I AM A REAL ESTATE ATTORNEY WITH THE LAW FIRM OF ABADIE HERE IN BEAUFORT AND I'M SPEAKING TO YOU THIS TO LET YOU KNOW THAT THIS MORNING I HAVE SUBMITTED A REZONING PLAN FOR THE PROPERTY KNOWN AS PINE ISLAND, THE PINE ISLAND DOWNS ZONING PLAN INVOLVES VARIOUS SERVICES SECTORS UNDER THE PURVIEW OF THIS COMMITTEE, INCLUDING PARKS AND RECREATION, EMERGENCY MANAGEMENT SERVICES AND THE LADIES ISLAND SAINT HELENA FIRE DISTRICT.

WE HAVE PRESENTED A COMPREHENSIVE NARRATIVE TO ENSURE THAT ALL INFORMATION IS PROVIDED TO THE PUBLIC AND COUNCIL AT THE SAME TIME FROM THE BEGINNING GUARANTEEING A TRANSPARENT AND FAIR EVALUATION OF THE PLAN INCLUDED WITH OUR APPLICATION IS A PROPOSED DEVELOPMENT AGREEMENT THAT SPECIFICALLY SECURES THE OBLIGATIONS OUTLINED IN THE DOWN ZONING APPLICATION GUARANTEEING COMPLIANCE AND ENFORCEMENT WITH THE PLAN.

SOME GENERAL SPECIFICS ABOUT THE PLAN FROM A COUNTY WIDE PERSPECTIVE THAT I'M SURE EVERYBODY WILL BE INTERESTED THERE'S A 66% REDUCTION IN DENSITY THE SITE THAT'S THE REMOVAL OF 100 HOMES FROM THE LANDSCAPE THAT IS ALSO LEADING TO A 60% REDUCTION IN TRAFFIC TRAFFIC IMPACTS AND A SAVINGS BASED ON THE NATURE OF THE PLAN OF $1,000,000 A YEAR TO OUR SCHOOLS FROM THE REDUCTION STUDENTS AND ALSO AT THE SAME TIME RAISING REVENUES TO SCHOOLS BECAUSE OF THE NON PRIMARY RESIDENT TAX COLLECTION THERE ARE ALSO A NUMBER OF ENVIRONMENTAL PROTECTIONS WHICH ARE VERY IMPORTANT 360 ACRES WILL BE PERMANENTLY PRESERVED OPEN SPACE THERE WILL BE A REDUCTION OF 90% OF FORMIDABLE DOCKS PROTECTING OUR WATERWAYS AND ENSURING THE SCENIC VIEWS ALSO A REMOVAL OF A MILLION SQUARE FEET OF IMPERVIOUS SURFACE THAT'S ROOFS, ROADS AND DRIVEWAYS ADDITIONALLY VERTICAL STRUCTURES ON 365 ACRES OF THE SITE WILL BE MOVED TO 150 FEET FROM THE NORMAL 60 FOOT RESIDENTIAL STRUCTURES THAT PRESERVES THE SCENIC AGAIN AND PREVENTS RUNOFF INTO OUR SURROUNDING WATERWAYS. NOW IN ADDITION TO THOSE SPECIFIC BEAUFORT COUNTY WIDE THERE ARE SOME VERY SPECIFIC LOCAL BENEFITS TO THE COMMUNITY OF SAINT HELENA SPECIFICALLY WE HAVE PARCEL OF LAND UNDER CONTRACT IN THE CORNERS COMMUNITY WHICH WE ARE WILLING TO DONATE FOR THE DEVELOPMENT OF A COMMUNITY AND RECREATIONAL CENTER.

IN ADDITION TO THE DONATION OF THE LAND WE PROPOSED CONTRIBUTING CLOSE TO $3 MILLION INITIALLY TO GO TOWARDS THE CONSTRUCTION AND FUNDING OF THAT COMMUNITY AND RECREATION CENTER SOMETHING THAT THE RESIDENTS OF SAINT HELENA HAVE MADE VERY CLEAR IS SOMETHING THEY WANT. ADDITIONALLY OVERALL THE COURSE OF THE PROJECT THERE WILL BE A TOTAL OF OVER 100 MILLION IN PRIVATE INVESTMENT ONTO SAINT HELENA THE LARGEST THERE'S EVER BEEN AND IT WILL CREATE 35 TO 70 FULL TIME JOBS CLOSE TO WHERE INDIVIDUALS LIVE ON SAINT HELENA THE DOWN ZONING PLAN HAS BEEN GUIDED AND DEVELOPED THROUGH LISTENING TO THE PUBLIC AFTER AN EXTENSIVE THREE YEAR PUBLIC ENGAGEMENT INCLUDING OVER 2000 TOUCH POINTS,

OUR MISSION IS TO PROVIDE QUALITY SERVICES AND SUPPORT TO THE INDIVIDUALS WE SERVE AND FACILITATE OPPORTUNITIES FOR THEM TO LIVE PRODUCTIVELY AND INCLUSIVELY IN THE COMMUNITY WE SERVE AS ADVOCATES FOR INDIVIDUALS WITH DEVELOPMENTAL DISABILITIES AND SPECIAL NEEDS HELPING THEIR FAMILIES IN THEIR CAREGIVERS. THIS IS OUR LEADERSHIP TEAM.

ALL OF US HAVE BEEN WITH THE AGENCY FOR A NUMBER OF YEARS. WE'RE A DEDICATED GROUP OVER THERE. WE PROVIDE SERVICES TO CHILDREN AND ADULTS WITH SEVERE AND LIFELONG DISABILITIES AND THAT'S AN IMPORTANT POINT TO BRING THAT THAT IS LIFELONG.

ALL OF US ARE TRAINED ANNUALLY IN A NUMBER OF DIFFERENT

REQUIRED COURSES INCLUDING CPR ED FIRST AID DEFENSIVE DRIVING AND HANDS ON DE-ESCALATION CALLED EGIS. WE'LL START AT THE BEGINNING WITH OUR EARLY INTERVENTION.

WE SERVE APPROXIMATELY 200 CHILDREN AGE BIRTH TO FIVE AND THEIR FAMILIES.

WE RECEIVE REFERRALS FROM HOSPITALS, PEDIATRICIANS US TEACHERS AND DAYCARE PROVIDERS AND WE PROVIDE SERVICES IN THE HOME AND IN THE COMMUNITY SETTINGS AND WE PROVIDE SUPPORT TO FAMILIES IN CRITICAL NEEDS. CHILDREN COMING OUT OF THE NICK YOU THOSE SORTS OF THINGS AND COORDINATE FOR A RELATED LIKE PHYSICAL OR SPEECH THERAPY AND SOME PICTURES OF OUR EARLY INTERVENTIONIST OUR NEXT PROGRAM WE CALL CASE MANAGEMENT THEY ARE THE GATEKEEPERS.

WE SERVE OVER 600 INDIVIDUALS IN THE ENTIRETY OF COUNTY FROM HILTON HEAD DOWN TO SHELDON AND OUT TO FRED CASE MANAGERS COLLABORATE WITH MULTIPLE AGENCIES LIKE VOC REHAB, DEPARTMENT OF MENTAL HEALTH, DEPARTMENT OF JUSTICE, MEDICAL PROVIDERS, FAITH BASED COMMUNITIES ALL THOSE SORTS OF THINGS IN OUR RESIDENTIAL PROGRAM WE BELIEVE THAT INDIVIDUALS SHOULD LIVE IN THE LEAST RESTRICTIVE PLACEMENT POSSIBLE STAFF REPRESENT TO ENSURE SAFETY AND MEET THE INDIVIDUAL'S NEEDS. THEY CANNOT MEET ON THEIR OWN AND WE'RE ALWAYS PROVIDING TRAINING. THAT'S THE KEY OF OUR SERVICES IN RESIDENTIAL IS TO PROVIDE TRAINING IN THE HOPES THAT SOMEONE CAN MOVE TO A LESS RESTRICTIVE PLACEMENT. WE CURRENTLY SERVE 51 INDIVIDUALS.

FOUR OF THOSE ARE IN 11 HOMES SERVE INDIVIDUALS AS A FAMILY UNIT.

ONE HOME IS AN INDIVIDUAL LIVES IN OUR OWN HOME WITH SUPPORTED STAFF AND THEN WE HAVE SIX INDIVIDUALS THAT RESIDE IN THEIR OWN APARTMENTS IN THE COMMUNITY AND THEY HAVE A STAFF TRAINED TO SUPPORT AS THEIR NEEDS. AND THESE ARE SOME OF OUR HOMES LOCATED THROUGHOUT THE COMMUNITY AND OUR ADULT DAY. WE CURRENTLY SERVE 93 INDIVIDUALS. THEY RECEIVE A VARIETY OF SERVICES AND THE COMPLEXITY THE DIVERSITY OF THE INDIVIDUALS WE SERVE REQUIRES US TO ADJUST DAILY ON WHAT KIND OF SERVICES WE SUPPORT FOR OF THE INDIVIDUALS WE'VE BECOME LIKE THEIR FAMILY.

THEY REALLY LIGHT UP WHEN THEY SEE US AND WE REALLY LIGHT UP WHEN WE SEE THEM THEY ARRIVE EVERY MORNING. 65% OF THE INDIVIDUALS WE SUPPORT IN THE DAY PROGRAM ARE INDIVIDUALLY EMPLOYED AND ARE SOME OF OUR LOVELY FOLKS IN THEIR EMPLOYMENT AND ON SOME OUTINGS THEY'VE BEEN TO RECENTLY. HOW ARE WE FUNDED? DISABILITY AND SPECIAL NEEDS IS PRIMARILY FUNDED THROUGH MEDICAID WAIVER BILLING.

THERE ARE ALSO SOME PROGRAMS THAT ARE SOLELY STATE FUNDED FAMILY SUPPORT AND WHAT IS A.

PRIOR TO 1981 MEDICAID FUNDED SERVICES WERE PRIMARILY AVAILABLE IN INSTITUTIONAL SETTINGS SO PEOPLE WERE IN INSTITUTIONS NURSING HOMES, THOSE SORTS OF THINGS THE SUPPORTIVE SERVICES NECESSARY FOR THEM TO LIVE IN THE COMMUNITY WERE NOT AVAILABLE UNDER A WAIVER PROGRAM A STATE CAN WAIVE THOSE MEDICAID REQUIREMENTS OF LIVING IN AN INSTITUTION AND THAT ALLOWS THE STATE TO PROVIDE CARE FOR PEOPLE WHO MIGHT NOT OTHERWISE BE ELIGIBLE AND WE PROVIDE SUPPORT FOR PEOPLE WITH THREE OF THE HOME AND COMMUNITY BASED WAIVER SERVICES. AGAIN, THIS IS HOW AN INDIVIDUAL WOULD APPLY FOR SERVICES FOR BIRTH TO THREE THEY WOULD CALL WAITING AT AGE THREE AND UP THEY WOULD CALL THE INTAKE ELIGIBILITY. BUT THE KEY WE WANT TO BRING UP HERE IS THAT THE PROCESS TO RECEIVE A WAIVER CAN TAKE MANY, MANY YEARS. THERE ARE EXTENSIVE WAITING LISTS IN SOUTH CAROLINA YEARS, YEARS MORE THAN 20,000 PEOPLE ARE ON WAITING LISTS IN SOUTH CAROLINA AT POINT. IF I MAY INTERJECT JUST FOR A MOMENT.

IS THERE ANYTHING THAT CAN DO TO HELP ALLEVIATE THAT AND COORDINATE WITH OUR STATE DELEGATES OR IS THERE SOMETHING THAT WE CAN DO IF YOU MEET WITH YOUR STATE DELEGATES, LET THEM KNOW OF THE PROBLEM. LET THEM KNOW THAT THE WAIVER MEDICAID SITUATION IS VERY, VERY HARD FOR OUR FAMILIES TO NEGOTIATE. 20,000 PEOPLE IN SOUTH CAROLINA ARE WAITING LIST TO RECEIVE SERVICES AND THERE IS LITTLE MOVEMENT.

THERE IS REQUESTS TO STATE LEGISLATURE TO RELEASE MORE WAIVERS BUT THAT REQUIRES FEDERAL MATCHING DOLLARS AND STATE MATCHING DOLLARS TO COVER THOSE.

HOUSING TRUST THAT PUT THEIR THINKING CAPS ON AS WELL. I MEAN THEY'RE QUITE CREATIVE SO THANK YOU. OH YOU'RE WELCOME. BUT THERE ARE APPROXIMATELY ONE IN SIX CHILDREN IDENTIFIED WITH SOME SORT OF DISABILITY. SO IF YOU DON'T KNOW SOMEONE WHO HAS A DISABILITY, THEY'RE IN YOUR NEIGHBORHOOD, THEY'RE IN YOUR SUNDAY SCHOOL, AT YOUR BASEBALL GAME. THE PREVALENCE OF AUTISM IN THE GENERAL POPULATION IS ONE IN 36 AND IT'S NEARLY FOUR TIMES MORE COMMON IN BOYS THAN IN GIRLS. WE COLLABORATE WITH COUNTY, COSEY KAZU, COASTAL ENVIRONMENTAL MEMORIAL HOSPITAL ALL SORTS AGENCIES TO TRY TO MAKE SURE WE'RE RAMPING SERVICES AROUND THE INDIVIDUALS THAT NEED US, SHE SAYS.

WE ARE THE ONLY DISABILITY AGENCY IN SOUTH CAROLINA THAT IS A COUNTY DEPARTMENT AND THAT IS THANKS TO THE WORK THAT WAS DONE BY COUNTY COUNCIL MANY YEARS AGO TO ABSORB US THE COUNTY DEPARTMENT OF COUNTY AS A DEPARTMENT. THEY PROTECT THE PEOPLE RECEIVING TO ENSURE THAT WE'RE PROVIDING THE BEST QUALITY SERVICES SHOULD THERE BE A NEED FOR SOMETHING LIKE AN INVASIVE PROCEDURE OR SOMETHING LIKE THAT OUR FOLKS CAN'T PERHAPS ARTICULATE AS WELL AS OTHERS IN THE COMMUNITY.

WE WANT TO ENSURE THAT THEY'RE RECEIVING THE BEST POSSIBLE CARE AND WE ALSO HAVE THE ABLE FOUNDATION THAT SUPPORTS US. THERE ARE IF I WERE 1C3 ORGANIZATION THAT MEETS NEEDS OF MANY PEOPLE IN THE COMMUNITY THAT ARE STRUGGLING TO FIND OTHER PLACES.

SO MOVING FORWARD IN OUR DAY PROGRAM WE WANT TO INCREASE EMPLOYMENT OPPORTUNITIES, WE WANT TO INCREASE COMMUNITY INCLUSIVITY AND PROMOTE THE INDEPENDENCE OF OUR INDIVIDUALS . THIS IS WHERE THE PROBLEM BEGAN WAS DRAINAGE WATER BACKING UP IN THE IN THE DRAINS AND THAT KITCHEN AREA THAT'S NOT GOOD FOR THE HEALTH OF ANYONE IN THAT IN BUILDING SO OUR FACILITIES WORKED WITH PROCUREMENT AND DID A AN EMERGENCY PROCUREMENT TO PROCURE A PLUMBING AGENCY A COMPANY SEVERAL COMPANIES TO COME IN AND MANAGE THIS WORK. ONE OF THE ISSUES THAT WE FOUND IN THE DETENTION CENTER WITH THE PLUMBING THE MOMENT YOU BREAK A HOLE, THE CONCRETE THE FIRST TIME TO REPAIR THIS PROBLEM THREE FEET AWAY FROM THAT PROBLEM IS ANOTHER PROBLEM AND THEN THREE FEET AWAY FROM THAT PROBLEM IS ANOTHER PROBLEM. SO THIS IS THIS IS A GIFT THAT HAS NOT STOPPED GIVING. SO WE WILL CONTINUE TO MAKE REPAIRS AS WE AS WE FIND THEM.

BUT JUST KNOW THAT EVERY TIME WE FIX SOMETHING THERE'S GOING TO BE SOMETHING ELSE THAT IS THE NEXT EMERGENCY AS IT COMES TO THIS DRAIN SYSTEM. THEY HAD TO DIG DOWN ABOUT THREE FEET AND WHAT WE FIND THERE IS CAST IRON PIPE IN THE WHEELBARROW YOU SEE A FEW FEET OF CAST IRON PIPE. THAT PIPE SHOULD LAST MUCH LONGER THAN 33 YEARS. SO THAT DETENTION CENTER IS 33 YEARS OLD.

HOWEVER, THE SOIL THAT IT'S BURIED IN AND THIS TO ALL OF IT THE SOIL THAT IT'S BURIED IN IS RIGHT NEXT TO THE SALT MARSH AND MANY YEARS AGO BEFORE THAT SITE WAS THE HIGH THIS WAS A SULFUR MINING AREA. ANY TIME THERE'S DAMAGE IN THE PLUMBING THAT CAUSES A CLOUD WE HAVE STANDING WATER STANDING WATER IN CAST IRON PLUMBING IS NOT A GREAT THING THAT WATER NEEDS TO KEEP MOVING OR IT SITS IN ONE PLACE AND RUSTS AND MAKES MORE DAMAGE.

SO THIS THIS WAS THE REPAIR THAT STARTED PROBABLY MONTHS AGO AND THAT HAS ALL BEEN COMPLETED REPAIRED WITH SCHEDULE 40 PVC ALL PUT BACK TOGETHER NEW FLOORS AND IF YOU WENT IN THE KITCHEN TODAY OR PEEK THROUGH THE WINDOW, YOU COULD SEE THAT ALL OF THAT WORK IS IS FINISHED. BUT THAT AND THERE'S THOSE TWO SPOTS IN THE HALLWAY THAT WE THAT WE WALKED BY THOSE WERE DUG UP.

WHAT'S THE ECONOMIC IMPACT THE HOUSING SHORTAGE FOR SOUTH CAROLINA OVER 515. $1 BILLION IN LOST ECONOMIC OUTPUT, 2.67 BILLION LESS IN PERSONAL INCOME AND NEARLY 43,000 JOBS NOT GENERATED BECAUSE OF LACK OF ABILITY TO HOUSE WORKERS AND TO HOUSE EMPLOYEES. WE LOOK AT HOUSING AVAILABLE IN BEAUFORT COUNTY.

WE HAVE YET TO REBOUND BACK TO THE BUILDING PERMIT NUMBER THAT WE SAW IN 1993 TO 2000.

WHAT DOES IT COST TO ME COST WHAT DOES IT MEAN TO BE COST BURDENED IN THE NATIONAL DEBT? IF YOU LOOK ALL THE WAY TO THE RIGHT THEN YOU SEE THAT 6.3 THAT IS THE NUMBER OF RENTERS IN THE UNITED WHO PAY MORE THAN 30% OF THEIR INCOME IN RENT ON AN ON A MONTHLY BASIS IN STATE WE ARE NOT DOING MUCH BETTER THAN THAT. WE HAVE A LOT OF COST BURDENED FAMILIES. WE HAVE LOST A LOT OF COSTS FOR AN INDIVIDUALS WHO ARE PAYING 50 TO 60% OF THEIR INCOME IN RENT OR HOUSING PAYMENT. THIS WAS A SLIDE PROVIDED TO US BY THE FEDERAL RESERVE. THEY THEY LOOK ON AN ANNUAL BASIS TO SEE HOW MANY HOUSES IN ANY PARTICULAR AREA WERE ACCESSED BY SOMEONE WHO IS NOT SPENDING MORE THAN 30% OF THEIR INCOME. I'M SAD TO YOU THAT FOR THE LAST 21 YEARS THE NUMBER OF HOMES THAT QUALIFIED WITHOUT SOMEONE SPENDING MORE THAN 30% IS ZERO.

THIS WAS PRESENTED TO US IN A FOUR AND A EXCUSE ME A FORUM RECENTLY AND I WOULD THINK AND I THINK ALICE WOULD PROBABLY CONCUR. EVERY PERSON IN THERE WAS STUNNED. IF LOOK AT A THREE BEDROOM HOME OR APARTMENT THEY ARE QUESTIONING ABOUT $3,000 WHICH MEANS THAT THAT FAMILY IMMEDIATELY GOES ABOVE 30% OF THEIR INCOME FOR HOUSING.

IF WE LOOK AT THIS AREA, BEAUFORT COUNTY IN PARTICULAR, THERE'S A LOT OF DISCUSSION ABOUT THE MISSING MIDDLE. THOSE PEOPLE WHO CAN'T QUALIFY FOR TAX CREDIT HOUSING BUT THOSE PEOPLE WHO CAN'T ALSO FOR A MORTGAGE BECAUSE THE HOUSE COSTS TOO MUCH.

IF YOU LOOK AT WHERE WE ARE RIGHT THERE IN THE MIDDLE ON THAT AM I PERCENTAGE.

THAT IS A GROWING AREA. WE HAVE MORE PEOPLE WHO DON'T QUALIFY FOR EITHER ONE ARE STUCK IN THE MIDDLE WITH NOWHERE TO LIVE. WHAT IS OUR LOCAL CALL TO ACTION? WANT TO PARTNER YOU HAVE ALREADY PROVEN THAT PARTNERSHIP WORKS ON BASIS ON A COUNTY BASIS ON AN INDIVIDUAL MUNICIPALITY.

WE WANT TO EXPAND OUR INFRASTRUCTURE ACCESS AND REDUCE OUR COSTS WHEN WE HAVE DEVELOPERS COME IN OUR OFFICE. WE HAVE TEN THAT HAVE WALKED IN IN THE LAST SIX MONTHS WITH GAPS CREATED BECAUSE OF THE HIGH COSTS OF INFRASTRUCTURE AND REGULATION AND MUNICIPAL REQUIREMENTS. SO WE WANT TO TRY AND ADDRESS THOSE IN SOME WAY THAT MAKES SENSE. WE WANT TO OVERCOME RESISTANCE AND BUILD PUBLIC SUPPORT.

THERE IS I HAVE DEVELOPED OVER 250 DEALS IN THE LAST 30 YEARS AND THERE HAS NEVER BEEN A SINGLE COMMUNITY THAT HAS WANTED WORKFORCE OR AFFORDABLE HOUSING.

NOT ONE. THE WAY THAT YOU OVERCOME IT IS BY REALLY TALKING ABOUT WHO IS LIVING THERE. THEY ARE YOUR NURSES, YOUR TEACHERS, YOUR FIREMEN, YOUR POLICEMEN. THOSE ARE THE PEOPLE THAT ARE LIVING IN THESE APARTMENTS THAT ARE ALREADY COST OVERBURDENED. HOW CAN WE HELP THEM THE MOST? WE ARE GOING TO FACILITATE COOPERATION THROUGH 2025 SOLUTIONS FOR THEM CALLED BLUEPRINT FOR CHANGE.

WHAT WE'RE GOING TO DO IN SEPTEMBER IS WE'RE GOING TO BRING TOGETHER PRIVATE PUBLIC FOR PROFIT AND NONPROFIT BUILDERS, DEVELOPERS, REGIONAL REPRESENTATION AND GOVERNMENT REPRESENTATION FINANCE REPRESENTATION TO SAY TELL US WHAT ARE THE TOP THREE THINGS YOU THINK WE COULD DO AND WE'LL COME BACK BEFORE THE COUNTY AND SAY HERE'S WHAT THEY SAID CAN WE DO ANY OF THESE? AND SO WE DECIDED THAT IF WE WERE ABLE TO GET THE SUPPORT OF THE COUNTY AND THE TOWN OF HILTON AND OTHER TOWNS HERE THAT WE COULD POSSIBLY RAISE OTHER SOURCES OF FUNDS AND GO OUT AND BUY PROPERTIES THAT ARE AVAILABLE FOR AND DEDICATED THEM TO WORKFORCE HOUSING FOR 99 YEARS. NOW THIS WASN'T SOMETHING UNIQUE OR NOVEL.

IT'S BEEN TRIED IN OTHER COMMUNITIES, OTHER COMMUNITIES DID THIS.

THEY FAILED TO PRESERVE THEM FOR 99 YEARS THOUGH IN FACT ASPEN DID THIS.

I THINK THEY HAD A 15 YEAR LIMIT ON IT AND AS SOON AS THAT PROPERTIES THE 15 YEARS WAS UP WHOEVER OWNED THE PROPERTIES MILLIONS OF DOLLARS AND THEY WERE OFF THE MARKET.

SO EVERY TIME WHEN WE BUY A PROPERTY IT'S COVENANT IT FOR 99 YEARS AND IT'S PROBABLY GOING COME IT'S GOING TO COVER MY ISSUE THAT'S CERTAINLY FOR SURE.

SO WHAT WE DID WAS WE CAME TO YOU I THINK WE WERE HERE IN AUGUST BUT I CAN'T MY MEMORY IS NOT THAT GREAT ANYMORE AND WE ASKED YOU FOR $600,000 AND WE SAID WE THINK WE CAN TURN THAT INTO A MULTIPLE OF THAT AND BUY PROPERTIES. AND SO WHAT WE DID WITH THAT WE ACTUALLY WITH YOUR MONEY WE ACTUALLY GENERATED $5.35 MILLION THROUGH ALTRUISTIC INVESTMENTS. WE WENT TO INDIVIDUALS AND SAID WE WILL GIVE YOU A 3% RETURN ON YOUR MONEY IF YOU WILL TRY AND HELP SOLVE THE HOUSING PROBLEM. WE ALSO OFFERED PRIVATE MORTGAGES AT 6% SO THAT IF AN INDIVIDUAL HAD $500,000 OR MORE WE WOULD GIVE THEM A PRIVATE MORTGAGE 6%. THAT USED TO SOUND LIKE A GREAT RETURN AND THEN IT DIDN'T SOUND LIKE A GREAT RETURN AND NOW PROBABLY TODAY IT SOUNDS A PRETTY GOOD RETURN IT.

THE MARKET REALLY WASN'T GOOD FOR US WHEN WE STARTED DOING THIS BECAUSE MORTGAGE RATES INSTEAD OF BEING 3% WERE 7% AND IT MAKES IT VERY HARD TO DO. WE ALSO WERE SUCCESSFUL IN RAISING MONEY FROM PRIVATE INDIVIDUALS PURE DONATIONS SO WE APPEALED TO PEOPLE THAT HAD OUR RMDS. PEOPLE OF OUR AGE HAVE REQUIRED MINIMUM DISTRIBUTIONS FROM THEIR IRAS. WE MADE AN APPEAL IF YOU IF YOU GIVE THOSE MONEYS TO CHARITY THAT MONEY IS NOT INCLUDED IN YOUR TAXABLE INCOME IN THAT YEAR IT'S A WIN WIN.

WE ALSO REACHED OUT TO THE COMMUNITY FOUNDATION OF THE LOWCOUNTRY WHICH SUPPORTED US WITH AN ALTRUISTIC INVESTMENT. SO BETWEEN $600,000 THAT BEAUFORT COUNTY GAVE US IN THE $600,000 THAT HILTON THAT GAVE US WE GENERATE IT OVER TEN AND A HALF MILLION DOLLARS WE BOUGHT 17 UNITS ON THE ISLAND. WE OWNED 23 OUT OF THE ISLAND IN BEAUFORT COUNTY EXCUSE ME AND INCORPORATED BEAUFORT COUNTY. SO WE ALSO WE WANT PEOPLE TO BUY THESE UNITS SO WE HAVE A PHANTOM EQUITY PLAN. IF YOU CONTRIBUTE A PORTION OF YOUR RENT FOR FIVE YEARS WE'LL GO INTO A PHANTOM EQUITY PLAN.

THAT MONEY CAN BE USED TO PURCHASE EITHER YOUR UNIT OR ONE OF OUR OTHER UNITS IF IT'S AVAILABLE. I NEED WATER. THERE'S HERE'S ONE RIGHT HERE.

IT'S A STATE PROGRAM AND IN ORDER TO SUCCESSFULLY MEET THE REQUIREMENTS OF THIS PROGRAM IT HELPS TO HAVE A NONPROFIT ASSOCIATED WITH WE'RE A 523 CORPORATION AND HELPS TO HAVE 10% LOCAL FUNDING SO IN ORDER TO MEET THE REQUIREMENTS FOR THIS PROGRAM AND WE'VE ALREADY MET THE THE FIRST QUALIFICATION NOW WE WOULD LIKE TO GO FOR THE FINAL QUALIFICATION AND HOPEFULLY GET SOME OF THE MONEY FROM SOUTH CAROLINA.

WE HAVE NOT BEEN VERY SUCCESSFUL IN ACQUIRING ANY FUNDS FOR BEAUFORT COUNTY.

THE HISTORY AND FACT WELL I'M NOT AN EXPERT ON IT BUT FROM WHAT I UNDERSTAND WE ARE NOT.

MOST OF THE MONEY GOES ELSEWHERE PROBABLY BECAUSE WE DON'T WE DON'T HAVE REPRESENTATION. WE DON'T HAVE LOBBYISTS. WE HAVE ONE EMPLOYEE WORKING FOR US. I MEAN WE DON'T HAVE ANY LOBBYISTS SO IT'S A 13.5 ACRE PROJECT. THE FIRST PHASE WOULD RESULT IN THE DEVELOPMENT 39 UNITS.

THAT'S APPROXIMATELY THE $12 MILLION PROJECT OF ROUGHLY 300,000 APIECE FOR NEW CONSTRUCTION IN BEAUFORT COUNTY. IF YOU LOOK AT OUR NUMBERS, WE AVERAGE ABOUT 250,000 FOR THE UNITS THAT WE HAVE BOUGHT PURCHASED FAR.

THOSE ARE ALL OLD UNITS. SOME OF THEM ARE 40 YEARS OLD. SOME OF THEM ARE OLDER THAN THAT NOW WE UPGRADE THEM AND ALL BUT THEY'RE STILL NOT GOING TO COMPARABLE TO WHAT THIS IS THERE'S A LOT OF CREDIT GIVEN IN THE SCORING FOR THIS PROGRAM STATEWIDE BASIS.

IF YOU HAVE 10% LOCAL PARTICIPATION AND AS A RESULT OF THAT IT'S A $12 MILLION PROJECT WE'RE ASKING FOR A MILLION TO AND THAT GIVES A MUCH BETTER CHANCE OF GAINING SUPPORT FROM THIS PROGRAM. AND WE ALSO NEED $45,000 TO FUND THE PRE-DEVELOPMENT COSTS . SO YOU MIGHT ASK ME WHY ARE YOU GUYS ASKING FOR MONEY? WELL, AS SOON AS WE ACQUIRE FUNDS ENOUGH FUNDS TO ACQUIRE A UNIT, WE BUY IT.

WE HAVE NO WE DON'T WE DON'T HAVE ANY CASH FUNDS AVAILABLE. YOU YOU KNOW, WE JUST KEEP GENERATING WE TRY AND RAISE MONEY AND THEN WE GO OUT AND BUY IT.

SO THAT'S WHAT WE TOLD YOU WE WERE GOING TO DO AND THAT'S WHAT WE DO.

THIS WOULD GIVE US OPPORTUNITY TO PUT 39 UNITS OF WORKFORCE HOUSING NORTH OF THE BROAD AND
