IT'S BACK UNDER NOW AS WE'VE GOTTEN. SO THAT IS ACTIVE CONSTRUCTION PROJECTS. SO ONCE THEY HIT SUBSTANTIAL COMPLETION, THAT PROJECT COMES OFF. SO WE'VE HAD THE LAST SIX MONTHS, A FEW BIG PROJECTS COME OFF OF SUBSTANTIAL COMPLETION. IN 2017, THE GAS TAX WAS INCREASED FOR THE ROADS BILL THAT IS PRODUCED TODAY, $5.1 BILLION WORTH OF PROJECTS IN THE LAST SEVEN YEARS. AND THEN OVER THE LAST THREE YEARS WE'VE RECEIVED 900,000,001 [00:35:01] TIME FUNDS. UH, 300 MILLION OF THAT HAS GONE DIRECTLY TO BRIDGES. $600 MILLION WAS TO ACCELERATE THE WIDENING OF I 26 AND I 95. SO WE'RE IN THE MIDDLE OF IT, THE SEVENTH YEAR OF A 10 YEAR PLAN. SO WHEN WE, AS PART OF THE ROADS BILL, WE OUTLINED A 10 YEAR PLAN THAT FOCUSED ON RAILROAD SAFETY, UM, PAVING. SO MAINTAIN THIS SYSTEM INFRASTRUCTURE THAT WE HAVE. UM, THE BRIDGE PROGRAM AND THE INTERSTATE PROGRAM. SO THE ORIGINAL GOAL WAS A THOUSAND MILES OF RAILROAD SAFETY IN 10 YEARS. SO YOU CAN SEE WE'RE AT 1,212 MILES RIGHT NOW. SO NEW GOAL, I BELIEVE IS 1400 MILES. SO THAT, THAT'S BASICALLY THE WORST OF THE WORST RAILROADS. SO 20% OF IN, YOU KNOW, FATALITIES HAPPEN ON 5% OF THE ROADS. SO THOSE, THOSE ARE FOCUSED ON, UM, WIDENING SHOULDERS, PUTTING RUBBLE RUMBLE STRIPS IN, UM, WIDER PAVEMENT MARKINGS, IMPROVING THE CLEAR ZONE. SO PE IF PEOPLE DO GET OFF THE ROAD, THEY HAVE THE ABILITY TO RECOVER AND GET BACK ON THE ROAD. UM, SO THE 10,000 MILES OF PAVING, SO THAT'S ROUGHLY A QUARTER OF THE SYSTEM THAT HAS BEEN REPAVED IN THE LAST SEVEN YEARS. SO THERE'S A, THERE'S A LOT OF 20 TO 30 YEARS OF DEFERRED MAINTENANCE IN THE SYSTEM. SO THAT IS COMPLETELY PLAYING CATCH UP. SO WE'RE PLAYING CATCH UP OVER THE LAST SEVEN YEARS. SO WE'VE TOUCHED A CORE, A CORE OF THE SYSTEM AT THIS TIME. UM, AND THEN WE'VE HAD 464 BRIDGES, UM, THAT HAVE BEEN EITHER RECONSTRUCTED, HAD MAINTENANCE WORKED ON 'EM OR BEEN REPLACED IN THE LAST SEVEN YEARS. UM, THE GOAL IS 550 BRIDGES FOR THAT. SO THAT'S, UM, WE DO HAVE A BRIDGE CRISIS COMING. SO WE HAVE 2000 BRIDGES RIGHT NOW THAT ARE OVER 70 YEARS OLD AND WITHIN THE NEXT 10 YEARS THAT JUMP TO OVER 4,000 BRIDGES. SO THAT'S, THAT'S A BIG, BIG ISSUE MOVING FORWARD. 'CAUSE TYPICALLY A BRIDGE LIFE IS 75 YEARS, SO WE HAVE A SIGNIFICANT NUMBER OF BRIDGES THAT ARE GONNA NEED TO BE REHABBED OR REPLACED IN THE NEXT 10 YEARS. UH, INTERSTATE WIDENING. SO THOSE ARE FOCUSED ON A LOT OF 26 I 95. THAT INCLUDES I 85, 3 85 UP IN GREENVILLE AREA. SO, UM, WE'VE REALLY STARTED FOCUSING LESS ON THE URBAN INTERSTATE SYSTEM AND FOLKS SHIFTED MORE TO THE RURAL INTERSTATE SYSTEM. SO, UM, TRYING TO CLOSE DOWN I 26 BETWEEN COLUMBIA AND CHARLESTON, GET THAT TO SIX LANE FACILITIES AND WORKING ON 95 FROM THE GEORGIA STATE LINE UP TO I 26. SO THIS IS KIND OF OUR, THIS IS OUR INTERSTATE PROGRESS MATTER. SO YOU CAN SEE ALMOST THE ENTIRE INTERSTATE SYSTEM IS EITHER RECENTLY BEEN WIDENED, IS IN DESIGN IN CONSTRUCTION OR PLANNING AT THIS TIME. SO YOU CAN SEE SPECIFICALLY TO THIS AREA. SO, UM, AND I'LL GO IN MORE DETAIL ON THE, THESE PROJECTS. SO THE GEORGIA STATE LINE UP TO EXIT EIGHT IS IN CONSTRUCTION. THE NEXT TWO SEGMENTS, SO EIGHT TO 22 AND 22 TO 33 ARE IN DESIGN. AND THEN THE PLANNING IS THE REST OF THE SECTION OF 95 UP TOWARDS I 26. SO WE HAVE SOME EMERGING TRENDS THAT WE'RE TRYING TO ACCOUNT FOR. SO WE HAVE A GROWING PORT, YOU KNOW, IT IS THE DEEPEST PORT ON THE EAST COAST NOW. SO, UM, ANTICIPATED WITHIN THE NEXT, I THINK 20 TO 30 YEARS THAT IT WILL GROW FROM 3 MILLION, UM, TRUCKS A YEAR OR 3 MILLION UNITS A YEAR TO 10 MILLION. SO YOU GOT 7 MILLION MORE UNITS COMING THROUGH THE PORT OF CHARLESTON. SO THERE'S A LOT OF TRUCK TRAFFIC THAT'S GONNA BE ADDED TO THE SYSTEM AS WELL. SO HOW DO WE ACCOMMODATE THAT WHERE YOU KNOW, THEM WORKING WITH, YOU KNOW, THE PORT AND WAREHOUSES, YOU KNOW, AND THE RAIL PARTNERS? UM, WE HAVE CHANGING DEMOGRAPHICS. SO WE HAVE POPULATIONS SHIFTING FROM THE RURAL AREAS TO THE COAST TO THE URBAN AREAS OF YORK COUNTY, COLUMBIA, A LOT ALONG THE COAST. UM, IT'S PROJECTED WITHIN THE NEXT 20 YEARS. SOUTH CAROLINA'S POPULATION IS GONNA INCREASE BY 1 MILLION PEOPLE IN THE NEXT 20 YEARS CONCENTRATED MOSTLY IN THOSE AREAS, THE COAST, THE MAJOR METROPOLITAN AREAS. AND THEN OF COURSE WE'RE TRYING TO ACCOUNT FOR CHANGING TECHNOLOGY FROM, YOU KNOW, GAS POWER TO ELECTRICAL VEHICLES. SO RIGHT NOW THERE'S A LOT OF BILLS AT THE STATE HOUSE TO RATE OR TO INCREASE THE, UM, REGISTRATION FEE FOR ELECTRIC VEHICLES BECAUSE THE, YOU KNOW, I THINK IT'S ROUGHLY ABOUT $300 A YEAR IS WHAT WE PAY IN GAS TAXES. AND THE REGISTRATION FOR AN ELECTRIC VEHICLE, I THINK IS $60 EVERY TWO YEARS. SO STILL USING THE SAME ROADS BUT NOT CONTRIBUTING TO THE MAINTENANCE OF THE ROADS. UM, THE MOST RECENT ONE WAS, UM, LATE LAST YEAR. SO THE EASTBOUND MACKEY CREEK BRIDGE WAS BUILT IN 1956. UM, IT ISN'T THE ONE THAT IS IN NEED OF REPLACEMENT AT THIS TIME, UH, IS THE TOP PRIORITY IN 2017. SO WHAT'S CHANGED SINCE THE 2022 PUBLIC INFORMATION MEETING? SO THAT WAS THE LAST TIME WE WENT TO THE PUBLIC WITH THE CORRIDOR IMPROVEMENT PROJECT. SO WE HAD THREE INDEPENDENT STUDIES COMPLETED ON THAT. SO, UM, THE COSTS CONTINUED TO RISE DUE TO INFLATION AND THERE WAS A FUNDING GAP THAT DEVELOPED FOR THIS. SO YOU SAW, YOU KNOW, THE PRICE OF A GALLON OF MILK WENT UP 21%, BUT THE COST OF INFRASTRUCTURE WENT UP 67% AT THE SAME TIME. SO THAT'S BEEN STATEWIDE. WE USED TO BE ABLE TO REPAVE, I, I'M TRYING TO, IF I REMEMBER THE NUMBERS RIGHT, I THINK IT WAS FOR ONE PENNY OF THE GAS TAX WE, WE COULD REPAVE 101 MILES AND NOW IT'S DOWN TO 87 MILES. SO JUST THE, THE COST INCREASE IN THAT HAS MADE OUR BUYING POWER LESS ON EACH EVERY PROJECT. SO WHAT'S THE BIGGEST DIFFERENCE? SO THE 2 78 CORRIDOR IMPROVEMENT PROJECT WAS A SIX LANE PROJECT FROM BLUFFTON TO NAN CLOSING THE GAP WHERE IT GOES FROM FOUR TO SIX LANES. SO THE EASTBOUND REPLACEMENT IS JUST REPLACING THE EASTBOUND MACKEY CREEK BRIDGE AND THE EASTBOUND SKULL CREEK BRIDGE AND THE ASSOCIATED ROADWAY IMPROVEMENTS WITH IT, ALONG WITH THE IMPROVING THE ACCESS TO PINY ISLAND AND THE BOAT RAMP. SO YOU CAN KIND OF SEE HERE'S A HIGH LEVEL, SO WE DON'T, WE DON'T HAVE ANY, THERE'S NO BIKE AND PED FACILITIES INCLUDED IN THIS. THERE'S NO TRAFFIC IMPROVEMENTS FOR IT. IT IS JUST STRICTLY A BRIDGE REPLACEMENT PROJECT AT THIS TIME. BUT, YOU KNOW, ONE OTHER THING IS WE DO NOT IMPACT THE STONY COMMUNITY WITH THIS PROJECT. SO THIS IS OUR IMPROVING THE ACCESS TO PINKNEY ISLAND. SO THE EASTBOUND BRIDGE REPLACEMENT PROJECT, IT IS A ELEVATED STRUCTURE ALL THE WAY FROM BLUFF AND ACROSS BOTH MACKEY AND SKULL CREEK. IT DOES NO LONGER TOUCH THIS DOWN ON PINKNEY ISLAND. SO UNDER THIS SCENARIO THERE IS A, UM, RIGHT EVERYTHING AT PINKING ISLAND, THE BOAT RAMP BECOMES RIGHT IN, RIGHT OUT THERE IS AN ACCESS ROAD THAT GOES UNDERNEATH THE EX, THE WEST EXISTING WESTBOUND, BRIDGES AND THE NEW EASTBOUND STRUCTURE. UM, AND THEN THERE'S, THERE'S A RAMP BRIDGE THAT COMES OFF THE MAIN BRIDGE TO DROP DOWN TO THE BOAT LANDING. SO THIS IS THE LANE CONFIGURATION FOR IT. SO WE ARE SETTING UP FOR A FUTURE THIRD LANE IN THE EASTBOUND DIRECTION, BUT BECAUSE THERE IS NO ROADWAY IMPROVEMENTS ASSOCIATED WITH THE WINDING OUTSIDE OF THE BRIDGE REPLACEMENT PROJECT, IT WILL BE STRIPED AS A WIDER SHOULDER. SO WE'LL HAVE A 22 FOOT SHOULDER AND 2 12, 2 12 FOOT TRAVEL LANES AND A 10 FOOT SHOULDER UNTIL THE TIME THAT THE ROADWAY IMPROVEMENTS ARE PROVIDED. PROVIDE CONNECTIVITY TO THE THREE LANE SECTIONS ON EACH END. SO KIND OF THE PROJECT SCHEDULE. SO WE'VE RECENTLY HAD THE PUBLIC MEETING IN OCTOBER OF 2025. UM, WE'RE WORKING ON THE ENVIRONMENTAL APPROVAL FOR THAT, ANTICIPATE THAT THIS SUMMER. UM, WE HAVE RIDEWAY PLANS COMING IN NEXT WEEK, SO WE'RE ABOUT 60% COMPLETE WITH THE DESIGN ON IT. WE HAD A VALUE ENGINEERING STUDY COMPLETED LAST WEEK ON THE PROJECT. UM, NOTHING MAJOR CAME OUTTA THAT CHANGE. A LOT OF STUFF WERE THAT WERE THERE. IT'S GONNA BE HARDER TO IMPLEMENT THAN THAN, YOU KNOW, THERE'S A, THERE'S A FEW THAT WE'RE JUST GONNA TAKE A HARD LOOK AT, BUT I DO NOT SEE MANY OF THE 11 RECOMMENDATIONS ACTUALLY BEING IMPLEMENTED DUE TO PRIOR CONSTRAINTS THAT WE'VE HAD ON THE PROJECT. SO, AND THEN KINDA THIS WE ALSO TALKED ABOUT WHAT STARTING CONSTRUCTION, SO IT'S GONNA LET IN LATE 2027 CONSTRUCTION WOULD START IN EARLY 2028. SO UNDER THIS SCENARIO, THE BRIDGE IS COMPLETELY OFFSET OF THE EXISTING BRIDGES. SO THE BRIDGES CAN BE BUILT WITHOUT IMPACTING TRAFFIC UNTIL THE TIME WE HAVE TO DO THE TIE-INS AT EACH END OF THE BRIDGE. UM, AND THEN BEAUFORT COUNTY AND S-E-D-O-T ARE CONTINUE TO EXPLORE FUNDING OPPORTUNITIES. WE DO HAVE A FEDERAL BRIDGE GRANT IN, WE'VE [00:45:01] HAD IN FOR SIX MONTHS, NINE MONTHS THAT WE'RE, WE'RE WAITING ON FEDERAL HIGHWAYS TO, TO REVIEW AND PROVIDE. WE'RE NOT GOING BACK OUT AND REPLACING A TWO LANE BRIDGE WITH A TWO LANE BRIDGE WHERE THE FUTURE CAPACITY NEEDS TO BECOME THREE LANES. NOW YOU'VE GOT A WIDE BRAND NEW BRIDGE.
