SO WE'RE HAPPY ABOUT THAT.

AND WE FELT IT WAS A GREAT INVESTMENT OF SOME OF THOSE FEDERAL DOLLARS THAT WE GOT AS PART OF THE CARES ACT, UH, SEEMED LIKE A GREAT WAY TO USE A PORTION OF THAT FUND.

SO WE DID SPEND SOME CARETECH MONEY ON SANITIZING, THE TERRIBLE, ALRIGHT, NOW SOME NOTES ON WHAT'S GOING ON WITH THE AIRPORT.

UM, THIS WAS ABOUT THE NICEST WAY I CAN EXPLAIN THIS ONE CONGRESSIONAL LOWS.

UM, IT'S ALMOST THE END OF THE FEDERAL FISCAL YEAR, AS YOU REALIZE IT REALLY ENDS EFFECTIVELY NEXT WEEK BECAUSE OF SOME HOLIDAYS.

UM, AND THINGS LIKE THAT THAT ARE COMING UP IN CONGRESS, WON'T BE IN SESSION THE WHOLE TIME.

UH, SO THEY'VE GOT A COUPLE OF BIG PRIORITIES.

THE TOP PRIORITY IS PASSING A CR AND CONTINUING RESOLUTION SO THAT THE GOVERNMENT WILL REMAIN OPEN.

UH, AND THEN RIGHT BEHIND THAT IS DOING SOMETHING, SOME TYPE OF A CARE JACK TYPE RELIEF BILL, UH, BETWEEN THE, UH, THE TWO BRANCHES OF CONGRESS, WHICH ARE NOT MAKING ANY PROGRESS AT THE MOMENT.

THERE'S NOT ONLY DISAGREEMENT AMONG THE PARTIES THAT ARE BETWEEN THE TWO PARTIES, BUT ALSO IN EACH PARTY THERE'S DISAGREEMENT.

SO, UM, IT IT'S REALLY BECOMING, UH, A BIT OF A CRISIS UP THERE IN DC.

UH, AS YOU CAN IMAGINE, THERE IS RELIEF IT'S NEEDED ON A LOT OF DIFFERENT FRONTS, BUT CERTAINLY IF YOU LOOK AT THE TRAVEL INDUSTRY AND YOU WATCHED, LET'S SAY NUMBERS, THE TSA NUMBERS GO FROM A HIGH POINT ON THE WEEKEND WHERE THEY'RE DOWN ABOUT DOWN ABOUT 60% OF LAST YEAR, DO LOW POINTS DURING THE WEEK WHEN THEY'RE DOWN 75% OF LAST YEAR.

SO IT DOESN'T TAKE A MATH MAJOR TO FIGURE OUT THAT THAT CAN LAST FOR TOO LONG.

SO, UM, A SUGGESTION THAT THE, MAYBE THE CHAIRMAN CAN LOOK INTO FORCE IS I DID I'VE DRAFTED LETTERS TO CONGRESS THAT I HAVE SAID, UM, AND MAYBE WHAT WE CAN DO IS I CAN, UH, MAYBE SEND ONE OF THOSE OVER TO THE CHAIRMAN AND THEN GET EACH ONE OF THE BOARD MEMBERS TO, UH, FIX THEIR SIGNATURE TO THAT, AND THEN GET THAT SET UP TO OUR REPRESENTATIVES IN DC, BECAUSE THEY NEED TO KNOW THAT AIRPORTS STILL NEED THE SUPPORT.

SO HOWARD AND I CAN CONNECT ON THAT AFTER THE MEETING, PERHAPS.

I SPENT A FEW AFTERNOONS ON SOME AAA ECOURSES AAA, THE AMERICAN ASSOCIATION OF AIRPORT EXECUTIVES, AND THAT'S KIND OF OUR INDUSTRY ORGANIZATION.

AND FROM TIME TO TIME, THEY'VE GOT TRAINING OPPORTUNITIES OUT THERE.

AND THIS WAS A REAL GOOD ONE THAT I TOOK OVER, UH, THREE AFTERNOONS A COUPLE OF WEEKS AGO.

AND IT HAS TO DO WITH COMPLIANCE DOCUMENTS AND GOOD AND BAD.

IT WAS GOOD BECAUSE GREAT INFORMATION, A LITTLE BIT HUMBLING BECAUSE IT SHOWED US THAT WE'VE GOT A LOT OF WORK TO DO AS FAR AS GETTING OUR COMPLIANCE DOCUMENTS IN LINE.

SO ANOTHER GREAT REASON TO HAVE PAUL ON BOARD AND STEVE ON BOARD, BECAUSE THEY CAN TAKE UP SOME OF THE, UH, THE DAY TO DAY ACTIVITY THAT I WAS WORKING ON AND I CAN GET TO WORK ON SOME OF THESE, UM, YOU KNOW, HIGHER LEVEL COMPLIANCE TYPE THINGS.

AND THESE COMPLIANCE DOCUMENTS ARE ALL DIRECTLY TIED INTO OUR BRAND INSURANCES SPONSOR ASSURANCES.

AND SO WE'LL HAVE FURTHER MEETINGS IN THE FUTURE AS WE TRY TO BUILD A MEMBERSHIP THERE.

UM, AND, AND ALSO REALLY TYING THE AIRPORT INTO THE, UH, TIGHTER INTO THE BUSINESS COMMUNITY OF, OF BUFORD, SO RIGHT.

RELATIONSHIP THERE.

AND I THINK I MIGHT HAVE THEM CONVINCED TO, UH, TO COME ON BOARD.

SO STANDBY FOR THAT ONE HOUR THAT MAY BECOME WHEN YOU'RE WEIGHING ALL RIGHT, ADJACENT LAND USE ITEMS. THIS, UM, I'VE DONE A LOT OF SPEAKING ABOUT BACK AND FORTH ABOUT THIS COUPLE OF WEEKS.

SO, UM, THERE'S A COUPLE OF, OF EXAMPLES RIGHT NOW THAT ARE VERY CLOSE TO THE AIRPORT.

THERE ARE TWO SPECIFIC PROJECTS AND I'M WORKING ON AND TRYING TO COORDINATE WITH THE FAA.

UM, W ONE IS LOCATED IN THE, UH, THE RUNWAY PROTECTION ZONE, BUT AT THE SOUTH END.

SO I'LL BE WORKING ON THAT WITH THE FAA AND WITH THE TOWN.

UM, AND IT MAY NOT BE ANYTHING WE CAN DO ABOUT SOME OF THESE, BUT WE HAVE TO AT LEAST LET FOLKS KNOW THAT WE ARE INVOLVED AND THAT WE UNDERSTAND WHAT OUR OBLIGATIONS ARE AS FAR AS, UM, INFORMING PEOPLE AND MAINLY THE LOCAL ZONING FOLKS ABOUT WHAT SHOULD AND SHOULD NOT BE VIEWED AND APPROVED IN THE RPZ.

WE DON'T CONTROL EITHER ONE OF OUR RPCS, UM, COMPLETELY.

SO WE HAVE TO RELY ON LOCAL ZONING, UH, TO CONTROL THE, UH, THE INTEREST OF THE AIRPORT.

AND THAT DOESN'T ALWAYS HAPPEN.

I WOULD SAY IT'S PROBABLY VERY INFREQUENT THAT THE, UH, THE LOCAL JURISDICTION REALLY, REALLY UNDERSTANDS WHAT CAN AND CAN'T HAPPEN IN AN RPZ.

SO, UM, WE ARE NOT IN A, IN AN UNFAMILIAR SITUATION OR AN UNCOMMON SITUATION, BUT WE'VE GOT SOME WORK TO DO THERE.

AND THEN THE SECOND ONE, EVERYBODY PROBABLY KNOWS ABOUT THIS, I WOULD IMAGINE, BUT IT'S THE ARBOR NATURE, UH, PROPOSAL TOO.

UM, BUT AS A TRANSFER STATION.

SO THE WAY THAT I UNDERSTAND THAT TRANSFER STATION TO BE PROPOSED TO OPERATE IS IT, IF DEBRIS GETS DROPPED OFF WITHIN SEVEN DAYS, THEN THAT DEBRIS IS PICKED UP AND, AND OTHER TRUCKS AND MOVED OFF THE ISLAND.

SO JUST VERY, VERY LONG STORY SHORT, THE PREMISE BEHIND THE NEED FOR A TRANSFER STATION IS THAT INSTEAD OF HAVING MULTIPLE SPOTS, ALL TRUCKS TAKE THE BRIE OFF THE ISLAND, THEY BRING IT TO A STATION LIKE THE ONE THAT'S PROPOSED AND WHEN THERE'S ENOUGH GATHERED, AND ONE LARGER TRUCK TAKES THAT DEBRIS OFF THE ISLAND.

SO INSTEAD OF HAVING SIX, SEVEN, EIGHT TRUCKS GO OFF THE ISLAND, YET ONE TRUCK OFF THE ISLAND, A COUPLE OF TIMES A WEEK.

AND INSTEAD OF, YOU KNOW, SEVERAL TIMES A DAY, OR WHAT HAVE YOU, I DON'T KNOW WHAT THOSE EXACT NUMBERS AND FREQUENCIES ARE.

SO DON'T QUOTE ME ON THAT, BUT THAT'S THE BASIC PREMISE OF THE TRANSFER STATION.

UM, BUT THE USE THAT'S OF CONCERN TO US IS THAT, UM, THAT, THAT TEMPORARY STORAGE, SO TO SPEAK OF ANIMAL CARCASSES IS IT IS THE UNAPPROVED USE IN A PLACE LIKE THAT.

AND THAT'S A HUGE CONCERN TO US BECAUSE

ANIMAL CARCASS, WHETHER THEY'RE, YOU KNOW, PARTIALLY WE'LL BE BURIED IN LONDON OVER AND THINGS LIKE THAT, NO MATTER WHAT, UM, YOU KNOW, WILDLIFE I'VE TENDED TO BE ATTRACTED TO THAT.

AND I DON'T THINK THERE'S A GOOD WAY TO HIDE THAT.

SO THAT'S A HUGE CONCERN FOR US BECAUSE TYPICALLY THAT WILDLIFE IS GOING TO BE A TON OF WINGS, AND THAT DOES NOT MIX WELL WITH OUR WINGS, THE AIRFIELD.

SO THE FAA, UH, THERE, YOU KNOW, FOLKS AND I HAVE BEEN SPEAKING AND THEIR COMPLIANCE FOLKS, AND I'VE BEEN SPEAKING.

AND, UM, THE WAY WE'VE HANDLED THAT SO FAR IS I GENERATED A LETTER FROM, FROM THE AIRPORT SIDE.

AND I SENT THAT TO HOWARD.

AND I THINK THAT I GOT AROUND TO THE BOARD MEMBERS ALSO, I SHARED IT WITH, WITH MY BOSSES AND THE ADMINISTRATION.

SO THEY UNDERSTOOD THAT I WAS SPEAKING ON BEHALF OF THE COUNTY AND I SENT A LETTER TO D HECK EXPLAINING OUR CONCERNS.

THAT'S A STATE AGENCY, STATE, SOUTH CAROLINA DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL.

SO I SIGNED A LETTER TO THEM EXPLAINING WHY IT'S A CONCERN TO THE AIRPORT THAT CERTAINLY THAT SPECIFIC ALLOWED USE.

AND I REQUESTED A CONDITION IF A PERMIT IS GRANTED, I REQUESTED THAT A CONDITIONED BE ADDED TO THAT PERMIT, THAT ABSOLUTELY PROHIBITS ANIMAL CARCASSES FOR BEING AN APPROVED USE OF APPROVED MATERIALS THAT CAN BE PUT INTO THAT TRANSFER SITE.

UM, AND IT LASTS WEEKS.

UH, LET'S SEE, IT WAS A VIRTUAL PUBLIC MEETING THAT I HELD LAST WEEK THAT WAS BRIEFED IN THE OPENING REMARKS BY THE PROGRAM MANAGER THAT HE HAD RECEIVED THAT LETTER FOR ME AT THE AIRPORT WITH THAT CONDITION REQUESTED.

SO IT'S, IT'S OUT THERE, PEOPLE HEARD ABOUT IT.

UM, THAT'S THE PRIMARY CONCERN.

THE SECONDARY CONCERN IS REALLY THE FREQUENCY AND THE OPERATION OF THAT TRANSFER STATION.

SO IF, IF MATERIALS, REGARDLESS OF WHAT TYPE OF MATERIALS ARE STORED THERE FOR AN EXTENDED AMOUNT OF TIME, THEN THAT CAN ALSO BECOME HABITAT FOR YOU NAME.

IT COULD BE SOME TYPE OF RODENT OR SOMETHING LIKE THAT SNAKED.

AND WHEN THOSE GUYS START SCURRYING AROUND WELL, ARE WILLING FRIENDS COME IN AGAIN TO FEED ON THOSE.

AND IT BECOMES A SAFETY ISSUE FOR THE AIRCRAFT.

SO THAT'S A SECONDARY CONCERN BECAUSE IT MAY OR MAY NOT BE ONE.

UM, BUT I DID ALSO NOTE THAT IN THE LETTER THAT IF THERE WERE, IF IT APPEARED THAT THERE WERE ISSUES IN THE INSPECTION THAT D HECK WE'LL WE'LL PROVIDE, THEN, YOU KNOW, WE CERTAINLY EXPECT THAT THE DEVELOPER WOULD IMPLEMENT A WILDLIFE CONTROL PLAN AS IS OUTLINED IN THEIR PERMIT APPLICATION.

SO YOU WANT TO MAKE SURE THAT THESE ITEMS THAT ARE INCLUDED IN THE APPLICATION IF THEY'RE NEEDED TO BE IMPLEMENTED, BUT THEY'RE NOT JUST LEFT ON THE SHELF, THAT THINGS ACTUALLY HAPPEN.

WE HAVE NO IDEA WHERE THAT'S GOING RIGHT NOW.

I THINK JUST ABOUT EVERYBODY ON HILTON HEAD ISLAND IS INVOLVED IN SENDING COMMENTS AND ATTENDING THESE VIRTUAL PUBLIC MEETINGS.

SO THAT TYPICALLY, YOU KNOW, THERE IS A 5% STATE AERONAUTICS CONTRIBUTION AND A 5% AIRPORT'S CONTRIBUTION, BUT THAT IS NOT THE CASE WITH THIS ONE.

SO THE STATE'S VERY EXCITED ABOUT THAT.

AND CERTAINLY WE ARE, THIS PROJECT WILL SAVE US SOMEWHERE IN THE BALLPARK OF $265,000 SINCE IT'S A HUNDRED PERCENT FUNDED, SO EXCELLENT OPPORTUNITY.

AND JUST, UH, MONDAY NIGHT AT COUNTY COUNCIL, WE RECEIVED THE COUNCIL'S APPROVAL TO GO AHEAD AND AWARD THE CONTRACT TO THE CONTRACTOR FOR THAT.

EACH YEAR, SOUTH AVIATION ASSOCIATION DOES, DOES NEED SOME A WEEK TO PROMOTE AVIATION.

AND IT'S IMPORTANT TO, UH, TO THE ECONOMY OF SOUTH CAROLINA.

SO THEY ENCOURAGED ALL EACH OF THE TWO, SOME AIRPORTS AND STATES TO PUT ON SOME KIND OF EVENT DURING THAT WEEK.

AND WE PICKED THE 15TH BECAUSE IT WAS VICTORY OVER JAPAN.

SO WE GOT JOHN RAMBLED AND THE AIRPORT ADVISORY BOARD TO JOIN US IN THE PHYSIATRY.

SO, UM, I, UH, SCHEDULED, YOU KNOW, FRIENDS, WHO'VE GOTTEN THROUGH 11 FLYBYS GULFSTREAM AND ALL DIFFERENT AIRPLANES.

WE WERE ABLE TO STRUCTURE IT WITH THESE STATIC DISPLAY AIRPLANES.

AND THERE'S 10 OF THOSE ALL UNIQUE, SOME HIGH WINKS AND LOAD SOME, UH, GRASS, AIRPLANES, SEA PLANES, TWO SEAT PLANES.

UH, AND WE SHOWED AND DIVERSITY OF, UH, AIRPLANES IN OUR AIRPORT HERE FOR COUNTABLE.
