[00:00:06]
I'D LIKE TO WELCOME EVERYBODY TO THE BUTTE COUNTY STONE BOARD MATTERS THE BOARD MEETING WEDNESDAY, OCTOBER THE FOURTH, 2020.
WE'LL START OUT BY APPROVING THE AGENDA THAT EVERYBODY SHOULD HAVE A COPY OF ANY COMMENTS OR QUESTIONS OR ANYTHING ABOUT THE AGENDA.
I'LL MOVE THAT AGENDA AS PRESENTED.
I SECOND THAT OKAY THEN SECONDARY AND JENNIFER, SINCE YOU CAN SEE EVERYBODY, YOU KEEP TRACK OF THAT, BUT I'M GOING TO ASSUME THAT THE NEXT PLAN IS THE APPROVAL OF THE MINUTES FROM SEPTEMBER.
WHICHEVER ONE RECEIVED A COPY OF, DON'T SAY ANY DISCUSSION ABOUT THE, UM, THE MINUTES FROM LAST MEETING.
DO WE HAVE, UH, A MOTION TO APPROVE? I MAKE A MOTION TO APPROVE THE MINUTES.
I HOPE YOU GET SOON WHEN EVERYBODY APPROVED, LET US HAVE THE SEPTEMBER MEETING OF, OKAY.
[2. INTRODUCTIONS ]
I GUESS AT SOME TOKEN, I'LL INTRODUCE MYSELF.SCHNEIDER REPRESENTED UNINCORPORATED MARK FEINBERG REPRESENTING UNINCORPORATED DISTRICT NINE.

YOUR CAROLYN, CAROLYN WALLACE, B FOR COUNTY, SOME WATER UTILITY IS THAT EVERYONE NEIL DECIDE BE COUNTY PUBLIC WORKS.
AND WE CAN'T FORGET YOU'RE JENNIFER.
WELL, OKAY, WELL LET ME HAVE WE'RE UM, UH, ASSUME WE'RE THREE ATTEMPTS, REDUCTIONS, ALYSSA, SOMEONE HERE THAT I MISSED.
LET'S SEE, JAMES FORGEARD JUST DURING THE MEETING, JAMES, UH, JAMES PORTER, WOULD YOU INTRODUCE YOURSELF? WE WERE JUST FINISHING WITH INTRODUCTIONS, JAMES KARGER, REPRESENTING ST.
HELENA ISLAND AND ISLANDS STORMWATER DISTRICT EIGHT.
I THINK THAT, UH, THAT'S EVERYONE.
UM, ARE THERE ANY PUBLIC COMMENTS FROM THE BOARD OR ANYONE ELSE? OKAY.
NOT HAVING, NOT HEARING ANY, I ASSUME THERE ARE NO PUBLIC COMMENTS AT THIS TIME.
[4. REPORTS ]
WE'LL START THE MEETING WITH REPORTS.IT LOOKS LIKE YOU'RE GOING TO BE, UM, YOU'RE GOING TO BE UP FOR A WHILE.
HAPPY TO BE HERE WITH YOU ALL TODAY.
[00:05:01]
THROUGH EACH SECTION.I WAS JUST GONNA MENTION ONE OF THE, UM, THE LAKES THAT WE GET SENT OUT FOR SOME REASON, A LOT OF THEM DIDN'T WORK.
SO YOU MAY HAVE TO SHOW A FEW TIMES THAT THE TUTOR ORDINARILY WOULDN'T HAVE TO CLOSE THE LEADSTREET.
UM, UNFORTUNATELY, UM, WE HAD, WE WERE EXPERIENCING TECHNICAL DIFFICULTIES WITH, UM, ONE OF THE DEPARTMENTS THAT SUPPORTS THE, THE LINKS WE PROVIDE.
I DO BELIEVE THAT JENNIFER HAS THOSE ITEMS PULLED UP AND READY.
UM, SO WHEN WE GET TO THOSE ITEMS, WE CAN, WE CAN HAVE HER BRING THOSE DOWN TO SCREEN.
SO FIRST I WANT TO JUST START WITH A UTILITY UPDATE.
UM, AS OF RIGHT NOW, ALL OF THE MAJOR MILESTONES FOR THE SOUTHERN LOW COUNTRY, UM, DESIGN MANUAL AND ORDINANCE HAVE BEEN COMPLETED.
AND AS OF RIGHT NOW, THE ONLY THING LEFT IS TO WORK THROUGH THE IMPLEMENTATION OF THE MANUAL AND ORDINANCE UPDATES IN EACH OF THE MUNICIPALITIES.
UM, WE ARE STILL ENCOURAGING, UH, RECOMMENDATIONS FOR SPECIAL PROJECT.
I'M SORRY, SPECIAL PRESENTATIONS.
SO IF ANYBODY HAS SOMEONE THEY LIKE TO HEAR FROM, UM, PLEASE FEEL FREE TO EMAIL MYSELF OR JENNIFER AND WE CAN TRY AND COORDINATE THAT FOR THE BOARD.
I DO WANT TO REMIND EVERYONE THAT THE ANNUAL FINANCIAL REPORTS FOR ME TO THE MUNICIPALITIES ARE DUE FOR THE IGA.
UM, AS OF RIGHT NOW, WE HAVE RECEIVED ONE FROM THE TOWN OF BLUFFTON AND, UM, ARE LOOKING FOR THOSE OTHERS AS WELL.
SO, UM, PLEASE KEEP US IN THE LOOP WITH ANY, ANY OF THOSE ITEMS. I DON'T BELIEVE ANY ONE FROM THE LAB IS ON THE CALL.
UM, SO, BUT I DO KNOW THEY DID PROVIDE A REPORT AND IT WAS PRETTY COMPREHENSIVE.
SO PLEASE FEEL FREE TO TAKE A LOOK AT ALL THE EFFORTS THAT THEY, UM, WORK WITH US ON.
UM, THERE'S A LOT THAT THEY DO FOR THE TOWNS, UM, AND FOR THE COUNTY AS WELL.
UM, AS FAR AS OUR STORMWATER RELATED PROJECTS ARE CONCERNED, ONE OF THE BIG ITEMS IS THAT WE ARE CURRENTLY WORKING WITH THE DAVIS AND FLOYD TEAM ON THE GRAVES PROPERTY AND THE PEPPER HALL PROJECT.
UM, STAFF DID PROVIDE A RESPONSE ON THE STORM WATER MASTER PLAN THAT THEY SUBMITTED, AND WE ARE STILL WORKING WITH THE TEAM TO, UM, HAVE THOSE COMMENTS ADDRESSED BEFORE WE MOVE FORWARD WITH ANY SORT OF APPROVALS ON THAT MASTER PLAN.
YES, FOR PROFESSIONAL CONTRACTS.
I DID WANT TO MAKE YOU ALL AWARE.
WE HAVE CHOSEN A CONSULTANT AND IT WAS APPROVED BY COUNTY COUNCIL.
UM, LATE LAST MONTH WE HAVE AWARDED OUR CONTRACT TO WOLPER.
WE HAVE ALREADY BEGUN DISCUSSIONS ON THE PROJECTS AND THE TERMS WE'D LIKE TO SEE.
SO WE'RE VERY EXCITED TO HAVE THEM ON BOARD AND REALLY HELP US, UM, RAMP UP OUR PROGRAM FOR REGIONAL COORDINATION.
UM, WE DON'T HAVE ANY UPDATES AT THIS TIME, BUT I DO KNOW MEMBERS OF THE TOWN OF BLUFFTON AND THE TOWN OF HILTON HEAD ARE ON.
I KNOW THEY'VE PROVIDED REPORTS.
UM, I LIKE TO GIVE THEM THE OPPORTUNITY TO DO SO.
WE'RE STILL LOOKING FOR A STORMWATER COORDINATOR SLASH FIELD TECH ASSISTANT.
IF ANYONE IS INTERESTED OR KNOWS OF SOMEONE WITH KNOWLEDGE, SKILLS, ABILITIES, THAT'S POSTED ON THE TOWN OF LUFKIN'S WEBSITE.
OTHERWISE I THINK EVERYTHING ELSE IS SEND THE REPORT.
SO THANKS FOR THE OPPORTUNITY, KATIE.
UM, MOVING ON DOWN TO OUR MS. FOUR REPORTS, WE HAVE HAD A VERY BUSY MONTH.
I DON'T KNOW IF THE TOWN OF BLUFFTON AND HILTON HEAD HAS KIND OF EXPERIENCED THE SAME THING, BUT I WAS PRETTY SHOCKED TO SEE JUST HOW MANY PERMITS WE'RE REVIEWING AND ISSUING, UM, IN THE LAST MONTH.
UM, I THINK OUR PERMIT ISSUANCE HAS DOUBLED IN SEPTEMBER FROM NORMAL AND AS WELL, YOU KNOW, OUR INSPECTIONS HAVE ALSO INCREASED SIGNIFICANTLY, SO WE'RE DOING A LOT OF WORK IN THE BUFORD COUNTY REGION.
SO WE'VE ALL STAYED VERY BUSY.
[00:10:01]
ON ALL THOSE PROJECTS.SO, UM, THE PLAN REVIEWS, I THINK JENNIFER, IF YOU COULD PULL THAT UP.
YEAH, NORMALLY WE'RE REVIEWING CLOSE TO 10 EVERY MONTH AND WE WENT UP TO ALMOST 20 IN SEPTEMBER.
SO AGAIN, WE'RE SEEING VERY BUSY, NOT MANY PROJECTS CLOSED OUT LAST MONTH, BUT WE ISSUED ALMOST DOUBLE THE NORMAL AMOUNT OF PERMITS.
UM, ALSO WE'RE VERY FORTUNATE TO BE COMING TO THE END OF HURRICANE SEASON.
I HOPE I HAVE NOT JUST JINXED US WITH THAT.
SEPTEMBER WAS A DRY MONTH FOR US.
UM, AND WE'RE HOPING TO KIND OF SEE THAT SAME TREND GOING FOR THE REST OF OCTOBER AND INTO NOVEMBER AND HOPEFULLY AVOID ANY MAJOR STORM EVENTS THAT WE'VE BEEN SO FORTUNATE TO SEE THESE LAST FEW YEARS.
UM, THE LAST UPDATE I HAVE AS FAR AS THE
THERE WAS A SECURITY BREACH THAT THE TYLER TECHNOLOGIES TEAM EXPERIENCED.
SO WE SLOWED DOWN A LITTLE BIT DUE TO THAT, BUT WE ARE STILL CONTINUING TO TRAIN AND TEST ALL ASPECTS OF THE PRODUCT.
THAT'S ALREADY BEEN GETTING SOME FEEDBACK.
IF YOU COULD MUTE YOUR LINE, PLEASE, LYNN, DID YOU HAVE ANYTHING TO ADD? AS FAR AS PUBLIC EDUCATION WE'RE COMING, SLOWING DOWN RIGHT NOW FOR THE FALL, WE HAD A REALLY BUSY, UM, BUT WE ARE STILL DOING THE WATER WEDNESDAYS WEBINARS FOR THE MASTER GARDENERS, BUT RIGHT NOW THE MAJORITY OF MY TIME IS SEE BY PRYING FOR THE ANNUAL REPORT.
AND SO HOPEFULLY WE CAN GET A FEW MORE WEBINARS DONE AND IN THE FALL AND WINTER.
THANK YOU FOR MENTIONING THAT WE ARE CONSTANTLY WORKING ON OUR ANNUAL REPORT TO THOSE THAT ARE GONNA BE DUE TO
SO NOW WE'RE TRANSITIONING INTO REPORT WRITING TIME AND FOR OUR PROJECT UPDATE, I'M GOING TO HAVE MATT FROM INFRASTRUCTURE TALK TO YOU.
DO YOU HAVE A REPORT IN FRONT OF YOU? SIX MINOR REPORTS FOR THIS REPORTING DATE RANGE FROM MOSTLY MAINTENANCE, EXISTING SYSTEMS INCLUDE CHILDREN AREA LADY'S ISLAND, PRETTY SELF EXPLANATORY.
IF YOU HAVE ANY QUESTIONS, I'D BE HAPPY TO ASK QUESTIONS.
I THINK THAT'S YOU, YOU'RE SHOWING UP TWICE AND THE SCREEN IS, IS FOCUSING IN ON YOUR PICTURE THAT YOU'RE SPEAKING.
SO I THINK YOU'RE LOGGED IN TWICE A MONTH.
[5.A. SoLoCo Design Manual and Stormwater Ordinance - Katie Herrera (backup) ]
YES.SO WHERE WE LEFT OFF LAST TIME, UM, WE NEED TO GET A MOTION FOR APPROVAL.
UM, I THINK JENNIFER'S GOT THAT PULLED UP NOW.
UM, OR JENNIFER, IF YOU COULD PULL UP THE MANUAL.
SO LIKE WE TALKED ABOUT LAST MONTH, THIS HAS BEEN A PROCESS WE'VE BEEN WORKING ON SINCE 2018 AND THE DRAFT MANUAL WAS DO WAS OUT FOR PUBLIC COMMENT IN JANUARY.
UM, I WOULD REMIND EVERYONE THAT THE MANUAL HAS BEEN POSTED IN ITS DRAFT FORM ON THE STORMWATER WEBSITE, UM, FOR PUBLIC TO REVIEW.
UM, CERTAINLY THE PUBLIC COMMENT PERIOD IS CLOSED, BUT IT'S STILL AVAILABLE FOR REVIEW.
UM, THERE IT IS TO APPROXIMATELY 600 PAGES, SIX CHAPTERS, AND I WANT TO SAY 20 SUPPORTING APPENDICES.
THIS HAS BEEN THROUGH THE LEGAL REVIEW FOR APPROVAL.
[00:15:01]
UM, THIS HAS BEEN, WE'VE WORKED WITH ALL OF THE NECESSARY DEPARTMENTS IN ORDER TO HAVE THEIR FEEDBACK AND CONFIRMATION OF THE INFORMATION CONTAINED WITHIN THIS MANUAL.AND WE'VE ALSO BEEN WORKING WITH THE LOCAL MUNICIPALITIES.
UM, WE HAVE LITTLE DIFFERENCES, UM, WITHIN THE DIFFERENT MUNICIPALITIES.
SOME THINGS MAY WORK A LITTLE BIT BETTER THAN OTHERS, BUT OVERALL THIS DOCUMENT IS SUPPOSED TO BE A, YOU KNOW, COHESIVE MANUAL FOR THE MUNICIPALITIES TO USE.
UM, AND SO WE HAVE THE SAME REGIONAL STANDARDS.
SO WHAT WE SENT OUT WAS THE FINAL DRAFT FORM OF THE MANUAL.
IT'S SUPPORTING DEPENDENCIES AS WELL AS THE WRITTEN NECESSARY ORDINANCE CHANGES THAT ARE GOING TO BE REQUIRED FOR THE IMPLEMENTATION OF THIS.
UM, RIGHT NOW, JENNIFER HAS IT ON THE SCREEN.
AFTER WE SUBMITTED THIS PACKET TO THE BOARDS AND COMMISSIONS GROUP, I DID GET SOME CLARIFICATION FROM OUR LEGAL DEPARTMENT REGARDING, UM, SOME ENFORCEMENT CLARIFICATION THEY WANTED TO SEE.
SO WE'VE JUST ADDED IN SECTION B, UM, THAT LITTLE SENTENCE OR THE REQUIREMENTS OF AN APPROVED B FOR COUNTY STORMWATER PERMIT PLAN.
OTHER THAN THAT, THIS IS THE ONLY CHANGE THAT HAS HAPPENED SINCE, UM, WE SENT THE PACKET OUT.
SO WITH THAT, I AM SEEKING, UM, APPROVAL OF ADOPTION OF THE SOUTHERN LOW COUNTRY DESIGN MANUAL AND THE ORDINANCE CHANGES REQUIRED.
UM, BEFORE WE, UH, BEFORE WE APPROVED THAT THERE IS ONE CHANGE THAT AFFECTS THE BOARD PAYS THREE 12 ON THE MEETINGS.
UM, MY GOSH, RIGHT, I'LL FIND THIS WHERE IT WAS ANYWHERE.
THE, THIS IN THERE THAT THE MEETINGS ARE NOW WILL BE ESTABLISHED BY THE BOARD AND THE COUNTY STAFF OR, OR DELAYED OR AS NEEDED BASIS RATHER THAN ON A MONTHLY BASIS, AS IT ALWAYS HAS BEEN.
I'D LIKE TO KNOW, YOU KNOW, GET SOME FEEDBACK FROM THE REST OF THE BOARD AND HOW Y'ALL FEEL ABOUT THAT.
DIDN'T ANYBODY ON THE BOARD HAVING A PROBLEM WITH IT AND LIKE, TO COMMENT ON CHANGING OUR MEETING MICROPHONE EVERY TIME HE COMES UP, LOTS OF FEEDBACK, ALAN WAS SAYING, HE'S OKAY WITH MEETING ON AN AS NEEDED BASIS, THUMBS UP.
IF THAT WAS CORRECT ALLEN, MORE, A LITTLE BIT LONGER TIME DURING THE YEAR IN THE LAST COUPLE OF YEARS,
[00:20:10]
I HAVE NO PROBLEM READING QUARTERLY AS NEEDED, BY THE WAY.I'M REALLY HAVING A HARD TIME HEARING.
UM, I COULDN'T HEAR WHAT YOU SAID, PATRICK.
AND I WANT TO AS NEEDED BASIS IS FINE.
YOU'RE I SHOULD BE ABLE TO HEAR YOU NOW.
SO I'M FINE WITH THE QUARTERLY AS NEEDED SCHEDULE.
WE'LL TAKE YOUR BUY DISORDER TO CHECK WITH THE BOOKS.
THERE WAS ONE, UH, ONE THING I'D LIKE TO SAY ABOUT ALL THIS, I GUESS WE FORMED 20 YEARS AGO AND AT THAT TIME WAS BRINGING NEW AND JUST STARTING.
AND THE FOAM WATER BOARD WAS SET UP TO MEET MONTHLY.
AND AT THAT TIME, THE COUNTY COUNCIL, UM, FELT LIKE THE MOST IMPORTANT THING GOING TO BE FOR COUNTY WAS PROTECTION ABOUT WATERWAYS.
AND, UM, YOU KNOW, AND THAT'S ONE REASON, I GUESS, THAT WE'LL STARTED OUT ON A MONTHLY BASIS.
UM, I REALLY DON'T THINK THAT'S CHANGED ANY, I THINK WE, I'M NOT SURE THE COUNTY COUNCIL STILL FEELS LIKE THAT'S OUR NUMBER ONE PRIORITY, BUT I WOULD HOPE SO.
AND, UM, I DON'T, I DON'T HAVE ANY PROBLEM GOING TO A QUARTERLY BASIS, BUT I SURE DON'T WANT TO DO ANYTHING TO LESSEN THE IMPORTANCE OF THE STONE BORDER TO
WE DON'T WANT TO LET ANYTHING HAPPEN TO DEGRADE OUR RIVER THROUGH MORE THAN WHAT THEY ALREADY ARE.
SO IF ANYTHING CHANGES AND YOU KNOW, AS WE GO ALONG, I HOPE THAT THE BOARD WOULD GO BACK AND REVISIT THAT AND MAYBE HAVE THE MEETINGS MORE OFTEN IF THEY FELT LIKE THAT WAS REALLY THE ONLY THING THAT I SAW, UM, ALL DAY I'LL READ THE WHOLE 600 PAGES.
NOT TOTALLY, BUT I ACTUALLY DID GO THROUGH
I THINK YOU GUYS DID A GREAT JOB PUTTING THIS TOGETHER.
A LOT OF THE CHANGES WERE VERY GOOD CHANGES AND THINGS THAT NEEDED TO BE IN THERE.
UM, AND SO UNLESS SOMEONE ELSE ON THE BOARD, OR LIKE TO HAVE SOME DISCUSSION ABOUT, UH, WELL, I GUESS WE SHOULD MAKE A MOTION FIRST BEFORE WE, WE HAVE A DISCUSSION, BUT IF SOMEBODY WOULD LIKE TO MAKE A MOTION THAT SET TODAY AS IT IS, THAT'S FINE BY ME.
I MOVED AT THE BUFORD COUNTY STORM WATER UTILITY BOARD SUPPORT THE APPROVAL MANUAL.
I CAN TOGGLE BETWEEN EVERYBODY ELSE HAVE A HARD TIME.
I CAN ONLY GET LIKE FOUR PEOPLE UP ON THE SCREEN AT ONE TIME WHEN I MOVE IT EVERY TIME.
SO BASED ON WHAT KATIE JUST TOLD ME THE MOTION PASSES, WELCOME, PASS THAT ON TO HAVING COUNSELING.
[00:25:02]
HELLO.TO HEAR LOOKING FORWARD TO KEEPING THIS TRAIN IN MOTION AND GET THESE STANDARDS UPDATED.
I THINK NEIL, THAT WAS A GOOD SEGUE INTO
[6.A. Draft 2021 SWUB calendar - Neil Desai (backup) ]
NEW BUSINESS BEFORE I GET STARTED CHAIRMAN, UH, JUST WANT TO LET YOU KNOW THAT KATIE WILL BE GIVING YOU A QUIZ ON ANY OF THOSE 600 PAGES THAT YOU READ, SO BE PREPARED ANYWAY.UM, BUT UM, I WANTED TO ALSO ADD ABOUT OUR DISCUSSION ABOUT THE UPCOMING SCHEDULE, WHICH I'M ABOUT TO TALK ABOUT, BUT YOU KNOW, THE PRIORITY STILL REMAINS THE WATER QUANTITY AND QUALITY HERE IN BUFORD COUNTY.
UM, AND NO INDICATION DOES THE REDUCTION IN THE MEETINGS REPRESENT, UM, UH, OUR DIMINISHING INTEREST IN THAT.
SO I JUST WANT TO MAKE THAT CLEAR.
THE MAIN THING WAS TO KIND OF REDUCE THE WORKLOAD FOR STAFF, UH, AS, AS THESE MEETINGS IS A HUGE ENDEAVOR FOR OUR ADMINISTRATIVE STAFF TO PUT TOGETHER, YOU DON'T, YOU GUYS DON'T UNDERSTAND THE STUFF, MELISSA, AND THEN NOW JENNIFER, KATIE, AND CAROLYN ALL PUT TOGETHER TO GET IT DONE, UM, AS WELL AS THE INFRASTRUCTURE TEAM.
AND SO, UM, WE'LL STILL BE DOING THE REPORTING ON KIND OF A MONTHLY BASIS, BUT THE ACTUAL MEETING IN PERSON AND GETTING WITH THE OTHER DEPARTMENTS AND WHATNOT IS WHAT WILL HELP KIND OF TAKE A LITTLE BIT OFF OUR PLATE.
SO, UM, I JUST WANTED TO ADD THAT, UM, WHAT, WHAT YOU HAVE BEFORE YOU IS A SCHEDULE THAT WAS CREATED FROM PAST ACTION ITEMS WITHIN THIS BOARD, UH, IN THE YEARS OF 2018 AND 2019 AS A GUIDELINE, UM, IT WAS VETTED THROUGH COUNCILMAN HOWARD AS, AS WELL AS YOURSELF, UH, MR. BERMAN, AS WE HAD SOME INITIAL DISCUSSIONS, UM, THIS SCHEDULE ALSO HAS COMPLETED LEGAL REVIEW AND HAS PASSED, UH, THOSE THOSE STANDARDS.
UM, ALSO WANT TO JUST MAKE NOTE AT ANY TIME, IF, IF WE WANT TO HAVE ADDITIONAL MEETINGS, UH, THOSE CAN BE HELD AT THE REQUEST OF STAFF AND OR THE CHAIRMAN AND THE CHAIRMAN AND HIS, UH, HIS BOARD.
SO WANTED TO ADD THAT IN THERE AS WELL.
UM, AT THIS POINT, STAFF RECOMMENDS MOTION TO APPROVE THIS DRAFT 2021 STORM WATER UTILITY BUDGET, 2021 STORM WATER UTILITY BOARD SCHEDULE.
UM, I DO HAVE ONE QUESTION FOR YOU VIDEO ONE WHEN THIS SCHEDULE WAS MY, ONE OF THE MAIN TIMES THAT THE BOARD APPROVE THE BUDGET AND COINCIDE WITH THAT.
THE MARCH 10TH, THE PROPOSED MARCH WEDNESDAY, MARCH 10TH, 2021, THAT WILL BE KIND OF OUR ANNUAL BUDGET MEETING THAT WE HAVE EVERY YEAR.
AGAIN, WE LOOKED AT OUR CALENDAR, WE LOOKED AT THE AGENDAS FROM 2018 AND 2019.
UM, THIS YEAR WAS A LITTLE BIT UNCANNY, SO LET'S NOT COUNT THAT ONE, BUT FROM THE PAST TWO YEARS, WE LOOKED AT IT AND THIS ALWAYS FELL AROUND THE MARCH STORM, WATER, UTILITY BOARD.
SO, WHICH WAS KIND OF WHAT I WOULD PUT IN AIR QUOTES, OUR BUDGET MEETING.
YOU MENTIONED THE, THE PROPOSED MOTION IS TO PASS THE DRAFT SCHEDULE, CORRECT.
AND THEN AT THE WEDNESDAY, MARCH 10TH MEETING IS WHEN WE WOULD, WE WOULD BE PRESENTING TO THE BOARD LIKE WE DO EVERY YEAR, THE ANNUAL BUDGET FROM THE STORM WATER UTILITY DIVISION.
AND WHAT MARK WAS REFERRING TO WHEN YOU SAID, WHEN THEY APPROVE THE SCHEDULE, INSTEAD OF SAYING SCHEDULE, YOU SAID BUDGET.
I MEANT, I MEANT TO SAY SKINNY.
WHAT ANY OF THE BOARD MEMBERS LIKE A MICROEMULSION APPROVE THE SCHEDULE? I MAKE A MOTION THAT WE APPROVE THE SCHEDULE.
THE BUD, THE STORMWATER UTILITY BOARD SCHEDULE TO YOUR, UH, PASSES.
[00:30:01]
THE WHOLE YEAR, RIGHT? THE WAY YOU GOT A LIST OF THERE IT'S FOR THE WHOLE YEAR.AND THEN IN ADDITION TO ANY SPECIAL ONES WE WANT TO HAVE ABOVE AND BEYOND THESE, NO, WE CAN ONLY SEE THROUGH SEPTEMBER, HERE WE GO.
THE LAST, THE LAST NOVEMBER, UNLESS WE HAVE A SPECIAL MEETING, DOES THAT START NEXT YEAR? ARE WE GOING TO CONTINUE THROUGHOUT THIS YEAR? I WOULD ASSUME.
WHAT IS YOUR SENSE OF ALL THAT? YES, WE ARE PLANNING ON DOING MEETINGS THROUGH THE END OF THIS YEAR AS THEY WERE APPROVED.
LAST YEAR WE'LL HAVE TWO MORE.
WE'LL HAVE A MEETING IN NOVEMBER.
THEN THE FIRST MEETING WILL BE IN FEBRUARY OF NEXT YEAR.
THIS IS A VAN VAN FROM PORT ROYAL.
WELL, AT LEAST OUR REQUEST, WHEN WE ARE, UH, IN THAT BUDGET PROCESS, THERE WAS A SPECIAL ASSESSMENT ATTACHED TO MUNICIPAL PROPERTY OWNERS, TAX BILLS REGARDING COUNTY OWNED INFRASTRUCTURE WITHIN OUR MUNICIPALITIES.
I'VE NEVER REALLY GOTTEN A GOOD ANSWER AS TO HOW THOSE FUNDS HAVE BEEN SPENT.
AND I WOULD CERTAINLY LIKE TO SEE THAT JAN, WE CAN PROVIDE YOU THAT INFORMATION.
THAT'S THAT SHOULDN'T BE AN ISSUE.
IS THAT SOMETHING YOU'D LIKE ON THE NEXT MONTH'S AGENDA PLAN? OH, OR JUST THROUGH THE BUDGET PROCESS, IF YOU RECALL, I ASKED THAT QUESTION LAST YEAR, OR MAYBE THE YEAR BEFORE WHEN THE ASSESSMENT WAS ATTACHED AND ASKING IF THE FUNDS HAD BEEN SET ASIDE OR EARMARKED IN ANY WAY.
AND I WAS BASICALLY TOLD THEY WERE JUST DUMPED INTO THE, WHAT IS THE GENERAL FUND OR THE STORMWATER UTILITY, WHICH WHEN WE DISCUSSED THAT SEVERAL YEARS AGO, THAT WASN'T REALLY THE INTENT.
UM, AND I'VE NEVER REALLY BEEN SATISFIED WITH AN ANSWER.
UM, SO DURING THIS NEXT BUDGET CYCLE, I WOULD, I HOPE WE'LL DISCUSS IT.
MA'AM ANY MORE QUESTIONS OR COMMENTS ABOUT THE ESCAPING? I GUESS THE NEXT THING WE HAVE TO DISCUSS UNDER NEW BUSINESS.
AND I DON'T REALLY UNDERSTAND WHAT THE SALES GROUP
[6.B. Virtual Meeting Sessions - Katie Herrera ]
VIRTUAL MEETING SESSIONS THAT ARE KATIE PROLONG THE AGENDA.SO BOARDS AND COMMISSIONS IS REQUESTING ACKNOWLEDGEMENTS TO THE BOARD THAT WE ARE GOING TO CONTINUE MEETING VIRTUALLY THROUGH THE END OF 2020 SO THAT THEY CAN MAKE THOSE UPDATES ON THE COUNTY CALENDAR.
I THINK OUR INTENTION IS TO KEEP GOING VIRTUALLY THROUGH THE END OF THE YEAR, BUT WE JUST WANTED TO GET THAT FROM THE BOARD.
I PERSONALLY DON'T HAVE ANY PROBLEM WITH THAT.
DO ANY OF THE OTHER BOARD MEMBERS HAVE A PROBLEM WITH THAT? OKAY, PERFECT.
UM, WE'RE BACK TO PUBLIC COMMENT AGAIN THE SECOND TIME, OR DO ANY PUBLIC COMMENTS PIGGY? YOU'RE LOOKING AT THE FACEBOOK PAGE.
I AM, AND WE DO NOT HAVE ANY PUBLIC COMMENTS.
[8.A. November 10, 2020 (backup) ]
THIRD GENDER FOR THE NEXT MEETING.UM, EVERYONE SHOULD HAVE A COPY OF THAT AS WELL.
COULD YOU PUT IT UP ON SCREEN AND PLEASE THE ONLY THING, UM, I DON'T HAVE IT RIGHT HERE, BUT I'D ASKED YOU ABOUT FINDING SOMEBODY IN YOUR DEPARTMENT WHO COULD TALK TO US ABOUT THE, UM, HOW THE PUBLIC'S.
I DID TALK TO MY STAFF ABOUT IT AND QUITE HONESTLY, THAT IS NOT A GOOD EXAMPLE BECAUSE THAT WAS APPARENTLY A SWITCHED PROJECT WHERE THE INFRASTRUCTURE WAS ALREADY PUT IN PLACE OR SOME TYPE OF DIFFERENT DEVELOPMENT.
AND THEN PUBLIC JUST CAME IN ON TOP OF IT.
SO REALLY THERE'S NOT MUCH THERE.
UH, AND QUITE HONESTLY, BEING DOWN A STAFF PERSON AND I HAVE SOMEBODY GOING OUT ON MATERNITY LEAVE TOMORROW, I AM DOWN TO STAFF PEOPLE AND DON'T QUITE HAVE THE CAPACITY RIGHT NOW TO PUT
[00:35:01]
TOGETHER A SPECIAL PRESENTATION.WHAT I WAS GOING TO PROPOSE INSTEAD WAS IN DECEMBER TO GO AHEAD AND PUT TOGETHER A PRESENTATION, MORE OF A GENERAL OUTREACH.
TALKING ABOUT HOW THE ACCOUNT OF BLUFFTON STORM WATER PERMIT PROCESS UNVEILS THROUGH OUR INTERCOM SYSTEM, BECAUSE EVERYTHING IS ONLINE NOW.
AND ALSO WE WILL HAVE, AT THAT POINT, I BELIEVE IN HAND A DESIGN FOR ONE OF OUR PERSONAL PROJECTS THAT THE TOWN IS DOING THROUGH OUR CAPITOL, WHICH IS OUR BRIEF BRIDGE STREET'S STREETSCAPE PROJECT THAT IS CURRENTLY IN DESIGN AND ACTUALLY HAVE THAT DESIGNED THROUGH THE NEWS.
AND THEN THAT WAY WE CAN USE THAT AS A TOOL AND AN EDUCATION TOOL ON HOW WE CAN APPLY THE NEW SILICA STANDARDS FOR STORMWATER DESIGN.
WOULD THAT BE SUFFICIENT IN DECEMBER? WELL, YEAH, THANKS.
SO, I MEAN, UM, YOU KNOW, READING THROUGH THE SLOW CODE ORDINANCE, SO REMINDED ME OF SOME PLANES, I GUESS, THAT I FORGOTTEN, I ASSUME THAT MOST OF THE BOARD MEMBERS HAVE READ LIKE THE DUTIES OF THE BOARD MEMBERS AND ONE OF THE THINGS THAT IT SAYS THAT WE'RE SUPPOSED TO DO THAT WE'RE SUPPOSED TO BE REVIEWING AND ADVISING ON APPROACHED ON BOARD OF MANAGEMENT PLANS AND PROCUREMENT PROCEDURES.
IT IS KIND OF A LONG, LONG TIME SINCE ANYBODY'S EVER REALLY SHOWN US WHAT YOU'RE DOING ON THOSE FORTS AND STORM WATER PLANTS AND HOW YOU'RE REVIEWING IT AND HOW YOU'RE PROVING IT.
AND, UM, YEAH, I'D LIKE FOR SOMEBODY TO DO THAT IN THE NEXT MONTH OR TWO, YOU KNOW, TO SHOW US, JUST PICK A, PICK A PROJECT AND IN TOTAL WALK US THROUGH WHAT YOU DO TO APPROVE A PROJECT.
AND THAT'S WHAT I'M PROPOSING IN DECEMBER UNDER THE NEW, THE NEW GUIDELINES TO HELP ALSO AGAIN, USE THAT AS A TOOL TO HELP TRAIN AND, AND SHOW OUR DEVELOPING AND DESIGN COMMUNITY, HOW THEY'RE GOING TO APPLY THOSE NEW STANDARDS.
SO WE'LL USE THE BRIDGE STREET STREETSCAPE PROJECT AS AN EXAMPLE OF THE APPROVAL PROCESS AND STANDARDS DEREK.
I'D REALLY LIKE TO SEE DIFFERENT CANDIDATE GET ASSIGNED SOMETIME SOON AS WELL.
I WANT TO PICK ONE OF THEIR PROJECT LAST TIME WE TALKED ABOUT, WE REALLY DIDN'T GO INTO DETAIL SOMEHOW HOW THE, THE PLAN WAS ACTUALLY REVIEWED OR WHO DOES IT AND WHAT ARE THE DESIGN CRITERIA TO LOOK AT THAT KIND OF STUFF.
ANYWAY, I'D LIKE TO SAY IN THE NEXT COUPLE OF MONTHS, CHAIRMAN, I WANT TO SEE THE PLAN REVIEW.
IS THIS A LOCAL STANDPOINT, OR DO YOU WANT TO SEE IT FROM OUR CURRENT STANDPOINT, CURRENT STANDARD PRO STUFF? WE HAVEN'T USED A SMOKER.
THAT'D BE REALLY HAPPY WITH THE CURRENT STANDARD.
I'D JUST LIKE TO SEE HOW Y'ALL ACTUALLY DO THAT.
ONE OF THE THINGS THAT THE
CHAIRMAN, LET ME, LET ME GET WITH KATIE.
AND WE MAY BE ABLE TO PUT A BRIEF PRESENTATION TOGETHER FOR THE NOVEMBER MEETING.
THAT'D BE WONDERFUL FROM BEAVER COUNTY STANDPOINT AND THEN KIM CAN IT'S HER STAFF IS STILL AN ISSUE STILL WILLING DIDN'T SHE COULDN'T FILL IN THE SLOT FOR DECEMBER.
THAT WOULD BE GREAT TO BE BACK UP TO FULL STAFF BY DECEMBER.
THAT'S WHAT HAPPENS WHEN YOU'RE READ 600 PAGES AND A REMINDER.
ANYWAY, IF WE CAN ADD SOMETHING LIKE THAT, ALL NEXT MONTH'S AGENDA, I REALLY APPRECIATE IT.
WHAT OTHER, THAT ANYONE HAVE ANY COMMENTS YOU'D LIKE TO MAKE GENDER? YEAH, BILLY, WE NEED TO HAVE ADDED THE, UH, THE STORMWATER STUDY PRESIDENT FOR A SHAREPOINT.
REMEMBER THAT WAS PRINTED ANALYSIS, PUT IT ON AN AGENDA SOMEWHERE AND HAVE THE CONTRACTS PRESENTED.
WHEN WOULD YOU LIKE FOR THAT TO BE ON THE AGENDA NEXT MONTH? IF WE COULD JUST GET IT SCHEDULED WITH THE CONTRACTORS.
I DON'T KNOW WHO'S IN CONTACT WITH THE CONTRACTOR, BUT WOULD HAVE TO REQUEST THAT EVENT TO BE ABLE TO DO THAT FOR THE NEXT BOX.
[00:40:01]
THAT WOULD BE ME I'M IN CHARGE WITH THE CONTRACTOR.THE GOAL WAS, WAS COME BACK AFTER THE MODEL WAS KIND OF FINALIZED AND COME BACK TO ME FROM THE TOWN'S PERSPECTIVE AT TOWN HALL, IF WE'RE ABLE TO, THAT HASN'T BEEN COMPLETED YET FROM THE LAST I TALKED TO HIM LAST WEEK, WE'RE CLOSED.
I THINK THEY WERE DOING SOME REFINEMENTS TO THE ACTUAL MODEL ITSELF AND TRYING TO PLUG IN AND FINISH UP THE MODEL.
SO, UM, WITH COVID AND SOME OF THE RAIN WE'VE BEEN HAVING, THEY'VE BEEN A LITTLE BIT DELAYED AND KIND OF A LITTLE BIT BEHIND, BUT, UM, I DON'T THINK WE'RE THAT FAR FROM OUR ORIGINAL SCHEDULE.
I GOT ONE OTHER THING BEFORE WE GET OFF THIS AGENDA TO STUMBLE RELATED RELATED PROJECTS.
WE'VE BEEN TALKING ABOUT A COUPLE OF THESE PROJECTS FOR LIKE TWO OR THREE YEARS, AND NOW IT'S LIKE THEY NEVER ENDING AND THEY'RE NEVER, YOU KNOW, THEIR PROJECTS OUT ON THE BOTH SIDE, I GUESS, ABOUT A VIEW FOR THEM, WHICH I DID.
THE DEVELOPER CAME AND I ASKED FOR MISSION TO DICK UPON AND DO THESE STORMWATER PROJECTS.
AND WE SAID, OKAY, THAT'S FINE AND DANDY.
BUT SINCE THEN, THESE PROJECTS HAVE JUST SORT OF STOPPED, YOU KNOW, OR AT LEAST THE REPORTING ON THIS PROJECT.
SO STOP, THERE'S NOTHING BEEN ACTUALLY DONE.
THERE'S NO DEADLINE THAT FORCES THE DEVELOPER TO DO WHAT THEY'RE SUPPOSED TO DO.
PICK A REASON WHY THERE'S NOT A DEADLINE FOR THESE KIND OF PROJECTS.
I MEAN, ARE THEY MEANT TO BE EVERLASTING PROJECTS THAT NEVER ENDED? SO I CAN ANSWER THAT CHAIRMAN, SOME OF THEM DEAL WITH MULTIPLE PROPERTY OWNERS AND IF WE ARE UNABLE TO GET ALL THE PROPERTY OWNERS OR EVEN CONTACT WITH ONE, LET'S SAY IN PARTICULAR, THAT KIND OF PUTS THE PROJECT EITHER AT HOLD OR AT A STANDSTILL.
UM, AND SO SOMETIMES, UM, I'LL KIND OF TALK A LITTLE BIT ABOUT, UM, YOU KNOW, JUST ONE OF THE PROJECTS ON HERE, I'M LOOKING AT THE FACTORY CREEK WATERSHED.
SO, UM, IT'S IN PROCESS AND, AND WHATNOT.
SO AT THIS POINT WHERE THE PROJECT IS CONTINUING TO MOVE FORWARD, YOU DON'T SEE A LOT OF PHYSICAL.
I SHOULD, I SHOULD SAY YOU DON'T SEE A LOT OF REPORTING PROGRESS, BUT THERE IS PHYSICAL PROGRESS BEING MADE.
UM, LIKE I REFERRED TO EARLIER, SOME OF THE PROJECTS ARE DEALING WITH PROPERTY OWNERS AND EASEMENTS AND WHATNOT.
AND SO WHEN YOU DEAL WITH THAT, YOU'RE DEALING WITH A BIG HANDFUL OF PROPERTY OWNERS THAT HAVE DIFFERENT AGENDAS.
AND SOMETIMES THEY ALL DON'T HAVE THE SAME THINKING OR MINDSET, UH, UH, OR A UNIFIED MINDSET.
AND SO, UM, THAT POSES A CHALLENGE AS WE'RE TRYING TO EITHER ACQUIRE PROPERTY OR EASEMENTS OR THINGS OF THAT NATURE, UH, ONTO THEIR, ONTO THE PROPERTY THAT THEY OWN.
ONE OF THE THINGS WE MIGHT WANT TO ASK FOR IS, UH, AN UPDATE AT THE END OF THE YEAR FOR THE PROJECT.
SO WE'VE SEEN A YEAR END AS TO WHERE THEY ARE, WHETHER THEY'RE 50%, 75 OR 90% COMPLETE.
AND THAT MIGHT GIVE YOU A BETTER UNDERSTANDING OF WHERE NEIL'S PEOPLE ARE AND WHERE, WHERE THE PROGRESS IS BEING MADE OR NOT BEING MADE ON A PARTICULAR PROJECT.
SO WE MIGHT SEE LIKE IN DECEMBER OR THE FIRST PART OF THE YEAR, NEXT YEAR, WHERE EVERYTHING, UM, THE ONES I WISH I COULD REMEMBER THE NAMES OF IT, BUT THERE ARE TWO DEVELOPMENTS THAT ARE STORMWATER RELATED PROJECTS.
AND BOTH OF THEM WERE PROJECTS THAT THE DEVELOPER HAD TO DO SO MUCH.
AND, YOU KNOW, BASICALLY YOU'RE WORKING WITH A DEVELOPER AND THE DEVELOPER WAS SUPPOSED TO SPEND A CERTAIN AMOUNT OF MONEY.
WE WERE SUPPOSED TO SPEND A CERTAIN AMOUNT OF MONEY AND WE KEEP REPORTING ALL THOSE MONTH AFTER MONTH, BUT I'D REALLY LIKE TO KNOW WHAT THE HECK'S HAPPENED A LITTLE FURTHER.
IT SEEMS LIKE IF YOU'RE GOING TO HAVE A PROJECT LIKE THAT, YOU'D HAVE SOME KIND OF A DEADLINE HAD TO BE COMPLETED.
OTHERWISE THEY DIDN'T GET MONEY.
FOR INSTANCE, WE'VE BEEN TALKING ABOUT THESE TWO PROJECTS FOR AT LEAST TWO OR THREE YEARS.
SO WE'RE REPORTING CHAIRMAN TO COMMENT ON THE GRAVES PROPERTY.
THAT WASN'T THE ONE I WAS TALKING ABOUT, REALLY SPEAKING ABOUT
[00:45:01]
THE ONES THAT I CAN'T REMEMBER, THE LADY'S OWL OR SOMEWHERE OF THAT PART OF BUFORD I'D RECOGNIZE THE NAME, BUT I DON'T MR. FEINBERG PRESENTS A GREAT POINT.WE'D BE HAPPY TO GIVE AN UPDATE AT THE END OF THE YEAR OR BEGINNING OF THE NEW CALENDAR YEAR, JUST TO GET EVERYBODY A GOOD SNAPSHOT OF WHERE WE ARE.
WELL, I PREACHED THAT AND I DIDN'T BRING THAT UP, BUT CONFUSE EVERYBODY.
JUST SOMETHING CAME TO MIND WHEN I, WHEN I WAS GOING TO THE AGENDA ANYWAY, GETTING BACK TO THE GYM THAT WE'RE TO THE POINT NOW, I GUESS, WHERE SOMEBODY LIKE TO MAKE A MOTION TO ACCEPT THE AGENDA, WHAT THE CHANGES WERE MENTIONED, POSE A QUESTION.
THIS IS SCOTT'S AGENDA ITEM, WHETHER IT'S THIS MONTH OR DECEMBER IN WITH SHELLFISH SEASON HERE UPON US, I WOULD APPRECIATE, UH, THE 2020 REPORT WHEN IT MAY BE RELEASED BY THE HECK, JUST TO BE APPRISED AS TO WHERE WE MAY HAVE HAD A SHELLFISH MAP, CHANGES, CLOSURES OR UPGRADES.
UM, I WOULD INVITE COUNTY STAFF TO WORK WITH THE ACT TO GET THAT REPORT.
AND WHAT IS AVAILABLE, JUST TARGET A FUTURE UPDATE OR REPORTS TO THE BOARD.
YOU KNOW, WHAT NORMALLY COMES OUT USUALLY ABOUT NOW IS WHEN WE ALL, I THINK INFORMALLY START HEARING FROM D HACK ABOUT POTENTIAL CHANGES WITH THE SHELLFISH SEASON EFFECTIVELY HAVING STARTED OR ABOUT TO START, BUT I'VE NOT HEARD WHEN THEIR TARGET RELEASE DATE IS YET.
SO YOU'D LIKE TO ADD THAT TO THE AGENDA IF IT'S AVAILABLE.
I MEAN, IF IT'S AVAILABLE FOR RELEASE AT OUR NOVEMBER MEETING, FINE.
IF IT'S SOMETHING THAT WE NEED TO WAIT UNTIL DECEMBER, MOSTLY IT WILL BE DRIVEN BY WHENEVER THE HECK IS READY TO RELEASE THAT REPORT.
AND THEN WE CAN TEASE FROM IT, UH, YOU KNOW, THE INFORMATION THAT MAY BE PARTNERS WITHIN OUR SERVICE AREAS.
KATIE, IF YOU COULD, UH, IF YOU COULD CHECK ON THAT AND GET THAT IN MY PREVIOUS LIFE, I WAS VERY FAMILIAR WITH THE REPORT WRITING AND THEY DID NOT START UNTIL EARLY NEXT YEAR.
UM, BUT THE SHELLFISH HARVESTING UPDATES SHOULD HAVE BEEN POSTED.
SO I WILL WORK WITH THEM TO COORDINATE GETTING THAT INFORMATION PRESENTED.
SO WHAT AM I LIKE TO MAKE A MOTION ON ONE OF THEIR PROJECTS? OKAY.
I COULDN'T REALLY HEAR YOU, BUT WAS THERE A SECOND ALL IN FAVOR? OKAY.
UM, THE LAST THING TO DO IS SHARE DURING THE MEETING I LOVE, UM, COULD I HAVE A MOTION TO ADJOURN? BYE.
