SO WE'RE GONNA DO THIS A LITTLE BIT DIFFERENT THAN WE HAVE IN THE PAST WHERE I UPDATE THE CURRENT PROJECT. WE'RE GONNA GO BACK THROUGH THE HISTORY OF DIRT ROADS A LITTLE BIT IN BEAUFORT COUNTY. SO IF ANY OF YOU WATCHED, UH, COUNTY COUNCIL, OUR PUBLIC FACILITIES COMMITTEE ON MONDAY, JARED WENT THROUGH A SIMILAR PRESENTATION. UM, SO WE'LL HIT THE HIGH POINTS AND TOUCH ON A FEW LITTLE DIFFERENT ITEMS. BUT, UM, GO AHEAD AND MOVE TO NEXT SLIDE. SO THIS FIRST SLIDE HERE, THIS IS GONNA REALLY BE A BREAKDOWN OF ALL THE ROADS THAT HAVE BEEN PAVED SINCE 1994. STAFF WENT BACK AND DID A DEEP DIVE LOOKING AT THE OLD CONTRACTS, FIGURED OUT WHAT HAD BEEN PAVED, WHAT DISTRICT. AND SO REALLY, YOU KNOW, SINCE 19 94, 317 ROADS HAVE BEEN IMPROVED FOR A TOTAL 105 MILES. SO IT'S A PRETTY GOOD LITTLE, UH, PROGRAM THAT WE GOT GOING. SO, YOU KNOW, OVER THE AVERAGE OF THAT TIME, WE'VE BEEN AVERAGING ABOUT A MILE A YEAR. BUT AS TIME GOES ON, YOU KNOW, THE BUDGET'S STAYING THE SAME AT ABOUT 2 MILLION, BUT INFLATION'S GOING UP. SO WE KEEP GETTING TO LESS, LESS ROADS A YEAR TO WHERE WE'RE DOWN TO THREE OR FOUR ROADS A YEAR, TOTALING ABOUT 0.75 MILES. SO IF YOU LOOK ON THERE, WE GOT SIX MILES SCHEDULED OVER THE NEXT FIVE YEARS. AND THEN, UM, THAT LEAVES US WITH ABOUT 195 ROADS TOTALING 70 MILES UNIMPROVED. SO IN TOTAL, WHEN YOU REMOVE ROADS THAT ARE ON THE, UM, NOT TO PAVE LIST, THERE'S PEOPLE THAT DON'T WANT THEIR ROADS PAVED. IT DROPS US DOWN TO ABOUT 172 ROADS IN 55 MILES. SO NEXT SLIDE. THE NEXT FEW SLIDES ARE JUST KIND OF VISUALIZATION GRAPHS OF THIS. SO THIS IS THE ROADS THAT IMPROVE 1994 TO PRESENT. SO IF YOU LOOK, YOU CAN SEE, UH, DISTRICTS ONE, TWO, AND THREE. YOU GOT THE VAST MAJORITY OF THE ROADS. THEY'RE ALL NORTH ABROAD WHERE THE MAJORITY OF THE ROADS ARE. NEXT SLIDE. THIS IS GONNA BE THE ROADS THAT ARE SCHEDULED. AND AGAIN, WE HAVE, UH, A FIVE YEAR PLAN ON OUR SECOND FIVE YEAR PLAN. SO WE HAVE SIX ROAD, SIX MILES TOTALED OVER THE NEXT FIVE YEARS PROGRAMMED. AND AGAIN, IF YOU LOOK, THE MAJORITY OF THOSE ARE IN NORTHERN BEAUFORT COUNTY. UM, SO THEN GO TO THE NEXT ONE. AND THIS IS THE UNIMPROVED ROADS THAT ARE REMAINING. SO AGAIN, DISTRICT ONE, TWO AND THREE ARE VERY HEAVY FOR ROADS THAT ARE REMAINING. BUT IF YOU LOOK AT THE PERCENTAGES, YOU KNOW, IT'S PRETTY AVERAGE GOING THROUGH. UH, THE ROADS THAT HAVE THE MOST ROADS LEFT ARE THE ONES THAT ARE, AGAIN, THE MOST ROADS. UM, AGAIN, AFTER YOU REMOVE ROADS THAT ARE DO NOT PAVE, WE HAVE ABOUT 172 LEFT FOR 55 MILES. SO, UH, IT, YOU KNOW, IF YOU'RE LOOKING AT 0.75 MILES A YEAR, THAT STRETCHES OUT OVER A PRETTY LONG TIME. SO THE NEXT SLIDE IS OUR FIVE-YEAR PLAN. SO THIS SLIDE OR THIS PLAN, UH, WAS PREPARED BY CONS ENGINEERS. THEY CAME IN, DID EVALUATION OF THE DIRT ROADS, UM, THEY CAME IN, DID A PRESENTATION TO THE CTC, UM, IT WAS APPROVED AND ADOPTED HERE, AND THEN TAKEN TO COMMITTEE AND COUNCIL AND ADOPT IT THROUGH RESOLUTION FOR THIS FIVE YEAR PLAN. UM, THAT WAS THE SAME THAT HAD DONE, BEEN DONE WITH THE PREVIOUS FIVE YEAR PLAN. SO THESE PLANS GO BACK TO 2018. 2019 IS WHEN WE STARTED DOING THE FIRST ONE. AND THE FIRST PLAN YEAR WAS 2020. SO WE HIRED, UH, COUNTY, UH, BROUGHT ON A CONSULTANT AND THEY DID THE FIRST STUDY. THEY WENT OUT, EXAMINED ALL THE ROADS, LOOKED AT, YOU KNOW, THE A DT, THE NUMBER OF HOUSES, THE QUALITY OF THE ROAD, UM, THE RIGHT OF WAY AND CAME UP WITH A PRIORITIZATION OF ALL THE ROADS IN THE COUNTY. UM, CAME UP WITH A FIVE YEAR PLAN BASED ON $2 MILLION A YEAR. AND WE ARE ON THE FINAL YEAR OF THAT ORIGINAL PLAN. SO ONCE WE GOT DOWN TO THE LAST COUPLE YEARS, WE BROUGHT IN ANOTHER CONSULTANT, SAID, HEY, WE WANNA LOOK AT THIS, REEVALUATE WHAT WE DID THE FIRST TIME, SEE IF IT STILL MAKES SENSE. AND WHAT WE HEARD WAS THAT, YOU KNOW, WE ARE DOING A LOT OF LONG ROADS, UM, NOT A LOT OF SHORT ROADS AND YOU KNOW, THAT WAS KIND OF WHERE WE WANTED TO FOCUS ON. SO ALSO WE ARE GETTING INTO A LITTLE BIT OF A, A PINCH WHERE ROADS WOULD POP UP TO BE PAVED THERE ON THE PROGRAM. AND WE DIDN'T HAVE RIGHT OF, SO WE WAITED RIGHT AWAY HEAVIER. SO THE ROADS THAT WE HAD FULL RIGHT AWAY POPPED UP TO THE TOP OF THE LIST. UM, AND THAT'S WHERE THESE ROADS CAME ON, THIS FIVE YEAR PLAN. SO ALL THESE ROADS HAVE 100% RIGHT OF WAY, THEY'RE GOOD TO GO. UM, AND SO WE WILL BE STARTING THIS, THE PLAN YEAR ON THE LEFT COLUMN 2025 [00:15:01] IS THE DESIGN YEAR. SO THAT FIRST ONE THERE, GIBSON DRIVE, FREDERICA, TAYLOR, ELY FARM, AND ALLISON LADSON. WE'LL GO OUT TO BID THIS YEAR, UM, FOR A DESIGN BID, OUR DESIGN BUILD. AND SO WE'LL START THE DESIGN ON THOSE LATER ON THIS YEAR. GENERALLY THOSE CONTRACTS ARE SCHEDULED FOR A YEAR, BUT WITH PERMITTING, A LOT OF TIMES WE'LL GO A LITTLE BIT LONGER. BUT, SO WE'LL GENERALLY DO DESIGN ONE YEAR IN CONSTRUCTION THE NEXT YEAR. UM, THE CURRENT PLAN YEAR THAT WE'RE ON IS, UH, CONTRACT 55. THAT INCLUDES, UH, DOLPHIN WATCH OVER ON OSA, UH, JAMES D. WASHINGTON ON ST. HELENA, AND THEN LEO GREEN AND THE BURDEN AREA. SO JAMES, OUR DOLPHIN WATCH WAS A VERY SHORT ROAD, UM, HAD VERY MINIMAL PERMITTING. SO IT'S GONNA BE FIRST THEY SHOULD ACTUALLY BE KICKING OFF CONSTRUCTION IN THE NEXT COUPLE WEEKS. UM, AFTER THAT THEY'LL BE GOING TO JAMES D. WASHINGTON. UM, ALL THIS IS GONNA BE WEATHER CONTINGENT, BUT HOPING THAT WILL KICK OFF AT THE BEGINNING OF THE SUMMER. UM, AND THEN LEO GREEN TO FOLLOW UP AT THE, UH, END OF THE SUMMER. SO WITH THAT, YOU KNOW, MENTION THE RIGHT OF WAY AND ALL THESE ROADS HAVE IN RIGHT AWAY. GOOD. NEXT SLIDE PLEASE. SO THE BEAUFORT COUNTY HAS WHAT THEY CALL LEGACY ROADS. AND JARED TOUCHED ON THIS A GOOD BIT ON MONDAY, BUT OUT OF THE 172 ROADS THAT WERE EVALUATED IN THE MOST RECENT, UH, EVALUATION, ONLY 40 HAVE FULL RIGHT OF WAY. UM, THAT MEANS THERE'S, YOU KNOW, 132 ROADS THAT ARE CONSIDERED LEGACY ROADS, WHICH MEANS WE MAINTAIN THE ROAD, WE CAN DO MAINTENANCE, KEEP IT AT THE STANDARD IT'S AT NOW, BUT WE CAN EXPAND CAPITAL FUNDS TO PAVE IT OR IMPROVE IT. UM, AND TO BE ABLE TO DO THOSE CAPITAL IMPROVEMENTS, WE HAVE TO HAVE RIGHT OF WAY ON THEM. WE HAVE TO GO OUT TO EACH AND EVERY HOMEOWNER AND GET THE RIGHT OF WAY. UM, GENERALLY THAT RIGHT OF WAY IS DONATED, BUT THAT IT, LIKE I SAID, WE RUN INTO IT BEFORE WHERE THESE ROADS WOULD POP UP AND THEN WE'D HAVE TO GO GET RIGHT AWAY AND IT WOULD EITHER DELAY THE PROCESS AND TAKE YEARS OR THE ROAD WOULD JUST GET SKIPPED OVER BECAUSE WE COULDN'T, UH, FORMALIZE THE RIGHT AWAY. SO WITH THAT, WE TOOK A, UH, ORDINANCE TO COMMITTEE ON MONDAY TO TRY TO HELP WITH THE FORMALIZATION OF RIGHT OF WAY. SO A LOT OF THIS ORDINANCE IS GOING TO FOLLOW THE SAME POLICY, OUR SAME PROCEDURE. YOU HAVE TO IDENTIFY THE RIGHT OF WAY NEEDS. YOU HAVE TO IDENTIFY, YOU KNOW, THE PROPERTY OWNERS, UH, ENTER, YOU KNOW, NEGOTIATIONS, SEE IF THE RIGHT OF WAY CAN BE DONATED. AND THEN IF YOU DON'T, IF IT CAN'T, THEN YOU MOVE ON OR IF IT CAN, THEN YOU GO PAVE THE ROAD. UM, SO THIS IS GONNA ADD A COUPLE EXTRA STEPS THERE. FIRST IS ONCE WE IDENTIFY THE RIGHT OF WAY NEEDS AND THE PROPERTY OWNERS, UM, WE ARE GONNA SEND OUT A NOTICE OF, UH, INTENT TO PARTICIPATE TO COUNTYWIDE ON THE DIRT ROADS TO ALL THE PROPERTY OWNERS AND SAY, HEY, WHAT DO YOU WANT IMPROVEMENTS ON YOUR ROAD DOWN ON DOWN THE ROAD. UM, IT'S NOT GONNA HAPPEN TOMORROW BECAUSE WE ALREADY HAVE, YOU KNOW, A FIVE YEAR, 40 ROADS AHEAD OF IT, BUT IT WILL BE COMING AND WE NEED THIS RIGHT AWAY TO BE ABLE TO DO IT. SO IF WE GET THE MAJORITY OF PEOPLE RESPOND AND SAY, YES, WE ARE INTERESTED IN DONATING THAT RIGHT AWAY, THEN WE WILL MOVE IT TO COUNCIL FOR PERMISSION TO GO SEEK THE FORMALIZATION OF THAT RIGHT OF WAY. AND THEN ONCE WE MOVE ON FROM THAT, WE WILL THEN GO START NEGOTIATIONS FOR RIGHT AWAY. IF WE GET TO A POINT WHERE 80% SAY YES, UM, THEN WE'LL TAKE IT BACK TO COUNCIL. IF WE NEED TO FIGURE OUT ANOTHER PROCESS ON THOSE OTHER 20% OF ROADS, IF IT'S, YOU KNOW, CONDEMNATION OR A FRIENDLY CONDEMNATION IN THE CASE OF HEIRS PROPERTY, THAT'S THE RIGHT, OR THAT'S THE PATH WE WOULD GO TO COUNCIL AND ASK FOR CLARIFICATION ON. UM, AND WITH THAT, IF WE EITHER DON'T GET A MAJORITY OF ROADS THAT, UH, OWNERS ARE WILLING TO GIVE RIGHT AWAY OR WHEN WE GET TO THAT POINT, WE CAN'T GET THE 80%. THE OTHER OPTION OR THE OTHER OPTIONS FOR COUNCIL WILL THEN BE, CONTINUE MAINTENANCE AS NORMAL OR TO CEASE MAINTENANCE FOR IT. UM, SO AND TURN IT INTO A PRIVATE ROAD, WHICH IS ESSENTIALLY WOULD BE. SO THAT'S, UH, JUST WENT THROUGH COMMITTEE NOW AND WE'LL MOVE TO COUNCIL AT THE END OF THE MONTH FOR FIRST READING. UM, IT IS AN ORDINANCE, SO IT'S GONNA HAVE TO GO THROUGH THREE READINGS. SO YEAH, IT'S PROBABLY HAS BEEN ON THE LIST FOR A WHILE. SO YEAH, I COULD HAVE PROBABLY DID IT MYSELF. , YOU SHOULD HAVE, ONE OF THE BIG THINGS THAT'S BEING DISCUSSED, AND I I HOPE EVERYBODY TAKES THIS INTO CONSIDERATION. ONE OF THE ISSUES IS WE HAVE PEOPLE THAT DON'T WANT THE ROADS PAVED. THEY DON'T WANT TO CONTRIBUTE THE ROADS TO THE COUNTY. AND THAT'S WHAT THIS IS TRYING TO, TO CLEAR UP. EITHER THEY, THEY'RE, THIS IS GONNA WIND UP BECOMING A LIST LIST AND A FUTURE PROJECT. AND I KNOW THAT THEY HAD THIS, UH, UNDER CONSIDERATION FOR THE LAST TIME. UM, WE HAD THE, UH, TAX INCREASE BACK, UH, LAST NOVEMBER. THAT WAS ONE OF THE ITEMS THAT WAS ON THE LIST FOR THE, UH, INCREASE IN TAXES. BUT THE HEIRS PROPERTIES ARE REALLY AN ISSUE. AND I WOULD SUGGEST ANY OF THE MEMBERS WHO HAVE, HOPEFULLY ALL YOU HAVE A WONDERFUL WORKING RELATIONSHIP WITH YOUR COUNCIL MEMBER, PLEASE, UH, ASSIST THEM IN WHATEVER WAY YOU CAN OF HELPING GETTING THE HEIRS PROPERTIES CLEARED UP BECAUSE IT'S GONNA WIND UP IN A SITUATION WHERE THEY DECIDE EITHER WE'LL CONTINUE IT AS A LEGACY AND PUT A GRADER ON IT ONCE IN A WHILE AND GRADING IT. UM, FIRE DEPARTMENTS HAVE COMPLAINED FOR YEARS ABOUT THE FACT THAT THEY CAN'T GET FIRE TRUCKS TO SOME, SOME OF THESE LEGACY ROADS. AND I KNOW THAT THEY VOLUNTEERED AND WENT OUT AND CUT SOME OF THE TREES DOWN TRYING TO GAIN ACCESS TO THEM. BUT IT IS A REAL PROBLEM TRYING TO GET THE SUPPORT OF THE REMAINING ROADS OF THE 132. UM, YEAH, ON THE HEIR PROPERTY IN THE ORDINANCE THAT WE'RE TAKING THE POLICY, IT ADDRESSES HEIRS POLICY AND BASICALLY OUR HEIRS PROPERTY AND BASICALLY JUST PUTS THAT INTO A FORMALIZATION ALSO. 'CAUSE RIGHT NOW THE POLICY IS, YOU KNOW, IF WE CAN GET AFFIDAVIT FROM THE FAMILY SAYING THIS PERSON LIVES THERE, UM, THAT'S GENERALLY WHAT WE'LL USE OUR, WE'LL DO IT WHAT'S CALLED A FRIENDLY CONDEMNATION. AND, YOU KNOW, I THINK THAT IS HAS HELPED WITH THE WICHITA ABOUT, WITH THE FIST FIGHTS. 'CAUSE NOW WE HAVE A QUANTITATIVE, WE HAVE, YOU KNOW, RIGHT AWAY IT SERVES THIS MANY PEOPLE METHOD OF RANKING THE ROADS AND PRIORITIZING. SO PRECISELY MODIFYING THINGS REALLY MAKES IT A LOT EASIER. SO MONDAY, A WEEK AGO AT THAT MEETING, UM, THEY HAD AN EXECUTIVE SESSION WHERE THEY TALKED ABOUT EACH OF THE PROJECTS IN DETAIL, AND THEN THEY CAME OUT AND GAVE A RECAP AND HISTORY OF THE PROJECTS AND A VOTE ON THE PROPOSALS. UM, WE WERE THERE, YORK COUNTY HAD PREPARED A SIMILAR PROPOSAL AND THEY ALSO TALKED ABOUT CHARLESTON COUNTY'S PROJECT. AT THAT MEETING, THEY VOTED TO DENY UN UNANIMOUSLY, UH, DENY OUR PROPOSAL THAT WE SUBMITTED. UM, THEY DIDN'T GIVE US A LOT OF FEEDBACK AT THE TIME, BUT WE WERE ABLE TO HAVE A DEBRIEF MEETING WITH CHAIRMAN WHITE FROM THE SIB LATER LAST WEEK ON THURSDAY. UM, HE WAS ABLE TO POINT OUT A LOT OF THE COMPONENTS THAT ON THAT DETERMINED WHY THEY VOTED AGAINST IT AGAINST THE PROPOSAL. SO THEY DID NOT KILL THE PROJECT. UM, THEY DID NOT TERMINATE THE IGA THAT WE HAVE WITH THE SIB. THEY JUST VOTED AGAINST THE PROPOSAL THAT WE OFFERED. SO THEY DID OFFER US AND YORK COUNTY THE OPPORTUNITY TO, UM, 60 OR 90 DAYS TO, TO COME BACK WITH ANOTHER OFFER OR ANOTHER PROPOSAL. AND, UM, SO WE BROUGHT THAT FORWARD TO, UH, COUNTY COUNCIL ON MONDAY. UH, LASTLY IN BETWEEN THAT WE ALSO HAD CORRESPONDENCE WITH DOT. UM, DOT IS THE ONE THAT'S ALSO BEEN HELPING SET A TIMELINE, A SHOCK CLOCK, BECAUSE THEY'RE THE ONES AT THE END OF THE DAY RESPONSIBLE FOR THE HEALTH OF THE BRIDGES AND THE REPLACEMENT, ULTIMATE REPLACEMENT. SO THEY'VE SET AN INTERNAL DEADLINE AND NOW EXTERNAL DEADLINE TO MAKE SURE THEY HAVE A PROJECT IN MOTION SO THAT THEY CAN HAVE A CONSTRUCTED PROJECT IN A TIMELY FASHION, UM, TO REPLACE THE ONE SINGLE SPAN AT AT, AT A MINIMUM. SO, UM, ON FRIDAY WE RECEIVED AN EMAIL OR A LETTER FROM SECRETARY POWELL, DOT, THAT WE HAD 30 DAYS TO COME UP WITH THE SOLUTION WITH THE SIV OR THAT THEY WOULD TERMINATE OUR AGREEMENT THAT WE HAVE, UM, WITH THEM ON THE LARGER PROJECT AND THEY WOULD MOVE FORWARD SOLO ON THE REPLACEMENT OF THE SINGLE BRIDGE. UM, SO ALL OF THAT INFORMATION WAS PROVIDED TO COUNTY COUNCIL ON MONDAY. THERE WAS TWO RECOMMENDATIONS FROM STAFF, ONE TO DISCONTINUE ANY FURTHER DISCUSSIONS WITH THE SIB AND COORDINATE DIRECTLY WITH DOT ON THE SINGLE BRIDGE REPLACEMENT. AND THE OTHER WAS TO CONTINUE COORDINATING [00:40:01] WITH THE SIB ON, UM, OVER THE NEXT 30 DAYS TO SEE IF WE CAN NEGOTIATE AN, AN ALTERNATE PROPOSAL THAT THEY WOULD FIND APPROPRIATE. AND THEN IF NOT, IF SOMETHING, IF WE WEREN'T ABLE SUCCESSFUL WITH THAT NEGOTIATION OR THE TIME RAN OUT OR THAT DIDN'T TAKE PLACE, THEN IT WOULD FALL BACK POSITION, UM, THAT DOT'S 30 DAY CLOCK WOULD TERMINATE OUR CURRENT AGREEMENT AND WE WOULD, UM, THEY WOULD MOVE FORWARD WITH THE SINGLE SPAN REPLACEMENT. SO ALL THAT SAID, COUNTY COUNCIL SPOKE, UM, THEY TALKED THROUGH THAT ON MONDAY. THEY DECIDED AND DIRECTED STAFF TO MOVE FORWARD TO CONTINUE NEGOTIATIONS WITH THE SIFT TO SEE IF WE CAN SALVAGE THE PROPOSED THREE LANE BRIDGE FOR ALL OF EASTBOUND TRAFFIC. UM, AND IF SO THAT WE CONTINUE THE MARCH TO DELIVER THAT, THAT SCALED DOWN PROJECT. SO THAT IS WHERE WE ARE. STAFF IS ACTIVELY WORKING, UM, TO GET A RESPONSE BACK TO COUNTY COUNCIL ON TUESDAY, THEIR NEXT MEETING ON TUESDAY NIGHT, MONDAY'S A HOLIDAY, SO THEIR NEXT MEETING'S TUESDAY NIGHT, WE PLAN TO PRESENT A ALTERNATE PROPOSAL FOR COUNCIL TO BLESS SO THAT WE CAN SEND TO THE STATE INFRASTRUCTURE BANK FOR THEM TO REACT TO. AND THEN WE'LL BE IN, UM, A WAITING GAME FOR THEM TO HOPEFULLY TAKE ACTION, TAKE, TAKE IT UP AT A, A SPECIAL CALL MEETING AND THEN TAKE ACTION ONE WAY TO THE OTHER, WHETHER THEY APPROVE OR DISAPPROVE THIS AMENDED PROPOSAL. SO, UM, LIKE I SAID, A LOT OF ACTION OVER THE LAST COUPLE WEEKS AND WE'RE TRYING TO, UM, TO, TO BRING THIS TO FRUITION AND WE'VE GOT SEVERAL HURDLES AND TIME CONSTRAINTS IN FRONT OF US THAT WE'RE WORKING, WORKING ACTIVELY TO, UH, ADDRESS. UM, SOME OF IT WAS THE ORDER OF EXPENDITURES, THE, THE, UM, BACKSTOP OF OVERRUNS, POTENTIAL OVERRUNS. UM, THE TIMING, THE PROJECT HADN'T STARTED ON TIME, THE CONTRIBUTION OF FUNDS FROM HILTON HEAD, THERE'S ABOUT FIVE OR SIX THINGS THAT THEY DETAILED OUT. SO WE HAVE THAT INFORMATION, WE'RE TRYING TO MAKE AN AMENDED PROPOSAL TO ADDRESS EACH OF THOSE COMMENTS. UM, OUR CONTRACT HAD IT BEING DELIVERED MUCH SOONER AND UM, AND NOW HE WAS NOT HAPPY IN THE FACT THAT, UH, IT'S TAKEN THIS LONG TO GET TO WHERE WE ARE AND NOW WE'RE EXPECTING AN ANSWER FROM THEM IN A SHORT TURNAROUND. SO SOUTH CAROLINA, UM, HAS JOINED, HAS PARTNERED WITH THE NATIONAL CENTER FOR PAVEMENT PRESERVATION AND THE SOUTHEAST PAVEMENT PRESERVATION PARTNERSHIP AND CREATED THEIR OWN COUNCIL FOR PAVEMENT PRESERVATION. UM, THEY WERE PREVIOUSLY PART OF A PARTNERSHIP THAT INCLUDED GEORGIA AND NORTH CAROLINA. UM, NORTH CAROLINA HAS FORMED THEIR OWN, AND NOW, UH, WE ARE DOING THE SAME. SO THIS PARTNERSHIP IS GONNA BE MADE UP OF LOCAL, UH, GOVERNMENT OFFICIALS, UH, CONTRACTORS, AND THEN, UM, UH, VENDORS. SO I KNOW CHARLESTON COUNTY HAS REPRESENTATIVE CITY OF GREENVILLE, BEAUFORT COUNTY. UM, AND THEN THERE'S SEVERAL CONSULTANTS AND CONTRACTORS THAT ARE ON THE GROUP AS WELL AS FAR AS A REP, AS LONG AS WELL AS A REPRESENTATIVE FROM ACADEMIA. UM, SO THAT WAS REALLY WHY I WAS THERE. UM, AND SO JUST TO THROW IT OUT THERE, THE PARTNERSHIP IS DOING A COUPLE PA, SOUTH CAROLINA PAVEMENT PRESERVATION CONFERENCES, ONE JUNE 3RD IN CHARLESTON, AND THEN ANOTHER ONE IN GREENVILLE. UM, WE CAN SHARE THAT INFORMATION IF ANYONE IS INTERESTED. UM, THE OTHER UPDATE IS SOUTH, SOUTH CAROLINA, DOT WAS THERE, THEIR STATE PAVEMENT ENGINEER, AND HE GAVE THE STATE UPDATE AND HAD A GOOD CHANCE TO CATCH UP WITH HIM ON WHAT THE STATE IS DOING ON PAVEMENT PRESERVATION. UM, SO A COUPLE THINGS THAT CAME FROM THEIR PRESENTATION IS THAT ONE, NOW AS PART OF THEIR DISTRICT FUNDING, THEY'RE ALLOWING UP TO 10% TO BE SPENT ON PRESERVATION. UM, AND THE DOT, THAT REALLY MEANS A LOT OF CRACK SEAL AND CHIP SEAL, BUT, UM, IT'S MORE THAN WHAT THEY WERE ALLOWING BEFORE. UM, THEY'RE ALSO USED TO ONLY ALLOW PREVENTATIVE MAINTENANCE ON ROADS THAT WERE CONSIDERED GOOD BY PQI. UM, THEY'RE EXTENDING THAT TO FAIR ROUTES NOW, AND THAT WILL INCLUDE, UH, TWO INCH OVERLAYS AND MILL AND FILL. UM, SO, AND I THINK DOT MAY HAVE A REPRESENTATIVE, UH, IF NOT ON THE COUNCIL AS PART OF IT. UM, SOUTH CAROLINA DOT IS ALSO INVOLVED WITH WHAT IS CALLED THE TRANSPORTATION POOLED FUND PM THREE. SO THIS IS A LONG TERM ESSENTIALLY RESEARCH PROJECT THAT'S BEEN GOING ON. THEY HAD PM ONE AND PM TWO, THEY'RE NOW ON PM THREE. UM, AND THIS PARTNERS A LOT OF STATE AGENCIES ALONG WITH THE TEST TRACKS AT MEN ROADS AND NCAT AND PM THREE. THEY'RE ONE OF 17 AGENCIES THAT HAVE BEEN INVOLVED. AND THIS IS FOR ACTUAL REAL WORLD TRIALS. SO IT'S GONNA LOOK AT REVIEW AND SPECS, UH, PRE-CONSTRUCTION TECH SUPPORT AND TRAINING, UH, SUPPORT AND TRAIN DURING CONSTRUCTION, AND THEN PERFORMANCE MONITORING. UM, DOT HAS CHOSEN TO USE THEIR ALLOTMENT OF THE FUNDS ON SCRUB SEAL, WHICH IS SOMETHING THAT WE'VE TRIED TO DO BEFORE. SO ONE OF THE CONVERSATIONS I HAD WAS THAT, YOU KNOW, WE HAVE LOOKED AT SCRUB SEAL, UM, WE'RE WILLING TO DO SOME ROADS AND IF THEY WANTED TO DO ROADS IN BEAUFORT COUNTY, WE WERE HAPPY TO HELP FIND A CANDIDATE AND FACILITATE THAT. UM, SO HAVEN'T HEARD ANYTHING, UM, ELSE SINCE THEN, BUT, SO THAT WAS A LOT THAT WHAT, UH, DOT HAS GOING ON AND THEY TALKED ABOUT. UM, THE OTHER THING IS THERE'S A LOT OF NEW TREATMENTS AND THINGS THAT ARE BEING LOOKED AT AND USED DIFFERENTLY THAN WHAT THEY HAVE BEEN IN THE PAST. UM, ONE THING THAT WAS NEW THAT WE ARE ACTUALLY GONNA TRY ON DUSKY IS, UM, STIC TREATMENTS. SO BASICALLY IF YOU'RE FAMILIAR WITH LIKE, UH, ASPHALT ROOFS WHERE THEY THROW BLOCKS OF, UH, ASPHALT TAR INTO A KETTLE AND HEAT IT UP AND THEN SPREAD OUT ON THE ROOF, THEY DO THIS FOR POTHOLE CEILING. THIS IS WHAT YOU SEE EVERY DAY, EXCESSIVE CRACKING, RAVELING, SHOVELING AND RUNNING, WHICH LEADS TO ALLIGATOR CRACKING AND POTHOLES. OUR ROADS ARE GETTING WORSE, AND I'M HERE TO TALK TO YOU ABOUT A GAME CHANGING, UH, SOLUTION, UH, THAT WILL GET YOU DIFFERENT RESULTS. IT ALL STARTS FROM THE BASICS. WHAT CAUSES OUR ASPHALT TO BREAK DOWN OXIDATION AND TRAFFIC LOAD. WHEN OXIDATION OCCURS, WHICH IS CAUSED BY HEAT, UV, AND WATER, IT STARTS AS A TOP DOWN PROCESS WHERE THE SURFACE WEAR LEADS TO DEEPER DEGRADATION, AND AS A RESULT, MAKING IT IRREVERSIBLE ALSO MORE PEOPLE AND MORE CARS MEANS INCREASED TRAFFIC ON THE ROADS AND THE CARS THAT ARE BUYING ARE GETTING LARGER AND LARGER. WE HAVE MORE PEOPLE BUYING SUVS. UM, NOT TO MENTION, YOU KNOW, THERE'S MORE LOCAL DELIVERY TRUCKS SUCH AS AMAZON, FEDEX, AND UPS DRIVING THROUGHOUT OUR NEIGHBORHOODS. OUR ACRYLIC MATERIAL, EFA SEAL HAS BEEN AROUND FOR A LONG TIME, BUT WHAT WE DIDN'T KNOW WAS HOW IT WAS GOING TO PERFORM ON OUR ROADS. WE STARTED OFF INITIALLY WITH DOING A GOLD STANDARD OF THE NATIONAL CENTER OF ASPHALT TECHNOLOGY TO TEST OUR ASSUMPTION. AND AS YOU CAN SEE ON THE RIGHT HAND SIDE, AFTER ADVANCED WEATHERING AND WEARING TESTING, 10 YEARS LATER, OUR MATERIAL HAD MINIMAL ABRASION. SO IN THE FIELD, THIS BACKS IT UP AND THE RESULTS FROM THE TESTS ARE PROVEN. WE HAVE OVER 150 MILES IN THE FIELD, AND OUR FIRST INSTALLATION WAS FIVE AND A HALF YEARS AGO IN LA CAN YOU SHOW ME ANOTHER ROAD THAT STILL LOOKS THE SAME FIVE YEARS LATER LIKE OURS DOES? NEXT SLIDE, PLEASE. WHEN YOU HAVE AN OUTCOME LIKE THAT, IT MEANS BETTER ROADS, IT MEANS BETTER BUDGETS.
