ITEMS. THE FIRST IS A REQUEST FROM THE FRIENDS OF FORT FREMONT AND THE PASSIVE PARKS MANAGER TO MEN, THE NATIONAL HISTORIC PLACES, NOMINATION FORM TO INCLUDE THE BATTERY FOR NANCE ON THE NATIONAL REGISTER OF HISTORIC PLACES.

AND I HOPE EVERYONE HAD A CHANCE TO LOOK AT YOUR PACKET.

THERE'S PICTURES OF WHERE THIS IS IN RELATION TO THE REST OF FORT FREMONT.

AND IT'S UM, I JUST MISS WHO WILL BE SPEAKING TO THIS AT THIS TIME.

THEY MISS MISS IMAGINE, WANT TO SPEAK TO IT? OKAY, GO AHEAD, MR. GOOD AFTERNOON COUNCIL.

UM, I WAS APPROACHED BY THE FRIENDS OF FORT FREMONT TO, UM, CONCLUDE A BATTERY FOR DANCE, WHICH IS THE SMALLER OF THE TWO STRUCTURES, UM, HISTORIC STRUCTURES THAT ARE ON THE SITE, UH, ONTO THE NATIONAL REGISTER OF HISTORIC PLACES OF WHICH BATTERY JUST UP THE LARGER STRUCTURE IS ALREADY DESIGNATED.

SO, UM, BATTERY JESSUP WAS NOMINATED IN 1988 AND THEN DETERMINED, ELIGIBLE BY THE DEPARTMENT OF INTERIOR IN 89.

AND FOR WHATEVER REASON, IT WASN'T LISTED EXACTLY UNTIL 2010, PROBABLY BECAUSE IT WAS UNDER PRIVATE HANDS AT THE TIME UNTIL, UM, THE COUNTY PURCHASED PROPERTY BATTERY

FOR ANNOUNCE WAS NOT PART OF THAT ORIGINAL NOMINATION BECAUSE AT THE TIME, AS I SAID, IT WAS IN PRIVATE HANDS AND THERE WAS ACTUALLY A HOUSE THAT WAS BUILT ON TOP OF THE BATTERY.

AND SO THE DEPARTMENT OF INTERIOR, UM, SHIPPO FOLKS, UM, THE SAID IT WAS NOT ELIGIBLE.

IT WAS NOT APPLICABLE SINCE THAT TIME, THE HOUSE WAS BURNED DOWN.

UM, THE DEBRIS FROM THE HOUSE HAS ALL BEEN REMOVED.

THERE ARE JUST A FEW REMANENT BRICKS THAT WERE CONCRETED INTO THE STRUCTURE.

UM, BUT IT IS NOW CONSIDERED ELIGIBLE BY SHIPPO AND THE FRIENDS WOULD LIKE TO INCLUDE IT.

UM, SO THAT THE FULL BATTERY IS UNDER THAT, UM, LEVEL OF FEDERAL PROTECTION.

SO THIS, UH, AGENDA ITEM, UM, IS JUST THE NOMINATION FORM THAT WE WOULD LIKE TO SUBMIT TO, UM, THE DEPARTMENT OF INTERIOR AND, UH, AMENDING THE ORIGINAL NOMINATION FORM WITH THAT, UM, FIRST CONTINUATION SHEET AND THEN THE FOLLOWING PICTURES.

UH, ON THE OTHER HALF OF THE PROPERTY WHERE WE'RE ACTUALLY BUILDING THE INTERPRETIVE CENTER, UH, WE DID HAVE TO GO THROUGH ADDITIONAL HOOPS AND HURDLES, UM, WITH GETTING ARCHEOLOGY SURVEYS AND WHATNOT, BUT WE'VE GONE THROUGH ALL THAT AND THERE ARE NO ADDITIONAL, UM, LIKE PARK OR RECREATION STRUCTURES TO BE ADDED TO THE PROPERTY.

SO I DID NOT OPPOSE THE NOMINATION.

THIS IS A RESOLUTION AMENDING OUR 2019 DASH 49 FOR PUBLIC ACCESS AND PASSIVE RECREATION PROJECTS SPACE TOO.

MADAM CHAIR, WE ARE PRESENTING A REQUEST AT THIS TIME TO AMEND THAT RESOLUTION.

THE MODELING PROPERTY IS A PIECE OF PROPERTY THAT WE JOINTLY ON WITH THE PORT ROYAL SOUND FOUNDATION AND SETS ADJACENT TO PROPERTY THAT THEY ON A BEHIND A BOAT LANDING AND PROPERTY.

THEY OWN FRONTING A HIGHWAY ONE 70, UH, WHENEVER YOU AUTHORIZED RESOLUTION 20 1949, WE HAD PLACED IN THERE THAT WE WOULD SPEND A MILLION DOLLARS TO DEVELOP A PASSIVE PARK ON THAT PROPERTY, BUT DUE TO THE F ONE OF THE IMPROVEMENTS NECESSARY FOR THE OT RIVER PARK, ADJACENT TO PEPPER HALL GRAVES, AS A RESULT OF THE RESA APPROVAL OF THE DEVELOPMENT AGREEMENT, THERE WERE BRINGING THIS RESOLUTION BEFORE YOU ALL AN AMENDMENT TO THE RESOLUTION TO TRANSFER THE MILLION DOLLARS THAT WE WERE GOING TO SPEND THAT MODEL, UH, TO

THE SOUTH OF THE BROAD AREA TO SPAN AND CONSTRUCTION OF THE PARK IMPROVEMENT, SET PEPPER HALL, UH, AT THE OTT RIVER PARK.

AND THEN I THINK ROBERT WAS GOING TO CONTRIBUTE, UH, 50,000.

SO IT SEEMS TO BE THE NUMBER OUGHT TO BE 1.15 RATHER THAN ONE.

IT'S JUST THAT IN ORDER FOR US TO SECURE THE MILLION DOLLARS, WE'LL, WE'LL HAVE TO FIND THE ONE, THE $150,000 SOMEWHERE ELSE.

I AM BRINGING THAT TO A LATER DATE OR A TRANSFER MONEY FROM ANOTHER PROJECT ON THIS LIST TO DO THAT NOW.

BUT WE WANTED TO GO AHEAD AND TAKE CARE OF THE MILLION DOLLAR REALLOCATION BECAUSE WE HAVE SPENT MONEY.

WE HAVE DONE CRYSTAL LAKE AND JIM POINT PARK IMPROVEMENTS IN THE NORTHERN PART OF THE COUNTY HERE.

SO WE WERE JUST THINKING THAT SAYS THERE WAS SOME CONCERN ABOUT US MOVING AHEAD, SO QUICKLY REMODELING THAT THERE SHOULD BE A GOOD OPPORTUNITY FOR US TO TRANSFER THE MODELING PORTION IN THIS RESOLUTION DOWN TO PEPPER HALL, UH, TO TAKE CARE OF THAT MILLION.

SO I DO UNDERSTAND IT, IT SOUNDS LIKE MAYBE IT'D BE 1.05, BUT THAT'S PROBABLY TRAVELING OVER TO THE ROUNDING, BUT IN ANY EVENT, UM, UH, MADAM CHAIR, IF WE HAVE TIME, IT MIGHT BE USEFUL, UM, TO GET ERIC SENSE OF WHAT NOT EXACTLY WHAT IT LOOKS LIKE, BUT ROUGHLY WHAT THE SCHEDULE LOOKS LIKE MOVING FORWARD ON THAT DESIGN AND WHERE WE ARE ON THAT.

THAT'S A GOOD SUGGESTION.

COULD MR. GREENWOOD, WELL, WE'LL, WE'LL IMMEDIATELY START DISCUSSION WITH MR. GRAVES REGARDING PARK PLANNING AND THE POTENTIAL IMPROVEMENTS TO THE PROPERTY.

WE HAVE VISION LIMITED AMOUNTS OF STRUCTURES ON THE PROPERTY TRAIL CONSTRUCTION AND THINGS LIKE THAT.

AND IT WOULD BE IDEAL IF WE CAN DO THE PLANNING AND HOW ALL OF THAT APPROVED BY COUNCIL BEFORE SUBSTANTIAL AMOUNT OF INFRASTRUCTURE WORK STARTS ON THE PEPPER HALL PROPERTY SO THAT WE CAN HOPEFULLY GET SOME COST BENEFIT BY HAVING THE SAME WORK DONE AT THE SAME TIME ON BOTH PEPPER HALL AND, UH, THE OTA RIVER PARK, SUCH AS, WOW, THE PAVERS ARE OUT THERE PAVING THE ROAD.

IT WOULD BE IDEAL TO HAVE THEM GO AHEAD AND PAVE SOME OF THE TRAILS AND THINGS LIKE THAT.

AND WE'RE GOING TO DO AND BUILD PARKING LOTS AND THINGS LIKE THAT.

SO HOPEFULLY WE CAN WRAP THAT UP, DO PLANNING OVER THE NEXT THREE OR FOUR MONTHS, AND THEN WE MOVE INTO THE CONSTRUCTION PHASE.

UH, WE ARE IN THE PROCESS OF UPDATING OUR COMPREHENSIVE PLAN.

THIS IS SOMETHING THAT WE'RE REQUIRED TO DO.

UM, BASICALLY A STATE STATUTE SAYS WE'RE REQUIRED TO REWRITE THE PLAN EVERY 10 YEARS AND REASONS FIVE.

AND SO WE'RE AT THAT 10 YEAR MARK, OUR CURRENT PLAN WAS ADOPTED IN, IN DECEMBER, UH, 2011 AND WE CHOSE, UH, LAST FALL.

WE CHOSE THE FIRM DESIGN WORKSHOP, UH, TO DO THIS WORK FOR US.

UH, WE'VE BEEN WORKING DILIGENTLY WITH THEM.

UH, WE WERE DEFINITELY THROWN A CURVE BALL IN MARCH.

WE HAD OUR FIRST ROUND OF MEETINGS AND THEY WERE WELL ATTENDED AND WE GOT A LOT OF GOOD COMMENTS FROM THE PUBLIC AND THEN, UH, COVID-19 HEADS.

AND SO IT'S BEEN A LITTLE BIT MORE OF A CHALLENGE TO DO A TYPICAL CONFERENCE PLAN.

WE'VE BEEN WORKING VERY CLOSELY WITH THEM ON THE BACKGROUND PORTION OF THE PLAN.

AND THEN WE HELD TWO DIFFERENT WORKSHOPS, ONE DEALING WITH THE, UM, THE GREEN PRINTS AND THE LAND PRESERVATION ISSUES IN GENERAL.

AND THEN WE HAD ONE DEDICATED TO GROWTH MANAGEMENT AND ECONOMIC DEVELOPMENT.

UM, AND SO I, I DON'T KNOW IF OUR CONSULTANT HAS JOINED YET ON THE LIST AS AN AS MUTED FOR ANNA.

I WORK WITH A FIRM CALLED DESIGN WORKSHOP, I GUESS ROB MENTIONED ALL THAT WE'VE BEEN WORKING ON THE COUNTY'S COMPREHENSIVE PLAN AND THREE PRINT PLAN, AS WELL AS PORT ROYAL'S COMPREHENSIVE PLAN HERE'S WHO'S BEEN WORKING ON IT.

KURT CULBERSON HAS BEEN THE PRINCIPAL IN CHARGE.

I'VE BEEN MANAGING THE PROJECT WITH ROB WE'VE HAD THAT HAD A GREAT TEAM, A LOT OF PASSION.

THEY GET INTO WHAT'S GOING ON THERE AND BE FOR COUNTY TO GET THIS PLAN PULLED TOGETHER.

WE'VE BEEN WORKING ON IT, UH, SINCE SORT OF JANUARY, FEBRUARY, I'M SORRY.

AND WITH A LOT OF INITIAL RESEARCH AND ANALYSIS WHERE WE WERE GATHERING UP AND CREATING A PRETTY AMAZING GIA G I S DATA BASE THAT CAME FROM NOT ONLY THE HARD WORK THE COUNTY'S ALREADY DONE, BUT YOU KNOW, SOME, SOME INTEREST STUDENTS THAT HAD ENVIRONMENTAL INFORMATION, NO, AND OTHERS THAN WE'VE BEEN CONSOLIDATING THIS REALLY ROBUST GIS DATABASE IN ORDER TO INFORM THE GREEN PRINT PLAN.

WELL, AS THEN THE COMPREHENSIVE PLAN, WE HAD SEVERAL STAKEHOLDER MEETINGS AT THE BEGINNING, UM, YOU KNOW, VARIOUS TYPES OF INTEREST GROUPS OR PEOPLE THAT WOULD EDUCATE US ON THINGS THAT WERE HAPPENING THAT AFFECTS THE COMPREHENSIVE PLAN IN MARCH.

IT WAS PRETTY RIGHT BEFORE THE LOCKDOWN OF, I THINK ABOUT IT.

WE HAD A WORKSHOP TO WORKSHOP DOWN THERE AND BE FOR COUNTY WHERE WE WORKED ON VISION AND PRINCIPLES WITH THE COMMUNITY MEMBERS THAT SHOWED UP AND THEN PUT THAT WORK UP ON A, UM, UH, A PROJECT WEBSITE THAT WE CREATED IN AUGUST.

WE HAD TWO WORKSHOPS AROUND THE GREEN PRINT PLAN THAT TALKS ABOUT PRIORITIES RELATED TO ENVIRONMENTAL SYSTEMS AND PLACES LIKE THE SPACE AND THE TOOLS THAT MIGHT AFFECT CONSERVATION LAND CONSERVATION.

AND THEN ON SEPTEMBER 17TH, WE HAD A WORKSHOP ASSOCIATED WITH GROWTH AND ECONOMY, AND ALL OF THOSE WORKSHOPS ARE STILL UP ON THE WEBSITE@WWWDOTENVISIONVIEWFORCOUNTY.COM

AND PEOPLE ARE STILL, UM, TAKING THE SURVEYS AND READING THE INFORMATION.

AND WE'VE BEEN WORKING REALLY HARD WITH THE COUNTY TO PUSH THIS, THE SURVEYS AND THESE WORKSHOPS, AS, YOU KNOW, AS FAR AS WE CAN, THE OUT INTO THE COUNTY, WE GOT 900 OR SO GREEN PRINT RESPONSES TO THE SURVEY, WHICH WE FELT REALLY GOOD ABOUT, AND WE'RE STILL HAMMERING AWAY AT, UM, AND FOLKS GET INTO THE GROWTH.

UM, WE HAVE THIS TOGETHER, OR, UM, OCTOBER 27TH, 28TH AND 29TH, WE WILL HAVE A IN-PERSON OPEN HOUSE TYPE OF WORKSHOP WHERE, UH, WE WILL HAVE BOARDS ON THE WALLS, SOME INTERACTIVE THINGS THAT ARE, WILL BE PROJECTED, AND WE WILL HAVE PEOPLE MANNING IT SUCH AS MYSELF TO BE ABLE TO EXPLAIN THINGS THE DISTANCE OF COURSE, BUT PEOPLE CAN COME, UH, OVER A FEW HOUR PERIODS AT THEIR LEISURE AND FEELING OF SAFETY AND MINGLE AROUND.

AND, AND, AND LOOK AT THE, YOU KNOW, THE PLAN IS IT'S EVOLVING AND OFFER US FEEDBACK BACK, UM, WITH THE GAME DOTS OR COMMENT CARDS OR THINGS LIKE THAT.

AND THEN WE WILL TAKE THAT INFORMATION AND BRING IT UP TO THE WEB AS WELL AND, AND PROMOTE PEOPLE, UH, INTERACTING WITH THAT MATERIAL, UH, TOO.

SO ALL OF THAT IS GOING TO BE FUNNELING INTO THE COMPREHENSIVE PLAN AND THE BEAVER COUNTY GREEN SPRINT PLAN.

AND I CAN SHARE THE, UM, SCHEDULE FOR THAT YEAR TOWARDS THE END.

THEY MENTIONED, WE WE'VE, AGAIN, TALKING ABOUT PRIORITIES AND FOR ECONOMIC DEVELOPMENT LAND USE AND FUTURE GROWTH.

THESE WERE IN PERSON MEETINGS IN ONE IN THE NORTH PORTION OF THE COUNTY.

AND ONE IN THE SOUTHERN PORTION OF THE COUNTY.

UH, THE FEEDBACK WE GOT WERE THAT PARTICIPANTS WERE MOST SATISFIED WITH PARKS AND PARK MAINTENANCE, ACCESS TO NATURE, FEELING OF SAFETY, FEELING OF COMMUNITY.

IT REALLY SATISFIED WITH SPRAWL HOUSING, AFFORDABILITY, EMPLOYMENT, AND TRANSIT.

I MEAN, TRAFFIC AND TRANSPORTATION OPTIONS IN TERMS OF THE COUNTY'S LAND USE AND ECONOMIC DEVELOPMENT, THEY TALKED ABOUT PRIORITY LAND USE SHOULD, SHOULD BE LOW DENSITY, RESIDENTIAL AND PARKS, CONSERVATION BASED AND FOCUSED ON AFFORDABLE HOUSING AT THE MOMENT.

THIS IS INTERESTING WHEN YOU LOOK AT LOW DENSITY, AFFORDABLE HOUSING AND THEN PRIORITY DID ECONOMIC DEVELOPMENT PLANNING AND POLICY SHOULD BE MORE JOB TRAINING, REGIONAL COOPERATION, SUPPORTING ENTREPRENEURSHIP AND EXPANDING OUTDOOR RECREATION TOURISM.

IN TERMS OF FUTURE GROWTH IN MARCH, PEOPLE TALKED ABOUT BALANCE WITH ENVIRONMENTAL PRESERVATION, FOCUSED ON PRESERVING WHAT YOU HAVE ALREADY AND BETTER HANDLED WITH POLICIES AND PLANS.

CRITICAL CONCERNS WERE HOUSING AFFORDABILITY.

AGAIN, INCREASED TRAFFIC, PROTECTING THE NATURAL ENVIRONMENT, FLOODING AND STORMWATER MANAGEMENT, AND MOST IMPORTANT IN MANAGING GROWTH ARE ENVIRONMENTAL PROTECTION PRESERVATION OF CHARACTER AND LIMITING GROWTH.

WE THEN HAD A WORKSHOP, UH, OVER THE GREEN PRINT PLAN, WHERE WE SHARED WITH THEM THE EXTENT OF OUR ENVIRONMENTAL MAPPING AND GOT INTO THAT DISCUSSIONS ABOUT PRIORITIES, THE TYPES OF ENVIRONMENTS THAT SHOULD BE PRIORITIZED, THE PLACES, UH, YOU KNOW, THE AREAS THAT SHOULD BE PRIORITIZED.

UM, ANYWAY, THE TOP FIVE WERE WATER QUALITY, CRITICAL HABITAT, FLOOD, PLAIN OPEN SPACE AND TRAILS AND SCENIC, AND THE TOP TWO CHOICES FOR AREAS OF PORT ROYAL SOUND AND THE SEA ISLANDS.

AND WE'VE SINCE GOT ALL 20 OR SO, UH, PAPER SURVEYS SENT, UM, CAUSE, UM, UH, UH, AS AN EFFORT TO TRY TO REACH MORE PEOPLE, WE PRINTED OFF A BUNCH OF PAPERWORK AND THESE, THESE SEEM TO FIT WITH WHAT WE'RE GETTING OUT OF THOSE AS WELL.

SO THESE SEEM TO BE THE ONES THAT ARE SITTING UP TOP THAT PEOPLE ARE MOST CONCERNED ABOUT WITHIN THE GREEN CRAMP PLAN AND THE NATURAL RESOURCES PLAN.

WHEN WE TALKED ABOUT WITHIN THE GREEN PRINT PLAN, YOU KNOW, NO DEVELOPMENT, LIMITING DEVELOPMENT OR ALLOWING FULL ON DEVELOPMENT WITHIN SOME OF THESE DIFFERENT ENVIRONMENTAL SPACES.

UM, WE GOT WITHIN THE A HUNDRED YEAR FLOOD, PLAIN, NO DEVELOPMENT OR LIMITED DEVELOPMENT AREAS PROJECTED BY TO BE IMPACTED BY SEA LEVEL RISE IS MOSTLY NO DEVELOPMENT AREAS WHERE IT WOULD IMPACT OPEN SPACE AND TRAILS, MOSTLY LIMITED DEVELOPMENT AREAS WHERE IT WOULD DEGRADE RURAL CHARACTER, MOSTLY LIMITED DEVELOPMENT.

UM, AND WE'VE, YOU KNOW, THESE SURVEYS HAVE MORE INFORMATION THAT WILL THEN ENABLE US TO DO SOME PRIORITY MAPPING THAT WILL HELP TO CREATE A TOOL THAT BOTH THE PLANNING FOLKS AT THE COUNTY CAN LOOK AND SEE

WHERE THE CRITICAL ENVIRONMENTAL AREAS ARE OVERLAPPING, UH, BASED ON COMMUNITY PRIORITIES AND, AND MAPPING, RIGHT? SO THERE'LL BE A VISUAL TOOL TO, UH, TO BE ABLE TO JUDGE THE PLACEMENT OF NEW DEVELOPMENT AGAINST ENVIRONMENTAL CRITICAL ENVIRONMENTAL SYSTEMS AND PRIORITIES.

AND THEN, YOU KNOW, THE, THE PRIORITY MAP AND CAN ALSO BE USED TO FOCUS CONSERVATION EFFORTS, WHETHER THAT BE POLICIES OR PURCHASE OR CONSERVATION EASEMENTS, OR, UM, ANY OF SEVERAL TOOLS THAT CAN BE USED.

WE THEN HAD A GROWTH MANAGEMENT AND ECONOMIC DEVELOPMENT WORKSHOP, UM, ON SEPTEMBER 17TH.

AND WE LAUNCHED ANOTHER SURVEY FOR THAT.

UH, WHAT WE'RE HEARING THERE IS IN TERMS OF PROTECTING IMPORTANT LAND, THEY WERE EVENLY DIVIDED ON, OH, I'M SORRY, THIS ACTUALLY SHOULD HAVE GONE IN THE GREEN CREDITS, BUT THERE WAS A EVEN SPLIT REALLY BETWEEN THE COUNTY PURCHASING LAND VERSUS THE EMPHASIS ON USING ZONING AND ORDINANCES TO LIMIT DEVELOPMENT AND WHAT THIS AND 50% OF PROTESTS SAID YESTERDAY THAT THE GREEN PRINT PLAN SHOULD ALSO INFORM GROWTH MANAGEMENT PLANNING ON THIS QUESTION OVER HERE ON PROTECT ON THE EMPHASIS ON COUNTY PURCHASING OR USING ZONING OR OTHER ORDINANCES TO ACCOMPLISH CONSERVATION GOALS.

WHAT YOU'RE NOT SEEING IS THE MIDDLE BAR SAID, I DON'T REALLY CARE, DO WHATEVER IT TAKES, RIGHT? SO THERE ISN'T WASN'T NECESSARILY A, YOU KNOW, I MEAN, THERE WAS AN ANSWER IN THE MIDDLE THERE THAT, UH, NEEDS TO BE LOOKED AT IN ADDITION TO PURCHASING VERSUS PRIVATE, UH, OWNERSHIP AND MANAGEMENT OF, OF, OF, UH, OPEN STATE.

AND GENERALLY THAT'S THE LOW LANDS THAT ARE SUBJECT TO FLOODING, UM, CONSERVATION BASED VOTING FOR ENVIRONMENTALLY CRITICAL AREAS, MORE GROWTH THROUGH BOUNDARIES, AROUND POPULATION CLUSTERS AND MORE AND LARGER PURCHASES OF OPEN SPACE AND PLACES THAT SHOULD PROMOTE ACCOMMODATING GROWTH OR WITHIN THE UNDEVELOPED, LOTS OF EXISTING SUBDIVISIONS AND UDS WITHIN THE MUNICIPALITIES USING, UM, BOTH OF THE COUNTY AND THE MUNICIPALITIES USING INFIELD DEVELOPMENT TECHNIQUES.

AND THEN THERE'S A RECOGNITION THAT GROWTH IS HEADING, UH, YOU KNOW, TOWARDS JASPER COUNTY.

AND GIVEN THAT A LOT OF ACCOUNTS, THE BUFORD COUNTY HAS BEEN DETERMINED ALREADY THROUGH ZONING OR, YOU KNOW, LAND USE PLANS OR JOINT PLANS WITH THE MILITARY AND THOSE SORTS OF THINGS THAT GROWTH WILL PROBABLY LOGICALLY BE PROMOTED.

UM, NEXT DOOR TO YOU.

WE ARE, UH, REALLY HUSTLING NOW TO PULL ALL OF THIS TOGETHER.

UM, THE GREEN PRINT PLAN TIMELINE IS AHEAD OF THE COMPREHENSIVE TIME PLAN TIMELINE, JUST BECAUSE THIS INFORMATION WILL END UP FOLDING INTO THE NATURAL RESOURCES SECTION.

UH, BUT WE PLAN ON GETTING A DRAFT DOCUMENT TO THE BOARD AT THE BEGINNING OF NOVEMBER ON THAT.

SO WE'RE WORKING REALLY HARD RIGHT NOW ON THE PRIORITY MAPPING AND NARRATIVES OF STRATEGIES.

AND THEN IT'S IN A DRAFT FOR REVIEW AROUND THE DECEMBER, SECOND TIMEFRAME, GETTING COMMENTS BACK FROM PLANNING COMMISSION AND THE COUNTY, UM, DECEMBER 18TH OR SO.

AND THEN WE WILL TURN THAT BACK AROUND TO GET IT TO THE PLANNING COMMISSION ON JANUARY THE 15TH, THEN JUST PENDING REVIEW OF ALL THAT HOPING TO GET ADOPTION SOON AFTER OF THAT'S IT.

IT'S IN REFERENCE TO AGENDA ITEM NUMBER EIGHT, UH, NATURAL RESOURCE COMMITTEE MEMBERS.

THANK YOU FOR THE OPPORTUNITY TO COMMENT ON BEHALF OF THE COASTAL CONSERVATION, REGARDING THE CONSIDERATION FOR THE RURAL AND CRITICAL LANDS PRESERVATION PROGRAM, CONTRACT BUFORD COUNTIES, RURAL AND CRITICAL LANDS PROGRAM HAS BEEN A SOURCE OF PRIDE AS INCREDIBLY IMPORTANT AND THRIVING THE LAND PRESERVATION PROGRAM.

THIS IS EVIDENCED BY THE COUNTY TAXPAYER CONSISTENT SUPPORT FOR AND REPEATED FUNDING OF THE PROGRAM.

TODAY.

THE RCL PROGRAM HAS BEEN SUCCESSFULLY MANAGED BY NONPROFIT LAND TRUST, WHO KNOW OUR LOCAL LANDSCAPE AND HAVE EXISTING RELATIONSHIPS IN THE COMMUNITY.

WELL, THIS HAS A PROVEN EFFECTIVE WAY TO RUN THE PROGRAM THUS FAR TODAY.

OF COURSE WE'RE NOT CONSIDERING IT TODAY.

YOU WILL BE CONSIDERING A DIFFERENT TYPE OF CONSULTANT TO TAKE OVER THE PROGRAM AND OUT OF STATE FOR PROFIT MITIGATION BANK CALLED RES ENVIRONMENTAL OPERATING COMPANY.

THIS RECOMMENDATION RAISES SERIOUS SIGNIFICANT CONCERNS AND QUESTIONS THAT WE BELIEVE NEED TO BE ADDRESSED BEFORE PROCEEDING WITH A DECISION, WE URGE THE COMMITTEE TO TAKE THE TIME NECESSARY TO GET THE ANSWERS TO QUESTIONS LIKE HOW WILL RES AND LOCAL LAND TRUSTS WORK TOGETHER TO IDENTIFY AND PROTECT LOCAL LANDS? HOW CAN A FOR PROFIT COMPANY LEVERAGE ADDITIONAL FUNDS LIKE GRANTS TO MAKE TAXPAYER DOLLARS GO FURTHER? WHAT ARE YOUR QUALIFICATIONS MANAGING? THE RCL PROGRAM DOES ALREADY HAVE EXPERIENCE RUNNING A TAXPAYER FUNDED LAND PRESERVATION PROGRAM PROVIDED LOCAL TAXPAYERS HAVE INVESTED MILLIONS OF DAUGHTER DOLLARS INTO THE RCL PROGRAM SHAPING OUR COUNTY GROWS AND PROSPERS.

WE URGE THE COMMITTEE TO TAKE TIME, TO GET CLEAR ANSWERS AND UNDERSTAND HOW THE RCL PROGRAM WILL FUNCTION UNDER CONSULTANT OR THEN AN ENTIRELY DIFFERENT BUSINESS MODEL PROCEEDING WITHOUT ANSWERS COULD CREATE UNINTENDED CONSEQUENCES THAT UNDERMINE THE INTEGRITY AND JEOPARDIZE THE CONTINUED SUCCESS OF THE RCL PROGRAM.
