IT WAS THE PROPERTY OWNERS RESPONSIBLE FOR COMPLETING ALL REQUIRED OFFSITE IMPROVEMENTS PRIOR TO ISSUANCE OF A CERTIFICATE OF OCCUPANCY FOR THE NOVANT HEALTH BLUFFTON MEDICAL CENTER.
WITH THE STIPULATION THAT INNOVATION DRIVES SOUTH THROUGH THE RETREAT AT GRAND OAKS NEIGHBORHOOD CANNOT SERVE AS A SECOND ACCESS OFF OFFSITE IMPROVEMENT FOR THE HOSPITAL.
AND, UH, JUST LITTLE NOTE, WHAT, WHAT WE'RE REFERENCING WHEN WE WERE SAYING OFFSITE IMPROVEMENTS WITH THAT BACK IN OCTOBER, THAT WAS FOR THE INSTALLATION OF THE REQUIRED INNOVATION DRIVE, SECONDARY ACCESS ROAD, AND THE ASSOCIATED TRAFFIC SIGNAL UPGRADES AT THAT INTERSECTION.
UH, THAT'S THE INTERSECTION OF INNOVATION DRIVE IN BLUFFTON PARKWAY AND ALSO THE REQUIRED TRAFFIC SIGNAL UPGRADES AT THE INTERSECTION OF LAKE POINT DRIVE AND BUCKWALTER PARKWAY.
SO SINCE THEN, UH, THEY, WHAT THEY'VE DONE IS THEY, THEY'VE, THEY'VE CHANGED AROUND THEIR SITE PLAN A LITTLE BIT.
UH, I'VE GOT ONE SLIDE THAT'S A COMPARISON THAT THAT'LL SHOW THE TWO, AND I'LL POINT OUT SOME OF THE DIFFERENCES.
I'LL LET THE APPLICANTS THAT ARE HERE ELABORATE ON ANY ADDITIONAL ITEMS. UH, THE PROPOSED DEVELOPMENT INCLUDES A THREE STORY, 164,000 SQUARE FOOT HOSPITAL WITH ASSOCIATED DRIVES, PARKING, LANDSCAPING, AND UTILITIES.

AND THEY PROVIDED A, UH, AN EXHIBIT THAT WAS INCLUDED IN THE PACKET, AND I HAVE THE SLIDE TO SHOW YOU OF, OF THE ROUTING OF THAT ROAD THAT GETS OUT TO BLUFFTON PARKWAY.
UH, LANDSCAPE BUFFERS ALONG LAKE POINT DRIVE AND BUCK WALTER PARKWAY WILL BE MAINTAINED TO EFFECTIVELY SCREEN ADJACENT RESIDENCES FROM THE DEVELOPMENT OF A LANDSCAPE PLAN THAT SHOWS, SHOWS, UH, THE LANDSCAPING AND THE BUFFERING THAT'S GOING ON THERE.

THAT'S THE NEW PRELIMINARY DEVELOPMENT PLAN THAT WE'RE LOOKING AT TONIGHT.
THE APPLICANT PROVIDED A RESPONSE TO COMMENTS AND REVISED PLANS ON JANUARY 26TH, 2026.
HERE'S THE OVERALL, UH, MASTER PLAN THAT CAME IN PARKWAY CORNERS MASTER PLAN.
THE MASTER PLAN WAS KIND OF UNIQUE IN THAT IT HAD A LAYOUT FOR THE NOVANT HOSPITAL AS PART OF THE PLAN, WHEREAS THE MAJORITY OF THE PLAN AFTER THAT, IT, IT ISN'T DETAILED AS SUCH.
SO TONIGHT WHAT WE'RE TALKING ABOUT IS, IS THE SITE PLAN GETS CHANGED AROUND A LITTLE BIT, BUT WE STAFF DIDN'T FEEL THAT THIS WAS, THERE WAS A NEED TO, UH, AMEND THE MASTER PLAN BECAUSE OF THE SITE DESIGN CHANGE.
ON YOUR LEFT IS THE ORIGINAL SITE PLAN THAT CAME TO YOU BACK IN OCTOBER.
UM, AND ON THE RIGHT UNFORTUNATELY WE'RE, WE'RE SKEWED 90 DEGREES.
SO, SO YOU'VE GOT BUCK WALTER PARKWAY ON THE RIGHT SIDE OF THE PREVIOUS SITE PLAN AND ACTUALLY, YEAH, BUCK WALTER PARKWAY, UH, ALONG THE BOTTOM OF THE NEW SITE PLAN.
SO WHERE, SO WHERE ORIGINALLY THE HOSPITAL WAS CLOSEST TO BUCK WALTER PARKWAY WITH THE PARKING BEHIND IT.
OUR NEW SITE PLAN ACTUALLY HAS THE PARKING LOT CLOSEST TO BUCK WALTER PARKWAY AND THE BUILDING BEHIND IT.
A COUPLE OTHER THINGS TO NOTE IS THERE'S A, I BELIEVE THAT'S THE LOCATION OF THE HELIPORT ORIGINALLY.
THAT HELIPORT IS LOCATED IN THIS LOCATION NOW.
SO, SO WHEN YOU, UH, IF SOMEONE WERE TO WANT TO COME TO

THE HOSPITAL, THEY COULD GET OFF OF BUCK WALTER PARKWAY ON THE LAKE POINT DRIVE AND THEY WOULD BE TAKING THAT FIRST ENTRANCE IN TO, TO THE ACTUAL HOSPITAL PARKING AS OPPOSED TO PREVIOUSLY, YOU, YOU COULD EITHER COME IN FIRST OR YOU CAN MAKE IT TO THE SECOND LOCATION, WHICH IS EASIER TO GET TO THE, UH, PARKING STAFF.STAFF FEELS THAT, UH, THE DESIGN BEFORE YOU NOW IS A LITTLE BIT BETTER BECAUSE OF THAT, ALONG WITH THE SECOND ACCESS POINT IS A ROUTE AROUND THE ENTIRE, THE ENTIRE SITE SERVES GOOD AS ACCESS TO GET AROUND IT.
AVOIDING, AVOIDING THE BUILDING GETS YOU OUT TO WHAT I'LL SHOW YOU ON ANOTHER SLIDE, WHICH IS A CONNECTOR ROAD THAT GETS YOU OUT TO BLUFFTON PARKWAY.
UM, PREVIOUSLY WHEN YOU GOT OUT TO HERE, YOU, YOU, YOU DID HAVE A LITTLE BIT OF AN INTERACTION WITH, WITH THE PARKING EVEN AT, AT BOTH OF THESE LOCATIONS WITH THE PARKING, IT'S NOT AS MUCH OF A FREE FLOW TO, TO CIRCUMVENT THE HOSPITAL.
UH, ANOTHER THING TO POINT OUT IS, AND, AND IT SHOWS UP HERE BECAUSE IT'S IN COLOR A LITTLE BIT BETTER.

THIS CONNECTION TO SOUTH INNOVATION DRIVE IS, IS NOT PROPOSED TO BE BUILT WITH, WITH THIS APPLICATION PLANNING COMMISSION SHALL CONSIDER THE CRITERIA SET FORTH IN SECTION THREE TEN THREE A OF THE UDO IN ASSESSING AN APPLICATION FOR PRELIMINARY DEVELOPMENT PLAN.
