UM THE DRIVING RANGE OF THE GOLF COURSE THEIR OUTLET WOULD ONLY BE MCCRACKEN WAY OR MASTERS WHICH WOULD BE AN AWFUL LOT OF TRAFFIC JUMPING INTO BOSTON PARKWAY BUCKWALTER PARKWAY AS WELL AS TRAFFIC FOR ALL THE SCHOOLS THERE'S BLUFFTON HIGH SCHOOL THERE. THERE'S A DAYCARE THERE. THERE'S HILTON HEAD CHRISTIAN ACADEMY THERE. THERE IS I THINK BLUFFTON ELEMENTARY THERE BUT WE ARE SINGLE FAMILY DEVELOPMENT AND HAVING APARTMENTS IN OUR COMMUNITY WOULD BE DEVASTATING FOR US AS WELL AS SAFETY CONCERNS. THE AREA RIGHT HERE ARE TWO DRIVE UP TELLER MACHINES AND THEN THIS AREA BACK HERE WOULD BE THE TRASH ENCLOSURE. AND AS YOU CAN SEE, MOST OF THE PROPERTY IS SURROUNDED WOULD BE LANDSCAPED ALONG THE MAE RIVER ROAD HIGHWAY 46 CORRIDOR. THERE IS A WOODED BUFFER THAT WILL REMAIN INTACT. HERE ARE THE ELEVATIONS AND THIS IS VERY SIMILAR TO WHAT IS CONSTRUCTED ALBUM RIVER CROSSING ALREADY. THE COLOR PALETTE IS LOW COUNTRY TYPICAL OF THE COLOR SCHEME THAT'S USED IN MAY RIVER CROSSING AT MOONLIGHT THERE AND YOU SEE THIS GRAYISH SILVER COLOR WILL BE THE PREDOMINANT COLOR OF THE BANK WHICH WILL BE HARDIE PANEL THE ROUTE PLAN THE EQUIPMENT WILL BE LOCATED ON THE ROOF AND WILL BE SCREENED FULLY NOT VISIBLE FROM PEDESTRIANS. THE PHOTOMETRIC PLAN I'M ONLY PROVIDING A PORTION IT DOES COMPLY WITH THE TEN FOOT CANDLES MAXIMUM FOR THE ENTIRE SITE EXCEPT WITH A FEW HOT SPOTS RIGHT AT THE ATM DRIVE UP AS WELL AS THE WALK UP ATM. AND THIS IS THE RANGE OF THE FOOT CANDLES THAT YOU SEE HERE.

SO THERE WOULD BEANY THERE WILL NEED TO BE A DETERMINATION THAT THIS IS APPROPRIATE.

MY UNDERSTANDING IS THAT THERE IS STILL SOME MANUFACTURER INFORMATION HAS TO BE SUBMITTED TO THE APPLICANT AND SO THESE FOUR CANDLES MIGHT CHANGE SLIGHTLY.

THE REVIEW CRITERIA YOU SEE HERE THERE ARE THREE AND IT DOES COMPLY WITH ALL THERE WILL NEED TO BE LIGHTING DETERMINATIONS MADE FOR LED LIGHTING AND AS YOU KNOW THE REGULATIONS FOR THIS AREA WERE ADOPTED BEFORE THERE WAS LED LIGHTING AND SO YOU'LL NEED TO MAKE A DETERMINATION THAT THE LEDS ARE APPROPRIATE AS WELL AS THE FOOT CANDLE EXCEEDING THE FOOT CANDLES. SO TONIGHT YOU CAN APPROVE THE APPLICATION AS SUBMITTED WITH CONDITIONS OR DENY THE APPLICATION. IT IS THE RECOMMENDATION OF THE STAFF THAT THE APPLICATION BE APPROVED WITH CONDITIONS AND THAT INCLUDES AN UPDATED PHOTOMETRIC PLAN THAT INCLUDES ACCURATE FOOT CANDLES AFTER THE CANOPY DETAILS HAVE BEEN OBTAINED FROM THE MANUFACTURER PROVIDE A LETTER OF APPROVAL FROM THE MASTER PLAN DECLARANT RESPONSE BILL FOR THE COVENANTS AND RESTRICTIONS FOR MAY RIVER CROSSING AND TO PROVIDE A SIGNED PERMIT THAT WILL BE SEPARATE FROM THE COVE TIME AND AGAIN A DETERMINATION WILL NEED TO BE MADE THAT LED LIGHTING IS APPROPRIATE AND WHETHER OR NOT THE FOUR CANDLES IN EXCESS OF TEN ARE APPROPRIATE FOR THE LOCATIONS IDENTIFIED ON THE SITE PLAN.

AND WITH THAT I'LL BE GLAD TO ANSWER ANY QUESTIONS BUT IS STAFF'S FEELING ON FOOT CANDLES MORE THAN ANYTHING? THIS WOULD SEEM APPROPRIATE. LET ME GO BACK TO THE PHOTOMETRIC PLAN AND LET ME ACTUALLY GO BACK TO THE SITE PLAN TO SHOW YOU THE LOCATION THE SO THIS IS MAE RIVER CROSSING THAT YOU SEE HERE. HOWEVER THE ATM IS ON THE BACK SIDE OF THE BANK WHICH IS WOODED IN THIS AREA.

SO THERE'S REALLY NO VISIBILITY AND THERE WON'T BE PEOPLE FROM THE FROM THE PARKING LOT OR PASSING BY WHO WILL SEE ANYONE WALKING UP TO THIS TELLER MACHINE.

ADDITIONALLY THE ATM DRIVE UPS AND THEY'RE VERY FOCUSED VERY CONCENTRATED IN THAT AREA SO THERE IS NO SPILLOVER HERE AT THE PROPERTY LINES AND WOULD NOT BE AN ISSUE IN MY OPINION.

AND SO WE ARE SATISFIED WITH THE FOOT CANDLES THAT ARE SHOWN ON THE PLAN IS THE APPLICANT HERE THEY ARE HERE WITH THE APPLICANT LIKE TO SPEAK ARE FIND FRAMING LIGHTING AND THE LIGHTING IS ALL ABOUT SECURITY AND SAFETY FOR THE CUSTOMER. AND IT'S PROVEN THAT THE BRIGHTER IT IS, THE LESS CRIMINAL, YOU KNOW, CRIMINAL ACTIVITY YOU HAVE.

WE'RE HERE THIS EVENING FOR A RECOMMENDATION THAT WILL GO TO TOWN COUNCIL.

THE APPLICANT IS HERE IN CASE ANY QUESTIONS COME UP OR THEY'RE HAPPY TO ANSWER IT AGAIN. THIS IS A REQUEST FOR US TO APPROVE THE ACQUISITION OF 60 RESIDENTIAL DWELLING UNITS FROM THE TOWN'S DEVELOPMENT RIGHTS BANK THROUGH A TRANSFER OF DEVELOPMENT RIGHTS ORDINANCE AS WELL AS AMENDING THE PD AND CONSENT PLAN TO INCORPORATE SAID UNITS INTO THE BUCKWALTER PROPERTY. THE ACTION INTENDS TO DEVELOP 120 UNIT AFFORDABLE HOUSING COMPLEX AND 6000 SQUARE FOOT MEDICAL OFFICE BUILDING.

SO YOU HAD A WORKSHOP LAST MONTH DOING THIS THIS MONTH AND THEN YOU'LL ACTUALLY SEE THE DEVELOPMENT PLAN NEXT MONTH.
