TRASK TO DISCUSS THE ISSUE OF THE INTERSECTION OF LADIES ISLAND DRIVE, SEA ISLAND PARKWAY, AND MERIDIAN ROAD. EVER SINCE COVID BEGAN, AND I'M NOT GONNA BELABOR YOU, YOU'VE ALL HEARD ALL THE FACTS BEFORE, BUT EVER SINCE COVID TRAFFIC HAS OBVIOUSLY INCREASED, POPULATION HAS INCREASED, AND THE FOLKS THAT ARE MOVING OVER THE MECH TIER BRIDGE TOWARDS LADIES ISLAND TRAVEL AT AN UNBELIEVABLE RATE OF SPEED. THERE ARE SOME TEMPORARY MITIGATION FACTORS THAT ARE COMING INTO PLAY. WE HOPE IT'S IN THE HANDS OF S-C-D-O-T AND THE COUNTY LONG TERM PROJECT. LORD KNOWS HOW LONG IT'S GONNA TAKE. HOPEFULLY IF THE REFERENDUM PASSES, IT'LL BE ON THE BOARD OF THINGS TO BE ACCOMPLISHED. BUT AS WE ALL KNOW, HAVING DEALT WITH BUREAUCRACIES BEFORE, NOTHING MOVES FAST. IN THE MEANTIME, THE TRAFFIC KEEPS COMING AND NOTHING SLOWS DOWN. THE REASON I WANT TO TALK TO YOU THIS EVENING IS JUST FOR THREE THINGS. ONE, IT'S AN ACCIDENT PRONE AREA, VERY ACCIDENT PRONE AREA OVER THE YEARS. I KNOW THAT COLONEL BAXLEY WAS HERE LAST WEEK. I KNOW HE AND I HAVE TALKED, OR AT LEAST TRADED EMAILS ON THE SUBJECT OF THIS PARTICULAR INTERSECTION. I WAS AWARE OF A DUMP TRUCK WAITING TO TURN LEFT OFF THE CAUSEWAY ONTO LADIES ISLAND DRIVE. AS I HAD THE RIGHT OF WAY, I CONTINUED TO TURN, UH, FOR MY LEFT TURN. ALL OF A SUDDEN A DUMP TRUCK WAS COMING STRAIGHT TOWARDS ME. AND ALL I WAS SEEING IS A BIG CHROME GRILL SURROUNDED BY BLACK. I CONTINUED RAPIDLY FORWARD ON AN ATTEMPT TO GET OUT OF HIS WAY, BUT COULD NOT MAKE THE TURN AT THIS POINT BECAUSE TWO VEHICLES, ONE IN EACH LANE ARE COMING FROM THE BRIDGE. THE PROBLEM IS, AS A COMMITTEE, YOU HAVE THE DAUNTING TASK OF DECIDING WHICH ROLES YOU WILL FOCUS ON. AND SINCE I LIVE SOUTH OF ABROAD, OF COURSE I'M GONNA LOBBY FOR SOUTH OF ABROAD. BUT AS A REPRESENTATIVE, IF, IF I'M ABLE TO GET IN THAT POSITION, I WOULD, UH, SUPPORT ANY AREA IN THIS COMMUNITY. BUT PLEASE KNOW, I UNDERSTAND, YES, YOU HAVE A HARD TASK, A HUN AHEAD OF YOU, BUT YOU DEFINITELY HAVE MY SUPPORT. AND HOPEFULLY UNLIKE IN 2024 WHEN THE REFER REFERENDUM DID NOT PASS THAT THIS YEAR, EVERYBODY CAN KNOW THAT. LISTEN, THESE ROADS, WE NEED SOME HELP AND LET'S PASS IT. UM, SO I THINK IT MIGHT BE GOOD IF ANYONE WANTS TO GO AROUND, JUST MENTION MAYBE WHAT YOU'VE SEEN. WE'VE GOT THE LIST GET, JARED AND BRIAN ARE GONNA GO THROUGH THIS. UH, I'M GONNA JUST TAKE ONE MINUTE TO KIND OF EXPLAIN WHAT MADE THE SCHOOL BOARD REFERENDUM SO SUCCESSFUL. WE CAME UP WITH A PLAN THAT I COULD, AND I WENT UP AND I CAMPAIGNED FOR THAT COMMITTEE, FOR THAT REFERENDUM. I COULD WALK INTO A SCHOOL WITH A DOCUMENT TO TELL THE PARENTS AND STUDENTS AND TEACHERS EXACTLY WHAT THAT REFERENDUM WOULD PRODUCE FOR THAT SCHOOL. NOT ONLY THAT, I COULD LEAVE DOCUMENTATION WHERE THEY COULD GO BACK FIVE YEARS LATER AND DO A CHECKLIST. IT WAS INCLUSIVITY. THAT WAS THE THEME THAT WAS ADOPTED. SO EVERY, EVERYONE, AND I THINK THAT REFERENDUM PASSED WITH LIKE 67, 70 SOME PERCENT IN FAVOR, VERY SUCCESSFUL. THE LAST TIME WE DID THIS, WE TOOK THE BASIC APPROACH TO THE EXTENT THAT I THINK THE COMMITTEE ENDED UP WITH ABOUT 80 MILLION FOR DIRT ROADS. BUT WE WENT FURTHER THAN DIRT ROADS. WE CAME UP WITH AN IDEA OF RESIDENTIAL ACCESSIBILITY. NO MATTER WHETHER YOUR ROAD HAVE A GREEN SIGN OR A BLUE SIGN, EVERY RESIDENT IN THIS COUNTY, EMS, THE SHERIFF DEPARTMENT FIRE DEPARTMENT, SHOULD BE ABLE TO HAVE ACCESS TO YOUR RESIDENCE. WHEN WE PAY OUR CAR TAX. THE LINE THAT SAYS ROAD IMPROVEMENT, WHAT DOES THAT BUY RULE PEOPLE? WHAT DOES THAT BIAS US? BUT WE HAVE TO PAY IT SHIFTING. I'M GONNA MOVE FURTHER RIGHT NOW. LOOK AT WHERE WE ARE IN THIS COUNTRY ECONOMICALLY. THE OTHER DAY THE PRESIDENT SAYS, I CAN'T, I'M NOT INTERESTED IN FUNDING MEDICAID AND MEDICAID BECAUSE I'M FIGHTING WARS. WHO'S PAYING FOR IT? WHO PAID LESS FOR ANYTHING IN THE PAST 18 MONTHS WITH THE MESS WE HAVE IN IRAN? GAS PRICES ARE NOT GOING DOWN BETWEEN NOW AND IN 2027, WHICH MEANS SHIPPING COSTS ARE GONNA STAY UP. WE ARE GONNA CONTINUE TO PAY MORE FOR EVERYTHING. I DON'T THINK THE ATMOSPHERE IS GONNA BE TO PASS A REFERENDUM IN 2026. LET US LOOK BACK AND ROLL BACK. THE OTHER THING IS THE, IS THE CALENDAR. BY THE TIME WE GET FINISHED, BY THE TIME COUNTY COMES GET FINISHED, MY GUESSTIMATION SAID WE MAY HAVE EIGHT TO 10 WEEKS TO SELL THIS PROJECT TO THE PUBLIC. SAME THING HAPPENED TO COME TO MS. HARRIS CAMPAIGN. SHE TRIED TO RUN A EIGHT MONTH CAMPAIGN IN TWO, UH, A TWO YEAR CAMPAIGN IN EIGHT MONTHS. NOT ENOUGH TIME FOLKS, NOT ENOUGH TIME WHERE PEOPLE WILL FEEL COMFORTABLE WITH WHAT WE ARE ASKING THEM TO VOTE FOR. TO ME AND MY, I'M NOT THE SHARPEST KNIFE IN THE DRAWER, BUT GOD GAVE ME OPPORTUNITIES TO BE A PART OF DECISION MAKING PROCESS THAT GAVE ME SOME EXPERIENCE. A REFERENDUM SHOULD ON THIS ISSUE IS GONNA BE A MAJOR TOPIC IN THE, IN THE NOVEMBER ELECTION FOR CANDIDATES. SO THE PEOPLE WHO ARE SITTING THERE NOW ON COUNTY COUNCIL MAY NOT EVEN BE THE ONE TO EXECUTE THIS. THINK ABOUT, AND I'M ABOUT RIGHT NOW, IF WE WANNA DO SOMETHING, WE SHOULD TELL COUNTY COUNCIL, YOU GOT A GOOD IDEA. BUT THIS REFERENDUM NEED TO BE HELD IN 27 . PUT TOGETHER A GOOD PLAN, PUT TOGETHER A GOOD PUBLIC RELATIONS PLAN, AND GO OUT AND SELL IT TO THE PEOPLE WHERE THEY KNOW WHAT THEY'RE GOING TO GET. THE FINAL POINT I WANNA MAKE IS WE'RE TALKING ABOUT BILLING BRIDGES AND DOING MAJOR THINGS TO STATE HIGHWAY AND ONCE SPOKE TO THE DELEGATION, DO WE HAVE ANY DELEGATION BUY-IN? SO WHAT WE GONNA DO, STACK MONEY AND PUT IT ON THE SHELF AND HOPE THAT THE DELEGATION WILL TRY TO GET MONEY OUTTA DC AND APPROVAL OUTTA COLUMBIA TO WORK ON A STATE HIGHWAY OR A STATE BRIDGE. UH, JUST TO GO THROUGH MY LIST BRIEFLY, I INCLUDED ALL DIRT ROAD PAVING. I THINK ALL DIRT ROAD PAVING IS IMPORTANT. IT'S ONLY 12 AND A HALF MILLION DOLLARS. UH, THE RESURFACING PROJECTS IN EACH MUNICIPALITY. CITY OF BEAUFORT, TOWN OF PORT ROYAL TOWN OF HILTON HEAD, TOWN OF BLUFFTON. $20 MILLION. I THINK THAT WE OUGHT TO INCLUDE EVERY ONE OF THOSE PROJECTS. SAME WITH THE INTELLIGENT SIGNALIZATION. I ALSO LOOKED AT THE HILTON HEAD RESOLUTION, AND I'VE INCLUDED EACH AND EVERY ONE OF THOSE ON MY LIST. UH, I THINK IT'S IMPORTANT TO, UH, MOVE FORWARD WITH, WITH ALL OF HILTON HEAD'S SUGGESTIONS. PERSONALLY, I DON'T HAVE A PROBLEM WITH HILTON HEAD, UH, AS THE MAYOR, UH, SUGGESTED DURING THE PRESENTATION, CONTROLLING THE FUNDS, I DON'T HAVE A PROBLEM WITH THAT MAY EVEN BE A, A GOOD THING. THE, UH, GIBB ROAD, PALMETTO BLUFF, SIGNAL, STARDUST LANE, HIGHWAY 46 IMPROVEMENTS. UH, I'VE INCLUDED ALL OF THOSE. AND SO, UH, THERE ARE A COUPLE OF, UH, OR A NUMBER OF REALLY IMPORTANT INTERSECTION IMPROVEMENTS NORTH OF THE BROAD, AND I'M JUST GONNA GO THROUGH THE NUMBERS IF YOU WANT TO MAKE A, A CHECK. ONE IS THE, UH, THAT'S PARTICULARLY IMPORTANT IS ON, UH, IS SHORTS LANDING ROAD, A SIGNAL ON SAM'S POINT ROAD. THAT'S HDR THREE. UH, ANOTHER ONE THAT'S REALLY VITAL IS IN THE CITY OF BEAUFORT. IT'S CARTER STREET. WE'VE GOT TRAFFIC COMING OFF OF, UH, LADIES ISLAND IN ST. HELENA AND GOING THROUGH THE CITY TO GO TO WORK, UH, OUT IN BURTON AND ELSEWHERE. AND THE THIRD WAS THE TOP PRIORITIES OF THE COUNTY, UH, AND THE MUNICIPALITIES THAT SPOKE TO US. AND THE FOURTH ONE WAS THAT ACCEPTABLE TO VOTERS IN TERMS OF THE, THE NUMBER OF DOLLARS AND THE TIME IT'S GONNA TAKE TO RAISE THOSE DOLLARS. SO I I, I TRIED TO COME UP, I TRIED TO LOOK AT EVERYTHING IN THAT, IN THAT, IN THAT CONTEXT AND SEE WHAT IT CAME OUT. AND IT CAME OUT TO SOMETHING AROUND 350 MILLION. UM, AND I WAS THINKING THREE, 350 MILLION OR FOUR YEARS, WHICHEVER CAME FIRST.
