SO, CONCERNS OF THE ALLEGATION OF CHIEF BAIC BEING INVESTIGATED ON OCTOBER THE 21ST TO, UH, 24 TOWN ATTORNEY TERRY FINGER AND TOWN MANAGER STEVEN ST.

DISCUSSED THE AFFIDAVIT TOWN COUNCIL ALSO REVIEWED THE DOCUMENTS ON OCTOBER THE 30TH, IT WAS MADE PUBLIC INFORMATION AT BLUFFTON INVESTIGATION GATES POLICE CHIEF FOR ALLEGED THEFT, REVENGE, AND LAWSUIT NOT REVEALED.

UM, AND THIS STEMS BACK ALL THE WAY TO 2008.

THE TOWN MANAGER STEVEN STET, WILL BE THE LEADING INVESTIGATION INVESTIGATOR IN WHICH THEY ARE TREATING THIS AS A PERSONAL INQUIRY.

BUT BEAUFORT COUNTY SHERIFF OFFICE AND SLED LED THE INVESTIGATION FOR FOUR OFFICERS WHO WERE ACCUSED FOR FIREARM THEFT.

SO HOW DOES THE TOWN ATTORNEY TERRY FINGER MARRIED PLACING THE CHIEF NOT MARRIED HIM, PLACING THE CHIEF ON ADMIN LEAVE AND THE TOWN MANAGER STEVEN THIEF, BECOMES THE LEAD INVESTIGATOR AND DECISION MAKER ON TREATING THESE ALLEGATIONS.

AS A PERSONAL INQUIRY, THIS IS NOT HIS JOB TO INVESTIGATE A MATTER THAT CLEARLY SHOULD BE LED BY THE SHERIFF'S OFFICE TO CONDUCT AN INTERNAL INVESTIGATION IN THE STATE LAW EN ENFORCE ENFORCEMENT DIVISION SO THEY CAN LOOK INTO POTENTIAL CRIMINAL INFRACTIONS.

SLED HAS BEEN CALLED INTO INVESTIGATION ON OTHER ISSUES IN THE PD DEPARTMENT, REGARDLESS OF HOW SMALL OR HOW MAJOR, WHY IS THIS ONE GETTING SUCH PERSON, UH, SPECIAL PRIVILEGES.

THESE ARE SERIOUS ALLEGATIONS AND I AGREE WITH THE CHIEF WHEN HE SAID HE'S GOING TO TRUST THE LEGAL PROCESS TO BRING CLARITY AS THE CASE UNFOLDS AND THE PROCESS RUNS ITS COURSE, BUT THE COMMUNITY NEEDS TO BE ASSURED THAT IT WILL RUN ITS COURSE.

SO WITH THAT SAID, IT IS GENERALLY CONSIDERED A SIGNIFICANT CONFLICT OF INTEREST WHEN A TOWN MANAGER ACTS AS A LEAD INVESTIGATOR FOR CRIMINAL ALLEGATIONS AGAINST THE CHIEF OF POLICE, AND IT CREATES A POTENTIAL FOR BIAS AND UNDERMINES THE APPEARANCE OF IMPARTIALITY IN THE INVESTIGATION TO THE LEVEL OF IMPORTANCE DUE TO THE RELATIONSHIP BETWEEN THE TOWN MANAGER AND THE CHIEF OF POLICE.

LASTLY, LASTLY, I'M REQUESTING A MEETING WITH MAYOR AND TOWN MANAGER, BOTH WHOM ARE EMPLOYEES OF US TAXPAYER.

SO THIS REQUEST AND ALL REQUEST TO MEET WITH TOWN EMPLOYEES SHOULD NEVER BE A PROBLEM LIKE HOW IT HAS BEEN WITH THE TOWN MANAGER WHO HAS BEEN VERY UNCRATE, UH, COOPERATIVE WITH MINORITY PEOPLE IN OUR TOWN.

ALSO, I WOULD LIKE A COPY OF THE REVISED POLICE POLICY AND PROCEDURES THAT WAS IMPLEMENTED AFTER COUNCILWOMAN FRAZIER WAS ARRESTED FOR INCORRECT INFORMATION FOR HER DRIVING RECORD.

ABOUT THE GRANDY OAKS ANNEXATION.

I WOULD ALSO LIKE TO THANK ALL OF YOU WHO HAVE SHOWN UP IN SUPPORT OF DELAYING AND PERHAPS STOPPING THIS ANNEXATION AS IT DOES HELP TO ENSURE THE BUILDING OF FIVE B.

THE BIG QUESTIONNAIRE TONIGHT IS WHAT DID THE DEVELOPER, THE TOWN, AND THE PUBLIC GET AS A RESULT OF THIS ANNEXATION? THE DEVELOPER GETS TO COMBINE HIS PROPERTIES AND ELIMINATES A 50 FOOT BUFFER BETWEEN THE TOWN AND COUNTY, AND HIS WETLAND BUFFER IS REDUCED FROM 50 TO 25 FEET.

ADDITIONALLY, HIS ACCESS ROAD INFRASTRUCTURE WILL BE PAID BY US TAXPAYERS.

HE CAN HAVE EXTRA WETLAND REMOVAL IF HE NEEDS IT, AND HE'S NOT REQUIRED TO HAVE A TRAFFIC IMPACT STUDY AS NORMALLY REQUIRED BY THE BUCKWALTER CONCEPT PLAN AMENDMENT REVIEW CRITERIA, SECTION 3.8, 0.3 POINT E.

IF THAT WASN'T ENOUGH, IN THE END, HIS $50,000 PER ACRE PROPERTY WILL BE WORTH UP UPWARDS OF 1 MILLION PER ACRE.

THIS DOES NOT MAKE SENSE.

OUR OTHER DEVELOPERS TREATED THE SAME.

THE TOWN ON THE OTHER HAND, DOES NOT REALLY SEEM TO BENEFIT MUCH BESIDES GETTING A BACK DOOR THROUGH WHICH THEY CAN GET THEIR BELOVED FIVE B BUILT AND A LARGER TAX BASE.

MEANWHILE, THE PUBLIC, AS USUAL, GETS SHAFTED AND HAS TO DEAL WITH INCREASED TRAFFIC, DECREASED PROPERTY VALUES, LOSS OF THE NATURAL BEAUTY OF THE AREA, COMPROMISED WETLANDS, INCREASED FLOODING, INCREASED NOISE, POLLUTION, AND SO ON.

FINALLY, THE ANIMALS WHO ARE RARELY, IF EVER CONSIDERED, WILL HAVE YOU IN ANOTHER HABITAT AREA DESTROYED.

MOREOVER, WITH THE EVENTUAL BUILDING OF FIVE B, WHICH THIS ANNEXATION WILL HELP TO FORCE THROUGH THE LARGEST REMAINING WILDLIFE CORRIDOR IN BLUFFTON WILL BE DECIMATED.

THE TOWN IS SUPPOSEDLY, SUPPOSEDLY FOR PROTECTING THESE CORRIDORS, BUT IT SEEMS IN THE CASE OF FIVE B THAT IS NOT TRUE.

UNFORTUNATELY, MOST OF THE TOWN COUNCIL LIVE IN THE OLD TOWN AND DO NOT FAIRLY REPRESENT THE AREAS THEY HAVE INCORPORATED SUCH AS BUCKWALTER.

PERHAPS THIS ANNEXATION SHOWS THAT ALL THE TOWN COUNCIL CAN SEE ARE DOLLAR SIGNS AND NOT THE QUALITY OF LIVES THEY ARE AFFECTING FOR PEOPLE WHO LIVE IN THIS AREA.

YOU SAY THAT THIS TRACK IS ZONED COMMERCIAL, BUT BEAUFORT COUNTY WOULD NEVER ALLOW SUCH COMMERCIAL AS THE ONLY ACCESS POINT IS LAKE POINT DRIVE.

I REALIZE THAT YOU CAN'T STOP DEVELOPMENT, BUT YOU THE TOWN COUNCIL HAVE A CHANCE TO MAKE A REAL DIFFERENCE HERE.

DELAY THE ANNEXATION, DO A TRAFFIC IMPACT STUDY, WAIT FOR THE WATERSHED STUDY, GET PUBLIC INPUT, AND PUT SOMETHING IN THIS AREA THAT THE SURROUNDING COMMUNITIES NEED, SUCH AS A PASSIVE PARK AND SOME AFFORDABLE HOUSING.

UM, MOST PEOPLE DO NOT UNDERSTAND HOW THE OPERATES VA OPERATES.

ON THE THREE LEG STOOL, WE HAVE THE CEMETERY SECTION, WE HAVE THE HOSPITAL HEALTH SECTION, AND WE HAVE THE BENEFITS SECTION.

SO WE ARE HERE TO ADDRESS THE BENEFIT AREA WHERE IF SOMEBODY HAS SERVED IN THE SERVICE, THEY HAVE A CERTAIN BENEFIT SET ASIDE FOR THEM THAT THEY DO NOT TAKE AWAY FROM ANYBODY.

SO WHEN YOU RAISE YOUR HAND IN THE SERVICE, THE VA ASSUME THAT WHEN YOU GET OUT, YOU'RE GOING TO BE TOTALLY DISABLED.

SO THEY SET THIS MONEY ASIDE FOR EVERY PERSON THAT EVER SERVED IN THE MILITARY.

SO IN ORDER FOR THEM TO GET THE BENEFIT THEY ALREADY EARN, THAT'S WHY WE WORK VERY HARD TO MAKE SURE THAT WE BRING THE SERVICE TO BLUFFTON INSTEAD OF HAVE TO DRIVE ALL THE WAY TO SAVANNAH OR ALL THE WAY TO BEAUFORD TO GET A SERVICE.

AND I'M EXTREMELY FRUSTRATED RIGHT NOW THAT IT SEEMS LIKE THE RULE FOLLOWERS GET PUNISHED AND THE RULE BREAKERS HAVE NO OR LITTLE CONSEQUENCES.

I HAVE CALLED THE POLICE DEPARTMENT MANY TIMES TO COME AND COMPLAIN AND HAVE MET WITH TOWN STAFF OVER PROPERTY OWNER WHO PULLED TRAILERS IN AT NIGHT AFTER HOURS WITH NO PERMITS WHO CUT DOWN.

I'M TALKING BIG TREES, OAK TREES WITH NO PERMIT, WHO CLAIRE CUT TREES AND BUILD UP LOTS WITH NUMEROUS TRUCKS OF SAND.

IT'S AN INDICATION OF A WETLAND WHEN YOU GOTTA PUT 10 LOADS OF DIRT IN ONE SPOT.

BECAUSE OF THIS, IT BUILDS UP THE LOT AND FORCES WATER TO FLOOD AND SATURATE THE NEIGHBORING PROPERTIES.

I'M ASKING YOU ALL TO BRING FAIR.

WHAT I MEAN BY THAT IS THAT THERE IS A TREMENDOUS EXPLOSION OF PEOPLE MOVING IN.

OBVIOUSLY YOU CAN'T PREVENT THAT, BUT NEVERTHELESS, YOU HAVE QUALITY OF LIFE THAT IS DIMINISHING BECAUSE THE SAME TRUCTURE, UH, INFRASTRUCTURE IS PRESENT.

SAME ROADS, UH, FEWER HOSPITALS.

AND SO WHEN I, WHERE I LIVE, UH, IF I WANT TO MAKE A LEFT TURN OUT OF OLD MILL, UH, MILLER ROAD, AND IT IS A CHALLENGE.

ACCIDENTS ARE WAITING TO HAPPEN.

THAT HAS BEEN, UH, DEFINITELY SOMETHING THE COMMUNITY AND OUR CHILDREN HAVE BEEN ABLE TO ENJOY.

UM, EVERYONE UP HERE HAS GOTTEN WET SO FAR, FRED, EXCEPT FOR YOU, .

UM, BUT A GREAT JOB AGAIN TO EVERYBODY.

AND WE ALL TAKE PRIDE IN THE FACT THAT, UM, WE'RE ABLE TO GIVE A ASSET, UH, LIKE THAT TO THE COMMUNITY.

AND, UM, WE ALL HEAR THE SAME FRUSTRATIONS AND WE DEFINITELY ARE GRATEFUL TO THOSE WHO'VE COME, WHETHER WE AGREE OR NOT, AND HAVE MADE THEIR FRUSTRATIONS KNOWN HERE TONIGHT.

UM, KNOWING THAT WE DO LISTEN, WE ARE RECEPTIVE OF THAT AND WILL DO, UM, WHAT'S IN THE BEST INTEREST OF NOT JUST ANY ONE PARTICULAR GROUP OF PERSON, BUT WE DO REPRESENT EVERYONE, UM, IN THIS TOWN AND IN THIS COMMUNITY.

IF WE GO BACK TO OLD TOWN BLUFFTON, THERE WERE DIRT ROADS HERE.

ONE RESTAURANT, NO HOTELS, A LOT OF, UM, THE CHALLENGE THAT WE HAVE NOW, WE DIDN'T HAVE OF COURSE, BUT IT HAS TO BE A BALANCE AND JUST ASK THAT EVERYONE BE COURTESY AND, AND, UH, RESPECTFUL OF THAT.

AND DEFINITELY NOT MAKE THE ASSUMPTION THAT ANYONE UP HERE IS GAINING FINANCIALLY FROM THAT.

BECAUSE WE ALL, UM, WORK BECAUSE WE LOVE WHAT WE DO.

WE LOVE SERVING THIS COMMUNITY, AND WE CERTAINLY DON'T DO IT, UM, FOR THE MONEY.

SO FROM THAT, THE CHANGES THAT WE HAD AT THE SECOND READING, UH, WE WERE ABLE TO, UM, GO BACK WITH THE APPLICANT.

THEY MADE THE UPDATED CHANGES.

UM, SO AGAIN, THE FIRST FOUR ITEMS, UH, THERE WAS NO CHANGES TO THAT.

I MEAN IT WAS 2020 FROM 20 20, 22, 21, UH, WAS THE INITIAL TIME, UH, AND I SAID FOR THIS CURRENT APPLICATION WAS A YEAR AGO YESTERDAY.

SO THIS IS MY POINT BEING, THIS IS SOMETHING YES, MA'AM.

A LONG TIME THAT IS NOT NEW.

YES, MA'AM.

UM, AND YOU JUST MENTIONED THAT THE WETLANDS ARE BEING PROTECTED BY BEING PLACED ON OR HAVE A DEED RESTRICTION OR BEING PLACED IN A CONSERVATION EASEMENT.

IS THAT CORRECT? YES.

AND HOW MANY ACRES IS THAT? UM, IT WAS A TOTAL OF THE 35.592.

UM, DOES THIS ANNEXATION HAVE ANYTHING TO DO WITH FIVE FEET? NO.

DOES THIS ANNEXATION AT ALL PUSH FIVE FEET THROUGH? NO.

UM, THE FIVE B PART, THE PART OF FIVE B THAT I THINK MOST RESIDENTS HAVE ISSUES WITH OR ARE, ARE WORRIED ABOUT TONIGHT, WHICH IS THE PART THAT CONNECTS BUCK WALTER TO LEFT AND PARKWAY, IS THAT CURRENTLY ALREADY IN THE TOWN? IS IT CURRENTLY IN THE TOWN? THAT ONE PART FROM BUCK WALTER? THERE ARE, THERE ARE PORTIONS OF WHAT WOULD BE IF, IF AND THIS IT, UH, THERE ARE PORTIONS THAT ARE ARE IN THE TOWN, YES.

UM, I JUST WANNA MAKE THE POINT THAT THIS ANNEXATION HAS ABSOLUTELY NOTHING TO DO WITH FIVE B AND THIS ISN'T NOT AT ALL PUSHING FIVE B THROUGH.

UM, ARE WE ALLOWING ANY MORE DENSITY THE TOWN THAN THEY CURRENTLY HAVE BY RIGHT IN THE COUNTY? NO.

UM, WHEN THE DEVELOPER HAS COMPLETED HIS MASTER PLAN, WILL IT HAVE TO COME BACK TO PLANNING COMMISSION AND TOWN COUNCIL? YES.

AND AT THAT TIME, WILL THEY HAVE TO HAVE HAD COMPLETED A TRAFFIC, UM, IMPACT ANALYSIS? YES.

UM, I THINK THOSE ARE ALL MY QUESTIONS.

UM, FOR NOW, UM, I I PERSONALLY BELIEVE THAT THIS ANNEX SECTION AGREEMENT ACTUALLY PROTECTS THIS LAND FROM WHAT COULD HAPPEN IF IT DID STAY IN THE COUNTY.

I THINK BY BRINGING IT INTO THE TOWN, WE CONTROL THE DEVELOPMENT AND WHAT GOES THERE VERSUS LEAVING IT UP TO THE COUNTY.

UM, THIS TOWN OR THIS LAND IS GONNA BE DEVELOPED ONE WAY OR ANOTHER, AND IF IT'S NOT IN THE TOWN, IT'S GONNA BE DEVELOPED IN THE COUNTY.

AND SO I THINK BY PROTECTING THE WETLANDS, BY PUTTING THOSE IN, UM, SOME SORT OF DEED RESTRICTION, UM, AND US, YOU KNOW, HAVING TO COME BACK BEFORE IS ACTUALLY IS WHAT IS TRULY BEST FOR THE TOWN.

SO THAT'S KIND OF THE ISSUE THAT WE'VE BEEN DEALING WITH THE WHOLE TIME IS, UH, WE WOULD RATHER DRIVE THE BUS THAN RIDE THE BUS.

UM, THE OTHER THING THAT PLAYED INTO THIS, AND KEVIN HELP ME IF I GET THIS INCORRECT, WAS IF ONCE THIS BECOMES A PART OF A LARGER, UH, DEVELOPMENT AGREEMENT, THE ONLY WAY ANY RESIDENTIAL ROOFTOPS CAN MOVE FROM THE EXISTING RIGHTS THAT THE, THE DEVELOPER HAS TO THIS SIDE OF THE ANNEXATION WOULD REQUIRE A 20% AFFORDABLE HOUSING PORTION ATTACHED TO IT.

IS THAT CORRECT? YES, SIR.

SO THAT WAS SOMETHING THAT WOULD NOT HAVE HAPPENED IF IT HAD STAYED IN THE COUNTY? CORRECT.

SO THAT EITHER MAKES THE, UH, THE DECISION TO MOVE ANY POTENTIAL RESIDENTIAL UNITS BY THE DEVELOPER, I THINK UP TO 96 WITH POTENTIAL LEFT ON THE BOOKS TO SHIFT OVER TO THIS SITE, PROBABLY MAKES THAT, UH, A LITTLE DISTASTEFUL FOR THE DEVELOPER.

UM, SO I THINK THE 20% AFFORDABLE HOUSING, UH, APPLICATION THAT WE'VE ATTACHED TO THIS IS WE WIN IF THEY DO IT AND, AND THEY, WE WIN IF THEY DON'T DO IT.

UM, THE ACTUAL CARVING WILL BE ABOUT HALF AN INCH DEEP WITH A HOLE IN THE CENTER FOR THE STEEL SPHERE SUPPORT STRUCTURE.

I'M WANTING TO ADD, UM, ALONG THE OUTER EDGE, THE TOWN'S VISION STATEMENT, UM, OR SUGGESTIONS FROM THE PUBLIC IF WE WANT TO GET COMMUNITY ENGAGEMENT.

AND ONE OF THE THINGS I REALIZED WHEN I WAS THERE WAS THERE WERE ALWAYS CHILDREN PLAYING DOGS BEING WALKED, YOU KNOW, A LOT OF JUST REALLY COMMON THINGS THAT YOU WOULD SEE THROUGHOUT THE AGES.

AND WHEN I WAS WALKING AROUND, I SAW A, A LITTLE SIGN THAT WAS EXPLAINING WHAT, YOU KNOW, THE ACTUAL HISTORY OF THE AREA.

AND I SAW THIS IMAGE OF MARY MORRIS WRIGHT AND LOUISA HARRISON BACK IN 1977.

AND I LOVED IT BECAUSE IT, EVEN THOUGH

THAT WAS A WHILE AGO, IT, YOU STILL SEE THAT SAME THING TODAY WHEN YOU GO AND CHECK IT OUT.

SO I WANTED TO GO AHEAD AND HONOR THE FAMILY BY ADDING THAT IN, AND ALSO BECAUSE IT'S SOMETHING YOU COMMONLY SEE WHEN YOU GO, YOU IT NOW.

AND I ALSO WANTED TO MAKE SURE THERE WAS SOME GULLAH GEECHEE REPRESENTATION BECAUSE THE GULLAH GEECHEE PEOPLE BROUGHT AN ESTABLISHED A RICH HERITAGE OF AFRICAN CULTURAL TRADITIONS TO THE LOW COUNTRY, INCLUDING CRAFTS TOP, UH, FOR MANY GENERATIONS, SUCH AS CAST NETS, BASKET, EVEN TEXTILE ARTS.

SO INCLUDING, UM, A MAN THROWING CAST NET FOR ME WAS VERY IMPORTANT TO ADD CULTURALLY TO THIS PIECE.

UM, INSTALLATION, IT'S GOING TO BE, UM, A STRUCTURAL INTERIOR STRUCTURE.

SO THE STEEL IS GOING TO HAVE A WELDED TUBE STRUCTURE, AND IT'S GOING TO HAVE A BASE PLAY THAT CONNECTS UNDERNEATH THE CONCRETE.

SO IT'S GONNA GO THROUGH THE CONCRETE TO STABILIZE IT.

UM, AS FAR AS MAINTENANCE GOES, IT WILL NEED TO BE, UH, POLISHED ONE TO TWO TIMES A MONTH, MAYBE MORE IN THE HIGH SEASON IF THERE'S LIKE, LOTS OF KIDS TOUCHING IT.

UH, BUT IT'S JUST WINDEX AND A POSH AND CLOTH DOESN'T TAKE VERY LONG.

UH, AND THEN THE CONCRETE SLAB WILL NEED TO BE WASHED, PRESSURE WASHED ABOUT ONE TO TWO TIMES A YEAR.

SO MY FAVORITE PART ABOUT THIS DESIGN IS THE PUBLIC ENGAGEMENT ASPECT.

UM, BECAUSE THE SURFACE IS SO POLISHED, IT'LL REFLECT ITS SURROUNDINGS.

CREATING AN ELEGANT NON-OBSTRUCTIVE PUBLIC ART DESIGN WITH A LITTLE BIT OF A MODERN FLARE.

UH, IT ENCOURAGES PEOPLE TO INTERACT WITH THE SPHERE.

TAKING PHOTOS, TOUCHING, UM, CHILDREN WOULD BE ONE OF MY FAVORITE THINGS IS A, I I IMAGINE KIDS FINDING ALL THE LITTLE ANIMALS AND LITTLE BITS OF, YOU KNOW, HIDDEN GEMS. KIND OF LIKE A WHERE'S WALDO SITUATION.

UM, AND THE PHRASE ALONG THE OUTER EDGE OF THE CONCRETE, IT KIND OF MOTIVATES PEOPLE TO CIRCLE THE PIECE, EXPERIENCE ALL SIDES, AND REALLY JUST ENGAGE WITH IT.

IT STRUCTURALLY SAFE, AND MOST IMPORTANTLY, IT ENCOURAGES EDUCATION AND CONVERSATIONS ABOUT LUPTON AND ITS HISTORY.

AND THAT'S ALL QUESTIONS FOR YOU.

IS IT SOMETHING THAT WOULD, UM, REQUIRE LIKE A COMPLETE REPLACEMENT OF IT, OR IS THE MATERIAL MADE TO WHERE YOU, UM, WOULD BE ABLE TO KIND OF LIKE, GO IN TO THAT PARTICULAR PLACE? UM, ALSO THE MOUTH IS BUILT FOR CATCHING INSECTS AND KIND OF OPENING IT UP VERY WIDE AND CATCHING FLYING INSECTS AND THINGS LIKE THAT.

WE ARE THE BOARD OF VOTER REGISTRATION AND ELECTIONS ARE ALWAYS LOOKING FOR WAYS TO INCREASE VOTER REGISTRATION AND INCREASE VOTER TURNOUT.

AND IN OUR COMMUNITY, UH, WE HAVE PARTNERED WITH SOME OF OUR CIVIC ORGANIZATION AND SOME OF OUR SOCIAL ORGANIZATION TO HELP US EDUCATE OUR VOTERS ON THE IMPORTANCE OF VOTING.

WE PARTNERED WITH THE BEAUFORT COUNTY BOARD OF REGISTRATION AND ELECTION IN THIS PROJECT, ONE OF THE THINGS THAT WE OBSERVED IN SOUTH CAROLINA IS THAT, LIKE IN OTHER PARTS OF THE COUNTRY, NOT AS MANY PEOPLE WHO SHOULD BE, ARE REGISTERED TO VOTE AND INVOLVED IN THE, UM, IN THE ELECTION PROCESS.

SO WE TOOK A LOOK AT YOUNG PEOPLE IN PARTICULAR AND HOW DID THEY GET INVOLVED WITH VOTING AND DECIDED WE'D START THERE RATHER THAN TO START VOTER REGISTRATION WITH OLDER ADULTS.

SO WE STARTED WORKING WITH YOUNG PEOPLE, PARTICULARLY THOSE AGES 16 AND ABOVE, AND EDUCATE THEM ABOUT THE VOTING PROCESS AND WHAT IT MEANS TO VOTE AND HOW VOTING IMPACTS YOUR LIFE.

AND IN DOING THAT, WE PARTNERED WITH THE BUFORT COUNTY BOARD OF REGISTRATION AND ELECTIONS.

YOU KNOW, IS THIS SOMETHING THAT WE CAN MAKE A DIFFERENCE? IT'S IMPORTANT TO US TO MAKE A DIFFERENCE IN OUR COMMUNITY.

THERE ARE A LOT OF PROBLEMS OUT THERE AND WE WANNA DO OUR FAIR SHARE OF MAKING A DIFFERENCE.

THAT'S THE MAIN THING THAT WE WANT TO DO AS THIS ORGANIZATION.

AND WE WENT INTO TWO MIDDLE SCHOOLS THIS YEAR AND, UH, WE WENT THROUGH THE WHOLE PROCESS OF VOTING FROM REGISTERING TO VOTE, UM, WITH A VOTER REGISTRATION DEADLINE, ISSUING VOTER REGISTRATION CARDS.

AND THIS WAS ALL DONE WITH THE SCHOOL GUIDANCE COUNSELOR.

SO AS SCHOOL COUNSELOR, I'M ALSO THE, UM, ADVISOR FOR THE LEADERSHIP GROUPS AND FOR STUDENT GOVERNMENT.

THIS SCHOOL YEAR, I WANTED TO INVOLVE THE WHOLE SCHOOL AND GIVE A REAL LIFE EXPERIENCE ABOUT VOTING.

YOU KNOW, VOTING IS LIKE A DEMOCRACY IN ACTION.

THAT'S HOW WE, EVEN THE PLAYING FIELD, A LEVEL OF PLAYING FIELD HERE IN AMERICA.

SO THAT'S YOUR ONE VOICE, BUT BRINGING MANY VOICES TOGETHER, YOU HAVE THE OPPORTUNITY TO BRING CHANGE.

SO WE WANTED TO MAKE SURE OUR STUDENTS HAD THE OPPORTUNITY TO SEE HOW THAT ACTUALLY ALL WORKS.

THE STUDENTS, THEY REALLY GOT INVOLVED.

UM, MOST OF THEM WERE NERVOUS AND SOME OF, WE ACTUALLY RAN A REGISTRATION PROCESS.

SO WE SAT UP IN OUR CAFETERIA MAYBE FOR ABOUT TWO WEEKS, AND THE STUDENTS WERE ABLE TO COME OVER AND VISIT THE TABLE AND ACTUALLY FILL OUT A VOTER REGISTRATION CA CARD IS WHAT WE CALLED IT.

THIS IS A, AN ENLARGED VERSION OF THE VOTER REGISTRATION APPLICATION.

UM, AT THE TOP IT SAYS, ARE YOU A STUDENT AT ROBERT SMALLS INTERNATIONAL ACADEMY? THE STUDENT WOULD CHECK YES OR NO.

IF YES, WILL YOU BE, BE BETWEEN FOURTH AND EIGHTH GRADE ON ELECTION DAY.

AND AT THE BOTTOM, THEY WILL NEED TO REVIEW ALL THE INFORMATION THAT THEY FILLED OUT.

AND IF IT WERE TRUE TO THE BEST OF THEIR KNOWLEDGE, THEY WOULD SIGN IT.

THEY BROUGHT IN FOUR MACHINES AND, AND THEY SET UP IN, UH, CLASSROOM C ONE.

STUDENTS WERE ABLE TO FILTER THROUGH C ONE WITH THEIR REGISTRATION CARD AND WITH THEIR REGISTRATION CARD, THEY WERE ABLE TO WALK TO THE TABLE, SIGNED IN, AND THEN WALK OVER TO THE VOTING MACHINES TO VOTE FOR PRESIDENT, VICE PRESIDENT, SECRETARY, OR TREASURER.

THE KIDS WERE ECSTATIC ABOUT DOING THIS BECAUSE THEY REALIZED AT THAT MOMENT HOW IMPORTANT IT WAS.

THE, THE CANDIDATES

WERE CAMPAIGNING, THEY MADE POSTERS, UM, CAMPAIGN POSTERS, AND THEY WERE GOING OUT GIVING SPEECHES, HELLO, MY NAME IS NATHAN TEA AND I'M RUNNING FOR STUDENT COUNCIL PRESIDENT.

STUDENTS WERE ALLOWED TO CAMPAIGN.

SO WE RECORDED SOME CAMPAIGN ADS FOR OUR MORNING TELEVISION NEWS SHOW, RSIA TODAY.

UM, THOSE ADS, UH, ROTATED AND AIRED DAILY JUST AS IF IT WOULD'VE BEEN FOR, FOR THE NOVEMBER ELECTIONS.

WE ACTUALLY GOT THE TICKET FROM THE, UH, BOARD OF REGISTRATIONS.

THEY PRINT A TICKET WITH ALL THE RESULTS FROM THE POLLS.

SO WE GOT THE POLL REPORT AND THEN, UH, AND THEN WE CREATED THAT AND TURNED THAT INTO A GRAPHIC AND, UH, SHARED THE RESULTS OF THE ELECTION THAT WAY.

THE VOTES ARE IN, I THINK ONE OF THE THINGS THAT'S MAYBE NOT SURPRISING, IT KIND OF REINFORCED THE REASON WHY WE'RE DOING THIS IS HOW MANY PEOPLE THERE ARE THAT ARE NOT ENGAGED IN THE PROCESS BECAUSE THEY'VE EITHER LOST FAITH IN THE SYSTEM OR THEY DON'T BELIEVE THAT THEIR VOTE COUNTS AND THEY PASS THAT ON TO YOUNG PEOPLE SUCH THAT YOUNG PEOPLE NOW FEEL AS THOUGH WHAT DIFFERENCE DOES IT MAKE IF I VOTE OR NOT VOTE? AND THAT'S WHO WE'RE TRYING TO WORK WITH.

SO WE CAN CHANGE THAT KIND OF THINKING AND PERHAPS EVEN GET THEM TO REENGAGE THEIR CAREGIVER OR THEIR PARENTS OR OTHER ADULTS IN THE WHOLE PROCESS.

I WANTED TO RUN FOR PRESIDENT BECAUSE I FEEL LIKE I WOULD'VE BEEN A GOOD CANDIDATE FOR PRESIDENT.

SO I RAN AND I HAD TO DO A SPEECH FOR, UM, TO GO ON OUR DAILY NEWS.

AND SO AFTER I DID THE SPEECH, I WAITED ABOUT A WEEK OR TWO AND THEN WE VOTED AND I GOT THE PAPER LIKE EVERYONE ELSE DID, AND I HAD TO DO THE PAPER AND I GOT MY CARD AND WE WENT TO GO VOTE.

AND OBVIOUSLY I VOTED FOR MYSELF.

SO I USUALLY SEE, LIKE, MY PARENTS USUALLY TELL ME, OH, I'M GONNA GO VOTE.

AND I ALWAYS WONDER LIKE, WHAT IS IT LIKE? SO TO ACTUALLY GET THE EXPERIENCE AND ACTUALLY USE IT, IT FELT, IT FELT REAL DURING THE PROJECT.

UM, THE STUDENTS WHERE I WAS KIND OF HELPING OUT AT, AT THE BOOTH, THEY KIND OF CAME OVER AND ASKED, UM, WAS IT THE POLL THAT THEIR PARENT ACTUALLY USED? SO IT KIND OF GAVE THEM THAT REAL LIFE EXPERIENCE OF WHAT MOM AND DAD DO DURING THE VOTING, VOTING TIME.

IN THE PAST, WHAT WE HAVE DONE IS WORK WITH, UM, OUR AGING POPULATION.

WE WENT OUT TO, UM, NURSING AND ASSISTED LIVING HOMES, REGISTERING PEOPLE, EDUCATING THE RESIDENTS THERE ON UM, VOTING REGISTER, UH, IN OUR COUNTY, AND, UH, MAKING SURE THAT THEY WERE ALL READY FOR MAJOR ELECTIONS.

AND WE'VE BEEN DOING THAT FOR SEVERAL YEARS NOW, AND IT'S BEEN VERY SUCCESSFUL.

AND WE ARE ALSO PLANNING TO DO IT, UH, CONTINUE TO DO IT FOR OUR, UH, CITIZENS IN THE HIGH SCHOOL, DOING GENERAL ELECTION YEARS.

WE GO OUT TO THE HIGH SCHOOL, 16 AND 17 YEAR OLDS, AND WE TRAIN THEM ON BECOMING POLL MANAGERS AND THEY PARTICIPATE WITH US DURING OUR GENERAL ELECTIONS, WORKING THE PRECINCT AS A POLL MANAGER.

AND THESE ARE SOME OF THE BRIGHTEST KIDS, UM, THAT WE HAVE WORKING AT THOSE PRECINCTS, WORKING WITH ALL CITIZENS.

BUT THE PART THAT WAS MOST, I THINK, IMPORTANT FOR THE YOUNG PEOPLE WAS TO ACTUALLY HAVE THEM VOTE.

MANY OF THEM HAD NEVER SEEN A VOTING MACHINE.

THEY OBVIOUSLY, BECAUSE OF THEIR AGES HAD NOT VOTED.

SO WENDELL WAS VERY ACCOMMODATING.

AND COMING IN AND DOING A TUTORIAL WITH THOSE YOUNG PEOPLE AND EXPLAINING THE PROCESS, THE STAFF, UH, THEY WERE JUST EXCITED.

THE STUDENTS, UM, THE SOCIAL STUDIES TEACHERS HAD THE OPPORTUNITY TO TEACH SOME OF THE LESSONS.

UM, AND JUST TO SHOW WHERE THINGS WERE IN THE FIFTIES AND SIXTIES AND HOW VOTER VOTER REGISTRATION DRIVES CAME ABOUT.

UM, IT TAKES EVERY, EVERY VOTE THAT'S OUT THERE VERSUS JUST ME SAYING, YOU KNOW WHAT, I'M NOT GONNA VOTE TODAY.

SO WITH US INSTILLING, UM, THIS AUTHENTIC LESSON IN LIFE OF BEING ABLE TO VOTE, UM, WE HOPE THAT IT RESONATES THROUGHOUT THEIR LIVES SO THAT WHEN IT'S TIME FOR THEM TO VOTE AT 18, THEY MAKE IT AS MEANINGFUL AS POSSIBLE AND TAKE IT SERIOUSLY SO THAT THEY CAN DO WHAT'S BEST FOR THEM AND FOR THE COUNTRY.
