FOR THE RECORD, MY NAME IS JULIANNA SMITH AND I AM COMMENTING ON BEHALF OF THE COASTAL CONSERVATION LEAGUE THIS EVENING AND I APPRECIATE THE OPPORTUNITY TO PROVIDE OUR COMMENTS IN SUPPORT OF THE ADOPTION OF THE SOUTHERN LOW COUNTRY STORMWATER ORDINANCE AND DESIGN MANUAL.

SO MY COMMENTS PERTAIN TO THE ORIGINAL AGENDA ITEMS NUMBER 19 THROUGH 21 AND BEFORE I GET STARTED I JUST WANT TO SAY HOW NICE IT IS TO SEE ALL OF YOU HERE TODAY.

IT'S BEEN A WHILE SINCE I'VE HAD THE OPPORTUNITY TO PERSONALLY ADDRESS YOU AND SO IT'S A NICE CHANGE OF PACE FOR ME AND I'M LOOKING FORWARD TO WHEN WE CAN ALL GET TOGETHER IN PERSON AGAIN HOPEFULLY HOPEFULLY SOONER RATHER THAN LATER.

ALL RIGHT. SO BACK TO BUSINESS. THE ORDINANCE AND DESIGN MANUAL BEFORE YOU TONIGHT ARE THE CULMINATION OF THREE YEARS OF EFFORT TO STUDY AND IMPROVE STORMWATER STANDARDS REGIONALLY THROUGHOUT BEAUFORT AND JASPER COUNTIES.

EACH DOCUMENT INCLUDES BENEFICIAL CHANGES THAT ALIGN CLOSELY WITH RECOMMENDATIONS FROM LOCAL SCIENTISTS LIKE DR. ERIC MONTES MOST RECENT RESEARCH ON THE BAY RIVER AS WELL AS THE WORK THAT HAS BEEN CONDUCTED OVER THE PAST YEAR BY THE MULTI JURISDICTIONAL SEA LEVEL RISE TASK FORCE WHICH IS HOSTED BY THE COUNTY AND ON WHICH THE CONSERVATION LEAGUE AND OTHER LOCAL COMMUNITY GROUPS SERVE THE ORDINANCE AND DESIGN MANUAL TAKE A CRITICAL REGIONAL APPROACH THAT IMPROVES WATER QUALITY BY ENCOURAGING THE PRESERVATION AND ENHANCEMENT OF FAUCET WETLANDS AND TREE CANOPY BY DISCOURAGING CLEAR CUTTING BY PRIORITIZING GREEN INFRASTRUCTURE AND LOW IMPACT DEVELOPMENT STANDARDS BY SUPPORT FOR INCORPORATION OF NATURAL AREAS AND OPEN SPACES INTO NEW DEVELOPMENT PROJECTS AND SITE DESIGNS AND BY PROVIDING LONG TERM MAINTENANCE FOR IMPLEMENTED STORMWATER MANAGEMENT SYSTEMS THROUGHOUT THE LIFE OF DEVELOPMENT PROJECTS EVEN IN THE FACE OF RISING REGIONAL DEVELOPMENT PRESSURES. EACH OF THESE INITIATIVES WILL IMPROVE WATER QUALITY ON A WATERSHED SCALE BY INCREASING NATURAL FILTRATION OF STORMWATER AND DISCOURAGING ALTERATIONS OF OUR NATURAL DRAINAGE PATHWAYS IN OUR LANDSCAPES.

AS A RESULT, CONTAMINATION OF IMPORTANT WATER BODIES LIKE THE PORT ROYAL SOUND AND THE MAY RIVER WILL BE DRAMATICALLY REDUCED ENSURING THAT BEFORE IN JASPER COUNTY COMMUNITIES CAN CONTINUE TO ENJOY THE NATURAL ABUNDANT SEAFOOD OF OUR WATERSHEDS AS WELL AS THE MANY RECREATIONAL OPPORTUNITIES AND NATURAL ECOSYSTEM SERVICES. WE AT THE COASTAL CONSERVATION LEAGUE SUPPORT THE ADOPTION OF THE NEW ORDINANCE AND DESIGN MANUAL.

THAT'S OK. THERE ARE TWO ITEMS OUT OF COMMUNITY SERVICES PUBLIC SAFETY THAT I THINK THE VIEWERS NEED TO HEAR ABOUT. ONE IS A REPORT THAT ALL OF THE HUMAN SERVICES GRANT FUNDING AGREEMENTS HAVE BEEN COMPLETED PROVE THAT THE FINANCE STAFF HAVE BEEN PROCESSING THE PAYMENTS AND EXPECT FOR ALL OF THE FIRST ROUND PAYMENTS TO BE COMPLETED VERY SOON. FINAL DISBURSEMENTS OF THE SECOND HALF OF THE GRANT FUNDS WILL BE COMPLETED IN MARCH AND APRIL OF NEXT YEAR AFTER THE REQUIRED EXPENDITURE REPORTS HAVE BEEN RECEIVED AND APPROVED BY OUR STAFF. THE OTHER ITEM IS THE DISTANCE LEARNING PROJECT THAT WE BEGAN. THE COASTAL COMMUNITY FOUNDATION HAS RECEIVED THE FUNDS FOR THE DISTANCE LEARNING GRANT BECAUSE COASTAL COMMUNITY FOUNDATION STAFF HAVE COMPLETED THE GRANT APPLICATION AND ARE FINALIZING THEIR ADVERTISING CAMPAIGN MATERIALS THAT WILL TARGET YOUTH SERVING NONPROFITS IN BEAUFORT COUNTY INCLUDING CHURCH YOUTH MINISTRIES, COMMUNITY CENTERS, ACADEMIC AND ENRICHMENT NONPROFITS APPLICATIONS WILL BE PROCESSED THROUGH THE CCF SELECTION COMMITTEE AS THEY ARE RECEIVED TO ENSURE THAT FUNDS ARE ALLOCATED AS QUICKLY AS POSSIBLE FOR THIS VERY IMPORTANT PROJECT.

AND IT APPEARS THAT EVERY DECEMBER IT BECOMES SOMEWHAT TRAGIC BECAUSE DECEMBER IS PARTICULARLY HAZARDOUS WITH MORE IMPAIRED DRIVERS ON THE ROAD ACCORDING TO THE NATIONAL SAFETY COUNCIL, OVER FORTY THOUSAND PEOPLE LOST THEIR LIVES IN ALCOHOL RELATED TRAFFIC ACCIDENTS 20 19 DURING THE HOLIDAY SEASON. SO WE'RE ASKING PEOPLE TO BE AWARE OF THAT, NOT TO BECOME A STATISTIC TO PREVENT A HOLIDAY TRAGEDY FROM IMPAIRED DRIVING. PLEASE MAKE PLANS FOR A RIDE HOME IN ADVANCE BY EITHER HAVING A DESIGNATED DRIVER PLANS FOR A MEMBER OF YOUR FAMILY OR A FRIEND ON STANDBY FOR A RIDE HOME OR HAIL AN UBER OR A TAXI.

WELL THOSE INSTRUCTIONS ARE PROBABLY APPROPRIATE WHEN THE RESTAURANTS ARE OPEN IN FUNCTIONING. WE HAVE A DIFFERENT SITUATION HERE NOW BUT STILL PEOPLE CAN GET INTO TROUBLE AND IT'S GOOD TO HAVE AN ALTERNATE PLAN.
