YOU. >> DEAR HEAVENLY FATHER, WE THANK YOU FOR THE GIFT OF LIVING ON THIS WONDERFUL ISLAND . THE MANY BLESSINGS WE SHARE BECAUSE OF THIS CAN BE UNITY IN WHICH WE LIVE. HELP US LIVE WITH AN ATTITUDE OF SERVING YOU AND SERVING OTHERS WITH GRACE, COMPASSION AND LOVE TO BE PEACEMAKERS AND SENSITIVE TO OTHERS NEEDS HELP US TO SEEK YOUR WISDOM INSTEAD OF WHAT WE MIGHT OTHERWISE FOLLOW. I PRAY TO FOR THOSE SEEKING A VACCINE, THERAPEUTIC TREATMENT, A CURE FOR THIS CORONAVIRUS THAT THEY WOULD HAVE SUCCESS FOR OUR SAKE COUNTRY OUR WORLD IN THE MEANTIME US TO EXERCISE CARE AND BE MINDFUL OF THOSE AROUND US WHO ARE STRUGGLING, FEARFUL, DEPRESSED AND ISOLATED.

THANK YOU FOR INVITING ME. WE'VE HAD SPECIAL MEETINGS WITH OUR GULF TASK FORCE TO HELP.

ON JULY THE 20TH, AUGUST 24TH AND SEPTEMBER 1ST PRIOR TO THIS TIME IN JULY OF THAT WE DIDN'T HAVE ANY REGULAR MEETINGS BECAUSE OF THE COVE AT 19 AND OF COURSE IT WAS CHEAP FOR A LOT OF US TO CARRY ON THE WORK CERTAINLY WITH STAFF WITH OUR TASK FORCE AND CERTAINLY SOME

HAVE THIS REPORT IN FRONT OF YOU AS WELL. >> RIGHT? YES, SIR. YES. JULY THE 20TH STAFF GAVE A PRESENTATION OF THE PROPOSED HISTORIC NEIGHBORHOOD'S PRESERVATION OVERLAY DISTRICT THAT INCLUDES THE FAMILY COMPOUND FAMILIES SUBDIVISION NEW USES.

WE HAD SOME NEW ZONING. OUR SIX DISTRICTS THAT WERE ADDED TO DENSITY.

WE ALSO INCREASED SOME FLEXIBLE BUFFERS AND SETBACKS AND BUILDING HEIGHTS, IMPERVIOUS COVER AND ACCESS. THE TASK FORCE HAS BEEN COMING BACK TOGETHER AND WE CERTAINLY HAD A LOT OF QUESTIONS FROM THE TASK FORCE AND CERTAINLY FROM THE COMMUNITY AS WE INTERACT WITH FOLKS AROUND THE COMMUNITY. ON AUGUST THE 6 PROVIDED SOME ANSWERS REGARDING THE HISTORIC NEIGHBORHOOD'S PRESERVATION OVERLAY DISTRICT THAT WAS DISCUSSED IN THE PREVIOUS WE ALSO DISCUSSED WHERE PROPERTY OWNERS STILL HAVE DELINQUENT TAXES. WE A TASK FORCE A THAT IS ONE OF THE SOURCES ONE OF THE WAYS THAT FOLKS ARE NOT ABLE TO MAINTAIN THEIR PROPERTY AND THAT'S ONE OF THE WAYS THAT WE ARE LOSING FOLKS ON THEIR PROPERTY WHICH IN TURN WE ARE LOSING THE CULTURE.

IF WE ARE LOSING THE PEOPLE, HOPEFULLY YOU'LL BE HEARING MORE ABOUT THAT AS WE HAVE SOME CHANGES GO INTO DETAIL AND MOVE ABOUT HOW FOLKS CAN HAVE MORE FLEXIBILITY TO USE SOME OF THOSE PROPERTIES THAT MAY HAVE CHALLENGES OR ENCOMPASS WITH THEM AS IT RELATES TO PAYING TAXES AND INFRASTRUCTURE AND THINGS LIKE THAT. THE HOME OCCUPATION SECTION CURRENTLY IN THE ALAMO WE HAVE TALKED ABOUT THAT AND THOSE RECOMMENDATIONS WE HAVE NOT RESOLVED THAT ISSUES THAT WE HAVE NOT INCLUDED THAT IN THE RECOMMENDATION THAT WE'LL BE COMING FORWARD ON SEPTEMBER THE 1ST. WE REVIEW THE OVERLAY DISTRICT AND AGAIN AS I MENTIONED DECIDED TO EXCLUDE THAT HOME OCCUPATION PROVISION OF I'M HAPPY TO REPORT THAT THE TASK FORCE VOTED 5 TO 0 FOR THE RECOMMENDATION TO FORWARD THE PROPOSED HISTORIC NEIGHBORHOOD PRESERVATION OVERLAY DISTRICT TO THE ALAMO COMMITTEE FOR APPROVAL. THIS HAS BEEN A LONG TIME COMING AND WE STILL ALWAYS FEEL LIKE WE ARE VERY, VERY MUCH AT THE BEGINNING OF OUR WORK. AND I KNOW THAT YOU ALL ARE WAITING WITH BATED BREATH TO RECEIVE HIS RECOMMENDED AND HOPEFULLY YOU WILL BE ABLE TO TOUCH THEM UP AND MOVE THEM ALONG EXPEDITIOUSLY SO THAT WE CAN CONTINUE TO ADDRESS THOSE ISSUES THAT ARE FACING OUR COMMUNITY, ESPECIALLY THOSE IN HISTORIC NEIGHBORHOODS, NAMELY OUR GULLAH GEECHEE CULTURE SEVERAL YEARS AGO THE TOWN IDENTIFY THE PRESERVATION OF THE CULTURE IS ONE OF THE TOP PRIORITIES OF THE TOWN. WE CONTINUE TO WORK WITH OUR TASK FORCE AND FOLKS IN THE COMMUNITY THAT GIVE US INPUT. I'M HAPPY TO REPORT THAT THIS IS NOT ONLY SUPPORT FROM THE NATIVE ISLAND COMMUNITY BUT IT IS FROM THE TOTAL.

AS A WHOLE FOR FOLKS WHO MAY NOT LIVE HISTORIC NEIGHBORHOODS BUT CARE ABOUT WHAT HAPPENS ON THE ISLAND AS A WHOLE. WELL, WE WANT TO BE A VIABLE PART OF THE COMMUNITY AND WE SEE THIS AS A VERY VALUABLE WAY TO AGAIN HELP FOLKS FIGURE OUT HOW TO USE THEIR PROPERTY AND WITH LOCAL MORE FLEXIBLE. AND UNDERSTANDING HOW TO CATCH UP, IF YOU WILL, WITH SOME OF THE ALAMO RESTRICTIONS THAT PUT IN PLACE THAT HAVE BEEN KIND OF BARRIERS TO HOW WE USE THE LAND AND HOW WE LIVE ON THE LAND. AND CERTAINLY THE HOME OCCUPATION IS A CONCERN TO US AS WELL. SO I DO THANK THE TOWN COUNCIL FOR YOUR SUPPORT AND I HOPE TO GET INTO THAT. YOU WILL BE VERY OPEN MINDED IN THINKING CREATIVELY AND OUT OF THE BOX AS WE'VE ALWAYS ENCOURAGED YOU. AND I'M HAPPY TO ANSWER ANY

ENFORCEMENT FEE ON HILTON HEAD ISLAND RESIDENTS TAX BILLS. >> AS YOU'RE AWARE, TOWN COUNCIL VOTED TO AUTHORIZE TO TAKE ACTIONS TO PREVENT THAT FROM OCCURRING.

YOU'VE JUST RECENTLY RECEIVED A DRAFT COPY OF THE COMPLAINT AND THE INJUNCTION AND A MOTION FOR AN EXPEDITED HEARING. THE CURTIS PLANS TO MOVE FORWARD WITH FILING VERY SHORTLY IF YOU SHOULD HAVE ANY QUESTIONS OR COMMENTS REGARDING THAT DOCUMENT PLEASE REACH OUT TO CURTIS IN THE VERY NEAR FUTURE TO EXPRESS THOSE QUESTIONS OR CONCERNS AS WE WILL BE MOVING FORWARD WITH GETTING THAT FILED HERE VERY, VERY SHORTLY.

THERE ARE THREE OTHER ITEMS THAT ARE ANCILLARY TO THOSE DISCUSSIONS THAT WE WANT TO TAKE AN OPPORTUNITY TO NOTIFY YOU AND THE PUBLIC ABOUT. THE FIRST ONE IS WITH COUNTY CONVENIENCE CENTER, THE CENTER THAT'S ON HILTON HEAD ISLAND PURSUANT TO THE BUDGET THAT WAS ADOPTED BY THE COUNTY. THEY ARE CLOSING OR WILL NO LONGER CEASE TO OPERATE THE CONVENIENCE CENTER ON HILTON HEAD AS OF DECEMBER THIRTY FIRST TWENTY TWENTY.

THAT'S NOT SOMETHING THAT WE BELIEVE THE COMMUNITY HAS REALLY GOTTEN A WHOLE LOT OF NOTIFICATION ABOUT AND OBVIOUSLY WE HAVE SIGNIFICANT CONCERNS PARTICULARLY SINCE THEY APPEAR TO BE SINGLING OUT THAT CENTER AS COMPARED TO ANY OF THE OTHER CENTERS THAT THEY'RE OPERATING ACROSS THE COUNTY. AND SO WHILE WE'RE NOT NECESSARILY RIGHT ON THE DOORSTEP OF HAVING TO TAKE SOME KIND OF ACTION, WE WANT TO START PUBLICIZING THAT FACT THAT THE COUNTY HAS ONLY FUNDED THE OPERATIONS OF THAT PARTICULAR CENTER THROUGH THE END OF THIS CALENDAR YEAR WHEN IT COMES TO COUNTY OWNED PARKS . AS YOU'RE AWARE, BASED UPON DISCUSSIONS WE HAD PREVIOUSLY TAKEN THE TOWN OWN PARKS WE WILL BE ASSUMING MAINTENANCE RESPONSIBILITIES FOR AT THIS POINT GOING FORWARD. HOWEVER, THE TWO PROPERTIES ON THE ISLAND THAT ARE OWNED BY THE COUNTY THEY HAVE NOT PROVIDED FUNDING FOR THE MAINTENANCE OF THOSE PARKS IN THIS BUDGET AND THE TOWN WILL NOT BE PROVIDING MAINTENANCE TO THOSE PROPERTIES EITHER BECAUSE THEY ARE COUNTY. SO WE WANT TO MAKE YOU AWARE OF THAT FACT AND WE ALSO WANT TO MAKE THE PUBLIC AWARE OF THAT FACT. SHOULD THERE BE CONCERNS WITH REGARDS TO THE STATUS OR THE CONDITION OF THOSE TWO PARTICULAR PARCELS AND THEN LASTLY WITH REGARDS TO COUNTY OWNED ROADS. CONFIRMATION THAT THE COUNTY REMAINS RESPONSIBLE FOR THE MAINTENANCE OF COUNTY OWNED ROADS.

AND SO CITIZENS HAVE CONCERNS WITH REGARDS TO MAINTENANCE ISSUES, CONDITIONS, POTHOLES, ETC. THEY ARE ENCOURAGED TO STILL REACH OUT TO THE COUNTY AS THEY OTHERWISE NORMALLY WOULD BECAUSE THEY REMAIN RESPONSIBLE FOR ADDRESSING THOSE SITUATION.

BUT THOSE ARE THE THREE THINGS THAT WE WANT TO MAKE SURE THAT YOU'RE UPDATED ON WITH REGARDS TO THE ONGOING LITIGATION AND CAN ANSWER ANY QUESTIONS THAT YOU MAY HAVE.

SO UNLESS THE COUNTY WERE TO TAKE ACTIONS TO PROVIDE ADDITIONAL FUNDING, IT IS OUR UNDERSTANDING THAT THEY ACTIONS OF THE OPERATIONS OF THE BUILDING AND CONVENIENT CENTER WOULD CEASE AT THAT DATE.

THEY ALSO TOLD US THAT WE COULD RUN FOR ABOUT A HUNDRED THOUSAND DOLLARS A YEAR PLUS

NOT ONLY IS IT ONE HUNDRED DOLLARS PERHAPS FOR US TO RUN BUT IT MEANS THOSE OF US WHO USE IT WILL HAVE TO CONTRACT FOR GARBAGE COLLECTION. >> OK. >> NEXT ITEM WE WANT TO MAKE PEOPLE AWARE OF AS THE OUR PLAN COMPREHENSIVE PLAN PRESENTATION FOR THE PERIOD 2020 TO 2040 THAT IS SCHEDULED FOR 5 P.M. ON OCTOBER 6TH. AND AT THIS POINT IN TIME IT APPEARS THAT THAT WILL BE A VIRTUAL PRESENTATION. WE ARE LOOKING TO TRY AND DEVELOP A PLAN TO BEGIN IN-PERSON MEETINGS HERE ON ALL WHERE WE WANT TO MAKE SURE THAT WE HAVE ALL OF THE NECESSARY SAFETY PROTOCOLS IN PLACE BEFORE WE START BRINGING PEOPLE BACK IN.

AND WE'RE MAKING SOME PROGRESS ON THAT. THEY WILL PROPOSE TO PAY FOR THE ENTIRETY OF THE COSTS OF THAT INDEPENDENT STUDY OUT OF THE PROJECT BUDGET. I HAVE CONCERNS OR AT LEAST QUESTIONS MAYBE THEY'RE NOT CONCERNS. THERE'S SIMPLE QUESTIONS ABOUT THE EXISTING FIRM THAT'S BEING USED AND HOW ALL OF I HAVE ALL OF THAT COMES TOGETHER.
