GOOD AFTERNOON, CHAIR AND COUNSEL HAVE A FEW ANNOUNCEMENTS TONIGHT FOR MY REPORT. I'D LIKE TO FIRST START OFF WITH INVITING OUR COUNTY EMS VIRGINIA MARSHAL TO COME UP AND SPEAK ABOUT OUR THIRD ANNUAL BEAUFORT COUNTY FIRST RESPONDER FOOD DRIVE. SO PLEASE THANK YOU. EVENING COUNCIL CHAIRMAN.
MY NAME IS VIRGINIA MARSHALL. I WORKED WITH COUNTY EMS FOR THE PAST 18 YEARS AND DURING THAT TIMEFRAME I'VE BEEN PROVIDING 911 SERVICES TO RESIDENTS THROUGHOUT COUNTY AND ONE OF THE THINGS THAT WE HAVE RECOGNIZED NOT ONLY IN THEIR TIMES OF EMERGENCY IS WHEN WE GO IN FOR MEDICAL REASONS ALSO RECOGNIZE THAT SOMETIMES PEOPLE NEED HELP IN OTHER CAPACITIES. WE SEE THAT THEY'RE HAVING TO MAKE HARD CHOICES WHETHER TO PUT FOOD ON THEIR TABLES TO GET THEIR MEDICATIONS THAT THEY NEED TO TAKE CARE OF LIKE THEIR HIGH BLOOD PRESSURE DIABETES. SEVERAL FIRST RESPONDERS HAVE BEEN PROVIDING ASSISTANCE OVER THE YEARS INDIVIDUALLY OR AS GROUPS ADOPTING FAMILIES FOR CHRISTMAS AND THE HOLIDAYS AND ABOUT THREE YEARS AGO AFTER SPEAKING WITH SOME OF THESE FIRST RESPONDERS AND WITH SOME OF THE LOCAL AGENCIES WE PUT TOGETHER THE COUNTY FIRST RESPONDER FOOD DRIVE.
WHAT THAT IS IS STARTING NOVEMBER 1ST THROUGH DECEMBER 13TH WE ARE COLLECTING NONPERISHABLE FOOD ITEMS THAT WILL BE DISTRIBUTED BETWEEN THE HELP OF BEAUFORT AND BLUFFTON SELF-HELP. BOTH OF THESE AGENCIES HAVE BEEN IN EXISTENCE AN EXTENDED PERIOD OF TIME AND THEY ARE PROVIDING A LOT OF FOOD TO FAMILIES OVER 500 FAMILIES A MONTH. FOR THOSE WHO FOOD INSECURITIES SO I'M JUST HERE TONIGHT ANSWER ANY QUESTIONS ABOUT THIS BRING THIS TO YOUR ATTENTION AND JUST ALSO THAT IF YOU CAN DISTRIBUTE
[00:05:03]
THIS SPEAK ABOUT IT AT ANY OF YOUR COMMITTEE MEETINGS OR ANY OF YOUR ORGANIZATIONS TO HELP US GET THIS OUT. WE HAVE ALL THE FIRE EMS AND POLICE DEPARTMENTS THAT ARE PARTICIPATING THAT ARE PART OF COUNTY AND WE HAVE OVER 21 DIFFERENT COLLECTION LOCATIONS INCLUDING ONE UP IN THE VESTIBULE AREA HERE, THE COUNTY ADMINISTRATION BUILDING.SO WITH THAT BEING SAID, ARE THERE ANY QUESTIONS ABOUT THE PROGRAM? THANK YOU VERY MUCH. OPEN IT FOR QUESTIONS FROM. THIS.
ANYONE HAVE ANY QUESTIONS? MR. CHAIRMAN, I HAVE ONE. IT'S RUNNING NOW THROUGH DECEMBER 13TH. DECEMBER 30TH? YES, SIR.
AND WE WILL DISTRIBUTE IT THE FOLLOWING TO THE TWO AGENCIES SO THAT THEY CAN ASSIST WITH KEEPING THEIR FOODBANKS AND FOOD SHELVES STOCKED THROUGH THE NEW YEAR.
THIS IS THE SORRY IT'S THE THIRD ANNUAL EVENT THAT YOU'VE HAD.
YES, SIR, IT IS. HAVE YOU HAD A BIG SUCCESS? YES, SIR.
WE STARTED OFF SMALL THE FIRST YEAR WE HAD A LITTLE BIT OF A LEARNING CURVE AND THEN LAST YEAR WE COLLECTED OVER 1500 POUNDS OF FOOD THAT WE DISTRIBUTED BETWEEN THE TWO AGENCIES. SO WE USUALLY STARTED A LITTLE BIT EARLIER IN THE YEAR BUT DUE TO THE WEATHER AND ISSUES THAT OCCURRED IN UPSTATE AND OF NORTH CAROLINA WE WANTED TO ALLOW THOSE THOSE TWO COLLECTIONS AND YOU KNOW, ITEMS THAT WERE GOING ON TO THAT FOCUS. SO WE'RE STARTING OURS NOW NOVEMBER 1ST TO KEEP THE LOCAL AGENCIES AFLOAT THROUGH THE NEW YEAR HOPEFULLY. WELL, WE WISH YOU THE BEST OF LUCK. WE HOPE THAT YOU CAN MATCH OR EXCEED WHAT YOU ACCOMPLISHED IN THE PREVIOUS THREE TOO. SO. THANKS VERY MUCH.
ANY COMMENTS OR OBSERVATIONS? MR. CHAIRMAN, JUST ONE FROM HERE.
THANK, CHAIRMAN. THANK YOU, COUNSEL. HAVE A GOOD EVENING.
CAN YOU HEAR ME, MR. CHAIRMAN? CAN YOU HEAR ME? YES, WE CAN HEAR YOU.
OH, SORRY. I DIDN'T SEE YOUR HAND. LISTEN, MR. CHAIRMAN.
IT'S FINE. I JUST WANT TO ASK MR. MARSHALL HERE ARE THERE ANY DROP OFF LOCATIONS ON THE ISLAND ANYWHERE? WE HAVE THEM ON DELAYS ON HEADQUARTERS FOR FILING THERE IN BLUFFTON. CITY HALL PORT ROYAL HAS THEM AND IF YOU CHECK YOUR PACKET YOU HAVE A LIST THAT HAS THE DIFFERENT LOCATIONS OF 21 DIFFERENT LOCATIONS. WE'LL ALSO BE POSTING IT ON OUR SOCIAL MEDIA AND JUST ANY MEDIA OUTLETS THAT WE HAVE AND THAT WOULD BE SOMETHING THAT I BELIEVE ALSO BEAUFORT COUNTY IS GOING TO BE DOING AS WELL TO EMPLOYEES OR I HOPE THAT THEY DO IT TO THEIR EMPLOYEES AS WELL AND ANY OTHER SOCIAL MEDIA OUTLETS. OKAY.
I THINK YOU WILL FIND ONE ON HILTON HEAD THEN. I APPRECIATE THAT.
I'M SORRY, SIR. WE DO NOT HAVE WE DO NOT HAVE ONE ON HILTON HEAD BECAUSE HILTON HEAD FIRE DEPARTMENT DOES THEIR OWN FOOD COLLECTION THIS TIME FRAME AND WE DID NOT WANT TO COMPETE WITH THEM. THANK YOU. OKAY, MISS MARSHALL, THANK YOU.
YOU'RE WELCOME. THANK YOU. THANK YOU, SIR.

DON'T WORRY THERE'LL BE OTHER PEOPLE COMING DOWN THERE TO DO THAT.
I'VE BEEN ACCUSED OF TAKING MUCH TOO MUCH WHEN I DO THE TALKS EVERYONE SEEMS TO THINK I ENJOY SO MUCH. BUT YOU DO. I DO.
YOU DO? YES. THIS THIS PROCLAMATION IS GOING
[7. PRESENTATION OF A PROCLAMATION FOR RED RIBBON WEEK- YOUNG MARINES - Vice-Chairman Lawrence McElynn]
TO BE PRESENTED AN ORGANIZATION FROM PARRIS ISLAND THE YOUNG MARINES ORGANIZATION YEAR.THEY'RE GOING TO COME HERE AND ACCEPT THIS PROCLAMATION AND THEY ACCEPT IT BECAUSE THEY DO A GREAT DEAL OF WORK IN THE IN TRYING TO HELP WIN THE WAR ON DRUGS BY CONDUCTING INFORMATION SEMINARS AND CONFERENCES AND PRESENTATION AND SO WE GIVE THIS TO THEM EVERY EVERY YEAR THIS PROCLAMATION THIS PROCLAMATION IS HAS BEEN ISSUED I'M SORRY THE RED RIBBON WEEK BEEN CREATED AS A RESULT OF AN INCIDENT THAT OCCURRED BACK IN 1985 WHEN A YOUNG SPECIAL AGENT FROM DEA WHO WAS WORKING IN GUADALAJARA MEXICO WAS KIDNAPED AND KILLED BY THE DRUG TRAFFICKERS WHO ARE OPERATING IN THAT AREA. HIS NAME ENRIQUE CAMARENA.
THOSE OF US WHO KNEW HIM CALLED HIM KIKI. HE DIDN'T OBJECT TO THAT SO WE KEPT CALLING HIM THAT. HE WAS WORKING IN GUADALAJARA BECAUSE DEA HAS SPECIAL AGENTS OPERATING ALL OVER THE GLOBE IN NOT ONLY THE UNITED STATES. BUT OVER 60 DIFFERENT FOREIGN COUNTRIES AND THE TRAFFICKERS THERE LEARNED THAT HE WAS BEING VERY EFFECTIVE IN THEIR AREA ELIMINATING A VERY LARGE MARIJUANA FIELD. SO THEY WANTED TO FIND OUT WHAT HE KNEW AND WHO WAS TELLING HIM ALL THIS AND DURING THE INTERROGATION THAT OCCURRED HE WAS TORTURED AND KILLED ALONG WITH HIS PILOT I WAS WORKING FOR DEA AT THE TIME AND I WAS DISPATCHED TO CALIFORNIA BY THE HEAD OF THE DEA TO ARRANGE FOR THE RETURN OF THE REMAINS
[00:25:04]
OF AGENT CAMARENA AND I WENT TO THE MARINE CORPS BASE THERE AND I SPOKE TO THE COLONEL WHO WAS IN CHARGE OF THE AIR STATION AND I TOLD HIM THAT I HAD BEEN DISPATCHED FROM WASHINGTON TO ARRANGE THIS AND COULD HE HELP ME AND HE WASN'T UNFRIENDLY BUT HE WAS WONDERING WHY I ASKED HIM IF HE COULD HELP ME SO I EXPLAINED HIM WHAT AGENT CAMARENA WAS DOING IN IN MEXICO. I TOLD HIM THAT HE WAS A NATIVE OF CALEXICO, CALIFORNIA.I TOLD HIM HE HAD BEEN A FIREMAN AND THAT HE HAD BEEN A POLICEMAN AND THEN HE WAS A SPECIAL AGENT WITH DEA AND HE STOOD THERE AND HE WATCHED ME AND HE LISTENED TO ME AND SAID AND I SAID I SHOULD ALSO MENTION HE'S A FORMER MARINE. SO THE COLONEL STOOD UP, GAVE ME A QUICK SALUTE AND SAID I'LL HANDLE THE REST OF THIS ONE. AND HE DID VERY DISPATCH THE SCENE 32 MEXICO BROUGHT THE UNITED STATES AMBASSADOR TO MEXICO BACK TO THE AIR STATION BROUGHT FAMILY AND THERE WAS AN HONOR GUARD FOR THE RETURN OF AGENT CAMARINES REMAINS.
THEY STAYED WITH THIS THROUGH TRANSPORT TO CALEXICO, HIS HOMETOWN TO THE FUNERAL AND TO THE CEMETERY AND DID REMARKABLE JOB. SO THIS PROCLAMATION THAT I'M TO READ RECOGNIZES WHAT HAPPENED AND THE FACT RED RIBBON WEEK BECAME RED MONTH AND WE CELEBRATE IT EVERY YEAR TO AND SEND THE MESSAGE THAT IF YOU GO TO YOUR CENTER FOR WISDOM, COURAGE AND GUIDANCE AND YOU HAVE SUBSTANCE ABUSE PROBLEM, YOU MAY FIND THAT WHEN GO THERE THERE'S NOTHING TO DRAW ON. SO THEY ARE TRYING DISCOURAGE PEOPLE FROM ABUSING SUBSTANCES WOULD NOT ALLOW THEM TO GO TO THEIR CENTER FOR COURAGE WISDOM AND GUIDANCE WHEREAS COMMUNITIES ACROSS HAVE BEEN PLAGUED BY THE NUMEROUS PROBLEMS ASSOCIATED WITH ILLICIT DRUG USE AND THOSE THAT TRAFFIC IN THEM.
AND. WHEREAS THERE IS HOPE IN WINNING THE WAR ON DRUGS THAT HOPE LIES IN EDUCATION AND DRUG DEMAND REDUCTION COUPLED THE HARD WORK AND DETERMINATION OF ORGANIZATIONS SUCH THE YOUNG MARINES OF THE MARINE CORPS TO FOSTER HEALTHY DRUG FREE LIFESTYLE WHEREAS GOVERNMENTS AND COMMUNITY LEADERS KNOW THAT CITIZEN SUPPORT IS ONE OF THE MOST EFFECTIVE TOOLS IN THE EFFORT TO REDUCE THE USE OF ILLICIT DRUGS IN OUR COMMUNITIES. AND. WHEREAS THE RED RIBBON HAS BEEN CHOSEN A SYMBOL COMMEMORATING THE WORK OF ENRIQUE CAMARENA, A DEA AGENT WHO WAS MURDERED IN THE LINE OF DUTY AND REPRESENTS THE BELIEF THAT ONE PERSON CAN MAKE A DIFFERENCE.
AND. WHEREAS, THE RED RIBBON CAMPAIGN WAS ESTABLISHED BY CONGRESS IN 1988 TO ENCOURAGE A DRUG FREE LIFESTYLE AND THE INVOLVEMENT IN DRUG PREVENTION AND REDUCTION. AND. WHEREAS OCTOBER 23 THROUGH 31 HAS BEEN DESIGNATED NATIONAL RED RIBBON WEEK WHICH ENCOURAGES AMERICANS WEAR A RED RIBBON TO SHOW THEIR SUPPORT FOR A DRUG FREE ENVIRONMENT NOW THEREFORE BE IT RESOLVED THAT BEAUFORT COUNTY COUNCIL RECOGNIZES OCTOBER 23RD THROUGH THE 31ST AS RED RIBBON WEEK IN BEAUFORT COUNTY AND URGES ALL CITIZENS TO JOIN IN THIS SPECIAL.
SO CAN I INVITE THE REPRESENTATIVES OF THE YOUNG MARINES TO COME UP? YOU'LL SEE THAT THEY'VE GIVEN ME MY RED RIBBON AND I'VE BEEN I'VE BEEN WEARING THIS FOR 40 SOME YEARS NOW. I'M HAPPY TO PRESENT THIS TO YOU AND ALSO TELL YOU THAT I HAVE FROM YOU A DEA CHALLENGE POINT THAT WAS GIVEN TO ME JUST A WEEK OR SO I THINK I GAVE YOU ONE ONCE BEFORE BUT THIS IS THE NEW MODEL AND I ALSO BROUGHT ONE FOR YOUR ESCORT SO I'D BE HAPPY TO GIVE THAT TO OKAY IF YOU HAVE TO SAY SOMETHING IT'S ALWAYS LOVELY TO SEE THE PUBLIC COME OUT AND JUST SEE THESE MEETINGS. WELL IS IT'S LOVELY TO BE PRESENTED THIS AND AMAZING TO SEE COUNTIES AND CITIES ALL ACROSS AMERICA UP AND JUST REPRESENT THIS OUR PROGRAMS FOR AGES EIGHT TO THE COMPLETION OF HIGH SCHOOL AND THAT'S A BROAD RANGE RIGHT I'M 15 MYSELF AND IT'S LOVELY IT'S BEAUTIFUL THAT WE ARE ABLE TO COME TO THESE MEETINGS AND BE PRESENTED THESE IT SHOWS THAT AMERICA'S YOUTH IS NOT FORGOTTEN THAT WE CAN STAND UP FOR WHAT IS RIGHT. THANK YOU. THANK YOU FOR.
[00:30:02]

[CITIZEN COMMENTS]
COMMENTS NOW WE'RE GOING TO HAVE A CITIZEN COMMENT PERIOD. EVERY CITIZEN WHO IS INVITED SPEAK IS WELCOME TO COME FORWARD AND SPEAK FOR 3 MINUTES ON THE TOPIC THAT THEY'VE[00:45:04]
THEY'RE GOING TO WE HAVE A TIMER THAT WILL BE GOING AT 30 SECONDS.YOU'LL HEAR A BELL. IT DOESN'T MEAN YOU HAVE TO LEAVE.
IT MEANS YOU HAVE 30 SECONDS TO WRAP IT UP AND THEN YOU'LL GET SIGNAL.
YOU WOULD APPRECIATE IT IF YOU WOULD STAY WITHIN THAT 3 MINUTES.
SO THE FIRST SPEAKER I'M GOING TO CALL IS EDDIE ROGERS AND HE'S STILL HERE 1880 SORRY EE YOU CERTAINLY ARE NOT AN EDDIE THAT'S FOR SURE I APOLOGIZE. WELCOME AND THANK YOU VERY MUCH. THERE'S NO EARTHLY WAY I COULD SAY WHAT I WANT TO SAY IN 3 MINUTES SO I'VE GIVEN ALL OF A REAL 90% MAYBE OF HOW I FEEL ABOUT THE TAX REFERENDUM BUT.
I WANTED TO ADDRESS IT AND I DREW UP A QUICK SUMMARY AND I'LL TALK AS FAST AS I CAN BUT I HAVE TO TELL YOU I WANTED TO COMPLIMENT YOUNG LADY WITH THE PURPLE FLOWER ON HER SHIRT FOR GETTING TO THIS MICROPHONE SO EVERYBODY IN THE ROOM COULD HEAR HER.
I GO CITY COUNCILS AND I'VE BEEN IGNORING COUNTY COUNCIL FOR YEARS NOW AND I REPRIMAND THE COUNCIL AND EVERYBODY WHO GETS UP TO THE PODIUM BECAUSE THEY DON'T GET CLOSE ENOUGH TO THEIR MICROPHONE TO BE HEARD. HAVING SAID ALL THAT IT I'M SORRY BABY.
OH THANK YOU IT SADDENS ME TO HAVE TO TELL MY COUNTY COUNCIL AND SOME OF THE STAFF THAT I'VE LOST MY TRUST IN YOUR ABILITY TO DO THE BEST THING FOR ME FOR COUNTY AND THERE ARE MANY OTHERS WHO JOIN ME IN THAT FEELING IT DIDN'T HAPPEN SOLELY ON BROKEN PROMISES FROM THE 2018 REFERENDUM. THAT WAS JUST ONE OF THE LATEST THINGS ADDED TO THE LIST WE UNDERSTOOD WHY YOU FELT THE NEED TO THROW IN 30 MILLION FOR LADIES ISLAND PROJECTS TO GET OUR VOTE AND. WE VOTED FOR THE TAX BUT YOU HAVEN'T KEPT YOUR WORD.
WE SIMPLY DON'T UNDERSTAND HOW YOU CAN PUT PRICE ON SOMETHING THAT HASN'T EVEN BEEN DESIGNED AND I CAN'T EMPHASIZE THAT ENOUGH. IMAGINE TRYING TO BUILD A HOUSE KNOWING WHAT YOU'RE GOING TO BUILD AND THEN I'M GOING AND GETTING A LOAN FOR SO WHATEVER SOUND MONEY ANYWAY THE 2024 REQUEST IS A REPEAT OF THAT PROBLEM AS I SEE IT THE LAW STATE LAW REQUIRES THAT THE PROJECTS BE DEFINED SPECIFICALLY IN THE PAPER IN THE NEWSPAPER I BELIEVE IT SAYS FOUR TIMES OR CONSECUTIVELY WEEKS PRIOR TO THE REFERENDUM.
OURS IS SO VAGUE AND GENERAL WHEREAS I CHALLENGE YOU GET LOOK AT JASPER COUNTIES AND HOW THEY SPELLED OUT ALL THEIR PROJECTS ACCORDING TO THE LAW AND I THINK WE SHOULD BE DOING THE SAME THING. WE WERE ALSO TOLD THAT THE MONETARY SHORTFALL FOR THE 2018 PROJECTS WAS CAUSED BY COVID AND INFLATION BUT I SAY PUTTING THE CART BEFORE THE HORSE IS WHAT REALLY CAUSED THE SHORTFALL. PLEASE NO WE AND THAT'S AN EDITORIAL WE BUT I HAVEN'T REALLY SPOKEN WITH ANYONE WHO LIKED THIS IDEA WE ARE NOT GOING TO VOTE FOR THIS REFERENDUM I DIDN'T TODAY AND YOU WON'T REGAIN TRUST UNTIL YOU GET THE HORSE IN FRONT OF THE CART AND BY THAT I MEAN DO THE PROPER PLANNING EXPLAIN THE PROJECTS TO THE PEOPLE AND PUBLISH THEM AND THEN THIS IS A QUOTE IN THE NEWS A NEWSPAPER OR GENERAL CIRCULATION AND THE JURISDICTION REQUIRED BY LAW GIVE SOME ESTIMATES SO YOU REALISTICALLY PRICE THE PROJECTS AND SHOW US SOME REAL AND TRANSPARENCY AND IF I MAY BE SO BOLD I PERSONALLY BELIEVE THE COUNTY AND EACH MUNICIPALITY SHOULD DECLARE A MORATORIUM ON APPROVING NEW RESIDENTIAL UNTIL EACH ENTITY PREPARES A SPREADSHEET OF PROJECT ALREADY APPROVED TO BE BUILT SO. WE CAN COMBINE THAT INFO AND COMPILE THE DATA NEEDED TO FIGURE OUT WHERE WE'RE GOING TO NEED NEW ROADS, NEW SCHOOLS, POWER GRIDS, SEWER ETC. ETC.. I'M AFRAID THAT THE I'M NOT SURE WHAT'S HAPPENING WITH THE TIMER BUT THE SIGNAL THAT I HEARD WAS SO VAGUE I DON'T THINK THAT YOU HEARD IT.
OH I WOULD ASK YOU IF I'M SURE YOU'RE RIGHT THAT I DIDN'T HEAR IT BECAUSE OH OH GOOD I COULD LEND YOU ONE HEARING AID. WELL, WE JUST WANT YOU TO MAKE AN EFFORT TO GET AHEAD OF THIS CONSTANT INFLUX OF NEW RESIDENTS. AND WE BELIEVE THAT IT STARTS WITH INFORMED PLANNING. IN THE MEANTIME, WE'RE VOTING NO THANK YOU IS THAT THE FIXED ? YES. NO.
MAYBE THOSE ARE COMING IN BACK WITH THE ALARM. GO OFF AT 30 AND ZERO.
[00:50:01]
OKAY. THANK YOU KARI MAJOR OH GARY HOW ARE YOU TONIGHT? I KNOW EVERYONE IS WELL TODAY AND I'M SO GRATEFUL FOR YOU ALL ACKNOWLEDGING OUR YOUTH AND THAT MY HEART THAT'S MY ASSIGNMENT AND WE'RE TO YOU AND THE COMMUNITY FOR HELPING US SO . I STAND HERE AGAIN AND SAW AND I JUST SMIDGEN OF THE REPORT COMING FROM THE POLLS DIRECTOR MY HEART SAYS WE NEED A STATE OF THE ART COMMUNITY CENTER YOUTH AND COMMUNITY CENTER ON SAINT HELENA ISLAND CENTRALLY LOCATED.AND AGAIN YOU ALL KNOW THAT UNTIL THAT GROUND IS BROKEN. I'LL BE BEFORE YOU AS THE LORD ALLOWS ME TO AND I WOULD LIKE TO LOOK AT THE PLANS OR EVEN TALK WITH MR. BROWN A LITTLE BIT MORE BECAUSE WE NEED TO MAKE SURE IT'S WHAT OUR COMMUNITY NEEDS AND NOT WHAT YOU ALL DESIRE TO GIVE US AND I KNOW YOU ALL ARE ELECTED OFFICIALS AND YOU ALL HAVE THE PEOPLE'S HEART. OKAY. AND WE THANK YOU CONSIDERING YOUR CONSTITUENTS, CONSIDERING THE PEOPLE AND NEEDS OF THE PEOPLE.
SO WE'RE LOOKING FORWARD TO GETTING THAT COMMUNITY ON SAINT HELENA ISLAND AND AGAIN, THANK ALL OF YOU FOR LISTENING. THANK YOU. CARE MR. SMITH CENTER.
OH, WILLIAM. HOW YOU DOING, SIR? YOU'RE ALL RIGHT.
YES, SIR WHERE I'M FROM WE SING A SONG AND I HEARD JUST CALL ALL THE BLOOD ALL THE BLOOD AND SIGN NAME ALL THE BLOOD THAT'S ALL GOOD SPIRITS YOU WHEN I WHEN I WHEN I THINK ABOUT WHERE WE ARE AT IN TERMS OF COUNTY COUNTY AS A COUNTY AND I LOOK AT THE AMOUNT OF CASKETS THAT WE ARE PUTTING BEFORE US AS A COUNTY AND THE AMOUNT OF CALLS THAT THE SHERIFF DEPARTMENT AND WHAT WE'RE DEALING WITH IN EVERY EVERYONE HAS A PIECE OF THAT PIE AND I'VE COME TO THIS COUNCIL SEVERAL TIMES THAT I'VE BEEN WAITING. I'VE BEEN WAITING BUT WHILE I'VE BEEN WAITING WE ARE IN THE IN THE RANGE NOW WHERE WE'VE PROBABLY BURIED ABOUT MAYBE ABOUT 20 SOMETHING OUR KIDS THIS YEAR MAYBE IN THE RANGE OF 20 TO SOMETHING BABIES FROM OUR STATE MAYBE 25 OR 20 MAYBE EVEN YOUNGER THAN THAT I MAYBE FROM 20 DOWN AS ELECTED OFFICIALS ALL THE BLOOD WE HAVE TO MAKE SURE THAT WE'RE DOING EVERYTHING AND WILL NOT WILL POWER IN AND I WILL HOUSE TO BRINGS DIFFERENT IN THIS COUNTY THAT CAN GIVE OUR YOU ARE YOU A SAFE PLACE GO TO AND HAVE GREAT CONVERSATIONS WE HAVE A DEPARTMENT THAT THAT THEY PRETTY MUCH THEY THEIR JOB IS TO BRING BUSINESSES HERE THE QUESTION IS WHAT ARE THEY DOING THE TAXPAYER MEMBERS MADE YOU JUST BOUGHT THAT'S GREAT WE NEED THAT BUT WE ALSO NEED BUSINESSES WHO CAN BRING PLACES WHERE WHERE PEOPLE CAN OUT AND AT WHO HAVE FAMILIES AND THEY CAN AFFORD TO TAKE THEIR KIDS OUT. NOT THAT SOME OF THESE PARKS BUT DIFFERENT PLACES WHERE THE KIDS CAN ENJOY IT AND IT CAN HAVE QUALITY FAMILY TIME BEFORE AND ALL OF THAT. I APPRECIATE THE MILITARY. I APPRECIATE THE RETIREES I APPRECIATE ALL THAT. I APPRECIATE THE HOSPITALITY OF THE FOOD INDUSTRY.
BUT THE QUESTION IS WHAT IN THE IS IT FOR THE KIDS TO DO HERE? WHAT IS THERE FOR THE KIDS TO DO WHAT THE LIBRARIES AS WELL BEYOND THAT, WHAT ELSE IS THERE FOR THE KIDS HERE TO DO? WE DON'T HAVE NO BOWLING ALLEY ON THE SIDE, NO MOVIE. THERE IS A COUNTY DISTRICT.
YOU SAID THAT EVERY KID IN THE COUNTY NEEDED A FREE OR REDUCED .
WHAT DOES THAT SAYS ABOUT THIS COUNTY? MY TEAM AS MY TEAM IS THIS EVERY KID DAY IF WHAT WE DOING UP HERE IT INVOLVE EVERY KID EVERY DAY, EVERY FAMILY EVERY DAY WE GOT SOME BLOOD ON OUR HANDS WE GOT TO WASH THE BLOOD OFF OUR HANDS AND IT'S VERY PERSONAL. I APPRECIATE THE WORK. I APPRECIATE YOU ACKNOWLEDGING THE KIDS TONIGHT. I APPRECIATE THE WORK THAT YOU I DO I COME UP TO BEAT YOU BUT I'M COMING HERE JUST TO REMIND YOU WE GOT WORK TO DO. LET'S GET TO IT.
THANK YOU THANK YOU. REMEMBER SIR CYNTHIA HOLMES STILL HERE? YES, EVERYONE. OH, MS.. HOLMES, HOW ARE YOU?
[00:55:04]
I'M FINE, THANK YOU SO VERY MUCH. I DID HAVE SOME NOTES WRITTEN DOWN BUT ANYWAY THANK YOU SOMETHING GO OFF I'LL REMIND YOU.OKAY. THANK YOU ON BEHALF OF THE YOUTH OF BEAUFORT COUNTY I WANTED TO REMIND THE COUNCIL THAT I ALSO AGREE THAT WE DO NEED A COMMUNITY CENTER.
WE NEED SOMETHING FOR OUR YOUNG PEOPLE. 31 YEARS AGO I MADE A DECISION ALONG WITH MY HUSBAND HE'S A NATIVE OF THIS THIS AREA AND WE MADE A DECISION TO MOVE FROM HARTVILLE HERE SO THAT I COULD START MY MY YOUNG CHILD 35 IN THE SCHOOL SYSTEM HERE BECAUSE I FELT AT COUNTY AT THAT TIME IT WASN'T ADEQUATE FOR HIM AND I WANTED TO GET HIM STARTED.
AND ONE OF THE THINGS THAT I LOOKED UPON WAS THE ACTIVITIES THAT WERE ONCE HERE AT THAT TIME I REMEMBER ALL THE BASEBALL FIELDS EVERY SATURDAY WERE FILLED WITH CHILDREN PARTICIPATING IN THE YOUTH. NOW THAT'S NOT SO MOST THE PARKS ARE EMPTY NOW BECAUSE THINGS HAVE MOVED AWAY FROM THE ISLANDS AND LOCAL AREAS AND MOST PEOPLE HAVE PUT THEIR OWN IN THERE WITHIN THEIR OWN COMMUNITIES AMENITIES AND THOSE TYPE OF THINGS THAT OUR KIDS CAN'T USE. SO ALONG WITH EVERYONE ELSE AND HOPEFULLY EVERYONE WILL AGREE THAT WE DO NEED THINGS FOR YOU THERE WAS A MOVIE WHERE THERE WAS TWO MOVIE THEATERS WHEN I CAME HERE BOWLING ALLEY SKATING RINK THERE ONCE WAS PROJECT FOR LIKE A LITTLE FUN AREA THAT DIDN'T LAST LONG AT ALL SO THERE'S THINGS HAVE MOVED I DON'T KNOW WHO WE'RE FOCUSING ON IN THIS AREA ANYMORE BUT IT'S DEFINITELY NOT THE CHILDREN OUR CHILDREN NEED SOMEWHERE TO GO. THEY DON'T EVEN HAVE A GYM THAT THEY CAN GO TO ON HELENA WE HAVE TO COME INTO TOWN EVEN MYSELF AS BAD AS I NEED TO EXERCISE WHEN I THINK ABOUT I HAVE TO GO ALL THE WAY INTO TOWN TO DO THAT THEN I DON'T GET THERE, YOU KNOW? SO PLEASE WE NEED THINGS FOR OUR YOUNG PEOPLE. THOSE YOUNG PEOPLE THAT STOOD HERE I WAS SO GLAD TO SEE THEM IN AND I ENCOURAGE THEM TO GET INVOLVED IN BEING AT THE COMMUNITY MEETING SO THAT THEY COULD VOICE OPINION AT A YOUNG AGE.
SO PLEASE YOU ARE HUMAN OTHERS HAVE BEEN SAYING WE'VE BEEN PAYING OUR TAX MONEY I KNOW I'M A COME HERE. THAT'S WHAT THEY TOLD. I'M NOT A NATIVE BUT I LOVE THE COMMUNITY I LOVE OUR YOUNG PEOPLE. I HAVE GRANDKIDS AND IN THIS AND I WANT THEM TO FEEL LIKE THEY CAN BLOSSOM. WE'RE TRYING CREATE THINGS THAT OUR YOUNG PEOPLE CAN GET INVOLVED IN. IT COSTS A LOT OF MONEY.
NOT EVERYBODY CAN AFFORD IT. I HAVE THE LUXURY TO BE ABLE TO DO SOME OF THE THINGS FOR MY GRANDKIDS BUT NOT EVERYBODY CAN DO IT SO WE NEED SOME AFFORDABLE THINGS.
I THANK GOD FOR THE INFORMATION THAT I HEARD TODAY ABOUT BUILDING A COMMUNITY CENTER IS NECESSARY IS NEEDED. GROWING UP I HAD A TEEN CLUB THAT I COULD GO TO THAT WAS JUST FOR TEENS. WE HAD PEOPLE THAT MONITORED US, WE HAD A SWIMMING POOL ALL OF THOSE THINGS OUR KIDS NEEDED . SO THANK YOU FOR HEARING ME AND HOPEFULLY SOMETHING WILL MOVE. THANK YOU VERY MUCH. THAT'S THANK YOU THAT CONCLUDES
[12. LIASION AND COMMITTEE REPORTS]
OUR CITIZEN COMMENT PERIOD. NOW WE'RE GOING TO COMMITTEE REPORTS I'VE ASKED CHAIRS AND THE VICE CHAIR OF THE COMMITTEE THAT HAVE MADE A CONTRIBUTION TO THE CONSENT AGENDA TONIGHT CONTAINS 20 ITEMS TO SUMMARIZE THOSE WITHOUT READING WHAT'S ON THE AGENDA BUT SIMPLY PLAIN ENGLISH TELL YOU WHAT ALL OF THOSE ITEMS ARE SO HOPING THAT YOU'LL GET THE SHORT VERSION OF WHAT IT IS WE'RE GOING TO VOTE ON THE 20 ITEMS THAT ARE ON THE CONSENT AGENDA WHICH ARE DESCRIBED OF IN THE BACKGROUND FOR THE MATERIAL THAT WENT OUT PUBLIC PUBLICIZING THIS MEETING. SO ARE THERE ANY LIAISON COMMITTEE REPORTS ASIDE FROM THOSE THAT WILL BE DONE BY THE COMMITTEE CHAIRS IS HOWARD YES I ATTENDED THE TICKLED MEETING.THEY HAVE A LOT OF STUFF GOING ON IN COMMUNITY THIS THE HIGHEST ENROLLMENT IN NINE YEARS THIS FALL THEY HAD 2458 STUDENTS ENROLLED THAT COUNTS THE DUAL ENROLLMENT THE DUAL ENROLLMENT PROGRAM WHICH IS BOTH THE CERTIFICATE PROGRAMS AND THE COLLEGE DEGREE PROGRAMS IT JUST GROWING BY LEAPS AND BOUNDS. IT'S GROWN 21%.
IT'S OFFERED THROUGH ALL THE HIGH SCHOOLS. NOW IN COUNTY YOU CAN START OUT AS A FRESHMAN IN A HIGH SCHOOL AND EITHER GET A CERTIFICATE AND OR A LOT
[01:00:02]
OF CREDITS INCLUDING GETTING A TWO YEAR DEGREE. SOME OF THESE STUDENTS ARE GETTING A TWO YEAR DEGREE WHILE STILL IN HIGH SCHOOL THEY ARE WORKING WITH THE RIDGELAND STATE PRISON ON AN HBC PROGRAM WHICH WOULD TEACH THOSE PROGRAMS THERE IN JANUARY FIVE THEY'RE GOING TO START A FIRE SCIENCE PROGRAM AND THEY HAVE TO GET THEIR HIRING A MEDICAL LAB TECH COORDINATOR AND ARE VERY EXCITED ABOUT OUR SUPPORT OF THEIR NEWEST PROJECT THE WORKFORCE CENTER AND JASPER COUNTY ALSO CONTRIBUTED MONEY TO THAT AND DID BILL SO IT IS DEFINITELY A REGIONAL WORKFORCE WITH CONTRIBUTIONS FROM THOSE THREE LOCAL GOVERNMENTS COUNTING US THAT WAS IT. CAN YOU SUMMARIZE FOR US THOUGH? SO YES, I'LL BE GLAD TO IN JUST IN PLAIN ENGLISH. YES.COMMUNITY SERVICES AND LAND USE COMMITTEE THE THIRD READING OF A ALLOWING SINGLE FAMILY IN OUR COMMERCIAL ZONES WILL BE APPROVED THIS TIME WITH WITH THE CONSENT AGENDA THE COMPREHENSIVE PLAN ADDED THE HOUSING IMPACT STUDY AS AN APPENDIX AND WE'VE GOT NUMBER THREE WAS THE HEALTH AND SANITATION ORDINANCE WE'VE REPEALED THE BOARD FOR ALCOHOL AND DRUG ABUSE BECAUSE THOSE SERVICES ARE PROVIDED THROUGH STAFF NUMBER FOUR WAS APPROVAL OF THE RESOLUTION TO PURCHASE SOME PROPERTY KNOWN AS ROSTRUM ROAD AND NUMBER FIVE WAS TO ALLOCATE MONEY WHICH IS VERY IMPORTANT TO OUR COUNCIL MEMBER MR. LAWSON TO CONVERT TO SEWER IN THE HALL JOY COMMUNITY WHICH IS NOW TO FULL COUNCIL WAS APPROVED BY THE COMMITTEE THANK IT'S HOWARD APPRECIATE THAT MR. LAWSON YES. AND AGAIN LET ME SAY THANK YOU.
MR. STONE IS HERE THE FOR JASPER WATER SEWER WHO IS A BIG PART OF THAT THE ALL SO JUST WANT TO THROW THAT IN THERE BECAUSE IT IS SOMETHING THAT THAT HE'S BEEN WORKING VERY HARD NOT JUST BY ME AND MR. STONE BUT MR. MCCALLUM YOU HELP WITH IT AS WELL AS PAST COUNCIL SO AND THANK YOU TO ALL THAT IT WAS MOVED TO THIS POINT AND WE'RE LOOKING FORWARD TO MORE COOPERATION FROM OUR DELEGATION AS WELL AND JUST FROM THE FINANCE COMMITTEE WE JUST HAVE ONE THING WHICH IS TO CLOSE OUT THE FIRE STATION FOUR PROJECT OF $11,000 TO CLOSE THAT AND WE WILL BE FINISHED COMPLETELY WITH WITH THE THAT PROJECT FINANCIALLY AND ALSO WITH THE PHYSICAL BUILDING. THANK YOU MR. BARTHOLOMEW I HATE TO SAY THIS WE'VE GOT LIKE TWO PAGES. YEAH, I WAS GOING TO SAY HOW MUCH DETAIL TO YOU BUT YOU'RE YOU'RE A SKILLED OR JUST GIVE US THE SHORT I'LL SEE WHAT I DO.
SO ITEM NUMBER SEVEN WE HAD A OF REALLY AGENDA FOR THE PUBLIC FACILITIES AND SAFETY COMMITTEE LAST GO ROUND NUMBER SEVEN IS DEALING ESSENTIALLY WITH A LEASE AGREEMENT FOR US TO HOUSE COUNTY BUSSES WITHOUT PUTTING IN A BREEZE BUSSES ON A FACILITY THAT WOULD BE WAS NOT UTILIZED SO THAT'S PRETTY STRAIGHTFORWARD NUMBER EIGHT THAT'S JUST AUTHORIZING AN AGREEMENT BETWEEN UPS TO RENT SPACES AT THE HILTON HEAD AIRPORT.
I THINK THAT'S GOING TO GENERATE I THINK THEY'RE ALREADY DOING THAT.
IT SHOULD GENERATE SOME FLOW FOR THE AIRPORT AS WELL. NUMBER NINE IS A BIT MORE COMPLICATED BUT IS IN PLAIN ENGLISH. WE'RE ESSENTIALLY GETTING INTO AGREEMENT WITH SIDOTI AND COUNTY GOING TO BE MANAGING THEY'RE GOING BE LOOKING AT THE U.S. TO 78 AND 170 U.S. 21 C 46 U.S. 17 SEVERAL OF THE ROADS THAT INTERJECT INTERSECT BETWEEN MULTIPLE COUNTIES. AND SO WE'RE GOING TO BE ANALYZING WE'RE GOING TO BE ADMINISTERING THE MASTER PLAN FOR NUMBER TEN. LET'S SEE HERE.
SO BASICALLY NUMBER TEN IS AN AGREEMENT WITH THE U.S. STATE OF AGRICULTURE, ANIMAL AND PLANT HEALTH INSPECTION SERVICES AND WILDLIFE SERVICES .
THEY'RE GOING TO BE KEEPING GEESE AND OTHER WILDLIFE OUT OF OUR AIRPORT AND HELPING US MANAGE THAT. SO THAT'S GREAT SERVICE ME PROVIDING THERE WE ARE.
WE'RE ALSO A GRANT FROM THE SOUTH CAROLINA AIRPORT AERONAUTICS AND WE'RE GONNA BE ADMINISTERING THAT AND THAT'S GOING TO BE FOR NEW AIR TRAFFIC CONTROL RADIO TOWER EQUIPMENT SO IT'S TO REPLACED NUMBER 12 IS GOING TO BE A LETTER OF AGREEMENT FOR THE AIRPORT AND A SHUTTLE SERVICE WITH BEST OF HILTON HEADS ARE GOING TO BE PROVIDING TRANSPORTATION FROM THERE FROM THE AIRPORT HOTELS NUMBER 13 WE'RE GOING TO BE ACCEPTING A GRANT FROM THE
[01:05:06]
SOUTH CAROLINA DEPARTMENT OF VETERANS AFFAIRS IN THE AMOUNT OF $3 MILLION WHICH IS GOING TO HELP REVAMP A LITTLE BAY TREATMENT PLANT. THIS IS ALL TIED TO JASPER WATER SEWER AUTHORITY AND THE STONE. THANK YOU.AND NUMBER 13 IS ALSO WHILE THE SEVEN APART WE ALSO DISCUSSED NUMBER 16 WHICH IS $1.6 MILLION FOR THE PORT ROYAL RECLAMATION FACILITY PROJECT WHICH IS ALSO TIED TO JASPER WATER SEWER AUTHORITY AND THAT IS ALSO FOR SOUTH KOREAN DEPARTMENT OF VETERANS AFFAIRS GOING BACK TO NUMBER 14, IT'S ANOTHER GRANT FROM CAC WHICH IS THE NEW SOUTH CAROLINA AERONAUTICS COMMISSION FOR RUNWAY REHABILITATION PROJECTS 15. SO WE'RE GOING TO BE IS THAT ONE WAS THAT ONE FOR HILTON HEAD? WAS THAT BEAUFORT AND I CAN'T REMEMBER THAT WAS ANYWAY HILTON HILTON HEAD YEAH I THINK HILTON HAD 15.
WE'RE ALSO GOING TO BE ACCEPTING A GRANT AND AID FROM SOUTH CAROLINA DEPARTMENT OF PUBLIC HEALTH AND I APOLOGIZE I'M TRYING TO SPECIFICALLY WHAT THAT ONE WAS FOR TRYING TO GET THROUGH ONE OF THESE AS QUICKLY AS I CAN. I'LL GO BACK TO 15 NUMBER 17 WE APPROVED THE CONTRACT FOR THE DESIGN WITH KIMBERLY HORNE FOR THE REALIGNMENT OF S.C. 4462 AND S.C. 170. THIS IS ALSO A NUMBER 18. WE APPROVED THE WORK AUTHORIZATION STEMMING FROM THE RUNWAY REHABILITATION FUNDING TO GO TO TALBERT BRIGHT AND ELLINGTON AND 19. WE DID ANOTHER RUNWAY REHABILITATE STATION CONSTRUCTION PROJECT WHICH WAS THE ACTUAL CONTRACT BEING AWARDED TO QUALITY ENTERPRISES AND 20 IS THE APPROVAL OF THE GOVERNOR INTER-GOVERNMENTAL AGREEMENT.
THE CITY OF BEAUFORT HAS ACTUALLY ASKED US TO HELP REPAVE OR RESURFACE IN A CITY ON ROAD AND BATTERY SHORES NEIGHBORHOOD THEY'RE GOING TO BE USING ARPA FUNDS FOR US TO DO THE REPAVING PROJECT AND IF BEAR WITH ME I GO BACK AND FIND OUT WHAT 15 IS BECAUSE I CANNOT REMEMBER SO THIS SECOND FEMA EMS. THERE YOU GO.
ALL RIGHT. THANK YOU VERY MUCH. THANKS TO WHY I DON'T HAVE A COMMITTEE REPORT BUT SEVERAL OF US WENT TO SOUTH CAROLINA ASSOCIATION OF COUNTIES.
A COUPLE OF US TOOK A PROPERTY TAXATION PROCESS CLASS WHICH WAS THE BEST ONE I'VE TAKEN WAS RUN BY DEPARTMENT OF REVENUE. YEAH THEY WERE STELLAR. THE NEXT CLASS TOOK WAS EFFECTIVE COMMUNICATION WITH THE MEDIA TAKE IT OR IT BUT WE DID THAT AND WE WERE THERE FOR THE AWARDS. IT WAS VERY REFRESHING TO SEE THE OUR GROUPS WIN AWARDS LAST FRIDAY I DID GO TO THE RIBBON CUTTING FOR THE VETERANS FAIR BLUFFTON OFFICE.
IT'S GREAT TO KNOW WE'RE GOING TO HAVE THOSE SERVICES AVAILABLE SOUTH OF THE BROAD BECAUSE WE HAVE A HUGE MILITARY RETIREES DOWN SOUTH OF THE BREAD AND.
