ALL WILL BE ATTENDING ON THE 18TH FOR SOME LEVEL ONE AND LEVEL TWO CLASSES.

SHOULD BE, UH, SHOULD BE A GOOD EDUCATIONAL EXPERIENCE FOR US.

UM, ALSO TONIGHT I WANT TO, UH, INTRODUCE, UH, GINGER MARSHALL FROM BEAUFORT COUNTY, UH, EMS. SHE'S GONNA TALK FOR A FEW MINUTES WITH YOU ABOUT A, UH, BEAUFORT COUNTY FIRST RESPONDER FOOD DRIVE.

AS HE STATED, MY NAME IS GINGER MARSHALL AND I WORK WITH BUFORT COUNTY EMS. I'VE BEEN WITH THAT DEPARTMENT

FOR ABOUT 17 YEARS, AND I'VE WORKED WITH SOME REALLY WONDERFUL INDIVIDUALS PROVIDING SERVICES THROUGHOUT THE COUNTY.

I'VE ALSO WORKED WITH A COUPLE OF AGENCIES THAT PROVIDE ALTERNATIVE SERVICES, SHORT-TERM, ASSISTANCE TO FAMILIES IN NEED.

WHAT WE'VE DISCOVERED IS THAT DURING THE CHRISTMAS TIME AND INTO THE NEW YEAR, A LOT OF THESE AGENCIES HAVE A SHORTFALL FOR FOOD DONATIONS TO KEEP THEIR FOOD MARKETS, THEIR FOOD PANTRY SHELF STOCKED.

SO THE MAJORITY OF THE BEAUFORT COUNTY FIRST RESPONDERS IN THE AREA, THE FIRE DEPARTMENTS, THE POLICE DEPARTMENTS AND EMS, WE ARE CONDUCTING THEIR SECOND ANNUAL FOOD DRIVE.

IT'S RUNNING FROM NOW UNTIL THE END OF NOVEMBER.

AND WE ARE GONNA BE PROVIDING, UM, SPLITTING THE FOOD THAT GETS DONATED BETWEEN HELP OF BEAUFORT AND BLUFF AND SELF-HELP.

RIGHT NOW, THEY ARE HELPING APPROXIMATELY 8% OF THE RESIDENTS IN BEAUFORT COUNTY WHO HAVE A SHORTAGE OF FOOD IN THEIR HOUSE AND, UH, RECEIVE DATA FROM BLUFF AND SELF-HELP THAT CURRENTLY MONTHLY THEY'RE PROVIDING ABOUT 40,000 POUNDS WORTH OF FOOD.

SO AS YOU CAN SEE, THERE'S DEFINITELY A NEED FOR ASSISTANCE.

SO I JUST WANTED TO INFORM YOU GUYS ABOUT THIS REQUEST THAT IF YOU COULD PROVIDE THIS INFORMATION TO YOUR RESIDENTS, TO YOUR AREAS.

UH, WE'RE GONNA BE DOING A SOCIAL MEDIA BLAST.

THERE IS A BOX LOCATED UP BY THE ENTRANCE OF THE COUNTY ADMINISTRATION BUILDING THAT WE WILL BE COLLECTING THE FOOD.

SO IT'S VERY IMPORTANT, UH, JOB THAT MILTON DOES FOR US.

AS THE, UH, DEPUTY COUNTER COUNTY ASSESSOR, HE ASSISTS THE COUNTY ASSESSOR IN DEVELOPING STRATEGIC MANAGEMENT PLANS, ACCOMPLISHING, ACCOMPLISHING DEPARTMENTAL GOALS, MANAGING BEAUFORT COUNTY'S 134,000 REAL PROPERTY REAL PROPERTY ACCOUNTS.

THAT'S A BIG JOB.

UM, AS, AS THE, UH, DEPUTY ASSESSOR, UH, HE'S OVER PROPERTY, UH, PROPERTY VALUATIONS, HE'S RESPONSIBLE FOR ASSISTING OVERSIGHT OF THE ANNUAL REAL PROPERTY ASSESSMENTS AND THE 2023 COUNTYWIDE REASSESSMENT PROCESS.

UM, UH, MILTON AND HIS APPRAISAL TEAMS UTILIZE THAT FANCY STATISTICAL SOFTWARE PROGRAM WE TALKED ABOUT IN THE VALUING ALL WHEEL PROPERTY ACCOUNTS IN BEAUFORT COUNTY, UH, WHICH CURRENTLY HAVE A TOTAL VALUE OF OVER $74 BILLION.

SOMETHING UNIQUE ABOUT MILTON.

THE, UH, OF COURSE, UH, I I MENTIONED WAS RECOGNIZED IN 2010, UM, FOR THE, UM, I HAVE TO LOOK BACK TO THAT, UM, UM, TO THE COMPUTER ASSISTED MASS APPRAISAL SOFTWARE PROGRAM AS THE USER OF THE YEAR.

THE PROCLAMATION READS, WHEREAS BULLYING IS A PERVASIVE ISSUE THAT AFFECTS THE WELLBEING AND DEVELOPMENT OF OUR STUDENTS LEADING TO NEGATIVE CONSEQUENCES SUCH AS DIMINISHED SELF-ESTEEM, ACADEMIC DECLINE, EMOTIONAL DISTRESS.

AND WHEREAS THE BEAUFORT COUNTY SCHOOL DISTRICT, THE ROTARY CLUB OF THE LOW COUNTRY AND THE BEAUFORT COUNTY COUNCIL, RECOGNIZE THE IMPORTANCE OF FOSTERING SAFE AND NURTURING LEARNING ENVIRONMENTS THAT PROMOTE KINDNESS AND RESPECT AMONG OUR STUDENTS.

AND WHEREAS OCTOBER HAS BEEN DESIGNATED AS NATIONAL BULLYING PREVENTION MONTH, WHICH REALLY SHOULD BE EVERY MONTH, UM, PROVIDING AN OPPORTUNITY FOR COMMUNITIES ACROSS THE NATION TO UNITE IN RAISING AWARENESS ABOUT BULLYING PREVENTION, AND EMPOWERING INDIVIDUALS TO TAKE A STAND AGAINST THESE HARMFUL BEHAVIORS.

AND WHEREAS IT IS ESSENTIAL TO COLLABORATE WITH ORGANIZATIONS COMMITTED TO THE WELFARE OF OUR COMMUNITY, SUCH AS THE ROTARY CLUB OF THE LOW COUNTRY, TO COMBINE EFFORTS AND RESOURCES IN CREATING A COMPREHENSIVE AND IMPACTFUL BULLYING PREVENTION CAMPAIGN.

AND WHEREAS THE BEAUFORT COUNTY SCHOOL DISTRICT HAS DEMONSTRATED DEDICATION TO ADDRESSING BULLYING THROUGH THE IMPLEMENTATION OF PROACTIVE ADMINISTRATIVE REGULATIONS, EDUCATIONAL INITIATIVES, AND SUPPORTIVE PROGRAMS, AIMED AT FOSTERING A CULTURE OF KINDNESS, RESPECT, AND COMPASSION WITHIN OUR SCHOOLS.

AND WHEREAS SINCE WE'RE ALMOST DONE SINCE 2012, THE ROTARY CLUB OF THE LOW COUNTRY AND THE BEAUFORT COUNTY SCHOOL DISTRICT HAVE SUCCESSFULLY COLLABORATED TO COMBAT BULLYING BY ENGAGING SIXTH GRADERS IN A BULLYING PREVENTION EDUCATIONAL PROGRAM.

AND WHEREAS OVER 7,082 SIXTH GRADERS HAVE PARTICIPATED IN THIS, THIS EDUCATIONAL PROGRAM TO DATE.

AND IN ADDITION TO THE PROGRAM, A SEE SOMETHING SAY SOMETHING APP WAS DEVELOPED TO FACILITATE EDUCATION, REPORT

BULLYING, AND PROVIDE ADDITIONAL RESOURCES ADVOCATING FOR YOUTH DEVELOPMENT AND SUPPORTING INITIATIVES THAT PROMOTE POSITIVE CHANGE.

AND WE'VE ACTUALLY BEEN PERFORMING FOR 11 YEARS.

IT ALL STARTED WITH, UM, MY SON BEING BULLIED WHEN HE WAS IN ELEMENTARY SCHOOL.

AND I MADE A PROMISE TO MYSELF AND TO MY KIDS, MY STUDENTS, THAT, UM, I WOULD NOT STOP UNTIL IT STOPPED.

AND, YOU KNOW, BEING IN THE WORLD THAT WE ARE IN TODAY, IT PROBABLY WILL NEVER STOP.

AND I CAN TELL YOU WE HAVE A BACKUP CONTRACT TO SELL THIS PROPERTY TO A NATIONAL DEVELOPER.

WE HAVE BEEN APPROVED FOR 38 39 HOUSES.

UH, THEY CAN TURN IT INTO THE PROFIT.

THE DEVELOPER HAS AGREED NOT TO DO THAT.

HE AGREED TO SELL IT TO THE COUNTY.

THE COUNTY HAD IT APPRAISED.

THE COUNTY CAME BACK TO US AND SAID, LISTEN, WE WANNA BUY IT, BUT WE WANNA BUY IT THROUGH A CERTAIN FUND AND WE DON'T HAVE IT.

$2.5 MILLION IN THE FUND.

AND SO AFTER DISCUSSION, THE CLIENT SAID, FINE, WE'LL DO THAT.

BUT YOU ALL AGREED TO TO DO IT.

SO ON A TIMELINE THAT WE WOULD CLOSE IT IN IN OCTOBER, AND THAT'S THE ONLY THING WE'RE ASKING YOU TO DO.

NOW, I UNDERSTAND THAT THE COUNTY'S HAD IT APPRAISED THE SECOND TIME.

AND THIS APPRAISAL COMES IN THIS, AND THIS APPRAISER APPRAISES THE PROPERTIES FOR OPEN LAND PURCHASES.

IT'S STILL MORE THAN WHAT IT, THE PURCHASE PRICE IS.

UH, BEFORE I SEEK A MOTION ON THAT, I WOULD LIKE TO MAKE SOME COMMENTS.

UH, WE HAVE RECENTLY PASSED AN ORDINANCE CREATING A GREEN SPACE COMMITTEE CHARGED WITH EVALUATING LAND PURCHASES WHEREIN BUFORT COUNTY CONTEMPLATES BEING A PRINCIPLE OR A PARTNER IN WHAT IS ESSENTIALLY A CONSERVATION EFFORT THAT WILL ASSIST IN SMART GROWTH MANAGEMENT.

PRESENTLY, IT IS THE ONLY SUCH EFFORT ONGOING IN THE STATE OF SOUTH CAROLINA.

I WOULD LIKE TO PROPOSE HERE TONIGHT THAT THE MATTER PRESENTLY UNDER CONSIDERATION BE REFERRED TO THE GREEN SPACE COMMITTEE FOR AN EVALUATION OF THE SUITABILITY OF PURCHASING 34 ULMA ROAD AND THE USES POSSIBLE IF BUFORT COUNTY WOULD BECOME A FULL OR COLLABORATING STEWARD OF THAT LAND.

I WOULD LIKE TO HAVE THE PROSPECTIVE SELLER APPLY TO THE GREEN SPACE COMMITTEE FOR THE LAND TO BE EVALUATED.

ACCORDING TO THE QUALIFICATIONS THAT WERE ESTABLISHED FOR PURCHASE OF LAND WITHIN THE GREEN SPACE PROGRAM.

IT MAKES NO MATTER TO ME WHETHER WE USE GREEN SPACE MONEY OR NOT.

MY GOAL IS TO HAVE THE SELLER OF THE LAND MAKE APPLICATION TO THE COMMITTEE SO THEY CAN USE THE EVALUATION METHODS THEY HAVE ESTABLISHED TO DECIDE WHETHER THE LAND IS SUITABLE FOR PURCHASE AND WHAT THE LAND CAN BE USED FOR.

SO I'M ASKING YOU TONIGHT, MEMBERS OF THIS DELIBERATIVE BODY TO DEFER THIRD READING UNTIL WE HAVE ALL THE QUESTIONS ANSWERED THAT WE NEED TO HAVE ANSWERED WITH REGARD TO THIS PARTICULAR PURCHASE.

AND AT THE REQUEST OF THE CHAIRMAN, THE QUESTION WAS ASKED, COULD GREEN SPACE PLAY A ROLE AS A RESOURCE IN THIS MM-HMM.

AND THE ANSWER, WHAT I THINK THAT I'VE OFFERED AND WAS, UH, WITH ONE TWEAK TO MY RECOMMENDATION TO YOU EARLIER IS THE COUNTY CAN BE THE APPLICANT TO GREEN SPACE FOR THE ACQUISITION OF THIS PROPERTY.

WE HAVE A PROCESS IN PLACE THAT YOU AFFIRMED UNDER THIRD READING ON SEPTEMBER 25TH, I BELIEVE.

AND WE WILL, UH, APPLICATIONS ARE NOW, UH, THE PRE-APPLICATION PROCESS IS UNDERGOING EVALUATION.

NOW APPLICATIONS ARE ACCEPTED ALL THE WAY THROUGH THE END OF OCTOBER.

SO THEY GOT A COUPLE WEEKS THAT IT, THE COUNTY COULD PUT AN APPLICATION IN FOR REVIEW BY THE GREEN SPACE COMMITTEE, WHICH THEN WOULD BRING BACK A RECOMMENDATION TO COUNCIL MOVING FORWARD IN THAT IT CAN BE AN EVALUATION ON WHAT FUNDING MIGHT BE AVAILABLE, EITHER WITHIN GREEN SPACE ITSELF OR OTHER FUNDING THAT MIGHT BE AVAILABLE OUTSIDE GREEN SPACE ON THAT.

WOULD THERE, MR. CHAIRMAN? NO, GO AHEAD.

WOULD THERE BE A CONSERVATION APPRAISAL DONE? I BELIEVE THAT WAS DISCUSSED.

THAT THAT HADN'T HAPPENED YET.

YEAH, SO I HAVE NOT SEEN ALL OF THE DATA, BUT I UNDERSTAND ANOTHER APPRAISAL WAS DONE.

THAT'S SOMETHING CERTAINLY THAT COULD BE SUBMITTED.

I THINK IT WOULD BE MY INITIAL THOUGHT THAT GREEN SPACE WOULD PROBABLY WANNA REVIEW THAT APPRAISAL BECAUSE PART OF THAT APPLICATION PROCESS IS GONNA HAVE A LOT OF THAT DETAIL COME.

AND SINCE IT WOULD BE A COUNTY ACQUISITION, WHICH IS FULLY QUALIFIED UNDER YOUR ORDINANCE, THEN THERE'LL BE SOME DILIGENCE THAT WE'LL COME BACK AND ASK FOR.

I DON'T KNOW THAT WE WOULD REQUIRE A NEW APPRAISAL ON THAT, BUT THAT'S PART OF THE DUE DILIGENCE THAT WE WOULD COME BACK TO COUNCIL WITH ON THAT.

NOT EVERY REAL ESTATE TRANSACTION, BUT FOR CONSERVATION, FOR PASSIVE PARK, PARK, RECREATIONAL WILDLIFE MANAGEMENT, ET CETERA.

THAT'S THE MODEL THAT WE'VE DONE.

AND THIS IS WHAT I BELIEVE THE COUNTY WAS LOOKING FOR.

UM, AND I LOOK AT THAT AND SAY, OKAY, 10 ACRES, WHAT COULD YOU DO? AND I, WE JUST WATCHED THE WALK GO IN ON BURTON CHURCH ROAD.

SO I'M, I'M CONFIDENT THAT WE COULD JUST DO, KIND OF MAKE THIS PROCESS AS EFFICIENT AS, AS ONE CAN AND COME BACK WITH A GENUINE RECOMMENDATION.

I WANNA START OUT BY SAYING THAT THE PUBLIC SERVICE, WHICH RUNS BETWEEN BUCKINGHAM LANDING AND BLUFFTON TO MELROSE LANDING ON DUSKY IS A CRITICAL SERVICE FOR ALL ISLANDERS.

THE FERRY IS THE WAY IN WHICH THE ISLANDERS ACCESS HEALTHCARE, EMERGENCY SERVICES, FOOD, OBTAIN OTHER BASIC SERVICES FOR MY FAMILY IS THE WAY WE GET BACK AND FORTH TO THE ISLAND TO RUN OUR BUSINESSES.

I SENT EMAILS SOME MONTHS AGO TO BEAUFORT COUNTY TO LET YOU ALL KNOW THAT HAGUE POINT, THE PRIVATE BUSINESS WHO OPERATES THE DUSKY ISLAND SERVICE, WAS INCREASING THEIR PARKING FEES AT BUCKINGHAM LANDING.

THIS CAUSED A HARDSHIP FOR SOME DUSKY ISLAND RESIDENTS WHEN FEES WENT FROM $50 A MONTH TO A HIGH OF $175 PER MONTH, PAYABLE FOR SIX MONTHS IN ADVANCE.

WOW.

NOT BEING ABLE TO AFFORD THAT INCREASE.

SOME RESIDENTS WERE FORCED TO EITHER SELL THEIR CARS OR MAKE DIFFICULT DECISIONS ABOUT PAYING PARKING FEES IN LIEU OF FOOD AND OTHER BILLS.

WHITESTONE CEO TIM PITCHER PRESENTED HIS PLAN TO BEGIN CHARGING RESIDENTS FOR PARKING AT MELROSE LANDING ON THE OTHER SIDE.
