I'VE BEEN WORKING WITH SOME OF THE COMMUNITY ORGANIZATIONS WHO ARE INTERESTED IN PROVIDING SOME ASSISTANCE AND A PARTNERSHIP WITH THE BOARD OF EDUCATION ON DISTANCE LEARNING.
>> AND I THINK THAT THE EFFECTS OF COVERED 19 ARE STILL BEING FELT IN OUR COMMUNITY.
THE SCHOOL YEAR HAS STARTED WITH KOVAC 19 RESTRICTIONS IN PLACE AND VIRTUAL OR DISTANCE LEARNING HAS BEEN DEEMED A NECESSARY PART OF THE SCHOOL CURRICULUM.
EXPERTS IN THE FIELD OF EDUCATION REPORT THIS TYPE OF LEARNING RESULTS IN CHILDREN MISSING SCHOOL. WE HAVE COME TO KNOW IT AND THEN WITHOUT CARE AND ATTENTION. THIS SITUATION COULD HAVE A NEGATIVE IMPACT ON THEIR OVERALL PERFORMANCE. ITS IMPACT IS MOST NOTABLE IN THE EARLY GRADES IN THE IMPORTANT AREA OF READING ABILITY AND FOR THE OLDER GRADES PARTICULARLY IN MATH AND FOR KIDS WITH LEARNING DISABILITIES IT'S NOTICEABLE ACROSS THE BOARD AS THESE KIDS REQUIRE MORE INTENSIVE DIRECT SUPPORT. IT'S IMPORTANT TO NOTE THAT SCHOOLS ARE NOT ONLY SEEN AS PLACES FOR TEACHING AND LEARNING BUT ARE ALSO PLACES FOR DEVELOPING CAMARADERIE OR SHELTER FOR NUTRITION AND FOR DELIVERY OF SOCIAL SERVICES.
MANY OF THE THINGS THAT HAPPEN IN SCHOOLS SIMPLY CANNOT OCCUR WITH UNSUPERVISED ISOLATED DISTANCE LEARNING. ADDITIONALLY IN OUR COMMUNITY MANY FAMILIES AND WORKING PARENTS WILL FIND IT DIFFICULT AND CHALLENGING TO SUPPORT THEIR CHILD'S REMOTE AND VIRTUAL LEARNING NEEDS BECAUSE OF A LACK OF EQUIPMENT. THE ABSENCE OF INTERNET SERVICE AND THE DEMANDS OF WORK. LUCKILY FOR US THERE ARE SOME COMMUNITY NONPROFIT GROUPS WHO ARE ABLE TO COMPLEMENT THE SCHOOL DISTRICT'S CURRICULUM WITH YOUTH DEVELOPMENT PROFESSIONALS WHO CAN OFFER CHILDREN EDUCATIONAL ENRICHMENT SOCIALIZATION AND PERSONAL GROWTH WITH VIRTUAL CURRICULUM SUPPORT AND NATIONALLY RECOGNIZED ENRICHMENT PROGRAMS . I'VE ASKED THE BEFORE COUNTY SUPER AND EDUCATE SUPERINTENDENT OF EDUCATION TO JOIN US TODAY TO PRESENT AN UPDATE ON THE CURRENT SCHOOL SITUATION AND HIS VIEWS ON THE IMPORTANCE OF ORGANIZED SUPERVISED DISTANCE LEARNING

TALK A LITTLE BIT ABOUT OUR SCHOOL SYSTEM AND SO WHAT I WANT TO SHARE WITH YOU IS THAT WE HAVE, AS YOU KNOW, BEGUN THE YEAR IN AN ALL VIRTUAL FORMAT.WE CONTINUE TO MONITOR MONITOR THE METRICS CLOSELY AND WE'VE SEEN TREMENDOUS PROGRESS ON THOSE THINGS HEADED HEADED DOWNWARD. BUT I THINK THE IMPORTANT NOTE FOR YOUR CONVERSATION TODAY IS THAT REGARDLESS OF WHAT DAY WE GET BACK TO FACE TO FACE INSTRUCTION WHICH I'M HIGHLY ENCOURAGED IS GOING TO BE SOONER RATHER THAN LATER A A BECAUSE OF THE METRICS GOING DOWN THERE ARE STILL 47 PERCENT OF FAMILIES WHO CHOSE THE VIRTUAL FORMAT FOR THE YEAR. SO. SO THAT MEANS THAT THERE'S A QUITE A NUMBER OF FAMILIES THAT THAT OPTED THAT THAT DIRECTION .
AND SO WE HAVE BEGUN THAT WAY. WE HAD A FIRST WEEK OF SCHOOL THAT WAS TYPICAL OF FIRST WEEKS
OF SCHOOLS AND NOT SO TYPICAL. >> RIGHT? NOT TYPICAL BECAUSE OF THE VIRTUAL FORMAT BUT TYPICAL IN TERMS OF THE BUILDING RELATIONSHIPS AND CONNECTIONS THAT YOU TRY TO ESTABLISH DURING DURING THAT FIRST SCHOOL.
AND THIS YEAR OBVIOUSLY I THINK A LITTLE MORE IMPORTANT THAN OTHERS.
AND AND SO WE WE DID DO THAT. THERE ARE A LOT OF COMMUNITY PARTNERS THAT THAT WE HAVE CONNECTED WITH THAT HAVE CALLED THE SAY WE ARE AVAILABLE TO TO SUPPORT FAMILIES THAT NEED IT.
STUDENTS YOU KNOW, FAMILIES THAT THAT TO THE PARENTS ARE GOING TO WORK.
STUDENTS THAT NEED THAT THAT ADDITIONAL SUPERVISION COMPONENT WHILE THEY WORK AT
IT. >> AND SO THERE'S SEVERAL DIFFERENT ORGANIZATION ACROSS THE COUNTY THAT THAT ARE DOING THAT TYPE OF WORK. AND IT OBVIOUSLY IS IMPORTANT IN HELPING TO PROVIDE THAT GUIDANCE. OUR TEACHERS DELIVER THE INSTRUCTION. BUT IN TERMS OF HELPING OUR STUDENTS STAY ENGAGED ALONG THE WAY, IT'S IT'S IT'S AN IMPORTANT COMPONENT FOR THEM TO DO THAT AS WELL.

IT'S BEEN A PLEASURE. TALKING WITH YOU OVER THE PAST FEW WEEKS AND GETTING YOUR OPINIONS WITH REGARD TO HOW THE BEST PRACTICES ARE THAT WE CAN ENGAGE IN TO PROCEED IN THIS NEW AND DELICATE SITUATION WITH. WITH DISTANCE LEARNING AT THE MOMENT WITHIN THE COUNTY, THE COMMUNITY SERVICES DEPARTMENT WILL SOON BE CONSIDERING GRANT REQUESTS FROM COMMUNITY GROUPS TO FUND CERTAIN ASPECTS OF THEIR RESPECTIVE ONGOING ACTIVITIES. I KNOW OF SEVERAL COMMUNITY GROUPS THAT HAVE ORGANIZED TO ENGAGE AND DISTANCE LEARNING AS THE NEW SCHOOL YEAR STARTS AND AS SCHOOLS IN THE DISTRICTS WILL BE OPERATING WITH COVERED 19 RESTRICTIONS IN PLACE. I ANTICIPATE THAT PERHAPS THREE OR FOUR GROUPS WILL SEEK ASSISTANCE WITH DISTANCE LEARNING AND THEY MAY HAVE A NEED FOR 40 TO 50 THOUSAND DOLLARS IN ASSISTANCE IN EACH CASE.
>> GRANTS ARE ALSO BEING REQUESTED BY THOSE ORGANIZATIONS FROM A VARIETY OF OTHER FUNDING SOURCES. I'M NOT SURE HOW MANY GROUPS WILL EVENTUALLY SUBMIT APPLICATIONS TO US AS I AM UNSURE HOW WIDESPREAD THE KNOWLEDGE IS OF OUR GRANT PROGRAM COUNTY WIDE. AT ANY RATE I THINK WE MAY HAVE A CHANCE TO SUPPORT THE BOARD OF EDUCATION IN THEIR EFFORTS TO SUPPORT AND ENCOURAGE DISTANT MEANINGFUL DISTANCE LEARNING TO ALLOW ADEQUATE PHYSICAL DISTANCE SAYING IN THE PUBLIC SCHOOL BUILDINGS.
I THINK THE TIME IS FAST APPROACHING HERE IN THE COUNTY AS WE AS WE GET CLOSER TO THE FALL THAT MATTERS WILL TAKE A SERIOUS TURN AND I BELIEVE WE SHOULD PREPARE TO PROVIDE AS MUCH COMMUNITY ASSISTANCE AND SUPPORT AS IS FEASIBLE. I HAVE NOT GIVEN UP HOPE THAT WE MAY FIND A WAY TO HELP THOSE IN NEED OR QUICKLY RUNNING OUT OF OPTIONS.
I'VE LEARNED THAT OVER 40 ORGANIZATIONS EVERY REQUESTED 750 THOUSAND DOLLARS IN COMMUNITY GRANT APPLICATIONS POOL OF MONEY AVAILABLE IS CURRENTLY THREE HUNDRED NINETY EIGHT THOUSAND. ONLY TWO OF THE APPLICATIONS FOR US DISTANCE LEARNING

ASSISTANCE ARE FROM ORGANIZATIONS THAT ARE ABLE TO PROVIDE DISTANCE LEARNING.I WOULD LIKE TO SUGGEST THAT THOSE APPLICATIONS BE PULLED FROM CONSIDERATION FOR COMMUNITY SERVICE POOL GRANT MONEY THUS MAKING MORE FUNDS AVAILABLE FOR THE REMAINING ORGANIZATIONS THAT HAVE MADE APPLICATIONS FOR ASSISTANCE. I SUGGEST THAT WE FUND THE DISTANCE LEARNING APPLICATIONS FOR GRANTS WITH FUNDS MADE AVAILABLE FROM THE GENERAL RESERVE FUND. I THINK UP TO TWO HUNDRED THOUSAND DOLLARS SHOULD BE SUFFICIENT FOR THE FEW ORGANIZATIONS QUALIFIED TO PROVIDE SUPERVISED VIRTUAL LEARNING SUPPORT AND RECOGNIZED ENRICHMENT PROGRAMS ALTHOUGH ONLY TWO ORGANIZATIONS HAVE APPLIED THUS FAR. I HAVE A FEELING THAT ONCE PEOPLE BECOME AWARE THAT WE ARE INTERESTED IN THIS AND IN FORMING A PARTNERSHIP WITH THE BOARD OF EDUCATION THAT WE MAY HAVE MORE PEOPLE ASKING FOR FUNDS IN DOING SO WE SHOULD ENSURE THAT ONCE A PROGRAM COST IS ESTABLISHED IN A GRANT APPLICATION WE BE MADE AWARE OF AND CONSIDER OTHER FUNDING SOURCES THAT ARE PROVIDING GRANT MONEY TO THE REQUESTING ORGANIZATION AND THAT WE ONLY MAKE UP ANY SHORTFALLS IN THE TOTAL AMOUNTS THAT ARE ESTABLISHED AS BEING NEEDED.
I'LL BE HAPPY TO INCORPORATE THIS SUGGESTION INTO EMOTION IF IT'S THE WILL OF THIS BODY THAT I DO SO AND I SUSPECT THAT IT WILL HAVE TO BE MOVED TO THE FINANCE COMMITTEE FOR CONSIDERATION NEXT MONDAY BEFORE IT GOES TO THE FULL COUNCIL ON THE MONDAY FOLLOWING NEXT MONDAY.
