UM, THE OLD TOWN BLUFFTON LOCAL HISTORIC DISTRICT IS, UM, A ALAR, A LARGER AREA THAT ENCOMPASSES A SMALLER HISTORIC DISTRICT THAT IS LISTED IN THE NATIONAL REGISTER OF

HISTORIC PLACES.SO THAT HISTORIC DISTRICT IS OUTLINED IN PURPLE.
UM, SO HISTORIC RESOURCES SURVEYS, AS I EXPLAINED IN OUR PRIOR PRESENTATION, ARE A TOOL THAT MUNICIPALITIES CAN USE TO IDENTIFY AND RECORD HISTORIC PROPERTIES.
UM, SO AS PART OF A SURVEY, PROPERTIES ARE ASSESSED FOR HISTORIC SIGNIFICANCE ACCORDING TO A DEFINED SET OF ESTABLISHED CRITERIA.
UM, SO AS PART OF A, A HISTORIC RESOURCES SURVEY, WE LOOK AT AND ASSESS ALL, UM, WHAT WE CALL RESOURCES.
UM, SO ALL BUILDINGS, STRUCTURES, SITES, AND OBJECTS WITHIN A DESIGNATED SURVEY AREA.
IN THIS CASE, OUR DESIGNATED SURVEY AREA IS THE OLD TOWN, UM, LOCAL HISTORIC DISTRICT.
UM, SO AS A LITTLE BIT OF BACKGROUND, UM, THIS IS THE FIFTH HISTORIC RESOURCES SURVEY IN OLD TOWN BLUFFTON.
THE PRIOR SURVEYS WERE CONDUCTED, UH, FROM THE 1990S TO 2019.
UH, IT, YOU MAY BE ASKING, WHY ARE WE DOING SO MANY SURVEYS? IT IS VERY TYPICAL TO DO A SURVEY EVERY 10 YEARS OR SO THAT'S CONSIDERED BEST PRACTICE.
UH, SO AS YOU, UM, LIKELY KNOW, THE OLD TOWN BLUFFTON HISTORIC DISTRICT WAS ESTABLISHED BY LOCAL ORDINANCE IN THE MIDDLE OF YOUR PRIOR SURVEY EFFORTS, UH, IN 2007.
UM, ORIGINALLY WHEN THE DISTRICT WAS FIRST ESTABLISHED, RESOURCES THAT WERE 50 YEARS OLD OR OLDER WERE CLASSIFIED AS WHAT WE CALL CONTRIBUTING RESOURCES TO THE OLD TOWN HISTORIC DISTRICT.
UM, IN, UH, RECENT YEARS IN 2021, THE TOWN ADOPTED A NEW ORDINANCE THAT DEFINED NEW CRITERIA FOR CONTRIBUTING RESOURCES.
UM, AND I WILL EXPLAIN MORE ABOUT THAT AND WHAT THAT MEANS, UH, FOR YOU ALL, UH, AS WE PROGRESS IN THE PRESENTATION.
SO, UM, THE TOWN HAD TWO MAJOR GOALS, UM, WHEN COMMISSIONING THIS LATEST SURVEY EFFORT.
SO THE FIRST GOAL WAS TO UPDATE THE LIST OF CONTRIBUTING RESOURCES IN THE LOCALLY DESIGNATED OLD TOWN BLUFFTON HISTORIC DISTRICT.
UH, IN CONSIDERATION OF THE NEW DEFINITION OF CONTRIBUTING IN THE 2021 ORDINANCE, THE THE LIST OF CONTRIBUTING PROPERTIES HAD NOT BEEN UPDATED SINCE THAT ORDINANCE WAS ESTABLISHED.
SO IT WAS, IT WAS IMPORTANT TO TAKE A FRESH LOOK THAT THE SURVEY, UM, AT THE, THE LOCAL DISTRICT, UM, AND RECONSIDER WHAT COULD BE CONTRIBUTING AND, AND WHAT CANNOT.
UM, THE SECOND MAIN GOAL FOR THE PROJECT WAS TO IDENTIFY PROPERTIES IN THE SURVEY AREA THAT MAY BE INDIVIDUALLY ELIGIBLE FOR LISTING IN THE NATIONAL REGISTER.
UM, SO THE NATIONAL REGISTER IS THE FEDERAL DESIGNATION PROGRAM FOR HISTORIC PROPERTIES.
UM, SO WHEREAS YOU CAN HAVE HISTORIC DISTRICTS AND BUILDINGS LISTED AT THE LOCAL LEVEL, UM, HISTORIC PLACES CAN ALSO BE LISTED AT THE NATIONAL LEVEL IN THE NATIONAL REGISTER.
UM, THERE ARE TWO COMPLETELY DIFFERENT, UM, DESIGNATION, UH, PROGRAMS, RIGHT? UM, BUT IT IS TYPICAL THAT WHEN YOU ARE DOING A HISTORIC RESOURCES SURVEY THAT YOU ARE LOOKING, UM, FOR BOTH LOCAL AND NATIONAL REGISTER ELIGIBLE PROPERTIES OR DISTRICTS.
SO, UM, EXPLAIN A LITTLE BIT ABOUT YOUR, UM, THE DESIGNATION CRITERIA TO BE CONTRIBUTING, UM, TO THE BLUFFTON LOCAL HISTORIC DISTRICT.

UM, SO IN THIS CASE, BLUFFTON HISTORY, RIGHT? UM, WE, WHEN WE DO HISTORIC RESOURCES SURVEYS, WE USE A HISTORIC CONTEXT AS THE FRAMEWORK AGAINST WHICH WE EVALUATE PROPERTIES FOR HISTORIC SIGNIFICANCE.

UM, BUT FOR NATIONAL REGISTER ELIGIBILITY, THE STAFF AT THE STATE, AT THE SOUTH CAROLINA DEPARTMENT OF ARCHIVES AND HISTORY, THEY'RE ACTUALLY THE DECISION MAKERS.
SO THEY CONSIDER OUR NATIONAL RECOMMEND NATIONAL REGISTER RECOMMENDATIONS, UM, BUT THEY ULTIMATELY DETERMINE WHAT IS ELIGIBLE FOR LISTING IN THE NATIONAL REGISTER OR NOT.
UM, SO THE SAME, THAT CONCEPT THEN APPLIES AT THE LOCAL LEVEL, RIGHT? SO WE MAKE LOCAL DESIGNATION RECOMMENDATIONS, BUT IN BLACKTON, UM, ULTIMATELY THE TOWN COUNCIL DECIDES WHAT ACTUALLY IS LISTED.

SO, OUR FIELD WORK RESULTED IN THE DOCUMENTATION OF 82 PROPERTIES, ENCOMPASSING 106 INDIVIDUAL RESOURCES, WHICH ARE AGAIN, BUILDING STRUCTURE SITES OR OBJECTS.
UH, 84 OF THESE RESOURCES WERE PREVIOUSLY DOCUMENTED, AND 22 WERE NEWLY DOCUMENTED.
THE DOCUMENTED RESOURCES INCLUDED RESIDENTIAL, COMMERCIAL, RELIGIOUS, CIVIC, AND INDUSTRIAL PROPERTIES.
AND THE PROPERTIES WERE PRETTY EVENLY DISTRIBUTED ACROSS THE SURVEY AREA, EXCEPT FOR THE NORTHEAST AND NORTHWEST CORNERS.
WHERE ARE, THERE ARE CONCENTRATIONS OF NEW DEVELOPMENT.
WE ALSO RECORDED ONE PROPERTY THAT WAS OUTSIDE OF THE SURVEY AREA BECAUSE OF COMMUNITY INTEREST AND ITS POTENTIAL FOR NATIONAL REGISTER ELIGIBILITY.

SO THE CIRCA 1840 JOHN A SEABROOK HOUSE IS IMPORTANT AS AN EXCELLENT EXAMPLE OF THE LOCAL LOW COUNTRY COTTAGE FORM, WHICH IS A VERNACULAR BUILDING FORM THAT'S COMMON IN THIS REGION.
THE JOHN J. COLE HOUSE AND ENSLAVED QUARTERS

IS IMPORTANT FOR ITS ARCHITECTURE AND FOR ITS ASSOCIATION WITH BLACK HISTORY AND SOCIAL HISTORY.THE HOUSE IS A GOOD EXAMPLE OF THAT LOW COUNTRY COTTAGE BUILDING FORM.
AND THE PROPERTY ALSO REFLECTS THE EARLY DEVELOPMENT OF BLUFFTON AS A SUMMER RESORT FOR WEALTHY ISLAND PLANTERS, UH, WHO RELIED ON THE LABOR OF ENSLAVED BLACK INDIVIDUALS.
ENSLAVED INDIVIDUALS BUILT THE JOHN JAY COLE HOUSE, AND THEN THEY RESIDED IN THE ENSLAVED QUARTERS TO THE REAR OF THE HOUSE.
THE ELIZABETH SANDERS BOARDING HOUSE, WHICH IS ALSO KNOWN AS SEVEN OAKS, IS IMPORTANT FOR ITS ASSOCIATION WITH THE COMMERCIAL IMPORTANCE OF BOARDING HOUSES IN EARLY BLUFFTON, UM, WHICH DREW TOURISTS TO THE RURAL AREA.
AND IT'S ONE OF JUST THREE REMAINING FORMER BOARDING HOUSES, UH, IN THE SURVEY AREA, AND IT'S THE LEAST ALTERED OF THOSE THREE.
THE JANE H AND GEORGE S GUILFORD HOUSE IS IMPORTANT FOR ITS ASSOCIATION WITH JANE GUILFORD, UH, JANE PRACTICE MEDICINE IN RURAL SOUTHERN BEAUFORT COUNTY.
AS A COUNTRY DOCTOR FROM THE LATE 19TH CENTURY TO THE EARLY 20TH CENTURY, SHE PROVIDED THIS ESSENTIAL SERVICE TO THE AREA AT A TIME WHEN IT WAS VERY RARE TO HAVE A WOMEN DOCTOR.
THE CIRCA 1890 PLANTERS MERCANTILE IS IMPORTANT FOR ITS ASSOCIATION WITH BLUFF IN'S COMMERCIAL DEVELOPMENT, UH, AS IT PROVIDED ESSENTIAL GOODS AND SERVICE SERVICES TO BLUFF IN'S RESIDENTS, AS WELL AS VISITORS FROM ITS CONSTRUCTION ALL THE WAY UNTIL IT CLOSED IN 1972.
IT'S ALSO THE OLDEST XTEND COMMERCIAL BUILDING IN THE TOWN.
THE CYRUS GARVIN GARVEY HOUSE IS IMPORTANT FOR ITS ASSOCIATION WITH BLACK HISTORY AND SOCIAL HISTORY.
IT'S THE OLDEST X EXTENT DWELLING CONSTRUCTED BY A FREED MAN IN BLUFFTON, AND ITS ASSOCIATED WITH BLACK SETTLEMENT AND LIFE IN BLUFFTON DURING THE RECONSTRUCTION ERA AND BEYOND.
AND THEN LASTLY, THE BLUFFTON OYSTER COMPANY IS IMPORTANT AS IT WAS HISTORICALLY, THE TOWN'S PRINCIPAL INDUSTRY AND A MAJOR EMPLOYER OF BOTH WHITE AND BLACK AREA RESIDENTS.
UH, ITS LATER OWNERSHIP BY THE BLUFFTON OYSTER COOPERATIVE IS ALSO SIGNIFICANT AS THE CO-OP SUSTAINED THE OYSTER COMPANY DURING A STATEWIDE DECLINE IN THE INDUSTRY, AND IT CONTINUED TO PROVIDE JOBS TO BLACK AREA RESIDENTS.
SO THIS SLIDE SHOWS THE TWO PROPERTIES THAT THE STATE, UH, PREVIOUSLY DETERMINED ELIGIBLE FOR THE NATIONAL REGISTER BEFORE OUR PROJECT.
WE RESURVEYED THEM, UH, AND THEY REMAIN ELIGIBLE AS THEY HAVE FEW OR NO CHANGES SINCE THEY WERE DETERMINED ELIGIBLE.
UH, THE FIRST IS THE BE FAIR PLANTATION PRICE HOUSE.
THIS WAS DETERMINED NATIONAL REGISTER ELIGIBLE IN 2007 FOR ITS ASSOCIATION WITH BLACK HISTORY.
ITS HISTORICAL USE AS A PRAISE HOUSE AND FOR ITS ARCHITECTURE, WHICH REFLECTS THE CHARACTER DEFINING FEATURES OF A PRAISE HOUSE.
AND THEN THE SECOND PROPERTY IS THE BLUFFTON AUXILIARY HEALTH CENTER.
UH, THIS WAS DETERMINED ELIGIBLE IN 2023 FOR ITS IMPORTANCE IN PROVIDING HEALTHCARE TO RESIDENTS OF BLUFFTON AND FOR ITS ASSOCIATION WITH A FEDERAL ACT THAT HELPED ESTABLISH HEALTH CENTERS IN RURAL AREAS.
SO THIS SLIDE IS THE THREE PROPERTIES THAT WE'VE RECOMMENDED ELIGIBLE FOR THE NATIONAL REGISTER, UH, AND THAT THE STATE HAS ASKED FOR SOME ADDITIONAL INFORMATION TO HELP THEM MAKE THEIR DETERMINATION OF ELIGIBILITY.
SO WE'RE WORKING ON THIS CURRENTLY, AND WE'LL MAKE AMENDED RECOMMENDATIONS IN OUR FORTHCOMING FINAL REPORT.
THE THREE PROPERTIES ARE THE ROBERT BRUIN STORE, WHICH WAS A BLACK OWNED STORE THAT OPERATED FROM AROUND 1939 TO 1950, THE PAT'S BROTHERS HOUSE, WHICH IS AN 1892 FOLK VICTORIAN STYLE DWELLING.
AND THEN LASTLY, THE SQUIRE WILLIAM POPE POPE CARRIAGE HOUSE, UH, WHICH IS A FORMER DWELLING THAT WAS CONSTRUCTED AROUND 1868 FROM THREE SEPARATE OUTBUILDINGS AFTER THE BURNING OF BLUFFTON.
SO ONE RESOURCE REQUIRES ADDITIONAL INFORMATION TO DETERMINE ITS POTENTIAL NATIONAL REGISTER ELIGIBILITY.
UM, THIS CIRCA 1950 MODEST CONCRETE OUTBUILDING AT THE ARCHIE AND VIOLET FRI HOUSE CONTAINED THE OFFICE OF THE FIRST TELEPHONE COMPANY COMPANY TO SERVICE BLUFFTON.
UH, ACCORDING TO A RESIDENT THAT WE INTERVIEWED AS PART OF THIS PROJECT, JOHN CANTRELL AND MADDIE BELL, WEST CANTRELL ESTABLISHED THE BLING TELEPHONE COMPANY IN 1953, AND THEY LIVED IN THE HOUSE ON THE SAME PARCEL AS THIS OUTBUILDING BEGINNING IN 1949.
UM, AS A RURAL AND REMOTE COMMUNITY, TELEPHONE SERVICES PROVIDED A REALLY IMPORTANT CONNECTION TO BLUFFTON RESIDENCE.
UM, HOWEVER, THE NATIONAL PARK SERVICE REQUIRES A CERTAIN LEVEL OF EVIDENCE FROM RESEARCH MATERIAL FOR A PROPERTY TO BE ELIGIBLE FOR LISTING IN THE NATIONAL REGISTER.
RESEARCH CONDUCTED FOR THIS PROJECT COULDN'T SUBSTANTIATE HOW THE BLUFFTON TELEPHONE COMPANY USED THIS BUILDING, SO THAT'S WHY AT THIS POINT IT'S RECOMMENDED THAT ADDITIONAL RESEARCH IS REQUIRED.

THESE PROPERTIES DON'T RISE TO THE LEVEL OF SIGNIFICANCE OR INTEGRITY THAT'S REQUIRED BY THE NATIONAL REGISTER AND THE TOWN'S CURRENT DESIGNATION CRITERIA, BUT THEY ARE IMPORTANT HISTORICAL PLACES NONETHELESS.
SO WE'VE RECOMMENDED THAT IF THE TOWN DOES ADOPT LESS STRINGENT DESIGNATION CRITERIA, THEY REVISIT THIS LIST OF POTENTIALLY CONTRIBUTING RESOURCES AT THAT TIME.
SO THIS IS A MAP, UM, OF ALL OF THE 66 RESOURCES RECOMMENDED POTENTIALLY CONTRIBUTING IF THE TOWN ADOPTS LESS STRINGENT LOCAL DESIGNATION CRITERIA.

SO ONCE THOSE BUILDINGS ARE RESURVEYED, UM, VIA RIGHT OF ENTRY REQUEST, THERE WOULD LIKELY BE ADDITIONAL RESOURCES THAT COULD POTENTIALLY BE CONTRIBUTING TO THE LOCAL DISTRICT.
SO ULTIMATELY, THAT NUMBER OF CONTRIBUTING RESOURCES TO THE DISTRICT COULD BE CLOSER TO 80, WHICH IS SIMILAR TO THE CURRENTLY CONTRIBUTING NUMBER.
