SO RATHER THAN TRY AND PATCH IT AND DIFFERENT SPOTS, WE'RE JUST GONNA, WE JUST TOOK IT OFF THE PROGRAM FOR THIS YEAR. UM, BUT IN PLACE OF IT, WE ADDED THE STATE PORTION OF POPPY HILL ROAD, UH, THAT WAY WE'LL HAVE POPPY HILL ROAD STATE PORTION, THE COUNTY PORTION, AS WELL AS POPPY HILL CIRCLE. SO THAT WHOLE AREA WILL BE DONE. UM, CONGRESS STREET. UM, WE'LL DO THAT. WE'RE PLANNING ON DOING THAT, UH, AFTER WE DO THE AADA A RAMPS. UH, BUT WE HAVE TO HAVE SOME DISCUSSION ABOUT THE A DA RAMPS AND THE, AND THE COST. UM, AND I'LL BRING THAT UP FOR CONVERSATION FOR THE COMMITTEE JUST SO THAT THERE'S A UNDERSTANDING. ANYTIME WE'RE ON A-A-S-C-D-O-T ROUTE, THEY'RE REQUIRING US TO CHANGE THE HANDICAP RAMPS TO MAKE 'EM CONFORMING. AND THE SITUATION IS, AND RUSTY AND I WAS TALKING ABOUT IT BEFORE THE MEETING, IT DOESN'T SEEM AT ALL EQUITABLE FOR US TO BE GOING IN AND MAKING, UH, THE REPAIRS. I DON'T HAVE A PROBLEM MAKING THE REPAIRS, BUT WE'RE WINDING UP WITH SIDEWALKS THAT NEED REPAIRS AS WELL. AND I DON'T THINK IT'S OUR RESPONSIBILITY FOR US TO BE, UM, MAKING THE REPAIRS TO, UH, SIDEWALKS OWNED BY BUFORT OR ANY OTHER MUNICIPALITY. SO IT'S SOMETHING WE'RE GONNA HAVE DISCUSSIONS WITH. UM, THE DOTI THINK THERE OUGHT TO BE A, AN OUT FOR US, PARTICULARLY WHENEVER IT'S A MUNICIPALITY STREET NOT, OR MUNICIPALITY SIDEWALK AND NOT OUT OF, UH, A SIDEWALK THAT WE OWN OR A SIDEWALK THAT, UH, UH, ANOTHER MUNICIPALITY OWNS. SO WE WILL HAVE FURTHER DISCUSSIONS ON THAT AND TAKE NOTE ON THERE, LOOK AT THAT NICE SIGN THAT HE HAS UP. ALSO A NOTE ON THERE, WARSAW ISLAND ROAD, WE'RE GONNA TAKE THAT OFF OF THIS YEAR'S PROGRAM AS WELL. UM, THE, UH, TERMIN I WASN'T CORRECT ON OUR, WHAT WE HAD BID SET OUT FOR BID. SO THE STATE PORTION OF WARSAW ISLAND IS IN ROUGH SHAPE, BUT THAT WAS NOT ON OUR PLAN TO REPAIR. THE COUNTY PORTION AT THE END IS IN GOOD SHAPE, SO THERE'S NO REASON TO RESURFACE IT. AND SO WHAT GOT MOVED TO THE SALES TAX RECOMMENDATIONS IS ALL THE ROADS THAT WE HAVE AVAILABLE RIGHT AWAY ON, WHICH IS 18 ROADS, WHICH BASICALLY IS THE WHOLE FIVE YEAR PLAN. SO IF SALES TAX GETS DONE, THAT WOULD MOVE FORWARD. THEN WE USE TAG FUNDS. UM, YOUR $20 YOU PAY WHEN YOU REGISTER YOUR TAG EACH YEAR, THAT'S WHAT FUNDS DIRT ROAD PS WE WOULD CONTINUE THAT PROGRAM AS SUCH. SO IT WOULD, SALES TAX WOULD BE A SHOT IN THE ARM WITH, WITH A POWER BOOST AND WE WOULD CONTINUE ACQUIRING RIGHT OF AWAY ON OTHER DIRT ROADS THAT WE OWN. BUT WE DON'T HAVE CLEAR TITLE. BUT WHAT WAS FUNDING THE DIRT ROADS? IF THE SALE, IF THE GAS TAX WASN'T FUNDING THE DIRT ROADS, IT'S THAT TAG FEE. SO WE GET ABOUT TWO AND A HALF, $3 MILLION TAG FEE ON THE CARS. ON THE CARS. OKAY. WE WANT, UM, PROJECT WIDENING PROJECTS TO ADDRESS SAFETY AND CAPACITY. WE WANT, UH, RESURFACING AND DIRT ROAD PAVING, AND WE WANT SAFETY AND INTERSECTION IMPROVEMENTS. THOSE WERE THREE CATEGORIES THAT THEY WERE, THEY WERE TOLD TO FOCUS IN. SO THEN THEY STARTED ALIGNING, UM, THOSE AND, AND TALKING AMONGST THEMSELVES, WHAT'S THE MOST MEANINGFUL, HOW DO WE MAKE SURE THIS IS EQUITABLE ACROSS THE COUNTY? AND THEY CAME UP WITH A PLAN AND STARTED FIRST WITH THE, THE BIGGER PROJECTS, WHICH ARE THE WIDENING PROJECTS. AND THEY IDENTIFIED THOSE. AND THEN THEY MOVED TO RESURFACING PROJECTS, WHICH IS, UM, EFFECTIVE BECAUSE IT ADDRESSES SAFETY AS FAR AS, UM, POTHOLES AND SURFACE TREATMENT AND STRIPING AND, UH, RAISE PAYMENT MARKERS ALL THROUGHOUT THE COUNTY ON THE PRIMARY ROUTES IS WHERE THEY FOCUSED. AND THEN SAFETY AND INTERSECTIONS THROUGHOUT THE COUNTY. SO IN TOTAL, WHAT THEY PROPOSED, UM, AND PRESENTED AS RECOMMENDATIONS TO COUNCIL WAS A EIGHT YEAR, $780 MILLION PROGRAM. AND INSIDE OF THAT, THE SAFETY AND INTERSECTIONS WAS TOTAL $326 MILLION. UM, THE WIDENING TOTAL, $205 MILLION. AND THE RESURFACING TOTAL $249 MILLION. AND I'LL GET A PRINTOUT OF THIS. SO YOU GUYS, Y'ALL CAN WRITE IT DOWN, BUT I'LL MAKE SURE Y'ALL WALK OUT WITH ALL THE INFORMATION. AND INSIDE OF THAT, THE WIDENING PROJECTS ARE THE BIGGEST PROJECTS. UM, THE MAIN ONES ARE SC ONE 70 FROM 2 78 TO 4 62. SO IT'S SIX MILES WIDENING THERE. UM, SC 46 FROM THE TRAFFIC CIRCLE DOWN, UM, AT NEW RIVERSIDE TO THE JASPER COUNTY LINE. SO THAT'S A COUPLE MILES THERE. AND THEN, UM, 2 78 FROM ONE 70 TO USCB. SO, UM, WHAT'S REMAINING THAT'S NOT ALREADY WIDENED INSIDE OF BEAUFORT COUNTY, WHICH MARRIES UP WITH JASPER COUNTY SALES TAX, THEY ALSO HAVE 2 78 WIDENING. SO THE REGIONAL INTENT IS TO WIDEN ALL THE WAY FROM THE INTERSTATE ALL THE WAY TO HILTON HEAD WITH 2 78. UM, SO THAT'S OUR PORTION IN THERE. AND THEN THE PAVEMENT PROJECTS, UM, THIS ALIGNS WELL WITH THE WORK THAT YOU GUYS DO HERE. IT'S IT DOES, IT'S NOT THE SAME, BUT IT ALIGNS WELL. SO WHAT THEY FOCUSED ON WAS THE PRIMARY ROUTES. A LOT OF TIMES YOU GUYS ARE FOCUSING ON THE SMALLER A DT, SO IT'S A GOOD MARRIAGE. UM, BUT IT HIT ALL THE ROADS THROUGHOUT ALL OUR PRIMARIES THROUGH THE ENTIRE COUNTY, ALL THE WAY FROM SHELDON ON 17 AND 21 COMING INTO BEAUFORT, GOING THROUGH PORT ROYAL AND BEAUFORT, OUT TO LADIES ISLAND DRIVE AND ALL THE WAY OUT TO FRI ISLAND. [00:40:01] UM, IT SKIPPED A COUPLE SECTIONS. THE SECTION, UH, LADIES ISLAND, UM, THAT IS IN THE 2018 SALES TAX FROM THE WALMART AREA. UM, AND THEN IT SKIPPED A SECTION ON 17 THAT DOT RESURFACED OUT TOWARDS COLTON COUNTY. THAT SECTION'S IN GOOD SHAPE. UM, AND THEN, AND, AND I'M NOT GONNA HIT ALL OF 'EM, BUT, UM, ONE 70 ALL THE WAY FROM BOUNDARY STREET DOWN TO THE TRAFFIC CIRCLE MINUS THE WIDENING SECTIONS, UM, THAT I MENTIONED EARLIER, AND 2 78 ALL THE WAY FROM ONE 70. UM, ALL THE WAY TO C PINE CIRCLE SKIPPING THE BRIDGE AND SKIPPING, UM, THE SECTION THAT DOT MENTIONED THAT THEY'RE RESURFACING NOW IN 2 78. UM, AND BLUFFTON PARKWAY, BUCK WALTER PARKWAY. SO AGAIN, ALL OF THE BIG PRIMARY ROUTES THAT YOU CAN THINK OF, UM, OVER THAT EIGHT YEAR TIMEFRAME WILL BE RESURFACED IF THIS PASS. AND THEN THE RESURFACE OR THE SAFETY AND INTERSECTION PROJECTS. UM, SO DIFFERENT THAN OTHER YEARS PAST WHAT THIS PROGRAM HAD AND THIS TAC COMMITTEE HAD, WAS DOCUMENTS THAT HAD BEEN PREPARED BY LATS AND THE COUNTY AND OTHER RESOURCES ABOUT, HERE ARE THE SAFETY AREAS, HERE ARE THE AREAS OF NEED AND IMPROVEMENT. AND SO BASICALLY THE PROJECT LIST WAS PEELED OFF OF THOSE STUDIES THAT HAVE BEEN PERFORMED AND HIT THOSE. SO THERE'S AREAS ON BLUFFTON PARKWAY, THERE'S A STUDY THERE. ALL OF ONE 70 HAS A STUDY, ALL OF 2 78 HAS A STUDY. UM, SMART SIGNALS, THAT WAS ONE THING. UM, HOW DO WE COORDINATE OUR SIGNALS AND IF WE'VE GOT TRAFFIC AND THAT'S GREAT, BUT IF THEY'RE STUCK AT A SIGNAL, THOSE ARE RELATIVELY EASY FIXES AS FAR AS SAFETY AND TRAFFIC FLOW. UM, WHICH MORE TIMES THAN NOT COMES IN FASTER THAN THE PROJECTS CAN GET COMPLETED. AND THAT'S WHAT WE'RE SEEING IN 2018. OTHER AREAS OF THE STATE, UH, WISH FOR THAT ISSUE, WISH FOR THAT PROBLEM BECAUSE IT TAKES LONGER TO COLLECT THE VALUE THAN IT DOES TO BUILD, UM, CERTAIN ROADS. SO, BUT GOOD POINT. ONE, ONE ADDENDUM THAT MAY BE OF INTEREST, AND THAT IS, UM, HOPEFULLY THIS TIME AROUND FOR THE FIRST TIME, I THINK, UM, THE COUNTY HAS, UH, ALLOCATED SOME MONEY TO UNDERTAKE AN EDUCATIONAL PROGRAM, UH, A PUBLIC RELATIONS EDUCATIONAL PROGRAM SO THAT THE PUBLIC KNOWS, UH, IN ADVANCE OF THE ELECTION, UH, WHAT'S GOING ON AND WHAT'S AT STAKE, UH, AND, UH, SOME OF THE HISTORY, UH, INCLUDING EXPLANATION OF THE 2018, UH, SITUATION.
