THERE'S A LOT ECONOMIC HARDSHIP THAT'S IN FRONT OF US AS WE WORK THROUGH THIS AND CERTAINLY DIFFICULT DECISIONS FOR MANY FAMILIES.

SO WE JUST ASKED FOR GUIDANCE AND COMFORT FOR ALL THOSE THAT ARE GOING THROUGH THIS PANDEMIC . WE ALSO LIFT UP THOSE THAT ARE SOMEWHAT IN HARM'S WAY.

CERTAINLY OUR FIRST RESPONDERS AND AS WE GO THROUGH THE MEDICAL PIECE WE CERTAINLY HAVE ALL OF OUR MEDICAL WORKERS. WE HAVE OUR TEACHERS THAT ARE GOING TO BE FACED WITH HAVING ALL OF THE KIDS COME BACK AND THE POTENTIAL OF THE VIRUS BEING SPREAD.

WE ASKED FOR COMFORT AND PROTECTION FOR ALL OF THEM TONIGHT.

WE ASKED FOR OUR WISDOM IN OUR DELIBERATIONS AND WE TRUST THAT OUR DELIBERATIONS WILL BE PLEASING TO YOU. WE ASK FOR ALL OF THIS AND JESUS NAME AMEN.

ITEM NUMBER EIGHT WHICH IS A THIRD READING OF AN ORDINANCE TO IMPROVE IMPOSE A BEAUFORT COUNTY UNIFORM LAW ENFORCEMENT SERVICE CHARGE FOR THE TOWN OF HILTON HEAD. AND A CONSIDERATION OF AN ORDINANCE EXTENDING THE EFFECT OF THE EMERGENCY ORDINANCE 2020 ALL THREE REQUIRING FACE COVERINGS IN ORDER TO HEAR FROM THE PUBLIC. I KNOW THAT WE'VE DONE SOME ADDITIONAL THINGS THAT WE HAVE A GOOGLE DOC DOCUMENT. I KNOW THAT AT OUR LAST MEETING THERE WERE A LARGE NUMBER OF INDIVIDUALS WHO HAD SENT EMAILS TO INDIVIDUAL COUNCIL PEOPLE AND THE COUNCIL IN GENERAL. I KNOW SPECIFICALLY THAT I RECEIVED A TOTAL OF 77 EMAILS.

SIXTY TWO OF THEM WERE SAYING THAT THE MASS COORDINATES SHOULD CONTINUE AND 15 OF THEM INDICATED THAT THEY WOULD LIKE THE MASK ORDINANCE TO STOP. ARE THERE ANY OTHER COMMON SENSE PERTINENT TO EACH OF THESE ITEMS THAT WE CAN HAVE TO COMMENT?

THE COMMERCIAL IS FLOWING IN WELL AS BUSINESSES AND OTHER ESTABLISHMENTS SIGNS POSTED OR QUOTE MADE FOR A QUIET NIGHT COMES IN QUOTE AND DENIES INSURANCE AND SERVICES TO ANY INDIVIDUAL IS IN VIOLATION OF AMERICANS WITH DISABILITIES ACT.

ANY EXTENSION WILL BE GIVEN INTO IRRATIONAL FEAR RATHER THAN CONSIDERING THE ACTUAL ADVISING BY WHICH PEOPLE WILL FOLLOW PROPORTIONS THEY ARE UNTIL THEN CALM AND ALLOW TO OUR DAY.

CHAIRMAN. >> GO AHEAD, MR.. I WOULD ARGUE IN FAVOR OF THE MOTION. IT'S CLEAR THAT THAT TOWN OF HILTON HEAD IS NOT LIVING UP TO ITS OBLIGATION TO PROVIDE REIMBURSEMENT TO BEAUFORT COUNTY OR IMPLEMENTATION OF LAW ENFORCEMENT SERVICES AS EVIDENCED BY THE ENGINEERING STUDY WE HAD CONDUCTED BY TISCHLER BICE, THE CITIZENS OF BEAUFORT COUNTY ARE OWED SOME MONEY.

>> AND AS IT STANDS NOW, ALL THE OTHER CITIZENS OF COUNTY BESIDES THOSE AROUND IN THE TOWN HEAD ARE BASICALLY SUBSIDIZING THE COST OF LAW ENFORCEMENT OR AT LEAST A LARGE PORTION OF IT ON THE TOWN OF HILL IN THE TOWN OF HILTON HEAD.

AND I THINK IT'S UNFAIR TO THE REST OF OUR CITIZENS THAT JUST SHOULDER THAT BURDEN.

I THINK TIMING OF THIS IS IMPORTANT. WE NEED TO IN ORDER TO PROVIDE THAT THIS BE BE ADDED TO OUR TAX BILL. IT NEEDS TO BE CARRIED OUT INTO THE TAX BILLS OF THE TOWN OF THE PEOPLE OF THE TOWN HILTON HEAD.

IT NEEDS TO BE DONE SOON SOONER RATHER THAN LATER. ANY DELAY MIGHT CAUSE US TO NOT BE ABLE TO MEET CERTAIN CALENDAR REQUIREMENTS TO HAVE OUR TAX BILLS FOR THE ENTIRE COUNTY ISSUED AT THE APPROPRIATE TIME. AND SO I THINK IT'S IMPORTANT THAT WE APPROVE THIS AND APPROVE IT TONIGHT. THANK YOU, MR. CHAIRMAN.

BUT GOING BACK TO THIS WHOLE ISSUE, IT IS NOT AN EASY ONE. OBVIOUSLY WE'VE SEEN THAT THE TOWN OF HILTON HEAD MOST FOLKS HAVE ALWAYS DONE THEIR FAIR SHARE.

THEY ARE VERY GENEROUS PEOPLE. AND I USED TO LIVE IN HILTON HEAD, YOU KNOW, YEARS AGO.

SO AGAIN, THIS IS A TOUGH DECISION AND YOU KNOW, WE'RE NOT DOING THAT AS PEOPLE SAY, OH, IT'S OUT OF REVENGE IF THIS IS ALL POLITICAL, WHICH IS IT AND IT'S NOT AT ALL.

THIS IS SOMETHING THAT THE TOWN OF HILTON HEAD MADE A BUSINESS DECISION THAT THEY DID NOT WANT TO PAY THIS FEE THAT THEY PAID FOR YEARS, YEARS AND YEARS THAT THAT WE THINK THAT THEY'RE MORALLY OBLIGATED AND ALSO LEGALLY OBLIGATED TO PAY. AND AND SO THEY MAKE THAT A BUSINESS DECISION. THEN WE HAVE TO MAKE A BUSINESS DECISION OF HOW WE'RE GOING TO COVER THIS AND WHAT WE'RE GOING TO DO. SO AGAIN, THIS IS A COMPLETE BUSINESS DECISION FOR US TO DECIDE WHAT WE'RE GOING TO DO. AND WE HAVE WE HAVE THREE OPTIONS. ONE OPTION IS WE CAN DO NOTHING WHICH HAS MR. PLOWING JUST ELOQUENTLY SAID, YOU KNOW, THAT PUTS THE TAX BURDEN BACK ON THE REST OF EVERYONE ELSE IN THE COUNTY, INCLUDING OTHER MUNICIPALITIES THAT ARE PAYING THEIR FAIR SHARE ALREADY.

WE CAN DO. WE'RE DOING RIGHT NOW. AND THAT IS GOING TO PUT A TAX ON THE FOLKS OF HILTON HEAD IN THIS COUNTY OF HILTON TO PAY FOR THIS AMOUNT.

BUT AGAIN, IT IS BEING INCURRED BY US SOMETHING THAT AGAIN AS TOWN AS THIS POUNDING THAT YOU'RE EXPECTED TO COVER YOURSELF WHEN YOU BECOME A INCORPORATED ON THIS.

APPARENTLY THE THIRD THING IS IS IF WE GO AHEAD AND JUST SAY, OK, WE'RE NOT GOING TO DO THING BUT WE HAVE TO RAISE TAXES THEN FOR THE REST OF THE COUNTY. SO WE END UP RAISING TAXES ACROSS THE WHOLE COUNTY TO COVER THIS EXTRA COST. AND WHEN HILTON YOU STOP AND THINK ABOUT IT, HILTON HEAD IS ANYWHERE FROM 50 PERCENT 60 PERCENT OF OUR TAX BASE.

SO THEY'RE REALLY PAYING FOR THIS AGAIN ANYHOW. IT MIGHT BE A SMALLER AMOUNT BUT THEY'RE STILL GOING TO HAVE THEIR TAXES GO UP TO COVER THIS 50 AND AGAIN WHY ARE WE DOING IT IS BECAUSE THE TOWN HALL HAD WANTS TO ALLOCATE THIS MONEY SOMEPLACE ELSE.

SO I WILL VOTE FOR THIS TONIGHT . AGAIN, IT'S A BUSINESS DECISION. IT HAS NOTHING TO DO WITH ANYTHING ALSO OTHER THAN US TRYING TO COVER MONEYS THAT WE RECEIVED AND WE EXPECTED TO RECEIVE OVER THE YEARS.
