Report of the Town Manager] THANK YOU VERY MUCH. REPORT TO THE TOWN MANAGER. YES, SIR. HOW ARE YOU? GREAT, GOOD AFTERNOON TO THE PUBLIC. I HAVE A FEW THINGS I'LL REALLY STACK RELATED. OPERATIONAL, NOT BIEBER. IT'S PROBABLY HARD AT WORK OR ON THE FLIP PLANE SOMEWHERE BECAUSE HE IS NOW HE'S A SENIOR PLANNER IS DOING SUCH A FABULOUS JOB. UM, HE WAS JUST CERTIFIED AS A FLOOD PLAIN MANAGER. WHY IS THAT IMPORTANT? WELL, HE PASSED THE EXAM ON MARCH 13TH, BUT IT SHOWS PROFESSIONAL COMPETENCE IN FLOOD, PLAIN MANAGEMENT. UM, THERE'S SOMETHING CALLED THE COMMUNITY RATING SYSTEM. YOU CAN GET A CREDIT AS A COMMUNITY FOR HAVING STAFF MEMBER FOR MEMBERS WITH THE CERTIFICATION, AND THAT CONTRIBUTES TO COST SAVINGS FOR FLOOD INSURANCE POLICIES. CONGRATS TO BRIAN. THIS IS, THIS IS A ABOVE AND BEYOND JUST A CERTIFICATION. THAT'S ACTUALLY HELPS THE COMMUNITY GOOD FOR HIM AND CONGRATS TO ALL OF HIS HARD WORK AND SUCCESS. UM, HARRIET TUBMAN WAY, YOU RECEIVED AN EMAIL AND YOU PROBABLY ALSO RECEIVED, UH, A MEDIA RELEASE, THE 200 ANNIVERSARY OF HARRIET TUBMAN'S BIRTHDAY TO HONOR A SIGNIFICANT ROLE. SHE PLAYED IN OUR LOCAL DISTRICT. UM, THE, THE ROAD AT MITCHELLVILLE, FREEDOM PARK IS HARRIET TUBMAN WAY, AND THIS WAS A COLLECTIVE EFFORT AND DEFINITELY LED BY OUR FRIENDS AT MITCHELLVILLE. AND IF JAMIE LOCK COMES IN THE ROOM, YES, AGAIN, HI JAMIE. WELL, UH, BITTERSWEET, UM, MUCH MORE BITTER SWEET BECAUSE YOU'RE HAPPY AND THEN KNOW YOU'RE LEAVING TO JOIN THE TOWN OF, OR THE CITY OF CLEARWATER, FLORIDA, WHERE SOME, SOME FAMILY IS BRINGING YOU. UH, BUT JAMIE'S LAST DAYS ON APRIL EIGHT. AND YOU MENTIONED THAT QUICKLY LAST MEETING, BUT I WANTED TO TAKE A MOMENT TO THANK YOU PERSONALLY. JAMIE HAS WORKED HERE SINCE OH FOUR AND THAT'S ACTUALLY AROUND THE SAME TIME THAT I MET JAMIE IN OUR CAREERS, UH, CROSS NOT LONG AGO. WE'VE ALWAYS DONE SUCH A FABULOUS JOB, NOT JUST HERE ON STAFF, BUT IN THE COMMUNITY. SO, SO PASSIONATE ABOUT WORKFORCE HOUSING. SO PASSIONATE ABOUT THE COMMUNITY. DEFINITELY VERY INVOLVED IN THE BELLY GEECHEE CULTURE PRESERVATION PROJECT, AND I COULD GO ON AND ON, BUT YOUR LAST DAY IS COMING UP. SO I'LL STOP. THANK YOU. AND BEST WISHES WISHES TO YOU. AND I KNOW WE'LL SEE YOU A LOT BEFORE YOU LEAVE AND CLEAR WITH THE HOME OF THE PHILADELPHIA PHILLIES SPRING TRAINING. [00:05:02] UH, I WAS ALSO VERY HONORED AND VERY, UM, MOVED BY ATTENDING THIS PAST SATURDAY'S FIRE RESCUE OR THE PROMOTION CEREMONY FOR FIRE RESCUE DEPARTMENT, MANY PROMOTED, MANY RECOGNIZED, SO MANY PAISLEY MEMBERS, UM, PRESENT CHIEF. WE APPRECIATE YOU SO MUCH. WE APPRECIATE EVERYBODY YOU'RE STANDING WITH AND YOUR ENTIRE DEPARTMENT, UM, THOSE SPORES, THOSE CIVILIANS AND THE FAMILIES THAT SUPPORT THEM. SO, UM, FABULOUS EVENT. AND I THINK THAT JUST REALLY TEES UP THE NEXT BUILDING. THE HAND ISLAND FIRE RESCUE WAS AWARDED THE INTERNATIONAL REACCREDITATION STATUS. IT'S MOST SURPRISE TO US. UM, THE DEPARTMENT AND THE ORGANIZATION HAS BEEN ACCREDITED FIVE TIMES IN THE LAST 20 YEARS. UM, STARTING ALL THE WAY BACK TO 20 OR 2002. SO WITH THAT, PERHAPS CALL CHIEF UP. UM, SAY IF YOU THINGS, AS I KNOW YOU WILL ABOVE THE REACCREDITATION AND THE SIGNIFICANCE OF THAT TO FIRE RESCUE AS WELL AS THE COMMUNITY, CERTAINLY. OH, AM I READING IT NOW? NOW WE'VE GOT YOU COVERED ON THAT. THAT'S THE HARDWARE FOR PRESENTING THE HARDWARE AFTER ALL THESE MONTHS AND YEARS ACTUALLY. SO GOOD AFTERNOON, MAYOR TOWN, COUNCIL, TOWN MANAGER, I'M PLEASED TO PRESENT TO YOU TODAY. THE REACCREDITATION AWARD FROM THE COMMISSION ON FIRE ACCREDITATION INTERNATIONAL THAT WAS PRESENTED TO US ON MARCH 23RD IN ORLANDO, FLORIDA. THE AWARD REPRESENTS HUNDREDS OF PERSONNEL HOURS, MANY DURING THE PANDEMIC THAT REQUIRED US TO DOCUMENT THAT OUR DEPARTMENT MEETS 250 INDIVIDUAL PERFORMANCE INDICATORS AND 43 CRITERIA OVER 11 CATEGORIES. THE PROCESS IDENTIFIES THAT OUR DEPARTMENT MEETS BEST PRACTICES AND STANDARDS FOR FIRE AND EMERGENCY SERVICES ORGANIZATIONS. AND THE PROCESS INVOLVES MANY OF OUR STAFF, UM, DOCUMENTING OUR INTERNAL PROCESSES, POLICIES AND PROCEDURES THAT DEMONSTRATE OUR COMPLIANCE WITH THE PERFORMANCE INDICATORS. IT ALSO INVOLVED A REVIEW OF OUR STRATEGIC PLAN, OUR COMMUNITY RISK ASSESSMENT, OUR STANDARD AND OUR STANDARD OF COVER DOCUMENT, WHICH DEFINES OUR STAFFING MODEL AND RESPONSE PROCEDURES. ALL THESE DOCUMENTS HAVE BEEN PRESENTED TO YOU AT TOWN COUNCIL. OVER THE LAST FEW YEARS, OUR DOCUMENTATION IS THEN SUBMITTED TO AN OUTSIDE PEER ASSESSMENT TEAM OF PROFESSIONALS THAT EVALUATE OUR DOCUMENTS AGAINST THE COMMISSION STANDARDS. THE NEXT STEP, THE PEER TEAM COMES ONSITE TO MAKE A FOUR DAY VISIT AND VALIDATE AND VERIFY THAT OUR DOCUMENTATION IS APPROPRIATE AND ADDRESSES ANY QUESTIONS OR GAPS THEY SEE IN OUR DOCUMENTATION. THE PEER TEAM THEN MAKES A RECOMMENDATION TO THE COMMISSION ON ACCREDITATION. AND AS I MENTIONED, FINALLY, OUR TEAM ATTENDED A HEARING ON MARCH 23RD IN FRONT OF THE COMMISSION TO ANSWER THEIR QUESTIONS. AND THIS GROUP IS MADE UP OF A CROSS SECTION OF FIRE SERVICE AND COMMUNITY MANAGERS AND COUNTY LEADERS, UM, THAT ARE ALLOWED TO REVIEW THE DOCUMENTS AND THEN MAKE A FINAL, UH, REFER FINAL QUESTIONS TO US BEFORE THEY MAKE THEIR VOTE. THE POT, THE PROCESS CHALLENGES, EMERGENCY SERVICE ORGANIZATIONS TO PLAN ESTABLISHED PERFORMANCE BENCHMARKS, TO MEASURE PERFORMANCE, APPRAISE PROGRAMS AND EVALUATE OUTPUTS AND OUTCOMES. THE PROCESS ALSO REQUIRES DEPARTMENTS TO IDENTIFY GAPS IN PERFORMANCE SO THAT CONTINUOUS IMPROVEMENT GOALS CAN BE DEVELOPED. THAT WILL CHALLENGE THE DEPARTMENT TO PROVIDE BETTER SERVICE TO THE COMMUNITY AND THE BUYER IN A VARIETY OF OUR PROGRAMS AND SERVICES. I WANT TO TAKE THIS TIME TO THANK ALL MEMBERS OF THE STAFF THAT HELPED WITH THIS. IT WAS A CHALLENGING AND STRESSFUL TIME AND, UH, THEY STUCK WITH IT AND, AND WERE, UM, VERY PROFESSIONAL. WHAT WE'D DONE. IT ALSO REQUIRES AS FAR AS OUR STAFF GOES RE TO EVALUATE ALL AREAS THAT WE PROVIDE SERVICE, FIRE PREVENTION, FIRE INVESTIGATIONS, EMERGENCY RESPONSE, EVERYTHING WE DO, COMMUNITY PROGRAMS. IT REQUIRES US TO DRILL DOWN AND LOOK AT THE, THOSE PROGRAMS FOR IMPROVEMENT. YOU KNOW WHAT I'M STANDING WITH ME TODAY, DEPUTY CHIEF PFISTER DEPUTY G BLANKENSHIP AND CHRISTOPHER OSTERMAN. MOST OF YOU WERE AT THE AWARDS THE OTHER NIGHT, I CALLED OUT SENIOR FIRE INSPECTOR, CHRISTOPHER OSTERMAN. HE'S OUR ACCREDITATION MANAGER. HE STEPPED INTO THE ROLE ABOUT SIX MONTHS BEFORE ALL OF OUR DOCUMENTATION WERE DUE AND HE LED THE PROCESS VERY PROFESSIONALLY AND SOME DEPARTMENTS, OUR SIDE, THE, OUR SIZE, THE ACCREDITATION MANAGER IS A FULL-TIME JOB IN OTHER DEPARTMENTS. IT'S A HALF-TIME POSITION. THEY DO HAVE ACCREDITATION, HALF SOMETHING ELSE IN OUR DEPARTMENT. IT'S OTHER DUTIES AS ASSIGNED. SO WE APPRECIATE EVERYTHING HE DID. AND I DIDN'T MENTION IT THE OTHER NIGHT, IN ADDITION TO GETTING US READY TO, UH, COMPLETE ACCREDITATION. HE WAS, UH, PLANNING A WEDDING THAT WAS COMPLETED IN EARLY MARCH, AND HE BOUGHT A HOUSE. HE CLOSED ON HIS HOUSE THE DAY AFTER OUR HEARING IN FLORIDA. SO I APPRECIATE [00:10:01] EVERYTHING JUST FOR DID HE REALLY STEPPED UP? SO FINALLY I WANT TO THANK ALL OF TOWN COUNCIL AND, AND FOUND MANAGER FOR YOUR SUPPORT. YOU MAKE THIS POSSIBLE FOR US TO CONTINUE TO STRIVE TO SERVE THE COMMUNITY VERY WELL. SO THIS AWARD WILL BE HUNG OUT IN THE LOBBY TO REPLACE THE, THE LAST ONE. THANK YOU. CHIEF LAWYER WAS A WONDERFUL EVENT SATURDAY NIGHT. UH, WE ONLY HAD ONE CASUAL THING ON THE COUNTY, BUT WE ALWAYS, WE DID. OH YEAH. MR. MAYOR, I FEEL LIKE I HAVE TO MAKE A COMMENT. FIRST OF ALL, I WANT TO SAY THAT THE PRIDE THAT WAS SHOWN IN THIS PROFESSIONAL ORGANIZATION WAS JUST STUPENDOUS. YOU COULD JUST FEEL IT THROUGHOUT THE ROOM AND EVERYONE THAT HAD THE OPPORTUNITY TO OBSERVE THAT SAW THAT FRIED AND THAT PROFESSIONALISM. AND THEN I CAN SAY, I GOT TO ENJOY SOME OF THAT PROFESSIONALISM LYING FACE DOWN IN THE PARKING LOT, ABOUT 20 MINUTES AFTER THE MEETING WAS OVER. SO I WAS, IF YOU'RE GOING TO TAKE A FALL, DO IT IN A ROOM OF ABOUT 21ST RESPONDERS, CAUSE I'LL TAKE CARE OF YOU AND THEY DID. THANK YOU VERY MUCH. THANK YOU. THANK YOU VERY [9. Reports of the Members of the Town Council] MUCH. OUR REPORTS, THE MEMBERS OF THE TOWN COUNCIL, ANY GENERAL REPORTS? YES MA'AM. UM, THANK YOU. SO A COUPLE OF THINGS, UM, ONE IS NOT TOO LONG AGO. IT MIGHT BE THREE WEEKS OR SO AT THIS POINT, BUT I, UM, ATTENDED THE FIRST DANIEL, UH, BUFORD COUNTY HIGH SCHOOL ART, UM, EXHIBIT OVER AT HONEY HORN. AND I JUST WANTED TO SAY, UM, CONGRATULATIONS TO ALL THOSE WHO HAVE PARTICIPATED. THE ART WAS PHENOMENAL, ALL DIFFERENT TYPES OF MEDIUMS AND STYLES, AND I WAS TREMENDOUSLY IMPRESSED AND NEXT TIME IT COMES AROUND, I RECOMMEND IT TO EVERYONE. UM, ALSO, UM, WE ALL, I BELIEVE MOST OF US ATTENDED THE 50TH YEAR ANNIVERSARY OF THE ART LEAGUE AND I WANTED TO CONGRATULATE THEM PUBLICLY, UH, THAT AS WELL. AND THEN I JUST WANTED, IF I MAY JUST STILL LIKE TWO MINUTES, HOPEFULLY THREE MINUTES. UM, I MENTIONED DURING THE EARLIER MEETING, UM, SOMETHING, WHEN WE WERE TALKING ABOUT THE 2 78 CORRIDOR IN OUR, OUR BRIDGE AND IT WAS, IT WAS SOMETHING THAT I BECAME VERY SENSITIVE TODAY TO, AS THIS MORNING, I SPENT, UM, A FEW HOURS WITH OUR GRANDDAUGHTERS ARE HERE, I'M OUT DOING SOME, SOME FUN THINGS ON HILTON HEAD SO THAT THEY COULD CONTINUE THEIR EARLY EXPERIENCES ON WHAT MAKES HILTON HEAD, THE PLACE THAT HILTON HEAD IS THAT BROUGHT US ALL HERE. THAT'S KEPT US ALL HERE AND KEEPS MANY, MANY COMING STILL. AND AS WE WERE DOING ALL OF THESE WONDERFUL THINGS, RIDING PONIES AND FEEDING HORSES AND HAVING ICE CREAM, AND ANYWAY, IT WAS A BUSY MORNING. UM, WHAT I REALIZED IS IT'S REALLY ALL ABOUT THEM. IT'S REALLY ABOUT THE FUTURE. WE LOOK AT IT AS WE SIT IN A ROOM AND WE TALK ABOUT THE NUMBERS AND WE TALK ABOUT THE COSTS AND WE TALK ABOUT THE LEVEL OF SERVICE. AND WE TALK ABOUT ALL OF THESE THINGS, MANY OF WHICH WE HOPE, AND WE'RE LOOKING STILL FOR THE ANSWERS TO IF THEY HAVE ANY VALUE ADDED TO OUR TOWN. AND IF THEY DO WHAT IS THE COST TO THE TOWN ULTIMATELY. AND I THINK WHEN YOU START TO LOOK THROUGH IT THROUGH THE PRISM OF THAT FUTURE OF THOSE NEXT GENERATIONS COMING IN AND WHAT THOSE EXPERIENCES WILL BE, YOU START TO GET A DIFFERENT PERSPECTIVE ON IT. WE CAN'T LOSE SIGHT OF THE FACT THAT WHILE WE WANT TO ACCOMPLISH AN AWFUL LOT WITH A BIG BRIDGE AND LOTS OF CARS COMING ONTO THE ISLAND, WHAT DO WE SACRIFICE? AND THE SACRIFICES REALLY TO THAT FUTURE, TO THOSE CHILDREN WHO ARE COMING HERE, WHO GETS TO GROW UP HERE YEAR AFTER YEAR, WHO BECOME OUR FUTURE RESIDENTS. AND SO I JUST WANTED TO PUT AN EMPHASIS ON THAT BECAUSE AS LONG AS WE HOLD THAT IN OUR MINDS, WHAT'S REALLY IMPORTANT. THEN WE CAN SEE A LITTLE BIT MORE OBJECTIVELY WHETHER OR NOT THERE'S ANY TRUE VALUE ADDED TO THE COMMUNITY. AND SO THAT, WITH THAT, THAT'S MY THANK YOU, MR. STANFORD, LOCAL AREA TRANSPORTATION. YES, MAYOR, UH, LAST FRIDAY, UH, LATS HAD, IT'S A BI-MONTHLY MEETING LAST. I THINK MOST OF US KNOW IS THE ORGANIZATION THAT IS RESPONSIBLE FOR OVERALL TRAFFIC PLANNING AND HIGHWAY PLANNING AND REALLY TRANSPORTATION PLANNING THROUGHOUT THE COUNTY. UM, AND WE ARE RIGHT NOW IN THE PROCESS OF ADOPTING A 20, 45 LONG RANGE PLAN, AND THAT TAKES INTO ACCOUNT THE NEEDS [00:15:01] AND REQUESTS OF VARIOUS MUNICIPALITIES AND FROM OUR GREAT INTEREST, A LOT OF ATTENTION IS BEING PLACED ON THE LIST OF PROJECTS THAT WERE SUBMITTED BY THE TOWN. AND I THINK THAT MANY OF THE GOOD PROJECTS SUBMISSIVE SUBMITTED BY OUR PROFESSIONAL STAFF WILL BE PART OF THAT LONG RANGE PLAN. THANK YOU. THANK YOU. THE SPEC ON ANYTHING FOR THE LOW COUNTRY COUNCIL OF GOVERNMENTS. SO I'M RESPECTFULLY, I DO HAVE A REPORT AND AS I WAS GRABBING THOSE MATERIALS DROPPING OFF MY GRANDDAUGHTERS AND HEADING OVER HERE FOR THAT EARLY MEETING, I LEFT IT. SO I WOULD ASK THAT IF I MAY SUBMIT IT IN WRITING FOR THE RECORD AND OKAY, THANK YOU. I'LL CALL YOU AND SAY THE DOG ATE IT, BUT IT'S OKAY. NO WAY FOR THE LOW COUNTRY REGIONAL BOARD. YES. THANK YOU. JOHN. THE SILICO BOARD MET MARCH 27TH AND, UH, THE STRATEGIC PLANS FROM 30,000 FEET WERE PRESENTED BY THE TOWN OF BLUFFTON, THE CITY OF, UH, HARDY VILLE. AND WE WERE REPRESENTED AND PRESENTED BY, UH, JOSH GRUBER AND PRESENTED THE PRIORITIES AND THE TOWN OF HILTON HEAD STRATEGIC PLAN FROM ABOUT 30,000 FEET JOB. WELL DONE. THANKS JOSH. JUST THE LINUX AIRPORT ADVISORY BOARD. I MEAN MR. AMES, AMES AND NO REPORT THIS MONTH. THANK YOU MR. HAWKINS, COMMUNITY SERVICES. THANK YOU, MR. MAYOR, AT OUR LAST COMMUNITY SERVICE MEETING, WE HAD THE HONOR AND PRIVILEGE OF HAVING THE ANNUAL REPORT PRESENTED TO US BY FIRE AND RESCUE. AND AS YOU MIGHT EXPECT, IT WAS AN EXCELLENT REPORT. AND, UH, I THINK EVERY TIME I'VE HAD AN OPPORTUNITY TO REVIEW THEIR ANNUAL REPORT, IT'S ALWAYS EXCELLENT. SO A REAL JUUL OF THE ISLAND, UH, THE OTHER PRODUCTS OF OUR MEETING, UH, ARE REFLECTED IN THE CONSENT AGENDA. SO I'LL HOLD COMMENT TWO, WE THANK YOU. 11 A AND B WHAT? THE PUBLIC PLANNING COMMITTEE, MS. AMES. THANK YOU, MR. MAYOR. UH, THE PUBLIC PLANNING COMMITTEE MET MARCH 24TH AND DISCUSSED IN DETAIL AND IN LENGTH THE STREET, UH, SHORT-TERM RENTAL, UH, ORDINANCE. IT'S GOING TO COME BEFORE THE TOWN COUNCIL ON APRIL 19TH FOR THE COUNCIL'S REVIEW. THANK YOU, MR. LENNOX, F A UH, NO REPORT, MR. MAYOR. THE NEXT MEETING OF FNA IS APRIL 19TH AT 10 O'CLOCK. IT IS A ROBUST AGENDA. THANK YOU, SIR. [10. Appearance by Citizens] UH, CHRISTO, THE APPEARANCE BY CITIZENS. I MUST REMIND EVERYBODY TO GIVE THEIR NAME AND ADDRESS AND KEEP TWO TO THREE MINUTES AND YOU CAN NOT HAVE DIRECT INSULTS OR DIRECT CRITICISM ON A COUNCIL MEMBER UNLESS IT PERTAINS TO A SUBJECT. YOU CAN NO LONGER SAY THIS PERSON'S A CRIMINAL. THAT PERSON IS A CRIMINAL, OR I WILL TAKE AWAY YOUR PRIVILEGES FOR THE NEXT MEETING. I CAN DO THAT LEGALLY. SO WE'LL SEE WHAT HAPPENS. OKAY, KRISTA? YES. YES, SIR. UH, FIRST WE HAVE MR. BEAR, STEVE BEAR. IT WAS, IT TURNS OUT I'M BETTER AT POWERPOINT THAN BUILDING MY OWN HEARING AID. UM, THANK YOU VERY MUCH. UH, UP UNTIL ABOUT 30 MINUTES AGO, THIS 2 78 PROJECT WAS REALLY A TEXTBOOK EXAMPLE OF IGNORING SCIENCE AND CITIZENS. AND AS A RESULT ABOUT 8,000 PEOPLE NOW HAVE OBJECTED ON OUR PETITION AND IT KEEPS GROWING. UH, IF YOU LINE THEM UP, THAT'D BE A LINE ALMOST FIVE MILES LONG. UH, CITIZENS REALLY EXPECT CONGESTION RELIEF FROM MOSS, AMONGST OTHER THINGS, CONGESTION RELIEF FROM MOSS CREEK. THAT'S WHAT THE CROSS ISLAND AND TO GUMTREE, BUT THE SCOPE OF THE EXISTING PROJECT STOPS THE SPANISH WELLS, EVEN A BIG GAP THERE WITH NOTHING GOING ON AND THOSE MISSING PARTS CREATE COSTS AND ISSUES. FOR EXAMPLE, GOING WESTBOUND, THE TWO LANE CROSS ISLAND PARKWAY CONNECTS TO THE THREE LANE, ROUTE 2 78 VIA A ONE LANE BRIDGE AND MERGE. THAT'S NOT IN THE STUDY PLAN. IT'S NOT IN THE SED OT SCOPE, AND WE'RE GOING TO GET A NEW HOUSING PROJECT EXACTLY WHERE THAT CONVERGENCE OCCURS. NONE OF THAT IS IN THE PLAN. SO WE NEED TO KNOW THE THROUGHPUT AND COST OVER THE ACTUAL SCOPE OF OUR VARIOUS OPTIONS. AND NO ONE KNOWS THAT NOW WE DON'T HAVE A LIST OF OPTIONS WITH THE TOTAL THROUGHPUT. SO THE CROSS ISLAND AND, UM, AND 2 78, FOR ANY OF THOSE OPTIONS WHO PAYS THE EXTRA COSTS TO FIX THE PROBLEMS. IN ADDITION TO THOSE ALREADY DUMPED ON US TOWN TAXPAYERS, NO ONE KNOWS. WE MAY ALSO BE MISSING SOME OPPORTUNITIES. FOR EXAMPLE, THE PLAN OF SAE DLT, CALL THAT PART A THERE'S A HIDDEN AND MISSING SET OF PARTS, WHICH I'LL CALL PART B AND THEY CAN BE IDENTIFIED INCLUDING THE LINKS TO THE CROSS ISLAND AND, UH, AND LOCAL 2 78 PLUS SOME [00:20:01] OTHER MISSING PARTS. WHAT IF PLAN C IS BETTER THAN PART A PLUS PART B PUT TOGETHER AND THAT'S QUITE POSSIBLE. THERE'S SYNERGIES THAT WE'RE MISSING. WE WILL NEVER KNOW THAT IN THE PRESENT PLANS, IT TOOK 16 PAGES TO COVER ALL THE ISSUES WITH THIS PROJECT. AND SOME OTHERS HAVE POINTED OUT THINGS THAT I MISSED ANY UNIVERSITY WOULD POINT OUT THOSE PROBLEMS. AND THAT'S WHY I THINK THE SCOPE OF WORK THAT WE HAD A COUPLE OF YEARS AGO WAS GUTTED. UH, CITIZENS DON'T REALLY TRUST THAT OLD SCOPE OF WORK. AND THOSE STUDIES, I THINK FK, KST K S K DID TERRIFIC WORK FOR THE SCOPE THEY WERE GIVEN, BUT IT WASN'T LARGE ENOUGH. IT WON'T SOLVE OUR PROBLEMS AND DOESN'T REPRESENT CITIZENS' VIEWS. WHEN WE BUY A HOUSE, WE GET INDEPENDENT INSPECTION. WHY ARE WE BUYING AN INCOMPLETE LEMON NOW, WHICH IS THIS PROJECT WITHOUT THAT, UH, UP UNTIL A FEW MINUTES AGO, WE WERE BEING PUSHED INTO, UH, GIVING A BLANK CHECK FOR AN INCOMPLETE PLAN WITH INSUFFICIENT DATA MONTHS BEFORE WE HAVE TO GIVE THAT SIGNATURE, UH, THAT GIVES AWAY MILLIONS OF DOLLARS FOR OUR LAND DESTROYS OUR LEVERAGE. AND WE REALLY GOT NO GAIN. THE FUNDING DEADLINE IS ALSO MANUFACTURED AS SENATOR DAVIS MENTIONED, OTHER COUNTIES ROUTINELY GETTING, UH, EXTENSIONS. THERE IS TIME NOW AS SENATOR DAVIS JUST MENTIONED TO DO THE PROPER DUE DILIGENCE IN PARALLEL WITH THE FEDERAL REVIEW. WE HAVE THAT TIME AND SENATOR DAVIS MENTIONED THE FUNDS TO DO IT. PLEASE, PLEASE, PLEASE PROPOSE POSTPONE THIS ULTIMATUM. UM, THINK LIKE CHURCHILL, NOT CHAMBERLAIN. THANK YOU. THANK YOU, KRISTA. PATSY BISON, PLEASE. GOOD AFTERNOON. PATSY BRYSON 30, 60 ALLION AVENUE, HILTON HEAD ISLAND. I SAY THAT PROUDLY. UM, THANK YOU FOR THE OPPORTUNITY TO COMMENT. I WAS HERE FOR OBVIOUSLY FOR THE WORKSHOP. UM, RGU TO HAVE ANOTHER OPPORTUNITY FOR THE PUBLIC TO COMMENT ON THE OUTSTANDING ITEMS THAT WERE IN THE LIST TODAY. I THINK THAT'S ESSENTIAL IN THE NEXT 120 DAYS, AT LEAST THAT YOU REVIEWED THIS PROJECT IN YOUR ANALYSIS. AND I'M SPEAKING ON BEHALF OF THE COALITION OF ISLAND NEIGHBORS, GOING IN YOUR ANALYSIS URGE YOU TO DO, TO HAVE TWO ASPECTS. ONE IS A FACTUAL ANALYSIS AND THE OTHER IS THE MORAL ANALYSIS. YOU RECEIVED A LOT OF FACTS TODAY. OVER THE COURSE OF TIME, I URGE YOU INSIST THAT YOU LOOK AT THE NEPA PROCESS, ASK YOUR STAFF TO EDUCATE YOU ABOUT THE NEPA PROCESS AND WHY THE COUNTY CHAIR SAID THAT THERE'S AN URGENCY TO THAT PROCESS. BECOME EDUCATED ABOUT THAT. THE OTHER THING IS BECOME EDUCATED. IF YOU HAVE NOT ALREADY LOOKED AT THE INTER-GOVERNMENTAL AGREEMENT BETWEEN THE COUNTY AND SIP, IF YOU HAVE NOT LOOKED AT THAT, THE COUNTY ADMINISTRATOR SIGN AN AGREEMENT THAT SAYS THAT THE COUNTY ALREADY HAS IN PLACE, A LEGALLY BINDING AND ENFORCEABLE AGREEMENT WITH THE TOWN FOR 3 MILLION, $350,000 WORTH OF TOWN PROPERTY. DID YOU KNOW THAT I WOULD URGE YOU TO TAKE A LOOK AT THAT? WHERE DID THAT COME FROM? DID YOU EVER APPROVE THAT? I DON'T REMEMBER THAT YOU DID, IF YOU DID NOT, THEN WHAT'S THE STORY BEHIND THAT AND DID THE COUNTY ADMINISTRATOR MISREPRESENT TO THE SIB THAT THERE WAS AN EXISTING AGREEMENT. SO PLEASE LOOK AT THOSE FACTUAL ANALYSIS. I WAS HEARTENED TO HEAR THE RECOMMENDATIONS BY SENATOR DAVIS COIN ENDORSES. THOSE SUPPORTS THOSE AND ASK YOU TO DO THE FOLLOWING, TO ENDORSE HIS RECOMMENDATIONS AND TO ASK AS SOON AS POSSIBLE THAT THE COUNTY COUNCIL RESEND THEIR MARCH 28TH RESOLUTION. THERE'S NO REASON FOR TO EXIST, ESPECIALLY AFTER TODAY'S MEETING. AND YOU SHOULD TAKE ACTION TO DO THAT AS SOON AS POSSIBLE. AS FAR AS THE MORAL ANALYSIS, I THINK THERE'S THREE IMPORTANT ASPECTS. ONE IS COMMUNICATION. YOU'VE SPOKEN ABOUT THAT TODAY. THE LINES OF COMMUNICATION ARE BROKEN BETWEEN THE TOWN AND THE CAMP. YOU TRY TO REACH OUT AND YOU TRY TO MEND THOSE LINES TODAY. THE LINES OF COMMUNICATION ARE BROKEN BETWEEN S C D O T AND THE PUBLIC AND BETWEEN THE COUNTY AND THE PUBLIC. I URGE YOU TO BE THE CONDUIT OF THOSE COMMUNICATION LINES. SECONDLY, RESPECT, RESPECT FOR THE HISTORIC GALA COMMUNITIES, A BIG STONY AND LITTLE STONY AS C D O T IS DISRESPECTING THEM. AND THE COUNTY APPEARS TO CONTINUE TO DISRESPECT THEM BY PUTTING OFF DECISIONS ABOUT STONEY AND HIDING BEHIND THE NEPA PROCESS. DON'T LET THEM DO THAT. IT IS MORE IN ONE MEASURES, RESPECT, NOT JUST BY HOW MANY ACRES ARE TAKEN FOR A PROJECT, BUT BY THE IMPACT ON A LIVING BREATHING CULTURE, YOU CANNOT REPLACE THAT WITH SIGNS. AND LASTLY, THIS IS WHERE I'LL WRAP IT UP. MAYOR BUILDING BRIDGES IS NOT JUST ABOUT BUILDING A LARGE MONOLITHIC STRUCTURE, BUILD COMMUNITY. YES, [00:25:01] BUILD AN ICONIC STRUCTURE, BUT BUILD THIS COMMUNITY AROUND OUR VALUES. RISA PRINCE, PLEASE, MS. PRINCE I'M RISA PRINCE 26 MARKETPLACE DRIVE. I'M ALSO HERE TALKING ON BEHALF OF COIN. UM, ONCE AGAIN, WE, OUR APPRECIATION TO SENATOR DAVIS WHO CREATED A PATH FORWARD THAT WILL ALIGN THE TOWN COUNTY AND THE TOWN, UM, ON THE 2 78 PROJECT AND REPRESENT THE NEEDS OF ALL OF US WHO LIVE IN THE HILTON HEAD COMMUNITY. UM, I WOULD RECOMMEND THAT WE ADD ONE MORE THING TO HIS LIST, AND THAT IS THE ISLAND CAPACITY STUDY. THE I THAT STUDY SHOULD PROVIDE GUIDANCE TO BETTER CONTROL OUR COMMUNITIES. DESTINY, HILTON, HEAD ISLAND, NEVER INTENDED TO BECOME A PLACE TO MAXIMIZE BUILT SPACE. DAVE VISITORS OR TRAFFIC. THOSE OF US WHO LIVE HERE ARE NOT MERELY CASH COWS FOR THE COUNTY AND THE STATE, UM, AS THE PUBLIC HAS SEEN AND CERTAINLY HEARD IN, IN TODAY'S SESSION. THE RELATIONSHIP BETWEEN THE COUNTY AND TOWN LEADERS HAS AT BEST BEEN STRAINED. IT'S PRETTY EMBARRASSING THAT, UM, WE'RE THREE AND A HALF YEARS INTO THIS PROJECT, AND TODAY WAS THE FIRST JOINT MEETING. SO I, MY HOPE IS THAT YOU AND COUNTY COUNTY COUNCIL MEMBERS, UH, USE TODAY'S MEETING AS A TURNING POINT, PLEASE BEGIN TO WORK TOGETHER EFFECTIVELY FOR THE BENEFIT OF THE 2 78 PROJECT, THE STONY COMMUNITY MEMBERS, WHOSE, WHERE THIS ROADWAY HAS HAD THE MOST IMPACT AND OUR ENTIRE COMMUNITY. THANK YOU. THANK YOU, MR. HOAGLAND, SKIP HOAGLAND PLEASE. UM, AFTERNOON, SKIP HOAGLAND, WINDMILL HARBOR. MR. MCCANN, YOU WILL ABIDE BY THE FIRST AMENDMENT OR YOU'LL BE SUED. RESIDENTS OF HILTON HEAD NEED TO BE CONSTANTLY BE REMINDED OF WHY WE MUST REPLACE MANY OFFICIALS SERVING OUR COMMUNITY. MOST OFFICIALS ALREADY CAUGHT IT AT ILLEGAL CRIMINAL CORRUPTED SECRET OF ACTS OR SILENCE TO SPEAK UP. LAWYER, CORTEZ, COLTRANE, SCHEMED, ILLEGAL FRAUDULENT ATEX DMO CONTRACT WITH LAWYERS, TERRY FINGER, AND JOSH GRUBER TO ALLOW BILL MILES AND THE CHAMBER TO ROB THEM MILLIONS OF OUR TAX VONS GLENN STANFORD AND DISHONEST LAWYER FROM ATLANTA WAS PAST PRESIDENT OF THE HIGHLY SECRETIVE GREATER ISLAND COUNCIL AND WOULD NOT REVEAL WHO CHOSE HIM. HE VOTES TO APPROVE ONGOING CHAMBER TAX THEFT, AND HE VIOLATES FOIL. TIM REBECCA BECKER KEEPS VOTING AND APPROVING CHAMBER ONGOING TAX THEFT AND VIOLATION OF FOIL. ALEX BROWN IS A GOOD MAN. I'VE KNOWN HIS DAD FOR OVER 40 YEARS. HE MUST AT SOME POINT SPEAK UP TO STOP THIS CHAMBER TAX THEFT AND ILLEGAL USE OF AND ISSUE OF MILLIONS OF OUR TAX FUNDS. I UNDERSTAND IT'S DIFFICULT. BILL HARKINS LIED AND COMMITTED FRAUD AND HAVE AN EMAIL FROM HIM TO KIM LICHENS AND LISA SOCAL. HE WILL BE SUED, UH, WITH OTHERS FOR HIS PART IN THE $200,000 TAX STUFF THAT WE DISCOVERED SEVERAL YEARS BACK, JOHN MCCANN LED COMMITTED FRAUD AND ABUSED HIS POWER TO USE, UH, TAX MONEY TO FLY FIRST CLASS TO ITALY, WASHINGTON, DC, $150 LUNCHES, WHATEVER SCHEME, THE $200,000 IN TAX THEFT WITH OTHERS. MR. MCCANN, YOU ARE A SMALL TOWN, PUBLIC SERVANT. YOU'RE NOT THE GOVERNOR. YOU'RE NOT THE PRESIDENT OR YOU'RE NOT A CORPORATE EXECUTIVE ANY LONGER. MARK ORLANDO PASSED HIGHLY CORRUPTED. BLUFFTON TOWN MANAGER CAUGHT ILLEGALLY USING TAX MONEY IN TOWN EMPLOYEES. HE LED HE COMMITTED FRAUD. HE CONTINUES TO FACILITATE BILL MILES AND THE CHAMBER TAXED THEFT IN THE MILLIONS. NOW SCHEMING, THE FRAUDULENT GREEN FINNY TOWN HIRED AUDIT MORE THAN THAT. CAUSE I'M GOING TO COMMENT ON THAT, ON THAT, UH, THAT PART COMING UP, DAVID AMES LIED. SURPRISINGLY. I DON'T KNOW WHY I USED TO LIKE DAVID. HE COMES OFF GOOD. HE'S A WELL WELL-SPOKEN GENTLEMEN, BUT HE COMMITTED FRAUD. HE SCHEMED THE MULTIPLE MILLION DOLLAR LEGAL CHAMBER CONTRACT WITH CROOKS, TOM LENNOX AND TOWN LAWYERS. I DON'T KNOW WHY YOU DID THAT. DAVID, WHY WOULD YOU NOT JUST MAKE THE CHAMBER, SHOW US WHAT THEY'RE DOING WITH OUR MONEY. YOU JUST CAN'T SEEM TO DO THAT FOR SOME REASON, LAWYER GRUBER, THIS IS JUST UNBELIEVABLE. FOUND GUILTY OF THREE ETHICS VIOLATIONS AND HE STILL HASN'T BEEN FIRED. HOW CAN YOU HAVE A MAN, A LAWYER LIKE THIS WORK FOR THE TOWN THAT'S ALREADY COMMITTED THREE ILLEGAL ACTS. THREE MINUTES IS NOT LONG ENOUGH TO TELL THE STORY. IT WOULD TAKE HOURS. BOTTOM LINE IS WE DESPERATELY NEED HONEST PEOPLE TO SERVE THIS COMMUNITY. DO ANY OF YOU DENY THEM ANY OF MY ALLEGATIONS ON ANY OF THIS TAX ILLEGAL USE AND MISUSE, IF YOU DO SPEAK UP, HOW ABOUT [00:30:01] YOU, MR. LENNOX? YOU DISAGREE WITH A LOT OF THINGS THAT I SAY. COULD YOU, COULD YOU PUT THAT IN, IN WRITING AN ASS? AND LET ME HEAR ABOUT THAT LATER. WHAT TO HEAR ABOUT THAT? WOULD YOU DO THAT FOR ME? WHAT CAN I EXPECT THAT? COULD YOU WRAP IT UP? SO YOU'RE NOT GOING TO DO IT, YOU KNOW, YOU'RE NOT GOING TO THANK YOU, SIR. [11. Consent Agenda] OKAY. YOU CAN CONSENT TO GENDER. THERE WERE THREE ITEMS IN CONSIDERATION, BUT TODAY'S CONTENT THE GENDER. IF THERE WERE NO QUESTIONS ON THESE ITEMS, WE'LL TAKE A MOTION TO PASS ALL THREE AT ONE TIME, MOVED FOR APPROVAL OF ALL THREE ITEMS CONTAINED IN THE CONSENT AGENDA. ANY COMMENTS AND QUESTIONS ON THESE PUSH TO CALL THE LOCAL MR. BROWN SUPPORT. MR. HARKINS. OH, YES. MR. AMES. YES. MRS. BECKER. YES. MR. LENNOX. YES. MR. STANFORD. YES. AND MAYOR MCKIM. YES. MOTION [12a. Consideration of a Resolution Designating Greene Finney, LLP as the Independent Auditors for the Town of Hilton Head Island, South Carolina for the Fiscal Year Ending June 30, 2022] CARRIES SIR. NEW BUSINESS CONSIDERATION RESOLUTION, DESIGNATED GREEN FINNEY, LLP AS THE INDEPENDENT ORDERS FOR THE TOWN OF ELNETT SOUTH CAROLINA FOR THE FISCAL YEAR ENDING JUNE 30TH, 2020 TO MOVE FOR APPROVAL. SECOND. ANY QUESTIONS ON THIS? BUT THERE'S NO CRYSTAL CALL. THE ROLE WOULD BE QUITE A COMMENT. I DON'T KNOW. I'LL JUST MAKE SURE THAT YOU GIVE THE OPPORTUNITY FOR PUBLIC COMMENT ON THIS BEFORE WE TAKE THE ABSOLUTELY SURE. YES. THERE ANY PUBLIC COMMENT ON ITEM 12, 12 A YES. I HAVE A COMMENT ON THE BRAINSTEM, WHICH IS THE FRIEND THIS COUNCIL IS ALLOWING AND ENDORSING THE HIRING OF GREEN FINNEY AS AUDITORS OF THE TOWN OF HILTON HEAD LED BY TOWN MANAGER, ORLANDO LAWYER, JOSH GRUBER, BOTH CAUGHT, ALREADY COMMITTING ILLEGAL ACTS. WOULD TOWN CPA, JOHN TROYER AND LUNG FRAUDSTER AND FINANCE CHAIRMAN, TOM LENNOX IN TOW, YOU CALL THIS A POSITIVE, INDEPENDENT AUDIT. THIS COULD NOT BE FURTHER FROM THE TRUTH. THIS IS NOT AN EXTERNAL INDEPENDENT FINANCIAL AUDIT. IT'S AN INTERNAL AUDIT HIRED BY THE TOWN CROOKS AND PAY WOULD TOWN FUNDS TO HIDE A CHEAT TAXPAYERS. THIS AUDIT ONLY SHOWS WHAT TOWN CROOKS WANT US TO SEE ONLY A TRUE INDEPENDENT EXTERNAL FORENSIC AUDIT SHOWS THE REAL NUMBERS OF HOW AND WHERE TAX FUNDS WERE USED. LEGALLY, ILLEGALLY AND WASTED. PEOPLE ARE OFTEN CONFUSED ABOUT THE DIFFERENCE BETWEEN A FINANCIAL STATEMENT, AUDIT PREPARED BY INSIDERS AND A DETAILED EXTERNAL AUDIT. THE GREEN FINNEY AUDIT DOES NOT ANALYZE EVERY TRANSACTION, UH, OR LOOK FOR FRAUD SPECIFICALLY. I GREEN FINNEY AND THEY AGREE WITH MY ASSESSMENT AND RIGHTFULLY SO, A FORENSIC AUDIT ON THE OTHER HAND IS CONDUCTED BY A FORENSIC AUDITING EXPERT, SPECIFICALLY DESIGNATED TO UNCOVER FRAUD, WASTE AND BEZEL MINT, ILLEGAL CRIMINAL USE AN ISSUE OF TAX FUNDS, WHICH WE'VE ALREADY CAUGHT BY THIS TOWN AND OFFICIALS, MR. ORLANDO, DO YOU CPA TROYER AND MR. LINUX BANKER LENNOX, WHO KNOWS ALL ABOUT THIS, AGREED TO A FORENSIC AUDIT TODAY RIGHT NOW, IF NOT, WHY NOT? AND IF YOU HAVE NOTHING TO HIDE, WHICH SADLY WE ALREADY KNOW YOU DO, YOU WOULD ADMIT TO GOING UNDERGOING A FORENSIC AUDIT, MR. ORLANDO, WILL YOU DO A FORENSIC AUDIT OF THE TOWN RECORDS INDEPENDENT? ARE YOU GOING TO CONTINUE TO DO, UH, YOUR DO YOUR FRAUDULENT HIRED AUDIT? WHAT ARE YOU GOING TO DO? YOU'RE GOING TO DO IT. OF COURSE NOT. YOU'RE SCARED. AND YOU GOT SOMETHING TO HIDE. LET ME TELL YOU A LITTLE STATISTIC, NEVER IN THE HISTORY OF THIS COUNTRY EVER HAS A, HAS A FORENSIC AUDIT BEEN CONDUCTED ON ANY INSTITUTION, INCLUDING A BANK OWNER LIKE THIS FELLOW RIGHT HERE, WE'RE WRONGDOING WASTE FRAUD, AND A LOT OF TIMES PRISON THE RESULT. SO A FORENSIC AUDIT WILL DEFINITELY SHOW US WHERE THERE'S A LOT OF PROBLEMS IN THIS TOWN. AND I KNOW OBVIOUSLY YOU DON'T WANT TO DO THAT BECAUSE THAT'S NOT GOING TO BE GOOD FOR YOU, MR.
