[1. CALL TO ORDER]
[00:00:06]

MR MCCAIN. MR. ENGLAND. >> MR. FOREST'S HERE.
MR. GLOVER. MR. STERLING IS COMMENCING MR. HILL.
OH, MR. BARKER, DID YOU HEAR ME? I DON'T KNOW.
I BUT THERE'S. MR. WINSLOW, MR. A NEW REPRESENTATIVE JOINING US FROM DISTRICT 4. I HAVEN'T STARTED BUT JENNY KOJAK WHO WAS THE DIRECTOR OF PLANNING SO WHAT OF COUNTRY COUNCIL GOVERNMENT WILL BE REPRESENTING STRICT.
PLEASE RISE FOR THE PLEDGE OF ALLEGIANCE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA. PLAYBOY FOR WHICH IT STANDS ONE NATION UNDER GOD INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL. THANK YOU.
HAVE HAVE RECEIVED GETTING PUBLIC COMMENT TWO AGENDA ITEMS. NO, SIR. YES. GO BY TO CLAY ON A POOL OF
[4. APPROVAL OF MINUTES July 15, 2020 ]
MINTS. WHAT I MEAN IS I'M NOT GOING TO HAVE A VOTE.IS THERE ANY CORRECTIONS OR OBJECTION SOME MEETING MINUTES I SEE.
I HAVE A MOTION FOR APPROVAL HIM TO BE GOOD. I'LL MAKE A MOTION.
>> THANK YOU. AND I KNOW A SECOND THAT I SAW BRIAN SIGHTED THAT ANY GUESS THAT SHOWED UP WILL BEING PICKED UP IN THERE ARE SOME TAPE BEING PEASANTS ARE MEETING
[5A. UPDATE ON DAUFUSKIE ISLAND PERSCRIPTIVE EASEMENT Mr. Steve Hill, District 9 ]
UP FIRST WITH PRESCRIPTIVE EASE. >> BUT WHAT'S THE SUCH KIND OF
CENTRAL WHICH RIBAUT SAFE SCAHILL EMIGRATE. >> THERE YOU ARE.
YEAH. I GUESS THERE WERE ABOUT THREE THREE OUT OF THIS.
THAT'S RIGHT. THEY ALL THREE ITEMS WITH HAD BEEN MISSING FROM DISTRICT 9
THE BEGINNING OF THE YEAR ACTUALLY GOT UP EARLY. >> IT WAS THE.
ONE WAS A GOOD FOR SOMEBODY. WE MADE A ROAD SEVERE ENOUGH JUST KNIVES BUT ABOUT SCENE MONDAY. WHEN YOU SEE THE HAY POINT ROAD AND NOW THIS WAS COMMITTED TO
SPEEDS. >> AND I AM NOT SCARED. NO, THAT IS NOW SCHEDULED
REVIEW. >> THIS SPRING IS GOING OFF FOR BASE AND AVERAGE SERVICE
AGENTS. >> OH WELL I'M NOT SURE IF THAT'S WHAT THE SECOND ITEM WAS. THE PROSPECT ROADS IN WHICH WE WOULD BE GETTING PRESCRIPTIVE THIS WAY ON PROSPECT ROAD CURRENTLY GOES TO A PRIVATE PROPERTY.
[00:05:02]
ON THE PLUS THE ISLANDS AND THIS WAS BEING WORST. THE COUNTY COUNCIL AT THE TIMEWAS COUNTY ATTORNEY PRINCIPAL LACY WITH FAMILY ADS. >> HE IS THE OLDEST MAN HAS MOVED ON. I DISCUSSED SOUNDED PRETTY OFF A COUPLE MONTHS AGO WITH A THOUGHT. THE ISSUE KILLS ME MORE. THOUGH WE'VE NOT HEARD ANYTHING FROM MADISON'S I DO HAVE A CALL IN TO I UNDERSTAND IT BEING HERE.
>> SCANDAL BY UP POPS OBVIOUSLY NOW AND AND I HAVE SPOKEN TO HIM AND I'VE THOUGHT MILITARY
AT YES HE WAS STARTING MY SOUL. >> THE THIRD ISSUE SEEMS TONIGHT.
WAS THE MODIFICATIONS TO THE COUNTY DIRT ROAD PAVING PLAN WHICH YEAR THREE AND YEAR FOUR OF BOTH PROJECTED TO INCLUDE ROADS ON THE FUNKY ISLAND. BUT THE QUESTION WAS THAT IT BE CONSIDERED TOO LONG. ALL THROUGH THIS. THESE ROAD TREATMENTS, BOB, THE EXPECTED HARD SURFACE PAVING THE WAY OF CRUSHED GRAVEL WHICH WOULD BE MORE IN KEEPING WITH THE NATURE OF HUSKY ISLAND ROADS. THOUGH I HAVE NOT HEARD ON ANY FEEDBACK ON THIS THE TO WE'LL BE TALKING WITH HIM NEVER CONCERNING THE RAIN OR DOES IT?
>> JERRY? BUT THOSE ARE ISSUES. TWO OF THOSE ISSUES ARE THINGS WHICH GOING AGAINST BOTH OF YOU. WITH THAT WE TURN IDEAS
>> CAN I IF HE WAS DEFINITELY. THESE ITEMS RIGHT ON THE BRACKET.
THAT DOES RUN SOME NEW ITEMS. BUT JUST THAT POINT SINCE THAT WE CAN TAKE A LOOK AT IT, MAKE SURE WE FOLLOW UP AND MOVE FORWARD ON THERE'S A LOT OF CHANGE OBVIOUSLY THAT YOU GUYS ARE AWARE OF. BUT DEFINITELY SOMETHING THAT WE CAN PUT ON OUR RADAR AND START FOLLOWING UP ON ON OUR NEW YORK'S WHERE THE IDEA OF A BOX GOES A PRECISION PERSON.
>> NOW WE'RE SAYING THERE IS A PRESCRIBED SCHEDULE IN OUR BEAUFORT COUNTY TRANSPORTATION COMMITTEE PLAN OUT ABOUT HOW THAT IS SUPPOSED TO BE PROCESSED.
WE HAVE SEEN THE SLIP BEHIND THAT PROCESS. I ASKED FOR AN EXCEPTION TO THE NORMAL PROCESS SO WE CAN GET THIS TAKEN UP REVIEW AND CONSIDERED AND ON THE SCHEDULE.
>> THIS IS HELPING JERRY A LITTLE BIT WITH A CHAIR. >> IT WAS ON A FLIGHT BETWEEN BOOKS AND ONE TO GO THROUGH LAST YEAR AND HE CAME UP WITH A FIVE YEAR PLAN WHICH WAS BY COUNSEL. SO THE COUNSELORS APPROVED THE FIVE YEAR.
SO THAT WOULD BE SOMETHING WHICH COMING UP THROUGH THAT PROGRAM AND UNFORTUNATELY WHEN
I SPOKE TO MADE IT JUST PASSED AWAY. >> SHE WAS HANDLING AT ONE POINT IN TIME AS WELL. WITH THAT TERM KIND OF PUT THAT ON YOUR LAP AND LET HIM SORT
[5B. BEAUFORT COUNTY ENGINEERING REORGANIZATION Mr. Jared Fralix, Assistant County Administrator - Engineering ]
WANTED TO BE PERFECT IN SAME WAY INTO THE ENGINEERING DEPARTMENT ORGANIZATION JOB.YEAH. YEAH. THANK YOU CHAIRMAN.
AND YOU'RE RIGHT. ABSOLUTELY. THERE HAS BEEN A LOT OF TURNOVER AND CHANGE BUT AND WE FELT THAT BE ADEQUATE TO KIND TOP YOU GUYS THROUGH THIS.
THEY KNOW WHO THE DIFFERENT PLAYERS ARE AND THE RIGHT POINTS OF CONTACT.
GENERAL, WHAT LAST NIGHT? I WAS SERIOUSLY THINKING WE MAY IT SAVES DISTANCE SO THERE IS
AN OPPORTUNITY THERE. >> SO ADAMANT THAT MAKES SOME EFFICIENT TEAMS EXCUSE AND I HAVE TO SAY I'M NOT HEARING THE FEEDBACK OBVIOUSLY FEEDBACK ABOUT IT SINCE I KEEP CHANGING JUST WRITTEN IT. CAN YOU MEET EVERYBODY EXCEPT YOUR.
[00:10:10]
ALL RIGHT. LET'S SEE IF THAT'S A LITTLE BETTER.SOME THE GUYS SO AS I WAS SAYING THERE IS A LOT. THERE IS A FEW VACANT POSITIONS
IN THE LEADERSHIP. >> AND THERE IS NO OPPORTUNITY THERE THAT MISS JACOBS MADE AVAILABLE AS FAR AS TO LINEUPS IN DIFFERENT DEPARTMENTS AND MOVE THINGS AROUND A LITTLE AND
ASSIGN SOME DIFFERENT. >> AS FAR AS THE THEY'RE STILL THE PERIOD MISS JACOBSEN IS INTERIM DEPUTY MAYOR MAYNARD IS ROB BETHEL DO IT PROPERLY FROM THIS IS THE ENGINEER ENGINEERING DO WE HAVE ALL ORGANIZATIONAL CHART SHOWN THIS IS OK?
>> BERNIE CAN TALK THROUGH IT. SO OVERALL MISS JACOBS AND THEN INTERIM DEPUTY ADMINISTRATOR IS ROB BECK. COMMUNITY SERVICES WAS CHANGED AND INTERIM DIRECTOR IS JEFF ATKINSON. PHIL FOOTE IS STILL OVER PUBLIC SAFETY.
AND THEN I AND MYSELF AND DAVE WILL HAVE. I WAS DIRECTOR OF TRAFFIC AND TRANSPORTATION ENGINEERING AND DAVE WAS OVER PUBLIC SAFETY. THERE WE GO.
THANK YOU. DAVE WAS A PUBLIC SAFETY ASKING ME SUSTAINABILITY.
DAVE WILHELM WAS AND BASICALLY HE AND I HAVE TRADED POSITIONS AND WE RETOOLED THIS DEPARTMENT AS ENGINEERING. SO INSTEAD OF SUSTAINABLE THE DEPARTMENT NOW IS ENGINEERING AND DAVE IS TRANSITIONED INTO A POSITION WHERE HE HAS OVER SPECIAL PROJECTS PROJECTS THAT THAT ARE GOING TO NEED SPECIAL ATTENTION. AS WE MOVE FORWARD.
SO THIS IS IN THAT ROLE NOW WHICH IS SOMETHING THAT HE CHOSE TO BE.
SO IT WAS A GOOD OPPORTUNITY TO TRANSITION BOTH FOR DAVE AND MYSELF.
SO NOW UNDER ENGINEERING ON SKIS ME AND FINANCE AND FINANCE IS CURRENTLY INTERIM BY HAYES WILLIAMS WHICH WE HAVE A CFO THAT WE'RE LOOKING TO ON BOARD HERE SHORTLY.
SO STILL FOR ACA POSITIONS AND THEN BRING ME IF YOU CAN. WE'LL DOVE A LITTLE DEEPER INTO ENGINEER AND I'LL TELL YOU WHAT WE HAVE PLANNED IN THEIR ENGINEERING.
SO UNDER ENGINEERING AS PUBLIC WORKS WHICH HAS A SERIES OF DEPARTMENTS UNDERNEATH PUBLIC WORKS ROADS, BRIDGES, STORM WATER, FLEET MAINTENANCE, DISASTER RECOVERY TRAFFIC OPERATIONS WE ACTUALLY BROKE UP I THINK IN TRANSPORTATION. SO THE TRAFFIC OPERATIONS COMPONENT IS THE SIGNAL AND MAINTENANCE COMPONENT SIDE OF TRAFFIC.
SO THEY ARE UNDER PUBLIC WORKS AS WELL AS A MOSQUITO CONTROL. AS FAR AS THE ENGINEERING CAN LANDED UNDER CAPITAL PROJECTS. SO BASICALLY THIS IS EVERYTHING THAT THE COUNTY INVOLVES ON A PROJECT BASIS EITHER VERTICAL CONSTRUCTION OR HORIZONTAL CONSTRUCTION.
AND ANDREW ATHERTON IS LEADING THAT AND ALSO INCLUDED IN THAT IS CAPITAL IMPROVEMENTS COORDINATOR. SO WE'LL BE ALL THE PROJECTS THAT THE COUNTY IS A PART OF.
WE'LL BE RUNNING UNDER AND THROUGH THE CAPITAL IMPROVEMENTS PROJECT COORDINATOR AND IN THE CAPITAL PROJECTS AROUND. ADDITIONALLY, OTHER DEPARTMENTS THAT ARE UNDER ENGINEERING GROUND OUR FACILITIES MANAGEMENT WHICH IS MARK ROSEN NOW SPECIAL PROJECTS WHICH IS DAVE WILHELM HAS MENTIONED AIRPORTS WITH JOHN RAMBLE AND SOLID WAYS WITH CINDY CARTER. AND LASTLY THERE ON THE RIGHT IS VOLUNTEER CORPS.
THIS IS SOMETHING IN CONCEPTION RIGHT NOW THE IDEA THAT WE CAN CREATE A SPACE AND A MISSION TO REALLY MAKE SOME EXPERIENCE ACTIVITIES INSIDE ME FOR COUNTY AND THAT'S THAT'S SOMETHING THAT'S ESTABLISHED JUST NOT FIELD QUITE YET. SO AS FAR AS IT RELATES BACK TO CTC, BRITTANY HAS BEEN THE AG ADMINISTRATION HAD BEEN THE SENIOR ADMINISTRATOR FOR BASICALLY THE ENGINEERING DEPARTMENT BUT NOW SHE IS GOING TO ASSIST ME AS EXECUTIVE ASSISTANT TO THE ENGINEERING AS WELL AS HELP OUT OVER IN CAPITAL PROJECTS AND CAPITAL
[00:15:02]
PROJECTS COORDINATOR ASSIST AND SOME ACTIVITIES THERE. SHE IS VERY MUCH BUT IS VERY MUCH GOING TO CONTINUE WITH CTC AND MAN CTC AS YOU MENTIONED CRAIG.WE ALSO HAD A PASSING DEPARTMENT WITH MR. DAVID JACKSON.
SHE WAS THE ASSISTANT DEPUTY DEPUTY DIRECTOR FOR TRAFFIC AND TRANSPORTATION.
SO WE ARE A LITTLE SHORT ON TRANSPORTATION WHICH FALLS UNDER CAPITAL PROJECTS NOW.
SO I'LL CONTINUE ON THAT PROJECT OR THAT DEPARTMENT UNTIL WE BACKFILL THAT POSITION. BUT THAT'S A NICE OVERVIEW. I'D GLADLY TAKE ANY QUESTIONS.
THERE WAS A LOT OF THANK YOU FOR MEETING ME. >> THANK YOU FOR YOUR PRESENTATION. IT LOOKS IMPORTANT SERVICES COMMITTEE IS NOT A DIRECT QUOTE COMMITTEE TO THE COUNTY COUNCIL OR FOR COUNTY. THIS HELPS US CONSIDER WAY WHEN ROB HELD A SIMILAR JOB TO YOURS. HE BASICALLY WAS OUR LIVES ON AND BRITTANY WAS OUR ADMINISTRATIVE ASSISTANT AND THAT'S THE WAY I THINK IT WILL
CONTINUE IN THE FUTURE. >> PLEASE COMMENT. OK.
[5D. UPDATE ON YEAR 3/4 ROAD RESURFACING Mr. Jared Fralix, Assistant County Administrator - Engineering ]
THE NEXT ITEM UP IS THE UPDATE ON OUR 3 YEAR ROSE RESURFACING PROGRAM.ALL RIGHT. INDEED YOUR 3 SEASONS WE'RE FINISHING THAT PROJECT.
AND THE ONLY THING LEFT IS JUST JUST SOME PAPERWORK ITEMS. AS FAR AS SOME WARRANTY AND ALSO SOME PLAIN RELEASE DOCUMENTS, THE FINAL PAYMENT HAS BEEN MADE.
THE FINAL COST OF THE PROJECT CAME IN AT TWO MILLION NINE HUNDRED NINETY THOUSAND THREE HUNDRED TWENTY SEVEN DOLLARS. THE ORIGINAL BUDGET WAS THREE MILLION THREE HUNDRED FORTY EIGHT THOUSAND. SO WE HAD A PROJECT SAVING APPROXIMATELY THREE HUNDRED AND FIFTY THOUSAND DOLLARS. I WISH THAT'LL COME BACK TO THE GENERAL FUND FOR REALLOCATION OF T TO YOUR DISCRETION. SO THEN THE SUCCESSFUL PROJECT WE WERE ABLE TO ACCOMPLISH THE GOALS THAT WERE SET AS FAR AS THE PAVING THAT WE HAD PLANNED AND I THINK IT WAS WILDLY
SUCCESSFUL AS FAR AS YOUR PHONE. >> WE ARE EXTREMELY WORK IN THIS. BASED OFF STAGE RANKING LIST THAT WE HAVE WE'RE ABOUT 75 PERCENT LAID OUT WITH OUR FIELD WORK. WE HOPE TO BE OUT TO BID IN THE COMING WEEKS WITH OUR GOAL OF AN AWARD IN JANUARY OR TEMPORARY TIMEFRAME.
WE ALSO INTEND TO ISSUE AN EVEN AS THESE SOLICITATIONS FOR THE ASK FALCON AND ONE SEPARATELY FOR THE RECLAMATION COMPONENT SINCE WE ACTUALLY WILL HAVE A LARGER QUANTITY OF VALUE TO
MAKE IT MORE SUSTAINABLE BY ITSELF. >> ONE OF THE REASONS ONE OF THE THINGS THAT WE NEED TO WORK THROUGH AND WE'LL BE TALK ABOUT IS GREAT.
DID YOU HAVE YOUR FLOOR TO BID BECAUSE WE'RE GOING TO HAVE TO MAKE SOME DECISIONS BECAUSE OF TWENTY SEVEN POINT THREE PERCENT. WE'RE GONNA NEED TO KICK IN STATE ROADS DURING THIS FISCAL YEAR, MAKE A COMMITMENT TO DROP IF THERE ARE NO QUESTIONS FOR
[5C. STATUS/UPDATE REQUEST FOR PROPOSAL (RFP) PMS PROGRAM Mr. Jared Fralix, Assistant County Administrator - Engineering ]
HIM AND THAT GOT ME BACK ON. WHAT'S THE STATUS IN THE UPDATE ? SO THEY PUT THIS IN ANNOUNCED POINTS I INITIATED LAST ATHLETE YOU GUYS WE ARE STILL UNDER DRAFT NOW WE GET BOTH BRITTANY AND I ARE WORKING THE DANGER LESS WORKING ON THAT.>> SO WE HAD TO BACK UP A LITTLE BIT AND PUT SOME MORE EFFORT BETWEEN MYSELF AND BRITTANY. WE HOPE TO HAVE A DRAFT AND SEND IT TO MR. CHAIRMAN GORDON FOR YOUR REVIEW AS WELL AS ANY OTHER. THEY'D LIKE TO TAKE A LOOK AT IT. SO THAT'LL COME IN IN THE COMING WEEKS AND THAT KIND OF TREND WITH THIS SAME TIMELINE AS THE YEAR FOR. SO AGAIN TO HAVE THAT OUT IN THE COMING WEEKS AND THEN HOPEFULLY IN JANUARY FEBRUARY WE HAVE A READY TO BE AWARDED.
SOUNDS GREAT. WE WILL NEED TO WORK ON THE HAMAS AND HOW WE MIGHT BE ADDING SOME OTHER STATE SECONDARIES TO IT WHICH WE'RE GOING TO TALK ABOUT OVER LATER
[5E. RECOMMENDATION/REPORT ON MUNICIPLE PROJECT REQUEST Mr. Mark McCain, Vice Chairman ]
THIS MEETING. NEXT ITEM UP IS MR. MURPHY BECAME RECOMMENDATION ON THEMUNICIPAL BUDGET REQUEST. THANK YOU, CHAIRMAN JORDAN. >> AT YOUR REQUEST, THE COMMITTEE OF JOHN GLOVER, CHRIS ENGLAND AND MYSELF COMPLETED THE SINGLE REQUEST THAT WAS
[00:20:09]
MADE BY THE CITY OF BEAUFORT FOR THREE SPECIFIC PROJECTS WITHIN THE CITY LIMITS OF THE CITY OF BEAUFORT. WE HAVE REVIEWED EACH OF THE PROJECTS IN FIELD DETAIL AND ALSO CONDUCTED A MINIMUM OF TWO XOOM CONFERENCE CALLS FOLLOWING UP ON THE VARIOUS POINTS OF JUSTIFICATION TECHNICAL ENGINEERING DATA THAT'S BEEN PROVIDED BY OF T AND REVIEWING THE POLICIES THE CTC TRANSPORTATION PLAN HAS APPROVED FOR TWENTY TWENTY ONE PROJECT ONE CONSISTED OF TWIN LAKES ROAD STATE ROAD 522 SMALL A SECTION OF THE APPROXIMATELY 800 LINEAR FEET LOCATED IN GENERAL VICINITY OF BEAUFORT MEMORIAL HOSPITAL, A RESIDENTIAL NEIGHBORHOOD PROJECT CAME UP A COUPLE OF YEARS AGO AND CDO TEAM MAINTENANCE OPERATIONS SUGGESTED IT BE DEFERRED BECAUSE OF REQUIRED DRAINAGE IMPROVEMENTS TO THE AREA THAT WERE NECESSARY IN ADVANCE. SURFACE CITY CAME TO US REQUESTING THIS PROJECT TOTAL IS ONE HUNDRED THOUSAND THEY REQUESTED THAT WE PROVIDE SEVENTY FIVE THOUSAND THEY PROVIDE FIFTY THOUSAND TWENTY FIVE THOUSAND GIVES AND IT IS THE COMMITTEE'S RECOMMENDATION THAT WE GO 50 50 WITH THE CITY OF BEAUFORT FOR THE SUM OF FIFTY THOUSAND DOLLARS TO BE AWARDED BY THIS COMMITTEE TO THE CITY IN CONCERT WITH THE CITY OF BEAUFORT DOING CONSTRUCTION MANAGEMENT IN KEEPING WITH ALL THE CTC GUIDELINES FOR ACCOUNTABILITY FOR THE STATE HIGHWAY DEPARTMENT AUDIT PROJECT 2 IS I'M GOING TO SPELL THIS OUT THIS ROAD NAME SC H O R K CHALK ROAD STATE ROAD SEVEN EIGHTYSEVEN IN THE BEAUFORT CITY INDUSTRIAL PARK. >> THIS PROJECT IS A TOTAL SUM
OF ALMOST THREE HUNDRED THOUSAND DOLLARS. >> IT'S TWO HUNDRED NINETY FIVE THOUSAND EXACTLY. CITY REQUESTED THAT WE PAY TO FORTY FIVE THOUSAND AND THEY WERE WILLING TO COME UP WITH FIFTY THOUSAND THE LANES THE PROJECT IS THREE THOUSAND EIGHT HUNDRED NINETY FOUR FEET APPROXIMATELY AND WE AS IN THE COMMITTEE DEFERRED TO OUR OVERARCHING PRINCIPLE OF USING P AND MESSES THE DATA MANAGEMENT SYSTEM FOR ROAD SELECTION AND IT CAME UP WITH A THREE POINT SIX PER WATT. WE RECOGNIZE AS OUTDATED INFORMATION AND WE'LL TALK ABOUT IT AT A LATER TIME. I BELIEVE THIS SOURCE OF INFORMATION FROM HIGHWAY WE ALSO HAD WE'RE BROUGHT TO OUR ATTENTION THAT THE CITY OF COLUMBIA CORRECTION CITY OF BEAUFORT HAS RECEIVED A SOUTH CAROLINA DEPARTMENT OF COMMERCE GRANT FOR SAID IMPROVEMENTS TO ROADWAY AND IT IS WITH THAT IN MIND THAT HAVING RECEIVED THE GRANT AND THE AWARDING OF THE GRANT, NO FURTHER CONSIDERATION WAS GIVEN TO THIS REQUEST BY THE RECOMMENDATION COMMITTEE PROJECT NUMBER THREE I WILL SPELL THAT THIS ROAD ALSO CHECHESSEE H W A R T Z SCHWARTZ ROAD STATE ROAD 788 CITY OF BEAUFORT INDUSTRIAL PARK THE PROJECT CONSISTENT MAKE TWO HUNDRED THIRTY THOUSAND DOLLARS WORTH OF CAPITAL MOVEMENTS FOR RESURFACING CITY OR IS WILLING TO PUT IN FIFTY THOUSAND THEY'RE ASKING THIS CTC FOR TWO HUNDRED THIRTY THOUSAND DOLLARS OF ASSISTANCE APPROXIMATELY FIFTY THREE THOUSAND LINEAR FEET. AND ONCE AGAIN PER THE P.M. EST PROCESS AND DATA PROVIDED BY CDO T. PAYMENT QUALITY INDEX WAS THREE POINTS SIX WHICH IS IN THE RANGE OF ZERO TO FIVE FIVE BEING A VERY HIGH SCORE CDO T HAS NOT RECOMMEND ANY PARTICIPATION IN THIS PROJECT BASED UPON THE PRIORITIES OF THE COUNTY AND OTHER HIGHER ARRANGED NECESSARY THINGS TO BE ADDRESSED BY THEM. IT IS THE RECOMMENDATION OF THE
[00:25:04]
WORKING COMMITTEE THAT WE DO NOT PARTICIPATE IN THE PROCESS AT THIS TIME.SOUTH CAROLINA APARTMENT WILL BE PROVIDING US HOPEFULLY IN THE SPRING OF TWENTY TWENTY ONE ADDITIONAL PNAS DATA AND WE WILL BE RECEPTIVE RECONSIDERATION AT THAT TIME ONCE WE HAVE FURTHER INFORMATION FROM THEM BASED UPON THE PRIORITIES OF THE SECONDARY ROAD SYSTEM WITHIN THE COUNTY OF SECOND POINT CONSIDERATION IS THAT THE CTC AS NOT IN THE PAST TAKING INTO CONSIDERATION ECONOMIC DEVELOPMENT PROJECTS AS A SEPARATE JUSTIFYING FACTOR AND IT WAS THE OVERARCHING AGREEMENT THE COMMITTEE THAT AT THIS TIME WE SHOULD NOT DEVIATE FROM EXISTING PRACTICES OF USING P AND MSA PAYMENT
MANAGEMENT SYSTEM INFORMATION AS THE DRIVING FORCE. >> MR. CHAIRMAN AND MEMBERS OF THE COMMITTEE WE RECOMMEND THAT PROJECT 1 BE FUNDED FOR FIFTY THOUSAND DOLLARS.
PROJECT TWO IS SEEMS TO BE PRETTY MUCH SELF-SUSTAINING GRANTS AND CONTRIBUTIONS BY THE CITY AND PROJECT 3 WE RECOMMEND NOT DOING IT THIS TIME AND THEY CAN RECOMMEND THEY THE CITY CAN ASK FOR RECONSIDERATION ONCE WE GET THE PMI DATA IN IN TWENTY ONE CALENDAR YEAR TWENTY TWENTY
ONE ANY QUESTIONS TO THE COMMITTEE. >> I DON'T SEE EVERYBODY DESERTING BY WAVING THEIR HANDS. THE CONVERSATION EFFECTS YOU WANT UNLOCK IT FOR THE MOMENT JUST IN SOME DISCUSSION ATTORNEY MEMBERS DESERVE TO SPEAK ON THIS ASSUMING PROJECT NUMBER ONE FOR YOU SECURING DISCUSSION WOULD YOU GO AHEAD AND MAKE A MOTION FOR THE COMMITTEE THAT WE SUPPORT PROJECT NUMBER ONE OF THE
REQUEST FOR SELMA FIFTY THOUSAND DOLLARS. >> IN KEEPING WITH CTC FUNDING GUIDELINES TO SPONSOR STATE. PART OF AN AUDIT IT IS AN SEEMS THAT TO SOME OR LIST LESS
CORRECT SEEDS FIFTY THOUSAND PLANNED A SECOND SECONDED. >> THANK YOU CHRIS.
>> ONE THING I WANT YOU TO DO A ROLL CALL OKATIE MR. GLOVER. YES, MR. BACKER.
YES. QUESTION MR. SHERMAN. MR. AND THEN MR. WEST.
MR. SHERMAN. MR. WINSLOW. MR. YES.
THIS OF GREAT SELLERS RIBAUT MR. SELLERS. YES.
YES. >> MR. FOREST FOR MR. MCCAIN. >> MR. MCCAIN, MR. ENGLAND AND MR. CONTINUES TEAM ZERO. OK, THIS SO YOUR FIRM PUBLIC COMMENTS, SIR.
THANK YOU. OH PLEASE BACK UP. HOPING SOMEONE OPEN NOW ON NEW
[6A. SCDOT 25% STATE ROUTES Mr. Kraig Gordon, Chairman Ms. Elizabeth Penn-Sanders, SCDOT Resident Maintenance Engineer ]
[00:30:21]
BUSINESS NEW BUSINESS ON THE TOPIC OF PAY IS A 5 PERCENT STATE RUBS AND THE BACKGROUND AND YES, A LITTLE BIT COMPLICATED. NO QUESTION SOME CHANGES MADE TO IT. WHEN THE STATE GAS TAX WAS INITIALLY PASSED IT WAS A SIX YEAR PROGRAM IN THE FUNDING BY THE CTC TO GOING TO 25 PERCENT FOR FOUR YEARS AND GO TO TWENTY SEVEN AND A HALF AND END UP SERVING THREE AND A THIRD ON STATE REPS.AND I'M GOING OUT ON THAT CUT CHANGED AND IT REALLY DOESN'T CHANGE ANY OF THE CHANGES A YEAR. IT TAKES THIS YEAR AND TWO INSTEAD OF BEING TWENTY ON STATE REPS. IT TAKES IT TO TWENTY SEVEN POINT THREE PERCENT ON STATE.
SO WE HAVE TO SPEND DOLLARS ON IT. WITH THAT IN MIND IT BECAME A QUESTION OF WHAT RIGHTS ONE MIGHT SELECT. AND THERE WAS A GENERAL DISCUSSION THAT WENT ON BETWEEN MARK AND I AND ELIZABETH AND LET ME UP A LIST OF WHAT HE CONSIDERED WHERE SOME OF THE BOTTOM ROADS AND NAME COUNTY. THAT IS WHAT YOU SEE ON THE SCREEN IS AS WE SAID HERE NOW GO AHEAD AND FLIP OVER AND SHOW WHAT ELIZABETH HAD PRESENTED.
ELIZABETH PRESENTED SOME SECONDARY ROADS. THAT'S A GOOD CHEAP WILL BE ONE
SINGLE ISLAND AND ISLANDS CAUSEWAY BACKGROUND. >> CONTINUING IN THE BACKGROUND IS THAT THE REQUIREMENT FOR US TO SPEND ON STATE? WHAT'S IN THE INTERPRETATION HAD BEEN THAT WE HAD LOOKED AT USING METAL WERE AND A LITTLE BIT IN POPE AVENUE HANDS RIGHT THAT WAY AND PROVIDED ALL BUT THREE AND A HALF MILLION DOLLARS TOWARDS RESURFACING.
TURNS OUT TO BARELY ALIVE TO TAKE CREDIT FOR THE RESURFACING IN THE YEAR THE COMMITTED FUNDS. SO JUST CHEWING JUNCTURE WE HAVE NO ROADS SELECTED FOR US STATE RAMPS TO COME UP WITH OUR TWENTY SEVEN POINT THREE PERCENT OR ABOUT SIX HUNDRED AND FIFTY THOUSAND DOLLARS ALL TOTAL THE WE'RE SPEND OUT OF OUR MONEY AND THAT'S WHY EARLIER WE WERE TALKING ABOUT THE STATE FOUR YEAR PROGRAM OUR FOURTH YEAR THE FUNDS AND WE HAVE BEEN LIMITED DUE TO COUSINS. NUMBER ONE THE AMOUNT OF MONEY WE CAN SPEND COUPLED WITH THE FACT THAT WE NOW HAVE TO SPEND UP TO TWO AND A HALF TO THREE MILLION DOLLARS. WE HAVE TO SPEND SIX HUNDRED FIFTY ON STATE SECONDARY ROADS . SO WHILE THIS WAS GOING ON WORKING I HAD A LENGTHY DISCUSSION CONCERNING ADT. I HAD A TOUGH TIME MENTALLY JUSTIFYING WHEN YOU LOOK AT THIS FROM ADT WE'VE SEEN ONE HUNDRED AND SEVENTY SIX TWO HUNDRED NINETEEN.
THAT'S THE NUMBER OF TRIPS ON A ON YOUR ROAD THAT DAY VERSUS A TWENTY NINE HUNDRED TWENTY TIMES AS THIS ALL PLAYED OUT WHAT WAS IT TOOK IT UPON HIMSELF DID AN OUTSTANDING JOB FOR US. HE WENT OUT AND HAD TO HAVE THESE WEAPONS AND LOOKED AT HIM AND HE CAME BACK AND HE SAID THIS. THIS WAS DATA THAT WE'RE LOOKING AT WAS BASED UPON MASS WORK THAT HAD BEEN DONE BY THE STATE.
SOME OF IT IS IT WAS 10 YEARS AGO SEVEN YEARS AGO THE MOST CURRENT WAS ONLY THREE YEARS AGO FOUR YEARS AGO EXCUSE ME. SO NONE OF THE RATINGS WE HAVE ON THE STATE SYSTEM ARE ACCURATE. AND THAT'S WHAT WE'RE FINDING. AND WHAT'S CONCLUDES ON THE INDUSTRIAL PART IS THAT WE DON'T HAVE ACCURATE RATINGS ON IT AND WE'RE TO BE FOLLOWING BY OUR OWN TRANSPORTATION PLAN THE USE OF P.M. S RATINGS SO THE CONVERSATION HAS BEEN WHAT
[00:35:13]
SHOULD WE DO? AND THE CONSENSUS SEEMS TO BE THAT WE MIGHT WANT TO CONSIDER I'VE TALKED UP THE PROGRAM CTC PROGRAM MANAGER IS ON WITH US TODAY AND VISITED WITH HIM AND WE'RE CERTAINLY AT LIBERTY OF USING THE DOLLARS OUT THERE WHERE TO ALLOCATE STATE SECONDARIES. WE ARE IN A POSITION WHERE WE CAN GO AHEAD AND HAVE WHILE WE'RE DOING OUR PMA. THIS COMING SPRING TO HAVE IT DONE IS DONE BY US PAYING FOR IT AND WITH US PAYING FOR IT WOULD PROBABLY BE IN THE TUNE OF ONE HUNDRED AND FIFTY THOUSAND DOLLARS OF CREDIT AGAINST OUR SIX HUNDRED THOUSAND DOLLARS.THE BIGGEST THING IS WE WOULD HAVE DATA FROM WHICH WE CAN MAKE SOUND DECISIONS RIGHT NOW PROMISE FOR ALMOST A YEAR AND A HALF THAT THE STATE'S SECONDARY RIGHTS WILL BE WE COMPLETED BY THESE CDO TEAM AND THEIR SUBCONTRACTOR WAS TO BE DONE THIS SPRING.
IT WAS FORMED SMOOTH AND DONE BY AND THE REST BE DONE BY AUGUST.
THEY'RE SAYING MAYBE WE WILL HAVE IT DONE BY NEXT SPRING AGAIN NEXT APRIL.
AND THEY SAY THE PROBABILITY OF THAT HAPPENING I GET A VERY HIGH CREDENCE IF YOU WANT TO KNOW THE TERMS. I THINK WE NEED TO STEP UP AND GO AHEAD AND PUT THIS IN.
WHAT WE'RE DOING STATE IS DOING COUNTY ROADS, GOING TO THE MUNICIPAL ROADS AND GOING AHEAD AND BRING THE STATE SECONDARY ROADS AND HAVE THEM ANALYZED SO THAT WE HAVE REAL ROAD DOCUMENTATION. IF WE DO SUCH WE ARE THE ONLY COUNTY TO DO IT.
CHARLESTON COUNTY DOES THIS ALL THE TIME. THE IRONY IS CHARLESTON COUNTY DOES IT SO THEY CAN MAKE SOUND DECISIONS ON THE STATE SECONDARY ROADS AND STATE PRIMARY ROUTES ACTUALLY AS WELL. AND THEY USE HIM AS AN OFFSET AGAINST THEIR COMMITMENT THAT THEY HAVE TO MAKE TO THEIR 20 SEVEN POINT THREE OR TWENTY FIVE PERCENT DEPENDING ON THE YEAR. SO WE'RE AT A POINT IN TIME WHERE THE MARKET CAN COME BACK AND TALK A LITTLE BIT ABOUT WHAT WHENEVER YOU DID A LITTLE
ANALYSIS. >> THANK YOU, CHAIRMAN GORDON. WHEN RIDING THE ROADS BASICALLY THE DATA THAT PRESENTED TO YOU IN THE CHART ON THE PRECEDING CHART IS PRESENTLY ON THE
SCREENS IS OUTDATED AND INCORRECT. >> THROUGH THE EFFORTS OF ELIZABETH SAYING AND SAYING EXCUSE ME PAN STANDARD SHE'S AND HER STAFF HAVE DONE A STELLAR JOB IN BRINGING WHAT IS THE LOWEST POST RATED ROADS AND YOU CAN THERE'S APPROXIMATELY
FOURTEEN GREW UP A COUPLE UP THERE. >> YOU'RE RIGHT THERE.
THIS LIST HERE OR THE P M.S. RATING FOR MISSY D? ARE THE HORSE GRADED ROADS IN THE O DATABASE AND MISS SANDERS AND HER STAFF HAVE DONE A GREAT JOB INCREASING IT AND THERE'S MAYBE ONE OR TWO ROADS IN THERE THAT HAVE A VERY POOR RATING AND SHE KNOWS ABOUT THEM AND SHE HAS IT SCHEDULED FOR AN IN-HOUSE OPERATION THAT IS LITERALLY IF WE FIND THAT IN THIS CONDITION THEN WE'RE GOING TO FIND THIS THROUGHOUT THE OVERALL RATING SYSTEM.
>> I WOULD LIKE TO RECOMMEND TO THE COMMITTEE FOR CONSIDERATION AND DISCUSS THAT WE FUND THE P M S IN CONCERT WITH OUR COUNTY P S AND MUNICIPAL P M.S. RATING SYSTEM TO HAVE ONE COMPREHENSIVE COUNTY WIDE PACKAGE AND THAT WE CONSIDER WRITTEN IF YOU BRING DOWN ONE SLIDE PLEASE THAT WE CONSIDER THESE ROADS FOR THE GAP MEANING THAT SIX HUNDRED PLUS OR MINUS THOUSAND DOLLARS WITH THE EXCEPTION OF THE FIRST ONE IN BLUE AND ONE IN BLUE IS NOT A SECONDARY ROAD IT IS IN A DIFFERENT CLASS VACATION OF STATE HIGHWAY FOR WHICH THE
[00:40:09]
COMMISSIONER HERSELF HAS ASKED US TO REALLY FOCUS IN ON THE SECONDARY ROADS SYSTEMS OF OUR COUNTY WITH THIS PROPOSED INCREASE WHICH IS I WOULD CHALLENGE IS NOT TRULY AN INCREASE THOSE ARE PERCENTAGES OR GOING FROM 25 PERCENT TO UP IN THE 30 THREE PERCENT SO THATMONEY IS GOING UP AND SO PERCENTAGE. >> SO IT'S JUST A SHELL GAME BUT MY SO I WOULD RECOMMEND THAT WE TAKE THESE TWO CATEGORIES HERE AND COME UP AND TAKE THAT INTO CONSIDERATION FOR DISCUSSION AND THIS LIST CAME FROM MR. SANDERS AT SC D O
T. >> THANK WERE OPENING UP IN CONVERSATION DISCUSSION USE HIS NAME BUT HIS HANDS DID YOU KNOW THAT A YOU THINK HE WOULD LIKE TO ADD I JUST THANK YOU FOR THE
I WILL BE QUESTIONS THAT'S GLAD . >> THANK YOU.
>> WE'LL HAVE TO MAKE A TAKE ACTION ON THE LISTING CURRENTLY BUT DOES THE LISTING SHE IS PRESENTED AS ONE TO WHICH WE CAN LOOK AT A LONGER TIME? ONLY THING THAT I'M LOOKING FORWARD TODAY IS TO GET A COMMITMENT TO GO AHEAD AND COME UP WITH THE DOLLARS TO GO AHEAD AND INVESTIGATE THE STATE SECONDARY RIGHTS, WHATEVER WE'RE DOING OUR PMA IS CHAIRMAN
GORDON CAN YOU HEAR ME? >> YES, THIS IS JOE STURM. I JUST WANT TO MAKE A COMMENT ABOUT MARK'S LAST LITTLE BIT ABOUT THE INCREASES THAT ARE COMING OUT FROM THE GAS TAX.
IF YOU LOOK AT THE AMOUNTS THAT ARE COMING OUT, THE ORIGINAL AMOUNT WAS TWO POINT SIX SIX CENTS AND AT THAT TIME THERE WAS A 25 PERCENT REQUIREMENT ON THE STATE SYSTEM.
AND SO ORIGINALLY OUT OF THAT TWO POINT SIXTY SIX THAT'S THE COUNTY HAD THE ABILITY REALLY TO FREELY CHOOSE ON THAT 75 PERCENT OF THAT AMOUNT. BUT WHEN IT'S FULLY IMPLEMENTED AT THREE POINT NINE NINE ALL OF THAT NEW MONEY WHICH 33 PERCENT WILL BE ON THE STATE SYSTEM AND NOW THE CTC WILL HAVE FREE REIGN WITH THAT ORIGINAL TWO POINT SIX SIX CENTS.
SO REALLY IT'S AN INCREASE FOR EVERYBODY. IT'S NOT REALLY A SHELL GAME INCREASE FOR EVERYBODY. THAT'S MY ONLY COMMENT. THANK YOU MYLES.
I'M OPEN FOR A MOTION TO ADD THE IN-STATE SECONDARY ROADS 4:00 P.M. EST WHENEVER THE BILL GOES UP AND WE GET TO MAKE DECISIONS ON WHAT WHETHER WE DO IT OR NOT.
ONCE THE DOLLARS COME IN THIS ACTION BASICALLY TODAY IS DOING NOTHING MORE THAN ADDING IT TOWN AS IT IS AN ADDENDUM TO THE REQUEST FOR PROPOSALS AND WE'LL DECIDE LATER ON WHETHER WE WANT TO MAKE FINANCIAL COMMITMENT TO IT. WELL, I HAVE A MOTION THIS MARKS. YES, THIS IS CHRIS. TAKE A LOOK AT THE I HAVE A SECOND SECOND JIM BAKKER. AND DOING THIS AGAIN BY ROLL CALL VOTE BRITTANY MR. MCCAIN.
>> YES, MA'AM. HER IT WAS YES. >> MR. FOREST.
MR. FOREST, MR. GLOVER. YEAH. AGAIN, MR. MR. STROMAN.
[00:45:17]
WELL, THANK YOU. MR. HALLETT. MR. HELGE.YES, THANK YOU. MR. BAKKER. YES.
MR. WINSLOW. THAT'S WHEN THE SAVANNAH TRIBE SELZER YES.
I THINK THE THANK YOU ALL. MOTION CARRIES 10 TO 0. THEY SIGN THEM UP.
[6B. 2020/2021 TRANSPORTATION PLAN Mr. Kraig Gordon, Chairman ]
>> I'LL BE TALKING A LITTLE BIT ABOUT THAT. TWENTY TWENTY ONE TRANSPORTATION PLAN AND YOU ALL REALIZE THE TRANSPORTATION PLAN NEEDS TO BE SUBMITTED IN ONE
WAY. >> I'LL JUST GO AHEAD AND SHUT UP.
>> WELL, SOME SUBMITTED BY 1 JANUARY AND WE'RE LOOKING FOR ANY CHANGES THAT NEED TO BE MADE TO THE TRANSPORTATION PLAN BETWEEN NOW AND NOVEMBER MEETING.
>> THAT WAY WE CAN MAKE THE CHANGES IN AND LET'S MAKE IT BY 1 NOVEMBER.
THAT WE CAN MAKE THE CHANGES AND HAVE IT READY FOR VOTING. NOVEMBER MEETING.
ANYBODY HAVE ANY DISCUSSION ON THAT? >> NOT SEEING ANY HEARING ANY.
>> BUT DO YOU HAVE YOU RECEIVED THE CONFLICT OF INTEREST DOCUMENTS? YES, SIR. THANK YOU ALL FOR YOUR ASSISTANCE GETTING THAT ENDEAVOUR'S COUNTING REQUIREMENT ACTUALLY SEE FUND A PORTION OF THERE IS A AS WE
[6D. C FUND APPORTIONMENT 2020/2021 Mr. Kraig Gordon, Chairman ]
POINTED OUT IN THE LAST MEETING WE WENT THROUGH THE LEGS WHICH MAKE UP OUR FUNDING HOW WE RECEIVE FUNDING FROM THE STATE AS WIDE AREA POPULATION AND RURAL SOME TERMINOLOGY ROOMS SOMETHING WHICH WAS QUESTION WE WENT FROM HAVING AN WARNS SIXTEEN HUNDRED LAST YEAR AND NOT TO NINE HUNDRED THIS YEAR THAT HAS AN EFFECT OF ABOUT ONE HUNDRED AND TWENTY THOUSAND DOLLARS IN THEIR POCKET WHICH WOULD BE ABOUT 60 PERCENT OF RESURFACING OF ROADS IN OURCOUNTY OR A COUNTY ROAD. >> AND I QUESTION WHERE IT WENT AND WHERE IT WAS MR. STAMP ON IT. AND WE WENT FROM HIS DEPARTMENT TO TODD ANDERSON AND TODD ANDERSON IS A GUY THAT IS IN CHARGE OF LOOKING AT ALL OF THE COUNTY ROADS BOTH PRIMARY SECONDARY AS WELL AS INTERSTATE AFTER DISCUSSIONS WITH IT WENT UP.
THE CONVERSATION WAS THAT THEY PUSHED IT UP THROUGH THEIR CHAIN OF COMMAND AND I WENT TO THE DEPUTY SECRETARY OF PLANNING AND THAT GENTLEMAN BY THE NAME OF BRANT RUIZ.
MR. WALLACE WAS NOT VERY RECEPTIVE THE FIRST DAY OF OUR CONVERSATION AND ASKED FOR HIM GOING A LITTLE BIT A HOME WORKING UNDERSTOOD RIGHT DILEMMA LOSING SEVEN 600 PLUS MILES 700 MILES ON OUR NETWORK. AND THE EFFECT THAT HAD ON IT AND I FELT THAT IT WAS MY RESPONSIBILITY TO BE LOOKING AFTER OUR FUNDS THAT OF OUR COUNTY ACCOUNTING FUNDS AS US FOR TEND TO IT AND BASICALLY STATED THAT THE STATE HAD BEEN GOING THROUGH GAAP AND REVIEWING THIS. GEE, I ASKED MAPS FOR EACH COUNTY AND BASICALLY THAT HE FELT THAT MOREOVER THEY THOUGHT WERE EXTENDED IN A NUMBER OF RURAL MILES WE HAD TO QUESTION WHY THEY CONSIDER INTERSTATE ROADS AND THEY HAVE RAILROADS AND CHARLESTON AND COLUMBIA AND RINGO SPARTANBURG AND OF COURSE JASPER COUNTY AND I QUESTION HOW INTERSTATES CAN BE RURAL ROADS AND ESSENTIALLY THEY CONSIDERED INTERSTATES FOR ROADS AND I WAS BARKING UP THE
[00:50:04]
WRONG TREE I GUESS RIGHT WAY TO DESCRIBE IT. SO FOR YOU THIS IS A PROJECTION OF WHAT WE WILL BE RECEIVING. IT IS PART OF OUR TWENTY POINT TWENTY TWENTY AND TWENTY TWENTY ONE BUDGET OUR FISCAL YEAR BUDGET SOMETHING JUST SHORT OF TWO POINT FOUR MILLION.IT DOES NOT INCLUDE OUR BUILDING MILES THAT'S DONE WITH DOLLARS AS WELL BY DONOR DOLLARS LAG ONE YEAR AND SO WE WILL BE GETTING THE MODELS FOR LAST YEAR THIS YEAR AND I EXPECT IT TO BE LESS BECAUSE AGAIN COVERED WE HAVE SHIPPED AT THE END OF LAST YEAR THAN UP TRAVEL WAS DOWN. SO I SUSPECT IT AND SET A ROUGH HIM THREE HUNDRED FIFTEEN THOUSAND DOLLARS AND WE'RE GETTING PROBABLY SOMETHING TO THE TUNE OF THREE HUNDRED AND THREE HUNDRED TWENTY FIVE DISINFORMATION FOR YOU ALL. I'M TRYING TO KEEP TRYING YOUR BEST. SO DON'T HAVE ANY YOU SEE ANYBODY BRITTANY.
I DO NOT. OK, I'M NEXT ON OUR LESSONS ITEM EVEN IS REAPPOINTMENT WAS WALKING AT A WASH OF MEMBERSHIP THE OTHER DAY AND THERE'S FIVE MEMBERS THAT WILL BE UP FOR REAPPOINTMENT IN OUR NEXT YEAR CALENDAR YEAR. BY THE TIME NOVEMBER ROLLS AROUND YOU'LL BE CONTACTED TO HAVE ONE OF TWO DOCUMENTS SENT TO YOU.
WILL BE YOUR DECISION BY MEANS . I'VE JUST EXPLAINED IT WORKS.
BASICALLY THE COMMITTEE MAKES THE. IT'S A DECISION TO ASK THE REAPPOINTMENT OR ASKED TO PLEASE STEP DOWN FROM BEING APPOINTED TO THE COMMITTEE.
SO I'M ONLY CALLING OUT TO ATTENTION. I THINK YOU OUGHT TO KNOW WHO YOU ARE IF YOU DON'T GIVE ME A CALL TO TALK WITH YOU ABOUT IT. IT WOULD BE YOUR DECISION AGAIN ABOUT PUTTING WHEN REAPPOINTED FOR ANOTHER PERIOD OF TIME AND YOU CAN STIPULATE THE LENGTH OF THE TIME ANY QUESTIONS CAN SAY NO. I'M GOING TO LEAD IN THE

POINT. >> JULY HASN'T CAUGHT UP WITH THIS AT THIS POINT IN TIME.
WELL, THAT IS THAT UP TO NOW WE HAVE OVER THE LAST YEAR AND A HALF.
