WE HELD THE SURVEY FROM JANUARY THROUGH FEBRUARY 26 AND WE HAD PARTICIPATED IN RATE OF 70% WHICH IS 114 EMPLOYEES WHICH IS ABSOLUTELY AND JUST A QUICK REMINDER THAT AS I GO THROUGH SO WE'RE GOING TO START GOING THROUGH THE RESULTS OF THE SURVEY IS I JUST WANT TO TAKE A MINUTE TO EXPLAIN THAT THE CLIMATE THAT WE'RE IN SO WITH THE FEDERAL GOVERNMENT THE CLIMATE OF IS TRENDING IN A NEGATIVE DIRECTION.SO AS I GO THROUGH THE RESULTS OF THE SURVEY I JUST WANT TO KEEP THAT IN THE BACK OF YOUR MIND BECAUSE I THINK YOU'RE GOING TO BE BLOWN AWAY BY THE RESULTS THAT WE SEE HERE IN FRONT OF US. SO WHEN ASKED WHEN IF THEY'RE SATISFIED WITH THEIR AT THE TOWN THE EMPLOYEES ARE A RESOUNDING 94% SAID THAT THEY AGREED THAT THEY ARE SATISFIED THEIR JOB HERE AT THE TOWN 93% OF OUR EMPLOYEES AGREE THAT THEY ARE PART OF SOMETHING MEANINGFUL THE TOWN SO THIS SLIDE IS OUR FIRST COMPARISON SLIDE YOU CAN SEE THE SMALL CHART OVER ON THE SIDE THERE THAT SAYS LAST TIME WE DID THE SO IN 2022 WE HAD 89% AGREED THAT THEY ARE PART OF SOMETHING MEANINGFUL THAT INCREASE IN 93% SO THAT YOU CAN JUST KEEP AN EYE ON THE COMPARISONS WHEN YOU SEE THEM. 85% OF OUR WORKFORCE AGREE THE ORGANIZATION HAS A DIVERSE WORKFORCE SO THIS IS THE FIRST TIME THAT WE ASK THAT QUESTION THAT WE DON'T HAVE A COMPARISON .

SO ANOTHER SMALL INCREASE HERE FROM THE LAST TIME 81% OF OUR EMPLOYEES AGREE POTENTIAL PAY INCREASES AND PROMOTIONAL OPPORTUNITIES TRANSPARENT AND COMMUNICATED 90% AGREE THAT THEY HAVE THE RESOURCES TO DO THEIR SO HERE ANOTHER SMALL INCREASE FROM FROM 2020 TO 92% AGREE THEY ARE PROVIDED THE TRAINING NEEDED TO FULFILL JOB RESPONSIBILITIES SO THIS IS ALMOST A 10% INCREASE FROM FROM FEW YEARS BACK 85% AGREE THAT THEY RECEIVE INFORMATION IN A TIMELY AND EFFECTIVE MANNER. 97% 97% OF OUR EMPLOYEES AGREE THAT THEY HAVE AN OPEN LINE OF COMMUNICATION WITH THEIR SUPERVISOR.
I'M NOT SURE THAT WE COULD GET MUCH BETTER THAN 97% OF OUR EMPLOYEES AGREEING WITH THAT 93% AGREE THEIR IDEAS ARE VALUED BY THEIR SUPERVISOR OR MANAGER.
SO HERE WE SEE A 10% INCREASE FROM THREE YEARS BACK 91% AGREE THEIR SUPERVISOR IS OPEN TO RECEIVING FEEDBACK. SO THIS QUESTION HERE IT WAS ASKED ABOUT REGARDING FOUR DEPARTMENTS SO THE EMPLOYEES WERE ASKED WHEN I MAKE A REQUEST THE RESPONSE TIMELY AND COMPLETE SO THE LIGHT BLUE BARS REPRESENT THE RESULTS THAT WE RECEIVED IN 2025 AND THEN THE DARK BLUE BAR REPRESENTS THE 2022 RESULTS. I'D LIKE TO START OUT THAT WE HAVE A TAX AMENDMENT BEING PROPOSED BUT WE DON'T HAVE ACTUAL TEXT AND THAT'S WHY WE'RE HERE THIS EVENING TO RECEIVE SOME INPUT FORM FROM YOU. DEALING WITH ACCESSORY STRUCTURES OF CARPORTS AND WE'VE HAD SOME ISSUES IN THE PAST AND ACTUALLY HAD A PROPERTY OWNER THAT HAD HAD SUBMITTED THE REQUEST FOR THIS TAX AMENDMENT WHO HAD AN ISSUE WHERE HE HAD BUILT A CARPORT BUILT THAT WITHOUT GETTING SOME PERMITS BUT THEN HAD SOME ISSUES AND ASKED THERE'S A WAY THAT WE COULD LOOK AT THE CODE BECAUSE IT WASN'T REALLY CLEAR AS TO WHAT WAS AND WAS NOT ALLOWED. SO THAT'S WHY WE'RE HERE EVENING AND ULTIMATELY THE OUTCOME OF THIS WE WOULD THEN WHAT HIS COURSE OF ACTION WOULD BE FROM THAT SO WHAT WE'RE DOING IS SINCE SINCE ADOPTION OF THE UNIFIED DEVELOPMENT ORDINANCE WE'VE LISTED OUR CARPORTS AS CARE HOUSES. SO SOME OF THE CONCERNS THAT CAME ABOUT TO THE HISTORIC PRESERVATION COMMISSION WAS THERE'S CONCERNS ABOUT USING THOSE PRE PRE-FABRICATED CARPORTS DON'T MEET OUR REGULATIONS. THE RESTRICTION THAT CONCERNS I WANTED TO TALK ABOUT THE RESTRICTIONS OF THE PLACE, THE SIZE THE MATERIALS BEING USED THERE BECAUSE THEY WANTED TO FOCUS ON CONSIDERATIONS OF THE COLUMNS BEING USED TYPICALLY YOU'LL HAVE A SMALL YOU KNOW, A TWO INCH TYPE POST OF METAL LIKE A HOLLOW METAL THAT ARE USED FOR CARPORTS. THEY HAD CONCERNS WITH THE PICTURES OF THE ROOF.
THEY ALSO WANTED TO CONSIDER THE DIFFERENTIATION BETWEEN A CARRIAGE HOUSE AND A CARPORT.
THERE WAS SOME SOME OF THE ITEMS THAT THEY BROUGHT UP SOME UNINTENDED CONSEQUENCES THAT IF THIS IS ALLOWED FROM A COMMERCIAL PROPERTY STANDPOINT, HOW WOULD HOW WOULD THAT THEN AFFECT COMMERCIAL PROPERTIES? DOES THAT GIVE SOMEONE MORE SQUARE FOOTAGE THAT COULD POTENTIALLY BE USED ON COMMERCIAL SITE AND THEN OBVIOUSLY THE OVERALL MASS AND SCALE OF OF CARPORTS AND HOW THAT GETS BACK THE HEIGHT RESTRICTIONS, YOU KNOW, DO WE WANT TO LOOK INTO SURE THAT THIS DIDN'T CAUSE LIKE AN OVERLY LARGE CARPORT THAT TAKE AWAY FROM THE CHARACTER OF THE HOUSE AND THE NEIGHBORHOOD? WE THEN PRESENTED THIS TO PLANNING COMMISSION I'M SORRY WE ACTUALLY HAD A PLANNING COMMISSION FIRST AND THEN THEN WE WENT TO THE HISTORIC PRESERVATION COMMISSION. THEY HAD OTHER CONCERNS AS WELL. THEY WANTED TO MAKE SURE THAT IF THEY MOVE TO THIS LIKE HOW WE GOING TO DEFINE AND CLEARLY STATE HOW WOULD BE DESIGNED CONCERNS AGAIN WITH MAKING SURE THAT THESE WERE UNCLOTHED STRUCTURES WITH THE CANOPIES THEY WANTED TO FOCUS ON CONSIDERING THE MAXIMUM HEIGHT IT WAS PUT OUT THERE AS A SINGLE STOREY AND I THINK SOME OF THE CONCERNS WITH WITH THE SIZES OF BOATS IS THE CLEARANCE BEING MET IN ORDER TO MAKE SURE THAT IF YOU WERE TO PUT A BOAT UNDER THERE THAT YOU COULD IF YOU HAD A CENTER CONSOLE OR IF YOU HAD A PONTOON BOAT, YOU KNOW, FROM A HEIGHT STANDING, YOU KNOW, COULD IT BE COULD IT BE MET IN ORDER TO ACTUALLY BE USABLE FOR THEM? WHAT THAT DOES IS IT GIVES YOU A TWO CAR GARAGE WITH A LITTLE SPACE AND THEN THE ABILITY TO A LIKE AN EFFICIENCY APARTMENT ABOVE ALSO SOME OF THE CONCERNS WAS THAT YOU KNOW ARE WE BEING OVERLY RESTRICTIVE IN IN ARE WE YOU KNOW MAKING CODES TO THE POINT WHERE IT'S ALMOST IMPOSSIBLE FOR PEOPLE TO TO HAVE THESE TYPE OF STRUCTURES ALSO IS DISCUSSION ABOUT YOU KNOW HOW WOULD WE LIMIT THE NUMBER THAT WOULD BE ALLOWED? THE OTHER ITEM THAT THEY CAME UP WITH WAS REGULATIONS TO NOT ALLOW FOR POWER OR PLUMBING TO THESE AS WELL.SO THOSE ARE THESE ARE THE ITEMS THAT PLANNING COMMISSION AND HBC TALKED ABOUT AT THEIR WORKSHOPS. SHOULD YOU SHOULD THE EXISTING STANDARDS BE RETAINED? SHOULD ENCLOSED CARPORTS CLASSIFIED AS A SEPARATE BUILDING TYPE NO LONGER SUBJECT TO THE CARRIAGE HOUSE? HOW MANY STRUCTURES ARE APPROPRIATE PER LOT OF ARE SEPARATE BUILDING TYPES SHOULD IT BE SHOULD REMAIN ACCEPTABLE TO HAVE A CARRIAGE HOUSE ON THE SAME LOT AS IS IN ADDITION TO THE MAIN STRUCTURE AND UP TO THE THREE GARDEN SHEDS THAT ARE LESS THAN 121 SQUARE FEET. CONCERNS OF HOW WOULD THIS AFFECT THE TREE CANOPY SHOULD CARPORTS BE ALLOWED IN CERTAIN ZONING DISTRICTS ON LOTS WITH A MINIMUM SIZE MEANING LIKE IF SO IS IT MORE APPROPRIATE ON A LARGER LOT OR ON ONE OF THE SMALLER 50 FOOT WIDE LOTS OR 50 FOOT LINES ARE THE PRE CARPORTS ACCEPTABLE OR SHOULD THERE BE MINIMUM DESIGN REQUIREMENTS AND IF THEY ARE ALLOWED SHOULD THEY BE A PERMIT OF PERMITTED FOR ANY PROPERTY OWNER OR FOR THOSE THAT ONLY HAD EXISTING LEGAL NON-CONFORMING PREFABS THAT MAY NEED REPLACEMENT THEN ARE THERE ANY OTHER CONCERNS WITH TOWN COUNCIL? I KNOW I WENT THROUGH THAT REALLY QUICKLY. I WANTED TO GET ALL THE QUESTIONS OUT THERE AHEAD OF TIME. ALSO MR. BUT GOLF CARTS TO ME IT IS BETTER THAN HAVING IT IN THE YARD A BUNCH OF TARPS OVER IT TRYING TO PROTECT IT FROM TREES AND LEAVES AND ALL OF IT.
