[5. ADMINISTRATOR’S REPORT]

ADMINISTRATOR'S REPORT. >> GOOD EVENING. GOOD EVENING, MR. CHAIRMAN.

I MET OUTSIDE. I HAVE FOUR ITEMS FOR FOR INFORMATION.

THE FIRST IS AN UPDATE ON 19. WE HAVE A NEW PAGE ON THE COUNTY WEB SITE THAT WENT LIVE TODAY WITH STATISTICS ON CORRECTED DRIVERS. IF YOU GO TO BEAUFORT COUNTY SEE DOT GOV AND CLICK CORONA VIRUS DISEASE F A Q AND THEN CLICK ON THE BLUE SHADED BOX YOU'LL SEE THE TURTLE COUNTS AND DAILY INCREASES. ALSO IN THE PROCESS OF COMPILING A REPORT WITH ADDITIONAL INFORMATION ABOUT DATA FROM THE HOSPITALS REGARDING THE NUMBER OF PATIENTS IN ICU AVAILABLE BEDS AS WELL AS DATA FROM LAW ENFORCEMENT REGARDING THE NUMBER OF TICKETS AND FINES ISSUED AND WE'LL HAVE A COMPREHENSIVE COUNCIL ON FRIDAY. THE NEXT ITEM IS THE AS YOU KNOW SOUTH CAROLINA IS RANKED 44TH IN THE MIDST OF RESPONSE AND IN 2010 THREE POINT FIVE

PARTICIPATION RATE FIFTY THREE POINT FIVE PERCENT. >> PARTICIPATION RATE IN THE CENSUS. AND AS OF LAST WEEK WE COUNTYWIDE RESPONSE RATE OF FORTY SEVEN POINT THREE PERCENT. SO WE ARE BEHIND THE CENSUS FORM CAN BE COMPLETED WITH A PAPER FORM THAT YOU MAY HAVE RECEIVED BY MAIL.

YOU CAN ALSO COMPLETE IT ONLINE AT MY 20 20 CENSUS DOT GOV OR BY PHONE AT 8 4 4 3 3 0 20 AND WE WILL POST THOSE THOSE PIECES OF INFORMATION. THE CENSUS BUREAU IS MAILING PAPER FORMS TO HOUSEHOLDS AND AREAS WITH SIGNIFICANT RATES OF RESPONSE THAT WILL GO OUT IN SEPTEMBER AND THE CENSUS BUREAU WILL ALSO BE MAKING PHONE CALLS, SENDING TEXT MESSAGES, EMAILING OUR CITIZENS TO COME TO CONTACT THEM ABOUT FILLING OUT THE FORM THEY ARE IN THE PROCESS OF HIRING WORKERS AND THEY WILL BE KNOCKING ON DOORS STARTING IN MID-AUGUST AND THAT WILL CONTINUE THROUGH SEPTEMBER 30TH. YOU CAN ALSO CHECK THE AC COUNTS TWENTY 20 FACEBOOK PAGE FOR HOW MANY HOUSEHOLDS YOUR COUNTY NEEDS TO ACHIEVE THE 2010 RESPONSE RATES PUT TOGETHER A TASK FORCE TO ROLLOUT A COMMUNICATIONS STRATEGY FOR GETTING WORD OUT CREASING OUR PARTICIPATION. THIS WILL INCLUDE SPOTS ON RADIO STATIONS IN THE COUNTY CHANNEL AS WELL AS SOCIAL MEDIA PROMOTIONS AND RECRUITING COMMUNITY ORGANIZATIONS TO SHARE THAT MESSAGE. WE ARE COORDINATING THAT EFFORT

WITH OUR MUNICIPALITIES. >> AS A REMINDER, THE REASON THE CENSUS PARTICIPATION IS SO IMPORTANT IS THAT THE DATA IS USED FOR REDISTRICTING. IT'S ALSO USED FOR THE DISTRIBUTION OF FEDERAL FUNDS FOR THINGS LIKE EDUCATION, BROADBAND, FIRE DEPARTMENTS, HOSPITALS, HEALTH CARE. SO IT'S REALLY IMPORTANT FOR EVERYONE TO GET COUNTED.

[00:05:03]

AND JUST AS A REMINDER THE LAST DAY TO PARTICIPATE IN THE CENSUS SEPTEMBER 30TH.

THE NEXT ITEM I HAVE IS THE AIRPORT OPEN HOUSE ON SATURDAY, AUGUST 15TH.

BEFORE COUNTY AIRPORT IN BEAUFORT AVIATION ASSOCIATION ARE HOSTING AN OPEN HOUSE IN CELEBRATION OF SOUTH CAROLINA AVIATION WEEK TO CELEBRATE THE SEVENTY FIFTH ANNIVERSARY OF THE ENDING TO THE EVENT. HIGHLIGHTS INCLUDE A RUN THE RUNWAY FIVE CAPE FLYBYS EXHIBITS IN A COMMEMORATION OF THE TUSKEGEE AIRMEN. THE RUN WALK STARTS AT 8:00 AND THE EVENT IS FROM 10:00 A.M. UNTIL 1:00 P.M. TO THE STATE INFRASTRUCTURE BANK FUNDING FOR THE HIGHWAY 278 CORRIDOR MEETING WILL BE LIVE STREAMED AT NC STATE HOUSE DOT GOV. THAT'S ALL I HAVE THINKING.

>> THANK YOU ASHLEY WITH THAT. >> IF ANYONE SAW THE NEWSPAPER THIS MORNING THERE WAS AN ARTICLE ABOUT THE CENSUS DETAILING THAT WE ARE BELOW 50 PERCENT COUNTY WIDE BUT TO INDIVIDUAL DEVELOPMENT SUN CITY NC PINES ARE OVER 75 PERCENT PARTICIPATION SO WE HOPE WE CAN GET THOSE NUMBERS UP. THANK VERY MUCH. ITEM NUMBER 6 IS THE STANDARD I HAVE QUESTION JOE GOP BEFORE YOU. I HAVE A QUESTION FOR YOU, SIR.

ASHLEY, YOU SAID THAT THE TASK FORCE IS TAKING EFFORTS TO GET THE MESSAGE OUT.

SPORTS WILL TELL YOU. CAN YOU GIVE US THOSE VENUES THAT YOU'RE USING AGAIN THE

RADIO STATION WHAT ARE THE RADIO STATIONS? >> SOCIAL MEDIA.

WE'LL BE COORDINATING WITH FAITH BASED ORGANIZATIONS WITH THE MILITARY LEADERSHIP, WITH SCHOOL DISTRICTS. LET'S SEE WHO ELSE GOT MOST. WE'RE GOING TO HAVE AP ASK AT HIGH TRAFFIC LOCATIONS AND THEN AGAIN WE'RE COORDINATING WITH OUR MUNICIPALITIES AS WELL.

>> GOOD. THANK YOU. YES, OUR OKAY.

ANY OTHER QUESTIONS? OKAY. ITEM NUMBER 6 IS THE STATUS

[6. STATUS UPDATE ON THE LOUD AND OBNOXIOUS VEHICLE NOISE ORDINANCE]

UPDATE ON THE LOUD NOTE OBNOXIOUS VEHICLE NOISE ORDINANCE.

WE HAD DISCUSSED THIS ORDINANCE PRIOR TO THE PANDEMIC CLOSING OUR BUILDINGS.

ONE OF THE CONCERNS WAS WHETHER MOTORCYCLES WERE INCLUDED IN THIS ORDINANCE.

IT IS NOT THAT'S MY UNDERSTANDING. SO THIS MAY BE SOMETHING THAT WE SHOULD MOVE ON SOONER THAN LATER. ANY COUNCIL MEMBER NEED TO

WEIGH IN. YEAH. >> IF I WERE A CHAIR BEHIND IT.

ALL RIGHT. MR. WELLING. >> WAIT A SECOND, PLEASE.

MR. MCKELLEN, YOU'VE WEIGHED IN FIRST. FIRST, I THINK THAT THIS HAS BEEN PENDING FOR QUITE SOME TIME BUT THERE WERE SOME OBJECTIONS TO PLACING IT ON THE AGENDA BECAUSE THERE WAS A BELIEF THAT THERE WERE A GROUP OR GROUPS OF PEOPLE IN THE

COMMUNITY THAT WISHED TO SPEAK OR MAKE COMMENTS ON THIS. >> AND I DON'T KNOW WHAT GROUPS THOSE ARE BECAUSE THEY HAVEN'T BEEN IDENTIFIED. BUT I THOUGHT THAT IT MAY HAVE BEEN A GROUP OF PEOPLE REPRESENTING PEOPLE WHO HAD AN INTEREST IN MOTORCYCLES BUT THE MOTORCYCLES ARE NOT INCLUDED IN THIS ORDINANCE. I DON'T REALLY SEE ANY REASON TO SLOW THIS DOWN UNLESS THERE IS ANOTHER GROUP THAT I'M UNAWARE OF AT THIS POINT THAT NEEDS TO BE HEARD. I'M WONDERING IF THEY CAN BE HEARD.

IN A MANNER THAT WOULD ALLOW THEM TO MAKE PUBLIC COMMENTS THE WAY WE'RE ACCEPTING THEM IN THIS RESTRICTED ARENA THAT WE'RE OPERATING IN. THOSE ARE MY ONLY COMMENTS.

>> THANK YOU MR. FURLONG. HISTORY FOR. THANK YOU, MR. CHAIRMAN.

AND THAT WAS A VERY ACCURATE DESCRIPTION, LARRY, ABOUT WHERE WE ARE AND WHY WHERE WE'RE COMING ALONG. AND I'VE AGREED THAT THAT THIS WAS SUCH AN IMPORTANT ORDINANCE THAT WE REALLY NEEDED TO PROVIDE ANYBODY IN THE GENERAL PUBLIC WHETHER THEY ARE FOR OR AGAINST AN OPPORTUNITY TO SPEAK TO US IN PERSON. HOWEVER, THE LENGTH OF THIS EMERGENCY HAS MADE IT ALMOST IMPOSSIBLE FOR US TO TO TO ACT WE ASKED.

WE NEED TO GET MOVING ON THIS ORDINANCE AND I'LL MAKE PHONE CALLS AND ASK ANYBODY YOU KNOW, ASK AROUND THE COMMUNITY THAT IS ALREADY APPROACHED ME ASK THEM TO REACH OUT TO MEMBERS OF COUNCIL WITH E MAIL AND LET THEM KNOW ABOUT ANY PARTICULAR PROBLEMS AND I'LL GO THROUGH THIS ORDINANCE ONE MORE TIME MYSELF. AND AT THE NEXT COUNCIL MEETING

[00:10:05]

IT MAY BE ON THE AGENDA. AND IF I IF I HAVE A NEED AFTER REREADING THIS IF I EVER NEED TO OFFER AN AMENDMENT, I HOPE IT WILL BE APPROPRIATELY CONSIDERED.

THANK YOU VERY MUCH. AND CERTAINLY WE WOULD WANT THE PUBLIC TO BE ABLE TO WEIGH IN ON THAT. SO WE WILL MAKE EVERY ACCOMMODATION THAT WE POSSIBLY CAN. AND RIGHT WHEN WE DO IT, I'LL ENCOURAGE EMAIL SO THAT SO THAT CAN BE DONE IN A RELATIVELY COMPREHENSIVE MANNER. ALL RIGHT.

EXCELLENT. THANK YOU. EXCELLENT.

OKAY. THANK YOU, MR. CHAIRMAN. >> WHEN IS OUR NEXT STATE

COUNCIL MEETING? IN SEPTEMBER. >> HOLD ON A SECOND.

I WILL TAKE A LOOK. I SHOULD HAVE THE RIGHT TO EMERY NOT ONLY SEPTEMBER 14TH.

>> YES. SEPTEMBER 4 CHANDRA G. >> WHAT IS THE AGENDA MEDIA? GARY, THE AGENDA MEETING FOR THAT ONE WILL BE ON SEPTEMBER THE 9TH.

>> OH, IT WOULD BE VERY HELPFUL IF YOU ORGANIZE GROUPS OUT THERE THAT MAY HAVE AN OBJECTION TO THIS ORDINANCE COULD GET THEIR OBJECTIONS TO US PRIOR TO THE AGENDA MEETING WHEN WE WILL BE CONSIDERING WHETHER OR NOT WE PLACED ON THE AGENDA FOR THE FIRST SEPTEMBER

MEETING. >> WE CAN CERTAINLY DO THAT. >> LOOK, HOW DO WE COMMUNICATE THAT WE ARE CONSIDERING THIS FOR THE MEETING IN SEPTEMBER AND IT WILL BE EITHER PLACED ON THE AGENDA OR NOT BASED ON THAT AGENDA MAY JUST BE THOROUGH. WE HAVE TO INDICATE WHETHER OR NOT THEY WOULD LIKE SOME TIME TO DISCUSS THIS MATTER AND I SUPPOSE WE'D HAVE TO SEE HOW MANY PEOPLE ARE ACTUALLY INTERESTED IN DOING THAT. SO I'M NOT SURE HOW WE WOULD BE ABLE TO COMMUNICATE THIS TO THE RESIDENTS OF THE COUNTY TO LET THEM KNOW NOW IS THE TIME.

BUT IF THEY WOULD LIKE TO HAVE TIME AT THE COUNCIL MEETING I'M SORRY AS IT'S COME STATE WE STILL HAVE TO ADVERTISE IN THE PAPER BECAUSE WE ADVERTISE THE LAST PUBLIC HEARING AND THEN WE

POSTPONED IT DUE TO THE ISSUE. >> STATED SIR, YOU ADVERTISE IT AGAIN AND IT WILL BE GOOD THE PUBLIC NOTICE WE CAN STATE YOU KNOW THAT YOU WOULD LIKE TO RECEIVE COMMENTS BY EMAIL AND WHATEVER YOU SHARE. AND YEAH MAYBE MAYBE OUR PUBLIC INFORMATION OFFICER COULD PREPARE SOMETHING THAT COULD BE RELEASED IN THE LOCAL MEDIA THAT WOULD ALERT PEOPLE TO THE FACT THAT THIS IS GOING TO BE CONSIDERED IN THE FIRST WEEK OF SEPTEMBER AND THEN PERHAPS PLACED ON THE FIRST COUNCIL MEETING IN SEPTEMBER BECAUSE I THINK THIS IS JUST THE THIRD

READING COMING UP. >> NO, SIR. IT'S SECOND READING AND PUBLIC HEARING BECAUSE THE FASTER THE POUND. YEAH.

WELL MAYBE THE PR PERSON COULD STILL GET INVOLVED IN THIS AND GET SOMETHING OUT OF PAPER TO ALERT PEOPLE WHO READ THAT PAPER IN BOTH THE PINK AND DIGITAL EDITIONS THAT THERE

WOULD BE A NOTIFIED THAT THIS IS A PENDING ACTION. >> YES, SIR.

>> WE'LL BE GLAD TO ISSUE A PRESS RELEASE. THANK YOU.

THANK YOU ACTUALLY. >> WELL, THANK YOU. OK.

IS THERE ANY OTHER DISCUSSION ON ITEM NUMBER SIX IF THE CHAIRMAN.

GO AHEAD. YEAH. >> CAN WE GET CONFIRMATION BEFORE WE GET DOWN THIS ROAD? THIS IS THE FIRST TIME I'VE HEARD THAT MOTORCYCLE ARE EXEMPT. SO FIRST I HEARD THAT IF THAT IS TRUE, I'VE HAD A LARGE CONTINGENT OF MOTORCYCLE RIDERS AND CLUBS CONTACT ME AND I CAN MAKE THAT CALL.

>> BUT I WANT TO KNOW THAT THAT IS NOT A GUESS. IT'S IT IS IT'S CERTAINLY GOING TO EXEMPT SARAH, COULD YOU PLEASE SEND THE DRAFT THE CURRENT DRAFT OF THAT ORDINANCE

TO EVERYBODY? >> THANK YOU. >> YES, I WILL DO IT.

MIKE, I CANNOT HEAR WHAT YOU'RE SAYING. I SEE YOU ON FACEBOOK AND YOU'RE TALKING BUT I DO NOT HEAR ANYTHING YOU'RE SAYING AND I'M A COMPUTER WHICH IS THE WHICH IS COMING COMPUTER. I JUST SEE THE STANDARD STOP SAY IT.

I DON'T SEE ANYBODY. SO I CAN'T IDENTIFY WHO IS TALKING.

>> THINK THERE'S A DELAY ON THE FACEBOOK OF A GUY? >> I THINK THAT IS BECAUSE

SUGGESTION AND YOUR SUGGESTIONS. >> BUT JUST LEAVING AND LOOK AT FACEBOOK. YOU NEED TO READ THE PANEL MEMBERS COMMENTS.

>> WELL, THAT'S WHAT I'M DOING SO I DON'T DISLIKE ANYBODY EQUALLY ON MY SCREEN.

ALL I DO IS SEE OUR CAUCUS IDEAL. YES, I DO.

OH, LOOK, WE'LL NEED A POLICY AT THE BOTTOM. IT TURN THE VOLUME ALL ON THE

[00:15:04]

FACEBOOK PAGE. I DON'T HAVE VOLUME ON THE FACEBOOK PAGE.

>> I IT'S IN ON IT ON AN ENTIRELY DIFFERENT COMPUTER SET ASIDE.

BUT ON MY REGULAR COMPUTER ALL I SEE IS ME IN THE LOWER RIGHT HAND CORNER AND THE FULL SCREEN OF STATUS UPDATE ON LOUD AND OBNOXIOUS VEHICLE NOISE ORDINANCE.

I DON'T SEE ANYBODY'S FACE. I DON'T SEE ANYTHING SO I CAN TELL WHO'S TALKING THERE'S AN OPTION. SET YOUR SCREEN NAME TO CHANGE YOUR SETTING.

YOU SET YOUR NEW LEADER THESE DAYS THAT IT'S THREE SQUARES FOUR SQUARES SO IT'S GRID I

HAVE FLOATING FLOATING IN VIEW . >> OK.

>> NOW I'M ABLE TO SEE PEOPLE IN THE COURTROOM. OK.

ALL RIGHT. ANY OTHER COMMENTS ABOUT THIS? OK, THEN WE'LL MOVE THROUGH THE

[7. UPDATE ON THE NOVEMBER ELECTION AMID CORINA VIRUS]

COURT SYSTEM WHICH IS AN UPDATE ON THE NOVEMBER ELECTION ELECTION AMID THE CORONA VIRUS

AND WHO IS GOING TO SPEAK ON THAT ISSUE? >> I KNOW THAT WE GOT SOME INFORMATION FROM THE ELECTION COMMISSIONERS ON GERRARD COUNTY ELECTION BOARDS HERE.

>> GO AHEAD, SIR. >> CAN YOU HEAR ME? I CAN.

OK. ALSO WE HAVE MARIA SMALL WHO IS THE DIRECTOR OF OUR ELECTION

OFFICE. GOOD EVENING, EVERYONE. >> I'M SORRY I WAS JUST SAYING

GOOD EVENING TO EVERYONE. >> THANK YOU. >> MARIE, WE GOT THE REQUEST TO BRING YOU UP TO DATE ON WHERE WE ARE WITH THE ELECTION COMING IN NOVEMBER.

SO WE THOUGHT WE WOULD JUST GO THROUGH OUR EXPERIENCE WITH THE PRIMARY A COUPLE OF MONTHS AGO IN JUNE AND WE HAVE AN AGENDA THERE WHICH IS THE NEXT SLIDE. SARAH, IF YOU COULD WE GOT TO JUST GO THROUGH THE EFFECTS OF THE GROWN VIRUS THAT THAT WE SAW AND WORKED OUR WAY THROUGH

WHAT WE LEARNED FROM THAT FROM THE PRIMARY. >> HOW HOW WE'RE TRYING TO PREPARE FOR THE NOVEMBER ELECTION SOME THINGS THAT WE REALLY NEED FOR THE LEGISLATURE TO HELP US WITH AS WE MOVE TOWARD THAT NOVEMBER ELECTION. WE WANT TO TALK ABOUT THE ABSENTEE VOTING PROCESS AND THEN WE'LL END UP WITH SOME IMPORTANT DATES THAT WE ARE LOOKING AT BETWEEN NOW AND NOVEMBER. SO IF YOU COULD FLIP TO THE NEXT SLIDE, SARAH OK, THE PRIMARY ELECTION WE WERE HAMPERED.

>> WE NORMALLY NEED TO GO BACK TO THAT. WE NORMALLY NEED FIVE HUNDRED PEOPLE IN BEAUFORT COUNTY TO RUN A ELECTION FIVE POLL WORKERS.

THEN THAT'S THE CLERK THAT RUNS THE PRECINCT PLUS THE POLL WORKERS THAT THAT SUPPORT CLERK . IN JUNE WE ONLY HAD TWO HUNDRED NINETY PEOPLE THAT WOULD AGREE TO WORK. SO WE WERE TWO HUNDRED AND TEN SHORT OF THAT FIVE HUNDRED GOAL. THIS REALLY SCRAPS US AT EACH PRECINCT FOR SEVERAL REASONS.

NUMBER ONE, THAT'S NOT ENOUGH PEOPLE REALLY WORK THE PRECINCT PROPERLY TO START WITH AND THEN IF YOU HAVE ANY CURBSIDE VOTERS THAT DRIVE UP AND WANT US TO BRING A MACHINE OUT TO THE CAR THEN THAT TAKES TWO PEOPLE TO DO THAT SO THAT WE CAN DO THAT PROPERLY HAVE PROPER SUPERVISION. WE HAVE COMBINED POLLING PLACES WHERE WE HAVE VOTING LOCATIONS THAT WILL HAVE ONE, TWO OR TWO OR MAYBE THREE PRECINCTS IN A LOCATION.

PART OF THAT WAS OF CAUSED BY THE FACT THAT WE IN THE PAST HAVE PUT PRECINCTS IN NURSING OR ASSISTED LIVING FACILITIES BECAUSE THAT HELPS THE PEOPLE IN THE FACILITY.

JUST GO TO A CERTAIN DESIGNATED SPACE IN THAT FACILITY AND THEY CAN VOTE.

THERE'S ALSO PEOPLE THAT COME IN FROM THE SURROUNDING AREA AROUND NURSING OR ASSISTED LIVING FACILITIES THAT ARE IN THAT PRECINCT. SO THEY COME INSIDE THE VOTE

[00:20:06]

WHEN WE HAD THE CORONA VIRUS PROBLEM IN THE NURSING HOMES DIDN'T WANT US TO HAVE OUTSIDE PEOPLE COMING THROUGH THERE TO TRY TO VOTE. SO WE HAD TO MOVE ALL OF THOSE PRECINCTS OUT OF THE NURSING OR ASSISTED LIVING FACILITIES WE HAD HERE ON HILTON HEAD.

WE HAD THE SEABROOK WE HAD TO TAKE TWO PRECINCTS OUT OF THERE.

PUT THEM IN ANOTHER LOCATION AT A CHURCH NEARBY. WE HAD TAB POINT WE MOVE THAT LOCATION TO A CHURCH CLOSE TO TAB POINT WE HAD INDIGO PINES WHICH IS A NURSING OR ASSISTED.

WELL IT'S IT'S A NURSING HOME. AND WE MOVE THAT PRECINCT TO THE LIBRARY WHICH IS JUST DOWN THE STREET FROM THERE. AND CYPRESS WE MOVE THAT PRIEST TO A SCHOOL.

SO THAT CAUSED US A LITTLE BIT OF PROBLEMS JUST TRYING TO REORGANIZE THEN AND MOVE THOUGH. BUT IT DID WORK WELL. WE ALSO HAD SOME PRIVATE FACILITIES THAT WERE UNAVAILABLE ACROSS THE COUNTY THAT JUST BECAUSE OF THE GROWN OF VIRUS AND OTHER REASON WE COULDN'T YOU SO WE ENDED UP HAVING TO MOVE SOME PRECINCTS THERE AND COMBINE THEM AGAIN WITH OTHER PRECINCTS SO WE COULD GO TO THE NEXT SLIDE.

SARA, COULD WE? THERE YOU GO. THE OTHER THING WE LEARN IN THE CORONA VIRUS WAS HOW WE WERE GOING TO HAVE TO WORK WITH THIS PANDEMIC.

WE ASKED VOTERS WHEN THEY CAME INTO THE PRECINCT. WE ASKED THEM OR STRONGLY RECOMMENDED THAT THEY WEAR A MASK. WE HAD WE ASKED THEM THROUGH EDUCATIONAL WAYS TO BRING THEIR OWN MASK BUT WE HAD MASKS THEIR FORUM IF THEY GOT THERE AND DIDN'T HAVE ONE. I WOULD SAY THAT WE DID NOT STRONG ARM PEOPLE BECAUSE IF THEY CAME, DIDN'T HAVE A MASK, DIDN'T WANT TO WEAR MASKS. WE DIDN'T FEEL THAT WE COULD DEMAND THEY WEAR A MASK OR THEY COULD SAY OH WE'RE TRYING SUPPRESS THE VOTE.

SO WE'RE WE'RE A LITTLE BIT HAMSTRING THERE. WE'RE TRYING TO MAKE PEOPLE WEAR MASKS. I THINK IT'LL BE BETTER IN NOVEMBER.

I THINK PEOPLE ARE GETTING MORE IN TUNE WITH WITH WEARING A MASK AND IN VARIOUS LOCATIONS WHERE THEY HAVE A LOT OF OTHER PEOPLE WHO WERE WITH THE POLL WORKERS WE GOT FUNDING TO AND WE DO DESIGNATE THAT POLL WORKER WILL WEAR A MASK ALL DAY LONG.

WE ALSO HAD FACE SHIELDS THAT FIT ON THE HEAD OF THE POLL WORKER.

WE ALSO PUT SOME SHIELDS UP ON THE CHECK IN TABLE SO THAT THEY WOULD PROTECT FROM THE VOTERS.

WE TRAINED THEM ON WAYS THAT THEY COULD GET THE INFORMATION OFF OF THE DRIVER'S LICENSES THAT PEOPLE HAVE TO SHOW TO VOTE BY THE VOTER HOLDING UP THE DRIVER'S LICENSE.

AND IF THEY HOLD IT UP OR WE CAN SEE THE PICTURE THAT WE CAN CHECK THAT WITHOUT US HAVING TO ACTUALLY TAKE THE LICENSE IN OUR HANDS AND DO ANYTHING WITH IT WHICH I THINK THE VOTERS THEY'D LIKE THAT AT. WE ALSO TOOK THE PENS THAT THEY USED.

WE TOLD THEM ONCE THEY USED A PEN THERE WAS A DESIGNATED SPOT AND PUT THE PIN IN FOR USE EQUIPMENT. AND WE DID IT DISINFECT OR A LOT OF GROUND TO LOOK FOR.

WE CLEAN THOSE DISINFECTANT BEFORE WE PUT THEM BACK OUT FOR THE VOTERS TO USE FROM THEIR OWN. SO WE DID GO THROUGH ALL THE PERSONAL PROTECTIVE EQUIPMENT AND TRAINED THE VOTE. THE VOTE POLL WORKERS ON HOW TO USE THE EQUIPMENT, HOW TO NOT TOUCH THINGS IS THAT THE VOTERS WERE TOUCHING. WE HANDED THE VOTER THE BALLOT AND THEY KEPT THE BALLOT. FROM THEN ON BUT THE BALLOT IN THE MACHINE TOOK THE BALLOT BACK OUT OF THE MACHINE, WALKED OVER IT, RAN THE BALLOT THROUGH THE SCANNER.

SO WE USE TRIED TO USE ALL CDC GUIDELINES. WE WENT OH WE GAVE THEM A COTTON SWAB TYPE OF IMPLEMENT THAT THEY COULD USE ON THE VOTING MACHINES SO THEY DIDN'T ACTUALLY TOUCH THE MACHINES. SO ALL OF THAT WORKED PRETTY WELL.

>> WE COULD GO TO THE NEXT SLIDE. I THINK POLL WORKERS AND THE

[00:25:11]

VOTERS THE ANXIETY WAS THERE YOU COULD TELL. BUT I THINK PEOPLE GOT USED TO IT. I THINK THE POLL WORKERS THAT WORKED IN JUNE I THINK THEY'LL WORK AGAIN IN NOVEMBER. HOWEVER, WE HAVE NO WAY OF JUDGING THE HEAD OF TIME.

I MEAN WE DO PUT OUT FEELERS BUT UNTIL YOU ACTUALLY GET THERE AND SEE WHAT'S HAPPENING AT THE TIME OF THE NOVEMBER ELECTION, WE WON'T KNOW HOW MANY WORKERS WE'LL HAVE.

WE'LL HAVE TO WORK WITH WHAT WE CAN COME UP WITH. WE ARE TRYING TO RECRUIT NEW PEOPLE AND TRYING TO RECRUIT SOME YOUNGER PEOPLE. WE HAVE QUITE A FEW ELDERLY POLL WORKERS SO SOME A LITTLE BIT OF A PROBLEM. WORKING THROUGH PANDEMIC WE ARE GOING TO PROMOTE VOTER EDUCATION THE FACT THAT VOTERS CAN WORK OR CAN VOTE.

ABSENTEE FOR A MONTH OR SO BEFORE THE ACTUAL ELECTION WHERE THEY WILL GO TO OUR SATELLITE. WELL, WE HAVE AN OFFICE IN BEAUFORT.

WE HAVE ANOTHER ONE IN BLUFFTON AND WE'RE GOING TO HAVE A THIRD ONE ON HILTON HEAD WHERE THE VOTERS CAN ACTUALLY GO THERE. THE MONTH OF OCTOBER BEFORE THE NOVEMBER ELECTION AND VOTE AND HOPEFULLY THOSE WILL BE ENOUGH TIME THAT THEY WILL NOT HAVE HUGE NUMBERS OF PEOPLE IN THEIR VOTING. BUT SO WE'RE GOING TO ADD THAT SET UP.

WE'RE GOING TO TRY TO EDUCATE THE PEOPLE WITH THEIR WEB SITES AND CLUB MEETINGS, SOCIAL MEDIA ON THE FACT THAT THAT THAT IS AVAILABLE TO THEM AND THAT THEY WILL BE ABLE TO GO IN PERSON AND VOTE ON A MACHINE ABSENTEE . THERE'S SEVERAL THINGS WE HAD DURING THE JUNE ELECTION THAT WE'RE TRYING TO MAKE SURE WE GET AGAIN.

BUT IT'S NOT AUTOMATIC IS THE FACT OF THE ABSENTEE VOTERS HAVE 17 REASONS SOUTH CAROLINA AND I'M GOING TO TAKE YOU THROUGH THAT IN A MINUTE. JUST UP WE'LL GO QUICKLY THROUGH IT BECAUSE I THINK IT MIGHT BE INTERESTING FOR YOU TO UNDERSTAND THAT ABSENTEE VOTERS HAVE 70 REASONS THEY CAN ABSENTEE VOTE AND WHAT WE'RE TRYING IN THE JUNE PRIMARY.

WE'VE GOT THE LARGEST NATURE TO WAVE THE FACT AND CALLED IT AN EMERGENCY VOTE SECTION OR NO EXCUSE ABSENTEE VOTING SO NOBODY TO COME UP WITH ANY KIND OF REASON OF ANY OF THE 17 REASONS TO GET AN APP TO BE ABLE TO VOTE ABSENTEE. WE'LL TALK THROUGH THAT IN A SECOND. BUT SO IF WE COULD GO TO THE NEXT SLIDE, SARAH, WE'RE GOING TO CONTINUE TO RECRUIT MORE POLL WORKERS TRYING TO GET LIKE I SAY, YOUNGER POLL WORKERS THAT DON'T SEEM TO BE AS CONCERNED ABOUT CORONA VIRUS AND HOPEFULLY GET OUR POLL WORKERS UP BY NOVEMBER. WE WILL HAVE COMBINED POLLING PLACES WHICH WE MENTIONED A WHILE AGO ACTUALLY COMBINED POLLING PLACES OR THEY'RE HELPFUL IN A WAY BUT THERE THEY TEND TO DRAW MORE PEOPLE THE ONLY PROBLEM BUT THEY'RE HELPFUL BECAUSE YOU'VE GOT EXTRA POLL WORKERS THERE. IF YOU DO HAVE A CURBSIDE VOTER THEY CAN SUPPORT THE OTHER PRECINCTS BACK AND FORTH. THE LEGISLATIVE CHANGES WHICH I THINK YOU SAW ACTUALLY IN THE LETTER THAT WAS SENT TO YOU THAT WAS SENT TO THE LEGISLATURE FROM OUR STATE OFFICE THAT WHAT WE WANT THE LEGISLATIVE LEGISLATURE TO DO IS ALLOW NO ABSENTEE VOTING AGAIN IN NOVEMBER. REMOVE OH AND ALLOW VOTERS TO ORDER ABSENTEE BALLOT ONLINE.

WE WOULD LIKE FOR THEM TO REMOVE THE WITNESS SIGNATURE. YEAH, THAT'S THE LETTER WIN AND I THINK YOU ALL. I THINK YOU ALL GOT A COPY ALL OF THAT DIDN'T YOU?

>> WELL YOU GO BACK TO OUR SLIDE. SARA, IF YOU WOULD REMOVE THE WITNESS SIGNATURE FROM ABSENTEE BALLOT. SO THE REASON THIS IS IMPORTANT IS THE FACT THAT IF THE WAY THE LAW IS WRITTEN, IF VOTER GETS AN ABSENTEE BALLOT THEY FILL OUT THE BALLOT, PUT IT IN AN ENVELOPE THEY'RE SUPPOSED TO GET A WITNESS SIGNATURE.

SURE THAT THEY SAW THEM FILL OUT THE OR SIGN THE BALLOT ENVELOPE THE VOTER SIGNED THE

[00:30:04]

BALLOT ENVELOPE. PROBLEM IS WE CAN CHECK THE ABSENTEE VOTERS SIGNATURE WITH OUR INFORMATION THAT WE HAVE THE REGISTRATION AND ELECTION OFFICE BUT WE HAVE ABSOLUTELY NO WAY TO CHECK THAT WITNESS SIGNATURE AND WE GET A LOT OF THESE BALLOT ENVELOPE BACK WITH NO SIGNATURE AND THE WAY THE LAW IS WRITTEN IF IT'S NOT. WITNESS WE CAN'T ACCEPT THE BALLOT SO WE LOSE A LOT OF BALLOTS THAT WAY. WE'D BEEN TRYING TO GET THAT OFF OF THERE FOR A WHILE AND WE CAN'T SEEM TO GET THE LEGISLATURE TO VOTE TO GET IT OFF OF THE ENVELOPE. SO WHAT WE'RE ASKING THEM IS SINCE THIS WILL BE QUITE A FEW ABSENTEE VOTERS EITHER IN PERSON OR IN MAIL IN THEN THE THAT SIGNATURE CAN BECOME A PROBLEM US HAVING TO DISCARD QUITE A FEW BALLOTS. NEXT THING THAT WAS IF YOU COULD GET BACK TO THAT SLIDE AGAIN, SARA, THAT WE WERE ON ANYWHERE THAT ALLOW OPENING OF ABSENTEE BALLOTS EARLY. THEY ALLOWED US TO OPEN SOME ABSENTEE BALLOTS.

HOWEVER THEY ONLY WENT TO THE EXTENT OF OPENING THE MAILING BALLOT ENVELOPE.

THERE'S STILL ANOTHER ENVELOPE INSIDE THERE THAT IT HAS THE BALLOT IN IT WHICH IS THE ACTUAL BALLOT ENVELOPE. WE COULDN'T OPEN THAT IT WOULD BE HELPFUL IF WE COULD OPEN THESE START OPENING THESE ABSENTEE BALLOTS THAT COME IN BECAUSE WE'LL HAVE A HUGE INFLUX OF THOSE IN NOVEMBER. MUCH MORE THAN WE HAD IN JUNE AND WHAT THOSE COME IN WE COULD HAVE TWO OR THREE DAYS TO OPEN THOSE GET THEM READY TO COUNT AHEAD OF TIME.

IT WOULD BE VERY HELPFUL BECAUSE IT'S VERY TIME CONSUMING OPENING THESE BALLOTS AND GET THEM OUT OF THE ENVELOPE AND FLATTENED OUT AND READY TO SCAN.

WE ALSO WOULD LIKE TO HAVE THE BE ALLOWED TO PUT SECURE BALLOT DROP BOXES.

MANY PEOPLE ARE KIND OF CONCERNED ABOUT USING THE MAIL SYSTEM.

AND SO WHAT WE WOULD LIKE TO DO IS PUT A BALLOT DROPBOX AT EACH OF OUR OFFICES WHERE THESE ABSENTEE PRECINCTS ARE WHERE PEOPLE GO IN PERSON TO VOTE. WE WILL MAKE THAT WELL KNOWN THAT IN BEAUFORT, BLUFFTON AND HILTON HEAD WE WILL HAVE BALLOT DROP BOXES WHERE THEY CAN TAKE THE BALLOTS, PUT THEM IN A SEAL STURDY LOCKED BALLOT DROPBOX. WE WILL PICK THOSE UP AS OFTEN AS WE NEED TO KEEP THOSE EMPTY AND TAKE THEM BACK TO THE OFFICE.

AND WE WILL DO EVERYTHING WE CAN DO TO GET THE VOTERS TO COME OUT AND VOTE ABSENTEE EARLY IN THE PROCESS. SO THAT ON ELECTION DAY WE ONLY HAVE LESS PEOPLE GOING TO THE POLLS. THERE ALSO NEXT SLIDE. SARAH, IF YOU WOULD WHAT I WAS

GOING TO DO VERY QUICKLY AND I WON'T BELABOR IT. >> THIS WILL GO THROUGH LIKE I MENTIONED A WHILE AGO 17 REASONS A PERSON CAN ABSENTEE VOTE AT THIS KIND OF CONCERN.

SOME VOTERS BECAUSE THEY'RE NOT SURE THEY TOTALLY FIT INTO A 2 SLOT BUT THE REASONS THAT THEY CAN AN ABSENTEE VOTER HERE IF YOU'RE A MEMBER OF THE ARMED FORCES AND YOU'RE AWAY FROM YOUR PRECINCT, YOU CAN VOTE. IF YOU'RE MEMBERS GO BACK TO THAT SLIDE PLEASE.

MEMBERS OF THE MERCHANT MARINES ,SPOUSES, INDEPENDENTS RESIDING WITH MEMBERS OF THE ARMED FORCES OR MERCHANT MARINE. IF A PERSON SERVING WITH AMERICAN RED CROSS OR UNITED SERVICES ORGANIZATIONS OR SERVING WITH THE ARMED FORCES OUTSIDE THEIR COUNTY RESIDENT AND THEIR SPOUSES AND DEPENDENT RESIDING WITH THEM CAN VOTE ABSENTEE. CITIZENS RESIDING OVERSEAS CAN VOTE ABSENTEE.

PERSON PHYSICALLY DISABLED CAN VOTE ABSENTEE. NEXT SLIDE PLEASE STUDENTS ATTENDING THE SCHOOL OUTSIDE THEIR PRECINCT CAN VOTE ABSENTEE PERSONS FOR REASONS EMPLOYMENT NOT ABLE TO VOTE ON ELECTION DAY. HAVING THE WORD THEY CAN VOTE ABSENTEE. GOVERNMENT EMPLOYEES SERVING OUTSIDE THE COUNTY RESIDENTS ON ELECTION DAY AND THEIR SPOUSES DEPENDENT CAN VOTE ABSENTEE. PERSONS WHO PLAN TO BE ON

[00:35:01]

VACATION OUTSIDE THE COUNTY OF RESIDENCE ON ELECTION DAY CAN VOTE ABSENTEE PERSON SERVING AS A JUROR IN STATE OR FEDERAL COURT CAN VOTE ABSENTEE. PERSONS ADMITTED TO THE HOSPITAL AS EMERGENCY PATIENTS ELECTION DAY WITHOUT A FOUR DAY PERIOD CAN VOTE ABSENTEE.

NOW I'M NOT SURE HOW THEY GET TO THE SOME DEEP PRECINCT THAT THEY'RE IN THAT SITUATION BUT THAT IS A REASON TO VOTE ABSENTEE. NEXT SLIDE PLEASE.

>> PERSON WITH DEATH OR FUNERAL FAMILY WITHIN THREE DAYS OF AN ELECTION CAN VOTE ABSENTEE PERSON CONFINED TO JAIL OR PRETRIAL FACILITY PENDING DISPOSITION OF ARREST OR TRIAL CAN VOTE ABSENTEE PERSONS ATTENDING SICK OR PHYSICALLY DISABLED PEOPLE CAN VOTE ABSENTEE. CERTIFIED POLL WATCHERS, POLL MANAGERS OR COUNTY ELECTION OFFICIALS ARE WORKING ON ELECTION DAY CAN VOTE ABSENTEE AND PEOPLE 65 YEARS OF AGE AND OLDER. WHAT WE'D LIKE TO DO IS JUST NOT HAVE TO WORRY ABOUT ANY OF THESE REASONS AND JUST HAVE NO EXCUSE. ABSENTEE VOTING.

LET ME QUICKLY EXPLAIN HOW THE ABSENTEE VOTER WORSHIP THEY REQUEST A BALLOT HOME.

CAN YOU GO TO THE NEXT SLIDE, SARAH, PLEASE? OK.

REGISTERED VOTER CAN ORDER A APPLICATION AND CAN REQUEST AN APPLICATION FROM OUR OFFICE.

CAN YOU GO AHEAD AND GO TO THE NEXT SLIDE? THINK THEIR LITTLE VOTER REQUEST APPLICATION? WE SEND OUT AN APPLICATION AND WE MAKE A NOTE IN THE REGISTER NATION COMPUTER THAT WE HAVE SENT THE APPLICATION OUT. THEN THE APPLICATION IS RETURNED AND WE ALSO NOTE THAT IN THE COMPUTER THEN WE SEND THE BALLOT TO THE VOTER.

AND AT THAT POINT WE PUT INTO THE REGISTRATION ROLLS THE FACT THAT THAT VOTER IS AN ABSENTEE VOTER, THAT WE'VE SENT AN ABSENTEE BALLOT. WHEN THE VOTER AND THEN THE VOTER RETURNS THE BALLOT, THEN WE PUT IT IN THERE THAT WE'VE ACCEPTED A VOTING BALLOT FROM THAT VOTER. NOW WHEN THE VOTER GETS THE BALLOT FROM US, THEY GO TO VOTE ON ELECTION DAY. THEY DECIDE THEY'RE NOT GOING TO USE THAT BALLOT OR FOR WHATEVER REASON THEY'RE THEY DIDN'T SEND IT BACK. THEY GO TO THE PRECINCT.

IT IS WRITTEN IN THE LAW THAT WE CANNOT ACCEPT THAT BALLOT AT THE PRECINCT.

THEY HAVE TOT BACK EITHER TO THE ABSENTEE HERE. COUNCILMAN COVERED PRESIDENT

THERE ARE SOME CHECK THAT. >> SO THAT'S THE EFFORT TO HAVE A PAPER BALLOT AT THE PRECINCT.

SO THAT IS HOW THE ABSENTEE VOTING PROCESS WORKS AND THIS IS TOTALLY DIFFERENTIATES THAT FROM AS YOU HEARD ON THE NEWS , PEOPLE MAILING OUT HUNDREDS HUNDREDS OF BALLOTS TO JUST EVERYBODY ON T GET BALLOTS ALL R THE PLACE. THIS IS A VERY CONTROL PROCESS WHERE WE CAN TELL WHETHER THERE IS ANYTHING GOING ON THAT SHOULDN'T BE ABSENTEE BALLOTS BY MAIL. NO I.D. IS REQUIRED. THEY CAN GO ONLINE.

THEY CAN PHONE OR OFFICE AT 2 5 5, 60, 100 OR THEY CAN E-MAIL WHICH THAT DOESN'T SHOW UP VERY WELL HERE. BUT THERE IS AN ABSENTEE BEAUFORT COUNTY E MAIL ADDRESS THAT THEY CAN E MAIL AND WE WILL THEN SEND OUT THE THE BALLOT TOO.

SO THAT THEY CAN VOTE THAT AND SEND IT BACK THE DOCUMENTS NEEDED TO VOTE, AS YOU WELL KNOW IS A DRIVER'S LICENSE WHICH IS JUST A RECORD STANDARD LICENSE OR THE NEW REAL I.D.

LICENSE WHICH IS THE ONE THAT CAN BE USED FOR FLYING AND ALL KINDS OF IDENTIFICATION THE NEW DRIVER'S LICENSE OR DMV PICTURE I.D. THAT IS NOT A DRIVER'S LICENSE BUT JUST AN I.D. CARD THAT THE DMV ISSUES OR YOU GET A VOTER REGISTRATION CARD FROM OUR OFFICE WITH A PHOTO ON IT.

WE TAKE PICTURES AND SEND THEM IN VOTER REGISTRATION CARD OR THEY CAN USE A FEDERAL MILITARY I.D. OR A U.S. PASSPORT IF IF WE THOUGHT WE'D TAKE YOU THROUGH A COUPLE OF SLOT A COUPLE OF DATES AUGUST 17TH OF THIS MONTH IS THE DEADLINE TO CERTIFY ANY REFERENDUM

[00:40:07]

QUESTIONS FOR THE GENERAL ELECTION. >> ALSO THE DEADLINE FOR ALL POLITICAL PARTIES TO CERTIFY CANDIDATES FOR THE GENERAL ELECTION AND IT'S ALSO THE DEADLINE FOR NONPARTISAN CANDIDATES TO FILE AND BE CERTIFIED FOR THE GENERAL ELECTION. SEPTEMBER 4TH IS A DEADLINE TO PUBLISH OUR FIRST PUBLIC NOTICE . THIS IS A NOTICE THAT OUR OFFICE PUTS OUT THAT TELLS WHERE EVERY PRECINCT IS AND TELLS ALL ABOUT THE ELECTION AND NOTIFIES EVERYBODY HERE IN THE COUNTY. WELL, THROUGH THE THESE PUBLICATIONS AS TO THE UPCOMING ELECTION AND WHERE THEY SHOULD GO VOTE SEPTEMBER 8TH. YOU GOT ANYTHING TO ADD TO THAT

MARIEKE? >> OK, GOOD. >> OK, SEPTEMBER 8 IS THE DEADLINE FOR ALL POLITICAL PARTIES TO CERTIFY A PRESIDENTIAL AND VISE PRESIDENT CANDIDATES FOR THE GENERAL ELECTION. SO WE HAVE TO WAIT FOR THAT BEFORE WE CAN EVEN START PUTTING THE BALLOTS TOGETHER FOR THE MACHINES AND THE PAPER BALLOT THAT WE NEED TO CARRY OFF THE ELECTION IN NOVEMBER. IF YOU COULD GO TO THE NEXT SLIDE PLEASE SEPTEMBER 18 WE PUBLISH A SECOND PUBLIC NOTICE WHICH IS JUST A ANOTHER NOTICE OF WHERE THE PRECINCTS ARE AND THE ELECTIONS COMING AND SO FORTH.

>> OCTOBER 2ND THAT'S THE DEADLINE. THIS IS INTERESTING.

WE'VE BEEN TRYING TO CHANGE THIS FOR A WHILE. THIS IS TALKING ABOUT PEOPLE REGISTERING TO VOTE THAT HAVE NOT REGISTERED TO VOTE IN THE PAST OR HAVE MOVED FROM ANOTHER LOCATION. DEAD LAND REGISTERED TO VOTE IS IN-PERSON AT THE VOTER REGISTRATION OFFICE IS OCTOBER THE 2ND. THAT'S FRIDAY.

OK THEN OCTOBER THE 4TH THE DEADLINE TO REGISTER IF THEY REGISTER ONLINE OR BY FAX OR BY E-MAIL IS OCTOBER 4TH WHICH IS A SUNDAY. AND IF THEY WANT REGISTER TO VOTE BY MAIL AND THEY'RE MAILING IT IN TO OUR OFFICE IT MUST BE POSTMARKED BY OCTOBER 5TH WHICH IS A MONDAY. SO THERE ARE THREE DIFFERENT GETS VERY CONFUSING WITH THE VOTER, THREE DIFFERENT DATES. THESE THINGS HAVE TO HAPPEN DEPENDING ON WHICH WAY YOU ARE TRYING TO REGISTER TO VOTE. OK. NEXT SLIDE SARAH OCTOBER 5TH IS IN-PERSON ABSENTEE PRECINCT THAT IS A SATURDAY. NO, I'M SORRY.

THAT'S A MONDAY. THE ABSENTEE PRECINCT IS OPEN AND THAT'S IN BEAUFORT, BLUFFTON AND HILTON HEAD. WE'VE GOT AT HILTON LOCATION FOR THIS ELECTION SO THAT SHOULD HELP A BUNCH OF THE PEOPLE ON HILTON HEAD GET IN AN ABSENTEE VOTE FOR THE MONTH OF OCTOBER AND IT'S NINE TO FOUR DAILY AND SO THAT STARTS ON OCTOBER 5TH.

OCTOBER 5TH IS ALSO THE DEADLINE TO REGISTER TO VOTE WHICH I HEARD YOU SAID A WHILE AGO OCTOBER 31 IS THE SATURDAY BEFORE THE ELECTION. THE ABSENTEE VOTING WILL BE OPEN FROM 9:00 A.M. TO 1:00 P.M. AND NOVEMBER 2ND WHICH IS THE MONDAY BEFORE ELECTION DAY.

THE ABSENTEE VOTING OFFICE IS OPEN THAT DAY FROM 9 A.M. TO 5:00 P.M..

SO THAT'S THE LAST DAY TO VOTE IN-PERSON ABSENTEE BEFORE THE ACTUAL ELECTION DAY ON NOVEMBER 3RD. SO I WOULD LIKE TO OPEN IT UP TO ANY KIND OF QUESTIONS YOU HAVE OR CONCERNS OR COMMENTS. THANK YOU VERY MUCH. WE'RE WE'RE NOW GOING INTO THE COUNCIL MEETING TIME AND WE DO HAVE SOME MOTHER'S COMMENTS THAT ARE ONLINE HERE.

>> ONE QUESTION THAT I HAVE WAS ONE OF MY CONSTITUENTS IN MY DISTRICT THAT I REPRESENT MAILED IN FOR AN ABSENTEE BALLOT BACK IN MAY MAY 7 TO BE EXACT FOR THE JUNE PRIMARY.

NEVER RECEIVED AN ABSENTEE BALLOT. WE SENT EVERYTHING TO EVERYBODY AND THEIR BROTHER THIS YOU KNOW, IF THAT LETTER WAS EVER RESOLVED I WON'T SAY THEIR NAMES PUBLICLY. WE CAN DO THIS ON FLYING. BUT I WOULD LIKE TO ENSURE THAT

[00:45:05]

THEIR MATTER WAS RESOLVED BECAUSE TWO PEOPLE ASKED FOR ABSENTEE BALLOTS IN THE HOUSEHOLD. AND NEITHER ONE OF THEM RECEIVED THEIR BALLOT.

I SAID THAT I THINK YOU ARE TALKING ABOUT AND I'M NOT QUITE SURE YOU MAY NEED TO CALL

AFTERWARDS. >> THEY WERE SENDING INFORMATION TO THE INCORRECT EMAIL ADDRESS. THEY SENT IT TO THE POST OFFICE BOX.

>> TWELVE TWENTY EIGHT BEAUFORT COUNTY. THAT WAS THE WRONG ADDRESS.

THEY SENT THE ABSENTEE BALLOT. >> NO THEY AGAIN I'M NOT SURE WHICH PERSON YOU'RE TALKING ABOUT. IF IT'S WHO YOU I'M THINKING IT IS WE DID RESOLVE THAT ISSUE AND BUT YEAH GIVE ME A CALL AFTER THE MEETING AND WE CAN VERIFY THAT INFORMATION FOR YOU. ALL RIGHT. I WILL CALL YOU TOMORROW ABOUT THIS. THANK YOU, MARIE. THAT'S MY MOTHER.

MR. CULVER, THANK YOU FOR SHARING YOUR REAL QUICKLY. >> MR. COOPER.

YES. ON YOUR LIST OF YOUR WISH LIST THERE.

ARE THERE ANY THING ANY OTHER MENTIONED SPECIFICALLY OR ANY MORE WANTING TO BE ABLE TO OPEN ABSENTEE BALLOTS AFTER ELECTION DAY? WELL, NO, ACTUALLY WANT TO OPEN WHAT WE NORMALLY DO, MIKE. WE OPEN TWO BALLOTS ON ELECTION DAY.

WE START AT 9:00 IN THE MORNING ON ELECTION DAY AND WE HAVE SOME PEOPLE IN THE OFFICE THAT OPEN THOSE AND GO AHEAD AND GET THOSE AND RUN SO THAT WE CAN INCLUDE THE A LOT OF STATES DON'T COUNT ABSENTEE BALLOTS UNLESS THEY THINK IT'S GOING TO CHANGE THE ELECTION.

WE COUNT THEM EVERY TIME AND WE DO IT ON ELECTION DAY. BUT WE'RE GOING TO HAVE FOUR TIMES AS MANY ABSENTEE BALLOTS COMING IN FOR NOVEMBER AS WE HAD IN JUNE.

AND IT TAKES A LOT OF TIME AND EFFORT AND ENERGY AND PEOPLE AND WE REALLY WANT TO START OPEN THOSE TWO OR THREE DAYS BEFORE THE ACTUAL ELECTION DAY IS AS WHETHER IT'S DMV OR THE BOARD ELECTION REMOVING PEOPLE WHO HAVE PASSED AWAY, MOVING THEM OFF THE VOTER ROLLS.

>> THIS PARTICULAR PERSON SAID SHE HAS A LIST OF OVER 600. SHE'S ACTIVE REGISTERED VOTERS

WHO'S RESPONSIBLE FOR GETTING THOSE FOLKS OFF THE ROLLS? >> WELL NOW LET'S GOES THROUGH THESE RULES. PEOPLE BUT WE CAN'T WORK WITHOUT A DEATH CERTIFICATE OR SOME OFFICIAL NOTED THAT SHOULD DIE. WE HAVE WE HAVE PEOPLE THAT COME INTO PRECINCT THAT GET IRRITATED BECAUSE THEIR SPOUSE IS STILL ON THE ROLL AND THEY SAY WHY HAVEN'T YOU TAKEN? WE SAID WELL WE DIDN'T GET A NOTICE FROM THE CORONER'S OFFICE AND WE DIDN'T GET A DEATH CERTIFICATE. WE HAVE TO HAVE SOMETHING LIKE THAT TO TAKE THEM OFF AND THEN THEY MAIL US A DEATH CERTIFICATE.

THEN WE CAN GET THEM OFF OF THE ROAD BUT WE TRY TO KEEP OUR ROLLS CLEAN AND CAN IF WE CAN.

MARIA, DO YOU WANT TO COMMENT TO THAT? YES.

THERE IS A PROCESS THAT TO I GUESS MINIMIZE THE NUMBER OF DECEASED PEOPLE ON THE ROLL THAT WE GO THROUGH AND IT'S PRETTY MUCH HANDLED ON THE STATE LEVEL WITH PACK SENDS IN INFORMATION THE UNDERTAKERS CORINNA ALL OF THOSE PEOPLE HAVE RESPONSIBILITIES SENDING IN DEATH CERTIFICATE. THE UNFORTUNATE THING IS IF THEY DIE WITHIN THE STATE OF SOUTH CAROLINA, THOSE THINGS CAN TAKE PLACE. BUT IF THEY DIE IN ANOTHER STATE THEN WE DON'T HAVE ANY CONTROL OVER THAT. SO THE ONLY THING WE CAN DO IS LET THEM GO THROUGH THE TWO GENERAL ELECTION PROCESS AND THEN AFTER THAT PROCESS HAS TAKEN PLACE, THEN THAT VOTER WOULD BE PLACED IN A D.C. STATE .

BUT WE CANNOT ARBITRARILY JUST DO THAT BECAUSE THAT NEIGHBOR GETS UPSET OR THE SPOUSE GETS UPSET IF HIS SPOUSE. THEY PROBABLY WILL HAVE A DEATH CERTIFICATE.

BUT IF IT'S THE PAPER ALL JUST A GROUP OR ORGANIZATION TELLING US THAT THESE PEOPLE THAT ARE DECEASED WITHOUT PROOF WE CAN DO IT. THANK YOU, MR. CHAIRMAN.

>> CROSS CREEK. TWO QUICK QUESTIONS. >> MR. CHAIRMAN, YOU CAN HEAR ME. I CAN HEAR YOU. OK.

[00:50:01]

>> YEAH. LET ME LET ME GO JUST QUICKLY. I JUST WANT TO MAKE A COMMENT ABOUT THE PERSONAL PROTECTIVE EQUIPMENT. YOU DIDN'T MENTION GLOVES SO I HOPE THAT YOU COULD MAKE GLOVES AVAILABLE FOR THE POLL WORKERS TO USE AS WELL.

WE DO NOT. WE DO HAVE THE WE HAVE TO SANITIZE.

THERE IS WE HAVE NO OH I GOT A SKIRT. YEAH.

HE DIDN'T MENTION IT THAT SAID THAT THE OTHER THING IS DEAD RETURN MEALS BALLOTS IN THE MAIL. DO THEY HAVE TO BE EATEN BY CERTAIN TIME OR IT HAS TO BE

POSTMARK. >> THE BALLOT MUST BE IN OUR OFFICE BY 7:00 P.M. ON ELECTION

NIGHT WITH WITH THE PROBABLY HAPPENED WITH MAIL RIGHT NOW. >> HOW IS THAT GOING TO AFFECT

THE ELECTION? >> ARE WE GOING TO HAVE TO DO IS ENCOURAGE VOTERS TO NOT WAIT UNTIL THE LAST MINUTE TO RETURN THEIR BALLOTS TO ENSURE THAT THE BALLOTS ARE RECEIVED ON TIME. OF COURSE KNOW WE HAVE VERY LITTLE CONTROL OVER THE POSTAL SERVICE BUT WE CHECKED THE MAIL BOXES AT 6 O'CLOCK ON ELECTION NIGHT JUST TO MAKE SURE THAT BEFORE CLOCK RUN THAT WE HAVE RECEIVED ALL OF THE BALLOTS THAT WE CAN AND SO.

BUT SO FAR WE'VE BEEN DOING PRETTY GOOD WITH THAT UNFORTUNATE LEAD.

THERE WILL BE PEOPLE WHO WILL WAIT UNTIL THE LAST MINUTE TO SEND A BALLOT AND AND THE POSTAL SERVICE IS NOT GUARANTEED TO DELIVER THEM WITH AN THREE OR FOUR DAYS WHICH

SHOULD BE NORMAL BUT NOTHING IS NORMAL ANYMORE. >> ALL RIGHT.

MR. CHAIRMAN, I HAD A QUESTION . MR. CHAIRMAN.

I KNOW IT'S SOME OF THE PRECINCTS IN MY DISTRICT HIGH SCHOOL WORKERS ARE UTILIZED WHICH I THINK IS GREAT. ARE YOU ARE YOU ARE YOU PLANNING ON TRYING TO RECRUIT

MORE OF THEM? >> BECAUSE I KNOW SOME PEOPLE WHO ARE OLDER NOT MAYBE NOT IS

WILLING TO DO IT THIS TIME AROUND. >> WE TRY TO GET HIGH SCHOOL STUDENTS SO WE HAVE A FELLOW IN OUR OFFICE THAT GOES AND TRIES TO RECRUIT HIGH SCHOOL STUDENTS TO COME HELP US SAID YES, THEY CAN DO EVERYTHING A POLL WORKER DOESN'T GREAT.

THEY'RE FANTASTIC WORKERS. AND LIKE YOU SAY, THEY WON'T BE AS CONCERNED.

SO HOPEFULLY WE CAN GET QUITE A FEW HIGH SCHOOL STUDENTS FOR THIS ELECTION.

>> THANK YOU. >> ANY OTHER COMMENTS? >> ONE QUICK ONE, GEORGE.

I WANT TO CONGRATULATE THE MOST OF THE PEOPLE WHO ARE HERE TODAY MAKING THIS PRESENTATION FOR THEIR WORK IN LOCATING A VOTING LOCATION ON HILTON HEAD FOR VOTING IN ADVANCE OF THE ELECTION 30 DAYS AND THEY WORKED HARD TO GET THAT DONE. AND IT APPEARS WE HAVE THE FUNDING AND THE LOCATION. WE'RE JUST TRYING NOW TO GET THE POLL WORKERS.

BUT THIS IS GOING TO BE A GREAT ASSET FOR US HERE ON HILTON HEAD FOR EARLY VOTING SO THAT PEOPLE DON'T HAVE TO TRAVEL OUT TO BLUFFTON TO TAKE CARE OF THAT.

NO THANKS. I EXTEND MY THANKS TO THE TO THE PEOPLE AT THE BOARD AND AT VOTER REGISTRATION. WE'RE TAKING YOUR SIDE. THANK YOU VERY MUCH.

>> RIGHT. THANK YOU FOR YOUR HELP, LARRY AND GET IT DONE TOO.

THANKS. OK. WE'LL MAKE SURE THAT THE PRESENTATION THAT YOU'VE DONE WHICH WAS EXCELLENT. THANK YOU.

IT IS SENT TO ALL COUNTY COUNCIL MEMBERS. THE IMPORTANT DATES THAT ARE IN THERE. I'D LIKE TO HAVE THAT THE PUT ON OUR WEB SITE SO THAT PEOPLE WHO VISIT THE BEAUFORT COUNTY WEB SITE WILL SEE ALL OF THOSE DATES.

SO THANK YOU VERY MUCH FOR WHAT YOU'RE DOING FOR US. THANK YOU FOR THE OPPORTUNITY.

WE APPRECIATE IT. THANK YOU. >> THANK YOU.

OK. WE'RE WELL OVER OUR TIME. THE NEXT ITEM WAS OUR AGENDA

>> THEN I WILL ADJOURN THE CAUCUS MEETING. IT IS 617.
