[5. Approval of Agenda (Part 1 of 2)]
AGENDA. WE GOT 20 SECONDS TO VOLUNTEER. RAISE YOUR RIGHT HAND.GOOD. THANK YOU. PRO THE AGENDA.
OH, I FORGOT ABOUT THAT. NEED A FULL AGENDA? I THINK THAT'S MOTION WAS OK.
[6. Approval of Minutes]
NOW WE APPROVE THE MINUTES, RIGHT? RIGHT.OK, STILL SMOKE IN. >> SECONDLY OF ALL THE TAPE WE JUST RAISED RIGHT HERE.
[5. Approval of Agenda (Part 2 of 2)]
LISTEN, ANY CHANGES? THANK YOU, SIR. JOHN, CAN I JUST BACK UP A SECOND? SO WE APPROVE THAT WE APPROVE THE AGENDA.I JUST WANTED TO I WANTED TO MAKE A MOTION TO AMEND THE AGENDA IS IT WENT REALLY FAST.
>> WE WERE NOT GOING TO MISS THIS. WELL, I WANTED TO MAKE A MOTION TO MOVE AMEND THE AGENDA BY REMOVING UNDER ITEM 12 NEW GET 12 NEW BUSINESS LETTER B ON THE SECOND LINE THAT GIVEN A THREE ITEM WANT TO DISCUSS THE NO WE CAN HOLD OFF THEIR SUPPLY OF ANYTHING AND KEEP MOVING AND WE CAN GO TO JAIL. OK.
THERE'S MANY OTHER MOTIONS OUT THERE BESIDES THE JAMMIES ON ITEM IN FAVOR OF TAMMY'S SUGGESTIONS. BE SURE TO HAVE ANY DISCUSSION ON THAT.
WHAT'S THE REASON FOR REMOVAL? ITEM FROM MY PERSPECTIVE? WHEN IT'S JUST A MATTER OF NEEDING SOME ADDITIONAL INFORMATION ON WITH REGARD TO OTHER ITEMS THAT SURROUND THE THE ISLAND REC CENTER AND FUNDING THOSE SORT OF THINGS THAT I'M SURE WE'LL DISCUSS AT
SOME POINT LATER TODAY. >> SECONDLY, I WOULD IF SOMEONE CAN INFORM ME THE DATE THAT WE ACTUALLY ADOPTED THE CLOSE PLAN I STILL SEE IT AS A DRAFT. IS IT A DRAFT? HAS IT BEEN? DID WE ACTUALLY FORMALLY ADOPTED IS WE'RE WORKING OFF OF IT. OUR RECOMMENDATION PLAN IS MOVING TO THE APPROVAL PROCESS
[00:05:04]
RIGHT NOW. NO, IT'S NOT. OR ARE YOU FOR ADOPTION YET?>> SO WE'RE ACTING ON IT WITHOUT HAVING FORMALLY ADOPTED IT.
IT JUST SEEMS TO ME THAT A COUPLE OF MISSING PIECES NEED TO BE PUT INTO PLACE.
AND EVEN IF THOSE THOSE PIECES WERE WE'RE OK TO KIND OF SKIRT BY I HAVE QUESTIONS AND JUST WANT A BIGGER PICTURE AND I THINK THAT PERSON POSSIBLY WAIT TILL OUR NEXT MEETING TWO TO APPROVE THAT. THAT'S WHAT THAT'S WHAT I AND THIS PROCESS BY MEMBERS OF THE COUNCIL FOR THIS PROCESS HAS BEEN ONGOING FOR A LONG TIME. THE COMMISSION HAS WE'VE BEEN WORKING ON DILIGENTLY AS REVIEWED THE ENTIRE PLAN. AND THIS IS JUST THE NEXT STEP IN OUR IMPLEMENTING IT. I DON'T UNDERSTAND DELAYING IT. WE NEED TO HAVE ACTION ON OUR PARKS SOONER RATHER THAN LATER . RIGHT.
MY MY MY SENSE IS THAT THIS IS A LASER FOCUS ON THE CHAPLIN LINEAR PARK SHELTER CODE CONNECTIVITY PROJECT AS A ELEMENT OF AN MY UNDERSTANDING IS THAT WE WERE ALL COMFORTABLE AT ONE POINT IN TIME. I'M NOT SURE WHICH JUST THIS COUNCIL MAYBE SOME PEOPLE WEREN'T ON THE COUNCIL WITH THE THERE WAS ENDORSEMENT OF THAT CHAPLIN LENNY PARK IN THE PAST
. >> AND THAT'S PART OF THAT'S PROBABLY TRUE AND I DON'T HAVE AS MUCH PROBLEM WITH FEMA. IT'S JUST THAT WE'RE COME BY AS I MENTIONED IT HASN'T BEEN APPROVED. SO THAT'S ONE ASPECT THAT AUTHENTICALLY SCARRED AROUND THAT I STILL HAVE I STILL HAVE QUESTIONS BEING ASKED OF THE TRANSFER OF FUNDS FOR THE ISLAND REC CENTER AT THIS MOMENT PROBABLY WON'T LATER TODAY.
BUT I DO RIGHT NOW. SO I SECOND THE MOTION AND IF THERE IS NO SERIOUS CHALLENGE OR ISSUE WITH POSTPONE IT FOR A MONTH I THINK OUT OF RESPECT FOR ONE OF OUR COLLEAGUES WE
OUGHT TO DO THAT. >> ANY OTHER COMMENTS? I KNOW OF THE COUNCIL.
YES. >> I THINK THAT CAMERA TIME HIS POINT IS IS A GOOD ONE.
AND WE'VE TALKED VERY BRIEFLY ABOUT IT EARLIER TODAY AND I THINK THE BALANCE OF TODAY'S MEETING AND SOME INFORMATION BY YET TO COME. WELL, I MUST SATISFY THESE CONCERNS AND I THINK IT IS APPROPRIATE TO HAVE ONE MORE MEETING ON THIS.
>> OKAY. LET'S TAKE A VOTE ON TAMMY'S MOTION AND MR. GRANT, I'M IN FAVOR ORGANS. YES. HEY, MR. MS. IN FAVOR PERSPECTIVE. YES. MR. LENNOX.
YES. MR. STANFORD. NO, I MYSELF IS YES.
6 1 MR. RILEY OK. ALL RIGHT. AS WOMEN'S GENDER.
[7a. U.S. 278 Corridor Project Update – Craig Winn, Project Manager, SCDOT]
THANK YOU. CLEARLY ON THAT REPORT A TOWN MANAGER RIBAUT.THANK YOU, SIR. FIRST OFF, WE HAVE CRAIG WYNN, PROJECT MANAGER FOR THE SCC BREADWINNING PRODUCT MANAGER OF THE CDO. HE IS STANDING BY TO MAKE A PRESENTATION. AND SO I WOULD LIKE TO QUOTE CRAIG NOW ON IN I TAKE YOU GUYS I DO HAVE A POWERPOINT PRESENTATION THAT'S GOING TO BE AN UPDATE ON WHERE WE'RE AT AND WHERE THINGS ARE GOING FOR THE NEXT FOUR OR FIVE MONTHS KIND SEE?
>> WELL, THEN WHERE WHERE THE PROCESS IS GOING IN THE NEXT FEW MONTHS AS WELL AS SOME ADDITIONAL DETAILS OF THE ALTERNATIVES, BETTER SEXUAL DETAILS ETC. IS THE POWERPOINT PRESENTATION SHOWING UP? YES, IT IS. YES.
IT'S A VERSE OFF WHERE I DO A LITTLE BIT OF REVIEW ON THE PROJECT MANAGEMENT ACT OF IT AND THEN WE'LL GET TO THE ALTERNATIVES AND THE INTERSECTION AS WELL AS
[00:10:02]
MITIGATION NEXT STEPS. SO JUST A QUICK REVIEW OF THE PURPOSE OF ANY OTHER PROJECT IS TO ADDRESS THE STRUCTURAL DEFICIENCIES THAT THE EXISTING EASTBOUND MACKIE CREEK BRIDGE AND THEN REDUCE CONGESTION ALONG US TO 78 MOSCOW DRIVE TO SPANISH WELLS ROAD THEY USED TO HAVE INCREASED MOBILITY BY REDUCING CONGESTION AND INCREASED MOBILITY.OUR INCREASED CAPACITY WAS ONE AND THE SAME. SO THAT THAT HAS BEEN REMOVED TO PROVIDE CONSISTENCY WITHIN ME TO DOCUMENT AND THEN THIS IS IN AN OUTLINE THAT'S THAT'S
BEEN SHOWN MULTIPLE TIMES. >> SO THIS IS THE THE NEPA PROCESS AS YOU CAN SEE YOUR PUBLIC ENGAGEMENT THROUGH THE ENTIRE PROCESS. SO WE'RE CURRENTLY PREPARING AN ENVIRONMENTAL ASSESSMENT. WE'VE REVIEWED DIFFERENT CHAPTERS WITHIN THAT.
WE HAVE SOME COORDINATION WITH THE FISH WILDLIFE SERVICE THAT'S GONNA HELP US FINALIZE THAT DOCUMENT. IN REGARDS TO PICKING THE ISLAND WITH YOU, WE HAVE A COUPLE OF AGREEMENTS THAT WE NEED TO BE TO BE SIGNED TO FINALIZE THE ENVIRONMENTAL ASSESSMENT AND WARRANTIES BEING A PUBLIC HEARING IN EARLY 2021 AND THEN AFTER THE PUBLIC HEARING WE REVISE ALTERNATE AND WE ULTIMATELY END UP WITH A FEDERAL HIGHWAYS DECISION AND AN ENVIRONMENTAL ASSESSMENT THAT WOULD BE A FINDING OF NO SIGNIFICANT IMPACT.
AND THEN THIS IS A SLIDE THAT SHOWS THE DEVELOPMENT PROCESS FOR FOUR HIGHWAYS AND IT SHOWS THAT WE'RE RIGHT NOW WE'RE ANALYZING ALTERNATIVES AND IN THE MIDDLE OF ANALYZING ALTERNATIVES IN A PUBLIC HEARING. TWO THINGS I WANT TO BRING YOUR ATTENTION TO IS THE NEXT STEPS AFTER THE PUBLIC HEARING. THE FIRST ONE IS REFINING THE ALTERNATIVES BASED ON PUBLIC CONCERN AND TO MINIMIZE IMPACTS THE BASE OUT OF THE PUBLIC COMMENTS FROM THE PUBLIC HEARING WALTERS CAN BE REFINED AND THEN CAPTURED IN THE THE FINALIZED ENVIRONMENTAL DOCUMENT. THEN THE NEXT ONE TO HIGHLIGHT IS THE FINALIZED METHOD. SO THAT IS COMMUNITY MITIGATION AND ALSO TO MINIMIZE ENVIRONMENTAL IMPACTS WE HAVE TO MITIGATE THE ENVIRONMENTAL IMPACTS AS WELL TO ALL SPEAK ON BOTH THOSE TOPICS LATER IN THE PRESENTATION. SO THIS IS ALWAYS THE
ALTERNATIVE DEVELOPMENT FLOW CHART THAT WE SAW. >> WE HAD A PUBLIC MEETING IN SEPTEMBER OF 2018 THAT WAS JUST A PUBLIC SCOPING MEETING WHERE WE NOW WITH THE PUBLIC.
JUST ANSWERED QUESTIONS SHOWED KIND OF WHAT THE PURPOSE INDEED WAS AND GOT FEEDBACK OF WHAT THE COMMUNITY FELT LIKE THE NEEDS WERE AND THE CONCERNS WITHIN THE COURT OR SO IN THE PRELIMINARY RANGE OF ALL WE HAD 16 PLENARY RANGE OF ALTERNATIVES.
SO THOSE ARE ALL SHOWN YELLOW ON THE MAP. AND THOSE INCLUDE THE NO BUILD AND NEW ALIGNMENT LOCATION. WHY I MEAN THIS EXISTING CORRIDOR CHILD OF LAND MANAGEMENT, TRANSPORTATION MANAGEMENT OR MASS TRANSIT. SO EACH OF THOSE WERE EVALUATED ON AN INDIVIDUAL BASIS AND THEN FROM THAT WE HAD THE VALUATION CRITERIA THAT SHOWN BELOW WHICH WAS THE PURPOSE OF NEED THE WETLANDS PROTECTED LANDS RIGHT AWAY IMPACTS AND CONSISTENCY WITH THE PINGING OUR WILDLIFE REFUGE AND FINALLY NEIGHBORHOOD IMPACTS.
AND FROM BASED ON THAT CRITERIA WE MOVE FORWARD TO SAY WITH SIX REASONABLE ALTERNATIVES AT THE PUBLIC INFORMATION MEETING AND BASED ON PUBLIC FEEDBACK AS WELL AS COORDINATION THE FISH WILDLIFE SERVICE THREE ALTERNATIVES WERE ADDED. THOSE WERE FOR A FIVE AND SIX DAY. AND I'LL SHOW THAT THE DIFFERENCE BETWEEN THOSE OVER
THE NEXT FEW SLIDES. >> BUT NOW WE'RE IN THE PROCESS OF WE'RE EVALUATING THOSE RESERVE ALTERNATIVES BASED ON THE ADDITIONAL EVALUATION CRITERIA.
THIS IS WHERE TRAFFIC PERFORMANCE COMES IN. WE ACTUALLY GO OUT AND DELINEATE THE WETLANDS. WE LOOK AT ANY STRUCTURES IMPACTS ENVIRONMENTAL JUSTICE, COMMUNITY THREATENED ENDANGERED SPECIES, NOISE IMPACTS, HISTORICAL AND CULTURAL RESOURCES, UTILITY IMPACTS WITHIN THE IMPROVEMENTS AND PROJECT COSTS ARE ALSO FACTORED IN. SO THAT THAT ULTIMATELY LEADS TO THE PREFERRED ALTERNATIVE WHICH WE PRESENTED AT THE PUBLIC HEARING. AND THEN BASED ON THAT THE PREFERRED ALTERNATIVELY REFINED BASED ON PUBLIC COMMENT THAT HERE'S A LITTLE SLIGHT UPDATE
ON THE ALTERNATIVES AND WE'LL GO THROUGH IT. >> SO HIGH LEVEL WHAT THE ALTERNATIVES WERE AT THE RANGE OF ALTERNATIVES. SO HERE'S THE CORE STUDY AREA WHICH IS MOSS CREEK TO SPANISH WELLS ROAD. THE TRAFFIC MODELING AND THE ACTUAL TRAFFIC PERFORMANCE GOES BEYOND. BUT THIS IS THE IMPROVEMENT FOR
[00:15:01]
SOME REASON ALTERNATIVE 1 IS WAS REPLACING THE EAST EASTBOUND MACKY CREEK BRIDGE.>> TO THE SOUTH OF THE EXISTING BRIDGE LOCATIONS WIDENING OUT THE OTHER THREE AND THREE BRIDGE AS WELL AS IMPROVEMENTS THROUGH JENKINS AND TWO SPANISH WELLS ROAD.
AND ONE THING THAT HAS CHANGED ALL OF THESE ALTERNATIVES AND WHAT WAS SAID TO AT THE PUBLIC INFORMATION MEETING WAS THE ADDITION OF THE WHAT WE'RE CALLING THE HOG ISLAND CONNECTOR THAT CONNECTS FROM WHOLE ISLAND UP TO JENKINS ROAD AND ALSO CONNECTS MARINERS COVE
IN THERE AS WELL. ALL RIGHT. >> TWO IS SIMILAR I ONE EXCEPT FOR THE BRIDGE THE MACKIE CREEK BRIDGE IS REPLACED ON THE NORTH SIDE OF THE EXISTING BRIDGES.
EVERYTHING ELSE WITHIN THE CORRIDOR IS THE SAME. AND IF THE ALTERNATIVES INCLUDES A UNDERPASS AT PICNIC ISLAND TO TO MAKE THAT INTERSECTION RIGHT IN AND RIGHT OUT ONLY ARE ARI THREE IS TO REPLACE BOTH REPLACE ONE BRIDGE OVER MATTHEW CREEK, ONE BRIDGE OVER SKOAL CREEK AND TO COMBINE THE TWO SCHOOL CREEK BRIDGES INTO ONE BRIDGE AND TO WIDEN THE WESTBOUND MACKIE CREEK BRIDGE AND THEN IT INCLUDES ALL THE OTHER IMPROVEMENTS ON U.S.
278 ONCE JOHN JENKINS ISLAND AS WELL AS SQUIRE HOPE PROTO AND SPANISH ISRAEL.
>> FOUR WAS THE ONE THAT WAS PRESENTED AT THE PUBLIC INFORMATION BEING SITES.
THAT WAS A NEW SIX LANE FACILITY TO THE SOUTH OF THE EXISTING ALIGNMENT A CUT ACROSS THE SOUTHERN TIP OF THE ISLAND . THIS IS THE ONE THAT IN COORDINATION WITH THE FISH WILDLIFE THEY ASKED FOR TO BE CONSISTENT WITH THEIR WILDLIFE REFUGE. THEY ASKED FOR US TO BE TIGHTER TO THE EXISTING CORRIDOR.
SO IN DOING THAT THE ARE A FOUR WAS REFINED TO PRESERVE ALTERNATIVE FOR A WHICH PULLS PULLS IT UP TIGHTER TO THE EXISTING CORRIDOR STILL PROVIDES THE UNDERPASS AND PIGGY ISLAND AND THAT THAT CORRIDOR HOW THE BRIDGES ARE ELEVATED ALL OF BASICALLY FROM THE MAINLAND TO JENKINS ISLAND TO THAT ENTIRE QUARTER WORRIES BRIDGE AND ONE CONTINUOUS
BRANCH. >> ARI FIVE IS THE REPLACEMENT OF THE EAST GROUND AND WEST
BOUND. >> I'M SORRY. I KNEW BRANT FROM BRIDGE OUR MATTHEW CREEK IN THE EAST FROM BRIDGE OR SKOAL CREEK BUT IT GOES THROUGH SOUTH OF THE POWERLINE EASEMENT ON JENKINS ISLAND AND GOES THROUGH THEM BURGESS THROUGH THE MARSH AREA AND IT TIES BACK INTO BURGESS OVER SQUIRE PROPER ROAD TIES DOWN INTO OLD WARHORSE ROAD AND THEN ULTIMATELY SPANISH WELLS RUN ARE A FIVE A. AGAIN I'M SORRY.
ALL RIGHT. FIVE WENT THROUGH THE POWER LINE EASEMENT ARE ALREADY A MOVES DOWN SOUTH OF THE POWER LINE EASEMENT ARE A SIX AGAIN HAS A SIX LANE FACILITY SOUTH OF THE EXISTING BRIDGES AND THEN UTILIZES THE POWER LINE EASEMENT AS WELL AS HAS THE HAWK CONNECTOR IN IT AS WELL AND THEN ALREADY SIX A TIE IS IN TIGHTER TO THE EXISTING CORRIDOR AND THEN ALSO HAS IS ALSO SOUTH CAROLINA EASEMENT TO GET OUT OF THE IMPACTS TO THE POWER UTILITIES AND A BIG PART OF WHY WE DID THAT WAS THOSE POWER LINES WE PROVIDE THOSE TRANSMISSION LINES IF WE REPLACE ONE PULL ON THAT RUN WE HAVE TO REPLACE ALL OF THE POLES FROM THE MAINLAND TO THE ISLAND BECAUSE THEY ARE BASED ON USES.
>> THEY'RE UNABLE TO GET IT OUT IS TO REPLACE THOSE. >> SO THIS HIGHLIGHTS ALL THE
REASONABLE ALTERNATIVES. >> THE NEXT SLIDE IS. >> SO THIS IS THE HIGH LEVEL LOOK AT THE IMPACTS ASSOCIATED WITH THE RESOURCE ALTERNATIVES. AND THIS IS THE MATRIX THAT KIND OF GUIDES OUR DECISION MAKING PROCESS. SO ALL THE REASONABLE TURNS MET THE PERSON IN THE PROJECT HAD IMPACTS OPINION AND MY LIFE REFUGE.
NOW SOME OF THEM ARE MORE CONSISTENT WITH THE WILDLIFE REFUGE PLANS THAN OTHERS.
THEY ALL HAD IMPACTS OF FLOODPLAINS THREATENED ENDANGERED SPECIES SUCH AS CENTRAL FISH HABITAT, SHELLFISH AND ENVIRONMENTAL JUSTICE COMMUNITIES AND COASTAL RESOURCES. SO HIGHLIGHTED HERE ARE SOME OF THE DIFFERENCES BETWEEN THEM.
AS YOU CAN SEE FROM THE DELINEATED WETLANDS IT RANGES FROM 18 ACRES TO APPROXIMATELY THIRTY ONE ACRES OF IMPACTS. THE RIGHT AWAY IS SOMEWHERE BETWEEN TWENTY SEVEN TWENTY SEVEN ACRES AND SEVENTY TWO ACRES OF RIGHT AWAY IMPACTS DEPENDING ON WHERE IT'S LOCATED
[00:20:08]
AND FOR THE REASONABLE ALTERNATIVES. >> WE'RE ALSO ABLE TO AS WE MOVE THROUGH THE PROCESS TO REDUCE THE AWAY IMPACTS, REDUCE RELOCATIONS.
>> AS YOU CAN SEE THE RELOCATIONS ARE RANGE FROM 10 RELOCATIONS TO 21 AND AS YOU'LL SEE LATER IN THE SLIDE WE'LL TALK ABOUT THERE BEING TWO RELOCATIONS FOR A AND THEN THE NEXT ONE THAT DOESN'T MEET TODAY'S CURRENT SEISMIC DESIGN CENTERS BECAUSE EXISTING
BRIDGES DO NOT MEET THE SIZE OF ITS DESIRED STANDARD. >> SO THAT'S ANOTHER FACTOR AS YOU WATCH THIS. YOU CAN SEE IT GOES FROM A ONE WE'RE REPLACING JUST ONE BRIDGE TO A OR FOR A SIX AND SIX I WILL REPLACE ALL FOUR BRIDGES. SO I KIND OF GIVES A RANGE THERE AND THEN CONSTRUCTION DURATION WAS ANOTHER AREA OF CONCERN THAT IT'S BEEN IDENTIFIED AS HOW. HOW LONG WILL THIS BE UNDER CONSTRUCTION? DOE. ALL RIGHT. FOR FOUR OR THREE YEARS AND THEN FIVE AND FIVE A OR FIVE AND A HALF YEARS AND SOME OF THAT IS DUE TO CONSTRUCTION STAGING OR A FORUM FOR A WERE ABLE TO REPLACE THE FOUR BRIDGES WITHOUT DISRUPT THE EXISTING TRAFFIC FOUR LANES OF TRAFFIC. THEN ULTIMATELY YOU KNOW THE IMPACTS ARE ONCE WE CROSS THAT TRAFFIC OVER ONTO THE EXISTING AND THE CONSTRUCTION COSTS RANGE BETWEEN TWO HUNDRED EIGHTEEN MILLION TWO THREE HUNDRED AND FIFTY SIX MILLION OR THE ALTERNATE AND THEN NEXT WHERE US SPEAK ON THE INTERSECTION CONCEPTS PEARSE AND SQUIRE POPE ROAD TWO SPANISH WALLS ROAD THAT CORRIDOR AND THEN HALF THAT
WE'LL SPEAK ON THE JENKINS ISLAND CORRIDOR. >> SO THIS IS OUR STUDY AREA FOR THE INTERSECTIONS WHICH CAPTURES JUST A LITTLE BEFORE SQUIRE POPE ROAD TO BEYOND SPANISH WALLS ROAD INTO THE CROSS ISLAND PARKWAY OF THE EXISTING INTERSECTION LAYOUT
TODAY OPERATES SCARP ROAD OPERATES LEVEL SERVICE. >> AND THE AM AN F IN THE PM AND THE NEXT FEW SLIDES WILL DEFINE LEVEL OF SERVICE SO I CAN UNDERSTAND THAT IN SPAIN AS TWELVE OPERATES AT A LEVEL OF SERVICE B AND AM A D AND THE PM AND BELOW EACH OF THOSE.
AND SO IS THAT THE TOTAL DELAY FOR THAT INTERSECTION SO YOU CAN SEE SQUIRE POPE ROAD AND
THE PM HAS AN 80 APPROXIMATELY EIGHTY EIGHT SECOND DELAY. >> THAT'S THE TIME THAT IT TAKES FOR BURKHART TO GET THROUGH THE INTERSECTION. SO HERE IS THE FIGHTING LEVEL OF SERVICE SO MAINLINE LEVEL SERVICE WE RANGE BETWEEN A AND HALF WE TRIED TO DESIGN FOR A LEVEL OF SERVICE C OR D FOR THAT IN THE TWENTY FIVE YEARS SO THE LOWEST IS D AS HIGH DOES A FLOW BUT IT IS STABLE FLOW ONCE YOU GET THE LEVEL OF SERVICE YOU'RE STARTING IN THE UNSTABLE FLOW APPROACHING THE CAPACITY WHERE YOU KNOW WHERE YOU'RE STARTING TO HALF STOP AND GO TRAFFIC AGAIN. SO THE LEVEL OF SERVICE THE IS HISTORICALLY THE DESIRABLE DESIGN FOR AN URBAN AREA THAT ACCOMMODATES TWENTY FIVE YEARS OF FUTURE TRAFFIC VOLUMES AND THEN THE TOWN OF HELM HEAD FOR THEIR INTERSECTION DESIGN THEIR SIGNALS INTERSECTIONS DESIGN HAS A LEVEL OF SERVICE D IS THE DESIRED LEVEL GOAL TO MEET BUT HOW DO WE MEASURE INTERSECTION
ANALYSIS? >> WE LOOK AT DREXEL DELAY LEVEL OF SERVICE VOLUME THE CAPACITY RATIO OF THE INTERSECTIONS AND Q LIKE THAT WE'RE LOOKING FOR A DELAY FOR AN ENTER FIRST SIGNAL INTERSECTION BETWEEN THIRTY FIVE AND FIFTY FIVE SECONDS AT A MAXIMUM FOR EACH OF THOSE INTERSECTIONS SO THAT THAT AGAIN THAT WOULD MEET THE MINIMUMS FOR INTERSECTION DESIGN AND BASED ON THE TARGET HELMET HAD GUIDANCE SO FOR TRAFFIC SIGNAL LEVEL SERVICE LEVEL SERVICE D IS APPROACHING UNSTABLE CONDITIONS WITH INCREASING CONGESTION BUT WITHOUT EXCESSIVE BACKUPS WHILE SERVICE D HISTORICALLY BEEN REGARDED AS DESIRABLE DESIGN AND URBAN AIR THAT'S THIRTY FIVE TO 55 SECOND DELAY PER
VEHICLE. >> SO THE INTERSECTIONS WE EXPLORED FOURTEEN CONCEPTS FOUR FOR EACH OF THE INTERSECTIONS THAT WAS ANYTHING FROM A JUG HANDLE TO DISPLACE LEFT TO CONTINUOUS GREEN TEAS AT SPA POPE ROAD AND SPAIN AS WELL AS ROAD WE LOOKED AT A DETOUR NORTHBOUND LEFT HALF DIAMOND INTERCHANGE FLYOVERS AND DISPLAYS LEFT WHEN WE STARTED LOOKING AT ALL THE INTERSECTIONS COMBINE WAS OPTIMIZED LANES WE'RE RIBAUT
[00:25:01]
LAST SCARP IT SPANS WALLS AND THEN SIGNALS ALL WHILE MORSE ROAD TO T INTERSECTIONS OLD WILD HORSE AND SPANISH WELLS ROUNDABOUTS WITH AIRPORT WITH AN UNDERPASS A SPANISH WALLS AND THEN ROUNDABOUTS LEFT HER MOVEMENTS AND THEN OF ONE OF THE ONES WE LOOKED AT WAS A VIADUCT. THE VIADUCT WOULD BE WOULD START ON JENKINS ISLAND WOULD CAME TO THE CROSS ISLAND PARKWAY WHICH WOULD BE A TWO LANE ELEVATED EXPRESSWAY THAT WOULD FIT WITHIN THE EXISTING MEDIAN OF TWO SEVENTY EIGHT TODAY WOULD BE IT WOULD BASICALLY BE ELEVATED OVER THE EXISTING ROADWAY WITH THE PIERS IN THE CENTER MEDIAN.>> SO THIS IS OUR CONCEPT SUMMARY FROM EACH OF THOSE. >> WE CARRIED SO WE EVALUATED IT BASED ON LEVEL OF SERVICE THE NEW TRIAL PATTERN RIGHT AMOUNT OF RAILWAY ACQUISITION COST. A FEW OF THE SANCTIONS WERE CREATED AS PART OF THIS.
SO YOU CAN SEE BASED ON THAT CRITERIA THE JUG HANDLE WAS CARRIED FOR HIS PREFERRED CONCEPT ONE AND I'LL GO THROUGH ALL THE PREFERRED CONCEPTS HERE IN THE SECOND THE FLYOVER WAS PREFERRED CONCEPT TO AND UNDER EACH OF THESE KIDS CONDITIONS FOR IT WAS JUST IMPROVING CAPO ROAD INTERSECTION THE SPACE AS WELL AS INTERSECTION WOULD HAVE OPTIMIZED LANES AS PART OF IT AND THEN WE ALSO LOOK AT OPTIMIZING THE LANES UNDER BOTH INTERSECTIONS AS WELL AS SIGNAL SIZING OLD WILD HORSE WHICH IS PREFERRED CONCEPT OR SO HERE IS THE JUG HANDLE CONCEPT AT SQUIRE POPE ROAD THIS WORLD. IN EACH OF THESE WE HAVE A ZOOMED AN INTERSECTION LOOK AT EACH LEVEL TO THE JUG HANDLE GIVES US A LEVEL OF SERVICE D AS CAR POPE RIDES THE JUG HANDLE IS IF YOU WANT TO TAKE A LEFT ON TO SQUIRE POPE FROM EASTBOUND TO 78 YOU WOULD YOU WOULD EXIT RIGHT AND THEN TIE INTO GENERAL AND DRIVE AND THEN WE'D GO ACROSS THE SIGNAL FROM CHAMBERLAIN DRIVE TO SQUIRE POPE ROAD AND THAT BOTH THOSE INTERSECTIONS GIVES US A LOVELY SERVICE D SO IT MEETS IT MEETS THE STANDARDS OF THE TOWN BUT THERE'S ALSO MORE THAT CAN BE
DONE. >> IT DOES HAVE A HIGH RIGHT AWAY IMPACT AS WELL.
>> NOW HERE IS A ZOOMED IN LOOK AT THE SQUIRE POPE ROAD INTERSECTION.
YOU CAN SEE THE DECELERATION LANE AND EXIT LANE FOR THAT JUG HANDLE WHICH WOULD TYPE IN YOUR GENERALLY DRIVE YOU CAN SEE THERE'S THE LEFT HAND TURN LANES ARE ELIMINATED ON EASTBOUND 78 THERE IS A DUAL RIGHT HAND TURN LANE SCARP ROAD ON C2 78 AS WAS A RIGHT TURN FROM WESTBOUND TO SEVENTEEN ON TO SQUIRE POPE ROAD AND THEN THIS IS THE MAX WHY IS LANES AT SPANISH WALLS ROAD THERE YOU CAN SEE THAT THERE IS A NORTHBOUND SPANISH WALLS THERE IS A DUAL LEFT HAND TURN LANE ONTO YOU ONCE WESTBOUND 278 AS WELL AS LEFT TURN LANES ON ON EACH OF THE ON 278 EACH DIRECTION AS WELL AS TWO RECEIVING LANES ON THE SOUTHBOUND SPANISH WALL'S ROAD INTERSECTION AND PREFERRED CONCEPT NUMBER TWO IS A FLYOVER
AT SCARP ROAD. >> SO THIS IS VERY SIMILAR TO THE JUG HANDLE EXCEPT FOR THAT MOVEMENT WOULD CONTINUE ON TO NORTHBOUND SQUIRE POPE ROAD IT WOULD FLY OVER THE EXISTING CORRIDOR THAT WOULD GIVE A LEVEL OF SERVICE D THAT SCAR POPE ROAD AND AGAIN A LEVEL OF SERVICE THE SPAIN AS WELL AS ROAD THEN THIS IS KIND OF ZOOMED IN ON THE SKY ABOVE ROAD INTERSECTION AGAIN YOU CAN SEE THE DUAL SOUTHBOUND SUA ROAD ON IT WAS ALL 278 AGAIN WE HAVE THE THE ACCESS LINE TO THE RIGHT AND THEN ONCE YOU GET DOWN TOWARDS SCHINDLER DRIVE THE PAINT THAT THE PAINT CARRIED OUT THERE SHOWING THE BRIDGE OVER THE EXISTING ROADWAY AND THEN WE WOULD COME DOWN A FULL SECTION BACK AND TIE INTO THE EXISTING ROADWAY INTERSECTION PREFERRED CONCEPT TO FOR SQUARES WALLS IS THE EXACT SAME AS THE FIRST CONCEPTUAL ONE THE OPTIMIZE LANES WOULD BASICALLY WOULD HAVE DUAL LEFT HAND TURN LANES AT LA PROPER ROAD AS WELL AS THE RIGHT HAND TURN LANE AND THEN THE DUAL RIGHT HAND TURN
[00:30:02]
LANES OF A POPE ROAD. >> THIS WOULD GIVE A LOWER SERVICE D AND EACH OF THE INTERSECTIONS THAT WE'LL ZOOM IN AND LOOK AT EACH OF THESE INTERSECTIONS IS AS YOU CAN SEE HERE EACH OF THOSE TO PREVENT BACKUPS ON THE MAIN LINE IS FOUND TO SOME V.A. WE NEED A SIX HUNDRED FOOT STORAGE LANE ON THOSE DUAL LEFT HAND TURN LANES ON TWO SQUIRE POPE ROAD AND WE ALSO HAD THE RIGHT HAND TURN LANE ONTO YOU TURN MORE DRIVE AND THEN AS YOU CAN SEE
THIS. >> UNDER THIS CONCEPT WE ACTUALLY WIDEN THE AN ADDITIONAL LANE TO A NORTH AND THEN THAT WOULD SLOWLY MERGE BACK INTO THE EXISTING QUARTER ONCE WE GET PAST THOSE TURN LANES AGAIN THE OPTIMIZED LANES THE SPANISH WALLS HAVE THE EXACT SAME WAY LAYOUT YOU HAVE THE DUAL LEFT HAND TURN LANES ON SPANISH WALLS ONTO YOU TWO SEVENTY EIGHT INTERSECTION PREFERRED CONCEPT FOR WAS TWO SIGNALS OR WILD HORSE.
>> THIS IS IT GIVES US A LEVEL OF SERVICE BE A SCAR POPE ROAD SEE AN OLD WILD HORSE IN SEA AND SPANISH WELL AS WILD HORSE . SO WHAT WE'RE ABLE TO DO IS WE JUST PLACE THE LEFT HAND TURNS ESQUIRE POPE ROAD AND LEFT HAND FROM WESTBOUND TO 78 SPANISH WALLS DO THE ALL OLD WILD HORSE ROAD INTERSECT? THIS ALLOWS US TO OPTIMIZE THE SIGNAL TIMING TO REDUCE THE DELAY ASSOCIATE WITH EACH OF THOSE INTERSECTIONS IS WHAT WE'RE TRYING TO DO IS TO ELIMINATE THE HEAVY TRAVEL MOVEMENT THE HEAVY OPPOSED TRAVEL MOVEMENT WHICH IS SCARP ROAD IS THE LEFT HAND TURN HAVE A HEAVY LEFT HAND TURN GOING THERE BUT WHEN THEY COME DOWN THE OLD WILD HORSE ROAD WE HAVE THIS ALL ZOOM AND YOU HAVE A LEFT HAND TURN LANES THERE WITH THE INSIDE LANE BEING A U-TURN LANE.
WELL UNDER THIS UNDER THIS SCENARIO YOU CAN SEE THERE'S THE THAT THEY DO A LEFT HAND TURN LANES ARE ELIMINATED AND SQUIRE POPE ROAD YOU STILL HAVE THE TWO HUNDRED FIFTY FEET STORAGE FOR THE RIGHT TURN LANES OFF OF SUA POPE ROME AS WELL AS YOUR LEFT HAND TURN LANES OFF CHAMBERLAIN DRIVE AND WESTBOUND TO 78 WHEN WE GET TO OLD WILD HORSE ROAD HERE YOU CAN SEE THERE'S FOUR HUNDRED FEET OF STORAGE FOR EACH OF THOSE TURN LANES AND THEN A BALL ABOUT FOR THE U-TURN MOVEMENTS AND THEN BASICALLY WE ARE ABLE TO HAVE DOOR SEEMING LANES ON ALL WILD HORSE ROAD AND ULTIMATELY TIES BACK TO A SINGLE LANE BEFORE IT GETS TO BALTIMORE'S ROAD AND. SO IF YOU'RE TAKING A LAFAYETTE SQUARE OF YOU COME DOWN ON THIS INTERSECTION, MAKE A U-TURN, GO BACK TO THE INTERSECTION AND THE SIGNAL AN OLD WILD HORSE ROAD IT WOULD BE A TWO FACING ALSO IT'S IN THE RED OR GREEN FOR EACH OF THE MOVEMENTS.
SO WE'RE ABLE TO PROVIDE MORE GREEN TIME FOR EACH OF THE MOVEMENTS TO OPTIMIZE THOSE INTERSECTIONS AND BY DOING THIS EACH A THREE SIGNALS OR ARE OPTIMIZED TOGETHER AND WORK IN UNISON TO MOVE THE MAINLINE TRAFFIC THROUGH THE CORRIDOR AND THEN WE GET DOWN TO THE SPANISH FALLS ROAD WE'RE ABLE TO ELIMINATE ONE OF THE LEFT HAND TURN MOVEMENTS AND ALSO TO PROVIDE A FREE FLOW RIGHT HAND TURN LANE FROM SPAIN AS WELL AS ONTO EASTBOUND 278.
>> ONE CONCEPT THAT WE'VE HEARD FROM FROM THE PUBLIC AS WELL AS HERE WHILE WE LOOK AT IN AN INTERCHANGE OR A TYPE A TIGHT DIAMOND INTERCHANGE TO BRIDGE OVER SQUIRE POPE ROAD, THIS IS A QUICK CONCEPT THAT WE THAT WE PUT TOGETHER SO TO BE ABLE TO MAINTAIN THE EXISTING TRAFFIC ON TO SOME DATE EACH OF THOSE BRIDGES OVER SCRIBE POPE ROAD HAS TO BE BUILT OFF ALIGNMENT TO THE NORTH AND SOUTH OF THE EXISTING ROADWAY AND BASICALLY TO GET WE NEED ABOUT POSSIBLY 900 FEET TO GET UP TO GRADE AS WELL AS EIGHTEEN HUNDRED FEET WORTH OF TAPERS TO GET OFF ALIGNMENT. SO EACH IS JUST THIS IS A HIGH LEVEL TO SHOW WHAT THEY IMPARTS ASSOCIATED WITH US AND WHY WE'RE UNABLE TO PROVIDE A FULL INTERCHANGE AND EACH OF THESE ROADWAYS DUE TO THE IMPACTS ASSOCIATED AS YOU CAN SEE. WELL UNDER THIS WE'VE BEEN ABLE TO WE'VE TIGHTENED UP THIS CORRIDOR AS MUCH AS POSSIBLE. THEY HAVE MSE WALLS OR RETAINING WALLS ON EACH SIDE OF THIS EMBANKMENT COMING UP TO THE BRIDGE TO REDUCE THE FOOTPRINT OF IT BUT TO PROVIDE ACCESS TO CHAMBERLAIN DRIVE AND DESCRIBED ROAD.
[00:35:01]
THESE ADDITIONAL SIDE ROADS ARE HERE AS WELL THAT CONNECT BACK AND ULTIMATELY DOWN TO SUNNY PASS THE CAUSEWAY AS WELL AS WHEN WE GO DOWN SEE SPANISH WALLS AS WELL.SO IT GOES BEYOND SPANISH WALLS AS WELL. >> THIS IS SOME OF THE IMPACTS ASSOCIATED TO RESIDENTIAL BUSINESS RELOCATIONS THOUGH UNDER THIS SCENARIO WE WOULD HAVE EIGHT A RESIDENTIAL BUSINESS RELOCATIONS AND THEN WE SAW ADDITIONAL IMPACTED PARCELS THAT IT WOULD BE UNABLE TO ACCESS THEIR PROPERTY DUE TO BEING WITHIN THE TAPER OR HAVING NOT BE. I'LL TAKE A LEFT HAND TURNER CROSS THE TAPER AND THE ELEVATION INCREASE THEN DOWN TOWARDS SPARE SWELLS YOU CAN SEE THAT WE'RE ABLE TO HAVE LEFT TURNS OFF THE SPANISH WALLS OR WILD HORSE ROAD THAT INCLUDES ADDITIONAL SIX RESIDENTIAL BUSINESS RELOCATIONS TO FOR THIS INTERSECTION CONCEPT IT WOULD BE WE WOULD HAVE 14 RESIDENTIAL AND BUSINESS RELOCATIONS BETWEEN THE CAUSEWAY AND SPAIN AS WELL AS ROAD TO THE NEXT THE JACOB VIOLENT INTERSECTION CONCEPTS.
>> SO WE WE WERE ABLE TO ADD MORE CELL DEVELOPER THESE AND WORKING THROUGH THESE THIS IS THE FIRST PASS AT THESE WORKING WE'RE CONTINUALLY TRYING TO DEVELOP AND FIND A WAY TO IMPROVE THESE INTERSECTIONS CONCEPTS. SO RIGHT NOW WE'VE GOT AT SIX INTERSECTION CONCEPTS AND WE'LL GO THROUGH EACH ONE OF THESE CONCEPTS AS WE'VE NOT SELECTED
A PREFERRED OR SOMEWHAT ARISING AS REASONABLE TO THE TOP. >> I WENT TO RYAN RIGHT OUT AT GATEWAY AND CROSS STREET JENKINS ROAD RYAN RIGHT OUT OF GATEWAY CROSS TRAIN LIEUTENANT JENKINS ROAD AND THEN THE NEXT ONE WE HAVE LEFT IN GATEWAY INTO THIS ROAD WE DID IT HERE LIES A SUPER STREET AS WELL AS OPTIMIZING THE NUMBER OF LANES TO OPTIMIZE THE NUMBER LANES RIGHT AND ONLY TAKEN THROUGH THOUGH THIS IS PREFERRED PROPOSED CONCEPT 1 WHICH IS A
RIGHT AND RIGHT OUT A GATEWAY CROSS TREE. >> SO IF YOU'RE COMING THE THE ISSUES THAT WE SEE WITH THIS AS WE KNOW YOU HAVE TO HAVE YOU DO HAVE A LEVEL OF SERVICE B AND C IN EACH OF THE INTERSECTIONS THAT WE HAVE TO FACE WE WOULD HAVE TO ELIMINATE WINDMILL HARBORS GATED ACCESS AND UTILIZED THE FIRST ROAD WITHIN WINDMILL HARBOR TO MAKE A CONNECTION TO THE BACK END TO BE ABLE TO PROVIDE RYAN RIGHT IN, RIGHT IN RIGHT ACCESS TO EVERYBODY WITHIN THE CORE AGAIN YOU HAVE SIMILAR LEVEL OF SERVICE BUT YOUR LEFT TURN HAS A LEVEL OF SERVICE EFFORT. JENKINS ROAD AGAIN WE HAVE TO INCREASE THE FOOTPRINT AND PROVIDE THE ACCELERATION LANES TO GET TO LEVEL SERVICE. SEE YOU'RE NOT ABLE TO TURN BASE WE'RE TRYING TO RUN A LEFT HAND TURN MOVEMENTS COMPLETED MOVEMENTS WITHIN THE CORRIDOR AGAIN WE WOULD HAVE TO ELIMINATE OR RELOCATE WHEN THE HARBORS GAIN ACCESS AS WELL AS SOME HOMES ALONG THAT FIRST ROADWAY. THIS IS PROPOSED CONCEPT SEE WHAT'S OF OUR 3 WHICH OFFERS A LEFT HAND TURN INTO CROSS 3 DRIVE THAT WOULD GIVE A LEVEL OF SERVICE F AS WELL AS JUNIOR'S ROAD AND THE OVERALL INTERSECTION OPERATES AT A C AND A B AGAIN WE HAVE HAD THE ACCELERATION LANES WITH WIDENS THE FOOTPRINT TO IMPROVE THOSE AND THEN THERE'S ALSO THE INCREASED COST OF EXCEEDING THE BRIDGE APPROXIMATELY A THOUSAND FEET 3 ABLE TO PROVIDE THE EXTENSION FOR THE THE BACK GATE TO THE WHOLE ISLAND CONNECTOR FORWARD CONCEPT FOR IS A MODIFICATION OF THE COUNTY SUPER STREAM PROPOSAL SO AGAIN THE U TURN SIGNALS PROVIDE A LEVEL OF SERVICE D OR BETTER AND THEN WE'RE ABLE TO GET WITH ACCELERATION LANES A LEVEL AS ARE C A BETTER AT EACH OF THE INTERSECTIONS WHEN THE HARBOR IS ABLE TO MAINTAIN THE GATE ACCESS WE DO ADD ADDITIONAL FOOTPRINTS IN THE CORRIDOR FOR THE ACCELERATION LANES THEN THERE'S A DIFFICULT MERGE FROM FROM GATEWAY DRIVE TO THE U TURN BECAUSE OF HOW TIGHT THE SIGNAL IS TO THAT INTERSECTION PROPOSED CONCEPT 5 IS WOULD OPTIMIZE THE NUMBER OF LANES SO THIS DOES PUT A SIGNAL IN A CROSS XI DRIVE GIVE US A LEVEL OF SERVICE C AND D THAT INTERSECTS AS WELL AS B AND C A JENKINS ROAD WILL NOT HAVE TO GO WITHIN THE WHEN THE HARBOR COMMUNITY AND WE'RE ALSO ABLE TO PROVIDE CONNECTION TO MATTERS CALVERT ISLAND BY THE WHOLE ISLAND CONNECTOR THE VOLUMES AS IS DO NOT NEED A
[00:40:05]
SIGNAL WARRANT AT THIS TIME BUT UNDER THE NEXT CONCEPT WE'RE ABLE TO MEET THE SIGNAL.>> SO UNDER THIS SCENARIO THE ONLY CHANGE IS AT JENKINS ROAD THE JIG IS ROAD YOU WOULD HAVE TO IF YOU WANT TO GO EASTBOUND OR WESTMORELAND TO 78 THEY WOULD HAVE TO GO DOWN TO THE GATEWAY DRIVE TO THE SIGNAL AND THAT WOULD GIVE A OF SERVICE C WITH THAT SIGNAL IN THERE THAT ALSO IS THE OTHER CORNER OPERATES AT THE LEVEL OF SERVICE C AS WELL TWENTY FIVE
HERE SO THAT'S ABLE TO MATCH UP WITH THAT. >> SO NEXT DAY I TALK ABOUT AS THE COMMUNITY IMPACTS AND MITIGATION. SO HERE'S THAT POTENTIAL COMMUNITY IMPASSE WE HAVE ZERO RESIDENTIAL IMPACTS POTENTIALLY TO COMMERCIAL DISPLACEMENTS.
THERE ARE IMPACTS ASSOCIATED WITH STONY WE HAVE MEETINGS ON THURSDAY WITH SOME LEADERS WITHIN THE SAUDI COMMUNITIES START DISCUSSIONS ON COMMUNITY IMPACTS MORE TO UTILIZE THE TWO 2019 GOING EASY TASK FORCE RECOMMENDATIONS AS A STARTING POINT AS WAS SOME OTHER IDEAS WE'VE HEARD FROM THE TOWN STAFF AS WELL AS IDEAS WE HAVE BUT IT'S REALLY STARTED OUT AS A LISTENING SESSION TO TRY TO UNDERSTAND WAYS THAT WE CAN MITIGATE WITHIN THE COMMUNITY THAT WE'RE OPEN TO ANY IDEAS OUTSIDE OF THE WHAT'S INCLUDED IN THAT AS WELL AND THEN THE OPTIONS WILL BE DEVELOPED ONCE COORDINATION THE COMMUNITY IS COMPLETE THE POTENTIAL WETLAND STRAIGHT MITIGATION THAT WE DO HAVE WELL IN IMPACTS TO THE CRITICAL AREA AS WELL AS
FRESHWATER WETLANDS. >> SO THERE IS CURRENTLY TWO SALT MARSH CRITICAL AREA BANKS WITHIN THE WITHIN THIS WATERSHED WHICH IS THE CLYDESDALE MITIGATION BANK OR THE BERRY HILL MITIGATION BANK AND THE FRESHWATER WHELAN'S WOULD BE SWEET LEAVE OUR SWEET LEAF SLOP MITIGATION BANK AS WELL AS THAT MITIGATION CURRENTS ARE NOT AVAILABLE.
WE WOULD ALSO LOOK AT HER MANY RESPONSIBLE MEDICATION WE HAVE RECENTLY ADDED A CONSULTANT TO THE PROJECT TEAM TO INVESTIGATE BLM SITES WITHIN THE WITHIN THE CORRIDOR BUT BASED ON ADVISEMENT FROM THE CORPS OF ENGINEERS MITIGATION BANKS ARE ALWAYS THE FIRST OPTION BEFORE
SO WHEREAS THE NEXT STEPS ARE WHERE WE'RE GOING. >> SO THERE'S UPCOMING WAYS TO GAMES. SO WE'RE ANTICIPATING A STAKEHOLDER MEETING WITH THE PROJECT STAKEHOLDERS IN THE FALL OR 2020 SOMETIME LATE SEPTEMBER OR EARLY OCTOBER AND WE'LL RELEASE A NEWSLETTER AT THE SAME TIME AND THEN WE WOULD HAVE ANOTHER STAKEHOLDER MEETING IN JANUARY AS WELL AS A PUBLIC HEARING IN EARLY 2021. THAT'S IN THE JANUARY FEBRUARY TIMEFRAME DEPENDING ON THE SIGNATURE OF THE ENVIRONMENTAL ASSESSMENT FROM FASB FERPA AND
THEN THAT'S IN THE PRESENTATION AND WE'LL WE'LL TAKE. >> I'LL TAKE QUESTIONS AT THIS TIME. THANK YOU. NO, I'M OK.
WHAT IS MARK? QUESTIONS. >> CRAIG.
HOPE YOU'RE DOING WELL. MY QUESTION REGARDING BASICALLY COMMUNICATING WITH THE PUBLIC.
I GOT A COUPLE E-MAILS REFERENCE TO. THEY FEEL LIKE THEY'VE BEEN LEFT OUT OF THE DESIGN SINCE THEN. SINCE THE LAST MEETING SINCE PRIOR TO COVER NINETEEN AND THEN MY QUESTION IS HOW CAN WE GET EVERYBODY BACK ON THE SAME PAGE OR CLOSE TO THE SAME PAGE AND REMEMBERING ALL THESE DIFFERENT THINGS THAT WE WENT THROUGH TO GET EVERYBODY AND THAT THIS WASN'T JUST DONE AN OVERNIGHT PROCESS THAT WE HAD A SERIES OF MEETINGS THAT ENGAGED THE COMMUNITY AND THE PUBLIC ALREADY KNOWS WHAT WE'RE EXPECTED TO DO. SO I JUST WANT TO HEAR ABOUT HOW YOU'RE TRYING TO GET PEOPLE MORE INVOLVED SO THEY KNOW WHAT'S GOING ON DURING THIS CORPORATE 19 SITUATION.
>> SO THERE'S ALWAYS WAYS TO YOU KNOW, WE'VE HAD UNDERCOVER WE HAD ONE STAKEHOLDER MEETING THAT'S WHERE WE HAVE LEADERS WITHIN THE COMMUNITY THAT COME TOGETHER TO GET INFORMATION TO THE SEVEN EIGHT HOURS TO TO THE COMMUNITY. ALSO THE PEOPLE CAN ALWAYS MAKE COMMENTS ON THE WEBSITE WHERE I HAVE MY PHONE NUMBER IS ON THE WEB SITE AS WELL.
WE SHARE SOCIAL MEDIA POSTS ALL THE TIME OF UPDATES COMING ON THE PROJECT.
WE DO HAVE WE'VE BEEN OUT WE DID SOME COORDINATION AND STAKEHOLDER MEETING ARE A

CORONATION COMMITTEE MEETINGS IN THE MARCH TIMEFRAME RIGHT BEFORE KELVIN HERE WE ARE DOWN IN THE COMMUNITY AND KIND OF COVERED. WE PUT A LITTLE PAUSE ON ON SOME OF THAT COMMUNITY OUTREACH OR BEING IN THE COMMUNITY. BUT WE DO ANTICIPATE, YOU KNOW,STARTING ALL OF THAT BACKUP HERE SOON, OK? >> THE MOTHER QUESTIONS REGARDING TO TRYING TO COMMUTE EFFECTIVELY I THINK YOU DID A GOOD JOB IN DETERMINING THE DIFFERENCE BETWEEN WHAT IS A C STEP IN AND D THAT IN TERMS OF TRAFFIC IN TERMS OF TRAFFIC MOVING AND TRAFFIC LIGHTS SITUATIONS AND ALTERNATIVES. AND THE QUESTION IS GOING TO BE COMING IN TERMS OF THE MONEY THAT WE'RE SPENDING TO CREATE THE TRAFFIC TO MOVE BETTER OVER A TWENTY FIVE YEAR PLAN. HOW IS D OR C GOOD. AND YOU EXPLAIN IT TO ME BASED ON THAT. BUT WHEN IT'S DONE WELL, WE FEEL COMFORTABLE AS A TOWN AT THAT LEVEL OF DOJ IN SOME OF THESE INSTANCES IN TERMS OF PEOPLE MOVING FROM ONE PLACE TO ANOTHER. AND IS THERE A WAY TO IMPROVE THAT AND LOW COST, YOU KNOW AND THAT'S SOMETHING WE'D LIKE FOR YOU TO REFLECT ON IF POSSIBLE SEE WHAT WE COULD DO TO MAKE IT BETTER. BECAUSE I KNOW THOSE QUESTIONS ARE COMING UP TOO.
AND THEN MY LAST ONE I KNOW I GOT ONE IS THE FLY. USUALLY THE FLOWER IS NOT PART CHARACTER OF HILTON HEAD OUT. YOU KNOW, I DON'T KNOW HOW SERIOUS THAT IS IN TERMS OF THE ALTERNATIVE PRESS TRYING TO TALK ABOUT TRAFFIC. INTERSECTION FLOWERS.
YEAH. >> AND THAT WAS CONSIDERED THAT'S WHERE WE CONSIDER THE VIEW OBSTRUCTIONS. THAT'S HOW IS IT SIGNING FAT? YEAH, THAT WAS DEFINITELY PART OF OUR CRITERIA WHEN WE STARTED LOOKING AT THAT WAS THE VIEW OBSTRUCTIONS AND YOU KNOW TRYING TO FIND SOMETHING THAT MEETS THE CHARACTER OF THE IOWA .
>> OH YEAH. OKAY. WELL THOSE MY QUESTIONS STILL AT YOU CHRIS. THANK YOU, CRAIG. THE I'M CONCERNED THAT WE SEEM TO BE GRAVITATING TOWARDS THE D STANDARD WHICH I KNOW IS OUR STANDARD.
BUT WHEN I THINK OF ALL THE TIME AND MONEY THAT WE MAY BE SPENDING, YOU KNOW, I ASKED THE QUESTION CAN'T WE DO BETTER THAN A D THAN THE D LEVEL OF SECOND?
>> BUT WITH ALL RESPECT DUE RESPECT TO WHAT MARK JUST SAID ON FLYOVERS, I DON'T THINK FLYOVERS ARE CREATED EQUAL. AND I THINK WITH GOOD ENGINEERING AND ARCHITECTURE YOU COULD ACTUALLY MAKE SOMETHING THAT COULD IN FACT BLEND IN WITH OUR THE FEEL OF HILTON HEAD SO I WOULD I WOULD. I KNOW YOU'VE BEEN APPROACHED BY SOME LEADERSHIP PEOPLE IN THE COMMUNITY WITH IDEAS. I THINK MR. RODMAN AND MR. SHARPE HAVE COME FORWARD WITH SOME IDEAS THAT FROM MY LAYMAN'S STANDPOINT REALLY SEEMED TO OFFER SOME PROMISE.
AND IS IT YOUR HERE IS IT YOUR INTENT TO TAKE A HARD LOOK AT AT THOSE TO SEE IF THEY COULD
GET LEGS? >> THAT THAT WAS PART OF THE THAT MR. RODMAN AND MR. SHARP'S IDEA WAS THE SQUIRE POPE FLYOVER THAT WAS SHOWN RIGHT NOW FLOWER SKETCH UP AND FROM YELLOW TIRE. YOU KNOW, WE'RE TRYING TO BALANCE THE TRAFFIC PERFORMANCE WITH THE ENVIRONMENTAL IMPACTS AND THAT'S THE NATURAL ENVIRONMENT.
SO YOU KNOW, WHEN WE START LOOKING AT THE PERFORMANCE INCREASES AND WE'LL RUN IT THROUGH AND LOOK AT THE PERFORMANCE OF IT BUT THE IMPACTS BEYOND THE TRAFFIC PERFORMANCE OF IT MAKES IT HARD TO CARRY FORWARD WITHIN THE NEED FOR PROCESSING AND UNDERSTANDING THE IMPACTS OF THE QUARTER. BECAUSE YOU BASICALLY ELIMINATE ANY HOUSE OR BUSINESS BETWEEN THE CAUSEWAY AND SPANISH WALLS ROADS THAT QUARTER WOULD BE IT WOULD BASICALLY BECOME A ROADWAY CORRIDOR WITH A VERY LARGE BRIDGE STRUCTURE THROUGH THERE. WOULD YOU WOULD YOU AGREE THAT RECOGNIZING WHAT YOU JUST SAID? WOULD YOU AGREE THAT THE THROUGHPUT WOULD BE GREATER, THE TRAFFIC FLOW WOULD BE BETTER, THERE WOULD BE FEWER STOPLIGHTS WITH THEIR OFFER? YES, IT WOULD BE SO MAKE IT SO THAT YOU KNOW, WE TALK ABOUT MITIGATION. IT'S THERE FOR A REASON.
I THINK WE SHOULD WORK VERY RESPECTFULLY AND CAREFULLY WITH THE NEIGHBORHOODS.
[00:50:03]
BUT WE'RE TALKING ABOUT BUILDING SOMETHING THAT'S GOING TO BE HERE FOR 50 YEARS PLUS AGAIN AND WE SEEM TO BE CRANKING OUT IN MY MIND FAIRLY LETHARGIC RESPONSES TO TRAFFIC AND THROUGHPUT AND IT DISAPPOINTING. THOSE ARE MY COMMENTS.I APPRECIATE IT. THANK YOU. OK.
YOU THERE, JAMES. YES. I HAVE SEVERAL COMMENTS ACTUALLY. I THINK THE GRAPHICS THAT WE SAW TODAY HAVE A SHOCKING VISUAL IMPACT. I CAN ONLY IMAGINE WHAT A FLYOVER WOULD DO TO THAT COMMUNITY UP THERE AND THE IMPACT IT WOULD HAVE ON COMMUNITY VALUES, CULTURE AND
SO ON. >> I THINK REALLY A FUNDAMENTAL QUESTION WE HAVE TO BE ASKING AND I'M NOT SURE THAT THIS STUDY HAS REALLY DONE IT COMPREHENSIVELY ENOUGH TO SATISFY ME IS WHO IS IMPACTED OR PUT ANOTHER WAY WHOSE OX IS BEING GORED WITH THESE DIFFERENT
