SO THAT PERMIT, WE, WE HAVE THAT PERMIT FOR THE NEXT SEVERAL YEARS.
WE NEED TO GET PERMANENT UTILITIES ALL THE WAY DOWN TO THE PLANNING AREA THAT WE REFER TO AS ANSON AND BIG HOUSE ISLAND, UM, SO THAT WE CAN CONTINUE THAT DEVELOPMENT AND POSSIBLY WORK OUR WAY BACK OUT, UM, BACK TOWARDS MORLAND FOREST.
THE ONLY WAY WE COULD DO THAT IS WITH THE ROAD CONSTRUCTION OF OLD ANSON ROAD.

UM, AND WE'RE GONNA PUSH FORWARD IN 2026, UM, HOPEFULLY ANOTHER TWO YEARS.

THEY SEEM TO BE OPERATED BY FOLKS THAT ARE TWO YOUNG TO SHAVE, AND THEY ARE SILENT AND ALMOST CAN SNEAK UP ON YOU, BEHIND YOU, AND YOU NOT GO.
I WAS WALKING THERE ONE DAY AND TWO BICYCLES CAME FULL SPEED ABREAST OFF OVER THAT BRIDGE, AND THEY WERE HOLDING HANDS.
IT LOOKED LIKE SOMETHING YOU WOULD SEE IN THE SURFACE.

UM, IT, WE ALSO ATTAINED A $529,850 GRANT, THREE 19 GRANT FOR TO HELP FROM S-E-D-O-T, FOR S-E-D-E-S TO HELP WITH CONNECTION COSTS FOR THE PROJECT.
AND THEN IN APRIL IS WHEN WE CAME TO COUNCIL TO GET APPROVAL OF THE CONSTRUCTION CONTRACT.
THE FISCAL AMOUNT APPROVED FOR THAT CONTRACT, UH, FOR THIS PROJECT WAS $863,784 AND 90 CENTS, WHICH IS, THAT INCLUDED A 10% CONTINGENCY.
AND IT WAS CONSIDERABLY LESS THAN WHAT WE ACTUALLY HAD BUDGETED FOR THE PROJECT.
SO CON CONSTRUCTION COMMENCED IN JULY 2ND, 2025.
UM, AND THEN TOWN TOWN STAFF BEGAN TO GET, UH, TO OBTAIN RIGHTS OF ENTRY FROM EACH PROPERTY OWNER FOR THE SERVICE CONNECTIONS.
UH, ONCE THOSE RIGHTS OF RIES ENTRY WERE ATTAINED, THE CONTRACTOR AND TOWN STAFF WERE ABLE TO REALLY GO OUT ON SITE AND FULLY EVALUATE THE CIRCUMSTANCES AND EXISTING CONDITIONS ON EACH PROPERTY AND ASSESS THE CONSTRUCTION OBSTACLES AND ACTUAL COST.
FOR EXAMPLE, UNTIL THIS POINT, YOU DON'T KNOW WHERE THE SEPTIC TANK IS LOCATED.
YOU KNOW, WHAT THE ELEVATION OF THE SEPTIC TANK UNTIL YOU GO OUT THERE AND GET THE RIGHT OF ENTRY AND GET ACCESS TO THE SITE.
SO THE ADDITIONAL COST THAT WE'VE INCURRED SO FAR, THERE'S, THEY FALL INTO TWO CATEGORIES REALLY.
ONE IS SEWER MAINLINE CONNECTIONS, AND THE OTHER IS REALLY THE CONNECTIONS ON PRIVATE PROPERTY.
UM, WE RAN INTO A UNKNOWN WATER LINE ON WATER STREET DOWN BY THE CHURCH ACROSS, WHICH REQUIRED US TO SEND IN ADDITIONAL FUNDS FOR, UH, TO RELOCATE A WATER LINE.
AND THEN ON GREEN STREET WE ADDED TWO MANHOLES AND RELINE THE PROPOSED SEWER, UH, LINE FOR A FUTURE BOUNDARY STREET STREETSCAPE DRAINAGE.
WE NEEDED TO MOVE IT OVER SO THAT WE COULD ACCOMMODATE THE FUTURE DRAINAGE OFF WALL FOR THE BOUNDARY STREET PROJECT.
THOSE TWO, UH, ITEMS FROM MAINLINE CONSTRUCTION WERE COVERED, COVERED UNDER THE ORIGINAL CONTINGENCY OF THE PROJECT.
SO THE NEXT THREE ITEMS ON THE LIST ALL RELATED TO CONNECTIONS ON PRIVATE PROPERTY.
AND THESE THINGS ARE WHAT WE'RE, ARE REQUIRING FOR ADDITIONAL WORK FOR THIS PROJECT.
UH, FIRST IS THERE ARE THREE ADDITIONAL PUMP STATIONS REQUIRED FOR RESIDENTIAL STRUCTURES, STRUCTURES, UNABLE TO PROVIDE GRAVITY FLOW FOR THE SERVICE CONNECTIONS TO THE STREET.
UH, THIS RELATES TO WHERE THIS, THIS THE SEPTIC TANK IS LOCATED, WHAT THE ELEVATION IS AND WHAT THE ELEVATION IS AT THE STREET.
IT TURNS OUT ON THREE THREE PROPERTIES, THE SEPTIC TANK WAS TOO LOW TO GET GRAVITY FLOW.
SO WE NEED TO DO, ACCORDING TO PUMP STATIONS, TO, TO BE ABLE TO DO THAT.
UH, EXCUSE ME, ARE YOU SAYING I WAS GONNA BRING THAT UP? THIS ADDITIONAL PUMPS, THERE WAS NO WAY TO FIGURE THAT OUT.
IN THE, UH, DESIGN, IT'S, IT IS DIFFICULT TO GET WHEN YOU DON'T HAVE A RIGHT OF ENTRY TO A PROPERTY AND WHEN YOU'RE SURVEYING YOU CAN ONLY SURVEY THE PROPERTY YOU HAVE CONTROL OVER.
SO WE, WE SURVEY THE RIGHTS OF WAY AND WE TRY TO GET A SHOT IN THE FRONT YARD OF EACH PROPERTY.
SO WE KIND OF KNOW THE GENERAL ELEVATION.
BUT AT THE, IN A LOT OF CASES IN HERE, IN THIS PARTICULAR EXAMPLE, THE SEPTIC TANK IS NOT IN THE FRONT YARD, CLOSE TO THE CLEAN OUT.
IT'S IN THE BACKYARD AND IT'S DOWN NEAR THE WATER WHERE IT FALLS OFF AND THE ELEVATION IS TOO LOW TO GET GRAVITY AND FLOW TO THE STREET.
SO THAT'S WHY WE END UP AND IN TERMS OF NOT KNOWING, UM, RIGHT OF ENTRIES ARE ONLY, THEY ONLY LAST FOR A YEAR.
SOMETIMES WHEN WE'RE DESIGNING THIS PROJECT IS SIX MONTHS BEFORE WE START CONSTRUCTION OR SO.
AND IF WE GET IT THEN, THEN WE MAY NOT HAVE IT FOR THE, THE PERIOD OF TIME THAT WE HAVE.
SO WE DON'T REALLY GO FOR THOSE UNTIL WE'RE DONE WITH THE DESIGN.
WE GET APPROVAL AND THEN WE START CONSTRUCTION AT THAT TIME.
