[00:00:01]
CLOSED CAPTIONING PROVIDED BY BUFORT COUNTY.
I CALL THE AT A, UH, COMMITTEE MEETING FOR TUESDAY, NOVEMBER 19TH AT 6:00 PM UM, TO ORDER, CHRISTIE PENSKE PRINGLE, SCOTT, SAN JEAN, GENE WILSON, MIKE ALDI.
MAY I HAVE A MOTION TO ADOPT THE MINUTES? MOTION TO, UH, I WOULD MAKE A MOTION TO ADOPT THE MINUTES.
DO WE HAVE ANY PUBLIC COMMENT? NATALIE? WE'RE JUST PLEASING THROUGH THIS ONE.
WE'D ALSO LIKE TO TAKE THE OPPORTUNITY TO WELCOME MIKE, OUR NEW ATAC MEMBER AT HIS FIRST MEETING.
WE HAVE A OH, EXCEPT FOR ELLEN.
ELLEN'S NOT HERE, BUT, UM, I HOPE YOU ENJOY IT.
UM, SO THANK YOU FOR, FOR SERVING.
UM, THE QUARTERLY FINANCIAL, CURRENTLY THERE IS JUST UNDER $700,000 AVAILABLE FOR DISTRIBUTION, UM, THIS QUARTER, STARTING THIS FISCAL YEAR.
THIS IS OUR FIRST QUARTER WHERE THE 15% WILL, OH, THERE'S ELLEN
UM, WHERE THE 15% WILL BE ALLOCATED TO THE TOWN CIP FOR AFFORDABLE HOUSING.
UM, THIS WAS APPROVED AS PART OF THE BUDGET FOR FISCAL YEAR 25.
WE HAVE SIX APPLICANTS THIS QUARTER REQUESTING A TOTAL OF $196,916.
AND I'M HAPPY TO ANSWER ANY QUESTIONS.
WHAT THE SEVEN DOWN THERE? NO.
IF THAT'S ALL THE FARMER, IT'S 55.
SO THIS IS THE FIRST QUARTER THAT THE 15% IS GOING TO HOUSING, WHICH IS $36,735.
WILL WE RECEIVE LIKE, ANY KIND OF INFORMATION OF WHERE THAT MONEY EXACTLY WILL GO TO OR HOW MUCH IS SPENT OR WHAT YOU'VE DONE AND ALL THAT? UM, IT IS PART OF A CIP PROJECT AND I'M HAPPY TO PROVIDE INFORMATION IF YOU'D LIKE.
I MEAN, I KNOW WHAT THE CIP PROJECT IS.
I WAS JUST WONDERING IF WE WOULD GET LIKE AN UPDATE OF ANYTHING DURING THE PROCESS.
WE DON'T HAVE IT SCHEDULED AS AN UPDATE.
THE CIP AND THIS IS SOMETHING THAT'S GONNA HAPPEN EVERY QUARTER.
THERE IS A SUNSET ON THIS WITH STATE LAW, BUT UM, YES, IT IS BUDGETED FOR EVERY QUARTER.
IT REMAINS 15% CONSISTENTLY OUT.
DID WE JUST NOT HAVE ANY LAPSED LOANS OR JUST NOT CLOSED OUT? WE DIDN'T HAVE THAT INFORMATION READY YET.
ANY OTHER QUESTIONS OR ANY COMMENTS? WHAT'S DMO? IT IS OUR, UM, DESTINATION MARKETING ORGANIZATION, UM, AND IT IS APPROVED ANNUALLY.
SO CURRENTLY IT IS THE HILTON HEAD ISLAND BLOCKCHAIN CHAMBER OF COMMERCE, AND THIS IS ACCORDING TO STATE LAW WHERE THEY GET 30% OF THE QUARTERLY, UM, REVENUE RECEIPT.
I THINK FARMER'S MARKET IS BIG.
WE DON'T HAVE ANY OLD BUSINESS TO DISCUSS AT THIS MOMENT.
SO, HI, HOW ARE YOU TODAY? GOOD, HOW ARE YOU? VERY WELL.
UM, I WOULD JUST DO A BRIEF JUST FOR MIKE'S SAKE, BUT OKAY.
NOT LESS THAN FIVE MINUTES IF POSSIBLE.
SO WE'RE THE FARMER'S MARKET OF BLUFFTON.
WE'RE A 5 0 1 C UH, THREE, AND WE'VE BEEN IN OPERATION FOR ABOUT 16 YEARS IN OLD TOWN BLUFFTON.
UM, WE ARE OPEN EVERY THURSDAY.
WE HAVE APPROXIMATELY 40 VENDORS AS IN ADDITION TO, UM, WE
[00:05:01]
HAVE NONPROFITS THAT COME OUT.UM, THE REASON WE COME TO AT A IS TO HELP WITH OUR ADVERTISING AND TO BRING, UM, FOLKS TO THE MARKET.
UM, WE'RE LUCKY ENOUGH, WE'VE BEEN IN EXISTENCE SINCE OH EIGHT, SO WE HAVE A LOT OF REPEAT CUSTOMERS.
SO FOLKS THAT VISIT HERE, UM, EVERY YEAR COME BACK AND SEE US MAKE THURSDAY THEIR DAY TO COME TO HILTON OR COME TO BLUFFTON AND DO ALL THEIR BLUFFTON SHOP.
AND ALONG WITH THE FARMER'S MARKET AND ALL THE OTHER GREAT STORES HERE, WE'RE STRICTLY A FARMER'S MARKET, SO WE DON'T HAVE ARTS AND CRAFTS.
UM, BASIC TO PUT IT VERY, BASICALLY IT'S FOOD AND PLANTS.
SO WE HAVE A LOT OF LOCAL FARMERS, UM, PRODUCE PROTEINS, UM, AS WELL AS PREPARED FOODS.
SO WE SUPPORT THE LOCAL AGRICULTURAL COMMUNITY AS WELL AS SUPPORT, UH, LOCAL BUSINESSES IN TERMS OF SPONSORSHIPS, AS WELL AS, UM, HAVE ALL THE OTHER NONPROFITS IN THE AREA, UM, TO SUPPORT COMMUNITY AWARENESS, WHETHER IT'S A BLOOD DRIVE, UM, ANY KIND OF CHURCH THAT'S RAISING MONEY FOR SOMETHING, THE MONTESSORI SCHOOL, ANYTHING LIKE THAT.
WE ALSO TAKE OVER BACKPACK BUDDIES FOR THE PUBLIC SCHOOL SYSTEM DURING THE SUMMERTIME.
SO, UM, WE OFFER A LOT OF, UM, FOOD BANK PROGRAMS ALSO AT THE FARMER'S MARKET, AS WELL AS ALL KINDS OF DIFFERENT ACTIVITIES.
THAT'S A NICE DRAW TO BRING, UH, PEOPLE FROM OUTTA TOWN A GREAT INTEREST TO COME AND SHOP FOR THEIR WEEK, AS WELL AS GET SOME GOOD LOCAL FOOD.
ANYBODY HAVE ANY QUESTIONS FOR FARMER'S MARKET? OKAY, THAT WAS, CAN I HAVE A MOTION? I, I WOULD GO AHEAD.
I MAKE A MOTION TO RECOMMEND FARMER'S MARKET OF LOFTON RECEIVES THE REQUESTED AMOUNT OF 55302ND.
ALL THOSE IN FAVOR? OH, ANY DISCUSSION? I'M SORRY.
MICHAEL, DO YOU, DO YOU GOT THESE? DO YOU KNOW HOW TO FILL IT OUT? UH, I AM KIND OF FIGURING IT OUT.
SO JUST FOR TONIGHT, JUST DO THE BEST YOU CAN.
SO AFTER WE GO THROUGH ALL OF THESE, WE ARE GOING TO ACTUALLY HAVE A VERY MEDIUM CONVERSATION ABOUT THESE.
SO YOU'LL LEARN A LOT MORE THEN.
UM, I SKIPPED OVER NUMBER ONE WITH THE ADOPTION OF THE, UM, DUE DATES AND THE MEETING SCHEDULE.
SO I DON'T KNOW IF YOU WANNA DO THAT AT THE END.
I HAD IT HERE AND I JUST DIDN'T SEE IT AND I WAS SORRY, I MISSED THAT.
SO ONCE MIKE, ONCE YOU DO YOUR, UM, YOUR MINUTES, YOU'LL PUT IT UP HERE AND THEY'LL COME AND COLLECT THEM AFTER EACH PERSON GETS UP.
OH, I, WELL, I'VE GOT A STACK OF 37, SO.
AND WITH THAT SAID, YOU GOT THE UNTIL 11, RIGHT? BLESSED IN WORSHIP.
HOW ARE YOU GUYS DOING? I'M DOING GOOD.
SO AGAIN, WE'RE JUST GONNA MAKE THIS, UH, LIKE A FIVE MINUTE PRESENTATION JUST BECAUSE MIKE'S NEW.
SO, UM, THE NEW BLUFF AND WORSHIP IS, UM, A INDEPENDENT CHURCH IN THE TOWN OF BLUFFTON.
AND WE HAVE DONE CHRISTMAS EVE UNDER THE STARS.
WE PARTNERED WITH FOR SCION MISSIONARY BAPTIST CHURCH TO DO IT TOGETHER AS A UNIFIED EVENT.
UM, AND WE HOLD IT AT OYSTER FACTORY PARK.
UM, WE, IN ATTENDANCE, WE TYPICALLY GET AROUND BETWEEN 1500 TO 2000 PEOPLE.
AND, UM, IT REALLY HAS BECOME AN
[00:10:01]
ATTRACTION FOR PEOPLE THAT ARE VISITING FOR THE HOLIDAYS.THEY COME AND THEY WANT TO PARTICIPATE.
THEY WANT SOMETHING TO DO FOR CHRISTMAS.
UM, IT'S, IT'S A GREAT OPPORTUNITY FOR THEM TO BE, UM, IN THE TOWN OF BLUFFTON BY THE WATER TO REALLY SEE THE LOW COUNTRY, HONESTLY.
UM, AND, UH, WE DID ATEX LAST YEAR SO THAT WE COULD REALLY RAMP UP OUR, UM, MARKETING.
AND I WILL SAY LAST YEAR WAS OUR BIGGEST ATTENDANCE OF 2000 PEOPLE.
UM, WE WERE ABLE TO COLLECT ZIP CODES AND, UM, WE REALLY GOT A LOT OF PEOPLE FROM OUT OF TOWN.
UM, WE WERE ABLE TO, UH, GO TO HILTON HEAD, NATIONAL RV PARK, PUT THINGS ON PEOPLE'S WINDSHIELDS.
UM, WE HAD A LOT OF, A LOT OF PEOPLE IN ATTENDANCE AND IT WAS JUST A GREAT COMMUNITY EVENT.
DOES ANYBODY HAVE ANY QUESTIONS? SEND YOUR SET STACK.
OH,
THAT'S, AND IT'S A ONE NIGHT EVENT.
UM, Y'ALL HAVE SOME EXPENSES THAT I SAW LISTED.
UM, $2,000 FOR VOLUNTEER T-SHIRTS.
UM, SO THAT WAS SOMETHING THAT WE ARE REQUESTING BECAUSE WE HAVE, UH, SUCH A LARGE TEAM OF HOSPITALITY PEOPLE AND WE THOUGHT THAT WHAT A GREAT WAY FOR THOSE PEOPLE TO BE IDENTIFIED AS, UM, PEOPLE THAT ARE PART OF THE TOWN, PART OF THE CHURCH, PEOPLE THAT THEY CAN, UH, UH, PEOPLE THAT ARE, UM, THEY'RE VISITING CAN COME AND SEE AND THEY'RE IDENTIFIED.
AND SO THAT'S WHY WE PUT THAT IN THERE.
HOW MANY VOLUNTEERS DO YOU HAVE? WE HAVE, UM, PROBABLY WE, UH, BETWEEN BOTH CHURCHES, CHURCHES? YEAH.
WE WOULD HAVE ABOUT 75 VOLUNTEERS, I WOULD SAY, BETWEEN PARKING, UM, HOSPITALITY, ZIP CODES, ALL THAT STUFF.
AND FORGIVE ME, I DID, DID I SAY YOU HAVE BETWEEN 15 AND 1800 PEOPLE OR A THOUSAND PEOPLE? WE HAVE 1005 BETWEEN 1,502,000 PEOPLE ATTEND THE EVENT.
AND WHAT TIME DOES IT? IT'S UNDER THE STARS, RIGHT? SO IT IS UNDER THE STARS.
THE MUSIC STARTS AT SIX O'CLOCK AND THE WORSHIP STARTS AT SIX 30.
THE TOTAL EVENT, THE TOTAL EVENT RUNS UNTIL ABOUT 7 45.
ANY OTHER QUESTIONS? MAY I HAVE A MOTION? YOU WANT ME TO MAKE A MOTION? HAPPY TO, I I WOULD MAKE A MOTION TO GRANT $25,100 FOR NEW BLUFF AND WORSHIP 2024 CHRISTMAS EVE BY THE STARS.
SO THE REASON, THE DISCUSSION WOULD BE THE REASON THAT WE REDUCED YOUR MM-HMM.
T-SHIRTS DON'T NORMALLY WOULD FALL UNDER PURVIEW OF WHAT WE WOULD FUND.
UM, AND THERE'S ANOTHER EXPENSE FOR CANDLES AND, AND THE, THE STUFF.
SO IT'S TYPICALLY, WE, WE HAVE OTHER APPLICANTS THAT WE SAID WE DON'T DO THAT PART FOR 'EM TOO.
SO THAT, THAT WAS WHERE WE CAME UP WITH THE AMOUNT FOR.
ANY OTHER DISCUSSIONS? ALL IN FAVOR SAY AYE.
[00:15:15]
NO, SHE'S ALWAYS DENY A LOT OF EFFORT.I DON'T HAVE THE EFFORT IN ME.
IS THAT WHY? REALLY? THAT'S WHY, THAT'S THE REASON I DON'T PUT THE EFFORT INTO IT.
SOCIETY OF BLUFFTON ARTISTS, PLEASE.
UM, THIS IS THE FIRST TIME I'VE BEEN HERE.
I'M THE PRESIDENT OF THE SOCIETY OF BLUFFTON ARTISTS.
WE'VE BEEN IN BUSINESS NOW FOR ABOUT, OR IN EXISTENCE FOR ABOUT 30 YEARS, ACTUALLY.
WE'RE GOING INTO OUR 31ST YEAR.
WE'RE A NONPROFIT, UH, OR 5 0 1 C3 ORGANIZATION.
WE RUN AN ART GALLERY AND AN ART SCHOOL.
OUR SALES RUN ABOUT 250,000 A YEAR, AND ABOUT 67%, I THINK IT'S 65, 60 7% OF OUR VISITORS ARE TOURISTS.
SO WE ARE ASKING FOR 27,000 FOR OUR MARKETING BUDGET BECAUSE WE'D LIKE TO EXPAND OUR MARKETING.
MY, UH, MY TREASURER PUT THIS TOGETHER AND HANDED IT TO ME, BUT I'M FAMILIAR WITH EVERYTHING.
UM, WE'LL CONTINUE WITH LOCAL MAGAZINE AND NEWSPAPER ADS, BUT WE'D LIKE TO ADD ADDITIONAL PUBLICATIONS.
WE UNDERSTAND THAT WE'RE A, UH, LIKE A DAY TRIP DESTINATION INTO OLD TOWN BLUFFTON.
UM, JUST BECAUSE WE ARE AN ARTS COMMUNITY AND WE'VE BEEN DESIGNATED AS PART OF AN ARTS CULTURAL, UM, DESTINATION.
SO WE'D LIKE TO EXPAND INTO, UH, LOW LOW COUNTRY WEEKLY AND PINK MAGAZINE.
AND SO WE'RE GOING TO BE HOPING TO INCREASE OUR BUDGET A BIT.
I AM NOT SURE WHAT ELSE YOU
SO I'D BE HAPPY TO ANSWER ANY QUESTIONS.
UH, UH, SO I JUST NOTICED THAT YOUR REQUEST IS NOT FOR A CALENDAR YEAR.
SO OUR FISCAL YEAR RUNS SEPTEMBER 1ST THROUGH AUGUST 31ST.
AND UP UNTIL NOW, OUR PAST TREASURERS WENT WITH THE CALENDAR YEAR RATHER THAN THE FISCAL YEAR.
SO THEY ASKED, OUR LAST GRANT WAS FOR JANUARY 1ST THROUGH DECEMBER 31ST OF THIS YEAR.
BUT BECAUSE WE ARE IN A FISCAL YEAR THAT ENDS AUGUST 31ST, WE NEEDED TO MAKE AN ADDITIONAL, UH, REQUEST.
AND RATHER THAN MAKE IT JANUARY TO DECEMBER, WE WERE TOLD WE COULD MAKE IT, UM, MATCH OUR FISCAL YEAR.
AND THEN IN JULY WE WOULD ASK FOR THE YEAR, THE, THE, THE NEXT FISCAL YEAR YOU, AND THEN WE WOULD ASK FOR A 12 MONTHS.
SO WE'RE KIND OF MAKING UP, BREAKING UP TO.
SO MY NEXT QUESTION WOULD JUST BE, WILL THERE BE LEFTOVER ON THE GRANT THAT WE GRANTED ON THAT WAS ANNUAL? NO, I THINK WE'VE ACTUALLY EXCEEDED OUR MARKETING EXPENSES.
WE ASKED FOR 20,000, UM, AND THAT, UH, FOR 2024.
AND MY NOTES HERE SHOW THAT WE'VE ALREADY SPENT 22,000.
SO THERE'S, WE HAVEN'T, BUT WE HAVEN'T PUT IN FOR ALL OF IT YET.
SO WE HAVEN'T REQUESTED ALL OF THE 20,000 YET.
I BELIEVE THAT THE TREASURER JUST PUT IN A REQUEST, UM, LIKE TWO DAYS AGO FOR, UM, PERIOD UP TO NOVEMBER 11TH OF OUR EXPENSES.
AND, AND, UM, IF WE HAVE MET OUR 20,000, THEN WE WON'T ASK FOR MORE.
AND IF WE HAVE ANY LEFTOVER WE'LL, AND SO JUST FOR CLARITY, WE CAN EXPECT YOU GUYS TO START MAKING THE REQUEST FROM AUGUST TO AUGUST OR YOUR YEAH.
SO OUR NEXT REQUEST WILL BE FOR THE PERIOD OF SEPTEMBER 1ST, 2025 THROUGH AUGUST.
WE'RE JUST, WE'RE JUST CHANGING YOUR CALENDAR.
THAT'S, THAT WAS ALL MY QUESTIONS.
I'M I NUMBER ONE OF 37, SO I'M READY.
ARE THERE ANY, ARE THERE ANY SPECIFIC FESTIVALS OR ANYTHING THAT YOU'RE WORKING ON? OR IS IT MORE JUST THE OPERATION OF THE MAIN STORE? THE AND THE TEACHING AND, YEAH.
UM, BECAUSE WE DO, WE PARTNER WITH THE, UM, WITH ALL OF THE TOWN EVENTS BY HAVING, UH, WE, AND WE PROMOTE THE FACT THAT WE'RE HAVING PORCH AND LAWN ARTISTS, UH, ARTISTS ON OUR PORCH AND LAWN.
WE HAVE A CORNER SPOT, SO WE'RE RIGHT IN THE MIDDLE OF TOWN THERE.
AND SO WE WILL, WE HELP PROMOTE THE EVENTS THAT ARE GOING ON, SUCH AS THE ART AND SEAFOOD FESTIVAL AND THE ART WALKS AND JINGLE STROLL AND WHATNOT.
[00:20:01]
PARTNERING WITH THAT AND IT TAKING ADVANTAGE OF THE NUMBER OF PEOPLE THERE, BUT WE'RE HELPING TO BRING PEOPLE IN AND GIVE THEM, UH, THAT MUCH MORE OF A RICH EXPERIENCE BY ACTUALLY BEING ABLE TO MEET THE ARTISTS AND KEEP OUR GALLERY OPEN LATER.SO YES, WE HAVE PROBABLY BY THE, UH, WITHIN A YEAR BETWEEN, UM, FEATURED ARTIST RECEPTIONS, UM, THE ART WALKS, THE ART AND SEAFOOD FESTIVAL AND EVERYTHING, WE PROBABLY HAVE AN EXTRA 20 EVENTS THAT WE DO ABOVE AND BEYOND OUR REGULAR GALLERY HOURS AND OUR CLASSROOM, UH, TEACHING CLASSES, WE'RE VERY INVOLVED.
DO YOU HAVE ANY OTHER, OTHER QUESTIONS? THAT'S, THAT'S, THAT'S IT FOR ME.
SO MY QUESTION IS THAT SO FAR YOU'VE EXPENDED $7,000, UM, FOR 2024, YOU'VE USED ALL OF YOUR 20,000 PLUS FOR 2024, AND FOR THE NEXT EIGHT MONTHS, YOU'RE ASKING FOR ANOTHER 27,000.
SO THAT'S GIVE OR TAKE 47, BUT YOU HAVE TO TAKE A COUPLE MONTHS OUT.
SO STILL $40,000 IN ONE YEAR AND IN YEARS PAST, 'CAUSE IT WOULD HAVE 21 FORWARD, YOU ASK FOR 20 16, 15 AND 20.
SO THAT IS A HUGE JUMP IN AMOUNT.
SO MY UNDERSTANDING IS THAT UP UNTIL ABOUT TWO YEARS AGO, WE, UH, BUSINESS, YOU KNOW, BUSINESSES COULD, UM, AND NONPROFITS CAN ONLY ASK FOR 50% OF THEIR BUDGET.
SO LAST YEAR WE, WE HAD A PROPOSED BUDGET OF 40,000.
AND THEN, SO WE ONLY ASKED FOR 20, AND WE, YOU KNOW, WE'RE SPENDING THE 20.
BUT BECAUSE WE ALSO CAN ONLY AFFORD PUBLICITY ABOVE AND BEYOND THE 20, IT DEPENDS ON OUR INCOME.
SO WE DO OUR BEST TO SPEND THE FULL BUDGET AMOUNT OF 40,000 THAT WE PROPOSED TO HAVE HAD IN 2024.
BUT WE ONLY ASKED FOR, AT THAT TIME, WE, OUR PAST PRESIDENT, MISUNDERSTOOD AND DIDN'T KNOW THAT SHE COULD ASK FOR THE FUR FULL AMOUNT BUDGETED.
DOES THAT YEAH, WELL, I, UNDER I TOTALLY UNDERSTAND WHAT YOU'RE SAYING, BUT YOUR BUDGETS DON'T FOLLOW THAT.
SO YOUR BUDGET FOR 2022 TO 23 SHOWS ADVERTISING OF $16,000, WHICH IS WHAT YOU USED.
SO LIKE, I'M NOT TRYING TO JUST, IT'S JUST A HUGE JUMP IN.
BUT WHAT, I'M SORRY, I JUST WANNA ASK A QUESTION.
WAS THAT BECAUSE WE ONLY ASKED FOR 16 BECAUSE WE HAD BUDGETED 30? WELL, THIS IS YOUR BUDGET.
I'M A NEW PRESIDENT AND I NO, THAT'S FINE.
I WOULD, YEAH, I WOULD SAY THAT BECAUSE WE THOUGHT WE COULD ONLY ASK FOR 15, IT MIGHT BE THE REASON WHY THE AMOUNT WAS SO LOW.
NOW THAT WE UNDERSTAND WE CAN ASK FOR THE FULL AMOUNT.
IT WAS TOO MUCH MORE THAN WE WOULD BE A, YOU KNOW, FELT COMFORTABLE SPENDING AND BEING ABLE TO SPEND.
SO ALTHOUGH YOU'RE SAYING IT COMES TO 40 AND MATH IS NOT MY STRONG SUIT.
SO YEAH, WE'RE TALKING ABOUT WHAT'S WHAT YOU WAS, WE'RE TALKING ABOUT A CALENDAR YEAR, RIGHT? SO YOU'RE ADDITIONAL ASK IN ADDITION TO WHAT WE'VE ALREADY AWARDED.
SO MY UNDERSTANDING IS OUR LAST CALENDAR YEAR THAT WE ASKED FOR MONEY, WE ASKED FOR 20,000, AND NOW WE ARE ASKING FOR 27 FOR ONLY EIGHT MONTHS AS OPPOSED TO 12.
BUT WE WANT TO INCREASE OUR PUB, OUR REACH.
SO RIGHT NOW WE'RE ONLY IN, UM, BLUFFTON SUN OR PRINT MEDIA, BLUFFTON, SUN AND LOCAL LIFE.
AND WE'D LIKE TO ADD PINK MAGAZINE AND LOW COUNTRY WEEKLY, WHICH BRINGS IN THE, UH, BEAUFORT AREA AND, UM, INCREASES HILTON HEAD BECAUSE IT SEEMS LIKE PINK GOES INTO HILTON HEAD AS WELL AS BUFORT.
SO WE FEEL LIKE THOSE ARE PUBLICATIONS THAT WE CAN EXPAND INTO, BUT IT WILL INCREASE OUR BUDGET TO DO SO.
I I HAVEN'T DONE ADVERTISING IN A WHILE, SO, UM, ACTUALLY PROBABLY EVER, BUT THAT'S A WHOLE DIFFERENT STORY.
UM, PINK MAGAZINE IN LOW COUNTRY WEEKLY, UM, YOU THINK THAT YOU'RE GOING TO GIVE THEM LIKE 20,000? NO.
SO IT WOULDN'T BE JUST THOSE TWO.
WE ALSO ARE STARTING TO BOOST OUR FACEBOOK ADS, AND THAT WAS $10 A DAY FOR BOOSTING.
WE'VE DONE THAT ABOUT 10 TIMES IN THE LAST MONTH.
SO, UM, WE'D LIKE TO GET A YOUTUBE CHANNEL SO THAT WE CAN, UM, DO VIDEOS.
SO THAT WILL TAKE SOME EXPENSE.
[00:25:02]
AND LET'S SEE, INSTAGRAM, WE HAVE COVERED THE YOUTUBE CHANNEL.WE HAVE A MEMBER OF OUR SOCIETY WHO HAS ALREADY PUT TOGETHER TWO TV SHOW YOUTUBE SHOWS.
AND SO THAT HAS GIVEN US ENCOURAGEMENT THAT SHE'S DOING THIS NOT FOR SOBA, SHE'S DOING THIS ON HER OWN, BUT BECAUSE SHE'S A MEMBER, UM, THAT ENCOURAGES US TO THINK THAT WE CAN ACTUALLY HAVE A, A YOUTUBE CHANNEL OF OUR OWN AND, UM, TALK ABOUT THE ARTS AND TALK ABOUT BLUFFTON, UM, TALK ABOUT OUR GALLERY, TALK ABOUT WHAT WE OFFER, BUT NOT SOLELY ABOUT US, BUT ABOUT OLD TOWN BLUFFTON.
SO THAT'S, UM, ONE WAY WE WOULD SPEND THE INCREASED AMOUNT OF MONEY.
UM, I BELIEVE WE'RE NOT IN TRIPADVISOR YET, AND THAT'S A PRETTY EXPENSIVE COST.
SO THESE ARE AVENUES THAT WE WOULD SPEND THE MONEY BY PUTTING IT INTO PLACES THAT WE FEEL WOULD HAVE A BIGGER REACH TO BRING IN THE TOURISTS, BECAUSE THAT SEEMS TO BE OUR BIGGEST VISITING BLOCK AND PURCHASING BLOCK.
DO WE HAVE A STANCE ALREADY ON INTERNET ADVERTISING ABOUT LIKE, IF YOU DO A YOUTUBE CHANNEL, DO WE STILL HAVE TO BE, UM, LOGOED HASHTAGS OR EITHER IDENTIFYING THAT, THAT WE ARE INVOLVED IN IT, WE'RE GONNA DO A, WE, WE HAD A CONVERSATION, BUT I DON'T KNOW IF WE EVER FINALIZED IF THAT ALL THAT NO FINAL WE WERE TALKING ABOUT WITH THE SOCIAL MEDIA AND THE, AND THE INTERNET ADVERTISING HAD TO HAVE HASHTAG I LOVE WELCOME HASHTAG MM-HMM.
AND THEN IF IT WAS AUDIO, IT HAD TO BE, YOU KNOW, PARTIAL OF THIS IS BROUGHT TO YOU BY BLUFF ETAX.
SO THAT'S JUST KIND OF WHERE IF YOU DO SOMETHING LIKE THAT AND YOU'RE TRYING TO USE THAT FOR, FOR THE, THE BENEFIT THAT WE WOULD PROVIDE IS JUST MAKE SURE THAT YOU FOLLOW THE GUIDELINE AND, AND THESE LADIES HERE WILL BE VERY HAPPY TO TAKE WHAT THE HUSBAND DID.
AND I KNOW THAT IN ON OUR INSTAGRAM WE'LL HAVE THE LOW, YOU KNOW, THE, UM, HEART OF THE BLUFFTON AND, AND I UNDERSTAND THAT IF WE WERE TO HAVE A VIDEO, UH, A YOUTUBE CHANNEL, IT WOULD BE, WE WOULD HAVE THAT AS PART OF THE CREDITS.
SO WE, YEAH, WE DO DEFINITELY UNDERSTAND THAT'S NEEDED.
ANY OTHER DISCUSSION? CAN I HAVE A MOTION? I WOULD MAKE THE MOTION TO AWARD THE SOCIETY OF LUPIN ARTISTS.
ARTISTS THE REQUEST FOR $27,000.
ANY OTHER DISCUSSION? ALL THOSE IN FAVOR? THEY OPPOSED? HERE YOU GO.
I
HI, I AM JANETA KELLY AND I'M THE NEW PRESIDENT AT CONGREGATION BETH YAM.
WE ARE THE ONLY FULL SERVICE, UH, SYNAGOGUE HERE IN BEAUFORT COUNTY, AND WE ARE VERY EXCITED TO ONCE AGAIN BE PART OF THE TOWN OF BLUFFS OFFICIAL HOLIDAY CELEBRATIONS.
HANUKKAH IS AN EIGHT DAY CELEBRATION AND WE HAVE BEEN APPROVED BY THE TOWN TO HAVE A MENORAH LIGHTING CELEBRATION AT MARTIN FAMILY PARK.
WE ARE GOING TO HAVE A FESTIVAL ALONG WITH THAT, WITH MUSIC AND SOME TRADITIONAL FOOD THAT IS AT HANUKKAH POTATO LATKAS, WHICH IS LIKE A POTATO PANCAKE FOR THOSE OF YOU NOT FAMILIAR WITH IT.
AND JELLY DONUTS, WHO DOESN'T LIKE JELLY DONUTS? RIGHT.
UM, WE HAVE ASKED FOR MONEY TO HELP US WITH OUR MEDIA COSTS, BOTH, BOTH THE BLUFF AND SUN AND SOCIAL MEDIA, OUR STAGE COSTS WITH LIGHTING AND SOUND PRODUCTION AND SECURITY.
WE ARE VERY EXCITED BECAUSE LAST YEAR WAS OUR FIRST YEAR IN THIS PARTNERSHIP, AND LAST YEAR WAS OUR FIRST TIME GETTING THE AT TAX MONEY, AND WE'VE LEARNED A LOT SINCE THEN.
[00:30:01]
THIS PARTNERSHIP AND HAVING A BIGGER AND BETTER EVENT EVERY YEAR AS IT CONTINUES TO GROW.WE HAVE, UM, COLLECTED LAST YEAR ABOUT 31% OF THE ATTENDINGS HAD ZIP CODES OUTSIDE THE, UM, BLUFFTON ZIP COATS.
MANY FOLKS THAT ARE SNOWBIRDS THAT COME DOWN FOR THE WINTERTIME TO ESCAPE FROM THE NORTH COMMENT OF HOW GRATEFUL THEY ARE TO SEE THE SMALL JEWISH COMMUNITY HERE IN THE LOW COUNTRY BE RECOGNIZED OFFICIALLY BY BEING A PART OF THAT CELEBRATION.
SO WE LOOK FORWARD TO DOING THAT AGAIN, AND WE HOPE THAT A TAX MONEY WILL HELP US WITH THAT PUBLICATION AND THE PRODUCTION.
UM, JUST A CLARIFICATION, UH, POLICE FORCE SECURITY IS ALREADY TAKEN CARE OF CORRECTLY, DON'T HAVE TO BUDGET FOR IT OUT OF THE REQUEST.
HOW MANY PEOPLE FOR POLICE, I'M SORRY FOR POLICE, BUT IF THEY WANNA HAVE ADDITIONAL SECURITY, THEY CAN ALSO DO THAT.
Y'ALL, I'M SORRY, Y'ALL ARE PLANNING ON USE THE LOUGHTON POLICE.
IT SAYS SO IN THAT REQUEST, I JUST WANNA MAKE SURE I WAS OKAY.
HOW MANY PEOPLE ATTENDED LAST YEAR? LAST YEAR WE COLLECTED ZIP CODES FROM 236 PEOPLE.
I'M NOT SURE IF THAT IS THE TOTAL AMOUNT OF THE ATTENDANCE, BUT IT WOULD BE IN THAT BALLPARK AREA.
THIS CELEBRATION WILL BE ON DECEMBER 29TH.
IT'S A SUNDAY EVENING AT FIVE 30.
DIANE, I WAS LOOKING AT LAST YEAR, 6,000 REQUESTED 2000 EXPENDED.
SO AS I SAID, LAST YEAR WAS OUR FIRST TIME, UM, GOING THROUGH THIS PROCESS AND WE HAD THINGS THAT WERE ON OUR REQUEST THAT AT THE TIME WE DID NOT KNOW, WERE NOT APPLICABLE WITH THE ATAC.
SO THAT LEARNING PROCESS HAS HELPED US IN OUR APPLICATION FOR THIS YEAR.
THAT WAS, UM, PART OF OUR EXPENSES LAST YEAR, BUT WE DIDN'T KNOW WHAT WAS APPLICABLE AND WHAT WASN'T.
AND JUST TO GIVE YOU A LITTLE MORE INFORMATION ON THAT.
SO, UM, WHEN THEIR BUDGET CAME UP, THEIR, UM, ELIGIBILITY OF ATEX FUNDS WAS PROBABLY A NEGATIVE NOT TO BE.
AND SO WE AS A COMMITTEE DECIDED TO GIVE THEM UP TO THAT WHEN THEY DECIDED WHEN THEY GOT ALL THEIR EXPENSES OF WHAT ACTUALLY COULD BE DONE OR NOT.
SO RATHER THAN COME BACK FOR A SECOND REQUEST, RIGHT? THAT IS CORRECT.
AND YOUR, UM, SYNAGOGUE IS WHERE OUR SYNAGOGUE IS ON THE ISLAND.
ABOUT, UM, 30% OF OUR MEMBERS LIVE HERE IN BLUFFTON, ABOUT 78% ON ISLAND.
ANY OTHER DISCUSSION? GIVE US ONE SECOND.
UM, I'D LIKE TO MAKE A MOTION FOR THE CONGREGATION OF BETH YAM OF $2,830.
MAY I HAVE A SECOND? SECOND THAT DISCUSSION.
SO THE, HOW'D YOU COME UP WITH THAT? OKAY.
SO THE REQUEST AMOUNT IS $2,980, BUT IF YOU GO BY THE BUDGET AND YOU READ IT OR ADD IT TOGETHER, I SHOULD SAY, UM, THE FOUR 50 AND THE THREE 50 EQUALS SAY $800 AND THE RENTALS OF $1,280 AND, UH, SOUND IS 750.
AND IF YOU ADD THAT TOGETHER, IT'S 8 28 50.
I DON'T KNOW WHERE THE 150 IS.
I'VE LOOKED EVERYWHERE AND THAT DIDN'T, SO WE CAME TO IT THE SAME.
MY FIRST MOTION IS LET CHA EVER I'VE NEVER MADE MOTION.
I MEAN, DON'T Y'ALL MAKE THOSE LITTLE PIECES OF PAPER FOR US THAT WE CAN USE.
[00:35:01]
EVER MAKE A MOTION.I'M LUCKY I CAN RUN A MEETING JUST GETTING YEAH.
UM, HISTORICAL BLUFFTON FOUNDATION.
AND I'M GONNA ASK IF YOU'LL JUST WAIT ONE SECOND BEFORE YOU START.
I'M THE EXECUTIVE DIRECTOR OF HISTORIC FLU AND FOUNDATION.
THIS IS MS. NIKKI GRAZIANI, WHO IS MY ADMINISTRATOR OF THE HAYWARD HOUSE.
AND SHE'LL TELL A LITTLE BIT ABOUT THE HAYWARD HOUSE AND ABOUT OUR PROGRAMING.
I KIND OF KNOW WHAT I'M DOING THIS TIME, SO I GOT IT.
UM, THE HISTORIC FOUNDATION MAINTAINS THE HAYWARD HOUSE AND ALSO THE GARVIN GARVEY HOUSE.
AND THROUGH THIS LAST QUARTER THAT WE JUST HAD THE WEATHER COOLS DOWN.
SO WE SEE A SIGNIFICANT UPTICK IN OUR VISITORS COME SEPTEMBER.
UM, WE ARE CURRENTLY WORKING ON FACILITY IMPROVEMENTS ON OUR PROPERTY AT THE HAYWARD HOUSE.
WE HAVE JUST INSTALLED A NEW BATHROOM.
WE REPLACED THE PARTITION WALL BACK TO ITS HISTORIC PLACEMENTS, UH, NEW EXHIBIT CASES, RETRACTABLE AWNINGS OUTSIDE.
AND THAT IS TO, THAT'S TO INCREASE THE DRAW TO THE GROUNDS FOR OUR RENTAL POSSIBILITIES.
AND AGAIN, WE ALWAYS WANNA KEEP OUR RATES AS LOW AS POSSIBLE TO STAY COMPETITIVE AND TO KEEP PEOPLE COMING INTO TOWN TO USE US AND THE SURROUNDING BUSINESSES, AIRBNB'S RESTAURANTS AND THE LIKE.
UM, WHILE THEY ARE VISITING OUR PROPERTIES, UM, WE ARE GOING TO BE MOVING FORWARD WITH A LANDSCAPE AND SITE PLAN WITH JK TILLER IN THE TOWN TO REVAMP THE EXTERIOR AND THE INTERIOR OF THE PROPERTY TO MAKE IT MORE ACCESSIBLE IN THE FRONT, TO MAKE IT MORE PRIVATE FOR THE RENTALS IN THE BACK AND JUST MORE MODERN.
UM, I LOST MY PLACE IN MY NOTES.
UM, WE ARE LOOKING TO MAKE OUR RENTAL PACKAGES AND OUR CLIENT EXPERIENCES, UM, WE'RE LOOKING TO EXPAND THOSE AND MAKE THAT AS, AS TURNKEY AS WE CAN FOR OUR RENTERS.
AND AGAIN, TO INCREASE THAT DRAW, WE'RE FOCUSING OUR MARKETING ON, UM, LOCAL MARKETING SOCIAL MEDIA.
WE HAVE A WEBSITE MANAGEMENT COMPANY NOW THAT HELPS US ON THAT END.
UM, WE ARE GOING FORWARD WITH COLLABORATIVE PARTNERSHIPS WITH OTHER LOCAL BUSINESSES IN THE AREA TO GET OURS AND THEIR NAME OUT.
UM, AND WE'VE ALREADY SEEN INCREASED BOOKINGS FOR RENTALS AND EVENTS THIS WAY.
AND ANOTHER THING THAT AT TAX AND FUNDING HELPS US DO IS PROVIDE A BEAUTIFUL SPACE FOR OTHER NONPROFITS AND LOCAL BUSINESSES TO BE ABLE TO THROW ON THEIR EVENTS AS WELL.
UM, SO ADVERTISING, WE HAVE OUR WEBSITE, WE HAVE OUR SOCIAL MEDIA PRESENCE, WE HAVE OUR INTERNET PRESENCE, ALL OF OUR EVENTS, ALL OF OUR BRANDING.
ANYTHING WE PRINT OR PROMOTE ALWAYS HAS THE TOWN OF BLUFF IN LOGO ON THERE AS IF WE ARE.
AND WE PLAN ON STILL DOING THAT COME JANUARY WHEN WE ARE NO LONGER THE WELCOME CENTER.
WE STILL PLAN ON MOVING FORWARD THAT WAY, STILL PRINTING OFF IN INFORMATIONAL BROCHURES AND BEING A PLACE WHERE PEOPLE CAN COME AND ASK QUESTIONS AS WELL AS THE NEW WELCOME CENTER.
UM, YEAH, I THINK, I THINK THAT'S A PRETTY SOLID RUNDOWN.
AND, AND CAN I SAY, SO THIS IS THE FIRST TIME WE'RE COMING IN FRONT OF YOU ALL FOR OPERATIONAL S SUPPORT AS A CULTURAL INSTITUTION AND MUSEUM, UM, PER STATE LAW THAT IS, IS APPLICABLE.
AND SO I'VE, I'VE BEEN TOLD BY STEVEN STEVES TO GO AHEAD AND, AND APPLY FOR OPERATIONAL SUPPORT, WHICH IS WHAT I DID.
UM, THIS IS ALSO FOR THE GARVIN GARVEY HOUSE.
SO THIS IS FOR THE PEOPLE THAT I HAVE INTERPRET THE GARVIN GARVEY HOUSE.
SO IT'S NOT SIMPLY JUST THE HAYWARD HOUSE, IT'S ACTUALLY BOTH, BUT IT'S OPERATIONAL SUPPORT.
I HAVE PLENTY OF FUNDING IN FOR EVENTS, FOR DOING RESTORATION WORK, THINGS LIKE THAT.
IT'S THE OPERATIONAL SUPPORT THAT WE NEED HELP FOR WHAT DAYS ARE THE GARVEY GARVIN HOUSE OPEN? UH, THE GARVIN GARVEY HOUSE IS OPEN TUESDAYS, THURSDAYS, AND SATURDAYS FROM 10 UNTIL THREE.
IS THAT DIRECT UNDER YOUR PURVIEW? YES.
[00:40:01]
YOU PROBABLY KNOW THE, WHAT DATE ARE YOU OFFICIALLY NO LONGER THE WELCOME CENTER? WELL, JANUARY 1ST, I WOULD ASSUME, BUT I, I KNOW THE TOWN IS GETTING READY TO MOVE INTO THEIR, INTO THEIR NEW FACILITY, UH, IN THE END OF, UH, SOMETIME IN DECEMBER.WE ARE PREPARED TO BE THE WELCOME CENTER THROUGH JANUARY, THOUGH IF NECESSARY BECAUSE OF HURRICANES AND WHATNOT IN THE OPENING DATE IS FEBRUARY 3RD.
SO WHENEVER THEY NEED US TO BE, WE WILL.
AND, AND HONESTLY, I MEAN, PEOPLE ARE GONNA COME THERE ANYWAY.
I MEAN, THERE'S TONS OF LITERATURE OUT THERE THAT ALL SAYS WELCOME CENTER.
SO PEOPLE ARE STILL GONNA COME THERE FOR BEING THE WELCOME CENTER.
I MEAN, THERE'S ALL THE LITERATURE OUT THERE THAT SAYS THAT.
SO DID THEY CEASE, UH, WHAT, WHAT DID YOU SAY ABOUT I I WENT AND MET WITH HIM AND, AND HE ASKED ME IF WE WERE GOING, UM, APPLY FOR OPERATIONAL SUPPORT BECAUSE LIKE THE GOLUM MUSEUM PROBABLY WOULD BE DOING SO ALSO.
AND I SAID, YES SIR, THAT'S EXACTLY WHAT I'M GOING TO, WHAT I WOULD BE DOING.
WHICH IS THE SAME AS SOBA OR ANOTHER CULTURAL OR MUSEUM INSTITUTION.
THIS ASK IS JUST FOR THE FIRST QUARTER THOUGH, CORRECT? RIGHT.
AND YOUR ASK ON THIS IS FOR OPERATIONS TWO.
I MISS, I MISS THAT IT WOULD BE OPERATIONAL SUPPORT FOR BOTH FOR THE HAYWARD HOUSE, BUT, BUT IT ALSO HELPS PAY FOR SALARIES AND STUFF FOR THE PEOPLE WHO WORK AT THE GARVIN GARVEY HOUSE.
AND BOTH OF THEM FOLLOW THE SAME 5 0 1 3 C UH, THE GARVIN GARVEY HOUSE IS CURRENTLY A TOWN PROPERTY THAT WE JUST STAFF.
BUT, UM, WE ARE A 5 0 1 3 C IN THE HAYWARD HOUSE IS THE PROPERTY, BUT WE DON'T, YEAH.
AND, AND THE GARVEY AND GARVEY HOUSE, IT'S, IT'S OWNED REALLY, LIKE, JOINTLY BY THE TOWN OF BLUFFTON, BEAUFORT COUNTY.
AND I THINK THE OPEN LAND TRUST PUT MONEY INTO IT AS WELL.
SO, BUT THE TOWN CONTROLS IT AND THEN WE OPERATE IT.
SO WHY THE TOWN OPERATE? BECAUSE THEY WOULD HAVE TO HIRE STAFF AND YOU ONLY HAVE IT OPEN THREE DAYS A WEEK.
UM, IF WE COULD GET MORE FUNDING THEN WE COULD OPEN MORE DAYS IF I COULD FIND ENOUGH STAFFING FOR IT.
WHAT'S YOUR JUST AVERAGE WALKTHROUGH AT THE GARVIN HOUSE? PARDON ME? WHAT'S YOUR AVERAGE, LIKE, YOU'RE, YOU'RE OPEN THREE DAYS A WEEK.
DO 10 PEOPLE COME, YOU DO ABOUT 5,000 PEOPLE A YEAR THROUGH JUST THROUGH THERE? YES.
ON A THREE DAY WE DID OVER 20,000 BETWEEN THERE AND THE HAYWARD HOUSE OVER WELL OVER 20,000.
AND WITH THE RENOVATIONS TO OYSTER FACTORY PARK WITH IT BEING SO BEAUTIFUL OVER THERE, WE EXPECT THOSE TO RISE NEXT YEAR AS WELL.
GONNA CHANGE THE COMMON GROUND LOCATION? NO, NO.
JUST WITH THE OYSTER FACTORY PARK BEING SUCH A DRAW.
IT'S SO BEAUTIFUL OVER THERE NOW.
AND WE, AND WE'RE GONNA, WE'RE GETTING READY TO PUT, PROBABLY DO ABOUT A QUARTER MILLION DOLLAR RESTORATION PROJECT ON THE HAYWARD HOUSE ON THE STRUCTURAL ASPECT OF IT.
I MEAN LITERALLY THE HOUSE HAS SOME MAJOR, MAJOR STRUCTURAL PROBLEMS AND THEY HAVE TO BE, UM, RECTIFIED THIS YEAR.
AND WE HAVE THE FUNDS TO DO THAT.
IT'S JUST THE OPERATIONAL SUPPORT.
I CAN GET FUNDS TO DO ANYTHING, DO PROGRAMS, DO RESTORATION, BUT I CAN'T NECESSARILY JUST GET FUNDS FOR OPERATIONAL SUPPORT.
AND THAT'S WHY WE'RE ASKING YOU ALL FOR THAT.
THE GOLF CART RIDE, SOMETHING YOU GUYS DO ALSO, IS THAT YOUR THING? I AS A NEW GUY TO TOWN, I TOOK ONE ABOUT TWO MONTHS AGO.
UH, HIS NAME WAS GARFIELD THE BEST.
IT WAS, IT WAS SUCH A GREAT EXPERIENCE BEFORE OUT OF TOWN GETS WITH US.
UM, AND THE THINGS WE LEARNED THAT WE HAD NO IDEA ABOUT.
HE'S NOT, HE'S ACTUALLY NOT CONNECTED TO US THOUGH.
HE'S A, HE, HE OPERATES ANOTHER, UM, SOLO.
BUT WE DO HAVE, WE HAVE A EIGHT PASSENGER GOLF CART AND WE DO, WE DO TOURS AS WELL.
THERE ARE SEVERAL PEOPLE THAT GO TO THOSE GOLF CART.
SO SALARIES AND TAXES UNDER YOUR THING HERE.
184,000, IS THAT A YEAR OR IS THAT JUST FOR THIS QUARTER? I'M SORRY, SAY THAT AGAIN.
SO IT SAYS TAX, UH, SALARIES AND TAXES.
$184,000 IS THAT, THAT'S FOR THE YEAR.
SO IF YOU BREAK THAT INTO, I'M JUST GONNA BACK TO MY CALENDAR.
I KNOW
SO ACCORDING TO THIS, WE HAVE $12,000 IN ADVERTISING FACILITIES FOR, UH, CIVIC AND CULTURE EVENTS.
[00:45:01]
A GRANT YOU RECEIVED FROM THE STATE OF SOFTWARE? YEAH.SO THE DIFFERENCE IN THAT IS $20,300.
SO THAT'S WHERE THAT WOULD GO.
AND ANYBODY DOESN'T KNOW ME, I'M A NUMBERS PERSON.
SO THE $7,700 EXTRA IS OPERATING YEAH.
I MEAN, I COULD READ, CAN I READ OFF WHAT I, WHAT I CONSIDER TO BE OPERATIONAL SUPPORT.
SO IN MY ESTIMATION, OPERATIONAL SUPPORT WOULD BE FOR A NONPROFIT WOULD BE STAFF SALARIES AND BENEFITS.
UH, FACILITY COSTS, THAT'S NOT PART OF IT.
ADMINISTRATIVE COSTS, PROGRAM MANAGEMENT, INSURANCE AND COMPLIANCE, THOSE TYPE OF THINGS.
CAN I GET A MOTION? I MAKE A MOTION FOUNDATION IS, UH, AWARD.
I SECOND THE MOTION DISCUSSION.
SO MY, ONE OF MY FIRST QUESTIONS, I GUESS I SHOULD ASK IT EARLIER, ARE, ARE Y'ALL PLANNING TO COME AND DO A QUARTERLY ASK? YES.
THEY, THEY'VE ASKED US TO, WHO'S THEY? THE TOWN OF BLUFFING.
IS THAT RECENT? I BELIEVE THAT WAS WHEN IT WAS FOR WELCOME CENTER.
NOT WHEN IT SWITCHES OVER TO THAT WAS WHEN, THAT WAS WHEN, UH, JUST SO YOU'RE AWARE MAYBE, AND TO HELP US OUT, WHEN WE KNEW THAT YOU WERE GONNA MOVE AWAY FROM BEING THE DESIGNATED WELCOME CENTER AND WE WERE CHANGING OVER TO THE TOWN PROPERTY, WE WERE ON A QUARTERLY BASIS FOR YOU GUYS SO THAT WE COULD CONTINUE SUPPORT YOU WHILE THAT WAS GOING ON.
BUT NOW I WOULD BELIEVE IF YOU'RE NO LONGER GONNA BE THAT WE'RE NOT GONNA BE ON A QUARTERLY BASIS, UH, MOST OF OUR APPLICANTS DO YEARLY ASSETS.
IT IS MUCH EASIER FOR US TO MANAGE AND MAINTAIN AND PROBABLY FOR YOU GUYS TOO.
'CAUSE I WOULD MUCH PREFER THAT.
WE, WE ALL DON'T NEED TO BE HERE.
UM, FOR THAT REASON, WE'D LIKE TO SEE YOU BECAUSE I ALSO, BECAUSE I I'M, I JUST WENT TO THE COUNTY TO ASK FOR SOME AT TAX FUNDS FROM THE COUNTY FOR SOME OF OUR PROGRAMMING.
AND, UM, WE HADN'T DONE THAT IN A WHILE BECAUSE WE HAD SOME MONEY THAT THEY HAD GIVEN US DURING THE PANDEMIC AND I HAD TO RESTORE A BUILDING AND WE FINALLY GOT THAT DONE SO THEN WE COULD FINALLY START ASKING FOR FUNDS AGAIN.
SO I EXPECT TO START GETTING A LITTLE BIT OF MONEY FROM THE COUNTY.
ALTHOUGH THE COUNTY, THEY MADE IT REALLY CLEAR THE COUNTY AT TAX COMMITTEE THAT, UM, THAT BLUFFTON, MOST OF THE HOTELS AROUND HERE, BLUFFTON COLLECTS ALL OF THAT MONEY.
AND SO THERE'S ONLY LIKE TWO HOTELS IN ALL OF AROUND AN INCORPORATED BLUFFTON THAT BASICALLY, UH, FUNDS THE COUNTY'S AT TAX.
AND SO, I MEAN, WE CAN'T ASK FOR IT AS MUCH THERE.
IT'S ONLY ONCE A YEAR THEY CAN DO THAT.
AND IT'S LIKE, IT'S ONCE A YEAR.
THEY JUST HAD IT LIKE A FEW MONTHS AGO, BUT I THINK THERE'S ANOTHER, UM, SESSION.
THEY HAVE A LITTLE BIT MORE MONEY, SO THEY'RE OPENING IT UP FOR MORE APPLICATIONS, I BELIEVE.
SO WHEN YOU COME BACK NEXT TIME, I WOULD JUST DO IT FOR THE THREE QUARTERS AND OR HOW WHATEVER YOU, IF YOU HAVE A FISCAL YEAR, JUST THAT WOULD BE REALLY, REALLY HELPFUL.
WE ARE, WE'RE A SUPER SMALL STAFF AND IT'S REALLY, IT'S REALLY TAXING ON US.
YOU SHOULD GIVE THE GARVEY HOUSE BACK TO THE TOWN.
I WOULD LOVE, I WOULD LOVE TO OPEN IT MORE DAYS.
I MEAN, I HAVE GR I HAVE GREAT INTERPRETERS THERE.
Y'ALL SHOULD COME OVER AND CHECK IT OUT.
I MEAN, WE COULD ALL GO THERE FROM TAKE A LOOK.
ANY OTHER DISCUSSION? ALL IN FAVOR SAY AYE.
THAT'S MY LEAST FAVORITE THING TO DO, IS TO STAND ON THE BEHIND THE SPOT.
THAT'S WHAT YOU DO WHEN YOU'RE THE PRESIDENT.
UM, I'M ELIZABETH SCHLAGER FROM MAY RIVER REVERSE THEATER.
UM, THIS WILL BE OUR 22ND YEAR, UM, AS COMMUNITY THEATER HERE IN BLUFFTON.
UM, IN FACT, IF YOU'VE NEVER VISITED US OR DOWN THE HALLWAY RIGHT OVER THERE.
UM, SO, UM, YEAH, SO WHAT YOU HAVE IN FRONT OF YOU IS FOR OUR 2025 SEASON.
[00:50:01]
UM, LITTLE HISTORY ON THAT.SO WE HAVE EXPANDED, UM, OUR OFFERINGS.
SO WE'VE GONE FROM TWO PLAYS AND TWO MUSICALS TO TWO PLAYS AND THREE MUSICALS.
I'VE, IT'S EACH YEAR AS WE'VE COME BACK HERE, IT'S BEEN ABOUT US EXPANDING.
UM, RIGHT PRIOR TO THE PANDEMIC WE WERE SHUT DOWN BECAUSE THEY WERE DOING RENOVATIONS.
SO IT'S BEEN A VERY, UM, SLOW CLIMB BACK.
BUT NOW THAT, UM, WE'RE BACK, WE'RE EXPANDING.
UM, WE'RE ALSO, ALL OF OUR MUSICALS ARE EXPANDING FROM TWO WEEKENDS TO THREE WEEKENDS BECAUSE WE'VE BEEN PULLING IN ENOUGH AUDIENCES TO SUPPORT THAT.
UM, SO IF YOU LOOK AT SOME OF THE INFORMATION ON THERE, IF THE ROYALTIES SEEM LIKE THEY'RE MORE THAN THEY WERE IN THE PAST, THAT'S BECAUSE FOR THE MUSICALS IT'S THREE WEEKENDS.
SO NINE PERFORMANCES INSTEAD OF SIX.
UM, AN EXCITING NOTE ALONG WITH THAT, UM, OUR SPRING PLAY, UM, WE'LL BE DOING THE US PREMIER OF TIM FIRST SHEILA'S ISLAND.
IT'S HUGE IN THE UK RIGHT NOW.
UM, IT HELPS HAVING A BOARD MEMBER FROM THE UK.
UM, WE ALREADY HAVE HAD THE PLAYWRIGHT.
UM, HE'S RECORDED SOMETHING FOR US AND HIS, UM, AGENT IS INTERESTED IN HELP SUPPORTING US, MAKING THAT A LARGER REGIONAL EVENT.
UM, SO WE'RE HOPING TO PULL FROM A COUPLE STATES AROUND US TO SEE THAT SHOW.
UM, WE HAVE BEEN DOING A, UM, SERIES OF ONE ACTS.
OUR INTENTION WITH THAT WHEN WE STARTED IT THREE YEARS AGO WAS TO TURN THAT INTO A ONE ACT, UM, FESTIVAL.
UM, THAT IS WHAT WE'RE HEADED TO FOR THIS YEAR IS TO MARKET THAT AS A ONE, AS A ONE ACT FESTIVAL.
WE'RE GONNA BE REACHING OUT TO THEATERS ACROSS SOUTH CAROLINA TO SEE WHAT THEY CAN GET IN THERE.
AND THEN, UM, IT'S NICE SEEING YOU NIKKI.
YOU WERE ON MY LIST OF COLLEEN TO TALK TO ABOUT THAT
SO, UM, HOPEFULLY WE'LL BE PARTNERING WITH HAYWARD HOUSE ON THAT.
SO JUST, THERE'S SOMETHING LIKE THIS, THIS WILL BE OUR LEARNING YEAR FOR THAT, BUT EVENTUALLY WE WOULD LIKE THAT TO EXPAND.
UM, WE DON'T REALLY HAVE, UM, LIKE WE ARE NOT GONNA BE A SCAD FILM FESTIVAL LEVEL, BUT WE WOULD LIKE TO GET US TO A LITTLE BIT MORE SO THAT WE CAN START WORKING WITH, UM, OTHER ORGANIZATIONS AND REALLY MAKING IT A FULL WEEKEND OF ACTIVITIES.
SO THIS WILL BE OUR FIRST YEAR FOR THAT.
UM, LAST YEAR WE ARE FORTUNATE TO HAVE THE GULLAH TRAVELING THEATER COME IN AND DO A PERFORMANCE WITH US OVER THE SUMMER.
UM, THEY ARE ON OUR CALENDAR TO COME IN AND DO TWO EVENTS THIS NEXT YEAR.
SO WE'RE REALLY EXCITED ABOUT THAT.
UM, THIS PAST YEAR WE DID OUR FIRST COLLABORATIVE, UM, FASHION SHOW WITH THE OLD TOWN BLUFFTON MERCHANT SOCIETY.
UM, WORKING WITH, UM, I HAD EIGHT, EIGHT DIFFERENT BOUTIQUES FROM DOWNTOWN.
SO THAT WAS AN EXCITING NEW EVENT FOR KIND OF GET US OUT IN THE COMMUNITY IN DIFFERENT WAYS.
UM, LET'S SEE, WHAT ELSE DO WE HAVE GOING IN HERE? UM, AS FAR AS OUR MARKETING GOES, IF YOU LOOK AT THE, UM, CHANGES IN THAT THIS PAST YEAR WE HAD FIVE PRINT MEDIAS THAT WE WORKED WITH.
WE ARE GETTING RID OF ONE OF THE PRINT MEDIA BECAUSE WE DID NOT SEE WHERE THAT WAS PULLING IN PEOPLE FROM THAT SOURCE.
AND THE GOAL IS TO TAKE THOSE FUNDS AND EXPAND INTO DIGITAL MEDIA WITH THE FOUR PRINT SOURCES WE'RE GONNA BE USING.
SO EACH, SO LIKE WITH, UM, PINK MAGAZINE FOR EXAMPLE, WE'RE GONNA CONTINUE WITH OUR SIX MONTHS OF ADS IN THERE, BUT WE'RE ALSO GONNA BE RUNNING, UM, 12 MONTHS OF, UM, INDIVIDUAL ADS.
UM, THAT WILL BE ON THEIR WEBSITE.
SO JUST TRYING TO REACH OUT TO A DIFFERENT, UM, DEMOGRAPHIC WITH THAT.
UM, BECAUSE WE ARE DOING THAT EXPANDING AND I DO NOT THINK THAT'S ON THE, UM, THE FORM THAT I TURNED IN.
WE ARE IN THE PROCESS OF INTER VIEWING, UM, A SOCIAL MEDIA MANAGER.
WE'VE HANDLED ALL OF THAT IN-HOUSE, BUT WE'RE NOW AT THE POINT WHERE, UM, MOST OF US ALL HAVE FULL-TIME JOBS, SO WE NEED TO GET SOMEONE TO DO THAT.
AND I THINK THE LAST I COULD SEE IS A GOAL FOR THIS YEAR WAS TO GET ALL OF OUR TICKETS, UM, AND ROYALTIES PAID IN ADVANCE.
SO THEY'RE ALREADY ON THE WEBSITE.
SO, UM, WE HAVE THAT DONE AND I'VE ALREADY HAD PEOPLE REACHING OUT TO US ASKING US, YOU KNOW, WHAT ARE YOU DOING THIS FALL? DO WE HAVE TICKETS NOW? SO THAT'S KIND OF OUR GOAL SO THAT WHEN PEOPLE ARE COMING AND PLANNING VACATIONS TO THE AREA, THEY CAN PURCHASE THEIR TICKETS NINE MONTHS IN ADVANCE.
SO WE KNOW THIS IS WHERE THEY'RE COMING.
ANY QUESTIONS? I HAVE A SUGGESTION.
I CAN'T EVEN FATHOM HOW THAT WOULD BE, BUT IF YOU DID A, LIKE A, KIND OF LIKE THE SOCIETY OF ARTS DOES AND DO LIKE A THIS ONE WINS THE FESTIVAL.
YOU SHOULD HAVE 'EM DO IT AT THE SEAFOOD FESTIVAL ON THE STAGE THAT THEY USE FOR, UM,
'CAUSE YOU KNOW, THEY USE IT FOR THE SYMPHONY AND THEN IT SITS THERE.
[00:55:01]
BE A GREAT WAY TO GET 'EM BACK IN AND GET PEOPLE IN.YEAH, I'LL DEFINITELY HELP THAT TOO.
BE BRINGING EVERYTHING BACK TOGETHER AGAIN.
JUST, WELL, AND IT WAS THE, THE FASHION SHOW THAT WE DID WAS IN COLLABORATION WITH THE SEAFOOD FEST TO HELP KIND OF KICK OFF THEIR 20 DAYS OF EVENTS.
ANY OTHER DISCUSSION, QUESTIONS, SUGGESTIONS? AYE.
CAN I HAVE A MOTION? I MAKE A MOTION TO RECOMMEND MAY RIVER THEATER FOR MARKETING THEIR 2025 PERFORMANCE SEASON RECEIVED AS REQUESTED AMOUNT OF 40 2008 26.
ANY OTHER DISCUSSION? ALL THOSE IN FAVOR SAY AYE.
GRAB A YEAH, I GO BACK DO ADOPTION.
CAN WE SEE THIS? IT CAN BE UP ANYWHERE.
NO, THE SCREENS AREN'T CONNECTING.
A OO, WHEN THIS THING WENT TO SLEEP.
UH, WE CAN JUST READ IT OFF HERE, RIGHT? YEAH, I'LL JUST SHOW IT.
SO APPLICATIONS DUE DECEMBER 31ST, 2024.
AAC MEETING FOR THAT WOULD BE FEBRUARY 18TH.
TOWN COUNCIL WOULD BE MARCH 11TH.
ATAC MEETING WOULD BE MAY 20TH.
TOWN COUNCIL WOULD BE JUNE 10TH.
THIRD QUARTER WOULD BE JUNE 30TH.
AAC WOULD BE AUGUST 19TH AND TOWN COUNCIL WOULD BE SEPTEMBER 9TH.
FOURTH QUARTER WOULD BE DUE SEPTEMBER 30TH.
AAC WOULD BE NOVEMBER 18TH AND TOWN COUNCIL WOULD BE DECEMBER 9TH.
IS THANKSGIVING LATE NEXT YEAR AGAIN? THAT'S WHAT I'M LOOKING AT.
I THINK THANKSGIVING IS THE 27TH, SO IT'S STILL LATE.
DOES ANYBODY HAVE ANY THOUGHTS OR ANYTHING ABOUT THE CALENDAR? LOOKS GOOD.
CAN I HAVE A MOTION TO GO? SORRY.
NO, TO BE CLEAR, YOU'RE JUST VOTING ON APPLICATION DEADLINES AND YOUR MEETING DATES, NOT THE COUNT COUNCIL DATES AS WELL THAT I'M NOT DOING IT.
MAY I HAVE A MOTION? I HAVE ONE QUESTION.
ARE ALL THOSE, THOSE APPLICATION DUE DATES, ARE THOSE BUSINESS DAYS OR AREN'T SOME NONE OF THOSE ARE WEEKENDS.
OH, I'M JUST SURPRISED THAT IT, UH, YEAH.
SHANNON HAS THE FORESIGHT NOTICE.
OF COURSE I'D MAKE A MOTION TO ADOPT THE 2025 ACCOMMODATIONS TAX GRANT APPLICATION DATES AND OUR, UH, TAX ADVISORY MEETING SCHEDULE.
ANY DISMISS? ALL THOSE IN FAVOR SAY AYE.
DID YOU HAND OUT THE I'M SORRY.
EVERYTHING I LEARNED FOR THE OTHER ONE DOESN'T MATTER.
I BURNED, I BURNED A HALF AN HOUR.
DISCUSS EXAMPLES OF, IT'S GOOD.
[01:00:03]
OKAY.SO MIKE, JUST TO GET YOU UP TO, UM, PAR HERE.
SO WE, WE DO THESE GRADED SHEETS, SCORING SHEETS, TRYING TO HELP FIGURE OUT WHAT PERCENTAGE, UM, SO LIKE IF SOMEBODY ASKS FOR A HUNDRED THOUSAND DOLLARS, IF THEY GET 75% ON THIS, DO WE DO 75% OF THEIR ASK OR DO WE MAKE IT LIKE 75? IF YOU FALL IN BETWEEN 75 AND A HUNDRED, YOU GET A HUNDRED PERCENT OF YOUR ASK.
AND SO WE HAVE BEEN PLAYING WITH THESE FOR A VERY LONG TIME.
SO, UM, STAFF HAS COME UP WITH SOME IDEAS OF HOW TO MAKE IT EASIER AND NOT AS, UM, COMPLEX.
SOME OF 'EM ARE STILL COMPLEX, BUT, UM, BUT THAT'S WHAT THIS DISCUSSION IS ABOUT.
ARE THERE THREE DIFFERENT WAYS TO SCORE? WELL, THAT'S WHAT WE'RE TRYING TO DECIDE.
WELL THAT WAS, THAT'S WHY I WAS LIKE, HOLY MOLY.
IS IT THREE PAGE SCORING SHEET? WELL, WE CAN JUST, THE ORIGINATION OF THIS FOR THE FOLKS WHO MAY NOT KNOW IT, AND THAT MAY BE A LOT OF US ACTUALLY WAS BACK IN THE OLD OLD DAYS, WAY BACK IN THE HISTORIC DAYS, WE USED TO NOT HAVE ENOUGH MONEY TO GIVE EVERYBODY.
SO AT THE END OF A, A MEETING, RATHER THAN US LOOKING AT APPLICANT A, B AND C, WE TRY TO QUANTIFY THE, THE ASK BY SOME KIND OF A METRIC, RIGHT? QUALITY OF THE ASK, THE, THE, THE, THE BENEFIT DETERRENT AND PLUS WHAT THEY WERE DOING PLUS WHAT THEIR NEEDS WERE.
UH, IF MARY O'NEIL WAS HERE, KIMBER PROBABLY COULD TELL YOU THE SAME THING.
THEY WOULD TALK BEFORE THE EVENT AND SAY THEY ONLY GOT 15,000, HOW ARE THEY GONNA SPLIT IT UP? LET'S LET'S US MAKE SOME CHANGES.
BUT ANYWAY, WE WANTED TO QUANTIFY.
SO WE'VE BEEN USING THESE, WE USED TO TURN OUR SHEETS IN JUST LIKE WE DID TONIGHT.
THE STAFF WOULD COMPILE THE THING, COME BACK AND GO, THAT APPLICANT AMONGST YOU ALL SCORED 20 OF 40.
AND THAT GAVE US A SAY, WELL THEY ASKED FOR 10,000, EVERYBODY'S AT 20 OF 40, WE'RE GONNA TAKE THE 10,000, 10,000, 10,000.
BUT THEN WE WENT THROUGH A BUNCH OF YEARS WHERE WE JUST, WE, WE FILLED 'EM OUT.
AND THEN ABOUT TWO YEARS AGO, A TOWN COUNCIL CAME BACK TO US AND WANTED TO REUSE THE SCORE SHEETS.
AND AT THE TIME THEY SAID, FOR LACK OF A BETTER TERM, IF THEY GET 50% OF YOUR TOTAL SCORE, WE'RE GONNA GIVE THEM, THEY WANTED TO BE ABLE TO SAY, AWARD THEM 50%.
SO THERE WAS ABOUT A TWO MEETINGS WHERE SHANNON WOULD GO, UH, BASED UPON Y'ALLS VOTE, THEY GET $16,492 TO A $20,000 ASK.
AND WE'RE LIKE, WAIT, WHAT HAPPENED?
SOME OF THE STUFF THAT YOU'LL SEE ON YOUR SCORE SHEET SHOULD BE STATIC, UH, TOURISM DRAW, WHICH IS ON THE, THE STAFF REPORT, THE AMOUNT OF ADVERTISEMENT, SELF-SUFFICIENCY, SOME OF THAT STUFF'S VERY STATIC.
YOU SHOULD BE ABLE TO LOOK AT THE, THE STAFF REPORT.
I DON'T SEE ONE IN FRONT OF ME.
IT, IT, IT HAS A LOT OF THOSE NUMBERS ALREADY IN AND IT SHOULD BE ABLE TO, THESE NUMBERS HERE, THE REASON THEY'RE IN HERE, THE WAY THEY ARE IS, UM, SHANNON PROBABLY GOES AHEAD AND PUTS THE, THE PERCENTAGES.
AND SO WHEN YOU SEE TOURISTS AND DRAW 45%, YOU CAN GO TO THE SCORE SHEET AND IT SAYS 45% AND GIVE 'EM TWO POINTS.
SO SOME OF THAT STUFF'S STATIC, BUT SOME OF THAT STUFF, YOU KNOW, IT'S, IT'S, IT'S A BLUFF AND FESTIVAL.
IT'S, IT'S AN HOUR AND 10 MINUTES VERSUS ALL DAY, ALL DAY.
OR MULTI-DAY IS, IS THE, THE, THE BEE'S KNEES.
BUT SOMEBODY THAT'S GOT A TWO HOUR FESTIVAL CERTAINLY DOESN'T HAVE THE SAME EFFECT AS UH, AS A TWO DAY.
SO SOME OF THAT STUFF'S IN THERE.
WE'VE JUST TRIED TO FIND A WAY TO QUANTIFY MOSTLY WHEN IT LEAVES US, WE'RE JUST A RECOMMENDATION BOARD FOR TOWN COUNCIL TO BE ABLE TO MAKE THEIR DECISION.
SO WE CAN SAY, GIVE 'EM A MILLION DOLLARS IN TOWN COUNCIL, WE DON'T LIKE THAT WE'RE GIVING 'EM 2 MILLION OR VICE VERSA.
SO THERE'S MEMBERS OF TOWN COUNCIL WHO REALLY WANT A METRIC THAT THEY CAN USE TO SAY, HERE'S WHY WE DID WHAT WE DID.
AND FOR THE MOST PART, CHRIS, YOU'VE BEEN AT MOST MEETINGS LATELY, THEY FOLLOW OUR RECOMMENDATIONS ALMOST ALWAYS EXCEPT WHEN THEY DON'T.
SO WHAT WE WERE TRYING TO DO, AND YOU JUST, SINCE FILLING OUT SOME SCORE SHEETS YOU SAW THEY DON'T CAPTURE REALLY WELL SOME OF THIS STUFF.
WE'VE, WE WERE IN MEETINGS AND WORKSHOPS AND TRY TO COME UP WITH A BETTER SCORE SHEET.
I, I DON'T KNOW THERE EVER IS AN ASK,
[01:05:01]
BUT WHAT WE'VE DECIDED, WE WERE AT ONE POINT WE'RE TALKING ABOUT BRACKETING THEM.SO IF YOU SCORE IN THE TOP 25%, WE'RE GOOD TO GO.
IF YOU'RE DOWN THERE IN THE, IN THE, IN THE BOTTOM 25%.
I'M SORRY, YOU JUST DON'T QUALIFY FOR WHAT YOU'RE ASKING FOR.
UM, YOU CAN ADD YOU WERE, UM, IN MORE OF THE MEETINGS THAN I WAS.
UM, WELL I'VE KIND OF GIVEN AN OVERVIEW OF THESE EXAMPLES THAT WE'VE PUT TOGETHER.
SO THE ONE ON TOP, UM, IT HAS THE BIG BOLD RED BOXES.
THIS ONE KIND OF A SIMPLIFIED VERSION OF WHAT WE'VE BEEN USING WITH'S MORE POINTS.
IT'S, IT'S BECAUSE I PUT IT FRONT AND BACK SO YOU DON'T HAVE TO HAVE YOUR MICROSCOPE OUT TO READ IT.
IT'S ABOUT HALF OF THE WHOLE FIRST PAGE.
AND WHAT I DID IS SORT OF COMBINE THEM AND THEN THIS IS ALSO A WEIGHTED SCORING SHEET.
SO THERE'S SOME FORMULAS PUT IN THERE THAT AS THEY'RE FILLED OUT, LIKE WE WOULD HAVE TO DO THAT MATH.
UH, YOUR SECOND ONE IS A LITTLE BIT MORE, TWO SECONDS MORE HOW YOU INTERPRET THE APPLICATION.
THERE'S A LITTLE BIT MORE FLEXIBILITY IN HOW YOU SCORE, MAYBE NOT SO DEFINED BY NUMBERS, WHAT SCORE YOU WOULD GIVE THE APPLICANT.
NATALIE MIGHT BE ABLE TO DESCRIBE THIS ONE A LITTLE BIT BETTER THAN I CAN, BUT IF YOU LOOK AT THE QUESTIONS, YOU CAN SEE IT'S NOT 75% OF THE TOURISTS.
SO THIS IS THE POINTS THEY GET.
LIKE YOU'RE GONNA HAVE TO READ IT AND DETERMINE HOW MANY POINTS YOU WANNA GIVE THE APPLICATION BASED ON THE QUESTIONS ON THE SCORING SHEET.
AND THEN THE LAST ONE IS JUST A SPIN ON WHAT WE'VE BEEN DOING EXCEPT IT STARTS EVERYBODY BASICALLY AT A HUNDRED POINTS AND THEY MAY HAVE POINTS DEDUCTED BASED ON WEAKNESSES IN THEIR APPLICATION OR IF THINGS ARE MISSING OR IT'S ONE HOUR VERSUS TWO DAYS.
SO THESE ARE JUST IDEAS FOR YOU GUYS TO KICK AROUND AND CONSIDER, DECIDE WHICH WAY YOU WANT US TO GO AND WE CAN TWEAK ANY OF THESE, WE CAN TAKE PIECES AND PARTS OF ALL THREE AND PUT 'EM TOGETHER IN ONE.
SO I DON'T KNOW IF YOU KNOW THE ANSWER.
UM, I THINK I DO, BUT DO DOES ANY OF THE OTHER ATEX AROUND THAT YOU KNOW OF USE THE ACTUAL SCORING SHEET? THE COUNTY DOES NOT, BUT HILTON HEAD DOESN'T.
JASPER DOESN'T, I DON'T KNOW, I CAN'T SPEAK TO ANYBODY ELSE.
SO I'M JUST CURIOUS IF LIKE, MAYBE DOES CHARLES, I I DON'T KNOW HOW THEY COME ABOUT IT, SO I JUST, WHY I WAS CURIOUS.
WE LOOKED AT A FEW OTHER ENTITIES WITHIN THE STATE AND JUST SORT OF LOOKED AT THE THINGS THEY CONSIDER.
UM, I DON'T REMEMBER SEEING A SPECIFIC SCORING SHEET, BUT WE DID TAKE SOME OF THE IDEAS FROM WHAT THEY DO AND TRY TO WORK THEM INTO HERE, LIKE HOW THEY WAIT, IF THEY GIVE MORE CONSIDERATION TO AND WHAT THEY'RE LOOKING AT.
SO THEY'RE JUST MAKING A RECOMMENDATION AS OPPOSED TO SHOWING PERCENTAGES OF, OF WHATEVER, WHATEVER THE UM, SCORING SHEET SAYS.
YOU KNOW, SAY YOU GAVE SOMEBODY 30 OUT OF 40 POINTS AS OUR CURRENT SCORE SHEETS ARE.
UM, AND THEN EVERYBODY SAID, OKAY, UM, LET'S TAKE A VOTE.
AND THEN IT WOULD JUST GO TO THE, WHOEVER FINALLY APPROVES IT, IT WOULD GO TO THEIR COUNSEL.
WE JUST SAY, OKAY, THEY RECOMMENDED THIS.
WHAT DO YOU THINK? YES, IT'S RECOMMENDED OR SO IF I MAY, SO I'VE GOT PEOPLE WHO ARE ON OTHER AT TAXES THAT WE TALK.
NUMBER ONE, WE WE'RE, I THINK REALLY THE ONLY QUARTERLY MEETINGS.
EVERYBODY ELSE IS ANNUAL AND THEY LITERALLY SIT IN LITTLE MEETINGS FOR WEEKS AND, AND HAVE DISCUSSIONS ABOUT EACH AND EVERY PERSON.
AND THEY'LL BRING THEM IN AND THEY'LL PRESENT THEIR THING.
AND AT END OF THAT, THEY'LL GO, WE LIKE THESE GUYS.
AND THEN AT THE END THEY GET TOGETHER AND THEY SEE THAT THEY GOT MAKE MY LIFE EASY.
THEY GOT A MILLION DOLLARS THEY CAN GIVE OUT.
AND THEY GO, ALRIGHT, LET'S START WITH WHO WE THINK WAS REALLY AWESOME.
AND THEY'LL WORK THEIR WAY FROM THAT.
AND IF THEY RUN OUTTA MONEY, THEY THEN GO BACK AND CAN NICK IT AND KNOCK IT AND COME BACK TO WHERE THEY ARE.
BUT, UM, THE WAY MOST PEOPLE DO IS MORE OR LESS, MORE OF A POPULARITY CONTEXT.
LITTLE BIT
SO, SO JUST OUTTA CURIOSITY, AND I KNOW, I KNOW THE DRIVER, THE LAST TIME IT WAS BEING DRIVEN, HAVE THEY EVER TOOK OUR SCORE SHEETS AND, AND ASKED YOU GUYS, HEY, THESE GUYS SCORED A, A SEVEN OUT OF 20 OUT OF 40.
WHY DID THEY RECOMMEND THE FULL AMOUNT? DID THEY EVER ASK Y'ALL THAT QUESTION? THEY ASKED ME.
I KNOW IF THEY DISCUSSED, THE ONLY TIME THAT IT HAD COME UP WAS TO THE, UM, THE QUARTER THAT YOU WERE DISCUSSING WHERE THE REQUESTS WERE MORE THAN WHAT WAS AVAILABLE.
[01:10:01]
WHEN IT IS PRESENTED TO TOWN COUNCIL, UM, IN THE PRESENTATION WE SHOW WHAT THE AVERAGE SCORES WERE SO THAT THEY CAN EVALUATE THAT AND SEE IT.UM, SO IT'S THERE ON THE SCREEN WHENEVER THEY MAKE THE MOTION, YOU SHOULD HAVE THE HIGH AND THE LOW IN THE AVERAGE.
UM, AND THAT'S SOMETHING TOO THAT, I MEAN I THINK THAT THAT IS A GOOD RECOMMENDATION WHERE YOU HAVE THOSE TIERS BECAUSE YEAH, JUST TO SAY SOMEBODY GOT 47% AND THEN THEY GET WHATEVER 40% OF THEIR REQUEST IS.
I MEAN, YOU SHOULD HAVE IT BRACKETED.
WELL, I WAS SAYING, SO LIKE HAVING BEEN A A, A PAST PERSON WHO WAS SOME, I WOULD SEE SCORE SHEETS AND IT CAN VARY DOWN BY WHO DID WHAT.
EVEN SOME OF THE STATIC STUFF, I, I GRABBED A HOLD OF A SCORE SHEET ONE TIME THAT SHOULD HAVE HAD TOURISM DRAW AT TWO POINTS AND THERE WAS A FIVE THERE.
SO THAT'S WHY WE NOW HAVE THE LITTLE PLACE IN THERE.
THE, UH, SOMETHING, UH, BENEFIT TO TOURISM AS OPPOSED TO TOUR DROP.
THIS REMINDS ME OF WHEN I USED TO, UM, I WAS ON THE BOARD OF A LEAGUE, A BASEBALL LEAGUE EVALUATING CHILDREN, TWO REALLY SMART GUYS WHO KNOW EVERYTHING THERE IS TO KNOW ABOUT BASEBALL CAN FIND THE BEST AND THE WORST KID IN ONE PERSON, WHICH PROBABLY HAPPENS.
YOU KNOW, WE ALWAYS FOUND WE HAD TO COME UP WITH BETTER, BETTER DESCRIPTIONS OF THE, EACH, EACH CRITERIA SO THAT WE WERE ALL, BECAUSE I WAS GOING THROUGH IT NOW AND MAYBE BURN MINE OR JUST, YOU KNOW, WALK BY THE SHREDDER.
'CAUSE I GUARANTEE YOU THERE'S NOT A LOT OF CONSISTENCY IN WHAT I JUST PUT TOGETHER.
SO IS COUNCIL STILL WANTING TO SEE SCORE SHEETS? YES.
JUST, UH, IT'S A GREAT INTERNAL RESOURCE.
IT, IT ALLOWS ME TO QUALIFY AND QUANTIFY WHAT WE, WHAT WE'RE TRYING TO ACCOMPLISH.
I JUST DON'T THINK THAT THE, THE, THE LEVEL OF A HUNDRED POINTS OR A 40 POINTS DOES A WHOLE LOT TO HELP COUNCIL AWARD BASED UPON THE DISPARITY.
I, I DON'T, I'VE NEVER HAD A 40 AND ONE EVER WILL, AND, AND TO BE HONEST, YOU KNOW, WE TAKE YOUR SCORES, BUT WE DON'T DISCUSS THE OUTCOME OF THEM WITH YOU AS THE COMMITTEE.
SO YOU ALL MAKE YOUR RECOMME TO TOWN COUNCIL AND THEY APPRECIATE YOUR RECOMMENDATIONS.
THEY DO SEE THE SCORES, BUT THERE'S NOT THAT DISCUSSION WHERE WE TAKE IT, CALCULATE IT, AND THEN PRESENT IT BACK TO THE COMMITTEE TO USE FOR RECOMMENDATION.
UM, SO I KNOW THAT YOU GUYS SPENT A LOT OF TIME ON THE SHEETS.
I JUST WANT THEM TO HAVE A PURPOSE FOR YOU AS A COMMITTEE.
AND THAT WAS TO, TO MY POINT, IT IT, TO ME IT'S ALWAYS BEEN MORE OF A, A INTERNAL, LET ME LOOK THROUGH THIS APP.
THE APPLICATION PLUS THE STAFF REPORT, AND THEN IT, IT ALLOWS ME TO GO AHEAD AND PUT DOWN WHAT I THINK ABOUT AND GIVES ME MY QUESTIONS THAT I GET TO ASK RELATIVE TO WHAT THE APPLICANT HAS COME UP PLUS THE PRESENTATION.
BUT IT'S NEVER BEEN WHAT I THOUGHT WAS WHAT I USED TO AWARD BECAUSE MM-HMM.
SO THAT'S WHY I SAY THE ONE THAT'S WHERE YOU GET THE TOURISTS.
I MEAN, HAVING THAT WEIGHTED HEAVIER.
BUT SO, YOU KNOW, ON THE CURRENT SCORING SHEET YOU GET, UH, 10 POINTS OR FIVE POINTS FOR WHERE YOU ADVERTISE THAT IF YOU ADVERTISE NATIONALLY, YOU GET THAT FULL AMOUNT AND THE PERCENTAGE OF THAT, THAT GOES WHERE, YOU KNOW, THAT'S, THAT'S JUST THAT 15 POINTS NEVER GETS TAPPED.
WE TAP SIX OR EIGHT OF IT USUALLY, I'M GUESSING.
SO THAT'S JUST MY, I'M JUST QUESTIONING THE PROCESS.
I DON'T KNOW IF IT NEEDS TO GO BACK TO TOWN COUNCIL AND THEY NEED TO GIVE DIRECTION ON INTENT AND THEY NEED TO SAY, CREATE A TOOL AND THEN GIVE AN AWARD BASED ON SCORES.
DON'T JUST AWARD FOR ASKS BECAUSE YOU LIKE THE PROJECT.
THAT'S WHAT, LIKE WITHOUT KNOWING THE INTENT, IT'S HARD TO GO IN THAT DIRECTION.
I, I WOULDN'T, I WOULD, IF COUNSEL WERE TO ASK ME MY THOUGHTS ON IT, IT NEEDS TO BE AN INTERNAL TOOL THAT DOESN'T EQUATE TO A, A 50% OF THE POINTS BEING 50% OF THE AWARD.
UH, WHAT THAT WOULD DO WOULD BE MAKE US INFLATE FOR SOMEBODY.
IF I KNEW THEY WERE, IF, IF I KNEW THAT MY SCORE WAS GONNA REDUCE THE, THE, THE ASK THAT THEY REALLY NEED, THEN I WOULD SAY, OH, LET ME SCORE 'EM IN A DIFFERENT WAY.
BUT I I, LIKE I SAID, FOR, FOR, FOR ME, AND, AND NO ONE'S BEEN ON HERE AS LONG AS I HAVE, IT'S ALWAYS JUST BEEN AN INTERNAL TOOL.
AND I SERVED WITH, WITH COUNCIL MEMBERS WHO WERE ON THIS BOARD.
SO I I, THAT WOULD BE MY RECOMMENDATION IS LET IT CONTINUE TO BE AN INTERNAL TOOL AND THEY'RE WELCOME TO SEE IT, BUT TO, TO TRY TO, AND WHAT DO Y'ALL THINK Y'ALL BEEN DOING? THIS AN INTERNAL TOOL.
[01:15:01]
USE IS FOR US TO USE UP HERE TO, TO LOOK AT THE, THE WORTHINESS OF THE CLIENT OR THE, THE THE APPLICANT.UM, BUT IF, IF, IF MY SCORE WERE, AND THAT'S WHAT, WHEN WE, WHEN WE HAD THESE MEETINGS WE TALKED ABOUT IN TALK ABOUT PUTTING TIER, LIKE IF YOU'RE IN THE 75TH PERCENTILE OF THE SCORE, YOU GET THE FULL AMOUNT OF YOUR REQUESTS.
IF YOU'RE IN THE 50 TO 25, YOU GET IN.
SO, BUT IF AS AN INTERNAL, I MEAN LIKE FOR ME AND FOR US AS A COMMITTEE, UM, INDIVIDUALLY, THAT WE CAN SCORE THAT THEY GET A CHANCE TO SEE IT.
AND THEY DON'T VARY SO WIDELY AS THEY USED TO.
DO THEY WHO, WHO, WHO AVERAGED 'EM UP? DO THEY? YOU ARE THEY STILL VARYING WIDELY? THEY DID A LITTLE BIT THIS EVENING.
SO I BUT YOU GUYS AND YOU KNEW TO IT.
SO IT DOESN'T MATTER TO YOU, BUT YOU'VE BEEN DOING IT, YOU'VE BEEN DOING IT FOR A LONG TIME AND CAME BACK DOING IT.
WHAT DO, WHAT DO Y'ALL THINK? I LIKE THE INTERNAL.
THAT'S, THAT'S HOW I USE IT INTERNALLY.
I LOVE HAVING A, HAVING A SCORING TOOL LIKE THAT.
I DON'T KNOW HOW WE COULD READ THROUGH ALL THAT STUFF.
AND THEN, YOU KNOW, YOU HAVE, YEAH, YOU HAVE TO HAVE A PLACE WHERE YOU CAN MAKE NOTES AND SUCH WHEN YOU'RE GOING THROUGH IT.
SO IT IS A GREAT TOOL, INDIVIDUAL TOOL.
EVERYTHING IS SUBJECTIVE AND YOU KNOW, WE'RE NOT ALL GONNA BE THE SAME.
AND THAT'S PROBABLY A GOOD THING.
SO I'M GONNA CHANGE THE SUBJECT FOR A SECOND, WHICH WILL COME RIGHT BACK TO THIS.
IS THAT ONE OF THE THINGS I WANTED TO SUGGEST IS THAT, AND YOU ASKING THE QUESTION IS ONE OF THE REASONS IS LIKE WHEN WE HAVE TO OUR NEXT TOWN COUNCIL MEETING, CAN WE HAVE LIKE THE FIVE MINUTES WITH THEM AND UM, BRING UP SO THEY CAN IMPROVE OR MAYBE THEY DON'T NEED TO THE UM, THE THREE HASHTAGS FOR SOCIAL MEDIA AND THE UM, THE SAYING HAVE THE SAYING ON ON A COMMERCIAL OR YOUTUBE OR WHATEVER AND GET THAT ALL.
SO IT'S ALL LIKE NITTY GRITTY.
AND THE REASON WHY I SAY THAT IS BECAUSE WE'RE ABOUT TO HAVE ALL THESE MUSEUMS COME IN AND LIKE I WAS BEING VERY TRYING WITH THE OPERATING FUND.
HIS OPERATING FUND IS A HUNDRED AND I'M SORRY, BUT HIS OPERATING FUNDS WOULD BE $184,000.
SO YES, HE GETS CAN ASK FOR 50% OF THAT.
BUT WHAT ABOUT SIPPING COWS MUSEUM OF COWS? I MEAN I'VE BEEN AROUND ALMOST, WELL I'VE BEEN AROUND.
THE RESTAURANT'S BEEN THERE FOR 25 YEARS.
I'M GONNA ASK FOR OPERATING FUNDS AS SOON AS I GET MY 5 0 1 3 CI APPLIED FOR, SO WE HAD A DISCUSSION ABOUT QUANTIFYING WHAT, WHAT WAS AN ELIGIBLE CULTURAL LOCATION.
DID WE GET ANYWHERE WITH THAT? SO I WENT AND READ, I'VE BEEN READING LIKE CRAZY ON THIS AND THERE IS NOTHING IN THERE THAT SAYS THEY CAN'T ASK FOR THEIR OPERATING.
IT'S GONNA BE US THAT HAVE TO, THIS IS MY, I MEAN THIS IS MY LAW, YOU KNOW, EXPERTISE OF NONE.
UM, WE'RE THE ONES WHO ARE GONNA HAVE TO PUT THAT, THAT LIMIT ON THERE OR TOWN COUNCIL OR BLUFFTON OR WHATEVER YOU WANNA CALL IT.
THAT WAS WHAT WE WERE TRYING TO QUANTIFY RIGHT, WAS WHEN WE GET IT, GET THAT DONE.
DID WE DID WHAT? DO, SO WHAT DID COUNCIL SAY? WHEN DID Y'ALL BRING THAT TO THEIR ATTENTION? WE, SO ONE OF THE TOPICS WAS, UM, YOU DON'T HAVE TO STAND UP.
THE DISCUSSION OF, UM, FOUR FACILITIES TO COME IN AT A SET QUARTER.
UM, BECAUSE THEY MAY COME IN SAY MIDYEAR WHERE THE FUNDS KIND OF MIGHT TAKE A DIP DEPENDING ON, UM, THE REQUESTS THAT ARE COMING IN.
SO LIKE WITH HBF, IF THEY WERE TO COME IN EVERY QUARTER, LIKE YEAH, IT'S EASY TO KIND OF BUDGET THAT.
BUT TO THEIR POINT, THAT IS A LOT OF EFFORT, YOU KNOW, TO COME IN, MAKE THE APPLICATION COME IN AND PRESENT AND THEN FOR YOU ALL TO, TO REVIEW IT AS WELL.
UM, SO IF YOU WANT TO SET A QUARTER FOR FACILITIES TO COME IN AND REQUEST THEIR ANNUAL, UM, REQUEST FOR A TAX FUNDS, UM, THAT I THINK WOULD BE GOOD WOULD BE, BUT, SO WE PASSED SO MANY IDEALS ABOUT THIS, ABOUT BEING LEFTOVER FUNDS.
THEY'RE ELIGIBLE FOR THE, THAT PART OF THE FUNDS NOT ALLOCATED SOMEWHERE ELSE.
MM-HMM,
FINDING SOME WAY TO BASE THAT ON WHETHER IT'S REVENUES THROUGH THERE, WHETHER SOME, SOME METRIC THAT WE CAN APPLY INSTEAD OF SOMEONE SAYING, I GOT OPERATING BUDGET OF A MILLION DOLLARS, I WANT HALF OF IT.
AND YOU GOT NO GOOD WAY TO SAY NO.
AND THAT'S, I'M CONCERNED THAT IF WE DON'T HAVE A WAY TO SAY, HERE'S WHAT YOU'RE ELIGIBLE FOR.
WELL, MY CONCERN IS THE FACT THAT IT SEEMS TO ALREADY BE SOME KIND OF FRICTION WHEN YOU GET
[01:20:01]
THE TOWN MANAGER TELLING THEM TO APPLY BECAUSE CULTURAL HERITAGE WILL EVENTUALLY SUPPORT.WELL, FOR HIM TO SAY THAT, THAT HE HE SHOULDN'T HAVE EVEN SAID THAT YOU'RE CORRECT.
THAT'S, THAT, THAT'S WHY I ASK HIM AGAIN.
'CAUSE HE SHOULDN'T HAVE EVEN SAID THAT.
IT'S LIKE NAME DROPPING STEVEN SAID, SO WE ARE SUPPOSED TO APPROVE IT.
YOU KNOW, I I JUST THINK THAT THE UNFORTUNATE THING IS, IS THAT OUR, OUR REGULAR APPLICANT FOR OUR, OUR AT TAX FUNDS, THESE EVENTS ARE NOT GONNA BE AS SOPHISTICATED AS A FULL ON CULTURAL CENTER WITH STAFF THAT IS USED TO THAT AND THE ABILITY TO, RIGHT.
I MEAN IF, IF YOU CAN IMAGINE FOR THOSE WHO WERE HERE, THE DIFFERENCE BETWEEN AS A DMO, HILTON HEAD CHAMBER AND THE BLUFFTON CHAMBER.
I MEAN, IT, IT'S, IT, IT WAS, IT WAS AN AMAZING THING THAT SOMEONE WANTED TO BE YOUR DMO AND HANDED YOU A A FLIP PAGE AS OPPOSED TO ANYTHING ELSE.
SO THEY'RE GONNA BE MORE SOPHISTICATED.
WE'RE GONNA HAVE TO HAVE A WAY OUT.
I'M JUST, AND THAT, THAT NEEDS, I I, I'M SURE THAT'S BEEN ADDRESSED TO COUNCIL.
IF IT HASN'T BEEN, WE WOULD BE HAPPY TO MEET WITH THEM AND ADDRESS IT WITH THEM.
BUT I JUST THINK THAT IF WE DON'T FIND SOME WAY TO DO THAT, I, IT'S JUST NOT GONNA BE FUN.
AND NOT THAT IT SHOULD BE FUN, BUT IT'S NOT GONNA BE EASY EITHER.
I, I'M A HUNDRED PERCENT AGREE THAT IS THAT REALLY OUR RESPONSIBILITY? SHOULD WE BE PUT IN THAT POSITION? WELL WE'RE GOING TO BE, WHETHER WE WANNA BE OR NOT, WE MIGHT AS WELL PUT BOUNDARIES ON WHATEVER IT IS BECAUSE COUNCIL IS PUTTING US IN THAT POSITION.
THE APPLICANTS ARE GONNA PUT US IN THAT POSITION AND THE AT TAX RULES.
SO AS AN AT TAX, ANYBODY WHO'S A NONPROFIT, ANYBODY WHO'S IN OUR WORLD, THE TOWN OF BLUFFTON, AND IF THEY QUALIFY UNDER THOSE CERTAIN THINGS, WHETHER YOU'RE AN EVENT OR WHETHER YOU'RE A FACILITY, IF YOU'RE A DMO, YOU GET AN AUTOMATIC.
IF YOU'RE OUR WELCOME CENTER, YOU HAD AN AUTOMATIC, THERE'S A COUPLE OF AUTOMATICS IN THERE.
BUT, UM, THEY'RE GONNA HAVE THE ABILITY TO ASK US.
AND WHEN THEY ASK US, THEN WE HAVE TO HAVE THE ABILITY TO SAY, THANK YOU, GREAT PRESENTATION.
HERE'S 25% OF YOUR OPERATION OR 10% OR BASED UPON XY.
WE HAVE TO, I JUST THINK WE HAVE TO HAVE A WAY IN THAT, IN THAT WAY WE TALK ABOUT WHETHER REVENUES ARE TOUGH BECAUSE A LOT OF 'EM DON'T CHARGE AND SOME OF 'EM DO.
BUT IF WE DON'T HAVE A WAY, AND WE ARE NOW AT THE POINT THAT THIS HAS TO COME TO A DECISION NO MATTER WHAT IT IS, I THINK WE HAVE KEEP, KEEP PUSHING IT AWAY.
I THOUGHT THAT WE'RE GONNA BE PAYING OPERATIONAL COSTS OF, YOU KNOW, THESE, IT JUST DOESN'T SEEM LIKE THE FUNDING SHOULD COME FROM AEC, WHICH IS, IS SO, UM, YOU KNOW, EVENT AND TOURIST AND DRAWING PEOPLE IN AND ALL THAT.
AND I UNDERSTAND, YOU KNOW, THAT THESE MUSEUMS ARE POPULAR, BUT IT SEEMS TO ME THERE SHOULD BE ANOTHER AVENUE FOR THEM TO RECEIVE FUNDING MORE IN A MORE APPROPRIATE MANNER THAN THROUGH THE OUR THEY GET FUNDING OTHER PLACES TOO THAT WE DON'T HAVE AN ABILITY TO TRACK.
JUST SO YOU KNOW, THERE'S A LOT OF, WE WERE VERY FORTUNATE THAT WE JUST HAPPEN TO KNOW THERE WAS A GRANT GIVEN TO THE HAYWARD HOUSE.
I HOW WE KNEW THAT IT PUT IN THE APPLICATION.
BUT SHOULD THEY DON'T HAVE TO REVEAL THAT TO US.
WELL, THEY'RE SUPPOSED TO, BUT THERE'S NO WAY TO GO BACK AND CHECK AND SEE.
SO THERE HAS BEEN AN APPLICANT WHO DID NOT PUT THAT THEY GOT FUNDING FROM OTHER GRANTS AND IF WE DIDN'T ALREADY KNOW IT, THEN WE WOULDN'T KNOW BECAUSE THERE'S NO, THERE'S NO DATABASE THAT SAYS THAT HILTON HEAD GAVE OUT THIS WHATEVER.
AND IF THEY, DEPENDING ON THEIR APPLICATION PROCESS, THEY WOULDN'T TELL US THAT THEY HAVE A PLA FOR ANOTHER GRANT, BUT THEY COULD BE IN PROCESS AND ALL OF A SUDDEN THEY'LL COME IN, IT'S A WINDFALL.
UM, WE ASK TO PUT IT AS, AS A CERTIFICATION, PUT GRANTS THERE, OTHER FUNDING AND THEY GONNA ANNOUNCE IF THEY GIVE AWAY X AMOUNT OF DOLLARS.
WELL ONE SPECIFICALLY ST WE FOUND OUT BECAUSE THERE WAS IN THE NEWSPAPER, UM, THERE'S BEEN A LOT OF FOLKS GET FUNDING THAT WE FIND OUT ABOUT LATER.
UM, SO I JUST, MY MY CONCERN ON THE, UM, CULTURAL CENTERS WOULD BE THAT WE JUST, WE'VE ALREADY, I MEAN WE KIND OF BEAT IT UP THAT IT JUST IS GONNA BE A BIG PROBLEM.
MY OTHER THING IS, IS I DON'T THINK WE CAN DO ONE QUARTER.
[01:25:01]
I DON'T THINK YOU CAN SAY THAT.UM, THE ONE QUARTER ALL EVERYBODY HAS TO DO ON THAT ONE BECAUSE EVENTUALLY WE KNOW IF TWO ALREADY, WHO KNOWS WHAT ELSE IS GONNA BE THERE.
IF THEY ALL COME ON THE SAME ONE, WE ARE NOT GONNA HAVE ENOUGH MONEY IN THAT QUARTER ANYWAY TO GO WITH OUR PEOPLE THAT COME ANYWAY.
IF YOU HAVE FUNCTIONAL SCORING SHEET, DO YOU HAVE A REASON TO TELL 'EM HERE'S WHY WE'RE DECREASING YOUR REQUEST AND WE'RE REPORTING YOU AND WE DO.
BUT IT STILL, THAT'S, THAT'S THAT WILL HELP.
BUT IT STILL WON'T BE ENOUGH BECAUSE IF YOU GET CAMPBELL CHURCH COME IN FOR THEIR NEXT ASK ON THE SAME TIME THAT THEY COME IN FOR THEIRS AND IT'S, IT'S THE QUARTER THAT, UM, THAT HAYWARD HOUSE DOES AND YOU KNOW, SIPPING COWS MUSEUM COMES IN AND YOU KNOW, IT'S THE SAME ONE THAT MAY RIVER THEATER COMES IN, WHATEVER IT IS, WHEN YOU ADD 'EM ALL UP, SOMEBODY'S GOING TO BE OUT BECAUSE YOU PUT EVERYBODY IN ONE THING, YOU'RE GONNA BE ON BOARDS.
SO YOU CAN GRANT SOMEBODY A HUNDRED THOUSAND DOLLARS ON THEIR ANNUAL BUDGET.
IT ONLY COMES OUT WHEN THEY GET IT.
AND SO YOU CAN GRANT SOMEBODY, WE MAY ONLY HAVE 500,000 IN OUR BUDGET, BUT IT IT, IT CAN BE ACCRUED OUT.
WE, WE HAVE DONE THAT, BUT I DON'T THINK THEY WANT US TO COMMIT IN THE FUTURE QUARTER.
THE ONLY THING, SO ONE WE DO, WE DO BUDGET WHAT WE BELIEVE WE WILL RECEIVE FOR THE YEAR WITH STATE AT TAX FUNDS.
UM, SO I THINK THERE WAS ALSO A DISCUSSION ON, YOU KNOW, DO YOU APPLY A PERCENTAGE TOWARDS FACILITIES AND MUSEUMS AND THEN THAT'S KIND OF YOUR BUDGET THAT YOU USE FOR ANY ORGANIZATION THAT COMES IN.
AND THEN THE REST IS FOR FESTIVALS AND EVENTS AND THAT SORT OF THING.
WELL THAT'S WHERE WE NEED TO HAVE THAT IN STONE OR WHAT THAT PERCENTAGE IS OR SOMETHING ON THAT MATTER.
DO WE HAVE ABILITY TO DO THAT LEGALLY? YOU ALL CAN KIND OF MAKE WHATEVER RECOMMENDATION YOU WOULD LIKE.
TOWN COUNCIL HAS THE ULTIMATE SAY.
OKAY, SO WE CAN TALK ABOUT THIS ALL NIGHT LONG.
I REALLY HONESTLY WOULD LIKE TO REQUEST TO, WHEN WE GET DO THE NEXT TOWN COUNCIL MEETING, WHICH IS DECEMBER 16TH, I THINK, WHAT IS IT? SEVENTH OKAY.
DECEMBER 10TH TO BE PART OF THE AGENDA AND HAVE THAT CONVERSATION WITH TOWN COUNCIL.
'CAUSE THE AGENDA'S PROBABLY CLOSE TO BEING SET 'CAUSE WE'RE WE HAVE TO TURN IN OUR, UM, ITEMS NEXT WEEK SPEAKING.
SO LET ME, LET ME GET WITH THE MAYOR.
UM, AND MAYBE THERE COULD BE A DISCUSSION OR UM, SEE WHAT, WHAT, 'CAUSE YOU CAN'T DO IT.
YOU WE CAN'T HAVE THIS CONVERSATION NOT AT TOWN COUNCIL MEETING.
BECAUSE THEN IT WOULD BE, YOU CAN'T HAVE A QUORUM AND HAVE THE TOWN COUNCIL AS A QUORUM.
'CAUSE IT HAS TO BE A PUBLIC MEETING.
EVERYBODY HAVE A MEETING ABOUT IT, BUT, WELL, AND AGAIN, LIKE TOWN COUNCIL WILL STILL HAVE THE ULTIMATE SAY OVER EVERYTHING.
SO YOU ALL CAN MAKE ANY KIND OF RECOMMENDATION THAT YOU WOULD LIKE.
IT'S JUST HOW COUNCIL WILL THEN HAVE THE, THE AUTHORITY TO APPROVE ANY FUNDING.
AND THAT'S WHY I THINK WE NEED TO HAVE A CONVERSATION WITH TOWN COUNCIL.
CAN YOU JUST TEXT US THEIR PHONE NUMBER?
I MEAN, HELL, I'LL CALL EVERY ONE OF 'EM, BUT I REALLY THINK THAT NEEDS TO, I I THINK WE GO RIGHT BACK TO BEING TRANSPARENT.
IT JUST SEE WHAT YOU CAN DO AND SEE WHAT HAPPENS.
THAT'S THE ONLY THING I CAN SAY RIGHT IN A SECOND.
CAN CAN WE LOOK AT THESE SCORESHEET LIKE IN THE PRIVACY WITH SOME TIME AND OH YEAH.
AND THIS IS NOT SCORESHEET OR ANYTHING YOU HAVE TO VOTE ON EITHER.
SO JUST WE CAN JUST TRY ONE DIFFERENT EACH MEETING UNTIL WE COME UP WITH THE RIGHT ONES.
I REALLY LIKE THIS ONE, BUT CHRISTY HATES
WHICH ONE DOES CHRISTY DOESN'T LIKE.
UH, CAN I GET A MOTION TO ADJOURN? NO.
