AND THEN ALSO, UH, IT'S, IT'S CURRENT EVENTS IS WHAT'S GOING ON WITH THE TAX RUN THAT, UM, STORMWATER HAS A LARGE PART AT THE VERY BEGINNING OF THE TAX RUN AND SHE'LL GIVE YOU AN UPDATE AND OUR PART IN THAT.

I'LL HAVE TO SAY THIS IS VERY APTLY TIMED PRESENTATION WITH ALL THE RAIN THAT WE'VE HAD IN THE PAST THREE WEEKS, SO THANK YOU FOR GIVING ME THE OPPORTUNITY.

UM, I'M VERY PASSIONATE ABOUT STORMWATER AND IF I GET MY JOB RIGHT, YOU WILL BE TOO SOON.

SO I'M HERE TO INFLUENCE ALL OF YOU.

LET'S TALK A LITTLE ABOUT WHAT IS STORMWATER.

STORM WATER IS RAINWATER THAT THROWS OFF OF HARD SURFACES LIKE ROOFS, DRIVEWAYS, AND ROAD SURFACES THAT DO NOT ABSORB WATER.

MY JOB IS TO MANAGE THE QUALITY AND QUANTITY OF THIS WATER SO IT DOESN'T HARM OUR LOCAL RIVER MARSHES AND OTHER WATERWAYS.

EVERY RESIDENT IN BEFOR COUNTY PAYS A SMALL FEE ON THEIR TAX BILL.

THIS MONEY GOES INTO OUR STORM WATER UTILITY FUND, WHICH SUPPORTS ALL OF OUR STORM WATER WORK.

TAX RUN IS THE YEARLY PROCESS WHERE WE CALCULATE THOSE STORM WATER FEES.

IN THE PAST, IT TOOK A LOT OF MANUAL WORK, AND I WILL ADMIT STORM WATER HAS CAUSED DELAYS, BUT WE'VE MADE A LOT OF IMPROVEMENTS BEFORE.

STAFF HAD TO MANUALLY OUTLINE EVERY DRIVEWAY AND ROOF TO MEASURE HOW MUCH WATER WOULD RUN OFF, WHICH WAS A VERY SLOW AND TEDIOUS PROCESS.

NOW WE USE A TECHNOLOGY CALLED LIDAR, WHICH USES AERIAL SCANS TO AUTOMATICALLY MEASURE THESE AREAS DURING ROUTINE WIPE BY OUR GGIS DEPARTMENT.

THIS CHANGE HAS MADE THE PROCESS FASTER AND MORE ACCURATE.

RIGHT NOW THE FEE FORMULA IS VERY COMPLICATED.

WE CURRENTLY HIRE TWO OUTSIDE PRIVATE CONSULTANTS EVERY YEAR, JUST A COMPLETE TAX RUN.

OUR GOAL IS TO MAKE THE FEE CALCULATION PROCESS SIMPLER AND EASIER TO UNDERSTAND SO TAXPAYERS KNOW EXACTLY HOW THEIR FEES ARE DETERMINED.

THE FEES COLLECTED SUPPORT TWO MAIN PROGRAMS, OUR MAINTENANCE PROGRAM AND OUR CAPITAL IMPROVEMENT PROGRAM FOR OUR CIP PROGRAM.

FOR OUR MAINTENANCE PROGRAM, WE KEEP OUR STORMWATER INFRASTRUCTURE LIKE DISHES, PIPES, AND OUTFALLS CLEAN AND WORKING PROPERLY.

THIS INCLUDES AREAS INSIDE TOWNS LIKE FORT ROYAL, CITY OF BUFORT, TOWN OF LUPTON AND TOM TO HEAD WHERE RESIDENTS PAY AN EXTRA MUNICIPAL THAT WE ALSO COLLECT FOR OUR CAPITAL IMPROVEMENT PROGRAM.

THIS IS WHERE WE HOUSE OUR LARGER PROJECTS.

UM, WE TRACK COMPLAINTS FROM RESIDENTS THROUGH OUR BC CONNECT SYSTEM TO FIND PROBLEM AREAS

AND THEN WE CONTRACT WITH ENGINEERING FIRMS TO DO DRAINAGE STUDIES.

WE SHOW BLOCKAGES OR FLOODING ISSUES AND SUGGEST FIXES.

THEN WE THEN WE THEN TURNED THESE SUGGESTIONS INTO ACTUAL CONSTRUCTION PROJECTS.

FOR EXAMPLE, IN 2022, OUR CONSULTANT WILBERG CONDUCTED A STUDY IN THE ST.

HELENA AREA.

WE THEN IMPROVED DRAINAGE BY INSTALLER, INSTALLING LARGER PIPES ON HICKORY HILL AND BIBLE CAMP ROADS TO REDUCE FLOODING IN 2024.

MORE RECENTLY, WILPERT COMPLETED A WATERSHED LEVEL STUDY ON NORTHERN LADIES ISLAND, BUT SOME FLOOD, SOME FLOODING ISSUES REMAINED UNRESOLVED.

NOW WE'RE LOOKING MORE CLOSELY AT SPECIFIC PROPERTIES ON A PARCEL LEVEL TO LOOK FOR CREATIVE SOLUTIONS.

WE USUALLY HANDLE ONE TO TWO DRAINAGE STUDIES AT A TIME TO ENSURE QUALITY AND FOLLOW THROUGH FROM STUDY TO FINISHED PRODUCTS, MAKING SURE WE HAVE THE TIME AND ADEQUATE RESOURCES TO CARRY OUT THOSE CONSTRUCTION PROJECTS.

UM, IT'S A WATER PRODUCT, WATER QUALITY PROJECT CALLED ARTHUR HORN WETLANDS RESTORATION.

THIS IS A 17 ACRE WETLANDS IN THE PORT ROYAL AREA.

UH, RAIN GOAL IS TO RESTORE STORM WATER FUNCTION AND REDUCE FLOODING, BUT ALSO THIS AREA CAN DUAL AS AN ECOLOGICAL ASSET BY PROVIDING HABITAT AND BIODIVERSITY.

I'M VERY EXCITED TO SAY WE'RE PARTNERING WITH DUCK UNLIMITED TO EXPLORE THE POSSIBILITY OF CERTIFYING THIS WETLAND AS A DUCK.

I EMPOWERMENT.

THIS PROJECT WOULD MIRROR PROJECTS SUCH AS CRYSTAL LAKE AND CYPRESS WETLANDS THAT WOULD OFFER A BEAUTIFUL AMENITIES TO COMMUNITIES.

THAT'S JUST SOMETHING TO LOOK FORWARD TO.

WE'RE CURRENTLY IN THE DESIGN PROCESS AND WE ARE WORKING WITH CITY OF BEAVER AND FORT OIL TO MAKE THAT POSSIBILITY COME TRUE AND TO EXPLORE CONNECTIVITY POSSIBILITIES TO THE SPANISH MOSS TRAIL.

AND IT, IT USED TO BE A PART.

UM, WE DO HAVE CREWS OUT PERFORMING WHAT MAINTENANCE WE CAN AND WE'RE COORDINATING WITH DOT TO CONTINUE TO MONITOR THE SITUATION.

BUT WE ARE ALSO LOOKING INTO SOME LARGE SCALE CREATIVE OPTIONS WE'LL SAY, UM, FOR FUTURE PROJECTS.

UH, WE HAVE, THEY HAVE ORDERED THE STRUCTURES, THE STEEL BUILDINGS, AND THAT IS A 16 TO 18 WEEK, UH, PROCESS.

UH, IS REALLY THE SPONSOR OF THAT STUDY, UH, WILL BE THE RECIPIENT OF ITS RESULTS.

AND, UH, WE'RE ABOUT 75%, MAYBE 80% THROUGH LAST WEEK.

WE WERE TESTING SOME OF THE, THE PREFERRED ALTERNATIVE ROUTES IN BUFORD AND PORT ROYAL.

UM, EXPECT COMPLETION SOMETIME IN OCTOBER.

LIKELY RECOMMENDATIONS WILL BE FIXED ROUTE SERVICES.

UH, THE COMPLIMENTARY A DA PARA TRANSIT THAT COMES WITH THAT, WHICH I THINK WILL BE VERY, VERY BUSY.

AS WELL AS SOME MICRO TRANSIT ZONES, WHICH WE'LL EXPLAIN FURTHER.

SO THE COUNTY, CITY OF BEAUFORT, TOWN OF PORT ROYAL, UM, WE ARE ALSO SEEING, HAVE SEEN, HAVE SEEN IT FOR QUITE SOME TIME INCREASING DEMAND FOR MORE FREQUENT CONNECTIONS BETWEEN NOW HARDY BUILD BLUFF AND HILTON HEAD AND BACK.

SO, UM, I THINK THAT'S ONE OF OUR NEXT GROWTH AREAS THAT WE'LL BE LOOKING VERY CLOSELY AT.

OUR BIGGEST CHALLENGES BY FAR FUNDING, UM, ARE REVENUE.

WE STILL HAVE A DEFICIENCY ON REVENUE FOR FISCAL 26 THAT OUR BOARD WILL BE ADDRESSING AT A SPECIAL CALL MEETING ON TUESDAY.

SO WE ARE WORKING DILIGENTLY TO FIND THE REMAINING REVENUE WE NEED TO COVER CURRENT EXPENSES, MEANING CURRENT SERVICES, THE EXPENSES TO OPERATE THOSE EXPENSES HAVE GONE OUT DRAMATICALLY.

UM, BUT OUR SUPPORT FROM THE STATE AND, UH, THE FEDERAL, FEDERAL TRANSIT ADMINISTRATION HAS KIND OF STAYED STEADY.

WE KIND OF KNEW WHAT WE WERE PLAYING WITH OUR REVENUE.

EX ANTICIPATED REVENUE EXPECTATIONS ARE VERY CHALLENGING BECAUSE YOU'VE GOT FEDERAL GRANT MONIES THAT ARE, THE FEDERAL GRANT MONIES ARE TIMED OCTOBER TO SEPTEMBER.

YOU'VE GOT STATE THAT'S TIMED LIKE OURS, SAME FISCAL CALENDAR AS THE COUNTY AND US.

AND SO THAT, UM, AH, TAX LOCAL AH, TAX AWARD COMES WITH A TWO YEAR TIME LIMIT.

SO, UM, IT IS GONNA BE A, UH, CONDENSED PLANNING PERIOD OF TIME.

WE DO HAVE THAT MONEY IN THE LOCAL A, A CHECKS GRANT APPLICATION OR, UH, APPROVED APPLICATION FOR CONSTRUCTION ONLY.

AND THE APPLICATION ITSELF STATED THAT THE PLANNING WOULD COME FROM THE PASSIVE PARKS CAPITAL FUND.

UM, THAT LED TO A UNIQUE SITUATION IN ASBESTOS, UH, ABATEMENT WHEN YOU HAVE WHAT THEY CALL A DEMO IN PLACE, RACKUM.

SO THAT'S REGULATED ASBESTOS CONTAINING MATERIALS.

SO BASICALLY THE WHOLE BUILDING BECOMES CONTAMINATED WITH ASBESTOS AND WE HAVE TO DEMO POLICE, ADD AIR QUALITY MONITORING AND OTHER THINGS TO THE PROJECT.

THE PROJECT WAS THEN RESCHEDULED FOR MAY, THE CONTRACTOR SHOWED UP AND DEMOED SEVERAL BUILDINGS ON SITE, BUT WHEN THEY GOT TO THE LODGE, THERE WAS ADDITIONAL ASBESTOS CONTAINING MATERIALS THAT WERE IDENTIFIED UNDER THE ROOF STRUCTURE.

SO THERE'S ACTUALLY SEVERAL LAYERS TO THE ROOFING AND THEY IDENTIFIED A SILVER BASED, UH,

ROOFING MATERIAL THAT WE LATER DID DETERMINE WAS, UH, CONTAINING, UH, ASBESTOS THAT CREATED A UNIQUE SITUATION WITH THE LODGE STRUCTURE IN THAT BY WE WOULD NOT BE ABLE TO DEMO THAT IN PLATE.

WE WOULD NOT BE ABLE TO DEMO THE ROOF TO ABATE IT.

WE WOULD AGAIN HAVE TO DEMO AND PLACE, UH, THE RACKUM AND AGAIN, A CHANGE, UH, RESULTING IN THAT.

AT THE SAME TIME, THE CAFETERIA STRUCTURE WAS DEEMED UNSAFE, UH, FOR ABATEMENT AS WELL AND IS GONNA BE A RACKER AS WELL.
