[2. Adoption of the Agenda]

THAT I WILL ENTERTAIN A MOTION TO ADOPT THE AGENDA THAT WE HAVE BEFORE US MOVE.

SECOND THIS MOVE MISS WRIGHT HAS SECOND DO I HAVE ENOUGH OF A QUORUM TO APPROVE AGENDA OKAY. YES SIR. THOSE WHO FAVOR THIS SHOW OF HANDS THAT'S UNANIMOUS AND WE HAVE SOME MINUTES FROM AUGUST THE FIFTH AND HOPEFULLY

[3. Approval of the Minutes]

YOU'VE HAD A CHANCE TO READ THROUGH THOSE HAVE ANY OBSERVATIONS OR CORRECTIONS THAT WOULD ASK FOR THEM AT THIS TIME. IF NOT, I LIKE TO ENTERTAIN A MOTION TO APPROVE THE MINUTES OF THE AUGUST FIVE 2024 MEETING FOR CAMPBELL HAS THIS RIGHT HAS SECOND ALL THOSE IN FAVOR AS UNANIMOUS AS WELL I AM EXPECTING I THINK EXPECTING A COUPLE OF OTHER MEMBERS TO IN ATTENDANCE MR. SIMS LEE WILL CONTINUE ON AND HOPEFULLY THEY'LL BE HERE SHORTLY I'M GOING TO HAVE WILL GO AHEAD AND MOVE THROUGH THE AGENDA IN RESPECT OF EVERYBODY'S I DO WANT TO ACKNOWLEDGE COUNCILWOMAN PARKER FOR BEING

[4. Staff Report]

IN THE HOUSE. THANK YOU FOR BEING HERE. APPRECIATE YOU.

AND AT THIS TIME WE'LL HAVE STAFF REPORTS, GENERAL STAFF UPDATES ON L.A. DISTRICTS AND MS. IS GOING TO FILL IN FOR MS. . GOOD AFTERNOON FORCE MEMBERS MISSY THE WORK PLANNING DIRECTOR FOR THE RECORD I'M EXCITED TO GIVE YOU AN UPDATE ON OR ELMO AND DISTRICTS PROJECTS WE HAD TO REALLY AMAZING WORKSHOPS WITH TOWN COUNCIL LAST MONTH TO GO OVER BOTH THE DISTRICT'S PROJECT AS WELL AS THE ELMO PRIORITY AMENDMENT PROJECT AND THE ELMO FULL AMENDMENT PROJECT. AND SO THERE IS QUITE A BIT TO SHARE AND THERE WERE A NUMBER OF PRESENTATIONS AND HANDOUTS AND I CAN FOLLOW UP BY SENDING THE LINKS TO WHERE TASK FORCE MEMBERS CAN ACCESS THAT INFORMATION.

I'M NOT GOING TO GO THROUGH THOSE PRESENTATION DECKS BECAUSE IT TOOK HOURS TO GO THROUGH BUT IN A NUTSHELL WHAT IS IMPORTANT TO EXPLAIN TO YOU ALL IS THAT FOR THE DISTRICT WORKSHOP WE WENT THROUGH A FAIRLY LARGE SLIDE DECK AND COVERED THE OTHER SEVEN PLANNING DISTRICTS IS AS IT RELATES TO THE THEME CHARACTER VISION AND SOME FOCUS AREAS FOR OF THOSE PLANNING DISTRICTS AND WHILE THERE WAS A LOT OF FEEDBACK WE HAVE PAGES OF NOTES WHAT WE HEARD FROM COUNCIL AND THOSE THAT MADE PUBLIC COMMENT AT THOSE WE WILL BE ADVANCING SOME PUBLIC ENGAGEMENT SO AS AN OUTCOME WE WILL BE SETTING THOSE UP THERE WILL BE BEGINNING THIS FALL WHERE WE WILL START TO HAVE SOME ENGAGEMENTS WITHIN THE PLANNING DISTRICTS TO TALK THROUGH THAT THEME CHARACTER VISION KNOW WHERE ARE WE HEADED IN THE FUTURE FOR THESE DISTRICTS AND THEN SOME OF THOSE FOCUS WHAT ARE THOSE CATALYST PROJECTS THAT WILL REALLY BRING US TO THAT VISION OF TOMORROW? WE ALSO WILL CREATE A PUBLIC SURVEY THAT WE'RE WORKING ON INTERNALLY RIGHT NOW WITH STAFF AND EACH DISTRICT PLAN HAVE A PUBLIC SURVEY THAT'S ASSOCIATED WITH IT.

SO WE'RE EXCITED THAT THAT PROJECT GOT THE HEAD NOD FROM COUNCIL THAT SAYS YES WE CAN GO OUT AND TALK PUBLICLY WITH THE COMMUNITY ABOUT PARTICULAR DISTRICT PLANS AND GET SOME INPUTS MOVE FORWARD SO THE THE I GUESS SCHEDULE OR BEAT FOR THE PLAN IS THAT WE WILL BE DOING THESE ENGAGEMENTS BETWEEN NOVEMBER AND INTO FEBRUARY OF NEXT YEAR.

SO JUST KNOW THAT WE WILL INCLUDE THE TASK FORCE MEMBERS ON INVITATIONS AS ALL OF THOSE MEETINGS SET UP AND WE SHOULD HAVE WE ARE WORKING ON THAT SCHEDULED THIS SO AS SOON AS WE HAVE THAT WE WILL LET YOU KNOW WHAT THAT LOOKS LIKE AND AND YOU'LL CERTAINLY BE INVITED TO THOSE PUBLIC ENGAGEMENTS AND I WILL GO AHEAD AND FOLLOW UP WITH THE LINKS TO WHERE ALL OF THESE SIDE EFFECTS ARE LOCATED ON OUR ON WEBSITE WE ALSO DISCUSSED ELMO

[00:05:04]

CODE PROJECT AND OF COURSE THAT'S DIVIDED INTO TWO MAIN PARTS THE PRIORITY AMENDMENT SET AND THE FULL CODE AMENDMENT . THE PRIORITY AMENDMENT INCLUDES 12 TOPIC AREAS. WE'VE TALKED ABOUT THOSE TOPICS BEFORE.

I'LL GO AHEAD AND NAME THOSE. THE PRIORITY AMENDMENTS INCLUDE CONSTRUCTION MANAGEMENT, STANDARD SIGN REGULATIONS, TREE PROTECTION, OPEN SPACE TRANSPORTATION IMPACT ANALYSIS, MAJOR SUBDIVISION AND DEVELOPMENT PLAN REVIEW PROCESS SUBDIVISION REGULATIONS SHORT TERM RENTALS NORTHPOINT PUBLIC PRIVATE PARTNERSHIP ZONING SINGLE FAMILY HOMES AND SCALE COMMERCIAL STRUCTURES SCALE AND ADAPTIVE REUSE OF EXISTING HOTELS AND MOTELS.

SO THOSE 12 TOPIC AREAS WE DISCUSSED IN GREAT DETAIL TO GET INPUTS THOSE AS WE WORK TO FINALIZE SOME THAT CODE AND THEN HAVE IT COME TO THE PLANNING COMMISSION THEN ULTIMATELY TO TOWN COUNCIL FOR PUBLIC REVIEW AND APPROVAL SCHEDULE FOR THOSE IS THAT ONCE WE'VE HEARD THOSE INPUTS FROM COUNCIL WORKING ON FINALIZING SOME OF THAT DRAFTING CODE WE WILL HAVE A PUBLIC MEETING PRIOR TO THE PLANNING COMMISSION'S PUBLIC HEARING IN JANUARY ON THAT TOPIC. SO SOMETIME IN THE MONTH OF DECEMBER THERE BE AN ENGAGEMENT. WE WILL AGAIN BRING THE TASK FORCE, LET YOU KNOW WHEN THAT ENGAGEMENT IS AND MAKE SURE THAT YOU'RE INFORMED OF OF THOSE PRIORITY AMENDMENTS BEFORE WE GET TO PLANNING COMMISSION'S PUBLIC HEARING. SO THAT'S WHAT'S HAPPENING WITH THAT PARTICULAR PIECE OF THE ALAMO AMENDMENT PROJECT AND THEN THE OVERALL THE CODE OVERHAUL IF YOU WILL THE FULL PRIORITY OR THE FULL AMENDMENT PROJECT WE TALKED ABOUT THE OVERALL PLAN FOR THAT SOME OF THE GUIDING PRINCIPLES THAT DRIVE THAT CODE REWRITE OR OVERHAUL. WE ALSO TALKED ABOUT THE ENGAGEMENT PLAN WILL BE IN PLACE FOR THE FULL CODE OVERHAUL AS WELL. SO WE'VE TALKED ABOUT I THINK WITH THIS BODY AS WELL THAT WE HAVE HIRED CONSULTANT THAT WE'RE WORKING WITH WHEN WE'RE IN THE DRAFTED CODE WE WILL WORK WITH AND WE'VE TALKED ABOUT THIS WITH THE TASK FORCE AS ONE OF THAT STAKEHOLDER BODIES ONCE WE'VE INTO DRAFTED CODE SO THAT THAT REMAINS THE SAME WE INCLUDED A PAGE OR A SLIDE WITHIN THAT PRESENTATION DECK THAT INCLUDES SOME THE WE WOULD HAVE A PUBLIC WEBSITE WE WOULD HAVE UP MEETINGS AND ONLINE ENGAGEMENTS, WE WOULD HAVE COMMUNITY MEETINGS OPEN HOUSES ONCE WE'RE IN THAT CODE DEVELOPMENT CODE WRITING STAGE WE WOULD HAVE STAKEHOLDER AND FOCUS GROUPS AS WELL AS APPOINTED BOARD REVIEW AND THE TASK FORCE WAS NAMED AS ONE OF THOSE APPOINTED BOARDS THAT WOULD BE INVOLVED IN THE FULL CODE OVERHAUL. SO WANTED TO MAKE SURE THAT YOU WERE AWARE THAT THE TASK FORCE THE PLANNING COMMISSION OF COURSE WAS LISTED AS AN APPOINTED BOARD THAT WOULD BE INVOLVED A LOT AS WE PUT TOGETHER THAT NEW CODE AND ARE REVIEWING WHEN IT'S BEING WRITTEN AND ASSEMBLED PRIOR TO BEING FINALIZED. SO AS FAR AS THE OVERALL SCHEDULE FOR AND ALL THESE PROJECTS WE'VE TALKED ABOUT THAT IN THE PAST THE PRIORITY AMENDMENTS ARE ON A FASTER TRACK THAT WE WERE THAT'S THAT'S CODE THAT NEEDS BE AMENDED TO MEET SOME OF THE EMERGING COMMUNITY NEEDS THAT NEED TO BE ADDRESSED PRIOR THE FULL CODE OVERHAUL WE'RE LOOKING AT THAT PUBLIC HEARING AT COMMISSION IN JANUARY AND THEN THE REMAINING PUBLIC REVIEW AND APPROVAL PROCESS FOLLOWING WE ANTICIPATE THAT COUNCIL WOULD APPROVE THAT WITH FIRST AND SECOND READING IN THE FEBRUARY AND MARCH TIMETABLE THE DISTRICT PLANS THEN ARE ARE BEING DEVELOPED RIGHT NOW WITH THOSE ENGAGEMENTS THIS FALL AND EARLY INTO 2025 AND THOSE WILL BE LARGELY AND READY TO GO AND HOPEFULLY FINALIZED ITS PUBLIC REVIEW AND APPROVAL PROCESS BY THE END OF THE SECOND QUARTER IN IN 2025 SO DISTRICTS ARE YOU KNOW IN PRODUCTION MODE IF YOU WILL WILL BE GOING OUT TO THE COMMUNITIES TO SEE WHAT WHAT THEY HAVE TO SAY ABOUT THESE PARTICULAR PRELIMINARY PLANS AND IDEAS AS FAR AS THAT VISION OR WHERE WE'RE HEADED AND WE'LL USE THOSE TO FINALIZE THAT. THE FULL ALAMO AMENDMENT PROJECT COURSE HAS TO COME IN AFTER THE DISTRICT PLANS BUT WE'RE ANTICIPATING THAT WILL BE REALLY FAR ALONG WITH CODE IN THE FIRST TWO QUARTERS OF OF 2025 AND THEN THE PUBLIC REVIEW AND ENGAGEMENT PROCESS APPROVAL PROCESS WILL LIKELY TAKE THROUGH THE REMAINDER OF 2025. SO JUST FOR YOUR OWN KIND OF THOUGHT PROCESS, IT'S OUR GOAL AND WHAT WE SHARED PUBLICLY THAT THAT PROJECT WOULD BE ADOPTED IN FULL BY THE CLOSE OF THE CALENDAR YEAR OF 2025. DO YOU HAVE ANY QUESTIONS? QUESTIONS FOR MISSY BUT NO GO AHEAD. THANKS MISSY.

[00:10:04]

SO THE THE EIGHT DISTRICT IS MISTRESS X DISTRICT ONE IS DONE RIGHT? YES, MIDLAND HAS DONE SEVEN MORE TO GO SEVEN MORE. ARE THEY ALL GOING TO BE AND VOTED ON BY COUNCIL AT THE SAME TIME AND THE NEXT SEVEN SURE AS THEY COME UP AND WHAT THAT LOOKS LIKE IN A FINAL DELIVERABLE TO COUNCIL IT WILL LIKELY INCLUDE ANOTHER SERIES OF WORKSHOPS. WE'LL HAVE TO SORT THAT OUT PROBABLY ONE OR TWO DISTRICTS AT A TIME. THE FINAL BYPRODUCT THOUGH IS THAT THEY WILL ALL BE THREADED TOGETHER INTO AN ISLAND MASTER PLAN AND SO THEY CAN STILL LIKE PULL OUT CHAPTERS OF A OF A LARGER BOOK IF YOU WILL. BUT SO WE'LL HAVE TO SORT THAT OUT AS WE WORK THROUGH THAT IF THEY WILL ALL TRULY BE ADOPTED ALL IN ONE OR AND HOW THAT WHAT THAT LOOKS LIKE BUT IT IS ENVISIONED THAT THEY ARE GOING TO BE PART OF ONE LARGER DOCUMENT CALLED AN ISLAND MASTER PLAN. I DID HAVE YOU SUMMARIZED THAT WELL.

THAT'S A LOT OF MATERIAL YOU HAVE THERE. WILL THAT MATERIAL BE AVAILABLE FOR THE PUBLIC AS WELL AS IS IT ON THE WEBSITE IT IS ON THE WEBSITE IT IS AND I WILL GO AHEAD AND FORWARD YOU THE THE LINKS OF WHERE ALL OF THESE DOCUMENTS ARE SHARED.

BUT YES, ALL OF THIS INFORMATION THAT WE PRESENTED TO TOWN COUNCIL AT THOSE WORKSHOPS IS ON HER WEBSITE AND I, I ASK THAT TOO BECAUSE I'VE ATTENDED A COUPLE OF THE SESSIONS THAT THEY HAVE FOR CANDIDATES THAT RUNNING FOR DIFFERENT COUNCIL SEATS AND THE ALAMO HAS DEFINITELY BEEN ONE OF THE TOPICS OF DISCUSSION. SO JUST EDUCATING THE PUBLIC ABOUT IT I THINK IS VERY IMPORTANT ALONG WITH YOU KNOW AND NEW COUNSELORS THAT WILL BE COMING IN JUST HAVING THE BACKGROUND BECAUSE A LOT OF THEM WASN'T THAT FAMILIAR WITH WHAT WAS GOING ON WITH THE ALAMO. SO I WAS JUST KIND OF CURIOUS TO WHETHER OR NOT IT WAS PUBLIC INFORMATION THAT THEY WOULD BE ACCESSIBLE AND THEY ARE AS THEY ARE ON THE WEBSITE. BUT I WILL FOLLOW UP WITH YOU ALL WITH DIRECT LINKS TO THIS INFORMATION THANK GOODNESS. YES. AND MR. CAMPBELL ARE, WE STILL GOING TO BE ABLE TO MEET WITH THE CODE , RIGHT? YES, ABSOLUTELY.

SO AS AS A STAKEHOLDER ENTITY? YES. THE TASK FORCE WILL BE REVIEWING THOSE PARTS AND PIECES AS WE ASSEMBLE THE NEW CODE WE'RE JUST NOT YET AT THAT IN THE CODE DRAFTING CODE WRITING PROCESS WHERE WE'RE HAVING THOSE TYPES OF ENGAGEMENTS WITH THE CONSULTANT SO WE'RE STILL WORKING ON SO PART OF PART OF THE MEETING WAS TO MAKE SURE THAT BEFORE GIVE THE FINAL APPROVAL ON WHAT'S CALLED A CODE BLUEPRINT TO THE CODE WRITER THAT WE'VE REVIEWED WITH COUNCIL IN THAT WORKSHOP SETTING SOME OF THE GUIDING PRINCIPLES AND YOU KNOW A DRAFT TABLE OF CONTENTS AND YOU KNOW KIND OF SOME OF THAT STRUCTURE THAT WE'RE LOOKING FOR AND ONCE WE DO THAT THEN WE WILL HAVE AN UPDATED SCHEDULE FROM CODE WRITER ON MEETING THE TIME TABLE THAT WE JUST DISCUSSED AND THEN HOW DOES THOSE ENGAGEMENTS THAT WE'VE ALREADY AGREED TO THERE BOTH IN THEIR PROPOSAL AND IN WHAT WE SET OUT IN THE RFQ AND ONE OF THOSE INCLUDED THE TASK FORCE AS A STAKEHOLDER BODY. SO YES, YOU WILL YOU WILL BE INVOLVED WITH THE CODE WRITER ON MISSY IN THESE SESSIONS AND TO IS GOING FORWARD HAS THERE BEEN ANY TALK ABOUT SITES OR PROPERTIES THAT ARE CULTURALLY SENSITIVE CULTURALLY SENSITIVE WITHIN THE CODE PROJECT OR ARE WE TALKING ABOUT DISTRICTS BECAUSE THE ANSWER IS CERTAINLY ARE DOING A CULTURAL ASSESSMENT AND ALL OF THE DISTRICT PLANS AND THE IDEAS THAT THE DISTRICT PLANS WOULD BE REFLECTED THEN IN THE CODE THAT'S WRITTEN BEHIND IT SO WE'RE NOT FAR ENOUGH ALONG IN THE CODE OVERHAUL PROJECT TO REALLY HAVE A DEFINITIVE ANSWER ON HOW THAT MAY BE ADDRESSED THROUGH CODE BUT EACH OF EACH OF THE DISTRICT PLANS ARE ROOTED IN THE REQUIREMENTS OF OUR PLANNING AND ENABLING ACT AND THOSE PLANNING ELEMENTS THAT ARE REQUIRED INCLUDE CULTURAL RESOURCES AS AS ONE OF THOSE THAT YOU LOOK AT. SO EACH OF THE DISTRICT HAVE THAT AS A LAYER THAT YOU'RE BUILDING UPON TO COME UP WITH THOSE GOALS AND OBJECTIVES AND YOU KNOW FUTURE VISION FOR FOR THAT DISTRICT INTO TOMORROW THAT THEN WOULD BE INCORPORATED IN BEHIND THAT WITH A CODE PROJECT AND I JUST WANT TO MAKE SURE WE KEEP THAT IN THE CONVERSATION I'VE HEARD THROUGH FROM FOLKS IN THE PUBLIC THAT ASK THAT QUESTION ABOUT WE'RE TREATING THAT AND YES MR. HINTZ HOW MANY DISTRICTS HAVE HISTORIC NEIGHBORHOODS IN THEM

[00:15:11]

,HOW MANY OF THEM LET'S SEE. I THINK ALMOST ALL OF THEM DO I THINK FOR SPEECH DOES NOT I THINK PARKWAY ARTS MAYBE DOES NOT AS WELL I THINK MAYBE OF THE REMAINING OR FIVE HAVE HISTORIC NEIGHBORHOODS IN THEM BUT I CAN I CAN LOOK THAT UP THERE IS A LAYER IN ALL OF THEM THAT INCLUDES IN THAT CULTURAL HOW MANY HISTORIC NEIGHBORHOODS ARE WITHIN EACH OF THE DISTRICT BOUNDARIES. BUT I BELIEVE AT LEAST OF ALL EIGHT PLANNING DISTRICTS PROBABLY FOUR OR FIVE HAVE HISTORIC NEIGHBORHOODS IN THEM. YES, GREAT.

THANK THANK YOU, MR.. AND NEXT TO AGENT IS THE STAFF REPORT HISTORIC NEIGHBORHOOD PERMITTING AND DESIGN STUDIO REPORT IS VERY INTENSE INTENSE RIGHT GOOD AFTERNOON TASK FORCE AND NICKNAME BARRIENTOS PLANNER ECONOMIC DEVELOPMENT FOLLOWING MEETING ON AUGUST 5TH WE HAVE RECEIVED A TOTAL OF FOUR NEW REQUESTS FOR THE HISTORIC NEIGHBORHOOD PERMITTING DESIGN STUDIO. THE REQUESTS INCLUDE INFORMATION HEIRS PROPERTY GUIDANCE ON ON DENSITY ALLOWANCES, CONCEPTUAL SITE PLANNING.

SOME OF OF THE DETAILS ON THE FOUR NEW REQUEST AGAIN PROPERTY DEVELOPMENT INCLUDING CONCEPTUAL SITE PLANNING HEIRS PROPERTY FOR ONE OF THOSE THEY HAVE HAS BEEN CONNECTED WITH THE HERITAGE LIBRARY BUT WE ARE STILL HAVING CONVERSATIONS INTERNALLY INTERNALLY REGARDING DEVELOPMENT AGAIN ANOTHER PROPERTY DEVELOPMENT THIS ONE INFORMATION AND GUIDANCE ON DENSITY ALLOWING ALLOWANCE AND ZONING AND THE LAST ONE IS ALSO PROPERTY DEVELOPMENT MORE FOCUSED ON MANUFACTURED HOME PLACEMENT OF THOSE THREE I MEAN OF THOSE FOUR THREE ARE STILL IN PROGRESS AND THEN ONE HAS BEEN COMPLETED COMPLETED. QUESTIONS FOR NICK AS YOUR REPORT THINGS MOVE ALONG PRETTY WELL WITH THE DESIGNS TO STILL GET SOME GOOD ACTIVITY THERE I KNOW THERE'S QUITE PROJECTS THAT ARE EITHER ON HOLD KIND OF IN NEUTRAL POSITIONS SO WE'LL KEEP PRESSING FORWARD AND MAKING OURSELVES AVAILABLE FOR THE PUBLIC AND AND MAKING SURE THAT PEOPLE KNOW THAT WE HAVE THIS RESOURCE HERE THE TOWN AND THE QUESTIONS FROM ANYONE IN ON THIS PARTICULAR TOPIC SHOULD HAVE ASKED THAT FOR THE FIRST ONE AS WELL AND GREAT THANK YOU MR.. THANK YOU. AND YOU ALSO DOING A HOME SAFETY REPAIR PROGRAM. YES, SIR. WELCOME BACK.

THANK YOU. ALL RIGHT. WELL, FOR THE HOME SAFETY REPAIR PROGRAM, THE AUGUST 5TH MEETING, WE'VE RECEIVED THREE NEW HOMES SAFETY AND REPAIR APPLICATIONS. ADDITIONALLY WE HAVE COMPLETED NINE MORE OF THE HOME SAFETY AND PROJECTS CONSISTING OF THREE TREE RELATED JOBS AND SIX HOME REPAIRS.

COMPARED TO THE PREVIOUS REPORT ON AUGUST 5TH THERE HAS BEEN A SIGNIFICANT 625% INCREASE IN THE PROJECTS UNDER CONTRACT RISING FROM 4 TO 29. AND THEN ALL ELSE HAS REMAINED THE SAME FOR THAT. ON QUESTIONS ON THIS ALEX CRAIG YOU'VE DONE A GOOD JOB WITH THAT ANYONE PUBLIC HAVE A QUESTION FOR US THIS TOPIC. SO MR. CAMPBELL THE NINE TREE PRUNING AND REMOVALS WERE THERE AFTER THE STORM BEFORE STORM SURGE.

ALL RIGHT NOW YOU CAN I ACTUALLY AM NOT SURE ON THAT I CAN ASK SHARON AND YOU AN ANSWER BACK BECAUSE OF THE QUESTIONS. VERY GOOD.

[00:20:02]

THANK YOU TO OF COURSE IF YOU'RE UP FOR THE NEXT TOO, RIGHT? I AM. LET ME JUST PAUSE HERE FOR A MOMENT.

APPRECIATE YOU IN. WE KNOW THAT MS.. GAVIN IS OUT HOPEFULLY MARY BY NOW. SO WE WISH HER WELL AND OF COURSE THE STAFF IS COVERING FOR HER. SO THAT'S SHE'S SHE'S NOT HERE. OKAY.

THANK YOU. WELL, FOR THE LATERAL SEWER CONNECTION ACTUALLY SINCE OUR LAST UPDATE WE HAVE NO CHANGES. WE STILL HAVE 45 APPLICATIONS THAT WE HAVE RECEIVED AND WE HAVE ONE COMPLETED PROJECTS AND I KNOW FOR THIS MONTH'S REPORT. WE HAVE ALSO INCLUDED THE MAPS.

SO THOSE HAVE BEEN UPDATED WITH THE NUMBERS FOR THIS MONTH. AGAIN, THESE ARE JUST HOTSPOTS OF WE HAVE BEEN DOING MOST OF THE WORK BUT FOR THE SEWER CONNECTION EVERYTHING HAS REMAINED THE SAME SAME. EXCUSE OH, ALL RIGHT. I DO HAVE A QUESTION WITH THE ONES THAT WITHDRAWN FROM THE APPLICATIONS. WE DO WE FOLLOW UP WITH THEM TO SEE. REASON WHY THAT BECAUSE OF FUNDING THAT THEY HAD TO PAY OR I'M NOT SURE MS. GAVIN HAS FOLLOWED UP ON THOSE. I CAN ASK HER AS WELL FOR THAT AND I GUESS THE OTHER TWO APPLICATIONS THAT DIDN'T QUALIFY TO.

OKAY. USUALLY THEY DON'T QUALIFY IT IS DUE TO INCOME BEING TOO HIGH FOR THE ONES THAT ARE PENDING OR WHEN THEY MIGHT BE. THIS IS A WAITING AND THERE'S NO PROGRAM FUNDS FOR THAT ONE FOR THE SEWER CONNECTION. YEAH.

YEAH. SO THOSE ARE STILL WAITING FUNDS.

WE DO HAVE SOME STAFF LOOKING INTO ADDITIONAL FUNDING SO WE HAVE STATUS ON THAT.

I CAN MS. GAVIN WILL BE ABLE TO SHARE THAT WITH YOU GUYS. OKAY.

NOW I MEAN HOW MUCH FUNDING OR DO WE HAVE THE NUMBER ANYTHING FOR THE PENDING PROJECT? I BELIEVE WE DO HAVE A OH 80,000. YEAH.

OH SO THAT IS WHAT WE ARE IN NEED OF . BUT ARE SEARCHING FOR FUNDING FOR BOTH PROJECTS HOME SAFETY AND SEWER. OKAY.

VERSUS VERSUS THANK YOU. THANK YOU. AH THE NEXT ITEM WE HAVE ON OUR

[5. Discussion Items]

AGENDA OUR DISCUSSION ITEMS LAND PRESERVATION UPDATE IS THE ONE ON GRAVES SELLER WITH THE LOWCOUNTRY GULLAH FOUNDATION FOUNDATION. THANK YOU MR. CHAIRMAN.

SO SWITCH TO THIS BANK. THANK YOU, MR. CHAIRMAN. AND GOOD AFTERNOON.

I APPRECIATE THE OPPORTUNITY TO COME AND AND SPEND SOME TIME WITH YOU GIVING YOU AN ON THE THE TAX PROCESS THAT HAS BEEN GOING ON ALL YEAR LONG AND THE PREVIOUS SALE THAT WAS A WEEK AGO MONDAY ON THE SEVENTH. I'M REALLY EXCITED. SHARE THAT.

IN ADDITION TO HAVING A WORKSHOP IN OCTOBER ON OCTOBER 19TH IS COMING UP WITH THE CENTER FOR HEIRS PROPERTY. WE ALSO HAVE HAD ANOTHER WORKSHOP THAT WAS WITH MARIA WALLS IN IN OCTOBER . SO JUST TO GIVE YOU AN IDEA OF THE THE WORK THAT WE'VE DONE AND THE PRESERVATION IMPACT REPORT THAT IS IN FRONT OF THIS YEAR WE HAD THREE HEIRS PROPERTY FAMILIES THAT WERE REFERRED TO US BY THE TOWN AND WE ARE CONTINUING TO OFFER TECHNICAL ASSISTANCE TO THEM IN ADDITION TO GENEALOGY RESEARCH IN CONCERT WITH THE HERITAGE LIBRARY AS WELL AS LEGAL ASSISTANCE REFERRALS BECAUSE ARE NOT AN ATTORNEY AND WE DO

[00:25:06]

NOT PROVIDE LEGAL ADVICE BUT WE WILL POINT YOU IN THE RIGHT DIRECTION.

SO WE HAVE DONE WITH WITH SEVERAL OF THE FAMILIES BUT WE ARE STILL ONGOING WITH THE PROCESS WITH THEM EVEN THOUGH WE REFERRED THEM OUT WE JUST OVERSEE TO MAKE SURE THAT THEY ARE CONTINUING TO RECEIVE THE ASSISTANCE AND. THE PROCESS FOR THE FAMILY IS MOVING FORWARD. AS I JUST MENTIONED THE WORKSHOPS THAT WE HAD IN OUR TERM IN OCTOBER . BUT IN ADDITION TO THAT THIS YEAR WE HAD TWO HEIRS PROPERTY LAND USE WORKSHOPS. ONE WAS A Q&A WITH THE BEAUFORT COUNTY TREASURER.

WE ALSO DID A GENEALOGY 101 WITH THE HERITAGE LIBRARY AS WELL AS DOING THE FREE WILLS CLINIC COMBINED. OVER 100 PEOPLE ATTENDED ALL OF THE WORKSHOPS AND THIS YEAR 18 INDIVIDUALS WALKED OUT WITH A FREE WILL AS A RESULT OF THE THE CLINIC THAT WE DID.

WHAT WE DO WITH THAT IS WE DO BRING IN ATTORNEYS ARE THERE TO TO HELP AND ASSIST PEOPLE THAT IT IS A FREE OF CHARGE PROCESS WE HAVE AND WE ARE TRYING TO BREAK THAT CYCLE OF NON DOCUMENTATION THAT EXISTS WITH HEIRS PROPERTY. SO THIS YEAR WE HAD BEEN ABLE TO ASSIST SEVERAL GULLAH FAMILIES IN THE FOLLOWING. IN HILTON HEAD WE HELPED ONE FAMILY THAT DID NOT OR WAS NOT ABLE TO PAY FOR THEIR TAXES LAST YEAR THEY WERE ON THE LIST . WE WERE ABLE TO ASSIST THEM IN GETTING OFF OF THE REDEMPTION LIST SO THAT THEIR TAXES WERE UP TO AND WE ARE WORKING WITH THEM ON A PLAN RESOLVE THE SITUATION SO MOVING FORWARD THEY ARE ABLE TO PROGRESS AND IN A POSITIVE WE ALSO HELP AND I'LL JUST THROW THIS INFORMATION WE ALSO HELP IN BLUFFTON WITH TAX PAYMENT AND ASSISTANCE WITH ONE FAMILY AND IN BEAUFORT WE ALSO ASSISTED 11 FAMILIES WITH WITH TAX PAYMENT INFORMATION AND FUNDS. SO THIS YEAR AT THE TAX SALE I'M VERY, VERY, VERY EXCITED TO SHARE WITH YOU THAT WE WERE ABLE TO MAKE SURE THAT NO ONE ON HILTON HEAD AND IN BLUFFTON WENT TO THE TAX SALE. WE WERE AT 100%. I'VE TOLD YOU IN THAT THIS IS NOT AN EXACT SCIENCE AND SOMETIMES PEOPLE FALL THROUGH THE CRACKS BECAUSE WE ARE STILL PROCESS OF IDENTIFYING WHO IS HEIRS PROPERTY UNTIL THEY ACTUALLY SAY THAT THERE IS PROPERTY IF THE PROPERTY IS IN AN INDIVIDUAL'S NAME NOT LISTED AS HEIRS PROPERTY WE CAN'T KNOW THAT UNTIL SOMETHING UP. BUT REGARDLESS OF THAT WE WERE ABLE TO MAKE THAT NO ONE WENT TO THE TAX SALE FROM HILTON HEAD. THERE WERE SOME PROPERTIES THAT WERE ON THE LIST. HOWEVER THEY WERE NOT GULLAH PROPERTIES THAT THAT MADE IT TO LIST IN HILTON HEAD. SO IN SUMMARY I WANTED TO SAY THAT WE'RE REALLY EXCITED ABOUT THE CONSISTENCY IN THE WORK THAT WE'RE DOING. WE HAVE SEEN A CONSISTENT NUMBER IN APPLICATIONS AND REQUESTS FOR PROPERTY ASSISTANCE WITH THE FAMILIES ON HILTON. LAST YEAR WE HAD SIX I MEAN THIS YEAR WE HAD SIX.

LAST YEAR WE HAD FIVE AND THE YEAR BEFORE WE HAD. SO WE'RE PRETTY EVENLY WORKING YEAR TO YEAR WITH THE DIFFERENT FAMILIES THAT ARE COMING IN. OF COURSE WE HAVE BEEN ABLE TO INCREASE SOME OF THE FUNDING THAT WE HAVE HAD WHICH ALSO ENABLES US TO INCREASE THE AMOUNT OF FAMILIES THAT ABLE TO WORK WITH AND NUMBER OF SERVICE OFFERINGS WE CAN DO.

OUR FINANCIAL POSITION REMAINS STRONG. WE HAVE LOW OPERATIONAL EXPENSES AND WE ARE VERY COMMITTED TO COST MANAGEMENT AND WE'RE AGAIN VERY PROUD OF WE WERE ABLE TO DO NOT ONLY IN EDUCATING PEOPLE ON PROPERTY AND THEIR ISSUES, HELPING THEM TO MAINTAIN THEIR PROPERTY WE'RE HELPING THEM TO ESTABLISH A WAY FORWARD INTO THE FUTURE SO THAT THEY CAN ALSO ESTABLISH SOME GENERATIONAL WEALTH FROM THE PROPERTY.

SO WITH THAT IF I CAN TAKE ANY QUESTIONS I'LL BE HAPPY TO DO THAT.

QUESTIONS BUT NOT BUT JUST COMMENT. WE REALLY APPRECIATE YOUR COLLABORATION THE TOWN I'M SURE SPEAKING FOR ALL OF US YOU'RE SUCH A WONDERFUL RESOURCE FOR

[00:30:04]

THE COMMUNITY. SO THANK YOU FOR ALL YOU DO. THANK YOU.

I APPRECIATE QUESTION CAMPBELL. YEAH, I KNOW YOU SAID THAT YOU HAD ATTORNEYS WORKING WITH FAMILIES ABOUT WITH FREE WILLS. EVER THOUGHT DOING SO THROUGH THE FREE TRUST THAT IS ONE OF THE THE I'M I'M IN THE PROCESS OF WORKING ON THE CALENDAR FOR NEXT YEAR WHICH WILL INCLUDE TRUSTS AND ELSE'S AS WELL AS SUCCESSION PLANNING. SO IN ADDITION TO THE BASICS THAT WE'VE HAD BECAUSE OF COURSE WE'RE ALWAYS GOING TO DO WILLS CLINICS AND THAT IS ALWAYS BASED ON THE ATTORNEY TIME I MEAN THEY'RE DEDICATING THEIR FREE TIME ON A SATURDAY.

SO THAT WILL BE BASED ON YOU WHAT AVAILABILITY THAT THAT I CAN GET FROM THEM.

BUT YES THOSE ARE THOSE ARE TWO OF THE THE WORKSHOPS THAT ARE ALREADY ON THE LIST WE ARE PLANNING FOR FOR NEXT YEAR IN ADDITION TO HAVING MARIA WALLS COME OUT BECAUSE THERE ARE ALWAYS QUESTIONS COME UP THAT SHE CAN ANSWER AND PEOPLE THROUGH THE PROCESS AS WELL AS HAVING THE CENTER FOR HEIRS PROPERTY OUT TO TALK ABOUT HEIRS PROPERTY ISSUES AS WELL AS LAND USE ISSUES WHICH IS RIGHT. MR. CHAIRMAN, I WOULD JUST LIKE TO SAY CONGRATULATIONS BECAUSE I KNOW AND THIS PROJECT STARTED IN REGARDS TO HAVING TO DEAL WITH PROPERTY AND HAVE PEOPLE HAD TO TAKE SALES. THERE WERE MANY FIND SOMETHING AND SO TO NOW HAVE WANTED TO AND BEING ABLE TO ASSIST THEM I THINK IS REALLY A GOOD TASK THAT YOU HAVE TAKEN ON AND THE GREAT ACCOMPLISHMENTS WITH THAT .

I DO WANT TO SHARE AS WELL TOO BECAUSE WE RECOGNIZE THE IMPORTANCE AWARENESS AND THE COMMUNITY RECOGNIZE AND POINTS UP AS PROPERTY AND THE THINGS THAT WE CAN HELP AND EDUCATE PEOPLE WITH. WE ARE DOING A CENSUS NEXT WEEK AND THE TWO FORMS THAT WE ARE SHOWING IS GOING TO BE CENTERED AROUND IS PROPERTY. SO AS ANYONE IS INTERESTED IN DEFINITELY GO TO EXPLORE LAW AND COME OUT AND VISIT BUT IT ALSO I THINK WOULD BE AN ENHANCE ON WHAT YOU ARE TRYING TO DO AS WELL WITH YOU KNOW ON ONE ON ONE BUT WE AS COMMUNITY BRINGING IN PEOPLE AND EXPERTS TO SHOW THEM THAT IT'S NOT JUST HERE LOCALLY THAT THINGS LIKE THIS HAPPEN YOU KNOW IT HAPPENS AROUND AROUND THE WORLD BUT THAT THE IMPORTANCE OF AMITYVILLE WANTING TO HELP ASSIST WHERE WE CAN TO PEOPLE ABOUT THERE IS HELP FOR THAT.

SO THANK YOU FOR THE WORK THAT YOU'RE DOING. I APPRECIATE THAT AND I HAVE ALREADY SEEN GAINING GROUND. MONTHS AND MONTHS AGO AND IT IS A REALLY GREAT THAT FOCUSES ON HEIRS PROPERTY ISSUES AND BLACK FARMER LAND LOSS AND SO I DO AGREE WITH YOU THAT IT IS SOMETHING THAT EVERYBODY SHOULD SEE SO THAT YOU GET A CLEAR UNDERSTANDING OF WHAT THE ISSUES ARE. AND SO SOME OF THE ISSUES THAT FAMILIES DEALING WITH.

SO YES, IT'S A POWERFUL, POWERFUL MESSAGE AND TOOL THAT YOU'RE PROVIDING.

SO I'M GRATEFUL FOR. I WILL ADD THAT AS YOU KNOW, I'VE BEEN MONITORING THE TAX LISTS SINCE APRIL. WE STARTED OUT WITH 963. SO FOR US TO GET TO ZERO OF THE PROPERTIES ON HILTON HEAD YOU KNOW THAT'S THAT'S WHY WE'RE REALLY GRATEFUL WITH THE SUCCESS THAT WE'VE HAD THIS. AND DO WE HAVE ANY PEOPLE I THINK YOU MIGHT HAVE MENTIONED THAT THEY WENT THROUGH THE EDUCATIONAL PART OF IT AND SOME PEOPLE IN THAT PROGRAM NOW WE YOU'VE ALREADY DEALT WITH THEM AND WELL WHEN WHEN SOMEONE COMES TO ONE OF THE WORKSHOPS ALL OF THEIR INFORMATION YOU KNOW I CAPTURE IT SO THEIR EMAIL ADDRESS NAME YOU KNOW THEIR ZIP CODE . SO WHEN WE DOING WORKSHOPS THEY'RE THE FIRST PEOPLE WE ENTER WE INVITE IN ADDITION TO THOSE PEOPLE WE ALSO MAKE SURE THAT EVERYONE IN THE CHURCHES IS IS AWARE THROUGH FLIERS AND ACTUALLY VERONICA'S NOT HERE. SO I WILL SAY IT ON OUR BEHALF NOVEMBER 17TH SHE AND I WILL BE VISITING OF THE COLORED CHURCHES TO LET PEOPLE KNOW THE ORGANIZATION IS THERE, THE CALENDAR IS COMING THAT HELP IS AVAILABLE SO THAT WE ARE BEING PROACTIVE VERSUS REACTIVE AND SO THAT THAT'S ONE OF THE THINGS THAT WE WILL BE DOING.

BUT IN ADDITION TO THAT WE WANT TO MAKE SURE THAT PEOPLE GETTING THE BENEFIT OF ALL

[00:35:03]

OF THE INFORMATION THAT IS OUT THERE AND SO AS WE GO ALONG WE WE DO SHARE INFORMATION AND DOCUMENTATION AND DO YOU A WILL AND IF YOU DON'T HAVE A WILL THIS IS WHAT'S COMING UP.

SO THAT THAT ARE MAKING SURE THAT THE THE CYCLE HEIRS PROPERTY IS BROKEN AND THAT'S WHY I SAY SO THANK YOU FOR THAT BECAUSE I WANT TO MAKE SURE THAT WE'RE GETTING INFORMATION OUT THERE THAT THIS ORGANIZATION EXIST AND THERE IS HELP AND THERE'S A PLACE TO GO AT THE SAME TIME AS YOU SAYING WE DON'T WANT THAT TO BE A REPEAT AND EVERY YEAR ARE IMPORTANT AND YOU MENTIONED THAT THE HEALTH OF YOUR ORGANIZATION IS STRONG SO YOU'RE STILL GETTING GOOD DONATIONS OR SUPPORT FROM PUBLIC I GUESS.

YES, ALL OF OUR FUNDING COMES FROM DONATIONS AND GRANTS INDIVIDUALS WITHIN THE COMMUNITY FOR THE MOST PART AS WELL AS SOME LOCAL NATIONAL GRANTS.

I HAVE THREE PENDING IN THE AIR AND HOPEFULLY THEY WILL LAND HARD WITH SOME SOME SIGNIFICANT DOLLARS THAT WILL HELP US BE ABLE TO TO DO MORE AND HELP MORE AS AS WELL AS ULTIMATELY EXPAND THE OFFERINGS THAT THAT WE'RE ABLE TO DO RIGHT NOW. AND LET ME JUST ECHO THAT IT IS GREAT WORK THAT YOU'RE DOING AND. I'M INVOLVED IN SOME OF THE COMMITTEES WITH YOUR ORGANIZATION AND THIS YEAR HAS BEEN KIND OF A CHALLENGE FOR MY SCHEDULE BUT I APPRECIATE YOU CARRYING ON THE WORK THAT YOU'RE DOING.

IT'S VERY IMPORTANT THAT AGAIN WE KNOW THAT THIS EXISTS AND WELL I APPRECIATE THAT AND I CANNOT NOT GIVE SOME OF THE THE APPRECIATION TO THE BOARD THAT I HAVE.

IT'S VERY ACTIVE, VERY HARD KNOCKING ON DOORS, MAKING PHONE CALLS SOMETIMES CHASING PEOPLE DOWN JUST TO MAKE SURE THAT THEY EVEN KNOW THAT THEY'RE ON THE TAX LIST.

AND BELIEVE IT OR NOT, WE'VE HAD SEVERAL CASES YEAR OF PEOPLE WHO WERE SURPRISED THAT, YOU KNOW, WHOEVER WAS PAYING IT LAST YEAR DIDN'T PAY IT THIS YEAR AND THAT KIND OF STORY. SO WE HAVE A VERY ACTIVE BOARD THAT THAT IS COMMITTED TO MAKING SURE THAT PROPERTY IS NOT AN ISSUE FOR US PERSONS. OKAY THANK YOU VERY MUCH.

THANK YOU LUANA ALSO WANT TO ACKNOWLEDGE MISS THOMAS BOXING IN THE HOUSE FROM OUR GALAXY TO CDC THANK YOU FOR BEING HERE. OF COURSE THAT JUST REMINDS ME WE'LL TALK HEIRS PROPERTY AND CERTAINLY PRESERVING PROPERTIES AND SOME OF THE WORK THAT YOU'RE DOING.

I WON'T PUT YOU ON THE SPOT THIS TIME. I ALSO APPRECIATE WHAT YOU'RE DOING WITH THE WITH THE CDC AND SOME OF THE RESOURCES THAT WE'RE ALL EXCITED ABOUT IN THE PROGRAMS YOU HAVE GOING ON IN THE COMMUNITY NOW. SO THANK YOU SIR.

OKAY. THE NEXT ITEM WE HAVE ON OUR AGENDA IS HISTORIC NEIGHBORHOOD STORMWATER INFRASTRUCTURE JEFF NAT SINGER STORMWATER PROGRAM MANAGER GOOD EVENING SIR.

GOOD AFTERNOON. GOOD AFTERNOON, MR. CHAIRMAN. GOOD AFTERNOON.

FORCE MEMBERS ARE PERFECT SO I JUST WANTED TO I WAS ASKED TO COME HERE TO GIVE YOU GUYS A KIND OF OVERVIEW THE STORMWATER PROGRAM, HOW IT OPERATES ON THE ISLAND AND THEN WHEN WE GET TO THE PART ABOUT THE CORRECTIVE MAINTENANCE PROGRAM AND ROUTINE MAINTENANCE JUST DO A LITTLE BIT OF A DEEPER DOVE ABOUT WHAT OUR CHALLENGES ARE IN THE HISTORIC NEIGHBORHOODS.

SO FIRST I'M JUST GOING TO START WITH A RUNDOWN OF THE STORMWATER UTILITY WHICH OPERATES AS AN INDEPENDENT FUND WITH THE TOWN AND WE PROVIDE SERVICES VIA AN ENTERPRISE FUND . THAT IS OUR ONLY FUNDING SOURCE A STORMWATER FEE THAT COMES OUT ON THE ANNUAL PROPERTY TAX BILLS FOR ALL RESIDENTS FILTERED OUT AND COLLECTED BY THE COUNTY AND RETURNED TO THE TOWN WITH A SMALL ADMINISTRATIVE FEE TAKEN FOR THEM TO DO THAT FOR US. SO CURRENTLY THE STORMWATER DIVISION HAS SEVEN FOLKS MYSELF AND SIX EXCELLENT FOLKS THAT WORK WITH ME EVERY DAY. YOU CAN SEE ON THE RIGHT HAND SIDE OF THE SCREEN KELLY AND KERRY HEAD UP OUR OPERATIONS SECTION WHICH TAKE CARE OF OUR ROUTINE ON STATION MAINTENANCE AND CORRECTIVE MAINTENANCE PROGRAM.

WE FIX THINGS THAT ARE BROKEN AND WE HAVE ON THE LEFT SIDE OUR REGULATORY FUNCTIONS.

[00:40:01]

WE ARE A AN EMS FOR COMMUNITY IDENTIFIED BY THE STATE AND GIVEN AN EMPTY AS IN 2016 SO THAT THAT IN A NUTSHELL WITH ALL THE ACRONYMS THAT ALLOWS US TO OR FORCES US TO TO LOOK AT IT ENFORCE THE CLEAN WATER ACT OF 1972 AT THE LOCAL LEVEL SO WE'RE RESPONSIBLE FOR MAKING SURE THAT THE TOWN YOU KNOW, DOES ITS LEVEL BEST TO MAKE SURE THAT NOTHING THAT ENTERS OUR STORMWATER SYSTEM IS ANYTHING OTHER THAN STORMWATER. THAT'S OF THAT.

SO I COULD DO A WHOLE PRESENTATION JUST ON THAT PROGRAM BUT I COULD DO A WHOLE PRESENTATION ON THE ACRONYMS FOR ME. YES.

SO THE ACRONYMS ARE ARE ARE TROUBLESOME ANY TIME. SO THAT'S THE THAT WE'RE ENFORCING THE CLEAN WATER ACT. WE SEE US DRIVING AROUND THE ISLAND AND YOU SEE A SLIDE UNDER CONSTRUCTION. A GOOD EXAMPLE WE'RE MAKING SURE THAT THAT SILT FENCES UP KEEPING THE SOIL ON THE SITE NOT IT INTO OUR DITCHES AND PIPES AND ULTIMATELY INTO OUR PRECIOUS COASTAL WATERWAYS. AND SO THAT'S THE SORT OF THING THAT WE'RE DOING.

WE'RE ALSO DOING PLANNING REVIEW TO MAKE THAT ANYBODY WHO PROPOSES TO DO SOMETHING IS GOING TO BE IN COMPLIANCE WITH THAT. YES.

QUESTIONS AT THIS POINT AND I'M SURE YOU HAVE MORE I CAN JUST MAYBE RUN THROUGH TO THE REST OF THE PROGRAM HERE AND AND WE CAN STOP FOR A SECOND BEFORE I DOVE INTO THE HISTORIC NEIGHBORHOOD CHALLENGES. SO HERE'S WHAT OUR PROGRAMS. THE PORTION OF OUR OF OUR IS RESPONSIBLE FOR WE DO ROUTINE MAINTENANCE SO ANY OF THE DITCHES THAT ARE OWNED BY THE TOWN OR COVERED BY AN EASEMENT THAT WE HAVE ACQUIRED THAT DRAINS A PUBLIC RIGHT OF WAY WE GO INTO THOSE DITCHES, KEEP THEM CLEAN AND FREE FUNCTIONING AND SO WE CAN GET TO THEM INSPECTING, PULL OUT IF THERE'S A BLOCKAGE DURING A STORM, MAKE SURE THEY'RE FUNCTIONING PROPERLY. CURRENTLY THERE'S ABOUT 40 SITES THAT WE DO EVERY YEAR.

WE'RE CONSTANTLY INCREASING THAT NUMBER A LITTLE BIT AT A TIME AS WE GAIN NEW EASEMENTS OR DISCOVER NEW THINGS THAT WE'RE RESPONSIBLE FOR. THEN WE HAVE FOUR MAJOR STORMWATER PUMP STATIONS AND WE DO ROUTINE MAINTENANCE AND OPERATIONS ON THOSE.

I'M GOING TO SKIP DOWN FOR A SECOND OUR INVENTORY MODELING PROGRAM DOING THAT SINCE 2003 ON THE ISLAND GETTING INVENTORY AND FINDING OUT WHAT SORT OF STORMWATER INFRASTRUCTURE THERE IS ON THE ISLAND INCLUDING PIPES AND DITCHES AND INLETS AND AND ALL THOSE SORTS OF THINGS. AND THEN WE BUILD MODELS OF EACH WATERSHED ON THE ISLAND SO THAT WE CAN UTILIZE THOSE MODELS TO SEE WHERE WE MIGHT MAKE IMPROVEMENTS.

AND THEN IF WE DO PUT IN IMPROVEMENTS, SEE IF THOSE IMPROVEMENTS TO HELP FIX AN ISSUE, IF WE HAVE A VERY MAJOR DRAINAGE ISSUE AND WE HAVE SOME MONITORING PROGRAMS THESE ARE MORE RECENT PROGRAMS EXCEPT FOR WATER QUALITY THE WATER QUALITY MONITORING PROGRAM WE'VE BEEN DOING CONTINUOUSLY SINCE 1999. WE WERE WAY AHEAD OF THE CURVE ON ANYBODY'S TELLING US THAT WE OUGHT TO DO THAT. THAT STARTED BACK IN THE SELLING PROBLEMS ERA WHERE WE THOUGHT IT WOULD BE A GREAT IDEA TO TO SEE WHAT'S ENTERING OUR COASTAL WATER BODIES AND MARSHES, CREEKS SO WE ARE CONTINUOUSLY AND LOOKING FOR SPIKES TRENDS TO HELP US DEAL WITH ANY PROBLEMS THAT MIGHT COME UP. THE LAST FEW YEARS WE'VE INSTALLED THREE TIDE GAUGES SO THAT IN ADDITION TO THE TIDE GAUGE DOWN AT FORT PULASKI WE HAVE THREE LOCATIONS WHERE WE KNOW BETTER WHAT THE TIDE IS DOING DURING A STORM, UNDERSTAND HOW THE STORM SURGE IS IMPACTING THE ISLAND AND THAT HELP US MAKE DECISIONS DOING DURING STORMS AND THEN IN THE FUTURE WHEN OUR RESILIENCE PLAN WHICH WE'RE WORKING ON COMES THROUGH FIND WAYS TO TO DEAL WITH INCREASING TIDES AND INCREASING AND THEN FINALLY OUR WEATHER WEATHER MONITORING PROGRAM IS STANDING UP. WE'RE TRYING TO GET MORE WEATHER DATA AROUND THE ISLAND RAINFALL, WIND SPEED AND LIGHTNING, THOSE SORTS OF THINGS. SO WHEN WE HAVE EXTREME EVENTS WE'RE BETTER PREPARED TO UNDERSTAND WHAT'S GOING ON AND HOW TO RESPOND. AND I'VE TALKED TO YOU ABOUT THE MVPDS AND L.A. ACRONYM FROM STAFF. SO NOW I WANT TO FOCUS ON THE THE PROJECT DELIVERY THROUGH OUR CORRECTIVE MAINTENANCE PROGRAM.

WELL, THIS SLIDE IS AN INSERT JUST TO SHOW YOU ALL THE SORTS OF SERVICES THAT WE DO USING CONTRACTORS AND CONSULTANTS. WE DON'T HAVE A PUBLIC WORKS DEPARTMENT SO EVERYTHING THAT WE DO IN THE TOWN TO FIX PROBLEMS OR TO UNDERSTAND PROBLEMS IS USING CONTRACTOR.

SO THOSE ARE A LIST OF THE VARIOUS TYPES OF SERVICES THAT WE CONTRACT AND GO BACK TO.

THIS IS CERTAINLY SO THE VEGETATION MANAGEMENT IS TO THE RIGHT IS FOCUSED ON OUR ROUTINE MAINTENANCE FOR DITCHES LIKE I TALKED ABOUT. WE DO A STREET SWEEPING IS ALSO PART OF OUR ROUTINE MAINTENANCE PROGRAM. THE PIPE VIDEO PIPE INSPECTION PIPE CLEANING PIPELINE INFRASTRUCTURE REPAIR THOSE ARE ALL THINGS THAT WE HAVE TO BE ABLE TO DO FIX PROBLEMS. SO THAT'S ALL PART OF OUR CORRECTIVE MAINTENANCE PROGRAM

[00:45:04]

. AND THEN THE WATERSHED MODELING I TALKED ABOUT EARLIER IN THE INVENTORY COMPONENT OF OUR PROGRAM. THANK YOU.

SO HERE'S A KIND A BIG PICTURE OF WHAT THE STORMWATER PROGRAM IS CURRENTLY RESPONSIBLE FOR AS IT RELATES TO THE EXTENT OF SERVICE. SO THIS IS WHERE THE TOWN USES ITS RESOURCES TO CORRECT PROBLEMS PRIMARILY OUR FUNCTION IS FIRST AND FOREMOST TO TAKE CARE THE TOWN. TOWN OWNS SYSTEMS ANYTHING WHERE WATER ORIGINATES IN A TOWN OWNED RIGHT OF WAY AND THEN ANYTHING AS IT LEAVES THAT RIGHT AWAY UNTIL IT TO US TIDAL TIDAL SYSTEM OUTFALL WE TRY AND GET AN EASEMENT OVER THAT AND WE MAINTAIN THAT SO WE MAINTAIN ALL THE DRAINAGE IN THE TOWN RIGHT AWAY AND THE TOWN EASEMENTS.

AND THEN OF COURSE WE'RE RESPONSIBLE FOR MAINTAINING STORMWATER INFRASTRUCTURE ON TOWN PROPERTY. THE EXTENSION TO THAT IS VIA THE PUD AND PLAY AGREEMENTS WE HAVE IN SOME OF THESE LARGER PRIVATE COMMUNITIES WE PROVIDE JUST CORRECTIVE MAINTENANCE SERVICE, ROUTINE MAINTENANCE, NOTHING ELSE JUST IF THERE'S A PROBLEM WE WILL ADDED TO THE LIST AND CORRECT IT. AND THOSE AGREEMENTS COME IN PAIRS.

THERE IS AN EASEMENT DOCUMENT ASSOCIATED WITH THE TERMS AND CONDITIONS OF THE DRAINAGE AGREEMENT DOCUMENT. SO WE CURRENTLY HAVE 22 OF THOSE.

THERE'S A POTENTIAL THAT WE COULD HAVE AS MANY AS 60 AND THE THE REASON THAT THAT'S POSSIBLE IS BECAUSE THESE BEAUTIES AND CLOSE HAVE PLATTED SHARED COMMUNAL RIGHTS OF WAY WITHIN THEIR COMMUNITIES AND THE AGREEMENTS ARE NARROWLY FOCUSED ON SUPPORTING CORRECTION OF DRAINAGE ISSUES AND OF THE SYSTEM FOR THE COMPONENTS THAT DRAIN THEIR RIGHTS OF WAY. SO WE HAVE AN EASEMENT THAT COVERS THAT AND THAT'S THE NARROW TERMS THE SERVICES WE PROVIDE NOT INCLUDED IN THE EOC AND THIS THIS MAP WE'RE CONTINUING TO TO MAKE IMPROVEMENTS TO IT BECAUSE IT'S KIND OF DIFFICULT TO UNDERSTAND AND WE TRY AND MAKE IT EASIER TO COMMUNICATE AND UNDERSTAND OURSELVES.

BUT CURRENTLY THE OTHER PUBLIC ROADS THE ON THE ISLAND ARE THE RESPONSIBILITY OF THE PUBLIC ENTITIES THAT OWN THE ROADS CHIEFLY THE COUNTY AND THE STATE.

SO AS FAR AS THE PUBLIC ARE CONCERNED, THE TOWN ONLY OWNS ABOUT 10% ROUGHLY AND THE REST OF THE PUBLIC ROADS ON THE ISLAND ARE THEIR RESPONSIBILITY .

THE STATE WHICH IS THE LION'S SHARE OF THE ROADS OR COUNTY AND YOU CAN SEE THEIR COLOR CODING ON THE MAP. IT SHOWS THE STATE ROADS IN RED SO THAT WOULD BE ONE PARKWAY MARSHLAND ROAD SQUIRE POPE ROAD COUNTRY ROAD. I COULD YOU KNOW I COULD LIST THEM ALL PROBABLY IF YOU GAVE ME A FEW MINUTES BUT YOU GET GIST.

AND THEN THE SECOND LARGEST IS THE COUNTY ROADS THAT ARE TURNED BLUE.

OF COURSE ARE OTHER BLUE THINGS COUNTY PROPERTY INCLUDING THE AIRPORT AND THE COUNTY SCHOOL SYSTEM CAMPUS. BUT YOU CAN THAT'S A RELATIVELY MUCH SMALLER FOOTPRINT.

AND THEN IF YOU IF YOU STRUGGLE TO LOOK AROUND FOR THE GREEN ROADS, YOU'LL FIND A FEW AND THEN THE REST OF WHAT YOU SEE ON THAT SCREEN IN GREEN IS THE TOWN ON LAND THEN THE DRAINAGE AGREEMENT PROPERTY WHICH IS THE YOU KNOW, THE LARGE YELLOW AREAS ON THE MAP AND THEN IF YOU LOOK FOR ANYTHING OTHER THAN THAT IN THE GRAY WHICH IS KIND OF HARD TO SEE ON THIS SLIDE FOR SOME REASON IT DOESN'T UP AS WELL IT DOES ON THE PAPER IS THE PRIVATE PROPERTY PROPERTY THAT WE WE CAN'T GET TO TO PROVIDE SERVICE UNLESS GET AN EASEMENT BECAUSE WE CAN'T WE CANNOT SPEND THE PUBLIC MONEY FIXING PROBLEMS ON ON PRIVATE PROPERTY WHERE THERE IS NO PUBLIC BENEFIT. SO THAT'S THAT'S THE CONUNDRUM THAT WE FACE THAT IT A LITTLE BIT MORE DIFFICULT TO PROVIDE SERVICE WHEN WE GET TO CERTAIN PARTS THE ISLAND I SO THE CORRECTIVE MAINTENANCE PROGRAM IS ABOUT FINDING OUT WHETHER IT'S PROBLEMS WITH THE SYSTEMS THAT WE'RE RESPONSIBLE FOR AND GETTING THEM FIXED EVERY TIME WE RECEIVE A REQUEST WE LOG IT IN A DATABASE AND WE'VE BEEN DOING THIS SINCE 2010 CONTINUOUSLY ON THE SAME DATABASE EVERY TIME A REQUEST COMES IN AND IF IT'S A PHONE CALL OR IF SOMEBODY WALKS INTO THE LOBBY IF MEET SOMEBODY IN THE FIELD, IF IT'S AN EMAIL, IF IT'S SOMETHING RECEIVE VERSUS OUR C QUICK FIX THAT YOU CAN ENTER THE MY HHI APP THAT IS AVAILABLE FOR DOWNLOAD FROM TOWN NO MATTER HOW WE RECEIVE THAT REQUEST WE LOG INTO THE SAME DATABASE AND THEN THE PROCEDURE FROM THERE IS ALWAYS THE SAME. WE HAVE TO GO OUT AND EVALUATE IT AND IT VERY OFTEN MOST MOST OFTEN IN THE FIELD AS WELL TRYING TO FIGURE OUT WHAT'S GOING ON WHERE. IT IS WHOSE RESPONSIBILITY IT IS AND IF IT'S THE

[00:50:02]

RESPONSIBILITY A PUBLIC ENTITY OR THE TOWN. WE ALSO EVALUATE IT AND GIVE IT A SCORE SO SAY IF WE HAD A SINKHOLE ON GUN FREE ROAD IN THE MIDDLE OF ONE OF THE THREE LANES THAT WAS YOU KNOW, CAUSING PROBLEMS SAFETY PROBLEMS FOR TRAFFIC, IT'S CAUSING TWO PROBLEMS. THERE'S PROBABLY A PROBLEM WITH THE PIPE.

THERE'S ALSO A SAFETY ISSUE ON THE ROAD. SO WE WOULD EVALUATE THAT AND IF IT WAS ON GUN FREE ROAD WE WOULD EVALUATE IT AND SCORE IT USING THIS TOOL WE HAVE DEVELOPED AND USED AND USED EVERY DAY A 1 TO 20 SCALE TO GIVE IT A PRIORITY SCORE.

HOW BAD IS IT HOW QUICKLY DO WE NEED TO GET TO IT AND THEN MAKE SURE IT'S TENDED TO IF IT'S OUT ESPECIALLY IT'S A HIGH PRIORITY SCORE. SO IF WE FOUND THAT POTHOLE IN THE ROAD CAUSING A SAFETY ISSUE AND IT WAS THE IT WAS THE STATES WE'D SCORE ALSO IMMEDIATELY CALL THE STATE AND SAY HEY YOU'VE GOT A PROBLEM COME FIX THIS PLEASE.

AND AS WE ADVOCATE FOR THE STATE AND THE COUNTY RESPECTIVELY TO CORRECT THE DEFICIENCIES THAT ARE THEIR RESPONSIBILITY BECAUSE, IT'S IN THERE.

IT'S THEIR INFRASTRUCTURE AND THEIR RIGHT OF WAY. WE ADVOCATE BASED ON THE HIGHEST SCORING FIRST ONES FIRST AND THEN IF WE HAVE WE MAINTAIN A LIST OF OUR REFERRALS TO THE COUNTY IN THE STATE AND WE WE ADVOCATE ON OF THE TOWN TO GET THOSE CORRECTED AND WE CONTINUE TO JUST TO WORK WITH THEM TO TRY THEM TO FIX THE PROBLEM ESPECIALLY THE HIGH PRIORITY ONES AS QUICKLY AS POSSIBLE AND IF IT BELONGS TO THE TOWN IF IT'S A TOWN RESPONSIBILITY AGAIN STILL SCORED BUT NOW IT'S OUR RESPONSIBILITY TO FIX AND AGAIN WE FIX STUFF BASED THAT SAME PRIORITY SCORE THE HIGHER THE SCORE MORE QUICKLY WE'RE GOING TO HAVE A BUDGET FOR IT AND TAKE CARE OF IT IF IT'S AN EMERGENCY PROJECT.

ONCE YOU GET UP INTO THE 12 AND 13 AND 14 OF OUR 1 TO 20 SCALE THOSE ARE THINGS WHEN YOU TAKE CARE OF IMMEDIATELY. SO AFTER WE MET AND WE HAVE A CONSTANTLY RUNNING DYNAMIC LIST OF OUR OF OUR ACTIVE REQUESTS IT DOESN'T JUST GET CUT ONCE A YEAR OUR DATABASE HELPS US MAINTAIN IT DAILY SO WE CAN PRINT OUT A LIST OF WHAT WE HAVE ACTIVE THAT'S OUR RESPONSIBILITY BY RANK OR BY SERVICE REQUEST DATE OR BY AREA AT ANY POINT SO THAT HELPS US BE REALLY ON TOP OF WHERE WE ARE WITH THE PROGRAM. SO NOW IN A MOVE IN TO GIVE YOU A SENSE OF WHAT IT LOOKS LIKE AND AGAIN THIS MAP SHOWS KIND OF OVERALL WHERE WE FILTERED FOR JUST THE SERVICE REQUESTS WE'VE HAD OVER THE YEARS IN THE HISTORIC NEIGHBORHOODS.

THE FOLLOWING SLIDES THIS OVERALL SLIDE WE'LL KIND OF DIG IN A LITTLE DEEPER SHOWING YOU KIND OF A MORE ZOOMED IN SNAPSHOT OF WHAT IT LOOKS LIKE IN EACH ONE OF THE HISTORIC NEIGHBORHOODS. AND THIS THIS IS KIND OF A DATED MAP WHEN CRONICA TOLD ME WE HAD A PRESENTATION SHE'D LIKE ME TO GIVE I DIDN'T HAVE TO UPDATE THESE MAPS BUT I'M WOULD LIKE TO BE DOING UPDATING QUARTERLY OR ANNUALLY AT THE VERY LEAST.

SO WE HAVE AN ACCURATE REPRESENTATION AND ALSO PUT SOME NUMBERS ON THIS THAT ARE MORE EXACT THAN JUST A BUNCH OF STAR. BUT IF YOU HAVE ANY QUESTIONS AT ANY POINT I'M ALWAYS AVAILABLE HERE AND NOW OR AT ANY POINT IN THE FUTURE TO ANSWER QUESTIONS REGARDING ANY SERVICE REQUEST OR SERVICE REQUEST IN ANY PARTICULAR NEIGHBORHOOD. SO WE JUST. NO PARTICULAR STRATEGY TO THIS THE WAY THESE SLIDES ARE PRESENTED. SO HERE'S JUST A LOOK AT THE BIG STONE AND LITTLE NEIGHBORHOODS. IT'S MORE DIFFICULT TO SEE THE STARS IN THE BIG SCREEN THERE WOULD HAVE LIKED BUT SO YOU SEE THE ONES THAT ARE OPEN QUALIFYING SERVICE IS A STAR WITH A FULL RED SO YOU'LL SEE ONE HERE ON I THINK THAT'S MURRAY IF I'M NOT MISTAKEN AND BECAUSE THIS WAS TWO YEARS AGO SO HERE'S ONE ON SQUIRE PUB ANOTHER ONE AGAIN SO THIS IS HOW WE RANK THEM AND AGAIN OPEN REFERRALS WE'RE TRACKING ABOUT AS CLOSELY AS WE TRACK THE ONES WE'RE RESPONSIBLE FOR BECAUSE WE'RE TRYING TO GET THE COUNTY OR THE STATE TO TAKE CARE OF THE PROBLEMS THEY HAVE. AND THIS ALSO DOESN'T SHOW YOU SCORES BUT IT SHOWS YOU KIND OF A SENSE OF HOW MANY REQUESTS WE GET OVER THE YEARS.

SOME OF THEM ARE VERY LOW SCORING AND WE ALSO YOU KNOW, IF THEY'RE CLOSED THEY'RE NOT CLOSED NECESSARILY BECAUSE WE COMPLETED SERVICE OC THE CLOSE REFERRALS HERE IN PURPLE OR WERE JUST CLOSED BECAUSE THEY DIDN'T QUALIFY AND THEY WOULD NOT BE ABLE TO BE FIXED ANY PUBLIC ENTITY UNLESS THERE WAS A FEATURE EASEMENT AT SOME POINT AND IF THERE ARE WHITE IN THE MIDDLE THAT MEANS THAT WE PROVIDE SERVICES ARE. I'M SORRY I GOT THAT CONFUSED.

YELLOW IS NOT QUALIFYING. PURPLE IS CLOSED AND DONE BY THE COUNTY THE STATE I'M SORRY

[00:55:04]

FOR THAT SO THAT THAT'S THE SAME ON EVERY PLEASE STOP ME IF YOU WANT TO STOP ON ANY PARTICULAR SLIDE SO HERE'S THE SQUARE POP AREA WE GET OF REQUESTS HERE WE ACTUALLY HAVE AN ACTIVE CHP PROJECT TO FIX NINE OF THESE THAT WE HAVE THAT ARE OPEN ALONG TREE ROAD FROM SCHOOL ROAD UP TO WHERE THE WHAT WE CALL THE GUN FREE CHANNEL CROSSES JUST BEFORE YOU GET WILD HORSE ROAD THAT PROJECT IS IN DESIGN RIGHT NOW WE GET DONE WE'RE GOING TO PULL THE TRIGGER ON THAT AND FIX A BUNCH OF THESE SMALL MIDDLE PRIORITY PROJECTS THAT WOULD OTHERWISE MAYBE NOT GET TENDED TO UNLESS THEY WERE GROUPED TOGETHER.

WE IT A PRIORITY PROJECT BY GROUPING THEM TOGETHER AND WE'RE DILIGENTLY WORKING ON THAT WITH OUR CONSULTANT AND THEN WE WILL BE WORKING WITH THE SINCE THE GUM TREE ROAD IS A STATE ROAD SO THAT WE SHOULD BE GOING TO CONSTRUCTION ON AT LEAST COUPLE OF THOSE PROJECTS BY THE SPRING OF NEXT YEAR ON GUM TREE ROAD. RIGHT.

THAT INCLUDES WHERE THE GOLD MUSEUM IS AND YES IT DOES. YES IT DOES.

AND THERE'S A PARTICULAR PROBLEM THEY HAVE WE HAVE THERE AT GEORGIANA WHERE THE TOWN INSTALLED A PATHWAY A BIT TOO HIGH AND WE DIDN'T PUT ANYTHING BEHIND THE PATHWAY TO GET THE WATER BACK TO COUNTRY ROADS DRAINAGE SYSTEM. SO WE'RE GOING INSTALL ONE OR TWO INLETS THERE SO THAT WILL PROVIDE SOURCE OF RELIEF FOR THE MUSEUM TO BE TO DRAIN AND GET THAT WATER BECAUSE WE KNOW THAT IS A CHRONIC AND TERRIBLE ISSUE.

I'VE BEEN OUT THERE ON SEVERAL OCCASIONS TO WITNESS WHAT'S GOING ON AND JUST HEARD THAT AND I'VE HEARD ABOUT THIS A LITTLE BIT MYSELF. HAVE YOU EXPERIENCED ANYTHING SIMILAR TO THAT WITH OTHER DEVELOPMENTS? I MEAN BECAUSE THE THOUGHT IS IS THAT OF COURSE THAT PROPERTY WAS THERE BUT THEN SUBDIVISION BEHIND IT THAT KIND OF CAUSED AN ISSUE. I'M JUST ONE OF OTHER PEOPLE IS THAT CAUSING AN ISSUE IN SOME OF THE OTHER HISTORY AREAS YOU WERE TALKING ABOUT SPECIFICALLY ABOUT THAT? YES, I THINK SO. SOMETHING SIMILAR. THE MAIN PROBLEM WITH IN THAT PARTICULAR SITUATION IS JUST THE LAY OF THE LAND. THE PROPERTY IS EXTRAORDINARILY FLAT AND BUT WE'RE NOT PROVIDING ANY RELIEF FOR THAT. WE NEED TO GET THAT RELIEF THERE AND SO SOMETHING CAN BE GRADED TOO SO IT CAN DRAIN RIGHT NOW IT DOESN'T TO GO AND IT'S JUST IT'S JUST A FEW INCHES BUT CRITICAL THOSE FEW INCHES ARE HORRIBLE WHEN WE HAVE THOSE HEAVY DOWNPOURS AFTER YOU KNOW IF YOU HAVE A SUMMER DOWNPOUR AND THEN A WEEK LATER YOU HAVE YOU'VE GOT THREE INCHES OF RAIN, A WEEK LATER YOU HAVE FOUR INCHES OF RAIN THAT PROPERTY IS INUNDATED AND THAT DEFINITELY NEEDS TO BE ADDRESSED SO THAT'S PROBABLY THE THAT'S THE MAIN THE MAIN PART OF THE PROJECT ARE THE THINGS WE'RE DOING ALONG GUM TREE ROAD ARE FIXING THINGS THAT ARE QUITE SEVERE AS THAT OF COURSE WAS HAVE YOU SEEN THAT IN OTHER AREAS? SO IT'S LIKE THAT THAT PARTICULAR ISSUE WE DO WE IT WE SEE IT IN SOME AREAS THAT WE'RE WORKING IN ADDRESSING WHERE WE CAN WE SEE THEM IN A LOT OF AREAS WHERE IT'S A PROBLEM AND WE CAN'T OR WE TRY COBIA CAUGHT IS A GOOD EXAMPLE WE HAVE ACQUIRED EASEMENTS ALONG CUBBIE BEFORE WE TRIED TO MAKE THAT A ONE OF THE DIRT ROAD ACQUISITION PROJECTS BUT IN ORDER TO DO THAT YOU HAVE TO GET 100% AS YOU'RE AWARE 100% BUY IN FROM ALL THE PROPERTY IN ORDER TO DONATE THE RIGHT OF WAY TO US THAT WE CAN GO IN AND PAY THE ROAD AND INSTALL A DRAINAGE SYSTEM AND WHEN THAT HAPPENS WE'RE USING STORMWATER RESOURCES AND OUR DIVISIONS AND THE TOWN RESOURCES IN GENERAL TO GET THAT DONE AND WE REALLY DO WANT TO GET THAT DONE. IN THE CASE OF COBIA WE WEREN'T ABLE TO GET ALL THE PROPERTIES ON THE PROPERTY OWNERS WILLING TO DO THAT. SO BECAUSE THE THIRD LOT IN FROM THE STREET OR THE FOURTH LOT IN FROM THE STREET WAS A NO.

WE COULD ONLY WE COULDN'T GET ENOUGH TO MAKE IT ENOUGH HOMES TO BE PAST QUALIFY FOR THE PAVING PROGRAM BECAUSE I THINK THE MINIMUM ON THAT IS IT HAS TO SERVE PROPERTIES BUT WE DIDN'T GET THE DRAINAGE OVER THE FIRST THREE AND THEN THAT ONE THAT SAID NO TO A DRAINAGE EASEMENT AND THE TWO BEYOND THAT. SO NOW WE'RE ABLE TO PROVIDE CONTINUOUS SERVICE FROM FAR ABOVE ROAD ALL THE WAY UP TO THE THIRD LOT THE END OF THE THIRD LOT AND THAT HELPS SOME BUT BEYOND THAT MORE PROBLEMS THAT WE'D LIKE TO SOLVE IF WE COULD GET AN EASEMENT BUT WE HAVE TO THAT EASEMENT. WHAT DO YOU THINK THE CHALLENGE IS TO FOLKS GIVING THAT RIGHT AWAY? WELL, WE DO A LOT OF IN-PERSON MEETINGS. I MEAN WE'VE MET WITH THAT PARTICULAR PROPERTY OWNER ON NUMEROUS OCCASIONS IN VARIOUS SITUATIONS TO TRY AND CONVINCE THEM THAT IT'S A GOOD IDEA IT'S A GOOD IDEA FOR HIM IT'S A GOOD IDEA FOR HIS NEIGHBORS. BUT WE'RE NOT WE'RE NOT THINKING ABOUT LIKE A CONDEMNATION OR ANYTHING LIKE THAT BECAUSE IN THE END IT DOESN'T IT DOESN'T DRAIN A PUBLIC RIGHT AWAY FURTHER IN BUT IT AFFECTS A LOT OF PEOPLE

[01:00:04]

AND. IF WE CAN GET THOSE IF WE CAN GET THOSE EASEMENTS THEN WE CAN COME IN AND HELP. SO I GUESS I'M ASKING THAT QUESTION FOR A REASON AS WELL.

SURE. MAYBE UNDERSTAND THAT THEY'RE NOT LOSING EITHER THE PROPERTY OR ANY VALUE TO IT OR HAS ANY IMPACT WITH THAT THAT MAYBE WE JUST DON'T UNDERSTAND THE REASONS WHY OR THEY JUST HAVE I MEAN A LOT OF TIMES SOMETIMES YOU ARE DEALING WITH PRECONCEIVED NOTIONS ABOUT THINGS. YOU KNOW, NOT EVERYBODY BELIEVES THAT THE GOVERNMENT IS HERE TO HELP AND WE BELIEVE THE GOVERNMENT IS HERE TO HELP.

WE'RE HERE TO HELP BUT PEOPLE DON'T. SO THERE'S SOME SOMETIMES SUSPICION, SOMETIMES A LANGUAGE BARRIER IS A LITTLE STEEPER AND WE TRY AND GET AROUND THAT WITH BRINGING IN PEOPLE THAT ARE BETTER ABLE TO INTERPRET. BUT WE'VE BEEN WORKING ON THIS WITH THIS ONE PARTICULAR PERSON I GUESS IT'S PROBABLY BEEN THREE YEARS AND I MEAN I'VE MET WITH HIM PERSONALLY AT LEAST FOUR TIMES AND OTHERS ON MY STAFF ANOTHER THREE OR FOUR OR FIVE. SO IT'S IT'S IT'S ALMOST A CONSTANT EFFORT ON THAT PARTICULAR THAT PARTICULAR OWNER WE THINK WE'RE MAKING HEADWAY AND THEN JUST SO FAMILIAR OKAY THE NASHVILLE AREA A, LOT OF THE PROPERTY UP THERE IS PRIVATE.

WE ALSO DON'T GET A LOT OF CALLS AND THE TENDS TO BE LARGER LOTS AND I THINK MAYBE THAT'S PART OF IT BUT YOU CAN SEE HERE FROM THE MAP AND IT HASN'T IF I UPDATE THE SLIDE YOU'RE NOT GOING TO SEE MANY MORE STARS. WE DON'T WE DON'T GET A LOT OF CALLS UP IN THIS AREA. WE'RE OUT THERE. WE DO GET THE OCCASIONAL CALL I THINK SINCE WE MADE THIS SLIDE I THINK WE HAD ONE ON GREAT BARRACUDA AND ONE ON THE STREET ADJACENT. I CAN'T THE NAME RIGHT HERE BUT I KNOW IT WAS ANOTHER ONE THAT RAN DOWN A PARALLEL STREET AND AGAIN YOU'LL SEE DOES NOT QUALIFY.

IT'S ON PRIVATE PROPERTY AND THERE'S NO EASEMENT SO WE CAN'T DO ANYTHING TO HELP THE DAMAGE CERTAINLY TO THE MITCHELL BILL SLIDE SO THE IMPACT FOR CONSTRUCTION IN THE AREA SPECIFICALLY ON LIKE BUSY ROAD LIKE DEFINITELY DOWN IT AND SPECIFICALLY MENTIONED IN PART I KNOW THAT WE'RE HAVING TO DO CONSTRUCTION AND SO ALL THE OH STORMWATER THING IS GOING ON SO WHAT IMPACT DOES THAT HAVE ON EXISTING STORMWATER ISSUES OR WITH NEW CONSTRUCTION? SO AT MITCHELL HOUSE A HISTORIC FREEDOM PARK SO THERE'S THERE'S CONSTRUCTION GOING ON WILL BE YEAH WILL BE GOING ON BUT IT'S IT'S PART OF A AN ATTEMPT TO MAKE IMPROVEMENTS ACROSS THE SIDE PART OF OUR CAPITAL IMPROVEMENT PROGRAM THAT'S BEING DONE AND VOTED IN PHASES BY VARIOUS PARTIES IT'S A REALLY GOOD PARTNERSHIP WE'RE HAVING TO GET THAT DONE AND ALONG WITH THAT WHEN THEY PUT MORE INFRASTRUCTURE IN THE STORMWATER COMPONENT OF THAT WILL BE IMPLEMENTED AS WELL. THERE'S A STORMWATER MASTER PLAN FOR THE THE SITE THAT'S ALREADY BEEN COMPLETELY DONE AND IT MEANS THAT ANY IMPROVEMENTS THAT ARE MADE AS PART OF THIS PROGRAM FOR THAT SITE OR AS THEY'RE IMPLEMENTED THEY'RE GOING TO MAKE SURE THAT EACH PIECE IS COMPLETED IN CONFORMANCE WITH THE STORMWATER MASTER PLAN.

DOES THAT HELP? YES ALONG WITH ANY OTHER AREA LIKE IN THE BAY AREA AND GOING DOWN ON BANK ALL IN THAT AREA. I MEAN THERE'S SO MUCH CONSTRUCTION GOING ON THERE AS SO BUT YOU'RE SAYING THAT YOU'RE NOT GETTING A LOT OF REQUESTS FROM THAT? WELL, WHEN WE'RE TALKING ABOUT A REQUEST SOMEBODY CALLS AND SAYS I HAVE A PROBLEM.

THERE'S A THERE'S THERE'S AN USUALLY UP THERE BECAUSE THERE'S NOT A LOT OF INFRASTRUCTURE UP THERE. THERE'S MOSTLY DITCHES BUT NOT VERY MANY PIPES UNLESS THERE'S A DRIVEWAY CULVERT . AND AGAIN, MOST OF THE ROADS ARE EITHER OR COUNTY OR STATE AND SOME PEOPLE MAY CALL THE STATE AND NEVER US. THE ONLY ONES WE KNOW ABOUT ARE THE ONES WE HEAR ABOUT. IF WE HEAR ABOUT IT IT GOES OUR DATABASE.

BUT THEN IF WE'RE TALKING ABOUT THE AREA THAT WE HAVE AN ACTIVE PROJECT THAT WE'RE TRYING TO GET INTO THE DIRT ROAD ACQUISITION PROGRAM WITH ALICE PERRY AND OR SUGAR AND WE HAVE ENOUGH HOMEOWNERS UP THERE AND APPARENTLY THERE'S ENOUGH BUY IN THAT LOOKS LIKE WE'RE GOING TO GET THAT DONE WHICH IS EXCITING FOR US AND OF COURSE WHEN WE GO IN WITH THAT ACQUISITION AND PAVING PROGRAM, THE STORMWATER INFRASTRUCTURE COMES ALONG WITH IT SO WE'RE GOING TO ABLE TO PROVIDE MORE SERVICE THE ANY ONE OF THOSE PROJECTS IF WE GET A DIRT ROAD PROJECT SO OFF THE GROUND MUCH OF THE ROAD IS A DIRT ROAD. YES IS THAT IN THE PLANS TO BE

[01:05:10]

PAVE AS WELL? I CAN'T ANSWER THAT DIRECTLY. I KNOW THERE IS A MITCHELL ACQUISITION PROJECT GOING AROUND THAT'S ONE I'M NOT FAMILIAR WITH YET.

IF THERE'S A NEED FOR STORMWATER INFRASTRUCTURE ASSOCIATED WITH THAT PROJECT WE WILL CERTAINLY BE ABLE TO PROVIDE HELP AND WHILE WE'RE ON THE SLIDE CAN YOU IDENTIFY WHERE THAT 20 SOME ACRES IT WAS JUST ACQUIRED TO TAKE OFF DEVELOPMENT IS ON THIS MAP NO SIR I'M ACTUALLY SAW AND I NEED TO LOOK AND EDUCATE MYSELF ON IT.

THAT WILL CERTAINLY HELP IT WITH MANAGEMENT. CERTAINLY I THINK IT WAS SET ASIDE FOR PRESERVATION ACCORDING I READ THE ARTICLE THOUGH SO I MEAN I JUST READ THE HEADLINE I DIDN'T READ THE DETAILS AND I'M SURE I WILL LEARN WELL I'M ON THE SAME SLIDE I CAN WE'RE TALKING I WAS TALKING ABOUT THE ALICE BERRY PROJECT BUT IF YOU OVER HERE ON WILEY ROAD THAT IS NOW BLUE NOW OWNED BY THE TOWN WELL THAT'S THE SUCCESSFUL IMPLEMENTATION OF PART OF OUR PROGRAM TO GET THE DIRT ROAD ACQUISITION AND PAVING DONE.

NOW WE CAN GO IN THERE AND MAINTAIN THE STORMWATER SYSTEM ON THAT ROAD AND GO ADDRESS PROBLEMS THAT AFFECT ANYBODY WHO TOUCHES THAT ALONG ALONG THE RIGHT OF WAY THAT'S ASSOCIATED WITH THE RIGHT OF WAY SO IS THIS IS WE HAVE SUCCESS STORIES ON THESE SLIDES THAT I MAY BE OVERLOOKING BECAUSE IF I GO BACK TO SQUARE POPE WE HAVE BLAZING STAR AGAIN ANOTHER ONE OF THOSE THAT WE DID AND WERE ABLE TO INSTALL DRAINAGE INFRASTRUCTURE YOU KNOW IN THAT THERE'S A WHAT WE CALL A BNP IT'S ANOTHER ACRONYM IT'S A BEST MANAGEMENT PRACTICE FOR MAKING SURE THAT WHEN THE WATER THAT LEAVES THE RISING STAR ROADWAY SYSTEM GETS CLEANED BEFORE IT ENTERS THE MARSH AND THAT'S ONE OF THE LOCATIONS THAT WE PERFORM PERFORM ROUTINE MAINTENANCE ON BECAUSE WE CAN BECAUSE IT'S NOW PART OF WHAT WE ARE RESPONSIBLE FOR. SO ALWAYS EXCITED ABOUT THAT AND I BELIEVE RIDER DRIVE IS ON HERE ALSO ANOTHER ROAD THAT WE ACQUIRED PAVED AND AGAIN THE SAME THING SOMETHING WE CAN NOW PROVIDE SERVICE THERE SO A LOT OF A LOT OF RESIDENTS AND THE MORE WE GET THE HAPPIER WE ARE TO BE ABLE TO FIND MORE SERVICE TO MORE RESIDENTS. I'M SURE THAT PROBLEM THAT'S GRAVEL JUST WELL YOU CAN'T SPEND MONEY WITH PUBLIC MONEY ON SOMETHING THAT SOLELY SOLVES A PRIVATE SINGLE PRIVATE PROPERTY OWNERS ISSUE DOES THAT HELP IF THAT PROPERTY IS NOT YES BUT IS A NEW ATTRACTION OR IS THAT EVEN IF IT'S SHARED ACCESS EASEMENT WE DON'T HAVE EASEMENT THAT'S DEDICATED TO US SO THAT WE CAN PROVIDE THE SERVICE BUT IF WE CAN IF THERE'S A IF THERE'S A IF THERE'S A REASON IF WE CAN FIND A JUSTIFICATION FOR IT AND GET TO IT AND WE'RE ALWAYS WE HAVE A LIST RIGHT NOW OF BELIEVE I HAD MY STAFF GET TOGETHER LAST WEEK WHILE I WAS OUT OF TOWN TO CONTINUE TO REFINE AND EXPAND A LIST HAVE OF EASEMENTS WE WOULD LIKE TO GET AND THAT'S ABOUT 30 RIGHT NOW AND WE'RE GOING TO BE LOOKING TO SPECIFIC TARGETED MONEY RESOURCES AND EFFORT INTO GETTING SOME OF THOSE EASEMENTS BEYOND OUR STAFF CAPACITY TO DO SO BECAUSE THE SEVEN OF US DO A WHOLE LOT OF WORK BUT THERE'S A LOT OF WORK IN GETTING AN EASEMENT AND A LOT OF THAT IS IS ADVOCATING AND THEN A LOT OF IT IS RESEARCH AND LEGAL.

IT'S IT'S COMPLICATED. SO YOU KNOW VERY INTERESTED IN THAT PARTICULAR ISSUE? GO AHEAD, MR. HAYNES SO TYPICALLY HAVE TO PAY FOR EASEMENTS OR OR YOU GIVEN EASEMENTS YOU'RE FIXING PROBLEMS IN THE NEIGHBORHOOD EASEMENTS ARE GENERALLY TO MS. RIGHTS QUESTION I THAT EVEN IF IT'S A PROPERTY THAT WOULD BENEFIT THE WHOLE AREA DON'T HAVE THE ABILITY THERE'S A COMMUNAL BENEFIT THAT'S WHAT THAT'S WHY IT CONTINUES TO BE A REALLY GOOD EXAMPLE THERE'S A WHOLE BUNCH OF FOLKS THAT WOULD BENEFIT FROM A CONTINUOUS STRING OF PUBLIC EASEMENTS SO THAT WE CAN WE CAN FIX AND A FUNCTIONING DRAINAGE SYSTEM TO PROTECT A WHOLE LOT OF HOMES SO THAT'S WHERE THE COMMUNAL BENEFIT COMES IN AND OKAY

[01:10:07]

GRASSLAND AND BIG I, I WAS TURNED OFF BY THE ORIENTATION BUT I'M DONE THERE.

OKAY SO THE WHAT WE NOW CALL TOWN ON MID ISLAND TRACT OVER HERE TO THE LEFT SO BEN WHITE DRIVE IS THE FUNCTIONING ARTERIAL FOR GRASSLAND AND THAT'S BY THE COUNTY.

THERE IS ONE ONGOING ISSUE THERE I GUESS IT'S TWO BUT IT'S ALL RELATES TO THE DITCH SUPPOSED TO DRAIN MOST OF BEN WHITE DRIVE THAT'S JUST AN EXAMPLE.

IT RUNS BEHIND SELBY 12 APARTMENTS AND UP INTO THE MIDDLE AND TRACT AND IT WOULD BE REALLY NICE IF THE COUNTY WOULD GET THAT SO THEY CAN TAKE CARE OF THEIR ROADWAY OUTFALL SO HE'S IN SOME OF THOSE THINGS ON THE EASEMENT LIST OR FOR US TO ACQUIRE OTHERS OR ADVOCATE THAT THE COUNTY ACQUIRE AND IN SOME CASES IT'S THAT IMPORTANT TO US WE WILL GET IT NOW AN EASEMENT OVER A SYSTEM THAT DRAINS ANOTHER ENTITY'S PUBLIC RIGHT AND WE'RE I THINK WE'VE BEEN DOING A LITTLE BIT OF THAT OF LATE BECAUSE WE DON'T WANT RESIDENTS TO SUFFER RIGHT NOW IT'S A DITCH FULL OF WATER AND THERE'S SOME STUFF IN IT BUT THANKFULLY WE HAVEN'T SEEN ANY TIME WHERE WE'VE BEEN WHITE DRIVE WAS FLOODED OR IMPASSABLE BUT THE DITCH YOU KNOW, NEEDS TO BE MAINTAINED BEFORE SOMETHING HAPPENS WHERE THAT IS LONGER THE CASE OR THINGS OF THAT CHANGES WHEN WE HAVE HURRICANES AND STORMS. I DID REALLY WELL DURING DEBBY.

YEAH. I MEAN WE WENT OUT THERE IN A AND WE GOT A CALL THAT IT WAS FROM THE WATER BUT THERE WAS NO WATER ON THE ROAD SO THAT'S ALWAYS MAKES ME HAPPY WHEN THE WATER IS IN THE DITCH WHERE WE WANT IT TO BE SO I ONLY HAVE A COUPLE MORE.

YEAH SO GARDNER AND MARSHLAND THERE'S THERE'S ISOLATED LOCATIONS THERE'S THERE'S PLACES THAT WE'RE TRYING TO GET ALLEN ROAD FOR INSTANCE DRAINS PART OF MARSHLAND ROAD THERE'S NO EASEMENT ACROSS THE DITCH THAT GOES ACROSS THROUGH THE MIDDLE OF THIS PROPERTY AND UNDERNEATH ALLEN ROAD THAT'S AN EXAMPLE OF WHEN WE'RE TRYING TO GET AN EASEMENT A IF THERE'S ANY ISSUES YOU'D LIKE TO JUST TO DISCUSS ON ANY ONE OF THESE SIDES, PLEASE STOP ME.

I'M NOT GOING TO HAVE HIGHLIGHTS ON EVERY SLIDE I DON'T THINK OH THE THE NEIGHBORHOOD BEHIND THE APARTMENTS ARE THEY'RE NOT NEW ANYMORE OR OF MARSH THE ROAD THAT AQUA TERRA THE NEIGHBORHOOD IS BEHIND THERE CHRISTIAN ACADEMY SITE.

YES. OKAY. AND THEY'VE GOT AQUA TERRA.

YES YES. SO THAT NEIGHBORHOOD BACK TO THE DRAWING A BLANK ON THE NAME OF IT. WELL BUT THAT'S IN THIS ARSON PRONE AREA TOO, RIGHT? WHAT'S BEHIND SO IT'S UP HERE SO HAVE GARDNER DRIVE RIGHT HERE ON THIS MAP IF YOU CAN SEE MY MOUSE MOVING AROUND THE ON WILLOWS NEIGHBORHOOD IS RIGHT HERE I THINK THE COMMUNITY THAT YOU'RE TALKING ABOUT IS THIS A APARTMENT COMMUNITY RIGHT HERE IT'S A RESIDENTIAL COMMUNITY I WAS OH NO NO NO, NO, NO, NO, NO. IT'S AWKWARD HERE.

WHERE AM I GOING? THIS IS RIGHT NOW THAT'S WHERE OUR COUNTRY IS NOW AND THE RED HAND AND THERE'S A THERE'S A NEIGHBORHOOD HERE AT THE END OF A COUNTY.

OKAY. AND WE WENT IN THERE THEY HAD A LOT PROBLEMS DURING THAT IN THEIR OWN THEIR OWN LIVES. THANK WHAT IS OVER THAT IS NO IT'S NOT ALL WOODLANDS IT'S ADJACENT OLD WOODLANDS. OKAY BUT NO OH WOODLANDS I CAN'T THINK OF THE NAME OF POSSUM ISSUES AS WELL RIGHT NOW BECAUSE OF ALL OF THAT THAT SORT OF TO THE WHOLE QUESTION.

YEAH WELL WE'RE DEALING WITH ALL WOODLAND WHICH ALSO HAS THERE'S SOME THAT WE'RE DEALING WITH. THAT'S WHY THERE'S ALSO A NEIGHBORHOOD THAT THERE'S AN APARTMENT COMPLEX HERE THAT'S JUST CAN'T GET THEIR WATER OUT OF THE DITCH AND.

IT'S A SINGLE PARCEL SO WE CAN'T REALLY HELP OTHER THAN LET THEM KNOW THERE'S A DITCH THAT CAN RANGE AND I THINK THEY'RE WORKING ON GRADING IT SO THEY CAN'T BECAUSE THEIR PARKING LOT THERE WERE LARGE PARTS OF THEIR PARKING LOT. IT WASN'T JUST PAST THE KROGER WAS SIX INCHES ABOVE THE CURB AND MORE THAN A THIRD OF THE PARKING LOT WAS IMPASSABLE AFTER DEPUTY WELL YOU KNOW WOODLAND WAS WASN'T I WAS YEAH WARD WOODLANDS AND AGAIN ALL THE ALL THE ROADS AND ALL THE EASEMENTS IN ALL WILLENS OR COUNTY WE ADVOCATE FOR THE COUNTY THEY'VE BEEN DOING A LOT OF STUFF. THERE'S THERE'S MORE FOR THEM TO TO DO THEY HAVE A PROJECT PLANNED TO CLEAN CLEAN ONE OF THE DITCHES HERE BETWEEN

[01:15:02]

INDIAN TRAIL AND MARBLEHEAD THAT KIND OF BUTTS UP AGAINST IT SO THE ONLY THING IS IS ONLY TEN FEET WIDE AND YOU CAN'T DO MUCH WITH TEN FEET IF YOU CONVERT DRAINAGE EASEMENT FOR A DITCH 20 IS WAY BETTER THAN 1010 IS REALLY HARD IN THE RIGHT IN THE MIDDLE SO BUT WE GOT AN UPDATE FROM THEM A COUPLE WEEKS AGO AND ITS DESIGN IS WELL UNDERWAY FOR TO FIGURE OUT WHAT THEY NEED TO DO TO FIX THAT DITCH AND MAKE IT EASIER TO MAINTAIN THE THE CHAPLIN AREA. WE'VE HAD SOME THINGS THAT WE FIXED ON OUR OWN PROPERTY AT END OF BRADLEY BEACH ROAD WE HAVE ONGOING ISSUES TO GET THE COUNTY TO FIX EVERYTHING THEY HAVE. THAT'S A LITTLE OF AN ISSUE ON BRADLEY CIRCLE BUT MOST OF THAT'S BEEN TAKEN CARE OF . THERE'S A FEW ISSUES ALONG NORTH SIDE NEAR ABALONE WHERE THERE ARE SOME OF IT'S NOT FUNCTIONING RIGHT NOW THAT WE'RE WORKING ON AND THEN WE HAVE YOU THINGS LIKE SEA FRONT LANE WHERE SEA FRONT LINE IS JUST SO LOW IT'S A IT'S A REAL HEAVY LIFT TO DRAIN. I, I SHOULD HAVE MENTIONED EARLIER THE WAY THESE MAPS LOOK IS THAT THE COLOR GRADIENT FROM THESE DEEPER BLUES UP TO THE ORANGE IS THE DEEPER BLUES ARE REALLY LOW ELEVATION AS YOU CAN SEE. BUT AND THEN THE ORANGES THE HARDER IT GETS THE THE HIGHER THE ELEVATION SO WHEN YOU SEE A COMMUNITY WHERE WE HAVE MOST EVERYTHING IS RIGHT YELLOW TO THE DARKENING BLUES YOU IT'S A REAL LOW LOW LYING COMMUNITY SO ONGOING CHALLENGES ANYWHERE HERE YOU WANT TO BUILD A HOUSE AND AGAIN SO JUST COMPARE THAT THE LAST SLIDE IN THE SPANISH WALLS WHERE WE HAD SOME REALLY GOOD HIGH GROUND HERE ON THIS ON THIS PENINSULA AND AGAIN WE WE HAD THE OUTLINE OF WHAT NEAR A NEIGHBORHOOD MEETING ON MUDDY CREEK AT THE RECENTLY ACQUIRED TOWN PROPERTY THERE AND WE'VE BEEN WORKING BEGAN CONVERSATIONS WITH THE COUNTY TO SEE IF THERE'S SOMETHING WE CAN WORK OUT TO START TO MAKE SOME IMPROVEMENTS TO MANY CREEK ROAD AND BRYANT ROAD IN PARTICULAR BECAUSE THEY COULD USE SOME IMPROVEMENT TO THE ROADSIDE DITCH DRAINAGE SYSTEM THEN THE ROADWAY ITSELF.

SO THAT CONVERSATION HAS REALLY JUST GOT UNDERWAY. THERE'S MORE TO COME ON THAT BUT THOSE COUNTING OUR ROADS AND AGAIN PRIMARILY THEIR RESPONSIBILITY AGAIN IF YOU QUESTIONS OH I CAN YOU KNOW THAT SO I THINK YOU MIGHT ALL BE AWARE THAT WE'RE WE'RE TRYING TO ACQUIRE AND COMPLETE FREDDIE'S WAY DRAINAGE OUR ROAD ACQUISITION PROJECT HAVE A DESIGN TO GO IN THERE AND IF WE GET THE RIGHT OF WAY SUCCESSFULLY TO PAVE IT AND INSTALL A DRAINAGE SYSTEM ON FREDDY'S WAY SO THAT'S GOING TO HELP OUT A LOT AND OAK VIEW ROAD HAS ITS OWN ISSUES AGAIN. THAT'S ANOTHER ROAD WHERE WE'RE WORKING WITH THE COUNTY TO SEE IF THEY CAN MAKE SOME IMPROVEMENTS. THERE'S A LONG STRETCH OF ROAD THAT DOESN'T EVEN REALLY HAVE A DRAINAGE SYSTEM YOU DRIVE DOWN ROAD AND IT JUST GOES FROM THE PAVEMENT YOU KNOW, DOWN A LITTLE BIT ON SHOULDERS BUT THAT JUST UP INTO THE TREES AND PARTS OF IT THERE'S NOT EVEN A RIGHT OF WAY THERE JUST AN ACCESS EASEMENT THAT THE TOWN OR THE COUNTY OPERATES IN AND THERE'S NOT EVEN A DEDICATED RIGHT AWAY AND PART OF IT HAS HAD ROADS THAT WERE PUT TO OR TO STORMWATER ON. I MEAN THAT'S PRETTY CLOSE TO THE TO THE MARKET SO YEAH IT JUST IS THERE'S A COUPLE OF INLETS WERE INSTALLED WHERE THIS DRAINAGE DITCH THAT GOES AROUND FROM VIEW AND BACK UNDERNEATH OAK VIEW AND THEN PARALLEL TO FRIDAY'S WAY OUT TO THE MARSH THERE WERE SOME WE MAINTAINED THE OUTFALL DITCH TWICE A YEAR AND WE KEEP THE INLETS CLEAR AND WE'RE GOING TO BE MAINTAINING EVERY SIX MONTHS ALSO THIS PEACE THAT GOES BETWEEN THE TWO AND AGAIN THIS IS A THIS IS AN EXAMPLE OF WHERE THE TOWN GOT AN EASEMENT BECAUSE WE COULD VRANICH WE COULD WE COULD MAKE A PUBLIC RIGHT OF WAY TRAIN BETTER. I THINK IT'S THE COUNTY'S RIGHT OF WAY AND WE CONTINUE TO DO A LOT TO IT DRAIN BUT MORE CAN BE DONE IN THIS PARTICULAR AREA AND WE'D LIKE TO DO MORE. JONES THE ROAD AGAIN WE HAD ANOTHER COMMUNITY MEETING THERE WAS VERY SUCCESSFUL A MONTH OR SO AGO AND WE'RE SOME NEW THINGS AGAIN THIS SLIDE IS NOW OUTDATED I BELIEVE THERE'S THERE'S A COUPLE OF ISSUES ADJACENT TO ALL OF SHOWED IT WHERE WE HEARD ABOUT SOME ISSUES WE NEED TO LOOK INTO SEE IF THERE'S A WAY WE CAN HELP AGAIN WHEN IT GETS TO THE BACK OF THE COMMUNITY AND A IT'S A PROBLEM FOR ONE OR TWO RESIDENTS IF THERE'S A WAY WE CAN GET A BUNCH OF RESIDENTS THERE MIGHT BE AN OPPORTUNITY FOR US TO GET AN EASEMENT AND BE ABLE TO PROVIDE SOME SERVICE TO IMPROVE THE DRAINAGE SYSTEM

[01:20:03]

. WE HEARD ABOUT A COUPLE OF OTHER THINGS THAT HAVE A LOT OF STRUCTURE AT THIS SLIDE BUT AGAIN WE'RE ALWAYS LISTENING AND AGAIN ADVOCATING WHEN IT'S SOMETHING THAT THE TOWN OR THE COUNTY OR THE STATE SHOULD FIX OR COULD FIX AND THEN TAKING CARE OF WHAT WE CAN IS AN EXAMPLE OF JONESBORO ROAD. THERE'S NO TOWN ON INFRASTRUCTURE EXCEPT FOR THE STUFF SO IT WAS THE PROPERTY OF THE TOWN PURCHASED LAST YEAR ANY MORE OF THE SLIDES AND I THINK WE'RE GETTING CLOSE TO MY WRAP UP SO I HEAR SO JUST TO GIVE YOU A SENSE BACK WHEN I STARTED TALKING ABOUT HOW WE'RE MAINTAIN THAT DATABASE RECEIVING REQUESTS RANKING THEM RIGHT FOR THIS MEETING WHEN I WAS ON THE PHONE WITH VERONICA I UPDATED THE LIST TO GET READY FOR THIS THAT I CAN UPDATE THIS ON JUST ABOUT ANY DAY SO AT THAT POINT IT WAS HUNDRED AND 36 OPEN QUALIFYING SERVICE REQUESTS.

THOSE ARE REQUESTS THAT ARE OPEN. THEY QUALIFY FOR SERVICE BY THE TOWN. WE CAN WE CAN FIX IT. WE HAVE THE LEGAL ABILITY TO DO SO AND WE CAN 72 NEW REQUESTS CAME IN AND ALL OF THOSE ARE NOT REFLECTED YET BECAUSE WE HAVEN'T HAD A CHANCE TO EVALUATE THEM ALL. WE HAVE STORM WE HAVE A LOT OF REQUESTS AND IT TAKES US A WHILE TO VET THEM ALL BUT WE ARE DILIGENT AND ONGOING WITH THAT EFFORT. THIS SLIDE WAS MADE A WEEK OR SO AGO AND IT SAID 31 OF OR ARE STILL BEING EVALUATED BUT THAT'S 20 NOW SO WE'RE GETTING TO THE BOTTOM OF THE LIST SO EVERY YEAR WE BUDGET BASED ON HOW MUCH MONEY WE HAVE FOR THE PROGRAM OUR STAFF CAPACITY TO IMPLEMENT PROJECTS AGAIN AND WE HAVE CONTRACTORS THAT DO IT SO WE HAVE TO WORK WITH CONTRACTORS AND DO JOB ORDERS AND OTHER DUE DILIGENCE ON FIGURING OUT WHAT NEEDS TO BE DONE, PREPARING A PLAN, CORRECTING EACH ONE AND THEN IMPLEMENTING THAT WITH THE CONTRACTOR. AND THEN THE OTHER THING THAT MORE RECENTLY HAS HAS GOTTEN INTO US CONTRACTOR CAPACITY THERE'S NOT A LOT OF FOLKS TO FIX STUFF AROUND HERE AND MORE AND MORE FOLKS ARE COMPETING FOR THAT SAME FLAT LEVEL OF RESOURCES.

I'M NOT SAYING THAT THAT THAT RESOURCE FOR ON THE CONTRACTORS SIDE IS DWINDLING BUT THERE'S A LOT OF COMPETITION FOR THOSE SERVICES AND THEY'RE DOING A LOT OF WORK AS NOT JUST OUR DRAINAGE INFRASTRUCTURE CONTINUES TO EDGE EVERYBODY'S DRAINAGE INFRASTRUCTURE CONTINUES TO EDGE AND THE MORE EDGE WE HAVE ON OUR SYSTEM, THE MORE DEFICIENCIES WE'RE GOING TO SEE AND THE MORE THINGS THAT ARE GOING TO NEED TO BE FIXED AND SO THAT'S ANOTHER CHALLENGE. BUT WE COMBINE THOSE THOSE THREE ITEMS TO FIGURE OUT WHAT WE CAN REASONABLY HOPE TO ACHIEVE DURING PARTICULAR KNOW WE BUDGET FOR THOSE BASED ON THE HIGHEST PRIORITY THE LOWEST UNTIL WE GET TO THAT POINT WHERE WE'VE DECIDED THAT'S THE WORK WE CAN DO SO THEY'LL SHOW YOU THE ONES IN RED THAT WE'RE TENDING TO THIS FISCAL YEAR AND A QUICK RUNDOWN THE ACTIVE CIP PROJECTS THAT WE HAVE SOME OF THAT WE TRANSFERRED TO OUR CERP PROGRAM IT'S MAINTAINED THE TOWN IN THE CPA DIVISION WE STILL HAVE FOLKS THAT WE MANAGED THE PROJECTS INDIVIDUALLY ARE ONE OF US OR ONE OF MY STAFF.

SO THE BIG PROBLEM IS AN AGING AGING PUMP STATION AT WEST THAT NEEDS AN OVERHAUL.

IT PROJECTS A WHOLE LOT OF FOLKS AND IT'S HAVING A LOT OF MIDDLE AGE TO OLD AGE PROBLEMS WITH THE INFRASTRUCTURE. I TALKED TO YOU ABOUT COUNTRY ROAD PROJECT THAT $80,000 WE MIGHT NEED TO SUPPLEMENT WITH ADDITIONAL MONEY BECAUSE IT LOOKS IT'S PROBABLY GOING TO TAKE A LITTLE BIT MORE THAN THAT TO FIX EVERYTHING WE WANT TO FIX. BUT IN THAT SOMEWHERE AGAIN CREEK OUTFALL THAT'S A RESILIENCE IMPROVEMENT WE'RE TRYING TO IMPLEMENT TO BETTER PROTECT THE COMMUNITIES SERVED BY THE JARVIS CREEK PUMP STATION THAT'S THERE BY WENDY'S ON TO 78 TRYING TO FIX THE CHRONIC ISSUE ON INVOLVING FIELD REALLY ANOTHER REAL LOW NEIGHBORHOOD AND THE OUTFALL IS NOT MUCH LOWER THAN A COUPLE OF THE ROADS AND HOUSES IN THAT NEIGHBORHOODS A CHALLENGE WE JUST ACQUIRED MAIN STREET SO WE'RE GOING TO SPEND SOME MONEY FIXING THAT INFRASTRUCTURE PALMETTO HALL AND FISH HALL ROAD THAT DRAINS A LARGE AREA INCLUDING THE PUBLIC HALL COMMUNITY BUT ALSO THE HOSPITAL DISTRICT AND SOME OF NORTH MAIN STREET ALL RELIES ON A SINGLE WALL AND IS NOT IS NOT IT'S INADEQUATE TO THE TASK WE THINK IT NEEDS I'LL SKIP THROUGH EVERY SINGLE ONE OF THEM BUT AS WE LOOK FORWARD WE'RE CONSTANTLY A LIST AND

[01:25:03]

PRIORITIZING A LIST FOR POTENTIAL FUTURE VIP PROJECTS MANY OF THEM IN CONJUNCTION WITH OTHER CAPITAL IMPROVEMENT PROGRAMS THAT THE TOWN IS OPENING RELATED TO PARKS AND ROADWAY IMPROVEMENTS AND PATHWAY IMPROVEMENTS. BUT AGAIN I MENTIONED THE FOR INSTANCE THE MUDDY CREEK NEIGHBORHOOD WE WORK WITH THE COUNTY THERE'S SOME WAY WE CAN CHIP IN TO HELP BENEFIT AND MAKE IT A JOINT EFFORT FOR IMPROVEMENTS.

WE'RE LOOKING AT THAT KEENLY RIGHT NOW AND THEN AS WE START LOOKING AT THE CHALLENGE WHERE WE'RE FACING TRYING TO GET STARTED WITH THESE TILES THAT ARE GETTING A LITTLE HIGHER EVERY YEAR AND KING TIDES A LITTLE HIGHER EVERY YEAR I'M THINKING WE'RE THINKING THAT THE POLK AREA COULD BENEFIT IF WE WENT INTO SEVERAL OF THOSE OUTFALL PIPES AND PUT A FLAT BED ON THEM SO THAT TIDEWATER DOESN'T COME BACK IN ON US AGAIN LIKE IT'S A THEME WE LOOK BACK AROUND TO COPY IT FOR. IF I PUT A A FLOODGATE ON ONE OR BOTH OF THE TWO OUTFALLS THE WATER THAT ORIGINATES THERE CAN GET TO TO GET TO THE MARSH THEN THAT WILL COME IN AND DEFEAT THE WHOLE DRAINAGE SYSTEM DURING A SURGE TIDE OF HOW HAVE WE THE THAT SAME SIMILAR ISSUE OVER HUDSON'S WHERE WE GET THOSE BIG TIDES AND IT WOULD COME INTO PARKING LOT OPEN HUDSON'S CAN DO ANYTHING ABOUT THE PARKING LOT OF HUDSON'S BECAUSE IT'S TOO LOW PRIVATE IT'S ON ITS OWN BECAUSE IT'S PRIVATE YEAH AND IT COMES AND THEIR PROBLEM IS FROM THE FROM THE MARSH YEAH BUT I THINK THEY'VE EMBRACED HAVEN'T THEY. YOU KNOW THEY'VE KIND OF BUILT UP I THINK ANOTHER SO ON THE FLOORING YEAH THOSE ARE THE SORTS OF THINGS THAT WE'RE LOOKING AT AS PART OF OUR RESILIENCE STUDY THAT IS ONGOING WITH OUR CONSULTANT.

WE'RE ALMOST DONE WITH THAT FIRST PHASE WHERE WE'RE JUST KIND OF GET A GOOD IDEA OF WHAT THE THE FINAL PART IS GOING TO BE TO PUT THE PIECES TOGETHER TO FIGURE OUT WHAT WE NEED TO DO POLICY WISE AND PROJECT WISE IN THE FACE OF POTENTIAL INCREASE IN IN THE SEA LEVEL THE AVERAGE SEA LEVEL AND THAT WILL INFORM THINGS LIKE BACKFLOW PREVENTION MAYBE ADDRESSING ROADS THAT MIGHT BE A LITTLE BIT TOO LOW OR NEED SOME OTHER SORT OF HELP AND THEN POLICY POLICY ISSUES MAYBE WE START CONSULTANTS TO USE A HIGHER RAINFALL CONDITION WHEN THEY'RE DESIGNING DEVELOPMENT, MAKE SURE THEY CAN ACCOMMODATE A LITTLE BIT MORE RAIN, RAIN PUTTING MORE ATTENTION, THAT SORT OF THING FURTHER. I MEAN THIS IS GREAT INFORMATION. I'VE BEEN I MEAN SEVERAL PEOPLE IN THE COMMUNITY I KNOW BEEN ASKING QUESTIONS AND AT THIS IT'S KIND OF EXCITED ABOUT GETTING THE EDUCATION PIECE OF EXACTLY HOW THIS PROGRAM WORKS AND DEPARTMENT WORKS ON THE QUESTIONS WE HAVE, YOU KNOW, WHAT ARE WE DOING ABOUT IT? I'M ALWAYS ABOUT TRYING TO LET THE COMMUNITY KNOW THAT WE DO HAVE SOMETHING PLACE KNOW WHAT THAT SOMETHING IS.

I'M NOT SURE I EVEN KNEW BEFORE STARTING TO TALK WITH YOU ABOUT SOME OTHER PROJECTS BUT I APPRECIATE YOU COMING HERE AND EDUCATING US ON THIS AND I CAN SEE THE EXCITEMENT AND IT'S NOT I WOULD JUST MAKE THE MOST EXCITING TO READ BUT AS ALWAYS VERY GOOD INFORMATION.

I CAN SEE HOW EXCITED YOU GET WHEN WE HELP SOME OF THOSE AREAS AND GIVE PEOPLE SOME RELIEF. SO SO THANK YOU FOR THAT. WE HAVE OTHER QUESTIONS FOR JEFF. I DID I HAVE A QUICK QUESTION JEFF JUST FOR MY CLARITY LOOKING AT THIS LAST MARCH AND THAT YOU WERE SPEAKING ON SOUND FOR CLARITY FOR ME YOU SAYING THAT LIKE THE GUY CLOUD EXPERT AND I'M AT A HALL WITH THE STATIONS WITH THE PUMP RIGHT AND YOU HAVE INTO THE TOWN HELP MAINTAIN THOSE AS WELL ALTHOUGH THAT'S PRIVATE PROPERTY SO THE THE FOUR MAJOR PUMP STATION ON THE ISLAND WHERE FOR OKAY WE BUILT THREE OF THEM AND THE ONE IN SEA PINES ALSO PROTECTS OF SOUTH FOREST BEACH ALL THE WAY UP TO CALL ME CIRCLE SO.

IT'S A VERY LARGE PUBLIC INTEREST IN MAKING SURE THAT'S FUNCTIONING AS WELL BUT WE BUILT THE OTHER THREE AND OUR WAS THEY'RE RESPONSIBLE FOR OPERATION AND MAINTENANCE OF THOSE AND THOSE WERE INFORMED BY MODELING EFFORTS. YOU SAW WHEN I TALKED ABOUT EARLIER TO FIGURE OUT WHAT WAS GOING ON AND WHERE WE HAD A THREAT AND THEN ADDRESSING HAD A LOT OF PROBLEMS. THE TOWN HAS DONE A LOT TO PROTECT THE ISLAND OVER THE LAST 25 YEARS WHEN IT COMES TO PROJECTS WE'VE UPSIZED A LOT OF PIPES, WE'VE EXPANDED DITCHES AND WE'VE BUILT LIKE PUMP STATIONS AND MORE ROBUST OR WE CALL CONTROL STRUCTURES TO LET WATER OUT AND NOT LET IT BACK IN. SO WE'VE DONE A LOT AND WE'RE WE'RE VERY HAPPY WITH WHERE WE ARE BUT WE'RE EXCITED TO MOVE ON AND DO EVEN BETTER AND SERVE MORE PEOPLE BECAUSE AND AGAIN IT'S WHEN YOU GET TO THOSE LAST PARTS THAT'S VERY DIFFICULT

[01:30:08]

WHEN IT'S A BUNCH OF INDIVIDUAL PROPERTY OWNERS IF DEALING WITH A COMMUNITY THAT HAS A POHA THEY CAN SPEAK THE WHOLE COMMUNITY AND YOU CAN DO STUFF BUT IF IT'S A BUNCH OF INDIVIDUAL PROPERTY ALONG A ROAD YOU NEED IN ORDER TO GET A DRAINAGE PROJECT TO WORK, ROADWAY PROJECT TO WORK YOU HAVE TO HAVE A CONSENSUS AND A BUY IN FROM ALL AND THAT'S A CHALLENGE. A CHALLENGE BUT WE'RE WORKING ON IT.

THANK YOU. I CAN SEE SOME OF YOUR SUCCESS STORIES AS YOU TALK ABOUT IN THE VARIOUS COMMUNITIES. SO I KNOW GUYS ARE DEFINITELY MAKING PROGRESS AND ENTERPRISE REPORT THANK YOU. THANK YOU FOR GIVING THE OPPORTUNITY TO TO TALK ABOUT STORMWATER. SO I'M GOING TO COME BACK AND TALK MORE ANOTHER SUBJECT WE CAN DO THAT I CAN'T WAIT TILL THE MOVIE COMES OUT BUT I THINK YOU ANSWERED ALL OF MOST ALL OF MY QUESTIONS. YOU KNOW, LIKE WHAT'S YOUR BIGGEST CHALLENGES WHICH ARE BUSY THINK IS SUCCESS YOU KNOW WHAT ARE SOME OF THE AREAS SO THIS IS VERY INFORMATIVE OF THE QUESTIONS. YEAH WELL WE MAY YOU DO THIS AGAIN IN ANOTHER SETTING JUST TO EDUCATE OUR PUBLIC AND I THAT MIGHT HELP. I'M VERY INTERESTED IN THE COMMUNICATION PIECE AND TO GET EASEMENTS FROM PEOPLE ON WHY OR WHY NOT OR TRYING TO YOU KNOW KEEP WORKING ON APATHY. SO IF YOU IF ANY OF US FROM THE TASK FORCE GET THE HELP IN ANY HISTORIC I'M PROBABLY GOING TO BE CALLING YOU ON THERE YES, FOR SURE.

PLEASE. I MEAN I THINK AT SOME POINT WE'RE GOING TO BE LOOKING AT MAYBE HAVING IF WE'VE GOT A COLLECTION IN THE SAME AREA HAVING A COMMUNITY MEETING TO DISCUSS AND WE CAN GET TOGETHER AND AN OFFICIAL. YEAH.

YES SO THAT WOULD BE GREAT THANK YOU. THANK YOU.

OKAY. WE FIND OURSELVES AS THE END OF THE AGENDA AND UNLESS

[Additional Item]
