OK. I BELIEVE THE MOTION WAS BY STU.

AND THE SECOND WAS BY MARK SOURCE. ALL RIGHT.

YOU ARE THERE ANY COMMENTS? IF NOT, THIS MOTION WILL BE APPROVED WITHOUT OBJECTION.

ARE THERE ANY OBJECTIONS? THANK YOU VERY MUCH. THIS MOTION IS APPROVED.

THE AGENDA IS ACCEPTED AND WILL PROCEED. IT'S NOW APPROPRIATE TO GET A

[5. APPROVAL OF MINUTES - SEPTEMBER 21, 2020]

MOTION REGARDING THE APPROVAL OF THE MINUTES OF SEPTEMBER 21ST 20 20.

ARE THERE ANY ADDITIONS? QUESTIONS, COMMENTS. THANK YOU.

IT'S APPROPRIATE TO GET A MOTION SOME MOVEMENT. MR. CHAIRMAN, THANKS.

>> MR. GLOVER IS THERE A SECOND RECORD? >> THANK YOU.

THIS MOTION WILL ALSO BE HANDLED WITHOUT OBJECTION. ARE THERE ANY OBJECTIONS TO APPROVAL OF THE MINUTES? THE MINUTES ARE APPROVED. MOVING ON TO THE FIRST ACTION

[6. CONSIDERATION OF A RESOLUTION AUTHORIZING THE COUNTY ADMINISTRATOR TO PURSUE CONDEMNATION FOR PORTIONS OF PARCELS R123 015 000 0551 0000, R123 015 000 116G 0000, and R123 015 000 1002 0000 ASSOICATED WITH RIGHT OF WAY ACQUISITION FOR SC 802 SAM’S POINT RIGHT TURN LANE PROJECT AS PART OF THE 2018 ONE CENT REFERENDUM]

ITEM. CONSIDERATION OF RESOLUTION TO PURSUE CONDEMNATION OF PORTIONS OF PARCELS 123 15 BY 5 1 1 20 315 116 G 1 20 3 15 1002 SECTION RIGHT AWAY ACQUISITION 4 8 0 2 PART OF THAT TWO THOUSAND EIGHTEEN ONE CENT SALES TAX REFERENDUM.

JARED, IS THAT YOU? YES, SIR. SO AS DESCRIBED THIS IS THE PART OF THE SIMS INTERNALLY RIGHT TURN LANE PROJECT. THIS IS THE FIRST PROJECT OUT OF THE TWO THOUSAND EIGHTEEN SALES TAX PROGRAM THAT IS IN CONSTRUCTION OR NEARING TOWARDS CONSTRUCTION. SO THERE ARE THREE PARCELS THAT ARE AFFECTED AS PART OF THIS PROJECT. WE'VE BEEN WORKING WITH EACH OF THESE DIFFERENT OWNERS IN WE'VE BEEN COORDINATING WITH TO THE THREE WHICH ARE THE MEXICAN RESTAURANT AND CARWASH AND HAVE MOVED FORWARD WITH COORDINATION BUT HERE HAVE HIT A ROADBLOCK AS FAR AS ONCE WE'VE DONE SOME

ADDITIONAL TITLE SEARCH. >> I FOUND THAT IT WAS NOT SUITABLE TO MOVE FORWARD WITH THE REGULAR RIGHT AWAY ACQUISITION PROCESS AS WELL AS THE FIRST EXCUSE ME SIR.

DARN TITLE OBSTRUCTION. THAT'S RIGHT. THAT'S RIGHT.

ANYWAYS SO THAT BEING AS WELL AS THE FIRST TRACK IS THE WALGREEN'S TRACK.

WE HAVE NOT HAD ANY SUCCESSFUL COORDINATION WITH THE OWNERS THERE.

SO FOR THAT REASON THIS RESOLUTION IS IN FRONT OF YOU ALL FOR FOR CONDEMNATION FOR

ALL THREE OF THESE PROPERTIES. >> THANK YOU. ANY QUESTIONS? I THINK THE PUBLIC WILL BE VERY HAPPY THAT WE'RE PROCEEDING ON WITH THIS PROJECT AND THIS IS ONE OF THE NECESSARY THINGS WE HAVE TO DO IN ORDER TO COMMENCE CONSTRUCTION.

IS THERE ANY QUESTIONS OF JARED ANY COMMENTS THAT PEOPLE WANT TO MAKE? THANKS. IS THERE A MOTION OF THE COMMITTEE, MR. CHAIRMAN?

>> I MOVE THAT WE MOVE FORWARD WITH CONDEMNATION. I JUST GOT A QUICK QUESTION FOR

JARED BEFORE WE CARRIED EMOTIONAL WE GET A SECOND. >> IT'S THERE A SECOND TO MR. GLOVER'S MOTION OUR. THIS IS MARK. THANK YOU, MARK.

YOUR QUESTION OF COURSE I HAVE. HOW MUCH HOW MUCH IS ON LAND? WELL, WE'RE LOOKING AT RIGHT

HERE. DO YOU HAVE ANY IDEA? >> BECAUSE IT DOESN'T LOOK LIKE A SLIVER BUT YOU KNOW HOW MUCH HOW MUCH LAND ARE WE TALKING ABOUT?

>> YEAH, WE WANTED TO COME TO 10 FEET WIDE IN CERTAIN AREAS. SOME AREAS A LITTLE BIT SMALLER AS THE RHINO IS ALREADY WIDER IN CERTAIN LOCATIONS. AND THE WHOLE FRONTAGE OF EACH

OF THOSE PROPERTIES SO ABOUT 10 FEET WIDE. >> OKAY.

THANKS FOR THAT. THE MAPS. OKAY.

OKAY. THANK YOU. >> THANK YOU.

[00:05:04]

ARE THERE ANY OTHER QUESTIONS OR COMMENTS? OKAY.

WE'LL GO AHEAD AND CONSIDER THIS MOTION THEN WITHOUT OBJECTION.

ARE THERE ANY OBJECTIONS TO THIS MOTION? WITHOUT OBJECTION THIS MOTION WILL BE APPROVED. THIS MOTION IS APPROVED. THERE ARE NO OBJECTIONS.

[7. CONSIDERATION OF A REQUEST FOR PRIVATE ROAD ACCEPTANCE OF MAXINE LANE INTO COUNTY ROAD SYSTEM 8. PETITION FOR COUNTY PORTION OF EDDINGS POINT ROAD TO BE CLASSIFIED AS PRIVATE]

WE'LL MOVE ON NOW TO CONSIDERATION OF OUR REQUEST FOR PRIVATE ROAD ACCEPTANCE MAXINE LANE INTO THE COUNTY SYSTEM. SO THIS IS A PRIVATE ROAD.

IT WAS PREVIOUSLY LOCATED OFF HER SC 116 DAY. IT WAS PREVIOUSLY OWNED AND MAINTAINED BY DFT BUT THEY HAVE SINCE DISCONTINUED THIS MAINTENANCE OF THIS ROUTE AND SINCE THEN THE LANDOWNERS AND BUSINESS OWNERS ALONG THIS PROPERTY ON THIS ROAD PETITION THE COUNTY HER ARE PROUD OF ROAD ACCEPTANCE PROGRAM TO TAKE OWNERSHIP OF THIS ROAD WE HAVE WENT OUT THERE A LOT WORSE HAS EVALUATED THE ROAD IT IS IN POOR SHAPE AND WOULD NEED ADDITIONAL DRAINAGE WERE AND ROAD WORK TO BRING IT UP TO COUNTY STANDARDS AS WELL AS IT'S CURRENTLY INSIDE OF DUTIES RIGHT AWAY. SO WE WOULD BE TAKING RIGHT AWAY FROM DFAT SHOULD WE MOVE IT FORWARD AS PART OF A COUNTY OWNED ROAD.

SO WITH THAT IN PLACE STAFF RECOMMENDS THAT THE DENIAL OF THIS ROAD BEING BROUGHT INTO

THE SYSTEM DUE TO THOSE REASONS DESCRIBED. >> THANK YOU.

ARE THERE QUESTIONS I HAVE? I DO HAVE A QUESTION. IT'S KIND OF UNNERVING TO THINK THAT ALL OF A SUDDEN THERE MAY BE A REASON BEHIND THIS. THAT'S WHAT I'M REALLY ASKING RADIO TO SUDDENLY DECIDES THAT THEY FOREGO OWNERSHIP OF A ROAD.

I MEAN THE WHOLE OF TOWN ROADS AROUND BEAUFORT COUNTY IS GOING TO START A CHAIN REACTION.

IS THERE SOMETHING UNIQUE ABOUT THIS SITUATION THAT CAUSED THEM TO WALK AWAY FROM OWNERSHIP OR

DO YOU KNOW? >> NO, I'M NOT EXACTLY SURE WHAT BROUGHT THIS ABOUT.

IT'S NOT SOMETHING THAT I'M AWARE OF . I MEAN THERE ARE THE INTEREST AS GETTING RID OF FRED LANE MOUSE. I DON'T THINK THERE'S ANY PRECIPICE BY THIS BEING A MOTION TO CARRY OUT. BUT I'M NOT I'M NOT SURE THAT'S

WHAT STARTED THIS BACK. >> MY THOUGHT WOULD BE THAT WHATEVER STARTED IT IS BETWEEN THE DOJ T AND THE FOLKS WHO LIVE THERE. WE GET INVOLVED.

WE'RE SETTING A PRETTY NASTY PRECEDENT THAT EVERY TIME THEY WANT TO WALK AWAY FROM A ROAD

WE JUST STEP RIGHT UP AND SUE OWNERSHIP OF THE SCARY PARTS. >> MR CAMERON THIS IS WHAT?

>> YES, GO AHEAD. OK. THANK YOU.

I THINK THAT IN THE PAST WE HAVE DECIDED THAT WE WERE GOING TO DENY AND NOT ACCEPT ANY ROADS OR ELSE WE WOULD HAVE AS PAUL MENTIONED AND OTHER ONES THAT WOULD HAVE MULTIPLE PEOPLE COME TO US WANT TO TAKE OVER ROADS. SO I WAS KIND OF GLAD TO SEE THE STAFF HAS COME FOR THAT TO DENY US BRING THE SAME BECAUSE AGAIN I THINK IT IS SOMETHING WE HAVE VOTED AGAINST OTHER PRIVATE ROADS TO BE MADE THE COUNTY ROADS IN THE PAST.

YEAH. IF I MIGHT MY MY ASSUMPTION IS THOUGH THAT THIS IS NOT A PRIVATE ROAD, THAT THIS IS A STATE ROAD. AND AM I INCORRECT IN THAT GERARD DIDN'T YOU SAY THAT THE CDO HAS THIS RIGHT OF WAY? WELL, IT IS A IS WITHIN THERE RIGHT AWAY. YES. BUT AS FAR AS THE MAINTENANCE THEY HAVE DEFERRED MAINTENANCE AND SAID THEY NO LONGER MAINTAIN AND SO IT'S BASICALLY A FRONTAGE ROAD. LAUREL HAS A OVERLY LARGE RIGHT AWAY ALONGSIDE THE 116 AND THIS IS KIND OF A FRONTAGE ROAD. SO IT IS A A RIGHT AWAY ISSUE AS MUCH AS IT IS A MAINTENANCE ISSUE. OK. YES, CHAIRMAN.

YEAH, PLEASE. YEAH. THIS THIS IS IN MY DISTRICT AND I'VE I'VE GOTTEN SEVERAL CALLS FROM THE RESIDENTS ON MAXINE LANE THE ROAD ON SEVERAL OCCASIONS HAS IF I'M NOT MISTAKEN HAS BEEN CREATED BY BEAUFORT COUNTY AND IT HAS DETERIORATED TO THE POINT DURING INCLEMENT WEATHER TO WHERE THE ROAD IS.

ACTUALLY IT'S A IT'S A POTHOLE OF UNBELIEF AND IT'S UNFORTUNATE THAT YOU KNOW, THE PROBLEM AS JARRETT IS EXPLAINING TO US IS THAT THIS IS A LCD OR TEA RIGHT AWAY AND

[00:10:01]

THEIR RESPONSIBILITY IS IT'S UNFORTUNATE THAT THE RESIDENTS ON THIS ROAD CAN'T GET ANY ASSISTANCE FROM NOT ONLY DOJ T BUT FROM THE COUNTY AND I HAVE VISITED THEM ON SEVERAL OCCASION AND EXPLAINED TO THEM THAT ACTUALLY IT IS DOJ T PROJECT AND SO THAT'S WHY THEY WENT TO ROUTE OF TRYING TO GET THE COUNTY TO ACCEPT FULL MAINTENANCE.

BUT GIVEN THE GIVEN THE LANGUAGE THAT JERRY JARRETT HAD JUST SHARED WITH US, I THINK WE NEED TO LEAVE THIS RESPONSIBILITY TO DOJ AND I WILL JUST ADVOCATE ON BEHALF OF MY CONSTITUENTS LIVE ON THIS ROAD FROM OUR STATE REPRESENTATIVES GET INVOLVED TO SEE IF BY CHANCE WE CAN GET TOTN MOVING ON THIS RIGHT. I CERTAINLY AGREE WITH YOUR THE WAY YOU'VE COME DOWN ON THIS GUARALDI THERE ANY ASSISTANCE THAT YOU KNOW BARRING THERE'S ANY MOTION TO ACQUIRE THIS FROM THEM AT THIS MEETING TODAY? IS THERE ANY ASSISTANCE I CAN BE IN HELPING GET THE STATE'S ATTENTION ON THIS MATTER? BUT I WOULD APPRECIATE ANY HELP THAT WE CAN LEND TO THESE PEOPLE OF THEIR ALL RESIDENTS OF THE COUNTY JUST HAPPEN TO LIVE ON THEIR PRIDE, THEIR OWN PERSONAL PROPERTY THAT THEY ACCESS IT TO THIS STATE RIGHT AWAY WROTE THIS ON THE STATE RIGHT AWAY AND THAT'S UNFORTUNATE.

SO WHATEVER WE CAN DO TO ASSIST THESE FOLKS AND CERTAINLY I WOULD I WOULD WELCOME ANY INPUT ANY ANY KIND OF HELP WE CAN GET FOR THESE INDIVIDUALS. YEAH, THANKS.

THANK YOU VERY MUCH. IS THERE ANY IS THERE A MOTION TO ACQUIRE MAXINE LANE INTO THE

COUNTY SYSTEM BARRING NO MOTION? >> THIS MATTER IS CONSIDERED CLOSED. WE'LL MOVE ON TO THE NEXT ITEM ANY ON ANY SPIKE.

GENERAL, PLEASE MAKE SURE YOU LET ME KNOW AND I'LL I'LL START TRYING TO DRAFT A LETTER FROM MYSELF AS CHAIRMAN TO THE STATE GOP. THANK YOU VERY MUCH.

WE'LL MOVE ON TO ITEM NUMBER CHAIRMAN. GO AHEAD.

>> YEAH. SINCE THE STAFF RECOMMENDED DENIAL, DO YOU THINK IT'S APPROPRIATE TO JUST PASS ON TO PASS THAT MAKE A MOTION AND PASS IT TO DENY?

DO YOU THINK WE'RE FINE JUST TO LEAVE IT ALONE? >> YOU KNOW, YOU'RE PROBABLY RIGHT. PAUL, WOULD YOU LIKE TO MAKE SUCH A MOTION, SIR? I'D MOVE TO APPROVE STAFF RECOMMENDATION TO DENY. THANK YOU.

IS THERE A SECOND I'LL SECOND THE MOTION. >> THANK YOU, ALICE.

WITHOUT OBJECTION, THE MATTER WILL BE PROVED TO DENY THE REQUEST AND ADOPT THE STAFF RECOMMENDATION WITHOUT OBJECTION. ARE THERE ANY OBJECTIONS, BRIAN? JUST A QUESTION IF I MIGHT. GO AHEAD.

I APOLOGIZE. I SUPPORT MY PHONE FROM IT. WHAT ORDER MAGNITUDE OR MONEY ARE WE TALKING ABOUT FOR THIS, JARED? DO YOU KNOW HOW MUCH MONEY IT WOULD TAKE TO UPGRADE THIS TO THE APPROPRIATE STANDARD? WE ESTIMATED APPROXIMATELY

FORTY THOUSAND DOLLARS. >> OK, AND IF THIS WAS NOT A D O T PS IT WAS JUST PRIVATELY OWNED. IS THIS SOMETHING WE WOULD HAVE DONE IN THE PAST? NO. MARK MENTIONED WE'RE NOT DOING IT NOW BUT KNOW WHAT WAS DONE PRIOR TO OUR FARMERS PARTICLES OUR POLICY STATEMENTS 15 AND 17.

>> IT HAS TO BE UP TO CERTAIN STANDARDS AS FAR AS DRAINAGE IN AND ROAD CONDITIONS.

>> WHERE ARE WE? WE GET CAUGHT IN THE MIDDLE AND VERY SENSITIVE TO WHAT THAT GERALD IS SAYING AND I'M TRACK OF WHAT THIS OVERALL MEANS ACROSS THE COUNTY.

IT'S NOT AN EASY DECISION. NO, IT'S NOT. IT REALLY IS NOT OK.

WITHOUT OBJECTION THIS MATTER WILL BE PROVED IN THAT THE DENIAL WILL STAND.

ARE THERE ANY OBJECTIONS? THIS THIS MATTER IS DENIED. THANK YOU VERY MUCH.

[8. PETITION FOR COUNTY PORTION OF EDDINGS POINT ROAD TO BE CLASSIFIED AS PRIVATE]

MOVING ON TO THE NEXT ITEM WHICH IS PETITION FOR COUNTY PORTION OF ADDING IS ROAD TO BE

CLASSIFIED PRIVATE. >> THIS IS JUST THE OPPOSITE MATTER.

SO THIS IS A COUNTY MAINTAINED ROAD IN 2005. THIS ROAD CAME UP FOR THE COUNTY TO PAY. THIS SECTION OF DIRT ROAD ON SIX POINT ROAD IN CONTRACT NUMBER TWENTY SEVEN BUT ALL THE RECKLESS FOR A RIDER WE WERE REJECTED BY THE HOMEOWNERS.

SO WE CONTINUE TO MAINTAIN THE ROAD THAT'S DIRT ROAD AND IN PER HOUR DIRT ROAD PROGRAM FIVE YEAR PROGRAM. THIS ROAD CAME BACK UP ON YEAR TWO TO BE PAID AND BASED OFF

[00:15:03]

THE CONDITION ASSESSMENT IS THAT WE WENT BACK OUT TO THE PUBLIC AND ASKED AGAIN FOR A RIDE AWAY AND AGAIN WAS TOLD THAT THEY DID NOT WANT THIS TO BE PAVED NOR THAT THEY WANTED TO BE PUBLICLY MAINTAINED. SO WE EXPLAINED TO THEM THE PROCESS AND TAKEN IT INTO PRIVATE ACCEPTANCE. TODAY THE HOMEOWNERS ALL SIGN THE PETITION TO ACCEPT THIS BACK AS A PRIVATE ROAD AND THAT IS WHAT IS IN FRONT OF YOU. SO STAFF RECOMMENDS GRANTING THIS SECTION OF ROAD BACK TO A PRIVATE ROAD STATUS WHICH REDUCES COUNTY'S MAINTENANCE RESPONSIBILITIES ON THE ROAD KAREN. THANKS, JERRY.

JUST TO CLARIFY EVERY SINGLE PARCEL ALONG THAT ROAD HAS SIGNED A PETITION TO RETURN IT TO PRIVATE. YES, SIR. THANKS.

ARE THERE ANY QUESTIONS? >> THIS IS PAUL. THIS IS NOT THE FIRST TIME THIS IS IN MY DISTRICT. IT'S NOT THE FIRST TIME IT'S HAPPENED WHERE THE RESIDENTS JUST ABSOLUTELY POSITIVELY DO NOT WANT TO BE PART OF THE SYSTEM.

WAS THIS WAS THIS CONSIDERED ONE TIME A LEGACY ROAD? JARED I'M GUESSING IT WAS OR

WAS IT NEVER? >> I'M NOT SURE. COUNCILMAN CENTREVILLE.

THAT WOULD BE MY SUSPICION THAT IT WAS A LETTERS HE READ BUT IT HAS BEEN MAINTAINED AT LEAST

BEYOND 2000. THAT'S OK. >> BUT THAT'S ALL I NEED TO KNOW. THANK YOU. THANK YOU.

THERE ARE MOTION REGARDING THIS ITEM SO MOVE. MR. CHAIRMAN.

SECOND THAT SECOND BY MR. GLOVER. ANY DISCUSSION OK WITHOUT THIS

MATTER WILL BE HANDLED WITHOUT OBJECTION. >> THIS MATTER WILL BE APPROVED IF THERE ARE NO OBJECTIONS ANY OBJECTIONS IN THIS MATTER IS APPROVED.

MOVE ON TO THE CONSIDERATION OF A RESOLUTION AUTHORIZING THE ADMINISTRATOR TO PREPARE AND

[9. CONSIDERATION OF A RESOLUTION AUTHORIZING THE COUNTY ADMINISTRATOR TO PREPARE AND SUBMIT A COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION FOR THE DETOUR ROAD SIDEWALK EXTENSION PROJECT.]

SUBMIT A C G GRANT FOR A DETOUR DETOUR ROAD SIDEWALK EXTENSION. GO AHEAD.

THIS IS. >> THIS IS A TEXT TO THE WHEEL BRANCH EARLY COLLEGE.

SO THERE IS CURRENTLY A SIDEWALL DIRECTLY IN FRONT OF THE SCHOOL, A FIVE FOOT CELL. BUT THIS WOULD BE EXTENDING THE SIDEWALK.

APPROXIMATELY 3000 FEET TO THE NORTH SAY EIGHT FOOT PATHWAY. THIS IS ALSO PART OF THE SEABROOK SOLAR DEVELOPMENT, THE SOLAR FARM OUT THERE. THERE WAS A TWO HUNDRED FIFTY THOUSAND DOLLAR CONTRIBUTION THAT WAS SET ASIDE FOR THE INSTALLATION OF THIS SIDEWALK.

SO WE'VE BEEN TRAINED STAFF SPEND TRYING TO FIGURE OUT HOW WE COULD MOVE THIS PROJECT INTO CONSTRUCTION AND AN OPPORTUNITY PRESENTED ITSELF THROUGH A C.D. E.G. GRANT OF TWO HUNDRED THOUSAND DOLLARS WHICH WOULD GET US TO OUR COST OF CONSTRUCTION OF FOUR HUNDRED FIFTY. SO THIS RESOLUTION IS TO HELP FOR US TO PREPARE I SUBMIT THAT CTG GRANT APPLICATION. THANK YOU VERY MUCH, MR. DAWSON.

DO YOU HAVE A MOTION? YES, I WOULD MOVE THAT WE APPROVE THIS SAID A B C D.

P G. GRANT APPLICATION. >> THANK YOU.

IS THERE A SECOND SECOND? THANK YOU. MR. SOMERVILLE, IS THERE ANY OTHER DISCUSSION? YES. IF I MIGHT.

JAROD, I KNOW THAT WE MET ON SITE SEVERAL WEEKS GO TO STOP THE SURVEY FOR THE QUALIFICATION FOR THE GRANT PROCESS AND I REALIZE THAT AT THE TIME WE HAD SUCH A SHORT WINDOW TO GET THE SURVEY DONE. SO AT MISS MICHELLE KNIGHT FROM OUR COLLEAGUE BASICALLY TOOK ANOTHER APPROACH TO MOVE FORWARD WITH SOME CENSUS INFORMATION FROM THE FROM THE CENSUS BUREAU AND WE'RE GOING TO GO BACK LATER AND DO THE DOOR TO DOOR SURVEY.

DO YOU HAVE YOU HAD ANY CORRESPOND WITH ANY OTHER FOLKS FROM ELKHORN?

YES. >> MISS DEWITT JESSICA DEARIE IS AN ON THIS PROJECT.

SO SHE HAS BEEN COORDINATING AND I'VE BEEN GATHERING INFORMATION DOCUMENTS THAT SHE'S NEED FOR THIS APPLICATION. I'LL KEEP YOU POSTED IF YOU WILL. THANK YOU. WE HAVE WE HAVE A MOTION AND A SECOND. IS THERE ANY FURTHER DISCUSSION? THIS MATTER WILL BE HANDLED WITHOUT OBJECTION. ARE THERE ANY OBJECTIONS TO THE

MOTION? >> WITHOUT OBJECTION THIS MOTION IS APPROVED.

HEARING NO OBJECTIONS TO THE MATTER IS PROOF. MOVING ON TO CONSIDERATION OF A

[10. CONSIDERATION OF A CONTRACT – FY21 SC DHEC OIL GRANT]

CONTRACT FOR THAT DEAC OIL GRAIN TO THAT IS A SOLID WASTE AND RECYCLING DID THE WORD BEFORE COUNTY IN OLD GRANT FOR CONTAINERS OF THIRTY TWO THOUSAND DOLLARS THIRTY TWO

[00:20:07]

THOUSAND EIGHT HUNDRED TWENTY SIX DOLLARS OF TWENTY SEVEN THOUSAND WAS BUDGETED FOR THE EQUIPMENT AND SUPPLIES AND WE PUT THAT PROJECT OUT TO BID AND RECEIVE ONE BID FROM SOUTHEASTERN ENVIRONMENTAL AND WASTE EQUIPMENT COMPANY AT THE COST AT SIX THOUSAND SEVEN HUNDRED SEVENTY FOUR DOLLARS AND SEVENTY FOUR CENTS. SO THIS WOULD BE TO STAFF RECOMMENCED PROVE THIS CONTRACT AND THE PURCHASE OF THE USED OIL RELATED EQUIPMENT FOR THE CONTINUED RECYCLE OPERATIONS AT THE COUNTY CONVENIENCE CENTERS .

THANKS. DO WE HAVE A MOTION? SOME OF US.

CHAIRMAN, IS THERE A SECOND? I GUESS THAT WAS MR. SOMERVILLE .

>> IS THERE ANY QUESTIONS? ARE THERE ANY COMMENTS? WITHOUT OBJECTION THIS MATTER WILL BE APPROVED. ARE THERE ANY OBJECTIONS? MARRIED IS APPROVED.

[11. CONSIDERATION OF A RESOLUTION TO COMMISSION TWO SOLID WASTE AND RECYCLING ENFORCEMENT OFFICERS]

MOVING ON TO THE NEXT ITEM A RESOLUTION TO COMMISSION TWO SOLID WASTE AND RECYCLING ENFORCEMENT OFFICERS. OK, SO THIS IS A IN ADDITION TO THE LITTER CONTROL OFFICERS THAT WE ALREADY HAVE. THIS WOULD BE ADDING TO NEW ENFORCEMENT OFFICERS FOR LITTER CONTROL. BOTH MR. JON MILLEDGE AND DEIDRE BROWN.

THEY ARE THE FLOOR MATS IN SOLID WASTE AND RECYCLING. THIS WOULD JUST BE AN ADDITIONAL DUTY AND TASK FOR THEM. THEY ARE ALREADY VISITING THE CENTERS AND THIS WOULD HELP THEM AS WE ACTIVATE THE DEKALB SYSTEM.

WE'RE ENVISIONING THAT WE'RE GOING TO HAVE SOME COORDINATION WITH THE PUBLIC AND THOSE DUMPING AND SIGNS THAT THIS WOULD HIT THOSE TO FORUM AND THE AVAILABILITY TO HELP ENFORCE AS THEY AS THEY COME UPON ISSUES. AND IF THEY CAN BE CENTERS.

>> THANK YOU VERY MUCH. ANY QUESTIONS, COMMENTS? WAS THIS IN THE BUDGET? THERE IS NO COST ASSOCIATED WITH THIS. OK.

I'LL MAKE A MOTION THAT WE APPROVE IT. >> I'D LIKE SECOND EMOTION WAS SECOND BY MISS HOWARD. THANK YOU VERY MUCH, MRS. HOWARD GLOVER.

ARE THERE ANY OTHER QUESTIONS OR COMMENTS? WITHOUT OBJECTION THIS MATTER WILL BE APPROVED. ARE THERE ANY OBJECTIONS? THIS MATTER IS TO PROVE.

THANK YOU VERY MUCH. PLEASE GIVE MY CONGRATULATIONS AND WELL WISHES MR MILLEDGE AND MISS BRAND. APPRECIATE THEIR HELP. MOVING ON CHANGE YOUR ORDER FOR

[12. CHANGE ORDER #1 BEAUFORT HIGH SCHOOL POOL RESURFACING]

BEAUFORT. HI. RESURFACING.

SO THIS IS A B FOR ON SEPTEMBER 11TH. WE PUT UP A YEAR CONTRACT WITH ANDERSON COOPER LAST JUNE. INTERNAL CONTRACTOR SUBCONTRACTOR REGISTERING THIS

THE FIFTY THOUSAND DOLLARS FOR BONUS IN THE ORIGINAL CONTRACT. >> IT WAS PLANNED THAT THERE WOULD BE A 15 PERCENT DISSEMINATION AND UPON EXECUTION OF THE CONTRACT IN DRAINING THE POOL IT WAS DETERMINED THAT IT WAS MUCH WORSE THAN EXPECTED AND CLOSER TO AN 80 PERCENT DETERMINATION . SO THIS CHANGE ORDER IS TO ADD ADDITIONAL COST AND TIME TO THEIR CONTRACT LEAVING IT FROM FORTY SIX THOUSAND SEVEN HUNDRED SIXTY THREE SIXTY TWO THOUSAND TWO HUNDRED A CONTRACT CHANGE ORDER FIFTEEN THOUSAND FIVE HUNDRED WHICH IS ABOVE THE FIFTY THOUSAND DOLLAR LIMIT. THUS BRINGING IT IN FRONT OF THE PFC COMMITTEE TONIGHT. THANKS. IT'S IN THE BUDGET, CORRECT? YES, SIR. ALL RIGHT. DO I HAVE ANY QUESTIONS OR COMMENTS? HOW ABOUT EMOTION? SOME MOVEMENT CHAIR?

>> THANKS MR. GLOVER. IS THERE A SECOND TARGET? THANK YOU, MR. SOMERVILLE.

ANY QUESTIONS OR COMMENTS? WITHOUT OBJECTION THIS MATTER WILL BE APPROVED.

ARE THERE ANY OBJECTIONS BEING NO OBJECTION THIS MATTER IS APPROVED.

[13. US 278 INDEPENDENT REVIEW]

>> MOVING ON TO DO 78 INDEPENDENT REVIEW. SO THIS ARE OBVIOUSLY BEEN DISCUSSED OVER THE PAST SEVERAL WEEKS COUNCIL MEETINGS. AS FAR AS A INDEPENDENT ENGINEER NEARING REVIEW THE WORK THAT'S BEEN COMPLETED TO DATE BY A CDO T ON THE YES TO 78 CORRIDOR PROJECT DFT IS CURRENTLY WORKING A PRELIMINARY ENGINEERING ENGINEERING AND DEVELOPING THE PREFERRED ALTERNATIVE AND THAT THEY PLAN TO PRESENT IN A PUBLIC PUBLIC MEETING IN THE FIRST PART OF NEXT YEAR. THE ITEM AT HAND IS FOR THIS

[00:25:04]

THIS REVIEW TO TAKE PLACE CONCURRENT WITH THE TEAM'S SEARCH SAID IT CAN BE INCORPORATED INTO THE PUBLIC ASSESSMENT COMMENTS. WELL WE HAVE PREPARED STAFF.

WE HAVE COORDINATED WITH ALL THE DIFFERENT STAKEHOLDERS IN INDIRECTION GIVEN BY COUNSEL AND ALSO COMMENTS PROVIDED BY SENATOR DAVIS AND THE TOWN OF HILTON HEAD IN PUBLIC STAKEHOLDERS TO DEVELOP THE THE SCOPE OF SERVICES AS AS AS A COLLECTIVE WHOLE.

WE'VE WE MET WITH EACH OF THESE DIFFERENT STAKEHOLDERS MULTIPLE TIMES AND CONSOLIDATED THESE COMMENTS. AND THIS IS A DRAFT VERSION I BELIEVE NUMBER FARCE OF THE SCOPE THE SERVICE'S WE'VE COORDINATED WITH HDR ENGINEERING TO PROVIDE A COST OF THE SERVICES FOR THIS PROPOSAL OF ONE HUNDRED THIRTY FOUR THOUSAND SEVEN HUNDRED THIRTY TWO DOLLARS BUT WITH THE COST PROPOSAL WOULD BE SPLIT WITH THE TOWN OF HILTON HEAD IN AN INTEREST IN WAY AS WELL. SO THIS ACTION ITEM IS FOR FOR THE APPROVAL OF THE RECOMMENDATION OF THIS CONTRACT TO BE BROUGHT FORWARD TO COUNCIL FOR APPROVAL.

>> THANK YOU VERY MUCH, GERARD. ARE THERE ANY QUESTIONS OR COMMENTS? MR. CHAIRMAN, PLEASE GO AHEAD. YEAH. A COUPLE OF COMMENTS THAT I HAVE SET OUT SOME THOUGHTS THIS MORNING. LET ME SPEAK TO THEM.

THERE'S BEEN A DESIRE FOR SOME KIND OF INDEPENDENT REVIEW FOR SOME TIME.

I THINK PROBABLY SIX MONTHS AT LEAST MAYBE NINE MONTHS AND WE DREW THIS I THOUGHT TO A CLOSE ABOUT FIVE WEEKS AGO AT COUNCIL WHEN THERE WAS WHEN COUNCIL APPROVED A SCOPE TO HAVE TO MOVE FORWARD AND THE SCOPE I THOUGHT ANYWAY ADDRESSED MANY OF THE COMMUNITY ISSUES AND WHAT'S HAPPENED IN THE SUBSEQUENT WEEKS IS THAT QUITE A FEW WEEKS HAVE PASSED.

I GUESS THE TIME THE SCOPE HAS EXPANDED AND THE COST HAS INCREASED FROM FORTY THOUSAND TWO HUNDRED AND THIRTY FIVE THOUSAND. AND IT SEEMS TO ME THAT INSTEAD OF FINISHING THIS IN A TIMELY MANNER WHICH WOULD HAVE BEEN IN THE NEXT COUPLE OF WEEKS AND HAVE A SUCH THERE BE GOOD COMMENTS TO THE OKATIE AS THEY WERE WRAPPING UP THE PREFERRED ALTERNATIVE I THINK WE NOW HAVE A SITUATION WHERE MORE THAN LIKELY WE WORK THROUGH ALL THE APPROVALS AND SO ON AND DO THE WORK THAT THIS WILL PROBABLY OCCUR AFTER THE PREFERRED ALTERNATIVES. NOW THIS IS EXTREMELY IMPORTANT TO THE COMMUNITY AND AS I LOOKED AT THIS AS I LOOKED AT THE SCOPE OF WORK THAT'S NOW BEFORE US, IT SEEMED TO ME IT FELL NEATLY INTO THREE BUCKETS. THE FIRST WAS A REVIEW KIND OF A HIGH LEVEL ENGINEERING REVIEW OF HOW AS CDO TEAM WENT AROUND WENT ABOUT GETTING ITS DATA, WHAT ITS ASSUMPTIONS WERE, WHAT ITS METHODS ALLERGY WAS, WHAT WERE THE ALTERNATIVES THAT WERE PUT ON THE TABLE AND ON BOTH A DOLLAR BASIS AND THE ACTIVITY THAT IS INVOLVED THIS FIT FAIRLY NICELY WITH WHAT WE PASSED THAT COUNCIL I GUESS FIVE WEEKS AGO THAT THE SECOND GROUP OF ITEMS I HAD TO DO WHAT'S KNOWN AS OPERATIONAL ANALYSIS AND COSTING IT'S ABOUT THIRTY FIVE THOUSAND IN THE SCOPE AND IT STRIKES ME THAT WHAT THE REVIEWER WAS DOING AT LEAST WHAT IT SAYS IS WOULD BE DOING SOME OF ITS OWN OPERATIONAL ANALYSIS AND COSTING AND IT DOES SEEM TO ME THAT THIS IS AN AREA WHERE WE CAN TRUST DFT TO DO IT PROPERLY.

NO REASON TO BELIEVE THEY WOULDN'T HAVE. AND BOTH OF THESE THINGS ARE ONES THAT ARE NOT EASILY DONE BY SCRATCH FROM SOMEBODY NEW BUT IT'S BETTER DONE BY THE VENDORS THAT DST IS USING NOW AS PART OF THE PROJECT BECAUSE THEY'VE ALREADY GOT THE DATA.

SO IF IT'S A COMPUTER MODEL MAKE SOME CHANGES AND SO ON. THE THIRD GROUP I THINK IN MY MIND FELL IN THE CATEGORY OF RECOMMENDATIONS THE REPORT WRITING INTERFACING WITH THE COMMUNITY BACK AND FORTH AND IT STRIKES ME THAT THAT WOULD BEST BE DONE IN CONJUNCTION WITH THE PREFERRED ALTERNATIVE AS IT IS COMES OUT AS OPPOSED TO BEFORE THE PREFERRED ALTERNATIVE COMES OUT. NOW HAVING SAID THAT, IT THEN SEEMS TO ME THAT THE LOGICAL

[00:30:04]

WAY TO PROCEED IS TO PROCEED WITH WHAT? COUNCIL APPROVED WHATEVER IT WAS FIVE WEEKS AGO AND THAT WE'LL GET ON WITH THE KEY REVIEW ELEMENTS THAT HAVE TO BE DONE ANYWAY AND HAVE TO BE DONE IN ADVANCE OF A LOT OF THE WORK IN EVALUATION THAT MIGHT HAPPEN . SECONDLY, I THINK WE CAN LEAVE THE DETAIL WORK TO DEAL AND IT BECOMES PART OF THE PROJECT AS OPPOSED TO HAVING SOMEBODY DO. AND THIRDLY THEN IT SEEMS TO ME THE PIECE RELATES TO DEALING WITH REPORT WRITING IN THE COMMUNITY AND IT COULD BE MULTIPLE COMMUNITY MEETINGS AND SO ON LENDS ITSELF TO DO AFTER THE FIRST OF THE YEAR WHEN THE IS THE PREFERRED ALTERNATIVE COMES OUT. SO MY THOUGHT IS THAT WE BASICALLY WE OUGHT TO JUST GET ON WITH THE ORIGINAL SCOPE AND MAKE SURE THAT IT INCLUDES TASKS 2, 3 AND 4 WHICH ARE VERY SIMILAR AND SEE IF WE CAN GET THAT DONE IN A TIMELY MANNER AND THEN CHARGE THAT TO THE PROJECT. NIKKI WELLS FROM THE COUNTY PERSPECTIVE. AND THEN SECONDLY COME BACK AFTER THE FIRST OF THE YEAR AND HAVE A SECOND PHASE THAT INCORPORATES THE OTHER PIECES THAT I THINK WOULD HAVE A LOT OF DIALOG. WHAT'S UP WITH THE TOWN SO THAT'S MY THOUGHT ON HOW WE SHOULD PROCEED IN A TIMELY MANNER. PERSONALLY I'D LIKE TO SEE YOU KNOW, ISSUE A NOTICE TO PROCEED THIS WEEK AND JUST GET ON WITH IT.

THANKS. OTHER MEMBERS OF THE COMMITTEE I'LL GO AND TAKE A STAB AT IT REALIZING THAT I'M NOT NEARLY AS INVOLVED ON THE DETAIL LEVEL AS OTHER PEOPLE HERE AT THE TABLE. BUT HAVING REVIEWED SENATOR DAVIS IS CRITIQUE OF THE RFP THAT'S OUT THERE. JARED, YOU KNOW, I'M VERY INTERESTED IN MAKING SURE THAT THE INFORMATION THAT THE SENATOR NEEDS AND SUGGESTS TO US IS THE DATA AND THE OPINIONS THAT WE ARRIVE AT. AND I'M WONDERING WHAT YOU WOULD DO IN ORDER TO CHANGE YOUR OUR B SO THAT SO THAT THERE'S. EXPRESS ADDRESSING ADDRESSING OF THE CONCERNS LISTED BY SENATOR DAVIS BEFORE WE PROCEED ,WHAT DO YOU WHAT DO YOU HAVE

TO SAY ABOUT THAT? >> I THINK THEY'RE REALLY CLOSE TO THE COMMENTS AS PROVIDED BY

SENATOR DAVIS TODAY. >> THE DIFFERENCE BEING THAT IT'S JUST NOT EXPLICITLY WRITTEN OUT IN THE SCOPE I THINK IT'S REFERRED TO IN THE SCOPE.

SO I MEAN WE CAN MAKE THOSE EXPLICITLY AS AS DESCRIBED BUT I DO THINK IT'S A LOT OF IT'S ALREADY COVERED AS AS PROPOSED . IT JUST DOESN'T SAY IT GETS ME VERBATIM. SO WE WE CAN UPDATE THAT AND SEND THAT BACK TO THE CONSULTANT. AND I THINK THAT WOULD SATISFY MUCH OF THE CONCERNS AND I WOULD APPRECIATE. FOR ME PERSONALLY I'M NOT SURE ABOUT THE REST OF THE COMMITTEE. HAVE YOU ALL READ SENATOR DAVIS IS LEONARD TO ME.

JUST LOOK AT IT, BRIAN. WE HEAR FROM SENATOR DAVIS. MR. CHAIRMAN, I.

>> IS HE ON? YES, HE IS. YEAH, I'M HERE.

ALL RIGHT. I'M GOING TO LOVE TO HEAR FROM SENATOR DAVIS.

SENATOR DAVIS, ARE YOU AVAILABLE TO TALK TO US ABOUT THIS MATTER?

>> SURE. AND I WOULD SECOND WHAT MR. FÉLIX HAD SAID.

I THINK A LOT OF WHAT I IDENTIFIED IN THAT LETTER PROBABLY IS IMPLICIT TO IN THE IN THE SCOPE OF WORK I THINK GIVEN THE LEVEL OF OF THE INTEREST THAT THIS PARTICULAR PROCESS AND PROJECT HAS PERHAPS MAKING EXPLICIT. YOU KNOW WHAT I THINK EVERYBODY ACKNOWLEDGES IS IN PLACE. IT WOULD BE WOULD BE A GOOD IDEA.

FOR INSTANCE, I DO THINK THERE IS AN INTENT IN THE SCOPE OF WORK TO MITIGATE THE IMPACT OF THE STONEY COMMUNITY ALTHOUGH IT DOESN'T MENTION THE COMMUNITY BY NAME.

I THINK THAT SINCE IT IS A NEIGHBORHOOD THAT WE KNOW IS IS GOING TO BE AT AFFECTED BY THIS, IT BE A GOOD IDEA TO MAKE THAT EXPRESS. AND AS TO THE FIRST POINT I GUESS WHAT I'M REACTING TO THERE IS MAKING SURE THAT THIS DOESN'T SOMEHOW BE INTERPRETED BY INDEPENDENT ENGINEER AS A REQUEST FOR A PEER REVIEW OF WHAT THE D.A. HAS DONE.

I THINK WHAT COUNSEL CONTEMPLATES IS THE INDEPENDENT ENGINEER DOING SOMETHING MORE THAN A PEER REVIEW. AND AGAIN, I THINK THAT THAT'S IMPLICIT IN THE SCOPE OF WORK.

BUT I THINK NICK MAKING THAT EXPLICIT WOULD BE A GOOD IDEA AS WELL.

[00:35:03]

THE THIRD POINT IN REGARD TO CONSIDERING THE COSTS OF THE VARIOUS ALTERNATIVES IN DISCUSSING THE MATTER WITH THE DFT THEY THINK THAT'S FINE THAT THEY'LL PROVIDE TO THE INDEPENDENT ENGINEER YOU KNOW WHAT THE COST ESTIMATES WOULD BE FOR THE VARIOUS ALTERNATIVES AND THEN THAT COULD BE PART OF WHAT YOU GUYS CONSIDER WHEN YOU'RE DECIDING ON WHAT ALTERNATIVE TO RECOMMEND. IT MAY BE THAT YOU'D LIKE BUT IT'S COMPLETELY ECONOMICALLY FEASIBLE. AND BUT I THINK IN REGARD TO THAT COMPARISON OF COSTS OF THE VARIOUS ALTERNATIVES THERE OUGHT TO BE A BASE ALTERNATIVE WHICH IS AS I SAY JUST SORT OF A BASELINE. FIXING THE BRIDGE, FIXING THE SAFETY ISSUES, IMPROVING PEDESTRIAN CROSSING, OPTIMIZING INTERSECTIONS AND THEN DEVELOPING A LAND USE PLAN THAT'S SORT OF A BASE ALTERNATIVE. AND I THINK IT'D BE USEFUL TO HAVE TO HAVE THAT AS WE ASSESS THE OTHER ALTERNATIVES. AND THEN LASTLY IN REGARD TO THE OVERSIGHT COMMITTEE, I DON'T KNOW HOW MUCH DETAIL YOU WANT TO GET INTO IN THIS SCOPE OF WORK WITH THE WHAT THE INDEPENDENT ENGINEER IN THAT REGARD.

BUT IT WAS SOMETHING THAT COUNCIL HAD DISCUSSED AT ITS SEPTEMBER 14TH MEETING THAT THERE WOULD BE AN OVERSIGHT COMMITTEE AND THAT THERE WOULD BE REPRESENTATION ON THAT COMMITTEE FROM THOSE WHO WERE FOR LACK OF A BETTER WORD CRITICAL OF THE DOJ PLANS.

I DON'T KNOW AGAIN. YOU DON'T NEED TO BE SPECIFIC IN THE SCOPE OF WORK AFTER WHAT THAT OVERSIGHT COMMITTEE IS OR WHAT IT CONSISTS OF . BUT THAT OUGHT TO BE SOMETHING THAT I THINK IS DISCUSSED AND THAT THERE IS AN UNDERSTANDING GOING FORWARD.

THAT THE INDEPENDENT ENGINEER WILL BE WORKING WITH THIS COMMITTEE DURING THE DOING THE REVIEW PROCESS. SO I'LL CLOSE MY COMMENTS, MR. CHAIRMAN, BY AGAIN SAYING THAT I AGREE WITH WHAT MR. FÉLIX THAT I THINK A LOT OF WHAT IS IN MY LETTER TODAY IS PROBABLY IMPLICIT IN THE SCOPE OF WORK. IT'S JUST THAT PERHAPS IT MIGHT BE BETTER GIVEN THE INTEREST THE COMMUNITY HAS ENOUGH TO MAKE THOSE IMPLICIT THINGS EXPLICIT.

>> I APPRECIATE THAT AND CONCUR WITH YOU, SENATOR DAVIS. I THINK YOU'RE EXACTLY RIGHT.

WE WANT WANT TO SPELL OUT SOMETHING SOME THINGS SPECIFICALLY TO MAKE SURE THAT THAT OUR CONCERNS ARE ADDRESSED BY THE ENGINEERING REVIEW THAT WE GET LATER ON AND THAT WE GET EXACTLY BACK WHAT WE ANTICIPATE RIGHT NOW TO BE THE END RESULT AND PRODUCT.

I WONDER HOWEVER FROM BOTH JARRETT AND SENATOR DAVIS AND ANYBODY ELSE IF YOU HAVE COMMENTS REGARDING STU'S TWO PRONGED APPROACH WHICH QUITE FRANKLY I CONSIDER TO BE A LITTLE BIT UNTENABLE AND STRETCHING OUT STRETCHING OUT SOMETHING LEAVING LOTS OF GAPS INSTEAD OF DOING DOING THE REQUEST NOW AND GETTING THE WHOLE THING BACK AT SOME POINT IN TIME. THIS KIND OF SEEMS TO STRETCH IT OUT A LITTLE BIT.

I UNDERSTAND THE PHASING OF IT MIGHT BE A LITTLE BETTER FOR THE ENGINEER BUT I THINK SOME THINGS MIGHT GET LOST IN THE TRANSLATOR. IF WE DO IT THAT WAY YOU'LL HAVE ANY COMMENTS, MR. CHAIRMAN. GO AHEAD.

NOT DIRECTLY RELATED TO THE PROPOSAL BY MR. RODMAN VERSUS THE PROPOSAL YOU'VE JUST MADE.

BUT FOLLOWING UP ON WHAT SENATOR DAVIS BROUGHT UP THIS LAST ITEM, THERE'S A GREAT DEAL OF INTEREST HERE ON HILTON HEAD WITH REGARD TO THE OVERSIGHT COMMITTEE WITH SUGGESTIONS BEING PRESENTED AS TO WHAT THE MAKEUP OF THAT COMMITTEE SHOULD BE.

I WAS WONDERING WHEN THAT WOULD BE SOMETHING THAT WOULD BE CONSIDERED AND OR DISCUSSED WITH REGARD TO WHAT THE MAKEUP OF THAT COMMITTEE WOULD BE OR HOW IT'S ENVISIONED, HOW MANY PEOPLE WOULD BE ON IT AND WHERE WOULD THEY BE DRAWN FROM JARED ?

>> YEAH. IN TALKING TO DIFFERENT STAKEHOLDERS.

WHAT IS BEING DISCUSSED ENVISIONED FROM STAFF'S PERSPECTIVE IS IS POSSIBLY A OVERSIGHT COMMITTEE OF OUTSIDE ASSETS TO REFERENCE THE COUNTY TO REPRESENTING THE TOWN OF HILTON HEAD AND ONE REPRESENTING THE PUBLIC AT LARGE OR SPECIFIC COMMUNITY.

THAT'S JUST A STARTING POINT. WHETHER THAT'S THE RIGHT NUMBER OR THE RIGHT MIX.

BUT THAT'S BEEN A DISCUSSION AS FAR AS WHAT WAS ENVISIONED. >> I HAVE A I HAVE A SUGGESTION

I COULD FOLLOW UP WITH MR. CHAIRMAN. >> GO AHEAD, LARRY.

I THINK THAT 5 IS NOT SUFFICIENT BUT I WOULD LIKE TO SAY THAT I WOULD ENVISION MORE SOMETHING AROUND THE NUMBER 7. I DON'T THINK ANY ELECTED OFFICIALS NEED TO BE ON THAT COMMITTEE. THEY COULD ATTEND THEIR MEETING LAST NIGHT.

HEY MAN, I ABSOLUTELY AGREE THAT THEY COULD ATTEND THOSE MEETINGS EX OFFICIO BUT THEY

SHOULDN'T HAVE THE PRIMARY CONSIDERATION. >> I THINK THAT BEAUFORT COUNTY

[00:40:01]

STAFF AND HILTON HEAD STAFF COULD PROVIDE ONE PERSON EACH AND I THINK THAT JENKINS ISLAND HAS TO HAVE ONE OF THEIR RESIDENTS ON THAT OVERSIGHT COMMITTEE.

I THINK STONEY COULD BE REPRESENTED BY TWO PEOPLE AND I THINK THAT'S HILTON HEAD ISLAND COULD ALSO BE REPRESENTED BY TWO PEOPLE BECAUSE THAT'S WHERE THAT GATEWAY IS GOING THROUGH.

SO I THINK FIVE'S ENOUGH. I THINK SEVEN IS SUFFICIENT. I DON'T THINK ELECTED OFFICIALS SHOULD BE INCLUDED AS MEMBERS. AND I THINK THAT JENKINS ISLAND AND STONY IT NEEDS TO BE REPRESENTED THERE IN THE FORM OF TWO PEOPLE FROM STONEY AND ONE FROM JENKINS ISLAND.

THANKS, LARRY. I CONCUR WITH JUST ABOUT WHAT YOU SAID AS PROVIDING HOWEVER THAT THAT COUNTY STAFF PROBABLY IN THE PERSON OF JARED FRAY ALEX BE A MEMBER OF THAT COMMITTEE BECAUSE I THINK THAT THAT DAY TO DAY DIRECTION OF IT HAS TO BE ABSORBED INTO TO WHAT THE COMMITTEE IS LOOKING AT. WE NEED TO BE ABLE TO RECEIVE INFORMATION, HAVE PROPER COORDINATION BETWEEN WHAT THE COMMITTEE EXPECTS TO RECEIVE IN HERE AND JIM BRADY WHO WILL BE THE DAY CONTACT WITH THE ENGINEERING COMPANY HAVING IMMEDIATE RESPONSE TO THEM AND AUTHORITY TO APPROVE ANY SMALL CHANGES IN DIRECTION THAT COME UP.

DO YOU AGREE? I DO AND I THINK THAT YOU PROFOUNDLY ADAPTED TO HILTON HEAD AFTER YOU HAVE MONEY MEAN HEAVENS. BUT I NOTICED THERE WAS NOBODY THERE THAT I THE MOMENT THE TRAFFIC ENGINEER DON'T WANT TO PUT SOMEBODY ON THAT VIDEO ON PEOPLE INDEPENDENT. YOU MAY BE HELPFUL TO EXPAND TO INCLUDE SOME PEOPLE UNITY.

WE'LL HAVE A HEARING. WELL, I THINK THAT MIGHT. >> THANK YOU.

>> I I. OTHER MEMBERS OF THE COMMITTEE WHAT ARE YOU ALL THINKING ABOUT THIS PROCESS SO FAR INCLUDING SENATOR DAVIS'S COMMENTS AND MOVING FORWARD AS QUICKLY AS POSSIBLE AGAIN? JARRETT, YOU'RE GOING TO YOU'RE GOING TO TAKE THIS TODAY, MAKE ANY CHANGES YOU PROCEED WITHOUT FURTHER ACTION OF THIS COMMITTEE AT THIS POINT,

CORRECT? >> YES. IS THE IF WE NEED TO APPROVE A CONTRACT TO MOUNT UP TO THAT WAY IT GIVES US THE CAPACITY TO MOVE FORWARD WITH THE CONTRACT THEN I THINK THAT WOULD BE HELPFUL. BUT YES, MY AND MY GOAL ARE AFTER EXCUSE ME AFTER COUNSEL MAKES APPROVAL THAT THIS WOULD BE RECOMMENDED AND MOVED TO A COUNTY COUNCIL FOR FULL APPROVAL SO WE CAN MOVE FORWARD A CONTRACT.

>> OK. BUT THIS JUST ISSUES THAT I SEE WHAT YOU'RE SAYING.

WE NEED TO GO APPROVE THIS AS OF NOW BUT CHANGE THE RFP TO ACCOMMODATE THE ISSUES RAISED BY SENATOR DAVIS. WOULD THAT BE APPROPRIATE? YES.

ALL RIGHT, COMMITTEE. WHAT DO YOU SAY, MR. SHERMAN? YES, PLEASE.

THANK YOU. SO WE ATTENDED AN EVENT ON FRIDAY NIGHT.

SENATOR DAVIS WAS THERE. MY COLUMN WAS THERE. SOME COVER PRESENTED MYSELF.

A LOT OF WHAT I HEARD WAS ABOUT THE OVERSIGHT COMMITTEE FOR SURE.

NUMBER ONE, WE NEED TO MAKE SURE THAT WE HAVE THE APPROPRIATE EXPERTISE AND KNOWLEDGE ON THAT COMMITTEE WHICH I THINK IS THE WAY IT GOES WITHOUT SAYING.

BUT I THINK SOMETHING THAT WE NEED TO MAKE SURE THAT WE HAVE NUMBER ONE AND NUMBER TWO, THE OTHER THING THAT I HEARD WAS THAT THE SCOPE IS BEING DEVELOPED INDEPENDENT OF HILTON HEAD COUNCIL. SO PERHAPS WE WANT TO LOOP THEM IN AND GET THEIR FEEDBACK AND OR PERHAPS HAVE A JOINT MEETING WITH THEM TO GET THEIR FEEDBACK.

JUST SO YOU KNOW, WE'VE GOT TO GET THIS RIGHT. WE NEED IT.

WE NEED EVERYBODY TO HAVE BUY IN. I'M WONDERING IF THAT WOULDN'T BE A WORTHWHILE EXERCISE IN ORDER TO FACILITATE THAT. THANK YOU.

THANKS. GRACE, YOUR POINT IS WELL TAKEN AND AND I AGREE THAT WE NEED AT A MINIMUM LUPIN THE STAFF OF THE TOWN OF HILTON HEAD AND THE ELECTED OFFICIALS AS MUCH AS POSSIBLE. JARED, YOU'LL MAKE SURE THAT ANY COPIES OF THE RFP THAT YOU'RE ABOUT TO ISSUE WILL BE SENT TO THE TOWN HALL AT BRETT .

YES. WE'VE BEEN COORDINATING WITH THE TOWN OF HILTON HEAD START VERY OFTEN. SO WE'VE BEEN LOOPED TOGETHER ON THIS.

THEY THEIR COUNSEL I GUESS DEPENDING ON THE COST STRUCTURE, COST SHARE WOULD NEED TO APPROVE THE COST. BUT OTHER THAN THAT THE COUNTY WOULD TAKE THE LEAD ACTION AS FAR AS MOVING FORWARD ON THE CONTRACT. THANK YOU, MR. CHAIRMAN.

>> THE SHOCK SPEAK NOW. ABSOLUTELY. YOU'RE GOOD.

THANK YOU. I'M SORRY. >> I I I DON'T HAVE A PROBLEM

[00:45:03]

MOVING FORWARD WITH THE WITH THE FUNDING OF THIS PROJECT. IF WE PUT UP TO WHATEVER THE AMOUNT IS 135 KNOWING THAT IT'S PROBABLY NOT GOING TO TAKE ALL OF THAT LEAST THERE TO GIVE THE COMMITTEE. I MEAN GIVE JARED THE AMMUNITION AND MOVE FORWARD AND INTO CONTRACT IS ALREADY AGREED THAT HE WILL MAKE SURE THAT ALL SENATOR DAVIS COMMENTS AND STUFF IS LOOKING INTO THE PROJECT. AND THE OTHER COMMENT I'LL MAKE IS THAT, YOU KNOW, I LIKE LARRY'S SEVEN COMMITTEE MAN COMMITTEE MEMBER COMMITTEE.

I DON'T KNOW WHETHER JERRY THE STAFF NEEDS TO BE A VOTING MEMBER.

UNLIKE LIKE THEM BEING THE NEXT OFFICIAL MEMBER PRESENTING IT AND MAKING SURE THAT THE COMMUNITY IS SATISFIED WITH THE PROJECT MOVING FORWARD. THAT'S MY COMMENT ON THAT.

THANKS. >> THANKS. I THINK.

ARE WE IN A POSITION NOW WHERE WE CAN HAVE A MOTION ON THIS? MR. CHAIRMAN, GO AHEAD.

THIS IS STUDENT I SPEAK AGAIN. OH, ABSOLUTELY. STEVE.

YEAH. LET ME VERIFY THIS, SENATOR. I HAVE TALKED SENATOR I HAVE TALKED A COUPLE OF TIMES ABOUT THIS. WHAT I'M SUGGESTING I WOULD LEAVE IT UP TO HIM BUT I WOULD HOPE THAT WHAT I'M SUGGESTING ACTUALLY FITS WITH WHAT HE'S CONSIDERING. AND MY SENSE IS THIS IS THAT RATHER THAN TAKE WHATEVER NICE COUPLE MORE WEEKS AND SORT ALL THIS OUT IS THAT WE OUGHT TO GET STARTED ON THE FIRST PIECE WHICH IS ABSOLUTELY CLEAR AS OBVIOUSLY AS HAS BEEN APPROVED BY US IT'S FOUNDATIONAL FOR ALL THE REST OF THE WORK THAT NEEDS DOING. AND BY DOING IT IN TWO PHASES I THINK WE STILL FINISH AT THE SAME POINT IN TIME. IN FACT I THINK WE FINISH SOONER BY DOING IT IN TWO PHASES THAN WE DO BY LOSING A COUPLE WEEKS PUT TOGETHER THE CONTRACT AND EVERYTHING ELSE WE'VE ALREADY CONTRACTED. SO I WOULD STILL THINK THAT A LOT SUGGESTING WOULD MAKE SOME SENSE DOESN'T HARM THE PROCESS THEN WOULD MOVE IT ALONG PROBABLY QUICKER THAN THE PAST. RIGHT. THANKS.

>> I WAS UNDER THE IMPRESSION STU YOU WERE TALKING ABOUT SPLITTING THE CONTRACT INTO AND THEIR REQUESTS FOR PROPOSALS AMONG SENATE CLASSES. OK.

ALL RIGHT. LET'S GO OUT TO THINGS THE SAME.

I THINK TRACTOR SAME CONTRACTOR ALTHOUGH I THINK A LITTLE BIT OF THE COSTS CAN ACTUALLY BE DONE BY T BUT WHATEVER IT IS IT'S THE SAME COST WHEN ALL FINISHED.

BUT THAT'S THAT'S MY THAT'S MY POINT. MR. CHAIRMAN, I THINK IT'S I I

APPRECIATE THAT. >> I THINK I UNDERSTAND THAT A LITTLE BETTER.

JARED, I THINK QUITE FRANKLY THAT THIS WOULD FALL WITHIN THE PURVIEW OF THE ADMINISTRATION AND YOU SPECIFICALLY THAT THE CONTRACTOR PERFORMING ACCORDING TO THE SCHEDULE THAT YOU ARRIVE AT. IS THERE ANYTHING THAT WOULD PRECLUDE COUNCILMAN RODMAN'S SUGGESTION THAT WE START ON THE FIRST PART REGARDING THE ANALYSIS DATA SOMETHING ON THAT FIRST? I MEAN WE I MEAN WE COULD START ON THAT AND ISSUE THAT AS THE INITIAL PART OF THE CONTRACT BUT IT WILL BE ON ME BEYOND THE ADMINISTRATORS CONTRACT APPROVAL THE FULL THE HEIGHT OF THE CONTRACT. GO AHEAD AND APPROVE THIS FULL VALUE OF THIS CONTRACT NOW. I THINK A HUNDRED AND FORTY THIRTY FOUR THOUSAND IS THAT WHAT IT WAS? YES, SIR. AND PER THE SCHEDULE PROVIDED IN PURSUING THAT IT MOVES FORWARD FROM COMMITTEE HERE TODAY INTO COUNCIL NEXT WEEK.

AND THIS IN THE TIME OF THE CONTRACT AS FAR AS THE PRODUCTION OF THE WORK STILL FIT IN AS COORDINATED WITH DFT STILL WOULD FIT IN THE 60 DAYS AND BEYOND BEFORE THEIR PUBLIC OUTREACH MEETING. SO I THINK WE'RE STILL TRACKING AS FAR AS SCHEDULE HAS PROVIDED PREVIOUSLY. SO I THINK I THINK WE'RE STILL TRACKING WITH WHAT WHERE WHERE WE NEED TO BE. I APPRECIATE THAT. THANK YOU VERY MUCH.

CAN I HAVE A MOTIVE AND THEN MR. CHAIRMAN. >> JUST ONE QUICK QUESTION.

NAIL DOWN WHO'S WATCHING THE RECORD. GO AHEAD, LARRY.

YOU'RE UP NEXT. WELL, WE NAIL DOWN WHO MIGHT ELECTING THOSE COMMITTEE MEMBERS WHOSE RESPONSIBILITY THAT WOULD BE FROM OUR PERSPECTIVE ANY COMMITTEE ASSIGNMENTS FOR AN OUTSIDE COMMITTEE WOULD BE HANDLED TO THE CHAIRMEN OF COUNTY COUNCIL.

>> THAT'S THAT WILL BE HIS JOB TO COORDINATE AND FIND THOSE PEOPLE.

WE CAN RECOMMEND INDIVIDUAL PEOPLE. WE CAN RECOMMEND CLASSIFICATIONS PEOPLE IN OTHER WORDS TO PEOPLE FROM THE STONEY COMMUNITY ONE FROM ONE MOMENT USED AS YOU AND I DISCUSSED WE CAN DO THAT BOTH AS A FUNCTION OF THE COMMITTEE OR

[00:50:03]

INDIVIDUALLY YOU AND I COULD SEND A JOINT LETTER TO JOE TELLING HIM WHAT WE THINK ABOUT IT. BUT I THINK ULTIMATELY THESE THESE MATTERS ARE SPECIFICALLY LEFT TO THE CHAIRMAN OR OUTSIDE COMMITTEES. SOMEBODY ELSE HAD A COMMENT THEY WANTED TO MAKE THIS CHAIRMAN GO AHEAD. YEAH, I YOU KNOW, I LIKE THE IDEA OF SEVEN MEMBER OVERSIGHT. I THINK THAT'S WISE AND NOT HAVING ELECTED OFFICIALS THAT IS THAT'S ABSOLUTELY THE CHERRY ON TOP. BUT I I THINK IF I UNDERSTAND THIS RIGHT. I MEAN NOW ALL OF A SUDDEN WE'RE GOING TO TRY TO HURRY THIS THING UP. I THINK WE OUGHT TO HAVE THE OVERSIGHT COMMITTEE.

WE OUGHT TO BE ABLE TO HAVE A SIT DOWN WITH THE TALENT HILTON HEAD TOGETHER AND GET THE SCOPE RIGHT AND GET IT IN TOTALITY. AND I'M GOING TO USE A PHRASE THAT SENATOR DAVIS USED THE OTHER DAY. WE NEED TO GET THIS RIGHT NOT SET RECORD TIME.

I THINK THAT'S INCUMBENT UPON US TO DO. >> MY.

I'M I UNDERSTAND WHERE YOU'RE COMING FROM ON THAT AND ABSOLUTELY AGREE THAT WE WANT TO GET IT RIGHT. BUT THERE ARE TIME CONSTRAINTS .

WE HAVE TO ACKNOWLEDGE THAT WE WANT TO GET ALL OF OUR WORK DONE THAT WE'RE ASKING ABOUT HERE. THIS INFORMATION, THE INPUT FROM PUBLIC, EVERYTHING ELSE WE WANT TO GET GET IT DONE BEFORE THE STATE REACHES ITS DROP DATE FOR SOLICITING PUBLIC INPUT SO THAT ART OUR DATA OUR REPORT OUR REVIEW IS SUBMITTED IN TIME TO BE CONSIDERED BY THE STATE

AND YEAH, I UNDERSTAND THAT AND I APPRECIATE THAT. >> I GUESS I'D LIKE TO, YOU KNOW, GIVE MY TIME TO SENATOR DAVIS AS FAR AS THE TIME TIMELINESS AND ABOUT THE PATH FORWARD WITH THAT. IF THAT'S OK. ABSOLUTELY.

CAN DO IT. CAN YOU ADDRESS THAT ISSUE, THE TIMELINESS OF WHAT WE'RE TALKING ABOUT? MY AUNT. YEAH.

ONE THING I HOPE YOU'LL YOU'LL SPEAK TO IS MY CONCERN IS THAT ARRANGING A PUBLIC MEETING BETWEEN MEMBERS OF THE TOWN COUNCIL HILTON HEAD AND COUNTY COUNCIL WOULD BE DIFFICULT AT

BEST. >> I GUESS I WOULD SAY THAT I MEAN OBVIOUSLY THINGS SHOULD BE DONE IN AN EXPEDITIOUS MANNER. HOWEVER, I WILL SAY THIS THAT WE'RE ALSO THAT'S WE'LL TAKE WHAT IT TAKES AND YOU KNOW, IN TERMS OF OF THE MONEY DON'T OPERATE OR ACT OUT OF FEAR THAT SOMEHOW IF WE DON'T MEET CERTAIN DEADLINES THAT YOU'RE GOING TO LOSE A ONE HUNDRED TWENTY MILLION DOLLARS SAID GRANT, OR THAT YOU'RE GOING TO LOSE A 40 MILLION DOLLARS SET ASIDE BY THE D.A. OR YOU'VE GOT THE 80 MILLION DOLLARS BEING RAISED BY THE PENNY SALES BACK TO ME. OBVIOUSLY THERE IS A TIMELINE THAT HE HAS.

AND AS ALWAYS GOOD TO HAVE A SCHEDULE BUT YOU OUGHT NOT FEEL ULTIMATELY CONSTRAINED BY THAT.

I MEAN IT'S MORE IMPORTANT TO GET THIS RIGHT. IT'S MORE IMPORTANT TO MAKE SURE THAT THIS IS SOMETHING THAT WE CAN ALL GET BEHIND. I FEEL CONFIDENT THAT I WORK WITH SECRETARY HALL OR I CAN WORK WITH LELAND COLEMAN OR WITH CRAIG WYNN IN REGARD TO D.A. SO I. MR. CHAIRMAN, I WOULDN'T FEEL CONSTRAINED BY AN ARTIFICIAL TIMELINE. I THINK IT'S I THINK THE PRIORITY IS ACTUALLY GETTING IT

RIGHT. >> OK. THANK YOU.

I APPRECIATE THAT. SO I GUESS MY THOUGHT PROCESS IS THAT WE APPROVE A MOTION TODAY APPROVING THIS OUR RFP AND THE MONEY NECESSARY. WE FORWARD IT TO COUNTY COUNCIL AND IN THE INTERIM GO ABOUT THE PROCESS OF LOOPING IN THE TOWN COUNCIL AND THE STAFF OR THE TOWN OF HILTON HEAD THAT WE WE GET THEIR INPUT PRIOR TO THIRD WE'RE ACTUALLY FIRST RATING A COUNTY COUNCIL. IS THAT BASICALLY WHAT Y'ALL ARE THINKING?

NO. WELL, THAT SOUNDS GOOD. >> THEY SAID ELEMENT AGAIN OF .

ON A PARALLEL TRACK GETTING I GUESS THE CHAIRMAN OF COUNCIL COMMITTED TO AND MOVING FORWARD ON GETTING YOUR COMMITTEE ESTABLISHED BECAUSE THEY'RE GOING TO HAVE TO BE ASSEMBLED AS WELL AND BE BROUGHT IN AND BRIEFED AND COMMITTED TO THE PROJECT AS WELL.

SO WHILE YOU'RE TALKING ABOUT MOVING IT FORWARD WITH REGARD TO THE INDEPENDENT REVIEW, I THINK WE SHOULD ALSO BE MOVING AHEAD ON ASSEMBLING THAT COMMITTEE.

>> THANK YOU. I DON'T KNOW IT HAS TO BE PART OF MOTION.

>> I MEAN IT JUST HAS TO BE IN INDEPENDENT ACTION. THAT'S ALL RIGHT.

>> CHAIRMAN PARSIMONY I THINK IS INVOLVED IN THIS MEETING TODAY AND SO HE'S ON NOTICE.

[00:55:01]

>> I'VE MET YEAH I HAVE BEEN LISTENING AND I FIRMLY BELIEVE THAT WE SHOULD HAVE THE RIGHT PEOPLE ON THE COMMITTEE. SO I CERTAINLY WOULDN'T WANT EXPERTISE ON THERE.

I WOULD CERTAINLY WELCOME THE RECOMMENDATIONS. I WOULD CERTAINLY WANT TO SPEAK TO HILTON HEAD ISLAND TO COMPRISE THE GROUP THAT W FORWA SO AS SOON AS YOU CAN GIVE ME

RECOMMENDATIONS I WILL ACT ON THEM. >> THANK YOU CHAIRMAN LLEWELLYN ENVELOP ME HERE. GO AHEAD. SO WITH OUR PROPOSED SCHEDULE IF WE TRACK TODAY PSC AND MOVE FORWARD TO COUNTY COUNCIL FROM THERE TO FINALIZE A CONTRACT WITH THE PROPOSED CONSULTING GROUP PLAN TO ISSUE A NOTICE PROCEED AROUND THE 1ST OF NOVEMBER. SO THAT WOULD GIVE US APPROXIMATELY TWO WEEKS TO

FINALIZE THAT OVERSIGHT COMMITTEE. >> THANKS.

>> I APPRECIATE THAT. AND SO FRANKLY I THINK WE'RE READY TO MOVE FORWARD OUT OF THE PFC COMMITTEE WITH THIS RECOMMENDATION. IS THERE.

IS THERE A MOTION ON THIS MATTER UNDERSTANDING THAT THE CHAIRMAN WILL BE FORMING THAT COMMITTEE, THAT THERE IS A VOTE OF COUNCIL TO BE HAD NEXT WEEK AND WE'VE GOT PLENTY OF TIME TO GET THE TOWN OF HILTON HEAD INVOLVED ON THE ELECTED OFFICIAL FRONT? IS THAT IS THAT CORRECT? I THINK THAT SOUNDS GOOD. IS THERE A MOTION I'LL DO THAT . I SECOND IT. THANK YOU.

>> THANK YOU, MR. RODMAN, MR. GLOVER. THANK YOU SO MUCH.

ARE THERE ANY QUESTIONS OR COMMENTS REGARDING THIS? GO AHEAD.

JUST ONE LAST ONE. PLEASE DO NOT TO BEAT A DEAD HORSE.

BUT I DO I DO BELIEVE THAT THE ADMINISTRATION HAS THE AUTHORITY TO PROCEED WITH THE FIRST PART IN TWO PHASES IF THEY ELECT TO DO IT. BUT I DON'T SEE A PROBLEM WITH WAITING TO RIDE ONE OF THOSE ONES SOONER WE DO IT BETTER. SECONDLY, IT ADDS TO THAT CASE THAT I SET OUT ARE TWO DOCUMENTS. I'LL GO THROUGH THEM.

I WILL JUST MENTION THEM. I THINK ONE OF THE BIG ISSUES IN STONEY IS WHAT IT LOOKED LIKE AND THERE IS A DRAWING THERE. THAT GIVES AN IDEA OF ONE OF THE ALTERNATIVES BLT IS ACTUALLY TAKING A LOOK AT IT'S COME AT A COMMUNITY CONVERSATION. AND THAT WOULD BE INSTEAD OF HAVING EVERYTHING IT GRADE THAT THERE WOULD BE ONE INTERSECTION WITH AN OVERPASS THAT WOULD BE SPANISH WELLS CONNECTING TO WILD HORSE AND YOU CAN SEE A RENDITION OF WHAT IT WOULD MIGHT LOOK LIKE THE ADVANTAGE BEING THAT AS YOU GET A GREAT SEPARATION YOU DON'T NEED AS MANY ELEMENTS THAT YOU HAVE MORE ROOM FOR VEGETATION. AND SECONDLY, JUST AT THE COMPARISON BETWEEN WHAT WHAT IT LOOKS LIKE AT GRADE VS. WITH A GREAT SEPARATION AND LOOKING AT THINGS LIKE A SAFETY AND CONGESTION AND SO ON SO YOU CAN LOOK AT THOSE AT YOUR LEISURE. I APPRECIATE THAT.

THANKS FOR SENDING THOSE ALONG STU. I DO APPRECIATE.

OK. ANY OTHER COMMENTS REGARDING THE MOTION IN SECONDS THAT WE

HAVE? >> ALL RIGHT. WITHOUT OBJECTION, THIS MATTER WILL FORWARDED TO COUNTY COUNCIL FOR APPROVAL. ARE THERE ANY OBJECTIONS BEING NO OBJECTION IN THIS MATTER AS FORWARD TO THE COUNTY COUNCIL FOR APPROVAL RECOMMENDING APPROVAL? THANKS. LET'S SEE WHERE WE ARE.

[14. SOLID WASTE & RECYCLING UPDATE]

>> LET'S SEE. >> NEXT UP IS SOLID WASTE AND RECYCLING UPDATE.

>> IT WAS GOING TO BE THAT CINDY IT IS GOING TO LEAD US OFF THEN AND WE HAD WE HAD A PRESENTATION FOR THE ITEM BE THE SOLID WASTE AND RECYCLABLES BUT WE'RE GOING IN THE ESSENCE OF TIME JUST KIND OF HIT THE HIGHLIGHTS THAT. BUT IF CINDY IF YOU CAN GET THE ONE OR TWO MINUTES OF YOU ON THE DEKALB DATA AND CONVENIENCE .

>> ABSOLUTELY. >> THE FIRST PHASE OF THE SHOULD BE ENTERTAINED AT UP TO FIRST AND THEN THE NEXT THING OF 6 P.M. AND ALSO THE OPERATIONAL CHANGES AT SOME OF THE SMALLER CENTERS THE DAYS THE DECALS STEP IMPLEMENTATION AND THE CLOSURE OF RICHARD VAIL IS STILL SLATED FOR JANUARY 1ST OF 2021 AND YES, WE'RE STILL ON SCHEDULE.

THERE'S BEEN A HUGE MEDIA BLITZ CONCERNING THE DETAILS. IN ADDITION TO JUST PRESS RELEASES, ANGEL MORRIS AND KOSKY HAS DONE INTERVIEWS FOR WHCA JAI.

SHE DID TALK OF THE TOWN AND NORTH OF THE BROAD SHE'S TALKED TO WSMV.

THERE'S BEEN A SEGMENT OF COASTLINE FILMED AND THE COUNTY CHANNELS ALSO GONE OUT

[01:00:06]

INTO THE FIELD AND DONE SOME SMALL SNIPPETS THAT WE CAN DO AS A COUNTY CHANNEL COMMERCIALS. STARTING TODAY THE APPLICATION AND THE POSTCARDS WENT LIVE.

IT WAS OWN LINE AT 9 A.M. THIS MORNING. WE'VE HAD A GOOD RESPONSE TO THAT. THE POSTCARDS THEMSELVES ARE OUT AT THE CONVENIENCE CENTERS.

WE'VE MARKED THE SANDWICH BOARD SO THAT PEOPLE KNOW THAT THE APPLICATIONS ARE AVAILABLE.

WE'VE GOTTEN A LOT OF INQUIRIES OVER THE WEB SITE GRANDS. WE DO URGE EVERYBODY TO USE THE OWN LINE APPLICATION IF POSSIBLE BECAUSE IT'S FASTER, IT'S EASIER AND THOSE THINGS WILL BE DONE QUICKLY. HOWEVER, IF YOU NEED TO FILL OUT THE POSTCARD ITSELF AND LEAVE IT WITH THE ATTENDANT, YOU CAN DO THAT. WE'LL PROBABLY START ISSUING THE ACTUAL DETAILS THE WEEK OF OCTOBER TWENTY SIX WHICH IS COMING UP.

REMINDER DON'T PANIC. YOU DON'T NEED THESE DECALS UNTIL JANUARY 1ST.

OUR NEXT STEP WILL BE ATTENDANT TRAINING DURING THE MONTH OF NOVEMBER.

IF YOU HAVE ANY QUESTIONS LET ME KNOW. THANK YOU.

ANY QUESTIONS CARTER? THANK YOU. GERARD.

THE SECOND PART OF SOLLOWAY SAYS THE RECYCLABLES AND AS MENTIONED THERE'S A POWER POINT THERE AND YOUR BACKUP AND I WON'T GET INTO ALL THE SPECIFICS BUT THE OVERALL GOAL IS TO REDUCE THE COST OF THE PROCESS OF RECYCLING. IS THAT MOVING FORWARD WITH A PLAN TO BUILD A MATERIAL RECYCLING FACILITY AT THE BLUFFTON CONVENIENCE CENTER WITH THIS FACILITY? OUR GOAL WOULD BE THAT WE COULD SAVE UP TO THREE HUNDRED THOUSAND DOLLARS PER YEAR JUST WITH OUR RECYCLABLES COSTS. THERE IS NO ACTION NEEDED AT THIS TIME FROM COMMITTEE OR COUNCIL BUT WILL BEGIN PROPOSAL STAFF AND BEGIN PROPOSALS FROM CONSULTANTS ON THE DESIGN ENGINEERING DESIGN AS WELL AS THE CONSTRUCTION ELEMENTS THE BUILDING FACILITIES. WE PLAN TO DO THE SITE WORK OURSELVES INTERNALLY TO HELP SAVE COSTS AND THEY WILL BECOME ABOUT THE PSC AND THE COUNCIL IN EARLY 2021 JANUARY FEBRUARY.

WITH THOSE COSTS BOZOS. THANK YOU VERY MUCH GERARD. THANK DAVE WILHELM FOR FOR WHAT HE'S DONE SO FAR AND IT'S IT PROVIDES US WITH A VISION OF HOW WE MIGHT MAINTAIN THIS PROGRAM ON INTO THE FUTURE AND I THANK UNLESS YOU HAVE A QUESTION OR A COMMENT, YOU'RE

STILL ON MUTE. >> ACTUALLY IT DOESN'T LOOK LIKE YOU'RE ON MUTE, ALICE.

IT JUST WE CAN'T HEAR YOU. YEAH, I'M STILL HAVING TROUBLE .

OK. I'LL SEND IT AS A CHAT QUESTION.

HERE IT IS NOW. ERIC GUY, WE HEAR YOU NOW. >> OK.

MY QUESTION IS ARE THE MUNICIPALITIES GOING TO USE MURPH 1 OR IS THAT STILL TO BE

CONSIDERED IS TO BE CONSIDERED RIGHT NOW? >> THE MOVE WOULD BE FOR OUR CONVENIENCE OR THE RECYCLABLES THAT ARE BROUGHT FROM THAT AND THE IDEA THAT WE COULD EXPAND

LATER TO RECEIVE MATERIAL FROM THE MUNICIPALITIES. >> THANK YOU.

THANKS. ANY OTHER QUESTIONS ABOUT BRIAN ? I HAVE A QUESTION FOR CINDY. I BELIEVE IT IS GOOD TO SEE YOU STILL WITH US, CINDY.

CAN YOU HEAR ME? YES, SIR. ALL RIGHT.

THE SMALLER VENUE CENTERS ARE OPERATING ON A THREE DAY CYCLE. WHAT IS THE SCHEDULE FOR SHANKLIN? IS IT STILL SEVEN DAYS A WEEK? WITH WEDNESDAY'S OPERATION SHUT

DOWN FOR MAINTENANCE DURING IS STILL OPEN SIX DAYS A WEEK. >> THEY ARE CLOSED ON WEDNESDAYS AND HOLIDAYS. OK. THANK YOU.

THANKS. ALL RIGHT. >> I ASSUME THAT WHERE WILL TAKE ANOTHER LOOK AT THIS DOCUMENT THAT WAS PROVIDED AS ATTACHMENT? THE AGENDA REGARDING SOLID WASTE RECYCLABLES AND INTO THE FUTURE WILL MAYBE TAKE ANOTHER LOOK AT IT WHEN WE HAVE A SLOW MEETING AND GO THROUGH IT IN LITTLE MORE DETAIL AT THIS TIME

[15. DISCUSSION ON THE BEAUFORT COUNTY BOAT LANDINGS]

WE'LL GO AHEAD ON INTO THE ITEM REGARDING DISCUSSION OF COUNTY BOAT LANDINGS.

SO THIS IS A QUICK ITEM. THIS WAS DISCUSSED AT LAST THE MEETING AND AS IT CAME OUT WITH STATION CREEK AND MAINTENANCE SOME TRASH WE DO HAVE STAFF AS DEVELOP A BOAT LANDING IMPROVEMENTS COMMITTEE TO TAKE A BETTER LOOK AT WHAT WE HAVE EXISTING AND WHAT WE HAVE FOR FUTURE PLANS. ONE THING THAT WAS DISCUSSED AS OUR STAFF TO ME IS TO POSSIBLY

[01:05:04]

TAKE A LOOK AND SEE IF WE COULD GET A PROPOSAL FROM A CONSULTANT WHO SPECIALIZES IN THIS TO HELP US DEVELOP A BETTER ASSESSMENT OF WHAT WE HAVE AS WELL AS A MASTER PLAN AND A CAPITAL IMPROVEMENT PROJECTS. ALSO TO HELP US IDENTIFY A SOURCE OF FUNDING RIGHT NOW OUR BOAT RAMPS. WE HAVE A SMALL SOURCE OF FUNDING AND PUBLIC WORKS BUDGET AND THEN ALSO WITH OUR EIGHT TEST APPLICATIONS.

SO THE IDEA IS TO CREATE A MORE SUSTAINABLE FUNDING SOURCE. TO SUPPORT THE RESOURCE THAT WE HAVE IN OUR PROGRAMS. SO WE ARE WORKING ON GETTING THAT PROPOSAL.

AND ONCE WE HAVE THAT WE'LL BE COMING BACK TO OTHER FACILITIES.

YES. >> YES, GO AHEAD. I DON'T GET TO SEE THIS HAPPEN.

WE NEEDED THIS. AND THANK YOU FOR DOING IT. GOT A LOT OF QUESTIONS ABOUT BOAT LANDINGS AND WHAT'S GOING ON WITH THEM. THANKS.

>> SURE. JERRY. WE HAD PARTICIPATED IN OVERALL PLANNING EXERCISE SEVERAL YEARS AGO A REGIONAL PLANNING ACCESS KIND OF THING.

DID YOU INCLUDE THAT? I DIDN'T SEE IT IN MY PACKAGE. DID YOU AND IT WAS INTENDED TO

BE INCLUDED. >> WHETHER IT MADE IT TO THE PACKAGE IF NOT I CONSIDER THAT I CAN SEND AN EMAIL OUT TO ALL. BUT YES, THERE WAS A STUDY OR REGIONAL STUDY DONE IN 2007 WITH FIVE COASTAL COUNTIES AND THAT'S WHAT WE USE SO FAR AS THE FRAMEWORK.

SO OUR IMPROVEMENTS THERE IN WHITEHALL AND OTHER IMPROVEMENTS BUT SOMETHING

UPDATED IS WHAT WE'RE LOOKING TOWARDS AND STAMINA. >> RIGHT.

OKAY. NO, NO I THINK I RECEIVED IT IN THE PACKAGE JUST OFF IT WAS IT

WAS IN MINE TOO. >> SO I APPRECIATE YOU. I'M SURE IT'S IN MIND I JUST FLIP PAGES TOO DARN QUICK. THAT'S WHAT IT IS. THANK YOU VERY MUCH.

I. I NEED TO BE ABLE GO OVER THIS IN A LITTLE GREATER DETAIL THAN I'VE DONE AND I APPRECIATE YOU BRINGING TO OUR ATTENTION AND I THINK THAT WHAT YOU'RE PROPOSING IS SOMETHING A LITTLE MORE FOCUSED JUST ON ON BEAUFORT COUNTY.

OBVIOUSLY IT'S OUR MONEY BUT I THINK IT'S HIGH TIME WE DO THAT.

SO THANK YOU VERY MUCH FOR BRINGING IT TO OUR ATTENTION AND OF COURSE WE'LL HAVE ANOTHER DISCUSSION ON THIS AS THE TIME GOES ON. THE NEXT IS DIRT ROAD AND ROAD

[16. DIRT ROAD AND ROAD RESURFACING DISCUSSION ITEM]

RESURFACING DISCUSSION ITEM. >> SO THIS IS JUST A QUICK UPDATE OF WHERE WE ARE AND WE'RE HEADED WITH THE TWO PROGRAMS. WE HAVE A FIVE YEAR DEGREE PAVING IN A FIVE YEAR SEAT RESURFACING PROGRAM. THE CTC SPONSORS RESURFACING PROGRAM AND THE TAG FUNDS ARE PRIMARILY FOCUSED TOWARDS THE DIRT ROAD PAVING PROGRAM AS ESTABLISHED IN RESOLUTION TWENTY NINETEEN TWENTY FOUR LAST JUNE JUNE 2019.

SO JUST AS AN UPDATE TO THE RESURFACING PROGRAM JUST THE OVERVIEW SO WE HAVE CURRENTLY COMPLETED YEARS 1 THROUGH 3 AND WE'VE COMPLETED THIRTY THREE MILES AN EIGHT MILLION DOLLARS EXPENDED ON THOSE IMPROVEMENTS. WE ARE CURRENTLY WORKING ON YEAR FOUR AND WE BASICALLY SPEND TWO TO TWO AND A HALF MILLION DOLLARS A YEAR OF FUNDS TOWARDS RESURFACING OUR ROAD SYSTEM AND THEN CURRENTLY WE ARE ALSO UPDATING OUR PAYMENT MANAGEMENT STUDY SO WE CAN FORECAST THE ROAD IMPROVEMENTS AND MAKE A NEW FIVE YEAR PLAN AFTER FIVE YEAR IS COMPLETED.

SO THAT'S WHERE WE ARE WITH THE PROGRAM AND WE CONTINUE TO MAKE GREAT STRIDES IN CONTINUING TO KEEP OUR A GREAT EXCEPTIONAL LEVEL AS FAR AS THE TOUR. ANY QUESTIONS ON THE

RESURFACING? >> YES, I DO HAVE MANY PRIVATE QUESTION.

JERRY I KNOW STEVE HILL FAR FROM THE FUSTY ISLAND COUNCIL AND ALSO HE'S ON OUR TRANSPORTATION COMMITTEE HAD BROUGHT TO YOUR ATTENTION AND MY ATTENTION JUST WANT TO FOLLOW BACK UP THAT IT WAS BROUGHT UP THE PREVIOUS ENGINEER THAT WE WERE GOING TO LOOK AT NOT PAVING BUT DOING A DIFFERENT SURFACE OVER ON THOSE FUSTY IRELAND ROADS AND I THINK IT JUST HAS FALLEN THROUGH THE CRACKS FROM FROM THE TRANSITION .

IS THAT SOMETHING THAT THAT YOU CAN GIVE AN UPDATE ON HER? YES, SIR.

THAT'S PART OF THE DIRT ROAD. DAVID, UPDATES OF YES. SO WE ARE LOOKING AT THAT.

I DIDN'T TAKE THAT INFORMATION IN AND I DIDN'T THINK THERE'S A LOT OF SENSE TO COME WITH THAT SOLUTION. SO THEY'RE CURRENTLY WE HAVE ONE ROAD PROJECT SLATED FOR YEAR THREE IN THE DIRT ROAD EVEN CONTRACT AND TWO IN YEAR FOR THAT ARE ON THE FUSCA GALLON. SO I ALSO THINK IT MAKES SENSE THAT WE LOOK AT THOSE IN THE SAME YEAR. YES, DEFINITELY LOOKING AT A DIFFERENT MATERIAL SURFACE AS FAR AS PAVING VERSUS ROCK OR SOME OTHER SOME OTHER MATERIAL FOR.

>> THANK YOU. >> THANK YOU. ANY OTHER QUESTIONS? THANK YOU VERY MUCH. THAT WAS A RESURFACES. DO YOU WANT TO HEAR ON THE DIRT

[01:10:06]

ROAD OR SHARE SO THERE. PRIOR TO OUR RESOLUTION WE HAD OUR LAST CONTRACT WAS CONTRACT 50 WHICH WE HAD NINE ROADS AND SPENT FIVE MILLION DOLLARS. IN 2019 THERE IS A RESOLUTION ADOPTED. THAT'S WHERE OUR TAG FUNDS ARE BEING EXPENDED MOSTLY.

WE'VE GOT A FIVE YEAR PLAN. WE COMPLETED WE'RE CURRENTLY IN YEAR 1 WITH WE HAVE FOUR ROADS RICE, FRUITS, OUR CORNEA WORDS LAND AND GEORGE WILLIAMS. THOSE ARE ALL HAVE A COMPLETION DATE OF MAY 20 21 AND WE'RE WORKING ON PUTTING TOGETHER A PACKAGE FOR A YEAR OR TWO AND THEN FINISHING RIGHT AWAY AND MOVING INTO WORKING ON RIGHT AWAY IN YEAR THREE ROADS.

AND THEN AGAIN, THIS IS A FIVE YEAR PLAN IN THE PESKY ISLAND RATES ARE PART OF YEAR THREE YEAR FOUR THAT WE'LL CONTINUE TO MOVE FORWARD ON THAT. THANK YOU.

ANY QUESTIONS? >> YES. SHARON, COULD JARED SEND US A LIST OF OF ROLES THAT HE HAD PLANNED FOR PAVING BECAUSE THAT ROAD THAT THIS KEEP CHANGING EVERY SIX MONTHS. SO YOU SENT US UP TO DATE LIST IT.

YEAH, WE CAN SEND THE CURRENT LIST AS PLANNED AND IT IS SOMETHING THAT WE'RE GOING TO BRING BACK TO AFC AND COUNCIL BECAUSE THERE ARE SOME ROADS THAT HAVE BEEN ELIMINATED AS WE THOUGHT ABOUT PRIVATE RIGHT EARLIER THE LITTLE RING THAT WAS IN YOU CURRENT LIST AND THEN WORK ON GETTING A PROPOSED LIST. THANK YOU.

[17. DAUFUSKIE ISLAND FERRY UPDATE]

THANK YOU. THANKS. WE'LL GO AHEAD AND MOVE ON TO

THE DEFENSE GOWN FAIRY UPDATE. >> SO THE REAL QUICK ON THIS ONE WE ARE CONTINUING TO WORK

RIGHT NOW. >> WE ARE TRYING TO GET A MEETING SCHEDULED HOPEFULLY AT THE END OF THIS WEEK FIRST NEXT WEEK WITH THE DEFENSE GARLAND RESIDENCE.

FROM THERE WE'LL HAVE WE'VE ALREADY HAVE HAD SEVERAL DISCUSSIONS WITH RESIDENTS HAVE BUCKINGHAM PLANTATION. BUT IF WE NEED TO HAVE A FURTHER MEETING ON THAT, WE WILL AND THEN WE CONTINUE TO DEVELOP THE TEMPORARY FACILITY AS PLANNED THAT DCC HAY POINT IT IS CURRENTLY GO INTO THE SRT PROCESS AND SHOULD BE RECEIVED. THE FINAL COMMENTS IN SRT IN NOVEMBER, THE FIRST PART IN NOVEMBER. BUT OUR GOAL IS TO COME BACK TO PFC WITH THE PROPOSED PLAN OF ACTION FOR A FURTHER DISCUSSION IN NOVEMBER.

AS FAR AS AN ACTION ITEM ON THE TEMPORARY THANKS AND ANY QUESTIONS REGARDING THE FERRY

MARK, YOU'RE VITAL HERE. WE NEED YOU. >> WELL, I THINK THAT THE NEXT STEP OBVIOUSLY IS TO INCLUDE MORE OF THE FUSTY ISLAND FOLKS IN THE FIRST COUNCIL FIRST TO PRESENT THEM WITH ALL THE INFORMATION THAT HAS COME FORWARD.

I KNOW THAT I JUST RECEIVED AN EMAIL TODAY ABOUT THE SETTING TIME THAT WE COULD GET WITH THEM, KILL THEM AND GET THEIR FEEDBACK AND MAKE SURE THAT WE'RE MOVING FORWARD TO THE BEST OF EVERYBODY WITH THE MOST IMPORTANT LIFE SAFETY ISSUES INVOLVED.

RIGHT. AND THERE'S A TIMELINESS ISSUE TO THE IMPACT OF HAVING OUR FERRY STATION AT BUCKINGHAM FERRY. IT'S IT'S A REAL BURDEN.

SO WE WANT TO MOVE A PACE TO TRY TO GET THAT TRANSFERRED OVER TO C.C. HAIG.

BUT THE THE REQUIREMENTS THE NEEDS OF THE FUSSY ISLAND RESIDENTS ARE VERY IMPORTANT TO US AS WELL. I DON'T WANT TO LOSE SIGHT OF BOTH OF THOSE IMPORTANT CONSIDERATIONS. SO ANYTHING ELSE ABOUT THAT, JARED?

ALL RIGHT. >> THANK YOU. ANY OTHER COMMENTS REGARDING

[18. OLD FEDERAL COURTHOUSE UPDATE]

THE FERRY UPDATE? THANKS. I GUESS WE'LL MOVE ALL FEDERAL

COURTHOUSE UPDATES. >> SO THIS LAST UPDATE WITH THE SO WE HAVE BEEN COORDINATING OUR FACILITIES DEPARTMENT HAS BEEN COORDINATING TO GET SOME CLOTHES ON THE IMPROVEMENTS.

>> WE HAD AN INITIAL ROUGH ESTIMATE BUT WANTED TO FINALIZE WHAT THE COST OF IMPROVEMENTS WOULD BE. WE DO HAVE A FINALIZED COST OF APPROXIMATELY NINE HUNDRED THOUSAND DOLLARS AND THAT INCLUDES HP, A ROOF REPLACEMENT ,SOME FLOOR COVERINGS, ELECTRICAL THERE'S JUST A GOOD AMOUNT OF DIFFERENT UPDATES THAT THAT INCLUDE FROM HERE WE PLAN TO MOVE FORWARD TO GET AN ENGINEERING DESIGN ON THE HVAD SYSTEM AND THEN PUT THIS

PROJECT OUT TO BID FROM THERE. >> SO WE HAVE A COUPLE OF MONTHS AHEAD OF US.

AS FAR AS TIMELINE TO GET THIS IN ORDER AND ALSO FIND ADDITIONAL FUNDS RIGHT NOW THERE'S THREE HUNDRED THOUSAND DOLLARS NGO BOND AND THAT IS OBLIGATED TOWARDS THIS PROJECT . SO IN THE INTERIM WE'LL ALSO BE SEARCHING FOR IT.

WHERE DO YOU FIND THE REMAINDER OF THE FUNDS? THANK YOU.

[01:15:02]

MY CONCERN IS THAT WE ACCEPTED THIS BACK FROM THE FEDERAL GOVERNMENT IN A DIMINISHED CAPACITY. I THOUGHT I THOUGHT THEY SPENT A SIGNIFICANT AMOUNT OF MONEY GETTING IT INTO WORKING ORDER. WHAT WHERE THE PROBLEM WHY DID THIS HAPPEN?

>> THERE IT IS IN WORKING ORDER . THERE ARE SEVERAL COMPONENTS THAT ARE AT THE END OF THEIR LIFE EXPECTANCY. THE MAJOR ONE BEING THE HPC.

SO THAT HAS A COST OF FIVE HUNDRED SIXTY THOUSAND DOLLARS JUST ON ITS OWN AND THE REST IS THAT LIKE I SAID REFILL PLACEMENTS AND ROOF REPAIRS CAMERAS AD TO FLOOR COVERINGS, PAINTING BDA IMPROVEMENTS. THESE ARE JUST REQUIREMENTS JUST TO MAKE SURE BEFORE WE BRING IT'S BEFORE WE BRING ANOTHER USE INTO THE BUILDING TO MAKE SURE IT'S UP TO CODE .

>> I APPRECIATE THAT. ARE THERE ANY QUESTIONS AT YOURS? YOU KNOW, QUICKLY WHAT DOES THE ROOF APPEAR? HALF A MILLION DOLLARS WE SEE.

WAS THE ROOF THE ROOF IS FIFTY THOUSAND. >> THAT'S ALL OK? YES. THANKS. ANY OTHER QUESTIONS REGARDING THE COURTHOUSE? ALL RIGHT. THANK YOU VERY MUCH, GERARD.

I APPRECIATE IT AS I APPRECIATE ALL THE STAFF INVOLVED IN TODAY'S PRESENTATION.

THANK YOU VERY MUCH. I APPRECIATE IT. AT THIS TIME, SARAH.

WERE THERE ANY CITIZEN COMMENTS REGARDING THE MATTERS OF THE PUBLIC FACILITIES COMMITTEE? NO, SIR. I DIDN'T RECEIVE ANY. THROUGH OUR PUBLIC COMMENT FORUM FOR THIS COMMITTEE OTHER THAN SENATOR DAVIS SAYS THE LETTER WHICH WE HAD A

SIGNIFICANT AMOUNT OF DISCUSSION ON. >> SO IF ANYBODY'S MODERATE MONITORING FACEBOOK, IS THERE ANY COMMENTS THERE WE NEED TO THINK ABOUT OR TALK TO WITHOUT THAT WE'LL GO AHEAD DURING THIS MEETING. AND I UNDERSTAND THE CHAIRMAN HAS A SPECIAL COUNTY COUNCIL MEETING COMING UP AND A LITTLE BIT.

HOW LONG WOULD YOU LIKE, MR. CHAIRMAN
