UM, THERE'S SOMETHING CALLED THE COMMUNITY RATING SYSTEM.
YOU CAN GET A CREDIT AS A COMMUNITY FOR HAVING STAFF MEMBER FOR MEMBERS WITH THE CERTIFICATION, AND THAT CONTRIBUTES TO COST SAVINGS FOR FLOOD INSURANCE POLICIES.
THIS IS, THIS IS A ABOVE AND BEYOND JUST A CERTIFICATION.
THAT'S ACTUALLY HELPS THE COMMUNITY GOOD FOR HIM AND CONGRATS TO ALL OF HIS HARD WORK AND SUCCESS.

THE REACCREDITATION AWARD FROM THE COMMISSION ON FIRE ACCREDITATION INTERNATIONAL THAT WAS PRESENTED TO US ON MARCH 23RD IN ORLANDO, FLORIDA.
THE AWARD REPRESENTS HUNDREDS OF PERSONNEL HOURS, MANY DURING THE PANDEMIC THAT REQUIRED US TO DOCUMENT THAT OUR DEPARTMENT MEETS 250 INDIVIDUAL PERFORMANCE INDICATORS AND 43 CRITERIA OVER 11 CATEGORIES.
THE PROCESS IDENTIFIES THAT OUR DEPARTMENT MEETS BEST PRACTICES AND STANDARDS FOR FIRE AND EMERGENCY SERVICES ORGANIZATIONS.
AND THE PROCESS INVOLVES MANY OF OUR STAFF, UM, DOCUMENTING OUR INTERNAL PROCESSES, POLICIES AND PROCEDURES THAT DEMONSTRATE OUR COMPLIANCE WITH THE PERFORMANCE INDICATORS.
IT ALSO INVOLVED A REVIEW OF OUR STRATEGIC PLAN, OUR COMMUNITY RISK ASSESSMENT, OUR STANDARD AND OUR STANDARD OF COVER DOCUMENT, WHICH DEFINES OUR STAFFING MODEL AND RESPONSE PROCEDURES.
ALL THESE DOCUMENTS HAVE BEEN PRESENTED TO YOU AT TOWN COUNCIL.
OVER THE LAST FEW YEARS, OUR DOCUMENTATION IS THEN SUBMITTED TO AN OUTSIDE PEER ASSESSMENT TEAM OF PROFESSIONALS THAT EVALUATE OUR DOCUMENTS AGAINST THE COMMISSION STANDARDS.
THE NEXT STEP, THE PEER TEAM COMES ONSITE TO MAKE A FOUR DAY VISIT AND VALIDATE AND VERIFY THAT OUR DOCUMENTATION IS APPROPRIATE AND ADDRESSES ANY QUESTIONS OR GAPS THEY SEE IN OUR DOCUMENTATION.
THE PEER TEAM THEN MAKES A RECOMMENDATION TO THE COMMISSION ON ACCREDITATION.
AND AS I MENTIONED, FINALLY, OUR TEAM ATTENDED A HEARING ON MARCH 23RD IN FRONT OF THE COMMISSION TO ANSWER THEIR QUESTIONS.
AND THIS GROUP IS MADE UP OF A CROSS SECTION OF FIRE SERVICE AND COMMUNITY MANAGERS AND COUNTY LEADERS, UM, THAT ARE ALLOWED TO REVIEW THE DOCUMENTS AND THEN MAKE A FINAL, UH, REFER FINAL QUESTIONS TO US BEFORE THEY MAKE THEIR VOTE.
THE POT, THE PROCESS CHALLENGES, EMERGENCY SERVICE ORGANIZATIONS TO PLAN ESTABLISHED PERFORMANCE BENCHMARKS, TO MEASURE PERFORMANCE, APPRAISE PROGRAMS AND EVALUATE OUTPUTS AND OUTCOMES.
THE PROCESS ALSO REQUIRES DEPARTMENTS TO IDENTIFY GAPS IN PERFORMANCE SO THAT CONTINUOUS IMPROVEMENT GOALS CAN BE DEVELOPED.
THAT WILL CHALLENGE THE DEPARTMENT TO PROVIDE BETTER SERVICE TO THE COMMUNITY AND THE BUYER IN A VARIETY OF OUR PROGRAMS AND SERVICES.
I WANT TO TAKE THIS TIME TO THANK ALL MEMBERS OF THE STAFF THAT HELPED WITH THIS.
IT WAS A CHALLENGING AND STRESSFUL TIME AND, UH, THEY STUCK WITH IT AND, AND WERE, UM, VERY PROFESSIONAL.
IT ALSO REQUIRES AS FAR AS OUR STAFF GOES RE TO EVALUATE ALL AREAS THAT WE PROVIDE SERVICE, FIRE PREVENTION, FIRE INVESTIGATIONS, EMERGENCY RESPONSE, EVERYTHING WE DO, COMMUNITY PROGRAMS. IT REQUIRES US TO DRILL DOWN AND LOOK AT THE, THOSE PROGRAMS FOR IMPROVEMENT.
YOU KNOW WHAT I'M STANDING WITH ME TODAY, DEPUTY CHIEF PFISTER DEPUTY G BLANKENSHIP AND CHRISTOPHER OSTERMAN.
MOST OF YOU WERE AT THE AWARDS THE OTHER NIGHT, I CALLED OUT SENIOR FIRE INSPECTOR, CHRISTOPHER OSTERMAN.
HE'S OUR ACCREDITATION MANAGER.
HE STEPPED INTO THE ROLE ABOUT SIX MONTHS BEFORE ALL OF OUR DOCUMENTATION WERE DUE AND HE LED THE PROCESS VERY PROFESSIONALLY AND SOME DEPARTMENTS, OUR SIDE, THE, OUR SIZE, THE ACCREDITATION MANAGER IS A FULL-TIME JOB IN OTHER DEPARTMENTS.
THEY DO HAVE ACCREDITATION, HALF SOMETHING ELSE IN OUR DEPARTMENT.
IT'S OTHER DUTIES AS ASSIGNED.
SO WE APPRECIATE EVERYTHING HE DID.
AND I DIDN'T MENTION IT THE OTHER NIGHT, IN ADDITION TO GETTING US READY TO, UH, COMPLETE ACCREDITATION.
HE WAS, UH, PLANNING A WEDDING THAT WAS COMPLETED IN EARLY MARCH, AND HE BOUGHT A HOUSE.
HE CLOSED ON HIS HOUSE THE DAY AFTER OUR HEARING IN FLORIDA.

YOU COULD JUST FEEL IT THROUGHOUT THE ROOM AND EVERYONE THAT HAD THE OPPORTUNITY TO OBSERVE THAT SAW THAT FRIED AND THAT PROFESSIONALISM.
AND THEN I CAN SAY, I GOT TO ENJOY SOME OF THAT PROFESSIONALISM LYING FACE DOWN IN THE PARKING LOT, ABOUT 20 MINUTES AFTER THE MEETING WAS OVER.
SO I WAS, IF YOU'RE GOING TO TAKE A FALL, DO IT IN A ROOM OF ABOUT 21ST RESPONDERS, CAUSE I'LL TAKE CARE OF YOU AND THEY DID.

AND I JUST WANTED TO SAY, UM, CONGRATULATIONS TO ALL THOSE WHO HAVE PARTICIPATED.
THE ART WAS PHENOMENAL, ALL DIFFERENT TYPES OF MEDIUMS AND STYLES, AND I WAS TREMENDOUSLY IMPRESSED AND NEXT TIME IT COMES AROUND, I RECOMMEND IT TO EVERYONE.
UM, ALSO, UM, WE ALL, I BELIEVE MOST OF US ATTENDED THE 50TH YEAR ANNIVERSARY OF THE ART LEAGUE AND I WANTED TO CONGRATULATE THEM PUBLICLY, UH, THAT AS WELL.
AND THEN I JUST WANTED, IF I MAY JUST STILL LIKE TWO MINUTES, HOPEFULLY THREE MINUTES.
UM, I MENTIONED DURING THE EARLIER MEETING, UM, SOMETHING, WHEN WE WERE TALKING ABOUT THE 2 78 CORRIDOR IN OUR, OUR BRIDGE AND IT WAS, IT WAS SOMETHING THAT I BECAME VERY SENSITIVE TODAY TO, AS THIS MORNING, I SPENT, UM, A FEW HOURS WITH OUR GRANDDAUGHTERS ARE HERE, I'M OUT DOING SOME, SOME FUN THINGS ON HILTON HEAD SO THAT THEY COULD CONTINUE THEIR EARLY EXPERIENCES ON WHAT MAKES HILTON HEAD, THE PLACE THAT HILTON HEAD IS THAT BROUGHT US ALL HERE.
THAT'S KEPT US ALL HERE AND KEEPS MANY, MANY COMING STILL.
AND AS WE WERE DOING ALL OF THESE WONDERFUL THINGS, RIDING PONIES AND FEEDING HORSES AND HAVING ICE CREAM, AND ANYWAY, IT WAS A BUSY MORNING.
UM, WHAT I REALIZED IS IT'S REALLY ALL ABOUT THEM.
WE LOOK AT IT AS WE SIT IN A ROOM AND WE TALK ABOUT THE NUMBERS AND WE TALK ABOUT THE COSTS AND WE TALK ABOUT THE LEVEL OF SERVICE.
AND WE TALK ABOUT ALL OF THESE THINGS, MANY OF WHICH WE HOPE, AND WE'RE LOOKING STILL FOR THE ANSWERS TO IF THEY HAVE ANY VALUE ADDED TO OUR TOWN.
AND IF THEY DO WHAT IS THE COST TO THE TOWN ULTIMATELY.
AND I THINK WHEN YOU START TO LOOK THROUGH IT THROUGH THE PRISM OF THAT FUTURE OF THOSE NEXT GENERATIONS COMING IN AND WHAT THOSE EXPERIENCES WILL BE, YOU START TO GET A DIFFERENT PERSPECTIVE ON IT.
WE CAN'T LOSE SIGHT OF THE FACT THAT WHILE WE WANT TO ACCOMPLISH AN AWFUL LOT WITH A BIG BRIDGE AND LOTS OF CARS COMING ONTO THE ISLAND, WHAT DO WE SACRIFICE? AND THE SACRIFICES REALLY TO THAT FUTURE, TO THOSE CHILDREN WHO ARE COMING HERE, WHO GETS TO GROW UP HERE YEAR AFTER YEAR, WHO BECOME OUR FUTURE RESIDENTS.
AND SO I JUST WANTED TO PUT AN EMPHASIS ON THAT BECAUSE AS LONG AS WE HOLD THAT IN OUR MINDS, WHAT'S REALLY IMPORTANT.
THEN WE CAN SEE A LITTLE BIT MORE OBJECTIVELY WHETHER OR NOT THERE'S ANY TRUE VALUE ADDED TO THE COMMUNITY.

I THINK MOST OF US KNOW IS THE ORGANIZATION THAT IS RESPONSIBLE FOR OVERALL TRAFFIC PLANNING AND HIGHWAY PLANNING AND REALLY TRANSPORTATION PLANNING THROUGHOUT THE COUNTY.
UM, AND WE ARE RIGHT NOW IN THE PROCESS OF ADOPTING A 20, 45 LONG RANGE PLAN, AND THAT TAKES INTO ACCOUNT THE NEEDS

AND REQUESTS OF VARIOUS MUNICIPALITIES AND FROM OUR GREAT INTEREST, A LOT OF ATTENTION IS BEING PLACED ON THE LIST OF PROJECTS THAT WERE SUBMITTED BY THE TOWN.AND I THINK THAT MANY OF THE GOOD PROJECTS SUBMISSIVE SUBMITTED BY OUR PROFESSIONAL STAFF WILL BE PART OF THAT LONG RANGE PLAN.
