[7.a. Gullah-Geechee Land & Cultural Preservation – Lavon Stevens, Chairman]

TOWN MANAGER JOSH WE GET THE REPORT TODAY. YES, SIR.

THANK YOU, MR. MAYOR. AT THIS POINT TIME I'D LIKE TO CALL UPON LAVON STEPHENS, CHAIRMAN OF THE GULLAH GEECHEE LANDING CULTURAL PRESERVATION COMMITTEE.

LAVON, ARE YOU ON THE LINE? YES, I AM HERE. BUT THANK YOU.

OK, YOU CAN HEAR ME BUT YOU CAN'T SEE ME. THERE IS NO SENSE BACK IN YEAH.

THIS IS A REPORT FROM GULLAH GEECHEE LAND AND CULTURAL PRESERVATION TASK FORCE.

THANK YOU FOR INVITING ME. WE'VE HAD SPECIAL MEETINGS WITH OUR GULF TASK FORCE TO HELP.

ON JULY THE 20TH, AUGUST 24TH AND SEPTEMBER 1ST PRIOR TO THIS TIME IN JULY OF THAT WE DIDN'T HAVE ANY REGULAR MEETINGS BECAUSE OF THE COVE AT 19 AND OF COURSE IT WAS CHEAP FOR A LOT OF US TO CARRY ON THE WORK CERTAINLY WITH STAFF WITH OUR TASK FORCE AND CERTAINLY SOME

[00:05:01]

OF OUR OTHER BOARDS AND COMMISSIONS. >> JULY THE 20TH I BELIEVE YOU

HAVE THIS REPORT IN FRONT OF YOU AS WELL. >> RIGHT? YES, SIR. YES. JULY THE 20TH STAFF GAVE A PRESENTATION OF THE PROPOSED HISTORIC NEIGHBORHOOD'S PRESERVATION OVERLAY DISTRICT THAT INCLUDES THE FAMILY COMPOUND FAMILIES SUBDIVISION NEW USES.

WE HAD SOME NEW ZONING. OUR SIX DISTRICTS THAT WERE ADDED TO DENSITY.

WE ALSO INCREASED SOME FLEXIBLE BUFFERS AND SETBACKS AND BUILDING HEIGHTS, IMPERVIOUS COVER AND ACCESS. THE TASK FORCE HAS BEEN COMING BACK TOGETHER AND WE CERTAINLY HAD A LOT OF QUESTIONS FROM THE TASK FORCE AND CERTAINLY FROM THE COMMUNITY AS WE INTERACT WITH FOLKS AROUND THE COMMUNITY. ON AUGUST THE 6 PROVIDED SOME ANSWERS REGARDING THE HISTORIC NEIGHBORHOOD'S PRESERVATION OVERLAY DISTRICT THAT WAS DISCUSSED IN THE PREVIOUS WE ALSO DISCUSSED WHERE PROPERTY OWNERS STILL HAVE DELINQUENT TAXES. WE A TASK FORCE A THAT IS ONE OF THE SOURCES ONE OF THE WAYS THAT FOLKS ARE NOT ABLE TO MAINTAIN THEIR PROPERTY AND THAT'S ONE OF THE WAYS THAT WE ARE LOSING FOLKS ON THEIR PROPERTY WHICH IN TURN WE ARE LOSING THE CULTURE.

IF WE ARE LOSING THE PEOPLE, HOPEFULLY YOU'LL BE HEARING MORE ABOUT THAT AS WE HAVE SOME CHANGES GO INTO DETAIL AND MOVE ABOUT HOW FOLKS CAN HAVE MORE FLEXIBILITY TO USE SOME OF THOSE PROPERTIES THAT MAY HAVE CHALLENGES OR ENCOMPASS WITH THEM AS IT RELATES TO PAYING TAXES AND INFRASTRUCTURE AND THINGS LIKE THAT. THE HOME OCCUPATION SECTION CURRENTLY IN THE ALAMO WE HAVE TALKED ABOUT THAT AND THOSE RECOMMENDATIONS WE HAVE NOT RESOLVED THAT ISSUES THAT WE HAVE NOT INCLUDED THAT IN THE RECOMMENDATION THAT WE'LL BE COMING FORWARD ON SEPTEMBER THE 1ST. WE REVIEW THE OVERLAY DISTRICT AND AGAIN AS I MENTIONED DECIDED TO EXCLUDE THAT HOME OCCUPATION PROVISION OF I'M HAPPY TO REPORT THAT THE TASK FORCE VOTED 5 TO 0 FOR THE RECOMMENDATION TO FORWARD THE PROPOSED HISTORIC NEIGHBORHOOD PRESERVATION OVERLAY DISTRICT TO THE ALAMO COMMITTEE FOR APPROVAL. THIS HAS BEEN A LONG TIME COMING AND WE STILL ALWAYS FEEL LIKE WE ARE VERY, VERY MUCH AT THE BEGINNING OF OUR WORK. AND I KNOW THAT YOU ALL ARE WAITING WITH BATED BREATH TO RECEIVE HIS RECOMMENDED AND HOPEFULLY YOU WILL BE ABLE TO TOUCH THEM UP AND MOVE THEM ALONG EXPEDITIOUSLY SO THAT WE CAN CONTINUE TO ADDRESS THOSE ISSUES THAT ARE FACING OUR COMMUNITY, ESPECIALLY THOSE IN HISTORIC NEIGHBORHOODS, NAMELY OUR GULLAH GEECHEE CULTURE SEVERAL YEARS AGO THE TOWN IDENTIFY THE PRESERVATION OF THE CULTURE IS ONE OF THE TOP PRIORITIES OF THE TOWN. WE CONTINUE TO WORK WITH OUR TASK FORCE AND FOLKS IN THE COMMUNITY THAT GIVE US INPUT. I'M HAPPY TO REPORT THAT THIS IS NOT ONLY SUPPORT FROM THE NATIVE ISLAND COMMUNITY BUT IT IS FROM THE TOTAL.

AS A WHOLE FOR FOLKS WHO MAY NOT LIVE HISTORIC NEIGHBORHOODS BUT CARE ABOUT WHAT HAPPENS ON THE ISLAND AS A WHOLE. WELL, WE WANT TO BE A VIABLE PART OF THE COMMUNITY AND WE SEE THIS AS A VERY VALUABLE WAY TO AGAIN HELP FOLKS FIGURE OUT HOW TO USE THEIR PROPERTY AND WITH LOCAL MORE FLEXIBLE. AND UNDERSTANDING HOW TO CATCH UP, IF YOU WILL, WITH SOME OF THE ALAMO RESTRICTIONS THAT PUT IN PLACE THAT HAVE BEEN KIND OF BARRIERS TO HOW WE USE THE LAND AND HOW WE LIVE ON THE LAND. AND CERTAINLY THE HOME OCCUPATION IS A CONCERN TO US AS WELL. SO I DO THANK THE TOWN COUNCIL FOR YOUR SUPPORT AND I HOPE TO GET INTO THAT. YOU WILL BE VERY OPEN MINDED IN THINKING CREATIVELY AND OUT OF THE BOX AS WE'VE ALWAYS ENCOURAGED YOU. AND I'M HAPPY TO ANSWER ANY

QUESTIONS AT THIS TIME. >> ANY QUESTIONS FROM YVONNE? GOOD.

THANK YOU VERY MUCH. APPRECIATE IT. THANK YOU.

[7.b. Beaufort County Matters Update]

THE NEXT TIME I WANT TO TOUCH ON THIS EVENING IS WITH REGARDS TO UPDATING YOU ALL ON WHERE WE'RE WITH TAKING ACTION TO PREVENT THE COUNTY FROM MOVING FORWARD WITH INSTITUTING A LAW

[00:10:02]

ENFORCEMENT FEE ON HILTON HEAD ISLAND RESIDENTS TAX BILLS. >> AS YOU'RE AWARE, TOWN COUNCIL VOTED TO AUTHORIZE TO TAKE ACTIONS TO PREVENT THAT FROM OCCURRING.

YOU'VE JUST RECENTLY RECEIVED A DRAFT COPY OF THE COMPLAINT AND THE INJUNCTION AND A MOTION FOR AN EXPEDITED HEARING. THE CURTIS PLANS TO MOVE FORWARD WITH FILING VERY SHORTLY IF YOU SHOULD HAVE ANY QUESTIONS OR COMMENTS REGARDING THAT DOCUMENT PLEASE REACH OUT TO CURTIS IN THE VERY NEAR FUTURE TO EXPRESS THOSE QUESTIONS OR CONCERNS AS WE WILL BE MOVING FORWARD WITH GETTING THAT FILED HERE VERY, VERY SHORTLY.

IS CURTIS TAN EXECUTIVE SESSION TONIGHT? YES.

YES, SIR. HE WILL BE ON THE EXECUTIVE SESSION TO SEE THIS EVENING AS WELL. AND IF YOU HAVE ANY QUESTION I'D LIKE TO ADDRESS THEM THEN.

I LIKE THIS FILE TONIGHT OR TOMORROW. I MEAN WE'RE WE'RE WAY OUT OF TIME HERE. OH, SO I ALSO WANT TO TOUCH ON A NUMBER OF THINGS THAT HAD BEEN PREVIOUSLY COMMUNICATED TO YOU WITH REGARDS TO THE LAUNCH OF SOME PUBLIC EDUCATION MATERIALS THAT WE'VE BEEN PUTTING OUT TO THE PUBLIC SPECIFICALLY THE LAUNCHING OF

THE NEW WEB SITE. >> WE W WW WE ALREADY PAY DOT ORG.

IT'S A CENTRAL PLACE WHERE WE'RE PUTTING ALL THE INFORMATION THAT QUESTIONS AND CONCERNS THAT HAVE BEEN RAISED BY CITIZENS. WE'RE TRYING TO ANSWER THOSE ALL IN ONE CENTRAL AREA SO THAT IF YOU HAVE QUESTIONS THAT ARISE FROM YOUR CONSTITUENTS YOU CAN ADVISE THEM TO GO TO THIS SITE TO GET THOSE QUESTIONS ANSWERED.

IF THEY STILL DON'T SEE THE INFORMATION THAT THEY'RE LOOKING FOR, PLEASE HAVE THEM REACH OUT TO US. WE'LL BE HAPPY TO ANSWER THOSE QUESTIONS AN UPDATE THAT WEBSITE SO THAT WE CAN KEEP EVERYBODY APPRISED OF WHAT'S GOING ON ALONG THOSE LINES.

THERE ARE THREE OTHER ITEMS THAT ARE ANCILLARY TO THOSE DISCUSSIONS THAT WE WANT TO TAKE AN OPPORTUNITY TO NOTIFY YOU AND THE PUBLIC ABOUT. THE FIRST ONE IS WITH COUNTY CONVENIENCE CENTER, THE CENTER THAT'S ON HILTON HEAD ISLAND PURSUANT TO THE BUDGET THAT WAS ADOPTED BY THE COUNTY. THEY ARE CLOSING OR WILL NO LONGER CEASE TO OPERATE THE CONVENIENCE CENTER ON HILTON HEAD AS OF DECEMBER THIRTY FIRST TWENTY TWENTY.

THAT'S NOT SOMETHING THAT WE BELIEVE THE COMMUNITY HAS REALLY GOTTEN A WHOLE LOT OF NOTIFICATION ABOUT AND OBVIOUSLY WE HAVE SIGNIFICANT CONCERNS PARTICULARLY SINCE THEY APPEAR TO BE SINGLING OUT THAT CENTER AS COMPARED TO ANY OF THE OTHER CENTERS THAT THEY'RE OPERATING ACROSS THE COUNTY. AND SO WHILE WE'RE NOT NECESSARILY RIGHT ON THE DOORSTEP OF HAVING TO TAKE SOME KIND OF ACTION, WE WANT TO START PUBLICIZING THAT FACT THAT THE COUNTY HAS ONLY FUNDED THE OPERATIONS OF THAT PARTICULAR CENTER THROUGH THE END OF THIS CALENDAR YEAR WHEN IT COMES TO COUNTY OWNED PARKS . AS YOU'RE AWARE, BASED UPON DISCUSSIONS WE HAD PREVIOUSLY TAKEN THE TOWN OWN PARKS WE WILL BE ASSUMING MAINTENANCE RESPONSIBILITIES FOR AT THIS POINT GOING FORWARD. HOWEVER, THE TWO PROPERTIES ON THE ISLAND THAT ARE OWNED BY THE COUNTY THEY HAVE NOT PROVIDED FUNDING FOR THE MAINTENANCE OF THOSE PARKS IN THIS BUDGET AND THE TOWN WILL NOT BE PROVIDING MAINTENANCE TO THOSE PROPERTIES EITHER BECAUSE THEY ARE COUNTY. SO WE WANT TO MAKE YOU AWARE OF THAT FACT AND WE ALSO WANT TO MAKE THE PUBLIC AWARE OF THAT FACT. SHOULD THERE BE CONCERNS WITH REGARDS TO THE STATUS OR THE CONDITION OF THOSE TWO PARTICULAR PARCELS AND THEN LASTLY WITH REGARDS TO COUNTY OWNED ROADS. CONFIRMATION THAT THE COUNTY REMAINS RESPONSIBLE FOR THE MAINTENANCE OF COUNTY OWNED ROADS.

AND SO CITIZENS HAVE CONCERNS WITH REGARDS TO MAINTENANCE ISSUES, CONDITIONS, POTHOLES, ETC. THEY ARE ENCOURAGED TO STILL REACH OUT TO THE COUNTY AS THEY OTHERWISE NORMALLY WOULD BECAUSE THEY REMAIN RESPONSIBLE FOR ADDRESSING THOSE SITUATION.

BUT THOSE ARE THE THREE THINGS THAT WE WANT TO MAKE SURE THAT YOU'RE UPDATED ON WITH REGARDS TO THE ONGOING LITIGATION AND CAN ANSWER ANY QUESTIONS THAT YOU MAY HAVE.

>> MAYOR BARRETT BY THE WAY BY DAVID JUDGE. WHAT ARE THE TWO PARKS THAT THE

COUNTY OWNED? >> IT'S PARKER FIELD AND HILTON AND THEY HOTEL AND I'LL HAVE TO GET YOU THAT IT MAY BE HELD THAT I'M NOT I'M NOT SURE THE NAME OF THE OTHER BARRETTO

BARKER FIELD IS THE ONE IS SOMEONE BY METEOR ARABIC. >> OH, THAT'S FOR THE THE FORMER SCHOOLHOUSE SITE. THANK YOU. I MEAN, UM, THE CONVENIENCE CENTER. WHEN DID THAT GET TO. WHEN DID THAT HAPPEN? THAT IT'LL BE CLOSING AS OF DECEMBER 30 SO IT'S NOT FUNDED THROUGH DECEMBER THIRTY FIRST

OF THIS YEAR. >> THAT WAS DONE AS PART OF THE COUNTY'S ADOPTION OF THEIR ANNUAL BUDGET. THEY ALLOCATED FUNDING FOR SIX MONTHS OF OPERATIONAL EXPENSES AND DID NOT ADOPT ANY ADDITIONAL FUNDING. SO UNLESS THE COUNTY WERE TO TAKE ACTIONS TO PROVIDE ADDITIONAL FUNDING, IT IS OUR UNDERSTANDING THAT THEY ACTIONS OF THE OPERATIONS OF THE BUILDING AND CONVENIENT CENTER WOULD CEASE AT THAT DATE.

THEY ALSO TOLD US THAT WE COULD RUN FOR ABOUT A HUNDRED THOUSAND DOLLARS A YEAR PLUS

[00:15:01]

ANOTHER HUNDRED THOUSAND TRYING TO GO TO TOWN. >> SO WILL WE BE HAVING FURTHER

DISCUSSIONS ON THAT? CERTAINLY WELL WE ARE. >> THIS IS AN OPPORTUNITY TO MAKE YOU ALL AWARE OF IT AND TO MAKE THE PUBLIC AWARE OF IT BECAUSE IT DID NOT APPEAR TO GET A WHOLE LOT OF DISCUSSION WHEN THE ACTION WAS TAKEN AND TURNED TO THINKING PUTTING SIGNS AT THE ENTRANCE TO THE RECYCLING CENTER STATING THAT THE COUNTY IS CLOSING THIS DECEMBER THIRTY FIRST. BUT ARE THERE SIGNS THAT CHANGED THE TIME AND THE GOOD

TIMES THAT THERE IS A GOOD SIGN? >> WELL, I APPRECIATE THE BIGGER SIGN. I WAS JUST CURIOUS BECAUSE OBVIOUSLY WE HAD HEARD ABOUT THE DEFUNDING OF THE OTHER ITEMS ON THE ISLAND BUT THIS ONE I HADN'T HEARD ANYTHING ABOUT. I THINK IT'S AN IMPORTANT CONVERSATION BECAUSE MANY OF US USE AND DEPEND ON THAT CONVENIENCE CENTER. NOT ONLY IS IT ONE HUNDRED DOLLARS PERHAPS FOR US TO RUN BUT IT MEANS THOSE OF US WHO USE IT WILL HAVE TO CONTRACT FOR GARBAGE COLLECTION. SO IT HAS A BIGGER IMPACT THAN JUST IT MIGHT SEEM AT FIRST GLANCE. ALL RIGHT. THANK YOU.

AND I THINK SO WE GET A PLACE THIS. >> WE SHOULD PUT IT ON THE CALENDAR FOR THE SECOND MEETING IN OCTOBER HAVING A FULL CONVERSATION.

OH, IT DOESN'T JUST DRIFT. YOU PUT THAT ON THE AGENDA FOR A SECOND MEETING.

YES. >> I HAVE A QUESTION ON THIS, MARC.

>> I REACHED OUT TO A CHARITY OFFICE REPRESENTATIVE TO GET THEIR TAKE ON THIS.

SO HOW THEY GOING TO HELP US KEEP OUR VISIT OPEN OR THE SUPPORT OF COURSE.

EVEN MYSELF I TALKED TO BOTH STU RUDMAN AND LARRY THIS IS A BIG PROJECT OF STU BELIEVES WE SHOULD HAVE CURBSIDE PICKUP AND THEN WE SHOULD HAVE ANOTHER RECYCLING CENTER AND A

COLLECTION CENTER. >> STILL IT'S A MUCH BIGGER PROJECT.

DENNIS AND I JUST GOING ON GETS A QUESTION LIKE ANYTHING BACK OR.

[7.c. Town Council Public Hearing: Our Plan 2020-2040 Comprehensive Plan, October 6, 2020 at 5:00 p.m.]

>> OK. >> NEXT ITEM WE WANT TO MAKE PEOPLE AWARE OF AS THE OUR PLAN COMPREHENSIVE PLAN PRESENTATION FOR THE PERIOD 2020 TO 2040 THAT IS SCHEDULED FOR 5 P.M. ON OCTOBER 6TH. AND AT THIS POINT IN TIME IT APPEARS THAT THAT WILL BE A VIRTUAL PRESENTATION. WE ARE LOOKING TO TRY AND DEVELOP A PLAN TO BEGIN IN-PERSON MEETINGS HERE ON ALL WHERE WE WANT TO MAKE SURE THAT WE HAVE ALL OF THE NECESSARY SAFETY PROTOCOLS IN PLACE BEFORE WE START BRINGING PEOPLE BACK IN.

AND WE'RE MAKING SOME PROGRESS ON THAT. BUT THERE'S SOME IMPROVEMENTS THAT WE WANT TO DO WITH REGARDS TO THE AGE OF THE AC SYSTEM, SOME FILTERS, OTHER THINGS THAT ARE GONNA MAKE IT SAFER FOR PEOPLE TO BE IN THE BUILDING AS WELL AS INSTALLING SOME ADDITIONAL TECHNOLOGY THAT'S GOING TO HELP US AS PART HEALTH SCREENINGS.

SO I WANT TO MAKE YOU AWARE OF THAT BUT IT LOOKS LIKE WE WILL HAVE THAT PRESENTATION AT 5:00 P.M. VIA A VIRTUAL MEETING. JUST A MOMENT. WELL, WE'RE ON SUBJECT AND JOSH BROUGHT UP WE HAD TALKED ABOUT THE POSSIBILITY GOING BACK TO FIRST MEETING IN OCTOBER THE COUNCIL BEING ALIVE. WE WILL NOW PUSH THAT OFF UNTIL PROBABLY THE FIRST WEEK IN NOVEMBER UNTIL LSC RECYCLING AND THE VENTILATION WORK IS DONE SOONER.

I MEAN WE DON'T WANT TO PUT OUR OWN PEOPLE IN THERE AND 20 CITIZENS IN THERE IF WE DON'T HAVE THE RIGHT RECYCLING EQUIPMENT AND BARRING ANY OTHER QUESTIONS, THE NEXT ITEM UNDER ITEMS OF INTEREST WANTED TO HAVE AN OPPORTUNITY TO DISCUSS A SERIES OF ONGOING CONVERSATIONS THAT WE'VE BEEN HAVING WITH BOTH THE COUNTY AND THE DEPARTMENT OF TRANSPORT

PATIENT RELATIVE TO THE TO 78 CORRIDOR PROJECT. >> WE'VE BEEN WORKING WITH THEM OVER THE LAST SEVERAL WEEKS TO TRY AND IDENTIFY AN AGREED UPON COURSE OF ACTION AND SCOPE TO BRING ON BOARD A THIRD PARTY INDEPENDENT ENGINEERING FIRM THAT COULD CONDUCT A COMPREHENSIVE REVIEW OF THE DATA, THE ANALYSIS AND THE PROCESSES THAT HAVE GONE THROUGH AS A PART OF THE 270 CORRIDOR PROJECT. AS SOME OF YOU MAY OR MAY NOT BE AWARE, THE COUNTY MET YESTERDAY TO DISCUSS THIS ITEM THEY BROUGHT FORWARD A RECOMMENDATION TO MOVE FORWARD WITH HIRING A FIRM AND THEY'RE GOING TO LOOK TO TO UTILIZE A FIRM THAT THEY HAVEN'T EXISTING CONTRACTUAL RELATIONSHIP WITH THAT WAY THE DELAYS THAT ARE TYPICALLY POSED BY A PUBLIC PROCUREMENT PROCESS WILL BE ELIMINATED.

THEY WILL PROPOSE TO PAY FOR THE ENTIRETY OF THE COSTS OF THAT INDEPENDENT STUDY OUT OF THE PROJECT BUDGET. SO PRESUMABLY OUT OF THE FUNDING THAT'S BEEN PROVIDED BY THE SALES TAX REVENUE THAT'S BEEN COLLECTED AT THIS POINT WE'VE BEEN INVITED TO WORK WITH THEM AND JYOTI ON DRAFTING THE SCOPE OF WORK FOR THIS GROUP. AND AS THAT DOCUMENT COMES

[00:20:03]

TOGETHER WE HAVE SOMETHING IN WRITING WE'LL BE ABLE TO SHARE IT WITH YOU ALL AS THEY LOOK TO MOVE FORWARD WITH PROPOSING AND I BELIEVE THEY'RE GOING TO TAKE IT FORWARD AT THEIR PUBLIC

FACILITIES COMMITTEE MEETING A WEEK FROM YESTERDAY. >> DAVID, THIS REALLY BE A TOWN LED EFFORT AND WHY ARE WE ALLOWING THE COUNTY TO DICTATE WHAT'S GOING TO HAPPEN? WELL, AT THIS POINT IT IS A KIND OF A THREE PARTY UNDERTAKING.

IT IS US WORKING IN CONJUNCTION WITH THE COUNTY AND IN CONJUNCTION WITH DFT BECAUSE ALL PART ALL THREE OF THOSE ENTITIES ARE INVOLVED IN THIS PROJECT.

THERE'S OBVIOUSLY PORTIONS THAT ARE ON THE ISLAND. THERE'S PORTIONS THAT ARE OFF ISLAND. THERE'S PORTIONS THAT ARE GOING TO BE MANAGED AND CONTROLLED BY DOTY. AND SO IT NEEDS TO BE A THREE PARTY AGREEMENT THAT LOOKS AT THIS BECAUSE OF EVERYBODY WHO'S INVOLVED IN THE PROJECT ITSELF. I'M I'M I'M UNCOMFORTABLE THAT THE TOWN ISN'T IN LEADERSHIP ROLE BECAUSE WE'RE THE ONES WHO HAVE TO PROTECT THE ENVIRONMENT AND COMMUNITY AT I DON'T HAVE A PROBLEM WITH WHAT SEEMS TO BE PROPOSED BY THE COUNTY.

I JUST DON'T THINK WE SHOULD BE RELEGATED TO A SECONDARY POSITION.

IT'S TAMMY SO CORRECT. >> I LIKEWISE FEEL AND I THINK I'VE MENTIONED THIS BEFORE SO I'LL JUST SAY IT AGAIN BRIEFLY I FEEL AS THOUGH THE TOWN COUNCIL HAS REALLY TAKEN A BACK SEAT WHEN WE SHOULDN'T HAVE THAT WE'VE MISSED STEPPED AND RATHER SHOULD HAVE BEEN MORE INVOLVED FROM THE BEGINNING I REALIZED WE HAD OUR 278 CORRIDOR COMMITTEE.

WE DID A FINE JOB OF NARROWING THINGS DOWN AND WORKING BUT I BELIEVE BECAUSE OF THAT WE MAY HAVE STEPPED BACK TOO FAR AND AT THIS POINT THERE ARE NO CONSIDERATIONS WITH THAT.

I DID LISTEN TO THE COUNTY COUNCIL MEETING LAST NIGHT AND THERE IS AN EMAIL FROM MR. RODMAN THAT WE ALL RECEIVED EARLIER TODAY. IT SEEMS AS THOUGH MAYBE THERE'S SOME FEW AREAS THAT WE COULD ADDRESS SOME OF THE POINTS IN THE SCOPE BUT THAT THE SCOPE IS PRETTY MUCH DRAFTED. I HAVE CONCERNS OR AT LEAST QUESTIONS MAYBE THEY'RE NOT CONCERNS. THERE'S SIMPLE QUESTIONS ABOUT THE EXISTING FIRM THAT'S BEING USED AND HOW ALL OF I HAVE ALL OF THAT COMES TOGETHER.

AND IN THAT ALL PERTAINS TO THE CONCRETE PIECE OF THIS. WE'VE BEEN VERY FOCUSED ON A PATHWAY THAT LEADS MORE PEOPLE ONTO HILTON HEAD ISLAND AND INTERESTINGLY UNDER THE PURPOSE OF NEED INSTEAD SAYING INCREASING CAPACITY. NOW WE'RE REDUCING CONGESTION WHICH YOU KNOW A BIRD BY ANY OTHER NAME IS THE SAME. BUT IT SOUNDS BETTER I GUESS TO SAY REDUCE CONGESTION. I'M CONCERNED THAT ALONG WITH THIS ROADWAY BEING DRIVEN WITHOUT OUR HANDS ON IT IN MORE IN A WAY THAT DRIVES IT TO WHAT WE WANT AS THE ISLANDERS AS DAVID SAID, WHO ARE THE ONES WHO HAVE TO LIVE WITH IT, WHO HAVE TO IMPRESS, PROTECT OUR ENVIRONMENT, OUR RESIDENTS MAKE SURE THAT OUR DAY IS INTACT AND IT TAINTS THE BRAND AND THE QUALITY OF LIFE THAT WE ALL WANT. WE'VE MISSED ANOTHER STEP ALONG THE WAY AND I KNOW THAT IN YESTERDAY'S DISCUSSION WITH THE COUNTY THEY THEY DISCUSSED IT AND I KNOW IT'S BEEN DISCUSSED. DAVID BROUGHT IT UP IN A MEETING RECENTLY AS WELL THAT WE NEED A LANDSCAPE ARCHITECT AND LAND USE PLANNING SO THAT WE KNOW WHEN THIS IS THAT THE TWO PIECES WILL COME TOGETHER THAT WE DON'T JUST END UP WITH A ROADWAY AND THEN SAY NOW Y AND LIVE WITH THAT UNTIL WE FIGURE THAT OUT THAT THAT AS THE ROADWAY IS BEING CONSTRUCTED THERE'S MEANINGFUL BUILDING AND LIFE STYLE AND QUALITY AND COMMERCIAL THAT'S INCORPORATED INTO THE DESIGN SO THAT IT'S PURPOSEFUL. AND SO THE TOWN COUNCIL I BELIEVE WE NEED TO STEP UP AND PUT THIS AS A PRIORITY ON OUR DESKS AND OUR OUR AGENDA AND NOT SIT BACK AND HEAR WHAT'S HAPPENING ON THE OUTSIDE AND REACT TO IT OR ACCEPT WHAT'S BEING SAID AND TAKING PLACE. SO THOSE MY CRITICISMS OF OUR ATTEMPT AT THIS AND MY RECOMMENDATIONS THAT WE FIX THEM WE ADD TO THE SCOPE AND WHAT IT MEANS TO US AS ISLANDERS IF THIS SHOULD THIS ROADWAY SHOULD EVER COME TO FRUITION.

[00:25:03]

SO I'LL LEAVE IT AT THAT FOR NOW. BUT I'D LIKE TO SEE THAT ON OUR AGENDA SO THAT WE CAN TAKE THAT ACTION WHEN LIKE YOU KNOW, GIVEN THE ATTITUDE OF THE COUNTY TOWARDS THE TOWN AT THIS POINT AS HAS PREVIOUSLY DISCUSSED IN THIS MEETING, I'M NOT COMFORTABLE WITH THAT PARTNERSHIP EITHER. IT SEEMS TO ME THAT 278 AS A MUCH MORE DIRECT AND PERSONAL IMPACT ON THE PEOPLE THAT LIVE AND WORK ON HILTON HEAD ISLAND VERSUS THE BROADER COUNTY AND WE SHOULD BE FOCUSING ON THE INTERESTS OF THE PEOPLE THAT LIVE AND WORK HERE IN OUR DECISION MAKING ON THIS PARTICULAR ROADWAY.

THIS IS THE BIGGEST SINGLE PROJECT THAT'S EVER OCCURRED IN THIS COMMUNITY AND WE NEED TO MAKE SURE THAT IT IS TAKING CARE OF THE INTERESTS OF HILTON HEAD ISLANDERS AND I AM NOT COMFORTABLE AT ALL FOLLOWING ALONG APPARENTLY SECOND FIDDLE WITH THE COUNTY AND THE COUNTY'S ENGINEER. IT MIGHT COST THE TOWN SOME MONEY BUT IT WOULD BE MONEY WELL SPENT FOR US TO HAVE INDEED OUR OWN ENGINEER. THANK YOU, MR..

>> I AGREE. >> I THINK OH I GOT YOU CLOSE TO OH I WAS I AGREE WITH WHAT WAS SAID. YOU WOULD, TAMARA, SAID DAVE IN ENGLAND.

I SUPPORT THE CONCEPT OF HIRING A CONSULTANT THAT CAN WORK ON OUR WAS TO MOVE THIS THING FORWARD AND PROTECTING THE NEIGHBORS IN THE COMMUNITY ALONG THE 270 CORRIDOR ON THE OUTSIDE SO WE COULD MOVE THIS QUICKLY IN CONJUNCTION WITH WHAT THE STATE IS DOING THEN WILL BE GIVE BETTER OPPORTUNITY FOR MORE SUCCESS IN TERMS OF WHAT WE WANT AND NOT WHAT THE COUNTY I AM, I'M DISTURBED THAT THAT RELATIONSHIP BETWEEN THE COUNTY AND THE TOWN HAS

DETERIORATED TO THIS LEVEL. >> SO THAT GIVES ME PAUSE AND AND I AM TOTALLY RELYING ON THE ENGINEERING FIRM THAT THEY HAVE UNDER RETAINER I BELIEVE JOSH. SO THAT SAID, I THINK WE NEED TO TAKE AT LEAST A PAIR OF PURSUE A POSITION WITH THE COUNTY AND MOVING THIS FORWARD AND WE HAVE A BIGGER RESPONSIBILITY TO THE COMMUNITY THAT I THINK THE COUNTY WILL ACCEPT. SO. TO THAT END, I KNOW THAT WE HAVE A FIRM THAT WE HAVE USED IN THE PAST. I THINK IT WOULD BE APPROPRIATE TO AT LEAST TALK WITH THEM AND LET THEM KNOW WHAT'S HAPPENING AT THE COUNTY LEVEL AND SEE WHAT ROLE IF ANY THEY COULD PLAY TO PROTECT OUR INTERESTS AND THE COMMUNITY.

SO THERE'S A COUPLE OF DIFFERENT ASPECTS. YOU CALL IT I DO WANT TO HEAR BACK THAT WE HAVE A LOT OF ONGOING PROJECTS WITH THE COUNTY.

>> KNOW WE'VE GOT THE ST. JAMES BAPTIST CHURCH RELOCATION AMONG OTHERS.

WE'VE INDICATED OUR WILLINGNESS TO BE PROFESSIONAL EVEN THOUGH WE'VE GOT ONGOING DISPUTES AND SOME AREAS WE WOULD LIKE TO APPROACH OUR RELATIONSHIP WITH THEM IN A PROFESSIONAL MANNER.

AND SO I DON'T KNOW THAT I WOULD AGREE THAT THE CHARACTERIZATION THAT THEY ARE NOT A WILLING PARTNER WITH US OR THAT THEY WOULD HAVE SOME KIND OF ULTERIOR MOTIVES.

AT LEAST AS FAR AS THIS PARTICULAR PROJECT GOES, I MAY BE ONE OF THOSE ETERNAL OPTIMISTS. BUT GIVEN THE CONVERSATIONS THAT WE'VE HAD AND THE GOALS THAT WE'VE BEEN TRYING TO ACHIEVE AND I KNOW SENATOR DAVIS HAS BEEN WORKING WITH ALL OF THESE PARTIES I THINK YOU'VE HEARD FROM HIM. I KNOW THE CONSTITUENTS HAVE HEARD FROM HIM. AND SO IN TRYING TO MOVE THIS FORWARD, I THINK WE SHOULD AT LEAST TAKE A LOOK AT THE SCOPE OF WORK THAT THEY'RE ABLE TO SHARE SO THAT WE CAN SEE WHAT IT IS THAT THEY'RE GOING TO BE PREPARED TO MOVE FORWARD WITH. AND IF WE BELIEVE THAT WE NEED TO SUPPLEMENT THAT THROUGH USE OF ANOTHER FIRM THAT WE CAN DO IT.

BUT I THINK IT WOULD BE PROBLEMATIC FOR US IF WE'RE DUPLICATING OUR EFFORTS AND THEY'RE USING ONE FIRM AND WE'RE USING ANOTHER FIRM AND YET TRYING TO ACCOMPLISH THE SAME OBJECTIVES. AND SO I THINK IF WE CAN AT LEAST BE OPEN TO THE OPTION OF WORKING WITH THEM THEN IT MIGHT BE BENEFICIAL FOR US IN THE LONG RUN.

DAVID YEAH. I HEAR YOU. JOSH I THINK IT'S CRITICAL THAT THE TOWN IS INVOLVED IN THE SCOPE OF WORK SO THAT WE'RE SATISFIED WHAT THE ENGINEER IS GOING TO DO WILL GET US TO A POINT THAT OUR COMMUNITY IS CONFIDENT WITH THE OUTCOME.

THIS IS IT. THIS IS A ISSUE OF TRUST AND PERFORMANCE AND OUTCOME.

THANK YOU. AND IF YOU HAVING TO WATCH THE COUNTIES MEETING YESTERDAY,

[00:30:01]

THAT'S ABSOLUTELY WHAT THEY INDICATED. THEY WANT US TO BE A PART OF

DEVELOPING THE SCOPE. >> I MEAN SO THANK YOU. >> THANK YOU FOR THAT EXPLANATION, JOHN. HOWEVER, THAT AGAIN PUTS US IN THE FOLLOWING IN THE NOT IT DOESN'T PUT US IN THE LEADERSHIP ROLE ON SOMETHING THAT IMPACTS THE RESIDENTS OF HILTON HEAD ISLAND. OUR VISITORS TO HILTON HEAD ISLAND.

OUR ENVIRONMENT ON HILTON HEAD ISLAND. OUR FUTURE.

OUR BRAND. AND SO I THINK WE'VE WE'VE LET OTHER PEOPLE DRIVE THE TRAIN LONG ENOUGH. I THINK IT'S TIME MORE THAN TIME THAT WE STEP UP AND WE COMMIT TO BEING THE LEADERS ON THIS PROJECT AND MAKING SURE IN THE END IT WASN'T A HIT OR MISS. AND WE GAVE IT A TRY AND PLAY NICE.

WE WERE PROFESSIONAL. WE ALWAYS WILL BE. THAT'S NOT IN DOUBT.

WE ALWAYS WILL BE. THE FACTS MATTER IS WE ALSO NEED TO BE FIRST.

THE LEADERS ON THIS PROJECT SO I STICK BY WHAT I SAID. >> MY STANDPOINT I THINK WE'RE GETTING CARRIED AWAY HERE ON THIS ILLUSION OF CONTROL OF WE'RE DEALING WITH THREE PARTIES THAT STANDING AT THE TABLE WE'RE DEALING WITH KIND OF HELP MED WE'RE DEALING WITH THE COUNTY AND WE'RE DEALING WITH THE STATE AND IF WE DON'T WORK IN A COOPERATIVE WAY WITH THEN I THINK WE'LL HAVE A PRODUCT LESS DESIRABLE THAN WE ALL WANT TO ACHIEVE HERE.

>> I THINK IT'S PREMATURE TO THINK THAT NEGATIVE BEHAVIOR IS GOING TO BE COMING FROM THE STATE OR FROM FROM BEAUFORT COUNTY THAT WILL BE DELETERIOUS TO WHAT WE WANT TO ACHIEVE HERE . I THINK IT'S SOMETHING LIKE THIS WE'LL GET MORE DONE BY WORKING IN A COOPERATIVE WAY SITTING AROUND A ROUNDTABLE TABLE AS AS OPPOSED TO ONE PERSON AT THE HEAD OF THE TABLE AND EVERYBODY SITTING ALONG THE SIDES HERE.

>> I THINK WE SHOULD TRY TO PROCEED THE WAY IT'S BEEN OUTLINED.

WE CAN RESERVE THE RIGHT TO TWO TO BRING OTHER PEOPLE IN IF WE SO CHOOSE.

BUT I THINK HUMAN NATURE BEING WHAT IT IS, THE PEOPLE THAT ARE WORKING AT THE STATE LEVEL ON THIS PROJECT AND AT THE COUNTY LEVEL REALLY WANT TO DO WHAT'S BEST FOR EVERYBODY.

AND I THINK IT'S ALMOST INSULTING TO THEM FOR TO BE SO PARANOID ABOUT WHAT WE THINK

THE OUTCOME MAY BE A COMMENT NEXT TUESDAY. >> TOM DELAY MYSELF MEETING WITH SENATOR DAVIS AND ANOTHER GROUP OF PEOPLE AND I'D LIKE FOR THEM TO COME BACK AND WE'LL SEND YOU A NOTE AS TO WHERE WE ARE AT THE END OF THAT MEETING BUT SOMETIME LATE NEXT BECAUSE I DON'T KNOW ABOUT EVERYBODY AS TO WHAT WHAT HAPPENED AT THAT MEETING WITH IT'S LIKE.

THANK YOU. I HEAR WHAT WE'RE SAYING HERE AND I HEAR OR REQUEST TO TRUST THE COUNTY. BUT WITH THE THREATS AND ATTACKS THAT THEY'RE MAKING AGAINST US, IT'S HARD TO DO THAT. BUT THEN IT SEEMS TO ME MORE IMPORTANTLY HERE WE ARE. SEPTEMBER 15TH AND WE SHOULD BE HAVING A PREFERRED ALTERNATIVE PRESENTED SOMEWHERE AROUND THE FIRST OF THE YEAR ENGINEERING FIRM THAT IS BROUGHT INTO THIS IS GOING TO NEED TO EVALUATE THE DATA AND TAKE IN THE INTERESTS AND CONCERNS OF THE RESIDENTS OF HILTON HEAD ISLAND HAVING TO DO WITH THIS PROJECT. AND I'M SAYING WE'RE RUNNING OUT OF TOWN TIME AND I WAS TO SUGGEST THAT I'M WILLING TO WAIT.

MR. MAYOR, AS YOU REQUEST UNTIL THE END OF NEXT WEEK IF THAT'S WHAT IT'S GOING TO TAKE.

BUT I THINK WE NEED TO MAKE A DECISION VERY QUICKLY ON THIS AND I AM STILL NOT CONVINCED THAT THE ENGINEER THAT'S BEEN ON LONG TIME RETAINER TO THE COUNTY WOULD HAVE THE SAME INTEREST IN THE RESIDENTS OF HILTON ISLAND AS THAT ENGINEER WOULD.

TO THE BROADER COUNTY. THANK YOU. >> COME BACK NEXT WEEK.

[8.a. General Reports from Council]

>> MOVING ON TO REINFORCE MY MEMBERS OF COUNCIL GENERAL REPORT FROM THE COUNCIL THIS SPEAKER. THANK YOU, MR. MAYOR. I WOULD LIKE TO MOVE FORWARD OR COUNCIL'S APPROVAL TO PUT ARE TO PUT ONTO THE OCTOBER 4TH COUNCIL MEETING AN IMPORTANT

[00:35:01]

RESIDENT'S FIRST INITIATIVE. I'VE BEEN WORKING WITH RESIDENT KEN CARTER LOUSY AND ON THE IDEA OF A PAVILION ON ISLANDERS BEACH ISLANDERS PARK BEACH THAT WOULD BE APPROPRIATE AND FOR WHEELCHAIRS AND FOR THOSE WITH LIMITED MOBILITY TO BE ABLE TO SIT ON AUGUST 27 THAT THE PPC MEETING I BROUGHT IT THAT WE HAD A GREAT DISCUSSION WITH THE COMMITTEE AND ALL OF THE COMMITTEE SUPPORTED THE IDEA AT THAT TIME. I THEN FOLLOWED THAT COMMITTEE MEETING WITH A CONVERSATION WITH MAYOR AND ALSO I THANK YOU FOR YOUR FULL SUPPORT ON AUGUST 30 FIRST. I HAD A MEETING AND DAVID AMES WAS KIND ENOUGH TO JOIN ME WITH STEVE RILEY TO PRESENT THE IDEA AND DISCUSS WHERE WE GO NEXT. AND AND AT THIS POINT IT'S THE STRONG DESIRE OF THE RESIDENTS OF THE TOWN OF HILTON HEAD ISLAND THAT A WHEELCHAIR ACCESSIBLE COVERED PAVILION BE CONSTRUCTED THAT ISLANDERS SPEECH CARPE.

THE PURPOSE IS TO PROVIDE THOSE WITH LIMITED MOBILITY AND OPPORTUNITY TO ENJOY AND BENEFIT FROM THAT LIFE. NOURISHING VIEWS BREEZE SMELLS OF HILTON HEAD'S MOST VALUABLE ASSET OUR BEACHES IF YOU RECALL BECAUSE I BELIEVE WE ALL GOT THE EMAIL THIS ISN'T A NEW CONCEPT BACK JULY 1ST OF 2019 WE RECEIVED AN EMAIL FROM A VISITOR TO COLLIGNON.

SHE SENT AN EMAIL ON BEHALF OF HER DAUGHTER. THEY CAME FROM NEW MEXICO TO SEE THE OCEAN CHEESE WILL BE WHEELCHAIR BOUND AND SO SHE WENT DOWN THE BLUE MAT TO FIND HERSELF WITH NOWHERE TO GO. THERE WAS A REQUEST MADE ABOUT THAT TO MAKE IT EASIER.

AND EXTENSIONS WERE PUT ON A T SHAPE. MATT WAS PUT TO THE END OF THAT WILL THAT MATT. BUT THAT DOESN'T PROVIDE ANY SHADE OR SHELTER FOR THOSE WHO

CAN'T EASILY ESCAPE THE HEAT AND THE ELEMENTS. >> MOST RECENTLY THE FIRST REQUEST ANOTHER REQUEST CAME FOR THAT AND MORE MATS WERE PUT OUT.

BUT AGAIN THERE WAS NO SHELTER . >> SO WHO SUPPORTS THIS? PARENTS GROUPS ARE SUPPORTING IT. I'M SURE YOU'VE GOTTEN COPIED ON EMAILS CHILDREN'S WITH DISABILITY GROUPS ARE SUPPORTING IT AND LITERALLY DOZENS AND DOZENS DOZENS OF HILTON HEAD ISLAND RESIDENTS SUPPORT THIS AND IN FACT THERE'S A SMALL COMMITTEE THAT'S WILLING TO DO MUCH OF THE WORK FOR PRIVATE PUBLIC COLLABORATION DEFUNDED. I'M ASKING AT THIS POINT IF I MAKE A BIGGER PRESENTATION ON OCTOBER 4 THAT I'M ASKING AT THIS POINT, MAYOR, IF I COULD HAVE YOUR ASSURANCES THAT THIS PROJECT WILL BE PUT ON THE TABLE FOR AGENDA CURRENTLY I SHOULD JUST SAY IT IS ON THE CITY INCLUDED IT WAS INCLUDED WHEN THE SITE IS MENTIONED TO CONSIDER FOR INCLUSION IN THE MASTER PLAN FOR PARKS AND RECREATION AND THAT MASTER PLAN IT'S NUMBER FOR POINT I HAVE IT

HERE. >> I WILL TELL YOU IT IS GOAL A TWO POINT FOUR AND UNDER TWO POINT FOUR POINT ONE IS A CONSIDERATION IS TO CONSIDER A GOAL THE ADDITION OF A HANDICAPPED ACCESSIBLE COVERED OUTLOOK AT ISLANDERS BEACH AND I APPRECIATE THAT EFFORT BUT I THINK WE NEED TO STEP THIS UP A LITTLE BIT FURTHER. IT'S ONE THING TO HAVE SOMETHING IN AS A GOAL TO CONSIDER. IT'S ANOTHER THING AS TONIGHT WE ARE DOING TWO LIKELY TO DO APPROVE A RESOLUTION THAT IN IT SAYS THAT WE NEED TO IMPROVE YOU AT ROCK CREEK. THIS THIS IS AN IMPORTANT MATTER AND IT AS YOU SAID IS WONDERFUL. THOSE OF US WHO COULD WALK UP AND SPEND SOME TIME.

THIS NEEDS TO BE CONSTRUCTED FOR ALL HAND AND CENTER. ALL IT'S CONSISTENT WITH EVERYTHING ELSE I'M ASKING FOR THAT APPROVAL FOR NEXT TO THE OCTOBER SPORTS AGENDA.

[00:40:04]

THANK YOU. >> TAMMY. TAMMY WILL BE ON THE OCTOBER 6TH GENDER IS AN OCTOBER 6 THAT I GET IT WRONG. I HAD LOTS OF REPORTS ALL OF THAT EITHER WAY WHATEVER IT IS I'LL BE ON A CRUISE IN OCTOBER COMING ME THE FIRST MEETING IN

OCTOBER. >> OK. THANK YOU.

AND ONE OTHER THING WHILE I HAVE THE FLOOR IF I MAY. WE'VE PASSED THAT 276.

I SEE 78. BUT THERE'S ANOTHER IMPORTANT ISSUE THAT'S HILTON HEAD RESIDENTS ARE CONCERNED ABOUT OVER NEAR THE CONVENIENCE CENTER ON SUMMIT DRIVE.

>> WE KNOW THAT WE HAVE A BUSINESS THAT IS APPLIED TO THE SOUTH CAROLINA DEAL HECK OR A KERMIT OR TRANSFER STATION AT THE. LOOK AT THE LAST I GUESS IT WAS LAST WEEK I SAT IN AND LISTENED TO THAT FULL MEETING. DAVIS MADE A PRESENTATION.

GLEN SANFORD ALSO MADE A VERY INFORMATIVE PRESENTATION TO THE SOUTH CAROLINA COMMITTEE THAT WILL BE APPROVING THAT PERMIT SHOULD IT MOVE FORWARD. BUT I SAT AND LISTENED AND I LEARNED SOME THINGS AND I CAME AWAY WITH SOME CURRENT CONCERNS.

TWO HUNDRED PEOPLE SPOKE AND WHAT CAME OUT OF THAT IS FOR ME WAS ENVIRONMENTAL CONCERNS.

WHILE I REALIZE I'VE READ THE I'VE READ THE LETTER, I'VE READ WHERE WE ARE WITH REGARD TO THIS COMPANY BEING ON THAT PROPERTY, I KNOW HOW WE GOT THERE.

BUT WHAT I DIDN'T REALIZE IS WITH THIS TRANSFER STATION THERE WILL BE DEBRIS THAT'S BROUGHT ALL SORTS OF DEBRIS. WE COULD GO INTO ALL THE DETAILS THEY EXIST AND THEY WILL BE PUT IT'LL BE PUT ON A PAD. THERE IS NOTHING TO SECURE THAT PAD FROM THAT DEBRIS FROM BREAKING DOWN AND INFILTRATING THE GROUNDS GOING FURTHER INTO FISH HALL CREATE OR BREAKING DOWN AND BECOMING AIRBORNE THEREBY AFFECTING THE AIR THAT WE BREATHE, THE WATER WE DRINK AND THE LAND THAT WE SO CAREFULLY TRIED TO PROTECT HERE I WONDER WHETHER OR NOT THERE WAS ANYTHING THAT HAS BEEN LOOKED AT BY THE TOWN.

IT IS OUR LAND TO CONSIDER THE ENVIRONMENTAL IMPACTS ON AND I THINK WE SHOULD.

IS THERE ANYTHING THAT WE CAN DO TO ENSURE THAT THE WAY THIS IS CONSTRUCTED IF IT SHOULD GO THROUGH AND THEY GET THEIR PERMIT? THAT WILL PROTECT THE ENVIRONMENT ONCE IT'S UP AND RUNNING. I WOULD LIKE TO HAVE SOME ASSURANCES I SAW IN THE APPLICATION THAT THEY WILL HAVE THEY WILL TRAIN THEIR EMPLOYEES TO IDENTIFY ACCEPTABLE MATERIALS FOR THE LANDFILL. MORE FOR THE TRANSFER STATION.

I'M NOT CONVINCED OF ANYTHING BASED ON PRIOR EXPERIENCES AND WITH NOTHING ON THE PAD TO HELP CONTAIN AND CURE THE TYPES OF DEBRIS THAT MIGHT COME THROUGH .

I HAVE GRAVE CONCERN ABOUT OUR ENVIRONMENT AND I WOULD LIKE HILTON HEAD ISLAND TO TAKE A STEP AND SHERIFF TO ME AND TO OUR RESIDENTS THAT WE ARE NOT CREATING SOMETHING THAT WE WILL SOON REGRET. THANK YOU. THANK YOU, JAMIE SALINAS VALLEY

MAYOR. >> I WANT TO ACKNOWLEDGE THE SACRAMENTO NUMBER OF PEOPLE WHO HAVE DONE A REALLY GOOD JOB RESEARCHING THE SCIENCE AND GATHERING THE DATA BEHIND THE ISSUE OF MANDATING THE WEARING MASKS. THEY HAVE REACHED OUT TO THE COUNCIL VIA EMAIL, TEXT, PHONE CALLS AND I'VE EVEN TAKEN THE TIME TO MEET PERSON A PERSON THEY STRONGLY FEEL THAT MASK SHOULD BE A MATTER OF CHOICE AND THAT THE DAMAGE THEY CAUSED SOME PEOPLE AND EVEN CHILDREN FAR OUTWEIGH THE BENEFITS. AND ALTHOUGH I MAY NOT AGREE YET IT IS REALLY THROUGH THEIR LOBBYING EFFORT THAT I MUST ADMIT I HAVE A BROADER PERSPECTIVE ON ON THE ISSUE AND I THINK YOU'RE GOING TO HEAR FROM THREE OR FOUR OTHER PEOPLE THAT I'M REFERRING TO TONIGHT IN THE COMMENTS FROM CITIZENS. OK, THERE'S A MORE IMPORTANT NEED TO GO TO MENTAL DISORDERS . THEN YOU POINT OUT THE

GOVERNMENTAL NO REPORTS ARE THANK YOU REPORT ON COMMUNITY SERVICES MR GRANT.

YES OR SEPTEMBER NIGHT THE COMMUNITY SERVICE MET TO INTERVIEW FOR A VACANCY PLANNING COMMISSION. WE HAD OPPORTUNITY TO TALK WITH SOME CITIZENS ABOUT THE VISION AND FUTURE HE'LL HIT OUT AND THAT THERE ARE INTERVIEWS THE COMMITTEE DISCUSSED AND CAME TO CONSENSUS ON ONE APPLICANT. I BELIEVE WE WILL DISCUSS IN MORE DETAIL IN EXECUTIVE SESSION AND HOPEFULLY APPROVAL OF POINT AFTER EXECUTIVE SESSION.

[8.d. Report of the Public Planning Committee – David Ames]

THAT IS MY REPORT AND CAN MR. HAYNES PUBLIC PLANNING? >> THANK YOU MAYOR.

THE PUBLIC PLANNING COMMITTEE MET ON AUGUST TWENTY SEVENTH AND HEARD STAFFS PROPOSED ALAMO AMENDMENTS RELATED TO WORKFORCE HOUSING AND THE SEA TURTLE PROTECTION ORDINANCE REVISIONS . BOTH PROPOSED AMENDMENTS HAVE PASSIONATE PROPONENTS AND OPPONENTS. I WOULD LIKE TO REASSURE CITIZENS YOUR OPINIONS PRO AND CON ARE HEARD AND ARE BEING CONSIDERED. THE AMENDMENTS ARE SCHEDULED TO BE ON THE OCTOBER 6 TOWN COUNCIL AGENDA AND ALSO AT THAT MEETING THE COMMITTEE ALSO PROPOSED FOR THE FULL COUNCIL'S CONSIDERATION OF BEACH VIEWING PAVILION AT ISLANDERS BEACH.

IT WOULD PROVIDE SHELTER FOR RESIDENTS WITH PHYSICAL LIMITATIONS.

THANK YOU MAYOR. THANK YOU. THE SONICS THE FINANCE AND

[8.e. Report of the Finance & Administrative Committee – Tom Lennox]

ADMINISTRATIVE COMMITTEE MET THIS MORNING AND HAD THREE AGENDA ITEMS UNDER A NEW BUSINESS. THE FIRST WAS A FINANCIAL UPDATE FROM DIRECTOR OF FINANCE JOHN TROYER THROUGH TWO MONTHS ENDING THE END OF AUGUST. REVENUE HAVE BEEN STRONG AND DON'T REALLY REFLECT THE TOTAL IMPACT ON THE PANDA PANDEMIC. THE SECOND AGENDA ITEM WAS A REVIEW OF OUR PROPOSED BUDGET AMENDMENT WHICH WE PASSED AND MOVED TO TOWN COUNCIL WITH ONE SMALL CHANGE AND THE THIRD WAS A DISCUSSION OF INFORMATION TECHNOLOGY ORGANIZATIONAL ASSESSMENTS BEING CURRENTLY DONE BY TOWN STAFF AT INVOLVES THE CONSOLIDATION OF TWO I.T.

DEPARTMENTS ONE AT THIS STAFF LEVEL AND A SECOND FIRE RESCUE .

MORE TO FOLLOW ON THAT. THANK YOU. JUST A COMMENT.

ALL THE COMMITTEE CAN'T PEOPLE. I THINK THAT IF YOU HAVE A MEETING ON A DAY OF A COUNCIL MEETING AND WHENEVER YOU MEET ON OR APPROVE COULD NOT GO TO THE COUNCIL THE SAME DAY.

THAT'S JUST MY PERSONAL FEELING. BOTH THE FINANCE COMMITTEE DOES SOMETHING TODAY. IT SHOULD WAIT TILL NEXT MEETING BEFORE GOES A FULL COUNCIL. I'D LIKE TO GIVE SOME THOUGHT TODAY AND MAYBE WE CAN ALL

[10. Appearance by Citizens]

PROCEED WITH THAT WITHOUT MUCH DISCUSSION AT ALL. OK.

GOING ON APPEARANCE BY CITIZENS CHRISTIAN WE HAVE NINE CITIZENS TODAY.

YES SIR WE HAVE NICE CITIZENS CURRENTLY ON THE LINE. REMEMBER IT IS DEFINITELY A THREE MINUTE TRIP. NO MATTER WHAT YOU SAY ABOUT ME ON PAPER.

OFFICIALLY CALL THE FIRST THING IT EATS KIDS WELL. YES SIR.

I MEAN I'M JUST TO GET THE TIMER READY. THE FIRST PERSON ON THE LIST IS

JOE POLLYANNA. JOE, ARE YOU THERE? >> YES, I AM.

DO YOU HEAR ME? YES, MA'AM. OK, GREAT.

THANKS FOR HAVING ME. >> I'M A RESIDENT AND A BUSINESS OWNER AND HEAD ISLAND.

I WANT TO START BY JUST THROWING SOMETHING OUT THERE THAT REALLY WAS DISTURBING LAST MONTH DURING THE MEETING. WE SPENT A LOT OF TIME GETTING GOING ONLINE POSTING OUR VOTE WHICH WAS VERY TIME CONSUMING TO GET INTO THAT WEB SITE AND THEN ONLY TO HAVE THE REQUEST.

YOU ALL DID A VOTE FOR THE MASK MANDATE AND THE VOTE. I HAVE A SCREENSHOT OF IT ENDED UP BEING EIGHTY NINE POINT EIGHT IN FAVOR OF REMOVING THE MASK MANDATE EIGHT POINT TWO IN FAVOR OF KEEPING THE MATH MANDATE AND 2 PERCENT UNDECIDED .

AND AS I'M WATCHING THE MEETING WONDERING YOU KNOW OH WOW, THIS IS GREAT.

WE'RE ALL EXCITED ABOUT IT AND YOU GUYS PASSED RIGHT OVER. I DIDN'T SAY A WORD ABOUT IT AND IT WAS REALLY, REALLY JUST DISTURBING TO ME. I JUST FELT LIKE WE HAVE NO VOICE IN THIS COMMUNITY AND ESPECIALLY DURING A TIME LIKE THIS WHEN WE CAN'T EVEN BE AROUND FACE TO FACE TO HAVE THIS INTERACTION WITH YOU AND YOU JUST TOTALLY IGNORED OUR VOTE. SO THAT'S ONE OF THE THINGS I WANT TO THROW OUT THERE AND THEN I WANT TO SAY. GOING FORWARD I JUST WANT TO SAY THAT I KNOW THAT, YOU KNOW, WE WERE ALL UNDER A BAD SITUATION. BACK IN MARCH AND WE DIDN'T KNOW WHAT WAS GOING TO HAPPEN AND THE MEDIA WAS SCARING THE HECK OUT OF US AND WE DIDN'T KNOW WHAT WAS GOING TO HAPPEN AND IT KIND OF WENT ANOTHER WAY.

BUT IN OUR INITIAL KNEE REACTION WE'RE IN THIS SITUATION AND DURING THE

[00:50:06]

BEGINNING STAGES OF CODE IT HOWEVER WE'RE NOW AT A POINT WHERE WE ARE MUCH MORE EDUCATED WE KNOW SO MUCH MORE THAN WE DID SEVEN MONTHS AGO. MATT IS THE ONE THING WE KNOW FOR SURE FROM ALL OF THE DOCTORS SCIENCE EVEN THE CDC IS BACKTRACKING AND HAS CHANGED SO MUCH IS THE MATH DO NOT PREVENT KOBE 19. THEY DO NOT.

THE FACTS ARE NOT THERE. DR. RIBAUT WAS FIRST ONE THAT SAID THAT THEY DO NOT WORK AND I DON'T KNOW WHY HE BACKTRACKED . I'M SURE IT WAS POLITICAL.

BUT HE WAS THE FIRST ONE TO SAY WHAT EVERY OTHER DOCTORS FRONT LINE DOCTOR SAYS THEY DO NOT WORK. WHAT HAS HAPPENED TO ALL OF OUR OTHER LAWS? FOR INSTANCE, THE INSTANCE AMERICANS WITH DISABILITIES. THERE'S SO MANY PEOPLE WHO CAN'T WEAR THESE MATS THERE SHOULDN'T BE. TO BE HONEST, NONE OF US SHOULD BE. WE'RE ALL GOING TO END UP BEING SICK DOWN THE ROAD AND THEN YOU'RE GOING TO BE LIKE WOW, WHY DID I DO THAT TO ALL OF THESE POOR PEOPLE WHO ARE DYING OF OTHER ILLNESSES NOW AND THIS POOR CHILDREN WHO CAN'T BREATHE.

IT'S JUST A HORRIFYING THING AND YOU BETTER THINK ABOUT WHAT MIGHT HAPPEN IN OUR FUTURE.

WHAT DOES HAPPEN ARE COMMON SENSE. YOU MAKE US WEAR A MASK YET WE'RE CARRYING AROUND A GROCERY CART. WE'RE PUSHING A GROCERY CART THAT NOBODY WHITE DOGS BUT A DAYS A WEEK I CARRY AROUND FOR. IT'S COMMON AND THAT'S WHAT WE SHOULD BE ABLE TO HAVE A COMMON STANCE ON. WE KNOW WHAT'S OUT THERE.

BE EDUCATED. YOU OUGHT TO BE EDUCATING US. WE SHOULD BE MAKING UP OUR MINDS WHAT WE SHOULD DO FROM THERE INSTEAD OF INSTILLING FEAR IN OUR COMMUNITY.

SOMEONE SHOULD BE POSTING NUMBERS. SOMEBODY SHOULD BE POSTING.

THE CDC HAS ONLY BACKTRACKED. JIM SHOULD NOT PEOPLE IN GYMS SHOULD NOT BE WEARING WHAT IT SAYS I CALL IN THE HALL. WHICH WE'RE NOT EVEN USING RIGHT NOW.

THE WORLD HEALTH ORGANIZATION AND ALSO THE COMMUNITY IS LOOKING TO ITS LEADERS FOR SOMETHING OTHER THAN POLLYANNA. OK, NEXT I'D LIKE TO TELL CHRISTIAN GRAY CO.

>> HI. I'M JUST CALLING IN TO TALK ABOUT WHAT THE KIDS ARE FEELING RIGHT NOW. THIS IS SOME STUFF SAID TO ME BY MY 10 YEAR OLD FIRST.

THE KIDS SPENT SO MUCH TIME ON SOCIALIZED THAT BULLYING IS THROUGH THE ROOF RIGHT NOW.

LOOK AT WHAT IT WAS WITH WHEN YOU TRAIN A DOG WITH PUPPIES. IF THEY'RE NOT SOCIALIZED WITH EACH OTHER, THEY'RE GOING TO TURN INTO VICIOUS ANIMALS. AND I KNOW RIGHT NOW THE BULLYING IS THROUGH THE ROOF AND MASK THAT THEY TAKE AWAY THAT HUMAN CONNECTION PERPETUATING THAT ISSUE. AND ON TOP OF THAT PEOPLE ARE SO DEPENDENT ON WHAT SOMEBODY ELSE HAS ON THEIR FACE. I HEARD A MOTHER TELL HER SON THAT IF SHE IN THIS KID WAS LIKE SIX THAT IF HE TOOK OFF HIS MASK HE WAS GOING TO KILL SOMEONE.

HE WAS 100 PERCENT GOING TO KILL SOMEONE IF HE TOOK THAT MASK OFF.

IMAGINE THAT THAT KID'S 30 YEARS FROM NOW. WHAT KIND OF PSYCHOLOGICAL DAMAGE WOULD THAT DO ON TOP OF THAT? SOME QUOTES FROM MY CHILD ARE ON HIM. WE'RE TOLD TO KEEP OUR MASK ALONE IN A STALL IN THE BATHROOM IF MY SKIN FALLS BELOW MY NOSE. ALL THE KIDS YELL AT ME AND THEN WHEN I GO TO PICK IT UP THE TEACHER THEN YELLS AT ME FOR TOUCHING MY FACE.

WE GET BREATHING BREAK FROM OUR MASK WHICH IS RIDICULOUS. DON'T YOU HAVE TO BREATHE ALL THE TIME? BUT WE GET BREATHING BREAKS BUT THAT DOESN'T HELP.

I STILL CAN'T BREATHE. IT TAKES SO MUCH ENERGY TO BREAK THROUGH THIS THING AND THESE POOR KIDS ARE IN THIS MASK EIGHT HOURS A DAY. WHEN THEY'RE OUTSIDE RUNNING AROUND AT RECESS. IF THEY RUN TOO CLOSE TOGETHER WHILE PLAYING SOCCER THEY GET YELLED AT. IF THEY RUN TOO CLOSE TOGETHER WHILE PLAYING TAG THEY GET YELLED AT THESE WE'VE BEEN TOGETHER FOR SEVEN YEARS OR MORE NOW AND NONE OF US HAVE EVER GOTTEN SICK. THERE'S BEEN VIRUSES AROUND FOREVER.

WHY DO WE HAVE TO START NOW? WE HAVE TO WASH OUR HANDS SO MUCH.

MY HANDS ARE TURNING RAW AND THEY HURT THE DAVE. I'M REALLY NERVOUS.

WE CAN'T ON THIS CALL BUT THE PSYCHOLOGICAL DAMAGE THAT WE'RE DOING IN THIS KIDS WITH A MANDATE AND THESE ERRONEOUS LAWS IS GOING TO THE DAMAGE IS FAR OUTREACH.

ANYTHING THAT WE CAN EVEN IMAGINE RIGHT NOW. AND YOU GUYS TO THE LEADERS OF THIS COMMUNITY AND I UNDERSTAND THERE ARE SOME ELDERLY PEOPLE WHO ARE SICK BUT OUR KIDS ARE OUR FUTURE AND THEY SEEM TO BE SEEN AND JUST IF NOT MORE IMPORTANT.

>> THAT'S IT. THAT'S ALL I GOT. THANK YOU, MR. TIFFANY READER.

I THANK YOU MAYOR AND TOWN COUNCIL. YOU AS WELL AS THE TOWN COUNCIL CHOSE TO GO BEYOND THE CDC RECOMMENDATION AND INSTITUTE A MANDATE.

BUT YOU'VE DONE NOTHING TO UPDATE YOUR MANDATE AS THE RECOMMENDATIONS FROM THE CDC AND THE WTO HAVE CHANGED LIKE NOT RECOMMENDING MASS DURING CARDIO EXERCISE AND GYM AND THE

[00:55:05]

RISKS OF MASS AND HEAT RELATED ILLNESSES FROM THOSE MASS LANDSCAPERS OUTDOOR WAITSTAFF ESPECIALLY IN OUR ENVIRONMENT OF HIGH HUMIDITY, HIGH HEAT. THE MANDATE HAS WEAPONIZED MANY OF THE ISLAND'S CITIZENS BY CONDONING AND SOME MAY EVEN ARGUE ENCOURAGING THE BEHAVIORS OF PUBLIC MASK BULLY THING THROUGH HARASSING AND BULLYING OF INDIVIDUALS AND BUSINESSES.

THIS HAS CREATED AN ENVIRONMENT OF ZERO TOLERANCE WITH MANY MASS WHERE HURLING VITRIOLIC AND AD HOMINEM ATTACKS AT THOSE IN THE COMMUNITY CAN'T WEAR A MAP FOR MANY LIKE MYSELF AND MY DAUGHTER WHO SUFFER FROM MEDICAL CONDITIONS THAT MAKE IT DANGEROUS FOR US TO ACTUALLY WEAR A MASK. IT'S EXTREMELY STRESSFUL, UPSETTING AND DISTURBING EXPERIENCE. NEARLY EVERY WE VENTURE OUT IN PUBLIC.

THE EFFECTS OF THIS DIVISIVE TOXIC ENVIRONMENT ARE NOW IMPACTING OUR ECONOMY WITH NUMEROUS BUSINESSES CLOSING THESE SAME BUSINESSES THAT BRING ANNUAL TOURIST BACK YEAR AFTER YEAR TO WHAT WAS ONCE OUR BEAUTIFUL ISLAND. AND AS YOU'RE WELL AWARE ARE 20 20 REVENUE HAS BEEN GREATLY IMPACTED WITH LOSSES TOPPING 300 MILLION THROUGH JULY.

SO I HAVE TO ASSUME ANNUALIZED WE'RE PROBABLY LOOKING AT UPWARDS OF HALF A BILLION DOLLARS IN LOST REVENUE FOR THIS YEAR BUT TWENTY TWENTY ONE REVENUE MAY SEE EVEN A GREATER IMPACT BECAUSE SO MANY TOURS THAT I HAVE TALKED TO ARE SHOCKED AND ABSOLUTELY DISGUSTED TO SEE HOW ISLANDERS HAVE TREATED THEM THIS SEASON. THEY'RE ALSO SADDENED TO SEE US LOSE SOME OF WHAT MAKES THE HILTON HEAD SPECIAL ARE UNIQUE RESTAURANTS ARE LOCAL SHOPS.

THEY'RE CLOSING THEIR DOORS FOR GOOD. THIS SITUATION REQUIRES AN HONEST RISK BENEFIT ANALYSIS. I KNOW SEVERAL ON THE COUNCIL WILL AGREE BECAUSE WE SPOKE IN PERSON THAT THE DATA DRIVING YOUR ORIGINAL DECISIONS TO IMPLEMENT THIS MANDATE WERE FAULTY AT BEST. THERE CLEARLY IS NO IMMINENT WIDESPREAD HEALTH RISK WITH FIVE TOTAL DEATHS ON THE ISLAND AND A PEAK OF TWENTY FIVE PATIENTS IN OUR COMBINED HOSPITALS AT THE END OF JULY. IT'S NOW INCUMBENT ON EACH OF YOU TO HONESTLY ASSESS THE CURRENT SITUATION AND ACKNOWLEDGE THAT THE REPERCUSSIONS AND FALLOUT OF THIS MANDATE HAVE NOW SIGNIFICANT SURPASSED ITS ORIGINAL INTENT.

THIS SHOULD BE AN EFFORT OF EDUCATING OUR CITIZENS, NOT LEGISLATING OUR CITIZENS.

I REQUIRE YOU TO CALL A SPECIAL MEETING AND VOTE TO REVOKE THE EMERGENCY ORDER IMMEDIATELY ON THE GROUNDS AN EMERGENCY NO LONGER EXISTS. THANK YOU INHUMAN READER IRISH

SHETLAND. >> CAN YOU HEAR ME OK? YOU SEEM OK.

GOOD AFTERNOON. I'VE MARCH 16TH THE TOWN DECLARED A STATE OF EMERGENCY AS A RESULT OF IMPACTS ARISING FROM OVER 19 PANDEMIC. YOUR EMERGENCY ORDER IS INVALID UNJUSTIFIED UNCONSTITUTIONAL. THE ORDER NEVER CLEARLY DEFINED THE METRICS FOR MEASURING THE IMPACT THE TOWN HAS THE BURDEN OF PROOF BUT NEVER GAVE US PROOF TO SUPPORT THE BASIS FOR THE ORDER. CDC CONCERNED MONTHS AGO WAS THAT HOSPITALS WOULD BE OVERRUN AND WE WOULD SEE MASSIVE DEATH BUT THAT NEVER MATERIALIZED AND CERTAINLY NOT FOR HILTON HEAD OR EVEN DIFFERENT COUNTY HEALTH CAROLINA CODE SECTION 5 7 TO 50 SAYS AN EMERGENCY ORDER EXPIRES AUTOMATICALLY. AS OF THE SIXTY FIRST DAY FOLLOWING THE DATE OF ENACTMENT THERE IS NO PROVISION FOR AN EXTENSION. WE ARE ON DAY ONE EIGHTY FOUR SOUTH CAROLINA CODE DEFINES THE PUBLIC HEALTH EMERGENCY AND QUALIFYING HEALTH CONDITION AS REQUIRING SIGNIFICANT HUMAN FATALITY A WIDESPREAD ILLNESS. HILTON HEAD HAS FIVE DEATHS IN THE CASE DOES NOT MEAN AN ILLNESS BEFORE COPING 19 CDC DEFINES THE CASE TO INCLUDE CLINICAL EVIDENCE AND FATALITY USED TO BE THE MARKER FOR SEVERITY.

PUBLIC HEALTH IS A LOCAL ISSUE. WE SHOULD BE ANALYZING OUR LOCAL DATA AND APPLYING MEASURES NARROWLY TAILORED TO THE VULNERABLE POPULATION. ONLY ANY MEASURES BEYOND THAT ARE ARBITRARY PATIENTS. HOW IN THE WORLD DOES AN EMERGENCY LAST ONE HUNDRED EIGHTY FOUR DAYS AND COUNTING? I UNDERSTOOD AND ACCEPTED YOUR EFFORTS TO KEEP US SAFE.

BACK IN MARCH. COUNCIL CANNOT CONTINUE TO ACT AND MANDATE LIKE WE ARE STILL IN MARCH WITH LIMITED DATA AND KNOWLEDGE AS YOU ARE AWARE OTHER JURISDICTIONS ARE CHANGING COURSE OVER MASS AND EVEN THE EMERGENCY ORDER. AND NOW IT IS YOUR TURN.

COURT CASES IN VARIOUS STATES ARE MOVING FORWARD AGAINST THESE INVALID EMERGENCY ORDERS . THE OVERREACHING MEASURES. BE AWARE THAT IF ANY OF YOU IS FOUND TO BE IN VIOLATION OF YOUR OATH OF OFFICE YOU WILL BE HELD PERSONALLY LIABLE.

THERE WILL BE NO PROTECTION FOR YOU. WE HAVE BEEN SO CAUGHT UP IN THE CONFLICT OVER MASKS AND THE DIVISION CREATED IN ITS WAKE THAT COUNCIL HAS LOST SIGHT.

THAT'S THE BASIS FOR AN EMERGENCY ORDER NO LONGER EXISTS.

STOP THE DIVISION AND LET US BEGIN HEALING THE COMMUNITY. I REQUIRE YOU TO CALL A SPECIAL MEETING AND VOTE TO REVOKE THE EMERGENCY ORDER IMMEDIATELY ON THE GROUNDS IN EMERGENCY NO

[01:00:03]

LONGER EXIST. THANK YOU MR. STRUGGLER. CHEERING NUMEROUS.

YOU HEAR ME? YES, MA'AM. THANK YOU.

HI. FIRST OF ALL, I JUST WANT TO THANK YOU ALL FOR BEING HERE.

THANK YOU, TOM. LOOK FORWARD TO MEETING YOU. TAMMY AND DAVID, WE APPRECIATE YOU DOING WHAT'S BEST FOR OUR COMMUNITY AND GOOD CITIZENS. WE REALLY WANT TO HELP.

WE WANT TO SAVE LIVES. WE WANT TO DO THE RIGHT THING. AND DURING THE PANDEMIC AS OF MARCH 16TH WE DID AS WE WERE TOLD. WE STAYED HOME.

WE SEPARATED. WE ISOLATED. WE FLATTENED THE PER.

SO WHY AFTER FIVE MONTHS OF AN EMERGENCY ORDER WITH DEATH RATES GOING BACK DOWN AND CODED CASES DROPPING DAILY. ARE WE STILL REQUIRED TO WEAR A MASK? WHERE'S THE EMERGENCY? AS HEALTHY AMERICANS WE HAVE THE RIGHT TO BREATHE FREELY.

IF THE SCIENCE FACTS WERE CONSISTENT WE WOULD ALL BE IN AGREEMENT.

WE WOULD WEAR THEM. NO PROBLEM THAT THEY'RE NOT FROM JUNE WITH NO MASK ORDINANCE TO JULY WHEN THE MASS MANDATE WENT INTO EFFECT THE EFFECT THERE WAS A 68 PERCENT INCREASE IN COVERED CASES ON HILTON HEAD. PROVING THAT MATH DON'T WORK AS BEEN NOTED BEFORE THERE HAVE BEEN FIVE DEATHS ON HILTON HEAD ISLAND SINCE APRIL ALL ELDERLY ,ALL IN NURSING HOMES AND CURRENTLY THERE ARE SEVEN PATIENTS INTO HILTON HEAD HOSPITAL. THERE IS NO OVERRUN IN EMERGENCY ROOMS OR THE MORGUE.

THE FACT IS THE NUMBERS DON'T SUPPORT THE EXTREME MEASURES. THE TOWN COUNCIL IS TAKING TO PREVENT COVE WITH A CURE RATE OF NINETY NINE POINT SIX AND THE MORTALITY RATE GOING DOWN.

WHY ARE MASS DOLE REQUIRED? IS IT BECAUSE A TYRANNICAL GOVERNMENT IS USING MASS AS A SOCIAL EXPERIMENT TO SEE HOW COMPLIANT WE ARE OR ARE WE PANDERING TO PEOPLE WHO BELIEVE THE FEAR PORN PROMOTED ON MAINSTREAM MEDIA FOR THOSE WHO ARE COMFORTABLE HAVING THE GOVERNMENT DICTATE CHOICE'S EDUCATION AND HEALTH? THERE ARE MANY SOCIALIST COUNTRIES AROUND THE WORLD TO CHOOSE FROM BUT HERE IN AMERICA WE ARE A COUNTRY OF FREEDOM.

FREEDOM OF SPEECH, FREEDOM OF CHOICE. IF YOU WANT TO WEAR A MASK, WEAR ONE. IF YOU DON'T CONSULT YOUR DOCTOR NOT THE GOVERNMENT.

MY DOCTOR LIKENS WEARING A MASK TO TRYING TO KEEP A MOSQUITO WITH A CHAIN LINK FENCE.

THE VIRUS IS SUPER SMALL. A PIECE OF FABRIC DOESN'T WORK. THEY ARE RIDICULOUS.

THEY ARE INEFFECTIVE. MASKS ARE DIVISIVE. THEY DESTROY OUR IMMUNE SYSTEMS. THEY DESTROY OUR COMMUNITY TURNING FRIENDS AND ENEMIES.

THEY DEHUMANIZE US BY KEEPING US QUIET AND HIDDEN AND THEY ARE A VISUAL REMINDER OF FEAR.

I FLEW TO L.A. RECENTLY. THE RESERVATION IS WHEN I BOOKED THE FLIGHT SAID I ONLY NEEDED MY DOCTOR'S LETTER TO FLY WITHOUT A MAP. I SHOWED UP AT THE HILTON HEAD AIRPORT WITH MY PERMISSION SLIP FROM MY DOCTOR ONLY TO BE TOLD THAT I HAD TO CONSULT WITH DELTA'S VIRTUAL DOCTOR BEFORE I COULD FLY. MY DOCTOR'S NOTE WAS NOT ENOUGH. I WAS TOLD BY DR. WEISS TO NEVER GAVE ME HER FULL NAME.

NEVER MARRIED. NEVER HAS EXAMINED ME. THANK YOU, MR. JOE REINHART.

MR. REINHART, CAN YOU CALL ME ON? >> CAN YOU HEAR ME?

YES, SIR. >> BUT THIS FOR ME. >> THANK YOU VERY MUCH, COUNCIL MAYOR. MY TOPIC IS GOING TO BE YOUR AGENDA ITEM ELEVEN A NUMBER NATURE. I'M GOING TO TRY TO KEEP IT TO THESE SPECIFIC NATURE OF WHAT YOU COULD DISCUSS TODAY IN GENERAL. OTHER MAKE HAS BEEN A MESS FOR SEVERAL YEARS AND IF WE CONTINUE DOWN A PATH WE'RE GOING THE SAME KIND OF LACK OF INSIGHT, LACK OF LEADERSHIP. WE'RE GONNA LIVE WITH THIS PROBLEM FOR AT LEAST ANOTHER DECADE A SUSPENSION. I DID PARTICIPATE IN THE THURSDAY MEETING.

I'VE BEEN INVOLVED WITH THIS SITUATION FOR A COUPLE OF YEARS.

I USED TO LIVE ACROSS STREET FROM THEM. I MOVED AS YOU MIGHT REMEMBER SOME ON THE COUNCIL. THEY SEEMED TO FOLLOW ME WHEREVER I GO.

IT WAS NOT A GOOD CHOICE TO MOVE THEN IT'S NOT GOOD CHOICE HAD I'M ON THE ISLAND BUT I WILL TRY TO STAY ON TOPIC WHICH IS WHAT THE AGENDA ITEM MACES TO PROVE THE ZONING ALLOWANCES I GUESS I'LL CALL IT THAT. I'M GOING TO DIRECT YOU TO THE THE JUNE 14, 2015 AGREEMENT WHICH THE ONLY AGREEMENT THAT I HAVE THAT I THINK IS STILL VALID I CAN BE CORRECTED IF I'M

[01:05:05]

WRONG ON THAT AND THAT IS THAT WE'RE GOING TO WAIVE THE REQUIREMENTS FOR HIM TO KEEP FREE COVERAGE THAT'S BEEN CLEARED BUT IT WAS ONLY IF THAT WAS TO BE USED FOR GRINDING.

NOW AT THIS POINT ALL BETS ARE OFF BECAUSE THAT NOW IS GOING TO BE A CLASS TO CND CONSTRUCTION DEMOLITION WASTE TRANSPORTATION TRANSFER STATION WITH YES APPROVED BY DEAC TOXIC MATERIALS. THESE ARE BASED ON REGULATIONS THAT ARE LEAST THREE DECADES OLD. THE MARGIN OF ERROR BETWEEN WHAT'S THERE IN THE WETLANDS IS VERY SMALL. SO IT IS A DISASTER WAITING TO HAPPEN.

SO THAT FIRST AT POINT THREE ON THAT PARTICULAR AGREEMENT HAS POTENTIALLY BEEN BROKEN SHOULD THE THE PERMIT APPROVAL GO THROUGH? THE SECOND ONE IS POINT FOUR WHICH I FIND IS IS VERY LACKING AND IT'S THE DEFINITION WHICH IS PROVIDING A GRINDING AND LOGGING ACTIVITY SHALL NOT BE ALLOWED ON A PROPERTY BEING A SPLIT ZONE MIXED USE RIGHT TO KEEP WHOLESALE LANDSCAPE. I WOULD LIKE YOU TO PROVIDE ME THE DEFINITION I FOUND WHAT A WHOLESALE NURSERY IS AND I'M QUITE SURE THE LONG DEFINITION BUT IT'S BASICALLY PLACES WHERE PLANTS ARE GROWN SOLD FOR TO OTHERS WHO ARE IN RETAIL I'VE NEVER SEEN A PLANT GROWN LIKE A MAN. WE JUST SEE DEBRIS THERE THOUGH IT SHOULD HAVE BEEN STATED IN THAT PICTURE PROVISION THAT IT'S TO BE USED FOR DEVELOPMENT OF RESIDENTIAL DEVELOPMENT OR TRULY TRULY WHAT ALWAYS IS POSTED IN A WHOLESALE NURSERY. WHAT'S GOING TO HAPPEN IF WE'VE HAD BASED ON EXPERIENCE WE'VE HAD IS THAT HE WON'T USE IT FOR GRINDING OR LOGGING BUT HE MIGHT USE IT FOR OTHER THINGS SUCH AS STORAGE BECAUSE GUESS WHAT? WE DIDN'T SAY HE COULDN'T HE SHOULD HAVE TO SPEAK ABOUT. THANK YOU CATHY BRYSON, PLEASE . YES, CATHY BRYSON, I'M MAKING A CO-FOUNDER WITH RACIST RIGHT IN FRONT OF THE COALITION OF ISLAND NEIGHBORS ON AUGUST 14 TWENTY TWENTY WE JOIN WITH OTHERS AND SENT TO THE TOWN COUNCIL THE TOWN MANAGER COUNTY COUNCIL AND THE COUNTY ADMINISTRATOR A DETAILED RECOMMENDATION FOR AN INDEPENDENT ENGINEERING CONSULTANT ALONG WITH DRAFT TYPE OF WORK FOR THE 278 QUARTER PROJECT WE HAVE HEARD FROM THE COUNTY ADMINISTRATOR MET WITH HER AND SHE HAS BEEN VERY RECEPTIVE TO OUR SCOPE OF WORK. WE ARE WORKING WITH HER ON THE COUNTIES TYPE OF WORK.

WE HAD NOT RECEIVED A REPLY FROM THE TOWN COUNCIL OR THE TOWN MANAGER.

WE CONTACTED THE TOWN MANAGER'S OFFICE WITH MR. RILEY OUT OF TOWN UNTIL EARLY OCTOBER WE MET WITH MR. GRUBER LAST FRIDAY MR. GRUBER STATED THAT THE TOWN HAD NOT CONSIDERED OUR PROPOSAL AND THAT THE TOWN WAS WAITING FOR THE COUNTY TO ACT LAST NIGHT. AS YOU'VE LEARNED THE COUNTY COUNCIL UNANIMOUSLY APPROVED HIRING AN INDEPENDENT CONSULTANT AND DIRECTED THE COUNTY ADMINISTRATOR TO PREPARE A SCOPE OF WORK AND PRESENT TO THE COUNTY PUBLIC FACILITIES COMMITTEE FOR THEIR MEETING NEXT WEEK. DURING THAT SAME MEETING MR. DAVIS SPOKE AND SUPPORTED OUR SCOPE OF WORK FOR AN INDEPENDENT ENGINEERING CONSULTANT AND ALSO SUPPORTED HIRING LANDSCAPE ARCHITECT TO ASSIST WITH PLANNING AND HELPING WITH THE SUNNI COMMUNITY. THE COUNTY IS GOING TO BE PROCEEDING WITH THIS AND WE URGE YOU TO GO AHEAD AND DO THAT TODAY.

PLEASE DO NOT WAIT UNTIL NEXT WEEK OR THE WEEK AFTER THAT OR THE FIRST WEEK OF OCTOBER BECAUSE THE COUNTY WILL PROCEED. THE TOWN SHOULD BE ABLE TO PROVIDE INPUT AND NOT WAIT ON THE COUNTY. SENATOR DAVIS CONSIDERED A PROPOSAL BY COUNTY ENGINEER SCOTT LIGGETT WHICH WAS DESCRIBED AS A PEER REVIEW AND REJECTED THAT PROPOSAL. WE URGE YOU TO CONSIDER THE SCOPE OF WORK WE HAVE PRESENTED. IF THERE ARE PARTS OF IT YOU DO NOT LIKE, AT LEAST REPLY TO US.

WE ARE CERTAINLY WILLING TO WORK WITH THE TOWN TO TRY TO FIND A SCOPE OF WORK WHICH WILL SATISFY THOSE OF US WHO LIVE ON THE ISLAND FROM THE BEGINNING. OUR COALITION HAS SUPPORTED ADDRESSING SAFETY ISSUES PROTECTING PRESERVING THE STURDY COMMUNITY, ADDING PROJECTS TO BICYCLE FACILITIES AND ADDING AESTHETIC TREATMENTS WITHIN EGG LAKE WATER ALL OF WHICH ARE POSITIVE OUTCOMES. WE ALSO SUPPORT THOUGHTFUL CONSERVATIVE WELL PLANNED EXPENDITURES WHICH HAVE BEST IN CLASS RESULT. WE ARE NOT GETTING THAT WITH THE SPDC ALTERNATIVES. THERE IS NO REASON FOR OUR COMMUNITY TO BE FORCED TO

[01:10:02]

ACCEPT LESS. WHAT WILL YOUR LEGACY BE? THIS ONCE IN A GENERATION PROJECT WHERE YOU STILL STAND BY AND LET THE COUNTY LEAD. WE DECIDED WE SHOULD GO AHEAD AND WORK WITH THE COUNTY. WE HAVE THE SUPPORT OF SENATOR DAVIS AND WE HAVE THE COOPERATION OF THE COUNTY ADMINISTRATOR. THEY SOUND RIGHT WITH US AS WELL. THANK YOU JOE REINHART, I BELIEVE I SAW YOU JUMP ON THE LINE. THANKS FOR PICKING ME UP FOR THE RECORD.

MY NAME IS JOSEPH REINHART TOO. I WANT TO THANK BY THE WAY HE WAS HE RESPONDED MY ONE E-MAIL THAT I SENT TO EVERYONE AND I APPRECIATE THAT I WOULD LIKE TO SPEAK TO THE MASK ISSUE ON HILTON HEAD ISLAND FIRST AND FOREMOST. WE DO NOT LIVE IN A STERILE ENVIRONMENT MASK UTILITY IS MUCH DIFFERENT IN HEALTH CARE SETTINGS.

SURGICAL MASKS HAVE NEVER BEEN USED AS RESPIRATORS. THEY ARE BARRIERS ONLY TO SALIVA, MUCUS AND PHLEGM SIZE. LET'S REMEMBER TWO HUNDRED FIFTY THOUSAND AMERICANS DIE EVERY YEAR FROM MEDICAL MALPRACTISE. LIFE COMES WITH RISKS AND WE ALL HAVE TO BE FREE TO FACE THEM AND EMBRACE THEM. RIGHTFULLY IT IS SYMPTOMATIC PEOPLE WHO ARE ADVISED TO WEAR MASKS EMPHASIS ON ADVICE NOT EVEN A DOCTOR CAN FORCE HIS PATIENT TO WEAR A MASK. WE HAVE TO HONESTLY ADMIT TO NOT ENFORCE GOOD HYGIENE PROPER HANDWASHING, PROPER DIETS OR CORRECT BODY MASS INDEX MASKS OFFER A FALSE HOPE FOR THE FEARFUL IN AN UNFORTUNATE OPPORTUNITY FOR THREATS BY GOVERNMENT AND PUBLIC SHAMING BY FELLOW NEIGHBORS. I AM IN FAVOR OF GUIDELINES AND EDUCATION IF YOU WANT FOLKS TO WEAR MASKS ON THE WAY TO A RESTAURANT TABLE AND THEN DINE WITHOUT ONE MAKE IT A GUIDELINE. AS SILLY AS IT IS MANDATES, LAWS AND ENFORCEMENT ARE A WHOLE DIFFERENT THING ALTOGETHER. IT IS FLAT OUT WRONG TO THREATEN OUR NEIGHBORS UNDER PENALTY OF LAW FOR BREATHING. FIVE HUNDRED FINES IMPRISONMENT OF UP TO 30 DAYS. THIS IS NOT HOW WE TREAT EACH OTHER.

BESIDES WE ALL SEE FOLKS CONSTANTLY TOUCHING MASK PULLING THAT DIRTY THING OUT OF THEIR POCKET. WE ALL KNOW FOLKS ARE LOOKING FOR THE THINNEST MATERIAL

AVAILABLE SO THEY CAN BREATHE. >> WE ALL KNOW THAT OUR WET EYEBALLS ARE READILY ACCESSIBLE TO VIRAL TRANSMISSION. ZERO STUDIES HAVE SUGGESTED IT'S HEALTHY FOR HEALTHY PEOPLE TO WEAR A MASK. WE ALL KNOW THAT INHALING SUFFICIENT OXYGEN AND EXHALING CARBON DIOXIDE AND OTHER TOXINS IS WHAT IS HEALTHY FOR KIDS AND ADULTS.

LOOK FOR SIGNS AROUND TOWN SAY TOGETHER WE CAN STOP THE SPREAD.

THEY ARE THEMSELVES BASED ON FALSE HOPE, NOT REALITY. MONTHS AGO WE WERE TRYING TO SLOW THE SPREAD AND FLATTEN THE CURVE. WE HAVE DONE SO MANY WEEKS AGO.

PLEASE TAKE NOTE. THE CDC ISN'T EVEN SUGGESTING ASYMPTOMATIC PEOPLE GET TESTED.

THE CDC IS NOW ACKNOWLEDGING THAT TESTING IS PICKING UP ON THE COMMON COLD CORONA VIRUS.

WE KNOW RAPID TESTS AMPLIFY SAMPLES TO DETECTABLE LEVEL ON EVEN A NEW YORK TIMES ARTICLE STATED THAT 90 PERCENT OF THESE RAPID TESTS ARE OF VIRAL LOADS INSUFFICIENT TO CAUSE INFECTION DOUCHY HIMSELF LIKE THE WORLD HEALTH ORGANIZATION IS TELLING US ALL THAT ASYMPTOMATIC SPREAD ISN'T EVEN A THING THAT ASYMPTOMATIC FOLKS ARE NOT VECTORS OF TRANSMISSION.

THIS HAS BEEN SAID ABOUT KIDS TOO. AND YET THE MASS HYSTERIA CONTINUES. EVEN THOUGH OUR IMMUNE SYSTEMS ARE INCREDIBLY CAPABLE OF DEALING WITH THIS STINKER. FURTHER, THE CDC STATES ONLY 6 PERCENT OF THE DEATHS ATTRIBUTED TO KOGUT 19 ARE EVEN FROM 19 ALONE. THE OTHER 94 PERCENT OF DEATHS ON AVERAGE AT TWO POINT SIX. OTHER SERIOUS COMORBID I THINK YOU MR HOPE AND YOU HEAR ME?

>> YES SIR. WE CAN GET AFTERNOON. THREE MINUTES IS NOT ENOUGH TIME TO COVER THE CORRUPTION THE CHAMBER COUNCIL RALLY GROUP OR COMMIT PLEASE ANSWER TO THE PRESS AND TAXPAYERS WHO CLAIM YOU SERVE WHILE VIOLATING YOUR CAMPAIGN PROMISES TO BE PHYSICALLY RESPONSIBLE. WHY THIS COUNCIL VIOLATING MY TAX BOY TO SEE THE ACCOUNTING ON WHERE BILL MILES FOLLOWED THE FAY AND BURRO LAWYERS PINCUS SPENT MILLIONS IN TAX MONEY AND SEIZE AND HIJACK CONTROL OF THIS CHAMBER AND ALL TAX PONZI LEGALLY COMMINGLED TO LAUNDER COMMIT TAX EVASION AND FRAUD. MR MCCANN AND BANKER CLINICS.

WHY DID YOU HAND 2 MILLION MORE TO BILL MILES WITHOUT A PROPER NON CORRUPT DEMO CONTRACT SPELLING OUT HOW THIS MONEY CAN BE LEGALLY PROPERLY USED WITH FULL ACCOUNTING AND PROVEN RETURN WORSE CHAMBER CONTROLLED THE TERM. WHY DID YOU ALLOW BILL MILES TO TELL THIS COUNCIL FIFTEEN HUNDRED CHAMBER MEMBERS THE CHAMBER'S MONEY IS HIS SECRET SAUCE AND NONE OF ANYONE'S BUSINESS. MR. MCCANN LENNOX HARKINS.

WHY DID YOU ALL LIE AND COMMIT FRAUD THING? YOU SAW THE ACCOUNTING AT THE

[01:15:01]

CHAMBER OFFICES WITH MILES AND CPA. GREAT DEAL.

IN JUST ONE HOUR AND DETERMINED ALL WAS HONEST AND LEGAL. IT'S CORRUPT.

RILEY GRUBER SECRETLY USED TAX FUNDS TO BUY CHAMBER MEMBERSHIPS FOR COUNCIL AND SENIOR EMPLOYEES INSTEAD OF USING THEIR OWN MONEY TO WINE AND DINE ON TAXPAYERS.

AT THE CHAMBER KOOL-AID BALL PARTY. IT'S THE QUID PRO QUO WHO HIRED AND PAID LAWYER DANNY CROWE TO LIE AND COMMIT FRAUD. IT'S TELL THIS COUNCIL THEY DID NOT HAVE TO COMPLY TO MY EIGHT TAX POINTS ON WHAT BILL MILES DID WITH MILLIONS WHEREAS THE WRITTEN LEGAL OPINION I NEVER RECEIVED IT. MR. MCCANN.

WHERE ARE THE RESULTS FROM YOUR ITALY WASHINGTON TRIPS CRYSTAL LIGHTHOUSE? YES. AND BURIED FOR BILL MILES TO ITALY RESULTS FROM MILES SHANA RIP AND IT'S BORN A THOUSAND DOLLAR SALARY PAID BY TAX MONEY .

WHAT ELSE? MR. STANFORD. WHO APPOINTED YOU AS HEAD OF THE SECRET GREATER ISLAND COUNCIL? WHY WAS THIS USED TO HELP YOU GET ELECTED WHILE LENNOX HARKINS AND RILEY'S SECRET MEMBERS WHO INVITED DAVID AMES TO ATTEND THE MEETING? WHO IS BEHIND THIS? WHO HIRED YOUR REPLACEMENT CARLTON DALLAS TO OFFER A PLAN TO HAVE A TAXPAYER FUNDS? TAMARA MARK.

WHY DID YOU APPROVE MILLIONS FOR BILL MILES WITHOUT CONTRACTS AND ACCOUNTING? IS THIS HOW YOU INVEST YOUR OWN MONEY? AND LASTLY, CONGRATULATIONS LAWYER GRUBER. AS NEW CORRUPT TOWN MANAGER CONTINUED COOKING THE BOOKS AND NO AUDITS ON 78 MILLION DOLLARS WITH JOHN ROYER YOU SHOULD ALL BE ASHAMED AND APOLOGIZE YOUR FAMILIES FOR YOUR DISHONESTY. IT IS DISGRACEFUL AND I AGREE WITH EVERYTHING BUT HE SAID ABOUT THE MASS AND THIS COVE. WE HAVE ABSOLUTELY LOST OUR MINDS ON THIS ISLAND WITH ALL THE STUFF THAT'S GOING ON. IT'S SO CORRUPT. YOU'VE GOT TO CLEAN UP YOUR

ACT. THANK YOU. >> THANK YOU, MR. PRESIDENT.

[11. Consent Agenda]

THANK YOU EVERYBODY FOR COMING YOU TO MOVE ON. I REMEMBER LIVING ON THE AGENDA. YOU CAN SEND ITEMS. IT IS TWEETED 10 TIMES ELEVEN A, B AND C.. I MAKE A MOTION TO ACCEPT THE CONSENT TIMES THIS TAMMY SO AND I WE CAN PUT DOWN LETTER B AS YOU RECALL IN THE FIRST OR MAY NOT BUT AT THE FIRST READING OF THAT ORDINANCE I VOTED NOW AND IT'S MY INTENTION TO VOTE NOW AGAIN.

BUT YES, YOU KNOW WHAT? WELL YEAH. YEAH I WAS MAKING A MOTION TO

APPROVE. >> OK. HAD NO.

OK. I HAVE A COMMENT AND A QUESTION ABOUT LEGAL MY ROLE IN TERMS OF TERMS THAT I DON'T WANT TO BRING SOMETHING UP ABOUT THEN ASK A QUESTION.

>> OK. I STILL THINK OF EMOTION. SECOND THEN ANSWER THE QUESTION. I THINK EMOTION. THEN A SECOND DOWN WILL ANSWER

THE QUESTIONS. BILL, YOUR MAIN EMOTION. >> THAT IS CORRECT.

MR. MAYOR GLENN, THE SECOND I MADE IT NOT A SIMPLISTIC RANDOM QUESTION.

FULL SCALE IN DEALING WITH LEGAL MIND I HAVE A QUESTION IN TERMS OF LARGE TRUCKS BEING PARKED ON THE PROPERTY, LARGE LAW STILL BEING COLLECTED ON THE PROPERTY.

>> AND UNDER THE NEW AGREEMENT IS ALL THAT GOING TO GO TO DINNER, GOING TO DILLON ROAD OR IS THIS GOING TO CONTINUE TO BE A BUNCH OF LARGE DEBRIS AND BIG TRUCKS PARKED ON THAT LEAVE?

>> WE HAVE TERRY AND I WANT TO CALL ON THE LINE AND I WOULD THROW THAT QUESTION THEM.

>> GOOD AFTERNOON, NICOLE DIXON. >> FOR THE RECORD, THE REZONING WILL ALLOW FOR THE PROPERTY TO TO EXIST AS A LANDSCAPE WHOLESALE NURSERY THOUGH THE LARGE TRUCKS, THE LARGE LOGS, THE GRINDING WHEEL DISC AND PORTION OF DISCONTINUED AND MOVED TO THE SUMMIT DRIVE LOCATION THE SUMMIT DRIVE LOCATION IS STILL UNDER CONSTRUCTION FOR THAT DEVELOPMENT AND CANNOT CURRENTLY OPERATE UNTIL THEY RECEIVE THEIRS TIPPING OF COMPLIANCE BUT THIS REZONING MOVES THE GRINDING AND LOGGING ACTIVITY SUMMIT DRIVE. OK GUYS I'M ON MY WAY HOME TODAY TO GET RIGHT.

>> IT WAS ME I SAW A BUNCH OF LOGS OUT THERE AND MY WORRY IS YOU KNOW, ONCE WE APPROVE THIS THEY'RE GOING TO CONTINUE TO DO THE SAME THINGS AS THEY'VE BEEN DOING.

BUT I'M HOPING THAT, YOU KNOW, WE APPROVE IT AND WANTED TO COMMENT THAT WAS BROUGHT UP FROM ONE OF THE SPEAKERS AND NANCY THAT WE NEED TO TAKE UP THIS CAUSE THE POLICIES CORRECTLY IN TERMS OF SHOWING THAT THEY DON'T CONTINUE TO FIND LOOPHOLES IN TERMS OF HOW WE ADDRESS WHAT A NURSERY. SO THAT'S MY CONCERN. THANK YOU, NICOLE.

YOU HAVE TO ASK ME ON THAT SAME TOPIC. MARKET NICOLE OR WHOEVER.

I THOUGHT THAT WAS POST OF THE THAT ACTIVITY THAT WAS JUST DESCRIBED WAS SUPPOSED TO CEASE

[01:20:05]

AFTER THE PLANS WERE PRESENTED NOT TOO LONG THEY HAD LIKE 30 DAYS.

YES. THE GRINDING HAS STOPPED. >> I'M NOT SURE ABOUT THE STORAGE OF LOGS. WE CAN GO BY THERE TOMORROW JUST TO ENFORCE AND CHECK ON MAKE SURE THAT THAT'S NOT HAPPENING. BUT THE GREATEST HAS MOVED, RIGHT? RIGHT. THAT'S CORRECT.

THE GRINDER HAS BEEN MOVED OVER TO SUMMIT DRIVE THAT JUST CAN'T GRIND AT SUMMIT DRIVE UNTIL

THEY COMPLETE CONSTRUCTION WORK. >> FIRST THEY'LL BE THERE DOWN TO IS THAT SUPPOSED TO END IT AS WELL? THERE'S KIND OF A IN-BETWEEN STAGE RIGHT NOW WHERE THEY SHOULD NOT BE ADDING NEW LOGS TO THE SITE OR STORING NEW MATERIALS THERE BUT UNTIL THEY HAVE FINALIZED THEIR CONSTRUCTION AT THE SUMMIT DRIVE LOCATION WE CAN'T ALLOW THAT BUSINESS TO OPERATE ON SUMMIT DRIVE.

BUT THEY SHOULD NOT HAVE ANY NEW STORAGE OF LOGS OR ANYTHING LIKE THAT.

SO WE'LL GO OUT THERE TOMORROW AND MAKE SURE THAT THEY DO NOT. >> IT WAS MY UNDERSTANDING THAT ONCE THE WHATEVER THEY WERE WORKING ON AND I COULD LOOK IT UP AND BE MORE ARTICULATE ABOUT IT. AND JOSH, YOU REMEMBER BECAUSE I WAS ASKING YOU TO HELP ME WITH THESE STATES BUT AS SOON AS THAT WAS APPROVED THAT ALL OF THAT ACTIVITY WOULD CEASE THE FACT THAT THEIR NEW LOCATION ISN'T UP AND RUNNING I DON'T REALLY SEE THAT IS AS SOMETHING THAT WE SHOULD ACCEPT AS AN EXCUSE FOR IT TO CONTINUE TO BE HAPPENING.

IF I'M HEARING MARK CORRECTLY, IT'S CONTINUING AND I HAVE I THINK WE SHOULD BE LOOKING INTO THAT AND MAKING SURE THAT IT STOPS TODAY. YES, MA'AM.

MR. NICOLE, I DON'T KNOW WHAT HAS TO BE DONE FOR THEM TO HAVE A COMPLETED SITE BECAUSE THEY'VE BEEN OPERATING UP BY THE AIRPORT NOW FOR OVER A MONTH.

>> SO I'D REALLY LOOK INTO THAT AND SEE WHAT'S GOING ON. BUT JUST A QUESTION MAYBE IT'S POINT OF ORDER TAMMY WANTED TO REMOVE ITEM B BECAUSE SHE WANTED TO BE ABLE TO VOTE AGAINST THAT. AND NOW WE HAVE A MOTION TO ACCEPT A B AND C, IS THAT CORRECT? B B WILL BE REMOVED. DAVID BUT HOLLY HOLLY B AND.

CORRECT. THAT OUR MOTION IN THE MOTION THE MOTION WAS FOR ITEMS ANC ONLY WOULD BE BROUGHT UP SEPARATELY BECAUSE A COUNCIL MEMBER REQUESTED IT BE REMOVED.

THANK YOU. I DIDN'T HEAR THAT IN THE MOTION.

THANK YOU. OKAY NOW LET'S. LET'S VOTE ON A THAT'S ONE OF THE CONSENT AGENDA. BUT K AND C IS A LITTLE LET ME ASSURE THE AMERICAN CALL FOR YOU ON THIS. MAYOR MCCANN. YES.

MR. GRANT. YES. MR. HARKINS.

YES. MR. AMES. YES.

MRS. BECKER, THIS IS ON. >> YES. >> MR. LENNOX.

YES. STANFORD. YES.

AND AGENDA 8 AND C HAVE PASSED BY A VOTE OF 7 0. OK, LET'S GO BACK TO ELEVEN V.

[11.b. Second Reading of Proposed Ordinance 2020-18 – Electronic Meetings]

. MOTION TO ACCEPT THE READING. YES, THANK YOU.

SO MOVE WHEN THEY'RE GONE. OKAY. DISCUSSION ON ELEVEN B.

WHEN I AND MY CONCERN IS AS AS I MENTIONED LAST TIME THE VIRTUAL MEETINGS ARE WORKING OUT. THAT'S GREAT. I THINK IN TERMS OF THE NECESSITY FOR THEM DURBIN OKAY HOW ABOUT THIS? IT MAKES IT A MATT MAKES THE VIRTUAL MEETINGS SOMETHING THAT CAN HAPPEN WITHOUT THESE TYPES OF SITUATIONS WHERE WE CAN'T BE IN THE SAME ROOM. AND WHEN THAT HAPPENS WE LOSE THAT ELEMENT OF PERSONAL CONNECTION. AND FOR US TO KNOW EACH OTHER ON COUNSEL WE WE GET THAT AND WE WE MAKE ACCOMMODATION FOR THAT. BUT FOR THE PUBLIC WHO COMES IN AND AND WANTS TO BE SEEN AND HAVE THEIR PRESENCE FELT. I THINK IT IS WRONG FOR US TO TAKE AWAY THAT ELEMENT OF THE DISCUSSION. IN FRONT OF ANY COMMISSION, A COMMITTEE AND SO I'M OPPOSED TO THAT IDEA. I TAKE THAT ONCE THERE'S NOT AN

[01:25:02]

EMERGENCY ANYMORE. FOLKS OUGHT TO BE ABLE TO COME IN.

LOOK, I CERTAINLY I SPEAK THEIR PIECE AND AND THERE'S MORE TO TO THAT THAN JUST THE WORDS THAT THEY ARE SAYING. AND SO I'M VOTING NO AND I THINK OTHERS OUGHT TO VOTE NO ALONG WITH ME. BUT BE THAT AS IT MAY. THOSE ARE THE REASONS FOR MY

VOTING. NO COMMENT. >> JUST TO PROVIDE SOME CLARIFICATION OF THE CONTENTS OF THIS PARTICULAR ORDINANCE. THERE'S TWO PIECES TO IT.

ONE DEALS WITH PUTTING IN PLACE THE ABILITY TO CONDUCT MEETINGS ELECTRONICALLY DURING URGENCY SUCH AS WE'RE DOING NOW. SO RATHER THAN HAVING CONTINUING ORDINANCES WE'RE JUST GONNA GO AHEAD AND INCLUDE THAT WITHIN OUR CODE TO ALLOW TOWN COUNCIL THE ABILITY TO DO THAT UNDER EMERGENCY SITUATION OUTSIDE OF DECLARED EMERGENCY IS WHAT THE LANGUAGE IN THE PROPOSED ORDINANCE ALLOWS FOR IS IF A BODY WANTS TO AND BELIEVES IT'S APPROPRIATE BY A TWO THIRDS VOTE TO CONDUCT A MEETING ELECTRONICALLY. SO LONG AS THERE IS NO FINAL ACTION BEING TAKEN ON ANY PARTICULAR ITEM THEY CAN CHOOSE TO CONDUCT A MEETING VIA THAT MEANS. BUT I WOULD ONLY BE IF THEY BELIEVED AS A SUPERMAJORITY OF

THE BODY THAT IT WAS APPROPRIATE TO DO SO. >> I UNDERSTAND AND APPRECIATE THAT EXPLANATION. I JUST DON'T BELIEVE IT'S APPROPRIATE NOT TO HAVE THE PEOPLE THAT WE SERVE ARE ABLE TO STAND UP IN FRONT OF US WHEN THERE IS NOT A HEALTH CONCERN OR AN EMERGENCY. THAT'S FENCING THEM FROM DOING SO.

OTHERWISE OUR RESIDENTS AND THE PUBLIC SHOULD HAVE AN OPEN DOOR TO GO TO THE COUNCIL CHAMBERS AND TO HEAR AND BE SEEN. AND SO IT DOESN'T CHANGE MY OPINION ON THAT IN THE MEMO.

I JUST WANT TO BE CLEAR TO IT SAYS ADDITIONALLY THE ABILITY TO MEET VIRTUALLY WHEN THERE IS NOT A DECLARED STATE OF EMERGENCY WOULD ONLY BE APPLICABLE TO THOSE BODIES THAT DO POSSESS FINAL DECISION MAKING AUTHORITY ON AN ITEM THAT WOULD BE DISCUSSED.

SO I BELIEVE THAT'S THE TYPE THAT THAT WOULD BE A TYPE OF CRIME THAT DO NOT POSSESS FINAL DECISION MAKING AUTHORITY. IT'S IMPORTANT, RIGHT? THAT'S STILL NO I NEED A DISCUSSION ON THE ITEM IS ACCURATE TALKING ABOUT. OK.

WITH THAT I'LL CALL A VOTE FOR THE MEMO. CALL A VOTE? YES. MAYOR MCCANN? YES, MR. GRANT.

>> NO. >> MR. HAWKINS. YES.

MR. AMES? YES. MRS. BECKER.

NOW MR. LENNOX. YES. AND MR. STANFORD.

YES. THAT WOULD PASS BY A 5 2 VOTE. MR. GRANT AND MRS. THATCHER OPPOSED. OKAY, THAT'S FINE. MOVES ON HERE IS AN UNFINISHED

[13.a. Consideration of a Resolution – Park Planning, Programming, & Implementation ]

BUSINESS THAT'S GOING TO DO BUSINESS IN MULTIPLEX PLANNING AN AMERICAN SHOT OR SORRY.

SEAN AND JENNIFER BOTH ONLINE JOINING YOU ON THE LINE GOING. YES, SIR.

GOOD. YOU YOU. YEAH.

>> WHAT'S BEFORE YOU? THERE'S A RESOLUTION TO OUTLINE OUR INTENTIONS MOVING FORWARD WITH PARK PLANNING PROGRAMING MEDITATION. THERE ARE THREE MAIN COMPONENTS TO THIS RESOLUTION. I'M AS YOU'RE AWARE OF A WINDING DOWN THE PARKS AND RECREATION MASTER PLANNING THE PART ONE OF THAT WHICH NEEDS ASSESSMENT AND OVERRIDING PROGRAMING RECOMMENDATIONS FOR PARKS ON LONG ISLAND. THAT PLAN WAS USED TO INFORM A LOT OF THE RECOMMENDATIONS THAT ARE IN OUR PLAN. AND IT WAS NOTED DURING YOUR WORKSHOP A COUPLE OF WEEKS AGO SECTION 4 OF OUR PLAN IS HEAVILY WEIGHTED TO PARKS RECREATION AND THE IMPLEMENTATION OF THOSE RECOMMENDATIONS.

AND SO THIS IS INTENTIONAL TO LAYOUT THE DIRECTION FOR THESE THREE MAIN COMPONENTS.

ONE IS TO ALLOW FOR TOWN STAFF TO BEGIN THE PLANNING PHASE OR IDENTIFYING THE PROGRAMING THAT WAS PART OF THOSE RECOMMENDATIONS. WE'VE TALKED ABOUT THREE MAJOR PARK PROJECTS INCLUDING CROSSINGS CHAPLIN AND THE MET TRACK.

THE FORMER PLANNERS RAIL GOLF COURSE. BUT THIS WOULD ALLOW US TO DO THE PROGRAMING FOR THE ENTIRE PARKS. RECOMMENDATIONS THAT WERE PART OF THAT PLAN. AND SO IT'S TO INFORM COUNCIL THAT THAT'S WHAT OUR INTENTION IS TO MOVE FORWARD WITH THE INITIAL PLANNING. TO BEGIN THE IMPLEMENTATION OF

[01:30:06]

THOSE RECOMMENDATIONS THE SECOND THAT IS RELATED TO THE THREE MAIN PROJECT THAT WERE PART OF THE TIFF EXTENSION. AS YOU RECALL THE USC HOSPITALITY FACILITY WAS THE FIRST PROJECT IMPLEMENTED. NOW WE ARE WINDING DOWN WITH THE LOW COUNTRY CELEBRATION PARK NEAR CALLIGNEE AREA WHICH WAS PROJECT NUMBER TWO TIFF EXTENSION.

THE THIRD PROJECT IDENTIFIED AS CHAPLIN LINEAR PARK WAS TO CONNECT SHELTER COVE TOWN CENTER. THERE CHAPLAIN AREA ACROSS THE CHAPLAIN PATH ULTIMATELY TO THE OCEAN. THAT WAS INTENTIONALLY LISTED AS A THIRD PROJECT IN THE PROGRAMING OF THE DEAF AND WE'RE AT THAT STAGE WHERE WE NEED TO DETERMINE THE REMAINING TARP FUNDS THAT ARE AVAILABLE AND COME BACK WITH A RECOMMENDATION FOR PHASE 1 OF THAT CHAPEL LINEAR FAR IMPLEMENTATION. SO THAT'S THE SECOND COMPONENT OF THIS RESOLUTE. THE THIRD AND FINAL COMPONENT RELATES TO A SMALLER SECTION FROM SHELTER COVE COMMUNITY PARK THROUGH WHERE THE OLD BARREL BARREL SITE USED TO BE THE INLET THERE AT SHELTER COVE LANE WHERE THE NEW TRAFFIC SIGNAL WENT IN AS THAT TOWN

CENTER PROJECT WAS IMPLEMENTED. >> WE WERE ABLE TO DEVELOP A WONDERFUL WATERFRONT PARK AND WE WERE ABLE TO ACQUIRE THE PROPERTY ALONG THE WATERFRONT BEHIND THE TWO APARTMENT PARCELS AND ALSO THE CONNECTIONS ALONG THE VETERANS MEMORIAL PARK THERE.

WHAT WE'D LIKE TO DO IN THIS IN THE SHORTER TERM IS TO IMPROVE ACCESS CONNECTIVITY, VIEW SHEDS AND OTHER COMPONENT SIGNAGE PUBLIC ARE ALONG THAT STRETCH. WE TALKED ABOUT BEST CLASS FACILITIES. WE THINK WE HAVE A GOOD SPINE FOR CONNECTION.

WE THINK WE NEED TO IMPROVE THE ALIGNMENT AND TO ENHANCE THAT PORTION OF WHAT WILL BE A SIGNATURE TRAIL. AND SO THAT'S THE THIRD COMPONENT THAT'S PART OF THIS RESOLUTION. THIS WOULD ALLOW US TO MOVE FORWARD INTENTIONALLY ON THIS PLANNING PHASE TO IT. FOR THE MAJOR PART PROGRAMING TO IDENTIFY CHAPLIN LINEAR PARK GREATER CONTEXT OR A PHASE 1 AND THEN TO FOCUS SHORTER TERM ACTION ON THIS ENHANCEMENT PROJECT BETWEEN SHELTER COVE AND AND THE BARREL SITE. AND SO THIS RESOLUTION KIND OF PUTS UP PUTS THAT IN PLACE. I'M HAPPY TO ANSWER ANY QUESTIONS AND YOU KIND OF MOTION TO ACCEPT THIS ITEM MONEY TO MOVE TO US. EXCEPT THAT THOSE SECONDS AND FINAL QUESTIONS NOW SEGMENT QUESTIONS. MR. GRANT YEAH.

>> ONE OF MY QUESTIONS IS ON BASED ON BASED ON LAST YEAR OR CLOSE TO THE BEGINNING OF LAST YEAR BEFORE OCTOBER 19 WE WENT TO RETREAT TO TALK ABOUT OUR GOALS AND INITIATIVES AND THEN WHAT IT ACCOMPLISHED WITHIN THIS YEAR. WHEN HIT WE CUT BACK SOME OF THE THINGS BECAUSE WE FELT LIKE TOP MANAGERS SAID THAT THESE ARE THINGS YOU WANT TO GET DONE IN TURN. SO MY QUESTION IS HAVE WE COMPLETED THE THINGS THAT WE WANT TO GET DONE THIS YEAR BEFORE MOVING ON TO SOME NEW THINGS SUCH AS LAST NIGHT I WAS AT A MEETING WHERE WE WERE TALKING ABOUT DIRT ROAD INITIATIVES AND ONE OF THE THINGS WE TALKED ABOUT WAS, YOU KNOW, IT WAS BROUGHT UP WHERE ARE WE IN TERMS OF EASEMENT RIGHT AWAY? WHERE ARE WE IN TERMS OF PAVING DIRT ROADS? WHERE ARE WE IN TERMS OF A DOUBLE POLICY IN TERMS OF ADDRESSING ROLES THAT CAN'T BE PAID A WIDE AND THEN USING THE POSSIBILITY OF GRAVEL. SO THE REASON I BRING THIS UP SHOP I THINK IS GOOD THAT WE'RE DONE WITH OR CLOSE TO BE DONE WITH CENTENNIAL PARK.

BUT WHERE ARE WE ON ALL THOSE OTHER INITIATIVES SO THAT AT THE END OF THE YEAR AT LEAST WE CAN SAY WE ACCOMPLISHED SO MANY THINGS THAT WE WENT THROUGH HIS RETREAT TO TALK ABOUT AND I THINK THAT WE CAN FINISH WHAT WE SAID WE'RE GOING TO DO THEN LET'S MOVE ON TO SOME MEETINGS WITH THIS COMBINATION AND THEN WHEN THEY GO TO THE NEW YOU GO TO RETREAT AGAIN HOPEFULLY IN NOVEMBER OR NOVEMBER THAT YOU CAN TALK ABOUT THOSE. SO THAT'S MY CONCERN.

JOSH, JUST AS I WAS SAYING, MARK, IF YOU'LL RECALL TOWN COUNCIL JUST RECENTLY AUTHORIZED FARMERS AND CONDEMNATION WORK TO FACILITATE THE PAVING OF MITCHELL MILL

[01:35:03]

ROAD WHICH IS AN EXISTING DIRT ROAD. >> AND THIS WAS DISCUSSED AT THAT MEETING. WE'RE LIKELY AT A POINT NOW WHERE THE OR WITH A NUMBER OF THESE PROJECTS THAT IN ORDER FOR US TO MOVE FORWARD WE'RE GOING TO HAVE TO SERIOUSLY LOOK AT POSSIBLY CONDEMNING ADDITIONAL PROPERTY AND OR ALTERING THIS SCOPE OF WORK OF THOSE PROJECTS LIKE YOU INDICATED TO PUT DOWN SOMETHING LESS THAN A PERMANENTLY IMPROVED SURFACE AND SO THAT WORK IS STILL MOVING FORWARD AND THERE IS NOTHING THAT WOULD PREVENT THAT FROM MOVING FORWARD CONTEMPORANEOUSLY WITH THE WORK THAT WOULD BE DONE ON THE PARK SITES AS WELL AS THEY'RE CERTAINLY NOT MUTUALLY EXCLUSIVE OF EACH OTHER.

>> OKAY. SO WE ARE LOOKING AT DIFFERENT TYPES OF ROAD THE IN TERMS OF PAVEMENT. WE ALSO TALKED ABOUT IN TERMS OF EASEMENTS BECAUSE WHAT I REMEMBER ONE MEETING WHERE WE TALKED ABOUT SOMEBODY WOULD LOSE DENSITY IF THEY GAVE OVER TOWN GAVE OVER THE TOWN A CERTAIN AMOUNT OF INCHES OR FEET TO WIDEN IT THAT THEY WOULD LOSE THE DENSITY RIGHT ON THEIR PROPERTY. SO THAT'S STILL GOING ON.

WE'RE STILL WORKING ON IT. GREAT THAT HE'S HAVING. IS THAT GOING TO GET ALL RIGHT.

MR. STAFFORD, MARK GLENN. >> YES. THANK YOU.

SEAN, YOU TALK ABOUT USING REMAINING TARP FUNDS. DO YOU PROJECT THAT YOU'LL HAVE SUFFICIENT FUNDING FROM THE REMAINDERS OF JEFF TO COMPLETE THIS CHAPLAIN LINEAR PARK THOUGH THE EXTENSION THAT WAS APPROVED BACK IN 2014? PROJECTED ANOTHER FIFTY MILLION DOLLARS IN ADDITION TO A SMALL AMOUNT THAT WAS THAT REMAINED FROM THE INITIAL 15 YEAR PERIOD WHEN WE HAD PROJECT ESTIMATES FOR THE USA PROJECT CELEBRATION PARK AND CHAPEL LINEAR PARK WE WERE ABLE TO IMPLEMENT THOSE PROJECTS. PROJECTIONS DIDN'T COME QUITE AS HIGH. I DON'T THINK ON THE REVENUE SIDE THE REACH THE TOTAL WE HAD. IT'S UNLIKELY BASED ON THE ESTIMATED I THINK IT WAS A NINE MILLION DOLLAR PRICE TAG FOR THE CHAPLAIN LINEAR PATH. FULL IMPLEMENTATION I DON'T BELIEVE WE WILL HAVE A FULL 9 MILLION DOLLARS OF FUNDING AVAILABLE.

AND SO THIS WILL ALLOW US TO IDENTIFY PHASE 1 OF THAT PROJECT AND ALSO LOOK ALTERNATIVE FUNDING SOURCES TO BE ABLE TO FULLY IMPLEMENT THE FULL PROJECT.

NOW WE'RE SEEING AREAS THAT IT DOESN'T LOOK LIKE WE HAVE SUFFICIENT FUNDING.

WE WILL LOOK AT OTHER SOURCES AND NOTHING WILL BE DONE UNTIL WE COME BACK WITH A SOLID REVENUE PROJECTION AND EXPENSE PROJECTION AND PHASE 1 MAKE SOME SENSE TO ME.

SO THANK YOU FOR THAT. WE LOOK FORWARD TO THAT. THEY'VE BEEN AN EXCITING

IMPROVEMENT ON THE ISLAND QUESTION. >> OKAY.

HAVING SAID ALL COBALT YES. >> HERE WE CAN FOR YES. MR. GRANT.

>> YES. YES, MR. HARKINS. >> YES, MR. AMES.

YES. YES. MRS. BECKER.

YES. MR. LENNOX. YES.

AND MR. STANFORD? YES. MOTION HAS A SEVEN TO ZERO,

[13.b. Consideration of a Resolution – HUD/CDBG Entitlement Program 2019 CAPER ]

SIR. OKAY. TWELVE B HERE.

IS IT A REASON RESOLUTION MOVING MONEY TO HOLD WANT TO GO WE DISCUSSED.

SURE. THIS IS A PROCEDURE OR REQUIREMENT THAT WE'RE REQUIRED TO ADOPT THE REPORT. DO WE HAVE JENNIFER AVAILABLE TO PROVIDE AND DOES MORE DETAIL AS TO WHAT THIS ACTION REQUIRES ? I'M SORRY MARCY'S ON LINE.

>> GOOD AFTERNOON FOR THE RECORD. >> MY NAME IS MARCY BENSON.

I'M THE SENIOR GRANTS ADMINISTRATOR FOR THE TOWN. AND BEFORE YOU TODAY IS A STAFF REQUEST FOR APPROVAL BY RESOLUTION OF THE 2019 COMMUNITY DEVELOPMENT BLOCK GRANT CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT ALSO KNOWN AS THE CAPER.

THIS IS REQUIRED BY HUD FOR PARTICIPATION IN THE CTG ENTITLEMENT PROGRAM AND THE 2019 TAPER OUTLINES HOW OUR CTG FUNDS WERE SPENT AND THE PROGRESS WE MADE FORDS THE GOALS OUTLINED IN THE FIVE YEAR CONSOLIDATED PLAN AND THE TWENTY NINETEEN ANNUAL ACTION PLAN IN ORDER TO MEET HUD'S REQUIREMENTS A CAPER MUST BE PREPARED EACH YEAR AND THAT MUST HAVE PUBLIC INPUT SOLICITED AND ON AUGUST 10TH THE CAPER WAS RELEASED FOR THE 15 DAY PUBLIC COMMENT PERIOD AT THE CLOSE THE 15 DAY COMMENT PERIOD ON AUGUST 25TH.

[01:40:02]

THERE WERE NO PUBLIC COMMENTS RECEIVED. THEREFORE IF WE APPROVE THE CAPER AT TODAY'S MEETING WE WILL BE ABLE TO SUBMIT THE REPORT TO HUD BY THE SEPT TIMBER 28 DEADLINE. BUT I'M HAPPY TO ANSWER ANY QUESTIONS THAT ANYONE MAY HAVE ABOUT THE CAPER. THANK YOU. MORSI MADE A MOTION TO ACCEPT THIS SO MODE MOVED ANY DISCUSSION ON 13 YEAR DISCUSSION OKATIE CALL MAYOR

[13.c. First Reading of Proposed Ordinance 2020-22 - Budget Adjustments ]

MOTION PASSES 7 0 SIR. 8 ON 13 C HE TALKS ABOUT THE BUDGET ADJUSTMENTS.

IT'S MY UNDERSTANDING THAT EVERY MEMBER OF COUNCIL HAS GONE THROUGH THIS PRESENTATION BEFORE EXCEPT FOR MOCK WELCOME. YOU READ ALL THE MATERIAL AND FEEL COMFORTABLE WITH IT.

WOULD YOU LIKE TO SEE YOUR PRESENTATION? YOU'RE GOING TO DO WHAT?

I WOULD DO IT IN MY OWN RIGHT AND WILL COME IN MOTION. >> WELL YEAH.

>> YEAH. SO TO APPROVE THE PROPOSED ORDINANCE 20 20 DOES 20 TO THE BUDGET ADJUSTMENTS A SECOND. GLENN ANY DISCUSSION ON THIS ON THESE BUDGET ADJUSTMENTS BUT DAVID THIS IS THIS DIFFERENT THAN THE DISCUSSION THAT TOOK PLACE AT THE FINANCING ADMINISTRATIVE COMMITTEE MEETING THIS MORNING? NOT A WORD.

AND DAVID, TO THAT EXTENT I THINK IT WOULD BE IMPORTANT TO NOTE THAT THERE WAS AN AMENDMENT MADE DURING THE FINANCE AND ADMINISTRATION ANY MEETING TO ADJUST AND ONE OF THE NUMBERS THAT HAD BEEN BROUGHT FORWARD IN THE BACKUP THAT HAD BEEN SENT TO COUNCIL IN ADVANCE OF THAT MEETING. AND SO THE MOTION THAT WOULD BE PENDING BEFORE YOU TODAY IS THE

SAME AS COMING OUT OF THE COMMITTEE AS AMENDED. >> WELL, I'M I'M I'M GOING TO VOTE AGAINST THAT BECAUSE I DON'T THINK WE SHOULD BE TAKING VOTES THE SAME DAY AS A COMMITTEE RECOMMENDATION. I THINK THE PUBLIC SHOULD BE ABLE TO UNDERSTAND THE DECISION WE MADE AT THE COMMITTEE AND HAVE THEM BE ABLE TO BOTH VOICE THOSE AT THE NEXT TOWN COUNCIL MEETING OR ANY OTHER COMMENTS. MISS PACKARD, JUST THAT WHAT DAVID SAID IS CONSISTENT WITH WHAT YOU HAD SUGGESTED WE HELPED IN THE COUNCIL MEETING TODAY, MAYOR.

AND SO I WOULD AGREE WITH YOU BOTH, MR. SANFORD. YES, I AGREE ALSO WHY ARE YOU SUGGESTED THAT WE SHOULD NOT BE TAKING THESE ACTIONS ON THE SAME DAY AS A MEETING THAT MAKES GOOD SENSE TO ME. NO PUBLIC HAS THE OPPORTUNITY TO OR AN ACTION BEFORE IT IS FINALLY ENACTED. SO WHILE I CERTAINLY AGREE TO THE CONCEPT OF THIS BUDGET AMENDMENT, I THINK WE NEED TO POSTPONE IT UNTIL THE FOLLOWING MONTH.

THANK YOU. I WOULD LIKE A MOTION TO POSTPONE THIS UNTIL OUR NEXT

COUNCIL MOVED WOMAN'S FAVOR. PLEASE RAISE YOUR RIGHT. >> YOU CALL POSED FOR A POST.
