THE MULTI-JURISDICTIONAL TASK FORCE WAS CHARGED WITH, UH, COORDINATING ENGINEER ASSESSMENTS, REGULATORY AGENCY ACTIONS TO INCLUDE, UM, THE FEDERAL GOVERNMENT, THE US ARMY CORPS OF ENGINEERS, ALL THE WAY DOWN TO THE, UH, THE STATE LEVEL TO INCLUDE A DEPARTMENT OF TRANSPORTATION HERE IN SOUTH CAROLINA.
ALSO, UH, THE TASK FORCE WAS CHARGED WITH FOLLOWING UP AND SECURING PERMITS, UH, SECURING GRANTS.

AND THEN WE BEGAN WORKING THE WEST RURAL OAKS AREA, JULY 22ND, UH, AND, AND, UH, CONCUR WITH US.
UH, WE'VE GOT AND WORKING BASE IN TWO, WHICH IS AROUND THE SOUTH SIDE PARK AREA.

IT WERE NOT ALLOWED DRAINAGE TO COME FROM, DO FOR MIDDLE-SCHOOL INTO JANUARY WAY INTO THE DARK POD AND THEN OUT TO BATTERY CREEK.

WE AGAIN ARE DRIVING SHEET PILES INTO THE SPANISH MOSS TRAIL BETWEEN 10 FEET AND 22 FEET TO PROVIDE THEM THAT SEEPAGE OF WATER TO PREVENT THAT FROM COMING INTO THE RESIDENTIAL AREAS.
WE'RE ALSO INSTALLING FLAP GATES IN THAT WATER CROSSING POINT AS WELL.
SO WHEN WE HAVE THESE SEVERE EVENTS, WE'RE GOING TO BE ABLE TO PREVENT THE TITLE WATER FROM WASHING INTO THE RESIDENTIAL AREAS.
AND IF WE TAKE A LOOK AT WHERE THE PUMP STATION IS OR WHERE THE TENNIS COURTS ARE, THAT AREA WAS HORRIBLY FLOODED MULTIPLE TIMES.
AND THOSE POOR FOLKS ON THE WEST SIDE OF BATTERY CREEK ROAD WERE JUST GETTING CRUSHED WITH THESE, UH, UH, HIGH, HIGH WATER EVENTS, UH, THAT, THAT CAUSED THEM TO HAVE TO EVACUATE OR MOVE THERE, UM, MOVE THEIR PROPERTY MULTIPLE TIMES WITH THE AREA, THE NEARLY COMPLETED LAWN FIRM'S AREA.
NOW WE'RE IN THE PROCESS OF COMPLETING ABOUT 2,400 FEET, A 54 INCH PIPES THAT ARE GOING TO CARRY THE WATER FROM THAT AREA ALL THE WAY DOWN TO THE SOUTH SIDE PARK AREA, AND THEN OUT TO AN ALLEY TO A BATTERY CREEK.
AND WE ARE ABOUT TWO MONTHS AHEAD OF SCHEDULE ON THIS PROJECT AS WE SPEAK.
SO WE'RE LOOKING, WE'RE LOOKING PRETTY GOOD

THEIR GOAL WAS TO GET THE JOB DONE.
AND OUR JOB WAS TO ELIMINATE THE OBSTACLES AND THE BARRIERS FROM THEM DOING WHAT THEY NEEDED TO DO IN AN EXPEDITIOUS FASHION.
AND OF COURSE, THIS PROJECT STARTED RIGHT AT THE ONSET OF HURRICANE SEASON.
SO WE, WE WERE EXTREMELY MOTIVATED TO SEE A LOT OF PROGRESS HAVE BEEN VERY, VERY QUICKLY.
UM, PROBABLY THE, ONE OF THE KEYS TO THE SUCCESS OF THE PROJECT SO FAR HAS BEEN THE AGGRESSIVE COMMUNICATION STRATEGY.
WE USE A WIDE VARIETY OF COMMUNICATION METHODS TO LET PEOPLE KNOW WHAT'S GOING TO HAPPEN AND WHY IT'S GOING TO HAPPEN AND HOW IT'S GOING TO IMPACT THEM THROUGH FACEBOOK TEXT MESSAGES.
HE EMAILS, THE NEIGHBORHOOD WALKS, NOTIFY HIM HE'S.

AND, UM, PRIOR TO OUR MORE CURRENT STRINGENT STANDARD STANDARDS FOR STORMWATER DESIGN, RIGHT? AND TO THAT END, WE HAVE GONE FOR THE REGIONAL ORDINANCE AND COMMONALITY OF THE SOUTH.
SO LOCO ORDINANCE AND DESIGN MANUAL AMONGST THE JURISDICTIONS TAKEN THAT TO PLANNING COMMISSION.
WE GO FOR FIRST READING IN THE BEGINNING OF DECEMBER WITH TOWN COUNCIL WITH AN ANTICIPATED PUBLIC HEARING, SECOND AND FINAL READING AT THE JANUARY MEETING, WHICH WILL BE JANUARY 11TH.

SO WE DON'T GET SEDIMENTATION ON DIFFERENT ROADS ENTERING THE, THE PROJECT SITE.
AND THEN WE GET SEDIMENT INTO OUR RESTAURANT MARSH SYSTEMS AND INTO OUR WATERWAYS, PERMANENT AND TEMPORARY SEATING FOR BANK STABILIZATION.

WE'LL ALSO WANT TO SEE THEIR BNP AND SCREAM, AND IT IS A GRIEVEMENT SAYING THAT FOR THE LIFETIME OF THIS PROJECT, THESE, THESE BMPS WILL BE PERMANENTLY MAINTAINED AND KEPT THE STANDARD THAT THEY ARE THE, THE, THE DAY CONSTRUCTION CLOSES SO THAT THEY ARE ALWAYS MEETING THE WATER QUALITY AND WATER QUALITY STANDARDS THAT WE'RE HOLDING THEM TO.

SO WE WANT TO GET THE DEVELOPER PLENTY OF TIME TO WORK THROUGH THAT PROCESS BETWEEN OUR CONCEPTUAL REVIEW AND OUR FINAL REVIEW, THEY WERE TO SUBMIT IF WE WERE TO GIVE THEM THEIR STORMWATER PERMIT OF FINAL, IT WOULD DEFINITELY DELAY THEIR PROJECT BY QUITE A BIT, AND WE DON'T WANT TO BE UNREASONABLE, AND WE WANT TO GIVE GOOD CUSTOMER SERVICE.

THEY HAD CEDED THE BANKS AND STABILIZED IT WITH ROUGH ROUGHNESS, MOVE FORWARD, JEN, SEE, THEY, THEY DID EVEN SOME EXTRA HOUSEKEEPING OR THAT WE DIDN'T EXPECT THEM TO DO.
UM, ON THE LEFT, YOU CAN SEE THAT THEY PUT SOME SEDIMENT TUBES WITHIN THE FINAL OUTFALL THAT LEAVES THE PROPERTY.
THEY WEREN'T REQUIRED TO DO THIS FROM US.
WOULD THEY, YOU KNOW, TRYING TO BE GOOD STEWARDS AND GOOD DEVELOPERS PUT ADDITIONAL BNPS IN LINE BEFORE IT LEAVES THE SITE AND GOES TO THE OT JUST SO THEY COULD SHOW THAT THEY WERE COMMITTED TO, YOU KNOW, PROPER DEVELOPMENT AND GOOD WATER QUALITY, RIGHT? THERE'S ALREADY SOME FENCING ON THE SITE, WHICH WE'VE SEEN WE'VE INSPECTED THE CONCRETE WASHOUT AREAS, THERE'S INLET PROTECTION FOR EVERY INLAND SEDIMENT TUBES IN LINE, MAKE SURE THAT WE HAVE NO ADDITIONAL SEDIMENT LEAVING THE SITE.
THEY HAD DUST CONTROL AND SWEEPING.
ALL OF THEIR BMPS HAD BEEN PERMANENTLY STABILIZED WITH SEATING AND THEY DO HAVE A CONSTRUCTION ENTRANCE THERE TO MAKE SURE THEY'RE NOT DRAGGING DIRT ONTO ONE 73 SEPARATE WET DETENTION PONDS ARE ALL THERE AND EXISTING.
THEY'RE ACTIVELY PROVIDING WATER QUANTITY AND QUALITY ATTENTION.
THEY'VE ALREADY HAD EVERYTHING PIPED AND ROUTED.
SO EVEN THOUGH THE ENTIRE SITE ISN'T IMPERVIOUS YET, AND THEY HAVEN'T GOTTEN ALL THEIR IMPERVIOUS AREA IN, IT'S ALREADY PREPARED TO TREAT ANY WATER QUALITY RUNOFF THAT THEY'LL BE RECEIVING.
THEY ALSO HAVE SOME 30 FOOT VEGETATIVE PERIMETER BUFFERS AND A 60 FOOT RIVER BUFFER TO HELP DISCONNECT THE RUNOFF FROM THE SITE AND MOVE FORWARD IN.
SO ANOTHER IMPORTANT THING THAT WE, WE FELT WE WANT TO PROVIDE TO THE BOARD IS THAT SRT MEETINGS, UM, ARE PUBLIC MEETINGS.

WE WANT TO SEE THE WORK WE DO ON LAND SHOW UP IN THE DATA THAT DAX COLLECTING FOR THEIR, UM, PROGRAM AS WELL AND, YOU KNOW, DIMENSION THE FDA'S WHO REGULATES THE SHELLFISH PROGRAM.
SO THERE ARE VERY HIGH STANDARDS THAT THEY'RE HELD TO FOR THESE HARVESTING BEDS.

AND IT WAS FOR THAT REASON THAT THE SINGLE REPRESENTATIVES FROM THE MUNICIPALITIES WERE IDENTIFIED AND THEY WERE ESTABLISHED AS EX-OFFICIO OUT OF A CONCERN.

AND THEN ON TOP OF THAT HAVE VOTING STATUS AT THE BOARD.
I KNOW IT WAS A CONCERN TO SOME FOLKS AND IT WAS THOUGHT AT THE TIME THAT THE UTILITY WAS FORMED, THAT THE PREFERENCE WAS TO HAVE THE AGREEMENTS IN PLACE WITH EX-OFFICIO MEMBERS.
AND OF COURSE WE ALL STILL HAVE THOSE, UM, OPERATING AGREEMENTS, THE EVER INTERGOVERNMENTAL AGREEMENTS WITH THE COUNTY, BUT THAT'S KIND OF FROM MY PERSPECTIVE, HOW AND WHY WE HAVE EX-OFFICIO VERSUS DISTRICT REPRESENTATION FOR THE MUNICIPALITY.
I'VE ALWAYS WONDERED ABOUT, WAS SET UP THAT WAY.
I FIGURED YOU PROBABLY NOTICED THAT YOU'VE BEEN ON THE BOARD PRETTY MUCH SINCE IT WAS FORMED THAT.
DO YOU THINK THAT MAYBE YOU AND, AND I KNOW CAROLYN'S
I MEAN, CLEARLY THE LANDSCAPE IN THE 20 YEARS THAT THE, UH, UTILITY BOARD HAS EXISTED, THE ENVIRONMENT LITERALLY, AND FIGURATIVELY HAS CHANGED, YOU KNOW, WHAT MIGHT BE, UM, RIGHT OR ACCEPTABLE OR THOUGHT TO BE ADVANTAGEOUS TO ALL OF THE PARTIES NOW MAY BE DIFFERENT THAN IT WAS WHEN WE STARTED, BUT IT GOT, THAT WOULD BE HAPPY TO, UH, TO OFFER MY ASSISTANCE AND THAT OF MY STAFF TO TRY TO FAIR IT OUT.
