RED RIBBON WEEK WAS BEGUN IN 1988 BY PRESIDENT RONALD REAGAN AND HAS BEEN A NATIONAL EVENT SINCE THAT TIME IN THE COMMUNITIES ACROSS AMERICA.
SO THE PROCLAMATION FOR THE YOUNG MARINES DURING A RED RIBBON WEEK IS AS FOLLOWS.
WHEREAS COMMUNITIES ACROSS AMERICA HAVE BEEN PLAGUED BY THE NUMEROUS PROBLEMS ASSOCIATED WITH THE ILLEGAL DRUG USE AND THOSE THAT TRAFFIC IN THEM AND MORE AS THERE IS HOPE IN WINNING THE WAR ON DRUGS AND THAT HOPE LIES IN EDUCATION AND DEMAND DRUG DEMAND REDUCTION COUPLED WITH THE HARD WORK AND DETERMINATION OF ORGANIZATIONS SUCH AS THE YOUNG MARINES OF THE MARINE CORPS LEAGUE WHEREAS THE PILLARS OF THE YOUNG MARINE PROGRAM IS TO LEAD POSITIVE DRUG FREE LIFESTYLES AND TO EDUCATE AND ENCOURAGE OTHERS TO DO THE SAME. AND WHEREAS THE RED RIBBON HAS BEEN CHOSEN AS A SYMBOL COMMEMORATING THE WORK. ENRIQUE T.K. COME ARENA. A DRUG ENFORCEMENT ADMINISTRATION SPECIAL AGENT WAS MURDERED IN THE LINE OF DUTY IN 1985 IN GUADALAJARA, MEXICO AND REPRESENTS THE BELIEF THAT ONE PERSON CAN MAKE A DIFFERENCE.AND WHEREAS THE RED RIBBON CAMPAIGN WAS ESTABLISHED BY CONGRESS TO ENCOURAGE THE DRUG FREE LIFESTYLE AND INVOLVEMENT IN DRUG PREVENTION AND REDUCTION EFFORTS.

BECAME KNOWN THAT WE'RE ALL IN CRITICAL LAND WAS GOING TO BORROW AN ADDITIONAL TWENTY FIVE MILLION DOLLARS BETWEEN NOVEMBER AND THE START OF THE BUDGET PROCESS, WE FELL INTO THE COVE AND ALONG THOSE LINES THE COUNTY ADMINISTRATOR HAD MENTIONED THAT THEY'RE ANTICIPATING A 20 PERCENT REDUCTION IN REVENUES. SO WHEN THE BUDGET BOOK CAME OUT IT CLEARLY INDICATED THAT THE DEBT PAYMENT FOR RURAL AND CRITICAL LAND WAS 10 MILLION ONE HUNDRED AND TEN THOUSAND DOLLARS. AND THEN THERE WAS A HUGE REVISION TO THE BUDGET BOOK AND THAT NUMBER DIDN'T CHANGE IN THE SECOND PROVISION OF THE BUDGET BOOK. SO WE KEEP GOING DOWN THROUGH THE BUDGET PROCESS AND ON MAY 29 I RECEIVED AN EMAIL FROM THE COUNTY FINANCE DEPARTMENT THAT INDICATED THAT RURAL AND CRITICAL LANDS DEBT SERVICE WAS GOING TO BE THE 10 MILLION ONE HUNDRED AND TEN THOUSAND DOLLARS IN DEBT NOW COUNTY COUNCIL THAT NEXT MONTH WENT THROUGH THEIR THREE WORK OR WENT THROUGH THEIR THREE READINGS AND APPROVED THE BUDGET AND THEN THERE WAS THAT BOND THAT WAS AGREED TO BE SOLD FROM NOVEMBER FINALLY DID SELL IN AUGUST.AND WHEN I RECEIVED THAT DEBT SCHEDULE FROM THE BOND ATTORNEY THAT INDICATED WHAT THOSE BOND AMOUNTS ARE AND THE ALLOCATIONS FOR SUCH THEY WERE ADDED TO THE TOTAL BOND SCHEDULE NOW AND LOOKING AT THE NUMBERS, THE ORIGINAL COUNTY ORDINANCE SAYS SIXTY FIVE POINT TO TWO MILLS AND IT SHOULD SIXTY FIVE POINT TWO. THAT IS WHAT THAT SENTENCE THERE SAYS WITH THE AUDITOR IS TO LEVY. SO WHEN WE PUT THE NUMBERS INTO THE COMPUTER SYSTEM AND WE STARTED GENERATING THE TAX LEVY CARD AND PUTTING IN THE DEBT SERVICE FOR RURAL AND CRITICAL LANDS WITH THAT BOND THAT SOLD IT INCREASED THE DEBT OBLIGATION BY ONE MILL. AND I WANT TO GO BACK TO THE ONE COMMENT THAT ADMINISTRATION HAD MADE EARLIER. IT WAS BECAUSE OF COVERED AND WE DO NOT KNOW WHAT THE OUTCOME IS. AND IT WAS A VERY GREAT CONCERN BECAUSE IT WAS A CONCERN OF THE FINANCE COMMITTEE AS WELL THAT WE WERE GOING TO HAVE REDUCED RECEIVABLES IN A TIMELY WAY TO MAKE SURE THAT THE DEBT PAYMENTS CAN BE MADE. AND WITH THAT 20 PERCENT IF YOU TAKE 20 PERCENT OF 10 MILLION ONE HUNDRED AND TEN THOUSAND DOLLARS YOU'RE TALKING ABOUT TWO MILLION DOLLARS. SO IF THE PAYMENTS COME IN SLOW BECAUSE OF CLOSING, YOU STILL HAVE TO MAKE THAT BOND PAYMENT AND IT IS THE AUDITORS RESPONSE ABILITY TO CALCULATE AND LEVY THOSE BASED ON THE SCHEDULES AND THE DEBT THINKING FUND AND TAKE INTO CONSIDERATION WHAT COUNTY COUNCIL HEAD STATED WITH REGARDS TO COLLECTIONS. SO THE MILLAGE WAS ASSIGNED AT FIVE POINT EIGHT TO MAKE SURE THAT WE HAVE SUFFICIENT FUNDS IN CASE THERE IS A 20 PERCENT REDUCTION IN PAYMENTS SO THAT THERE WOULD AT LEAST BE SOME CUSHION THERE.
SO THAT WHEN YOU HAVE TO USE THE DEBT THINKING FUND THAT RURAL AND CRITICAL LANDS CURRENTLY HAS YOU WOULDN'T HAVE TO USE ALL OF IT BUT THEN YOU COULD THEN THEN AS REVENUES CONTINUE TO COME IN YOU COULD ASSIGN THOSE DOLLARS TO THE DEBT THINKING FUND TO REPLACE THOSE NUMBERS. NOW I STAND BY THAT NUMBER. THE FIVE POINT EIGHT YOU ORDERED ME TO LEVY SIXTY FIVE POINT TWO MILS AND THAT IS EXACTLY WHAT I LEVIED.
I DIDN'T GO INTO YOUR ORDINANCE AND ADD UP ALL THOSE MILLAGE. AND THAT IN THE SECTION RIGHT UNDERNEATH THAT TO DETERMINE THAT THERE WAS A NEW MIRACLE ERROR THAT WAS MADE IN THE DEVELOPMENT OF THE ORDINANCE BY WHOEVER DID THAT. I WAS ORDERED TO TO LEVY THE

NOW THERE IS NO WAY TO BACK OUT THAT ROLE AT THIS POINT. IF IT DOES TURN OUT THAT THAT 20 PERCENT THAT ADMINISTRATION SAID WAS GOING TO BE DELAYED IN COLLECTIONS IF THAT DOESN'T HAPPEN OR IF A IF THEY COME IN ON TIME THEN THERE WILL BE SUFFICIENT REVENUES STILL TO BE ABLE TO MAKE THAT PAYMENT.
AND THEN NEXT YEAR WHEN WE TAKE A LOOK AT THE DEBT KNOWLEDGE FOR RURAL AND CRITICAL LAND AND IF IT TURNS OUT THAT THEIR DEBT THINKING FUN HAS INCREASED SIGNIFICANTLY OVER WHAT IT IS RIGHT NOW NEXT YEAR DEBT MILLAGE FOR RURAL AND CRITICAL WOULD BE CONSIDERED AND REDUCED IN SOME FORM AND FASHION I HAVE AT THIS POINT. BUT THERE IS ADEQUATE THERE ARE ADEQUATE REVENUES TO PAY FOR THAT BOND AND ANYTHING OVER THAT AS YOU CAN SEE FROM WHAT HEY SHOWED YOU IS A TAX INCREASE.
IF I MIGHT ADD IN THAT CASE THEN IF YOU IF YOU KNEW THAT THERE WAS A BOND PREMIUM AND I WROTE AN EMAIL TO COUNTY COUNCIL AND ADMINISTRATOR ON AUGUST 18TH IT SAID THAT I WAS GOING TO INCREASE THE DEBT MILLAGE FOR RURAL AND CRITICAL LANDS BY 1 MIL FROM AUGUST 18TH TO SEPTEMBER TWENTY NINTH. I RECEIVED NO QUESTIONS, NO INQUIRIES FROM IT ADMINISTRATION WORTH CLARIFYING POINTS OF CLARIFICATION FROM ADMINISTRATION OR ANYONE ON COUNTY COUNCIL. IT SAID THAT A THERE WAS A THREE MILLION DOLLAR PREMIUM OR THAT THEY FELT THAT THEY WERE IN THE POSITION THAT IT DIDN'T NEED TO HAPPEN.
SO THE AUDITORS RESPONSIBILITY IF THERE IS A HIGHER RESPONSIBILITY FOR THE AUDITOR WHEN IT COMES TO DEBT MILLAGE WHEN IT BECAUSE THE AUDITOR IS THE PERSON THAT DOES THOSE CALCULATIONS AND ACTUALLY LEVIES THOSE NILS IF I DIDN'T DO IT YOU COULD SIMPLY SAY ON THE BACKSIDE THAT THE AUDITOR DIDN'T LEVY ENOUGH TO PAY FOR RURAL CRITICAL LANE'S DEBT AND NOW WE HAVE TO GO INTO THE RESERVE OR THE DEBT SINKING FUND AND IF IT IN IF IT WAS REALLY SLOW COLLECTIONS AND IT WAS GREATER THAN 20 PERCENT THEN YOU WOULD HAVE TO PULL THAT MONEY FROM ANOTHER PLACE AND THAT WOULD POSSIBLY COME FROM THE GENERAL OPERATIONS.
BUT THE METHODOLOGY THAT I USED BECAUSE I'M THE PERSON THAT'S RESPONSIBLE FOR THAT MILLAGE IS

I DON'T KNOW THAT THAT'S THE CASE BUT IT'S STARTING TO SOUND TO ME LIKE THAT'S THE CASE.

USUALLY INDIVIDUALS OR PROPERTY OWNERS WHO RECEIVE THESE NUISANCE CITATIONS MUST STOP IT MUST STOP THE NUISANCE ACTIVITY OR ELSE FACE A PENALTY. OFTEN IN THE FORM OF A FINE WE DO.
