EVERYBODY WANTS TO SOLVE THAT PROBLEM BUT NOBODY WANTS IT NEAR THEIR HOME.

PART OF THE BENEFIT OF THE AESTHETICS THAT WE UTILIZE IS THEY CAN BE USED ON DIFFERENT PROJECTS. THESE TACK ONTO THE SIDE OF THE PLYWOOD YOU POUR CONCRETE YOU PULL THEM OFF AND THERE IS PERSONAL.

THE FIRST PROJECT THAT WE DID WAS AN EYE OPENER FOR HIM BECAUSE OF THE POSITIVE FEEDBACK WE GOT FROM THE PUBLIC. I HAD PEOPLE SAY WELL WHAT'S NEXT? RETAINING WALL THAT LOOKS LIKE A BLOWING AMERICAN FLAG. >> ELK CITY SHOWS YOU THAT IT'S JUST NOT LIMITED TO URBAN AREAS AND THIS RURAL AREA THEY'RE VERY CLOSE TO THE BORDER AND VERY PROUD OF THEIR HERITAGE INCLUDING THE DISCOVERY OF OIL AND OF COURSE ELK HUNTING IS VERY BIG THERE. WE'VE GONE THROUGH TO GET THOSE LEGISLATION REQUIRES MUNICIPALITIES TO HAVE A COMPREHENSIVE PLAN IS REQUIRED TO PROJECT FUTURE PLANNING 20 YEARS.

>> SO OUR CURRENT PLAN IS FOR 2010 2030. BY LAW WE'RE REQUIRED TO REEVALUATE AT LEAST EVERY FIVE YEARS AND DO A COMPLETE UPDATE EVERY 10 TO MEET THE 10 YEAR UPDATE. WE'VE BEEN WORKING ON A NEW PLAN SINCE LAST YEAR.

AS DIRECTED BY TOWN COUNCIL THIS NEW PLAN WILL BE FOR 2020 TO 2040 AND HAS BEEN BRANDED OUR PLAN THE TOWN'S COMPREHENSIVE PLAN IS A VERY IMPORTANT DOCUMENT THAT IMPACTS EVERYTHING THE TOWN DOES FOR NOT ONLY ITS OPERATIONS BUT ALSO FOR THE COMMUNITY IS THE OFFICIAL POLICY AND PLANNING GUIDE THAT IDENTIFIES THE COURSE OUR COMMUNITY SHOULD TAKE TO GROW, ADDRESS CHANGE AND MAKE PROGRESS FOR THE NEXT 20 YEARS.

THE STATE LEGISLATION ALSO DEFINES THE COMPONENTS THAT SHOULD BE INCLUDED IN A COMPREHENSIVE PLAN INVENTORY OF CONDITIONS, STATEMENTS OF NEED AND GOALS, IMPLEMENTATION STRATEGIES, COMMUNITY AND CITIZEN PARTICIPATION IN THE PROCESS AND NINE ELEMENTS. I MEAN YOU SIMPLY CAN ADD MORE ELEMENTS AS NEEDED.

FOR EXAMPLE, THE TOWN ADDED A RECREATION ELEMENT IN 2005. THE SIGNIFICANCE OF OUR PLAN FOR THIS COMPREHENSIVE PLAN UPDATE IS THAT IT HAS CARRIED FORWARD THE MOMENTUM AND

EFFORTS FROM THE OUR FUTURE COMMUNITY INITIATIVE. >> THE TOWN DID 20 17 TO 2018.

THE R PLAN BRAND IS A DERIVATION OF OUR FUTURE PLUS COMPREHENSIVE PLAN.

OUR FUTURE WAS AN EXTENSIVE ENGAGEMENT PROJECT THE TOWN LAUNCHED TO HEAR FROM THE COMMUNITY THIS TIME AND SHOWS HOW THE OUR FUTURE EFFORTS SHOWN IN GREEN ON THE LEFT THAT INTO OUR PLAN OUR FUTURE PRODUCED THE HILTON HEAD ISLAND VISION AND STRATEGIC ACTION

PLAN WHICH WAS ADOPTED BY COUNCIL IN 2018. >> THAT DOCUMENT WAS UTILIZED BY STAFF AND THE COMMUNITY TO HELP DEVELOP OUR PLAN. THE ONLY CHANGED IS THE SEVEN PILLARS IDENTIFIED IN OUR FUTURE WERE REDEFINE AS CORE VALUES FOR OUR PLAN.

A SIGNIFICANT ASPECT OF OUR FUTURE IS THAT IT PRODUCED A VISION FOR THE ISLAND FOR THE NEXT 20 YEARS. THE VISION IS REINVENTING SUSTAINABILITY AGAIN.

THIS MEANS THE TOWN OF HILTON HEAD ISLAND WILL FOCUS ON THE REVITALIZATION AND MODERNIZATION OF ITS ECONOMY AND INFRASTRUCTURE WHILE BUILDING AN INCLUSIVE AND DIVERSE COMMUNITY FOR OUR PLAN. SUSTAINABILITY IS THE CROSS SECTION OF ENVIRONMENT, SOCIETY

AND THE ECONOMY. >> WE'RE A COMMUNITY BASED IN THESE THREE THINGS.

HAS VIABLE ECONOMIC DEVELOPMENT A RESILIENT BUILT ENVIRONMENT, AN EQUITABLE SOCIAL CONDITIONS . OUR FUTURE STARTED AS A TOWN COUNCIL INITIATIVE.

IT INCLUDES THE PARK AND RECREATION MASTER PLANNING EFFORT THAT HAPPEN CONCURRENTLY WITH OUR PLAN. THE PURPOSE OF PRIORITY INVESTMENT IS TO TIE THE CAPITAL IMPROVEMENTS NEEDS IDENTIFIED IN OUR PLAN AND ADOPTED BY TOWN PLANS TO FORECASTED REVENUES FOR THE CURRENT AND UPCOMING FISCAL YEARS.

THIS SECTION IS A SYNTHESIS OF PRIOR COMPREHENSIVE PLAN DEVELOPMENT EFFORTS IN THE TOWN'S BUDGET WHICH ARE BOTH PUBLIC PROCESSES. THESE TWO ELEMENTS ARE SPECIFICALLY ADDRESSED WITH LARGER SECTIONS IN OUR PLAN BECAUSE THEY REPRESENT SIGNIFICANT INTEREST AREAS AND INVESTMENTS FALLING WITHIN THE TOWN'S JURISDICTION AND DIRECT SCOPE OF WORK FOR THE ISLAND COMMUNITY IN THE PLAN'S CONTENTS.

THE PLANNING COMMISSION MET IN SEPTEMBER TO REVIEW THE PLAN AND VOTED UNANIMOUSLY ON A RESOLUTION TO RECOMMEND ADOPTION TO TOWN COUNCIL.
