AND WHEREAS IT IS UNACCEPTABLE THAT ONE AND ONE IN FOUR WOMEN AND ONE IN 33 MEN WILL EXPERIENCE DOMESTIC VIOLENCE IN THEIR LIFETIME WHEREAS DOMESTIC VIOLENCE AFFECTS THE ENTIRE FAMILY IN WHICH IT OCCURS AND LEAVES CHILDREN AND LEARNED BEHAVIORS THAT ARE UNHEALTHY AND HARMFUL TO THEIR DEVELOPMENT.

HE WAS A MILITARY VETERAN WHO DESERVES OUR GRATITUDE FOR HIS SERVICE TO THE COUNTRY.

HE RETIRED IN 1997 FROM THE ARMY AS A COMMAND SERGEANT MAJOR AND NOW HE IS RETIRING FROM ANOTHER SEGMENT OF PUBLIC SERVICE. AS OUR LIBRARY DIRECTOR.

SO WE WANT TO EXPRESS OUR GRATITUDE TO HIM FOR HIS YEARS OF SERVICE IN THIS STATE BECAUSE HE WORKED IN OTHER LIBRARY SYSTEMS IN SOUTH CAROLINA BUT PARTICULARLY FOR BEAUFORT COUNTY. IT'S BEEN MY PERSONAL PLEASURE TO WORK WITH RAY FOR THE LAST FIVE YEARS AS A DIRECTOR AND BOY IS AT TIMES LONG AS MISS HOWARD SAID.

HE'S PUT GREAT THINGS INTO OUR LIBRARY SYSTEM. HE JOINED US AT TWO THOUSAND FIFTEEN AND HAS DRIVEN A LOT OF IMPROVEMENTS. EVERYONE CAN SEE HIS BIO ON THE LIBRARY WEBSITE AND YOU KNOW WHAT WE THINK OF HIM? WORKING WITH COUNTY PERSONNEL, RAY HAS UPGRADED OUR FACILITIES, IMPROVED OUR LIBRARY OPERATIONS AND EXPANDED SERVICE TO THE COMMUNITY. HE'S BEEN A TRUE LEADER FOR HIS STAFF ACROSS THE BRANCHES AND LEADING BY EXAMPLE HAS PROVIDED STAFF WITH OPPORTUNITIES TO GROW AND LISTEN TO IMPROVING IDEAS. HE BROUGHT THE BOOKMOBILE OUT OF RETIREMENT FOR WAS GONE FOR LIKE 20 YEARS I GUESS AND THROUGH HIS EFFORTS WE NOW BOOKMOBILE SERVING MANY AREAS OF BEAUFORT COUNTY INCLUDING SUN CITY AND IT'S PROBABLY THE MOST NOTABLE SERVICE THAT DELIGHTS MANY, MANY PEOPLE THAT CAN'T MAKE IT TO A LIBRARY BRANCH.

RAY INCREASED OUR PRINTED DIGITAL CIRCULATIONS. HE'S CAREFULLY MANAGED THE BUDGET AND SUPPORTS HIS STAFF THROUGH TOUGH TIMES DURING THIS PANDEMIC.

HE'S REALLY PRETTY CALM COMPARED TO ME. FOR EXAMPLE, HE REMAINS CALM AND PROVIDES THE COUNTY WITH MEASURE DETAILS, STEPS FOR REOPENING SERVICES AND HE'S ALWAYS THINKING ABOUT THE SAFETY AND SECURITY OF HIS STAFF AND PATRONS.

SO IT LEAVES OUR LIBRARY IN GOOD STEAD FINANCIALLY RESOURCE WISE AND WITH STRONG STAFF COMMITTED TO PROVIDING EXCELLENT SERVICE. I KNOW ALL THE TRUSTEES AND OUR LIAISON ELLIS HOWARD WHO WE'RE PROUD TO HAVE AND ALL OF OUR LIBRARY PATRONS JOIN ME IN WISHING RAY THE BEST IN HIS YEARS BECAUSE HE'S LOOKING FORWARD TO SPENDING TIME IN
