SO I BELIEVE THEIR JASPER COUNTY AND HARDY ARE COORDINATING WITH LATS TO SEE WHAT'S THE BEST WAY FOR THEM TO MOVE THE PROJECT ALONG.

UM, THE HOPE IS THAT WE CAN GO AHEAD AND WORK ON THE DESIGN FOR ALL OF IT AND LET THE MONEY CATCH UP.

SO AS WE'VE LEARNED WITH ANY LARGE PROJECT IN 2 78 IS A GREAT EXAMPLE.

MAJOR INFRASTRUCTURE TAKES A WHILE TO DEVELOP.

UM, SO JUST BECAUSE SALES TAX ISN'T HERE TODAY DOESN'T MEAN THAT IT COULDN'T BE THERE LATER TO HELP BRING THE PROJECT INTO FULL AND FRUITION.

SO THE OVERALL GOAL IS THAT HOPEFULLY WE CAN DESIGN THE ENTIRE THING AND THEN GET TO A POINT AND PERMIT THE ENTIRE THING.

AND IF WE DON'T HAVE THE FUNDING AT THAT TIME, THEN WE COULD PHASE THAT PROJECT AND BUILD WHAT WE HAVE CONSTRUCTION FUNDS.

SO, UM, IT'S NOT A LOT TO UPDATE, BUT THAT'S IN GENERAL WHERE WE ARE.

AND THEN AS FAR AS THE TEMPORARY WORK, UH, THAT WORK IS CONCLUDED, UM, THERE'S STILL WORKING ON SOME SIGNAGE.

AND THEN ONE ON 2 78 WESTBOUND AS YOU'RE APPROACHING THE, THE EXIT TO ONE 70 TO LET PEOPLE KNOW THAT THERE'S ACTUALLY TWO LANES YOU CAN EXIT OFF OF ONE 70 VERSUS JUST THE ONE STACKING LANE.

UM, SO THAT WHERE THEY'RE WORKING ON THE FOUNDATIONS NOW, UM, AS WELL AS SOME ADDITIONAL REGULAR SHOULDER SIGNS, THE FLAT SIGNS THAT YOU SEE.

SO SINCE WE'VE ADDED THAT, UM, THE ENGINEERS BACK IN TOWN AND DOING SOME TIMINGS RIGHT NOW, AND SO ONCE WE HAVE THAT DATA BACK, THEY'RE GOING TO SUGGEST, UM, SOME ADDITIONAL TIMING UPDATES TO, TO REALLY ENHANCE WHAT WE HAVE.

AND THAT'LL BE THE LAST MAJOR TWEAK THAT WE CAN ENHANCE, UM, IN THAT REGION.

THE NEXT STAGE IS MIDTERM AND LONG TERM, WHICH IS THE EVENTUAL OVERALL IMPROVEMENTS.

LAST TIME I DIDN'T HAVE MUCH OF AN UPDATE, UM, BUT THERE ARE DISCUSSIONS TAKING PLACE.

SO THE BIG ACTION, UM, CATCH UP WHAT'S HAPPENED OVER THE LAST SIX MONTHS AND WHERE IT'S GOING AND WHAT'S TAKEN PLACE.

UM, SO SINCE JUNE OF LAST YEAR, THE TOWN GAVE THEIR MUNICIPAL CONSENT AND THEN THE NEXT ACTION WAS THE FUNDING COMPONENT.

UM, SALES TAX FAILED.

WE HAD $90 MILLION, UH, TO HELP SHORE UP OUR $190 MILLION SHORTCOMING ON THE PROJECT.

SO SINCE IT FAILED THE STATE INFRASTRUCTURE BANKS SENT US A FRIENDLY LETTER ASKING WHAT OUR PLAN WAS OR HOW WE WERE GOING TO OVERCOME THAT SHORTFALL.

SO WE HAD A MEETING THERE,

UH, IN COLUMBIA WHERE WE ASKED FOR AN ADDITIONAL TIME.

THEY GAVE US 15 DAYS TO COME UP WITH A PLAN AND 150, $190 MILLION.

SO WE ASKED FOR ADDITIONAL TIME TO DEVELOP THAT PLAN, UH, AND ASKED FOR AN EXTENSION TILL MARCH 31ST.

SUBSEQUENTLY, UM, OR ACTUALLY JUST BEFORE THAT, THAT IN-PERSON MEETING, DOT HAD SENT A LETTER TO THE COUNTY AND SAID THAT THEY NEED ALSO NEED A RESPONSE, UH, FROM THE COUNTY ON HOW WE PLAN TO ADVANCE THE PROJECT BY MARCH 31ST, THE SAME DATE, UM, OR THEY WILL HAVE TO MOVE FORWARD WITH THEIR OWN PROJECT TO REPLACE THE ONE SPAN THAT'S IN NEED OF REPAIR.

SO, UM, THERE IS A HARD STOP DECISION POINT THAT IS REQUIRED, UM, BY MARCH 31ST.

SO WHAT'S GOING ON CURRENTLY? LAST WEEK, THE TOWN OF HILTON HEAD HOSTED A US 2 78 WORKSHOP MEETING WHERE THEY TALKED ABOUT IT, UM, AND THE COUNT THE TOWN'S PERSPECTIVE ON THE PROJECT.

UM, AT THAT MEETING, SENATOR DAVIS, UH, HE HAD WRITTEN A LETTER, UM, WITH THE, UM, BACKING OF THE OTHER LEGISLATORS THAT REPRESENT THE AREA.

THE, SO THE FOUR REPRESENTATIVES IN THE HILTON HEAD BLUFF IN THE AREA COLLECTIVELY ON PROPOSING AN ALTERNATIVE THAT, UM, BASICALLY HOW DO YOU CREATE A PROJECT WITH THE MONEY THAT YOU HAVE.

SO ESSENTIALLY THERE'S $300 MILLION THAT IS IN THE BANK FOR THE PROJECT, AND IF THERE WAS A WAY TO BUILD SOMETHING WITH THAT VERSUS TRYING TO BUILD EVERYTHING WITH THE MONEY THAT WE DON'T HAVE.

SO THAT SOLUTION ESSENTIALLY WAS BUILD, UM, A NEW EASTBOUND ONLY LANE.

THAT'S A BRIDGE THAT'S THREE LANES.

SO FROM BLUFFTON TO HILTON HEAD, IT'S A COMPLETELY NEW SPAN, UM, AND RETAIN THE TWO WESTBOUND LANES.

AND WHAT THAT WOULD CREATE IS A FIVE LANE CORRIDOR INSTEAD OF A SIX LANE.

UH, I THINK WE ALL CAN AGREE THAT IN THE MORNING, THE MORNING TRAFFIC IS WORSE THAN THE AFTERNOON TRAFFIC GETTING OFF THE ISLAND.

SO THAT WAS THE PREMISE OF THAT PROPOSAL.

AND THAT COMES IN, UM, ROUGHLY AROUND THE $300 MILLION THAT WE HAVE.

AND THEN IF SO, THEN WE WOULD HAVE TO PETITION THE SIB AND DOT TO KEEP THEIR FUNDING IN A REMO A MODIFIED PROJECT.

AND SO, UM, THAT'S WHERE THE DISCUSSION'S GONNA FOCUS AND IF SO, THEN UM, WE WOULD TRY TO HAVE THAT ALL CRAFTED AND MAKE THAT RESPONSE TO BOTH THE SIB AND DOT AHEAD OF THAT MARCH 31ST DEADLINE.

SO I KNOW THAT'S A LOT TO LOT TO THINK THROUGH, BUT THAT'S KIND OF IN A NUTSHELL WHERE WE ARE ON 2 78 QUESTIONS.

HAD SOME, HAD SOME RESTRICTIONS ON TIME, UH, TO DELIVER THE PROJECT AS WELL AS, UM, TIME AND MONEY OR THE TWO COMPONENTS.

AND SO NOW WE HAVE TO GO BACK TO THE SIB.

UM, SO THAT IS THE, THE TOTAL OF, UH, OUR TOTAL KIND OF ALL THE SOURCES OF OUR REVENUE AND, UM, OUR CURRENT BALANCE.

AND REALLY THE, THE TOP LINE, THE TOP LINE GI GIVES US A START TO THE FISCAL YEAR.

SO WE STARTED THE FISCAL YEAR WITH A BALANCE OF $6 MILLION.

THAT'S THE TOP MOST LEFT, UM, ENTRY IN THE GREEN CELL.

AND IF YOU GO TO THE FAR RIGHT FOR WHERE WE ARE CURRENTLY RIGHT NOW, WE HAVE A FUND.

WE HAVE A BALANCE OF ABOUT ALMOST $11 MILLION.

WE HAVE PROJECTS AS THAT WERE DISCUSSED TODAY THAT ARE NOW OUT FORBID, UM, THOSE WILL BE ADDED.

THE PROJECTS, THERE'S TWO SECTIONS FOR PROJECTS, PROJECTS THAT ARE ONGOING OR EVEN SOME CARRYOVERS FROM PRIOR YEARS.

UM, AT THE BOTTOM OF THAT MIDDLE SECTION, UM, RUSTY TALKED ABOUT YEAR EIGHT RESURFACING, UH, YEAR EIGHT REJUVENATOR 2 78 RESURFACING AND 2 78 OR BLUFFTON PARKWAY RESURFACING.

THOSE LAST TWO ARE OUT FOR

BIDS AND, UM, PURCHASE ORDERS HAVE NOT BEEN WRITTEN YET FOR, FOR THE PROJECTS WE DO HAVE, RUSTY DID MENTION 440,000 FOR YEAR EIGHT REJUVENATOR.

IT'S NOT SHOWN IN THAT BOTTOM PROJECT SECTION.

SO THE PURCHASE ORDER HAS NOT BEEN ISSUED YET.

SO AS, AS BIDS COME IN AND PURCHASE ORDERS ISSUES, THAT BOTTOM SECTION WILL BE POPULATED WITH THAT INFORMATION.

UM, SO THE FUNDS PAID OUT SO FAR THIS YEAR IS ABOUT $1.1 MILLION.

SO WE'RE IN GOOD FINANCIAL POSITION, UH, FOR GOING FORWARD WITH ISSUING THESE, UH, PROJECTS THAT WE'RE TALKING ABOUT RIGHT NOW AND THAT WE'LL BE APPROVING NEXT MONTH AT THE RETREAT.

UM, ONLY OTHER ITEM OF NOTE SINCE WE DID NOT MEET IN NOVEMBER AND WELL, WE MIGHT NOT HAVE HAD IT TO DISCUSS IN NOVEMBER, BUT THE, UH, THE C FUND, UH, THE AUDIT OF THE C FUND FOR FISCAL YEAR 24, WHICH ENDED ON JANUARY 30TH, 2024, WAS SUBMITTED IN NOVEMBER.

AND THAT REPORT IS IN ITS FINAL FOUR.

AND, AND CHRIS DID AN AWESOME JOB OF WORKING WITH SOME HELP FROM BRIAN AND BRITTANY TO GET HER THROUGH THAT ONE.

AND NOW SHE IS, UH, FLYING SOLO, UH, FOR THE NEXT ONE.

SO WE'RE IN GOOD SHAPE ON THAT.
