CLOSED CAPTIONING PROVIDED BY BEAVER COUNTY.

SURE.

AND I'VE ASKED EVERYONE TO MEET THEIR MICROPHONE.

UM, LET'S ALL DO THE PLEDGE OF ALLEGIANCE, PLEASE.

UH, YOU DON'T.

YEAH, YOU DON'T HAVE TO STAND, BUT OKAY.

I PLEDGE ALLEGIANCE TO THE FLAG FOR WHICH IT STANDS ONE NATION INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL, A LITTLE BIT OF LIFETIME THERE.

OKAY.

I'M GOING TO INTRODUCE THE BOARD MEMBERS.

YOU CAN WAVE.

WHEN I SAY YOUR NAME, MAYBE WE HAVE JOE BOGUS REPRESENTING COUNCIL, DISTRICT 11, ERNIE COLE COUNCIL, DISTRICT THREE, LYNN MILLWORK COUNCIL, DISTRICT 10, JANET PORTER.

I DON'T KNOW IF SHE JOINED US.

SHE'S REPRESENTING DISTRICT EIGHT.

BRENDA'S NOT ABLE TO BE WITH US.

BRENDA.

LEDSON IN POWELL.

SHE REPRESENTS DISTRICT ONE.

COUNSELEE RICHMOND.

AND SO SHE'S HERE.

COUNCIL DISTRICT SEVEN, TRACY ROBINSON SIGNING US BY PHONE COUNCIL, DISTRICT FOUR.

LAURA STURKEY WILL BE SIGNING IN SHE'S COUNCIL, DISTRICT NINE, CHERRY THOMAS COUNCIL DISTRICT TWO, JAMES LORELL COUNCIL DISTRICT FIVE.

AND I'M ANNA MARIA TABERNACLE DISTRICT SIX.

I'M THE CHAIR.

OKAY, THANK YOU.

UH, WE DON'T HAVE ANY PUBLIC COMMENT PER SE, SO WE'LL JUST KEEP MOVING.

UM, WE WILL HAVE AN EXECUTIVE SESSION TODAY FOLKS, AND JUST FOR PEOPLE THAT ARE LISTENING, WE WILL NOT BE TAKING VOLTAGE, COULD DISCUSS ALL MATTERS.

AND THEN WE WILL COME BACK OUT INTO THE PUBLIC TO DO AN ADJOURNMENT.

SO WE'D LIKE WE ALL RECEIVED THE SEPTEMBER 9TH MINUTES AND JUST A REMINDER TO THE PUBLIC THAT LISTENS IN.

WE MEET EVERY OTHER MONTH.

SO THESE ARE MINUTES IN OUR LAST MEETING.

SEPTEMBER.

I'LL NEED A MOTION TO ACCEPT THE MINUTES.

OKAY.

BERNIE EMOTION.

CAN I HAVE A SECOND? AND IF WE JUMP IN LYNN SECOND, IT, EVERYBODY IN FAVOR OF ACCEPTING THE MINUTES, APPROVING THEM.

THANK YOU VERY MUCH.

UM, I DON'T HAVE ANYTHING IN CORRESPONDING, OUR MEMBERSHIP.

YOU AMANDA.

ALL RIGHT.

SO I'M GOING RIGHT TO THE LIBRARY DIRECTORS REPORT.

THIS WILL BE AMANDA DICKMAN.

SHE'S OUR INTERIM LIBRARY DIRECTOR.

YOU'RE ON OR GOOD AFTERNOON.

I AM HAPPY TO REPORT THAT SINCE YOUR LAST BOARD OF TRUSTEES MEETING, WHERE YOU APPROVED TO REOPEN OUR LIBRARIES FOR LIMITED SERVICE, UM, WE HAVE SERVED 11,804 CUSTOMERS RELATED 51,000 ITEMS. AND THEN FOR THOSE OF YOU WHO WANT TO KNOW A BREAKDOWN BETWEEN THE PHYSICAL BOOKS AND DVDS THAT WE CIRCULATE VERSUS DIGITAL CIRCULATED, 37,816 PHYSICAL ITEMS AND 13,285 DIGITAL ITEMS, JUST TO GIVE YOU SOME COMPARISON, UM, IN CIRCULATION FIGURES FOR SEPTEMBER OF 2020, UM, WE HAVE, WE HAVE SURPASSED OUR NUMBERS BY 179%.

SO IT IS GOOD TO BE REOPENED.

THANK YOU FOR LETTING US OPEN SAFELY.

UM, IT CERTAINLY SHOWS THAT WE HAVE A VALUE TO PROVIDE TO OUR COMMUNITY.

SO THANK YOU FOR THAT.

I CURRENTLY, UH, I DO HAVE SOME EXCITING NEWS TO SHARE WITH YOU REGARDING THE BLUFFTON BRANCH LIBRARY RENOVATIONS.

IT IS MY DISTINCT PLEASURE TO LET YOU KNOW THAT THAT PROJECT IS NOW OUT IN THE BID SOLICITATION PROCESS.

IT WAS POSTED ON FRIDAY.

AND, UH, THE TIMELINE FOR THAT IS THAT, UM, THE BIDS WILL BE COLLECTED UNTIL DECEMBER THE THIRD.

AT THAT POINT, IT WILL GO INTO A REVIEW PROCESS AND THEN, UH, WE CAN EXPECT SOMETIME AROUND JANUARY TO BEGIN TO MOVE, UH, TOWARDS GETTING THE FUNDING AND APPROVAL FROM COUNTY IN ORDER TO ACTUALLY AWARD THE CONTRACT TO, UM, TO THE WINNING BIDDER.

SO IDEALISTICALLY, IF YOU REMEMBER FROM MACMILLAN HAS BEEN SMELLED THE PRESENTATION, YOUR LAST BOARD MEETING, THEY SAID IT WOULD TAKE ABOUT FOUR MONTHS OF CONSTRUCTION TIME.

ONCE THE CONTRACT WAS AWARDED TO THE WINNING BIDDER.

SO WE'RE LOOKING AT HOPEFULLY IN MARCH BEING ABLE TO START, UM, THE BEGINNING PARTS OF THAT CONSTRUCTION AND HOPEFULLY COMPLETED MID YEAR.

SO SOMETIME IN 2021,

[00:05:04]

I WOULD ALSO LIKE TO REPORT THAT BOTH BOOKMOBILE NORTH AND SOUTH ARE ON THE ROAD, UM, BOOKMOBILE, UH, SOUTH, THE ONE THAT SERVES BLUFFTON AND HILTON HEAD HAS ACTUALLY ADDED TWO NEW STOPS.

UM, SO WE'RE AT 32 STOPS, WHICH IS ABOUT HALF OF WHAT WE'VE TYPICALLY DONE PRE COVID.

UM, BUT THOSE TWO NEW STOPS ARE TWO OTT PINES IN THE SUN CITY, BLUFFTON AREA, AND THE CRESSON, ANOTHER ALL AGES COMMUNITY ON ROUTE TWO 78.

SO THINGS ARE IN FULL SWING AND I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE.

AMANDA.

I JUST WANT TO EXPRESS GRATITUDE FOR THE BOOKMOBILE.

OUR RESIDENTS ARE ECSTATIC, IT'S BACK, AND IT'S A GREAT SERVICE TO THE RESIDENTS SAID, YOU KNOW, I CAN'T GET TO THE LIBRARY OR DON'T WANT TO TAKE ADVANTAGE OF IT.

SO WE'RE REALLY HAPPY.

THANK YOU.

YES, SIR.

MR. BERNIE WITLESS, WE'RE GOING TO TRY TO UNMUTE YOU.

YOU MIGHT HAVE TO UNMUTE YOURSELF THERE, BUT AM I BACK? ALL RIGHT.

FIRST OF ALL, CONGRATULATIONS ON THE GREAT CIRCULATION NUMBERS.

AND THIS IS THE FIRST I KNEW THAT THE BOOKMOBILES WERE BACK IN ACTION.

THEY SERVE A GREAT NEED IN OUR COMMUNITY AND I'M HAPPY ABOUT IT.

AND THEN JUST TO LET EVERYBODY KNOW IN TERMS OF THE PROCESS AND SO FORTH, WE'RE BLESSED AND RENOVATIONS, AMANDA AND I WENT OVER ALL THAT THIS AFTERNOON AND I SAID THAT SHE SHOULD MAKE THE PRESENTATION BECAUSE SHE HAD HAD MORE TIME TO STUDY IT.

SO THEY WILL NOT BE PART OF MY COMMITTEE REPORT.

BUT ONCE AGAIN, GOOD OLD BUREAUCRACY, WE FINALLY GOT TO THIS STAGE.

SO THAT'S ALL I HAD TO SAY.

THANK YOU.

ANY OTHER QUESTIONS THAT YOU MAY HAVE FOR US IN TERMS OF, OF ANYTHING OKAY.

THAT CONCLUDES YOUR REPORT.

YES MA'AM.

ALL RIGHT.

THANK YOU.

UM, FINANCIAL REPORT, I ASSUME YOU'RE GOING TO DEFER TO OUR FINANCE COMMITTEE AS USUAL THAT I LEAVE THIS TO JOE ARE THE CHAIR OF OUR FINANCE COMMITTEE IN HIS CAPABLE HANDS DESCRIBED IN DETAIL THAT WE ARE ABOUT A THIRD OF THE WAY THROUGH, AND WE ARE SLIGHTLY UNDERSPENT, BUT REST ASSURED WE ARE ON TRACK AND WE ARE NOW PURCHASING AT OUR PRE COVID LEVELS OF MATERIALS.

WE'RE GOING TO BE COMING IN FILLING THE SHELVES, BUT JOE IS GOING TO GIVE YOU OUR FINANCES.

I GO TO COMMITTEE REPORTS AND I'M GOING TO FINANCE COMMITTEE.

FIRST, JOE FOCUSES OUR CHAIR ELM.

I SIT ON IT.

LAURA'S TURKEY, TERRY TOMLINSON, JAMES MORALE.

SO TAKE A JOKE.

OKAY.

NOW WE GET TO THE EXCITING PART OF THE BETTER TODAY'S MEETING.

UH, FIRST LET ME TELL EVERYONE THAT THE FINANCE COMMITTEE DID MEET ON MONDAY.

WE HAD, WE HAD AN WEBEX CONFERENCE AND WE WENT OVER THESE ITEMS IN DETAIL.

SO WE'LL JUST SUMMARIZE THEM TODAY TO LET EVERYONE KNOW WHERE WE ARE, BUT IT'S SHORT.

UH, THE LIBRARY IS IN GOOD FINANCIAL SHAPE.

WE'RE SHOWING HEALTHY BALANCES AND OUR, AND OUR SORT OF CAPITAL ACCOUNTS.

AND AT THE SAME TIME WE ARE UNDER SPENT, AS YOU COULD EXPECT ON CURRENT, ON CURRENT, UH, OPERATING REVENUE.

UH, THE ONLY OTHER ITEM WORTH NOTING IS THAT THERE HAS BEEN NOTHING TO UPDATE THE GROUP ON RELATED TO IMPACT PHASE.

AND AS SOON AS SOMETHING HAPPENS ON THERE, IF SOMETHING BREAKS, WE'LL LET EVERYONE KNOW.

WHAT I WOULD LIKE TO DO THEN IS TO GO THROUGH OUR FINANCIAL DOCUMENTS IN OUR USUAL ORDER, AND THEN TURN DOWN THE HIGHLIGHTS.

SO EVERYONE UNDERSTANDS WHERE WE ARE.

AND WHAT I'D LIKE TO BEGIN WITH IS OUR STATEMENT.

I WAS SPECIAL, A SPECIAL FUNDS AND USUAL STARTING ON THE LEFT WITH STATE AID, A LOTTERY, YOU'LL SEE THAT WE'VE RECEIVED OUR SECOND ALLOTMENT, UH, FROM THE STATE AND THAT STATE AID, WHICH IS WHERE IT DIRECTIVES THE LIBRARIAN.

WE HAVE RECEIVED YEAR TO DATE, THE LOWER $162,000.

UM, WE'VE SPENT 48TH.

I WOULD AGREE A HEALTHY BALANCE OF 113,000 AS YET TO SPEND, UM, OUR SPENT NUMBER OF 48,000.

YOU'LL SEE THAT REPEATED AGAIN.

WHEN WE GET INTO THE MATERIAL, MOVING OVER ONE COLUMN FROM THEIR IMPACT PHASE AND LOOKING REALLY TO THE BOTTOM THERE, YOU'LL SEE THAT WE HAVE A NICE BALANCE OF 4.7 ROUNDED MILLION DOLLARS IN THE NFL PHASE.

UM, WHAT WOULD YOU, SINCE OUR LAST REPORT, AND THEN THE TWO MONTHS, UH, TO THE PAST, WE'VE ADDED ABOUT $71,000 TO OUR BALANCE.

SINCE JULY, WE

[00:10:01]

HAD RECEIPTS A LITTLE OVER A 280,000, 70% OF THAT 75% OF THAT FOAM BLOCK.

SO THANK YOU BLUFFTON FOR YOUR CONTRIBUTION TO LIBRARY IMPACT BASE.

UM, WE'VE HAD EXPENDITURES DURING THAT PERIOD OF 208,000 LIBRARY MATERIALS ACCOUNTED FOR 174,000 OF THAT.

AND THEN WITH THE REMAINING CHARGE TO BLUFFTON FOR THE ARCHITECTURAL AND ENGINEERING SIDE, UH, SIDE OF THAT ACTIVITY A LITTLE OVER 33, ALMOST 34,000.

SO THAT REALLY HIGHLIGHTS THE INS AND THE OUTS OF THE, OF IMPACT PHASE.

UM, AND THE OTHER FINAL COLUMN HERE ON, ON SPECIAL TRUCK THERE, NO NOTICEABLE MATERIAL, NO NOT SPOIL ACTIVITY FROM THERE.

SO WE CAN REALLY SKIP THAT AT, AT THIS PARTICULAR POINT.

THE NEXT DOCUMENT IS REALLY OUR REPORT OF A SPANISH HERE.

AND YOU'LL SEE, UM, WELL THAT'S WHAT ONE THAT THIS IS CORRECTLY.

AND YOU'LL SEE, LOOKING DOWN, WE ARE WITH ROUGHLY ONE THIRD OF THE YEAR CALENDAR WISE, 33%.

WE'VE ONLY SPENT ABOUT WHEN THEY SET UP MY 7% OF THAT.

AND BASICALLY, AS YOU CAN APPRECIATE THE LIBRARY HAS BEEN OPERATING JUST TO CARRY OUT A CURBSIDE BASIS UNTIL THE LAST MONTH.

SO A LOT OF THIS MONEY HAS, HAS NOT BEEN SPENT.

UM, WE HAVE ABOUT $230,000, UM, YOU KNOW, ROUGHLY UNSPENT AT THIS POINT.

SO IN TERMS OF WHERE WE ARE VERSUS OUR BUDGET REPORT, WE'RE UNDERSPENT AND WE'RE IN VERY, VERY GOOD SHAPE AND LAST REPORT AND OUR, IN OUR ASSEMBLY, JUST SORT OF MY SPECIALTY AND THAT'S LIBRARY AND MATERIALS.

UM, YOU SEE THAT ROUGHLY ONE THIRD OF THE YEAR THROUGH, WE HAVE READY SPENT 280,000, WHICH REALLY PUTS US IN A VERY HEALTHY POSITION FOR LIBRARY MATERIALS.

WE CAN HAVE TO REALLY, WE HAVE A TARGET RATE OR I HAVE A TARGET SPEND OUT OF THE 600,000.

SO WE'RE REALLY, REALLY RATE VERY HEALTHY THERE.

MOST OF THE MONEY YOU'LL NOTICE HAS BEEN SPENT ON BASE MATERIALS AND THESE OTHER MATERIALS THAT EVERYONE FLOCKS TO, UH, REALLY THE, THE BEST SELLERS.

SO THINGS THAT ARE ON THE, ON THE BEST SET MUST READ YET.

UM, AND AMANDA TOUCHED ON THE FACT THAT WE'VE HAD A LOT OF VISITORS TO LIBRARIES SINCE WE OPENED.

AND IF YOU LOOK AT THE MATH, YOU'LL SEE THAT EACH VISITOR TAKES OUT ABOUT THREE ITEMS OF MATERIALS.

AND THAT'S REALLY WHERE THE LEAST MATERIAL, LEAST MATERIAL BOOKS COME INTO PLAY, BECAUSE THOSE ARE THINGS THAT THOSE ARE THE THINGS THAT REALLY PEOPLE ARE LOOKING FOR.

UH, YOU'LL SEE, A COUPLE OF NUMBERS REPEATED HERE.

UM, STATE AID 48,000 WERE SPENT IMPACT FEE OF 174,000 SPENT.

SO YOU SEE THE INTERPLAY OF HOW WE SPEND OUR MONEY ON MATERIALS AND HOW THIS REALLY AFFECTS US RATHER THAN THE IMPACT.

ALSO MORE THING.

THE SECOND LARGEST AREA OF REVENUE FOR MATERIALS IS REALLY DIFFERENT THAN LIBRARY WITH 56 OR 57,000.

AND WE'RE REALLY WANTING TO GIVE A HATS OFF AND THANKS TO THEIR FRIENDS FOR THEIR SUSTAINING, AND THEN REALLY NOTABLE CONTRIBUTION TO LIBRARY MATERIALS.

SO, BUT THOSE THREE DOCUMENTS WERE REALLY WRAP UP OUR FINANCIAL POSITION.

AS I SAID TO THIS REPEATING WE'RE IN GOOD SHAPE ON OUR CAPITAL ACCOUNTS, AMANDA, AND A GROUP OF REALLY UNDERSPENT ON OUR LIBRARY BUDGETS.

SO WE'RE SHOWING THE HEALTHY PLUS BALANCE THERE AND MATERIALS.

IT COULDN'T BE BETTER THAN THIS THAN WHERE IT IS TODAY.

THANK YOU TO AMANDA AND JOSH FOR ALL OF YOUR WORK WITH THIS.

AND WITH THAT, I'D LIKE TO SAY, IF THERE ARE ANY QUESTIONS ON, ON THE FINANCIAL DOCUMENTS, I'LL SEE WHAT I CAN DO WITH THEM.

NOTHING BURNING YOU'RE MUTED, YOU HAVE TO UNMUTE.

ALL RIGHT, JOE, DO WE HAVE ANY FEELING FROM THE COUNTY COUNCIL AND SO FORTH? AND PROBABLY I SHOULD ABOUT WHAT THE IMPACT OF MELTDOWN IS GOING TO DO TO OUR BUDGET FOR THE FOLLOWING YEAR, STARTING JUNE 30, 20, 21, TO REFER THAT TO A MAN, I DON'T CHECK MY BACK WHEN WE HAD OUR BUDGET WORKSHOP TALKED ABOUT THAT, BERNIE,

[00:15:01]

I THINK YOU'RE RIGHT.

IF WE SEE AN IMPACT, IT'S NOT THIS YEAR, THE NEXT FYI YEAR, BUT, UM, I DON'T KNOW IF CHUCK OR AMANDA WANT TO ADD ANY COMMENTS ON THAT THEY MAY KNOW BETTER THAN I DO AT LUNCH TODAY.

CHANCE TO TALK WITH PAUL SOMERVILLE AND HE DIDN'T GO THERE RIGHT NOW BECAUSE WE'RE TRYING TO ASSERT THE, SO YEAH, YOU KNOW, I'M SURE I WILL CHIME IN LOOKING THAT FAR FORWARD IS A BIT DIFFICULT.

WHAT I CAN DO IS SPEAK TO WHERE WE ARE NOW, ESPECIALLY AS IT RELATES TO IMPACT FEEDS BUILDING IS STRONG.

UM, SURPRISINGLY, SO, SO WHERE WE ARE RIGHT NOW, UM, WE ARE EQUAL TO, OR AHEAD OF WHERE WE WERE LAST YEAR, AS FAR AS PERMIT SALES.

SO I KNOW THAT DOESN'T SPECIFICALLY ANSWER YOUR QUESTION, BUT, UM, THAT'S, THAT'S SORT OF A SNAPSHOT OF WHERE WE ARE RIGHT NOW.

OKAY.

THANK YOU.

BY THE WAY, AMANDA IS JOSH AROUND.

HE'S ON, HE'S ON THE CALL WITH US TODAY.

THERE'S A PIECE OF, OF OUR, OF OUR FUNDING THAT YOU'VE SEEN TO TALK ABOUT, AND THAT IS STATE AID, AND WE ARE MONITORING CLOSELY THE STATE LEGISLATURE TO SEE WHAT THEY'RE GOING TO DO IN TERMS OF ANY CHANGES TO DATE.

AT THIS POINT, WE HAVEN'T BEEN GIVEN A WARNING, BUT SOMETHING THAT WE'RE MONITORING TO SEE IF THE STATE MAKING THE CUT TO THAT.

I HAVE A QUESTION.

UM, WE'RE NOT WE'RE, I DON'T WANT TO SAY BEHIND, BUT WE ARE DOING REALLY WELL WITH THE SPENT WITH SPENDING FUNDS FROM THE COUNTY.

IF WE DON'T SPEND ALL OF THE FUNDS FROM THE COUNTY, DID THEY TAKE THEM BACK FROM WHAT I'VE SEEN IN THE PAST? THERE IS NO REAL CARRY OVER THE MONEY THAT ISN'T SPANNED.

THEY HAVEN'T GOT THREE REALLY RETAINED THE COUNTY TREASURY, UNLESS THERE'S A SPECIAL BONUS, THAT'S PASSED OUT TO THE BINANCE CHECKER, BUT I DON'T THINK THEY'RE GOING TO GO FOR IT.

WELL, BOTH OF YOU ARE CORRECT ANY UNSPENT FUNDS WE REMAIN WITH THE COUNTY, BUT FOR OUR MATERIALS PURPOSES, WE WILL, WE WILL EXPEND THOSE FUNDS.

UM, THE ONLY PLACE WHERE WE MAY NOT EXTEND FUNDS WOULD BE IN ANY SAVINGS OR MONEY TOWARDS SALARIES PER VACANCIES AND THINGS LIKE MR. VACANT POSITION, WE CALL THAT, UM, IT'S JUST ANY MONEY UNSPENT ALLOCATED RIGHT NOW.

WE ARE IN A HOLDING PATTERN FOR HIRING, UNLESS IT'S CENTRAL.

NO, MA'AM, WE ARE CURRENTLY ABLE TO BUILD OUR VACANCIES.

I SHOULD HAVE INCLUDED THAT IN MY DIRECTOR'S REPORT, WE HAVE WELCOMED FOUR NEW EMPLOYEES SINCE YOUR LAST MEETING.

AND WE HAVE THREE PENDING CANDIDATES THAT WE'RE HOPING TO BE ABLE TO SET AND BRING ON BOARD.

UM, SO WE ARE ACTIVELY INTERVIEWING TO FILL ALL OF OUR VACANCIES, UM, SO THAT WE ARE FULLY STAFFED.

OKAY.

THANK YOU.

ANY OTHER QUESTIONS FOR FINANCE? RIGHT.

I'M GOING TO MOVE US TO FOUNDATION.

LYNN, DO YOU HAVE A REPORT FOR FOUNDATION? I THINK THERE'S A MEETING COMING UP.

I CAN'T REMEMBER.

UH, BUT THE LAST TIME THEY MET WAS IN SEPTEMBER AND, UM, THE FOUNDATION IS CONSIDERING THE FOUNDATION WHERE THE FOUNDATION IS PUTTING TOGETHER THEIR ANNUAL APPEAL LETTER, WHICH WILL BE NOVEMBER 10TH.

THEY'RE GOING TO BE PUTTING THAT TOGETHER AND MAILING IT TO ALL OF US.

UM, SO THAT'S BEING DONE.

AND THEN, UH, UH, AT THEIR LAST MEETING IN SEPTEMBER, WHICH WAS AFTER OUR MEETING, UH, RAY HAD SUGGESTED THAT THEY CONSIDER, UM, I DIDN'T WRITE IT DOWN.

IT WAS SUPPOSED TO CONSIDER, UM, UH, INSURANCE FOR DIRECTORS.

UM, THAT SEEMS TO BE, IS THAT RIGHT, AMANDA? IS THAT, AM I WORDING THAT RIGHT FOR THE DIRECTORS? BECAUSE THERE IS SOMEONE THAT THEY WOULD LIKE TO COME ON BOARD AND THEY, THAT PERSON DOES NOT WANT TO COME ON BOARD UNLESS THEY'RE SURE THAT THERE'S SOME KIND OF INSURANCE AND THEY, UM, LI UH, LIABILITY INSURANCE.

AND THEY'RE ALSO SUGGESTING THAT FRIENDS LOOK AT THAT AS WELL.

SO THAT'S MY REPORT FOR THAT.

THANK YOU.

AND I'D LIKE TO REMIND ANYBODY THAT'S LISTENING, UM, THAT DONATING TO THE FOUNDATION IS VERY IMPORTANT.

AND TO ALL OUR FRIENDS OF THE LIBRARY GROUPS, AS JOE NOTED, THEY ARE STAUNCH SUPPORTERS AND REALLY PROVIDE US WITH A LOT OF FUNDS AND BEFORE COVID PROGRAMMING AND SO ON.

SO ALL YOUR FRIENDS OF THE LIBRARY, UM, BRENDA'S NOT HERE, JAMES, CAN YOU TAKE THAT ONE, ANYTHING FROM YOU FOR FRIENDS

[00:20:01]

OF THE LIBRARY? SURE.

DIFFERENT FRIENDS OF THE LIBRARY.

THEY'VE BEEN MEETING CONSISTENTLY OVER THE LAST FEW MONTHS SINCE WE'VE BEEN IN THIS.

COVID SO KUDOS TO THEM FOR THAT.

UM, AFTER OUR LAST MEETING, UM, YOU KNOW, THEY TALKED ABOUT, UH, THE ACTUAL, UH, SOUTH CAROLINA FRIENDS OF THE LIBRARIES HAVING THEIR ANNUAL CONFERENCE, UH, AND ACTUALLY WILL BE, UH, THIS FRIDAY ON NOVEMBER 6TH.

AND, UM, THEY DO HAVE SOME MEMBERS WHO WILL BE PLANNING ON ATTENDING THAT.

UM, IT ALSO TALKED ABOUT, UM, HAVING, UH, TRYING TO TRY TO EXPERIMENT WITH A LIBRARY CARD FILLED WITH DONATED BOOKS, UM, TO BE A, FOR SALE OUTSIDE OF, UH, THE, THE BUFORD BRANCH.

AND THE REASON FOR THAT IS BECAUSE OBVIOUSLY, YOU KNOW, WE HAD TO, UM, THE ANNUAL FALL SALE, UH, THAT THEY WOULD NORMALLY HAVE.

SO AT THIS POINT, THERE'S AN INFLUX OF BOOKS THAT THEY HAVE AND PEOPLE ARE CONTINUOUSLY DONATING.

AND SO, UH, JUST TRYING TO FIGURE OUT A WAY TO KIND OF CAPITALIZE OFF OF, UH, YOU KNOW, UH, THEY CANCELED, UM, ANNUAL FALL SALE, BUT STILL BE ABLE TO BRING IN SOME FUNDS.

AND SO THEY'RE GOING TO TRY THAT THIS FRIDAY, UM, THEY TOO ALSO ARE GOING TO BE WORKING ON THEIR FALL MEMBERSHIP DRIVE, UH, LETTER AS WELL.

AND SO I, YOU KNOW, CERTAINLY ENCOURAGE ANYBODY IN THE PUBLIC.

YOU KNOW, THEY HAVE A REALLY GREAT WEBSITE THAT YOU CAN GO TO, TO FIND OUT HOW TO BECOME A MEMBER, UH, AND, OR DONATE TO THE FRUITS OF THE LIBRARY AS A TAB, UH, MENTIONED BEFORE.

AND THEN FINALLY, UH, A ARE STILL PLANNING ON HOLDING THE SANDWICH IN A LAB THIS LAST YEAR, UH, WAS REALLY A GREAT SUCCESS.

UM, AND SO OBVIOUSLY, UH, ANTICIPATING THAT, YOU KNOW, THE COVID-19 AND, YOU KNOW, THE, THE LOCKDOWNS AND PRECAUTIONS OF, WE'RE NOT, UH, IF THE GOAL IS TO DELIVER, UH, THE BOOKS SANDWICH IN VIA ZOOM.

AND SO THEY'RE WORKING ON, UM, YOU KNOW, KIND OF SETTING ALL OF THAT UP AND GETTING EVERYTHING IN PLACE FOR, UH, CONTINUING TO, UH, ENSURE THAT THE BOOK SANDWICHING CAN GO FORWARD.

THAT'S ALL I HAVE.

THANK YOU.

THAT'S GREAT.

THEY'RE PRETTY ACTIVE.

IT LOOKS LIKE, UM, BLUFFED AND FRIENDS OF THE LIBRARY WRESTLING.

DO YOU HAVE A REPORTS IN SLAUGHTER IS NOT ON OKAY.

SHE'S MUTED, BUT SHE SHAKING HER HEAD.

NO.

SO HAVE I ATTENDED, I CAN GIVE YOU A REPORT ON, THEY MET IN OCTOBER AND SINCE THE LIBRARIES HAVE REOPENED, THEY'VE POSTED TO 50% OFF SALES TO LET SUCCESS.

THEY ARE CHART LATE, ALSO SCHEDULING AN ANNUAL MEMBERSHIP DRIVE FOR NOVEMBER.

ALSO, WE'LL BE DOING A SPECIAL MEETING THERE.

SO THEY ARE IN FULL SWING AS WELL AS HAPPY TO BE BACK IN BUSINESS.

YOU KNOW WHAT? I REALLY APPRECIATE THE FACT THAT THE FOUNDATION AND THE LIBRARY, FRIENDS OF LIBRARY, DO THEIR, UM, DRIVES IN NOVEMBER, DECEMBER TO REMIND PEOPLE TO GO AHEAD AND CONTRIBUTE.

SO YOU PUT IT ON YOUR TAX RETURN.

SO IT'S VERY PRUDENT.

IT'S COMING UP.

WE SHOULD ALL BE LOOKING TO THAT.

ALL RIGHT.

HILTON AND FRIENDS OF THE LIBRARY, WE'RE BACK TO YOU, LYNN.

OKAY.

SO THEY WILL BE CELEBRATING A BIRTHDAY AT 21 YEARS.

NO 12 YEARS.

I DON'T KNOW.

BUT ANYWAY, UM, UH, NOVEMBER SINCE FROM ONE UNTIL THREE AND THEY ARE WHAT LOOK DOWN THIS YEAR INSTEAD OF A BIG CAKE, THEY'RE LITTLE CUPCAKES, AND SOME PEOPLE CAN GRAB AND GO.

SO, UH, THAT, THAT WILL BE ON NOVEMBER 6TH, FROM ONE TO THREE IN THE BOOKSTORE, THEY REARRANGED EVERYTHING.

SO IT CAN BE, IT WAS ON A SMALL ROOM.

NOW THEY CAN, THEY HAVE TAKEN THE, UM, UH, THE, UM, THE PLACE WHERE YOU PAY AND THEY PUT IT OUTSIDE THE BOOKSTORE AND ONLY ONE OR ONE PERSON IS ALLOWED IN THE BOOKSTORE AT A TIME WHEN THEY BROUGHT THE BOOKS OUT.

SO THEY REARRANGED ALL OF THAT.

THEY'RE OUT, THEY'RE BACK OPEN FROM 10 TO FOUR DURING THE WEEK AND 10 TO THREE 30 ON SATURDAY.

THEY TOO ARE WORKING ON AN APPEAL LETTER AND THEY HAVE THREE OPEN BOARD POSITIONS.

SO THEY'RE LOOKING FOR SOME NEW BOARD MEMBERS.

THEY'RE JUST IN A TRANSITION RIGHT NOW.

AND I WANT TO MENTION THAT, UM, WE DO A PROGRAM OF THEIR CALLED BOOK BREAK.

THAT'S SPONSORED BY THE FRIENDS AND RATHER THAN REINVENT THE WHEEL, WE ARE TAGGING.

WE ARE PIGGYBACKING ON BOOKS AND GIVING THEM SOME RECOGNITION FOR THAT.

SO PEOPLE, IF THEY WANT, THEY CAN JOIN A BOOK SANDWICH, AND IF THEY ARE, UH, SO THAT'S THE REPORT.

THAT'D BE GREAT.

OKAY.

POLICIES AND PROCEDURES.

ROSELEE RICHMOND IS OUR CHAIR.

LYNN IS ON A JANET AND TERRY, IS THERE ANY UPDATE BRAS? NOPE.

NOPE.

NOT AT THE PRESENT.

OKAY.

THANK YOU.

STRATEGIC PLANNING.

JANET IS THE CHAIR.

I SERVED BRENDA LYNN AND TRACY, BUT DAVID'S NOT ON IN, AS YOU ALL KNOW, FROM OUR LAST MEETING, WE'VE SUSPENDED.

IT'S ON HOLD, PENDING OUR ACCEPTANCE

[00:25:01]

OF A NEW DIRECTOR, THE LOCATION OF A NEW DIRECTOR.

SO THERE'S NO REPORT FOR STRATEGIC PLANNING QUESTION.

YES, GO AHEAD.

UM, I HAVE A NOTE HERE FROM A PRIOR MEETING, A NEW ONE IS COMING UP.

IF YOU RECALL THE COMMITTEE UNDER JANET'S SHE'S THE CHAIR WE WERE MEETING JUST BEFORE COVID WE WERE HAVING A COUPLE OF MEETINGS.

JANE WAS THERE.

JAMES WAS THERE, I THINK ONE, COUPLE OF US.

AND WE HAD A WHOLE PLAN.

WE HAVE A FACILITATOR, BUT ONCE COVID HIT AND NOW OUR DIRECTOR, WE HAVE AN INTERIM DIRECTOR.

WE'RE LOOKING FOR A DIRECTOR.

IT WAS AGREED THAT WE WOULD PUT IT ON HOLD.

THE TRUSTEES AGREED TO PUT IT ON HOLD.

UM, CHALLENGE MATERIALS.

JOE IS OUR CHAIR, JAMES AND ROSS, AND TRACY SERVE ON IT.

HOW ARE WE DOING JOE? I MUTE YOURSELF.

WE REMAIN ON CHALLENGED KIND OF COMPLACENT THERE.

JOEL, ALWAYS, WE HAVE A LOT OF VERY FACILITIES SUBCOMMITTEE.

AND BERNIE'S THE CHAIR WITH JOE ROZ, LAURA AND MYSELF.

UM, ANYTHING TO ADD TO AMANDA'S FACILITY REPORT BERNIE? WELL, UH, JUST WHAT AMANDA SAID IS THE HEART OF THE CURRENT SITUATION FOR THE BOSTON MARATHON VACATION.

UH, ANY RENOVATION ON HILTON HEAD I GUESS, IS STILL UP IN THE AIR.

AND THEN THE POSSIBILITY OF A NEW, A NEW LIBRARY, A FOUL IN THE NEW AREA OF BLUFFTON IS STILL ON THE TABLE, BUT DUE TO THE UNCERTAINTY OF MONEY, THE COUNTY IS NOT WILLING TO TAKE ANY ACTION TO STEP INTO IT AT THIS POINT, BUT IT REMAINS A GREAT LOCATION.

THE DEVELOPER IS STILL WANTS THE LIBRARY THERE.

SO ALL WE CAN DO IS WAIT UNTIL WE, UH, GET SOME FINALITY AND SOME GRASP OF WHERE WE'RE GOING TO BE FINANCIALLY, WHERE THE COUNTY IS GOING TO BE.

SO THAT'S ALL I GOT.

PAUSE.

IS THAT THE WORD WE USE? COVID PAUSE.

OKAY.

IS THERE ANY OLD BUSINESS, ANYBODY HAVE SOMETHING TO PUT ON THE TABLE FOR ALL BUSINESS OTHER THAN, I GUESS FOR ALL KIND OF OLDER? UM, NOTHING.

ALRIGHT.

NEW BUSINESS.

AMANDA, WE HAVE APPROVAL OF HOLIDAY CLOSURES.

ALL OF THE TRUSTEES RECEIVED THE CLOSINGS.

DOES ANYBODY HAVE A QUESTION ON THAT? AMANDA SENT IT TO YOU.

THOSE ARE HOLIDAY OBSERVANCES STAFF DEVELOPMENT, DAY STAFF WHORES DAY, AND SO ON.

VERY CAN TO ACCEPT THESE LIBRARY CLOSURES.

ALL RIGHT.

AND A SECOND AND LOUISVILLE SECOND.

UM, ANYBODY HAVE A QUESTION OR COMMENT BEFORE WE VOTE? ALL RIGHT, LET'S TAKE THE BOAT PLEASE.

AMANDA, YOU HAVE SOMETHING.

GO AHEAD.

IT JUST TO BE OFFICIAL IN YOUR WORDING OF YOUR ACTUAL MOTION.

UM, I THINK THAT IT WOULD BE HELPFUL IF YOU HAVE THE CLAUSE IN THERE THAT, UM, THAT YOU MAKE THE RECOMMENDATION TO ACCEPT THE 20, 21 CLOSING DATE SHOULD THE POSSIBILITY OF ADJUSTING THOSE DATES AFTER COUNTY COUNCIL OFFICIALLY APPROVED THE COUNTY DEPARTMENT, CLOSING DATES, JUST IN CASE THERE'S A CHANGE OR AN ADDITION LAST YEAR, THERE WAS AN ADDITION.

A YES.

SO IT'S AN AMENDED MOTION.

UM, TO ACCEPT THAT IN, IN CASE SOMETHING COMES UP, YOU'RE ABSOLUTELY RIGHT.

LORD KNOWS WHAT IT'S GOING TO HAPPEN.

THAT'S OKAY.

YOU MOVED BERNIE AND THAT THE AMENDED MOTION, EVERYBODY IN FAVOR.

GIVE ME A SIGNAL.

THE OTHER THING AMANDA SENT US WAS OUR UPCOMING MEETINGS FOR NEXT YEAR.

AND TO REMIND THE PUBLIC WE MEET EVERY OTHER MONTH.

SO THEIR JANUARY, MARCH, MAY, JULY, SEPTEMBER, AND NOVEMBER.

SO, UM, IN EITHER A VOTE, A MOTION TO ACCEPT THE BUFORD COUNTY LIBRARY BOARD OF TRUSTEES, 2021 MEETING DATES I HAVE, WELL, I NEED A MOTION FIRST.

I'M WILLING THAT WE ACCEPT THOSE BATES.

THANK YOU, JAMES.

A SECOND.

ALL RIGHT, JERRY SECOND.

OKAY.

QUESTION OR COMMENT GO RUSS.

OKAY.

[00:30:04]

THAT'S MY ONLY POINT.

THE ONLY OTHER WAY WOULD BE TO PUT IT OFF UNTIL THE 22ND THAT MIGHT BE UNCOMFORTABLE OR WE COULD DO IT EITHER.

LABOR DAY, LABOR DAY IS THE SIXTH.

OKAY.

ANYBODY ELSE A DISCUSSION ON THAT ITEM? THE 15TH, WHICH IS THAT THE THIRD WEEK IS, IS THE BEGINNING OF YANG, YOM KIPPUR.

MAYBE WE SHOULD DO IT ON THE FIRST.

ANYBODY ELSE? I HAVE NO OBJECTION TO MOVING INTO THE FIRST, IF EVERYONE ELSE WOULD LIKE TO.

THANK YOU.

ALL RIGHT.

SO WE WILL AMEND IT TO SAY SEPTEMBER 1ST, ANYBODY HAVE AN OBJECTION AT THIS POINT.

ALL RIGHT.

ALL RIGHT.

CAN I HAVE A, UM, UM, UH, SO WE NEED A MOTION TO ACCEPT THE AMENDED AGENDA, AMENDED BOARD MEETINGS.

I, BERNIE JUMPS IN LYNN JUMPS IN ALL IN FAVOR OF THE AMENDED MEETING DATES.

PLEASE JUST RAISE YOUR HAND AND WE WILL PUBLISH THOSE.

THANKS FOR BRINGING THAT UP FOR US.

OKAY.

UM, SO THAT ENDS OUR REGULAR MEETING.

I'M GOING TO PROPOSE TO GO AND WE'LL NEED A MOTION TO GO TO AN EXECUTIVE SESSION TO DISCUSS PERSONNEL ISSUES.

BUT I HAVE A MOTION FOR THAT, BERNIE YOU'RE JUST RIGHT ON TOP OF THERE ALL THE TIME.

AND A SECOND, PLEASE, JAMES SECOND, ALL IN FAVOR TO GO TO EXECUTIVE SESSION FOR THE PUBLIC, WE WILL NOT BE VOTING.

WE WILL COME BACK OUT OF EXECUTIVE SESSION TO DO ANY VOTES OR TO GO TO A ALL RIGHT.

LET'S HOLD ON.

WELL, A BROADCAST TURNS US OFF.

OKAY.

WE ARE BACK FROM EXECUTIVE SESSION.

WE'RE BACK AND REGIMENT IS NOT JUST A REMINDER TO EVERYONE AT THE NEXT MEETING.

AS WE JUST APPROVED IS JANUARY 13, 20, 21.

WE WILL WAIT TO SEE, I, I ASSUME WE'RE GOING TO OPEN UP SINCE, UH, COUNTY COUNSEL'S OPENING NEXT WEEK.

SO IT IS SCHEDULED FOR THE BLUFFTON BRANCH ON JANUARY 13TH, FOUR O'CLOCK, 2021.

OKAY.

UM, ANYTHING ELSE TO COME BEFORE THE TRUSTEES, THEN SOMEBODY PLEASE MAKE A MOTION TO ADJOURN.

BIRDIE MAKES A MOTION TO ADJOURN AND JOEL'S SECONDED ALL IN FAVOR OF ENDING OUR MEETING.

PLEASE RAISE YOUR HAND.

ALL RIGHT.

THANK YOU EVERYBODY FOR YOUR HARD WORK AND WE'LL SEE YOU NEXT TIME.

HAVE A GOOD DAY.

HAVE A GOOD HOLIDAY.

OKAY.

BYE.

HELLO, I'M GRACE CORDIAL BUFORD COUNTY LIBRARY.

AND THIS IS YOUR BUFORD COUNTY MOMENT.

POPULATION CHANGES IN HISTORIC EVENTS OFTEN CAUSE PLACE NAMES AND LOCATION BOUNDARIES TO CHANGE OVER TIME.

BUFORD COUNTY IS NO EXCEPTION.

COUNTIES HAVE EXISTED IN SOUTH CAROLINA IN ONE FORM OR ANOTHER SINCE COLONIAL DAYS, THE LORDS PROPRIETORS SET UP THREE COUNTIES, CRAVEN COLLINGTON AND BERKELEY IN 1682,

[00:35:01]

THE FOURTH COUNTY GRANVILLE COUNTY WAS FORMED IN 1685 IN TERRITORY NOW COVERED BY BUFORD HAMPTON AND JASPER COUNTIES.

AS THE POPULATION OF OUR AREA GREW PARISHES WERE SET UP WITHIN GRANVILLE COUNTY ST.

HELENA PARISH WAS CREATED IN 1712 PRINCE WILLIAMS PARISH, 1745 ST.

PETER'S PARISH IN 1747 AND ST.

LUKE'S PARISH IN 1767.

POLITICALLY PARISHES SERVED AS ELECTION DISTRICT AND OUTLINED MILITIA UNIT BOUNDARIES.

SOUTH CAROLINA GREW, AND ITS POPULATION SHIFTED INLAND BACK.

SETTLERS BECAME INCREASINGLY ANNOYED THAT MOST GOVERNMENT FUNCTIONS REMAINED IN CHARLESTON.

IT WAS HARD TO GET TO COURT IN CHARLESTON, PARTICULARLY FROM THE BACK COUNTRY, AFTER ALMOST 50 YEARS OF PETITIONS AND SOME VIOLENCE, THE ASSEMBLY SET UP SEVEN JUDICIAL DISTRICTS WITHIN THE COLONY TO ADDRESS THE COMPLAINTS.

BUFORD DISTRICT WAS ONE OF THE NEW JUDICIAL DISTRICTS CREATED IN 1769.

THIS IS THE SOURCE OF THE DATE, 1769 ON THE PRESENT BUFORD COUNTY SEAL TO MAKE MATTERS EVEN MORE CONFUSING.

IN 1785, THE SEVEN JUDICIAL DISTRICTS WERE SUBDIVIDED INTO COUNTIES.

BUFORD DISTRICT CONTAINED FOUR COUNTIES, HILTON COUNTY, SHREWSBURY COUNTY, LINCOLN COUNTY, AND A RECONFIGURED VERY MUCH SMALLER GRANVILLE COUNTY HERE IN BUFORD DISTRICT THOUGH, WE PREFERRED OUR PARISH SYSTEM AND THE LOCATION NAMES OF ST.

HELENA PRINCE WILLIAM ST.

PETER AND ST.

LUKE'S CONTINUED TO BE USED BUFORD DISTRICT.

WE WERE FOR 99 YEARS UNTIL THE STATE'S CONSTITUTION OF 1868.

WE NAMED THE JUDICIAL DISTRICTS COUNTIES.

THUS BUFORD DISTRICT BECAME BUFORD COUNTY FOR THE FIRST TIME IN THE HISTORICAL RECORD IN 1868 STILLMORE CHANGES WERE IN STORE FOR BUFORD COUNTY.

10 YEARS LATER IN 1878, BUFORD COUNTY WAS DIVIDED INTO BUFORD COUNTY IN HAMPTON COUNTY.

THE COUNTY LINE FOLLOWED THE SAVANNAH CHARLESTON RAILROAD TRACK IN 1912, BOTH BUFORD COUNTY AND HAMPTON COUNTY GAVE UP TERRITORY TO CREATE JASPER COUNTY.

THE LAST ADJUSTMENT TO THE BOUNDARIES OF BUFORD COUNTY OCCURRED IN 1951 WHEN AREAS NEAR HARDY MILL AND THE LEVY LIMA HILLS AREA VOTED TO JOIN JASPER COUNTY, THUS THE NAMES AND BOUNDARIES OF WHAT WE KNOW AS BUFORD COUNTY HAVE VARIED THROUGH TIME.

MY NAME IS GRACE CORDIAL.

I WORK AT BUFORD COUNTY LIBRARY, AND THIS HAS BEEN YOUR BUFORD COUNTY MOMENT TO SEE MORE BUFORD COUNTY MOMENTS GO TO THE BUFORD COUNTY LIBRARY HOMEPAGE AND CLICK ON THE LOCAL HISTORY TAB.

MAN, THIS IS SO COOL.

LOOK AT THIS.

THIS IS ONE OF OUR CORN SNAKES FROM THE NATURE CENTER AND I KNEW IT WAS A GRAB IT.

SO I BROUGHT IT HOME AND SET IT UP HERE.

YOU NOTICED THIS FAG, THE MOSS AND A CONTAINER IN IT'S LIGHT IN EGG.

AND I THINK IT'S PROBABLY GOING TO LAY A BUNCH MORE OF THOSE STUDENTS IN THAT EGG A LITTLE BIT.

I DON'T WANT TO DISTURB HER TOO MUCH.

SO WHAT WE'RE GOING TO DO IS COME BACK AND SEE IF SHE LAYS MORE.

WOW, THIS IS REALLY COOL.

SO GUYS I'M BACK AND IT LOOKS LIKE SHE'S LAID FIVE EGGS AND OH MY GOSH, HERE COMES ONE RIGHT NOW.

SO SHE'S ABOUT TO LAY AN EGG SHE'S KIND OF HEADS CONTRACTIONS, AND SHE'S JUST PUSHING THAT EGG OUT OF ONE OF HER OVER DUCKS.

AND THE OTHER THING YOU NOTICE IS THESE EGGS HAVE A TENDENCY TO ADHERE TOGETHER.

SO THEY STICK TOGETHER WITH KIND OF A CLUE LIKE SUBSTANCE IN THAT KEEPS THE EGGS FROM ROLLING AROUND IN.

IF THEY STAY KIND OF IN AN UPRIGHT POSITION, THEN THE EMBRYO DOESN'T DIE.

WOW.

IT'S A BIG EGG.

YOU NOTICE THEY'RE REALLY SOFT WHEN THEY'RE FIRST LAID, BUT THEN THEY KIND OF GET UP MORE LEATHERY, SORT OF OUTSIDE COVERING LOOKS LIKE SHE PLAYED THAT ONE.

WOW.

SO THAT'S SIX EGGS.

IT LOOKS LIKE SHE'S DONE A LOT MORE INSIDE.

I'M GOING TO BAT A CROCK AND GIVE HER SOME SPACE.

SO WE'RE BACK AND YOU CAN SEE SHE'S DONE LAYING.

IT LOOKS LIKE SHE HAS ABOUT 18 OR SO EGGS.

SHE LOOKS LIKE SHE'S DOING FINE.

EXCELLENT.

TERRIFIC BOY.

THEY'RE NICE AND WHITE AND PRETTY LEATHERY SHELLS.

SO WE'RE GOING TO PUT THESE IN VERMICULITE FOR ABOUT TWO MONTHS AND THEY'RE GOING TO HATCH INTO CUTE LITTLE EIGHT INCH CORN SNAKE BABIES, MAN, THIS IS REALLY NEAT.

SO HERE ARE THE EGGS.

I'VE PUT THEM IN VERMICULITE AND YOU CAN SEE THIS AS SOMETHING THAT'S REAL COMMONLY USED FOR NURSERIES AND THINGS LIKE THAT.

I'M GOING TO COVER THEM UP

[00:40:01]

JUST A LITTLE BIT, AND THEN I'M GOING TO PUT A LID ON IT.

AND THIS HAS GOT A COUPLE OF LITTLE AIR HOLES, AND THEN I'M GOING TO PUT THIS IN A WARM PLACE IN THE GARAGE.

AND THEN I'M GOING TO COME BACK AND CHECK ON THEM A LOT IN ABOUT TWO MONTHS, ACTUALLY.

WHAT'S HAPPENING IN BUFORD COUNTY AND ROYAL SOUND IS UNIQUE.

THE LARGEST SHIPS IN THE WORLD COULD SAIL INTO PORT ROYAL SOUND.

AND THAT'S WHAT JOHN REBUILT.

THE FRENCH EXPLORER SAID SHE HAD ALL THE SHIPS OF FRANCE MAY ALL THE SHIPS OF THE WORLD COULD SAFELY RIDE AND IT'S BOUND.

IT'S VERY DEEP AND VERY UNUSUAL ON IF YOU'RE A SAILOR AND YOU GO UP AND DOWN THE COAST ON THE INLAND PASSAGE, THE COMING TO PORT ROYAL SOUND, YOU KNOW, IT'S DIFFERENT.

YOU CAN SMELL IT.

IT'S 60 FEET DEEP IN THE MIDDLE OF PORT ROYAL SOUND, 30 FEET DEEP OVER THE BAR.

AND THE INTERESTING THING TO ME IS THAT THE SHAPE OF THE ENTRANCE HAS NOT CHANGED FOR 500 YEARS.

MILLIONS OF SHELLS LEFT BY NATIVE INHABITANTS OVER THOUSANDS OF YEARS, ATTEST TO THE BOUNTY OF ITS WATERS, CLOVIS POINTS, WHICH ARE MORE THAN 10,000 YEARS OLD, HAVE BEEN UNEARTHED ON ITS SHORES.

INEVITABLY, THE NATURAL RICHES OF THE SEA ISLAND SURROUNDING PORT ROYAL SOUND ATTRACTED THE GREAT EMPIRES OF THE 17TH AND 18TH CENTURIES.

FIRST SPAIN ARRIVED IN 1521.

THEN FRANCE CAME ASHORE IN 1562.

FINALLY, THE BRITISH CLAIMED THEM AS CAROLINA IN 1663, THE LAND OF CHARLES AFTER BARELY SURVIVING A DEADLY CLASH WITH THE NATIVE AMERICANS, THE SETTLERS DEMANDED PROTECTION FROM THE COLONIAL GOVERNMENT.

THEIR LOG FORD IN BUFORD TOWN HAD BEEN BURNED.

THEY FELT DEFENSELESS.

AND IT WAS IN THAT EARLY PERIOD IN THE EARLY 1720S THAT THE PEOPLE OF BUFORD SAID, WE NEED A FORT TO PROTECT US.

SO THEY BUILT THIS TO PROTECT THE INLAND PASSAGE BEFORE IT GOT TO BUFORD, WHICH IS THE REASON FOR THE LOCATION OF WHAT EVENTUALLY BECAME FORT FREDERICK OR FORT PRINCE FREDERICK.

THE NEW FORD BEGAN TO TAKE SHAPE IN 1726 AFTER THE FAMOUS SETTLER COLONEL JOHN BARNWELL, BETTER KNOWN AS TUSCARORA JACK RETURNED FROM ENGLAND WITH THE INDEPENDENT COMPANY, A FOOT, A REGIMENT OF BRITISH REGULARS FOR THE NEXT SEVEN YEARS, FORD PRINCE FREDERICK, A SMALL STRUCTURE MEASURING JUST 125 FEET BY 75 FEET EXISTED AS A TYPICAL FRONTIER STYLE LOG AND EARTH AND FORD ARTILLERY STOOD AT THE READY TO SLOW ANY APPROACH BY THE SPANISH FLEET.

AS SOON AS THE FIRST WARNINGS FROM THE WATCH CANNONS AT THE MOUTH OF THE SOUND WERE FIRED, THE MILITIA WOULD BE DISPATCHED STILL THE SETTLERS OF THE ISLANDS ENVISIONED SOMETHING STURDIER, A STRUCTURE THAT COULD OFFER THEM REAL PROTECTION.

IN TIMES OF TROUBLE, THE PEOPLE KEPT PETITIONING THE COMMONS HOUSING ASSEMBLY OF THE COLUMBIAN GOVERNMENT FOR MORE MONEY TO FINISH THE FORT AND BILTMORE STOUTLY IN 1773, THE FRENCH HUGUENOTS SETTLER AND CONTRACTOR, JOHN WAS HIRED TO DEVISE A MORE SUBSTANTIAL STRUCTURE.

AND HE SAID, I'LL BUILD THE FORT OF OYSTER SHELL LINE, WHICH IS WHAT WE SEE THERE TODAY.

AND HE BUILT THE FORT IN, AS IT WAS DESCRIBED IN 1733, IT WAS FIVE FEET THICK, FIVE FEET HIGH THAT'S PRETTY STOPPED.

THE FORT WAS NAMED FOR THE ELDEST SON OF KING GEORGE, THE SECOND OF ENGLAND.

SO FORT PRINCE FREDERICK, WHICH IS HIS FORMAL NAME WAS BUILT IN 1726, COMPLETED IN 1733, PROBABLY ABANDONED BY 1740.

IT HAD THAT SHORTER HISTORY.

AND FOR THE FIRST SEVEN YEARS OF ITS EXISTENCE, 1726 TO 1733, IT WAS THE SOUTHERN FRONTIER OF ENGLISH NORTH AMERICA.

AND ALTHOUGH THE BRITISH OCCUPIED PORT ROYAL FOR A TIME DURING THE AMERICAN REVOLUTION, THE GREATEST BATTLE WAGED BY FORT PRINCE FREDERICK OVER THE NEXT CENTURY AND A HALF WAS ONE WITH THE WEEDS AND THE WEATHER, A PLATTER BY THE NAME OF JOHN JOINERS SMITH CAME INTO POSSESSION OF THE LAND EARLY IN THE 18 HUNDREDS, TURNING THE EXPANSE ABOVE THE OLD FORD INTO FIELDS OF COTTON TENDED BY THE ENSLAVED.

BUT ALL THAT CHANGED IN NOVEMBER OF 1861,

[00:50:01]

WHEN UNION FORCES OVERCAME THE CONFEDERATE TERRITORY, WHEN THE PORT PORTRAIT BATTLE OF PORT ROYAL SOUND HAPPENED IN THE FALL OF 1861 AND THE PLANTERS FROM THE BUFORD REGION SKEDADDLED AS THEY CALL IT, THEY LEFT BEHIND BETWEEN EIGHT AND 10,000 SLAVES.

THE PEOPLE WERE SO JUBILANT, UH, WHEN THEY, WHEN THEY HEARD THE CANONS GO OFF BECAUSE THEY WERE ABOUT 55 SHIPS COMING, THAT AREA THAT THEY CALL IT BIG GUN SHOOT DATE.

AND WHEN THEY, WHEN THEY HEARD THE BIG GUN, SHOOT IT, THEY SAID, FREEDOM IS EDDIE.

YANKEES ARE HERE.

SO WE HAD FREE, BUT THAT AREA ON THOSE BLUFFS ABOVE FORT FREDERICK IS WHERE THERE'LL BE CAMPS AGAIN THROUGHOUT THE WAR.

AND THERE'LL BE EVERYTHING FROM ARTILLERY TO INFANTRY AND CAMPED, BOTH WHITE AND BLACK TROOPS THROUGHOUT THE AREA BECAUSE THEY WILL BUILD A PIER OVER TOP OF THE WALLS OF FORT FREDERICK, OUT INTO THE BUFORD RIVER, OVER THE TOP OF OLD FORT FREDERICK STEP.

THE FIRST BLACK REGIMENT MUSTERED IN AS THE FIRST SOUTH CAROLINA OF AFRICA IN DISSENT, IT'S GOING TO BE IN THE SUMMER OF 1862.

EVERYTHING SORT OF BEGINS TO CHANGE AND PERMISSION IS GIVEN TO BEGIN RAISING BLACK REGIMENTS.

AT THAT TIME, ABRAHAM LINCOLN SENT A MILITARY GOVERNOR PORT ROYAL GENERAL.

RUFUS SAXTON IS GIVEN PERMISSION TO BEGIN RAISING UPWARDS OF 5,000 BLACK TROOPS.

AND ONE'S FIRST THINGS HE DOES IS HE PORTERS THEM TO ASSEMBLE AT THE SMITH'S PLANTATION AND THAT WILL BECOME THEIR CAMP.

AND EVENTUALLY IT WILL BE NAMED CAMP SAXTON AND HIS HONOR, DOESN'T IT BECAUSE OF MISSIONARIES TEACHERS AND PHYSICIANS FROM THE NORTHEAST PART OF THE U S ARRIVE IN SOUTH CAROLINA TO BEGIN A PROJECT THAT WILL COME TO BE KNOWN AS THE PORT ROYAL EXPERIMENT, THEY ARE JOINED BY THE FAMED HARRIET TUBMAN WHO BROUGHT MANY PEOPLE TO FREEDOM WITH THE UNDERGROUND RAILROAD.

SHE NURSED THE CIVIL WAR INJURED WHILE SHE SHOWED THE NEWLY FREED PEOPLE, HOW TO WILLINGLY WORK IN A WAGE BASED SYSTEM RATHER THAN BEING FORCED TO LABOR UNDER THE THREAT OF THE LASH.

MISS LAURA TOWN ESTABLISHED THE PENN SCHOOL ON ST.

HELENA ISLAND, JUST A FERRY RIDE ACROSS THE SOUND FROM FORT FREDERICK AND INSTITUTION THAT IS STILL IN OPERATION TODAY.

LINCOLN WATCHED THE EXPERIMENT WITH GREAT INTEREST AND DURING THE SUMMER OF 1862 ANNOUNCED THE PRELIMINARY EMANCIPATION PROCLAMATION IMMEDIATELY PLANS WERE MADE FOR AN ELABORATE CELEBRATION AT CAMP SAXTON FOR JANUARY 1ST, 1863, THE DAY THE PROCLAMATION WAS TO BE SIGNED.

AND IT WAS VERY ELABORATE.

SO THEY WERE ROASTING 10 OXEN AND, UH, PREPARING TABLES FOR FOUR OR 5,000 PEOPLE THAT COME DOWN TO IT.

OF COURSE, WHEN IT WAS RED AND AFTER IT WAS RED, SOMEONE SPONTANEOUSLY POPPED OUT WITH THE SONG.

MY COUNTRY TISM D AND T RELATION TOOK PLACE, BUT THE EMANCIPATION PROCLAMATION WAS A HIGH POINT IN THEIR LIVES.

AT THAT TIME, WHEN THE EMANCIPATION PROCLAMATION WAS READ, THEY USED THAT FORT AS THE BASE FOR THEIR DOCK, YOU KNOW, AND THE DOCK WAS BUILT OVER THE TOP AND FORTH AND BOATS CAME IN.

AND, BUT THERE IT WAS, I MEAN IN GROUND AT GROUND ZERO OF THAT EVENT.

AND THAT EVENT IS A SIGNIFICANT EVENT HAS EVER OCCURRED IN 500 YEARS OF HISTORY OF THIS COUNTY, CERTAINLY.

AND ONE OF THE MOST IMPORTANT EVENTS IN THE STATE'S HISTORY, A DEVASTATING HURRICANE SHOOK THE SEA ISLANDS IN 1893, CAUSING MASSIVE DAMAGE MORE THAN 2000 PEOPLE DIED YET.

THE STURDINESS OF THE FIVE FOOT TALL AND FIVE FOOT WIDE WALLS SAVED THE FORT FROM ANNIHILATION TODAY.

IT STILL STANDS AS THE OLDEST TABBY STRUCTURE IN SOUTH CAROLINA IN THE WINTER OF 2015 ARCHEOLOGISTS WORK TO EXCAVATE THE REMAINS OF FORT FREDERICK IN PREPARATION FOR THE DAY WHEN IT WILL BE ACCESSIBLE TO THE PUBLIC BY LAND FOR THE FIRST TIME IN MANY YEARS OLD FORT FREDERICK IS ALSO BEING GIVEN A NEW LAYER OF TABBY IN PREPARATION FOR ITS FUTURE.

AS THE ONE REMAINING AMBASSADOR TO WITNESS A PIVOTAL HISTORICAL EVENT.

THE FORD'S MOST IMPORTANT JOB AS IT TURNED OUT, WAS TO SERVE AS THE ACTUAL BRIDGE FROM THE WATERS OF PORT ROYAL SOUND, SUPPORTING PEOPLE AS THEY STEPPED TOWARD THEIR CELEBRATION OF FREEDOM
