CITIZENS COMMENTS] [00:31:45] AND KEEP OUR CHILDREN AND FAMILIES SAFE. AND FINALLY FROM SHERRY'S ALL [00:31:48] THE RESEARCH IS VAST ON THIS SUBJECT. IT CLEARLY LANDS ON THE MASK [00:31:52] HAVING NO EFFICACY IN STOPPING THE SPREAD OF THE VIRUS PARTICLES. [00:31:55] I PREFER TO MAKE MY OWN HEALTH DECISIONS LIKE FINALLY JULIANNA. [00:32:02] YOU WISH TO ADDRESS US ABOUT SOME ITEMS ON THE AGENDA. PLEASE DO SO. [00:32:07] YES. >> THANK YOU. CAN YOU ALL HEAR ME? I'M USING HEADPHONES. >> GREAT LOUD AND CLEAR. GREAT. WELL, GOOD EVENING COUNCIL MEMBERS. FOR THE RECORD, MY NAME IS JULIANNA SMITH AND I AM COMMENTING ON BEHALF OF THE COASTAL CONSERVATION LEAGUE THIS EVENING AND I APPRECIATE THE OPPORTUNITY TO PROVIDE OUR COMMENTS IN SUPPORT OF THE ADOPTION OF THE SOUTHERN LOW COUNTRY STORMWATER ORDINANCE AND DESIGN MANUAL. SO MY COMMENTS PERTAIN TO THE ORIGINAL AGENDA ITEMS NUMBER 19 THROUGH 21 AND BEFORE I GET STARTED I JUST WANT TO SAY HOW NICE IT IS TO SEE ALL OF YOU HERE TODAY. IT'S BEEN A WHILE SINCE I'VE HAD THE OPPORTUNITY TO PERSONALLY ADDRESS YOU AND SO IT'S A NICE CHANGE OF PACE FOR ME AND I'M LOOKING FORWARD TO WHEN WE CAN ALL GET TOGETHER IN PERSON AGAIN HOPEFULLY HOPEFULLY SOONER RATHER THAN LATER. ALL RIGHT. SO BACK TO BUSINESS. THE ORDINANCE AND DESIGN MANUAL BEFORE YOU TONIGHT ARE THE CULMINATION OF THREE YEARS OF EFFORT TO STUDY AND IMPROVE STORMWATER STANDARDS REGIONALLY THROUGHOUT BEAUFORT AND JASPER COUNTIES. EACH DOCUMENT INCLUDES BENEFICIAL CHANGES THAT ALIGN CLOSELY WITH RECOMMENDATIONS FROM LOCAL SCIENTISTS LIKE DR. ERIC MONTES MOST RECENT RESEARCH ON THE BAY RIVER AS WELL AS THE WORK THAT HAS BEEN CONDUCTED OVER THE PAST YEAR BY THE MULTI JURISDICTIONAL SEA LEVEL RISE TASK FORCE WHICH IS HOSTED BY THE COUNTY AND ON WHICH THE CONSERVATION LEAGUE AND OTHER LOCAL COMMUNITY GROUPS SERVE THE ORDINANCE AND DESIGN MANUAL TAKE A CRITICAL REGIONAL APPROACH THAT IMPROVES WATER QUALITY BY ENCOURAGING THE PRESERVATION AND ENHANCEMENT OF FAUCET WETLANDS AND TREE CANOPY BY DISCOURAGING CLEAR CUTTING BY PRIORITIZING GREEN INFRASTRUCTURE AND LOW IMPACT DEVELOPMENT STANDARDS BY SUPPORT FOR INCORPORATION OF NATURAL AREAS AND OPEN SPACES INTO NEW DEVELOPMENT PROJECTS AND SITE DESIGNS AND BY PROVIDING LONG TERM MAINTENANCE FOR IMPLEMENTED STORMWATER MANAGEMENT SYSTEMS THROUGHOUT THE LIFE OF DEVELOPMENT PROJECTS EVEN IN THE FACE OF RISING REGIONAL DEVELOPMENT PRESSURES. EACH OF THESE INITIATIVES WILL IMPROVE WATER QUALITY ON A WATERSHED SCALE BY INCREASING NATURAL FILTRATION OF STORMWATER AND DISCOURAGING ALTERATIONS OF OUR NATURAL DRAINAGE PATHWAYS IN OUR LANDSCAPES. AS A RESULT, CONTAMINATION OF IMPORTANT WATER BODIES LIKE THE PORT ROYAL SOUND AND THE MAY RIVER WILL BE DRAMATICALLY REDUCED ENSURING THAT BEFORE IN JASPER COUNTY COMMUNITIES CAN CONTINUE TO ENJOY THE NATURAL ABUNDANT SEAFOOD OF OUR WATERSHEDS AS WELL AS THE MANY RECREATIONAL OPPORTUNITIES AND NATURAL ECOSYSTEM SERVICES. WE AT THE COASTAL CONSERVATION LEAGUE SUPPORT THE ADOPTION OF THE NEW ORDINANCE AND DESIGN MANUAL. AND WE APPRECIATE YOUR AND STAFF'S LEADERSHIP IN PROTECTING OUR LOCAL WATERSHEDS AND ENCOURAGING REGIONAL COOPERATION. SO THANK YOU AND YOU'LL BE WELL HAPPY HOLIDAYS. >> THANK YOU SO MUCH FOR YOUR COMMENTS. APPRECIATE THAT. OK. WE'RE GOING TO MOVE ON NOW TO [10. LIAISON AND COMMITTEE REPORTS] OUR COMMITTEE REPORTS. ARE THERE ANY COMMITTEES THAT WISH TO REPORT MR. MCKELLEN [00:35:01] YOU'RE STILL ON MUTE? LARRY, SORRY GIVEN ALL THIS TROUBLE. THAT'S OK. THERE ARE TWO ITEMS OUT OF COMMUNITY SERVICES PUBLIC SAFETY THAT I THINK THE VIEWERS NEED TO HEAR ABOUT. ONE IS A REPORT THAT ALL OF THE HUMAN SERVICES GRANT FUNDING AGREEMENTS HAVE BEEN COMPLETED PROVE THAT THE FINANCE STAFF HAVE BEEN PROCESSING THE PAYMENTS AND EXPECT FOR ALL OF THE FIRST ROUND PAYMENTS TO BE COMPLETED VERY SOON. FINAL DISBURSEMENTS OF THE SECOND HALF OF THE GRANT FUNDS WILL BE COMPLETED IN MARCH AND APRIL OF NEXT YEAR AFTER THE REQUIRED EXPENDITURE REPORTS HAVE BEEN RECEIVED AND APPROVED BY OUR STAFF. THE OTHER ITEM IS THE DISTANCE LEARNING PROJECT THAT WE BEGAN. THE COASTAL COMMUNITY FOUNDATION HAS RECEIVED THE FUNDS FOR THE DISTANCE LEARNING GRANT BECAUSE COASTAL COMMUNITY FOUNDATION STAFF HAVE COMPLETED THE GRANT APPLICATION AND ARE FINALIZING THEIR ADVERTISING CAMPAIGN MATERIALS THAT WILL TARGET YOUTH SERVING NONPROFITS IN BEAUFORT COUNTY INCLUDING CHURCH YOUTH MINISTRIES, COMMUNITY CENTERS, ACADEMIC AND ENRICHMENT NONPROFITS APPLICATIONS WILL BE PROCESSED THROUGH THE CCF SELECTION COMMITTEE AS THEY ARE RECEIVED TO ENSURE THAT FUNDS ARE ALLOCATED AS QUICKLY AS POSSIBLE FOR THIS VERY IMPORTANT PROJECT. MR. CHAIRMAN, DO YOU WANT ME TO REPORT OUT OF THE COMMUNITY SERVICES COMMITTEE? THE MATTERS THAT ARE IN THE CONSENT AGENDA OR WILL WE BE ADDRESSING THAT SEPARATELY WHEN WE GET TO THE CONSENT AGENDA? >> I WILL HAVE YOU DO IT THEN. OKAY. >> AND AS A PART OF THAT REPORT I WOULD ALSO LIKE TO BRIEFLY DISCUSS THE PROGRAM FOR THE MONTH OF DECEMBER WITH REGARD TO DRUNK AND DRUGGED DRIVING AND THAT'S JUST A VERY BRIEF STATEMENT. OK. >> IF YOU WANT TO DO THAT ONE NOW THAT WOULD BE APROPOS. >> OK. HOLD ON. OK. >> I HAVE JUST A BRIEF ANNOUNCEMENT ABOUT THE MONTH OF DECEMBER BEING DESIGNATED AS NATIONAL DRUNK AND DRUGGED PREVENTION MONTH. IT SOUNDS LIKE A TRAGIC SITUATION. AND IT APPEARS THAT EVERY DECEMBER IT BECOMES SOMEWHAT TRAGIC BECAUSE DECEMBER IS PARTICULARLY HAZARDOUS WITH MORE IMPAIRED DRIVERS ON THE ROAD ACCORDING TO THE NATIONAL SAFETY COUNCIL, OVER FORTY THOUSAND PEOPLE LOST THEIR LIVES IN ALCOHOL RELATED TRAFFIC ACCIDENTS 20 19 DURING THE HOLIDAY SEASON. SO WE'RE ASKING PEOPLE TO BE AWARE OF THAT, NOT TO BECOME A STATISTIC TO PREVENT A HOLIDAY TRAGEDY FROM IMPAIRED DRIVING. PLEASE MAKE PLANS FOR A RIDE HOME IN ADVANCE BY EITHER HAVING A DESIGNATED DRIVER PLANS FOR A MEMBER OF YOUR FAMILY OR A FRIEND ON STANDBY FOR A RIDE HOME OR HAIL AN UBER OR A TAXI. WELL THOSE INSTRUCTIONS ARE PROBABLY APPROPRIATE WHEN THE RESTAURANTS ARE OPEN IN FUNCTIONING. WE HAVE A DIFFERENT SITUATION HERE NOW BUT STILL PEOPLE CAN GET INTO TROUBLE AND IT'S GOOD TO HAVE AN ALTERNATE PLAN. IF NOT IMPAIRED AND DRIVING DRIVE DEFENSIVELY OTHER IMPAIRED DRIVERS CAN STILL MAKE YOU A STATISTIC TO PREVENT ANY OTHERS FROM HARM. IF YOU SEE SOMETHING, SAY SOMETHING. AND IN PARTICULAR IF YOU FIND DURING THIS HOLIDAY SEASON YOU NEED HELP. PLEASE SEEK ASSISTANCE FROM THE BEAUFORT COUNTY ALCOHOL AND DRUG ABUSE DEPARTMENT WHO STAND READY TO ASSIST YOU DURING WHAT CAN BECOME A VERY EMOTIONAL TIME OF THE YEAR. THEIR INFORMATION CAN BE LOCATED ON B.C. GOV NOT NET THE GUILFORD COUNTY ALCOHOL AND DRUG ABUSE DEPARTMENT. THAT'S IT. THANK YOU VERY MUCH. THANK YOU. >> ANY OTHER COMMITTEE REPORTS MISS HOWARD? THANK YOU. >> I'D LIKE TO REPORT THIS STORM WATER BOARD MET AND THEIR CHAIRMAN WHO HAS BEEN WITH THAT GROUP SINCE IT BEGAN. WILLIAM BROCKMAN HAS RESIGNED. WE KNEW HE WAS GOING TO RESIGN. HE SAID HE I THINK HE'S BEEN ON IT 12 YEARS. I WOULD LIKE TO RECOGNIZE HIM PROBABLY IN JANUARY FOR HIS SERVICE. HE TAUGHT TALKED ABOUT HOW HAPPY HE WAS ABOUT THE SO LOCAL THINGS THAT WE'RE GOING TO HOPEFULLY ADOPT TONIGHT. AND THEN THE BEAUFORT COUNTY RURAL AND CRITICAL LANDS BOARD MEETING. OKATIE SCHAEFER WAS INTRODUCED. MOST OF YOU KNOW HER. SHE IS NOW WITH BEAUFORT COUNTY OPEN LAND TRUST AND SHE WAS WELCOMED BY THEIR BOARD AS PART OF THE TEAM FOR RURAL AND CRITICAL LANDS. THAT'S ALL I HAVE. >> THANK YOU. IS THERE ANY OTHER COMMITTEE THAT WISHES TO REPORT OK. [00:40:03] SEEING NONE. WE'RE NOW GOING TO MOVE TO THE CONSENT AGENDA. [11. CONSENT AGENDA] THOSE OF YOU WHO ARE WATCHING THIS ON TV OR THIS MAY BE YOUR FIRST TIME YOU ARE SEEING COUNTY COUNCIL. THERE ARE ITEMS CALLED CONSENT AGENDA ITEMS. THESE ARE ITEMS THAT HAVE COME OUT OF A COMMITTEE. THE COMMITTEE HAS REVIEWED THESE. IT'S BEEN UNANIMOUS ON THEIR PART TO MOVE IT TO COUNTY COUNCIL. YOU WILL SEE THAT THEY'RE COMING FROM THE COMMUNITY SERVICE SERVICES COMMITTEE, THE EXECUTIVE COMMITTEE, THE FINANCE COMMITTEE, NATURAL RESOURCES AND PUBLIC FACILITIES. THE FIRST NINE ITEMS ON THE CONSENT AGENDA ARE COMING FROM THE COMMUNITY SERVICES COMMITTEE. MR. MCCALLUM, DO YOU WISH TO MAKE ANY COMMENTS ABOUT THEM? SOMERVILLE, WILL YOU ADDRESS THAT PLEASE? >> DATA I WILL. COMING OUT OF THE EXECUTIVE COMMITTEE WILL BE THE ADOPTION OF THE TWENTY TWENTY ONE COMMITTEE AND COUNCIL MEETING SCHEDULE AND THAT WILL BE THAT IS PART OF THE AGENDA FOR THOSE VIEWS IN THE AGENDA PACKAGES INCLUDED IN THAT. >> THANK YOU. COUNCILMAN HER VERSION. WILL YOU ADDRESS THE FINANCE COMMITTEE ITEMS ON THE CONSENT AGENDA? >> THANK YOU MR. CHAIRMAN. THE FIRST ITEM IS THIRD READING OF A B FOR COUNTY BUSINESS LICENSE TAX STANDARDIZATION. THIS IS BASICALLY TO BRING US IN LINE WITH LEGISLATION WAS PASSED AT THE STATE LEVEL AND THEN THE SECOND ITEM IS CONSIDERATION THE REAPPOINTMENT OF LESLIE A FLURRY TO THE AIRPORT'S BOARD. THIS CAME OUT OF THIS AFTERNOON'S FINANCE COMMITTEE MEETING. >> THANK YOU, SIR. NATURAL RESOURCES TALENTS. WOULD YOU ADDRESS THOSE PLEASE? THANK YOU, MR. CHAIRMAN. WE HAVE APPOINTMENT OF MR. JIMMY LAWRENCE TO THE PLANNING COMMISSION NEEDS REPLACING MITCH MITCHELL WHO WAS RECENTLY ELECTED TO CITY BEAUFORT COUNTY CITY COUNCIL. THANK YOU. THE ONLY ITEM FROM PUBLIC FACILITIES IS FIRST READING OF AN ORDINANCE REGARDING THE EXECUTION OF AN EASEMENT TO BEAUFORT TRACK FOR WATER SEWER AUTHORITY ENCUMBERING PROPERTY OWNED BY BEAUFORT COUNTY 88 SHANKLIN ROAD BEAUTIFULLY PROPERTY SHANKLIN ROAD. >> THANK YOU SIR. OK. >> THAT IS THE CONSENT AGENDA. I WOULD SEEK A MOTION FROM THE COUNCIL MEMBER TO HAVE APPROVAL OF THE CONSENT AGENDA AS RECORDED. SO MOVING BACK TO MR. FLOOR WALLING MAKES THE MOTION. MR. COVID MAKES THE SECOND. THIS WILL BE DONE UNANIMOUSLY WITHOUT ANY OBJECTIONS SEEING NO OBJECTIONS. THE CONSENT AGENDA IS APPROVED AND I THANK EVERYONE FOR THEIR PARTICIPATION. NEXT ON THE AGENDA ARE TWO [Items 12 & 13] TIMES SENSITIVE ITEMS THAT WERE DISCUSSED AT THE FINANCE COMMITTEE MEETING HELD ONE O'CLOCK TODAY. MR. HIRSCHHORN, WOULD YOU PLEASE ADDRESS THOSE TWO ITEMS ? YES, SIR. MR. CHAIRMAN, CAN YOU SEE THEM? >> ITEM NUMBER TWELVE IS THE EMERGENCY MEDICAL SERVICES CONTRACT. >> SORRY I HAD A FAMILY. I'M GOD. YES. I GOT THE CALL OF THE EMERGENCY MEDICAL SERVICES CONTRACT RECOMMENDATION TO PURCHASE ONE NEW TWENTY TWENTY AMBULANCE FROM EACH AC BY COOPERATIVE CONTRACT THAT CAME OUT OF THIS AFTERNOON'S FINANCE COMMITTEE MEETING AS WELL WHEN THE NUMBER 13 FIRST MEETING OF AN AUDIENCE [00:45:02] TO ISSUE A TAXING ANTICIPATION NOTE OTHERWISE KNOWN AS A TAN DUE TO A DELAY IN TAX COLLECTIONS. THIS IS THIS ALSO CAME OUT OF THE MEETING FROM THIS AFTERNOON. THIS IS KIND OF A PLAN B TYPE OPTION WHICH IS WHY WE'RE MOVING IT FORWARD SO QUICKLY IN THE EVENT THAT WE RUN INTO YOUR CASH COLLECTION ISSUES AT THE COUNTY LEVEL. >> OKAY. >> I WOULD LIKE A MOTION FOR A MUD THE FLOOR TO APPROVE ITEMS 12 AND 13. MR. FLOWING, DID I HEAR YOU? YOU DID, SIR. >> THANK YOU FOR APPROVAL. TWELVE AND 13 AND A SECOND PLEASE. SO AGAIN, MR. COVID MAKES THE SECOND DOOLEY MOTION. AND SECOND, THIS WILL BE DONE UNANIMOUS SLEEP WITHOUT EXCEPTIONS SEEING NO OBJECTIONS OR OBJECTIONS. THOSE TWO ITEMS ARE APPROVED. WE'RE NOW INTO PUBLIC HEARINGS [14. CONSIDERATION OF APPROVAL OF WEDNESDAY, DECEMBER 23RD, 2020 AS AN ADDITIONAL CHRISTMAS HOLIDAY FOR THE BEAUFORT COUNTY EMPLOYEES.] AND ACTION ITEMS. WE WILL HAVE TO BEGIN TAKING THESE ONE AT A TIME. ITEM NUMBER 14 IS CONSIDERATION OF APPROVAL FOR OF WEDNESDAY DECEMBER 20 3RD 2020 AS AN ADDITIONAL CHRISTMAS HOLIDAY FOR THE BEAUFORT COUNTY EMPLOYEES. MAY I HAVE A MOTION FOR THAT ITEM? >> SO MOVE LIKE A SECOND. DULY NOTED. MOTION BY MR. MCKELLEN AND SECONDED BY MISS HOWARD. IS THERE ANY DISCUSSION SEEING NO DISCUSSION. THIS WILL BE APPROVED WITHOUT EXCEPTIONS. NO EXCEPTIONS ARE NOTED AND ITEM NUMBER FOURTEEN IS [15. FIRST READING OF AN ORDINANCE TO REQUIRE INDIVIDUALS TO WEAR FACE COVERINGS IN CERTAIN CIRCUMSTANCES AND LOCATIONS IN THE UNINCORPORATED LIMITS OF THE COUNTY PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE] APPROVED. ITEM 15 IS AN ADOPTION OF AN EMERGENCY ORDINANCE TO REQUIRE INDIVIDUALS TO WEAR FACE COVERINGS IN CERTAIN CIRCUMSTANCES AND LOCATIONS IN THE UNINCORPORATED LIMITS OF THE COUNTY PROVIDING FORCE SEVERABILITY AN EFFECTIVE DATE. YOU WILL SEE THE EMERGENCY ORDINANCE IS ON THE SCREEN. MAY I HAVE A MOTION FOR APPROVAL PLEASE? >> SO MOVE THE CHAIRMAN CALENDAR MR. MCKELLEN MAKES THE MOTION AND MR. DAWSON MAKES THE SECOND DISCUSSION. >> YES, I'LL MAKE A NOTE THAT SINCE THIS IS AN EMERGENCY ORDINANCE WE'RE GOING TO NEED TWO THIRDS VOTE. >> THAT'S CORRECT. >> THERE ARE ELEVEN OF US SO EIGHT WE'LL HAVE TO BE VOTING IN THE AFFIRMATIVE TO APPROVE THIS. ANY DISCUSSION NECESSARY. OK, MR. FLOWING. >> YEAH. YOU KNOW WE'VE BEEN THROUGH THIS SO MANY TIMES ALREADY. MR. CHAIRMAN, I HAVE LOST COUNT IF ANYBODY IS INTERESTED IN WHY I'M VOTING. THE WANG PLEASE GO BACK TO OTHER MEETINGS THAT WE'VE DONE AND I HOPE YOU'LL UNDERSTAND. AND I JUST WANT YOU KNOW, I INTEND TO WEAR A MASK. IT'S NOT BECAUSE OF ANY ORDER BY A GOVERNMENT. IT'S BECAUSE IT'S THE RIGHT THING TO DO. AND SO I WEAR A MASK. >> OK, THANK YOU. ALL RIGHT. ANY OTHER COMMENTS? MR. CHAIRMAN, THIS IS MARK. GO AHEAD, MARK. YES. JUST LIKE BRIAN, IF YOU GO BACK AND LOOK AT MY POSITIONS BEFORE I DO NOT LIKE MASKS I DID. HOWEVER I AM WILLING TO VOTE FOR THIS AS I HAVE EVERY TIME BECAUSE THE OTHER MUNICIPALITIES IN OUR COUNTY HAVE VOTED FOR IT AS LONG AS THEY CONTINUE TO VOTE FOR IT. I WILL SUPPORT THEM TO MAKE THE COUNTY ONE COHESIVE ORDINANCE THAT WE WEAR MASKS. BUT AGAIN AS SOON AS THEY DROP ANY OF THEIRS I'LL BE THE FIRST PERSON TO VOTE AGAINST IT. >> THANK YOU. ANY OTHER COMMENTS, MR. MAYOR? IF I MIGHT POINT OUT TO MR. LAWSON THE HARDY BILL WHICH IS PART OF BEAUFORT COUNTY PART OF IT IS ANYWAY IT DOESN'T HAVE AN ORDINANCE THAT MR. RUDMAN. >> YES, I'M I'M SENSITIVE TO THE ARGUMENTS ABOUT NOT REQUIRING A MATH MASK. AND HOWEVER, OUR ORDINANCE THE WAY WE HAVE GOING BACK TO WHEN WE FIRST PASSED IT ESSENTIALLY HAS TO DO WITH PEOPLE AS THEY ENTER AN ESTABLISHMENT AND THEN THAT THERE'S SOME EXCEPTIONS OF WHAT THEY CAN DO WHEN THEY'RE ON THE INSIDE. SO IT BASICALLY ESTABLISHMENTS THAT ARE OPEN TO THE PUBLIC. I BELIEVE IT EXCLUDES CHURCHES IN CERTAIN MOTHER ACCEPTS THAT WILL MONITOR THEMSELVES. I THINK THE PIECE THAT WE'VE ADDED TO THIS IS THAT IT WOULD EXPIRE WHENEVER THE GOVERNOR REMOVES HIS EMERGENCY ORDER AND IT DOES SEEM TO ME THAT AS LONG AS THE STATE HAS CREATED AN EMERGENCY THAT WE WOULD BE WRONG IN NOT AT LEAST OPERATING IN PARALLEL DURING THIS PERIOD OF TIME. SO I'LL VOTE FOR IT. [00:50:05] >> THANK YOU, MR. CULVERT . >> HE WAS CHAIRMAN IN MY FINAL VOTE ON THIS AGAIN. MR. BLUE WILLING IF ANYBODY HAS ANY CURIOUS CURIOSITY AS TO HOW I VOTE I WILL REFRESH YOUR MEMORIES. I WILL BE VOTING NO. YES. I TO WEAR A MASK PRETTY MUCH EVERYWHERE I GO. I DON'T WEAR ONE BECAUSE THE GOVERNMENT TELLS ME TO WEAR ONE BECAUSE COMMON SENSE A LITTLE I HAVE LEFT. I TELL ME TO THE HOWEVER I WILL MAKE ONE. I THINK MR. ROBIN MAY HAVE SAID SOMETHING ABOUT THE GOVERNOR AS THE GOVERNOR DOES NOT HAVE A MAYOR A STATEWIDE MAP ORDER UNDERWAY THAT I HAVE ANY RECOLLECTION THOUGH ALSO YOU KNOW THE MUNICIPALITIES I BELIEVE I KNOW BLUFFTON HAS A FINE SYSTEM. I THINK HILTON HEAD DOES. I DON'T KNOW ABOUT THE OTHERS BUT I KNOW THAT'S OUT THERE. BUT YES, BRIAN IS ALSO CORRECT THAT HARDY VILLE. WHICH PART OF HARDY VILLE IN BEAUFORT COUNTY DID NOT GO DOWN THIS RABBIT HOLE. RATHER THEY SAID THAT THEY BELIEVE THEY'RE JUST THERE. THEY'RE CITIZENS AND BUSINESSES CAN THINK FOR THEMSELVES AND DECIDE FOR THEMSELVES. AT THE SAME TIME RECOMMENDING TO WEAR THE MASK ALSO I WOULD JUST ADD THAT YOU KNOW, AS A BUSINESS OWNER I CERTAINLY DON'T NEED OR DIDN'T RATHER NOT DON'T DIDN'T NEED THE GOVERNMENT TELLING ME HOW TO RUN MY BUSINESS FOR ME OR MY EMPLOYEES AND YOU KNOW, WE HAVE WE HAVE HEARD BUSINESSES ACROSS THIS COUNTRY NOT JUST HERE IN COUNTY BUT ACROSS THIS COUNTRY. AND WE ARE WE'RE ON THE BRINK OF SEEING SOME DEVASTATION. WE'VE ALREADY SEEN SOME DEVASTATION OF CHILDREN AND THEIR SITUATION NON MASK RELATED. THAT'S A WHOLE NOTHER CONCEPT. BUT BE THAT AS IT MAY, I CHOOSE TO LET THE CITIZEN VOTE FOR HIMSELF AND DECIDE FOR THEMSELVES. I STATUES TO LET THE BUSINESS OWNER DECIDE WHAT HAPPENS INSIDE HIS OR HER BUSINESS. AND I DO BELIEVE AND I APOLOGIZE. I HAVEN'T SEEN TONIGHT'S RENDITION BUT I BELIEVE WE TOOK THE EXCEPTION OF THE CHURCH OUT . IS THAT CORRECT? OK. SO YOU WE TOOK THAT OUT. SO WE DON'T GIVE THAT THAT LEEWAY ANYMORE. SO I DON'T KNOW AND LET OUR CITIZENS DECIDE. THEY'RE SMART ENOUGH. THEY KNOW WHAT YOU'RE DOING. THE BUSINESS OWNERS KNOW WHAT THEY'RE DOING. IT'S TIME TO END THIS, OK? ANY OTHER COMMENTS SHOW? YEAH. JOE, GO GET IT. MR. COLLINS, I THINK WE HAVE TO JUST CORRECT MIKE'S STATEMENT SLIGHTLY. THE CHURCHES BAR EXAMPLE. THEY'RE NOT TAKEN OUT OF THE EXEMPTION. MR. CHAIRMAN, DID YOU JUST SHAKE YOUR HEAD? YES. THEY WERE TAKEN OUT OR. NO, THEY'RE NOT TAKEN OUT. >> MIKE RIGHT SAID QUARTER LAST . >> YEAH, THAT'S WHAT I ASKED MR. RUDMAN. YEAH. THEY WERE RELATIVE TO THE WHATEVER THE GOVERNOR HAS DONE. IT'S NOT A MANDATE AT THE STATE LEVEL FOR MASKS. IT JUST RELATES TO AS LONG AS THE STATE OF EMERGENCY FOR COVID IT IS IN EFFECT. >> OK. >> ANY OTHER COMMENTS? MR. VACHON? THANK YOU, MR. CHAIRMAN. >> JUST BE QUICK. I MEAN I THINK EVERYBODY KNOWS WHERE I AM ON THIS MUCH LIKE THOSE WHO WERE SPEAKING BEFORE ME. IF YOU WANT TO KNOW WHERE I AM OR WHY WOULD I VOTE THE WAY I'M GOING TO VOTE. FEEL FREE TO GO BACK AND LOOK AT PRIOR MEETINGS. SEND ME EMAIL. GIVE ME A CALL. I'M HAPPY TO DISCUSS IT AND IN ANY MANNER. I'VE ALREADY SENT A NUMBER OF E-MAILS AND HAD A NUMBER OF CALLS ABOUT IT SO I'M ALWAYS HAPPY TO HAVE A DISCUSSION. OK AND THE OTHER COMMENTS BEFORE WE VOTE SEEING NONE. WE BEGIN WITH MR. MCKELLEN WHO MADE THE MOTION. >> YES. MR. DAWSON, YOU MADE THE SECOND . YES. >> MR. COVERT. >> NO, MR. FLEMING. >> NO. MR. IT WILL BE MASSAGED BY THE A TAX BOARD AS TO WHAT WE REQUESTED SHOULD BE DONE TO MOVE THIRTY TWO THOUSAND DOLLARS INTO THE BLACK CHAMBER OF COMMERCE FOR A REQUEST THAT THEY HAD MADE ORIGINALLY. >> IS THAT ADDING TO THEIR THEIR ORIGINAL REQUEST? >> THAT WAS THEIR ORIGINAL REQUEST OR THEIR ORIGINAL REQUEST WAS X NUMBER OF DOLLARS THEY WERE ALLOTTED THIRTY TWO THOUSAND DOLLARS. IT HAD BEEN REMOVED IN THIS ITERATION. IT IS GOING TO BE PUT BACK. >> OKAY. ANY OTHER SHOW? >> I THINK LIKE YOU NEED TO KNOW THAT IT WAS MOVED FROM CONSIDERATION BY THE COMMITTEE . RIGHT.
