SMALLS ON HIS BIRTHDAY WHICH IS COMING UP IN A COUPLE OF DAYS. SO THE PROCLAMATION READ WHEREAS IF A COUNTY COUNCIL RECOGNIZED THE HUNDREDTH BIRTHDAY OF DEACON JAMES GARFIELD SMALLS AND WHEREAS LONGEVITY OF LIFE IS A BLESSING FOR AN INDIVIDUAL AND FOR A COMMUNITY WHICH BENEFITS FROM THE KNOWLEDGE AND EXPERIENCES THIS INDIVIDUAL BRINGS BRINGS TO ALL. AND WHEREAS JAMES GARFIELD MAULED A NATIVE OF SEEING HOW IRELAND, SOUTH CAROLINA WAS BORN AUGUST 20TH 1920 AND WAS RAISED BY HIS GRANDMOTHER AND GREAT GRANDFATHER. AND WHEREAS MR. SMALLS RECEIVE HIS ELEMENTARY LEVEL EDUCATION AT THE COMMUNITY SCHOOL AND WHEREAS MR. SMALLS MARRIED DENA MOULTRIE IN OCTOBER 1940 ONE AND READ THEIR THREE THEIR SEVEN DAUGHTERS AND TWO GRANDSONS.

AND WHEREAS MR. SMALLS IS A LIFELONG FARMER AS WELL AS ENJOY RAISING CATTLE.

AND WHEREAS A VETERAN OF THE CIVILIAN CONSERVATION CORPS IN THE UNITED STATES NAVY, MR. SMALLS RETIRED AFTER TWO OR THIRTY SEVEN YEARS OF CIVIL SERVICE EMPLOYMENT AND WHEREAS MR. SMALLS WAS ONE OF THE FOUNDING MEMBERS OF THE BETHESDA CHRISTIAN FELLOWSHIP.

SO DAME WAS SERVICE AS A DEACON IN MARCH 1968 SERVE AS CHORISTER OF THE SENIOR SANCTUARY CHOIR AND BECAME DEACON EMERITUS IN OCTOBER 2016.

AND WHEREAS MR. SMALLS RECEIVED A FOLK HERITAGE AWARD FROM THE SOUTH CAROLINA ARTS COMMISSION IN THE MOST CLASSIC MUSEUM AT THE UNIVERSITY OF SOUTH CAROLINA IN 2018 AND NOW THEREFORE BE RESOLVED BY THE COUNTY COUNCIL OF BEEF COUNTY THAT THE COUNCIL HEREBY OFFERS IS ADMIRATION, CONGRATULATIONS AND VERY BEST WISHES TO DEACON JAMES GARFIELD SMALLS ON HIS ONE HEARD BERTHA DATED THE 10TH OF AUGUST AND SIGNED BY OUR CHAIRMAN MR. THANK YOU, SIR. ITEM NUMBER SEVEN. IT IS A PROCLAMATION HONORING THE TAMMY HOUSE VOLUNTEERS FOR THEIR YEARS OF SERVICE AND WHO WILL BE READING THAT PROCLAMATION THAT WHEREAS THE TAMMY HOUSE OPENED ITS DOORS TO THE PUBLIC.

DECEMBER OF 2000 WELL AND WHEREAS TAMMY HOUSE BECAME A SAFE HAVEN CAT CITY FOR COUNTY WHEN ANIMAL SERVICES WAS OVERWHELMED WITH SKILL CATS IN THEIR FORMER SHELTER AND NEEDED ASSISTANCE CATS WHO WERE HEALTHY AND EAGER FOR THEIR FOREVER HOMES.

THE TABBY HOUSE PROVIDED A SAFE AND HEALTHY ENVIRONMENT WHERE CATS WERE ALLOWED TO ROAM FREELY RATHER THAN LIVE ISOLATED KENNELS WHILE ALLOWING THE FORMER SHELTER TO FOCUS ON FELINE NEEDED MORE CARE. AND WHEREAS THE CHARMING HOUSE VOLUNTEERS RESPONDED TO OUR CALL TO ACTION FOR FOSTERING CATS IN HARMONY WHICH DIRECTLY RESULTED IN ANIMALS BEING ABLE TO LEAVE THE SHELTER TO FIND HOMES BE A FREE ROAD CAGE FREE ENVIRONMENT.

AND WHEREAS IN ITS SEVEN YEARS OF OPERATION ALL VOLUNTEER STAFF ADOPT NOW TWO THOUSAND CATS KITTENS. AND WHEREAS THE GENEROSITY OF THE VOLUNTEERS CONTINUES TO ENABLE ANIMAL SERVICES TO BECOME A MODEL FOR INNOVATIVE LIFESAVING MEASURES AND ANIMAL SHELTERS AND WHEREAS IN THE INVALUABLE CONTRIBUTIONS OF LOVE, KINDNESS, SOCIALIZATION AND CARE PROVIDED BY FOSTERS VOLUNTEERS TO OUR ANIMALS HELPED THEM BE PREPARED FOR A NEW BEGINNING WITH NEW FAMILIES AND WHERE AS A DAY OF RECOGNITION PRESENTS AN OPPORTUNITY TO HIGHLIGHT THE ACTIONS OF MANY TABBY HOUSE VOLUNTEERS IN THEIR ROLES IN ASSISTING ANIMAL SERVICES CONTINUE TO FIND POSITIVE COMES FOR THE ANIMALS AND FOR COUNTY.

ADMINISTRATOR KUBIK AND WE THANK HIM VERY MUCH FOR ALL HE'S DONE.

THE LEADERSHIP PUTTING AND GETTING HIS STAFF TOGETHER FOR MEETINGS IN THE CHAMBERS AT THE ICONIC BUILDING AND ALSO HIS VISIT TO THE CEMETERY ALONG WITH SOME STAFF MEMBERS.

AND EVEN A VISIT TO MEET WITH COMMUNITY PERSONS IN THE HOME OF ONE OF THE RELATIVES OF DECEASED PERSONS AT THE CEMETERY. EXCELLENT.

SO THIS IS AN AERIAL VIEW OF WHAT THE CEMETERY GROUNDS LOOK LIKE BEFORE IT WAS DESICCATED

IN THE FALL OF 2016. >> YOU CAN SEE IT'S VERY HEAVILY FORESTED.

THIS IS NOT UNUSUAL. A TYPICAL FOR MANY OF THE HISTORICAL AFRICAN-AMERICAN CEMETERIES. IN THE AREA IN THE LOW COUNTRY WHERE AS WHEN BLACK CHURCHES MIGRATED TO MOVING AND BURYING THEIR DEAD AND CHURCH YARDS, MANY OF THE CEMETERIES BECAME UNCAPPED AND GROWING UP. NONETHELESS, THEY REMAIN UNDISTURBED ALSO.

AND THIS AERIAL VIEW REFLECTS THAT ORIENTATION PURPOSES TO YOUR RIGHT.

THE ROAD WE SEE PAGE POINT ROAD IT BASICALLY RUNS NORTH SOUTH. THE CEMETERY WITH THE WEST BEING CLOSEST TO THE ROAD THE EAST END YOU CAN SEE THE MARSH AREA OF THE HOUSE FOR RIVER TO THE EXTREME LEFT OR TO THE EAST. AND OF COURSE NORTH SOUTH ON

YOUR LEFT AND YOU'RE RIGHT NEXT LINE. >> SO THIS IS AN AERIAL VIEW OF WHAT IT LOOKED LIKE AFTER THE CEMETERY WAS DESECRATED AND MANY, MANY TREES INCLUDING SPECIMEN TREES WERE REMOVED FROM THAT CEMETERY. AND OUR NEXT SLIDE WILL SEE THAT NOT ONLY WHERE THE TREE IS REMOVED BUT ALSO ALL THE HEADSTONES WERE REMOVED ALL BUT TWO WHICH WILL LOOK AT THE LATER AND I THINK THOSE WERE PRIVATE LEFT JUST BECAUSE SOMEHOW THEY ESCAPED. THEY DIDN'T MOVE BUT THEY WERE NOT TOUCHED BY THE HEAVY EQUIPMENT. ONE OF THOSE HEADSTONES WE FOUND LYING FLAT ON THE GROUND AND ONE WAS STANDING UP NEXT SLIDE. SO THIS WAS ALSO TAKEN BY A DRONE. BUT FROM AN ANGLE THAT SHOWS MORE OF A CLOSER VIEW TO THE GROUND AND YOU CAN SEE THE TREES THAT WERE LEFT AND ON THE GROUND THERE WERE JUST MOUNDS AND MOUNDS OF WOOD CHIPS THAT WERE LEFT BY THE BUSH HOGGING EQUIPMENT.

AND IF WE THINK BACK TO WHEN MANY OF THESE HEADSTONES WERE LIKELY PLACED IN THE CEMETERY AND THE POOR QUALITY OF THE CEMENT THAT WAS USED TO THEM, THE STRENGTH AND THE POWER MUCH OF THAT BUSH HOGGING WILL PROBABLY PULVERIZE THEM WITHOUT THE OPERATIVE EVEN KNOWING THEY WERE THERE. NEXT SLIDE SO THE CEMETERY WAS DESECRATED.

SO WHERE DO WE GO FROM HERE? MUCH WAS DISCUSSED IN MEETINGS AND THE KIND OF ADMINISTRATOR'S OFFICE MALE RELATIVES OF DECEASED PERSON KNOWN TO BE BURIED IN THE CEMETERY COMMUNITY MEMBERS OF THE FORCE. COUNCILMAN AND THEN STAFF AT THE COUNTY LEVEL.

SO AND IN MAY OF 2017 THE REAL AND CRITICAL LANDS PRESERVATION PROGRAM PURCHASED THE PROPERTY AND ON BEHALF OF THE COMMUNITY AND ALL THE RELEVANT RELATIVES OF THOSE DECEASED IN THE CEMETERY. I THANK THE RULE IN THE LAND PRESERVATION PROGRAM IMMENSELY FOR THEIR CONTRIBUTION IN SEPTEMBER THE COUNTY COMMISSION A GEOPHYSICAL STUDY THAT WAS DONE BY THE BROCKTON BY BRAC UNTIL ASSOCIATE LED BY A MORE ARCHAEOLOGIST.

AND ALSO OUR STATE ARCHAEOLOGIST AT THE TIME, DR. JONATHAN LEADER FROM THE UNIVERSITY OF SOUTH CAROLINA. OH, AND BY THE WAY, I PROVIDED JUST A LITTLE BIT OF WHAT LABEL LATE LABOR HELPING TO POSITION EQUIPMENT AND CUT THE WEEDS BACK SO THAT THEY COULD CONDUCT THE SURVEY.
