BUT FIRST I'D LIKE TO MENTION PAST GROWTH IN THE COUNTY. 20 YEARS AGO I DO NOT BELIEVE THE COUNTY COUNCIL OR THE BLUFFTON TOWN COULD HAVE ENVISIONED A POPULATION GROWTH IN TODAY'S BLUFFTON.
THAT GROWTH HAS RESULTED IN THE FACT THAT HALF OF COUNTY SCHOOL DISTRICT'S ENROLLMENT IS WITHIN THE CITY LIMITS OF BLUFFTON. THIS GROWTH WAS IN FITS AND STARTS AND NOT IN A LINEAR FASHION. IT EXPANDED IN POCKETS, NOT IN A GEOGRAPHIC WAVE. THE SCHOOL DISTRICT REACTED TO GROWTH BY EXPANDING EXISTING AND BUILDING NEW SCHOOLS ON AVAILABLE ACREAGE. THERE WAS NO EVIDENT MASTER PLAN FOR PROGRESSIVE IN SEQUENTIAL POPULATION GROWTH. IF THERE WAS A PLAN, THE SCHOOL DISTRICT THROUGH ITS OWN FAULT WAS INVOLVED IN ANY MEANINGFUL GROWTH PLANNING.
CURRENTLY THE SCHOOL DISTRICTS ARE IN THE PROCESS OF CONSTRUCTING ADDITIONAL ELEMPUS AND HAS ROOM TO BUILD AN ADDITIONAL SCHOOL THERE IF NECESSARY.
THE SCHOOL DISTRICT IS ALSO IN THE PROCESS OF PURCHASING THE WILLOW RUN PROPERTY IN BLUFFTON. THIS IS THE SUITABLE TRACT IN BLUFFTON FOR ADDITIONAL SCHOOL INSTRUCTION. RECENTLY I PROVIDED THE COUNCIL WITH THE DISTRICT'S FACILITY MASTER PLAN. IF YOU READ THE LAST PART OF THE MASTER PLAN YOU SEE THAT WE BELIEVE THAT THIS ADDITIONAL PROPERTY WILL ALLOW TO ACCOMMODATE THE FINAL BUILD OUT OF THE OF BLUFFTON. WITH 2020 HINDSIGHT I BELIEVE THAT OF 20 YEARS AGO THE SCHOOL DISTRICT WAS MORE INVOLVED WITH THE COUNTY AND THE CITY OF BLUFFTON.
WE COULD HAVE PROPERLY DISTRIBUTE IN SCHOOLS TO BETTER ACCOMMODATE THE GOAL OF NEIGHBORHOOD SCHOOLS. SOME NATIONAL MEDIA TELLS US THAT CAROLINA WILL BE ONE OF IF

BEAUFORT AND PORT ROYAL ARE NOW EXPERIENCING SINGLE FAMILY AND MULTIFAMILY GROWTH AND THE CURRENT CLASSROOM CAPACITY IN OUR NORTHERN COUNTY SHOULD BE ABLE TO ACCOMMODATE THAT GROWTH FOR THE FIVE YEARS.THE QUESTION IS WHAT WILL HAPPEN IN NORTHERN BEAUFORT COUNTY OVER THE NEXT 10 TO 20 YEARS. NO ONE CAN ACCURATELY PREDICT THE FUTURE BUT WE CAN LEARN FROM THE PAST. IT WOULD BE VERY HELPFUL FOR THE COUNTY COUNCIL BLUFFTON COUNCIL AND THE SCHOOL BOARD TO COME TOGETHER AND CONDUCT AN AFTER ACTION REVIEW OF THE GROWTH OF BLUFFTON OVER THE LAST 20 YEARS. REVIEW COULD IDENTIFY LESSONS LEARNED THAT COULD BE INVALUABLE IN CHARTING THE PLANNING FOR FUTURE GROWTH IN BEAUFORT. IT'S HARD TO PREDICT THE FUTURE BUT BEAUFORT COUNTY SCHOOL DISTRICT IS COMMITTED TO REMAIN ENGAGED WITH COUNTY CITY TOWNSHIP OFFICIALS ABOUT PROVIDING CLASSROOM SPACE FOR TEACHERS AND ADMINISTRATORS SUPPORT OF THE CHILDREN THAT COMES WITH POPULATION GROWTH.
