UM, THE GOOD NEWS THIS YEAR IS THAT, UH, DELTA IS BACK IN SERVICE, UM, STARTING NEXT WEEK.

SO THEY'RE HERE FOR THE TOURNAMENT.

UNITED IS BACK FOR THE TOURNAMENT, AND OF COURSE, AMERICANS BACK WITH SOME OF THEIR ADDITIONAL FLIGHTS.

SO ALL THREE AIRLINES ARE BACK IN TIME FOR THE TOURNAMENT, SO THAT'S GOOD NEWS.

UH, PARKING LOT IS LOOKING FULL OVER THE, THE TERMINAL AS WELL.

SO, UM, THINGS ARE STARTING TO PICK UP AND, AND WE'RE EXCITED ABOUT THE, UH, THE TOURNAMENT.

IT IS PROBABLY, I THINK IT'S DEFINITELY THE BIGGEST DELEGATION OF AIRPORT DIRECTORS THAT GOES TO DC EACH YEAR.

I DON'T THINK ANY OTHER TWO STATE OR SINGLE STATE DELEGATION GOES AND VISITS THEIR STAFFS THE WAY WE DO.

SO THEY'VE SEEN US EVERY YEAR WITH THE EXCEPTION OF COVID YEAR, UM, FOR PROBABLY ABOUT SEVEN OR EIGHT YEARS.

AND SO WE JUST HIT THEM WITH THE STEADY DRUM DRUMBEAT OF THE FEDERAL ISSUES THAT NEED TO BE ADDRESSED.

UM, IT'S AN INTERESTING TIME THIS YEAR WITH EVERYTHING THAT WAS GOING ON WITH, WITH AVIATION SAFETY AND AIR TRAFFIC CONTROL, SAFETY AND THINGS LIKE THAT.

SO, UM, EVERYBODY WAS IN LISTENING MODE, WHICH IS A GOOD THING.

WE TALKED ABOUT SOME OF THE MAJOR BULLETS THAT YOU SEE HERE,

AND THIS WASN'T COINCIDENTAL BECAUSE THERE WAS ALSO A BIG LEGISLATIVE CONFERENCE GOING ON, BUT A CI, NORTH AMERICA PUT OUT A REPORT ABOUT AIRPORT INFRASTRUCTURE, UH, AND A SCE PUT OUT A REPORT THE SAME DAY THAT GRADED AIRPORT INFRASTRUCTURE IN THE US AS A D PLUS.

SO I TOOK THE OPPORTUNITY, OPPORTUNITY DURING THIS DINNER TO TALK TO THE, THE TWO STATE, YOU KNOW, GROUP OF STAFFS.

WE PROBABLY HAD ABOUT 70 PEOPLE IN THERE.

UM, AND, AND JUST ASK THEM IF, IF YOU HAD A CHILD GOING THROUGH SCHOOL AND THEY RECEIVED A D PLUS ON YOUR REPORT CARD, WOULD YOU START PAYING ATTENTION TO THAT? MIGHT YOU WANT TO GET INVOLVED IN THAT? UM, AND A FEW PEOPLE LOOKED DOWN AT THEIR SHOES, AND A FEW PEOPLE SMILED AND CHUCKLED, BUT THAT'S THE REALITY OF IT.

YOU KNOW, AND THAT'S WHAT I NEED.

OUR NEW, YOU KNOW, LEGISLATIVE OR GOVERNMENT AFFAIRS OR WHATEVER WE'RE CALLING OUR COMMITTEE TO THINK ABOUT IS, YOU KNOW, ARE WE SATISFIED WITH OUR AIRPORTS BEING A D PLUS IN A GLOBAL ECONOMY? YOU KNOW, GIVEN WHAT WE FACE RIGHT NOW WITH THE, YOU KNOW, FINANCIAL NEWS AND THINGS LIKE THAT, UM, I DON'T THINK WE ARE.

SO THAT COUPLED WITH THE, THE INTENSE REGULATION THAT WE HAVE FROM THE FEDERAL SIDE WITH THE FA JUST BASICALLY TELLING US HOW TO USE EVERY DIME THAT WE GET IS WHAT I CALL STRANGULATION BY REGULATION.

UM, WE WERE UNANIMOUS IN THAT, THAT WE NEED THE, THE FEDS TO BACK OFF AND, AND LET AIRPORTS OPERATE AS BUSINESSES BECAUSE WE'RE, WE'RE HELD TO THAT STANDARD LOCALLY.

WE'RE EXPECTED TO BE AT THAT STANDARD ON A STATE LEVEL.

AND THE FEDS WANT US TO BE AT THAT STANDARD AS WELL.

THAT'S A GRANT ASSURANCE.

WE'RE SUPPOSED TO WORK TOWARDS FINANCIAL SELF-SUFFICIENCY, SO WE NEED THEM TO BACK OFF.

SO WE CAN DO THAT BECAUSE THERE'S A LOT MORE POWER IN THE AIRPORTS.

SO WE DON'T DEFINITELY DON'T NEED ADDITIONAL SLOTS ADDED AT DCA, WHICH CONTRIBUTES TO THE CONGESTION, AND THEN WE WILL PROBABLY RESULT IN REGIONAL ROOTS BEING PEELED OFF, WHICH WOULD BE US.

SO WE CAN'T HAVE THAT HAPPEN.

OF COURSE, WE ALWAYS TALK ABOUT INCREASING THE PFC.

UM, JUST LAST WEEK THERE WERE A, A COUPLE, UM, SENATORS WHO WERE, UH, IN FRONT OF, UM, COMMITTEES AND THEY WERE TESTIFYING ABOUT HOW, OR I'M SORRY, NOT SENATORS.

THEY WERE AIRPORT DIRECTORS IN FRONT OF A, A SENATE COMMITTEE TESTIFYING ABOUT HOW THE PSE REALLY NEEDS TO INCREASE, AS YOU FOLKS ALL KNOW IT, IT HASN'T, THE RATE HAS NOT INCREASED SINCE 2000.

SO IT'S BEEN 25 YEARS SINCE THAT RATE HAS INCREASED, AND THE COST OF CONSTRUCTION HAS GONE UP A LOT MORE THAN THAT FOR CERTAIN.

THE, UH, THE A CI REPORT, WHICH I CAN SEND TO ALL YOU FOLKS IF YOU'RE INTERESTED IN, IT'S A PRETTY GOOD REPORT.

SO IT'S ONLY GONNA TAKE A FEW YEARS TO GET ALL THAT DONE IN ORDER TO, FOR THE PFC, TO CONTRIBUTE TO THAT, TO HELP THAT, UM, INFRASTRUCTURE DEFICIT GET, UH, WHITTLED DOWN.

IT WOULD BE, HAVE TO BE IN THE $12 AND CHANGE RANGE.

SO IT, THERE'S A LOT OF WORK THAT NEEDS TO BE DONE AND, AND MAYBE WE CAN GET LEGISLATORS TO PAY ATTENTION TO IT.

THERE'S A VERY STRONG LOBBY AGAINST THE PFCS, AS YOU KNOW.

UM, I DON'T UNDERSTAND WHY, BUT, UM, IT DOES EXIST.

SO WE ARE FIGHTING AGAINST THAT, BUT IT IS FINALLY GETTING SOME, JOHN, WHAT'S IN TOTAL, WHAT'S THE AMOUNT NOW THOUGH FOR THE PFC $4 AND 50 CENTS? SO, SO WHAT YOU WOULD BE TALKING ABOUT TO MOVE IT UP, IT WOULD BE $8 PER TICKET, ROUGHLY PER PERSON INCREASE.

SO THEY, THEY'RE BOUGHT INTO THE PROGRAM, THEY HAVE TO APPROVE THE PROGRAM BEFORE WE

BUT DEFINITELY THE FAST MOVERS OUT THERE WITH TRAINING SQUADRONS AS WELL, WITH THE F 35 BS PLUS, WE'VE GOT FLIGHT SCHOOLS HERE, AND THEN WE'VE GOT OUR OWN COMMERCIAL TRAFFIC TRYING TO GET INTO HILTON HEAD.

AND THE, THE, THE HELP IN THE SAFETY THAT WOULD BE, UH, INCREASED BY HAVING A, A VISUAL DISPLAY IN THE TOWER WOULD BE ENORMOUS.

AND THE STAFF, THE STAFF REALLY UNDERSTOOD THAT THEY GOT IT.

AND WE'RE TALKING NOW ABOUT TRYING TO, UH, WORK ON A PROJECT.

WE'RE GONNA TOUCH BASE WITH, UH, THE AIR STATION AGAIN AND SEE IF THERE'S A CHANCE OF MAYBE BEING ABLE TO GET A FEED FROM THE AIR STATION AND AT LEAST SEE THEIR RADAR PICTURE.

AND SENATOR GRAHAM'S MILITARY STAFF WAS VERY INTERESTED IN THAT.

WE HAD A FOLLOW UP MEETING WITH THEM LAST WEEK, SO HOPEFULLY WE'LL GAIN SOME TRACTION THERE.

I DON'T KNOW IF YOU'RE AWARE, BUT THAT PROBLEM IS ACTUALLY GETTING WORSE AS TIME GOES ON, BECAUSE WHAT'S HAPPENING NOW IS SAVANNAH IS SEEING ON THEIR RADAR, THE PLANES COMING INTO HILTON HEAD, BUT ALL THE PLANES THAT ARE TALKING TO HILTON HEAD TOWER ARE NOT COMMUNICATING WITH SAVANNAH AS THEY DON'T HAVE TO BE.

AND SO NOW SAVANNAH'S TELLING THE TOWER TO TELL PEOPLE TALKING TO THE TOWER WHAT TO DO, THAT'S A CRAZY SYSTEM THAT DOESN'T EXIST ANYWHERE ELSE I'VE EVER FLOWN.

IT'S JUST NOT GOOD.

AND IT'S NOT SAFE.

RIGHT? ABSOLUTELY.

BUT AGAIN, THE FAA IS NOT AUTHORIZING ANYTHING.

THEY, THEY HAVE BASICALLY TAKEN A POSITION THAT SAID, WE'RE GOING TO STUDY THIS, WE'RE GONNA EVALUATE THIS.

WE, AND THERE ARE NO DATES PUT TO THIS, THERE'S NO FUNDING PUT TO THIS, THERE'S NO APPROVALS PUT TO THIS.

SO IT, IT IS REALLY CHALLENGING FOR THE FOLKS IN THE TOWER BECAUSE THOSE ARE, YOU KNOW, PRIVATE CONTRACT, UH, EMPLOYEES WHO ARE TRYING TO FOLLOW THEIR COMPANY'S REGULATIONS AND THEIR COMPANIES ARE TRYING TO DO WHAT THEY NEED TO DO TO STAY IN THE GOOD GRACES OF THE FAA.

SO IT, IT'S A TREMENDOUS CONFLICT.

AND THE LEVEL OF CONFIDENCE THAT OUR TOWER CONTROLLERS HAVE VARIES FROM CONTROL TO CONTROLLER.

WE HAVE ONE CONTROLLER NOW THAT'S LITERALLY HAVING HIS HEAD SPINNING WHEN THERE'S MORE THAN THREE AIRPLANES IN THE AREA.

AND THAT'S ANOTHER SAFETY ISSUE.

THEY'RE TURNING FLIGHT SCHOOL AIRPLANES AWAY FROM, UH, CHARLESTON BECAUSE OF IT.

THEY'RE YELLING AT STUDENTS AND THEY, THEY GET INTIMIDATED BY THAT AND TURN AROUND AND GO HOME.

IT'S JUST A BIG MESS, WHATEVER WAY YOU LOOK AT, AND AS YOU SAID, WE'VE BEEN TALKING ABOUT THIS NOW FOR, FOR THE BETTER PART OF FIVE YEARS, AND NOTHING'S HAPPENING.

UM, PURCHASES, YOU'LL SEE THAT BUDGET WENT DOWN.

THE MAIN REASON FOR THAT WAS BECAUSE OF THE, THE FAA COMPLIANCE FEE WE HAD TO PAY.

AND THAT WAS TAKEN OUT OF PURCHASES FOR THIS PRESENT FISCAL YEAR.

YOU'LL SEE AN INCREASE IN THIS, THIS FISCAL YEAR.

IT WASN'T THAT ANYBODY WAS OVERSPENDING, IT WAS JUST THAT WE WERE UNDER BUDGETED.

AND IT DOESN'T LOOK GOOD WHEN WE DO TRANSFERS WITH THE COUNTY FROM OTHER LINE ITEMS. THEY DON'T LIKE THAT.

SO THIS FISCAL YEAR, IN ORDER TO DEAL WITH, UM, IN JUST INCREASE INCREASED COST IN GENERAL, UM, OUR PREVIOUS, UM, SHORTFALL RF ALSO NEEDS SOME MEDICAL ITEMS THIS YEAR.

I, I WAS A LITTLE BULKY ON IT, JUST TO BE SAFE.

NOT THAT WE NECESSARILY WANNA SPEND THAT MONEY THAT WE HAVE BUDGETED 'CAUSE WE WANNA PROFIT AT THE END OF THE DAY, BUT JUST SO IT'S THERE SO WE DON'T RUN INTO THE SAME PROBLEM.

UM, CAPITAL EQUIPMENT YOU'LL SEE THAT'S BUDGETED FOR $861,000.

THAT NUMBER WILL CHANGE WHEN THE SALARIES NUMBER IS UPDATED.

AND THE REASON WE HAVE THAT MONEY THIS YEAR, BECAUSE IT'S BEEN A, A PROBLEM IN THE PAST, IF WE WANT TO SAY FOR 26 HUNTER ROAD, WE HAVE TO DO THAT RENOVATION.

WE NEED A BUDGETED LINE ITEM FOR THAT IN ORDER TO PAY INVOICES THAT WOULD BE ASSOCIATED WITH THAT PROJECT.

SO WHAT WE DID WAS, AND THEY ALLOWED US TO DO, WAS, UM, ALLOCATE A POTENTIAL 250,000 FOR THE HUNTER ROAD RENOVATION AS WELL AS AN ADDITIONAL 300,000.

AND THAT'S FOR BUILDING DEMO FOR FAA COMPLIANCE.

AND JOHN, I DON'T KNOW IF OR YOU'D WANT TO EXPOUND ON THAT.

YEAH, I CAN TALK A LITTLE BIT ABOUT THAT.

UM, YOU KNOW, WE, AS I MENTIONED IN THE PAST, WE'VE GOT, AND I SAID THIS IN DC AS WELL, WE SPEND A GOOD BIT OF OUR TIME AND MONEY, MOST OF OUR MONEY JUST TRYING TO COMPLY WITH FAA REQUIREMENTS STANDARDS.

UM, AS YOU KNOW, THE, THE WEST SIDE OF THE AIRPORT, THE, THE COMMERCIAL TAXIWAY NEEDS TO BE RELOCATED.

EVENTUALLY.

IT'S TOO CLOSE TO THE RUNWAY, RUNWAY BASED ON THE CLASS OF, OF AIRPLANE WE HAVE NOW, NOW IT FUNCTIONS AND YOU KNOW, WE'RE FINE.

WE'RE, WE'RE GETTING THE FAS GOOD GRACES.

BUT TO BE IDEALLY COMPLIANT, WE, WE NEED TO DO SOME WORK THERE.

SO THERE ARE A NUMBER OF PROPERTIES THAT THE AIRPORT AND THE COUNTY HAVE ALREADY ACQUIRED ALONG THE WEST SIDE OF THE, UH, AIRPORT.

AND HAVING SOME ADDITIONAL FUNDS ALLOCATED FROM OUR, YOU KNOW, END OF THE YEAR BALANCE INTO OUR ACTIVE BUDGET, SO TO SPEAK, SO THAT WE CAN ACCESS THEM, ALLOWS US, IF THE OPPORTUNITY ARISES TO DEMOLISH SOME OF THOSE BUILDINGS AND THEN SHOW PROGRESS TO THE FAA BECAUSE THEY CONTINUE TO DEMAND THAT WE SHOW INCREMENTAL PROGRESS TOWARDS MEETING THAT STANDARD.

THAT COULD JUST BE DEMOLISHING A COUPLE OF THESE BUILDINGS.

SO THAT'S WHY WE NEED TO MOVE SOME OF THESE FUNDS FROM A PURELY, YOU KNOW, PROFIT LINE ITEM IF YOU WANT TO CALL IT THAT, TO A, A, A LINE ITEM IN THE BUDGET WHERE THAT THOSE FUNDS ARE ACTUALLY ACCESSIBLE AND LIQUID TO US.

SO THAT, THAT'S WHAT WE'VE DONE HERE BECAUSE WE KNOW IT, WE HAVE PROJECTS THAT WE NEED TO BE ABLE TO EXECUTE, UH, AND, AND NOT, YOU KNOW, HAVE TO GO AND COORDINATE WITH THE CFO AND EVERYTHING.

WE DO IT THIS WAY.

SO ONCE AGAIN, ADMIN WILL HAVE NO PLACE TO GO.

WE'VE BEEN CHASED AROUND THE AIRPORT FOR THE 11 AND A HALF YEARS THAT I'VE BEEN THERE.

UH, WE'VE BEEN IN TRAILERS, WE'VE BEEN IN A LOT OF DIFFERENT PLACES.

UH, WE'RE CURRENTLY IN A SHED.

UM, SO THE, IT'S WHERE WE, WE DO MORE WITH LESS.

I MEAN, WE, WE DEFINITELY DO NOT HAVE LUXURY DIGS AT THE AIRPORT.

UH, WE LEAVE THAT FOR THE CUSTOMERS.

BUT, UM, 26 HUNTER ROAD IS, IS A FORMALLY A COMMERCIAL BUILDING AND IT'S GONNA BE RENOVATED AND WE'RE GONNA ADD SPACE TO THAT SO THAT ALL OF OUR ADMIN AND SECURITY FUNCTION CAN BE IN ONE PLACE.
