YES, SIR. THANK YOU, MR. CHAIRMAN. >> COUNCIL.

GOOD EVENING. I THOUGHT ONE OF THE THINGS WOULD BE A GOOD FIRST STEP FOR US TO DO IN MY WAY BY ADMINISTRATORS TO AS A PART OF MY REPORT IS TO HIGHLIGHT THE WORK AND ROLE OF FIVE COUNTY EMPLOYEES. AND I'M GOING TO DO THAT IN A MOMENT. I DO WANT TO MAKE A STATEMENT THAT I DO NOT CONSIDER THESE FIVE EMPLOYEES TO BE ANYTHING MORE SPECIAL THAN THE OTHER EMPLOYEES.

JUST AN OPPORTUNITY FOR YOU ALL TO GET TO KNOW A LITTLE BIT ABOUT OUR EMPLOYEE AND THE THINGS THAT THEY DO FOR THE COUNTY AND THE UNIQUE INFORMATION THE UNIQUE THINGS ABOUT THEIR LIVES. OUR FIRST EMPLOYEE THIS EVENING IS A YOUNG LADY BY THE NAME OF BRITTANY FIELDS WHO IS A SENIOR ADMINISTRATIVE SPECIALIST WHO'S BEEN IN BEAUFORT COUNTY A YEAR AND FIVE LOTS. BRITTANY PERFORMS A WIDE RANGE OF COMPLEX ADMINISTRATIVE DUTIES IN SUPPORT OF THE CAPITAL PROJECTS DEPARTMENT AND THE ASSISTANT COUNTY ADMINISTRATOR OF THE ENGINEERING DIVISION CHERRY IS RESPONSIBLE FOR CAPITAL IMPROVEMENT PROJECT COORDINATION MANAGERS PROCUREMENT DOCUMENTS FOR SOLICITATIONS AND CONTRACTS AND PROVIDES ADMINISTRATOR SUPPORT TO THE BEAUFORT COUNTY TRANSPORTATION COMMITTEE. C FARM PROGRAM SOMETHING UNIQUE ABOUT BRADY THAT SHE'S TO SHARE PUBLICLY IS THAT SHE IS A FORMER ROLLER DERBY PLAYER AND HOLDS A CHAMPIONSHIP TITLE FOR THE 20 FOR THE 2016 JAPAN OPEN ROLLER DERBY TOURNAMENT.

OUR NEXT EMPLOYEE IS KATIE HERRERA WHO IS THE ASSISTANT STORMWATER MANAGER.

>> SHE HAS BEEN ME FOR COUNTY FOR TWO YEARS AND SEVEN MONTHS. SHE SHE MANAGES THE COUNTY'S MUNICIPAL SEPARATE STORM SEWER SYSTEM M.S. FOR PER MAP ASSESSED THE STORMWATER MANAGER PREPARING FISCAL BUDGETING AND PLANNING FOR THE STORMWATER UTILITY AND SHE ACTS AS A LIAISON BETWEEN STAFF AND THE STORMWATER UTILITY BOARD. SOMETHING UNIQUE ABOUT OKATIE THAT SHE IS WILLING TO SHARE PUBLICLY IS THAT SHE SPENT SIX HUNDRED AND 19 DAYS OF HER LIFE WORKING OFFSHORE ON COMMERCIAL FISH THIS FISHING VESSELS. AS A BIOLOGIST FOR NOAH IN THE GULF OF MEXICO AND BOTH THE PACIFIC AND AQUATIC OCEANS DURING THAT TIME SHE HAS SEEN AND EXPERIENCED THINGS MOST PEOPLE COULD NEVER BRING INCLUDING FALLING A MURDER AT SEA. THE WALK IN STOCK.

THE WALKING ENCYCLOPEDIA. DUE TO HIS ABILITY TO RECALL INFORMATION FROM THE WIDEST ASSORTMENT SUBJECTS IMAGINABLE THESE NEXT TWO EMPLOYEES WHO ARE FAMILIAR WITH BECAUSE YOU DEAL WITH THEM QUITE A BIT I'M HIGHLIGHTING TODAY BECAUSE DURING THE LAST FEW WEEKS SOME VERY ERRONEOUS AND TERRIBLE THINGS UP SAID ABOUT THEM THROUGH ANONYMOUS EMAILS AND THAT IS SARAH BROCK AND ROBERT BECK TOLD TO MY RIGHT. THESE FOLKS COME TO WORK EVERY DAY. I WORKED WITH THEM CLOSELY. I DO THINK THAT THEY ARE HERE TO SERVE THE BEST INTERESTS OF THE CITIZENS OF THIS COUNTY. THEY ARE HERE TO SERVE THE BEST INTERESTS OF THIS COUNCIL AND I DO WANT TO RECOGNIZE THEM AND THEIR HARD WORK AND I DO NOT WANT TO LET YOU ALL KNOW THAT MY WORKING RELATIONSHIP WITH THEM I HAVE FOUND MANY OF THE MANY IF NOT ALL OF THE THINGS STATED IN THOSE ANONYMOUS EMAILS TO BE INCORRECT AND IN ERROR. SO I WANT TO THANK THEM FOR THEIR HARD WORK AND DEDICATION TO THE COUNTY AND ALSO TO TANNER, KATIE AND BRITTANY FOR THEIR HARD WORK AS WELL.

I DON'T KNOW IF THOSE FOLKS ON WITH US THIS EVENING BUT I DO WANT TO THANK THEM AND APPRECIATE JOHN DALTON FOR DOING THE NEXT ITEM ON MY REPORT.

IS THE CURRENT PLAN TO BRING PARENT WORKSHOPS COMING UP THIS WEEK? WE WILL HAVE THOSE TUESDAY WEDNESDAY AND THURSDAY EVENINGS FROM 4 TO 8 P.M. EACH NIGHT.

THOSE WILL BE DROP IN TYPE ENVIRONMENTS WHERE FOLKS CAN DROP IN AS CONVENIENT TO THEM.

TOMORROW NIGHT'S SESSION WILL BE AT THE BURTON WELL SENIOR CENTER AT 1 MIDDLETON RECREATION DRIVE ON WEDNESDAY EVENING. WE WILL BE AT THE BOARDWALK OR RECREATION CENTER AT 9:00 BUT PARKWAY AND THEN ON THURSDAY EVENING WE WILL BE AT THE FRIZZELL COMMUNITY HOUSE IN THE CENTER. AT 16 KEN CENTER CIRCLE WEST AND ST. HELENA. SO THOSE ARE DROP INS ARE PART OF THE UPDATES THAT YOU HEARD A FEW WEEKS AGO ON THE COMP PLAN AND THE GREEN SPRING UPDATE FOR US TO RECEIVE ADDITIONAL FEEDBACK AND INPUT FROM THE CITIZENS. THIRD ITEM IS TOMORROW WE WILL BE HOLDING A COUNTY DEPARTMENT HEAD MEETING THAT BEGINS AT EIGHT THIRTY AT THE LAMP BROWN'S CENTER HERE IN BEAUFORT. JUST FOR THE DEPARTMENT HEADS TO RECONNECT AND GET TOGETHER FOR SOME FELLOWSHIP. FOURTH, MANY OF YOU MAY HAVE SEEN TODAY A COMMUNICATION THAT WENT OUT EARLIER FROM OUR COMMUNICATIONS FOLKS AND IN THE PARKS AND REC DEPARTMENT REGARDING REOPENING THE BLUFFTON BADGERY'S POOL AND

ALSO THE REOPENING OF THE BURTON WELLS RECREATION CENTER. >> THOSE ARE SCHEDULED TO REOPEN ON MONDAY. NOVEMBER THE 2ND. AND WE'LL BE OPEN FROM 8 A.M. 5 P.M. ON THE BOARDWALK. A RECREATION CENTER AND THE BEAUTIFUL POOL REMAIN CLOSED DUE TO CONSTRUCTION AND MAINTENANCE AND REPAIRS TO THOSE FACILITIES.

AND THEN FINALLY THE REOPENING OF COUNTING FACILITIES. WE ARE WORKING ON A PLAN TO DO THAT. WE WILL SHARE THAT WITH COUNCIL IN THE COMING DAYS AS ARE AS THAT PLAN TAKE SHAPE AND THAT COMPLETE CONCLUDED WITH MY REPORT.

MR. CHAIRMAN, THANK YOU VERY MUCH ERICA. ARE THERE ANY QUESTIONS FOR

ERIC SEEING NONE. >> BUT THE NEXT ITEM IS A REVIEW OF OUR SHIP AND THIS QUICKLY I JUST WANT TO SAY TO MR. GREENWAY APPRECIATE THE BRIEFING OF SOME OF YOUR EMPLOYEES IN THE IN THE SYSTEM . GOOD TO SEE A PICTURE OF SOMETHING LIKE THAT SO THAT I CAN RECOGNIZE THEM IF I SEE THEM AND CONGRATULATE THEM.

BUT THANK YOU FOR THAT. I'M SORRY, MR. CHAIRMAN, GO WE NOW NOW THAT WONDERFUL

COMMENTS. >> AND YOU KNOW, IT'S NICE TO KNOW SOME THINGS ABOUT OUR

[00:10:04]

EMPLOYEES THAT WE WOULD NEVER EVER HAVE KNOWN. YOU KNOW, ROLLER DERBY.

MY MY FAMILY WAS IN ROLLER DERBY SO I KNOW FULL WELL ABOUT THE BANK TURNS BUTTING OF HEADS AND KNOCKING PEOPLE OVER THE RAILS MANY YEARS AGO. OK.

ANY OTHER COMMENTS THAT YOU PERSONALLY OR SOMEONE L KNOW THAT WERE.

>> THAT WAS MY COUSINS WHO WERE IN ROLLER DERBY. YEAH.

>> IT WAS MICKEY ROONEY YOU COUSIN TO ME. MR. CHAIRMAN, I AM.

I JUST WANT TO MAKE A COMMENT. REALLY GLAD THAT SOME OF THE POLLS ARE BACK OPENING UP AND RECREATION CENTERS. THAT'S WONDERFUL. YEAH.

[6. AGENDA REVIEW]

THAT IS GOOD. OKAY. ALL RIGHT.

WE'RE GOING TO TAKE A LOOK AT OUR AGENDA. THERE ARE SOME CHANGES THAT WE'D LIKE. I WOULD LIKE TO MAKE IN THE AGENDA BEGINNING WITH ITEM NUMBER FIVE THE APPROVAL OF THE MINUTES THAT YOU HAVE JUST RECEIVED A COUPLE HOURS AGO THE MINUTES OF SEPTEMBER 28. NOW WE CAN EITHER DO THAT AS AN ADD ON IF YOU HAVE BEEN ABLE TO REVIEW THOSE MINUTES OR WE CAN JUST MOVE THAT TO THE NEXT MEETING.

SO WHAT WHAT WILL BE THE PLEASURE OF COUNSEL? >> I WOULD PREFER HIM AS CHAIRMAN BRYAN FLUENTLY. I WOULD PREFER HOLDING OFF ON VOTING THOSE UNTIL THE NEXT MEETING IF THAT WOULD BE POSSIBLE. I THINK THAT THAT YOU HAVE TO GO THROUGH. ALL RIGHT. OBVIOUSLY THEY THEY JUST CAME OUT IT WAS AN ERROR AND YOU KNOW, WE WANT TO DO THINGS THE CORRECT WAY.

SO WE WILL REMOVE THE SEPTEMBER 28, 20, 20 MINUTES FROM THE APPROVAL OF THE MINUTES ON THE AGENDA. SO WE WILL MAKE THAT AS AN AMENDMENT TO THE AGENDA BECAUSE IT ALREADY HAS BEEN PRINTED THAT WAY. I WOULD LIKE TO UNDER ACTION ITEMS NUMBER 9 TO MOVE THAT THAT BE MOVED THAT THAT MATTER BE POSTPONED UNTIL NOVEMBER 9TH OF 2020 REASON BEING AT 2:00 TO 4:00 THIS AFTERNOON. THE SHERIFF'S OFFICE HAS DRAFTED AN AMENDED ORDINANCE THAT I JUST RECEIVED. THIS NEEDS TO BE A SEND OUT TO COUNTY COUNCIL SO THAT THEY ARE AWARE OF THIS BEE NEEDS TO SEE THE REVIEW BY OUR LEGAL DEPARTMENT TO MAKE SURE IT MEETS ALL OF THE LEGAL LANGUAGE AND THEN SEE WE NEED TO DISCUSS THIS. SO THEREFORE I WILL ASK FOR A MOTION TO AMEND THE AGENDA TO MOVE ITEM NUMBER 9 TO A NEW DATE. ANY COMMENTS YOUR MOTION NOW OR DO YOU WANT TO MAKE IT WHEN YOU KNOW IT DON'T HAVE TO BE WHEN WE OPEN UP THE COUNTY COUNCIL AGENDA MEETING FOR BUSINESS THAT WE WILL TAKE THAT ITEM OFF THE AGENDA, OK.

>> ANY OTHER COMMENTS? OK. MOVING ON TO ITEM NUMBER 10.

WE'D LIKE TO MOVE THAT REMOVE THAT FROM THE AGENDA. OBVIOUSLY THIS IS A CONTROVERSIAL ITEM. WE WANT TO HAVE INPUT FROM THE PUBLIC SUFFICIENT INPUT FROM THE PUBLIC BECAUSE THIS IS A BUSINESS MEETING. WE'RE NOT GOING TO BE ABLE TO HEAR ALL THE THINGS FROM PUBLIC ENEMY NUMBER ONE. NUMBER TWO, WE HAVE TO HEAR FROM OUR EXPERTS. NOW I DO WANT TO SET UP A SPECIAL WORKSHOP OF COUNCIL, A DATE TO BE DETERMINED AFTER I AM ABLE TO CONTACT OUR HEALTH DEPARTMENT.

INDIVIDUALS IN THE COUNTY, THE HOSPITALS TO GET INPUT FROM THEM WHO THEY WOULD LIKE TO HAVE PRESENT TO COUNTY COUNCIL IN REGARDS TO WHAT WE WANT TO DO AND HOW WE WANT TO DO IT.

NUMBER TWO, WE HAVE TO HAVE A LEGAL DO A FURTHER RESEARCH AS TO WHETHER OR NOT THE LANGUAGE WE HAVE IN THE ORDINANCE IS CORRECT WHEN IT COMES TO THE CHURCHES.

SO WITH THAT IN MIND I'D LIKE TO HAVE THAT REMOVED AND I'M TARGETING THE FIRST DATE AVAILABLE AS A SPECIAL MEETING FOR STANDALONE ONE ITEM NO OTHER THING TO BE ON THE AGENDA. BUT THIS ORDINANCE AS NOVEMBER THE TWENTY THIRD IF THAT'S MONDAY THAT'S AN OPEN DATE. IF THAT'S NOT POSSIBLE SO THAT WE CAN HAVE A PROPER WORKSHOP OR WORKSHOPS IF THEY ARE NEEDED THEN WE WILL MOVE THAT TO NOVEMBER 30TH.

BUT THE FIRST ONE I'D LIKE TO TRY IS NOVEMBER THE TWENTY THIRD.

ANY COMMENTS? >> YES. IF YOU DON'T MIND, MR. CHAIRMAN. YES. BRIAN FROM FROM A PUBLIC

[00:15:03]

PERSPECTIVE, THE EFFORT TO MOVE THIS TO A LATER MEETING SEEMS LIKE A ROPE A DOPE AND IT'S LIKE YOU DON'T WANT TO LISTEN TO WHAT THE PUBLIC HAVE SAY TODAY AND THEN MAKE YOUR VOTE.

AND SO YOU CHANGING UP AND SWITCHING IT AROUND SO THAT IT WILL BE AT SOME OTHER TIME WHEN IT MIGHT NOT BE AS AS FRESH IN THE PUBLIC'S MIND AND YOU GET TO HEAR EVERYTHING THAT NEEDS TO BE SAID. AND SO YOU KNOW, OBVIOUSLY IF IT'S NOT READY FOR PRIME TIME I THINK AS A WHOLE IF YOU REMEMBER MY VOTE WAS THAT THIS THING WAS INAPPROPRIATE TO BEGIN WITH AND TO BE ABLE TO YOU KNOW, TO PUSH IT OFF IS PROBABLY THE BEST THING.

AND I GOT TO TELL YOU THE PUBLIC IS NOT GOING TO LISTEN TO THIS VERY WELL.

THEY'RE NOT GOING TO HEAR WHAT YOU'RE HAVING TO SAY. THEY'RE GOING TO BE VERY UPSET BY THIS. TURN TO CHANGE IT TO ANOTHER DATE.

>> MR. COVID CHAIRMAN, TWO QUESTIONS ON THE TWENTY THIRD DEBT WORKSHOP OR THERE'LL BE VOTES TAKEN THERE. NO, THE TWENTY THIRD IS THE TWENTY THIRD OF NOVEMBER WILL BE A SPECIAL MEETING OF COUNCIL TO ADDRESS THE MASK ORDINANCE. RIGHT.

FOR THAT WE WILL HOLD AT LEAST ONE IF NOT MORE WORKSHOPS WHERE WE THE COUNTY COUNCIL ARE GOING TO GET INPUT FROM HEALTH EXPERTS AS TO THE MASK ORDINANCE AND OR WHAT WE WANT TO DO IN MITIGATING COVID 19 CURE THE THIRD COUNTY. SO WE DO WEIGH IN SO THAT THE PUBLIC CAN LISTEN IN ON THAT, MAKE THEIR DETERMINATIONS SO THAT WHEN WE DO HAVE THE MASK ORDINANCE THEY ARE FULLY PREPARED TO WEIGH IN BASED UPON EXPERT TESTIMONY, IF YOU WILL.

ALL RIGHT. TWO MORE QUICK QUESTIONS. I SEE OTHERS HAVE I HAVE A QUESTION. YOU MENTIONED THAT YOU WANTED TO GET EXPERTS IN.

I APPRECIATE THAT. WILL YOU ALSO BE ACCEPTING EXPERTS FROM FOLKS SEE THIS AS A DIFFERENT ON A DIFFERENT SIDE THAN YOU DO? OH, ABSOLUTELY.

WE WANT ONLY WANTED TO BE FAIR TO BOTH SIDES. OK.

OUR TEAM IS ON BOTH SIDES. YES. OK, APPRECIATE THAT.

THE LAST THING YOU MENTIONED ON NUMBER 9 THE NOISE ORDINANCE THAT THE SHERIFF'S DEPARTMENT HAD A POSED AMENDMENT OR SOMETHING LIKE THAT. YES.

AND THAT WE NEEDED TO SEE THAT WOULD THIS. I WANTED TO KNOW WHY ISN'T THE SAME LOGIC USED IN THIS PARTICULAR ORDINANCE WHERE ORDINANCES BY OUR RULES OF PROCEDURES HAVE TO START AT THE COMMITTEE AND THEN BE BROUGHT FORWARD? I'M CURIOUS AS TO WHY WE'RE NOT DOING THAT. I DON'T KNOW WHAT COMMITTEE THE MASK ORDINANCE WOULD BE A PART OF THAT WOULD BE YOUR PLEASURE I GUESS TO A SOUND THAT THE RULES AND PROCEDURES DON'T SAY IF IT MATCHES IT JUST SAYS I'M SURE YOU'VE READ IT READY? THERE YOU ARE. YEAH. OK.

THAT WAS ALL. OK, MR. HARVEY SHAWN. THANK YOU, MR. CHAIRMAN.

JUST TWO THINGS. NUMBER ONE, THE TWENTY THIRD IN THE 30 IF GIVEN JUST HOW CONTENTIOUS THIS ISSUE IS IN THE PUBLIC, THOSE WOULD SEEM TO BE TRIAL DATES FOR THANKSGIVING NUMBER ONE. NUMBER TWO, WE'RE ALMOST AT FOUR MONTHS WHERE WE'VE HAD A MASSIVE ORDINANCE IN PLACE. I'M JUST WONDERING WHAT'S PRECIPITATING US REMOVING THIS FROM THE AGENDA NOW AND THEN WANTING TO CALL IN EXPERTS FROM BOTH SIDES AND AND DO THIS WHOLE WORKSHOP THING AND ALL THAT STUFF LIKE WHAT HAS PRECIPITATED THIS JUST AS MR. COVID SAID, WE WANT EXPERT TERROR EXPERT NOT CITIZEN COMMENTS.

>> THERE ARE THEIR OPINIONS, OK? WE WANT FACTUAL EXPERT OPINIONS TO MOVE FORWARD SO THAT WE HAVE THE RIGHT LANGUAGE IN WHATEVER ORDINANCE.

AND BY THE WAY, NO ONE THAT I AM AWARE OF EVER SAID THAT THIS WAS GOING TO GO ON FOR EVER.

WE WANTED TO DO THIS IN SUCH A WAY THAT WE WEREN'T GOING TO DO THIS 60 DAYS AT A TIME, WHICH IS WHAT OUR RULES AND PROCEDURES SAY REGARDING EMERGENCY ORDINANCES.

AND THEREFORE THIS ALLOWS US TO BE FLEXIBLE AS THE COVERT 19 WANES OR INCREASES WE COULD COME BACK ON A MONTHLY BASIS TO DO WHATEVER WE NEED TO DO AFTER WE RECEIVE EXPERT TESTIMONY IN THIS. SO YEAH THE TWENTY THIRD MAY BE SOME PEOPLE LEAVING FOR

[00:20:03]

THANKSGIVING BUT AS YOU KNOW IT'S BEEN RECOMMENDED NOT TO HAVE LARGE GROUPS FOR THANKSGIVING AND COMING BACK AFTER THANKSGIVING. USUALLY PEOPLE COME BACK THAT SUNDAY THERE IT'S A SHORT WINDOW OF OPPORTUNITY. IT'S THE WEDNESDAY TO THE SUNDAY IS USUALLY THE HEAVY TRAVEL DAYS FOR THEIR MR ROBIN CHAIRMAN.

>> I AGREE WITH CHRIS. I DO THINK THAT THE ONE THIRD 30 TEND TO BE SOME TRACKS OF TRAVEL DAYS FOR SOME OF US. THE THING WE'VE GOT TO KEEP IN MIND IS THAT IN ORDER TO NOT RUN OUT OF THE EMERGENCY ONE WE WOULD HAVE TO DO A THIRD READING ON THE 14TH OF DECEMBER AT OUR MEETING AND WE ONLY HAVE ONE MEETING. AND THAT'S I BELIEVE THE NINTH IN NOVEMBER. SO IT SEEMS TO ME WE NEED TO GET TO SECOND READING AND PUBLIC HEARING EARLIER THAN LATE NOVEMBER. SO EVEN IF WE HAVE TO GO OFF MONDAY, I THINK IT'D BE WORTH LOOKING FOR A DAY SOONER. AND I THINK PUBLIC COMPLIANCE POINT WOULD SEE IT AS LESS LIKELY. WE'RE JUST TRYING TO KICK THE CAN DOWN THE ROAD. SO IT WAS JUST MY ABILITY TO KEEP TRACK OF SECOND THIRD RE GOING TO WANT TO SEE US GO BACK THROUGH ANOTHER EXTENSION ON AND THAT WAS MY WHOLE POINT.

>> BUT YOU KNOW AGAIN, I WANT TO FOCUS ON THIS ISSUE AND THIS ISSUE ONLY SO IF WE WERE TO DO IT DO IT ON THE 16TH WE HAVE A FINANCE AND A PUBLIC FACILITIES MEETING AND COULD HAVE AFTER THAT FOR ONE SINGLE ITEM I YOU KNOW, I HAVE NO PROBLEM WITH THAT.

I JUST WANT TO MAKE SURE THAT WE GET WHATEVER EXPERTS WE CAN HAVE WITHIN THAT TIMEFRAME BEFORE THE 16TH. SO I'D HAVE TO WORK ON THAT TOMORROW TO MAKE SURE I GET THE EXPERTS LINED UP FOR A WORKSHOP THAT WILL ALL OF US COULD ATTEND THE PUBLIC COULD GLISTEN IN ON THEY'RE NOT GOING TO BE PART OF THE DECISION MAKING BUT THEY'LL BE ABLE TO MAKE UP THEIR MINDS DEPENDING UPON WHAT THE EXPERTS HAVE TO SAY. SO IF THE 16TH IS AN IDEAL DATE ,THAT'S FINE BY ME. MR. CHAIRMAN, I JUST WANT TO WEIGH IN 16 2013 THE 30TH.

IT DOESN'T REALLY MATTER IS ALL GOOD FOR ME. I YOU IN NEW ORLEANS CAN I CAN WEBEX FROM NEW ORLEANS. THANK YOU. YEAH.

OKAY. ALL RIGHT. IS EVERYBODY OK? THEN I WILL TRY FOR THE 16TH TO SEE IF I COULD SET UP A WEBEX MEETING THE WEEK OF YOU KNOW, THE WEEK OF THE FOURTH IS IS KIND OF JAMMED UP. SO I WOULD TRY AND DO THAT SOME TIME THE WEEK OF THE 9TH MAYBE THE 10TH, THE 11TH, THE 12TH ONE OF THOSE DATES THAT WE WOULD HAVE A NOT SUFFICIENT TIME SO THAT EVERYBODY COULD BE LINED UP.

YOU KNOW, THE KINDS OF QUESTIONS WE'RE GOING TO ASK WE KNOW WHO'S GOING TO BE THERE. EVERYBODY WILL BE LINED UP AND WE'LL, YOU KNOW, SAID SET THAT MEETING, OK? ALL RIGHT. THEN ON ON THE CONSENT AGENDA WE HAVE ITEM NUMBER FIVE IS NOT THE FIRST READING. IT IS THE SECOND READING.

SO WE'LL NEED TO CHANGE THAT VERBIAGE TO THE SECOND READING AND ITEM NUMBER EIGHT WILL BE REMOVED. SO THOSE WILL BE THE CHANGES AS TO THE COUNCIL AGENDA NOW WHEN IT COMES TIME FOR THE LIAISON COMMITTEE REPORTS, WHAT I'D LIKE TO DO IS TURN TO THE FINANCE COMMITTEE CHAIR MR. HERBERT SHAWN TO ADDRESS THE CONSENT AGENDA ITEMS AND THEN THE NATURAL RESOURCES CHAIR AND THE PUBLIC FACILITIES CHAIR TO ADDRESS THOSE CONSENT AGENDA ITEMS SO THAT WHEN WE VOTE ON THE CONSENT AGENDA WE DON'T HAVE TO GO OVER IT AGAIN THAT THEY WILL BE FULLY VETTED FOR THE PUBLIC AT THAT TIME. ANY QUESTIONS, MR. REITMAN UNDER CONSENT AGENDA ITEM NUMBER FOUR THE FEE IN LIEU I WOULD HAVE THOUGHT THAT THAT WOULD BE AN ORDINANCE BECAUSE WE'RE DOING SOMETHING WITH TAXES.

[00:25:04]

>> I'M JUST WONDERING IF THAT NEEDS TO BE A FIRST READING OF AN ORDINANCE.

>> WE'LL HAVE A LEGAL WEIGH IN ON THAT. YOU MAY HAVE A POINT.

I DON'T KNOW. >> OK, AND I THINK THAT'S 278 INDEPENDENT REVIEW NEEDS DISCRETION. SO IT PROBABLY USED TO COME OFF THE CONSENT AGENDA AT SOME POINT. OK, SO YOU WILL MAKE THAT KNOWN AT THE COUNCIL AGENDA MEETING THAT YOU WOULD LIKE THAT REMOVED FROM CONSENT AND PUT ON THE ACTION ITEMS, OK.

THAT WILL THEN WILL BECOME ACTION ITEM NUMBER 19, KURT. >> DID YOU HEAR STU'S QUESTION REGARDING WHETHER OR NOT THE FEE IN LIEU IS IN FACT TAXES? WELL, I DID IDEALS AND I'M LOOKING AT THE BACKUP DOCUMENTS TO SEE WHAT THAT IS. AND IT STARTS WITH AN INDUCEMENT RESOLUTION WHICH WOULD BE A RESOLUTION FORCE. THEN THERE'S THE FEE AGREEMENT AND THEN AND FOLLOWING THAT IN THE BACKUP DOCUMENTS IS AN ORDINANCE.

SO I'M NOT SURE WHAT THE HEADING ON THE AGENDA IS REFERRING TO.

I'VE ALSO GOT THE ONES AHEAD OF THAT. RIGHT.

BACKUP DOES INCLUDE ORDINANCES AND RESOLUTIONS. YEAH, FEE AGREEMENTS.

RIGHT. AND AND I AS I LOOK FOR THESE ITEM NUMBER THREE REFERS TO STONE GARDEN GLASS GARDEN GLASS AND BURGER WHICH ARE ALSO SAID IN ITEM 4.

SO I DON'T KNOW IF THAT'S ACTUAL REDUNDANCY OR NOT. SO IF WE COULD QUICKLY LOOK

THAT UP WE MAY JUST TAKE. >> ITEM NUMBER FOUR OFF THAT BECAUSE WHEN I LOOKED AT MY BACKUP DOCUMENT NOTATION IT DID SAY THE AMP APPROVED THE NEW RATES FOR ORDINANCE AND THEN THERE WAS A FEE LOW THAT I THINK IT MIGHT BE THAT THE AGENDA SIMPLY REFLECTS

INCORRECTLY. >> AND IT DOES INCLUDE ORDINANCES.

YEAH. YEAH. BECAUSE IT IS THOSE IT'S THOSE THREE PROJECTS AND THERE ARE EYEWITNESSES RESOLUTIONS AND FEE AGREEMENTS FOR THE THREE.

>> RIGHT. AND IT SAYS JUST THE ITEM FOUR SAYS IT RECOMMENDS MOVING FORWARD WITH THE PHILO AGREEMENTS AND THE OTHERS ARE ORDINANCES REGARDING THOSE.

>> SO WE WE MAY BE ABLE TO JUST ELIMINATE FOUR BECAUSE IF WE'RE APPROVING THEM FOR ORDINANCES

WE ARE MOVING FORWARD. >> WELL, I THINK. I THINK WE NEED TO HAVE READ FIRST READINGS OF THE ORDINANCES AND THAT'S WHAT YES IT IS IN THE BACKUP BEHIND NO

FORCE. >> I WOULDN'T ELIMINATE NUMBER FOUR.

>> OK. AND THEN THE THREE IS A WALTON COUNTY PARK ORDINANCE RELATING TO THE SIMILAR PROJECTS OR TWO IS SPECIAL SOUGHT SUCH SPECIAL SOURCE REVENUE CREDIT ALSO RELATING TO ONE OF THE PROJECTS THAT MR. CHAIRMAN, IF I MIGHT I WOULD SUGGEST TO YOU THAT EUGENE'S WORDING NUMBER FOR YOU TO SAY THAT ITS FIRST READING OF AN ORDINANCE AND RESOLUTE ACTION REGARDING INDUCEMENT FOR OUR LOSSES FOR PROJECT BURGER PROJECT GARDEN PROJECT CLASS B IN LIEU OF PROPERTY TAXES BECAUSE IT IS ABSOLUTELY RIGHT THAT IT IS IT IS BOTH A RESOLUTION AND AN ORDINANCE IN ORDER TO GET TO THE TO THE ORDINANCE.

>> WE HAVE TO HAVE THE RESOLUTION IN PLACE. SO TIME FOR BRINGING RESOLUTION AND AN ORDINANCE REGARDING MULTI COUNTY INDUSTRIAL PARK B IN LIEU OF PROPERTY TAXES PHILO AGREEMENT FOR PROJECT BERGER PROJECT GARDEN PROJECT GLASS THERE ARE THREE THINGS FOR EACH

ONE OF THOSE AN ORDINANCE, A RESOLUTION AND A FEE AGREEMENT. >> AND THAT'S WHAT COUNCIL IS BEING ASKED TO APPROVE. OK, CHRIS, DID YOU GET THAT INFORMATION?

YEAH. >> SO BASICALLY NUMBER THREE NUMBER FOUR BOTH NEED TO BE FIRST READING OF AN ORDINANCE, RIGHT? WELL, CORRECT IT NUMBER FOUR ORDINANCE IS RIGHT. YEAH, I'M WITH YOU. I MEAN THOSE TWO ARE RELATED BUT THEY'RE NOT DUPLICATIVE. CORRECT? OK.

[00:30:02]

AND RIGHT. ORDINANCE RESOLUTION NUMBER ONE.

CONTINUING RESOLUTION. YEAH. THE RESOLUTION IS A RECORD RIGHT? YEAH. SUTTON WELL YEAH.

YES. WELL CAN WE. >> CAN WE MAKE SURE THAT CHRIS GETS THE CORRECT WORDING SO THAT WHEN HE'S TALKING ABOUT THESE YOU CAN HAVE THE CORRECT WORDING IT WOULD BE APPROVAL OF AN INDUCEMENT RESOLUTION, A FEE AGREEMENT AND AN ORDINANCE TO CREATE IN LIEU OF TAXES FOR EACH OF THOSE THREE PROJECTS. BURGER GARDEN GLASS SO THERE'S THREE DOCUMENTS FOR EACH PROJECT, OK? CHRIS DID YOU GET THAT THE YEAH I CAN JUST KIND OF RUB BERNICE ON ME AND JUST COPY IT FROM THE FINANCE AGENDA.

>> THE LAST FINANCE. I THINK. IT SEEMS TO ME THAT WE ARE

LOOKING FOR. >> OK, OK. >> YEAH.

>> AND IF I MESS IT UP JUST LET ME KNOW. >> YEAH.

NO PROBLEM. OK. ANY OTHER QUESTIONS REGARDING

ANY OF THE ITEMS ON THE AGENDA? MR. RUDMAN? >> THANK YOU, MR. CHAIRMAN.

I LOST A LITTLE TRACK OF THIS BUT AT OUR LAST MEETING I THINK WE VOTED TO GO BACK TO THE FOUR POINT EIGHT MILLS FOR ROAD CRITICAL FROM THE FIVE POINT EIGHT.

IS THERE ANYTHING THAT WE HAVE TO DO OR IS THAT A DONE DEAL AT THIS POINT?

>> THIS WILL BE THE THIRD READING FOR THAT AT THE FOUR POINT EIGHT.

YOU SHOULD RECEIVE BACKUP DOCUMENTATION AS TO WHY THE FOUR POINT EIGHT IS A

LEGITIMATE NUMBER BASED UPON STATUTE AND OUR OWN ORDINANCES. >> ALL OF THAT BACKUP DOCUMENT WAS SENT TO ALL OF THE COUNTY COUNCIL MEMBERS. SO IT SEEMS TO BE ALL IN ORDER

THAT I MAY BE MISSING IT. >> IT WHEREAS THAT ON THE AGENDA IT IS ITEM ELEVEN.

>> YEAH. ITEM. YES.

ITEM ELEVEN. OK. SORRY TO REVISIT THAT.

OK THAT'S THE BUDGET AUDIENCE. YES. MURDERING PUBLIC HEARING ON THE BUDGET. OKAY. THANK YOU FOR BRINGING IT UP BY

THIS POINT. >> OK OK. ANY OTHER QUESTIONS?

>> OH, IT'S JUST JIM. YES. ONE THING YOU KNOW WITH THE MATH BASED ON ALL THE PEOPLE I THINK IT WOULD BE GOOD IF WE HAD SOME KIND OF A PRESS RELEASE AS TO WHAT WE'RE GOING THROUGH. YOU'VE STATED VERY ELOQUENTLY THAT WE WE NEED TO REVISIT THIS AND THERE'S ALL KINDS OF ISSUES BUT THERE'S A LOT OF E-MAIL FLOATING AROUND AND PERHAPS A SOME KIND OF A PRESS RELEASE OF WHAT WE'RE INTENDING TO DO MIGHT MAKE MIGHT SOMETHING TO CONSIDER PERHAPS ALL WE CAN DO THAT AFTER THIS MEETING, YOU

KNOW WELL WE'LL AMEND THE AGENDA. >> WE'LL STATE WHY WE'RE AMENDING IT. WE WILL THEN MOVE TO GATHER THESE PEOPLE TOGETHER WITH THE WORKSHOP. WE WILL ADVERTISE THE WORKSHOP. WE WILL ADVERTISE A NEW DATE FOR SOLELY TO TAKE THIS ONE SINGLE ITEM SO THAT IT IS NOT PART OF A BUSINESS MEETING WHERE WE DON'T DEVOTE THE REQUIRED TIME TO THIS AND GO FROM THERE.

YEAH. SO THAT'S THAT'S FINE. WE CAN DO THAT.

ANY OTHER COMMENTS? OK. SO EVERYBODY IS UNDERSTANDING OF WHAT WE WANT TO DO WITH THE AGENDA. AND ANY CHANGES WE MADE TO THE AGENDA. SO WE'LL LIFT LOOK FOR SOMEONE TO AMEND THE AGENDA WHEN WE GET THERE FOR THOSE VARIOUS ITEMS AND WILL GET THROUGH THIS THIS EVENING.

OKAY. WOW, THAT WAS QUICK. NO OTHER COMMENTS.

[7. NEW BUSINESS]

OKAY. IF IF THERE'S NOTHING ABOUT THE AGENDA, WE'LL MOVE ON TO NEW BUSINESS. IS THERE ANY NEW BUSINESS TO COME BEFORE COUNCIL SEEING NONE

THAT I WILL ASK FOR MOTION CHAIRMAN. >> MR. CHAIRMAN.

MR. DAWSON. THANK YOU. I HAVE TWO TWO CONCERNS.

THE FIRST WOULD BE THE COMPANION CENTER'S OPERATION UNDER NEW GUIDELINES.

HOW THREE DAYS WEEKLY. AND THEN THE TWO VISITS PER WEEK FOR THE CONSTITUENT.

I'M I'M RECEIVING A LOT OF CALLS AND COMMENTS AS TO THE TWO VISITS WEEKLY BEING TOO

[00:35:01]

RESTRICTIVE FOR ALL THE OTHER PUBLIC AND THE CONCERNS ARE THAT WHERE WE HAVE THE CENTERS OPEN FOR THREE DAYS, WHAT THE CITIZENS ARE BEING ALLOWED TO VISIT AND THOSE CONVENIENCE CENTERS TO TWO TIMES A WEEK. AND THEY FEEL THAT IT SHOULD BE THEY SHOULD BE ALLOWED TO VISIT THE CENTER ON EACH DAY THAT IS OPEN. AND THAT WOULD BE THREE DAYS A WEEK GRAVITON LIMITED IN LEBANON. KEEP MOVING THE PUBLIC TO TWO DAYS PER WEEK. THAT MIGHT THAT MIGHT BE A DISCUSSION THAT WE NEED TO BRING BACK TO COMMITTEE LEVEL FOR DISCUSSION AND CONSIDERATION.

>> DULY NOTED. WELL, WE'LL PASS THAT INFORMATION ON.

OKAY. ANY OTHER COMMENTS? OKAY.

[EXECUTIVE SESSION]

THEN I WOULD LIKE THE MOTION TO GO INTO EXECUTIVE SESSION FOR A DISCUSSION OF AN EMPLOYEE REGULATED BY A PUBLIC BODY PURSUANT TO SECTION THIRTY DASH FOR CASH SEVENTY A ONE REMOVE MR. CHAIRMAN STOOP. MR RUDD MAKES THE MOTION I'M SEEKING OUT.

>> MR. DAWSON MAKES THE SECOND . ANY COMMENTS?

>> I'M CURIOUS MR CHAIRMAN WHICH EMPLOYEE IS IT? >> UNDER OUR SOUTH CAROLINA LAW IT WAS TOLD TO ME THAT UNDER ITEM NUMBER SIX THE IDENTITY OF THE INDIVIDUAL OR ENTITY BEING DISCUSSED IS NOT REQUIRED TO BE DISCLOSED TO SATISFY THE REQUIREMENT THAT THE SPECIFIC PURPOSE OF THE EXECUTIVE SESSION HAS BEEN STATED. YOU WILL GET THAT INFORMATION

IN EXECUTIVE SESSION. >> OK OK SO IT HAS BEEN DULY MOTIONED AND SECONDED.

>> IF THERE ARE NO OBJECTIONS WE WILL GO INTO EXECUTIVE SESSION WITHOUT EXCEPTION.

ARE THERE ANY EXCEPTIONS OR OBJECTIONS? NONE.

WE WILL BE AN EXECUTIVE SESSION AT 5 0 7 WHEN WE COME OUT THERE MAY BE MATTERS ARISING OUT OF THE EXECUTIVE SESSION. WE'LL LET THE PUBLIC KNOW WHEN WE COME OUT OF THE

[CITIZEN COMMENTS]

? >> YEAH. EMAILS AND STUFF THAT WE'RE GETTING THAT WE GET A NUMBER OF THESE THAT ARE FROM ANONYMOUS SOURCES AND I HAVE A FEELING THAT WE SHOULD NOT BE ACCEPTING OR POSTING ANYTHING THAT COMES TO US AND AN ANONYMOUS NATURE. I DON'T KNOW WHAT OUR RULES ARE AND WHAT OTHER PEOPLE THINK BUT IT DOES SEEM TO ME WE SHOULDN'T BE TRADING IN ANONYMOUS MESSAGES.

>> WE WE DO HAVE SPECIFIC RULES THAT WILL BE ADDRESSED AT THE COUNTY COUNCIL MEETING REGARDING PUBLIC COMMENT ANY FURTHER ITEMS BEFORE WE GO TO ANY CITIZEN COMMENTS MR GLOWED

YOU'RE ON MUTE. >> YES, YES. >> YES.

THANK YOU. LET ME JUST ASK A QUESTION. I WOULD LOVE TO HEAR FROM THE PUBLIC IF THEY ARE HERE TODAY ON THE MASKED ORNAMENTS SWORD. DO WE NEED TO KEEP IT ON THE

AGENDA EVEN THOUGH WE CAN DO IT? >> WE'RE GOING TO DEAL WITH IT LATER SO THAT WE CAN ACTUALLY HEAR THE COMMENTS. I MEAN, YEAH, THERE THERE WILL BE A TIME ON THE AGENDA WHERE SEVERAL PEOPLE WILL BE ABLE TO ADDRESS US.

>> SO IT'S STILL ON THE ON THE AGENDA AS A PUBLIC COMMENT SECTION.

>> THANK YOU, COUNCILMAN SOMERVILLE, YOU'RE JUST A QUICK COMMENT AND I'VE RECEIVED A NUMBER OF E-MAILS FROM FOLKS WHO CAN'T SAY THAT THE ONLINE REGISTRATION SYSTEM OR THE CONVENIENCE OR DECALS IS NOT WORKING AND HAS NOT BEEN WORKING.

>> SO I DON'T KNOW I HAVEN'T HEARD FROM PEOPLE THAT SAY IT IS WORKING SO I DON'T KNOW WHETHER SOME PEOPLE HAVE THAT SUCCESS AND SOME HAVEN'T. I HAVEN'T HAD A CHANCE TO GET ON IT MYSELF. BUT I HAVE TO OBVIOUSLY I HAVE TO DO IT.

BUT I THINK I THINK SOMEBODY WE NEED TO BE CLEAR ON AS FAR AS COUNCIL'S CONCERNED ABOUT WHO WE CAN CALL AND TALK TO ABOUT THIS THIS SYSTEM BECAUSE AS IT MOVES FORWARD THERE ARE A LOT OF CONCERNS, A LOT OF ISSUES THAT COME FOR EXAMPLE, THE GLITCH ON THE ONLINE REGISTRATION. WE NEED TO HAVE SOME KIND OF WAY TO TO BE ABLE TO FIND WHAT'S GOING ON AND DEAL WITH THOSE PROBLEMS. IT IS JUST PROBLEM IS GETTING

WORSE AND WORSE EVERY MECHANISM. >> OK.

SO I WILL TELL YOU THAT I HAVE GONE THROUGH THE SYSTEM I TALKED TO CINDY ABOUT THE SYSTEM. IT IS RELATIVELY EASY TO GO THROUGH THE SYSTEM.

THE PROBLEM IS THE PROBLEM. BUT WHEN I DID IT WAS RELATIVELY EASY.

THE PROBLEM IS WHEN YOU HIT SUBMIT YOU DON'T SEE ANYTHING AFTER THAT.

[00:40:04]

WHAT HAPPENS AFTER THAT IS E MAIL GOES TO HER OFFICE TO SOMEONE IN HER OFFICE.

THERE ARE NOW THOUSANDS OF PEOPLE WHO HAVE APPLIED FOR DETAILS.

SHE IS GOING THROUGH THE PROCESS OF IDENTIFYING TO ENSURE THAT IN FACT THE PERSON WHO IS SENT THE EMAIL IS A VALID RESIDENT OF BEAUFORT COUNTY.

THAT PERSON WILL THEN GET AN EMAIL SENT TO THEM AND IF THEY DO IT ON THEIR PHONE THEY WILL HAVE THE DETAIL ON THEIR PHONE AND A FIZZY CALL. CAL IS ALSO GOING TO BE SENT TO THE PROPERTY BUT I HAVEN'T HEARD ANYTHING SINCE I DID IT AND I DID IT A FEW WEEKS AGO.

SO YEAH THERE MAY STILL BE SOME GLITCHES. MR. HERMOSA, WHEN YOU HAD YOUR HAND UP FIRST. MS. HOWARD YEAH.

>> THANK YOU, MR. CHAIRMAN. MR. SORRELS POINT I AM GETTING SOME E-MAILS AS WELL BUT THE TELLS US THEY'RE PROBABLY NOT AS MANY AS SOME OTHER FOLKS BUT IT WOULD BE REALLY HELPFUL IF WE HAD LIKE AN EMAIL TEMPLATE AS FAR AS THESE ARE THE INSTRUCTIONS TO GO GET YOURSELF A DISCOUNT THAT WE COULD JUST PASS OUT TO OUR CONSTITUENTS WHEN THEY DO EMAIL US.

I THINK IF ADMINISTRATION COULD PUT THAT TOGETHER AND MIGHT BE REALLY, REALLY HELPFUL JUST FOR YOU KNOW, INFORMATION PURPOSES WHERE I WOULD THEN DO WITH THAT IS LIGHT ON MY ON MY COUNCIL FACEBOOK PAGE AND THEN SHARE THAT WAY WITH MY CONSTITUENTS AS WELL SO THAT YOU KNOW, MY

BASES ARE COVERED BY THIS ADMINISTRATION. >> HELP US WITH THINGS.

I'LL BE REALLY HELPFUL. >> MR. CHAIRMAN, IT IS PRETTY EASY TO USE BUT I NEVER GOT.

I'VE DONE IT AND SOME OF MY CONSTITUENTS THEY THEY'VE DONE IT AND SO IT'S EASY TO USE.

BUT I GO ONTO THE COUNTY WEB SITE BUT NEITHER THEM NOR MYSELF HAVE GOTTEN ANYTHING BACK. AND ONE PERSON ACTUALLY GOT SOMETHING BACK THAT SAID THEY DIDN'T RECOGNIZE THEIR ADDRESS . AND SO YOU KNOW, I KNOW THESE ARE ALL GLITCHES TO GET IT FIGURED, YOU KNOW. CHRIS, WHAT I DID IS I WALKED THROUGH AND I WROTE DOWN EVERY SINGLE THING SO I WILL SEND THAT TO YOU SO THAT YOU CAN POST A BIT. THERE'S ONE, TWO, THREE, FOUR, FIVE STEPS AND YOU'RE DONE.

SO IT IS RELATIVELY EASY. BUT AS I SAID, ONCE YOU CLICK SUBMIT YOU HAVE NO IDEA.

IT JUST SITS THERE AND YOU GET OUT OF THE SYSTEM AND YOU'RE SAYING GEE, DIDN'T WORK.

DIDN'T IT WORK? WHO DO I CALL? SO YOU KNOW, WE YOU HAVE TO IDENTIFY THOSE STEPS. OUR PROTOCOL KERRY ALSO ADMINISTRATION HAVE PUT UP JUST LIKE A THANK YOU CONFIRMATION PAGE OR SOMETHING LIKE THAT AFTER YOUR POINT AFTER IT GETS SUBMITTED. DID YOU SEE THAT PAGE AND CONFIRMS THAT YOU SAW A MAN IN YOUR INFORMATION? YEAH. YEAH.

>> WELL WE'LL CONTINUE TO WORK ON THAT. COUNCILMAN CALVERT.

THANK YOU, MR. CHAIRMAN. I WANT TO REITERATE WHAT COUNCILMAN DAWSON SAID.

I TOO HAVE RECEIVED SOME CONCERNS. PEOPLE ARE STARTING TO GET THEY'RE GETTING YOU KNOW, THEY'RE USED TO THE. THE REASONING BEHIND THIS.

BUT NOW I'VE HAD SEVERAL SAY LIMITING ME TO ONLY TWO TIMES A WEEK IS PROBLEMATIC.

A COUPLE OF THEM HAD ONE HAD FOUR CHILDREN AND ONE HAD FIVE THREE CHILDREN AND THEY SAID THE AMOUNT OF TRASH THE ACCUMULATE I CAN UNDERSTAND IS THEY GO WAY MORE THAN TWO TIMES A WEEK. ANOTHER FELLOW JUST SAID, YOU KNOW, HEY, IF I WANT TO GO TO THE DUMP I CANNOT GO TO THE DUMP. SO I JUST WANT TO PASS IT ALONG . COUNCILMAN DAWSON'S CONCERNS. I ECHO CERTAINLY AS WE MOVE ON TO THIS IT'S A LEARNING CURVE. YOU KNOW, WE'RE LEARNING ABOUT THE PROCESS OF ACTUALLY GETTING THE CAL AND SOME OF THE FLAWS IN THAT WE WILL FIND OUT ABOUT SOME OF THE FAMILIES WHO ARE STRUGGLING BECAUSE THEY HAVE A LARGE FAMILY AND NEED TO GO MORE THAN TWICE A WEEK.

SO I'M SURE. EXCUSE ME I'M SURE THAT ADMINISTRATION IS HEARING US ON THAT AND THEY WILL REFLECT ON THAT. COUNCILMAN GLOVER?

>> YES. I REMEMBER IT. I THINK BRIAN CAN CAN BEAR THIS OUT IN THE PUBLIC FACILITY COMMITTEE THAT WE TALKED ABOUT THE AMOUNT OF TIME AND THE RECOMMENDATION WAS FOR TWO VISITS PER WEEK AND WE SORT OF SAID NO THIS ALLOW THE FOLKS TO CONTINUE AND I THOUGHT THAT WENT THROUGH BUT IT CAME BACK THAT WE WERE DOING IT TWO TIMES A WEEK AND I CAN TELL YOU WHAT I TOLD SOME OF MY CONSTITUENTS. DISCONTINUED TO TAKE IT THERE AND THERE WILL BE MONITORING. THEY'RE NOT GOING TO STOP ME FROM COMING IN AND WE'LL GO FROM THERE. YOU MAY GET A VISIT FROM ME. THE OFFICER SAYING THAT YOU HAVE BEEN VISITING HIM TOO OFTEN AND IN AND PROBABLY WANT TO KNOW WHY ETCETERA ETCETERA.

[00:45:01]

AND YOU CAN PROBABLY DEAL WITH THAT. BUT I THINK LIMITING TOO.

AND I THOUGHT WE TALKED ABOUT THAT IN COMMITTEE MEETING BUT SOMEHOW THE STAFF HAS GOTTEN IT BACK INTO JUST TOO. SO ANYWAY THANK YOU IF I MAY IF I MIGHT SPEAK TO THAT ISSUE.

I REMEMBER EXACTLY WHAT YOU'RE TALKING ABOUT GLOVER YARD LEVER AND THAT EXACTLY WAS OUR RECOMMENDATION. AND I'VE BEEN TELLING PEOPLE THE SAME THING THAT NOBODY IS GOING TO CALL THE POLICE ON YOU IF YOU SHOW UP THAT THIRD OR FOURTH TIME DURING ANY PARTICULAR WEEK YOU MIGHT AGAIN GET A VISIT FROM OUR LITTER CONTROL OFFICERS BUT THEY WON'T BE THEY WON'T BE CARRYING A GUN AND THEY'LL JUST WANT TO KNOW WHAT YOUR SITUATION IS AND SEE IF THERE'S SOME WAY TO MAKE AN ACCOMMODATION TO YOU. IT'S THE SAME THING WITH THE DETAILS. YOU KNOW, I'VE TOLD PEOPLE YES YOU WILL YOU WILL BE ABLE TO GET ONE OKATIE AND ANYBODY ELSE IN THE HOUSEHOLD COULD JUST USE A SMARTPHONE AND HAVE THE DECALS PUT ON THE SMARTPHONE AS WELL. BUT IF THAT IF YOUR PARTICULAR SITUATION DOESN'T ALLOW YOU THAT IN OTHER WORDS YOU HAVE TWO CARS BUT NO SMARTPHONES, YOU KNOW, GIVE US A CALL. WE'LL FIND AN ACCOMMODATION FOR YOU.

I DON'T THINK IT'S GONNA BE THAT DIFFICULT FOR YOUR GLOVER OR OR ALICE HOWARD TO MAKE A PHONE CALL TO THE THE THE MUNICIPAL SOLID WASTE DEPARTMENT TO GET AN EXTRA DISCOUNT OR A FAMILY. I DON'T THINK I DON'T THINK HOLY IS GOING TO RAIN DOWN ON MAKING THAT PHONE CALL AND I THINK IT'S AN ACCOMMODATION WE AS A COUNTY NEED TO BE ABLE TO MAKE FOR OUR CITIZENS AS THEY NEED IT. BUT BY BY FAR THE VAST MAJORITY OF PEOPLE WILL BE IT WILL BE SUFFICIENT FOR THEM TO HAVE ONE VEHICLE PER CAR PER FAMILY AND THEN ONE ELECTRONIC ONE AND TWO VISITS TO THE TO THE CENTER IN IN ANY PARTICULAR WEEK I THINK THAT WILL BE FINE FOR ALMOST EVERYBODY. AND SO IT'S JUST YOU KNOW, PLAY THIS BY EAR AND SEE SEE WHERE THE PROBLEMS COME UP AND I MIGHT WEIGH IN ON THAT.

>> YOU KNOW, WE'RE TALKING ABOUT A FAMILY GOING THREE TIMES BECAUSE IT'S OPENED THREE TIMES A WEEK BECAUSE THEY HAVE ALL OF THAT TRASH WILL TRASH IS DIFFERENT THAN CND AND OTHER ITEMS THAT WE'RE TRYING TO CONTROL AT THE RECYCLING CENTER.

SO MAYBE WE HAVE TO BE COGNIZANT OF THAT. YOU KNOW THAT THE TWO TIMES YOU'RE LIMITING WOULD BE C AND D. I THINK THAT'S WHERE WE WANT TO GO WITH THAT. OK. ANY OTHER QUESTIONS? COUNCILMAN DAWSON? YES, MR. CHAIRMAN, TO YOUR POINT THAT THAT'S SOMETHING TO BE CONSIDERED AS FAR AS INDIA IS CONCERNED. BUT I WILL TELL ALL OF US ON CONSOLE AS OF JANUARY 1 THE DETAIL SYSTEM GOES INTO EFFECT AND IF WE DON'T CORRECT THIS D THIS PROBLEM NOW AND IF WE DON'T CORRECT THE SITUATION NOW AS OF JANUARY 1 WHEN THESE FOLKS START GOING TO THE CONVENTION CENTER MORE THAN TWICE A WEEK, OUR OFFICERS THAT WE'RE THAT WE'RE GETTING READY TO HIRE TO CONTROL, THEY'RE GOING TO TAKE ACTION.

SO TO TELL OUR FOLKS THAT WELL, YOU KNOW, THEY'RE NOT GOING. THEY DON'T HAVE A GUN AND THEY'RE NOT GONNA RESCUE WHATEVER. THAT'S WHAT WE HIRED THEM FOR.

WE HIRED THEM TO CONTROL THIS. AND IF WE DON'T CHANGE THE DELIMITATION FROM TWO TO THREE TIMES A WEEK, THEN WE KNOW IT'S A PROBLEM NOW AND IT'S ONLY GOING TO GET WORSE AFTER THE DEKE HOUSES GOES INTO EFFECT JANUARY 1. WE NEED TO DO SOMETHING ABOUT THIS NOW. OTHER COMMENTS. OK.

SARA, ARE THERE ANY CITIZEN COMMENTS REGARDING THE CAUCUS AGENDA?

>> NO, SIR. OK THEN WE WILL ADJOURN THIS MEETING AND WE WILL PICK UP THE

REGULAR COUNTY COUNCIL MEETING. >> YOU HAVE TO SIGN OFF ON THIS MEETING AND SIGN BACK IN FOR THE COUNTY COUNCIL MEETING. SO WILL SEE EVERYONE AT SIX O'CLOCK.

THANK YOU
